UH, BUT I'VE WORKED FOR THE STATE IN A VARIETY OF POSITIONS DEALING WITH GRANTS, TAX INCENTIVES, UH, TECHNICAL ASSISTANCE, RESTORATION OF A VARIETY OF BUILDINGS AND SCALE, UH, DISASTER RESPONSE.
AND, AND THE LIST KIND OF GOES ON AND ON.
UH, MANY OF YOU WERE NOT ON THIS COMMISSION BACK IN 2021 WHEN I WAS NOMINATED BY THIS BODY AND APPROVED BY CITY COUNCIL.
UM, BUT I WANNA SAY IT'S BEEN A PRIVILEGE AND ALSO PERSONALLY EXTREMELY REWARDING TO BE ABLE TO GIVE BACK TO THE CITY OF AUSTIN, TO THE COMMUNITY, AND TO WORK WITH RALLY AUSTIN.
I AM REALLY PROUD OF WHAT THE ORGANIZATION HAS ALREADY ACCOMPLISHED AND WHAT WE HAVE COMING IN THE PIPELINE.
AND ALTHOUGH RALLY AUSTIN HASN'T HAD MANY OPPORTUNITIES TO SUPPORT AND DEVELOP HISTORIC PRESERVATION IN THE TRADITIONAL SENSE, UH, I THINK YOU'LL SEE BY SOME OF THE EXAMPLES.
THERE'S A LOT THAT WE'VE DONE FOR HERITAGE AND CULTURAL, UH, HERITAGE AND CULTURE IN THIS COMMUNITY.
AND I THINK THERE'S SOME OPPORTUNITIES DEFINITELY IN THE PIPELINE THAT WILL BE CLOSER TO SOME OF THE TRADITIONAL WAYS THAT WE THINK ABOUT HISTORIC PRESERVATION.
UM, AND SO THE OTHER THING IS, MY TERM IS ACTUALLY ENDING THIS FALL.
SO AT A FUTURE MEETING, THIS BOARD WILL CONSIDER WHAT IT WANTS, WHAT YOU WANT FOR YOUR REPRESENTATION GOING FORWARD.
UM, AND SO JUST PUT THAT OUT THERE, UH, AS A POSSIBILITY.
AND, AND SO IT'S ON YOUR RADAR SCREEN.

THE BOARD WAS ESTABLISHED IN 2021, AND THE HIRING PROCESS, UM, BEGAN IN 21 AND STARTED TOWARDS THE END OF 21.
AND I WAS HARD HIRED THE BEGINNING OF 2022.
AND WHERE YOU SEE THE BLUE ICONS, THIS IS WHERE, UH, CULTURAL TRUST PROJECTS WERE TAKEN AND VOTED ON BY CITY COUNCIL.
AND THEN THE GREEN ICON THAT YOU SEE IN 2024, THIS IS THE EAST 11TH, UH, PROJECT COMMISSIONER, UM, EVANS, YOU AND I SPOKE ABOUT URBAN RENEWAL.
THIS IS, THIS IS THE EAST 11TH BLOCK, 16 AND 18, UM, WHICH I, YOU KNOW, IT'S, IT'S, I CONSIDER URBAN, ALL OF URBAN RENEWAL, HISTORICAL, UH, PRES HISTORIC PRESERVATION AS AS WELL.
UM, SO ANN WILL TALK MORE ABOUT, UM, OUR PROJECTS AND PROGRAMS, UH, IN A FUTURE SLIDE.
AGAIN, THOSE ARE THE THREE AREAS.

WE HAVE THE ABILITY TO APPLY FOR HISTORIC TAX CREDITS, NEW MARKET TAX CREDITS, LEVERAGING THE CITY'S INVESTMENTS.

WE'VE LEVERAGED GRANTS FROM WELLS FARGO, C3 AND SIX SQUARE, UM, FOR EAST 11TH.
AND, UH, AND THEN OUR CULTURAL TRUST HERE.

SO I'M GONNA STOP HERE ON EAST 11TH TO CULTURAL TRUST.
UM, AGAIN, I JUST WANNA SAY THANK YOU, UH, TO THIS COMMISSION, UH, FOR HAVING REPRESENTATION ON OUR BOARD, AND I LOOK FORWARD TO WORKING WITH YOU IN THE FUTURE.
AND, UM, EACH OF OUR PROJECTS HAS, UM, BEEN IN A VERY DIFFERENT PLACE IN A DEVELOPMENT CYCLE.
UM, THE CULTURAL TRUST WAS A PROGRAM THAT CITY COUNCIL, WHEN THEY CREATED THE RALLY, AUSTIN THOUGHT THAT WE WOULD BE A GOOD PROJECT MANAGER AS SETTING UP WITH SOME CITY FUNDS, SOME CITY FUNDS THAT HAVE BEEN DEDICATED FOR THE CULTURAL TRUST IN TWO DIFFERENT FUNDING STREAMS. UM, REALLY KNOWING THAT THEY WANTED TO ACHIEVE BIGGER, MORE, UM, MORE SIGNIFICANT REAL ESTATE INVESTMENTS TO PRESERVE ARTS AND CULTURE IN THE CITY.
UH, THIS IS, THIS WAS NOT A SORT OF YEAR BY YEAR GRANT PROGRAM.
AND SO WITH THE INITIAL FUNDING, UH, THE RALLY AUSTIN WORKING WITH THROUGH THE REAL ESTATE COMMITTEE VERY SIGNIFICANTLY, AND OUR PROGRAM PARTNERS AT ECONOMIC DEVELOPMENT DEPARTMENT CAME UP WITH AN RFP PROCESS THAT THEN SORT OF LOOKED AT THE UNIVERSE OF, OF NEEDS OUT IN AUSTIN, UH, FOR OUR VERY SMALL, UH, $19.4 MILLION THAT WE HAD TO START WITH, WHICH SOUNDS LIKE A LOT OF MONEY, BUT NOT WHEN IT GETS TO REAL ESTATE AND LONG-TERM INVESTMENTS IN ARTS, MUSIC, AND CULTURE.
UM, SO WITH THAT, AND I ACTUALLY HAVE A DIFFERENT SLIDE THAT PROFILES THE DIFFERENT PROJECTS.
WE LOOKED AT BOTH THE PRESERVATION OF EXISTING STRUCTURES AS WELL AS BUILDING OUT NEW CULTURAL ARTS INFRASTRUCTURE, SPECIFICALLY FOR ORGANIZATIONS THAT HAVE BEEN DIS DISPLACED MANY TIMES.
AND UNFORTUNATELY IN OUR RFP PROCESS, WE FOUND OUT FROM 45 APPLICANTS, WHICH IS NOT NEARLY EVERY ARTS ORGANIZATION IN TOWN, WE HAD OVER $350 MILLION IN NEEDS.
AND SO THIS IS REALLY, UM, AN SIGNIFICANT MOVE FORWARD TO DEMONSTRATING WHAT WE CAN DO WITH THESE DOLLARS.
BUT WE'RE VERY MUCH AT THE EARLY STAGE OF THIS PROCESS.
UM, AND SO I'M GONNA, I THINK IT'S FORWARD THIS WAY.
YOU CAN SORT OF SEE, I'M GONNA SHOW YOU THE PORTFOLIO OF THESE DIFFERENT PROJECTS, BUT THEY ARE AROUND CENTRAL AUSTIN.
UH, WE HAD MANY APPLICANTS FOR THE CULTURAL TRUST, UM, AND WE'VE BEEN TALKING WITH THE CITY ABOUT NUMEROUS DIFFERENT CITY OWNED PARCELS IN A BROADER RANGE OF SPACES BESIDES THIS CENTRAL LOCATION.
BUT THIS SORT OF DOES REPRESENT THE INITIAL PORTFOLIO OF PROJECTS.
UM, WE DON'T HAVE A DETAILED SLIDE OF THE BLOCK 16 AND 18 PROJECT, BUT THAT IS TWO ACRE PARCELS ALONG EAST 11TH STREET, SEPARATED BY WHAT'S CALLED BLOCK 17, WHICH IS THE STREET JONES BUILDING.
UM, AND THAT HAS BEEN, UH, INTERIM USES AND SORT OF EFFECTIVELY OPEN LAND FOR 30 PLUS YEARS.
I KNOW COMMISSIONER EVANS KNOWS THIS STORY VERY WELL, AND I THINK COMMISSIONER UPRIGHT AS WELL.
UM, AND THROUGH A PRE PRE-DEVELOPMENT FEASIBILITY PROCESS, WE HELPED TEE UP THE REQUEST FOR PROPOSALS THAT THE URBAN RENEWAL BOARD ISSUED.
AND WE HAD A COUPLE OF, UH, FINAL, UM, APPLICANTS AND THE URBAN RENEWAL BOARD SELECTED A DEVELOPMENT TEAM THAT THEN COUNCIL VOTED ON LAST SUMMER.
THAT TEAM ALREADY WORKING ON THE PROJECT IS IN WHAT'S CALLED AN EXCLUSIVE NEGOTIATING AGREEMENT, WHICH IS THE TIME PERIOD THAT THEY EFFECTIVELY TAKE THEIR CONCEPT AND THEIR FINANCIAL PLAN AND REALLY SORT OF FLESH IT OUT TO BE THE TRUE DEVELOPMENT PROJECT.
SO WE WON'T SEE CONSTRUCTION ON THOSE TWO BLOCKS FOR ABOUT 18 MONTHS TO TWO YEARS, BUT YOU WILL SEE A LOT OF ACTIVITY OF THAT PROJECT COMING TO FRUITION.
AND IT WAS MEANT BY THE URBAN RENEWAL BOARD TO TRULY REFLECT WHAT HAS BEEN LOST IN THAT NEIGHBORHOOD FOR

A LONG TIME, INCLUDING, UM, BLACK CULTURE, BLACK UH RESIDENTS, BLACK CREATIVE WORKERS, AS WELL AS MANY OF THE OTHER EAST AUSTIN RESIDENTS THAT HAVE BEEN DISPLACED FROM EAST AUSTIN.THAT IS A, A REALLY EXCITING AND VIBRANT STREET.
BUT WHAT WE WANNA SEE ARE MORE OF THE CULTURAL, UM, REPRESENTATION, MORE, MORE OF THE AUSTINITES THAT HAVE CULTURAL REPRESENTATION THAT SHOULD BE ON BACK ON THAT BLOCK.
UM, SO THOSE TWO PARCELS WILL PROBABLY COME BACK.
THERE IS NOT A DIRECT HISTORIC PRESERVATION COMPONENT, BUT ON BLOCK 18, WE'RE SORT OF SURROUNDING THE VICTORY GRILL, WHICH IS A REALLY SIGNIFICANT ASSET, UH, FOR EAST 11TH STREET.
AND WE'RE WORKING CLOSELY WITH ANCHOR INSTITUTIONS SUCH AS EBENEZER CHURCH URBAN RENEWAL BOARD HAS MANY DIFFERENT REPRESENTATIONS FROM ACROSS, UH, THE CITY, UH, EAST ANDERSON, UM, ALUMNI GROUP THAT I KNOW WE, WE MET WITH.
WE'RE TRYING TO REALLY MAKE SURE THAT THE, THE CULTURAL HISTORY OF THE DISTRICT IS WITHIN THIS NEW PROJECT, UM, THE CULTURAL TRUST.
JUST FOR A SECOND, 'CAUSE I KNOW WE HAVE SHORT TIME TODAY.
UM, AGAIN, I MENTIONED THE PROCESS WE WENT THROUGH.
UM, THESE ARE THE INITIAL SIX PROJECTS THAT WE'VE INVESTED IN IN THE LAST TWO YEARS.
UH, THESE ARE ALL 20 TO 40 YEAR LONG-TERM LEASES AGREEMENTS, FUNDING AGREEMENTS, RESTRICTIVE COVENANTS, THE PURPOSE BEING BOTH TO PRESERVE EXISTING SUCH AS THE HOLE IN THE WALL AND EMPIRE, UM, AS WELL AS BUILD SOME NEW INFRASTRUCTURE, UH, FOR, WELL ACTUALLY RENOVATE THE MILLENNIUM'S THEATER SO THAT IT CAN BE USED FOR MORE COMMUNITY USE, MORE THEATER USE, WHERE IN DESPERATE NEED OF THEATERS.
UM, AND THEN NEW INFRASTRUCTURE AT THE PDC IS THE PERMITTING AND DEVELOPMENT CENTER.
SO THAT'S A CITY PERMITTING AND DEVELOPMENT BUILDING.
AND THERE'S A SPACE IN THE PARKING GARAGE THAT WE'LL BE FITTING OUT AS A MULTIPURPOSE ARTS CENTER.
UM, THE AUSTIN PLAYHOUSE AND MUSEUM OF HUMAN ACHIEVEMENT WERE ALSO TWO MAJOR CAPITAL PROJECTS THAT YOU'LL SEE SORT OF COMING TO FRUITION IN THE NEXT FEW YEARS.
UM, WE HAVE ACTUALLY ONE MORE POTENTIAL INVESTMENT THAT IS COMING, UH, DOWN THE PIKE, BUT WE STILL HAVE A LONG PIPELINE OF PROJECTS THAT WE WOULD LIKE TO FACILITATE, UM, AND HELP SUPPORT OVER TIME.
AND SO THAT'S COMES TO OUR LAST SLIDE, WHICH IS JUST REALLY MORE OF A, THIS IS A, NOT A QUITE A TEASER, BUT LIKE AN INITIAL THOUGHT PROCESS ON THE WORK WE HAVE BEEN DOING AND HOW WE WOULD LIKE TO PROPOSE SOME ADDITIONAL INVESTMENTS FOR THE 2026 BOND ELECTION.
WE WILL COME BACK TO TALK IN MORE DETAIL IN THE FUTURE, BUT AROUND THREE THEMES.
WE REALLY FEEL THAT BRIDGING FROM BLOCK 16 AND 18 AND BRIDGING FROM THE CULTURAL TRUST IN OUR LONG PIPELINE.
WE WANT TO EXPAND THE CULTURAL TRUST WITH ADDITIONAL INVESTMENTS.
WE'D REALLY LIKE TO FOCUS, LIKE WE HAVE, FOR EXAMPLE, WITH THE HOLE IN THE WALL, LEGACY BUSINESS PRESERVATION, WHICH IS REALLY AN ASPECT OF PRESERVATION AS WELL.
WE'D LIKE TO BE DOING MORE OF THAT, INCLUDING OTHER KINDS OF BUSINESSES, UM, COMMUNITY OWNED BUSINESSES, NOT JUST, UH, VENUES.
UM, AND THEN AFFORDABLE WORKSPACE WORKFORCE INITIATIVE.
OUR INITIAL INVESTMENTS IN ARTS AND CULTURE HAVE BEEN PRIMARILY THEATER SPACES THAT ARE WORKING SPACES WITH SUPPORTIVE INFRASTRUCTURE, BUT WE'RE LOSING A LOT OF PLACES WHERE PEOPLE DO DAY-TO-DAY WORK.
UM, AND SO WHAT WE REALLY WANNA MAKE SURE IS THAT WE'VE GOT AFFORDABLE WORKSPACE FOR ARTISTS AND CREATIVE PROFESSIONALS TO STAY IN THE CITY.
UM, SO THAT'S THE PRESENTATION.

UH, JUST SEEING THE SYNERGY BETWEEN CONNECTING THE CULTURAL GROUPS AND THE HISTORIC PROPERTIES IS GREAT TO SEE.
AND EVEN SOME PROPERTIES THAT AREN'T MORE TRADITIONAL HISTORIC PROPERTIES, I MIGHT SNEAK MUSEUM OF HUMAN ACHIEVEMENT IN THERE, WHICH IS WHERE I GOT MARRIED, WHICH IS A INDUSTRIAL FACILITY THAT IS NOT ONE OF YOUR TRADITIONAL HISTORIC, UH, RESOURCES, BUT I THINK A PART OF OUR, UH, BUILT FABRIC THAT, UM, PEOPLE REALLY APPRECIATE.

THIS IS A REPAIR AND REHABILITATION OF AN EXISTING BUILDING, INCLUDING EXTERIOR PAINTING, WINDOW REPAIR IN KIND, WINDOW REPLACEMENT, UH, COLUMN REPLACEMENT, AS WELL AS HANDRAILS AND BALLISTERS TO MATCH THE ORIGINAL.
UM, ALSO INSTALLATION A NEW HVAC REPLACEMENT OF EXTERIOR LIGHT FIXTURES AND ADDING A RAMP AND HANDRAIL TO THE PACK PATIO.
NEXT PROJECT IS DEEP EDDIE CABARET AT 2315 LAKE AUSTIN BOULEVARD.
THIS IS A PROJECT TO RESTORE THE RED TILE ROOF.
THE EXISTING TILE WILL BE REUSED AND SUPPLEMENTED WITH NEW PRE REPRODUCTION PIECES, REPAIR, DETERIORATE.

UH, A COUPLE OF MONTHS AGO, I WAS AT A PREMIER OF A DOCUMENTARY ABOUT THE WISDOM OF, UH, TEARING DOWN THE AUSTIN CONVENTION CENTER AND REBUILDING IT.
AND FOLLOWING THAT, UH, DOCUMENTARY PREMIER, THERE WAS A PANEL DISCUSSION.
AND DURING THE PANEL DISCUSSION, ONE OF THE ARTISTS WHOSE ART WAS GOING TO BE DISPLACED AND POSSIBLY DESTROYED AS A RESULT OF DEMOLITION, UH, APPROACHED THE PANEL AND SAID HE WAS VERY, VERY DISTURBED THAT THE CITY WASN'T DOING MORE TO SAVE THE ARTWORK.
AND SOMEONE ON THE PANEL POINTED OUT THAT I WAS IN THE AUDIENCE.
SO I HAD A VERY NICE DISCUSSION WITH THE ARTIST, AND I TOLD HIM I REALLY DIDN'T KNOW, BECAUSE HE ASKED IF THERE, HE SUGGESTED THAT BECAUSE OF THE HISTORIC SIGNIFICANCE OF THE ARTWORK, THAT THE HISTORIC LANDMARK COMMISSION MIGHT WANT TO EMBRACE THIS, HIS EFFORT TO SAVE IT.
AND SO I SUGGESTED HE REACH OUT TO, UH, CITY EMPLOYEES, WHICH HE DID.
HE GOT SOME OTHER, UH, COMMUNITY MEMBERS TO DO LIKEWISE.
AND AS A RESULT, THE ARTWORK HAS BEEN DEACCESSED, IT'S GOING TO BE SAVED, AND MOST OF IT WILL PROBABLY END UP IN OTHER CITY FACILITIES.
