THESE TIMELY RECOMMENDATIONS WILL HELP THE CITY GET AHEAD OF FUTURE INDUSTRIAL PROJECTS TO MINIMIZE THEIR IMPACT, REQUIRING THE USE OF RECYCLED WATER FOR, UM, FOR DATA CENTERS, EXPANDING THE CO DISTANCE, UM, FOR CONNECTING TO PURPLE WATER INFRASTRUCTURE AND OVERHAULING THE RATE STRUCTURE FOR COMMERCIAL USERS ARE LONG OVERDUE, BUT WE'RE MOST GRATEFUL FOR FINALLY ADDRESSING THE LACK OF REVIEW FOR SERVICE EXTENSION REQUESTS IN THE DESIRED DEVELOPMENT ZONE. AND THIS IS JUST ONE OF THE MANY LAYERS OF INJUSTICE THAT FEELS LIKE A SLAP IN THE FACE TO THE PEOPLE WHO HAVE LIVED THERE FOR UH, YEARS. LARGE INDUSTRIAL USERS LIKE TESLA, AI DATA CENTERS AND CHIP MANUFACTURERS, THEY CONSUME MASSIVE AMOUNTS OF AUSTIN'S LIMITED WATER WITH NO MEANINGFUL GUARDRAILS. THEY PROFIT FROM CITY RESOURCES OFTEN WHILE RECEIVING SWEETHEART TAX DEALS, UM, BUT FAIL TO DELIVER ADEQUATE COMMUNITY BENEFITS AND ONLY HEIGHTEN ENVIRONMENTAL INEQUITIES IN OUR NEIGHBORHOODS. THE CITY MUST SET A CLEAR WATER USE THRESHOLD SO THAT ANY SERVICE EXTENSION REQUEST ABOVE IT RECEIVES FULL PUBLIC SCRUTINY THROUGH BOARDS, COMMISSIONS, AND CITY COUNCIL. AND THESE COMPANIES SHOULD ALSO FACE STRICT WATER BUDGETS AND PAY MUCH HIGHER RATES FOR EXCESSIVE USE, ESPECIALLY WHEN THEY'RE ALREADY BENEFITING FROM GENEROUS TAX ABATEMENTS. THIS HAS LED TO, TO A HUGE COMMUNITY PUSHBACK, UH, THE LIKES OF WHICH I HAVEN'T SEEN IN THE LAST THREE YEARS THAT I'VE BEEN WORKING IN THIS FIELD. THERE ARE PEOPLE WHO HAVE NEVER THOUGHT ABOUT WHAT IT MEANS TO RILE UP A CROWD, TO MARCH TO CITY COUNCIL OR THEIR CITY COMMISSION, OR, OR THEIR COUNTY COMMISSION, OR PEOPLE IN DEEPLY CONSERVATIVE PARTS OF THE STATE WHO ARE THREATENING TO SWITCH PARTY ALLEGIANCE BECAUSE THOSE IN POWER ARE ALLOWING THESE DEVELOPERS TO DO WHAT THEY WANT IN THEIR COMMUNITY. THESE DATA CENTERS ARE COMING TO TEXAS IN DROVES BECAUSE OF OUR CHEAP LAND, OUR CHEAP ELECTRICITY, AND OUR WEAK REGULATIONS. THE PLANNING REGULATIONS THAT ARE BEFORE Y'ALL TODAY AIM TO CORRECT ONE OF THE ARE, ARE HERE TO CORRECT THE WEAK REGULATIONS THAT BRING THESE COMPANIES HERE IN AN EFFORT TO PROTECT OUR FINITE RESOURCES AND ENSURE THAT OUR CITY CAN CONTINUE TO GROW AND SUPPORT THE PEOPLE WHOM INHABIT IT. THIS IS MORE IMPORTANT THAN EVER. ON THE ELECTRICITY SIDE OF THINGS, WHICH I'M A BIT MORE FAMILIAR WITH, ERCOT PREDICTS THAT ELECTRICITY DEMAND IS PROJECTED TO GROW FOURFOLD THROUGH 2030 WITH 80% OF THAT DEMAND COMING FROM DATA CENTERS. TO BE CLEAR, NOT ALL OF THIS WILL BE BUILT, AND I UNDERSTAND THAT THERE DOESN'T, THAT THERE DON'T SEEM TO BE DATA CENTERS COMING TO AUSTIN PROPER TODAY, BUT WHATEVER COMES, WE WILL CREATE A MASSIVE STRAIN ON THE, ON OUR RESOURCES IN WATER. THESE CONCERNS NEED TO BE INCLUDED IN FUTURE ECONOMIC DEVELOPMENT FRAMEWORKS FOR NEW DEVELOPMENT, EVEN IF THAT POWER DEMAND DOESN'T COME FROM HERE, LIKE FROM AUSTIN PROPER, WE HAVE GAS PLANTS HERE THAT TAKE LOTS OF WATER, AND WE HAVE EXISTING INDUSTRIES THAT WANT TO TAKE MORE AND MORE WATER, AND THERE'S NO EXISTING MECHANISM IN PLACE, UH, TO EVEN ASK LARGE AND HIGH VOLUME WATER USERS HOW MUCH WATER THEY EXPECT TO TAKE. IN THE FUTURE. THIS SHOULD BE IMPLEMENTED. AN EXTENSIVE RECLAIMED WATER PROGRAM SHOULD BE IMPLEMENTED AS WELL. SOME OTHER RECOMMENDATIONS THAT WE SUPPORT WOULD BE EXPANDING BOARD, COMMISSION AND CITY COUNCIL APPROVAL OF SERVICE, SERVICE EXTENSION REQUESTS IN THE DESIRED DEVELOPMENT ZONE TO CUSTOMERS WHO AUSTIN WATER IDENTIFIES AS POTENTIALLY USING MORE THAN A MINIMUM, A MINIMUM OF WATER. THIS WILL ENSURE THAT THE PEOPLE OF AUSTIN, UH, AND OUR CITY HAVE OVERSIGHT OVER LARGE COMMERCIAL AND INDUSTRIAL USERS THAT ARE COMING TO OUR CITY. I WILL JUST TELL YOU THAT THE, UM, TEXAS PEDIATRIC SOCIETY ENVIRONMENTAL HEALTH COMMITTEE, WHICH I'M PART OF, HAS ACTUALLY DECIDED TO FOCUS ON DATA CENTERS, THE HEALTH IMPACT OF DATA CENTERS, UM, FOR THIS YEAR. SO THAT JUST SHOWS YOU THERE'S A, THERE'S A GREAT INTEREST IN THIS, AS YOU'VE PROBABLY SEEN AROUND THE STATE. WELL, SINCE THEN, OUR PIO CERTAINLY HAS BEEN WORKING HARD TO GET OUT TO SOCIAL AND OTHER MASS MEDIA. WE'VE BEEN DOING OUTREACH THROUGH THE MY TX WATERS, UH, APPLICATION, DOING [00:20:01] SPECIFIC NOTIFICATIONS. AND WE ESTABLISHED NEW COMMUNITY GRANTS, UM, THAT WE ESSENTIALLY WERE PROVIDING $3,000 FOR COMMUNITY ORGANIZATIONS. THESE ARE SMALL SCALE COMMUNITY ORGANIZATIONS. WE'RE REALLY TRYING TO FOCUS ON GRASSROOT ENGAGEMENT. UM, EACH OF THESE FIVE NON-PROFIT ORGANIZATIONS RECEIVE $3,000 TO INCORPORATE OR EXPAND WATER CONSERVATION MESSAGING. SO THESE ARE ALL NEW. WE HAVE A COMBINATION OF STATE GRANTED WATER RIGHTS, UH, AND CONTRACTUAL WATER, UH, WITH LOWER COLORADO RIVER AUTHORITY FOR STORED WATER FOR A TOTAL SUPPLY OF UP TO 325,000 ACRE FEET PER YEAR. LAST YEAR. FOR CONTEXT, WE USED BETWEEN 170 AND 175,000 ACRE FEET IN ONE YEAR. SO WE TAKE THIS WATER, UM, FROM LAKE TRAVIS AND LAKE AUSTIN. WE TREATED IT THREE WATER TREATMENT PLANTS DISTRIBUTED TO OUR CUSTOMERS, COLLECT THE USED WATER BACK FROM THEM, TREAT IT AT OUR WASTEWATER PLANTS. AND FROM THERE WE PRODUCE HIGH QUALITY RECLAIMED WATER THAT WE DISTRIBUTE BACK INTO OUR SERVICE AREA. THIS ALLOWS US TO PLAN A ORDERLY EXPANSION OF OUR SYSTEM AND, AND STEP WITH NEW DEVELOPMENT. AND WITH THAT, WE ALSO LOOK AT ARE THERE OPPORTUNITIES TO OVERSIZE INFRASTRUCTURE THAT THE DEVELOPER NEEDS TO DO WHERE WE CAN COST, PARTICIPATE AND BUILD IN, UH, FUTURE CAPACITY FOR GROWTH. AND SO THOSE ASSESSMENTS ARE LOOKING AT, ARE THE IRRIGATION SYSTEMS LEAKING, BROKEN OVER WATERING, UH, AND IF SO, THEY, UM, HAVE TO FIX THEM. WE HAVE ABOUT 300 OR 3000 FACILITIES REGULATED THERE. AND THERE'S A COMMERCIAL VEHICLE WASH FACILITY ASSESSMENT FOR FACILITIES THAT WASH VEHICLES REQUIRED ANNUALLY. UM, SINCE WE DON'T HAVE TO TREAT THAT THERE IS A COST SAVINGS TO US, SO THAT'S REFLECTED IN THEIR, IN THEIR BILL. UM, AND THEN WE WILL BE TRACKING THEIR POTABLE WATER SAVED THROUGH THEIR, UM, THROUGH THEIR FACILITY, THROUGH THE DURATION OF THE PROJECT. OKAY. AND, AND APPLE ISN'T A CUSTOMER THAT HAS A SPECIFIC RATE? NO, THEY'RE NOT A LARGE VOLUME. UM, AND THEY'RE, THEY'RE DEFINITELY DOING THIS FOR THEIR OWN. THEY, IT IS NOT SAVING THEM MONEY TO DO THIS. AND IN ADDITION TO USING OUR RECLAIMED WATER, THEY ARE DEVELOPING A, A WASTEWATER MINING PROJECT OF THEIR OWN THAT WILL TREAT UP TO A MILLION GALLONS PER DAY, OR ON AVERAGE A MILLION GALLONS PER DAY, UM, TO OFFSET THE REMAINING, UM, POTABLE WATER THAT THEY'RE USING IN THEIR COOLING SYSTEMS IN THE UT MAIN CAMPUS. SO BY THE END OF THAT PROJECT, THEY SHOULD NOT BE USING POTABLE WATER IN THEIR MAIN HEATING AND COOLING SYSTEMS FOR THE CAMPUS. NEXT SLIDE. I THINK THAT'S ONE MORE EXAMPLE IS TRAVIS COUNTY. THEY HAVE, UH, SEVERAL FACILITIES IN THE DOWNTOWN AREA THAT WHEN WE EXTENDED OUR RECLAIM MAINE THROUGHOUT PORTIONS OF THE DOWNTOWN AREA, THEY DECIDED TO VOLUNTARILY CONVERT OVER THEIR COOLING TOWERS TO USE RECLAIMED WATER, UH, TO MAKE UP, UH, EVAPORATIVE LOSSES. AND SO THEY REPORTED THAT IN 2024, THEY SAVED MORE THAN 13 MILLION GALLONS OF DRINKING WATER AND SAVED $166,000 IN UTILITY BILLS. I THINK THAT'S IT FOR EXAMPLES. HOLD ON A SECOND. ON THE COURTHOUSE. IT INCLUDES ALL OF THESE DIFFERENT, NOT JUST REUSE, BUT LIKE EFFICIENCY IN YOUR FIXTURES. AND, UM, POOL COVERS EVERYTHING THAT WE OFFER INCENTIVES FOR. WE, YOU KNOW, PUT THAT IN THE WATER BENCHMARKING APPLICATION AND DASHBOARD. OKAY. INDUSTRIAL, COMMERCIAL, [01:25:02] UM, LARGE VOLUME, ALL OF THAT IS NOW AGGREGATED TO BE COMMERCIAL. SO THE METHODOLOGY, AND IT'S, I'M CONFIDENT, THE BEST AVAILABLE METHODOLOGY THAT WAS USED IN THE DISAGGREGATED DEMAND MODEL WAS ESSENTIALLY HISTORIC EMPLOYEE DEMOGRAPHIC, BILLING PATTERNS, ALSO DEVELOPMENT PATTERNS, LOOKING AT SQUARE FOOTAGE OF DEVELOPMENTS, LENGTH OF BUILD OUT AND WATER USE. SO THESE ARE CHAPTER THREE 80 DEVELOPMENT AGREEMENTS ON MAY 7TH, THE COUNCIL TALKED ABOUT THIS ISSUE AND DIRECTED THE CITY MANAGER. THEY ADOPTED A RESOLUTION AND A FRAMEWORK AND THEY DIRECTED THE CITY MANAGER TO FLESH OUT THIS PROGRAM. UM, I THINK IT COMES BACK TO COUNCIL FOR FURTHER CONSIDERATION. UM, BUT THEY BASICALLY ARE REINVIGORATING OUR ECONOMIC DEVELOPMENT PROGRAM. THERE HASN'T, MY UNDERSTANDING, BASED ON WHAT ONE OF THE COUNCIL MEMBERS SAID WAS THERE HADN'T BEEN A TON OF THESE KIND OF THREE 80 AGREEMENTS HAPPENING. AND SO THEY'RE LOOKING TO USE THAT TOOL. UM, AND THEN FURTHER DISCUSSIONS I'VE HAD WITH PEOPLE HAVE INDICATED THAT EVEN IF THIS DOESN'T, UM, RESULT IN A LOT OF THREE 80 AGREEMENTS, THEY DO EXPECT JUST THE PROMOTIONAL KIND OF EFFORT TO BE RESULT IN GREATER ECONOMIC DEVELOPMENT. AND THAT IS BASED ON THE RESEARCH INDICATING THAT THERE'S DATA CENTERS AND SOME OTHER HIGH WATER USERS THAT ARE, HAVE LESS SQUARE FOOTAGE, BUT MORE INTENSE COOLING NEEDS AND THEREFORE WATER NEEDS, UM, ALIGNING ECONOMIC DEVELOPMENT INCENTIVES. SO THIS IS TALKING ABOUT THIS NEW FRAMEWORK WITH KNOWN POT NON-POTABLE WATER GOALS AND ENSURING THAT CENTRALIZED RECLAIMED IS CONSIDERED IN THE REAL ESTATE INVENTORIES AND DEVELOPMENT PIPELINES. SO THIS IS SOMETHING SPECIFIC THEY'RE LOOKING AT IN THE ECONOMIC DEVELOPMENT FRAMEWORK, CREATING A REAL ESTATE INVENTORY OF DEVELOPABLE LAND THAT THEY CAN PRESENT FOR CORPORATIONS LOOKING TO MOVE HERE.
