AND SO STAFF HAD IDENTIFIED A NUMBER OF AREAS THAT NEEDED, UM, UPDATING.

AND SO UP THERE'S ARE THE ONES WE'VE, UH, IDENTIFIED.

UM, WE'VE GONE THROUGH TWO ROUNDS ALREADY.

WE ARE ON ITEM NUMBER THREE.

WE'VE GOT ANOTHER ONE, NUMBER FOUR COMING UP AFTER THIS IN THE FUTURE.

UM, THERE'S GONNA BE A NEW LIMIT OF SIX CUBIC YARDS PER PERSON, UM, PER DAY BEING INTRODUCED.

AND THIS IS, UH, BEING INTRODUCED TO HELP MITIGATE LARGE LOADS BEING DROPPED OFF BY COMMERCIAL CONTRACTORS AT HORNSBY.

SIX CUBIC YARDS WAS IDENTIFIED, UM, AS A REASONABLE LIMIT FOR THE AVERAGE HOUSEHOLD DROP OFF.

UH, HORNSBY BEND IS, UH, NOT DESIGNED, UH, FOR COMMERCIAL LOADS.

AND, UH, SO RIGHT NOW ALL RESIDENTS WITHIN AUSTIN PAY, UH, AS PART OF THE, UH, BASE FEE FOR, TO HAVE ACCESS TO HORNSBY.

SO THAT FEE IS GONNA BE REMOVED AND, UM, IT, IT WILL NOW BE OPEN TO ANYONE TO DROP OFF AT HORNSBY UNDER SIX CUBIC YARDS.

AND A FEE WILL BE ASSESSED ON SITE.

UM, THIS FEE IS GONNA BE PART OF THE FY 27 BUDGET, AND WE'LL START ASSESSING FEES IN OCTOBER OF 2026.

UH, JUST ADDITIONALLY, THERE ARE SOME, UH, UM, UPDATES TO THE EXTRA TRASH RULES.

UPDATING ON CURRENT OPERATIONAL PRACTICES, LIKE, LIKE ALLOWING CUSTOMERS TO REQUEST EXTRA RECYCLING CARTS OR HAVING A LIMIT OF, UH, 15, UH, YARD TRIMMING BAGS THEY COLLECTED EACH WEEK, PROVIDED SOME CLARIFICATION ON SIZE LIMITS, UM, OF EXTRA TRASH THAT WILL BE COLLECTED, UM, LIKE A 35 POUND LIMIT OF WHAT CAN BE LIFTED, FOR EXAMPLE.

UM, AND THEN WE ALSO HAD ADDED LANGUAGE, UM, THAT CAPTURES THE ON DEMAND PROGRAM.

SO THIS IS THE BULK HOUSEHOLD HOUSE WASTE BRUSHED, UH, THE NEW PROGRAM WE, WE HAD NO, UM, REFERENCE TO THE NEW ON DEMAND KINDA SYSTEM.

AND SO THAT'S BEEN ADDED AS WELL.

SO IN JANUARY, 2025, AUSTIN RESOURCE RECOVERY BEGAN A CITYWIDE COLLECTION FOR, UH, BRUSH BULK AND HOUSEHOLD HAZARDOUS WASTE MATERIAL, UH, THROUGH AN EMPLOYMENT BASED SERVICE MODEL.

AND SO WHAT THIS ALLOWS FOR, IT ALLOWS FOR THE CUSTOMERS TO HAVE THREE COLLECTIONS PER YEAR, UH, SCHEDULED APPOINTMENTS, UH, BASED ON WHEN THEY WANT TO HAVE THESE APPOINTMENTS SCHEDULED.

UH, THE EASE OF SCHEDULING, UH, BASICALLY CREATES A LEVEL OF CONVENIENCE FOR THE CUSTOMER AND ALLOWS THEM TO CONTROL, UH, WHEN THEY SET OUT THEIR MATERIAL.

AND SO IT'S, IT'S NOT LIKE THE TRADITIONAL MODEL.

AND SO THE COLLECTIONS ARE SCHEDULED ON WHAT ARE OFF SERVICE DAYS.

AND SO WHEN YOU LOOK AT, IF YOU ARE IN A MONDAY SERVICE AREA, UH, THEN YOUR ON DEMAND SCHEDULING, UH, AND COLLECTIONS WOULD BE DONE ON THAT TUESDAY OFF SERVICE DAY.

AND SO IT ALLOWS FOR, YOU KNOW, A LARGER SET OUT AREA AT THE CURBSIDE AND, YOU KNOW, NOT HAVING CARTS PILED ON TOP OF, YOU KNOW, BRUSH OR BULK SET OUTS OR THE, UH, HHW SET OUTS.

AND SO OUR PREVIOUS COLLECTION MODEL, UH, IN THE FORMER BRUSH AND BULK MODEL ALLOWED FOR CUSTOMERS TO SCHEDULE, UH, COLLECTIONS THROUGH NOTIFICATIONS VIA MAILERS THAT WE WOULD, WE WOULD SEND OUT TO THE PUBLIC.

AND THOSE MAILERS WENT OUT TWICE A YEAR, UH, FOR TWICE ANNUALLY COLLECTIONS.

AND IT GENERALLY WAS SET ON ON A SIX MONTH TIMEFRAME, YOU KNOW, FIRST PART OF THE YEAR.

IF YOU WERE IN JANUARY, THEN

YOU GET PICKED UP AGAIN SOMETIME, UH, IN JULY.

AND SO, BUT WHAT IT, IT DIDN'T DO FOR THE CUSTOMERS WHEN IT CAME TO THE IDEA OF BULK COLLECTION, THERE WERE, UH, LIMITED SET OUTS, UH, FOR DIVERSION, YOU KNOW, BECAUSE A LOT OF THIS MATERIAL WAS COMMINGLED.

AND SO WHEN YOU'RE, WHEN WE WOULD GO OUT TO THESE LOCATIONS, YOU'D SEE APPLIANCES MIXED WITH REGULAR BULK, UH, THERE WAS GOING TO BE LANDFILL, AND IT BECAME A TEDIOUS EFFORT TO TRY TO PULL THIS MATERIAL, UH, OUT OF WHAT WAS COMMINGLED AT THE CURBSIDE.

AND THEN WHEN IT CAME TO THE APPOINTMENTS FOR THE HHW, HHW WAS APPOINTMENT BASED, BUT IT WAS BY DROP OFF ONLY.

AND SO IT WAS CAUSED TO HAVE, UH, CUSTOMERS THAT DIDN'T HAVE TRANSPORTATION, MAY NOT HAVE BEEN ABLE TO, UH, GET TO THE LOCATIONS.

AND THERE WAS NO CURBSIDE COLLECTIONS, UH, BEING OFFERED AT THAT TIME.

UH, WHAT YOU'LL SEE HERE IS THE BRUSH AND BULK ON DEMAND APPOINTMENTS, UH, FOR CALENDAR YEAR 25, UH, STARTING IN JANUARY AROUND JANUARY 13TH, ALL THE WAY THROUGH THE END OF THE YEAR.

AND SO BASICALLY, UH, YOU SEE 14, OVER 14,000, UH, APPOINTMENTS SCHEDULED FOR THE BRUSH COLLECTION, AND OVER 52,000 APPOINTMENTS SCHEDULED FOR THE, UH, BULK COLLECTION.

WOW.

AND THEN YOU KIND OF SEE A PEAK IN SOME OF THE SUMMER MONTHS.

BUT THAT IS ALSO DUE TO A GRADUAL INCREASE IN APPOINTMENTS BECAUSE IN ORDER TO FILL OUT THE, UH, SERVICES, WE STARTED WITH A LOWER NUMBER OF APPOINTMENTS RIGHT AROUND, YOU KNOW, UH, 40 TO 60 APPOINTMENTS FOR BRUSH, AND THEN 120, 140 APPOINTMENTS FOR BULK.

AND THEN WE JUST GRADUALLY INCREASE TO WHERE WE'RE AT NOW, WHICH ARE 300 APPOINTMENTS FOR BULK, UH, DAILY, AND THEN, UH, 120 APPOINTMENTS FOR A BRUSH.

AND THEN, BUT IN CALENDAR YEAR 25, WE INCREASED TO, UH, 334, UH, TONS OF RECYCLABLE MATERIALS.

AND THEN AS, AS YOU GO THROUGH, YOU ALSO SEE THE CHART, WHICH SHOWS FROM, UH, JANUARY THROUGH, UH, OUT, UH, THE YEAR OF 2025 ALL THE WAY TO DECEMBER.

AND SO OUR TOTAL OF BULK LANDFILL REDUCED FROM, UH, CALENDAR YEAR 24, UH, ABOUT 3000 TONS IN, IN CALENDAR YEAR, 25 TO 6,072 TONS.

AND THEN THE BRUSH COLLECTED, THERE WAS ALSO REDUCTION FROM, UH, 6,100 TONS TO NEARLY 3000 TONS.

SO OPERATIONAL COSTS, UH, REVENUE DIVERSION AND MILEAGE, YOU KNOW, WITH ON DEMAND, YOU KNOW, WE'VE EXPERIENCED CHANGES IN THE PROGRAM, AND THOSE CHANGES ARE REPRESENTATIVE, UH, OF THE SERVICE MODEL.

AND SO WHAT YOU SEE FOR BRUSH, UM, IS YOU SEE OUR OVERTIME SAVINGS IN BRUSH IN BULK.

UH, THEN YOU ALSO SEE FUEL SAVINGS, UH, IN BRUSH.

AND THEN IN PART OF THAT FUEL SAVINGS, UH, FOR BRUSH COMES FROM THE IDEA OF POINT TO POINT ROUTING.

YOU KNOW, WHEN YOU LOOK AT THE OLD SERVICE MODEL, WHEN YOU'RE SERVICING ANYWHERE FROM SIX TO 8,000 HOMES, AN OPERATOR HAS TO DRIVE DOWN EVERY SINGLE STREET IN ORDER TO ACCOMPLISH THE COMPLETION OF A ROUTE.

YOU KNOW, WHEN YOU GO FROM TO AN APPOINTMENT BASED SERVICE MODEL, IT'S GOING FROM ONE ADDRESS TO THE VERY NEXT ADDRESS.

BYPASSING FULL STREETS THAT MAY HAVE NOT BEEN SET OUT, MAY HAVE NOT BEEN SET OUT ON THAT FIRST MONTH CYCLE OR THAT, THAT SECOND ANNUAL CYCLE.

AND SO THERE'S A RE THERE'S A REDUCTION, UH, IN, IN YOUR FUEL COSTS AS IT RELATES TO, TO BRUSH.

WHEREAS IN CALENDAR YEAR 25, WE SEE, UH, A

172,000, A REDUCTION OF, OF NEARLY 86 K IN OUR, IN OUR LANDFILL COSTS.

AND THEN YOU ALSO SEE, UH, AN INCREASE IN FUEL COSTS.

BUT THERE'S A CAVEAT TO THAT BECAUSE WHEN YOU LOOK AT THE INCREASE REVENUE FOR, UH, FROM DIVERSION EFFORTS, UH, IT KIND OF OFFSETS OUR FUEL COSTS.

BUT BECAUSE OF THAT ADDITIONAL, UH, ABILITY TO INCREASE OUR DIVERSION, YOU KNOW, OUR MILEAGE NUMBERS INCREASE BECAUSE WE ARE RUNNING JUST A FEW MORE TRUCKS IN ORDER TO DIVERT THIS MATERIAL FROM THE CURBSIDE, UH, TO, UH, RECYCLING FACILITIES AND, AND THUS INCREASING THE MILEAGE.

AND SO WHEN YOU LOOK AT THAT MILEAGE INCREASE, OVERALL, IT'S ABOUT AN IN 22% OF IT CAME FROM JUST DIVERSION ALONE.

UM, WE LAUNCHED THE HHW ON DEMAND PROGRAM IN JANUARY OF 2025.

UH, THERE'S A TABLE ON THE BOTTOM LEFT THAT KIND OF BREAKS DOWN A LOT OF THE INDIVIDUAL COSTS.

IT DOES, UM, I'M SORRY.

WE DID SEE AN INCREASE OF ABOUT 2000 MORE RESIDENTS UTILIZING THE HOUSEHOLD HAZARDOUS WASTE PROGRAM.

UM, AND ABOUT 20% OF THOSE TOTAL WORK FROM THE HHW ON DEMAND PROGRAM.

YOU CAN SEE IN THAT TABLE, THERE'S ABOUT 7,300, UH, CUSTOMERS IN ADDITION TO THE 28,000, UH, CUSTOMERS THAT COME TO THE DROP OFF CENTER.

IT IS MORE EXPENSIVE, UH, OR AT LEAST THE, THE DROP OFF SERVICE IS THE MORE EFFICIENT, UH, COST EFFECTIVE WAY TO, TO DIS UH, TO COLLECT AND DISPOSE OF OUR HOUSEHOLD HAZARDOUS WASTE COLLECTED.

BUT, UM, I WANTED TO, UM, DRAW YOUR ATTENTION TO THE, THE BOTTOM OF THE TABLE, UM, WHERE WE HAVE AN EFFECTIVE COST PER HOUSEHOLD FOR DROP OFF, FOR HOUSEHOLD HAZARDOUS WASTE DROP OFF, AND, UH, THE EFFECTIVE COST PER HOUSEHOLD FOR, FOR PICKUP.

UM, IT'S A LITTLE BIT HIGHER.

UM, BUT ONE THING I WANTED TO, TO BRING UP WAS THAT THE AVERAGE WEIGHT PER HOUSEHOLD IS NEARLY TRIPLE, UM, FOR PICKUP THAN IT IS FOR DROP OFF.

UH, WE HAVE A FEW THOUGHTS ABOUT THAT.

WE'RE THINKING THAT, UM, YOU KNOW, FOLKS ARE, WHEN THEY'RE COMING TO THE DROP OFF CENTER, THEY ARE ALSO BRINGING STYROFOAM AND OTHER RECYCLABLES AND OTHER BULKY ITEMS, AND THERE'S JUST NOT ENOUGH PHYSICAL ROOM WITHIN THE, WITHIN THEIR VEHICLE TO, TO BRING, YOU KNOW, ALL THOSE CHEMICALS DOWN.

UM, SIMILARLY IF WE GO TO, OR ALTERNATIVELY, IF WE GO TO A PERSON'S RESIDENCE, THEY HAVE A LOT OF, UH, THEY MAY AS WELL TAKE THAT OPPORTUNITY TO CLEAN OUT ALL OF THE STUFF THAT THEY ORDINARILY MAY HAVE BEEN HANGING ONTO.

UM, OUR POPULARITY, OUR, UH, HOW, HOW THE CUSTOMERS THAT WE SEE MONTHLY, UH, DOES FOLLOW A LITTLE BIT OF A, A SEASONALITY, UH, ASPECT TO IT WITH, YOU KNOW, THE MORE TEMPERATE MONTHS HAVING A, A HIGHER, UH, PARTICIPATION RATE.

UM, WE DO SEE A, A BUMP IN, UH, OCTOBER, UH, FOLLOWING A PRETTY SUCCESSFUL MARKETING CAMPAIGN BY OUR PUBLIC INFORMATION OFFICE HERE FOR, UH, THE ACTUAL, THE, THE TOTAL TONNAGE COLLECTED IN, UH, AND, YOU KNOW, THE, THE NOVEMBER DECEMBER DECLINE IS, IS TO BE EXPECTED DUE TO THE, THE COLDER WEATHER.

UM, SO IT'S BEEN, WE FEEL PRETTY SUCCESSFUL.

UM, WE'VE GOT AN ADDITIONAL 5%, UH, CUSTOMERS, YOU KNOW, THIS YEAR VERSUS LAST YEAR.

UM, WE TEND TO FIND THAT THE, UH, DROP OFF MATERIALS ARE OF A LITTLE BIT HIGHER QUALITY, UM, OR MORE REUSABILITY THAN, UM, FOLKS THAT ARE COMING TO, TO DROP OFF MATERIALS.

UM, SO A LOT OF THAT MATERIAL IS SUITABLE FOR REUSE IN OUR REUSE STORE.

SO THE, UH, DEPARTMENT DOES NOT HAVE TO PAY FOR A GREATER PERCENTAGE OF THE MATERIALS PICKED UP VERSUS DROPPED OFF.

UM, THIS DOES ALSO, YOU KNOW, REMOVE IT FROM, UM, OUR, OUR STAFF IS COLLECTING IT DIRECTLY FROM THE PERSON.

UM, WE HAVE ALL OF THE SAME KIND OF ISSUES WE SEE DOWN AT THE DROP OFF CENTER, JUST ON THE ROUTE AS FAR AS DAMAGE CONTAINERS, UM, SPILL, STUFF LIKE THAT.

BUT NOW, UH, INSTEAD OF HAVING, YOU KNOW, BEING ABLE TO, TO RESPOND TO SPILLS OR, OR REACTIONS AT THE DROP OFF CENTER, NOW WE HAVE TO DO IT OUT ON THE ROUTE.

SO, UH, CREWS DO GO OUT WITH, UH, SPILL CONTAINMENT AND, UH, CLEANUP SUPPLIES, BUT IT IS STILL AN ISSUE THAT THE STAFF HAS TO DEAL WITH NEARLY DAILY.

NEXT, WE HAVE PARTICIPATION BASED ON COUNCIL DISTRICTS.

AND SO AS YOU SIT HERE, I WOULD ASK YOU TO THINK ABOUT YOUR OWN COUNCIL DISTRICT WHERE YOU LIVE, AND, AND THEN TAKE A LOOK AT THE CHART JUST TO SEE HOW YOUR DISTRICT DID IN, IN CALENDAR YEAR 25.

AND SO, WHEN YOU LOOK AT THE DISTRICTS WERE HIGHER UTILIZATION, UH, COUNCIL DISTRICTS 1, 5, 7, 8, AND 10 HAD ANYWHERE FROM 11% TO 14% UTILIZATION OF, AND FOR THE HOUSEHOLD HAZARDOUS WASTE.

WHEN YOU LOOK AT DISTRICT SEVEN AND DISTRICT 10, THEY ARE THE FURTHEST DISTRICTS FROM THE FACILITY.

BUT THOSE DISTRICTS HAVE A, A HIGH UTILIZATION.

AND SO, YOU KNOW, WE WANT TO CONTINUE TO LOOK AT SOME OF THE, THE DISTRICTS WITH LOWER UTILIZATION AND TARGET THESE AREAS FOR, YOU KNOW, EDUCATIONAL CAMPAIGNS, UH, TO INCREASE USAGE.

A FEW THINGS I JUST WANNA TOUCH ON IN THE, IN THE DIRECTOR'S REPORT, UM, FIRST TO, UH, COMMISSIONER KALL, JUST ON THE, THE BUDGETING OF FUEL, JUST TO KNOW THAT WE GET THOSE NUMBERS FROM FLEET AS FAR AS WHAT THE RATES ARE GONNA BE.

SO WE'RE GOING TO COUNCIL HERE, ACTUALLY AUSTIN ENERGY'S GOING TO COUNCIL HERE, UH, FOR A, UH, PROJECT OUT AT FM EIGHT 12 ON SOME OF THE CLOSED AREAS OF THE LANDFILL, UM, FOR A, UM, COMMUNITY SOLAR PROJECT.

AND THIS WILL BE UP TO AN EIGHT MEGAWATT FACILITY.

AND SO WE'RE TOLD THIS WILL BE THE LARGEST, UH, SOLAR ARRAY WITHIN THE CITY LIMITS.

SO SUPER EXCITED ABOUT THIS PROJECT TOO.

THIS IS ONE THAT WE'VE BEEN TALKING ABOUT A LONG TIME.

I'M TRYING TO GET SOLAR OUT THERE, SO IT'S FINALLY COME TO FRUITION.
