THEN THE CURRENT PEOPLE THAT YOU HAD AT THAT TIME, THE CURRENT COMPANY THAT YOU HAD AT THAT TIME, SERVICING YOUR NEEDS.
UH, THERE WAS A LOT OF FRUSTRATION ABOUT THE DIVERSION, UH, UM, AND LANDFILL DIVERSION, RECYCLING, COMPOSTING TO GET TO THE LEVELS THAT THE CITY WANTS.
AND ESPECIALLY FOR THE SHINING STAR OF A BIA AT THE TIME, IT WAS 9.9%.
I REMEMBER BECAUSE THERE WAS SOME FRUSTRATED EMPLOYEES BECAUSE THEY WERE GONNA GET A BONUS IF IT WAS 10%, AND THEY WERE HOPING THE CITY ROUNDED UP, BUT THEY FOUND OUT THE CITY DIDN'T ROUND
BUT THEY, NINE PER PERCENT WAS NOT THE NUMBER LAST YEAR, I BELIEVE THE NUMBER WAS 37%.
SO WE'VE BEEN ABLE TO QUADRUPLE ROUGHLY THE DIVERSION PERCENTAGE SINCE WE'VE BEEN WORKING WITH THE TEAM.
WE HAVE SPECIALIZED EQUIPMENT THAT THE AIRPORT IN AUSTIN IS THE ONLY FACILITY, UM, THAT USES THAT EQUIPMENT.
THE T THE TUG THAT HAS, UH, ZERO EMISSIONS AND THE, UH, I, THE, THE, THE THING, THE, THE CONTAINERS THAT GO BEHIND IT THAT HAVE SPEC, SPECIAL BRAKING, UM, UH, CAPABILITIES.
WE HAVE SPECIALIZED LABOR THAT COMES INTO THE AIRPORT AND HELPS BJ AND HIS TEAM WITH COMPOSTING AND RECYCLING.
WE ALSO HOUSE ALL OF THE FACILITIES THAT ALL THIS, THIS MATERIAL COMES TO.
WE WANT YOU TO KNOW THAT IF YOU'VE NEVER BEEN TO OUR FACILITY, IT'S IN CREEDMORE.
UH, WE'RE A PRIVATELY OWNED, UH, TEXAS COMPANY, AND WE'RE COMPLETELY VERTICALLY INTEGRATED.

BRIEFINGS.UH, WE'LL COVER THE FEBRUARY FINANCIAL RESULTS PRESENTED BY RAJEEV THOMAS, OR I BELIEVE ACTUALLY ONE OF HIS ASSOCIATES.
GOOD AFTERNOON, COMMISSIONERS.
I AM A FINANCIAL MANAGER OVER THE OPERATING BUDGET HERE, UH, TO PRESENT THE FEBRUARY FINANCIAL RESULTS IN RAJEEV'S PLACE.
FINANCIAL PERFORMANCE IN THE MONTH IS FAVORABLE, UH, DUE TO OUR STRONG PERFORMANCE DRIVEN BY, UH, 8% INCREASE IN PASSENGER TRAFFIC, 12% INCREASE IN DAILY DEPARTURES, A 10% INCREASE IN AIRCRAFT LANDED WEIGHTS, AND A 12% INCREASE IN CARGO ACTIVITY.
COMPARED TO THE PRIOR YEAR, OUR OPERATING REVENUES INCREASED 25% BECAUSE OF OUR INCREASED AIRLINE RATES AND CHARGES AND OUR NEW USE AND LEASE AGREEMENT AND REVENUE GROWTH FROM THE INCREASE IN ACTIVITY THAT, THAT I REFERENCED.
YEAR TO DATE, OUR REVENUES ARE 2% ABOVE OUR FY 26 BUDGET.
OPERATING EXPENSES INCREASED 7% COMPARED TO THE PRIOR YEAR BECAUSE OF OUR IMPROVEMENT IN PERSONNEL VACANCY AND OUR GROWTH IN PREVENTATIVE MAINTENANCE, SPECIFICALLY RELATED TO, UH, OUR, UH, ELEVATOR INFRASTRUCTURE, BUT ALSO SOME OTHER PHYSICAL INFRASTRUCTURE, NOTABLY WINTER STORM FERN, UH, WHICH WAS AT THE END OF JANUARY.
BUT THOSE EXPENSES, UH, BLED INTO THE MONTH OF FEBRUARY, DROVE AN ADDITIONAL $300,000 OF COST IN THE MONTH.
YEAR TO DATE, OUR OPERATING EXPENSES ARE LESS THAN 1% OVER OUR FY 26 BUDGET.
OUR DEBT INCOME INCREASED 179%, UH, IN THE YEAR DUE MOSTLY TO THE GROWTH IN OUR AIRLINE REVENUES.
AND OUR YEAR TO DATE NET INCOME IS 8% ABOVE OUR FY 26 BUDGET.

SO THE CONSTRUCTION HAS IMPACTED SOME OF THE VENUES THAT WE, UH, WE HAVE IN THE FACILITY.
AND SO, UH, SPECIFICALLY, UH, WHEN WE EXPANDED SOME OF OUR SECURITY CHECKPOINTS, UH, MAYBE A, A YEAR AND A HALF, TWO YEARS AGO, THAT REMOVED ONE OF OUR MORE, UH, PROFITABLE, UH, RETAIL VENUES.
WE ALSO HAVE HAD SOME OTHER, UH, VENUES INTERRUPTED BY, BY THE CONSTRUCTION.
AND SO YES, IT IS IMPACTING THAT, THAT'S WHY YOU SEE A, A VARIANCE FOR THE RETAIL REVENUES COMPARED TO WHAT WE BUDGETED.
UM, WE DO EXPECT, UH, AS OUR PASSENGER TRAFFIC, UH, HAS IMPROVED COMPARED TO THE PRIOR YEAR, WE ARE SEEING AN INCREASE YEAR OVER YEAR IN THOSE REVENUES.
BUT COMPARED TO OUR ACTUAL FORECAST, IT IS BELOW.
UM, ONE MORE QUESTION ABOUT, UH, YOU KNOW, OVERALL THE REVENUE NUMBER LOOKS REALLY GOOD, RIGHT? MM-HMM
UM, THE OPERATE OPERAT OPERATING EXPENSE SEEMS GROWING FASTER THAN THE, UH, THE, UM, PASSENGER, UH, GROWTH MM-HMM
IS THAT A, UM, IS THAT A CONCERN? OR WHAT IS A, SO WE HAVE, UH, A LOT OF DRIVERS OF THE INCREASE IN OPERATING EXPENSE.
ONE OF THE BIGGEST DRIVERS IS OUR INCREASE OR IMPROVEMENT IN VACANCY.
SO, UH, WE HAD A LOT OF ADDITIONAL POSITIONS THAT HAVE BEEN ADDED OVER THE YEARS TO SUPPORT THE GROWING PASSENGER TRAFFIC, BUT ALSO OUR GROWTH AND INFRASTRUCTURE MM-HMM
AND SO AS A RESULT, WE HAD AN ELEVATED LEVEL OF PERSONNEL VACANCY.
WHEN WE FILL THOSE POSITIONS, THAT'S GONNA MAKE OUR COST GO UP, UH, YEAR OVER YEAR.
BUT OBVIOUSLY THAT'S AN IMPROVEMENT OF SERVICE BECAUSE WE HAVE ADDITIONAL EMPLOYEES.

SOME IMPROVEMENTS TO, UH, MAINTENANCE THAT ARE DRIVING ADDITIONAL COST.I WILL SAY, YOU KNOW, COMPARED TO OUR BUDGET, WE WERE LIKE HALF A PERCENT ABOVE WHAT WE EXPECTED TO BE.
WE DO EXPECT TO ALIGN WITH THAT BUDGET THROUGH THE END OF THE YEAR.
AND SO WE'RE NOT CONCERNED ABOUT, UH, WHERE WE'RE AT WITH THAT.
UM, WE WILL SEE SOME ADDITIONAL GROWTH IN THE EXPENSES AS WE GO THROUGH THE EXPANSION OF OUR FACILITIES.
UH, AND THAT'S EXPECTED BECAUSE THERE'S ADDITIONAL NEEDS THAT COME ALONGSIDE THAT.
UM, BUT WE, WE, UH, BECAUSE OF THAT, AN ADDITIONAL INVESTMENT IN OUR PERSONNEL, THAT'S REALLY THE BIGGEST DRIVER OF, OF WHAT YOU SEE YEAR OVER YEAR.
AND THAT LAGS SOME OF THAT, THAT, UH, PASSENGER GROWTH A BIT.
AND IN TERMS OF THE, UM, STAFF, UH, UH, VACANCY RATE, WHERE ARE WE NOW PERCENTAGE WISE? AS OF THE MOST RECENT PERIOD WE'RE AROUND, UH, 14%.
WE ADDED SOME ADDITIONAL POSITIONS IN THIS, UH, FY 26 BUDGET MM-HMM
AND SO, UH, THAT DOES INCREASE THE VACANCY RATE A LITTLE BIT WHEN YOU ADD NEW VACANT POSITIONS.
BUT, UH, WE, WE HAVE SEEN SOME IMPROVEMENT OVER THE LAST FEW PAY PERIODS.
IS IT A, IS IT A GOOD SPOT OR, YOU KNOW, OR A CONCERNING SPOT? IT'S A, IT'S, UH, AN IMPROVEMENT OF WHERE WE'VE BEEN OVER THE LAST FIVE YEARS.

UH, FROM MY PERSPECTIVE, THAT IS AN INCREASINGLY, UH, EXPECTED, UNEXPECTED EXPENSE.
UH, WE HAVE A WINTER STORM PREDICTABLY.
UM, AND OF COURSE, THOUGH THE, THE LENGTH OF THAT STORM, THE IMPACT OF THAT STORM, HOW WE REACT TO IT IS UNPREDICTABLE.
THAT $300,000 EXPENSE FOR ROUGHLY A WEEK'S WORTH OF TIME, IS THAT BAKED IN TO Y'ALL'S BUDGET RIGHT NOW? IS THAT, IS THAT $300,000 ENOUGH TO REALLY, UH, WARRANT ALARM, SAY THIS YEAR VERSUS NEXT YEAR? IF WE HAVE TWO OR THE FOLLOWING YEAR, IF WE HAVE THREE, COULD YOU UNPACK THAT EXPENSE, HOW IT FITS IN THE BUDGET, UH, AND IF, IF IT DOES NOT SIT IN THE BUDGET, WHAT THAT COULD LOOK LIKE MOVING FORWARD? SO WE DO BUDGET FUNDS FOR THAT.
AND SO WHEN WE SAY THIS WAS, UM, I, I WOULD SAY IT WAS UNEXPECTED BECAUSE WE DIDN'T KNOW THE STORM WAS GONNA HAPPEN IN THIS TIMING.
SO COMPARED TO OUR BUDGET, IT WAS NOT BUDGETED SPECIFICALLY FOR, BUT WE DO HAVE CONTINGENCY FUNDING TO, TO ALLOW FOR THAT.
I WILL SAY THIS STORM SPECIFICALLY, UH, BECAUSE OF THE NATURE OF, UM, THE, THE REFREEZING THAT OCCURRED DAY AFTER DAY, IT DROVE SOME ADDITIONAL COST, ESPECIALLY FOR OUR DEICING OPERATION BECAUSE WE HAD TO CONTINUALLY DEIC THE, THE, UH, AIRFIELD.
AND SO, UH, THAT SPECIFIC COST, WE BUDGET SPECIFICALLY TO RESTOCK OUR DEICING SOLUTION ANNUALLY, BUT THIS WAS FAR BEYOND WHAT WE EXPECTED JUST BECAUSE OF THIS SPECIFIC STORM.
AND THAT'S REALLY WHERE MOST OF THAT COST COMES FROM.

WE ALSO HAVE, UH, SOUTHWEST AIRLINES HAS SUSPENDED, UH, UNTIL JULY 4TH, STARTING IN APRIL, PUERTO VALLARTA.
SO PVR WAS AFFECTED BY VIOLENCE, AND THERE HAS BEEN SOME DEMAND SLOUGH OFF THERE WITH PVR.
AND SO SOUTHWEST HAS TAKEN THE CHOICE TO SUSPEND THAT, THAT PARTICULAR ROUTE.
SOUTHWEST PULLED OUT COMPLETELY FROM CHICAGO O'HARE.
NOW, AUSTIN WAS, IN OTHER WORDS, TO NOT BE FLYING FROM CHICAGO O'HARE STARTING IN JUNE TO ANY AIRPORT.
AUSTIN WAS IN THE FORTUNATE POSITION WHERE ONE OF 12 AIRPORTS WERE SOUTHWEST FLIES TO BOTH MIDWAY AND O'HARE.

SO WE DID SEE, UH, SOME KIND OF ANTICIPATED LONG LINES FOR THAT PERIOD.
WE REALLY DIDN'T HAVE WHAT I'D CONSIDER SIGNIFICANT IMPACTS FROM THE TSA, UH, ISSUES.
THERE WAS ONE DAY, I THINK LAST WEEK WHERE WE DID SEE SOME SIGNIFICANT, UH, LENGTH IN OUR LINES, AT LEAST EARLY IN THE DAY, UM, THAT WAS ATTRIBUTED TO SOME CALL OUT ACTIVITY.
BUT YOU'LL NOTICE THAT THE TSA ARE NOW, I, I BELIEVE THEY'RE NOW BEING PAID.
I DON'T KNOW IF THEY'VE BEEN RETRO PAID, BUT THEY ARE, UH, BEING PAID BY, UH, THROUGH THE EXECUTIVE ORDER, BY THE PRESIDENT.
UM, HAL AND SENATE STILL TRYING TO WORK THROUGH THEIR, THEIR DIFFERENCES ON FUNDING DHS IN ITS ENTIRETY.

UH, JASON, DO I RECALL, APPRECIATE YOU IN THE NOTES THAT, UH, ALSO A NUMBER OF LOCAL SERVICE ESTABLISHMENTS VOLUNTEERED, DONATED, UH, FOOD AND SERVICE AND OTHERS DURING THIS TIME? IS THAT CORRECT? THAT'S CORRECT, COMMISSIONER.
