UH, AND IT'S RENT STANDING FOR RELIEF OF EMERGENCY NEEDS FOR TENANTS PROGRAM.

UH, THIS IS A 1.45 $9 MILLION CONTRACT WITH 1.259 GOING TO BE ALLOCATED FOR EMERGENCY RENTAL ASSISTANCE, UH, FOR, UH, PEOPLE THAT ARE EXPERIENCING, UM, PRESSURES RELATED TO COBIT.

UH, THE HOUSING AUTHORITY FOR THE CITY OF AUSTIN OR HAKA IS THE VENDOR AND THE PROGRAM ADMINISTRATOR FOR THIS CONTRACT.

UH, WE'RE USING CURRENTLY LOCAL FUNDS, NAMELY THE HOUSING TRUST FUND TO PROVIDE THIS ASSISTANCE.

UH, AND THIS IS ONE TIME EMERGENCY RENTAL ASSISTANCE.

IF YOU COULD ADVANCE THE SLIDE PLEASE.

SO ELIGIBILITY FOR THE RENT PROGRAM, UH, YOU MUST BE ABLE TO, YOU MUST HAVE BEEN ABLE TO DEMONSTRATE THAT YOUR HOUSEHOLD HAS BEEN IMPACTED BY COBIT 19 AND, UH, THAT YOU'RE, YOU WERE AT A HELPFUL THAT 80% MEDIAN FAMILY INCOME AND BELOW, UH, FOR PROCESS APPLICATIONS WERE RECEIVED FROM MAY FOUR THROUGH MAY SIX.

AND WE ARE

IN THE MIDDLE OF THE LOTTERY PROCESS OF THAT RIGHT NOW.

SO WE ACCEPTED, UH, OPEN APPLICATIONS, UM, MAY 4TH THROUGH MAY 6TH.

UH, THEN WE WILL CONDUCT A LOTTERY TO BE ABLE TO DEPLOY THE FUNDS.

RENT PAYMENTS WILL BE PAID DIRECTLY TO LANDLORD BY MAY 15TH.

WE EXPECT SERVING A THOUSAND PLUS HOUSEHOLDS, UM, WITH THIS INITIAL ROUND OF RENTAL ASSISTANCE.

AND, UH, PERHAPS MOST IMPORTANTLY IS THAT WE'LL BE GETTING FURTHER.

WE'RE GONNA BE GETTING A LOT OF DATA THAT WILL HELP US TO UNDERSTAND AND DETERMINE THE SCOPE OF THE UNMET NEED THAT WE HAVE FOR, UM, FOR RENTAL ASSISTANCE IN AUSTIN.

AND SO WHAT I WANT TO DO NOW IS TO SHARE MY SCREEN SO THAT I CAN SHARE WITH YOU THE DATE, THE DASHBOARD DATA WE HAVE CURRENTLY FOR, UH, THE PEOPLE THAT APPLIED FOR THE RENT PROGRAM.

BUT I WANTED TO SHARE WITH YOU WHAT WE HAVE RIGHT NOW.

SO THE LOTTERY WITH OPEN FROM MAY 4TH AT 9:00 AM UNTIL MAY 6TH AT 1159, UH, REQUIREMENTS, APPLICANTS MUST HAVE BEEN UNABLE TO PAY THEIR MAY 26 20 RENT.

THEY HAD TO LIVE IN THE CITY OF AUSTIN.

THEY HAD TO HAVE AN INCOME OF LESS THAN 80% MEDIAN FAMILY INCOME AND THEY HAD TO HAVE FACED A JOB LOSS OR LOSS OF INCOME DUE TO CODE AT 19.

AND THEY WERE NOT RECEIVING ANY OTHER GOVERNMENTS ASSISTANCE.

AND AGAIN, THE GOAL IS TO HAVE RENT PAYMENTS GO OUT NO LATER THAN FRIDAY, MAY 5TH, MAY 15TH TO LANDLORDS THAT ARE WILLING TO PARTICIPATE IN THE PROGRAM.

SO, UM, WE HAD IN TOTAL, UM, WE HAD 10,738 APPLICATIONS SUBMITTED IN TOTAL OVER THE THREE-DAY LOTTERY.

UM, THE 11 1,142 OF THOSE CAME IN BY PHONE 300 3,360.

SO THESE ARE QUESTIONS WE HAD A SIGNIFICANT NUMBER OF QUESTIONS THAT CAME IN BY, BY PHONE.

UH, WE WILL BE USING THE CONDUCTING THE LOTTERY HAKA IS IN THE PROCESS OF DOING THAT RIGHT NOW, QUALIFYING PEOPLE, WORKING WITH LANDLORDS AND GETTING THE, THE RENT CHECKS OUT BY THIS FRIDAY, UH, TO THE FOLKS THAT ARE GOING TO BE ELIGIBLE THROUGH THE LOTTERY.

AND SO POTENTIALLY INSTEAD OF JUST GIVING A LANDLORD THE $12,000 GRANTS TO, FOR THE MA TO MAINTAIN MAYBE A MAINTENANCE PERSON THAT THEY MIGHT HAVE ACROSS A FEW PROPERTIES, PUTTING THOSE $12,000 TO RENTAL ASSISTANCE THAT KEEPS THAT TENANTS IN PLACE AND KEEPS THAT LANDLORD AFLOAT MAY MAKE SENSE.

AT WHICH POINT THAT SMALL BUSINESS STUFF, THOSE 12,000 SMALL BUSINESS LOAN DOLLARS MIGHT BEST JUST BE DELIVERED DIRECTLY TO THE TENANT THROUGH THE RENT PROGRAM.

NOT SAYING THAT THAT'S WHAT WE SHOULD DO, BUT THAT'S, I'D BE THE IDEA BECAUSE ON THE, ON THE LANDLORD SIDE, WE'RE REALLY, IF WE HELP THE TENANTS THEN WE'RE SUPPORTING THE LANDLORDS AND ANY MAINTENANCE EMPLOYEES THROUGH THAT RENT PAIN.

THE 250 MILLION IS ROUGHLY DIVIDED INTO FOUR DIFFERENT PROGRAMS. THOSE INCLUDE RENTAL HOUSING DEVELOPMENT ASSISTANCE OR RHODA OWNERSHIP, HOUSING DEVELOPMENT ASSISTANCE OR ODA.

OUR HOME REPAIR PROGRAM AND LAND ACQUISITION.

RHODA FUNDS, UM, WERE UM, UH, IDENTIFIED AT $94 MILLION, ODA 28 MILLION HOME REPAIR, 28 MILLION AND THEN FINALLY LAND ACQUISITION AT 100 MILLION.

SO YOU'LL SEE THE FOUR DIFFERENT PROGRAMS, LAND ACQUISITION, PHOTO RHODA AND GO REPAIR.

THE TOP BAR IS SHOWING YOU THE FULL AMOUNT,

HOUSING DEVELOPMENT ASSISTANCE IS SERIOUSLY OVERSUBSCRIBED.

IN FACT, WE JUST LAST WEEK WE CLOSED OUR, OUR FINAL APPLICATION ROUND FOR THIS FISCAL YEAR.

SO OUR FOURTH QUARTER, WE RECEIVED NINE APPLICATIONS FOR BOTH RODEN OTIS, SIX FOR RENTAL HOUSING, THREE FOR OWNERSHIP HOUSING, AND THE TOTAL REQUEST WAS MORE THAN $22 MILLION.

UM, I WILL POINT OUT AS DEMONSTRATED ON THE PREVIOUS SLIDE THAT WE ARE ESSENTIALLY FULLY OBLIGATED FOR BOTH VODA AND RHODA FOR THIS FISCAL YEAR.

UM, A FEW REALLY IMPORTANT, UH, THINGS WERE INCLUDED IN THOSE FOURTH QUARTER APPLICATIONS.

UH, THE, UH, WE RECEIVED APPLICANTS FOR APPLICATIONS THAT WERE OUR 9% LYTEC, LOW INCOME HOUSING TAX CREDIT APPLICATIONS.

UH, WE WON'T KNOW THE FINAL DETERMINATION FROM OUR STATE HOUSING FINANCE AGENCY, WHICH OF THOSE, UM, FOR, UH, WILL BE, UH, FUNDED, THAT THAT DETERMINATION WILL HAPPEN IN JULY OF 2020.

THE LIGHT TECH GAP AMOUNTS, THE REQUESTS RANGE FROM 3.5 MILLION TO 6.5 MILLION PER APPLICATION.

UM, I WILL POINT OUT THAT THREE OF THE FOUR APPLICATIONS ARE SUPPORTIVE HOUSING APPLICATIONS AND REPRESENT A POTENTIAL FOR MORE THAN 200 CONTINUUM OF CARE UNITS.

UM, SO VERY CRUCIAL, UM, APPLICATIONS.

TYPICALLY WE, WE FUND OR FULLY FUND, UM, OUR 9% LYTEC AWARDS BECAUSE THEY REALLY PROVIDE THE MOST COMPELLING, UH, LEVERAGE OF OUR FUNDING.

UM, I WILL ALSO NOTE THAT WE CAN, WE'RE LOOKING AT THE POSSIBILITY OF SPREADING THE FUNDING INTO NEXT FISCAL YEAR, BUT OF COURSE THAT THEN IMPACTS NEXT FISCAL YEARS FUNDING AVAILABILITY.

ANOTHER FINAL THING I WANT TO MENTION ABOUT OUR ODA APPLICATIONS, UM, IS COMING THIS SUMMER.

WE WILL HAVE THE FIRST TRAUNCH OF FUNDING DO, UH, OR THE GROVE DEVELOPMENT AND DISTRICT 10, UM, THIS IS TO SECURE THE AFFORDABILITY FOR SOME OWNERSHIP HOUSING UNITS AND WE ANTICIPATE THAT THAT, UH, FUNDING AMOUNT WILL BE APPROXIMATELY 3.23 POINT $3 MILLION.

FIRST ONE IS AN ACQUISITION IN DISTRICT FIVE AT 1212 SLAUGHTER LANE, UM, THAT IS, UH, REPRESENTING ABOUT 10 POINT $7 MILLION.

AND WE HAVE A MEMORANDUM OF UNDERSTANDING WITH THE PARKS AND RECREATION DEPARTMENT.

THEY'RE GOING TO BE TAKING NEARLY HALF OF THAT SITE FOR A NEIGHBORHOOD PARK.

WE'RE REALLY EXCITED ABOUT LEVERAGING THEIR DOLLARS WITH OUR DOLLARS, UM, TO ENSURE BOTH AFFORDABLE HOUSING AND OPEN SPACE AND DISTRICT FIVE.

UH, AND THEN ALSO, UH, WE ARE COMING TO THE HFC BOARD WITH, UM, A CONTRACT TO PURCHASE 20 SCATTERED SITE HOMES, CONTRACT WITH THE HOUSING AUTHORITY OF THE CITY OF AUSTIN FOR A LITTLE OVER FOUR POINT $7 MILLION.

THIS REPRESENTS SINGLE FAMILY HOMES AND DISTRICTS ONE, TWO, SIX AND SEVEN.

UM, COULD WE GET A BREAKDOWN EVEN FURTHER JUST AS WE HEAD INTO THE NEXT COUNCIL MEETING TO KNOW, YOU KNOW, WHAT WAS DONE ON HOTEL MOTEL STRATEGY THAT'S BEEN ALLOTTED VERSUS WHAT MAY NOT BE ALLOTTED AND JUST KIND OF WHAT'S COMING UP ON THIS NEXT AGENDA.

I THINK THAT WOULD HELP ME KIND OF SEE THAT BROKEN DOWN A BIT FURTHER.

UM, AND THEN I ALSO WANTED TO ASK ABOUT THE ROLE OF DUPLEXES IN THE CONVERSATION AROUND PURCHASING SINGLE FAMILY.

THE ONES THAT I'M THINKING OF ARE TYPICALLY MORE MARKET RATE AFFORDABLE AND OFTENTIMES ALONG BUS ROUTES OR OTHER MOBILITY CORRIDORS.

AND SO I JUST WASN'T SURE IF THAT WAS, UM, PART OF THE CONSIDERATION OF WHAT IS APPROPRIATE OR, UM, I KNOW WE SAID DETACHED SINGLE FAMILY, BUT, UM, SEEING THOSE CONSIDERATIONS AROUND DUPLEXES, I WASN'T SURE IF THAT WAS PART OF THE CONVERSATION, UM, TO BE ABLE TO OBTAIN THOSE UNITS AS WELL.

SO LET ME TAKE THESE IN TWO DIFFERENT PARTS AS THE FIRST QUESTION ABOUT THE PIE CHART.

WE CAN CERTAINLY GIVE YOU MUCH MORE DETAILED AND I WILL SAY I SKIPPED OVER A VERY IMPORTANT PIECE OF THE PIE.

UM, WHEN I, WHEN I LOOK AT THE PIE, UH, ABOUT A THIRD OF IT AS I MENTIONED, AND THIS IS WHAT I FOCUSED ON WITH EITHER ENCUMBERED OR IT WAS COMING BEFORE YOU ON THE MAY 21ST AGENDA.

UM, AND THEN THE BOTTOM PIECE OF THE PIE REALLY IS THE AMOUNT OF MONEY WE FEEL LIKE IN THE SHORT TERM IS NECESSARY IN ORDER TO, UM, EXECUTE THE COUNCIL'S VISION FOR THE HOTEL MOTEL, UM, STRATEGY, THE CONVERSION STRATEGY.

AS YOU ALL KNOW, THE FIRST PIECE OF THAT, UM, WAS THE RIGHT WAY IN WHICH HAS ALREADY BEEN PURCHASED AND WAS WE UTILIZED FEDERAL FUNDING FOR THAT ACQUISITION.

UM, THOSE FEDERAL FUNDS ARE ALL GONE.

UM, THEY'VE BEEN USED BY THE ACQUISITION AND WILL SUBSEQUENTLY USE BE USED, UM, WITH REHABILITATION.

WE'LL BE TAPPING INTO FEDERAL FUNDS FOR THAT.

WE HAVE IDENTIFIED OTHER HOTEL MOTEL.

UM, WE'RE WORKING WITH THE OFFICE OF REAL ESTATE SERVICES ON THOSE.

WE CAN GET YOU MORE DETAILS.

UM, BUT WE ARE VERY COGNIZANT THAT CITY COUNCIL HAS ARTICULATED DIVISION FOR, UH, AT MINIMUM THIS IS AN ONGOING PLAN THAT'S 300, UM, PERMANENT SUPPORTIVE HOUSING UNITS THROUGH THE HOTEL MOTEL CONVERSION STRATEGY.

AND WE WANT TO MAKE SURE WE HAVE SUFFICIENT FUNDING, UM, AND HAVE IDENTIFIED THIS AS AN APPROPRIATE FUNDING SOURCE, UM, IN ORDER TO EXECUTE THAT STRATEGY.

THE REMAINING FUNDS AND REMAINING THIRD OF THE PIE, UM, REALLY IS, AS I MENTIONED, WE ARE CURRENTLY JUGGLING MULTIPLE.

UM, WE HAVE MULTIPLE OFFERS AND

AS SOON AS WE HAVE SECURED THOSE DEALS, UH, WE WILL PROVIDE YOU ALL OF THAT TO SAY WE WILL PROVIDE YOU A MORE DETAILED BREAKDOWN AND MORE DETAILS, UM, BEFORE THAT COMES TO YOU ON THE 21ST AGENDA.

THEN THE SECOND QUESTION WAS ABOUT DUPLEXES AND I WILL SAY, UM, THE HOUSING AUTHORITY DEAL, WE ARE AT TYPICALLY NOT IN THE BUSINESS OF ACQUIRING, UM, SINGLE FAMILY HOMES, PARTIALLY BECAUSE IT'S NOT AS, UM, EFFICIENT.

UM, FROM, FROM OUR PERSPECTIVE IN TERMS OF AN INVESTMENT DOING KIND OF A ONESY TWOSY HERE AND THERE.

SO IT HASN'T BEEN A PRIORITY.

THE HOUSING AUTHORITY, THE HAKA SCATTERED SITE HOMES, UM, CAME TO US WHEN THE HOUSING AUTHORITY, UM, THEY CURRENTLY HAD A PORTFOLIO OF SINGLE FAMILY HOMES THAT THEY USED TO RENT TO HOUSING CHOICE VOUCHER HOLDERS.

THEY RECOGNIZING THAT IT WAS VERY HARD TO MANAGE, UM, SCATTERED SITE HOMES FROM AFAR.

UH, THEY DECIDED TO REQUEST FROM HUD, UM, UH, UH, UH, APPROVAL TO ACTUALLY SELL THE HOMES.

THEY WERE GOING TO PACKAGE ALL OF THESE HOMES INTO A SINGLE PORTFOLIO AND PUT IT OUT ON THE OPEN MARKET.

UH, WHAT W THEY APPROACHED US FIRST BECAUSE WHAT WE KNEW IS THAT IF IT WAS PORTFOLIO AND PUT OUT ON THE MARKET, UM, AS A PRIVATE INVESTOR WOULD PURCHASE THEM.

AND OF COURSE WE HAD THEM AND PUT THEM OUT ONTO THE MARKET.

WE HAVE SEVERAL POCKETS OF WHERE THESE HOMES ARE THAT ARE REALLY IN HIGH OPPORTUNITY AREAS.

AND WE THOUGHT IT WAS AN EXCELLENT OPPORTUNITY FOR OUR COMMUNITY LAND TRUST, UM, TO HELP GROW OUR COMMUNITY LAND TRUST AND PROVIDE AFFORDABLE FIRST TIME OWNERSHIP TO LOW AND MODERATE INCOME FAMILIES.

SO THIS IS NOT A DEAL THAT WE NECESSARILY SOUGHT OUT.

AND AGAIN, WE'RE NOT SEEKING OUT, UM, UH, NECESSARILY SINGLE FAMILY OR, OR, OR DUPLEX.

NOT TO SAY THAT WE WOULDN'T CONTEMPLATE THEM, BUT THIS WAS A REALLY UNIQUE DEAL THAT, UH, CAME TO US AND WE APPRECIATE THE PARTNERSHIP WITH THE HOUSING AUTHORITY IN THEM, UH, GIVING US FIRST PRIORITY BECAUSE IT WILL SECURE THE AFFORDABILITY FOR THE LONGTERM.

ABSOLUTELY.

SO IS THE SCATTERED SITE, UM, METHODS SOMETHING THAT IS BEING PHASED OUT, OR IS THERE SOMETHING SPECIFIC ABOUT THESE PARTICULAR, UH, HOMES THAT, UM, HOUSING AUTHORITY WAS WILLING TO LET GO OF, BUT THEY'RE STILL CONTINUING THE SCATTERED SITE PROGRAM? RIGHT.

IT ASKED THAT QUESTION IN A CLEAR WAY.

YEAH.

SO THEY ARE, THESE ARE THE HOME, THIS IS THE PORTFOLIO OF HOMES THAT THEY, THE HOUSING AUTHORITY ACTUALLY OWN AS A PUBLIC HOUSING AUTHORITY.

THEY ARE DISCONTINUING THAT APPROACH.

THEIR HOUSING CHOICE VOUCHERS.

THEY'RE RELYING ON PRIVATE, UH, LANDLORDS TO ACCEPT HOUSING CHOICE FACTORS, WHICH IS A TOTALLY DIFFERENT CONVERSATION, UM, RATHER THAN PROVIDING THE HOUSING THEMSELVES IN A SCATTERED TYPE FASHION.

DOES THAT MAKE SENSE? YES.

UH, WE'VE SPREAD IT OUT OVER FIVE YEARS.

I'M WONDERING IF THERE'S ANY UTILITY IN ACCELERATING THAT.

AND I'M ALSO WONDERING WHETHER YOU ARE FACING ANY KIND OF CHALLENGES IN EXPANDING THE ACQUISITION DOLLARS THAT, UM, THAT YOU CAN SHARE WITH US.

IN OTHER WORDS, IN OTHER WORDS, WHY DID READ IT OUT FIVE OVER FIVE YEARS? IS THERE A NEED TO ACCELERATE IT OR NOT? AND THEN WHAT KIND OF CHALLENGES ARE YOU ALL EXPERIENCING? YEAH.

AFTER THE 2018 BONDS WERE APPROVED, UH, ROSIE AND I SAT DOWN TO TALK THROUGH THE, THE SPEND PLAN AND HOW WE WOULD ALLOCATE THE DOLLARS.

ONE THING WE DECIDED, UH, WITH THE GO REPAIR DOLLARS IS THAT WE WOULD GRADUALLY INCREASE THE ANNUAL ALLOCATION, RECOGNIZING THAT OUR NONPROFIT PARTNERS NEEDED TO BUILD THEIR CAPACITY OVER TIME WITH BOTH RHODA AND ODA DOLLAR.

SO OUR HOUSING DEVELOPMENT ASSISTANCE, UM, WE KNEW THAT THE DEMAND WAS GOING TO BE THERE.

WE ROUGHLY DIVIDED IT OVER FIVE YEARS WITH LAND ACQUISITION.

WE ACTUALLY FRONT LOADED IT.

UM, SO YOU'LL NOTE

RATHER THAN $20 MILLION A YEAR, WE HAVE, WE'RE ONLY TWO YEARS IN AND WE HAVE FRONT-LOADED $50 MILLION.

WITH THE UNDERSTANDING THAT WE WANTED TO BE REPAIRED SHOULD A LARGE SCALE OPPORTUNITY PRESENT ITSELF.

UM, AND YOU KNOW, ONE OF THE EXAMPLES IN OUR DISCUSSIONS WITH COUNCIL WAS THE TEXT THAT, UH, PARTIAL THAT SUBSEQUENTLY BECAME THE GROVE, UM, WHEN THAT BECAME AVAILABLE AND IT WAS A VERY QUICK TIMEFRAME, THE CITY WAS NOT POSITIONED TO, UH, CUT A CHECK AS IT WERE FOR I THINK IT WAS 29 MILLION SOMETHING.

AND THEY PRAISED VALUE AND WE WANTED TO POSITION OURSELVES IN ORDER TO TAKE ADVANTAGE OF ANY SUCH OPPORTUNITIES, LARGE SCALE OPPORTUNITIES LIKE THAT.

I SEE, UM, WITH OUR, OUR CURRENT, UH, SPEND PLAN AND WITH THE UH, LOOMING PROJECT CONNECT, UH, I SEE NO PROBLEM WITH IDENTIFYING AND WISELY INVESTING.

UM, THE A HUNDRED MILLION DOLLARS OVER THIS NEXT FIVE YEARS.

I DO SEE THE NEED POTENTIALLY TO BRING, UH, ADDITIONAL FUNDING FORWARD FOR PARTICULARLY RENTAL HOUSING DEVELOPMENT ASSISTANCE.

UM, THAT IS WHERE WE ARE, AS I MENTIONED, SERIOUSLY OVERSUBSCRIBED.

UM, AND WE HAVE SOME OPPORTUNITIES THAT, UH, THAT WE CANNOT TURN DOWN.

UH, SO, UH, I'LL USE THE 9% LYTEC.

UM, DEALS AS AN EXAMPLE.

WE HAVE FOUR PROJECTS THAT ARE COMING BEFORE US.

THREE OF THOSE ARE SUPPORTIVE HOUSING PROJECTS, UM, WITH AN ENORMOUS NUMBER OF CONTINUUM OF CARE UNITS.

UM, AND THEY NEED, THEY NEED THE GAP FUNDING.

UM, AND, AND SO WE WOULD RECOMMEND TO CITY COUNCIL SHOULD IT COME DOWN TO WHETHER OR NOT, UM, THE FUNDING IS AVAILABLE THIS FISCAL YEAR.
