I LIVE IN CITY COUNCIL DISTRICT NINE AND I SERVED ON THE AUSTIN ANIMAL ADVISORY COMMISSION FROM 1992 UNTIL 2000 SINCE 2008 I HAVE REMAINED INVOLVED IN UM, CITY OF AUSTIN ANIMAL SHELTER AND ANIMAL WELFARE ISSUES.
I AM HERE TO ASK THAT THE PARKS BOARD PLACE AN ITEM ON YOUR NEXT BOARD MEETING AGENDA TO EXAMINE THE STATUS OF THE LAMAR BEACH MASTER PLAN AS IT RELATES TO AUSTIN PETS ALIVE AND ITS LEASE AGREEMENT WITH THE CITY.
I AM ASKING THE AGENDA ITEM TO INCLUDE BUT POSSIBLY NOT TO BE LIMITED TO THESE ISSUES.
THESE ARE JUST SUGGESTIONS AND UM, THOUGHTS I HAVE OF SOMETHING THAT WE WOULD LIKE MORE INFORMATION ON TO BE BETTER INFORMED ABOUT WHAT'S GOING ON.
THE ITEMS THAT I WOULD LIKE TO SEE YOU LOOK AT ARE THE AMOUNT OF FUNDRAISING THAT IS EXPECTED FROM AUSTIN PETS ALIVE TO BUILD A NEW SHELTER AS PART OF THE LAMAR BEACH MASTER PLAN.
UH, THE TIMELINE THAT SHOWS THE AMOUNT OF FUNDING EXPECTED TO BE RAISED AND WHAT DATES THOSE AMOUNTS SHOULD BE RAISED BY ANY REPORTS REQUIRED TO BE SUBMITTED BY AUSTIN PETALS TO THE CITY OF AUSTIN IN ORDER TO ENSURE THAT THE FUNDRAISING IS MOVING FORWARD AND THAT THE LAMAR BEACH MASTER PLAN CAN BE EXECUTED WITH THE ANIMAL SHELTER AS PART OF IT AS DISCUSSED BACK IN DECEMBER, 2016 AND ANY OTHER RELEVANT ISSUES THAT HAVE TO DO WITH AUSTIN PETS ALIVE AND THE LAMAR BEACH MASTER PLAN, ESPECIALLY GIVEN WHAT IS

LATELY BEING PROPOSED BY AUSTIN PETS ALIVE, WHICH IS THAT THERE BE A NEW MODEL OF SHELTERING THAT DOES NOT RELY ON SHELTERS AND SHELTER INTAKE SO MUCH.UM, LATELY SINCE COBIT STARTED, AUSTIN PETS ALIVE HAS BEEN PROMOTING THAT CLOSED INTAKE.
THE MADE PERMANENT, NOT JUST DURING COVERT BECAUSE AUSTIN PETS ALIVE IS CLAIMING THAT THINGS ARE GOING WELL AND PEOPLE ARE ABLE TO FIND HOMES FOR THE ANIMALS THAT ARE LOOSE AND UM, THE COMMUNITY HAS RESPONDED.
SO LET'S JUST KEEP DOING THIS.
I HAVE SERIOUS QUESTIONS WHETHER WE SHOULD KEEP DOING THIS.
IN FACT, I THINK IT HAS REALLY HURT SPAY-NEUTER EFFORTS.
I THINK THERE HAVE BEEN SOME, UH, LOOSE DOG ATTACKS THAT HAVE OCCURRED ON THE HIKE AND TRAIL AND THOSE THINGS ARE NOT BEING DISCUSSED.

UM, THIS IS AS PROMISED, UM, WE WILL BE GIVING PERIODIC UPDATES TO YOU ON THE PROGRESS OF THE PROJECT THAT I'M GOING TO BE, UH, AT THE SPRINGS.
WE DO HAVE A POWERPOINT THAT I BELIEVE WAS PROVIDED TO YOU.
UM, THIS IS, UH, THIS IS JUST A REMINDER SLIDE OF, OF THE PROJECT.
SO IT IS A $16 MILLION PROJECT THAT WAS APPROVED BY THE VOTERS IN THE 2018 BOND ELECTION.
IT IS PROPOSED AT THIS POINT TO BE A TWO STORY BUILDING WITH A FOOTPRINT OF ABOUT 16,000 SQUARE FEET ON THE FIRST FLOOR.
UM, WE'RE ESTIMATING COMPLETION IN SPRING OF 2023.
UM, CURRENTLY THE SERVICES PROPOSED ARE A FULL SERVICE NEIGHBORHOOD CENTER, UH, THE WIC CLINIC AND IMMUNIZATION CLINIC AND THE HIGH QUALITY CHILDCARE CENTER.

FOOTPRINT.UM, HOWEVER THAT WILL BE FINALIZED THROUGH THE DESIGN PROCESS, UM, THAT WE WILL BE BEGINNING SHORTLY.
SO THE PARKS SERVICES MITIGATION.
SO, UH, AS PART OF THE AGREEMENT TO BE ABLE TO USE, UM, PARK LANDS, THE PROJECT WILL BE CONSTRUCTING TO SOCCER FIELDS, WHICH WILL INCLUDE LIGHTING, UH, OBVIOUSLY THE TURF.
UM, IT WILL BE, UH, INCLUDING A SOCCER VIEWING AREA.
UH, WE WILL ALSO CONSTRUCT TRAILS THAT WILL CONNECT TO THE NEIGHBORHOOD, TO THE CURRENT DISTRICT PARK TRAIL SYSTEM.
UH, WE'LL ALSO BE PROVIDING LIGHTING IMPROVEMENTS TO THE TRAIL, UH, WITHIN THE PARK.
UH, AS WELL AS, UM, WE DID HAVE A CASH PAYMENT TO THE PARKS DEPARTMENT.
SO THE TOTAL MITIGATION COSTS WAS 356,000, $39.
UH, THE ABOVE AMENITIES ARE ESTIMATED AT ABOUT 150,000.
THAT WILL BE PAID IN THE, UH, FROM THE PROJECT TO COMPLETE.
AND THEN WE DID PAY CASH OF $206,039 TO, UH, FINISH UP THE PAYMENT OF THAT MITIGATION.
UM, HER, UH, THE CITY'S, UH, GUIDELINES.
THIS WILL BE A LEAD SOBER CERTIFIED BUILDING.
UM, WE WILL BE DESIGNING, UM, THE LOBBY TO BE USED AS A TEMPORARY COOLING CENTER AND INFORMATION DISTRIBUTION CENTER.
UM, AS PART OF THE CITY, UM, HEAT, UH, PLAN.
UM, WE ALSO ARE LOOKING TO INSTILL OUTDOOR CHARGING STATIONS WITH BATTERY STORAGE.
THESE WILL BE SOLAR FACILITY THAT, UM, IN CASE OF OUTAGES OR WHATNOT.
THE BATTERY PACK WOULD BE AVAILABLE FOR CHARGING OF, OF, UM, DEVICES AND WHATNOT FOR THE PUBLIC.
UM, WE ARE LOOKING TO HAVE A BACKUP POWER GENERATOR AT THE FACILITY, UM, FOR CERTAIN FUNCTIONS SUCH AS THE IMMUNIZATION, UM, AND SOME OF THE OTHER ITEMS THAT REQUIRE REFRIGERATION OR, OR POWER CONTINUOUS POWER.
AND THERE'LL ALSO BE A RAINWATER COLLECTION SYSTEM DESIGNED INTO THE SITE.
SO CURRENTLY, UH, WE HAVE A FEW EXCITING THINGS THAT HAVE HAPPENED IN THE LAST COUPLE OF MONTHS.
SO, UH, WE HAVE BEEN ASSIGNED TO AN OFFICIAL ADDRESS, SO OFFICIALLY THE LOCATION WILL BE AT 58 11 PALO BLANCO LANE.
UH, SO THAT MAKES IT A LITTLE MORE TANGIBLE NOW THAT WE HAVE AN ADDRESS TO GET TO IT.
UH, THE COUNCIL ALSO APPROVED THE DESIGN BUILD FIRM OF FOG GLASS TO FACILITATE DESIGN AND BUILD THIS PROJECT.
UM, BOTH CONTRACT NEGOTIATIONS ARE CONTINUING AND SHOULD BE COMPLETED IN THE NEXT WEEK OR SO.
UM, ONCE THAT CONTRACT IS COMPLETED, UH, WE WILL BEGIN IN EARNEST THE DESIGN PROCESS, THE DESIGN PORTION OF THE PROJECT WITH THE COMMUNITY AND THAT WILL LEAD INTO PERMITTING.
UM, IN THE LATE SPRING OF 2021, UH, WE ANTICIPATE CONSTRUCTION TO START IN THE FALL OF 2021 AND AGAIN, COMPLETION BY SPRING OF 2023.
SO JUST TO RECAP SOME OF THE OUTREACH AND PUBLIC ENGAGEMENT THAT WE'VE ALREADY DONE AND THEN WHAT IS AN UH, IS TO COME? UH, WE HAVE HELD TWO PUBLIC MEETINGS, UH, DURING THE STARTUP PLANNING PHASE OF THE PROJECT.
UM, OUR NEXT PUBLIC MEETING WILL BE TO INTRODUCE FOG GLASS THAT'S FULL GLASS TEAM TO THE COMMUNITY AND ALLOW THAT TEAM TO HEAR THE COMMUNITY FEEDBACK FIRSTHAND, UH, FROM THE RESIDENTS THAT WE'RE TRYING TO WORK OUT TO BE THIS SUMMER.
IT MAY BE VIRTUAL, IT MAY BE IN PERSON.
THAT'S YET TO BE DETERMINED, BUT WE ARE WORKING ON VARIOUS OUTREACHES AND WHATNOT TO MAKE SURE THAT FOLKS ARE ABLE TO ACCESS THAT MEETING TO MEET AND SPEAK TO THE DESIGN, BUILD FIRM MEMBERS.
UM, COMMUNITY INPUT MEETINGS WILL CONTINUE IN THE FALL, WHICH WILL INCLUDE AS PART OF THEM SOME OF THE SCHEMATIC OR EARLY DESIGN OPTIONS THAT THE COMMUNITY CAN THEN, UM, WEIGH IN ON.

AND SHE HAD A FANTASTIC IDEA THAT CAME FROM HER WORK ON A PREVIOUS COMMISSION OF LEAD WATER AND WASTEWATER.
AND THAT WAS ACTUALLY FORMING A COMMITTEE THAT ACTUALLY LOOKS AT THE BUDGET AND DOES A DEEPER DIVE AND MAKES RECOMMENDATIONS.
THIS WOULD NOT IMPACT THIS CURRENT FISCAL YEAR OR THE UPCOMING FISCAL YEAR'S BUDGET, BUT IT WOULD BE SOMETHING FOR A FUTURE.
SO I'D LIKE, I, I'M VERY SUPPORTIVE AND I THOUGHT IT WAS A GREAT IDEA AND YOU KNOW, MIND LIKE TO HAND IT OVER TO BOARD MEMBER BOSS OR AN ADDITIONAL DESCRIPTION DISCUSSION.
UM, SO YEAH, YOU WOULD START A BUDGET SUBCOMMITTEE.
I THINK THAT IT WOULD HAVE TO BE ADDED.
IT EITHER BE HAPPY TO BE A WORKING GROUP OR BE SOMETHING YOU'D ADD TO THE BYLAWS IN THE FALL AND THE BUDGET COMMITTEE CAN START WORKING ON THE BUDGET IN THE FALL OR WHENEVER I'M WORK WITH THE SPECIFIC STAFF MEMBERS AND THEN COME TO THE FULL BOARD WITH A RECOMMENDATION LIKE A MONTH IN ADVANCE OF THE MEETING WHEN YOU CONSIDER THE BUDGET.
AND THAT WAY ANYBODY WHO'S MORE INTERESTED CAN DO THAT WORK IN ADVANCE AND NOT TAKE UP COMMISSION MEETING TIME AND YOU KNOW, QUESTIONS RESOLVED AND RAISE ISSUES ALONG THE WAY.
AND IT SORT OF STREAMLINES THE PROCESS I THINK.
I THINK THAT'S AN EXCELLENT IDEA.
I MEAN I THINK BUDGET IS SO IMPORTANT AND

AND I THINK IF WE REALLY COULD HAVE SOME TIME WHERE PEOPLE COULD ACTUALLY SPEND SOME SERIOUS, UM, I HAVE SOME SERIOUS DISCUSSIONS AND FIGURE OUT STRATEGIES, HOW WE COULD BE MORE EFFECTIVE THAN WHAT CAN BE DONE.
AND I THINK COUNCIL WOULD REALLY LIKE THAT IDEA AS WELL, JUST FOR THE FACT THAT THEY HAVE THE CHALLENGE OF DIGESTING WHAT ARE THE BUDGET TICK NOTE, THE SIZE OF THE BUDGET, THE VEGETARIAN EAT THE REAL BUDGETARY NEEDS, WHAT THE ACTUAL IMPACT IS.
IF YOU'RE SAY, UM, YOU KNOW, AN ACQUISITION OR IF YOU'RE ADDING STAFF, WHAT IT MEANS AS FAR AS THE EQUIPMENT AND THEN REALLY, YOU KNOW, WERE OUR GOALS AND HOW THEY MATCH EVERYTHING TO OUR LONG RANGE PLAN.
I THINK WE TIE BUDGET TO HAVE THAT LONG RANGE PLAN.
UM, I THINK IT'S GONNA MAKE A BIG IMPACT.
SO AS WE'VE MOVED FORWARD THROUGH THE SUMMER, LIKE I'D BE MORE THAN HAPPY TO ASSIST IN THE FIRST STEP AND AS A BOARD MEMBER FOSTER POSSIBLE HAVE TO US THIS, THEY COME UP WITH A LANGUAGE RELATING TO UPDATING THE BYLAWS THAT GETS SENT ALONG TO COUNCIL.
SO LET'S MOVE FORWARD WITH THAT AND THAT FOR ME, NINE MINUTES AS OPPOSED TO DISCUSSION ABOUT THE, UH, I HAVE A COMMENT ABOUT THAT.
YES, THIS COMMITTEE HAS FOR VARIETY OF REASONS.
ITS LAST MEETING WAS IN NOVEMBER OF LAST YEAR AND PREVIOUSLY IT ONLY MET TWO OR THREE TIMES THE PREVIEW AND DURING 2019 IT SEEMS TO ME THAT THAT AND ALSO BECAUSE WHEN WE BRING THE DAKOTA PUD WOULD IT HAVE BEEN SOMETHING WE WOULD HAVE TALKED ABOUT AT THE UM, LAND FACILITY COMMITTEE, BUT WHEN WE HAVE BROUGHT THINGS FROM THAT COMMITTEE TO THE BOARD WITH OUR EITHER CONSENT OR NON-CONSENT BUT WHEN IT'S LIKE NON-KIN IF IT'S A NON-CONSENT WE REALLY DISCUSS IT.
IF IT'S A NON-CONSENT WE DON'T AND I HAVE A HUNCH THAT UH, WE BETTER BE, WE WOULDN'T BE BETTER SERVED AS A BOARD, DO NOT HAVE THE LAND FACILITY PROGRAM COMMITTEE AND INSTEAD FORM A BUDGET COMMITTEE.
