I'M A NEIGHBOR OF BROOK ELEMENTARY AND I PARTICIPATED IN THE CONTACT TEAM SUBCOMMITTEE FOR THIS REQUEST.

I'M CERTAINLY NOT GONNA TAKE, UH, 10 MINUTES OF YOUR TIME.

IN FACT, I DON'T THINK MY, MY DAUGHTER SITTING THERE IN THE CHAIR WILL LET ME.

UM, I'LL ADMIT THAT THERE ARE SEVERAL POSITIVE THINGS ABOUT THIS REQUEST.

NUMBER ONE, IT WOULD BRING MORE AFFORDABLE HOUSING TO THE NEIGHBORHOOD.

NUMBER TWO, IT WOULD HELP A ISD WITH THEIR BUDGET DEFICIT.

NUMBER THREE, THE DEVELOPER HAS DONE SOME WORK WITH THE NEIGHBORS ON A CONDITIONAL OVERLAY THAT BROADLY HELPS WITH, ALTHOUGH DOES NOT COMPLETELY ADDRESS OUR PRIVACY AND COMPATIBILITY CONCERNS.

I VERY MUCH HOPE THIS CONDITIONAL OVERLAY WILL BE DISCUSSED MORE TONIGHT.

UH, IT WOULD REQUIRE A MORE SUBSTANTIAL SETBACK FOR FOURTH

STREET AND LINDEN STREET.

AN IMPORTANT ASPECT OF THIS OVERLAY IS THAT IT WOULD CARRY THROUGH TO ANY SUBSEQUENT OWNER IF TRAMMELL CROW DOES NOT ULTIMATELY DEVELOP THE PROPERTY.

HOWEVER, I WILL NOTE THAT TRAM TRAMMELL CROW IS NOT YET THE OWNER.

IT'S STILL A ISD.

I WANT TO THANK TRAMMELL CROW FOR WORKING WITH THE NEIGHBORS, UH, ON THIS OVERLAY CONCEPT, I'LL NOW MOVE INTO THE NEGATIVE ASPECTS OF THIS REQUEST AND PROCESS.

FIRST AND FOREMOST, I UNDERSTAND THE URGENCY OF AIS D'S FINANCIAL DEFICIT, BUT IT'S VERY UNFORTUNATE THAT THIS PROCESS IS MOVING FORWARD ON SUCH A QUICK TIMELINE.

THE CITY OF AUSTIN IS IN THE PROCESS OF DEVELOPING NEW ZONING CATEGORIES FOR MISSING MIDDLE HOUSING AND MIXED USE DEVELOPMENT WITH ADOPTION EXPECTED IN MARCH OF NEXT YEAR.

THESE NEW CATEGORIES WILL SUPPORT, SUPPORT A DEVELOPMENT TYPE THAT IS BOTH DENSE AND COMPATIBLE WITH THE SURROUNDING LAND USES IN OUR NEIGHBORHOOD, WHILE ALSO INCORPORATING AFFORDABILITY INCENTIVES.

AND SECOND, I WANT TO MAKE IT KNOWN THAT A ISD STAFF HAS NOT PARTICIPATED IN ANY OF THE NEIGHBORHOOD PLAN CONTACT TEAM MEETINGS, DESPITE BEING THE OFFICIAL APPLICANT FOR THE REZONING REQUEST AND PLAN AMENDMENT AND THE CURRENT OWNER OF THE PROPERTY.

UH, ALL COORDINATION HAS BEEN WITH JUST THE DEVELOPER AND LEGAL COUNSEL AND I THANK THEM FOR THAT, THAT THAT, UM, COORDINATION.

I REACHED OUT TO MY BOARD OF TRUSTEES REPRESENTATIVE REGARDING THIS ISSUE AND WAS TOLD THAT STAFF WILL ATTEND FUTURE MEETINGS.

BUT HERE WE ARE FACING ACTION AT PLANNING COMMISSION AND THE OFFICIAL APPLICANT HAS NOT SPOKEN DIRECTLY TO THE COMMUNITY REGARDING THESE REQUESTS.

AND THAT IS WHY I JUST BRING UP THE, UH, THE PROCESS THAT IS CURRENTLY ONGOING WITH CITY STAFF TO DEVELOP MISSING MIDDLE AND MIXED USE ZONING CATEGORIES.

AND THAT, I DON'T WANT TO JUST, I WANNA EMPHASIZE THAT THERE IS A MIXED USE ZONING CATEGORY THAT THEY'RE DEVELOPING THAT IS SOMEWHERE IN BETWEEN, UM, NEIGHBORHOOD MIXED USE AND, UH, THE 60 FOOT, UH, UM, COMU COMBINING DISTRICT THAT WE'RE, THAT WE'RE LOOKING AT TODAY.

UH, IT'S JUST VERY INTERESTING TO A LOT OF THESE NEIGHBORHOODS AND I THINK YOU'RE GONNA START HEARING A LOT MORE OF IT.

UM, YOU KNOW, BECAUSE OF THE DEFERRAL OF ROSEDALE SCHOOL, UH, THIS, THIS SCHOOL IS THE FIRST, UM, THIS, THIS, THIS IS THE FIRST, UH, UH, BIG DEVELOPMENT WE'RE GOING TO SEE.

UM, UH, ASIDE FROM I GUESS THE ANITA COY YEAH, BUT THAT WASN'T, YOU KNOW, AND SO AB ABSOLUTELY MY SON, UH, BOTH OF MY KIDS WENT TO RIDGETOP AND WE JUST WATCHED THAT SCHOOL CLOSE, UH, LAST WEEK, WHICH WAS TOUGH FOR US AS WELL.

UM, I WILL SAY THAT THESE CASES WILL BE COMING FORWARD AND HOW THE NEIGHBORHOOD AND HOW THE APPLICANT REACT AND WORK TOGETHER ON THESE PROJECTS CAN REALLY SET A NORTH STAR FOR THIS PROCESS.

UM, SO I WOULD JUST LIKE TO ENCOURAGE THAT YOU CONTINUE TO WORK WITH THEM AS THEY WILL CONTINUE TO WORK WITH YOU THIS TIME PERIOD BETWEEN COMMISSION AND COUNSEL IS WHERE A LOT OF THE HAY IS MADE ON THESE CASES.

AND I WANNA ECHO A COMMITMENT THAT I THINK HE WAS MAKING THAT WE'RE ALSO TRYING TO REALLY SHOW HERE AT PLANNING COMMISSION IS WE WANT THESE, THESE PROCESSES TO BE VERY TRANSPARENT, VERY CLEAR, UM, VERY OPEN TO NEIGHBORHOOD INPUT AND TO THE REALITY THAT WE HAVE A HUGE BUDGET DEFICIT AT OUR SCHOOL DISTRICT.

AND THAT'S WHY WE, THESE SCHOOLS ARE CLOSING.

AND THAT THAT'S SOMETHING WE HAVE TO THINK ABOUT AS A COMMUNITY AS WELL.

AND WHERE WE CAN FIND THE POSITIVES IN THESE CASES.

LET'S DEFINITELY HOPE TO DO THAT.

AND I DO SEE A LOT OF POSITIVE IN THIS, IN THIS CASE, AND I SEE A LOT OF WILLINGNESS ON THE PART OF THE DEVELOPER, POTENTIAL DEVELOPER TO WORK FURTHER WITH THE NEIGHBORHOOD TO MAKE THIS EVEN STRONGER.

BUT IT'S ALSO A GROUP PROJECT IN TERMS OF THE CITY AND OF A ISD THAT WE HAVE TO WORK TOGETHER AND, AND THE OTHER SCHOOL DISTRICTS THAT ARE AROUND AUSTIN AND ALL OF THE DIFFERENT CENTRAL TEXAS JURISDICTIONS.

THIS IS A GROUP PROJECT AND IT'S ALSO A GROUP PROJECT WHEN WE TALK ABOUT THE NEIGHBORHOOD AND THE APPLICANT.
