SO TO START OFF, THIS IS KIND OF A BREAKDOWN OF WHAT THE TAX RATE IS COMPRISED OF.
THERE'S AN O AND M PORTION OF THE TAX RATE THAT FUNDS THE GENERAL FUND EXPENDITURES.
AND THEN THERE IS ALSO A DEBT PORTION OF THE DEBT SERVICE TAX RATE THAT FUNDS THE UPCOMING DEBT SERVICE, UM, FOR THE NEXT FISCAL YEAR, THE DEBT SERVICE TAX RATE.

BONDS ARE THE VOTER GROUP BONDS THAT ARE ISSUED FOR CAPITAL AND GOOGLING PROJECTS AND CAPITAL ASSETS.
AND THOSE TYPICALLY HAVE A TERM OF 20 YEARS.
THE CERTIFICATES OF OBLIGATIONS GO TO FUND REAL PROPERTY PURCHASES.
SO THINK ABOUT ASSETS THAT YOU CAN'T MOVE EASILY BUILDINGS SUCH AS THAT TYPE OF WORK.
AND THOSE ALSO HAVE A 20 YEAR TERM ASSOCIATED WITH THEM.
UM, AND THEN LASTLY, WE ALSO SELL CONTRACTUAL OBLIGATIONS WHICH GO TO FUND MOVABLE ASSETS.
SO, UM, PERSONAL PROPERTY, EQUIPMENT VEHICLES, THINGS OF THAT NATURE.
AND ON THERE WE HAVE LISTED OF A SEVEN YEAR TERM IS TYPICALLY WHAT WE ISSUE, BUT UNDER THIS TYPE OF, UM, WITH THESE TYPES OF OBLIGATIONS, WE MATCH THE USEFUL LIFE OF THE ASSET TO THE MATURITY SCHEDULE OF THAT PARTICULAR BOND SALE.
UM, AND THEN LASTLY IN TOTAL, THE CITY HAS CURRENTLY ONE POINT $5 BILLION IN OUTSTANDING DEAL DEBT.
SO THIS IS KIND OF A BREAKDOWN OF THE STEPS THAT WE GO THROUGH AS A CITY TO GET TO WHERE WE ARE TODAY.
UM, A LOT OF THE PROJECTS THAT WE ARE ISSUING BONDS FOR THIS COMING AUGUST, SEPTEMBER, UM, HAVE BEEN PREVIOUSLY APPROVED VIA REIMBURSEMENT RESOLUTIONS AND HAVE ALREADY BEEN INCORPORATED IN CIP PLANS OR BUDGET APPROPRIATIONS DONE, UM, IN YEARS IN YEARS PAST.
SO THAT TYPICALLY TAKES PLACE THE YEAR PRIOR OR EVEN, UM, PRIOR YEARS.
AND THEN AFTER THAT, SO THIS SUMMER WE ARE GOING TO START WORKING ON UNDOCUMENTED ASSOCIATED WITH THE SALE YESTERDAY, THE CITY COUNCIL APPROVED THE NOTICE OF INTENT TO ISSUE THE CERTIFICATES OF OBLIGATIONS.
UM, AND WE HAVE A SLIDE UPCOMING ON WHAT WE'RE GOING TO BE FUNDING WITH THOSE, THOSE, UM, PROGRAMS. AND LASTLY, AGAIN, ON THE BOTTOM, WE KIND OF HAVE A BREAK THAT BREAK OUT OF WHY THE CITY OF AUSTIN CHOOSES TO USE REIMBURSEMENT RESOLUTIONS, UM, IT'S FISCALLY PRUDENT CASH MANAGEMENT ON OUR END.
UM, IT HELPS THE CITY CONFORMED TO IRS REGULATIONS WITH UTILIZING ON PROCEEDS WITHIN A CERTAIN AMOUNT OF TIME.
AND IT ALSO RESULTS IN LOWER INCIDENCE COSTS IN THAT THE CITY IS REALLY ONLY ISSUING BONDS FOR, UM, PROJECTS THAT NEED THE FUNDS.
SO THIS UPCOMING SEPTEMBER WE PLAN ON SELLING, UM, $58 MILLION IN PUBLIC IMPROVEMENT BONDS, $135 MILLION IN CERTIFICATES OF OBLIGATIONS AND $27 MILLION AND CONTRACTUAL OBLIGATIONS, THE BOND PROGRAMS THAT ARE GOING TO BE FUNDED THIS UPCOMING SALE OR THE 2016 MOBILITY BOND PROGRAM AND, UM, FORTUNES OF THE 2018 BOND PROGRAM.
AND THIS YEAR WE KIND OF, WE DID THINGS A LITTLE DIFFERENTLY IN THAT WE WORKED, UM, WITH BUDGET TO LOOK AT SPENDING DATA.
SO WE LOOKED AT PRIOR YEAR SPENDING DATA.
WE LOOKED AT HOW MUCH IN BONDS HAVE ALREADY BEEN ISSUED FOR A PARTICULAR PROJECT OR BOND PROGRAM.
AND WE ALSO LOOKED AT FUTURE SPENDING PLANS FOR THOSE ASSOCIATED PROJECTS.
AND WITH THAT DATA, WE WERE ABLE TO EXTRACT, EXTRAPOLATE OR ESTIMATE HOW MUCH AND THE FOLLOWING YEAR EACH OF THOSE PROGRAMS ARE GOING TO, UM, AS FAR AS FUNDING WITH THAT SAID, THAT DOESN'T MEAN THAT PROGRAMS THAT WE AREN'T ISSUING BONDS FOR ARE HAVING WORK.
SEE SOME OF THEM, UM, THE WORK IS STILL CONTINUING ON ALL OF OUR BOND PROGRAMS THAT WE HAVE OUTSTANDING.
AND, UM, AGAIN, THAT'S, THAT'S ALLOWABLE GROUP REIMBURSEMENT RESOLUTION PROCESS THAT WE ENTER INTO WITH THESE VARIOUS PROGRAMS AS A CITY AND THE CERTIFICATES OF OBLIGATIONS WE'RE GOING TO SELL, UM, 122 MILLION THAT'S FOR THE PLANNING AND DEVELOPMENT CENTER THAT I BELIEVE IS OUT BY, UM, THE ACC HIGHLAND CAMPUS OR AROUND AN AREA.
AND IT'S GOING TO HOUSE A NUMBER OF DIFFERENT DEPARTMENTS THROUGHOUT THE CITY.
UM, WE'RE ALSO GOING TO SELL BONDS FOR NEW FIRE STATIONS THAT ARE GOING TO BE BUILT WITHIN THE NEXT YEARS, X YEAR OR SO.
UM, AND THEN WE ALSO HAVE THE CONTRACTUAL OBLIGATIONS THAT ARE GOING TO FUND, UM, SOME COMP COMPOSTING ASSETS, IF I'M NOT MISTAKEN FOR AUSTIN RESOURCE RECOVERY.

UM, PROJECT THAT WE'RE FUNDING IS GOING TO BE COVERED BY AUSTIN RESOURCE RECOVERY.THAT'S WHY WE HAVE THAT LISTED AS NOT CONTACT SUPPORTED.
AND THEN WE'RE GOING TO SELL A $22 MILLION, UM, FOR VARIOUS FLEET PURCHASES ACROSS THE CITY.

THIS IS KIND OF A OUTLINE OF THE UPCOMING SCHEDULE OVER THE NEXT COUPLE OF MONTHS.
