THESE ARE NEIGHBORHOOD WORKING GROUPS. UM, AND WE INVITE EVERYBODY LIVING, WORKING ALONG THE CORRIDORS, OR EVEN PEOPLE WHO JUST HAVE A SPECIFIC INTEREST IN AN AREA ALONG THE CORRIDOR, UM, TO SORT OF ROLL UP THEIR SLEEVES WITH OUR PROJECT TEAM AND TALK ABOUT SOME OF THE ISSUES THAT ARE GOING TO, UM, COME ALONG WITH DEVELOPING THESE, THESE RAIL LINES. UM, AND THEN WITH THE BLUE LINE, WE HAVE THE SOUTH SHORE WORKING GROUP, EAST RIVERSIDE, UH, GROUP, THE METRO CENTER AND AIRPORT GROUP. AND THEN BEYOND, WE'RE LOOKING AT WHAT THE RIGHT OF WAY REQUIREMENTS WILL BE. UH, WHAT TYPE OF IMPACTS COULD BE, UH, AND WHAT AMOUNT OF REAL ESTATE THAT WE MAY HAVE TO TAKE IN, IN CERTAIN AREAS. ONE OF THE MOST DIFFICULT AND CHALLENGING PIECES IN ALL OF THESE PROGRAMS, UH, IS UTILITIES. SO WE'RE WORKING OUR WAY THROUGH THE UTILITIES RIGHT NOW, GOING AHEAD AND COORDINATING WITH ALL THE UTILITY SECTIONS WITHIN, UH, BASICALLY THE CITY. UH, AND SO THAT'LL GET US TO A POINT WITH SOME ADDITIONAL SEW WORK THAT WILL HAVE A VERY GOOD PICTURE OF WHAT'S THERE AND WHAT WILL BE REQUIRED TO BE RELOCATED OR ADJUSTED. UH, COMPLETED THE WORK ON THE HERITAGE TREES ARCHEOLOGICAL AND SOME OF THE ENVIRONMENTAL. UH, AND WE CONTINUE TO WORK WITH THE CITY ON EVERYTHING IN TERMS OF THE GUIDEWAY, UH, THE WIDTHS, THE REQUIREMENTS, EVERYTHING FROM, UH, THE LANES TO THE STREET, UH, WIDTHS AND THE SIDEWALKS. NEXT SLIDE. UH, AS WE GO AHEAD AND GO FORWARD, UH, WITH THE, BASICALLY THE EXPO IN PLEASANT VALLEY, UH, WE RECEIVE THE CATEGORICAL EXCLUSION FOR THOSE TWO. UH, AND WE ALSO ARE IN THE PROCESS OF GETTING READY TO FINALIZE AND SEND THE REQUEST TO FTA FOR ENTRY INTO PROJECT DEVELOPMENT FOR THE ORANGE AND THE BLUE LINE. THE FIRST STEP IN THE ADMINISTRATIVE SIDE, IF YOU WILL, UH, TO GO FORWARD IN THE CIG PROCESS, UH, IN THE PROCESS NOW OF FINISHING OFF THE AGREEMENT THAT'S THERE, UH, FOR THE STADIUM, UH, THE SOCCER STADIUM, THE STATION ADJACENT TO IT, UH, AND LOOK TO BRING THAT BACK TO THE BOARD IN MAY. THEN WE WILL RECEIVE OUR INITIAL FTA RATING, AND WE WILL COMPLETE OUR 30% DESIGN AND COST ESTIMATE FOR BOTH THE ORANGE AND A BLUE LINE IN SUMMER OF 2022. THEN WE WILL END, UH, THE EIS AND THE 30% DESIGN COMMENT PHASE AND WINTER OF 2022. WE ANTICIPATE THE COMPLETION OF THE FINAL ENVIRONMENTAL IMPACT STATEMENT, AS WELL AS RECEIPT OF THE RECORD OF DECISION FROM THE FTA, THE BLUE LINE ALIGNMENT OVERVIEW MAP THAT WE SHOW TO YOU WILL BE WHAT WE WILL WALK THROUGH, UH, TODAY, BEGINNING FROM THE AIRPORT. AND SO THAT WILL BE AN INTEGRAL PART OF THIS PROCESS, AND WE CAN LOOP THAT BACK INTO THE DESIGN AS THE DESIGN MOVES FORWARD. UM, I WANT TO JUST, THIS SLIDE IS AN IMPORTANT FRAME, I THINK WITH, WITH WHICH, UH, TO SEE THE BLUE LINE ALIGNMENT AND WE WILL APPLY TO THE ORANGE LINE AS WELL, UM, BUT REALLY INFORMS HOW WE'RE PROCEEDING WITH OUR WORK, RIGHT? THIS IS A, THIS IS REALLY A HOLISTIC DESIGN PROCESS. UM, PART OF IT IS ABOUT, AND AN IMPORTANT PART OBVIOUSLY IS ABOUT LAYING OUT THE ALIGNMENT OF THE TRACKS AND THE GUIDEWAY FOR THE, FOR THE LIGHT RAIL SYSTEM. UM, BUT IT'S ALSO ABOUT ALL THE OTHER COMPONENTS THAT GO INTO REIMAGINING THE STREET, UM, ALONG THIS SORT OF IDEA ABOUT COMPLETE STREETS CONSISTENT WITH, UM, A SMP. UH, IT INCLUDES, YOU KNOW, SPACES FOR TREES, UM, SPACES FOR PEDESTRIANS, SPACES FOR BICYCLES, UM, INTEGRATED, UM, MANAGEMENT OF TRAFFIC LANES. UM, AND SO THIS IS ALL ABOUT HOW TO INTEGRATE THIS SYSTEM, AND THAT'S ANOTHER IMPORTANT POINT. THIS IS A SYSTEM [00:30:01] INTO THE FABRIC OF OUR CITY IN A SEAMLESS WAY SO THAT WE CAN PROVIDE SEAMLESS ACCESS TO MOBILITY. AND THAT'S THE REALLY THE GOAL THAT WE WILL BE, YOU KNOW, PURSUING THROUGHOUT THE DESIGN PROCESS. NEXT, UM, A COUPLE OF PRINCIPLES THAT I THINK ARE IMPORTANT JUST TO TOUCH ON THAT INFORM, UM, HOW WE'VE IDENTIFIED STATION LOCATIONS ALONG THE ALIGNMENT. WE HAVE EIGHT STATIONS BETWEEN THE AIRPORT AND THE LAKE. UM, AND THESE ARE THREE OF THE MOST SIGNIFICANT. UM, ONE IS JUST MAXIMIZING CONNECTIVITY TO THE REST OF THE MOBILITY AND TRANSIT NETWORK. UM, SO AGAIN, THIS IS A SYSTEM WE'VE GOT TO MAKE SURE THAT IT'S ALL WORKING TOGETHER AS A SYSTEM. UM, THE SECOND IS BALANCING SPEED OF THE SYSTEM WITH THE CONVENIENCE OF STATION LOCATIONS. SO WE'RE ALWAYS LOOKING AT THE SORT OF LOCATING STATIONS BETWEEN A HALF MILE AND A MILE APART FROM ONE ANOTHER SO THAT WE ACHIEVE THAT, AGAIN, DESIRED ACCESS TO STATIONS, BUT ALSO THEY'RE AT THE, THE RIGHT FREQUENCY TO ALLOW FOR THE OVERALL SYSTEM TO, TO OPERATE EFFICIENTLY. UM, AND THOSE HALF THOSE CIRCLES THAT YOU SEE ARE ESSENTIALLY 10 MINUTE WALKING RADII WITHIN THAT, THOSE HALF MINUTE CIRCLES, UM, TO SHOW HOW THOSE STATIONS CAN BE ACCESSIBLE TO THE PUBLIC. AND WE'LL SEE THOSE THROUGHOUT THE PRESENTATION. UM, AND THEN THE THIRD IS IDENTIFYING PLACES WHERE THE PEOPLE ARE, RIGHT? WE WANT TO MAKE THIS AS ACCESSIBLE AND MEANINGFUL TO OUR COMMUNITY AS POSSIBLE. SO LOOKING AT HIGH DENSITY, UM, HIGH ACTIVITY CORRIDORS, UM, AND LOCATIONS WHERE IT MAKES MOST SENSE TO HAVE, UM, TRANSIT NODES AND, AND MULTIMODAL NODES. NODES. OKAY, NEXT. UM, THIS IS ALSO ABOUT CONSTRAINTS, RIGHT? UM, YOU KNOW, AUSTIN IS NOT A FLAT CITY. UH, AND AS A RESULT, MOST OF OUR ROADS ARE, ARE, MANY OF THEM ARE NOT STRAIGHT, AND THAT CERTAINLY APPLIES TO RIVERSIDE. SO THAT DOES IMPOSE SOME CONSTRAINTS ON WHERE WE CAN, UH, LOCATE STATIONS. UM, STATIONS WANT TO BE FLAT, UM, FOR A LOT OF REASONS, BUT ACCESSIBILITY BEING A BIG ONE OF THOSE. AND THEY ALSO WANT TO BE ON STRAIGHT SECTIONS OF ROAD. UM, IF YOU'RE ON A CURVED ROAD, THEN YOU HAVE LOTS OF PROBLEMS IN TERMS OF HOW TO MANAGE THAT CURVE RELATIVE TO DOOR ACCESS, ET CETERA. SO, UM, STRAIGHT AND FLAT, THOSE ARE IMPORTANT PRINCIPLES AS WE LOCATE STATIONS THROUGHOUT THE ALIGNMENT. NEXT. UH, AND THE OTHER THING TO TO POINT OUT IS THAT, UH, I THINK THIS IS A SYSTEM, RIGHT? AND IT, AS IT MOVES THROUGH THE CITY, UM, AND IT'S ALL ABOUT HOW DO WE ADAPT IT TO THE SPECIFIC CONSTRAINTS OF THE SITES THAT THE SYSTEM MOVES THROUGH. SO I THINK THE, THE SYSTEM AND THE LOCATION OF STATIONS, ET CETERA, IS AS WE LAY IT OUT, WE'RE TRYING TO, UM, RESPOND TO THOSE CONTEXTS AS WE MOVE THROUGH NEXT. AND SO YOU CONSIDER THE AMENITIES THAT ARE LOCATED ALONG THE STATION AS WELL FOR THAT, FOR PARKING, UH, ADDITIONAL PARKING THAT WOULD BE NOT ONLY FOR OUR BUSES, UH, TO, UM, UH, TO, TO ALLOW THE PASS PASSENGERS TO REALLY, UM, TO, TO BE ABLE TO CONNECT AND MAKE THAT CONNECTION TIMELY. AND THAT'S WHY WE COORDINATE WITH THE CITY, WITH THE DEVELOPERS, UH, THROUGHOUT, FOR EACH OF THE STATION LOCATIONS TO ENSURE WE HAVE THOSE AMENITIES THAT ARE THERE. 'CAUSE EVERYTHING WE ARE FOCUSED ON IS THAT HUMAN-CENTRIC ELEMENT. SO PETER AND I HAVE SPENT A LOT OF TIME TALKING ABOUT THIS BECAUSE I'VE BEEN A PERSON THAT USES TRANSIT EVERY DAY FOR, I DON'T KNOW, 15, 20 YEARS AT THIS POINT, RIGHT? AND SO I, I REALLY LOOK AT THINGS FROM THE CUSTOMER POINT OF VIEW ON EVERYTHING WE DO, BECAUSE I NEVER, I DON'T DRIVE TO WORK, RIGHT? AND SO THAT BRINGS A DIFFERENT PERSPECTIVE THAN SOMEONE THAT MAYBE DRIVES AND THEN SAYS, WELL, WHY NOT THIS? AND THEN WE WALK 'EM THROUGH IT. SO WE'RE GONNA HAVE A LOT, PETER MENTIONED WE'RE EARLY IN THE PROCESS, TONS OF COMMUNITY INVOLVEMENT IN COMMUNITY EDUCATION. BUT THE OUTCOME, TO ME, THE GOAL SHOULD BE THAT 50 YEARS FROM NOW, NO ONE KNOWS WHO ANY OF US ARE. BUT, UM, BUT JUST TAKE IT FOR GRANTED HOW GREAT THE SYSTEM CONNECTS, RIGHT? SO THAT'S OUR GOAL. WHETHER YOU MENTIONED THE BRIDGE AND, OR THE MAYOR MENTIONED THE BRIDGE. JUST THIS BEAUTIFUL STRUCTURE THAT IS, PEOPLE ARE TAKING PHOTOS EVERY NIGHT WITH SUNSET AND THE TRAIN GOING BY, AND THEY JUST TAKE IT FOR GRANTED THAT IT'S ALL, IT EXISTED FOREVER. UH, ONE OF THE THINGS THAT, AND I'M HOPING THAT WE CAN ENGAGE, UH, VARIOUS BOARD MEMBERS ON, ON THIS FIRST TOPIC IS, UM, STAKEHOLDER WISE, WE HAVE THE COMMUNITY AT LARGE, BUT WE ALSO HAVE SOME VERY, I WOULD SAY, SPECIALIZED STAKEHOLDERS. NOW, SOME OF THOSE ARE NOT EXACTLY LOCAL AND SOME ARE INDIRECT, BUT WE'RE TALKING, YOU KNOW, TENS OF THOUSANDS OF CONSTRUCTION, ELECTRICIAN, ET CETERA, TYPES OF JOBS THAT WE WILL NEED OVER THE PERIOD OF THE CONTRACT. UM, SO ONE OF THE THINGS WE WANT TO DO EARLY IN THE PROCESS, AND WE HAVE REALLY GOOD RELATIONS ALREADY, UH, WITH OUR LOCAL LABOR PARTNERS, IS START ACTIVATING THAT AT A DEEPER LEVEL. SO THE, THE, THE ABSENCE OF A WORKFORCE THAT OUR COMMUNITY'S GOING TO NEED, I THINK IT'S GONNA BE ONE OF OUR MOST SIGNIFICANT CHALLENGES, WHICH MEANS WE'RE GONNA END UP HAVING TO OUTSOURCE A LOT OF THAT, WHICH IS GONNA CREATE ITS OWN, I MEAN, BRING PEOPLE IN, UH, PROBLEMS. AND, UM, THIS PARTICULAR STORY, I WAS TALKING TO BOARD MEMBER STRATTON EARLIER. HE'S LIKE, YOU GOTTA SHARE THAT STORY. I WAS LIKE, . BUT I THINK IT'S KIND OF, UH, A SWEET STORY OF, OF SUSTAINABILITY, OF RECYCLING, OF COMMUNITY COMING TOGETHER BECAUSE, UH, WITH MY PREVIOUS EMPLOYER WITH MWM, WE WERE TASKED TO DO THE RENOVATIONS OF THE CONVENTIONAL CENTER SIDEWALKS TO MAKE THEM A DA COMPLIANT. AND, UM, SO THAT PRO, THAT BUILDING HAD ALREADY RECEIVED LEAD FOR EXISTING BUILDING CERTIFICATION. SO WE HAD TO DIVERT ALL THE WASTE FROM THE LANDFILL, WHICH WAS A GREAT CHALLENGE. AND, UM, ALL OF THE PAVERS WERE PALED AND SENT TO THE STATE SURPLUS FOR FREE SALE. THEY WERE ALL SOLD. UM, NOTHING WAS REALLY THROWN AWAY. ALL THE STEEL WAS REUSED ON SITE. AND AS WE CAME TOGETHER FOR, YOU KNOW, WHAT DO WE DO WITH THIS CANOPY? THEY'RE LIKE, WELL, WE CAN'T THROW IT AWAY. AND IT'S A HANDSOME CANOPY, BUT IT NEEDED A LOT OF REPAIR. AND AS WE WENT THROUGH ANALYZING PROS AND CONS OF THE COST ANALYSIS OF WHAT DO WE DO, WE SAID, WELL, WHY DON'T WE CREATE AS AN OUTDOOR SPACE THAT COULD BE RENTED AS A MORE HOSPITABLE SPACE FOR PEDESTRIANS ALONG C SIR CHAVEZ. AND IT HAD A LOT OF CRACKED GLASS. SO, UH, WE LOOKED AT THE COMPOSITION OF THIS PARTICULAR GLASS. IT HAD POLYCARBONATE AND GLASS SANDWICH, SO WE COULDN'T RECYCLE IT. AND BECAUSE IT WAS ALREADY CRACKED, I SAID, WELL, WE'RE DOING THE RENOVATION OF THE BOARDROOM AT CAP METRO. LET'S SEE IF WE CAN USE IT TO REPHRASE THE DAAS, BECAUSE IT WAS LIKE 1982. AND SO WHAT YOU'RE LOOKING AT IN THIS GLASS OVER HERE IS THE REMNANTS OF THE CONVENTION CENTER, CANOPY. UM, AND I, I CALLED, UM, YOU KNOW, IT WAS WORKING WITH ELAINE TIMS AND MARCUS GUERRERO. AND UM, AND AT THAT POINT WE HAD THE CEO LINDA WATSON, AND I SAID, HEY GUYS, DO YOU GUYS, WOULD YOU LIKE TO HAVE THE GLASS FROM THE CONVENTION CENTER? I KNOW IT'S A LITTLE CRACK, BUT WE CAN CUT OUT THE CRACKED PIECES AND KIND OF MAKE THEM FIT. AND THEY'RE LIKE, YES. WHAT CAN WE DO THAT, WOULD THEY GIVE IT TO US? I SAY, YEAH, WE JUST, WE'LL ASK THEM TO WRITE YOU A LETTER THAT THEY'RE DONATING IT AND WE'RE DIVERTING IT FROM THE LANDFILL. AND, AND THEY'RE LIKE, OKAY, WE'LL TAKE IT . SO IT'S KIND OF LIKE A COMING TOGETHER AS A FULL CIRCLE. BUT WHAT I, BUT THE BEST PART OF THE STORY ACTUALLY, IS THAT THE FAMILY THAT WORKED ON THE ORIGINAL CONVENTION CENTER WAS HIRED TO HELP US WITH THE GLA GLAZING. IT WAS TEXAS GLASS. AND THE GENTLEMAN THAT WORKED WITH US ON THIS PROJECT WAS THE SON. HE WAS WORKING WITH HIS FATHER WHEN THIS PROJECT WAS GOING ON. SO HE RECOGNIZED THE PROJECT, HE REMEMBERED THE PROJECT, AND SO HE TOOK A LOT OF GREAT PRIDE IN CLEANING THE GLASS AND RESTORING IT. AND THEN WHEN I TOLD HIM, HEY, UM, CAN YOU HELP US GIVE US A QUOTE FOR HOW CAPITAL METRO'S GONNA DO THE DAES? HE SAYS, SURE. WITH WHAT? WITH THE REMNANTS. OKAY. SO HE COMES OVER, HE LOOKS AT IT, AND AS HE'S PLACING THOSE ON THE FRONT, HE SAID, THIS IS A THIRD TIME I'VE TOUCHED THIS PIECE OF GLASS IN MY LIFETIME OVER THREE GENERATIONS. AND HE SAID, I MEAN, I JUST THINK SO MUCH OF HOW THIS SPEAKS OF COMMUNITY AND THE OWNERSHIP THAT WE HAVE WITH EACH OF OUR PROJECTS, BECAUSE I KNOW WITH PROJECT CONNECT, I MEAN, I FIND THIS VERY, VERY SYMBOLIC, BUT I KNOW WITH PROJECT CONNECT, UM, IT'S GONNA TOUCH THE LIVES OF EVERYONE IN THE COMMUNITY.
