UM, AND THEN, YOU KNOW, IT NEEDED TO BE RE RESUMED FROM, UM, BASICALLY THE LAND'S VACANT, YOU KNOW, IT'S, UM, WAS, UH, WAS NOT REZONED WHEN IT WAS, UH, YOU KNOW, BROUGHT INTO CITY LIMITS. AND SO IT'S IRR. SO WE NEEDED TO REZONE IT TO PUBLIC. SO THAT, UH, WAS PASSED BY CITY COUNCIL SEPTEMBER 24. THEN IT WENT TO A MID DESIGN CONSULTATION. THERE IS A SUBSEQUENT, UH, ORDINANCE FOR ADDITIONAL FUNDS FOR THE PROJECT. UM, AND THEN, UH, DECEMBER OF LAST YEAR, THE PROJECT STARTED FORMAL SITE PLAN REVIEW. WE HAD ANOTHER DESIGN CONSULTATION, UM, AND THEN RECENTLY WE GOT THE SUBDIVISION PLA RECORDED. SO THOSE ARE KIND OF THE MILESTONES OF, YOU KNOW, THE DEVELOPMENT PROCESS THAT WE'VE BEEN THROUGH THUS FAR. UM, AND THE APPLICANT [00:10:01] CAN, YOU KNOW, SPEAK TO THAT IN, IN MUCH MORE DETAIL. IT, UH, IDENTIFIED THIS AS THE, THE TOP CANDIDATE FOR IT. UM, WE DID COMMUNITY OUTREACH AT THAT TIME FOR THE TRANSFER STATION AND DETERMINED THAT THAT WAS NOT THE BEST USE. SO OUR FOCUS SWITCHED TO A SERVICE CENTER USE. AND SUBSEQUENTLY, THE, THE CITY PURCHASED THE PROPERTY IN 2013, AS MEG MENTIONED, AND, UH, STARTED WORKING ON THE IDEA OF IT BEING A SERVICE CENTER AND CO-LOCATING WITH, UH, A RR AND, UH, FLEET. FLEET MAN, UH, MOBILITY BECAUSE FLEET DOES THE, UH, VEHICLE MAINTENANCE FOR A RR. WE SUBSEQUENTLY WORKED ON THE PROGRAMMING DESIGN CRITERIA, WHICH WAS FINISHED IN SEPTEMBER OF 2021. PUSHED OUT AN RFP FOR A DEVELOPER PARTNER IN NOVEMBER 23. AND THEN SUB SUBMITTED THE SITE PLAN IN NOVEMBER 24. AND HERE WE ARE NOW, UH, TRYING TO GET THE CONDITION OF USE PERMIT AS A FINAL STEP. THERE WERE QUESTIONS ABOUT THE, UM, PUBLIC PROCESS. UM, DID FOLKS KNOW ABOUT THIS PROJECT OR NOT? YOU KNOW, IN ADDITION TO REGULAR UPDATES TO ZERO WASTE ADVISORY COMMISSION COUNCIL INITIATED THE ZONING IN, UH, 20. IN NOVEMBER, 2023, WE HAD MEETINGS WITH THE COUNTY PARK NEIGHBOR ASSOCIATION IN MAY OF 24, UM, LEADING UP TO, UH, A COMMUNITY MEETING AT TURNER ROBERTS RECREATION CENTER PRIOR TO THE ZAP ZONING HEARING. THAT HEARING HAPPENED AT ZAP ON JUNE 18TH. THE, THE, UM, APPROVAL WAS ON CONSENT BY THE COMMISSION. WE SUBSEQUENTLY HAD AN ADDITIONAL COMMUNITY MEETING AT TURNER ROBERTS RECREATIONAL CENTER ON IN AUGUST. PRIOR TO THE COUNCIL [00:15:01] PUBLIC HEARING COUNCIL APPROVED BASED ON THE ZAC ZAP RECOMMENDATION, THE, UH, ZONING ON CONSENT. AND AS MEG MENTIONED, WE WENT TO COUNCIL IN, IN DECEMBER OF, UH, 2024 FOR FULL FUNDING APPROVAL FOR THE PROJECT. AND, AND, UH, OVER THE, THE PAST YEAR AND A HALF, WE SPENT OVER $14 MILLION ON THE SITE PLAN AND BUILDING DESIGNS. UM, THIS IS A SITE PLAN, LARGE, 132 ACRES. NORTH, NORTH SITE AND SOUTH IS SEPARATED BY A LARGE RIPARIAN AREA AND AUSTIN ENERGY TRANSMISSION LINES. UH, THE, THE BLUE BUILDINGS TO THE NORTH ARE ADMINISTRATIVE OFFICE USE AND, UH, ALONG WITH A, A LARGE STRUCTURED PARKING GARAGE BUILDING BEHIND IT IS THE A RR SERVICE, VEHICLE SERVICE CENTER. WE WILL HAVE A FUELING STATION AS WELL AS A VEHICLE WASHING STATION, A TRAINING BUILDING ALONG WITH A TRAINING TRACK AND CARTS BUILDING ON THE NORTH SIDE. SOUTH SIDE IS DOMINATED BY THE, UH, VEHICLE MAINTENANCE FACILITIES FOR FLEET. UH, AS I MENTIONED, THIS WILL INCLUDE ADMINISTRATIVE OFFICE OPERATIONS. UM, THE VEHICLE MAINTENANCE FACILITIES. WE'LL HAVE ABOUT 750 EMPLOYEES HERE. UM, WE WILL HAVE MEETING SPACE FOR THE SURROUNDING COMMUNITY. WE ARE IN DISCUSSIONS WITH A ISD REGARDING INTERNSHIPS AND VOCATIONAL TRAINING. ALL THOSE, UM, VEHICLE SERVICE CENTERS ALL HAVE CLASSROOMS IN THEM, HELP, HELP US WITH WORKFORCE DEVELOPMENT. THAT IS OUR INTENTION TO PARTNER WITH THE, THE LOCAL SCHOOL DISTRICT TO INCREASE THAT. THESE ARE CRITICAL JOBS FOR THE CITY, UM, FRONTLINE WORKERS. WE NEED VEHICLES. WE NEED TO BE ABLE TO OPERATE AND PROVIDE SERVICES THROUGHOUT THE CITY. OUR SUSTAINABILITY GOALS FOR THE PROJECT ARE THREE STAR, AUSTIN. AUSTIN ENERGY GREEN BUILDING WILL LIKELY GET FOUR. WE'LL HAVE SOLAR POWER THROUGHOUT A LOT OF ELECTRIC VEHICLE CHARGING STATIONS WITH FUTURE PROOFING FOR HYDROGEN CONVERSION FOR OUR LARGER VEHICLES. UH, RAINWATER AND CONDENSATE COLLECTION FOR FLUSHING, TOILETS AND LANDSCAPING. WE HAVE DONE EX EXTERIOR ACOUSTIC AND LIGHTING ANALYSIS TO ENSURE WE'LL BE GOOD NEIGHBORS. THE BUILDINGS WILL BE DESIGNED TO BE DIS DISASSEMBLED SO WE CAN RECYCLE 'EM AT THE END OF THEIR, THEIR LIFE. AND THEN WE WENT TO COUNCIL FOR THE RE REMAINING PORTION OF THE FULL PROJECT FOR 245 MILLION. SO THE FULL COUNCIL APPROVAL IS 253 MILLION FOR THE PROJECT. OH, THAT'S A LOT OF MONEY. YEAH. OKAY. UH, ZAP WAS INCLUDED IN, IN TERMS OF GETTING THE ZONING FOR, UM, FOR THE SITE, AS MEG MENTIONED, IT WAS PREVIOUSLY, UH, INTERIM RE RESIDENTIAL. AND SO PRIOR TO HAVING ANY WORK DONE AND HAS TO BE ZONED. AND SO WE, WE, THE, THE PROJECT WAS PRESENTED AND PUT ON A ZAP AGENDA WITH THE NORTHEAST SERVICE CENTER AS THE INTENDED USE, UH, AND, AND APPROVED JUNE 18. SO WE GOT THE, THE ZONING WAS APPROVED AND THEN WE HAD TO FILE THE SITE. AND SO SUBSEQUENTLY COMES TO YOU GUYS FOR CONDITIONAL USE AS A A PE. SO ON, ON JUNE 18TH, LOOKING AT MY PACKET, THE ITEM THAT WAS ON THE ZAP AGENDA WAS A REQUEST FOR EXPANDING THE WASTEWATER TREATMENT PLAN. AND IT SAYS, QUOTE, SUBSEQUENT SITE PLANS WILL BE FILED FOR CONSTRUCTION. SO I, I HAVE NO, NO RECOLLECTION OF THIS PLAN BEING BROUGHT UP AT ALL. IT WAS, I, I MEAN, I, I I CAN PULL UP JUNE 18TH. IT, IT WAS, UM, WALNUT CREEK WW TP EXPANSION TO A HUNDRED MGD OVERALL SPA DISTRICT ONE. UM, THE REQUEST WAS LAND USE SITE PLAN FOR THE EXPANSION OF THE EXISTING WALNUT CREEK WASTEWATER TREATMENT PLANT. AND THAT WAS WHAT MEG BROUGHT TO US ON JUNE 18TH. THAT WAS A CONDITIONAL USE SITE PLAN LAST. SO THAT'S A DIFFERENT PROJECT, CLEARLY. YES. . SO I'M A LITTLE CONFUSED, BUT, UM, AS ARE WE, YEAH. SO THIS IS THE FIRST TIME THIS PROJECT IS COMING. GOOD QUESTION. WELL, THEY WOULD, UH, HAVE TO DRIVE AT THIS POINT, UH, IN THE FUTURE WE WILL HAVE A, WE DO HAVE AT THE, AT THIS POINT, WE ARE LEAVING 50 FEET ON THE SOUTHERN BOUNDARY OF THE PROPERTY. THAT CAN BE A CONNECTION TRAIL CONNECTION TO THE CAPITAL METRO RIGHT OF WAY OF THE GREEN LINE, WHICH THEN WOULD BE ABLE TO CONNECT TO THE FUTURE GREEN LINE STATION OR IF THERE'S A TRAIL BUILT BY CAB METRO IN THE FUTURE. SO IT'D BE ONE ACCESS WHERE YOU DIDN'T HAVE TO GET IN A CAR IN ORDER TO GET THERE. SO THERE, THERE IS A SET ASIDE FOR BIKE AND PEDESTRIAN ACCESS ACROSS THE TRAIN. UM, LINE, THERE IS A SET ASIDE ON THE WEST SIDE OF THE, OF THE TRAIN TRACKS ADJACENT TO THE CITY PROPERTY, BUT NOT ACROSS IT, NOT ACROSS AT THIS POINT. CAB METRO WOULD'VE TO BE A PART OF THAT AS WELL AS, AS I MENTIONED, THIS PROPERTY DOESN'T, OUR PROPERTY DOESN'T ACTUALLY DIRECTLY CONNECT. IT'S NOT A STRICTLY ADJACENT TO THE COLONY PARK. AND SO WE WANT THAT CUP APPROVAL DATE TO BE AS CLOSE AS POSSIBLE TO LIKE THE RELEASE DATE OF THE PERMIT SO THAT IT'S NOT EATING INTO THE, THE AMOUNT OF TIME THAT THE APPLICANT HAS TO BUILD THE PROJECT.
