GO AHEAD. UM, SO FIRST AND FOREMOST, WE, WE ADOPTED THE, THE PHRASE PREMISE INTER PARIS, WHICH IS, UM, UH, LATIN FOR FIRST AMONG EQUALS. UH, IT'S COLLECTIVELY PUBLIC, PRIVATE, NOT-FOR-PROFIT, HIGHER EDUCATION, MILITARY, AND THE FAITH COMMUNITY. UH, BRINGING ALL THOSE FOLKS TOGETHER TO TAP INTO THE TALENTS, THE RESOURCES AND EXPERTISE THROUGHOUT THE COMMUNITY. SO WE CAN WITHSTAND, UH, ANYTHING THAT [00:05:01] COMES OUR WAY WITH, WITH REALLY THE FOCUS BEING ON RESPONSE AND NOT REACT. UM, THAT'S OUR MISSION STATEMENT. OUR VISION IS TO BE A PREPARED AND RESILIENT COMMUNITY. OUR MISSION IS TO BE THAT ONE CENTRAL AGENCY THAT, THAT DOES THE WORK BEHIND THE SCENES TO BRING IT ALL TOGETHER. SO THE FIRST THING THAT WE DID WAS FIGURE OUT WHERE THE BOTTLENECKS WERE AND HOW WE CAN BE MORE STREAMLINED AS A DEPARTMENT. UH, SO WE'VE ALREADY MADE THOSE CHANGES THAT WENT INTO FULL EFFECT, UH, OCTOBER ONE, UH, WITH THE NEW FISCAL YEAR. BUT WE ARE, WE HAVE PUBLIC INFORMATION, UH, FINANCE, UM, AND TECHNOLOGY IN ONE BRANCH. AND THEN THE OPERATIONS, UH, STRATEGIC VISION AND TRAINING EXERCISES IN ANOTHER. UM, AND THIS IS HOW WE'LL OPERATE DURING PEACE TIME, BLUE SKIES, BUT PRIMARILY DURING, DURING RECOVERY AS WELL. SO, UH, THIS IS THE WAY WE'RE PLANNING. WE'RE TRAINING AND WE'RE EXERCISING. AND, UH, REALLY FROM THERE, FIGURING OUT HOW WE AS A COMMUNITY CAN WORK TOGETHER. THE NATIONAL RESPONSE FRAMEWORK THAT WAS WRITTEN BY FEMA HAS, UH, 15 EMERGENCY SUPPORT FUNCTIONS. T DEM, THE DEPARTMENT OF, UM, TEXAS DEPARTMENT OF EMERGENCY MANAGEMENT HAS 20. AND WE'VE BEEN LOOKING AT HAVING ONE MORE TO RECOGNIZE OUR, OUR BROTHERS AND SISTERS AND EMS, UH, FOR EMERGENCY MEDICAL. THIS IS A FRAMEWORK BY WHICH WE CAN REALLY BRING TOGETHER DIFFERENT AGENCIES, UM, DIFFERENT ORGANIZATIONS WITHIN THE SAME FUNCTION. SO IF YOU HAVE A ROLE IN INTEROPERABLE COMMUNICATIONS, WHETHER YOU'RE VERIZON WIRELESS, WHETHER YOU'RE THE MILITARY, WHETHER YOU'RE, YOU KNOW, WHOEVER, WE'RE GONNA BRING YOU TOGETHER TO MAKE SURE THAT THOSE RELATIONSHIPS ARE BUILT BECAUSE PEOPLE OPERATE AT THE SPEED OF TRUST. AND SO WE WANT THO THOSE RELATIONSHIPS BUILT ON TRUST RATHER THAN EXCHANGING BUSINESS CARDS DURING A DISASTER. SAME THING FOR EACH EMERGENCY SUPPORT FUNCTION. THIS ALLOWS US TO MEET TOGETHER PER FUNCTION, BUT ALSO REACH OUT TO THE ENTIRE ORGANIZATION, THE EMERGENCY MANAGEMENT SYSTEM, IF YOU WILL, SO WE CAN MITIGATE, PREPARE FOR, RESPOND TO AND RECOVER FROM ANY DISASTER. UM, SO THAT'S, THAT'S KIND OF THE GRAPHIC ON THE RIGHT HAND SIDE. IT'S, IT'S, IT'S A SYSTEM. IT'S A TEAM. IT'S ONE CITY, UH, ONE TEAM AND, AND ONE FIGHT, IF YOU WILL. WE'RE ALSO OVERHAULING ALL OF OUR PLANS. IF YOU'VE SEEN OUR PLANS IN THE PAST, THEY READ VERY MUCH LIKE TECHNICAL DOCUMENTS. AND SO WE ARE MAKING SURE THAT THEY'RE WRITTEN IN A WAY THAT IS USABLE DURING A DISASTER FROM US IN THE EMERGENCY OPERATIONS CENTER, FOLKS OUT INTO THE COMMUNITY AND, AND THE PUBLIC AT LARGE, UH, THEY ARE INFORMED PLANS BASED ON SOCIAL VULNERABILITY, BASED ON COMMUNITY MAKEUP, UH, AND SO MANY OTHER THINGS, AS WELL AS THE HAZARD MITIGATION PLANS AND THE THREAT HAZARD IDENTIFICATION, RISK ASSESSMENT. THOSE ARE THE THINGS THAT WE SHOULD BE READY FOR, ALONG WITH SOME ADDITIONAL, UH, INCIDENTS AND HAZARDS FOR WHICH WE FACE. UM, AND THEN WE DEVELOPED, AND I'M ALMOST DONE WITH THE BASIC PLAN. THE BASIC PLAN IS THE FOUNDATIONAL DOCUMENT THAT WE'RE GOING TO USE TO RESPOND TO ANY DISASTER, NATURAL OR MANMADE. UH, IT'S, IT OUTLINES THE AUTHORITIES, IT OUTLINES THE WAY WE'RE GONNA REQUEST RESOURCES, HOW WE'RE GONNA WORK AS A TEAM BETWEEN THE CITY, UM, AND THE COUNTY. UH, AND AGAIN, REGARDLESS IF IT'S A NATURAL HAZARD OR AN ACT OF TERRORISM, WE'RE GONNA PULL OUT THE BASIC PLAN FIRST. AND THEN THERE IS THE ESF ANNEX, WHICH YOU SEE TO THE BOTTOM LEFT. SO WHEN WE WORK WITH OUR ESF PARTNERS, WE'RE GETTING THEIR CONTACT INFORMATION, WHAT TOOLS THEY USE FOR AN OPERATIONAL PICTURE, WHAT RESOURCES THAT THEY HAVE TO BRING TO BEAR. SO OUR LOGISTICS DEPARTMENT WILL KNOW KIND OF WHERE TO START LOOKING FOR VARIOUS RESOURCES, UH, UNDER WHAT AUTHORITIES THEY OPERATE AND, AND SO MUCH MORE. SO THE BASIC PLAN IS, IS THE START. THE ESF ANNEXES ARE WHAT WE'RE GONNA USE TO BRING OUR, UH, PARTNERS TO THE TABLE, BUT ALSO LOOK FIRST FOR VARIOUS RESOURCES, UH, BEFORE WE EVER LOOK TO THE COUNTY OR STATE. AGAIN, WE ARE WELL RESOURCED AS A COMMUNITY. AND ALL THOSE RESOURCES WE'RE TRYING TO PUT INTO ORGANIZED STRUCTURES THROUGH THE ESFS. SO THE BASIC PLAN, THE ESF ANNEX, THAT OUTLINE THE WHO, AND THEN WE HAVE HAZARD SPECIFIC ANNEXES. SO BASIC PLAN IS THE FOUNDATIONAL DOCUMENT. THE HAZARD SPECIFIC ADDRESSES THE NUANCES THAT EACH DISASTER BRINGS. SO, FOR INSTANCE, IF WE'RE GONNA TALK WILDFIRE, YOU'RE GONNA FIND A LOT OF INFORMATION IN THERE ABOUT WHERE THE WILDFIRE THREAT IS GREATEST, WHAT THE INCIDENT COMMAND SYSTEM LOOKS LIKE ON THE GROUND, WHICH WOULD BE FIRE. UH, HOW WOULD WE WOULD COMMUNICATE FROM THE INCIDENT COMMAND TO THE EMERGENCY OPERATIONS CENTER, HOW WE WOULD COMMUNICATE WITH THE PUBLIC AND DIFFERENT, UM, UH, MATERIALS THAT FOLKS CAN USE, UM, TO GET PREPARED THEMSELVES. AND, AND WE'VE TAKEN THE STEP TO INCLUDE IN OUR PLANS WHAT WE WOULD WANT THE COMMUNITY TO DO, UH, BECAUSE THEY TOO ARE PART OF THE TEAM. RIGHT. UM, AND THEN THE FUNCTIONAL ANNEXES KIND OF TALK ABOUT THINGS THAT WE MIGHT USE ON VARIOUS HAZARDS. ONE OF THEM MIGHT BE A SHELTER PLAN. IT'S SUPPOSED TO BE THE HOW TO, HOW WE WOULD, UH, [00:10:01] BUILD ONE UP, HOW WE WOULD BE STAFFED, WHAT RESOURCES. WE WOULD BRING A MORE OF A SOP TYPE OF DOCUMENT. AND SAME THING WITH THE ADMINISTRATIVE PLANS OR SUPPORTING ANNEXES, UM, THAT THE PUBLIC REALLY DOESN'T NEED TO SEE. IT'S JUST THE HOW TO, HOW DO WE ACTIVATE THE EMERGENCY OPERATIONS CENTER FROM TURNING ON THE LIGHT AND THE COFFEE TO, YOU KNOW, ALL THE DIFFERENT THINGS THAT WE USE. UM, AND, AND SAME THING WITH, YOU KNOW, HOW ARE WE GONNA LOG ON TO VOC, OUR NEW OPERATIONAL TOOL. UH, JUST ADMINISTRATIVE THINGS THAT WE CAN REALLY MAKE SURE THAT EVEN IF SOMEONE COMES IN TO TAKE OUR PLACE, THEY CAN PICK UP THOSE PLANS AND GET TO GOING. UH, THE PLANS ARE NOT GONNA BE WRITTEN IN A TECHNICAL DOCUMENT STYLE. UM, IT'S COMMUNITY DRIVEN. SO AGAIN, WE DON'T PLAN FOR THE COMMUNITY. WE WANT TO PLAN IT WITH THE COMMUNITY, UH, AND REALLY INCLUDE INFORMATION ON WHERE THE VULNERABILITIES ARE, BECAUSE THAT SHOULD BE, UH, THAT SHOULD REALLY DRIVE OUR PROCESSES IN TERMS OF WHERE WE'RE GONNA STAGE RESOURCES OR REDEPLOY RESOURCES, OR CERTAINLY DISPATCH RESOURCES, UH, AFTER, AFTER THE INCIDENT. 'CAUSE WE KNOW THROUGH DATA AND RELATIONSHIPS WITH THE PUBLIC HEALTH DEPARTMENT AND COMMUNITY GROUPS WHERE THOSE NEEDS ARE GONNA BE THE GREATEST. AND WHILE WE ARE COMMITTED TO UPDATING THE PLAN EVERY YEAR, AND THEN FORMALLY WITH THE STATE EVERY FIVE YEARS, THESE ARE LIVING DOCUMENTS. SO WHETHER IT'S THROUGH TRAINING, UM, DRILLS, EXERCISE, RURAL WORLD EVENTS, WE'RE CONSTANTLY GONNA BE UPDATING THESE PLANS AS WE GO. INFORMATION SHARING STRATEGIES. UH, WE ARE COMMITTED TO NOT ONLY SHARING INFORMATION WITH OUR LEADERSHIP AND THE COMMUNITY, BUT WE WANT TO OVERSHARE, UH, IN FACT, WE CAN'T SHARE ENOUGH. SO WE HAVE, UH, IPA AND WEA IPAS IS THE INTEGRATED PUBLIC ALERT AND WARNING, UH, SYSTEM. AND THE WIRELESS EMERGENCY ALERT IS, UM, THE, THE, THE UNIQUE RINGTONE AND VIBRATION. SO I PAUSE IS THE SCROLLING TEXT THAT YOU WOULD GET ON YOUR TELEVISION OR THE TEST ALERT ON THE RADIO AND WIRELESS WIRELESS EMERGENCY ALERT. WE'RE ABLE TO SEND THROUGH THAT, YOU KNOW, LIKE YOU WOULD GET FOR AN AMBER ALERT AND THINGS LIKE THAT. SO THE IDEA THERE IS, COLLECTIVELY AS AN ORGANIZATION, WE HAVE A UNITY OF EFFORT. WE HAVE MESSAGE TEMPLATES, UH, AND ALSO A MESSAGE TO SYSTEM MATRIX SO WE KNOW WHO'S GONNA MAKE WHAT ALERTS, WHAT ARE THEY GONNA LOOK LIKE UNDER WHAT CIRCUMSTANCES AND UNDER WHOSE AUTHORITY. UH, WE'RE GONNA MEET THIS FRIDAY TO DISCUSS THAT A LITTLE MORE. SO WE HAVE TO TRY TO FIGURE OUT HOW TO THE PROVERBIAL MEET PEOPLE WHERE THEY ARE, UM, BUT ALSO MAKE SURE THAT WE CAN MAKE IT SOMEWHAT INTERESTING. I'M NOT THE GUY TO DO THAT, BUT WE CERTAINLY HAVE A TEAM. UH, AND THERE'S A LOT OF PARTNERS THROUGHOUT THE COMMUNITY THAT CAN HELP GET THAT MESSAGE ACROSS. IDENTIFYING THOSE GRANTS, GRANTS THROUGH THE SSI GRANT, UH, URBAN AREA SECURITY INITIATIVE, HOMELAND SECURITY GRANT DOLLARS, STATE HOMELAND SECURITY GRANT DOLLARS, OR IF IT'S A MOU OR A CONTRACT, WHATEVER HELPS US MEET THAT NEED DURING DISASTER. WE SHOULD HAVE ALL THAT PRESCRIPTED AND READY TO GO, IF NOT JUST A GRANT THAT WE APPLY FOR. AND THAT KIND OF DRIVES WHERE OUR TRAINING AND EXERCISE IS GONNA BE FOR THE NEXT FEW YEARS. UM, AND THEN DISCUSSIONS REGARDING NATIONWIDE INCIDENTS. THIS IS A NO COST THING THAT WE CAN DO. SO THE IDEA IS THEY HAVE DIFFERENT WAYS OF, OF TRANSPORTATION TO, UM, ONE TEXAS, AND THAT'S WHERE THE BUSES TAKE THEM TO WHICHEVER SHELTER THEY'RE GOING TO. I THINK THAT'S HOW THE LOGISTICAL, UM, STRATEGY THAT THEY'RE USING, BECAUSE THERE'S ONLY SO MANY RESOURCES AT THE DIFFERENT SHELTERS, THEY KNOW EXACTLY WHERE THEY'RE GONNA GO AND WHEN, UH, AND THEN AUSTIN EMERGENCY MANAGEMENT PROVIDES SOME SUPPORT IN THE BACKGROUND. SO IF WE HAVE TO OPEN UP MORE, WE'RE GONNA DO THAT. UH, BUT THAT WAY THE FOOD IS COORDINATED, THE LODGING'S COORDINATED, UM, AND EVERYTHING IS, IS, IS EVERYONE IS REGISTERED IN ONE PLACE AND THEN TRANSPORTED OUT. THEY WERE ABLE TO ADMINISTER ANTI-VENOM ON SITE, UM, AND THEN HAD TO TRANSPORT HER OUT ON, ON ONE OF OUR MOUNTED HORSES BECAUSE WE, WE COULDN'T GET ANY MOTORIZED UNITS OUT THERE. AND SO WE WERE ABLE TO TAKE HER TO THE TRAILHEAD AND PASS HER OFF TO OUR, OUR TEAMMATES WITH, WITH EMS, AND THEY WERE ABLE TO TRANSPORT HER TO, TO A HOSPITAL. AND THE STANDARD ALLOCATION AT THAT TIME THAT THEY BECOME AVAILABLE IS THAT THEY GET PLACED IN THOSE SECTORS WITH THE HIGHEST AMOUNT OF, OF VACANCY RATES. IN ADDITION, WE HAVE THE 1 56 CADET CLASS THAT JUST STARTED. THEY HAVE 49 IN THAT CLASS, AND THEN THE ONE 57TH, THEY ARE SCHEDULED TO START IN JANUARY OF 2026 ON THE 26TH. SO GOING TO OUR NEXT SLIDE, JUST WANNA HIGHLIGHT SOME OF THE THINGS THAT WE'VE PUT IN PLACE IN ORDER TO MAKE SURE THAT WE'RE SUPPORTING OUR, OUR CADET PERSONNEL THAT ARE COMING THROUGH OUR DOOR. WE REALIZE WE'RE IN SOME, UH, UNIQUE SPACES WHEN IT COMES TO JUST POLICING OVERALL. IT'S A LONG PROCESS AND IT'S A, IT'S A CHALLENGING ONE FOR, FOR A REASON, BUT AT THE SAME TIME, WE WANTED TO TAKE EXTRA MEASURES TO MAKE SURE THAT THEY'RE GETTING THOSE SUPPORTIVE RESOURCES. SO WE'VE, UH, IMPLEMENTED AN ENHANCED ONBOARDING PROCESS, AND ALSO SUPPORT DURING THE RECRUITING PROCESS IN AND OF ITSELF, MAKING SURE THAT THEY'RE AWARE THESE ARE THE SUPPORTIVE RESOURCES THAT ARE GONNA BE AVAILABLE TO YOU, BUT THEY CAN ESSENTIALLY START ACCESSING THOSE SUPPORTIVE RESOURCES AS SOON AS THEY GET THEIR OFFER OFFER LETTERS. WE DON'T HAVE TO WAIT UNTIL THEY ACTUALLY GET HIRED ON TO START PROVIDING THOSE SUPPORTIVE RESOURCES. AND SO LOOKING AT THE AVERAGE SEPARATIONS THAT YOU SEE OFF TO THE SIDE THERE, YOU CAN SEE THAT OUR ATTRITION IS DEFINITELY MUCH IMPROVED OVER THE PAST FIVE YEARS. AND RIGHT NOW WE ARE LOOKING AT AN AVERAGE OF 6.8, UM, OFFICERS THAT LEAVE THE DEPARTMENT EACH MONTH, WHETHER THAT IS THROUGH, UM, THEM CHOOSING TO LEAVE OR EITHER A RETIREMENT OR EVEN A POTENTIAL, UM, INDEFINITE SUSPENSION. BUT STILL, THOSE, THOSE NUMBERS ARE DRASTICALLY IMPROVED FROM, UH, JUST A COUPLE OF, COUPLE OF YEARS, YEARS AGO. AND THEN WITH THE STABILIZATION THAT WE ARE SEEING WITH THE INCREASE OF CADETS, UM, THAT WE'RE SEEING, UM, WE ARE LOOKING AT THAT WE ARE GONNA BE LOOKING PROMISING THAT WE'LL BE FULLY STAFFED BY THE END OF CALENDAR YEAR IN 2028. THEY LIKE THAT COMRADERY, THAT TEAMWORK ASPECT OF IT. SO FOCUSING ON STUDENT STUDENT ATHLETE, THAT'S A LITTLE BIT OF A GAP THAT WE, WE HADN'T UTILIZED AS A, AS A ACCESS POINT OR A RESOURCE. SO WE'RE FOCUSING ON THAT. WE ALSO HAVE OUR COPS, UH, GRANT RECRUIT LETTING MODEL THAT WE ARE WORKING ON WITH THE DOJ. IT'S A GRANT FUNDED PROJECT THAT WE SUBMITTED, AND WE, WE GOT AWARDED IT AND WE WORKED ON IT FOR NINE WEEKS OVER THE SUMMER WHERE WE ENGAGED WITH 63 YOUTH FROM AREA HIGH SCHOOLS. AND THEY ARE DEVELOPING A RECRUITING MODEL AND RETENTION MODEL FOR OUR DEPARTMENT. AND WE ARE EXCITED. I'VE HAD AN, I'VE HAD A PREVIEW OF WHERE THEY'RE, WHERE THEY'RE AT WITH IT, AND IT'S TRULY BEEN IMPRESSIVE, IMPRESSIVE WORK. SO NOT JUST A RECRUITING MODEL AND A RETENTION MODEL, BUT THEN ALSO THEY'VE COME UP WITH COMMUNITY ENGAGEMENT EVENTS FOR, FOR YOUTH IN PARTNERING WITH LOCAL HIGH SCHOOLS, WHICH IT'S, IT'S GONNA BE IMPRESSIVE. SO I'M SUPER EXCITED, SUPER EXCITED WHEN THEY'RE READY TO ROLL THAT OUT. UH, SO BEGINNING IN 2020, THERE WAS A SERIES OF LAWSUITS AND FOLLOWED BY RECOMMENDATIONS FROM KROLL AND ASSOCIATES, WHICH WAS RETAINED BY THE CITY OF AUSTIN, UH, TO ASSESS THE POLICE ACADEMY. EVERYTHING FROM RECRUITMENT TO THE FUNCTION OF THE ACADEMY, UH, WAS LOOKED AT IN THESE VARIOUS REPORTS. UM, THESE REPORTS HAD VARIOUS ITERATIONS. THERE WERE INTERMEDIARY REPORTS, AS WELL AS VARIOUS FINAL REPORTS. THERE WERE SPECIFIC LOOKS AT THE ACADEMY AS A WHOLE, AS WELL AS PARTICULAR ACADEMY CLASSES. AGAIN, I'M NOT GONNA GO INTO THE SPECIFIC DETAILS OF EACH ONE OF THOSE VOLUMINOUS REPORTS. SUFFICE TO SAY THERE HAVE BEEN EXTENSIVE REPORTS DONE REGARDING THE POLICE ACADEMY AND A VARIETY OF RECOMMENDATIONS MADE IN THE PAST FIVE YEARS. UM, SOME HIGHLIGHTS FROM THE REPORTS, JUST TO NOTE HERE, UH, AND THIS IS ALL LISTED IN THE DRAFT RECOMMENDATION LANGUAGE I'M READING FROM THERE. SO THIS IS LANGUAGE THAT'S ALREADY IN THE RECOMMENDATION. UM, AS NOTED BY KROLL IN ITS ASSESSMENT OF THE APDS TRADING ACADEMY, THEY RECOMMENDED A SHIFT AWAY FROM STRESS ORIENTED MILITARY STYLE OF CURRICULA TOWARDS A RESILIENCY STYLE APPROACH, UH, THE ADOPTION OF A QUOTE GUARDIAN APPROACH, UH, THAT EMPHASIZES SERVICE TO THE COMMUNITY. THIS IS OF COURSE, IN CONTRAST TO THE QUOTE WARRIOR APPROACH, OFTEN EMPHASIZED IN STRESS ORIENTED MILITARY STYLE CURRICULA, UH, AND FOR THE A PD TO BECOME AN EVIDENCE-BASED LEARNING ORGANIZATION THAT TESTS CHANGES TO ITS TRAINING AND SHARES RESEARCH FINDINGS WITH ACADEMY STAFF TO CONTINUALLY IMPROVE ACADEMY CURRICULA. UH, THERE WERE A VARIETY OF, UH, SHORTCOMINGS NOTED IN THESE VARIOUS REPORTS. MOST NOTABLY, A LACK OF BUY-IN FROM ACADEMY [01:35:01] STAFF REGARDING THE MANDATED REFORM EFFORTS. A LACK OF CONNECTION BETWEEN THE ACADEMY MODULES RELATED TO DEESCALATION USE OF FORCE, UH, WITH, AS LISTED IN ONE OF THE REPORTS ON THE ONE 44TH ACADEMY CLASS, LITTLE OR NO ATTEMPT BY THE ACADEMY STAFF TO MAKE CONNECTION BETWEEN COMMUNITY ENGAGEMENT PROGRAMMING AND BROADER LEARNING OBJECTIVES. UH, CONTINUED EMPHASIS ON THE MILITARY STYLE CULTURE AT THE ACADEMY. THIS IS NOW IN 2022, UH, AND WIDESPREAD RIDICULE BY THE ACADEMY STAFF AT THE TIME OF THE QUOTE, UNQUOTE REIMAGINED POLICE ACADEMY. UH, JUMPING FORWARD, UH, THE, UH, THE WORKING GROUP WAS FORMED ABOUT A YEAR AGO, UM, TO TRY TO GET MORE CONCRETE UPDATES ON THE EFFORTS OF THE ACADEMY TO ALIGN WITH THE RECOMMENDATIONS MADE BY KROLL ACROSS MULTIPLE CO, UH, REPORTS AS WELL AS COUNSEL. UH, WE MET AT VARIOUS TIMES WITH REPRESENTATIVES FROM THE POLICE DEPARTMENT AS WELL AS THE ACADEMY. UH, AND IN SOME, UH, AS MUCH EFFORT HAS HAS BEEN DONE BY THE ACADEMY, AND THERE HAS BEEN EFFORT MADE BY THE ACADEMY TO IMPLEMENT CHANGES. THEY HAVE PRODUCED VARIOUS, UM, ATTEMPTS AT TRACKING THEIR PROGRESS ACROSS THE MANY RECOMMENDATIONS THAT HAVE BEEN MADE ACROSS THESE REPORTS. UH, IT IS MY VIEW AS WELL AS THAT, OF THE WORKING GROUP, THAT TO DATE, WE DO NOT HAVE CLEAR, UH, DOCUMENTATION OF THE CHANGES THAT HAVE BEEN MADE WHERE VARIOUS RECOMMENDATIONS STAND, AND PERHAPS MOST IMPORTANTLY, A CLEAR ARTICULATED PLAN FOR HOW THOSE RECOMMENDATIONS ARE GOING TO BE IMPLEMENTED WITHIN THE A PD ACADEMY. UH, THIS IS ALL WITHIN THE CONTEXT AT THIS PARTICULAR MOMENT, UH, OF VARIOUS ANNOUNCED CHANGES WITHIN THE ACADEMY. MOST NOTABLY, UH, THE ANNOUNCEMENT THAT THERE IS GOING TO BE IN FISCAL YEAR 26 27, UH, IN AN ATTEMPT TO STABILIZE PATROL, THAT THERE WILL BE THE REMOVAL OF 14 INSTRUCTORS FROM THE ACADEMY, UH, WHO WILL THEN BE REPLACED WITH OFFICERS OF DIFFERENT RANKS, INCLUDING CORPORALS AND SERGEANTS. UM, AND THIS LEADS US TO THE SPECIFIC RECOMMENDATIONS. SO IS SORT OF A RUBBER MEETS ROAD. SO IN LIGHT OF NOW ABOUT HALF A DECADE OF EFFORTS TO IMPLEMENT CHANGES AT THE POLICE ACADEMY, UH, A LACK OF WHAT THE WORKING GROUP BELIEVES TO BE CLEAR EVIDENCE, UH, OF EFFORTS TO DOCUMENT THESE CHANGES, TO IMPLEMENT VARIOUS CHANGES. AND AGAIN, TO THINK ABOUT WHAT THE MEASURABLE OUTCOMES WOULD BE TO MANIFEST THE LONG LIST OF RECOMMENDATIONS THAT HAVE BEEN MADE OVER THE PAST FIVE YEARS, UH, AS WELL AS THE ANNOUNCEMENT OF REMOVAL OF THOSE 14 INSTRUCTORS AND REPLACEMENT WITH SERGEANTS AND CORPORALS. UH, WE SUGGEST, UH, A RECOMMENDATION TO COUNSEL THAT HAS ESSENTIALLY TWO BIG POINTS, THE SECOND ONE BEING THREE SUB POINTS. THE FIRST ONE IS THAT WE WOULD RECOMMEND A COUNCIL, AND I'LL READ HERE DIRECTLY, UH, RECOMMENDS NO CHANGES TO THE STAFFING OF OFFICERS AT THE CADET ACADEMY UNTIL IMPLEMENTATION OF A LEARNING MANAGEMENT SYSTEM. THIS IS ONE OF THE KEY RECOMMENDATIONS THAT IS RECOMMENDED IN ONE OF THE CORE REPORTS INSTRUCTOR TRAINING PROGRAM AND OR CONTINUITY PLAN TO ACCOMMODATE FOR TURNOVER IS PUT IN PLACE. I'LL NOTE THAT SOME OF THE CHANGES, UH, THAT CHIEF HENDERSON LAID OUT TODAY FOR CADET RETENTION, UM, THOSE ARE ALL IMPORTANT THINGS TO BE DOING, UH, AND IT IS MY BELIEF, UH, I CAN'T SPEAK FOR THE REST OF THE WORKING GROUP, BUT SPEAKING AS SOMEBODY WITH SOME EXPERTISE IN POLICING AND POLICE TRAINING, UH, FROM A RESEARCH SIDE, THAT CONTINUITY WITHIN THESE ROLES IS PARTICULARLY IMPORTANT, UH, IF WE'RE GOING TO MAKE GOOD ON THOSE, ON THOSE EFFORTS TO RETAIN CADETS AND TO REACH OUT TO THOSE CADETS AND TO CONTINUE TO MOVE ATTRITION IN THE CORRECT DIRECTION, WHICH IS OF COURSE DOWN. UM, AND THEN THE SECOND POINT, WHICH HAS THREE SUBPOINTS, UH, WE RECOMMEND WE WOULD, OR THE, THE LANGUAGE RECOMMENDS A FULL AUDIT OF THE PROGRESS MADE ON THE TRAINING ACADEMY REFORMS TO BE COMPLETED UNDER THE SUPERVISION OF THE CITY AUDITOR'S OFFICE. POINT TWO, UH, AN EXPANSION OF THE POLICE DATING RELEASE PORTAL TO INCLUDE ADDITIONAL TRANSPARENCY ON THE PROGRESS AND COMPLETION OF ALL RE-IMAGINING PUBLIC SAFETY TASK FORCE, KROLL, OFFICE OF POLICE OVERSIGHT AND CITY COUNCIL RECOMMENDATIONS GERMANE TO THE ACADEMY. AND LASTLY, PUBLIC, A PUBLIC APPLICATION PROCESS FOR PARTICIPATING IN THE COMMUNITY ADVISORY AND PROFESSIONAL ADVISORY COMMITTEES. THESE ARE TWO COMMITTEES THAT ARE NOTED IN PRIOR PAROLE REPORTS AS HAVING BEEN CREATED, UM, BUT LARGELY FALLING SHORT OF THEIR INTENDED GOALS OF FOSTERING POSITIVE POLICE COMMUNITY RELATIONS, UH, BETWEEN THE AUSTIN POLICE DEPARTMENT, THE ACADEMY, AND THE WIDER COMMUNITY. AND I THINK ONE OF THE THINGS THAT REALLY STRUCK ME WAS, UM, THE PART WHERE THEY SURVEY, THEY SURVEYED, UM, GRADUATES AND, UM, THE, IT IT ASKS THEM TO PLEASE INDICATE WHETHER YOU BELIEVE TIME SPENT ON EACH OF THE LISTED AREAS OF INSTRUCTION SHOULD BE EXPANDED, SHORTENED, OR UNCHANGED. UM, AND THE AREA WHERE THE MOST CADETS WANTED, UM, THE, THE, THE TRAINING MODULES TO BE SHORTENED WERE THE ONES WHERE IT HAS TO DO WITH COMMUNITY AND CULTURE. UM, AND THAT WAS REALLY STRIKING TO ME BECAUSE I FEEL LIKE ONE OF THE MAJOR TENETS OF A LOT OF THE REFORMS WERE TO MORE READILY ENGAGE THE COMMUNITY, TO MORE EMBRACE THE COMMUNITY, UM, AND COMMUNITY SORT OF LED EFFORTS. UM, AND, YOU KNOW, THE THINGS THAT PEOPLE WANTED MORE OF WERE STILL DEFENSIVE TACTICS, FIREARMS TACTICS. AND I UNDERSTAND THAT THIS IS A POLICE TRAINING ACADEMY, BUT I FEEL LIKE THAT THAT IS EXACTLY THE IMBALANCE THAT WE HAD AT THE VERY BEGINNING OF THIS PROCESS IN 20 20, 20 21. AND LOOKING AT THAT REPORT FROM JUST A FEW WEEKS AGO, UM, IT STILL SHOWS THAT SAME IMBALANCE. UM, SO WITH THAT, YEAH. ANYONE ELSE? ANY OTHER, UM, QUESTIONS, COMMENTS, DISCUSSION? SO THE THINKING IS TO PREVENT THAT EXPERIENTIAL AND INSTITUTIONAL EXPERIENCE AND KNOWLEDGE FROM BEING SHIFTED AWAY FROM THE ACADEMY AND PUT INTO OTHER PARTS OF THE DEPARTMENT TO KEEP THOSE INDIVIDUALS WITHIN THE DEPART, UH, WITHIN THE DEPARTMENT. AT LEAST THAT WAS THE RATIONALE FROM WITHIN THE WORKING GROUP. AS FOR THE EXPANSION OF THE OPEN POLICING DATA PORTAL, UH, IT IS ADMITTEDLY VAGUE IN PART BECAUSE WE ARE NOT ENTIRELY SURE WHAT THE AUDIT WOULD FIND.
