I FOUND OUT SINCE WE LAST SPOKE IN DECEMBER, THAT THE CITY DOES, DOES HAVE A DRIVER PROGRAM THAT IS LISTED IN THERE TO DO THINGS SUCH AS NOT USE THEIR MOBILE PHONE TO BE SURE THAT IF THEY HAVE BLUETOOTH CAPABILITY, THAT THEY'RE USING IT TO NOT WEAR HEADPHONES AND TO NOT USE TWO-WAY RADIOS.
HOWEVER MANY DEPARTMENTS HAVE PUT IN PLACE THEIR OWN POLICY STARTING IN THE TWO 2010S.
I'M NOT SURE EXACTLY WHEN, AND THIS IS VERY IMPORTANT WHEN THE CITY GOES TO MAKE POLICY, WHICH I HOPE WILL HAPPEN AFTER THE PROPOSED WORKING GROUP ON DISTRACTED DRIVING THAT I TALKED ABOUT TO YOU AND THE PUBLIC SAFETY COMMITTEE, THAT WE NEED TO WALK THE TALK.
AND THIS IS ONE WAY THAT YOU MIGHT, IF YOU GET A VISION ZERO PRESENTATION FROM STAFF JOEL MEYER, SOMEONE, THEM THAT QUESTION.
WE KNOW THAT IT'S CHALLENGING TO IDENTIFY DISTRACTIONS WHEN THERE'S NO CAMERA IN THE CAR.
THERE MAY NOT BE SOMEONE ELSE IN THE CAR, BUT THESE KIND OF QUESTIONS I THINK CAN BE VERY VALUABLE.
AND I WOULD ENCOURAGE YOU TO ASK THEM IF THEY COME IN YOUR NEXT MEETING, THE MEETING AFTER THAT, ABOUT WHAT'S THE CITY DOING TO IDENTIFY DISTRACTED DRIVING AMONG THOSE WHO DRIVE IN THE CAMBRIDGE MOBILE TELEMATICS, UH, REPORT.
THAT'S VERY IMPORTANT AND THAT THE STAFF USE FROM TPW IT LISTED THE AWARENESS PIECE IS BEING EXTREMELY IMPORTANT FOR CHANGE.

NUMBER ONE IS GOING TO BE APPROVAL OF THE MINUTES FOR DECEMBER 4TH, 2025 MOBILITY COMMITTEE MEETING.DO I HAVE A MOTION? MOTION MADE BY COUNCIL MEMBER LANCE, SECONDED BY COUNCIL MEMBER HARPER MADISON.
ALL IN FAVOR OF APPROVING THE MINUTES, SAY, AYE.
THAT IS UNANIMOUS FOR THOSE OF US IN ATTENDANCE.

[2. Briefing on a Municipal Maintenance Agreement with Texas Department of Transportation. ]
A BRIEFING ON THE MUNICIPAL MAINTENANCE AGREEMENT WITH TEXAS DEPARTMENT OF TRANSPORTATION, ALSO KNOWN AS TDOT.AND I HAVE DIRECTOR MENDOZA HERE TODAY.
GOOD AFTERNOON COMMITTEE MEMBERS.
RICHARD MENDOZA, DIRECTOR FOR TRANSPORTATION AND PUBLIC WORKS, AND I'M ALSO JOINED BY MS. AMIKA BOSE, OUR ASSISTANT DIRECTOR OVER OFFICE OF THE CITY ENGINEER.
AND WHAT WE'RE GONNA PRESENT TO YOU TODAY IS A UPDATE TO THE WORK THAT WE'VE BEEN DOING TO ESTABLISH A NEW MUNICIPAL MAINTENANCE AGREEMENT WITH THE TEXAS DEPARTMENT OF TRANSPORTATION, WHICH IS GONNA OUTLINE ALL THE OPERATIONS AND MAINTENANCE RESPONSIBILITIES FOR TDO FACILITIES THAT ARE WITHIN THE, THE INCORPORATED LIMITS OF THE CITY OF OF AUSTIN.
SO THIS IS WORK THAT'S BEEN ONGOING FOR SOME TIME.
UM, AS YOU SEE ON THE SLIDE, THE LAST TIME A MMA WAS EXECUTED, ADOPTED, AND EXECUTED BETWEEN THE CITY OF AUSTIN AND THE TEXAS DEPARTMENT OF TRANSPORTATION WAS IN 1986.
AND SO IT HAS BEEN REVISED A NUMBER OF TIMES.
HOWEVER, THOSE REVISIONS HAVE BEEN RESTRICTED ONLY TO REFLECT THE

ADDITION OF NEW HIGHWAYS, REVISED HIGHWAYS, CHANGES IN THE CITY LIMITS, AS WELL AS ABANDONED ROUTES.ACCORDING TO THE, UH, TEXAS TRANSPORTATION CODE, TXDOT REQUIRES A MUNICIPAL MAINTENANCE AGREEMENT WITH ALL MUNICIPALITIES WITHIN THE STATE THAT IS CROSSED BY STATE HIGHWAY.
SO THIS MMA BASICALLY ALLOWS FOR STATE ASSISTANCE ON REPAIR AND MAINTENANCE ON THOSE ROUTES THAT CROSS INTO MUNICIPALITIES AND THOSE ROADWAYS.
AS I STATED BEFORE, OUR CURRENT MMA WAS LAST EXECUTED IN 1986.
AGAIN, IT'S BEEN REVISED MULTIPLE TIMES.
HOWEVER, OUTSIDE OF REVISIONS THAT ONLY COVER NEW HIGHWAYS, CHANGES IN CITY LIMITS, IF THERE ARE CHANGES IN TERMS OF THE GENERAL REQUIREMENTS AND OR RESPONSIBLE RESPONSIBILITIES FOR CERTAIN MAINTENANCE ASPECTS, THAT REQUIRES A NEW MUNICIPAL MAINTENANCE AGREEMENT TO BE ENTERED INTO WITH THE STATE.
SO THAT'S WHAT WE'RE BRINGING YOU HERE TODAY.
THIS HAS BEEN AN EFFORT THAT'S BEEN ONGOING.
AS YOU CAN UNDERSTAND, TEXAS, UH, I MEAN, UH, TRANSPORTATION AND PUBLIC WORKS HAS BEEN LEADING A MULTI-DEPARTMENT REVIEW AND COORDINATION AMONGST, UH, THE DIFFERENT DEPARTMENTS AS WELL AS WITH THE STATE TO ARRIVE AT THIS UPDATED, UH, AGREEMENT FOR MAINTENANCE AND REPAIR RESPONSIBILITIES.
SO THE NEW MMA WILL COVER MAINTENANCE RESPONSIBILITIES BETWEEN THE CITY AND THE T DOT ON THESE PRIMARILY, UH, FOLLOWING ASSET ITEMS. THEY INCLUDE OUR PAVEMENTS AND BRIDGES TO INCLUDE RESURFACING, REHABILITATION AND PREVENTATIVE MAINTENANCE, ROADSIDE MAINTENANCE COVERING MOWING, SWEEPING LITTER, DEBRIS REMOVAL, SNOW AND ICE CONTROL, HERBICIDE SEATING LANDSCAPE, AND, UH, TREE MAINTENANCE, ALL TRAFFIC SIGNALS WITHIN THE CITY STREET LIGHTING OR ELIMINATION, INCLUDING POLES, CONDUIT AND SERVICE REPAIRS, PEDESTRIAN FACILITIES SUCH AS SIDEWALKS, BRIDGES, RAIL REPAIRS, GRAFFITI, CONCRETE REPAIR, AND MUCH OF THE NEW SHARED, UM, UH, SHARED USE PATHS THAT YOU'RE SEEING BUILT NOW AND DRAINAGE FACILITIES BOTH INSIDE AND OUTSIDE OF THE NORMAL STATE RIGHT OF WAY.
I'M GONNA BEGIN WITH AN UPDATE ON THE GENERAL CONDITIONS THAT HAVE BEEN ADDRESSED IN THIS, UM, NEW MMA.
SO THE NEXT FEW SLIDES, WE'LL GIVE AN OVERVIEW OF THOSE, UH, UPDATED GENERAL CONDITIONS AS WELL AS THE ROLES AND RESPONSIBILITIES.
SO THE NEW AGREEMENT INCLUDES REFERENCE TO SPECIFIC CODE NUMBERS FOR TRAFFIC REGULATORY TREATMENTS SUCH AS SIGNS, SIGNALS, AND PAVEMENT MARKINGS.
IT'S A LOT CLEARER AND MORE DEFINITIVE IN THE MAINTENANCE RESPONSIBILITIES FOR THESE SPECIFIC ASSETS THAN WHAT WAS, THAN WHAT WAS INCLUDED IN THE 86 AGREEMENT.
THE NEW AGREEMENT ALSO DIFFERENTIATES BETWEEN CONTROLLED AND NON-CONTROLLED HIGHWAYS.
SO BASICALLY THESE ARE FREEWAYS SUCH AS I 35 AND MOPAC VERSUS THE STATE SURFACE ROUTES SUCH AS NORTH LAMAR AND EAST MLK.
YOU'LL SEE NUANCES IN THE MAINTENANCE AND REPAIR RESPONSIBILITIES BETWEEN THESE TWO CATEGORIES OF STATE FACILITIES, UH, WITHIN THE CITY FOR GENERAL CONDITIONS.
BEGINNING WITH DRAINAGE REQUIREMENTS, THE STATE RETAINS RESPONSIBILITY FOR ALL DRAINAGE INFRASTRUCTURE WITHIN THEIR STATE RIGHT OF WAY AS WELL AS THEIR STATE DRAINAGE EASEMENTS.
THE CITY WILL MAINTAIN RESPONSIBILITY FOR ALL DRAINAGE REPAIR AND MAINTENANCE OUTSIDE OF THAT STATE RIGHT OF WAY.
ONE CAVEAT THAT I DO WANT TO MENTION, AND THIS IS PARTICULAR SUCCINCT TO THE I 35 CAPEX PROJECT, WHERE THEY'RE BUILDING A LARGE DRAINAGE TUNNEL, AND OUR WATERSHED DEPARTMENT HAS ASKED FOR ENHANCEMENTS OR BETTERMENTS TO THAT PROJECT, IS THAT WHEN THE CITY DOES SEEK A BETTERMENT TO THAT STATE INFRASTRUCTURE, DRAINAGE INFRASTRUCTURE DURING CONSTRUCTION, IN THAT CASE, THE CITY WILL ASSUME MAINTENANCE FOR THOSE, UH, ADDITIONAL BETTERMENTS IN EITHER WATER QUALITY OR WATER DETENTION FACILITIES.
THE NEW AGREEMENT ALSO CONTAINS LANGUAGE REQUIRING ALL NEW PEDESTRIAN FACILITIES TO COMPLY WITH THE AMERICAN DISABILITIES ACT OF 1992.
AND OBVIOUSLY THIS IS BECAUSE THE CURRENT MMA PREDATES OF THE A DA ACT OF 1992.
SO ALL MAINTENANCE NEW FACILITIES RELATED TO PEDESTRIAN SIDEWALKS, CURB RAMPS, HAVE TO COMPLY WITH THE A DA ACT

AND WE ASSUME RESPONSIBILITY FOR MAINTENANCE AND REPAIR OF THAT PEDESTRIAN NETWORK OF SIDEWALKS AND OTHER ACCESSIBILITY ITEMS SUCH AS A DA RAMPS AND NOW SHARED USE PATHS.SO THOSE ARE THE MAJOR HIGHLIGHTS OF THE GENERAL CONDITIONS UPDATES IN THE NEW MMA.
UH, NEXT WE'LL TALK ABOUT, UH, CITY AND STATE RESPONSIBLE ROLES, UH, BEGINNING FIRST WITH THE NON-CONTROLLED ACCESS FREEWAYS WITHIN THE, UH, CITY INCORPORATED LIMITS AND AS DEPICTED ON, UH, THIS MAP ON THE RIGHT.
SO, UM, WHAT'S NEW HERE IS MAINTENANCE AND CLEANUP ASSOCIATED WITH LOCAL ENFORCEMENT OF ORDINANCES, CITY ORDINANCES SUCH AS HOMELESS ENCAMPMENTS, GRAFFITI ROADSIDE VENDORS, NO PARKING AREAS.
SO THIS IS A NEW CAVEAT IN THE MMA THAT WAS NOT COVERED IN THE FORMER MMA, BUT ESSENTIALLY ALL MAINTENANCE RESPONSIBILITIES HAVE STAYED THE SAME, UH, FOR THE CITY.
UM, ALL STREETLIGHTS ON NON-CONTROLLED ACCESS, UH, HIGH, UH, STATE FACILITIES ARE THE RESPONSIBILITY OF THE, OF THE CITY.
AND THEN AN ADDED LANGUAGE IS THAT THE CITY IS RESPONSIBLE FOR ALL MAINTENANCE AND, UH, REPAIRS ON ANYTHING NOT SPECIFICALLY DELINEATED AS A STATE RESPONSIBILITY IN THE MMA STATE RESPONSIBILITY FOR NON-CONTROLLED ACCESS FREEWAYS, OR THEY REMAIN RESPONSIBLE FOR MAINTAINING THE TRAVEL SURFACE AND SHOULDERS.
THIS INCLUDES THE, UH, PAVEMENT, RESURFACING PAVEMENT, RES STRIPING.
UM, NEW IS THEY ASSIST IN MOWING, SWEEPING ICE CONTROL AS REQUESTED BY THE CITY IF STATE RESOURCES ARE AVAILABLE.
THIS WAS FORMERLY A RESPONSIBILITY, UM, BORN BY THE STATE AND THE FORMER MMA.
HOWEVER, RECENTLY WE'VE DISCOVERED THAT DURING WINTER STORM EVENTS, THE CITY IS MORE ADEPT TO RESPOND QUICKER TO ROAD TREATMENTS, THEN THE STATE IS ABLE TO, KNOWING THAT THE DISTRICT IS 13 COUNTIES AND THEY'RE RESPONSIBLE FOR THE REST OF THE ROADWAY.
ALSO, STATE RESPONSIBILITY ARE THE TRAFFIC SIGNS.
THEY DO RETAIN RESPONSIBILITY FOR SOME OF THE TRAFFIC SIGNALS ON STATE ROUTES, SPECIFICALLY FARM ROAD 16 26, 18 25 FARM ROAD 2304, UH, RANCH TO MARKET ROAD 2244, RANCH TO MARKET ROAD SIX 20 AND 360.
THEY DO THIS IN THE FORM OF A COMPENSATION TO THE CITY.
TRANSPORTATION, PUBLIC WORKS SIGNAL, UH, CREWS ACTUALLY OPERATE AND MAINTAIN THE SIGNALS.
UH, YOU'LL FIND THESE, UH, ALONG THE MAJOR STATE CORRIDORS, NORTH LAMAR, SOUTH CONGRESS, MLK, UM, BUT THEY DO, UH, COMPENSATE THE CITY FOR THAT MAINTENANCE AS WELL AS ON THE CONTROLLED ACCESS, UM, FREEWAYS.
SO IN THE CONTROLLED ACCESS FREEWAYS, UM, THAT'S THE ACCESS ROADS WHERE YOU HAVE SIGNALS, CITY OPERATES AND MAINTAINS THOSE SIGNALS.
UH, AND WE GET A PAYMENT FROM THE STATE FOR THAT MAINTENANCE.
BUT ON CONTROLLED ACCESS, THESE ARE THE FREEWAYS, UH, SERVE.
IT CAN ONLY BE ACCESSED BY ON AND OFF RAMPS, UH, NOT BY DRIVEWAY CURB CUTS.
UM, FOR THIS, FOR THIS, UH, STATE AND HIGHWAY SYSTEM, THE CITY RETAINS RESPONSIBILITY FOR, UH, BIKE AND PEDESTRIAN FACILITIES.
WE RETAIN RESPONSIBILITY FOR CLEANUPS IN THE ENFORCEMENT OF LOCAL CORD CODE ORDINANCES.
UH, UH, AS I PREVIOUSLY MENTIONED, WE PERFORM ALL OF THE SIGNAL OPERATIONS AND MAINTENANCE WITH COMPENSATION FROM THE STATE, AND WE ALSO OPERATE ALL THE, UH, ELIMINATION AND STREET STREETLIGHTS ON THESE CORRIDORS.
AND A LOT OF THIS IS THE, THE STREETLIGHTS ARE COVERED UNDER A SEPARATE ELIMINATION AGREEMENT BETWEEN THE TDOT AND AUSTIN, UH, ENERGY.
AND THEN AGAIN, ANOTHER, UM, COMMENT IS INTRODUCED ALL OTHER DUTIES NOT DELINEATED AS STATE RESPONSIBILITY.
ESTATE RESPONSIBILITY FOR, UH, CONTROLLED ACCESS FREEWAYS THROUGHOUT THE CITIES REMAINS THE TRAVELED SERVICES SURFACES LIKE, UH, PAVEMENTS, FOUNDATIONS, ALL THE MAIN LANES, RAMPS AND FRONTAGE ROADS TO SUPPORT PROPER VEHICLE, UH, LOADS ALL TRAFFIC SIGNS, PAVEMENT MARKINGS, AND HIGHWAY ROUTING.
SIGNS REMAIN THE RESPONSIBILITY OF T MOWING, LITTER, CLEAN CLEANUP, AND SNOW AND ICE CONTROL ON THE CONTROLLED ACCESS FREEWAYS REMAINS THE RESPONSIBILITY OF TDOT

AND THEY ALSO CONDUCT ALL SCHOOL SAFETY DEVICES AND MAINTENANCE OF DRAINAGE FACILITIES WITHIN THE RIGHT OF WAY OF CONTROLLED ACCESS FACILITIES AND THE TRAVEL SURFACE AND SHOULDERS.
SO IN CONCLUSION, THE UPDATED MMA DOCUMENT, UH, AS I PREVIOUSLY STATED, PROVIDES CLARITY, RESPONSIBILITY IN AN EASIER TO READ FORMAT GOING FORWARD.
WE DON'T ANTICIPATE ANY BUDGETARY IMPACT TO OUR DEPARTMENT OR THE CITY FOR ANY ADDITIONAL, UM, UM, MAINTENANCE RESPONSIBILITY DUE TO THIS UPDATED MMAI DO WANT TO APPLAUD, UH, MY, UM, PARTNER DEPARTMENT, AUSTIN WATER WATERSHED, AUSTIN ENERGY DEVELOPMENT SERVICES PARD, UH, FOR THEIR PARTICIPATION AND SUPPORT AND UPDATING THIS MMA.
UM, IT WAS A LONG TIME COORDINATING ALL OF THE DIFFERENT ASPECTS OF MAINTAINING THIS CRITICAL, UH, MOBILITY INFRASTRUCTURE FOR OUR COMMUNITY AS WELL AS TXDOT TDOT'S BEEN A GOOD PARTNER, UH, WITH US AS WE HAVE DELIBERATED AND NEGOTIATED BACK AND FORTH ON THE NEW MMA.

LOOKS LIKE I NEED TO DIG INTO THAT A LITTLE BIT MORE THEN BEFORE NEXT WEEK, AND I'VE GOT A HARD COPY.
UM, SO, BECAUSE I KNOW THAT THERE'S BEEN SOME ADJUSTMENTS OVER THE YEARS, LIKE I KNOW SPECIFICALLY UNDERPASSES CAME UP A FEW YEARS BACK, MAYBE IT WAS 20 19, 20 20, AND IT WAS MOSTLY BECAUSE TXDOT HAD BEEN MAINTAINING THOSE AND THERE WAS THIS AGREEMENT WITH CERTAIN UNDERPASSES LISTED, AND THEN THEY KIND OF JUST SAID, WE'RE NOT FUNDED TO DO THIS ANYMORE, OR IT'S NOT WITHIN OUR OPERATIONAL PLAN ANYMORE.
UM, BACK THEN THERE WAS ACTUALLY A MAP OF LIKE EXACT UNDERPASSES AND INTERSECTIONS.
DOES SOMETHING LIKE THAT EXIST FOR THIS CONVERSATION? SO WE KNOW LIKE, WHERE ARE ALL THE DRAINAGE PLACES WE'RE GONNA HAVE TO BE MAINTAINING? YES, WE DO HAVE THAT MAP.

THE 2026 LOCAL MOBILITY ANNUAL PLAN.UM, MY NAME IS ANNA MARTIN, ASSISTANT DIRECTOR FOR, UM, AUSTIN TRANSPORTATION AND PUBLIC WORKS.
I'M HERE THIS AFTERNOON TO GIVE YOU A PREVIEW OF OUR 2026 LOCAL MOBILITY ANNUAL PLAN
UM, I BELIEVE EACH OF YOU ARE VERY FAMILIAR WITH THIS PROCESS.
UM, BUT AS A QUICK REFRESHER, UM, WE BEGAN THE LOCAL MOBILITY ANNUAL PLANNING PROCESS BACK WITH THE, UH, 2016 MOBILITY BOND.
SO OF THE ORIGINAL, UH, LARGE MOBILITY BOND, THE 720 MILLION 137 MILLION OF THAT WAS ALLOCATED TO LOCAL MOBILITY PROGRAMS. SO NAMELY SIDEWALKS, BIKEWAYS, SAFE ROUTES TO SCHOOL, URBAN TRAILS AND VISION ZERO ADDITIONAL FUNDS HAVE BEEN ALLOCATED TO EACH OF THOSE PROGRAMS VIA THE 2018 AND 2020 BONDS AS WELL.
SO WE USE AN ANNUAL PLANNING PROCESS TO COLLABORATE ON AND FORECAST OUT PROJECTS THAT WE PLAN TO WORK ON IN THE UPCOMING YEAR.
THIS ALLOWS OUR STAFF TO BE TRANSPARENT AND ACCOUNTABLE TO THE COMMUNITY, UM, ON THE USE OF THESE BOND FUNDS.
AND DOING THIS ANNUALLY ACTUALLY ALLOWS US TO BE FLEXIBLE AND OPPORTUNISTIC TO LEVERAGE WITH OTHER PROGRAMS PRIVATE DEVELOPMENT.
UM, WHAT WE KNOW IS COMING WITH PROJECT CONNECT, UM, WORK WITH CAP METRO AND REALLY JUST BE RESPONSIVE TO THE DYNAMIC, UH, NEEDS OF THE URBAN ENVIRONMENT.
AND WHAT THIS LOOKS LIKE IN PRACTICE IS THAT EACH OF OUR PROGRAMS SHARES DATA ON WHAT'S IMPORTANT TO THEM OR THEIR PRIORITIES FOR THE UPCOMING YEAR.
WE HOLD A WORKING CHARETTE TO REVIEW OVERLAPS AND OPPORTUNITIES.
UH, WE COLLABORATE TO CREATE THE L MAP, UM, AND THEN WE RELEASE THAT DOCUMENT TO THE COMMUNITY AND WE TAKE CONTINUOUS FEEDBACK ON THIS DOCUMENT THROUGHOUT THE YEAR.
UM, THE PLAN, UM, THE 2026 PLAN WILL BE PUBLISHED BY JANUARY 31ST.
IT BECOMES OUR WORKING PLAN FOR THE NEXT 12 MONTHS.
SO, AS I MENTIONED, UM, THIS PROCESS BEGAN BACK WITH THE 2016 MOBILITY BOND, UM, WAS REALLY THE PILOT OF THE L MAP, AND THE EXPECTATION WAS SET AT THE TIME THAT WE WOULD MEET AN EIGHT YEAR DELIVERY TIMEFRAME.
AND SO I'M HAPPY TO REPORT THAT THIS ANNUAL PLANNING PROCESS THAT BRINGS OUT FLEXIBLE SMALL SCALE PROJECTS HAS BEEN HUGELY SUCCESSFUL IN MEETING THOSE GOALS.
UM, OF THE 137 MILLION, 95% HAS BEEN DELIVERED WITH, UH, PROJECTS ON THE GROUND.
AND SIMILAR TO THE 2016 BOND, WE HAVE ALSO LARGELY DELIVERED THE 2018 BOND AS WELL.
UM, THE REMAINDER THAT'S NOTED HERE FOR URBAN TRAILS IS A GRANT MATCH THAT'S SET ASIDE FOR BERGSTROM SPUR WEST.
ALL OF THE PROGRAMS, UM, HAVE REACHED THE, UH, SUBSTANTIAL COMPLETION OF 90% OF THEIR SPENDING.
AND FINALLY, TO OUR MOST RECENT, UM, 2020 BOND, UM, THE EXPECTATION AT THE TIME WAS THAT WE WOULD SPEND THESE FUNDS WITHIN SIX YEARS FROM THE FIRST PROJECT BREAKING GROUND.
SO THAT PUTS OUR DEADLINE, IF YOU WILL, UM, TO BE MARCH, 2027.
UM, WE HAVE BUILT UP, WE'RE REALLY ON OUR 10TH YEAR, NINTH, 10TH YEAR OF DOING THIS NOW.
AND WE'VE BUILT UP THE PROCESSES AND CAPACITY TO DELIVER AND WE EXPECT TO MEET OR EXCEED THE 2027, UH, TIMELINE.
OUR SPENDING TRACK TO DATE, UM, IS ON POINT.
AND, UM, AS YOU CAN SEE HERE, MOST OF THE PROGRAMS WILL BE AT 90% SPEND IN EITHER FISCAL YEAR 26 OR 27, UH, RECENT HIGHLIGHTS.
UM, THE REST OF THE PRESENTATION, I'M GONNA TALK, UM, FOR EACH PROGRAM ABOUT WHAT WAS ACCOMPLISHED IN 25 AND THEN WHAT WE'RE LOOKING AHEAD AT FOR 26.
UM, BUT JUST THE RECENT HIGHLIGHTS.
WE, WE COMPLETED A NEW ROUNDABOUT AT PLEASANT VALLEY AND TERRY, UM, MID 2025.
UM, WE COMPLETED A VIOLET CROWN TRAIL EXTENSION IN DISTRICT EIGHT.
UM, WE HAD RIBBON CUTTING FOR THE PURPLE SAGE ELEMENTARY SCHOOL, SAY FOR US TO SCHOOL, UM, PROGRAM OF PROJECTS.
AND WE HAD A BIKE TO SCHOOL DAY, UM, WITH ALL THE KIDS THERE, WHICH WAS GREAT.
UM, AND WE COMPLETED SAFETY LIGHTING ON MCNEIL ALSO IN DISTRICT SIX.
UM, I LOVE TO GET THE CHANCE TO, TO TOUCH IT, TO TALK ABOUT THE LONGHORN DAM BRIDGE.
IF YOU'VE BEEN OVER THERE RECENTLY, YOU CAN SEE WE ARE SO CLOSE TO, UM, A RIBBON CUTTING THERE, ANTICIPATING THAT HAPPENING AT THE END OF JANUARY OR EARLY FEBRUARY, WHICH IS AHEAD OF SCHEDULE.

OKAY.SO LOOKING AHEAD AT 2026, WE HAVE OVER 200 PROJECTS PLANNED.
UM, AS I MENTIONED, WE'VE LARGELY EXPENDED 16 AND 18.
SO THIS IS COMING FROM THE 2020, UM, BOND FUNDS, UM, IN THE SAFETY VISION ZERO BUCKET.
UM, IN 25, WE COMPLETED SIX MAJOR INTERSECTION SAFETY PROJECTS, FIVE SPEED MANAGEMENT PROJECTS, UM, NINE NEW SIGNALIZE CROSSINGS AND THREE STREET LIGHTING PROJECT.
UM, A BIG HIGHLIGHT OF 2025 WAS COMPLETION OF OUR VISION ZERO 10 YEAR REPORT, WHICH HAS SHOWN SUBSTANTIAL REDUCTIONS IN CRASHES, INJURIES, AND FATALITIES WHERE AUSTIN HAS INVESTED IN SAFER INFRASTRUCTURE.
THE REPORTS SHOWED, FOR EXAMPLE, A 38% REDUCTION IN SERIOUS INJURIES AND FATALITIES AT THE VISION ZERO MAJOR INTERSECTION PROJECT LOCATIONS.
SO LOOKING AHEAD FOR 2026, AND AGAIN, THIS MAP WILL BE AVAILABLE AT THE END OF THE MONTH.
UM, WE'RE FORECASTING WORK ON, UH, PARKER LANE, MONTOPOLIS, UM, AND PON DRIVE AMONG OTHER LOCATIONS.
AND A SUBSET OF THE VISION ZERO PROGRAM IS, UM, A FOCUS AREA ON PEDESTRIAN CROSSINGS, UH, WITH THE GOAL TO BUILD SAFETY CROSSINGS THROUGHOUT THE CITY.
OUR DATA ANALYSIS HAS SHOWN THAT ANNUAL COMPREHENSIVE CROSS COST REDUCTIONS ARE IN LINE ABOUT 17 MILLION, WHERE WE HAVE BUILT PET CROSSINGS.
SO IN 2025, UM, SOME, SOME HIGHLIGHT PROJECT HIGHLIGHTS ARE ON EAST 12TH STREET, UH, SPRINGDALE BETWEEN MLK AND MANOR NORTH LOOP, UM, HARGRAVE AND LAKEWOOD AND WALLACE.
SO UPCOMING WORK IN 2026, WE'LL BE DOING ADDITIONAL CROSSINGS ON EAST 12TH STREET, UH, DUVAL STREET IN NORTHWEST AUSTIN.
AND, UM, SOME ADDITIONAL WORK ON NORTH LOOP, THE SIDEWALK PROGRAM.
YOU PROBABLY SEE THEM AND ANYTIME YOU'RE DRIVING AROUND THE CITY, WE HAVE ALMOST TWO DOZEN CREWS WORKING AROUND TOWN AT ANY GIVEN TIME.
AND 25, THEY COMPLETED 48 MILES OF NEW AND REHABILITATED SIDEWALKS.
UM, AND INCLUDED IN THAT WERE A THOUSAND NEW CURB RAMPS.
SO FOR 2026, UM, WE HAVE WORK PLANNED, UM, ON EM, FRANKLIN CONVICT HILL, AND VARIOUS, VARIOUS OTHER ROADWAYS THROUGHOUT THE CITY.
AND OUR SAFE ROUTES TO SCHOOL PROGRAM, UM, WORK AT ABOUT TWO DOZEN SCHOOLS IN 2025, UM, NAMELY BLAZER, BLUE BONNET TRAIL, BOONE, BRENTWOOD, CLAYTON.
THAT'S JUST THE FIRST THREE LETTERS OF THE ALPHABET.
UM, IN 2026, UM, WE'LL BE HITTING MORE CAMPUSES, UM, AND WORK WILL BE AT BEAR CREEK ELEMENTARY SCHOOL, DELL VALLEY ELEMENTARY AND MIDDLE SCHOOL AT THE A IDEA SCHOOL ON RUNDBERG, UM, AND MANY OTHERS.
AND FOR URBAN TRAILS IN 25, UM, THE TEAM COMPLETED CONSTRUCTION OF A SHARED USE PATH ON CAESAR CHAVE STREET, UH, FROM SAN ANTONIO TO SANDRA MARTA.
UH, THEY WORKED ON PORTIONS OF THE BERGSTROM TRAIL ALONG VINCENT, UH, MOAN TRAIL PHASES 1, 2, 3 A AND FOUR, UM, AND THE COMPLETION OF THE ZILKER BOTANICAL GARDENS SHARED JUICE PATHS, UM, FOR 26, UM, URBAN TRAILS HAS NUMEROUS PROJECTS IN DESIGN AND CONSTRUCTION, UM, COUNTRY CLUB CREEK, UM, A SEGMENT OF BERGSTROM SPUR AND ANOTHER SEGMENT OF THE RED LINE TRAIL.
THE BIKE WAYS PROGRAM LAST YEAR, UH, INSTALLED 13 MILES OF PROTECTED BIKE LANES, THREE MILES OF NEIGHBORHOOD BIKEWAYS, HALF MILE OF SUSE PATH, SEVEN PROTECTED INTERSECTIONS, AND 24 ENHANCED BUS STOPS.
SO SOME OF OUR FOCUS CORRIDORS FOR 2026, UM, INCLUDE A SEGMENT OF SOUTH FIRST STREET, UH, NEAR AKINS HIGH SCHOOL, UH, CONTINUED WORK ON CAMERON ROAD, BURNS MEADOW AND OTHERS.
AND FINALLY, UM, OUR TRANSIT ENHANCEMENT PROGRAM, UM, HAS BEEN CONTRIBUTING FUNDS TO MULTIMODAL BUS STOP IMPROVEMENTS THROUGHOUT THE CITY.
UM, TRANSIT ONLY LANES DOWNTOWN ON SAN JACK, SAN JACINTO, AND TRINITY STREET.
UM, AND SEVERAL OTHER, UM, ACCESS, UM, RELATED PROJECTS, MAKING SURE PEOPLE CAN SAFELY GET TO BUS STOPS THROUGHOUT THE CITY.
OKAY, SO ONLINE, AND I'LL, I'LL PROVIDE A LINK TO THIS ON THE NEXT SLIDE.

WE WERE TALKING ABOUT, UM, NAMED PROJECTS VERSUS WHAT I CALL BUCKETS.
SO I KNOW THAT THERE, THERE CAN BE A BENEFIT TO DOING EITHER STYLE.
YOU KIND OF HAVE TO PICK AND CHOOSE AS YOU'RE DOING THESE BONDS, WHICH ONE MAKES THE MOST SENSE.
BUT IN, UM, 20 16, 80 3% OF THEM WERE NAMED PROJECTS.
AND SO WHILE IT'S GOOD TO LOCK IN PLACE EXACTLY WHAT'S GONNA GET DELIVERED, IT CAN PROVIDE SOME ISSUES.
WHEN THERE'S COST OVERRUNS OR DELAYS OR PARTS OF PROJECTS END UP NOT GETTING COMPLETED, THOSE DOLLARS CAN'T BE REALLOCATED AS EASILY AS IF YOU NAME THEM IN BUCKETS.
AND SO 83% OF THE 20 $16 WERE NAMED PROJECTS, BUT WHEN WE BUILT THE 2020 BOND, ONLY 34% WERE NAMED PROJECTS.
AND SO WE WANTED TO MAKE SURE THAT WE WERE ENHANCING THE PROGRAMS AND THE PLANS AT THAT POINT.
SO ALL AGES AND ABILITIES NETWORKS, SAY FOSTER TO SCHOOL, THINGS LIKE THAT IS WHAT WE HAD REALLY FOCUSED ON.
AND SO I THINK THERE'S BENEFITS TO EITHER SIDE, BUT BEING MINDFUL OF THE FLEXIBILITY OF DOLLARS, ESPECIALLY AS WE MOVE FORWARD THROUGH OUR FINANCIAL DECISIONS, IS GONNA BE SUPER, SUPER IMPORTANT.

AND SO I THINK FOR OUR CONSTITUENTS, UM, ESPECIALLY IN A DISTRICT LIKE DISTRICT ONE, A LOT OF OUR PROJECTS WILL INEVITABLY LANGUISH BASED ON THE ABILITY TO PRIORITIZE THEM GIVEN NEED, UH, IMMEDIATE NEED.
UM, AND SO THAT SAID, I WAS THINKING, UH, FOR DISTRICT ONE STAFF, I WAS THINKING THIS WOULD BE A REALLY GREAT OPPORTUNITY TO HIGHLIGHT THE THINGS THAT ARE BEING DONE, THE THINGS THAT DID GET DONE.

UM, I BELIEVE THERE ARE SOME DRAINAGE IMPROVEMENTS HAPPENING NEARBY AND THERE ARE SIDEWALK CONSTRUCTION GOING ON.
UM, AND IT IS A REALLY SI SIGNIFICANT ARTERIAL THAT PEOPLE DO WALK DOWN TO GET TO THE ONLY BUS LINE IN THE DISTRICT.
UM, IN MY UNDERSTANDING FROM ALL THE AMAZING INFORMATION Y'ALL HAVE PROVIDED BEFORE IS THAT UPON COMPLETION OF THE SIDEWALK PROJECT, THERE WILL NOT BE A CONTINUOUS SIDEWALK, UM, ON I THINK EITHER SIDE OF THE STREET, UM, JUST, AND THE ISSUE IS DRAINAGE.

SO LIKE YOUR TEAM, THE AUSTIN TRANSPORTATION AND PUBLIC WORKS DEPARTMENT HAS DONE AN EXCELLENT JOB OF GETTING THOSE LOCAL MOBILITY FUNDS OBLIGATED AND DELIVERED.
UM, AND I ONE THINK THAT THAT DESERVES RECOGNITION AND, AND PERHAPS IN THE BOND PLANNING WE CAN SUCCEED IN CONSIDERING THAT AS A DIFFERENT, SOMEWHAT DIFFERENT CATEGORY.

THEY HAVEN'T BEEN BEFORE, BUT, BUT NOW EVEN MORE SO, THERE'S SOME NEIGHBORHOODS THAT ARE SURPRISED BY WHICH CONGRESSIONAL DISTRICT THEY'RE IN AND WHAT THAT MEANS FOR ADVOCATING FOR THEIR NEIGHBORHOOD AT A FEDERAL LEVEL.

SO FEBRUARY, WE MIGHT BE TALKING ABOUT UTCS RECOMMENDATION FOR MOPAC SOUTH, WHICH IS THE TOLL ROAD THAT IS SLATED FOR SOUTHWEST AUSTIN URBAN TRAILS AND SIDEWALKS UPDATE, WHICH WAS A BRIEFING THAT WE WERE SUPPOSED TO TAKE UP IN DECEMBER, BUT OUR, OUR DISCUSSIONS RAN A LITTLE BIT OVER TIME AND SO WE DECIDED TO PUSH THAT UNTIL FEBRUARY BRIEFING ON TELEOPERATION, WHICH IS ANOTHER NEW CAR TECHNOLOGY THAT MAY BE COMING OUR WAY.
AND BRIEFING BY MEMOS, MAYBE FINAL CAMPO PROJECT SUBMISSION LIST OR TECH STOCK CROSSWALKS UPDATES.
