THE CARGO TONNAGE WAS SLIGHTLY LOWER, UM, 2.9% FOR THE MONTH OF APRIL YEAR OVER YEAR AND YEAR TO DATE, IT WAS, UH, 2.3% LOWER FROM PRIOR YEAR. REGARDING THE OPERATING REVENUES, UH, OUR TOTAL OPERATING REVENUE WAS UP FOR THE MONTH OF, UH, APRIL 20, APPROXIMATELY 21%. UM, OF THIS, THE TOTAL AIRLINE REVENUE WAS UP 33%, AND OUR NON-AIR AIRLINE REVENUE WAS UP SEVEN AND A HALF PERCENT ON A YEAR TO DATE BASIS. UM, THIS WAS AIRLINE REVENUES WERE UP 44% AND NON-LINE REVENUES UP, UM, 7.8% FOR A TOTAL OF 26.1% INCREASE YEAR OVER YEAR. SO GOOD GROWTH IN THE AIRLINE SECTOR. AS FAR AS THE OPERATING REQUIREMENTS ARE CONCERNED, UM, AS ONE WOULD EXPECT THE THE COSTS WERE UP, UH, FOR THE MONTH OF APRIL UP 3.5% APPROXIMATELY, AND ON A YEAR TO DATE BASIS, 8.5%. UM, OVERALL, UH, ON A YEAR TO YEAR OVER YEAR BASIS, OUR SURPLUS OF, OF THE TOTAL AVAILABLE FUNDS OVER REQUIREMENTS WAS UP $5.8 MILLION FOR THE MONTH OF APRIL. AND ON A YEAR TO DATE BASIS, IT WAS $42 MILLION YEAR OVER YEAR. UH, WITH RESPECT TO BUDGET, UM, OUR TOTAL REVENUE, UH, FOR THE BUDGET WAS OVER BUDGET WAS, UH, 7 MILLION, UH, ON A YEAR TO DATE BASIS. AND AT THAT TIME, THEY DEEMED IT, UM, NECESSARY FOR PROJECTS WITH A SIGNIFICANT BUDGET LATER. THAT SIGNIFICANT BUDGET WAS DETERMINED TO BE OVER $10 MILLION. UM, HOWEVER, AFTER COUNCIL, UH, MANDATED THE, UH, PROGRAM TO BE ESTABLISHED, THE, UM, EXECUTIVE OF THE CAPITAL PROCUREMENT OFFICE AT THE TIME, PREVIOUSLY KNOWN AS CAPITAL CONTRACTING OFFICE, CAME BACK AND SAID, I THINK WE CAN DO EVEN BETTER. AND SO THEY ALSO PROPOSED, UH, THE OPPORTUNITY TO HAVE TRAINEES ON SITE THROUGHOUT THE DURATION OF THE PROJECT ON CONTRACTS THAT WERE, UH, $10 MILLION AND BELOW AS WELL. AND SO WE'LL GO OVER THAT JUST A LITTLE BIT IN THE, UM, SUBSEQUENT SLIDES. BUT ESSENTIALLY THE INTENT OF THE PROGRAM WAS TO ESTABLISH A, UM, POOL OF SKILLED AND SEMI-SKILLED WORKERS, UH, THAT WOULD BE WORKING ON CAPITAL IMPROVEMENT PROJECTS, UM, JUST TO PROVIDE AN OPPORTUNITY FOR, UM, UNDER, EXCUSE ME, UNEMPLOYED AND UNDEREMPLOYED COMMUNITIES, UM, AND THEN ALLOW THEM TO INCREASE THEIR EARNING POWER. SO JUST TO GIVE YOU KIND OF AN IDEA OF WHERE WE STAND, THE, UH, THE PROGRAM KICKED OFF IN 2020. UM, TO THIS DATE, WE HAVE A TOTAL OF 214 TOTAL PROJECTS THAT HAVE HAD THE, UH, CONSTRUCTION TRAINING PROGRAM REQUIREMENTS OUTLINED IN SECTION 8 4 0 0 8 4 0 OF THEIR, THEIR EXECUTED CONTRACTS. AND SO 142 OF THOSE CIP PROJECTS WERE AT $10 MILLION AND BELOW 70, WERE ABOVE THAT $10 MILLION THRESHOLD. AND THEN WE HAVE HAD TWO PUBLIC-PRIVATE PARTNERSHIP PROJECTS AS WELL. ONE WAS THE AUSTIN ENERGY BUILDING AND THE OTHER WAS THE FUEL TANK STORAGE SYSTEM AT THE AIRPORT. AND SO ON P THREE PROJECTS, THE, UH, DEVELOPER HAS THE OPTION TO EITHER GO WITH THE CITY OF AUSTIN REQUIREMENTS FOR TRAINING AND SAFETY AND WAGE COMPLIANCE, OR THEY CAN OPT TO USE AN EXTERNAL, UM, UH, ORGANIZATION CALLED BETTER BUILDER, WHICH I'M SURE YOU ALL ARE FAMILIAR WITH AS WELL. SO TWO OF THEM OPTED TO GO WITH OUR PROGRAM FOR THE CONSTRUCTION TRAINING PROGRAM REQUIREMENTS. SO, UM, YOU CAN SEE HERE WE'VE HAD A, A TOTAL OF 1,526 IN TRAINEES ENROLLED IN THIS PROGRAM SINCE ITS INCEPTION, MOST OF WHICH HAVE BEEN, UH, PART OF A DEPARTMENT OF LABOR APPRENTICESHIP PROGRAM. SO THAT GOES ACROSS THE GAMUT OF ALL TRADES. UM, AND SO WE'VE ALSO HAD, UM, THE, UH, THEY DO HAVE THE OPTION, AND BY THEY, I MEAN THE GENERAL CONTRACTOR HAS THE OPTION TO ALSO MEET THE REQUIREMENT [00:35:01] OF THEIR TRAINEE REQUIREMENT FOR THE DOL, UM, APPRENTICESHIP GRADUATES AND OJT GRADUATES, BUT ONLY UP TO 50% OF THE REQUIREMENT CAN BE, UM, HELD BY THOSE GRADUATES. AND SO THERE HAVE BEEN A TOTAL OF 22, UH, PROJECTS HERE AT THE, FOR THE AIRPORT, SEVEN OF WHICH HAVE BEEN THAT 10 MILLION AND BELOW THRESHOLD, 14 IS ABOVE 10 MILLION. AND THEN ONE OF THOSE WAS THE PRIVATE, UH, PUBLIC PRIVATE PARTNERSHIP THAT I SPOKE ABOUT EARLIER. AND SO, UM, JUST QUICKLY, JOSHUA UH, LOST HIS WIFE AT A VERY YOUNG AGE, UM, UNEXPECTEDLY FROM, FROM CANCER AND HAD TWO LITTLE CHILDREN TO PROVIDE FOR. AND SO THE OPPORTUNITY FOR HIM TO WORK ON THIS BAGGAGE HANDLING SYSTEM, UH, PROJECT ALLOWED HIM TO GRADUATE HIS APPRENTICESHIP PROGRAM AND PROVIDE FOR HIS FAMILY. AND SO THAT IS JUST A REALLY TOUCHING STORY, UM, JUST TO KNOW THAT THE CITY OF AUSTIN PLAYED A ROLE IN HIS ADVANCEMENT. THOSE PIPELINE ORGANIZATIONS ARE PRE-APPRENTICESHIP PROGRAMS AND THEY CAN RUN THE GAMUT OF LIKE WHAT THEIR TRAINING, UM, CAN ENTAIL. SO IT CAN BE THINGS LIKE FLAGGER TRAINING, FORKLIFT OPERATIONS, CONFINED SPACES, TRAINING. I'M REALLY PROUD OF THE FACT THAT WE HAVE ADDED, UH, MULTIPLE PIPELINE ORGANIZATION AND, UH, DOL APPRENTICESHIP AND OJT PROGRAMS. UH, SINCE I STARTED THIS PROGRAM ON, ITS IN, YOU KNOW, AT ITS INCEPTION IN 2020, UM, TWO OF THE, THE MOST RECENT, UH, PROGRAMS THAT WE HAVE ADDED, ONE IS, UH, IT'S CALLED FREESTYLE LANGUAGE. THE PIPELINE ORGANIZATIONS THAT WE HAVE THAT PROVIDE TRAINEES TO AUGMENT, THEY ARE SIMILAR TO LIKE A, UM, WHAT IS IT CALLED, LIKE AN EMPLOYMENT AGENCY. AND THEN TRAINING REPORTS ARE DUE TO US WITHIN 30 DAYS AFTER NTP IS ISSUED, AND THEY ARE REQUIRED TO BE SUBMITTED TO US MONTHLY UNTIL SUBSTANTIAL COMPLETION IS MET ON THE PROJECT. AND THE INTENT OF THE TRAINING REPORT IS JUST TO CAPTURE THE TOTAL NUMBER OF HOURS WORKED BY EACH INDIVIDUAL TRAINEE.
