I THOUGHT THAT WAS A REALLY WELL DONE PLATFORM, NOT ONLY TO SHOWCASE CIP PROJECTS, WHICH IS A REQUIREMENT, UH, BUT ALSO TO EDUCATE THE PUBLIC ON WHICH PROJECT IS OCCURRING, UH, JUST AROUND THE NEIGHBORHOOD.

ONE OF ITS 19 AUSTIN WATER OPERATION STUFF AND THE FINANCIAL IMPACT UPDATE.I AM DAVID ANDERS ASSISTANT DIRECTOR FOR AUSTIN WATER, AND I'LL BE PROVIDING A BRIEF UPDATE ON OUR CUSTOMER ASSISTANCE BILL RELIEF PROGRAM, AS WELL AS ANY COVID-19 FINANCIAL UPDATES WE HAVE.
AS A REMINDER, AUSTIN WATER PROVIDED AN ADDITIONAL $5 MILLION AND PLUS ONE PROGRAM FUNDS IN APRIL, UH, TO PROVIDE FOR RESIDENTIAL BILL RELIEF DURING THIS EMERGENCY.
ADDITIONALLY, AUSTIN WATER IMPLEMENTED A 10% RESIDENTIAL RATE REDUCTION THAT WAS EFFECTIVE ON APRIL 9TH OF 2020.
SINCE APRIL THE PLUS ONE PROGRAM PROVIDED JUST UNDER $900,000 IN BILL RELIEF TO OVER 3,200 CUSTOMERS, WHICH IS NEARLY TWO TIMES HIGHER THAN THE SAME TIME.
LAST YEAR, THAT WAS IN THAT TWO MONTH PERIOD.
SINCE FISCAL YEAR 20 OCTOBER YEAR TO DATE, THE PLUS ONE PROGRAM HAS PROVIDED ONE POINT $9 MILLION BILL RELIEF ASSISTANCE AND HAS HELPED OVER 7,000 CUSTOMERS.
WE CONTINUE TO HELP CUSTOMERS DURING THIS COVID, UH, EMERGENCY, UH, EACH MONTH.
HOWEVER, WITH THE ADDITIONAL FUNDING FROM AUSTIN WATER AND AUSTIN ENERGY, THERE'S BASICALLY 12 POINT $8 MILLION IN PLUS ONE FUNDS AVAILABLE, UH, FOR THIS BILL, REALLY.
UH, SO WITH THE SPENDING AT ABOUT $2 MILLION FOR FISCAL YEAR 20 SO FAR, THERE'S STILL APPROXIMATELY 10 TO 10 POINT $8 MILLION AVAILABLE FOR ADDITIONAL PILL RELIEF OVER THE NEXT SEVERAL MONTHS AS NEEDED BY OUR CUSTOMERS.
WE'LL CONTINUE TO MONITOR AND REPORT ON THE PLUS ONE PROGRAM WITH AUSTIN ENERGY AND THEY ALSO REPORT PROGRAM PROGRESS TO THEIR AUSTIN, UM, ENERGY OVERSIGHT COMMITTEE, AS FAR AS FINANCIAL IMPACT, UH, TO AUSTIN WATER FROM THE COVID-19 EMERGENCY.
UH, AS FAR AS WATER DEMAND, UH, IN MAY, UH, ACTUALLY TRACKED 2.7% HIGHER THAN EXPECTED.
THIS WAS ABOUT 110 MILLION GALLONS MORE THAN OUR BUDGET IS LEVELS.

TYPICALLY IS AN INDICATION TO SOME EXTENT, SO OF OUR JUNE REVENUES, WHICH WILL HOPEFULLY BEGIN TO RECOVER IN THE MAY DEMAND WAS ABOVE NORMAL.EVEN THOUGH THERE WERE SIGNIFICANT RAINFALL EVENTS WITH RAINFALL BEING ABOVE NORMAL LEVELS FOR THE MONTH.
UH, AS WELL AS, YOU KNOW, A FULL MONTH OF COVID IMPACTS HOW THIS TRANSLATES INTO REVENUES FOR MAY.
OUR WATER AND WASTEWATER REVENUES WERE 6.1 MILLION BELOW EXPECTED LEVELS OR RESIDENTIAL MULTIFAMILY AND COMMERCIAL CLASSES FOR OUR RESIDENTIAL CUSTOMERS.
THEY WERE AROUND $2 MILLION BELOW IN MAY DO.
SHE'S A COVID GREAT REDUCTION THAT WE IMPLEMENTED AS WELL AS ANY RAINFALL AND WEATHER EVENTS.
MULTIFAMILY WAS APPROXIMATELY A ONE HALF MILLION, $500,000 BELOW DUE, PRIMARILY TO WEATHER AS WELL.
COMMERCIAL HAS BEEN OUR LARGEST CUSTOMER, UH, IMPACT THAT IT HAD A THREE POINT $6 MILLION BELOW BUDGET LEVELS DO THE IMPACT AND, AND WEATHER COMBINED FISCAL YEAR TO DATE THROUGH MAY AUSTIN, WATER REVENUES FOR WATER AND WASTEWATER SERVICE IS APPROXIMATELY $1 MILLION BELOW BUDGETED LEVELS PRIOR TO COVID.
YOU MIGHT RECALL OUR AUSTIN WATER REVENUES WERE APPROXIMATELY 10 MILLION ABOVE BUDGET LEVELS DUE TO STRONG USAGE AND WATER DEMAND IN OCTOBER AND NOVEMBER OF LAST YEAR AND THROUGH THE EARLY PARTS OF THE YEAR, HOWEVER, THE SURPLUS OF $10 MILLION WAS ERASED BY APRIL AND MAY SHORTFALLS.
AND WE FIND OURSELVES TO 1 MILLION BELOW BUDGET LEVELS THROUGH MAY, AS FAR AS EXPECTATIONS FOR THE NEXT SEVERAL MONTHS, WE STILL EXPECT COMMERCIAL CUSTOMER CLASS REVENUE COULD STILL BE BELOW BUDGET LEVELS, BUT WE WOULD EXPECT AS BUSINESSES BEGIN TO OPEN TO MORE CUSTOMERS THAT THIS CUSTOMER CLASS WILL, UH, REBOUND OVER THE NEXT SEVERAL MONTHS WAS HAVE TO WAIT AND SEE AS THAT DATA COMES IN, UH, HOW QUICKLY THAT REBOUND HAPPENS.
OF COURSE, WE WILL CONTINUE TO MONITOR REVENUES CLOSELY AND CAN PROVIDE FURTHER UPDATES TO THE COMMISSION.
AS FAR AS EXPENSES SPECIFIC COVID-19 EXPENSES THROUGH JUNE FOUR ARE APPROXIMATELY ONE POINT $2 MILLION.
THESE EXPENSES INCLUDE PERSONNEL RELATED TO, UH, ACTUALLY WORKING THROUGH COVID-19, UH, ISSUES.
UH, PRIMARILY A BIG CHUNK OF THIS IS FOR TEMPERATURE MONITORING, UH, AT OUR PLANTS AND SERVICE CENTERS, AND THEN ALSO ADDITIONAL PPE AND SUPPLIES FOR OUR, UH, FIELD WORKERS AND TREATMENT PLAN WORKERS, AS FAR AS EXPENSES THAT ARE NON COVID RELATED, OUR OPERATING EXPENSES AND OUR DEBTS SERVICE EXPENSES ARE BELOW BUDGET LEVELS BY OVER $12 MILLION.
PRIMARILY THIS IS DUDE ABOUT ALMOST $9 MILLION BELOW BUDGET LEVELS DUE TO DEBT SERVICE EXPENSES BECAUSE OF, UH, OUR DEFEASANCE IS AS WELL AS DEFERRAL OF, UH, ANY, UM, UH, DEFERRAL OF ANY, UM, UH, EXCUSE ME, UH, ANY, UH, UH, SO, UH, SO WITH THAT, I WILL, UH, UH, THAT WE WILL CONTINUE TO MONITOR OUR FINANCIAL IMPACTS CLOSELY AND, AND WE'RE CONFIDENT WE CAN SUSTAIN OUR FINANCIAL POSITION THROUGH THIS EVENT THROUGH ANY COST CONTAINMENT AND RESERVES.

WHEN REVIEWING OUR SCORES FROM 2016 TO 2020, WE INCREASED IN EVERY STUDY AREA, WHICH INCLUDES QUALITY AND RELIABILITY, PRICE, BILLING, AND PAYMENT, CONSERVATION COMMUNICATIONS, AND CUSTOMER SERVICE.

UH, THE POWER DISTRIBUTION UPGRADE PROJECT, UH, IS APPROXIMATELY 91% COMPLETE.
UH, AND WE'RE LOOKING FOR SUBSTANTIAL COMPLETION TO BE AUGUST 20, AUGUST 20TH OF 2020 THIS YEAR.
UH, THE STATION IS NOW ENERGIZED AND FEEDING POWER TO THE ENTIRE PLANT.
UM, THE MEDIUM SERVICE PROJECT IS APPROXIMATELY 77% COMPLETE, AND WE'RE LOOKING FOR SUBSTANTIAL COMPLETION TO BE MARCHED HINT, UH, 2021.
UH, ONE OF THE CURRENT HIGHLIGHTS, UH, THE ROOF FOR THE PUMP STATION IS ALMOST COMPLETE.
UH, ONCE THE ROOFS COMPLETE THE PUMPS AND MOTORS WILL BE INSTALLED AND TESTED, UH, AND ALL CLEAR WELLS ARE CONNECTED ON THE SUCTION SIDE, UH, AND BACK IN OPERATION FOLLOWING THE COMPLETION OF A 72 INCH SECTION HEADER THAT WAS INSTALLED.
NEXT TO DAVIS IS THE RAW WATER, HYDRAULIC EFFICIENT ENERGY EFFICIENCY, UH, AND HIGH SERVICE FOOT STATIONARY IMPROVEMENTS, UH, AND THE STATE IMPROVEMENTS PROJECT.
UM, THE ENERGY EFFICIENCY, UH, PROJECT WILL UPGRADE THE HIGH SERVICE QUOTE STATION SURGE PROTECTION TO IMPROVE, UH, THE DETERIORATING, UH, SYSTEM AND, AND IMPROVE THE LIABILITY OF THE PUMP STATION AND THE ASSOCIATED INFRASTRUCTURE, UH, DESIGN AND CONSTRUCTION COSTS WILL BE APPROXIMATELY 3.8 MILLION, UH, IN CONDITION CAN EXPECT TO SEE AN RCA FOR A MARCH, 2021 CONSTRUCTION CONTRACT, UM, STATE IMPROVEMENTS, PROJECT WE'LL UPDATE THE OBSOLETE STATE EQUIPMENT AND, UH, IMPROVE THE RELIABILITY CONTINUITY OF PLANT OPERATIONS.
WE'RE CURRENTLY STARTING PRELIMINARY ENGINEERING, UH, AND COMMISSION CAN EXPECT TO SEE, UH, IN RCA FOR CONSTRUCTION IN A FLAT 21.

PROJECTS THAT ORRICK, UH, ON THIS SLIDE, UH, THE LINE FEED LOOP, UH, AND THE ONSITE GENERATION, UH, COREY AND, UH, AMMONIUM SULFATE, BUT THE LINE LOOP PROJECT, THE NOTICE TO PROCEED FOR FISH PRODUCTION WAS GENE FIRST.UH, THE COSTS FOR THIS PROJECT IS A LITTLE OVER 14 MILLION.
UH, THIS TECHNOLOGY WILL ELIMINATE THE NEED FOR, UH, UH, GASEOUS CORY, UH, AND THE NEED TO HAVE A CHLORINE SOLUTION TO REMOVE LIMESCALE, UH, FROM THE CHEMICAL FEED.
PIPING IS JUST A COUPLE OF HIGHLIGHTS THERE, UH, FOR THE ONSITE PROJECT.
UH, THE SODIUM HYPO GENERATION, UH, THE CONSULTANT'S PROPOSAL, UH, HAS BEEN REVIEWED AND AN NTP FOR DESIGN WILL BE ISSUED WITHIN THE NEXT WEEK OR SO.
UH, COMMISSION APPROVED THIS BACK IN JANUARY.
UM, THE COST FOR THIS PROJECT IS APPROXIMATELY $20 MILLION.
UM, THIS IS, THIS IS THE TECHNOLOGY, NOT THE LINE WITH THIS IS THE TECHNOLOGY THAT WILL, UH, WILL ELIMINATE THE RELIANCE ON THE GASEOUS CHLORINE.
UM, ALSO THIS IS ONE OF THE PROJECTS THAT WILL HAVE, UH, SPENDING OUTSIDE OF THE FIVE YEAR PLAN.
ON THIS SLIDE, WE HAVE LOW SERVICE, UH, PUMP STATION, ELECTRICAL FEED RENEWAL, AND A PROCESS STRAIN IMPROVEMENTS PROJECT.
UM, THE LOW SERVICE DELECTABLE FEED RENEWAL PROJECT COSTS IS APPROXIMATELY 20 MILLION AND IS CURRENTLY IN DESIGN.
THIS PROJECT WILL UPDATE THE EXISTING, OUTDATED AND OBSOLETE ELECTRICAL FEED TO LOW SERVICE.
UH, THIS WILL INCREASE THE RELIABILITY OF A RAW WATER PUMP STATION FOR THE OLD WATER TREATMENT PLANT.
UH, COMMISSIONING CAN EXPECT TO SEE AN RCA FOR CONSTRUCTION AND FYI 21, UM, PROCESS DRAIN IMPROVEMENTS, PROJECT.
UM, THIS CONSISTS OF, UH, LIKE A WHOLE MESS OF DIFFERENT PROJECTS AND THINGS IMPROVEMENTS FOR THE PLANT, AND I'M NOT GOING TO LIST THEM ALL.
UM, BUT THE COST FOR THE PROJECT IS ABOUT, UH, APPROXIMATELY 7.2 MILLION.
AND, UM, UH, IT'S, IT'S NEARING A NOTICE TO PROCEED AND THEY'RE ALMOST FINISHED WITH DESIGN.
LAST THING, WE'LL LOOK AT, UH, PUMP STATIONS AND RESERVOIRS PROJECTS.
UM, THE NORTH AUSTIN PUMP STATION RESERVOIR IMPROVEMENT PROJECT NOTICE TO PROCEED.
UH, THAT'LL BE ISSUED, UH, JUNE 15TH AND THE, UH, CONSTRUCTION BASED SERVICES CONTRACT WILL FOLLOW SHORTLY THEREAFTER.
UM, THE TEXAS WATER DEVELOPMENT BOARD FUNDED CONSTRUCTION COSTS FOR THIS PROJECT IS APPROXIMATELY 39 MILLION, UH, AND WILL REPLACE 106 YEAR OLD RESERVOIR AND A SLIGHTLY YOUNGER PUMP STATION, UH, FOR THE PUMP STATION WE CODING PROGRAM, UM, WHICH IS PROGRAM WE MANAGE, UH, THE NEXT RESERVOIR.
UH, THAT'S IN THE ROTATION FOR OUR RECODING AND SLAUGHTER LANE.
UH, THE DESIGN IS THAT A HUNDRED PERCENT AND WE'RE PREPARING TO BID PROJECT, UH, WE'RE ANTICIPATING A NOTICE TO PROCEED, UH, OCTOBER 1ST THIS YEAR, UH, AND CONSTRUCTION COSTS FOR THIS PROJECT IS ESTIMATED AT ABOUT 2.7 MILLION.
UM, EACH OF THESE PROJECTS REPRESENT A SIGNIFICANT INVESTMENT, UH, IN THE RENEWAL AND RELIABILITY OF AUSTIN WATER INFRASTRUCTURE, AND IT HIGHLIGHTS OUR COMMITMENT, UH, TO PROVIDE SAFE, RELIABLE, AND AFFORDABLE DRINKING WATER TO OUR CUSTOMERS.
