IF THAT PARCEL LEAVES THE ETJ AFTER BEING CONNECTED, AND OF COURSE THIS IS IN AN ENVIRONMENTALLY SENSITIVE ZONE, UM, I READ IN THE BRIEFING MATERIALS THAT RETAIL WATER SERVICES ARE BEING PROVIDED BY TRAVIS COUNTY WATER CONTROL AND IMPROVEMENT DISTRICT NUMBER 10. LIKE, WHAT IS THE INTERNAL KIND OF DECISION TREE OR RUBRIC FOR THIS? UM, NOT JUST FOR JUST RISK, LIKE WHAT HAPPENS IF PARTS OF THAT SYSTEM DON'T WORK OR BREAK DOWN, BUT I JUST WANNA NOTE THAT EVEN THOUGH IT SAYS THERE'S NO FISCAL IMPLICATION FOR THIS, LIKE MAINTENANCE IS ALWAYS IMPLICATION, OR IF SOMETHING HAPPENS, WE'RE ALWAYS GONNA BE INVOLVED IN OUR, IN OUR TAXPAYERS IN THE CITY, WHICH THESE TWO PROPERTY OWNERS WOULD NOT BE, YOU KNOW, END UP COVERING IT. BUT WHEN WE ARE APPROACHED BY A DEVELOPMENT OR PROPERTY SEEKING SERVICE, WHEN THEY ARE INSIDE OUR SERVICE AREA, OUR IMPACT FEE AREA, THE SER PROCESS, IS THAT WE LOOK AT WHAT WILL IT TAKE TO SERVE THAT PROPERTY IF THEY ARE INSIDE OUR IMPACT FEE AREA. AND THAT ANALYSIS IS REGARDLESS OF WHETHER THEIR PROPERTY IS INSIDE THE ETJ OR NOT, UM, BECAUSE THEY'RE INSIDE OUR SERVICE AREA. SO YOU'RE RIGHT THAT WHEN THEY RELEASE FROM THE ETJ, THEY, AND THAT'S A NEW PROCESS THAT THEY ARE THEN RELEASING THEMSELVES FROM THE OBLIGATION TO MEET THE LAND DEVELOPMENT CODE. BUT ESSENTIALLY IT DOES NOT CHANGE AUSTIN WATERS ANALYSIS BECAUSE THEY ARE INSIDE OUR IMPACT FEE AND THE REQUIREMENTS THAT THEY HAVE TO BUILD THE SYSTEM TO OUR STANDARDS, UH, DON'T CHANGE REGARDLESS OF WHETHER THEY ARE IN THE ETJ OR OUTSIDE THE ETJ, THEY'RE IN OUR SERVICE AREA. AND, AND SO OUR ANALYSIS IS WHAT DOES IT TAKE TO SERVE THIS DEVELOPMENT? AND BECAUSE THIS PARTICULAR PROPERTY IS IN THE, UH, DRINKING WATER PROTECTION ZONE, THEN IT MUST GO TO CITY COUNCIL FOR FINAL APPROVAL. AND IT MUST, IT ALSO GOES TO BOTH THE ENVIRONMENTAL COMMISSION AND WATER AND WASTEWATER COMMISSION TO MAKE A RECOMMENDATION TO COUNCIL ON WHETHER OR NOT YOU RECOMMEND A COUNCIL THAT THEY APPROVE IT. AND NOW THE TEAM IS, IT'S JUST A DIFFERENT ANALYSIS, A DIFFERENT TEAM. SO WHEN WE BRING ITEMS FORWARD FOR THE COMMISSION TO, UH, TO RECOMMEND, UH, YOU KNOW, WE'RE, FOR LACK OF A BETTER WORDS, WE ARE VERY NEUTRAL. YOU KNOW, THIS, UH, LOCATION IS WITHIN OUR IMPACT FEE BOUNDARY. IT'S WITHIN OUR SERVICE AREA. SO IT WAS A VOTE OF FIVE TO RECOMMEND IT TO COUNCIL, WON AGAINST RECOMMENDING IT, AND THAT DID NOT ACHIEVE QUORUM. AND SO IT MOVED TO COUNCIL WITHOUT A RECOMMENDATION EITHER WAY FROM WATER AND WASTEWATER COMMISSION. I MAY HAVE MISREAD, BUT I JUST THOUGHT THAT AUSTIN WATER ACTUALLY ALSO RECOMMENDED [00:15:01] NOT LIKE THEY DID NOT RECOMMEND IT MOVE FORWARD. AM I, AM I WRONG THERE? LET ME, I CAN PULL IT UP, BUT SO, SO THERE ARE, THERE ARE TWO MEMOS. UM, BUT WITH THE RECENT, UM, STATE LAW THAT ALLOWS PROPERTIES IN THE ETJ TO REMOVE THEMSELVES, THERE'S AND OUR INABILITY TO MAKE ANY, UM, UH, UH, CONDITIONS ON SERVICE, UH, SO, YOU KNOW, EFFECTIVELY LOCK IN CERTAIN REGULATION. UM, WE NO LONGER HAVE A GUARANTEE THAT THE SAVE OUR SPRINGS ORDINANCE, FOR EXAMPLE, WILL BE UPHELD IF IN THE FUTURE. SO, YOU KNOW, IN THIS PARTICULAR CASE IS IT'S RELATIVELY SMALL AND, YOU KNOW, THE, THE SEPTIC WOULD LIMIT, UH, YOU KNOW, IF THEY DID NOT GET THE WASTEWATER EXTENSION, THE SEPTIC FIELD WOULD ALSO SORT OF LIMIT THE AMOUNT OF DEVELOPMENT. SO THIS IS NOT NECESSARILY A GREAT TEST CASE FOR US TO KIND OF CLEARLY SEE THE DIFFERENCE, BUT IN OTHER CASES THAT COME FORWARD THAT HAVE ALREADY LEFT THE IMPERVIOUS COVER IS, AND THE DENSITY OF DEVELOPMENT IS MUCH, MUCH GREATER THAN WHAT WE WOULD HAVE OTHERWISE. AND SO IT MAKES US VERY DIFFICULT FOR US TO RECOMMEND APPROVAL OF SERVICE EXTENSION FOR, UM, PROPERTIES OUTSIDE OF OUR, UH, JURISDICTION. HOPE THAT HELPED. UH, THE LAB SAMPLE, UH, LAB TAKES SAMPLES OF THE WATER THAT'S IN THESE TRUCKS EVERY DAY. UM, THE KEY TO GOOD EMERGENCY COMMUNICATIONS IS TIMELY ACCURATE INFORMATION, WHICH IS, UM, SOMETIMES HAPPENING VERY RAPIDLY IN AN EMERGENCY SITUATION. UM, I JOINED THE UTILITY NOW ALMOST SIX YEARS AGO, AND THE FIRST YEAR THAT I WAS HERE WAS WHEN WE HAD STORM, WINTER STORM URI. UM, AND I THINK THAT, YOU KNOW, IT WAS, IT WAS MY FIRST TIME SERVING ON THE INCIDENT MANAGEMENT TEAM, BUT I THINK, YOU KNOW, THERE HAD BEEN, THERE HAD BEEN A, A FLOODING EVENT IN 2018, BUT WE HADN'T REALLY HAD A BIG EMERGENCY EVENT LIKE THAT. AND WE'VE HAD SEVERAL SINCE, AND WE'VE HAD EXTREME WEATHER SINCE. AND SO, UM, WHAT I WOULD SAY IS THAT AFTER EVERY ONE OF THESE INCIDENTS WE'VE LEARNED AND WE'VE GROWN, AND THE LEAPS AND BOUNDS WE'VE MADE IN OUR COMMUNICATIONS EFFORTS AROUND EMERGENCIES HAS JUST BEEN INCREDIBLE IN THE TIME, YOU KNOW, SINCE YURI. UM, SO THE KEY TO HAVING THAT TIMELY, ACCURATE INFORMATION THAT WE CAN PUSH OUT TO THE PUBLIC IS PREPARING IN ADVANCE. AND AS SHEA MENTIONED IN HER COMMENTS, A LOT OF TIMES WE KNOW THE TYPES OF EVENTS AND THE TYPES OF SITUATIONS THAT WE'RE GOING TO EXPERIENCE AS A UTILITY. SO NEXT SLIDE, VICKI. UM, SO MY TEAM SPENDS A LOT OF TIME, UH, LOOKING AT THE TYPES OF THINGS THAT WE COULD EXPERIENCE AS A UTILITY, BOIL WATER NOTICES, SANITARY SEWER OVERFLOWS, IF WE WERE TO EVER HAVE A DO NOT DRINK ADVISORY, WHAT THAT LOOKS LIKE AND WINTER PREPAREDNESS. AND SO WE ARE LOOKING AT THE REGULATORY REQUIREMENTS FOR HOW WE NOTIFY OUR CUSTOMERS ABOUT THOSE TYPES OF EVENTS AND THE MANDATORY THINGS THAT WE HAVE TO, TO, TO SEND OUT TO THE COMMUNITY, AS WELL AS THE BEST PRACTICE TYPES OF ADVICE THAT WE CAN GIVE THE COMMUNITY ABOUT HOW TO RESPOND AND WHAT THEY NEED TO BE DOING. WE PREPARE THAT CONTENT IN ADVANCE. WE PREPARE IT IN MULTIPLE FORMATS SO THAT WE CAN PUSH IT OUT ON MANY PLATFORMS, BE IT OUR WEBSITE, I MEDIA RELEASE, A SOCIAL MEDIA POST A NOTIFICATION THROUGH [00:55:01] OUR CUSTOMER PORTAL. IF THERE'S A CREW ON SITE, WHAT THE EXPECTED REPAIR TIME IS, ALL OF THAT INFORMATION IS AVAILABLE. WE HAVE, UM, WRITTEN NOTIFICATION OR, YOU KNOW, UH, PREPARED NOTIFICATIONS IN ADVANCE THAT WE CAN PUSH OUT THROUGH OUR PORTAL USING GEOFENCING SO THAT IT GOES TO THE CUSTOMERS THAT ARE IMPACTED AND HOPEFULLY GETS THAT INFORMATION TO THEM ABOUT WHAT'S HAPPENING AND, AND WHAT THE EXPECTED REPAIR TIME IS OR IF WE'RE SETTING UP A WATER DISTRIBUTION SITE, WHERE TO GO TO PICK UP WATER FOR THAT. UM, WE COMMUNICATE WITH THEM TOO, SO THAT WE CAN GET THIS OUT THROUGH THEIR NETWORKS, UM, THEY CAN RESPOND TO THEIR CONSTITUENTS AND GIVE THEM THE SAME INFORMATION AND WE CAN GET THE INFORMATION SPREAD MORE QUICKLY. BUT WE REALLY NEED A COMMUNICATIONS FOCUS TEAM ON SITE. AND SO YES, WE HAVE PIO STAFF THERE, BUT WE'VE CREATED A DEPUTY INCIDENT COMMANDER ROLE, UM, THAT IS UNIQUE TO US. AND, UM, AND THAT ROLE IS REALLY FOCUSED ON THE COMMUNICATIONS ASPECT, WHETHER IT BE TO OUR CUSTOMERS, UM, OUR KEY ACCOUNTS AND WHOLESALE CUSTOMERS. UM, IT, IT ALL, IT'S ALSO OUR LIAISON TO OUR COUNCIL OFFICES AND OUR, AND OUR CITY MANAGER'S OFFICE. SO IT'S, UM, IMPORTANT JUST AS THE LIQUID PROCESS IS IMPORTANT. IT'S ALSO IMPORTANT TO MAKE SURE THAT WE HAVE STRATEGIES IN PLACE TO MAKE SURE THAT OUR SOLIDS, UM, STORAGE IS, IS, UM, BEING MANAGED, UM, THOUGHTFULLY. UM, DEFINITELY AT OUR WATER PLANTS, WE RELY ON SLEDGE HAULING OPERATIONS, SO TRUCK 18 WHEELER TRUCKS THAT COME AND HAUL KIND OF 24 7. AND SO IN AN EVENT LIKE WE HAD IN JANUARY WHERE WE, UM, HAD REALLY ICY ROAD CONDITIONS FOR A COUPLE DAYS, IT WAS IMPORTANT TO MAKE SURE THAT THAT, YOU KNOW, WE HAD ENOUGH STORAGE ON SITE AND THAT OUR, UM, YOU KNOW, WE HAD TO SUSPEND IT FOR A COUPLE DAYS AS FAR AS THE HAULING WENT, BUT WE WERE FINE BECAUSE WE, WE HAD THOUGHT ABOUT THAT AHEAD OF TIME AND MADE SURE THAT, THAT WE HAD ENOUGH [01:05:01] STORAGE ON SITE. UM, AFTER WINTER STORM URI, ONE OF THE THINGS THAT WE LEARNED FROM THAT, UM, AGAIN, AT, UM, AT OUR WATER PLANTS WAS, UM, HAVING HEATERS, UM, INSTALLED AT OUR, UM, BASICALLY THE FACILITIES WHERE WE, UM, LOAD UP OUR, OUR TRUCKS, UM, ON, ON WITH SLUDGE. UM, HAVING THOSE INSTALLED WAS IMPORTANT, AND WE'VE, SINCE YURI HAVE HAD THOSE INSTALLED AND THEY WORKED, THEY'VE, THEY'VE WORKED REALLY WELL IN THE LAST, UM, COUPLE EVENTS THAT WE'VE HAD. UM, IDENTIFYING ALTERNATIVE ROUTES FOR, UM, CRITICAL CHEMICALS. UM, IN AN EVENT LIKE WE HAD IN YURI, WHERE IT WAS SEVERAL DAYS, A VERY LONG TIME OF, OF, UM, ICY ROAD CONDITIONS, IT WAS IMPORTANT TO BE ABLE TO HAVE ALTERNATIVE ROUTES SO THAT WE COULD GET CHEMICALS IN AND CONTINUE OUR TREATMENT PROCESS. UM, ANOTHER THING THAT THAT HAPPENED DURING YURI WAS, UH, JUST ON THE POWER RESILIENCY SIDE AT THE ULRICH WATER TREATMENT PLANT. UM, WE HAD JUST STARTED A, A SUBSTATION PROJECT THAT, UM, THAT WOULD, UH, IMPROVE THE RELIABILITY AND RESILIENCY OF OUR, UM, OF OUR POWER SYSTEMS AT ULRICH. UM, AND THAT, UM, ACTUALLY GOT COMPLETED, UH, LAST SUMMER. UM, SO IT WAS TIE IN, TIED IN COMMISSIONED AND, AND HAS BEEN IN USE SINCE THEN. UM, AND JUST ADDS JUST ANOTHER LAYER OF RELIABILITY ON, ON THE POWER SYSTEM, THE GEAR THAT WE HAD, UM, THAT THAT HAD TO, YOU KNOW, THAT WE HAD TO GET OUR ELECTRIC ELECTRICIANS IN TO GET GEARED UP AND, AND GO AND TIE THINGS OVER DURING YURI HAS, HAS BEEN DEMOLISHED AND IT'S NOW ALL NEW AND IN PLACE. WE'VE GOT STATE-OF-THE-ART TECHNOLOGY, YOU KNOW, YOU DON'T HAVE TO PUT SOMEBODY IN A DANGEROUS, UH, SITUATION TO, TO MAKE ANY CHANGES. IT'S, IT'S A LOT, IT'S A LOT EASIER TO DO, UM, FROM AN OPERATION STANDPOINT. UM, AND THEN FINALLY ON THE FACILITY SIDE, WE'VE DONE A LOT OF COORDINATION WITH AUSTIN ENERGY. UM, THEY'RE, THEY'RE IMPORTANT TO US, UM, ON THE POWER RESILIENCY SIDE OF THINGS. SO COORDINATING WITH THEM THROUGH THROUGHOUT, UM, SUMMER AND FALL, UM, TO MAKE SURE THAT THEY GET IN TO DO IMPORTANT MAINTENANCE, UM, ON THEIR INFRASTRUCTURE, UH, HAS, HAS BEEN IMPORTANT. UM, AND WE HAVEN'T REALLY HAD ANY ISSUES WITH IT, UM, SINCE THAT'S HAPPENED, WHICH IS GREAT. UM, RICK HAD MENTIONED SOME OF THE WATER TANKERS AND TOTES, MAKING SURE THAT THOSE ARE READY, UM, AHEAD OF WINTER SEASON IS IMPORTANT TO US. AND THEN, UM, ALSO, UH, UM, ON THE, DEFINITELY ON THE WATER PIPELINE SIDE OF THINGS, UM, WE HAVE AN ESCALATION PROTOCOL IN PLACE, UH, AS IT RELATES TO COMMUNICATION INTERNALLY. STAFF ACTUALLY WENT OUT TO THE NEW HOMES AND NEW IRRIGATION SYSTEMS TO MAKE SURE THAT THOSE IRRIGATION SYSTEMS MET BOTH STATE AND CITY CODES IN TERMS OF, OF CONSERVATION, UH, ALIGNMENTS AND EQUIPMENT, WHAT HAVE YOU. SO I THINK THAT REALLY TOOK A BIG STEP FORWARD IN MAKING SURE THAT NEW HOMEOWNERS, NEW OWNERS OF IRRIGATION SYSTEMS HAD THE BEST POSSIBLE AND MOST EFFICIENT SYSTEMS GOING FORWARD. SO THAT WAS THE ONE YEAR ANNIVERSARY OF THAT. ALSO, IN 2025 WE HIT A HIGH IN TERMS OF QUANTIFIED SAVINGS FROM REBATES FOR CONSERVATION REBATES GETTING OVER 30 MILLION GALLONS SAVED. UH, THAT WAS THE HIGHEST IN THE LAST FIVE YEARS COMING OUT OF THE PANDEMIC. SO THAT WAS SOMETHING TO CELEBRATE. ALSO, WE'VE BEEN WORKING ON WATER LOSS, AS YOU KNOW, THAT'S BEEN A BIG TOPIC FOR AUSTIN WATER. AND WE CONTINUE TO ADD STAFF TRAINING, UH, ALLOWING MORE STAFF TO BE, UH, CERTIFIED TO DO WATER LOSS AUDITS, UM, FOR THE, UH, STATE AND HAVE WORK ON THAT. AND THEN ADDING A POSITION TO ALSO WORK ON WATER LOSS. THE FOURTH BULLET THERE, MONTHLY HOME WATER USE REPORTS. THIS IS ONE OF A NUMBER OF PILOTS THAT WE DID LAST YEAR. THEY LOOK SHARP IN THIS, UH, GRAPH WITH THE SHARP PEAKS IN THE SUMMER FOR SINGLE FAMILY RESIDENTIAL. UM, BUT THAT'S MODERATED OVER THE LAST COUPLE OF YEARS. NEXT SLIDE. SECONDLY, WE'VE BEEN FOCUSING ON WATER LOSS REDUCTION ACTIVITIES. UH, THIS MONTH, UH, WE'RE GONNA HAVE ABOUT 17,000 ACRE, 17,000 LINEAR FEET, UH, LARGE DIAMETER LEAK DETECTION BEING TAKEN PLACE. AND THE SECOND TWO SUB BULLETS THERE, YOU SEE ZONE SCAN LEAK DETECTION DEPLOYMENT, THAT IS A PIECE OF EQUIPMENT THAT'S IN INSERTED INTO THE, THE LINES THAT CAN, UM, LISTEN FOR LEAKS. AND ALSO WE'RE ADDING OVER 500 ULTRASONIC METERS WITH ACOUSTIC LEAK DETECTION. UM, ONE OF THE THINGS I THINK THIS REALLY REPRESENTS IS OUR ABILITY TO DO MORE DYNAMIC LEAK DETECTION, NOT SIMPLY BEING DEPENDENT ON EXTERNAL CONTRACTS TO DO LARGE SECTIONS OF, UH, LEAK DETECTION, WHICH WE ARE STILL DOING. BUT THOSE LATTER TWO BULLETS SHOW THAT WE CAN UTILIZE THAT NEW SMART METER SYSTEM TO REALLY FIND THOSE LEAKS. UH, THAT EQUIPMENT CAN BE MOVED OR EXPANDED. UM, REALLY GIVES US SOME GREAT IN-HOUSE SOLUTIONS. THIRD BULLET. WE CONTINUED PLANNING FOR AQUIFER STORAGE AND RECOVERY FIELD TESTING IN TRAVIS COUNTY. AS YOU MAY RECALL, IN THE FOURTH QUARTER OF LAST YEAR, WE SHIFTED OUR ATTENTION FROM BASTROP COUNTY TO EASTERN TRAVIS COUNTY. SO THAT CONTINUES. AND FINALLY GOING FORWARD, WE'LL BE IMPLEMENTING SOME ENFORCEMENT OF LANDSCAPE TRANSFORMATION ACTIVITIES FOR NEW HOMES. I, I MENTIONED BEFORE WE HAD IRRIGATION INSPECTIONS, BUT WE'RE GOING EVEN FURTHER FOR NEW HOMES AND THEIR IRRIGATION SYSTEMS TO LIMIT THE AREA OF THE IRRIGATION SYSTEMS AND ADDING ADDITIONAL REQUIRED COMPONENTS ON THOSE SYSTEMS. AND SO TO SEE THESE NUMBERS STILL, YOU KNOW, BECAUSE OBVIOUSLY IT'D BEEN EASY FOR PEOPLE TO GO LIKE, HEY, YOU KNOW, CRANK IT UP, WE'RE NOT GETTING ANY RAINFALL. SO JUST THE COMMENT JUST BECAUSE, YOU KNOW, I STAY ATTUNED TO THE WEATHER FOR, FOR MY BUSINESS. AND SO I JUST LOVE SEEING THAT, THAT EVEN THOUGH WE HAD A PARTICULARLY DRY, UM, YOU KNOW, Q3, YOU KNOW, IN Q4 THAT WE WERE STILL SEEING SOME, YOU KNOW, DROP IN THAT, UH, ESPECIALLY SINGLE FAMILY RESIDENTIAL.
