UM, IT WAS, UM, IT WAS, UM, IT WAS STARTED IN 2015 THOUGH, AND THAT WAS CALLED CONNECTIONS 2025. IT LED TO CAP REMAP, OUR LARGEST SERVICE CHANGES WHEN CAP METRO CHANGED OVER 50% OF OUR ROUTES. WE DON'T SEE THE SAME, UH, SCALE OF [00:10:01] CHANGES AS PART OF THIS ONE. AND WE'VE BEEN, UH, WILLING TO, UH, WE'VE BEEN, UM, INCLUDING OUR STAKEHOLDERS ALL ALONG. UH, WE JUST ACTUALLY WRAPPED UP, UM, UH, TWO DAYS AGO OUR COMMUNITY ENGAGEMENT, UH, SECOND ROUND, UH, A VERY BIG EFFORT. AND NOW WE ARE PLANNING TO TAKE IT TO OUR BOARD OF DIRECTORS FOR APPROVAL THIS FALL. WE HAVE LOTS OF MATERIAL TO RECOVER, TO COVER. IN INTEREST OF TIME, I'VE TRIED TO KEEP THIS AS BRIEF AS POSSIBLE. WE'VE EVALUATED, UH, WHERE WE EXPECT GROWTH TO OCCUR, AND WE'VE IDENTIFIED POPULATIONS THAT WOULD BE MORE LIKELY TO RIDE TRANSIT, SUCH AS GROUPS OF PEOPLE WHO DON'T OWN A CAR, UH, HOUSEHOLDS WITH LOWER INCOMES, OR AREAS WITH LOTS OF STUDENTS OR PEOPLE WITH DISABILITIES. IF YOU WANT TO TAKE A DEEP DIVE, AS I JUST MENTIONED, YOU CAN LOOK INTO IT ON OUR WEBSITE, WE ALSO HAD THAT VERY SUCCESSFUL COMMUNITY ENGAGEMENT WHERE WE TALKED ABOUT 8,000 PEOPLE, UH, THROUGH A SURVEY, UH, FOCUS GROUPS, UH, IN-PERSON EVENTS. AND SO THAT INPUT WAS CRITICAL AND, UM, TO DEVELOPING THE PLAN. AND THEN FINALLY, IT IS VERY IMPORTANT THAT WHEN TALKING ABOUT THESE PROPOSALS, UH, THAT YOU, THAT EVERYONE REMEMBER, UM, WHERE CAP METRO'S FUNDING COMES FROM, IS IT, WE ARE SALES TAX FUNDED AND SALES TAX IS NOT GROWING AS FAST AS IT WHAT USED TO THIS MEANS. WE ARE LIMITED TO HOW MUCH WE CAN EXPAND AT THIS POINT IN TIME. UM, WE DO HAVE SUPPORT FROM FEDERAL AND FAIRBANKS REVENUE, BUT THAT MAKES UP A VERY SMALL PART OF OUR, UM, OF OUR, UH, BUDGET. IT REALLY ALWAYS DOES COME FROM THE TAXPAYERS, AND WE WANNA BE GOOD STEWARDS OF THEIR, UH, OF THEIR FUNDS. SO THAT'S WHY WE ARE LOOKING TO BE, UM, FISCALLY RESPONSIBLE. AND SO ULTIMATELY, WE COULD NOT INCLUDE EVERY RECOMMENDATION WE WANTED, UM, IN THIS PLAN, UM, ESPECIALLY IN THE ZERO TO FIVE SCENARIO. UM, SO, BUT I WILL TALK ABOUT HOW SOME OF THESE, UH, PHASE OUT, UH, AS I GO THROUGH THE PRESENTATION. SO THE TRANSIT PLAN IS, UM, AS WE DEVELOPED IT, WE, WE SAW THAT THERE'S THREE, THREE THINGS THAT WE'RE ALIGNING TO. ONE IS OUR, UH, REVISED TRAVEL PATTERNS IN THE, IN THE REGION. WE'RE ALSO PREPARING FOR HIGH CAPACITY TRANSIT, THAT'S LIGHT RAIL IN ADDITION TO OUR NEW RAPID LINES AND EXPLORING, UM, UH, REGIONAL EXPANSION, WHICH IS PART OF CAP. MITCHELL'S RECENTLY ADOPTED STRATEGIC PLAN. JUST AS A REMINDER, I ALLUDED TO THIS EARLIER. THIS IS NOT, THIS IS A PLAN. THIS IS NOT A SERVICE CHANGE. WHEN WE GO TO ACTUALLY MAKE THESE CHANGES, WE WILL TAKE IT THROUGH OUR TYPICAL, UM, SERVICE CHANGE PROCESS THAT WE DO EVERY THREE YEARS. SO MORE ENGAGEMENT AND MORE BOARD APPROVAL. SO NOW LET'S, UH, START TO DIVE INTO WHAT'S IN THE, IN THE PLAN. UM, LOOKING AT A VERY HIGH LEVEL, AT THOSE FIRST FIVE YEARS, WE ARE LOOKING, SO THIS IS BEFORE AUSTIN RAIL LAUNCHES. WE'RE FOCUSED ON, UH, BEING RESPONSIBLE FOR OUR BUDGET, AS I MENTIONED. AND WE WANT TO GROW OUR RIDERSHIP AND HELP PEOPLE GET TO WHERE THEY NEED TO GO. AND SO, SPECIFICALLY THIS PHASE IS GOING TO INCLUDE CHANGES ASSOCIATED WITH BRINGING OUR NEW RAPID ROUTES EIGHT HUNDRED AND EIGHT THIRTY SEVEN TO THEIR FULL VISION, INCLUDING, UH, MORE FREQUENT SERVICE, UM, PARK AND RIDES [00:15:01] OPENING UP AND, UM, AND ELECTRIC VEHICLES ALONG WITH SOME ROUTE ADJUSTMENTS TO HELP, UH, FEED THOSE ROUTES. AND THEN IN THE, UH, FIVE TO 10 YEAR OUTLOOK, WE ARE MO MUCH MORE, UH, THE CHANGES FOCUS ON, UH, O THE OPENING DAY OF AUSTIN LIGHT RAIL IN THIS PHASE, AND ALSO INCLUDE SOME OTHER, UH, GROWTH FOR OUR BUS NETWORK. UM, SO THAT'S WHAT WE'RE DOING. UM, IT IS A, AGAIN, A KIND OF A FISCALLY CONSTRAINED BUDGET OR, OR PROCESS. SO, UM, WE HAD TO LOOK AT, YOU KNOW, THE THINGS WE COULD DO, BUT, BUT THERE, WE DO HAVE SOME GROWTH IN THAT PLAN. 'CAUSE WE DON'T EXPECT SALES TAX TO BE FLAT FOREVER. SO. AND THEN FINALLY, OUR PLAN INCLUDES CONCEPTS FOR WHAT HAPPENS AFTER AUSTIN'S LIGHT RAIL IS LAUNCHED. AND, UH, THESE ARE FISCALLY UNCONSTRAINED. UM, THIS IS FOR 10 PLUS YEARS IN THE FUTURE, AND IT REALLY FOCUSES ON BUILDING A MORE CONNECTED REGION. UM, AND WE'RE, IT INCLUDES A THINGS SUCH AS PROJECT CONNECT AILMENTS THAT HAVEN'T BEEN IMPLEMENTED YET. UH, OTHER TRANSIT PLAN AILMENTS, UH, THAT REQUIRE PARTNERSHIPS AND INVESTMENT. SO NOW WE'LL START, UH, WE WE'RE GONNA KIND OF WALK AROUND THE CITY AND, UH, TRY AND AT A HIGH LEVEL DISCUSS THE, UH, ACTUAL CHANGES WE HAVE, UM, IN THE NORTH AND NORTHWEST AREA. UM, WE ARE SHOWING, UH, THE KEY CHANGES. UH, IT SHOULD NOTE THAT THESE SLIDES DO NOT INCLUDE EVERY ROUTE. THEY DO NOT NECESSARILY INCLUDE EVERY CHANGE. UM, WHEN YOU TALK ABOUT GENERAL OBLIGATION BONDS, UM, YOU KNOW, THE TYPICAL GENERAL OBLIGATION BOND PROJECTS INCLUDE, YOU KNOW, FLOOD AND EROSION CONTROL CITY FACILITIES, WHICH INCLUDES, UM, NEW REPLACEMENT REHABILITATION HOUSING, STREETS, PARKS, PUBLIC SAFETY, AND, UH, LAND PURCHASES. UM, THERE ARE SEVERAL IMPORTANT THINGS THAT ARE NOT ALLOWED TO BE IN A GENERAL OBLIGATION BOND, UM, INCLUDING ROUTINE OPERATION AND MAINTENANCE WORK, UH, IMPROVEMENTS TO, TO LEASE SPACE CODE ENFORCEMENT EMPLOYEE SALARIES. AND IT'S ALSO IMPORTANT TO NOTE THAT AUSTIN ENERGY AND AUSTIN WATER ARE FUNDED THROUGH ENTERPRISE REVENUE BONDS RATHER THAN GENERAL OBLIGATION BONDS. AND THAT MEANS THAT THEY FUND THEIR PROJECTS, UH, VIA BONDING ON THE REVENUE FROM THE UTILITY OPERATIONS. SO THOSE ARE NOT GONNA BE ELIGIBLE FOR THE THIS 2026 GENERAL OBLIGATION BOND PROGRAM. UM, SO THE BOND DELIVERY PROCESS, UM, FOR 2026, AND TALKING ABOUT, UM, WHAT'S DIFFERENT, WHAT ARE WE DOING NEW THIS TIME? UM, IN THE PAST WE'VE PACKAGED THE PROJECTS THAT HAVE BEEN ON A CONCEPTUAL LEVEL INTO A BOND PROPOSITION. AND THEN AFTER THE BOND PASSES, WE'VE UNDERTAKEN THE PRELIMINARY WORK TO FULLY DEVELOP SCOPE, SCHEDULE, AND BUDGET FOR A PROJECT IN THE PAST THAT'S LED TO SITUATIONS WHERE, UH, BOND PROPOSAL FOR SAY, A $5 MILLION NEW LIBRARY. UM, BUT AT THE END, THAT LIBRARY DIDN'T END UP COSTING $5 MILLION. 'CAUSE THE COST ESTIMATE DIDN'T INCLUDE THINGS LIKE LAND ACQUISITION AND OTHER, UM, UH, ANCILLARY, UH, PIECES MORE THAN JUST THE BUILDING. AND SO LET'S SAY THAT PRICE THEN GOES UP TO $8 MILLION, AND THEN, THEN WE HAVE A BIG PROBLEM BECAUSE YOU CAN'T DELIVER AN $8 MILLION LIBRARY FOR $5 MILLION, AND WE HAVE TO SCRAMBLE TO, UH, EITHER REDUCE SCOPE OR FIND OTHER FUNDING SOURCES. SO REALLY WHAT WE'RE DOING HERE IS WE'RE MOVING THAT BROWN, UH, BOX THAT'S IN THE YELLOW PIECE THERE ABOUT PROJECT PLANNING, UM, TO DEVELOP THE SCOPE, SCHEDULE AND BUDGET, REALLY MOVING THAT TO BEFORE, UM, THE BOND ELECTION TAKES PLACE. SO WE'RE GETTING THOSE PROJECTS FULLY VETTED BEFORE THEY, UM, GO TO THE VOTERS. AND SO THAT WAY WE CAN HIT THE GROUND RUNNING WITH, UM, YOU KNOW, SOME REQUEST FOR PROPOSALS AND REQUEST FOR QUALIFICATION. SO WE'VE GOT A FULLY DEFINED PROJECT, UM, THAT, THAT MOVES FORWARD. UH, AS I PREVIOUSLY MENTIONED, CDS HAS CONVENED CITY DEPARTMENTS TO DEVELOP A GOVERNANCE STRUCTURE NEEDS ASSESSMENT AND EVALUATION CRITERIA TO PREPARE STAFF COUNCIL AND THE PUBLIC FOR THE BOND ELECTION IN 2026. UM, THOSE ITEMS INCLUDE NINE DIRECTORS ROUNDTABLE MEETINGS, 13 SPECIAL ACTION COMMITTEES, UH, 11 PROJECT MANAGEMENT TEAM MEETINGS WHERE WE'VE BEEN GATHERING, UH, EXPERTS, UH, FROM THE DEPARTMENTS TO MEET AND GO OVER THE PROJECT NEEDS ASSESSMENT. 12 INTEGRATED BOND DEVELOPMENT TEAM PLANNING MEETINGS. UM, SO SINCE MAY OF 2024, STAFF HAS PARTICIPATED IN 40 PLUS MEETINGS RELATED TO BOND DEVELOPMENT, WHICH IS REALLY A, A BIG EFFORT. AND THIS IS IN ADDITION TO THE, UH, BOND ELECTION ADVISORY TASK FORCE MEETINGS THAT HAVE BEEN TAKING PLACE SINCE, UM, OCTOBER OF 2024. SO ONE OF THE THINGS THAT WE'VE DONE BY CONVENING ALL THE DEPARTMENTS TOGETHER IS WORKING ON THESE GUIDING PRINCIPLES, TECHNICAL CRITERIA, AND SCORING MATRICES, WHICH IS THE METHODS THAT WE'RE GONNA BE USING TO EVALUATE THE PROJECTS, UM, AS THEY MOVE FORWARD. UM, AND SO WE'VE TAKEN THE, THESE ARE ALL BASED ON THE CITYWIDE [01:10:01] STRATEGIC PLAN, UM, AS WELL AS RELEVANT DEPARTMENTAL SPECIFIC PLANNING DOCUMENTS. SO THIS ISN'T JUST US GOING INTO A ROOM AND CREATING A BUNCH OF CRITERIA. THIS IS BASED ON ALL THE GREAT WORK THAT ALL THE STAFF HAS DONE, UM, YOU KNOW, ACROSS ALL THE DEPARTMENTS. AND USING THAT TO DEVELOP THE TECHNICAL, TECHNICAL CRITERIA AND SCORING MATRICES BASED ON DEPARTMENTAL NEEDS AS WELL AS THEIR EXPERTISE. AND THEN WE USE A PROJECT CHARTERING PROCESS, WHICH WILL, UH, FURTHER DEVELOP THE SCOPE, SCHEDULE AND BUDGET, WHICH WE CAN USE TO PRIORITIZE THOSE PROJECTS. UM, THESE ARE THE GUIDING PRINCIPLES FOR THE 2026 BOND PROGRAM. ALL OF THEM, UH, ARE TAKEN FROM THE CITYWIDE STRATEGIC PLAN, UH, EQUITY, AFFORDABILITY, INNOVATION, SUSTAINABILITY AND RESILIENCE, PROACTIVE PREVENTION AND CUSTOMER TRUST AND RELATIONSHIPS. AS WE LOOK INTO, UM, WHAT WE'VE DONE, WHAT'S BEEN COMPLETE TO DATE, UM, DEPARTMENTS HAVE PRESENTED THESE GUIDING PRINCIPLES, TECHNICAL CRITERIA, AND THE MATRICES TO THE RESPECTIVE BOARDS AND COMMISSIONS. UH, WE'VE OUTLINED THE SCHEDULE HERE SHOWING THE MAJOR MILESTONES, INCLUDING THE BOND ELECTION ADVISORY TASK FORCE UPDATE TO CITY COUNCIL IN JUNE OF 2025, UM, AND THE PRESENTATION OF THE DEPARTMENTAL NEEDS ASSESSMENT IN JULY OF 2025. UM, WE'RE GONNA BE, UM, PURSUING ADDITIONAL UPDATES TO BOARDS AND COMMISSIONS THIS SUMMER AND COMMUNITY OUTREACH, UM, ON THE NEEDS ASSESSMENT THROUGH THE FALL OF 2025. THE SCHEDULE'S PIVOTED A LITTLE BIT HERE DUE TO THE TAX RATE ELECTION THAT'S GONNA BE COMING IN NOVEMBER. WE DON'T WANT FOLKS TO GET KIND OF CONFUSED OF BOND VERSUS TAX RATES, SO WE'RE GONNA KICK THAT OFF, UM, IN EARLY NOVEMBER AFTER THE TRE UM, HAS MOVED FORWARD. UM, AFTER THAT THERE'S GONNA BE A REDUCTION, UM, IN THAT THE NEEDS ASSESSMENT LIST, UM, WHEN IT WAS FIRST SUBMITTED WAS ABOUT $10 BILLION. THE CURRENT REDUCED LIST IS AT $4.9 BILLION. AND THAT REDUCTION WAS REALLY BASED ON BOND ELIGIBILITY AND THINGS LIKE THAT. UM, THAT NUMBER IS GONNA HAVE TO GET DOWN CLOSE TO 700 MILLION, WHICH IS ABOUT 15% OF THE PROJECT LIST NOW. SO THAT'S WHAT WE'RE GONNA BE REALLY GOING THROUGH, TAKING IN THE COMMUNITY INPUT. AND THEN STAFF IS GONNA COME FORWARD WITH A STAFF RECOMMENDATION BASED ON THE COMMUNITY INPUT, UM, AND THEN HAVE FURTHER PUBLIC, UM, ENGAGEMENT AROUND THAT STAFF RECOMMENDATION. DID WE GET THAT RIGHT? AND THAT'LL HAPPEN IN THE SPRING OF 2026. AND THEN FINALLY, THERE'LL BE A, A B TIFF RECOMMENDATION TO COUNCIL LATER IN THE SPRING. AND THEN THE COUNCIL CALLING FOR A BOND ELECTION IN THE SUMMER OF 2026. SO THIS IS A ANOTHER WAY OF LOOKING AT THE WORK THAT WE'VE COMPLETED TO DATE. UM, IT SHOWS THE BOND ELECTION TASK FORCE MEETING SCHEDULE. UM, AS I MENTIONED BEFORE, THAT INITIAL NEEDS ASSESSMENT WAS SENT TO COUNCIL IN JULY IN A, IN A MEMO, UM, AND ADDITIONAL PUBLIC OUTREACH TAKING PLACE THIS FALL. AND THEN IN 2026, THE BIFF WILL BE MEETING TWICE A MONTH, UM, AS THAT 4 BILLION NEEDS ASSESSMENT GETS REDUCED DOWN TO THE APPROXIMATELY $700 MILLION, UH, BOND PACKAGE. SO IT'S IMPORTANT TO NOTE, UM, AS WE LOOK THROUGH THIS AS WELL AND INTO THE SCHEDULE THAT, UM, YOU KNOW, ALL THE PROJECTS THAT ARE PUT BEING PUT FORWARD IN THE NEEDS ASSESSMENT, UM, AND FOR EVALUATION, MEET ALL OF THE, UM, VARIOUS CRITERIA, PARTICULARLY THE CRITERIA THAT RELATE TO, UM, SUSTAINABILITY. NOW TO YOUR POINT ABOUT, YOU KNOW, PROMISES MADE AND, AND THAT IS ACTUALLY AN EVALUATION CRITERIA WHEN YOU GET INTO THE FULLY BUILT OUT EVALUATION MATRIX, UM, AS YOU MENTIONED, $700 MILLION CAN GO PRETTY QUICKLY, ESPECIALLY WHEN YOU'RE SPREADING IT ACROSS A LOT OF DEPARTMENTS AND THERE'S A LOT OF DIFFERENT PRIORITIES IN THE CITY. AND THEN AGAIN IN THE SPRING, ONCE THE ACTUAL PROJECTS ARE KIND OF IDENTIFIED SPECIFICALLY ON NORTH LAMAR. UM, I KNOW COUNCIL MEMBER VELA SHARES YOUR OPINION AS WELL AS WE DO TRANSPORTATION PUBLIC WORKS, UH, TDOT, UM, YOU KNOW, EVERYONE THAT'S INVOLVED IN THAT AREA REALIZES THAT IMPROVEMENTS NEED TO BE MADE. AND SO WE'RE HAVING, UM, YOU KNOW, ONGOING MEETINGS WITH TXDOT BECAUSE THAT IS A TDOT RIGHT AWAY. UM, AND SO THERE'S A PIECE THERE FOR SURE THAT WE NEED TO WORK WITH THEM AND PARTNERING ON WHAT WE CAN DO THERE, UM, AS WELL AS WORKING WITH OUR PARTNERS IN, IN WATERSHED AND, AND TPW TO, TO COME UP WITH A PLAN FOR THAT PROJECT. AND THAT'S REALLY A GREAT EXAMPLE OF SOMETHING WHERE IT MAKES A LOT OF SENSE TO FUND SORT OF THE INITIAL PLANNING AND DESIGN PHASE OF IT IN ONE BOND PROGRAM, AND THEN HAVE THAT ROLLOVER INTO THE NEXT ONE TO ACTUALLY FUND THE CONSTRUCTION. BECAUSE THAT PROJECT IS SO BIG, SO COMPLICATED, IT'S GONNA TAKE YEARS TO JUST COMPLETE THE DESIGN. AND THAT'S ONE OF THE THINGS WE'RE WORKING ON FOR 2026 IS SORT OF RESETTING ON WHAT CAN BE ACCOMPLISHED IN A SIX YEAR BOND TIMEFRAME. AND INSTEAD OF DOING BONDS EVERY TWO YEARS OR FOUR YEARS, GETTING BACK ON A REGULAR SIX YEAR CYCLE OF, OF DOING THE BONDS AND HAVING A MORE COMPREHENSIVE BOND PROGRAM, RATHER THAN DOING, YOU KNOW, 2016 WAS MOBILITY AND 2018 WAS HOUSING AND 2020 WAS BACK TO MOBILITY AND JUST KIND OF JUMPING AROUND LIKE THAT, SETTING IT SO IT'S ON A MORE REGULAR CADENCE AND SHOWING THE, THE DELIVERY THAT WE CAN DELIVER THOSE PROJECTS ON THAT CADENCE. I HEAR THAT, BUT I MEAN, IF WE FUND THE ENGINEERING AND DESIGN IN 2026 MM-HMM . AND THEN WE HAVE ANOTHER BOND CYCLE WE'RE TALKING ABOUT AFTER 2032 MM-HMM . TO CHANGE THAT, THAT, AND THAT'S, THAT'S THE REALITY OF, OF WHERE WE'RE AT, UNFORTUNATELY. AND LIKE I SAID, NOTHING IS SET IN STONE RIGHT NOW IN TERMS OF PROJECTS AND THINGS LIKE THAT. IT IS A FEDERALLY FUNDED PROGRAM THAT IS ADMINISTERED THROUGH THE EPA TO DEVELOP AND IMPLEMENT PLANS THAT HAVE TO DO WITH CLIMATE POLLUTION REDUCTION. THERE ARE TWO PRIMARY FUNDING PROGRAMS THROUGH THE EPA. THERE ARE PLANNING GRANT PROGRAMS AND THERE ARE IMPLEMENTATION GRANTS THANKS TO COUNCIL SUPPORT AND THE WORK OF OUR CITY LEADERS. IN 2023, UH, THE OFFICE OF CLIMATE ACTION AND RESILIENCE SUCCESSFULLY APPLIED FOR A PLANNING GRANT TO DEVELOP THE CLIMATE OR THE PRIORITY CLIMATE ACTION PLAN. BECAUSE OF THIS WORK, UH, LAST YEAR, UH, IN THE WORK OF THE GREAT CITY, UH, THIS ENABLED THE AUSTIN TRANSPORTATION, AUSTIN TRANSPORTATION AND PUBLIC WORKS TO SUCCESSFULLY APPLY FOR A $47.8 MILLION IMPLEMENTATION GRANT. AND THIS GRANT IS CALLED MOVING CENTRAL TEXAS. A VISION LIKE THIS CAN'T BE DONE ON ITS OWN. IT DOES TAKE A VILLAGE. IN THIS CASE, A SEVEN AGENCY PARTNERSHIP WENT TOGETHER TO ACHIEVE THIS GOAL. THE AGENCIES ARE SHOWN ON THE SCREEN, BUT I'LL KIND OF WALK THROUGH 'EM AS WELL. UH, THIS INCLUDES TDOT CAP, COG CARTS, CAMPO CAP, METRO MOVABILITY, AND THE CITY OF AUSTIN. OUR VISION IS TO REDUCE THE VEHICLE MILES TRAVELED IN THE, IN THE SHORT TERM, WHILE OUR REGION DEVELOPS A PREMIER MULTIM MOLAR MULTIMODAL, UH, TRANSPORTATION NETWORK, LEVERAGING THIS MOMENT TO CREATE A NEW SUSTAINABLE RIDERSHIP GROUP IN CENTRAL TEXAS. AS WE'VE KIND OF PREVIOUSLY DISCUSSED AND THINKING ABOUT THE WORK THAT THE BOND PROGRAM IS, IS DOING AS WELL, YOU CAN SEE THERE'S A LOT OF WORK THAT OUR CITY IS DO DOING, UM, OVER THE NEXT DECADE. SPECIFICALLY, YOU KNOW, MOBILITY. SHORT-TERM CHALLENGES INCLUDE CONSTRUCTION PROJECTS THAT ARE ASSOCIATED WITH I 35, THE OAK HILL PARKWAY, AND PROJECT CONNECT AND PROJECT CONNECT, WHICH LIMITS THE CAPACITY ALONG ALL OF OUR CENTRAL TEXAS ROADWAYS. THROUGH THESE SHORT TERM CHALLENGES, THE GRANT WILL LEVERAGE THIS MOMENT TO ADVANCE THE OPTIONS TO REDUCE THE DEMAND ON OUR ROADWAYS NOW AND TO SUPPORT OUR FUTURE MOBILITY NEEDS. THE MARKETING STRATEGY INCLUDES TWO PRIMARY SCOPE AREAS. IT INCLUDES THE AUDIENCE RESEARCH THAT WE'LL WE'LL TALK HERE TODAY ABOUT, AND THEN ALSO CREATIVE MARKETING SERVICES. AND I'M SURE I KNOW THAT THAT'S GONNA GO FOR CARTS AND ANY KIND OF ENTITY THAT'S DOING ANY KIND OF FUNDING OF INFRASTRUCTURE AND TRANSIT. AND I'M NOT SURE, YOU KNOW, EVEN IF WE ENTER DIFFERENT ECONOMIC TIMES JUST WITHIN THE STATE THAT WE LIVE IN, THAT'S JUST OUR REALITY IS GONNA BE CONSTRAINED, I THINK. SO ANYWAY, UM, THAT'S PROBABLY NOT WITHIN THE SCOPE OF YOUR PROJECT, BUT YOU CAN RESPOND OR NOT. I JUST, I GUESS A LONG-WINDED COMMENT FROM ME, BUT WOULD YOU LIKE, ANYWAY, TALK ABOUT CARDS? YEAH, SO I THINK, UM, THAT REALLY GETS TO A LOT OF OPTIONS. SO WE DO HAVE THE DATA EVEN FIVE YEARS AGO. WE KNOW THAT WHEN A PERSON LIVES 15 MILES OUTSIDE OF AUSTIN, THAT'S WHEN THE ACTUAL, UM, FLIP IS IN TERMS OF COST OF AFFORDABILITY VERSUS HOUSEHOLD AFFORDABILITY OF, UH, THE COMBINED HOUSING PLUS MOBILITY ACTUALLY FLIPS IT'S 15 MILES. UM, SO, UH, THERE ARE OPTIONS OUTSIDE OF CAP METRO'S SERVICE AREA, AND I THINK A LOT OF THEM ARE REALLY UNDERUTILIZED IN AUSTIN, PARTICULARLY CARPOOLING. OUR CARPOOLING RATES IN THIS CITY, IN THIS REGION ARE HALF OF WHAT DALLAS AND HOUSTON ARE. UM, VAN POOLING IS A GREAT OPTION FOR FOLKS WHO LIVE IN FAR-FLUNG AREAS. WE HAVE VAN POOLS FOR CITY EMPLOYEES COMING FROM AS FAR SOUTH AS SAN ANTONIO, COMING AS FAR NORTH FROM KILLEEN. BUT THOSE OPTIONS, A LOT OF PEOPLE WHEN THEY MOVE OUT, THEY DON'T REALIZE THAT THEY HAVE THEM. SO THIS RESEARCH REALLY GETS TO THOSE COMMUNITIES. THE BAS DROPS, THE SAN MARCOS, THE KILLS THE TAILORS, AND REALLY GOES INTO THOSE COMMUNITIES AND SAYS, OKAY, WHAT ARE THESE BARRIERS? AND THEN WHAT ARE THE THINGS THAT, UM, REALLY WE HAVE TO PROVIDE IN TERMS OF EDUCATION AND RESOURCES TO GET YOU TO THE TABLE TO SAY, OH, THIS IS AN OPTION THAT I COULD DO. RATHER THAN DRIVING EVERY SINGLE DAY, FIVE DAYS A WEEK, EVEN VAN POOLING OR CARPOOLING ONE OR TWO DAYS THAT WILL DO A HUGE, UM, SERVICE TO THE CONGESTION THAT WE'RE GONNA BE HAVING ON OUR ROADWAYS. AND THE FINAL OUTPUT OF THIS IS A MARKETING EFFORT TO MAKE SURE THAT PEOPLE UNDERSTAND THE OPTIONS AVAILABLE TO THEM AS WELL AS PROVIDING RECOMMENDATIONS TO CITY COUNCIL. IS THAT RIGHT? THE PRESENTATION TODAY WAS JUST TO FOCUS IN ON ONE COMPONENT OF THE GRANT. SO THIS IS ABOUT $9 MILLION OF THE $47 MILLION PROJECT. THERE ARE, UH, WE DIDN'T GO INTO THIS TODAY, BUT THERE ARE ACTUALLY THREE MEASURES TO THE GRANT. AND SO THE FIRST MEASURE IS ABOUT $17.5 MILLION. THAT'S LOOKING AT ENHANCING TRANSIT SERVICES. SO THAT'S WHERE OUR PARTNERSHIPS WITH CARTS AND CAP METRO COME IN. AND THERE ARE, THERE IS WORK THAT THEY'RE DOING AS PART OF THEIR SERVICE CHANGE PROCESS THAT WILL USE THESE FEDERAL DOLLARS TO ENHANCE EXISTING SERVICES. SO INCREASE FREQUENCY RELIABILITY OF SERVICES. SO, UH, THAT'S ONE THAT, SO THAT'S MEASURE ONE. THE SECOND MEASURE IS ABOUT IS DOING TRANSPORTATION INFRASTRUCTURE, AND THERE'S ABOUT $7.5 MILLION, I THINK $7.5 MILLION IN, IN MEASURE TWO. AND MEASURE TWO IS, IS BUILDING OUT, UH, RE MOBILITY HUBS WITHIN OUR REGION. AND THEN IT'S ALSO LOOKING AT, AT DELIVERING BIKE AND PED COUNTERS FOR, FOR DATA COLLECTION AS WELL. SO IT'S, IT'S TA USING, THERE'S CERTAIN TOOLS THAT WE NEED TO BE ABLE TO REPORT BACK TO THE EPA ON HOW THE GRANT IS PERFORMING. SO LIKE THE BACK, THE BIKE AND PED COUNTERS WILL PROVIDE THAT TYPE OF SERVICE FOR US AND DATA COLLECTION. BUT THE MOBILITY HUBS ARE, YOU KNOW, ARE AN EXCITING PIECE OF THE GRANT. WE ARE LOOKING AT, UH, YOU KNOW, APPROXIMATELY 50 THROUGHOUT THE REGION TO FIND WAYS TO GET, YOU KNOW, PLACES WHERE DIFFERENT, UH, TRANSPORTATION OPTIONS KIND OF COME TOGETHER AT A SPOT FOR PEOPLE TO BE ABLE TO CHANGE MODES OF TRAVEL. SO, UH, YOU KNOW, A BUS MIGHT TAKE YOU THERE AND THEN YOU'RE ABLE TO PICK UP A, YOU KNOW, A BIKE FROM ONE OF THE BIKE SHARE STATIONS THAT CAP METRO HAS. SO IT PROVIDES THAT TYPE OF THE, THAT TYPE OF, I GUESS, INFRASTRUCTURE AND KIND OF A, A, A PLACE FOR PE A NEXUS FOR PE FOR WHERE THOSE SERVICES COME TOGETHER. SO THAT IS MEASURE TWO. AND THEN MEASURE THREE IS, IS APPROXIMATELY $22.5 MILLION. AND THAT MEASURE, THAT IS WHERE THE FUNDING FOR THIS PROGRAM AND THE WORK THAT WE'RE DOING LIVES. BUT IN ADDITION TO THAT, AND IN ADDITION TO THIS WORK, WE ARE ALSO LOOKING AT BUILDING OUT A REGIONAL PLATFORM. SO THERE IS AN A, THERE IS A PLATFORM CALLED CTX GO THAT IS BEING PUT TOGETHER TO, TO DO, UH, TO PROVIDE, UH, INFORMATION ON CONSTRUCTION WITHIN OUR REGION AND WITHIN THAT PLATFORM WE ARE ALSO GOING TO BE PROVIDING A SPACE FOR YOU TO DO TO, FOR, FOR A, FOR THE, FOR A COMMUNITY MEMBER TO GO TO, TO GO, I WANNA GET FROM BASTROP TO DOWNTOWN AUSTIN, AND IT WILL SUPPORT YOUR TRIP PLANNING SERVICES FOR THAT. AND THEN IDEALLY THROUGH THIS WORK, THROUGH ONE ACTION, YOU'RE ACTUALLY ABLE TO PURCHASE YOUR TICKET TO BE ABLE TO GO FROM A CARTS BUS TO A CAP METRO BUS OR BIKE SHARE, WHATEVER IT MAY BE WITH ONE TRANSACTION FOR THE END USER. WE'RE TRYING TO MAKE THIS AS EASY ON THE END USER AS POSSIBLE TO BE ABLE TO SHIFT BETWEEN THOSE MODES. UH, SO WE WILL BE DOING THAT WORK AS PART OF THE GRANT AS WELL, ALONG WITH, ALONG WITH OFFERING INCENTIVES. SO ON A DAY WHERE, YOU KNOW, CONGESTION IS GOING TO BE HIGHER, SAY THERE'S MORE CONSTRUCTION INTO CERTAIN AREA, WE'LL BE KIND OF, WE'LL BE KIND OF FOCUSING IN ON THOSE AREAS AND SAYING, HEY, IF YOU TRY THE BUS TODAY, YOU'LL GET, YOU KNOW, A $5 TO YOUR WALLET, YOUR PERSONAL WALLET, OR SOMETHING LIKE THAT. SOME WAY TO KIND OF MOTIVATE PEOPLE TO CHANGE AS WELL.
