UM, IT'S A REALLY ANOTHER BIG STEP IN ADVANCING AUSTIN LIGHT RAIL AS WE GET INTO OUR PRE-CONSTRUCTION PHASE. AS YOU KNOW, WE AWARDED A, A VERY LARGE CONTRACT, UM, TO MOVE FORWARD ON THE ENTIRE LIGHT RAIL, 10 MIL, 10 MILE ALIGNMENT. AND TODAY WE'RE HERE IN FRONT OF YOU WITH ANOTHER RECOMMENDATION TO KEEP ADVANCING, UH, ONE OF OUR KEY CONTRACTS. AND WE'RE EXCITED TO BRING THAT AND TALK TO YOU ABOUT THAT. AND I KNOW FRANCIS IS GONNA TALK A LITTLE BIT ABOUT SOME OF THE WORK THEY'RE DOING ON OUR BUSINESS SUPPORT PROGRAM AND GETTING SOME OF THEIR FEEDBACK, UH, THAT COMMITTEE THAT THIS BOARD HAS CREATED. UM, I KNOW THE MAYOR YOU HAD A CHANCE TO SPEAK AT THE TRANSIT FORWARD, UH, LUNCHEON JUST SEEMS LIKE IT WAS A FEW DAYS AGO OR A FEW WEEKS AGO. NOT CAN QUITE SURE. YEP. I DON'T REMEMBER . UH, I THINK I SAID A FEW THINGS AS THERE AS WELL. I KNOW DOTTIE AND I WERE THERE AS WELL TO TALK ABOUT, UH, JUST THE STATUS OF WHERE WE ARE. I THINK IT'S REALLY IMPORTANT. AND THEN THIS, THIS PAST WEEK WE HAD A GREAT, UH, CONVERSATION AT THE INFRASTRUCTURE SUMMIT. UH, MAYOR PRO TE VELA WAS THERE, LISA STORE FROM OUR OFFICE. UM, ONE OF OUR LOCAL DEVELOPERS WHO WAS WORKING ON A, ON A PROJECT ALONG THE ALIGNMENT WAS THERE TO KIND OF EXTOL THE VIRTUES OF ALL THE GREAT THINGS THAT WE CAN DO. AND WE COMBINED THE DEVELOPMENT AND, UH, THE LIGHT RAIL, AND WE WERE VERY FORTUNATE TO HAVE, UM, UH, BASICALLY THE HEAD OF WHAT IS THE, THE DOWNTOWN FOR CHARLOTTE TO COME IN AND TALK ABOUT THEIR EXPERIENCE. IT WAS A REALLY GREAT DIALOGUE. WE FILLED UP THE ROOM AND TALKED ALL ABOUT, UM, REALLY WHAT IS HAPPENING AROUND AUSTIN BEING MORE THAN THE TRAIN WITH LIGHT RAIL AND ALL THE ECONOMIC DEVELOPMENT BENEFITS AND THE JOB CREATION AROUND IT, NOT ONLY DURING CONSTRUCTION, BUT THROUGHOUT THE LIFE OF THE PROJECT. SO IT WAS A GREAT, UH, A GREAT CONVERSATIONS THAT WE'VE HAD. UM, BEFORE YOU MOVE ON TO THE NEXT SLIDE, CAN YOU GO BACK ONE, ONE OF THE THINGS THAT I LIKE TO POINT OUT ABOUT THE ADVISORY COMMITTEE, I WANNA THANK BOARD MEMBER GARETH FOR, FOR JOINING ME ON, ON MEETING WITH A GROUP. SO WE SPENT A LOT OF TIME GOING THROUGH THE DIFFERENT STRATEGIES. SO THANK YOU FOR GUIDING US THROUGH THAT EFFORT AND HOW WE'RE SHAPING OUR, HOW WE HELP THE COMMUNITY AND THE BUSINESSES STAY AFLOAT DURING THIS CONSTRUCTION PERIOD. SO THANK YOU. THANK YOU. YEAH, IT WAS GREAT. IT'S, IT'S A GREAT GROUP OF FOLKS TO COME IN. AND REMEMBER THAT IS MORE THAN JUST, UH, LIGHT RAIL, BUT REALLY ALL THE PROGRESS THAT CAP METRO HAS DONE IN [00:05:01] ADVANCING, UM, THE, UH, THE METRO RAPIDS THAT I KNOW WE'RE JUST AT THE LAST MOMENT ON DOTTIE OF, OF WRAPPING UP. AND, UM, AND THEN THE CITY REALLY DOING A GREAT JOB ON ALL THE ANTI DISPLACEMENT WORK. UH, AND WE KNOW A LOT OF THOSE PROJECTS, SOME OF THAT LAND BANKING THAT WENT ON IS MOVING FORWARD AS WELL. SO JUST A GREAT SUCCESS ALL AROUND. AND THAT'S ALL DOCUMENTED IN THIS, THIS REPORT. UM, I ALSO WANT TO THEN KIND OF PITCH TO, YOU KNOW, ONE OF THE THINGS WE ALWAYS DID AS WELL IS WHY WE GAVE THE BOARD KIND OF A LOOKBACK PERFORMANCE REPORT ON, ON WHAT WE DID IN 2025 IS ALSO IMPORTANT TO FOCUS ON WHAT WE'RE DOING IN 2026. AND SO WE'RE ORGANIZED AROUND, UH, BIG AREAS, PROJECT DELIVERY, UM, WHAT WE'RE DOING IN 26, OBVIOUSLY, UH, IT'S THE AWARD OF CONTRACTS, WHICH WE'VE STARTED. UM, I THINK ANOTHER BIG ONE ON HERE IS THE RIGHT OF WAY ACQUISITION, WHICH WE HAVE TALKED ABOUT, AND YOU'LL HEAR MORE, UH, IT'S ON AN ACTION ITEM TODAY, JUST A PROCESS THAT ACTUALLY HAS BEEN GOING ON FOR ABOUT TWO AND A HALF YEARS. IT WAS VERY PART OF THE NEPA PROCESS, THAT TRANSPARENT PROCESS IN NEPA. UM, AND IT'S A LONG LEAD ITEM. SO THAT'S A BIG EFFORT THAT IS UNDERWAY, UH, AS WELL. AND THEN, UH, JUST CONTINUING TO DO ALL OF OUR SCOPE AND WE'RE GONNA HEAR MORE ABOUT THAT AS WELL. UH, ANOTHER AREA THAT WE'RE FOCUSING IS OUR COMMUNITY PARTNERSHIPS. UM, AGAIN, GOOD TIMING. YOU'RE GONNA HEAR MORE ABOUT WHAT WE'VE BEEN DOING JUST EVEN SINCE WE'VE LAST TALKED OUT IN THE COMMUNITY. UM, ALSO GOOD TIMING TODAY, THE FINANCIAL ACCOUNTABILITY, UH, WORKING WITH OUR, WITH OUR PARTNERS IN FTA AS WE ADVANCE, UH, THROUGH THE FEDERAL PROCESS, BUT ALSO LOCALLY, HOW WE'RE TAKING CARE OF OUR OWN FUNDS. AND TODAY, YOU'LL HEAR ABOUT OUR FINANCIAL AUDIT FOR THE END OF THE YEAR. UH, AND THEN FINALLY CONTINUING ON OUR BOARD ENGAGEMENT WITH THIS PROCESS, UH, AND GETTING OUT OR ABOUT AND BRINGING INDUSTRY IN AS WELL. SO WITH THAT, UM, I'D LIKE TO, I THINK IT'S WHAT WE'D LIKE TO START DOING WITH AS WE GET INTO THIS, IN ESSENCE PRE-CONSTRUCTION PHASE, UM, IS BRINGING UP A, UH, BRINGING UP A DIALOGUE, UH, ABOUT WHERE WE, WHAT WE'VE BEEN WORKING ON AS A, AS A, AS A ORGANIZATION AND WHAT WE WILL BE WORKING ON. AND THESE ARE ALL STEMMING FROM THE CONTRACTS THAT YOU HAVE APPROVED. AND, UH, SO WE HAVE A, A, A FEW SLIDES AND A CONVERSATION ABOUT WHAT WE'RE DOING. AND WHAT I WOULD SAY IS, UH, WE REALLY ENVISION THIS NOW BECOMING A STANDARD PART OF THESE BOARD MEET MEETINGS AS WELL AS OUR BOARD BRIEFINGS IN PROBABLY EVEN A MORE EXTENDED WAY. WE ARE DOING A TREMENDOUS AMOUNT OF WORK, UM, ACROSS ALL ASPECTS OF THE PROJECT. UM, AND WE THINK IT'S, UH, WE'RE GONNA SPEND A LOT MORE TIME IN THESE BOARD MEETINGS, KIND OF ROLLING UP OUR SLEEVES A LITTLE BIT AND BRINGING FORWARD, UM, SOME OF THE ISSUES THAT WE'RE WORKING THROUGH. UM, WHAT'S GREAT ABOUT LARGE, UH, INFRASTRUCTURE PROJECTS IS THE LONG-TERM BENEFITS OF THEM, BUT THEY ARE COMPLEX INFRASTRUCTURE PROJECTS. AND WE THINK THE BEST WAY TO COMMUNICATE THAT TO THE COMMUNITY THAT WE'RE WORKING ON IS TO SHOW YOU THE WORK THAT WE'RE DOING. SO WE WANNA TALK A LITTLE BIT ABOUT THAT TODAY, BUT THEN ALSO, UM, UH, IN THE FUTURE HAVE A SOME, WE'RE GONNA BE SCHEDULED SOME DEEPER DIVES ON SOME OF THE SPECIFIC TOPICS THAT WE ARE WORKING THROUGH AND ISSUES THAT WE NEED TO SOLVE AS WE CONTINUE TO GET READY FOR CONSTRUCTION IN 2027. HAPPY TO BE HERE AND TALK TO YOU A LITTLE BIT ABOUT SOME OF THE WORK WE'VE BEEN DOING SINCE WE SAW YOU LAST IN FEBRUARY WHEN THE CONTRACT FOR OUR DESIGN AND CONSTRUCTION WAS AWARDED AND ALSO PROVIDED US THE AUTHORIZATION TO INITIATE OUR PRE-CONSTRUCTION ACTIVITIES. UH, FROM THAT BOARD MEETING, WE HAD OUR CONTRACTOR, UH, BEGIN CO-LOCATING WITH US THAT FOLLOWING, UH, MONDAY ACTUALLY. AND WE HAVE SINCE BEEN VERY EXCITED TO BE PACKED FULL IN THE OFFICE HERE TODAY. I THINK WE'VE GOT SOMEWHERE CLOSE TO 200 PEOPLE AND A BUZZ OF ACTIVITY AND, AND REALLY A SPEED OF WORK THAT, UM, HAS BEEN EXPONENTIALLY FASTER THAN OUR, OUR PREVIOUS PHASES AS WE RAMP UP FOR GETTING READY FOR CONSTRUCTION NEXT YEAR. UH, SOME OF THAT WORK OF BRINGING OUR CONTRACTOR ON BOARD INCLUDES SETTING UP THE STRUCTURE FOR HOW WE WILL WORK TOGETHER, AND THAT INCLUDES INTEGRATING INTO VARIOUS TASK FORCE MEETINGS AND DIVING DEEP INTO TOPICS OF, YOU KNOW, WHETHER IT'S TRACK DESIGN OR BRIDGE DESIGN OR SYSTEMS. UM, NOT ONLY WITH A TP AND OUR CONTRACTORS, BUT ALSO INTEGRATING OUR PARTNERS IN THAT WITH THE CITY OF AUSTIN AND CAT METRO. UM, EVEN ACTUALLY JUST EARLIER TODAY, KICKED OFF OUR OPERATIONS IN MAINTENANCE PLANNING WORKING GROUP. AND WE'VE ALSO SET UP A STRUCTURE OF GOVERNANCE INTERNALLY TO HELP GUIDE HOW WE DIRECT THE WORK WITH OUR CONTRACTOR AND WHAT SORTS OF ISSUES CAN BE SOLVED AT WHAT LEVELS, YOU KNOW, WHAT CAN BE DONE AT A, A DESIGN LEVEL AND WHAT NEEDS TO BE ESCALATED UP TO A MULTIDISCIPLINARY WORK GROUP AND, AND WHAT NEEDS TO COME TO OUR LEADERSHIP AND STEERING COMMITTEES. AND WE ARE VERY HAPPY WITH, UH, HOW THAT WORK IS [00:10:01] MOVING FORWARD. WHAT DOES THAT MEAN? WELL, THERE'S A LOT OF DIFFERENT COMPONENTS. THE BRIDGE IS ONE OF THEM THAT, THAT ACTUALLY, UM, WE'RE TRYING TO INNOVATE ON THE TYPE OF STRUCTURE THAT WE'RE GONNA USE. UM, HOW'S IT GONNA TIE INTO THE WATERFRONT STATION? UM, HOW ARE WE GONNA TIE IN THE, UM, THE, THE BIKE AND THE, UM, PEDESTRIANS INTO THAT. WE'RE LOOKING AT ALL OF THOSE TYPES OF THINGS. UM, AND THE BENEFIT OF HAVING THE PDB ON BOARD IS THE FACT THAT THEY BRING THAT COST LENS INTO IT AS WELL. SO WE'RE LOOKING AT IN TERMS OF LIKE, HOW MUCH IS IT GONNA COST US? UM, WHAT IS THE USER EXPERIENCE GONNA BE LIKE? SO WE HAVE THESE DIFFERENT CATEGORIES THAT WE'RE LOOKING AT TO HELP DEVELOP THAT, AND THEY'VE BEEN HELPING US A LOT WITH THAT. THE OTHER THING WE'VE ALSO BEEN DOING IS WE'VE BEEN STARTING GETTING READY FOR FIELD INVESTIGATION. ON THE BOTTOM RIGHT YOU'LL SEE A, A LITTLE CARD THERE WHERE WE'VE GIVEN THAT TO THE FOLKS THAT ARE ACTUALLY GONNA BE OUT IN THE FIELD. SO IF YOU SCAN THE QR CODE, IT ACTUALLY WORKS. UM, WE'RE, WE'RE WORKING ON THE PERMITTING FOR THE, FOR THE UTILITY LOCATES AND ALSO FOR THE GEOTECH. THAT WORK IS ALSO ONGOING AS WELL. SO, SO WHAT'S THE LOOK AHEAD? WHAT DOES, WHAT DOES IT LOOK LIKE KIND OF GOING FORWARD? UM, ONE OF THE THINGS WE'RE TRYING TO DO, UM, IN TERMS OF THAT IS, IS, UM, DOING SOME OF THE PRE, UM, PRE-ACQUISITION ACTIVITIES AND SOME OF THAT WE'RE GONNA TALK ABOUT A LITTLE BIT LATER. SO I'M NOT GONNA TALK COVER TOO MUCH ON THE APPRAISALS AND THE SITE SURVEYS, BUT IN TERMS OF CONSTRUCTION PLANNING, THIS IS REALLY IMPORTANT FOR US. AS IN DURING THESE EARLY PHASES, WE'RE TRYING TO ACTUALLY WORK WITH THE CONTRACTOR TO DEVELOP WHAT THE PHASING AND SEQUENCE IS GONNA BE FOR THE, UH, FOR THE PROGRAM. SOME OF THAT IS ALSO GONNA TIE BACK INTO REAL ESTATE, LIKE WHAT REAL ESTATE IS GONNA BE AVAILABLE FOR US. WE'RE GONNA TALK ABOUT WORK PACKAGES, WHAT'S, WHAT'S MANAGEABLE PACKAGES THAT WE CAN ACTUALLY USE THAT ACTUALLY TIE IN WITH THE CASH FLOW THAT WE HAVE. AND OF COURSE, LOOKING AT THAT OVERALL CONSTRUCTION TIMELINE, THE CONTRACTORS ACTUALLY WORKING WITH US ON THAT. NOW ALL THIS TIES IN BACK TO PHASE ONE B. AND PHASE ONE B ACTUALLY GETS US THROUGH THE PERMITTING PROCESS AND INTO CONSTRUCTION. SO THE CONTRACTOR IS ACTUALLY WORKING WITH US RIGHT NOW TO ACTUALLY DEVELOP THE SCOPE FOR PHASE ONE B. AND ONE OF THE THINGS THAT WE'RE TRYING TO DO FOR PHASE ONE B IS TO TRY TO BREAK IT OUT INTO A COUPLE OF DIFFERENT COMPONENTS, RIGHT? WE'RE TRYING TO DO THE ADMINISTRATIVE PORTION OF IT, WE'RE TRYING TO LOOK AT EARLY WORKS, LIKE WHAT DOES THAT LOOK LIKE? UM, HOW DO WE ACTUALLY BREAK THOSE PACKAGES UP? AND THEN THE LAST OF IT IS WE'RE LIKE, LET'S JUST TRY TO DEVELOP THE REST OF THE DESIGN, BECAUSE ONCE YOU GET THE EARLY WORKS PACKAGES DONE, THAT WORK BECOMES STATIC AND NOW THE DESIGN AROUNDS IT BECOMES, BECOMES, THAT'S THE, THAT'S THE PART THAT YOU CAN MOVE. SO WE'RE TRYING TO GET THAT FROM 60 TO 90, AND THE INTENT IS AT THE END OF THAT PHASE, WE WOULD HAVE GUARANTEED MAXIMUM PRICES AND BE ABLE TO START THAT WORK, UM, LEAD INTO PHASE TWO. NOW WITHIN THAT ONE B PHASE, UM, THAT EARLY WORKS, THAT, THAT WORK COULD BE DONE THEORETICALLY WITHIN, YOU KNOW, WITHIN A YEAR'S TIMELINE. SO WE COULD BE THEORETICALLY BE STARTING CONSTRUCTION DURING PHASE ONE B, WHICH WILL GIVE US A YEAR FROM WHEN THAT ACTUALLY STARTS. UM, SO THE AUTHORIZATION FOR THAT, WE'RE PROBABLY GONNA COME TO THE BOARD LATER THIS SUMMER. AND, UM, IF IN TERMS OF MAGNITUDE, IF YOU THINK ABOUT THE WORK WE'RE DOING RIGHT NOW, WE'RE DOING LIKE SEVEN MONTHS WORTH OF WORK, UM, IN A VERY RAPID PACE. UM, SO, SO THAT, THAT COST MAY COME IN A LITTLE BIT MORE THAN WHERE WE ARE RIGHT NOW, BUT WE HAVE TO GET THE ADDITIONAL 12 TO 18 MONTHS TO WRAP UP THE, UM, THE ONE B PHASE AND THEN GET INTO CONSTRUCTION. WITH THAT, I'M GONNA TURN OVER TO LINDSAY TO ADD ANYTHING. UH, WE'RE TRYING TO MINIMIZE TAKES FROM A, BOTH A PROPERTY PERSPECTIVE, BUT FROM A COST PERSPECTIVE AS WELL. UM, AND, AND WE'LL CONTINUE TO DO THAT. UM, ADDITIONALLY THROUGHOUT THE ENTIRE PROCESS, UM, AFTER WE, WE RECEIVED THAT FEEDBACK, WE INCORPORATED A LOT OF THE COMMENTS AND, AND FEEDBACK INTO, INTO THE SOLICITATION DOCUMENTS. WE ISSUED, UM, AN RFQ BACK IN AUGUST. UM, AND YOU ISSUE AN RFQ IN ORDER TO GET QUALIFICATIONS OF THE FIRMS AND THE PERSONNEL THAT THEY WERE GONNA PROPOSE ON THE PROJECT. REALLY EXCITED TO SAY THAT WE HAD SEVEN RESPONSES TO THAT RFQ. UM, THIS ISN'T A SMALL PROJECT, IT'S A MULTI HUNDRED MILLION DOLLAR CONTRACT WHEN IT'S ALL SAID AND DONE. SO THE LEVEL OF COMPETITION IS LIMITED BASED ON THE SIZE AND, UM, AND COMPLEXITY OF THE SCOPE. SO THE, THE FACT THAT WE HAD SEVEN REALLY WELL QUALIFIED, UM, FIRMS PROPOSE IN THE RFQ PHASE IS REALLY SOMETHING TO NOTE AND TO BE REALLY PROUD OF. UM, WE REVIEWED THOSE QUALIFICATIONS AND WE SHORTLISTED THE, THE MOST QUALIFIED FIRMS TO MOVE FORWARD TO THE RFP PHASE. WE RECEIVED THREE PROPOSALS FROM THAT REQUEST FOR PROPOSAL PROCESS. AND AGAIN, IN THAT PROCESS WE ASKED FIRMS TO PROPOSE THEIR APPROACHES TO DESIGN MANAGEMENT, CONSTRUCTION MANAGEMENT, SCHEDULING, ESTIMATING, UM, AND A VARIETY OF OTHER THINGS. WE ASKED THEM TO PROPOSE ON, UM, INNOVATION IDEAS AND, AND CONCEPTS FOR THE PROJECT, THEIR SUBCONTRACTING PLANS FOR HOW THEY INTENDED TO PUT MORE, UM, AUSTIN AND TEXAS BASED FIRMS TO WORK A PART OF THE PROJECT. UM, AND WE EVALUATED THAT AND, AND SCORED IT ALONG WITH, UH, DIFFERENT COST ELEMENTS THAT WERE ATTACHED TO IT. WE DID COLLABORATIVE BEHAVIORAL ASSESSMENTS WHERE WE REQUIRED, UM, THE FIRMS TO BRING THEIR KEY PERSONNEL AND THEIR KEY STAFF INTO A TP TO WORK WITH OUR KEY PERSONNEL ON REAL LIFE SITUATIONS THAT HAPPEN DURING THE COURSE OF DELIVERING A PROJECT SO WE CAN MEASURE AND TEST AND EVALUATE HOW WELL WE COULD ACTUALLY WORK TOGETHER. BECAUSE IT'S REALLY IMPORTANT TO ENSURE THAT THE FIRMS WE HAVE ARE EXPERIENCED AND QUALIFIED AND THEY HAVE REALLY GREAT DESIGNS AND APPROACH IDEAS, BUT PEOPLE CAN HURT A PROJECT JUST AS BAD AS BAD EDUCATION OR BAD EXPERIENCE CAN. UM, AND AGAIN, ALL OF THE FIRMS THAT PROPOSED ON THIS REALLY LISTENED TO THE BOARD TOO ON WANTING TO MAKE SURE THIS HAPPENED. SO I THINK BRAD DID A GOOD JOB OF DETAILING OUT OUR OBJECTIVE AND SCOPE OF WORK. SO I KNOW WE'RE TRYING TO KEEP IT BRIEF SO I CAN, I THINK I CAN SKIP FORWARD TO OUR NEW ACCOUNTING STANDARDS HERE. SO THE FIRST BEING GASB 1 0 1, UM, DURING THE AUDIT, WE MAKE SURE TO ASSESS ALL NEW ACCOUNTING STANDARDS TO SEE WHAT IMPACT THEY MIGHT HAVE ON THE FINANCIAL STATEMENTS. SO GASB 1 0 1 IS RELATED TO COMPENSATED ABSENCES LIABILITY, AND IT'S REGARDING THE RECOGNITION AND MEASUREMENT OF THAT LIABILITY. NOW, COMPENSATED ABSENCES ARE NOTHING NEW TO GOVERNMENTAL ACCOUNTING. THEY'VE BEEN AROUND LONGER THAN I'VE BEEN AROUND IN ACCOUNTING . UM, SO OUR GOAL THIS YEAR WAS TO DETERMINE IF THERE WAS A MATERIAL IMPACT OF THE STANDARD. UM, A TP FINANCE MANAGEMENT WENT THROUGH AND PERFORMED AN ANALYSIS AND CONCLUDED THAT THERE WAS NOT THE CALCULATION THEY WERE PERFORMING PREVIOUSLY VERSUS THE NEW ONE. UNDER GAL SBY 1 0 1 WERE VERY CLOSE. UH, WE REVIEWED AND CONCURRED. SO THERE WAS NO NEED TO RESTATE THE PRIOR YEAR FINANCIALS JUST SIMPLY DUE TO THE IMMATERIAL CHANGE. SO WE DID, OF COURSE, MAKE SURE THE CALCULATION WAS UPDATED APPROPRIATELY AND THAT IT WAS FOLLOWING THE STANDARDS. AND THEN YOU MAY HAVE NOTICED IF YOU LOOKED AT NOTE TWO, THAT THE DISCLOSURE WAS ALSO BEEFED UP A LITTLE BIT TO BE IN COMPLIANCE WITH THE STANDARD. UM, GS B 1 0 2 IS A LITTLE BIT OF THE OPPOSITE, NOT TOO MUCH WORK TO DO THERE AS IT, THERE WAS NO IMPACT ON THE FINANCIALS. THIS WAS RELATED TO CERTAIN RISK DISCLOSURES. AND THE GOAL OF THIS, UM, STANDARD WAS TO IMPROVE TRANSPARENCY AROUND VULNERABILITIES GOVERNMENTS MIGHT FACE THAT COULD IMPACT THEIR FINANCIAL POSITION. AND AGAIN, UPON REVIEW, WE DIDN'T SEE THAT THERE WAS ANY IMPACT TO ATP'S FINANCIAL STATEMENTS. ALRIGHT, SO MOVING RIGHT ALONG. WE HAVE A COUPLE OF REQUIRED COMMUNICATIONS THAT WE NEED TO GIVE TO THOSE CHARGED WITH GOVERNANCE, WHICH WOULD BE YOU GUYS. UM, SO THE FIRST AND FOREMOST BEING THAT WE ARE NOT AWARE OF ANY, UM, RELATIONSHIPS BETWEEN CROW AND A TP THAT MAY IMPAIR, UM, INDEPENDENCE AND MOVING ALONG. WE ALSO NEED TO COMMUNICATE ANY NEW SIGNIFICANT ACCOUNTING POLICIES. I BELIEVE [01:20:01] I JUST DID THAT WHERE THERE WERE NO OTHERS IDENTIFIED, ASIDE FROM THE TWO GASB STANDARDS THAT I JUST WENT OVER. UM, BRAD WILL TOUCH ON KIND OF SOME OF THE FUTURE STANDARDS THAT ARE UP AND COMING IN A FUTURE SLIDE. UM, ALSO ADDITIONALLY, IN THE PREPARATION OF FINANCIALS, THERE ARE A NUMBER OF ACCOUNTING ESTIMATES THAT ARE CALCULATED. THREE ARE LISTED ON THE SLIDES HERE. SO THAT WOULD BE YOUR FAIR VALUE OF INVESTMENTS, YOUR USEFUL LIFE OF CAPITAL ASSETS, AS WELL AS THAT SAME COMPENSATED ABSENCE LIABILITY THAT WE JUST TALKED ABOUT. WE REVIEW THOSE FOR REASONABLENESS AND CONSISTENCY. NO ISSUES WERE NOTED UPON THAT REVIEW. AND FINALLY, FOR THIS SLIDE, UM, AS PART OF OUR AUDIT, WE MAKE CERTAIN JUDGMENTS OVER ACCOUNTING AND YOUR FINANCIAL STATEMENTS, UM, MORE FROM A CALL, A QUALITATIVE ASPECT, UM, IN PERFORMING THAT WE DID NOT IDENTIFY ANY CONCERNS AROUND APPROPRIATENESS OF ACCOUNTING POLICIES OR ADEQUACY OF YOUR FINANCIAL STATEMENT DISCLOSURES, NO ISSUES ON TIMING OF TRANSACTIONS, UM, NO SIGNIFICANT RISKS OF EXPOSURE OR UNUSUAL TRANSACTIONS, AND NO ATTEMPTS AT MANAGEMENT SELECTIVELY CHOOSING WHICH MISSTATEMENTS TO CORRECT OR NOT CORRECT IN AN ATTEMPT TO MISLEAD THE FINANCIALS. SO ALL IN ALL, GOOD NEWS ON THAT FRONT. ALL RIGHT, SO WE TALKED ABOUT CORRECTED AND UNCORRECTED MISSTATEMENTS JUST A SECOND AGO. UM, SO TO QUICKLY DESCRIBE WHAT THOSE ARE, UM, THOSE ARE JUST ADJUSTMENTS THAT ARE IDENTIFIED THROUGHOUT TESTING OF THE AUDIT. SO WE PROPOSE THOSE TO MANAGEMENT. AND IF IT'S CORRECTED, IT SIMPLY MEANS THAT THEY DID DECIDE TO POST THAT. AND IT IS REFLECTED ON THEIR FINANCIAL STATEMENTS. IF IT'S UNCORRECTED, THAT MEANS THAT THEY HAVE ELECTED TO WAIVE THAT. AND OUR JOB IS TO MAKE SURE THAT ANY ADJUSTMENTS THAT ARE WAIVED ARE NOT MATERIAL INDIVIDUALLY OR IN AGGREGATE. SO ANYTHING THAT'S WAIVED, YOU KNOW, THAT THERE'S TRULY NO MATERIAL IMPACT TO THE FINANCIAL STATEMENTS. UM, THERE WAS ONE THAT WAS IDENTIFIED IN UNCORRECTED MISSTATEMENT. IT WAS RELATED TO A PREPAID ASSET THAT WAS BOOKED IN A PREVIOUS YEAR. UM, WE OR MANAGEMENT ELECTED TO WAIVE THE RESTATEMENT OF THE PRIOR YEAR FINANCIAL STATEMENTS, WHICH IS THE UNCORRECTED ENTRY. HOWEVER, IN THE CURRENT YEAR THIS WAS CORRECTED, UM, THE PREPAID WAS REDUCED AND IT WAS OFFSET BY AN EXPENDITURE. UM, OKAY, SO MOVING ALONG, UH, BRAD ALREADY MENTIONED SIGNIFICANT DEFICIENCIES AND MATERIAL WEAKNESSES. WE DID NOT IDENTIFY ANY OF THOSE. AND KIND OF THE LAST, UM, YOU KNOW, GROUPING OF ITEMS HERE, UM, SEVERAL THINGS THAT WE WOULD BE REQUIRED TO COMMUNICATE SHOULD ANY OF THEM ACTUALLY OCCUR. UM, YOU KNOW, FOR A FIRST YEAR AUDIT, WE, WE DID A GREAT JOB. I THINK AS A TEAM, EVERYONE WAS WONDERFUL. IT WAS EASY TO COMMUNICATE WITH THEM. I HAVE NOTHING TO REPORT AS FAR AS ANY ISSUES WITH MANAGEMENT OR ANYTHING OF THAT NATURE. ALL RIGHT, THANKS DANIELLE. UH, GASB 1 0 3 IS RELATED TO, UH, IT'S CALLED THE FINANCIAL REPORTING MODEL. BUT THE PRIMARY CHANGES THAT YOU'LL SEE IS IN THE MDNA SECTION, YOUR MANAGEMENT'S DISCUSSION ANALYSIS, PART OF THE FINANCIAL STATEMENTS, WHICH KIND OF, UH, INTROS INTO THE FINANCIALS. THERE'S GONNA BE AN EMPHASIS ON BEEFING THAT UP A LITTLE BIT MORE, ADDING MORE DOCUMENTATION AROUND OR EXPLANATION AROUND VARIANCES, UH, YEAR OVER YEAR, UM, THINGS OF THAT NATURE. SO DON'T ANTICIPATE IT IMPACTING, YOU KNOW, ANY PARTICULAR BALANCES OR HOW YOU RECORD TRANSACTIONS. MORE JUST DISCLOSURES AND ADDING A LITTLE BIT DISCLOSURE, ADDING A LITTLE BIT MORE DISCLOSURE. UH, AS PART OF THE AUDIT PROCESS, WE'RE REQUIRED TO NOT ONLY LOOK THROUGH THE END OF THE FISCAL YEAR THAT WE'RE AUDITING, BUT THEN ALSO LOOK AT ANY SUBSEQUENT EVENTS AFTER, UM, FROM THERE TO THE TIME THAT WE ISSUE. AND SO THIS IS JUST DEFINING WHAT IS RECOGNIZED OR NON RECOGNIZED EVENTS, THINGS LIKE THAT. SO NOTHING TO BE REALLY CONCERNED ABOUT AT THIS POINT EITHER. AND SO THE, THE POINT IN TIME WHEN IF YOU GET FEDERAL FUNDING, UH, TO ASSIST WITH THE OVERALL PROJECT, THAT'LL CHANGE THE AUDIT PROCESS A LITTLE BIT. IT'LL ADD ON TO WHAT WE'RE REQUIRED TO DO. SO AT THAT POINT, WE'LL HAVE TO DO, UH, TESTING UNDER UNIFORM GUIDANCE AND COMPLIANCE TESTING. THERE'LL BE ADDITIONAL CONTROLS TESTING WE NEED TO DO, AND ALL OF THAT'LL BE SPECIFIC TO THE, THAT FEDERAL FUNDING THAT YOU'RE RECEIVING. UM, SO WE'VE BEEN IN DISCUSSIONS WITH THE, THE FINANCE TEAM ALREADY ABOUT TRYING TO MAKE SURE THEY'RE PREPARED FOR THAT AND WHAT WE'D BE LOOKING FOR, UM, SO THAT WHEN YOU ACTUALLY GET A GRANT AGREEMENT SIGNED, EXECUTED, AND THEN THE AUDIT REQUIREMENTS ARE IN PLACE, HOPEFULLY YOU ALL BE PREPARED FOR THAT AND IT'LL MAKE THAT AUDIT PROCESS EASIER.
