AND THE PRESENTATION IS REGARDING THE COMMUNITY SERVICES BLOCK GRANT, CSBG, UH, ACTIVITIES AND OUTCOMES.

WE JUST HAVE SOME ROUTINE UPDATES FOR YOU ALL.

UH, THE NEIGHBORHOOD SERVICES UNIT IMPROVES THE LIVES AND HEALTH OF PEOPLE EXPERIENCING POVERTY BY PROVIDING PUBLIC HEALTH AND SOCIAL SERVICES, AND CONNECTING RESIDENTS OF AUSTIN AND TRAVIS COUNTY TO COMMUNITY RESOURCES.
WE DO THAT THROUGH A VARIETY OF MEANS, BASIC NEEDS SERVICES, PREVENTIVE HEALTH, CASE MANAGEMENT, AND EMPLOYMENT SUPPORTS.
AT THE BOTTOM OF THAT PAGE, WE HAVE A UPDATE ON OUR BUDGET THROUGH JULY 31ST.
WE'RE ON TRACK TO FULLY EXPEND THE FUNDS, UM, BY PROBABLY JANUARY OF 26.
SO WE'LL ASK FOR, ASK FOR A LITTLE EXTENSION FROM THE STATE.

OUR GOAL IS 43 FROM THE STATE, SO WE'RE CLOSE TO HALFWAY THERE.
UH, SOCIAL WORKERS ARE WORKING HARD WITH THEIR SELF-SUFFICIENCY CASE MANAGEMENT CLIENTS, UH, TO HELP THEM TRANSITION BY THE END OF THE YEAR.
UH, WE CONTINUE TO DO A LOT OF, UH, FOOD SERVICES.
WE'VE SERVED, UH, ALMOST 50,000 PEOPLE.
THIS IS THROUGH JULY, SO THE NUMBERS ARE MUCH HIGHER.
WE'RE ALWAYS JUST TWO MONTHS BACK ON THE, ON THE DATA.
UM, ONE EXCITING THING THAT STARTED TODAY, AND I'LL REPORT MORE ON NEXT MONTH, IS THAT WE WERE ABLE TO, UM, TO MOVE OUR, UH, MOBILE PANTRY, UM, EVENT FROM ONION CREEK TO THE DOVE SPRINGS RECREATION CENTER, WHICH IS RIGHT NEXT DOOR TO OUR DOVE SPRINGS NEIGHBORHOOD CENTER.
UH, I WAS THERE THIS MORNING AND, UM, WITH THE HELP OF THE CENTRAL TEXAS FOOD BANK AND VOLUNTEERS AND SOME OF OUR STAFF, WE SERVED OVER CLOSE TO 300 FAMILIES, UH, WITH FRESH FOODS AND VEGETABLES.
IT WAS A REALLY NICE, UH, EVENT AND THE FIRST ONE, SO HOPEFULLY MANY MORE TO COME AND MANY MORE PEOPLE GET FRESH FRUITS AND VEGETABLES.
UM, WE'VE ALSO HELPED ABOUT 414 HOUSEHOLDS AVOID EVICTION THIS YEAR WITH OUR LIMITED, UH, RENTAL ASSISTANCE FUNDING.
THERE'S SOME PROGRAMMATIC ADMINISTRATIVE UPDATES.
UM, ALL OUR CENTERS ARE OPEN NOW, EXCEPT THE SOUTH AUSTIN NEIGHBORHOOD CENTER, WHICH CONTINUES TO, UH, TO BE RENOVATED, ESPECIALLY THE HVAC SYSTEM AND SOME OTHER ISSUES THAT CAME UP.
WE ARE HOPING TO REOPEN THAT CENTER IN OCTOBER WITH, LET'S FOCUS ON NUMBER THREE AGAIN.
UH, THE RENTAL ASSISTANCE FUNDING THROUGH A THROUGH AUGUST.
WE'VE ACTUALLY ASSISTED 454 PEOPLE AND 201 HOUSEHOLD TO AVOID EVICTION USING THESE FUNDS.
NUMBER FIVE, OUR NSU PUBLIC HEALTH NURSING IS ANOTHER HIGHLIGHT.
UH, OUR NURSES CONTINUE TO PROVIDE FREE SCREENINGS, UH, INFORMATION REFERRALS, A ONE CS PREGNANCY TESTS, JUST GENERAL HEALTH INFORMATION TO OUR COMMUNITY.
MOSTLY THE PEOPLE WHO WE SERVE ARE UN UNINSURED OR UNDERINSURED, AND THEY'RE GETTING READY TO ADMINISTER THE FLU VACCINE AT THE NEIGHBORHOOD CENTERS THIS FALL.
I WILL SHARE THAT FLYER WITH YOU ALL IN AN EMAIL AFTER THIS MEETING.
AND, UH, NUMBER SIX, OUR SELF-SUFFICIENCY CASE MANAGEMENT SERVICE PROGRAM IS GOING STRONG.
THEY PROVIDED CASE MANAGEMENT SERVICES TO 131 INDIVIDUALS THIS YEAR.
AGAIN, UM, 19 OF, OF THOSE HAVE TRANSITIONED AND WE'RE HOPING TO GET ANOTHER, UM, I DUNNO, 25 MORE AT LEAST SO WE CAN MEET OUR GOAL.
UM, I HAVE A SUCCESS STORY HERE FROM THE SOCIAL WORKER WORKING WITH ONE OF THEIR, UM, CLIENTS.

AND FOR EXAMPLE, UH, THERE WAS THAT POPULATION IN EMPLOYMENT.
AND SEE, WE LOOKED AT, WE EVALUATED WHERE WE EXPECTED GROWTH TO OCCUR.
WE IDENTIFIED, UH, THOSE POPULATIONS MOST LIKELY DIDN'T TO RIDE TRANSIT.
UH, WE ALSO LISTENED TO THE COMMUNITY AND WE HEARD A LOT AND WE TALKED TO A LOT OF PEOPLE.
WE HAD MORE THAN 8,000 RESPONSES TO A PUBLIC SURVEY.
UH, WE HAD, UH, DOZENS OF PEOPLE WHO ATTENDED FOCUS GROUPS.
WE ALSO HAD HUNDREDS WHO JOINED US AT COMMUNITY EVENTS THROUGHOUT, UM, OUR SERVICE AREA.
AND THEN WE HAD A SERIES OF STAKEHOLDER MEETINGS.
SO ALL THIS INPUT WAS REALLY CRITICAL, UH, FOR DEVELOPING OUR RECOMMENDATIONS.
WE TOOK NOT ONLY THE EMPIRICAL DATA, BUT ALSO THE, UM, WHAT THE COMMUNITY IS TELLING US TO COME UP WITH, UH, SOLUTIONS.
BUT, UM, IT'S ALSO REALLY IMPORTANT IF YOU ARE NOT AWARE TO KNOW THAT OUR PRIMARY FUNDING SOURCE COMES FROM SALES TAX AND IT'S NOT GROWING AS FAST AS IT USED TO.
THIS LIMITS, UM, HOW MUCH, UH, WE CAN EXPAND OUR SERVICE.
WE DO HAVE SOME SUPPORT FROM FEDERAL AND FAIRBOX REVENUE, BUT IT'S ACTUALLY A REALLY SMALL PART OF OUR BUDGET.
SO AS STEWARDS OF THE TAXPAYER FUNDS, IT IS REALLY IMPORTANT FOR US TO, THAT WE ARE FINANCIALLY RESPONSIBLE AND SO OUR PURPOSE AND IS TO MAKE, UH, RE FEASIBLE AND REASONABLE RECOMMENDATIONS.
SO WE DID HAVE A POINT, YOU KNOW, WE STARTED OFF WITH A LOT OF WHAT COULD HAPPEN AND THEN WE HAD TO CONSTRAIN IT TO MEET OUR BUDGET.
SO THAT'S WHY SOME THINGS ARE MAYBE NOT OCCURRING AS QUICKLY AS, AS ALL OF US WOULD LIKE.
AS WE DEVELOPED THE DRAFT RECOMMENDATIONS, WE SAW THAT THE IT, UH, THREE THEMES ARRIVE, ARRIVE, EMERGED, SORRY.
UM, THE FIRST WAS ALIGNING WITH OUR CURRENT SERVICE, OUR, OUR CURRENT TRAVEL PATTERNS.
UH, ONE THING I DIDN'T MENTION, UM, IS WE USE LOCATION BASED DATA.
UM, THAT'S CELL PHONE BLUETOOTH DATA, UH, TO REALLY UNDERSTAND HOW PEOPLE ARE TRAVELING.
WE ALSO HAD ONBOARD SURVEYS OF OUR OWN DECAP METRO CONDUCTED SO HEAVILY, UH, REALLY SOME OF THE MOST RICH DATA I'VE EVER EXPERIENCED IN A TRANSIT PLAN.
UM, WE'VE ALSO, WE'RE ARE PREPARING FOR HIGH CAPACITY TRANSIT, THAT'S AUSTIN'S LIGHT RAIL AND OUR NEW RAPID LINES.
AND WE'RE EXPLORING REGIONAL EXPANSION THAT IS IN ALIGNMENT WITH CAP.
METRO'S RECENTLY ADOPTED A STRATEGIC PLAN.

UM, WITH THIS EXTENSION, THE 4 66, WHICH IS THE RAIL CIRCULATOR IN THE WALNUT CREEK AREA, UM, WOULD BE ELIMINATED, UM, AS MOST OF IT IS COVERED BY THE ROUTE 3 92 OR BY THE WALNUT CREEK PICKUP ZONE.
UM, WHEN WE LOOK AHEAD FIVE PLUS YEARS, UM, AGAIN, THOSE BETTER EAST WEST CONNECTIONS WAS, UM, THAT WAS A BIG THEME IN OUR COMMUNITY FEEDBACK.
UM, WE WOULD HAVE THE NEW 3 26, WHICH WOULD BE A HIGH FREQUENCY EAST WEST ROUTE ON, UH, RUNDBERG.
AND IT WOULD BE PART OF A REALIGNMENT OF TODAY'S 3 25.
SO THE ROUTE 3 25 WOULD BECOME A MORE NORTH SOUTH, UH, ROUTE CONNECTING TO KEY DESTINATIONS THAT WE HEARD FROM THE COMMUNITY, UM, LIKE THE HOSPITAL AND THE PARER AND MOPAC, HEB, BOTH OF WHICH ARE HOTSPOTS FOR OUR PICKUP ZONE.
UM, AND THEN THE ROUTE 3 83, WE HEARD A LOT OF FEEDBACK THAT IT TAKES TOO LONG TO GET WHERE PEOPLE WANT TO GO.
UM, AND SO WE STREAMLINED IT AND TOOK OUT SOME OF THE TWISTS AND TURNS, WHICH WOULD NOW BE COVERED BY THE FREQUENT ROUTE 3 26.
UM, SOMETHING EXCITING ABOUT THIS AREA IS THE NEW ROUTE TWO 11 THAT WE'RE PROPOSING TO PROVIDE SERVICE ON CAMERON ROAD.
UM, THIS WOULD BE BUILDING TOWARDS THE, UH, PROJECT CONNECT BRT ON CAMERON.
UM, AND THIS IS A HIGH NEED AREA THAT WE KNOW IS REALLY IMPORTANT TO THE NORTHEAST AUSTIN, UM, COMMUNITY.
WE'RE ALSO PROPOSING TWO NEW PICKUP

WE KNOW THERE'S A HIGH NEED FOR SENIOR TRANSPORTATION, UM, AND IT'S A HARD AREA TO SERVE WITH FIXED ROUTE.
AND WE'RE ALSO PROPOSING, UM, A NEW PICKUP ZONE IN GEORGIAN ACRES, WHICH IS THE AREA JUST SOUTH OF RUNDBERG.
UM, PARTICULARLY TO BETTER CONNECT SOME OF THOSE APARTMENT COMPLEXES ON THE FRONTAGE ROAD, UM, WHICH ARE REALLY HARD TO CONNECT TO.
MOVING ALONG TO THE NORTHEAST ON THE NEXT SLIDE.
UM, WITHIN THE NEXT FIVE YEARS.
UM, WE HAVE QUITE A FEW CHANGES PLANNED, UM, BECAUSE OF THE RAPID EIGHT HUNDRED AND EIGHT THIRTY SEVEN, UH, GOING TO 10 MINUTE FREQUENCY AND EXTENDED SPAN.
SO THESE CHANGES ARE COORDINATED WITH THOSE TWO RAPID ROUTES.

THIS IS A TRIP PATTERN THAT WE KNOW IS REALLY IMPORTANT FOR FOLKS AT COMMUNITY FIRST, SO WE'RE EXCITED TO BE ABLE TO BRING THAT SERVICE, UM, CLOSER TO THEM IN IN A MORE DIRECT WAY.
UM, WITH THESE CHANGES, ROUTE 2 33 AND 2 37 WOULD BE DISCONTINUED DUE TO LOW RIDERSHIP.
UM, THERE IS EXISTING PICKUP COVERAGE FOR THE 2 33 AND 2 37.
AND, UM, SOME OF THE PROPOSED ROUTE REALIGNMENTS ALSO COVER THE MOST PRODUCTIVE STOPS ON THOSE TWO ROUTES.
WE ARE ALSO PROPOSING A COMBINATION OF ROUTES 3 23 AND 3 39, UM, WITH CHANGES TO THE 3 39 TO BETTER MATCH TRAVEL PATTERNS.
UM, ROUTE 20 IS ALSO PROPOSED TO BE SPLIT AT UT.
UM, SO THE TOP HALF OF ROUTE 20, WHICH RUNS ALONG MAINOR ROAD, WOULD BECOME A 30 MINUTE FREQUENCY LOCAL ROUTE AND BE RENAMED TO ROUTE THREE 20.
THIS IS BECAUSE IT IS THE UNDERLYING SERVICE FOR THE NEW RAPID 8 37, WHICH WILL HAVE 10 MINUTE SERVICE.
SO IT'S JUST A WAY TO, UM, BETTER ALLOCATE THOSE RESOURCES, UM, THAT ARE ALL GOING ON THAT CORRIDOR.
AND THEN IN FIVE PLUS YEARS, UM, WE'RE LOOKING AT EXPANDING THE NORTHEAST A TX PICKUP ZONE, WHICH YOU CAN SEE IN THE GREEN BLOB THERE, SORT OF AT THE TOP.
UM, THERE'S A HIGH POPULATION OF SENIORS AND PEOPLE WITH DISABILITIES IN THIS AREA, AND IT'S ONE OF OUR MOST PRODUCTIVE PICKUP ZONES.
UM, SO WE THINK IT WARRANTS AN EXPANSION.
UM, AND WE'RE ALSO LOOKING TO ADD AN ADDITIONAL STOP AT HIGHLAND A CC ON ROUTE NINE 90, WHICH IS OUR COMMUTER ROUTE THAT, UM, RUNS BETWEEN ELGIN AND MAINOR, UM, TO DOWNTOWN.
WE HEARD SOME REQUESTS FOR BETTER CONNECTIVITY FOR A CC STUDENTS MOVING ON TO THE SOUTHEAST WITHIN THE NEXT FIVE YEARS.
UM, WE ARE PROPOSING AN EXTENSION OF ROUTE THREE 10 TO CONNECT TO BARTON CREEK MALL ON THE WEST SIDE.
IT CURRENTLY RUNS BETWEEN SOUTH CONGRESS TRANSIT CENTER, UM, ON THE WEST AND GOES TO GROVE BOULEVARD.
UM, SO WE'RE PROPOSING AN EXTENSION ON BOTH SIDES ON THE WEST OF BARTON CREEK MALL AND ON THE EAST TO EAST SIDE BUS PLAZA.
UM, AGAIN, WITH THAT EAST WEST CONNECTIVITY, WE THINK THIS WILL BE REALLY HELPFUL FOR, UM, OUR NEIGHBORS IN MENTALIS AND ALSO, UM, THOSE GOING TO BARTON CREEK MALL TO BETTER CONNECT THROUGHOUT EAST WEST, UM, THROUGH SOUTH AUSTIN.
ANOTHER THING WE'RE PROPOSING IS THAT ROUTE THREE 50 BECOME A HIGH FREQUENCY ROUTE.
WE'VE SEEN RIDERSHIP INCREASES YEAR OVER YEAR ON ROUTE THREE 50, UM, AND IT REALLY IS ONE OF OUR WORKHORSE ROUTES AND SO WE'RE PROPOSING THAT, UM, WE PROVIDE MORE SERVICE ON IT.
AND THEN ROUTE 2 71, WE ARE PROPOSING BE EXTENDED TO PLEASANT VALLEY TO CONNECT TO HB.
SO RIGHT NOW THAT IS THE DELL VALLEY ROUTE THAT ENDS NEAR MONIS.
AND UM, WE KNOW THAT FOOD ACCESS IS REALLY IMPORTANT FOR THE DELL VALLEY COMMUNITY.
WE'VE RECEIVED, UH, REQUESTS TO GET BETTER ACCESS TO AN HEB, AND SO THIS WOULD, UM, ACHIEVE THAT BY CONNECTING TO PLEASANT VALLEY AND RIVERSIDE.
AND ALSO, UM, IT'LL BE A KEY CONNECTION POINT IN THE FUTURE FOR THE LIGHT RAIL AND NOW FOR A RAPID 800.
UM, WHEN WE LOOK AT FIVE PLUS YEAR OUTLOOK FOR THE SOUTHEAST, UH, ROUTE 20 WOULD INCREASE IN OUR, AND, UM, WE WOULD DISCONTINUE THE ROUTE 43, WHICH JUST GOT EXTENDED TO THE AIRPORT.
UM, ROUTE THREE 50 WE'RE LOOKING AT, UH, WHICH WOULD NOW BE A HIGH FREQUENCY ROUTE, REALIGNING IT TO THE AUSTIN AIRPORT.
SO IT WOULD BE TAKEN OUT OF THE MONTOPOLIS AREA AND REALIGNED TO THE AIRPORT AS A HIGH FREQUENCY OPTION TO GET TO THE AIRPORT, WHICH WAS A BIG ASK IN OUR COMMUNITY ENGAGEMENT, UH, FEEDBACK.
AND THEN AS WE TAKE IT OUT OF THE MONIS AREA, THE THREE 10 WOULD ALSO BECOME A HIGH FREQUENCY ROUTE.

SO ROUTE SEVEN AND 300 WOULD BE A REALIGNED.
UM, AND ROUTE 3 31, UM, WHICH IS THE EAST WEST PORTION ALONG OLD WHARF WOULD BECOME A NEW ROUTE.
ALL CONNECTING AT THE PLEASANT VALLEY AND RIVERSIDE AREA IN THE SOUTHWEST AREA WITHIN THE NEXT FIVE YEARS.
UM, WE'RE LOOKING AT SOME ADDITIONAL ADJUSTMENTS TO ALIGN WITH RAPID SERVICE 800.
UM, SO ROUTES 3 33 AND UM, THREE 18 WOULD BE REALIGNED ON THE EAST SIDE TO BETTER CONNECT TO THE GOODNIGHT RANCH PARK AND RIDE.
UM, AND THEN ON THE WEST SIDE, WE PROPOSED IN OUR DRAFT RECOMMENDATION THAT ROUTE THREE 18 BE EXTENDED TO CONNECT TO OAK HILL.
UM, ROUTE THREE 15 WOULD ALSO BE SHORTENED TO WESTGATE TRANSIT CENTER BECAUSE THAT PIECE WOULD NOW BE COVERED BY OTHER ROUTES.
UM, ANOTHER THING THAT WE'RE PROPOSING IN THIS PLAN IS TO DISCONTINUE ALL FLYERS.
UM, THAT INCLUDES THE 1 0 5 1 11, UM, AND 1 71, 1 0 3.
UM, THOSE ARE THE SOUTHWEST AUSTIN FLYERS.

AND THEN, AS I MENTIONED BEFORE IN THE SOUTHEAST SLIDE, THE ROUTE THREE 10 FREQUENCY, WHICH TRAVELS THROUGH SOUTHWEST AUSTIN WOULD BE INCREASED TO EVERY 15 MINUTES.
UM, LOOKING AT SOME OF THE ROUTES MORE CENTRALLY LOCATED WITHIN THE NEXT FIVE YEARS, WE ARE PROPOSING, UM, A CHANGE TO ROUTE TWO, UM, THAT IT WOULD BE EXTENDED ON SPRINGDALE AND CREATE A BI-DIRECTIONAL LOOP, WHICH WOULD MAKE IT EASIER TO TRAVEL DIAGONALLY THROUGH THE AREA.
UM, IT MAKES BASICALLY A BIG CIRCULATOR ON THE EAST SIDE OF AUSTIN.
UM, WE'VE RECEIVED SOME GOOD FEEDBACK ON THAT SO FAR.
ROUTE 3 35, UM, WOULD BE REALIGNED TO SERVE THE HANCOCK CENTER AND, UM, FURTHER EAST ON MAINER ROAD.
AND THEN WE ARE PROPOSING THAT ROUTE 3 45 BE DISCONTINUED DUE TO LOW RIDERSHIP.
UM, AND THE KEY DESTINATION, UH, HANCOCK CENTER WOULD BE COVERED BY THE 3 35 IN THE FIVE PLUS YEAR OUTLOOK.
ROUTE 4 93, WHICH IS ONE OF OUR SENIOR ROUTES SERVING THE LAKESIDE APARTMENTS, UM, DOWNTOWN IN THE RBJ CENTER.
THIS WOULD BECOME A LOCAL ROUTE AND OPERATE EVERY DAY, UM, AT A 60 MINUTE FREQUENCY.
AND THEN, AS I MENTIONED BEFORE, ROUTE SEVEN AND 300 WOULD, WOULD BE REALIGNED TO SERVE LIGHT RAIL.

BUT ON ALTERNATIVE CORRIDOR, UM, OFFERING ANOTHER OPTION FOR PEOPLE WHO ARE WANTING TO GO TO EAST DOWNTOWN, UM, AND OFFERS LESS DUPLICATIVE SERVICE OF THE LIGHT RAIL.
UM, IN TERMS OF THE 8 0 1 AND 8 0 3, THE LOCAL ROUTES ONE AND THREE WOULD STAY ON GUADALUPE AND TRAVEL THROUGH DOWNTOWN AS THEY DO TODAY.
OPTION NUMBER TWO IS, UM, SHORTENED LOCAL ROUTES.
SO IN THIS OPTION, THE 8 0 1 AND 8 0 3 WOULD STAY THE SAME AS THEY ARE TODAY.

SATURDAY SERVICE, WE DON'T CURRENTLY RUN ON UT SHUTTLES, SO THIS WOULD PROVIDE SEVEN DAY A WEEK SERVICE, UM, AT A CONSISTENT FREQUENCY.
UM, AND IT'S SOMETHING THAT WE'VE RECEIVED REALLY GOOD FEEDBACK ON FROM THE UT COMMUNITY SO FAR.
AND THEN FINALLY, UM, LOOKING AT OUR CAP METRO RAIL, THERE'S A LOT OF REALLY GREAT IMPROVEMENTS ALREADY IN THE PIPELINE, UM, WITHIN THE NEXT FIVE YEARS.
AND SO WE JUST WANNA BUILD OFF OF ALL OF THE GOOD THINGS THAT ARE ALREADY GOING ON, UM, TO SOME OTHER IMPROVEMENTS AS WELL.
SO WITHIN THE FIRST FIVE YEARS, WE'RE LOOKING AT BROADMOOR STATION OPENING NEAR THE DOMAIN.
UM, WE KNOW THAT CUSTOMERS ARE REALLY EXCITED ABOUT THAT.
UM, SOME DOUBLE TRACKING IMPROVEMENTS AT PLAZA SALTILLO, AS WELL AS NEW STATION PLATFORMS. UM, POSITIVE TRAIN CONTROL IMPROVEMENTS, WHICH KEEP OUR TRAINS SAFE, UM, FOR EVERYBODY.
AND MOVING ON TIME, WE ARE ALSO, UH, HOPING TO OPERATE LATER ON WEEKDAYS UNTIL 9:00 PM WE KNOW THAT, UH, PEOPLE HAVE SAID IT'S REALLY HARD FOR THEM TO GET HOME IF THEY ARE WORKING LATE OR THEY WANNA GO TO A HAPPY HOUR OR THEY HAVE SOME OTHER ENGAGEMENT BEFORE THEY GO HOME.

ROUTE 2, 3, 7 IS EVERY 60 MINUTES ROUTE.
UM, 18 WILL BE ABOUT EVERY 30 MINUTES.
SO, UM, WE KNOW THAT THEY'RE EXPANDING TO THE NORTH, UH, SIDE OF HAGI.
WE, UH, MEET WITH THEM FREQUENTLY.
WE'RE ALSO LOOKING AT HOW TO, UH, MA OR HOW TO ALSO SERVE THEIR SOUTHEAST AUSTIN LOCATION.
UM, SO WE, WE WORK CLOSELY WITH, UH, COMMUNITY FIRST AND, UH, TO PROVIDE GOOD SERVICES WITH THEM.
SO, SO I THINK THE ANSWER TO YOUR QUESTION IS WE ACTUALLY HAVE SERVICE OUT THERE TODAY.

WE ARE, UM, FOR OUR JANUARY, WE'RE PROPOSING TO MODIFY ONE OF OUR EXPRESS ROUTES THAT OUR ONLY EXPRESS ROUTE THAT OPERATES ON 35.
IT COMES FROM OUR TUCK RIDGE, UM, TUCK RIDGE PARK AND RIDE LOT.
AND WE'RE GONNA PROPOSE THAT IT ACTUALLY, UH, GO OVER TO VIA HOWARD TO, UM, TO THE MOPAC MANAGED JOINS AND THEN USE THE MANAGED JOINS.
WE BELIEVE THAT'LL FUTURE PROOF OUR SERVICE.

UM, JUST TO ADD A LITTLE BIT ONTO THAT, UH, WITH WORKING WITH THE UNHOUSED INDIVIDUALS, LOW INCOME INDIVIDUALS, MARGINALIZED INDIVIDUALS, AND BEING BORN AND RAISED IN AUSTIN, ALL WE SEE IS THE SHELTERS BEING REMOVED.
UM, LIKE THEY DON'T WANT PEOPLE TO ACTUALLY BE COVERED OR SITTING THERE OR EVEN ACCESSING TRANSPORTATION WHERE WE KNOW IT'S ALREADY HARD

SO LIKE THE, OUR COMMISSIONER SAID LIKE, LET'S TRY TO GET A HUNDRED PERCENT IMMEDIATELY BECAUSE I'M PRETTY SURE THE COMMUNITY ENGAGED AND SAID THAT WAS FOR ONE SAFETY REASONS.

UM, AND SO THAT'S, THAT'S FEEDBACK THAT WE TAKE FREQUENTLY, UM, AND WE PASS IT ALONG TO THE APPROPRIATE DEPARTMENTS EVEN THOUGH IT'S NOT ADDRESSED IN THE TRANSIT PLAN.
UM, WE ALSO DO ENGAGEMENT FOR SERVICE CHANGES AND WE HAVE CUSTOMER SERVICE EXPERIENCE SURVEYS, UM, SO THAT WE, UM, TRY AND BE AS CLOSE TO OUR RIDERS AS POSSIBLE AND UNDERSTAND WHAT THEIR PRIORITIES ARE, UM, IN TERMS OF PLANS FOR, UM, UPDATING OUR TRANSIT STOPS AND STATIONS THAT IT, THE, UM, BEST I THINK DOCUMENT TO UNDERSTAND WHAT OUR PLANS FOR THAT ARE, OUR SERVICE STANDARDS AND GUIDELINES, WHICH OUTLINE JUST LIKE WHAT GOES AT EACH STOP, UM, BASED ON RIDERSHIP AND THE CLASSIFICATIONS THAT I MENTIONED EARLIER.
UM, AND ALTHOUGH WE DON'T HAVE THE RESOURCES RIGHT NOW TO MEET THE 100% GOAL OF A SHELTER AND LIGHTING AT EVERY SINGLE STOP, UM, LIKE I SAID, WE KNOW IT'S A PRIORITY.
UM, AND SO IT'S SOMETHING THAT WE WANNA WORK TOWARDS TO GET AS MANY OUT THERE ON THE STREET.
IN REGARDS TO THE STATIONS, ARE, IS THERE A REASON WHY THERE'S NO GOALS SPECIFICALLY IN THE TRANSIT PLAN IN REGARDS TO THE, THE ACTUAL STATIONS? ARE IT, OR WAS IT NOT LIKE DEEMED A PRIORITY TO DO ANYTHING WITH THOSE? IT'S ABSOLUTELY A PRIORITY FOR THE AGENCY.
UM, IT'S JUST SOMETHING THAT WASN'T ADDRESSED IN THE SCOPE OF THIS PROJECT AS THE TRANSIT PLAN IS ADDRESSING SERVICE RELATED ISSUES, UM, LIKE ROUTE ALIGNMENT, FREQUENCY, HOURS OF OPERATION.
THAT WAS THE FOCUS FOR TRANSIT PLAN 2035.
UM, BUT WE KNOW THAT A, A SUCCESSFUL IMPLEMENTATION OF THE TRANSIT PLAN COMPLETELY DEPENDS ON CUSTOMER EXPERIENCE ISSUES LIKE, UM, HAVING SAFE, CONVENIENT PLACES TO WAIT, UM, MAKING SURE EVERYBODY FEELS SAFE AND SECURE.
YEAH, AND I'M, I'M, I'M JUST THINKING ABOUT THAT IN REGARDS TO IF SOME OF THE BUS STOPS THAT Y'ALL ARE TRYING TO FIX OR UPDATE IN THE FUTURE OR SOME OF THE STOPS THAT YOU'RE ADDING OR ROUTES THAT YOU'RE CHANGING, UM, THE TRANSIT STATIONS DO HAVE MORE COVERAGE THAN A NORMAL BUS STOP AND THEY HAVE VENDING MACHINES SOMETIMES AND RESTROOMS. SO I WAS SURPRISED TO SEE THAT THE TRANSIT STATIONS WEREN'T PRIORITIZED FOR CERTAIN STOPS TO ENSURE THAT IF SOMEONE HAS TO NAVIGATE FROM ONE ROUTE TO ANOTHER, THAT THEY COULD BE NAVIGATING TO A TRANSIT STATION TO ENSURE THAT THEY HAD PROPER SHELTER IN THE WEATHER AND NOT JUST SITTING OUT POSSIBLY AT A BUS STOP THAT DIDN'T HAVE, UM, SHELTER.

UM, THERE WAS A SIGNIFICANT EFFORT BY CAP METRO TO ALSO ENGAGE PEOPLE THAT DO NOT USE OUR SERVICE AND TRADITIONALLY DO NOT IN, UH, PARTICIPATE IN THIS TYPE OF TRANSIT, UH, STUDY OR ACTIVITY.
UM, I DO NOT HAVE THE EXACT NUMBERS IN FRONT OF ME, BUT I DO REMEMBER THAT WE ARE DEMOGRAPHICS, UM, WERE BETTER ALIGNED, UM, WITH, WITH, UH, THE COMMUNI WITH TYPICALLY UNDERREPRESENTED COMMUNITIES.

UM, THERE'S ONE ACTUALLY ON EAST 12TH STREET, UH, AND IT, IT'S ALWAYS A BACK AND FORTH THING WITH THAT BUS STOP THAT'S, IT NEEDS THE NECESSARY SHELTER, BUT IT DOESN'T HAVE A COVER OR ANYTHING BECAUSE IT'S SUPPOSEDLY OWNED BY EUREKA.
SO THAT TO ME IS THOSE ARE REAL QUESTIONS THAT NEED TO BE ASKED.
LIKE, ARE YOU GOING INTO THAT COMMUNITY.
ARE YOU ASKING THOSE PEOPLE THAT LIVE OVER THERE WHAT THEY NEED? THERE'S A LOT OF PEOPLE NEEDING TO GET TO WORK AT HOURS.
UM, THE NUMBER FIVE BUS IN PARTICULAR I CAN SPEAK ON, IT RUNS SO LIKE EVERY 30 MINUTES SUPPOSEDLY, BUT IT'S 45 MINUTES A HOUR GO BY WITHOUT YOU EVEN SEEING A BUS GOING EITHER DIRECTION.
AND IT'S EAST WEST, AND THERE'S PEOPLE THAT NEED TO GET INTO WORK.
THE CONNECTION TO THE THREE 50 BUS I HEARD EARLIER, UM, Y'ALL ARE GONNA EXPAND IT OR MAKE IT MORE FREQUENT IT, THAT THAT CONNECTION BETWEEN THE FIVE AND THE THREE 50 IS NOT GOOD.
AND THAT'S THE NORTH, THE NORTH SOUTH CONNECTION WITH THE EAST WEST.

AND THE GOAL, OR ONE OF THE MAIN GOALS WAS TO IDENTIFY AREAS THAT WERE MOST VULNERABLE TO DISPLACEMENT, MOST VULNERABLE TO GENTRIFICATION.
UM, THAT WAS DONE WITH A BUNCH OF DIFFERENT DATA THAT I'LL TALK ABOUT, UM, IN A COUPLE SLIDES.
BUT THE GOAL WAS TO MATCH STRATEGIES, UM, TO THE NEEDS OF THOSE SPECIFIC RESIDENTS IN THOSE SPECIFIC AREAS.
SO THE ANALYSIS ITSELF HAS THREE PARTS.
IT TAKES A LOOK AT VULNERABILITY, WHICH I'LL DESCRIBE, UM, KIND OF HOW WE MEASURE, UH, DEMOGRAPHIC CHANGE IN THAT GIVEN AREA, AS WELL AS AN ANALYSIS OF THE HOUSING, UH, MARKET IN THAT AREA.
AND SO WHAT ARE THE CATEGORIES THAT WE PLACE, UM, AREAS THAT ARE VULNERABLE TO DISPLACEMENT.
AND SO THE FIRST CATEGORY IS SIMPLY TITLED V VULNERABLE.
UM, THOSE ARE AREAS THAT HAVE, UM, OF, UH, VULNERABLE POPULATIONS PRESENT AT A HIGH, UH, RATE AND ARE NOT YET EXPERIENCING SIGNIFICANT DEMOGRAPHIC CHANGE.
SO THOSE POPULATIONS AREN'T SHIFTING IN A LARGE WAY AND, UM, MAYBE NEAR, UH, HIGH VALUE OR HIGH APPRECIATION HOUSING MARKET.
UM, BUT ITSELF NOT EXPERIENCING A RAPID INCREASE IN HOUSING PRICES.
SO THE VULNERABLE POPULATION IS PRESENT, BUT THE HOUSING MARKET, UH, TRENDS AREN'T SHIFTING RAPIDLY.
UM, ACTIVE DISPLACEMENT ALSO HAS, UH, VULNERABLE POPULATIONS PRESENT, PRESENT AT A HIGH RATE.
HOWEVER, IN THOSE AREAS, WE ARE SEEING RAPID DEMOGRAPHIC CHANGE, UM, AND OR RAPID HOUSING MARKET CHANGE.
SO THAT COULD EITHER BE AN ACCELERATING HOUSING MARKET, UH, OR A HOUSING MARKET THAT'S ALREADY APPRECIATED TO A HIGH DEGREE.
AND THEN WE HAVE THE CHRONIC DISPLACEMENT RISK AREA.
UM, THAT IS AN AREA WHERE THE VULNERABLE POPULATIONS HAVE, UH, LARGELY EITHER BEEN DISPLACED OR ARE NO LONGER PRESENT.
UM, AND GEN, OR EXCUSE ME, UH, THE DEMOGRAPHIC CHANGES HAVE ALREADY OCCURRED IN A LARGE DEGREE.
AND, UM, NOT ONLY, YOU KNOW, HAS HAVE THE DEMOGRAPHIC, UH, DEMOGRAPHICS SHIFTED, BUT THE HOUSING MARKET ITSELF HAS COMPLETELY ALTERED TO THE POINT WHERE IT'S NO LONGER WHAT WE WOULD SAY IS ACCELERATING, BUT HAS ALREADY APPRECIATED.
UM, THERE'S ONE OTHER CATEGORY THAT I WANNA MENTION HERE, UM, THAT'S NOT ON THIS LIST, BUT IT IS A PART OF OUR MOST RECENT MAP, AND THAT IS WHAT WE, UH, CALL HISTORIC DISPLACEMENT RISK.

UM, THOSE ARE THE PERCENTAGE NON-WHITE, UH, PERCENTAGE CHILDREN IN POVERTY, UH, PERCENTAGE POPULATION WITHOUT A BACHELOR'S DEGREE, PERCENTAGE RENTER, AND THE PERCENTAGE LOW INCOME, UM, WHICH WE USE THE AUSTIN MEDIAN INCOME, UM, TO CALCULATE.
AND, UM, WE ALSO LOOK AT, UH, SOCIOECONOMIC AND HOUSING TRENDS LIKE MEDIAN INCOME.
AND THEN, UM, HOUSING COST IS MEASURED BY THE MEDIAN HOME VALUE AND THE MEDIAN RENT.
AND I SHOULD ALSO, UH, SAY THAT THIS, UM, MOST RECENT UPDATE WAS, WE'RE CALLING IT THE 2022 UPDATE.
THAT'S BECAUSE IT'S USING A CS DATA FROM 2018 TO 2022.
THAT DATA WAS RELEASED IN 2024.
UM, AND SO THAT IS WHY OUR, OUR, THAT WAS WHEN OUR MOST RECENT UPDATE TOOK PLACE.
AND SO, UM, IT'S, IT WAS RELEASED IN 2024, THIS, UM, THIS UPDATE, BUT THE DATA IS FROM THAT TIME RANGE, UM, NOT WORK.
UM, HOPEFULLY THIS DIAGRAM ISN'T TOO CONFUSING, BUT I WANTED TO GIVE A LITTLE BIT MORE INSIGHT INTO HOW THINGS FIT INTO A CATEGORY.
AND SO, AGAIN, YOU CAN SEE HERE BASICALLY WHAT I DESCRIBED IN THE PREVIOUS SLIDE, THAT VULNERABLE POPULATIONS, UM, CAN BE FOUND IN BOTH VULNERABLE AND ACTIVE TRACKS.

A LOT OF, UM, THE AREAS ALONG THE EASTERN CRESCENT AND IN THE OUTSKIRTS, UM, ARE AT A HIGHER DISPLACEMENT RISK.
AND NOW WE CAN SEE THE NEW MAPS AND SORT OF WHAT CHANGED.
AND IT'S OBVIOUSLY, UH, A MUCH LARGER AREA THAT WE ARE SEEING DISPLACEMENT RISK.
UM, THERE'S DIFFERENT SORT OF CHANGES AND SHIFTS WITHIN THE CATEGORIES WHERE SOME ARE BECOMING VULNERABLE BECAUSE THEY MAY NOT BE EXPERIENCING THE ACCELERATING HOUSING MARKET.
UM, AND THEN SOME AREAS MOVING TO CHRONIC BECAUSE THEY'RE LOSING SO MUCH OF THEIR VULNERABLE POPULATIONS.
SO THIS IS SHOWING THE SAME EXACT DATA, BUT JUST IN A TABLE FORM.
UM, AND YOU CAN SEE THE SHIFT BETWEEN THE CATEGORIES.
AGAIN, UH, A LARGE INCREASE IN THE CHRONIC AND VULNERABLE CATEGORIES, THE MAKING UP, UM, I THINK THE VAST MAJORITY OF THE, THE INCREASE IN, UM, IN TRACTS.
AND SO HERE I'M JUST HIGHLIGHTING, THIS IS A SCREENSHOT OF THE DASHBOARD, UM, THAT'S USED FOR, UH, PROJECT CONNECT'S, UH, ANTI DISPLACEMENT, UH, FUNDING OR, OR EXCUSE ME, FOR, UM, THE DISPLACEMENT RISK AREAS WITHIN ONE MILE OF PROJECT CONNECT.
UM, FOR THOSE WHO AREN'T FAMILIAR THIS MAP AND, UM, THESE AREAS THAT ARE HIGHLIGHTED ARE THE AREAS THAT ARE ELIGIBLE FOR THE PROJECT CONNECT ANTI DISPLACEMENT DOLLARS, UM, BEING THAT THEY'RE BOTH A DISPLACEMENT RISK CATEGORY AND THEY'RE WITHIN ONE MILE A PROJECT CONNECT.

AND SO WHAT'S DRIVING THE GROWTH OF DISPLACEMENT RISK? UH, I'VE KIND OF TOUCHED ON SOME OF IT.
I THINK A LOT OF THE INCREASES ARE DUE TO THE SHIFTS IN THE HOUSING MARKET.
THE MEDIAN HOME VALUES HAVE SKYROCKETED.
UM, UNSURPRISINGLY, RENTS HAVE ALSO INCREASED HIGHER IN DISPLACEMENT RISK AREAS THAN IN, UM, THE MSA AVERAGE.
AND THEN WE'RE ALSO SEEING SOME VERY SPECIFIC DEMOGRAPHIC TRENDS THAT HAVE SHIFTED THIS.
UM, MEDIAN INCOME GREW IN AUSTIN, UM, UNSURPRISINGLY,

ESPECIALLY IN THOSE TRACKS THAT WE DEEM CHRONIC DISPLACEMENT RISK.UM, AND WE'RE ALSO SEEING AUSTIN'S POPULATION SHIFT TO ONE THAT HAS A GREATER NUMBER OF FOLKS WITH BACHELOR'S DEGREES.
UM, AND SO THAT'S ALSO SHIFTING SOME OF THE VULNERABILITY TRENDS.
UH, WE SAW A SMALL DECREASE IN, UM, PEOPLE OF COLOR LIVING IN DISPLACEMENT RISK AREA TRACKS, UH, SMALL BUT UH, NOTICEABLE.
AND THEN UNFORTUNATELY WE DID SEE IN THIS ITERATION A LARGE INCREASE IN CHILDREN LIVING IN POVERTY.
UM, WE ATTRIBUTE THAT TO THE LOSS OF PANDEMIC AID, WHICH WOULD'VE BEEN PRESENT IN THE PREVIOUS DATA.
SO AS A RESULT, WE WERE SEEING, UM, AN INCREASE IN THAT NUMBER, UNFORTUNATELY.
UM, AND SO JUST ON A HIGH LEVEL, WE SAW THE GREATEST EXPANSION IN, UM, SORT OF THE PERIPHERAL AREAS.
UH, THE MAP THAT'S ON THE SCREEN NOW SHOWS AREAS THAT ARE NEW TO THE DISPLACEMENT RISK MAP, AND YOU CAN SEE HOW THEY'RE ALL KIND OF PRESENT IN THE OUTSKIRTS OF THE CITY.
UM, ESPECIALLY, UH, THE NORTHERN AND SOUTHERN.
UH, WE ALSO SAW, AGAIN, AN INCREASE IN VULNERABLE AND CHRONIC AREAS.
WE THINK THAT THAT'S DUE TO THE SHIFT IN DEMOGRAPHICS ON THE OUTSKIRTS OF THE CITY, UM, AND SOME OF THE UNIQUE CONDITIONS THAT I JUST DESCRIBED, UM, FROM THE COVID, UH, PANDEMIC, WHICH WOULD'VE BEEN, UH, PRESENT IN THE LAST ITERATION.
NEXT I WANNA TALK ABOUT, UM, A UPCOMING PROJECT WE'RE REALLY EXCITED ABOUT THAT RELATES TO OUR DISPLACEMENT RISK ANALYSIS, AND THAT IS THE EARLY WARNING SYSTEM.
UM, IT IS A PROJECT THAT WE'RE WORKING ON WITH UT IT JUST BEGAN, UM, I GUESS ABOUT A MONTH AGO OR A FEW WEEKS AGO.
UM, AND IT WILL, THE GOAL OF IT IS TO BRING TOGETHER MULTIPLE DATA SETS TO ALLOW FOR A MORE RESPONSIVE AND PREDICTIVE, UM, ANALYSIS.
SO WITH THE DISPLACEMENT RISK ANALYSIS, WE'RE LOOKING AT A CS DATA, WHICH AGAIN, IS VERY HELPFUL AS A LOOK BACK TO WHAT'S HAPPENED AND WHAT DISPLACEMENT HAS ALREADY OCCURRED.
BUT WITH THE EARLY WARNING SYSTEM, WE WOULD IDEALLY BE ABLE TO IDENTIFY AREAS, PROPERTIES, AND GEOGRAPHIES THAT MIGHT BE ABOUT TO EXPERIENCE A GREATER RISK.
AND WE MIGHT BE SEEING DEVELOPMENT OR UTILITY DATA THAT TELLS US THAT THIS IS AN AREA THAT'S EXPERIENCING HIGHER DEMAND AND MAYBE WE SHOULD BE CONCERNED OR TARGET RESOURCES, UM, FOR FOLKS IN THAT AREA THAT WOULD BE VULNERABLE.
AND, UM, AND THEN OUR NEXT STEPS OVERALL WITH THIS, UH, PROJECT AND THE EARLY WARNING SYSTEM ARE A CONTINUED EVALUATION AND REVIEW OF THE DATA AND METHODOLOGY.
UM, BECAUSE WE'RE ON A TWO YEAR TIMELINE, AGAIN, THESE DISPLACEMENT RISK MAPS ARE UPDATED EVERY TWO YEARS.
UH, USUALLY IT'S AROUND MID-DECEMBER THAT A CS DATA IS RELEASED.
AND SO THIS DECEMBER WHEN THAT A CS DATA IS RELEASED, WE WILL BEGIN WORKING ON THE NEXT UPDATE, UM, WHICH SHOULD BE RELEASED, I THINK IN, IN THE FIRST HALF AND, AND HOPEFULLY IN THE FIRST QUARTER OF, UM, 2026.
AND WE'LL BE USING, UM, THAT 2024 A CS FIVE-YEAR DATA.
UM, WE'LL ALSO BE EXPLORING ADDITIONAL WAYS OF COMMUNICATING BOTH THIS ANALYSIS AND THE OTHER WORK THAT WE DO IN DISPLACEMENT PREVENTION, UM, TO OUR PARTNERS AND TO THE COMMUNITY.

SO, UM, I GUESS IS THERE ANY MOVEMENT TOWARD ADJUSTING THAT NUMBER, UM, TO, TO BE MORE REFLECTIVE OF TRULY LOW INCOME, UM, UM, NEIGHBORHOODS AND POPULATIONS? UM, YES.
I MEAN I, THAT IS SOMETHING THAT WE'RE, WE'RE EVALUATING.
UM, I THINK THAT'S, IT'S WHY WE COMBINE IT WITH THOSE OTHER, UM, METRICS OF VULNERABILITY.
AND, UM, THIS IS GETTING A LITTLE BIT INTO THE WEEDS, BUT UM, I THINK GETS AT YOUR QUESTION, WHICH IS THAT WE, OUR METHODOLOGY ISN'T JUST LOOKING AT, UM, YOU KNOW, SAYING THIS IS 80 BELOW 80% MFI, THEREFORE, UM, WE'RE SAYING THAT THIS IS A VULNERABLE TRACT BASED ON, UM, YOU KNOW, WHAT THE, THE REST OF THE CATEGORIES SAY, UM, THE, THE ANALYSIS THAT WAS COME UP WITH BY UT USES A SCORING METHOD CALLED Z SCORE.
AND SO IF ATTRACT IS BOTH BELOW 80% MFI, BUT THEN ALSO IT'S, IN OTHER WORDS, THE LOWER, I SHOULD HAVE SAID THIS FROM THE BEGINNING, THE LOWER INCOME THAT ATTRACT IS THE HIGHER SCORE THAT IT WOULD GET.
SO WHAT WE QUALIFY AS SOMETHING BEING LOW INCOME, YOU KNOW, IT WOULD FALL INTO THAT.
BUT IF IT HAS, LET'S SAY 30% MFI, UM, IT WOULD HAVE A HIGHER SCORE IN THE SYSTEM THAT WOULD, UH, MAKE IT, I GUESS MORE, UM, IDENTIFIABLE FOR US AS A VULNERABLE TRACT.
AND I JUST HAD ONE MORE GO AHEAD.
SO WHEN YOU MENTIONED HISTORIC DISPLACEMENT, UM, THAT YOU, THAT THOSE, THAT WOULD, THAT, DOES THAT MEAN TO SAY THAT, UM, GENTRIFICATION IS BASICALLY COMPLETE IN THOSE NEIGHBORHOODS? AND IF SO, I WOULD BE INTERESTED IN KNOWING, AND I DON'T KNOW IF YOU, YOU'RE KEEPING A HI, UH, UM, A LIST OF THOSE THAT ARE, UM, THAT WERE HISTORIC DISPLACEMENT AREAS AND ARE, ARE NOW BASICALLY GENTRIFIED.
THAT'S UNFORTUNATELY A GOOD WAY OF PARAPHRASING IT.
IT'S, UM, IT'S AREAS THAT WERE NOT ONLY HAVE THE VULNERABLE POPULATIONS, UH, LARGELY BEEN DISPLACED IN THOSE AREAS AND THE HOUSING MARKET HAS, YOU KNOW, SHIFTED AND DEMOGRAPHICS HAVE SHIFTED, BUT THOSE THINGS ARE NOW STABLE THERE.
SO IT'S ACCELERATED TO THE POINT THAT IT'S AN APPRECIATED HOUSING MARKET.
AND, UM, YES, WE ABSOLUTELY DO KEEP TRACK OF THOSE.
I THINK THAT WAS, UM, THAT EXACT CONCERN YOU EXPRESS IS WHY WE, UM, CREATED THE CATEGORY IN THE FIRST PLACE BECAUSE WE KNOW THAT THERE ARE STILL VULNERABLE POPULATIONS PRESENT IN THOSE AREAS.

BUT, SO IT SAYS RESIDENTIAL DISPLACEMENT IN AUSTIN'S GENFY NEIGHBORHOODS AND WHAT CAN BE DONE ABOUT IT.
SO YOU GUYS COLLECT THIS INFORMATION AND, AND WHAT IS BEING DONE ABOUT IT? SO WHAT IS BEING DONE ABOUT THAT? SO THERE'S, THERE'S A VARIETY OF PROGRAMS THAT THE CITY HAS THAT, UM, COULD BE TARGETED OR ACCESSED BY SOMEBODY WHO'S AT RISK, UM, TO DISPLACEMENT, UH, DEPENDING ON THEIR SITUATION, WHETHER THEY'RE A RENTER OR A HOMEOWNER FOR HOMEOWNERS, THERE'S, UM, THE HOME REPAIR PROGRAMS AND A VARIETY OF OTHER PROGRAMS, UM, THAT ED COULD PROBABLY TALK A LOT MORE ABOUT.
UM, FOR RENTERS, WE HAVE THINGS LIKE OUR RENTAL ASSISTANCE PROGRAM.
AND THEN IN TERMS OF THE DISPLACEMENT RISK MAPS THEMSELVES, THE PROJECT CONNECT ANTI DISPLACEMENT FUNDING, UM, THAT'S HOW WE DETERMINE ELIGIBILITY FOR THOSE PROGRAMS SPECIFICALLY, IS IF YOU LIVE IN A DISPLACEMENT RISK AREA AND ARE WITHIN ONE MILE OF A PROJECT CONNECT LINE, WHICH I SHOULD SAY IS ABOUT 80% OF ALL DISPLACEMENT RISK AREAS, THAT ONE MILE OF PRETTY BIG BUFFER, UM, THOSE FOLKS CAN ACCESS ANY OF THE PROGRAMS THAT ARE WITH WITHIN OUR ANTI DISPLACEMENT, UM, FUNDING, WHICH, YOU KNOW, HAVE A VERY WIDE VARIETY OF SERVICES, UM, THAT ARE AVAILABLE.
I FORGET HOW MANY PROGRAMS WE HAVE SPECIFICALLY.
UM, BUT THE MAPS ARE USED TO DETERMINE ELIGIBILITY.
SO IF YOU ARE IN A DISPLACEMENT RISK AREA WITHIN THAT ONE MILE AREA, YOU'RE ELIGIBLE, UM, FOR ALL THESE PROGRAMS. YEAH.

WE HAD DID NOT HAVE THIS TYPE OF, UM, UNDERSTANDING OF LIKE WHERE OUR, UM, OR SHOULD I SAY, WAS NOT, HAD NOT BEEN MAPPED OKAY.

UM, BUT THERE IS A WHOLE MAP LIKE HE SHOWED THAT IS EXTENDS BEYOND THAT ONE MILE BUFFER THAT IT'S USED FOR PROJECT CONNECT, UM, THAT, UH, WE CAN USE MORE.
AND ONE OF THE THINGS THAT, UH, OUR DIVISION HAS DONE IS, UM, KIND OF MAP OUT, FOR EXAMPLE, THE HOME REPAIR SERVICES THAT WE, THE CITY HAS CONDUCTED AGAINST THIS MAP OF, UH, DISPLACEMENT.
UM, AND WE SEE THAT MOST OF THE SERVICES FALL WITHIN OUR AREAS WHERE WE HAVE SEEN THAT OUR MOST, UH, VULNERABLE POPULATIONS ARE.
UM, AND SO OUR HOPE IS THAT, UH, WE CAN BE MORE, UM, INTENTIONAL IN FOCUSING OUR, UM, OUR OUTREACH FOR SPECIFIC PROGRAMS KNOWING, UH, OR HAVING A, A A A BETTER GUIDE ON LIKE WHERE THESE RAPID CHANGES ARE TAKING PLACE.
SO NOT ONLY FOR THE HOUSING DEPARTMENT, BUT THAT'S WHY WE ALSO SHARE IT WITH OTHER DEPARTMENTS AND, AND, AND COMMISSIONS, RIGHT.
SO THAT, UM, OTHER DEPARTMENTS THAT ALSO HAVE PROGRAMS CAN ALSO USE THOSE TO REALLY, UH, UM, BE INTENTIONAL IN, IN THE OUTREACH AND THAT THEY DO FOR THEIR PROGRAMS. THANK YOU.

SO AGAIN, FOR PROJECT CONNECT FUNDS AND PROGRAMS, YES.
UH, WE CURRENTLY DON'T HAVE, IF YOU'RE TALKING ABOUT SOME SORT OF OVERLAY OR PROTECTION, WE CURRENTLY DON'T HAVE THAT.
BUT WE DO HAVE, AGAIN, FOR, FOR THE SPECIFIC PROJECT CONNECT FUNDS, UH, PEOPLE WHO LIVE IN THOSE AREAS OF THE MAP MM-HMM
ARE ELIGIBLE TO, AND I, I GUESS MY QUESTION FROM THAT IS, DO Y'ALL EVER DISCUSS ANYTHING LIKE THAT? WHEREAS, UM, BECAUSE RIGHT NOW IT'S A REPORT LIKE THIS, IT'S ALMOST LIKE JUST TELLING A STORY, JUST SAYING, OH, THIS AREA'S EXISTED AND THEY GOT GENTRIFIED AND YOU KNOW, MAYBE EVEN MAKE SOME, UH, PREDICTIONS LATER SAY, YEAH, THIS AREA'S RIGHT HERE IS UH, BEING GENTRIFIED AND FIVE YEARS IT'S PROBABLY GONNA BE ON THIS LIST OVER HERE.
YOU KNOW, DO YOU EVER MAKE ANY RECOMMENDATIONS OR ANYTHING THAT WOULD, YOU KNOW, PREVENT THAT CHANGE? THAT IS SOMETHING THAT WE WOULD, UM, LOOK FOR OUR LEADERSHIP TO GIVE US DIRECTION ON WHETHER, UH, THEY FEEL THAT THAT'S SOMETHING THAT, THAT, UH, YEAH.
I'LL ALSO SAY THAT OUR REAL ESTATE, UM, DIVISION USES THE, YEAH, USES THE DISPLACEMENT RISK MAPS AS WELL WHEN THEY'RE LOOKING AT POTENTIAL INVESTMENTS, UM, BOTH FOR REHABILITATIONS, REDEVELOPMENTS OR ANY OF THE PROJECTS THAT THEY'RE WORKING ON.
THEY HAVE THEIR OWN SCORECARD THAT THEY USE TO DETERMINE WHETHER A PROPERTY MIGHT BE A GOOD, UM, NOT NECESSARILY A GOOD INVESTMENT, BUT JUST A GOOD PROJECT, UM, THAT WOULD ASSIST THE MOST PEOPLE.
AND THE DISPLACEMENT RISK CATEGORY IS ONE OF THE, THE PIECES ON THEIR SCORECARD.
AND THEY COME TO US QUITE FREQUENTLY AND THEY WANT TO KNOW, YOU KNOW, WE'RE LOOKING AT THIS PROPERTY, WHAT DOES YOUR DISPLACEMENT RISK DATA TELL US ABOUT THIS AREA? WHAT DO WE KNOW ABOUT THE POPULATION IT MIGHT SERVE? AND SO WE HAVE, YOU KNOW, WE'RE ALWAYS EXCITED WHEN THAT HAPPENS BECAUSE WE HAVE ALL THIS DATA AND ALL THIS INFORMATION THAT WE CAN SHARE AND HELP INFORM THEIR DECISION.
IT SEEMS LIKE IT COULD BE USED, I MEAN, THAT'S A GOOD, A GOOD THING.
IT SEEMS LIKE IT COULD BE USED FOR OTHER THINGS AS WELL, HAVING ALL ALL OF THAT ON HAND.
WE'RE, WE'RE TRYING TO GET BETTER ALSO AT OUR PROCESS OF, OF RESPONDING TO THOSE REQUESTS SO THAT, YOU KNOW, THE MOMENT THAT SOMEBODY ASKS US ABOUT AN AREA, WE JUST ALREADY HAVE A STRUCTURED ANALYSIS AND REPORT AND INFORMATION THAT WE CAN GIVE THEM.

UM, I DO WANNA SAY THAT, UM, THE ORGANIZATIONS JUST DON'T GET $3 MILLION, $300 MILLION IN A YEAR AND DIS DIS DISTRIBUTED.
UM, IT'S DISTRIBUTED PROBABLY 7 MILLION AT LBU OR DIFFERENT ORGANIZATIONS.
AND TO BE HONEST, THE NEED IS HIGH.
SO I KNOW A LOT OF PEOPLE THAT'S BEEN ON THAT WAIT LIST FOR MONTHS, MONTHS AND STILL HAVEN'T RECEIVED RENTAL ASSISTANCE BECAUSE THE NEED IS SO HIGH.
NOT THAT THE FUNDING IS THERE, BUT IF WE LOOK AT THE MAPS AND SEE THAT GENTRIFICATION IS STEADY INCREASING, WE, AND DISPLACEMENT IS STEADY INCREASING, THEN WE HAVE TO KNOW THAT THE FUNDING, THE $300 MILLION ISN'T SUSTAINABLE AT THE SAME TIME THAT IT WAS ALLOCATED OR DETERMINED OUTTA THAT BILLIONS OF DOLLARS, 300 MILLION GOES TO DISPLACEMENT.
UM, I WOULD LOVE, I'M GLAD THAT THE COUNCIL MEMBER BROUGHT THAT UP BECAUSE HOW DO WE EXPECT TO BE SUSTAINABLE AND EQUITABLE WHEN WE DON'T HAVE A RESOURCE GUIDE OUT HERE FOR DISPLACEMENT RESOURCES OR SERVICES? THE HEALING PROJECT, WHICH THE ORGANIZATION HAS A RESOURCE NAVIGATION LIST OF ALL THE DISPLACEMENT ORGANIZATIONS THAT GOT THE FUNDING THAT HELP WITH RENTAL ASSISTANCE AND UTILITY ASSISTANCE.
AND THE CITY OF AUSTIN DOESN'T EVEN HAVE THAT ACCURATE LIST UPDATED.
AND WE HAVE DATA FROM CLIENTS THAT USE THAT SAME LIST THAT HELPS THEM BETTER THAN THE CITY OF AUSTIN 2 1 1 OR ANY OTHER, UH, RESOURCE NAVIGATION SERVICE OR APP OUT HERE.
UM, IN ADDITION TO THAT, UM, I KNOW THAT YOU SAID THAT, UM, THE DEVELOPERS COME TO Y'ALL TO, YOU KNOW, SEE IF THIS IS A GOOD PLACE TO, YOU KNOW, UH, DEVELOP, BUT OBVIOUSLY THERE'S STILL DEVELOPING THERE BECAUSE GENTRIFICATION IS INCREASING.
SO LIKE, HOW CAN WE GET ON THE SAME PAGE WITH THE DEVELOPERS, THE COMMUNITY, THE CITY OF AUSTIN, AND ONE THING WE HAVE TO DO IS COMMUNICATE.
THIS YOUNG LADY SHOULD ALREADY, IF SHE JUST SAID, THIS IS HAPPENING TO ME AND THIS, SHE'S THE LAST PERSON SHOUT OUT TO YOU FOR NOT SELLING OUT.
SHE'S THE LAST PERSON ON HER BLOCK, THEN FOR ONE, SHE NEED THE RESOURCES.

WHEREAS THE AD CAP AIMS TO GROW AND FURTHER THE PRODUCTION OF AFFORDABLE HOUSING, WHEREAS THE AD CAP AIMS TO PROTECT HOUSING AND LAND FROM SPECULATION CAUSED BY TRANSIT ORIENTED DEVELOPMENT IN GENTRIFYING AREAS, WHEREAS THE AD CAP WAS ALLOCATED $8 MILLION FOR THIS PURPOSE, WHEREAS THE AD CAP HAD A ROLLING APPLICATION PROCESS, I'M NOT SURE WHY THE DATES ARE MISSING, BUT FROM 2021 TO 2024, WHEREAS IN OCTOBER, 2024, THE HOUSING DIRECTOR CALLED FOR A PAUSE IN THIS PROGRAM TO REVIEW AND IDENTIFY OPPORTUNITIES FOR IMPROVEMENT.
AND WHEREAS THE HOUSING DEPARTMENT STAFF MADE LONG-TERM RECOMMENDATIONS THAT REQUIRE COUNCIL APPROVAL AND WHEREAS THE HOUSING DEPARTMENT STAFF ALSO MADE SHORT-TERM RECOMMENDATIONS THAT CAN BE IMPLEMENTED NOW.
NOW, THEREFORE, THE COMMUNITY DEVELOPMENT COMMISSION ENCOURAGES THE AUSTIN CITY COUNCIL TO ADOPT THE PROPOSED SHORT TERM RECOMMENDATION TO IMPROVE THE PROGRAM.
UH, SO BE IT RESOLVED THAT THE COMMUNITY DEVELOPMENT COMMISSION ADVISES THE HOUSING STAFF TO REOPEN THE ANTI DISPLACEMENT COMMUNITY ACQUISITION PROGRAM APPLICATION TO COINCIDE WITH THE BEGINNING OF FISCAL YEAR 2026.

AND ONE OF THE THINGS THAT HAS CONTINUOUSLY COME UP IS THERE'S BEEN OUTREACH, THERE WAS COMMUNITY ENGAGEMENT.
THIS WAS THE FEEDBACK WE RECEIVED FROM THE COMMUNITY.
WHAT COMMUNITY WHO, BECAUSE IT ALSO DIDN'T INCLUDE US.
AND WE ARE ALSO VESSELS AND CHANNELS OF INFORMATION TO COMMUNITIES THAT WE INTERACT WITH AND THAT WE SERVE.
SO I'M JUST CURIOUS ABOUT THE NEW LOGO.
AND THAT'S ONE SIDE, THAT COMMUNITY ENGAGEMENT SIDE, BUT THE OTHER PART IS HOW THIS WILL IMPACT FUTURE FUNDING.
AND HAVING GONE THROUGH DIFFERENT TYPES OF REBRANDS
AND WONDERING WHERE THAT FUNDING IS COMING FROM, HOW IS IT BEING ALLOCATED AND WHERE IS IT BEING REDIRECTED FROM BECAUSE I'M CURIOUS IF IT'S REDIRECTED FROM OUR COMMUNITY INTEREST PROGRAMS. SO THAT'S ALL I HAVE TO ASK.
