5. NEW BUSINESS a. Recommend approval of an ordinance authorizing acceptance of $10,000,000 in American Recovery and Reinvestment Act (ARRA) grant funds from the U.S. Department of Energy and amending the Fiscal Year 2009-2010 Austin Energy Operating Budget Special Revenue Fund of Ordinance No. 20090914-002 to appropriate the funds for an ARRA Retrofit Program and for the addition of eight (8) full-time equivalent positions to implement the program. b. Recommend authorization to negotiate and execute an interlocal agreement with the City of San Antonio to provide for cooperation and joint purchasing efforts with respect to implementing energy efficiency retrofit programs funded by the federal American Recovery and Reinvestment Act (ARRA) of 2009. 6.
