THE FIRST ITEM IS TO APPROVE THE MINUTES FOR THE PREVIOUS BOARD OF DIRECTORS MEETINGS FOR MARCH 12TH, MARCH 26TH, AND APRIL 9TH. ITEM NUMBER TWO IS TO AUTHORIZE A AMENDED LOAN AGREEMENT WITH THE LA VISTA DE LOPEZ LP IN AN AMOUNT NOT TO EXCEED ONE POINT, UH, 1 6 0 5 $5 MILLION FOR A TOTAL LOAN AMOUNT, NOT TO EXCEED $6,233,365 FOR A MULTIFAMILY RENTAL DEVELOPMENT KNOWN AS LA VISTA DE LOPEZ, LOCATED AT 8 0 9 EAST NINTH STREET. THIS LOAN IS UTILIZING HOMESTEAD PRESERVATION DISTRICT TAX INCREMENT REINVESTMENT ZONE FUNDS, AND IT IS LOCATED IN DISTRICT ONE. AND THAT IS ALL WE HAVE ON THE AGENDA TODAY. UH, THANK YOU VERY MUCH. MY COMMENTS ARE SPECIFICALLY RELATED TO THE $1 MILLION REQUEST. THE ACTUAL APPLICATION SAYS PROJECT CONNECT AND IT SPECIFIES PLAZA SALTILLO FEE IN LIEU. I JUST THINK THAT THIS PARTICULAR PROJECT IS A BIT DECEPTIVE. IF I'M CORRECT, I THINK IT'S 10 STORIES, 27 UNITS, $20 MILLION TOTAL. THAT'S ABOUT $734,000 PER UNIT. IF IT'S ONLY 27 UNITS. MAYBE THE STAFF CAN CLARIFY. THERE WAS A DISCUSSION JUNE 10TH, 2025, COMMUNITY DEVELOPMENT COMMISSION WHERE MANDY DE ACTUALLY MENTIONED THE HUD FUNDING ABOUT $3 MILLION. IT IS HOWEVER UNCLEAR WHY WE WOULD SPEND THAT MUCH MONEY ON ONE UNIT. I JUST WANNA MAKE YOU AWARE, THIS IS 27 UNITS FOR THE SENIOR CITIZENS AND THE SENIOR CITIZENS IN NORTHEAST AUSTIN SPECIFICALLY DO NOT HAVE TRANSPORTATION ON BREAKER LANE. 3 92 IS ELIMINATED TO COLLINWOOD. AND SO MY COMMENTS ARE ALWAYS IN THE CONTEXT OF TITLE SIX OF THE CIVIL RIGHTS ACT OF 1964, WHICH PROHIBITS DISCRIMINATION BASED ON RACE, COLOR, AND NATIONAL ORIGIN. I WOULD CALL TO YOUR ATTENTION THAT HARRIS BRANCH SENIOR LIVING, IT'S ABOUT TWO MILES TO WALK ON DESA TO THE NEAREST BUS STOP. AND SO I AM HAVING SOME DIFFICULTY UNDERSTANDING HOW YOU COULD INVEST $734,000 IN ONE UNIT PER ELDER. AND IT'S ABOUT A MILE WALK FROM THE WELLS BRANCH, MERRILL TOWN AS WELL. AND SO IT'S AN EQUITABLE, IT'S DISCRIMINATORY AND IT ALSO WOULD VIOLATE THE FAIR HOUSING ACT IN 1968. SO IF YOU COULD JUST SEEK CLARIFICATION ON THE FUNDING MECHANISM, IT'S STARTED AT 16 MILLION. IT'S ONLY ABOUT EIGHT AFFORDABLE UNITS AT 30% AREA MEDIAN INCOME. AND THEN THERE ARE 19, UH, TOTAL FOR 50% AREA MEDIAN INCOME OR MEDIAN FAMILY INCOME.
