UM, THE CITY HAS BYPASSED ALL CITY COMMISSIONS,

ENVIRONMENTAL COMMISSION, COMMUNITY DEVELOPMENT COMMISSION PLANNING COMMISSION, UM, AN EXCHANGE FOR A DEAL WITH MULTIMILLION AND BILLION DOLLAR COMPANIES, SOME OF WHOM ARE UNKNOWN.THE VERY FIRST TENANT IS UNKNOWN.
IS IT ELON MUSK? IS IT SOMEONE ELSE? UM, AND IN EXCHANGE FOR THAT, THE CITY HAS, UM, GIVEN UP ALL OVERSIGHT ON THE PROPERTY FOR THE NEXT 45 YEARS.
AND THE DEVELOPER IS ASKING FOR $2.6 BILLION OF OUR TAX MONEY TO BE PAID UPFRONT TO FUND THE INFRASTRUCTURE FOR THIS MASSIVE INDUSTRIAL SITE.
IT'S ON ENDANGERED BLACK LAND PRAIRIE.
THAT THAT IS REMAINING IS ALL IN EAST AUSTIN.
UM, IT'S BEAUTIFUL RIPARIAN HABITAT.
IT IS THE DRINKING WATER FOR AUSTIN'S COLONY, WHICH IS OUR OWN FLINT, MICHIGAN HAPPENING HERE IN TOWN.
IT'S THE DRINKING WATER FOR BASTROP.
IT'S THE DRINKING WATER FOR MANOR AND TAYLOR.
UM, AND I'M BRINGING IT BEFORE YOU ALL, BECAUSE I TRUST AND BELIEVE IN YOU ALL.

THIS WAS UNANIMOUSLY APPROVED, SO YOU CAN FIND THAT, UM, IN, IN THE CITY'S BACKUP FOR THE JULY 1ST MEETING.
UM, AND WE ALSO HEARD OVER 45 PUBLIC COMMENTERS IN OUR, I BELIEVE IT WAS THE JUNE 16TH MEETING.
UM, AND RECOMMEND THAT YOU ALL TAKE A LOOK AT THAT AS WELL.

THERE'S A LOT OF FAMILIES IN AUSTIN THAT ARE RENTING OTHER UNITS THAT ARE, THAT ARE NOT, UM, AT THE SAME LEVEL THAT THEY CAN AFFORD.
UM, AND SO THEN YOU ALSO SEE THE GAP HERE FOR THE 30 TO 50%, UM, OF 11,000.

SO, UM, HOUSEHOLDS AT THAT LEVEL HAVE A, HAVE A BIG GAP THAT THEY'RE COVERING EACH MONTH, WHICH MEANS THEY'RE PAYING A LOT OF THEIR INCOME TOWARDS RENT.
AND AS WE SAW IN THE PREVIOUS SLIDE, THERE'S, THERE'S A LOT OF HOUSEHOLDS IN THIS SITUATION.
UM, AND SO WE HAVE A LOT OF VULNERABLE HOUSEHOLDS THAT AT, AT ANY POINT IN THE YEAR MAY NEED RENTAL ASSISTANCE.
SO IT'S KIND OF A BIG SCALE THAT WE HAVE.
THESE ARE SOME OF THE FINDINGS, UM, IN THOSE TWO REPORTS.
AND I LISTED KIND OF THE SOURCES THERE, BUT WHAT WE CAN ALSO SEND THE LINKS.
AND SO THE PRIMARY RENTAL AFFORDABILITY GAP IN AUSTIN

UM, AND THERE'S AN APPROXIMATELY 34,000 UNIT SHORTAGE.
SO THAT'S, UH, IF YOU KIND OF TAKE THAT $1,000 THAT WE SAW, THAT'S KIND OF A GAP FOR A LOT OF THOSE FAMILIES.
TIMES THAT 300 OR TIMES THE 34,000 UNITS TIMES 12 MONTHS, THAT'S A REALLY LARGE NUMBER OF, UH, WHAT THE, THE GAP IS IN AFFORDABILITY FOR A LOT OF OUR LOW INCOME FAMILIES.
UM, SO THAT, I REALLY WE'RE SPRINGING THAT UP MOSTLY TO KIND OF HIGHLIGHT WHERE YOU CAN GET SOME INFORMATION THAT'S RECENTLY BEEN RELEASED.
UH, THE CITY HAS DONE SOME REPORTS ON AFFORDABILITY, UM, WITH RECENT DATA FOR 2025.
AND SO, UM, I ENCOURAGE, UH, PEOPLE TO TAKE A LOOK AT THAT REPORT.
IT HAS A LOT OF GOOD INFORMATION THERE, NOT ONLY FOR RENTERS, BUT ALSO HOMEOWNERS.
UM, BUT THEN WE'RE GONNA KINDA TRANSITION TO TALK ABOUT THE FUNDING THAT WE, UM, HAVE HAD THE PAST SEVERAL YEARS FOR THE, I BELONG IN AUSTIN PROGRAM.
UM, IN 2024, WE HAD $11.6 MILLION THAT SERVED, UM, 1,742 HOUSEHOLDS.
AND THEN IN THESE FIRST THREE QUARTERS OF FISCAL YEAR 2026, WE'VE SERVED 414 HOUSEHOLDS.
UM, WITH THE $3 MILLION, WE WILL SERVE MORE THAN THAT.

SO 61 OF PERCENT OF THE APPLICANTS THAT WE SERVE ARE AT 30% OR BELOW WITH 21% REACHING 0% OF INCOME.
AND SO THIS IS JUST SHOWING YOU THAT THE FOLKS THAT WE SERVE, SUSAN MENTIONED EARLIER ABOUT THOSE THAT, UM, FOR RENTAL ASSISTANCE FOR, YOU KNOW, ONE BEDROOMS FOR, UH, THOSE THAT ARE 30% A MI, THAT THEY CAN'T AFFORD THE RENT.
AND THIS MAP RIGHT HERE KIND OF JUSTIFIES THAT INCOME.
YOU SEE THAT 21 18% THE LAST TWO YEARS, 21%, THOSE NUMBERS ARE STILL CONSISTENT THIS YEAR THAT ARE AT 0%.
AND AGAIN, THE 30%, THE 61%, 59%, THEY'RE CONSISTENT EVERY YEAR JUST SHOWING THAT, UM, FOR THOSE THAT ARE 30% AND AND BELOW THAT, THE NEED FOR RENTAL ASSISTANCE, IT'S MUCH HIGHER.
AND SO, AS I MENTIONED EARLIER,

AND THEN LAST BUT NOT LEAST, UM, SO WHAT WE'VE LEARNED OVER THE LAST THREE YEARS WITH IB, UH, WITH, I BELONG IN AUSTIN, UH, WITH THE RENTAL ASSISTANCE, UH, THAT PEOPLE DO, RENTAL ASSISTANCE IS NEEDED.
THEY NEED THE RENTAL ASSISTANCE TO STAY STABILIZED AND DOING A POST ASSISTANCE SURVEY.
WE HAVE CONSISTENTLY SEEN THAT OVER A LITTLE BIT, OVER 70% OF THOSE THAT HAVE RECEIVED ASSISTANCE, THEY DO REMAIN STABILIZED.
UM, AND SO THIS RIGHT HERE IS JUST CONTINUOUS, UM, UH, COOPERATION AND ENGAGEMENT WITH OUR PARTNERS TO ENHANCE THE PROGRAM TO TRY TO REACH THOSE THAT ARE VULNERABLE, UM, AND JUST TO CONTINUE TO STRENGTHEN THE PROGRAM.
UH, BUT THIS, UH, WHAT WE'VE LEARNED OVER THE THREE YEARS IS JUST, UH, LETTING US KNOW THAT THE RENTAL ASSISTANCE IS NEEDED TO, FOR, UM, ASSISTANCE TO BE STABILIZED.
AND ONE THING I DIDN'T MENTION ON THIS MAP RIGHT HERE IS THAT IF YOU SEE ALL OF THOSE FOLKS THAT HAVE APPLIED, IT JUST SHOWS YOU THAT THE NEED, IT'S THE NEED OF THE ASSISTANCE.
IT OUTWEIGHS THE ASSISTANCE THAT WE'VE RECEIVED.

AND THEN AFTER THAT, THE, IN FISCAL YEAR 25, THERE

AND THOSE SERVICES INCLUDE AN ASSESSMENT AND SERVICE PLAN.
UM, EMPLOYMENT SUPPORTS, LINKAGE TO EDUCATION AND TRAINING, UM, HOUSING ASSISTANCE, UM, LIKE RENT AND UTILITY ASSISTANCE, UH, TRANSPORTATION, SHORT-TERM COUNSELING AND, UM, BUDGETING AND FINANCIAL COUNSELING.

UM, CURRENTLY THE CITY OF AUSTIN,

THE CITY COUNCIL, KIRK WATSON, IS RECOMMENDING THAT THESE FORENSICS EXAMS NOW BE PASSED ALONG TO HOSPITALS.AND THOSE SERVICES ARE A LOT DIFFERENT BECAUSE IN A HOSPITAL ENVIRONMENT, IT WOULD INCUR A COST.
AND THEN ALSO THERE ARE SOME NEW, UH, STATE LEGISLATION BY THE GOVERNOR THAT WOULD REQUIRE HOSPITAL STAFF TO ASK VICTIMS OF THEIR IMMIGRATION STATUS FURTHER, UH, CREATING A BARRIER, A COST, AND OTHER BARRIERS.
SO, UM, YOU KNOW, UM, I DON'T THINK THIS IS THE RIGHT PLAN THAT THE MAYOR HAS PROPOSED TRANSITIONING THIS FORENSIC NURSING SERVICES TO THE HOSPITAL SYSTEM.
I DO BELIEVE THAT THE RELATIONSHIP THAT THE SAFE ALLIANCE HAS BUILT OVER THE PAST DECADE, UM, IT, IT WARRANTS FUNDING AND ATTENTION.
CERTAINLY THE CITY CAN LEARN A LOT ABOUT, UH, WHAT HAS WORKED.
UM, ONTO THE NEXT PAGE, YOU CAN SEE THE IMPACT THAT THE SAFE ALLIANCE, UM, HAS ANNUALLY, 600 FORENSIC EXAMS PER YEAR, 600 RAPE KITS PER YEAR, UM, 2,700 SAFELINE CONTACTS.
AND WHAT A SAFELINE IS, IS LIKE A HOTLINE FOR INDIVIDUALS, UH, FOR, FOR, FOR CHILDREN.
UM, TEXT MESSAGE, EMAIL, PHONE CALL.
THEY'RE, THEY HAVE ALL SORTS OF DIFFERENT SERVICES AVAILABLE.
50% OF THE CLIENTS IDENTIFY AS HISPANIC OR LA LATINX, AND 95% OF THESE REGIONAL EXAMS OCCUR AT ELOISE HOUSE, 95%.
SO IF WE WERE TO TRANSITION TO THE, TO THE MAYOR'S NEW PLAN, THESE FORENSICS EXAMS WOULD IMMEDIATELY GO DOWN.
AND AGAIN, 95% IS A DRASTIC NUMBER.
95% OF THOSE WHO HAVE EXPERIENCED SEXUAL ASSAULT GO TO THE ELOISE HOUSE VERSUS HOSPITALS.
YOU KNOW, SO THIS IS LIKE SUCH A CRUCIAL SERVICE.
UM, SO LIKE I MENTIONED, UM, HOSPITALS, A HOSPITAL TRANSITION, REINTRODUCES, EVERY BARRIER ELOISE HOUSE WAS BUILT TO REMOVE, I MENTIONED GOVERNOR ABBOTT'S EXECUTIVE ORDER GA 46.

I THINK THERE'S A LACK OF KNOWLEDGE AND EDUCATION.
AND, UM, ALSO I THINK THAT WITH MY OWN PERSONAL LIVED EXPERIENCE, HAVING MOVED INTO THE HOMELESS SHELTER HERE IN DOWNTOWN AUSTIN WHEN I WAS 15, THE ONLY PLACE THAT ME AND MY MOM WERE ALLOWED TO GO TO DURING THE DAY WERE PUBLIC LIBRARY.
SO WHEN I MOVED HERE IN 2013, THE OLDER LIBRARY THAT WE WAS HERE, DOWNTOWN WAS WHERE WE WENT.
AND A LOT OF PEOPLE EXPERIENCING HOMELESSNESS USED THAT LIBRARY AS REFUGE.
UM, NOW I KNOW THAT, THAT A PUBLIC SPACE IS NOT MEANT FOR THAT.
LIBRARIES ARE NOT MEANT FOR THAT.
BUT EVEN NATIONALLY, A LOT OF PEOPLE TEND TO GO TO LIBRARIES BECAUSE THAT'S THE ONLY PLACE WHERE YOU CAN ACCESS AFFORDABLE VENDING MACHINES, AC BATHROOMS, ALL THE DIFFERENT THINGS.
UM, AND, UM, AFTER SEEING THAT VIDEO, IT MADE ME WEARY ABOUT HOW THE COMMUNITY IS SEEING PEOPLE EXPERIENCING
