THE PROPERTY BEING BROUGHT BEFORE YOU TODAY IS A COMMERCIAL BUILDING LOCATED AT 31 21 EAST 12TH STREET. THE OWNER OF RECORD HAS BEEN IDENTIFIED AS 31 21 EAST 12TH HORIZONTAL INVESTORS LP WITH AN ADDRESS OF 10 23 SPRINGDALE ROAD BUILDING ONE J AUSTIN, TEXAS 7 8 7 2 1. ON FEBRUARY 20TH, 2025, I RECEIVED A 3 1 1 COMPLAINT FOR THIS PROPERTY ABOUT AN UNSECURED BACK DOOR. PEOPLE EXPERIENCING HOMELESSNESS ON SITE AND A LOT OF TIRES DUMPED BACK BEHIND THE BUILDING ON FEBRUARY 20TH, 2025 ARE PERFORMED. AN INSPECTION OBSERVED THE FOLLOWING VIOLATIONS. I OBSERVED A SINGLE STORY COMMERCIAL BUILDING THAT WAS VACANT WITH UNSECURED FRONT AND BACK DOOR. THE BUILDING HAS BEEN HEAVILY GRAFFITIED WITH NO WATER OR ELECTRICITY. I OBSERVED A LARGE PILE OF TIRES IN THE BACK OF THE AREA OF THE PARKING LOT BEHIND THE BUILDING. I LOOKED INSIDE THE OPEN BACK DOOR AND OBSERVED A LOT OF TRASH AND DEBRIS INSIDE. I SENT OUT A NOTICE OF VIOLATION ON FEBRUARY 20TH, 2025. THE PROPERTY WAS THEN POSTED ON MARCH THE SIXTH, 2025 ON MARCH 26TH, 2025. THE FIRST CITATION FOR PROPERTY ABATEMENT WAS SENT OUT FOR THE VIOLATION ON APRIL 2ND, 2025. I WROTE A SECOND CITATION FOR THE UNSANITARY FOR THE VIOLATION OF UNSANITARY CONDITIONS. ON JUNE 17TH, 2025, I GOOGLED THE REGISTERED OWNER'S NAME, FOUND A REPRESENTATIVE FOR THE PROPERTY WHO WAS ABLE TO GET ME IN TOUCH WITH THE OWNER, A MR. CONNOR WHITE. ON JUNE 25TH, 2025, I RECEIVED A PHONE CALL FROM THE OWNER, CONNOR WHITE, WHO WAS BRIEFED ON THE PROPERTY ABATEMENT VIOLATIONS AND HOMELESS PEOPLE LIVING INSIDE THE BUILDING. ON JULY 3RD, 2025, I CONDUCTED AN INSPECTION AND FOUND ALL THE TIRES IN THE BACK AREA OF THE PARKING LOT HAD BEEN REMOVED. ON JULY 28TH, 2025, I FOUND THE BUILDING UNSECURED WITH OPEN DOORS AND WINDOWS AND SEVERAL HOMELESS PEOPLE LIVING INSIDE A PD WAS CALLED OUT TO CLEAR ALL PEOPLE EXPERIENCING HOMELESSNESS AND STAYING INSIDE THE BUILDING AND THE STEAM TEAM WAS CALLED OUT THE BOARD AND SECURE THE BUILDING. ON OCTOBER 13TH, 2025, I RECEIVED ANOTHER COMPLAINT THROUGH 3 1 1 ABOUT TRASH AND DEBRIS ON THE PROPERTY. I LOCATED TRASH AND DEBRIS IN THE PARKING LOT AND A LARGE TREE LIMB THAT HAD FALLEN AND LAYING IN THE DRIVEWAY. A SECOND NOTICE OF VIOLATION WAS SENT OUT OCTOBER 13TH, 2025 FOR TRASH AND DEBRIS IN THE PARKING LOT. PROPERTY WAS POSTED OCTOBER 21ST, 2025. I ALSO [00:10:01] TRIED TO CONTACT THE OWNER, CONNOR WHITE, BY PHONE AND BY TEXTING ADVISING HIM OF THE VIOLATION ON NOVEMBER THE SIXTH, 2025. I NEVER HEARD BACK FROM THE OWNER AND ANOTHER ADMINISTRATIVE CITATION WAS ISSUED FOR THE VIOLATION. ON NOVEMBER 10TH, 2025, I CONDUCTED AN INSPECTION AND FOUND ALL THE BOARDS SECURING THE WINDOWS AND DOORS HAD BEEN REMOVED. I CHECKED THE BUILDING AND LEARNED A FIRE HAD TAKEN PLACE OVER THE WEEKEND. ALL THE INSIDES OF THE BUILDING WERE COMPLETELY BURNED. STEAM TEAM WAS CALLED OUT AGAIN TO SECURE THE BUILDING. TWO DAYS LATER ON NOVEMBER THE 12TH CONDUCTED ANOTHER INSPECTION AND FOUND A BOARD HAD BEEN REMOVED FROM, FROM ONE OF THE WINDOWS, UH, IN THE BACK. STEAM TEAM WAS CALLED OUT AGAIN TO SECURE THIS WINDOW. FOLLOW-UP INSPECTIONS HAVE BEEN BEEN PERFORMED SINCE DECEMBER 25 UNTIL PRESENT DAY. I'VE HAD NO CONTACT WITH THE OWNER AND THE PROPERTY REMAINS IN VIOLATION, UH, FOR THE TRASH AND DEBRIS IN THE FRONT AND BACK OF THE PROPERTY.
