I CALLED IN TO SPEAK ON THE HEART AND THE HOT ARTS FUNDING IMPACTED BY COVERT 19, THE ECONOMIC CRISIS IMPACTING OUR COMMUNITY AND TO MAKE A RECOMMENDATION. WE ALL KNOW THAT THIS HAS, THERE HAS BEEN A DEVASTATING IMPACT ON THE HOT FUNDS FOR THIS YEAR THAT WILL CONTINUE TO THE NEXT FISCAL YEAR. THIS MEANS FOR US IN THE FIELD A POSSIBLE SUBSTANTIAL REDUCTION IN FUNDING. BASED ON THE INFORMATION WE HAVE BEEN TOLD TO EXPECT A 40 TO 75% REDUCTION IN FUNDING. WHAT DOES THIS MEAN FOR MEXICO AT THE MUSEUM? OUR CORE FUNDING IS ABOUT OUR CORE. OUR STAFF. WE HAVE SMALL STAFF OF SIX FULL TIME EMPLOYEES WHOSE SALARIES ARE MODEST. A 75% REDUCTION MEANS LOSING HALF OF OUR FULL TIME EMPLOYEES. THIS WOULD BE DEVASTATING TO OUR ORGANIZATION. ORGANIZATION HAS ALREADY SUFFERED MAJOR LOSS OF FUNDING DUE TO THE CANCELLATION OF SOUTH BY SOUTHWEST AND CLOSER FOR TWO MONTHS. EVEN WITH REOPENING, WE SEE A REDUCTION IN SALES AND LIMITED ADMISSIONS. WE CANNOT SUSTAIN A MAJOR REDUCTION. THAT WILL TAKE US BACK TO A LEVEL OF 1989 30 YEARS AGO. MY SECOND POINT IS THAT WE ARE A LATINO ORGANIZATION THAT HAS LESS RESOURCES IN OUR COMMUNITY. ALL OUR ORGANIZATIONS ARE SUFFERING. HOWEVER IT IS THE FACT THAT THE PEOPLE OF COLOR HAVE BEEN DISPROPORTIONATELY IMPACTED BY COBIT. 19 THE MAJORITY OF OUR PUBLIC IS LATINO AND HAS BEEN HIT EXTRA HARD IN AUSTIN. 66% OF THE CASES OF COBIT 19 ARE LATINO. AISD HAS REPORTED THOUSANDS OF STUDENTS ACROSS AUSTIN ARE NOT ACTIVELY PARTICIPATING IN SCHOOLWORK DUE TO LIMITED OR NO ACCESS IN FUNDING, IN RESOURCES AND INTERNET. THE GAPS ARE GROWING. A REDUCTION WOULD BE DEVASTATING FOR THE MUSEUM AND WOULD LOSS OF ABILITY TO PROVIDE SERVICES FOR OUR COMMUNITY. WE MUST WORK TOGETHER TO FIND A SOLUTION. THE ARTS COMMUNITY AND ECONOMIC ECONOMIC DEVELOPMENT DEPARTMENT MUST FIND ANOTHER SOURCE TO FILL THE GAP. THE CITY OF AUSTIN HAS RECEIVED 170 POINT $8 MILLION ALLOCATION AND FEDERAL CARES ACT FUNDING. THE CARES ACT CAN BE USED FOR EXPENDITURES INCURRED, COULD A PUBLIC HEALTH EMERGENCY. I ASKED THIS, THE ARTS COMMISSION AND THE ECONOMIC DEVELOPMENT DEPARTMENT REQUEST FUNDS FROM, FROM THE CARE ZACK TO FILL THIS GAP. IN JANUARY OF THIS YEAR, I ACTUALLY BRIEFED THE COMMISSION ON HOW THE OCCUPANCY TAX FUNDS, WELL AS YOU KNOW, WHERE, UM, THE CITY SEES THE MAXIMUM AMOUNT OF 15% OF THE HOTEL OCCUPANCY TAX. IT ACTUALLY FLOWS INTO WHAT'S CALLED THE HOTEL OCCUPANCY FUND. AT THE TIME THAT THE BUDGET WAS APPROVED, THE ANTICIPATED REVENUE WAS 11.8 $8 MILLION. NEXT SLIDE. FROM THE HOTEL OCCUPANCY TAX FUND. IT THEN FLOWS INTO WHAT YOU ALL KNOW AS OUR CULTURAL ARTS FUND. AND SO THESE TWO SLIDES JUST SHOWED THE FLOW. NEXT SLIDE PLEASE. AND THEN HE KNEW, UH, TWO WEEKS AGO BRIEF COUNCIL ON THE EFFECTS OF THE CANCELLATION OF SOUTH BY THIS PRESENTATION ACTUALLY LIVES ON THE AUSTIN FINANCE ONLINE AND JUST WANTED TO, UM, [00:10:01] BRIEF EVERYONE THAT WE ARE SEVERE, UH, DECREASES ACROSS THE BOARD IN TERMS OF OUR SALES TAX, OUR MIXED BEVERAGE TAX AND ALL OF OUR INTERESTS. THE MAY SALES TAX WAS ACTUALLY DOWN 4.5% FROM THE PRIOR YEAR AND COMPARED TO OTHER LARGE TEXAS CITIES, THEY'RE EVEN SEEING A STEEPER DECLINE THAN WE ARE. NEXT SLIDE. . HE ALSO REPORTED THAT THE ANTICIPATED DECLINE IN THE HOTEL OCCUPANCY TAX WOULD BE AROUND 36 POINT $7 MILLION AND IT WILL AFFECT SEVERAL DIVISIONS WITHIN ECONOMIC DEVELOPMENT AS WELL AS THE CONVENTION CENTER. NOT ONLY WILL YOU SEE A DECREASE IN THE HOTEL OCCUPANCY TAX, BUT ALSO THAT YOUR PORT REVENUE AND THE TRANSPORTATION DEPARTMENT'S PARKING FEE. NEXT SLIDE. SO WHERE ARE WE TODAY? WE HAVE BEEN IN CONSTANT COMMUNICATION, NOT ONLY WHAT THE CONVENTION CENTER BUT ALSO OUR BUDGET OFFICE IN TERMS OF THE PROJECTIONS FOR THIS YEAR, FYI 1920 AS WELL AS THE PROPOSED BUDGET OF 2021 AS YOU CAN SEE, THE CURRENT ESTIMATED ENDING BALANCE FOR THIS FISCAL YEAR THAT IN SEPTEMBER 30TH, 2020 WILL BE APPROXIMATELY NEGATIVE ONE POINT $5 MILLION ECONOMIC DEVELOPMENT AS WELL AS THE SENATE IS COMMITTED TO ENSURING THAT ALL CONTRACTUAL AGREEMENTS THAT WE HAVE ENTERED INTO WILL BE FULFILLED. KNOWING THAT THE BUDGET OFFICE IS ALSO, UHM, HAS APPROVED OUR FUND THAT WE NEGATIVE. BUT WE WILL HAVE TO BE ABLE TO CLEAR THAT NEGATIVE WITHIN A YEAR. I'M GETTING SOME BACKGROUND NOISE. THAT'S WHY MY WEIRD FACE, YOU HAVE TO CARE THAT BALANCE AND THE ESTIMATED PROJECTION AS A DAY IS WHERE ESTIMATING THAT WE COULD POSSIBLY SEE 9.3 MILLION BUT PLEASE KNOW THAT THIS NUMBER IS NOT FINAL. WE WILL SUBMIT OUR FINAL BUDGET DOCUMENTS IN JUNE FOR COUNCIL TO CONSIDER AND WE ARE STILL IN SHARING THAT THIS PROJECTION, THE 9.3 IS STILL A BALLOT NUMBER IN ORDER TO NOT HAVE A NEGATIVE BALANCE. UH, AT THE END OF WE ARE ESTIMATING TO HOLD HARMLESS 10% IN RESERVES, WHICH WILL MEAN THAT AS OF TODAY, AND I WANT TO SAY WE ARE STILL WORKING WITH THE BUDGET OFFICE. WE HOPE THAT THIS IS NOT A FINAL NUMBER, BUT I DID NOT WANT TO PUT A NUMBER OUT THERE THAT WE MAY OR MAY NOT ACHIEVE. AND WE, UH, I LOOK AT REPORTS MONTHLY, UH, AS OF LAST NIGHT, WE HAD BROUGHT IN THROUGH YESTERDAY $7 MILLION. AND SO WE STILL HAVE THREE MONTHS TO GO. AND SO AGAIN, I JUST WANT TO CAUTION YOU ALL CORRECT. THAT IS JUST AN ESTIMATE. SO THEN WE WOULD HAVE TO TAKE THE NEGATIVE BALANCE OUT OF THAT FIRST THEN SET ASIDE THE MANDATED RESERVE. THEN ALSO, DEPENDING UPON WHAT THE ARTS COMMISSION WOULD WANT TO DO, SET ASIDE THE ADDITIONAL RESERVE. CORRECT.
