OKAY.

GREAT.

THANKS FOR JOINING.

MMM.

UH, MEGAN, THANKS FOR PUTTING TOGETHER.

WE HAVE A GO AHEAD.

THAT'S THE BOND COMMISSION, UM, YOU KNOW, NINE ON JUNE 12TH.

UH, THIS SANTIAGO RODRIGUEZ HERE.

UM, JUST TO REMIND YOU ALL, PLEASE KEEP YOUR MINDS MADE IT IF YOU ARE NOT SPEAKING.

SO JUST DO A QUICK ROLL CALL.

UM, JUST I'LL CALL IT THE NAME YOU CAN JUST SAY HERE, JUST SO EVERYBODY KNOWS, UH, SCOOPED UP.

SO DIABLO, COULD YOU GET A LITTLE CLOSER TO THE MIC? SURE.

SORRY.

LIKE TO DO A QUICK ROLL CALL, JUST, UH, JUST TO GET EVERYBODY, UH, WHO'S IN ATTENDANCE ON RECORD.

SO, UH, SEMI DASGUPTA, UH, SARAH COOK WILL GAIN NADER COUSIN A SANDS LAYER OF NEAL I'M HERE.

HEY, DID I MISS ANYONE? OKAY.

UH, CITIZEN COMMUNICATION.

WE HAVE, UH, NONE.

UM,

[Item 1]

WE CAN MOVE ON TO ITEM NUMBER TWO APPROVAL OF MINUTES.

UM, FROM OUR FEBRUARY 19TH MEETING, I WOULD MOVE THAT WE APPROVE THEM.

OKAY.

IS THERE A SECOND SARAH SECONDS? THEY WERE APPROVING MINUTES.

IT ARE YOU GOOD? UM, ONTO,

[Item 2]

UH, BRIEFINGS, UM, STAFF UPDATE ON FISCAL YEAR 2021 GENERAL OBLIGATION BOND SALE BACK TO MEGAN.

HI, THIS PRESENTATION WILL BE GIVEN BY BRIAN RIVERA FROM TREASURY HE'S ON THE LINE SO WE CAN GET STARTED.

OKAY.

UM, CAN WE GET THE PRESENTATION PULLED UP? YES.

SIMILAR TO A PRIOR PRESENTATIONS.

IF WE COULD HOLD QUESTIONS UNTIL THE END, WE CAN GO BACK EACH SLIDE AND GO THROUGH.

I DO THAT WORKS FOR EVERYONE.

I'M GOING TO KEEP MY CAMERA OFF.

CAUSE I KNOW THAT THEY WERE ABANDONED WITH ISSUES IN THE PAST WITH MANY CAMERAS ON.

SO, UM, GOOD MORNING.

MY NAME IS BRIAN RIVERA, DEPUTY TREASURY DEBT MANAGEMENT.

I'M HERE TO PROVIDE THE UPDATE ON THE UPCOMING SEPTEMBER, 2020 GEO BOND SALE.

EXCELLENT.

YOUR MICROPHONE, BRIAN.

YOU'RE VERY HARD TO HEAR.

OH, SORRY.

YEAH, GOOD MORNING.

MY NAME IS BRIAN RIVERA.

I'M THE DEPUTY TREASURER OVER DEBT MANAGEMENT.

I'M HERE TO PROVIDE AN UPDATE ON THE SEPTEMBER, 2028 GENERAL OBLIGATION BOND SALE.

WE GO TO THE NEXT SLIDE PLEASE.

OKAY.

SO TO START OFF, THIS IS KIND OF A BREAKDOWN OF WHAT THE TAX RATE IS COMPRISED OF.

THERE'S AN O AND M PORTION OF THE TAX RATE THAT FUNDS THE GENERAL FUND EXPENDITURES.

AND THEN THERE IS ALSO A DEBT PORTION OF THE DEBT SERVICE TAX RATE THAT FUNDS THE UPCOMING DEBT SERVICE, UM, FOR THE NEXT FISCAL YEAR, THE DEBT SERVICE TAX RATE.

UM, LIKE I SAY, THE BEAR IS FUNDED TO RESERVE THE PRINCIPAL AND INTEREST PAYMENTS ON BOTH THE DEBT THAT HAS ALREADY BEEN ISSUED AND THE DEBT THAT WE ARE SCHEDULED TO SALE THIS COMING SEPTEMBER.

NEXT SLIDE, NO UNDER THE GENERAL OBLIGATION CREDIT, THERE ARE THREE TYPES OF BONDS AT THE CITY OF AUSTIN ISSUES.

EVERY AUGUST OR SEPTEMBER.

THOSE THREE BONDS ARE THE PUBLIC IMPROVEMENT, BONDS CERTIFICATES OF OBLIGATIONS

[00:05:01]

AND CONTRACTUAL OBLIGATIONS.

AND WE HAVE A BREAKOUT AT THE BOTTOM OF WHAT THE DIFFERENT TYPES OF BONDS, BOTH TO FUND PROBABLY LOOK IMPROVEMENT.

BONDS ARE THE VOTER GROUP BONDS THAT ARE ISSUED FOR CAPITAL AND GOOGLING PROJECTS AND CAPITAL ASSETS.

AND THOSE TYPICALLY HAVE A TERM OF 20 YEARS.

THE CERTIFICATES OF OBLIGATIONS GO TO FUND REAL PROPERTY PURCHASES.

SO THINK ABOUT ASSETS THAT YOU CAN'T MOVE EASILY BUILDINGS SUCH AS THAT TYPE OF WORK.

AND THOSE ALSO HAVE A 20 YEAR TERM ASSOCIATED WITH THEM.

UM, AND THEN LASTLY, WE ALSO SELL CONTRACTUAL OBLIGATIONS WHICH GO TO FUND MOVABLE ASSETS.

SO, UM, PERSONAL PROPERTY, EQUIPMENT VEHICLES, THINGS OF THAT NATURE.

AND ON THERE WE HAVE LISTED OF A SEVEN YEAR TERM IS TYPICALLY WHAT WE ISSUE, BUT UNDER THIS TYPE OF, UM, WITH THESE TYPES OF OBLIGATIONS, WE MATCH THE USEFUL LIFE OF THE ASSET TO THE MATURITY SCHEDULE OF THAT PARTICULAR BOND SALE.

UM, AND THEN LASTLY IN TOTAL, THE CITY HAS CURRENTLY ONE POINT $5 BILLION IN OUTSTANDING DEAL DEBT.

NEXT SLIDE.

OKAY.

SO THIS IS KIND OF A BREAKDOWN OF THE STEPS THAT WE GO THROUGH AS A CITY TO GET TO WHERE WE ARE TODAY.

UM, A LOT OF THE PROJECTS THAT WE ARE ISSUING BONDS FOR THIS COMING AUGUST, SEPTEMBER, UM, HAVE BEEN PREVIOUSLY APPROVED VIA REIMBURSEMENT RESOLUTIONS AND HAVE ALREADY BEEN INCORPORATED IN CIP PLANS OR BUDGET APPROPRIATIONS DONE, UM, IN YEARS IN YEARS PAST.

SO THAT TYPICALLY TAKES PLACE THE YEAR PRIOR OR EVEN, UM, PRIOR YEARS.

AND THEN AFTER THAT, SO THIS SUMMER WE ARE GOING TO START WORKING ON UNDOCUMENTED ASSOCIATED WITH THE SALE YESTERDAY, THE CITY COUNCIL APPROVED THE NOTICE OF INTENT TO ISSUE THE CERTIFICATES OF OBLIGATIONS.

UM, AND WE HAVE A SLIDE UPCOMING ON WHAT WE'RE GOING TO BE FUNDING WITH THOSE, THOSE, UM, PROGRAMS. AND LASTLY, AGAIN, ON THE BOTTOM, WE KIND OF HAVE A BREAK THAT BREAK OUT OF WHY THE CITY OF AUSTIN CHOOSES TO USE REIMBURSEMENT RESOLUTIONS, UM, IT'S FISCALLY PRUDENT CASH MANAGEMENT ON OUR END.

UM, IT HELPS THE CITY CONFORMED TO IRS REGULATIONS WITH UTILIZING ON PROCEEDS WITHIN A CERTAIN AMOUNT OF TIME.

AND IT ALSO RESULTS IN LOWER INCIDENCE COSTS IN THAT THE CITY IS REALLY ONLY ISSUING BONDS FOR, UM, PROJECTS THAT NEED THE FUNDS.

AND WE'LL GO INTO THAT LATER.

NEXT SLIDE PLEASE.

SO THIS UPCOMING SEPTEMBER WE PLAN ON SELLING, UM, $58 MILLION IN PUBLIC IMPROVEMENT BONDS, $135 MILLION IN CERTIFICATES OF OBLIGATIONS AND $27 MILLION AND CONTRACTUAL OBLIGATIONS, THE BOND PROGRAMS THAT ARE GOING TO BE FUNDED THIS UPCOMING SALE OR THE 2016 MOBILITY BOND PROGRAM AND, UM, FORTUNES OF THE 2018 BOND PROGRAM.

AND THIS YEAR WE KIND OF, WE DID THINGS A LITTLE DIFFERENTLY IN THAT WE WORKED, UM, WITH BUDGET TO LOOK AT SPENDING DATA.

SO WE LOOKED AT PRIOR YEAR SPENDING DATA.

WE LOOKED AT HOW MUCH IN BONDS HAVE ALREADY BEEN ISSUED FOR A PARTICULAR PROJECT OR BOND PROGRAM.

AND WE ALSO LOOKED AT FUTURE SPENDING PLANS FOR THOSE ASSOCIATED PROJECTS.

AND WITH THAT DATA, WE WERE ABLE TO EXTRACT, EXTRAPOLATE OR ESTIMATE HOW MUCH AND THE FOLLOWING YEAR EACH OF THOSE PROGRAMS ARE GOING TO, UM, AS FAR AS FUNDING WITH THAT SAID, THAT DOESN'T MEAN THAT PROGRAMS THAT WE AREN'T ISSUING BONDS FOR ARE HAVING WORK.

SEE SOME OF THEM, UM, THE WORK IS STILL CONTINUING ON ALL OF OUR BOND PROGRAMS THAT WE HAVE OUTSTANDING.

AND, UM, AGAIN, THAT'S, THAT'S ALLOWABLE GROUP REIMBURSEMENT RESOLUTION PROCESS THAT WE ENTER INTO WITH THESE VARIOUS PROGRAMS AS A CITY AND THE CERTIFICATES OF OBLIGATIONS WE'RE GOING TO SELL, UM, 122 MILLION THAT'S FOR THE PLANNING AND DEVELOPMENT CENTER THAT I BELIEVE IS OUT BY, UM, THE ACC HIGHLAND CAMPUS OR AROUND AN AREA.

AND IT'S GOING TO HOUSE A NUMBER OF DIFFERENT DEPARTMENTS THROUGHOUT THE CITY.

UM, WE'RE ALSO GOING TO SELL BONDS FOR NEW FIRE STATIONS THAT ARE GOING TO BE BUILT WITHIN THE NEXT YEARS, X YEAR OR SO.

UM, AND THEN WE ALSO HAVE THE CONTRACTUAL OBLIGATIONS THAT ARE GOING TO FUND, UM, SOME COMP COMPOSTING ASSETS, IF I'M NOT MISTAKEN FOR AUSTIN RESOURCE RECOVERY.

AND THAT PARTICULAR,

[00:10:02]

UM, PROJECT THAT WE'RE FUNDING IS GOING TO BE COVERED BY AUSTIN RESOURCE RECOVERY.

THAT'S WHY WE HAVE THAT LISTED AS NOT CONTACT SUPPORTED.

AND THEN WE'RE GOING TO SELL A $22 MILLION, UM, FOR VARIOUS FLEET PURCHASES ACROSS THE CITY.

AND NEXT SLIDE, PLEASE, AS I STATED BEFORE THE ENTIRE, UM, $221 MILLION THAT WE'RE PLANNING ON SELLING THIS UPCOMING AUGUST AND SEPTEMBER HAVE, UM, THERE ARE ALREADY PROJECTS THAT HAVE BEEN APPROVED VIA APPROPRIATIONS OR HATS CORPORATIONS THAT HAVE BEEN SET ASIDE, AND THEY ARE ALL FUNDED BY REIMBURSEMENT RESOLUTIONS PREVIOUSLY APPROVED BY CITY COUNCIL.

AND AFTER THE SEPTEMBER, 2020 BOND SALE, THERE'S GOING TO BE A PROXY.

THERE'S GOING TO BE A ONE POINT $3 BILLION AND REMAINING BORDER AUTHORIZED GEO BOND SAYS GEO BONDS TO SELL IN THE FUTURE AS THOSE PROJECTS, EUROPE AND EXPENDITURES CONTINUE TO INCREASE.

NEXT SLIDE, PLEASE.

THIS IS KIND OF A OUTLINE OF THE UPCOMING SCHEDULE OVER THE NEXT COUPLE OF MONTHS.

AS I SAID YESTERDAY, THE CITY COUNCIL APPROVED THE NOTICE OF INTENT TO ISSUE THE CERTIFICATES OF OBLIGATIONS.

AND WHAT THAT IS IS THAT'S A NOTICE THAT WE POST TO THE, UM, AUSTIN AMERICAN STATESMAN.

AND WE RUN A NOTICE IN THE LEGAL ADD SECTION FOR TWO CONSECUTIVE WEEKS AS REQUIRED BY STATE STATUTE AND WITH RESET LEGISLATIVE CHANGES.

UM, IT NOW ALSO REQUIRES US TO POST THE NOTICE ON THE CITY'S WEBSITE.

AND THIS HAS BEEN POSTED TO AUSTIN FINANCE ONLINE.

THERE'S A LITTLE TRANSPARENCY, UM, SECTION ON AUSTIN FINANCE ONLINE, AND IT'S RIGHT ON THE LANDING PAGE.

NEXT WE'RE GOING TO BE WORKING ON, LET ME GO BACK TO IT.

THANK YOU.

UM, THIS ACTUALLY IN JUNE, JULY AND AUGUST, WE'RE GOING TO BE WORKING ON PUTTING IT TOGETHER.

UM, THE BOND DOCUMENTS ASSOCIATED WITH THE UPCOMING SALE AND THAT'S A LOT OF IT IS THE MARKETING MATERIAL.

THAT'S GOING TO BE DISTRIBUTED TO INVESTORS BY THE FINANCIAL INSTITUTION.

AND THEN IN AUGUST 27, WE PLAN ON BRINGING THE TO COUNCIL THE ACTION TO AUTHORIZE THE ACTUAL SALE ITSELF.

AND THE SALE WILL OCCUR PROBABLY THE FOLLOWING WEEK AFTER WE GET THAT APPROVAL WITH THE CLOSING TAKING PLACE, UM, THE FIRST WEEK IN OCTOBER.

AND THAT IS ALL I HAVE FOR YOU GUYS.

UM, NOW IF YOU HAVE ANY QUESTIONS, THANK YOU, BRIAN.

APPRECIATE IT.

THANK YOU, BRIAN.

FOR THE PRESENTATIONS SCULPTURE, I HAVE A COUPLE OF QUESTIONS.

CAN YOU JUST SCROLL BACK THE SLIDES? YOU'RE A NUMBER IN PARTICULAR.

YEAH.

THE ONE THAT YOU TALK ABOUT, YOU KNOW, BUYING THE EQUIPMENT, ET CETERA, SEVEN YEARS OR THREE MAYBE.

YEAH, NO, GO FOLLOW UP.

PLEASE DO THAT.

SO YEAH, THIS IS THE ONE.

SO NO ONE, INCLUDING IT, EQUIP THEM INTO CONTRACTUAL OBLIGATIONS AND YOU'RE BEING OFF IN SEVEN YEARS.

GENERALLY IT CURRENT DOESN'T LAST SEVEN YEARS AFTER INDUSTRIAL USE.

WHEN I WAS IN THE IDEA OF THIS TOO, WE WOULD SAY LAPTOPS AND DESKTOPS WERE USUALLY THEY HAD A, UH, BETWEEN THREE AND FIVE YEARS.

IF IT'S A DESKTOP OR LAPTOP, SINCE IT GETS, YOU KNOW, ABUSED A LITTLE OVER THREE YEARS SOMETIMES.

YEAH.

SO LONG TIME FOR IT.

YEAH.

SO THAT IT EQUIPMENT AND UNIFORM CORRECT ME IF I'M WRONG OR MEGAN.

UM, WHAT WE, I KNOW IN THE PAST WE HAVE FUNDED, UM, IT WAS LIKE RADIO RADIO RELATED IT APPOINTMENT.

BUT WITH THAT WITHIN OUR FINANCIAL POLICIES, THERE ARE GUIDELINES ON WHAT WE CAN AND CANNOT INCLUDE IN THE CONTRACTUAL OBLIGATIONS.

AND ONE OF THE GUIDELINES, IF I REMEMBER CORRECTLY IS THE ASSET COST HAS TO BE ABOVE $10,000.

SO SMALL HANDHELD RADIOS, LAPTOPS, DESKTOPS, WELL, WOULDN'T BE INCLUDED IN THIS TYPE OF PURCHASE.

OKAY.

ALRIGHT.

AND, UH, NEXT QUESTION IS, YOU KNOW, WE HAD GONE INTO HIS OWN REALLY TURBULENT TIME, LOOK AT WHAT THE HA WHAT HAPPENED TO THE STOCK PROPERTY YESTERDAY.

AND, UM, EVERY INDICATION SAYS IT'S GOING

[00:15:01]

TO STAY THE SAME FOR THE REST OF THE YEAR.

SO WHAT IS THE PROBABILITY OF US HAVING A SUCCESSFUL BOND STATEMENT? SO WHEN I KNOW WE ACTUALLY HAD A CALL EARLIER TODAY WITH OUR FINANCIAL ADVISOR AND THEY WERE GIVING US UPDATES ON THE BOND MARKET AND THE MUNICIPAL BOND MARKET MORE SO, AND RATES HAVE KIND OF STABILIZED IN THAT MARKET.

AND THERE SEEM TO BE SOME APPETITE FOR BOND SALES, FOR BONDS BEING ISSUED BY LOCAL MUNICIPALITIES.

UM, WITH THAT SAID, I MEAN, THAT'S SOMETHING THAT WE'RE MONITORING ON A WEEKLY BASIS.

I WANT TO SAY WE'RE ON CALLS WITH OUR FINANCIAL ADVISOR TO JUST GET UPDATES.

AND THEN WE ALSO HAVE CALLS WITH OUR VARIOUS UNDERWRITERS THAT PROVIDE US MARKET UPDATES.

SO THAT'S SOMETHING THAT WE'RE MONITORING.

THANK YOU.

THAT'S IT? THAT'S ALL I HAVE.

OKAY.

UM, I'VE GOT A QUESTION IF THERE'S A, I DON'T SEE ANY OTHER HANDS UP RIGHT NOW, BUT MMM.

ON SLIDE FOUR, UH, THE BULLET POINT OF RESULTING IN LOWER COSTS, UH, AS IT PERTAINS TO THE INTEREST, DOES THE CITY HAVE A METRIC THAT THEY TRACK MMM.

THAT CAN BE SHARED ON, ON THE, THE ACTUAL COSTS? NOT TO MY KNOWLEDGE.

AND THAT BULLET POINT IS MORE SO MAN, WE'RE ISSUING BONDS.

LET'S JUST SAY WE HAVE $50 MILLION PROJECT RATHER THAN ISSUING OFF $50 MILLION.

RIGHT.

WHEN THE PROJECT IS APPROVED, WE ARE ISSUING BONDS AS NEEDED OR TRYING TO MAKE A BEST GUESSED ESTIMATE AS HOW MUCH IT'S GOING TO BE.

SO LET'S JUST SAY THAT PROJECT COMES IN UNDER COST AND THERE'S ONLY $40 MILLION IN BONDS THAT NEEDS TO BE ISSUED.

WE'LL ONLY ISSUE THE $40 MILLION THAT $10 MILLION INCREMENT IS THE QUOTE ON QUOTE, INTEREST COST SAVINGS THAT THE CITY IS INCURRING.

OKAY.

DID I HEAR YOU? I JUST THINK IT WOULD BE GOOD TO, UH, TO BE ABLE TO SHARE THAT, YOU KNOW, DO DUE TO THE, DUE TO THE CITY'S ABILITY TO HAVE REIMBURSEMENT RESOLUTION AND IT'S, IT'S, IT'S CREATING A PARTICULAR COST SAVINGS THAT THAT COULD BE SHARED.

RIGHT.

IT'S SORT OF JUST A CALL OUT ON, HEY, THIS IS WHAT WE'RE DOING.

THESE ARE THE RESULTS.

UM, YEAH, IT'S JUST TO CALL OUT THERE, UM, ON SLIDE SIX IN REGARDS TO THE SALE ITSELF, HOW DOES THIS COMPARE TO PREVIOUS YEAR SALE? OKAY.

PROBABLY LOOK THAT UP, BUT I JUST DIDN'T KNOW IF HE HAD THAT FIGURE OFF THE TOP OF YOUR HEAD.

UM, OVERALL AS, UH, THE DOLLAR AMOUNT IS ROUGHLY THE SAME.

I WANT TO SAY THERE HAVE BEEN SOME YEARS WHERE WE'VE SOLD A LITTLE MORE OR A LITTLE LESS, UM, BUT IT'S KIND OF ON PAR WITH WHAT THE CITY HAS BEEN ISSUING EURO.

OKAY.

AND, AND DO YOU KNOW THE 2016, 2018, UM, BONDS YOU HAD, THERE'S A LOT OF PROJECTS IN THERE.

DO WE ANTICIPATE THESE SALES, UH, THE AMOUNTS OF THE SALES INCREASING AS THE TIMELINE GOES ON? YES.

AND, UM, BUDGET.

I DON'T KNOW IF YOU GUYS CAN SPEAK TO KIND OF THE RAMPING UP PROCESS.

HI, THIS IS TINA VAN WADE WITH THE BUDGET OFFICE.

UM, YEAH, I MEAN, IT'S SOMETHING THAT WILL GET INFORMATION FROM THE DEPARTMENTS WHEN THEIR PLANNED SPENDING IN, IN FUTURE PROJECTIONS OVER THE FIVE YEARS ON AN ANNUAL BASIS, WE DO THAT WITH THE FIVE-YEAR CFP PLANNING.

UM, SO ALL THAT WILL BE TAKEN INTO CONSIDERATION AS THE CELLS ARE DEVELOPED.

THANK YOU.

UH, THAT'S ALL THE QUESTIONS I HAD.

ARE THERE ANY ADDITIONAL QUESTIONS FROM ANYBODY IN THE DICE? I HAVE A QUESTION.

THIS IS CLAIRE.

UM, I THINK THIS IS ONE OF THE EARLIER SLIDES YOU WERE TALKING ABOUT THE CITY'S OUTSTANDING DEO DEBT.

AND I THINK YOU SAID IT WAS 1.5 BILLION.

I'M JUST CURIOUS, IS THAT IN LINE WITH OTHER SIMILAR SIZED CITIES IN THE U S IS THAT HIGHER, LOWER, UH, JUST CURIOUS WHERE WE FALL COMPARED TO OTHER CITIES.

I WOULDN'T HAVE TO DO SOME RESEARCH ON THAT AT ALL.

HONESTLY.

UM, I KNOW WITHIN THE BUDGET DOCUMENT, THERE ARE SOME PAGES THAT'S EAT TO THE DEBT PER CAPITA, UM, IN COMPARISON TO OTHER TEXAS OR LOCALLY, UM, OTHER SIMILAR SIZE TEXAS MUNICIPALITIES.

UM, AND WE'RE PRETTY MUCH IN LINE IF NOT LOWER WITH OTHER TEXAS MUNICIPALITIES, BUT AS FAR AS, UH, NATIONWIDE, I CAN'T SPEAK.

[00:20:04]

OKAY.

ANY OTHER QUESTIONS? RIGHT.

THANKS AGAIN, MR. RIVERA.

OKAY.

UM, ONTO,

[Item 4 (Part 1 of 2)]

UH, ITEM NUMBER FOR FUTURE FUTURE AGENDA ITEMS. MMM.

COUPLE OF THINGS I WANTED TO ADD, ADD TO THIS, UM, SATURDAY, THE GATE ONE IS I WANT TO, I WANT TO REVISIT OUR MEETING SCHEDULED JUST DUE TO, UH, HOW HE GOT THROWN OFF, UM, YOU KNOW, WITH COVID AND EVERYTHING.

I JUST WANT TO SEE, UH, WHERE WE'RE AT TODAY AND WHEN WE NEED TO TOMORROW.

UM, IN REGARDS TO AF THAT WAS CORRECT.

MMM.

OKAY.

WE CAN CIRCULATE THAT OUT TO MEGAN.

WE KNOW IF, UM, WELL, I GUESS WE REALLY DON'T KNOW WHAT, WHAT THE FUTURE HOLDS HERE AS FAR AS MEETINGS GO, RIGHT? YES, THAT'S CORRECT.

UM, I DO WANT TO

[Item 3]

BRING YOUR ATTENTION TO ALSO DISCUSSION, UM, OUR ITEM THREE DISCUSSION AND POSSIBLE ACTION ON THE ESTABLISHMENT OF A WORKING GROUP TO REVIEW THE BOND DATA AND THE 2020 ANNUAL REPORT.

YEAH.

GREAT POINT.

THANK YOU.

UM, SO THE WORKING GROUP WAS SOMETHING JUST, JUST, UM, WE WANTED TO TRY TO PUT TOGETHER, UM, IN THE EVENT THAT MAY CAUSE A FORUM OR BECAUSE OF TEXTS ASKED, UM, YOU KNOW, UH, THE RESTRICTIONS OR SCHEDULING WHAT THE CITY.

SO THE IDEA HERE IS TO HAVE A STANDING WORKING GROUP ON A MONTHLY BASIS, UM, GET THAT ESTABLISHED.

AND IF WE COULD, WE COULD IDENTIFY POTENTIAL MEMBERS TODAY, UM, AND GO AHEAD AND GET THAT SET AND IN DOING SO WE CAN DO THINGS, UH, WE WILL.

UM, RIGHT.

SO, UM, SO IT'LL JUST BE A THROAT THAT WOULD MEET, UH, ON OUR OWN, UM, SET OUR OWN AGENDA, UM, AND MOVE FORWARD.

YEAH.

AND YOU NEED TO DO IT OVER THE PHONE AS WELL, OR WEBEX.

YEAH.

THAT'S RIGHT, RIGHT.

IS THERE ANY INTEREST IN A WORKING GROUP I'M ALSO INTERESTED ANYONE ELSE? UM, UH, I'D LIKE TO, UH, SO, SO MEGAN, THIS IS SOMETHING WE WE'D HAVE TO VOTE ON TO ESTABLISH THE WORKING GROUP.

YES.

CORRECT.

YOU'LL NEED TO VOTE AND YOU'LL ALSO NEED TO ESTABLISH THE MEMBERSHIP VOTE ON THE MEMBERSHIP TODAY AS WELL IN ORDER TO MEET AFTER TODAY.

OKAY.

I'LL CONFESS, I MAY HAVE BEEN MENTALLY TUNED OUT OR HAVING A ZOOM EXHAUSTION, REMIND ME OF WHAT THE, WHAT THE SPECIFIC CHARGE WOULD BE.

SO THE WORKING GROUP WOULD BE A, IT WOULD BE NON-CORE ON THAT.

WOULDN'T BE AN OFFICIAL MEETING TO CONDUCT BUSINESS, THE BOND OVERSIGHT COMMISSION.

I HONESTLY, I COULDN'T HEAR YOU AT THE END, SORRY.

IT WOULD BE A MEETING TO CONDUCT BOND OVERSIGHT, COMMISSION BUSINESS.

UM, BUT NOT, NOT AS A QUORUM, BUT ANY PARTICULAR BOND OR ANY PARTICULAR, I MEAN, PREVIOUS POLICE, THE AGENDA WOULD, WOULD BE SET BY THE WORKING GROUP, UH, YOU KNOW, SOON AS IT GETS FORMED.

I NOT, NOT TO PUT YOU ON THE SPOT SANTIAGO, BUT WHAT WOULD BE THE, BETWEEN THIS AND OUR, THAT THIS WORKING GROUP AND THE TYPICAL EMISSION.

RIGHT.

SO THAT'S FINE.

THAT'S A GREAT QUESTION.

SO, SO IN THE EVENT THAT WE COULDN'T MEET, UH, BASICALLY AS A BODY NEAR THE CITY, UM, AND MEGAN FEELS THAT THEY ARE WITH THE ACTUAL RULES, BUT I THINK THE RULES WERE ESTABLISHED.

WE, WE CAN'T CONDUCT A WORKING GROUP WITHOUT IT OFFICIALLY BEING CREATED IN OFFICIAL MEETINGS.

OH, SO THIS WOULD BE, IF WE COULDN'T HIT SIX OUT OF 11, THIS WOULD SORT OF BE OUR DEFAULT WAY TO, HI, THIS IS THE BUDGET OFFICE.

I BELIEVE THAT YOU DO NEED TO SET A GOAL AND LIKE A TASK OF WHAT YOU'RE SPECIFICALLY TRYING TO ACCOMPLISH.

UM, AND I THINK, UH, MEGAN PUT TOGETHER THAT LANGUAGE OF, UH, REVIEWING DATA AND, UM, UH, THE, UH, ANNUAL WORK REPORT THAT Y'ALL Y'ALL DO.

UM, AND THAT REVIEW THAT DATA, UM, OR WHATEVER COMES OUT OF THAT INCLUDED IN THE ANNUAL REPORT.

SO THAT WOULD KIND OF BE THE, THE SPECIFIC, UM, A TASK GROUP GOAL, UM, THAT COULD BE ACCOMPLISHED

[00:25:01]

TO THEN BRING THAT WORK BACK TO THE ENTIRE.

OKAY, THANK YOU.

THAT MAKES SENSE.

UM, SO ONE LAST THING, UH, I DON'T WANT TO BE THE NAYSAYER, BUT, UM, I, WE, WE HAD A CHALLENGE.

UM, ALL OF US HAVE BEEN DEDICATED TO THIS, THIS COMMISSION FOR A NUMBER OF YEARS.

THE STAFF HAS GOTTEN SO MUCH MORE ENGAGED WITH US AND, AND, AND MORE, UH, FLEXIBLE TO OUR REQUESTS AND SO FORTH.

AND I THINK COUNCIL, I BELIEVE ALL OF YOU PROBABLY HAVE BEEN CONTACTED BY YOUR COUNCIL MEMBERS JUST AS I HAVE ABOUT MORE IMPACT AND MORE INPUT.

UM, I JUST, I WANT TO TREAD LIGHTLY BECAUSE WE'RE LOOKING AT, AT A, AT A TRIFECTA THAT I COULD NOT HAVE FORESEEN.

WE'VE GOT CITIES, LARGE MUNICIPALITIES CLAMORING FOR MAP OVERSIGHTS AND DEEP DIVE INTO POLICE BUDGETS.

WE'RE GONNA HAVE A DECREASE IN REVENUE IN THIS CITY, WHETHER WE ALL WANT TO ADMIT IT OR NOT EVEN A CITY LIKE OURS, HEY, ITS CURRENT REVENUE STREAM FROM PROPERTY TAXES.

THAT'S JUST THE WAY IT IS BETWEEN OIL AND GAS AND THE ECONOMY.

UH, AND NO FAULT OF ANYBODY'S HERE.

IT'S JUST, THAT'S JUST WHERE WE FIND OURSELVES.

AND NUMBER THREE, UH, THERE, UH, THERE, THERE IS A MASSIVE SUGGESTION YESTERDAY TO ENGAGE AND GET ANOTHER, AND I KNOW THAT'S NOT EXACTLY A CITY OF AUSTIN.

THAT'S MORE CAP METRO AND CAMPO, BUT IT'S GOING TO BE ATTACHED TO THE CITY OF AUSTIN, UM, TO ENGAGE IN A MASSIVE, MASSIVE BUDGET DEPLOYMENT WITH SOME OF IT BEING FUNDED VIA BONDS.

UM, YOU KNOW, I UNDERSTAND THAT WE'VE GOT A LOT OF WORK TO DO WHEN I'D LOVE TO, TO, TO GET INTO THE WEEDS ON THIS WITH, AND WITH THE REST OF YOU, BUT, UM, MAYBE NOT A GOOD TIME TO DEPLOY A NON QUORUMS, SOMEWHAT OPTICALLY SOME FIRST GROUP, UH, THAT THAT LOOKS AT, AND WE'VE GOT THREE REALLY, REALLY HARD QUESTIONS TO TACKLE.

UM, I'LL DO WHATEVER YOU ALL DO.

I'VE LOVED WORKING ALL THE LAST SEVERAL YEARS, BUT UM, THIS, THIS, THIS MAY NOT BE THE TIME TO GO UNDERGROUND WITH OUR GROUP.

AND I DON'T MEAN UNDERGROUND IN A NEGATIVE WAY.

I JUST, RIGHT.

UM, I JUST WANTED TO SAY MY 2 CENTS, CAUSE THERE ARE THREE BIG MITIGATING CIPHERS THAT NONE OF US EVEN CONCEIVED OF A FEW MONTHS AGO ANYWAY, JUST TO GET OFF MY CHEST.

NO, I THINK THAT'S, THAT'S, THAT'S VALID AND VERY, I THINK THE IDEA HERE WAS, YOU KNOW, WE HAVEN'T BEEN ABLE TO MEET THE LAST COUPLE OF MONTHS, UM, OR A FEW REASONS.

RIGHT.

UM, BUT OF THEM BEING, UH, YOU KNOW, UH, THE AVAILABLE RESOURCES, UM, PROVIDED BY THE CITY, UM, YOU KNOW, TO HAVE A WEBEX, RIGHT, JUST DUE TO SCHEDULING AND PRIORITIZATION TOPICS.

AND SO THE WORKING GROUP WOULD BE A WAY FOR US TO, UH, TO FOCUS ON THE ANNUAL REPORT THAT THE GROUP PUTS OUT, UM, AND ANY TYPE OF DATA THAT WE WANT TO DO, THAT, THAT WE CAN, UH, DATA ANALYSIS THAT WE TYPICALLY ONE, ONE CONDUCT DURING THIS MEETING.

UM, SO I THINK FROM A, UH, FROM, UH, UH, SORT OF A, SORT OF A MISSION STATEMENT WORKING GROUP, RIGHT, IT WOULD BE JUST A KEY, UH, THESE OFFICIAL MEETINGS ON TRACK AS FAR AS AGENDA GOES, BASICALLY A PRE MEETING, YOU KNOW, THAT MAKE SENSE IN THE ABSENCE OF A REGULAR COMMISSION MEETING, WE FELT THAT WORKING GROUP IS THE NEXT BEST THING.

AND, UH, I, UH, UH, I UNDERSTAND THE CONCERN THAT, UH, COMMISSIONER METEOR EXPRESSED.

UM, I CAN UNDERSTAND THAT, BUT IF YOU HAVE NO MEETINGS OF ANY FORM, THEN, UM, THE THREE CONCERNS THAT COMMISSIONER, UH, IDENTIFIED, WE'LL JUST TEST THROUGH EVEN, EVEN CLOTHING.

UM, I COMPLETELY READ IT THREE THINGS, UH, YOU KNOW, AND OF COURSE, YOU KNOW, THERE'S AN OLD THING, YOU KNOW, THEY, THE PROFIT, YOU KNOW, THAT'S WEIGHING DOWN IN THE CITY AS WELL.

UH, SO THERE ARE MULTIPLE WAYS WE ARE BEING ACCEPTED AND YES, REVENUE STREAM, I'VE HEARD FROM MODERN ONE COMMISSIONER, UH, I'VE BEEN COMMUNICATING WITH SEVERAL COMMISSIONERS BECAUSE OF, UH, POLICE VIOLENCE.

UH, AND SO BASED ON THAT, THIS CONVERSATION IS COME UP ABOUT THE BUDGET, THE IMPACT OF THE BUDGET, ET CETERA, THE REDUCTION IN THAT, UH, REVENUE SOURCE IS TYPICAL.

SO THERE SHOULD BE SOME AMOUNT OF UNDERSTANDING THAT THE CITY CLERK'S LEVEL THAT THIS BOND OVERSIGHT COMMISSION SHOULD GET SOME PREFERENCE IN HAVING A REGULAR MEETING SCHEDULE BECAUSE THIS HITS THE BOTTOM LINE, THIS HITS RIGHT IN THE GUT.

SO THE MESSAGE TO MEGAN IS THAT IF YOU WANT, WE WALK INTO THE RIT MASKS,

[00:30:01]

ET CETERA, WITH THE CITY CLERK'S OFFICE SENT PLEAD WITH HER, THANKS, PLEASE MAKE AN EXCEPTION OF US AND GIVE US SOME TIME ON A MONTHLY BASIS.

IF THAT HAPPENS, THEN MAYBE WE CAN BACK OFF THE WORKING GROUP, BUT AT LEAST WITHOUT THAT, UH, YOU KNOW, THAT, THAT, THAT, THAT ASSURANCE, THE WORKING GROUP KEEPS THE FIRES GOING.

THAT'S HOW WE PLOT THAT TO WORKING WITH HER, TO PLEASE KEEP THE COMMISSION ALIVE.

SO IF YOU GET THE ASSURANCE, THEN I'LL BACK OFF THE WORKING GROUP WE DON'T, AND MAYBE WE SHOULD MOVE FORWARD WITH WORK.

AND I'VE SAID, RIGHT.

MMM.

OKAY.

AS FAR AS THE WORKING GROUP DETAILS GO, UH, YOU NEVER, MEGAN, YOU DO, YOU KNOW, IF YOU HAVE TO ESTABLISH THE LENGTH OF TIME, THE WORKING GROUP WILL BE ESTABLISHED BEGINNING AND END DATE.

I DO NOT BELIEVE YOU NEED TO ESTABLISH THAT.

NO, I MEAN, I DID WANT TO SAY ALSO, UM, IN ANSWER TO YOUR ORIGINAL QUESTION CHAIR FROM BEFORE WE STARTED THIS DISCUSSION, UM, THERE, THE GOVERNOR DID, UH, EXTEND THE DISASTER DECLARATION FOR THE STATE OF TEXAS.

SO WE WILL BE REMOTE MEETING REMOTELY FOR AT LEAST THE NEXT MONTH, WHICH WILL OF COURSE, UM, KEEP US IN THE SAME POSITION WE'VE BEEN IN WHERE WE WILL BE PRIORITIZING MEETINGS BASED ON A TOPIC AND CONTENT.

SO, UM, I THINK STACK RECOMMENDATION WOULD BE THAT IT MIGHT BE A GOOD IDEA TO ESTABLISH THE WORKING GROUP TODAY, IF YOU ALL SEE FIT, UM, WE CAN OF COURSE MOVE FORWARD WITH TRYING TO SCHEDULE NEXT MONTH'S MEETING TO OCCUR.

BUT IF IT, UH, IF IT'S NOT ABLE TO OCCUR, IF YOU ARE ABLE TO ESTABLISH THE WORKING GROUP TODAY, UM, IF YOU ALL VOTE TO APPROVE THAT TODAY, THEN THAT WOULD BE AVAILABLE TO YOU IF NEEDED.

THAT'S A GOOD QUESTION FROM COMMISSIONER NADIR.

YEAH.

I AGREE WITH THAT.

UM, UH, NO, THANK YOU FOR THAT SUGGESTION.

I THINK, YEAH, I GUESS I'M GOING TO USE THE TERM STOP GAP, BUT I DON'T MEAN THAT GOOD, BAD OR INDIFFERENT, BUT I THINK IT'S WISE TO THEN PURSUE, UH, THE, UH, THE CONSTRUCTION AND, AND PERHAPS A TENTATIVE AGENDA FOR, FOR THAT WORKING GROUP.

MY ONLY POINT WAS, YOU KNOW, WE'VE ALL JOKED THAT WE WERE THE MOST IMPORTANT COMMISSION OVER THE YEARS WHEN IT WAS MOBILITY BOND AND SO FORTH, BUT THERE IS REAL CONTACT FROM BOTH THE COMMUNITY AND FROM OUR COUNCIL MEMBERS THAT APPOINTED ALL OF US.

UM, AND I DON'T WANT TO GET INTO THE WEEDS HERE AND RIGHT, SUGGESTING GETTING THIS DISCUSSION RIGHT NOW ON POLICE FUNDING.

THAT'S, THAT'S A DIFFERENT DISCUSSION FOR DIFFERENT TIMES, BUT WE KNOW FROM HAVING HEARD A NUMBER OF VERY IN DEPTH PRESENTATIONS, UM, FROM, FROM THAT THERE ARE, UM, NON-EXPENSIVE BOND REVENUES OUT THERE FOR FUTURE PROJECTS.

THERE WERE, THERE WERE PROJECTS THAT WERE DELAYED PROJECTS WERE UNDERFUNDED OVERTIME.

WE WE'VE, WE'VE HEARD ALL OF THESE, THESE, UH, THESE, THESE MINUTIA.

AND WE'RE GOING TO CONTINUE TO HEAR THAT ANOTHER CITY, YOU KNOW, A LOT OF PEOPLE ARE JUST SAYING, WELL, THERE NEEDS TO BE A 50% LINE ITEM NEXT YEAR, OR A HUNDRED PERCENT LINE UP.

WE'RE NOT GOING TO GET INTO THAT, BUT WE HAVE LISTENED TO A NUMBER OF PRESENTATIONS NUMBERING IN THE MID EIGHT DIGIT AMOUNTS, NINE DIGIT AMOUNT, I'M SORRY, EIGHT DIGIT AMOUNTS.

UM, AND WE'RE GOING TO GET QUESTIONS ABOUT THAT AND IT'S NOT OUR PLACE TO SPEAK TO IT.

YOU KNOW, WE ACTUALLY, I WOULD, I WOULD SUGGEST, AND THIS IS JUST, I THINK WE'RE ON THE SAME PAGE.

I'M JUST PUTTING HERE THAT, UH, THAT WE GAVE ABOUT.

LOOK, WE, AS A BOND OVERSIGHT COMMISSION ARE CHARGED WITH LOOKING AT PREVIOUS BOND DEPLOYMENTS AND PAPER SALES AND PERIODS.

WHAT'S HAPPENING WITH POLICE.

UM, WE'RE NOT SPEAKING TO LEGISLATIVE LINES, COUNCIL LEVEL, BUT WE ARE CHARGED WITH LOOKING AT WHAT'S BEING SPENT, NOT BEING SPENT, WHAT WAS OVER BUDGET, UNDER BUDGET, WHAT BONDS HAVEN'T BEEN SOLD YET.

UM, I'M ALREADY GETTING QUESTIONS ABOUT IT AND I SHOULDN'T BE, UM, BUT PEOPLE ARE CLAMORING FOR INFORMATION, PARTICULARLY THE COUNCIL LEVEL, I BELIEVE BECAUSE THEY WANT TO TURN AROUND AND BE ABLE TO TELL THE MEDIA AND THEIR CONSTITUENTS WHAT'S GOING ON.

AND FOR THAT REASON, I JUST WANT TO BE, I WANT TO ERR, ON THE SIDE MORE TRANSPARENCY EVER BEFORE.

I KNOW I WAS ALWAYS THE GUY THAT ANNOYINGLY SAID THAT AT EACH MEETING LET'S TRUST THE VOTERS, BUT THERE'S NEVER BEEN A MORE CRITICAL TIME AT LEAST THAT WE ARE ABLE TO GIVE ACCURATE INFORMATION ON WHAT WE SEE AS, LOOK, THESE SHOULD BE GOING BACK TO APD FOR WHATEVER REASON THESE ARE FACILITIES OR WHATEVER IT MIGHT BE.

THE THING THAT WAS TAKEN KOSTAS IS NOTHING COMPARED TO WHAT'S HAPPENING NEXT.

AND, UH, I JUST, I THINK THIS IS A GREAT TIME FOR US TO WORK WITH STAFF, TO GIVE THE PUBLIC THE AMMO.

IT NEEDS TO MAKE A WISE DECISION, BUT ANYWAY, I'VE ALWAYS BEEN THE, LET'S GIVE THE PUBLIC MORE INFORMATION AND TRY NOT TO BE OBLIGATED.

UM, BUT I WAS PROBABLY HAVE FULL OF, YOU KNOW WHAT, BUT THIS TIME I ABSOLUTELY MEAN IT.

AND ANYWAY, THANKS FOR LETTING ME SAY MY PIECE, CAUSE THIS IS, UH, THIS IS OUR TIME TO TRULY SERVE THE COMMUNITY.

THANK YOU.

YEP.

OKAY.

IS THERE, IS THERE A MOTION TO, UH, ESTABLISH A WORKING GROUP THROUGH A NEW GEO BOND PROGRAM DATA IN DRAFT THE FISCAL YEAR 2020 ANNUAL

[00:35:06]

THE MEAT HAS LEFT THE BUILDING LOOKS LIKE I CAN MAKE THE MOTION.

I MOVE THAT WE ESTABLISHED THE WORK GROUP FOR THE PURPOSES YOU JUST DESCRIBED.

OKAY.

IS THERE A SECOND? OKAY.

WAS THE SECOND, UH, I THINK YOU NEED TO WAIT FOR, TO, TO RETURN HERE.

CAN I ASK A QUESTION ABOUT THE WORKING GROUP? ARE THERE ATTENDANCE REQUIREMENTS FOR THAT? LIKE THERE ARE FOR THIS CONDITION? UM, HISTORICALLY WE HAVE NOT ADDED REQUIREMENTS SINCE WE DO NOT REQUIRE A FORUM.

MMM.

WELL, I, I DO YOU KNOW, OUR, MEGAN, ARE YOU GUYS READY? ANY NOTE REQUIREMENTS FROM THE GROUP? NO, THERE ARE NO ATTENDANCE REQUIREMENTS I'M AWARE OF.

YEAH.

I WOULD BE INTERESTED IN BEING A PART OF IT.

I WAS JUST, AND I TRIED TO MAKE AS MANY MEETINGS AS POSSIBLE.

I JUST WANTED TO MAKE SURE I SAID YES OR SURE.

RIGHT.

YEAH.

YEAH.

WELL, WE'LL DO A, UM, WE'LL DO A, UH, UH, A POLL TO SEE WHEN THE BEST TIME TO MEET IS TO TRY TO BE REALLY ACCOMMODATING, UH, IN THE PAST WE'VE MET ON THE WEEKENDS, LIKE ON A SATURDAY IN PERSON, BUT, UH, NOW WE CAN JUST CREATE A ZOOM MEETING, ANNOUNCING DATES AND WHATEVER WORKS BEST FOR EVERYONE.

NICE TO MEET YOU BACK.

OKAY.

UH, SO WE HAVE A, UH, WE HAVE A MOTION.

WE HAVE A SECOND, WE'RE GOING TO TAKE A VOTE ON ESTABLISHING A WORKING GROUP MEETING, UM, ALL IN FAVOR, ANY NAYS.

OKAY.

YEAH.

WORKING GROUP, YOU KNOW, MEGAN, YOU GOOD? YES.

AND JUST TO CONFIRM FOR MEMBERSHIP, I HAVE CHAIR, THE VICE CHAIR, COMMISSIONER COOK, AND COMMISSIONER O'NEILL.

DID I MISS ANY ALL RIGHT.

WE'RE AT FIVE.

SO THAT IS THE MAX.

THANK YOU.

[Item 4 (Part 2 of 2)]

OKAY.

FUTURE AGENDA ITEMS. UM, OBVIOUSLY THE, UH, THE, SO BASED ON THE SCHEDULE THAT WE'VE LOOKED AT, UM, THE, THE ANNUAL REPORT DRAFT WE HAVE SCHEDULED FOR JULY.

MMM.

I HAVE THAT ON.

I THINK WE SHOULD CONTINUE TO MOVE FORWARD TO THAT.

YEAH.

IT'S DUE WHEN SEPTEMBER LEAVE AND THEN JUST IN GENERAL, WANTING TO HAVE A DISCUSSION ABOUT, MMM.

ABOUT, UH, MEGAN, ABOUT SOME OF THE PRESENTATIONS THAT WE'VE MISSED DO THE COVID.

MMM.

SO FOR EXAMPLE, UH, LET'S SEE, WE MISSED, UH, WE, UH, WATERSHED BASICALLY, I'M TRYING TO GET US BACK ON TRACK RIGHT.

AND WANTED TO GET YOUR INPUT ON WHAT, THE BEST WAY TO DO THAT.

UM, YOU KNOW, THEY CAN TAKE INTO ACCOUNT THE CURRENT ENVIRONMENT AND RESOURCES AVAILABLE.

OH, ABSOLUTELY.

WE COULD TRY TO DO SHORTER PRESENTATIONS FROM THE PROGRAM AREAS THAT WE MISSED OVER THE PAST FEW MONTHS, OR WE COULD, UM, UM, DO A PRESENTATION ON MOBILITY.

I KNOW AT THE LAST MEETING, UM, THERE WAS A REQUEST TO MOVE THAT TOPIC UP, UM, TO SOONER IN THE YEAR.

SO IF YOU WANT, WE COULD DO A LONGER PRESENTATION ON MOBILITY OR WE COULD BREAK IT UP INTO SHORTER PRESENTATIONS ON THE TOPIC AREAS THAT WE WERE INTENDING TO COVER OVER THE LAST FEW MONTHS.

RIGHT.

AND JUST, JUST WITH THE, AGAIN, THE CURRENT ENVIRONMENT, UH, YOU KNOW, THE THINGS THAT WE HAVE, WE, WE HAD KIND OF SCHEDULE, I BELIEVE IT WAS WATERSHED HEALTH AND HUMAN SERVICES, THEN PARKS, PUBLIC SAFETY, OR DOUBLE HOUSING, AND THEN MOBILITY INTO YOUR POINT ABOUT REQUEST TO MOVE MOBILITY UP.

IS THERE, IS THERE ANY FEEDBACK FROM THE DIOCESE ON, ON ANYTHING THAT YOU YOU'D LIKE TO LOOK AT SOONER THAN LATER? UM, JUST DUE TO ALL THE VARIABLES OUT RIGHT NOW, FOR EXAMPLE, PUBLIC SAFETY, IS THAT, IS THAT SOMETHING WE WOULD

[00:40:01]

LIKE TO REVIEW SOONER THAN LATER IN THE YEAR YOU FEEDBACK, IT'D BE INTERESTED IN LEARNING MORE ABOUT PUBLIC SAFETY SOONER THAN LATER, JUST BECAUSE I'M A NEWER MEMBER AND I DON'T THINK I'VE EVER HEARD OF REPORTS ON THAT.

SO FOR NEXT MONTH'S MEETING, UH, MEGAN, LET'S SEE.

SO LET'S TRY TO KEEP THE SAFETY.

THAT IS THE LIE THEN MAYBE WE CAN BUNDLE UP LIKE WATERSHED AND PARKS TOGETHER OR SHORTER PRESENTATIONS AND SOME BY SHORTER, I MEAN, SAME CONTENT, RIGHT? SAME, SAME REQUIREMENTS, UM, THAT WE HAVE FOR THE PRESENTATIONS.

UM, SURE.

I HAVE A QUESTION.

YES.

UM, THERE WAS MENTIONED NOBILITY.

ARE YOU PLANNING TO HAVE PROBIOTICS PRESENTATION ANYTIME SOON? AND IF YOU DO, CAN BE SEPARATED FROM 2016 TO 2000 BECAUSE THERE'S MONEY IN BOTH 2016 WAS THE MAJOR MOBILITY BOND.

AND THERE'S A LOT OF WORK GOING ON RELATING TO THE 2016 BONDS AS WELL AS 2018.

WE'D LIKE TO SEE IT SEPARATED.

I'M JUST LOOKING OVER THIS REAL QUICK.

SO JULY LET'S DO PUBLIC SAFETY AND THEN AUGUST WE HAVE A SUMMER BREAK.

IS THAT, IS THAT SOMETHING WE WANT TO CONTINUE TO HOLD? MAYBE JUST, JUST DO, I MEAN, I DON'T KNOW IF ANYBODY'S TRAVELING, UH, FOR SUMMER AND I'D LIKE TO GET FEEDBACK FROM STAFF TOO.

IF, IF THINGS ARE, YOU GUYS ARE BRINGING AUGUST, UM, TO GO AHEAD AND MEET, TO TRY TO MAKE UP SOME TIME, YES.

STAFF WILL BE AVAILABLE IF YOU WOULD LIKE TO MEET IN AUGUST.

OKAY.

NO, I'D SAY LET'S LET THE STAFF PICK ON THAT ONE IF THEY WANT A MONTH.

AWESOME.

BUT, UH, YEAH, I DON'T, I DON'T THINK I REALLY WANT TO GET ON A SMALL TRAIN RIGHT NOW TO TRAVEL THE COUNTRYSIDE.

RIGHT, RIGHT.

OKAY.

SO LET'S, UM, WE CAN DISCUSS MORE IN OUR JULY MEETING, BUT LET'S TENTATIVELY SAY AUGUST, UM, WE'LL GO AHEAD AND MEET AND SCHEDULE THE WATERSHED AND, UM, OR WE CAN DO THE MOBILITY IN AUGUST IF THAT'S, IF THAT'S AVAILABLE.

MEGAN.

UH, YES, MY, I THINK MY RECOMMENDATION WOULD BE TO GO AHEAD AND, UM, WE CAN TRY AND LOOK AT THE CONTENT THAT WOULD BE INCLUDED WITH PUBLIC SAFETY, WATERSHED AND PARKS, WHO MIGHT BE ABLE TO ACCOMPLISH THAT ALL IN ONE MEETING.

UH, IS THERE A SMALLER BOND PROGRAMS THAN THE MOBILITY PROGRAM SINCE THE MOBILITY PROGRAMS ARE SO LARGE, IT WOULD BE GOOD TO TACKLE THAT IN ONE MEETING SPECIFICALLY AUGUST WOULD BE GREAT.

OKAY.

FANTASTIC.

UH, ANYTHING ELSE REGARDING FUTURE AGENDA ITEMS? OKAY.

UM, WELL I THINK WE CAN, UH, ADJOURN, UNLESS THERE ARE ANY OTHER COMMENTS OR QUESTIONS.

MEGAN, TINA, YOU GUYS GOOD? YES.

THANK YOU.

GREAT.

THANKS.

GLAD TO SEE.

EVERYBODY'S SAFE AND HEALTHY.

YES.

APPRECIATE IT.

GOOD.

BYE.

BYE.

THANKS FOR ORGANIZING MEGAN.

DON'T HAVE .

[00:45:04]
