UM, SOME OF THE MAIN THINGS THAT CAME OUTTA, UM, THIS SURVEY WAS THAT PEOPLE REALLY WANTED TO SIMPLIFY AND STREAMLINE THE THREE STEP PROCESS, CLARIFY SOME ELIGIBILITY, IMPROVE MARKETING, UM, AND JUST COMMUNICATIONS IN GENERAL, UH, NEEDED SOME WORK. I KNOW THERE WERE SOME BIG CONCERNS AROUND THE TRANSFER OF OWNERSHIP. UM, ALSO DEADLINE COMMUNICATION. THE REDUCTION OF DOCUMENTATION WAS A HUGE ONE, ESPECIALLY FOR AUSTIN LIVE MUSIC FUND APPLICANTS. UM, WE ALSO HAD SOME COMMENTS ABOUT LANGUAGE ACCESS GAPS, UM, UNDERSTANDING THE REVIEW PROCESS BETTER AND MORE TRANSPARENTLY, UM, AND SOME OTHER THINGS. SO NEXT SLIDE PLEASE. SO SOME OF THE ISSUES WITH ELIGIBILITY WERE THINGS LIKE PEOPLE STRUGGLED TO UNDERSTAND WHAT THEY WERE ELIGIBLE FOR. SOME OF THE QUESTIONS SEEMED REPETITIVE, UM, AND THERE WERE A LOT OF QUESTIONS AROUND VENUE DOCUMENTATION OR SPONSORED PROJECT ELIGIBILITY AFTER THE FACT, ESPECIALLY FROM COMMISSIONS THAT WE WANNA SIMPLIFY BEFORE WE EVEN GET TO THAT POINT. UM, SO PART OF THE THINGS THAT WE'RE GONNA BE DOING FOR OUR ELIGIBILITY ENHANCEMENTS, WE'RE GOING TO DEVELOP A FLOW CHART SO WE CAN HELP VISUALLY CLARIFY WHAT THAT TABLE IS IN THE GUIDELINES, UM, BECAUSE WE HAVE A TABLE, BUT YOU KNOW, WE'RE ALL VIS, WELL, I'M A VISUAL PERSON, SO I LIKE THE IDEA OF HAVING A FLOW CHART OR SOMETHING TO HELP SIMPLIFY THAT. UM, WE'RE REMOVING OR COMBINING A LOT OF SIMILAR QUESTIONS. SO AS AN EXAMPLE FOR THE LIVE MUSIC FUND, WE'RE GOING FROM 23 QUESTIONS TO 20 QUESTIONS. WE'RE REQUIRING FOLKS TO LIST KEY DECISION MAKERS UP AT THE FRONT OF THE APPLICATION. THAT'S A BIG ONE, ESPECIALLY FOR BANDS FOR SPONSOR PROJECTS. UM, AND FOR VENUES SPECIFICALLY. SO FOR THE A LMF, UM, VENUE APPLICANTS WE'RE REQUIRING THE APPLICANT TO IDENTIFY WHICH CRITERIA MAKE THEM ELIGIBLE AND TO PROVIDE ONE TO ONE EVIDENCE FOR THAT. SO THERE WILL BE NO GUESSWORK IN TERMS OF THE REVIEWER. UM, AND SO HOW WE'RE OPERATIONALIZING THAT IS CLEAR IN THE APPLICATION AS WELL. NEXT SLIDE PLEASE. SO THE SECOND PRIORITY IS AROUND THE THREE STEP PROCESS. SO, UH, I THINK IT COMES AS NO SURPRISE TO ANYONE THAT IT WAS NOT INTUITIVE. IT WASN'T, UM, IT WASN'T GREAT FOR APPLICANTS, IT WASN'T GREAT FOR THE SYSTEM FOR ANYONE TALKING ABOUT THE PROGRAM. UM, IT LED TO A LOT OF DELAYS BETWEEN STEPS AND HAVING MULTIPLE DEADLINES WERE REALLY CONFUSING FOR EVERYONE, ESPECIALLY WHEN WE'RE TRYING TO COMMUNICATE, UM, THAT THESE FUNDS EVEN EXIST FOR OUR COMMUNITY. UM, AND ADDITIONALLY, FROM, FROM MY PERSPECTIVE, ESPECIALLY, UM, MANUALLY HAVING STAFF MANUALLY REVIEW OVER 2000 ELIGIBILITY FORMS TAKES A LOT OF TIME AND TIME THAT THEY COULD BE SPENDING PROVIDING ONE-ON-ONE ASSISTANCE WITH COMMUNITY. SO PROCESS ENHANCEMENTS FOR THIS, WE ARE REMOVING THE THREE STEP PROCESS ENTIRELY. UM, WE WILL ALSO BE VISUALLY CLARIFYING THE DIFFERENT PARTS OF THE APPLICATION. AND I HAVE A SLIDE THAT WILL SHOW THIS LATER ON IN THIS PRESENTATION. UM, WE'RE ALSO AUTOMATING ELIGIBILITY REVIEWS FROM THE BEGINNING. SO THERE WILL BE NO DELAY BETWEEN SOMEONE STARTING AN APPLICATION AND RECEIVING PRELIMINARY ELIGIBILITY APPROVAL BASED ON HOW THEY ANSWER THE QUESTIONS, AND THEN RECEIVING THE FULL APPLICATION. SO THEY WON'T BE WAITING FOR THREE WEEKS TO RECEIVE THEIR ACTUAL APPLICATION. IT'LL BE ONE SEAMLESS, UM, SYSTEM BUILD OUT. UM, AND ALSO STAFF CAN FOCUS ON THE ACTUAL ASSISTANCE DURING THIS OPEN WINDOW PERIOD. AND THEN FINALLY, THERE WILL BE A SINGLE DEADLINE. SO YOU DON'T HAVE TO REMEMBER THREE DIFFERENT DEADLINES FOR THREE DIFFERENT PARTS OF THE PROCESS. THERE WILL ONLY BE ONE TO RULE THEM ALL. UH, NEXT SLIDE PLEASE. ALL RIGHT. THE THIRD PRIORITY WAS AROUND COMMUNICATION. SO SOME OF THE ISSUES THAT WE SAW FROM APPLICANTS WERE UNCLEAR EMAILS, THE CONFUSING TRANSFER OF OWNERSHIP NOTICE, UM, SOME REPETITIVE MESSAGING. UM, JUST COMMUNICATION IN GENERAL ACROSS ALL THREE FOCUS GROUPS, UM, WAS CHALLENGING. SO ONE OF THE THINGS THAT WE'RE DOING THIS FRIDAY, ACTUALLY, THE, UM, ACME TEAM AND THE LONG CENTER TEAM, WE'RE HAVING A RETREAT TO MAP OUT AND DRAFT ALL COMMUNICATION TOUCHPOINTS BEFORE LAUNCH, WHICH IS CRITICAL. SO EVERYTHING CAN HAVE A CONSISTENT VOICE CAN BE CHECKED FOR APPROPRIATE LANGUAGE LEVEL. UM, THAT'S SOMETHING THAT WE'RE WORKING ON THROUGHOUT THE ENTIRE APPLICATION, IS TO MAKE SURE THAT EVERYTHING IS AT AN EIGHTH GRADE READING LEVEL OR BELOW, NOT A GRADUATE SCHOOL LEVEL, WHICH IS WHAT, UM, WHEN OUR LANGUAGE ACCESS TEAM REVIEWED OUR APPLICATIONS THE LAST TIME AROUND, IT WAS AT A GRADUATE SCHOOL LEVEL, WHICH THEN MAKES TRANSLATIONS REALLY CHALLENGING SOMETIMES. UM, SO EXCITED ABOUT THESE COMMUNICATION ENHANCEMENTS. NEXT SLIDE, PLEASE. OKAY, THE NEXT PRIORITY WAS OUR TECHNOLOGY SYSTEMS. SO SOME FOLKS WERE UNCLEAR ABOUT NAVIGATING THE SYSTEM. UM, THERE WERE A HANDFUL OF PEOPLE THAT HAD ISSUES WITH THE SYSTEM FREEZING, AND IT WAS DIFFICULT FOR THE REVIEWERS TO GET THE INFORMATION THEY ACTUALLY NEEDED. SO SOME OF THE ENHANCEMENTS WERE MAKING AROUND THIS. WE'VE BEEN MEETING, [00:25:01] UM, FAIRLY REGULARLY, ACME STAFF AS WELL AS THE LONG CENTER WITH SUBMITTABLE. UM, WE'LL BE HAVING CLEAR SIZE LIMIT AND TYPE LANGUAGE FOR UPLOADS, BECAUSE A LOT OF TIMES THESE ISSUES HAPPENED WHEN PEOPLE WERE TRYING TO UPLOAD MASSIVE, MASSIVE FILES. UM, OR IT, IT JUST WASN'T VERY INTUITIVE ABOUT WHAT THAT LOOKED LIKE. SO WE'RE MAKING SURE THAT WE HAVE CLEAR, UM, SIZE LIMITS AND LANGUAGE TYPES. WE'RE ALSO GONNA BE CREATING TEMPLATES, UM, FOR FOLKS. I THINK, ESPECIALLY FOR THE AUSTIN LIVE MUSIC FUND, THIS WAS A CRITICAL THING THAT SOME PEOPLE DIDN'T KNOW WHAT THEY WERE SUPPOSED TO UPLOAD, SO THEY WOULD UPLOAD 20 DIFFERENT THINGS PER QUESTION, UM, WHICH IS DIFFICULT FOR THE REVIEWERS, DIFFICULT FOR THE APPLICANTS. UM, SO WE'RE GONNA BE CREATING SOME TEMPLATES JUST TO MAKE THINGS A LITTLE BIT MORE STREAMLINED, UM, AS A TOOL FOR FOLKS TO USE IF THEY WANT. IT'S NOT REQUIRED, BUT IT'LL BE, UM, AVAILABLE FOR THEM. UM, ADDITIONALLY WE'RE REORGANIZING PARTS OF THE APPLICATION ITSELF. SO ONE OF THOSE THINGS IS PUTTING THE DEMOGRAPHICS AND ATTESTATIONS AT THE END, UM, INSTEAD OF AT THE VERY TOP OF THE APPLICATION. AND THIS WAS A BIG ISSUE FOR, UM, REVIEWERS ESPECIALLY. 'CAUSE THEY HAD TO DO A LOT OF SCROLLING JUST TO GET TO THE PART OF THE INFORMATION WHERE THEY WERE GONNA BE SCORING AND LOOKING AT THINGS. UM, SO EXCITED ABOUT SOME OF THOSE TECHNOLOGY BUILD OUTS. NEXT SLIDE PLEASE. PRIORITY FIVE. UM, I BRIEFLY TOUCHED ON THIS, BUT DOCUMENTATION WAS A HUGE ONE. IT WAS EXTREMELY DOCUMENT HEAVY. UM, PANELISTS AND REVIEWERS, UM, THOUGHTS SCORING WAS A BIT OF A SCAVENGER HUNT AT TIMES, AND EVERYONE SPENT A LOT MORE TIME THAN THEY EXPECTED ON DOCUMENTATION. UM, SO SOME OF THE THINGS THAT WE'RE DOING WE'RE STREAMLINING THE QUESTIONS AND THE UPLOADS. WE'RE GONNA HAVE MORE HELPER TEXT WITHIN THE APPLICATION. UM, SO SOME OF THE ENHANCEMENTS WE'RE DOING FOR THIS, UM, WE'RE GONNA BE HAVING ACME AMBASSADORS THAT WILL HELP CO-HOST WORKSHOPS AND HELP DIRECT COMMUNITY TO THE AVAILABLE RESOURCES. UM, STAFF IS GONNA BE FOCUSED ON ASSISTANCE DURING THE APPLICATION WINDOW, NOT ELIGIBILITY REVIEWS, UH, WHICH IS VERY EXCITING. UM, ADDITIONALLY IT WAS THE FIRST TIME THAT WE LAUNCHED ALL THESE PROGRAMS AT THE SAME TIME. UM, AND HONESTLY, IT WAS THE FIRST TIME THAT ACME HAD EVER LAUNCHED THESE PROGRAMS. SO THERE WERE A LOT OF, UM, SOME AWARENESS ISSUES. SO WHAT WE ARE DOING TO MAKE SOME ENHANCEMENTS AROUND THAT, UM, AS I MENTIONED, WE'RE GOING TO BE CREATING AN ACME AMBASSADOR CAMPAIGN. UM, AND SO THESE AMBASSADORS ARE GONNA BE PROMOTING THE PROGRAMS, PROMOTING THE DEADLINES, CO-HOSTING IN-PERSON WORKSHOPS. WE'RE GONNA HAVE AROUND 15 ACME AMBASSADORS FOR OUR PILOT YEAR, UM, THAT ARE GONNA BE CULTURALLY OR SECTOR SPECIFIC, AND THEY CAN APPLY FOR FUNDING. SO THIS HAS ALWAYS BEEN A CONCERN WHEN WE ARE TALKING ABOUT COMMUNITY NAVIGATORS BECAUSE THEY CAN'T APPLY FOR FUNDING. SO WHAT WE'RE DOING, AND I THINK I TALK ABOUT IT A LITTLE BIT MORE LATER, BUT WHAT WE'RE DOING INSTEAD OF HAVING, YOU KNOW, THREE CULTURAL AMBASSADORS, WE'RE HAVING, UM, ACME AMBASSADORS AND THEN COMMUNITY NAVIGATOR. WE'LL HAVE ONE COMMUNITY NAVIGATOR THAT WILL BE FOCUSED ON APPLICANT, UH, ASSISTANCE, UM, PRIMARILY WITH A FOCUS ON SPANISH LANGUAGE SUPPORT, AND THAT THE NAVIGATOR WILL NOT BE ELIGIBLE TO APPLY FOR FUNDING, BUT THESE AMBASSADORS WILL BE ELIGIBLE TO APPLY FOR FUNDING. UM, SO ENHANCEMENTS THAT WE'RE MAKING AROUND LANGUAGE ACCESS, EVERYTHING HAS BEEN STREAMLINED AND SIMPLIFIED AND, UM, HEMINGWAY UP TO A OR DOWN TO AN EIGHTH GRADE READING LEVEL. UM, WE'RE HAVING SECONDARY REVIEW OF SPANISH TRANSLATIONS AHEAD OF THE BUILD OUT OF THE SPANISH APPLICATION. UM, WE'RE DEVELOPING A SHARED SPANISH WORD BANK THAT WILL GIVE TO ALL VENDORS, WHETHER IT'S INTERPRETATION OR TRANSLATION, TO TRY TO HAVE THE SAME WORDS BEING TRANSLATED THE SAME WAY FOR EVERYTHING. UM, AS FAR AS THE CITY WEBSITE, WE'RE TRYING TO SHARE THE PREFERRED WORDS THAT WE WOULD LIKE THE BACKEND TO TRANSLATE, UM, IN THE LITTLE TOGGLE UP IN THE, THE TOP RIGHT, UM, AREA OF THE CITY'S WEBSITE. AND THEN YOU FINALLY RECEIVED ACCESS TO THE ACTUAL APPLICATION. THEN YOU HAD TO COMPLETE APPLICATION PART ONE, WHICH IS THE DEMOGRAPHICS APPLICATION, PART TWO, WHICH IS THE PROGRAM SPECIFIC QUESTIONS. AND THEN APPLICATION PART THREE, WHICH WAS THE ATTESTATIONS. AND THEN YOU COULD SUBMIT, UH, AND THIS WAS REALLY CONFUSING TO A LOT OF FOLKS. SOME PEOPLE WOULD DO THE ELIGIBILITY FORM, SUBMIT THAT, AND THEY THOUGHT THEY HAD COMPLETED THE APPLICATION.
