UM, AND THEN FROM THAT TO DEVELOP THE PREFERRED STRATEGIES THAT WILL COME OUT OF THIS MASTER PLANNING EFFORT, AND THEN ULTIMATELY WE WILL DEVELOP A MASTER PLAN UPDATE FOR ARR. THAT'S GOING TO INCLUDE THE TIMING OF WHEN THOSE KEY STRATEGIES WOULD BE IMPLEMENTED AS WELL AS SOME OF THEIR KEY, UH, FINANCIAL ASPECTS. UM, WE HAVE ALREADY DEVELOPED AN OUTLINE OF THE UPDATE FOR THE MASTER PLAN AND LATER WE'LL PROVIDE MULTIPLE DRAFTS TO THE CITY. AND THEN IT YOU'LL SEE AT THE BOTTOM OF THE PAGE. UM, WE WILL HAVE A EXTENSIVE ENGAGEMENT WITH NOT ONLY OUR STAFF, BUT ALSO A NUMBER OF STAKEHOLDERS AS WELL AS THE PUBLIC. SO IF YOU GO TO THE NEXT SLIDE, THIS ONE GIVES YOU A SENSE OF THE KEY TASKS THAT WE ARE COMPLETING AS A PART OF THE MASTER PLAN UPDATE IN THOSE SIX TASKS OR IDENTIFIED OVER ON THE LEFT HAND SIDE. SO OUR FIRST TASK WAS TO COMPLETE A RESEARCH AND BENCHMARKING, AND THAT WAS WORK THAT WE DID COMPLETE THE DRAFTS OF AT THE BEGINNING OF THIS YEAR. AND THEN FOR TASK NUMBER TWO, WHICH IS, IS ONGOING RIGHT NOW, THIS INVOLVES THE RESEARCH AND ANALYSIS OF 16 DIFFERENT TOPICS, BUT THEY ARE IDENTIFIED IN THE CITY'S RFP FOR THE PROJECT. WHAT THIS COMMUNICATES IS THAT, UM, WE'VE DONE, UH, EXTENSIVE PLANNING UP TILL NOW AND LATER THIS MONTH IN JUNE, WE WILL START WHERE THE PUBLIC FACING ASPECTS OF THOSE FOCUS GROUPS AND THEN TASK NUMBER FOUR IS THE EFFORTS TO DEVELOP THE OUTLINE WHICH WE HAVE DEVELOPED FOR ARR AS WELL AS LATER IN THE YEAR, MULTIPLE DRAFTS OF THE PLAN. UM, IN THE PAST NUMBER FIVE, WE HAVE MULTIPLE MEETINGS WITH THE SQUARES REPRESENTING ARR LEADERSHIP IS WHACK. YOU GUYS ARE THE DIAMONDS. SO TODAY REPRESENTS THE FIRST OF THREE MEETINGS WITH YOU ALL. AND LATER ON, I WE'RE PLANNING TO HAVE SEPARATE MEETINGS, BUT RELATIVELY CLOSE TOGETHER AND THEIR TIMING WITH AR LEADERSHIP AS WELL AS WHACK. SO THAT EVERYBODY'S WELL INFORMED OF OUR PLANNING PROCESS AND AT THE END, UH, TO COMMUNICATE, UH, RECOMMENDATIONS AND FINDINGS TO CITY COUNCIL, AND THEN TASK NUMBER SIX ARE TO START ONGOING EFFORTS FROM A PROJECT MANAGEMENT PERSPECTIVE. AND SO WE'VE WORKED VERY CLOSELY AND I, AND I THINK VERY SEAMLESSLY WITH THE CITY AND SPECIFICALLY WITH MANY STAFF FROM AR TO REALLY HIT IT, UM, VERY SIGNIFICANTLY, UH, TO CONTINUE STAKEHOLDER ENGAGEMENT, UM, UH, TO DO THIS IN A, IN A VERY SAFE, MEANINGFUL, AND TIMELY MANNER. SO, WHEREAS BEFORE WE HAD VERY MUCH, UH, GETTING OUT INTO THE PUBLIC DOMAIN TYPE OF A STAKEHOLDER OUTREACH OUTREACH INITIATIVE, UH, BASED ON WHAT'S HAPPENING WITH, WITH COVID-19, UM, EVERYTHING THAT WE ARE LOOKING TO DO IS GOING TO BE MUCH MORE VIRTUAL. AND SO WE ARE PLANNING TO LAUNCH, UH, VARIOUS FOCUS GROUP DISCUSSIONS, UH, VIA VIRTUAL MEETINGS. AND THIS IS WHERE WE'RE VERY APPRECIATIVE OF HAVING CDMP AS A PART OF OUR TEAM, LARRY, AS AN EXTENSIVE NUMBER OF THESE TYPES OF MEETINGS. AND I THINK FOR THE PAST SEVERAL WEEKS HAS ACTUALLY BEEN FACILITATING A NUMBER OF TRAVIS COUNTY, IN FACT. UM, AND SO IN THE FUTURE, WE WILL ALSO BE HOSTING OTHER VIRTUAL COMMUNITY WORKSHOPS, UM, IN THIS MANNER AS WELL. UM, WE HAVE HAD DISCUSSIONS WITH AR ABOUT WHETHER WE MIGHT BE ABLE TO GET BACK TO THE PUBLIC FACING MEETINGS, BUT WHY THIS QUITE HONESTLY, SINCE WE DON'T KNOW WHAT THE TIMING OF THAT MAY BE, UH, WE HAVE PLANNED FOR THE REMAINDER OF OUR OUTREACH EFFORTS TO BE COMPLETED IN A VIRTUAL MANNER. I THINK THAT WE HAVE A GOOD STRATEGY TO MAKE THAT HAPPEN. SO GOING ON TO THE NEXT SLIDE, WE'D LIKE TO PROVIDE YOU WITH AN UPDATE OF SOME OF OUR KEY ANALYSIS IN RESEARCH. UM, AND SO THAT, THAT STARTS WITH, WITH THE FOLLOWING SLIDES. SO THIS NEXT SLIDE SUMMARIZES SOME OF THE KEY ELEMENTS OF THE BENCHMARKING THAT WE COMPLETED. SO YOU CAN SEE CITY OF AUSTIN THERE WITH SOME OF THE ONE INCH TEXT. AND THEN ON THE LEFT SIDE, WE CAN IDENTIFY ALL OF THE CITIES THAT WERE INCLUDED IN THIS BENCHMARKING. SO THESE ARE ALL CITIES THAT HAVE, UM, EITHER SPECIFIC, UH, ZERO WASTE PLANS, UM, OR, UM, RECENT INITIATIVES TO HAVE, UH, LOFTY RECYCLING AND DIVERSION GOALS. AND SO JUST LOOKING AT AUSTIN, UM, WE CAN SEE WHAT THEIR, WHAT THE NUMBERS ARE FOR THE CITY, BUT RATHER THAN I GO THROUGH THIS JUST STRAIGHT AWAY FROM THIS SLIDE, WHAT I'D LIKE TO DO IS TO TOGGLE BACK AND FORTH BETWEEN THIS SLIDE. AND YES, THIS ONE HERE. SO THANK YOU. UM, SO THE FIRST, THE FIRST KEY FINDING COMMUNICATES THAT HAVE THESE 13 CITIES, AUSTIN DIVERSION RATE REALLY TRAILS THE WEST COAST CITIES LIKE LA PORTLAND, SAN DIEGO, AND IN SEATTLE IN TERMS OF WHERE THEY ARE IN TERMS OF THE DIVERSION RATE. I THINK IT'S IMPORTANT TO MENTION THAT WE CITIES THAT HAVE DIVERSION RATES HAVE BEEN DOING THIS, UM, LONGER, UM, IN MANY CASES THAN [00:15:01] IN THE CITY OF AUSTIN. AND THEY ALSO HAD A NUMBER OF MANDATES AND OR ENFORCEMENT EFFORTS IN PLACE AS WELL AS HIGHER LANDFILL TREES. AND ONE OF THE MORE INTERESTING FINDINGS THAT I WAS SOMEWHAT INTRIGUED ABOUT IS THE THIRD ONE. AND IN THAT IS THAT CITIES THAT CONSIDER MULTIPLE GENERATOR TYPES AND THEIR DIVERSION RATE CALCULATIONS GENERALLY HAVE HIGHER DIVERSION RATE. SO IF YOU COULD PLEASE GO BACK THAT PRIOR SLIDE AND I'LL WALK YOU THROUGH WHAT I MEAN BY THAT. SO IF YOU LOOK ON THE RIGHT HAND SIDE OF THE SLIDE UNDER THE CATEGORY OF WASTE GENERATION CONSIDERED, YOU'LL SEE THAT THE CITY OF AUSTIN, AS WELL AS THE CITIES WILL HIRE THE VIRGIN LEADS, ALL CONSIDER A SINGLE FAMILY, COMMERCIAL AND MULTIFAMILY AND C AND D IN THEIR DIVERSION RATE CALCULATIONS. AND WHAT WE REALIZED THAT THIS, UM, WE THINK NEEDS IS THAT ZERO WAYS TO TRULY BECOME, UM, TRUE FABRIC OF ANY OF THESE COMMUNITIES. SO THAT REGARDLESS OF WHETHER YOU'RE AT HOME OUT AT A RESTAURANT AT A BUSINESS, YOU HAVE THE ZERO WASTE OPPORTUNITIES FOR, OR DIVERSION. AND SO I THINK IT'S A CREDIT TO THE CITY OF AUSTIN TO BE FORWARD THINKING IN THAT REGARD, AS YOU'LL SEE THAT SO MANY OF THE OTHER STUDENTS THAT HAVE LOWER VERSION RATES HAVE FEWER CHECK. IF WE GO BACK TO THE NEXT SLIDE, I'LL WALK THROUGH THE REMAINDER OF THESE ITEMS. AND AS I SAID ON AN ITEM NUMBER FOR A NUMBER OF THESE CITIES THAT HAVE HIGHER DIVERSION RATES WE'LL REQUIRE RECYCLING MANDATES AND ORDER ENFORCEMENTS, AND THEN ALSO MATERIAL PANTS. ONE OF THE THINGS THAT, UM, AUSTIN DOES HAVE SOME CHALLENGES WITH IS THERE'S A LACK OF DETAIL ON COMMERCIAL WASTE GENERATION, BUT THIS IS A VERY COMMON DATA GAP AMONGST OTHER CITIES. WE'RE GOING TO TALK ABOUT THIS A LITTLE BIT LATER IN MY PRESENTATION, BUT THE WAY IN WHICH AUSTIN FRAMED ZERO WASTE AS A VISION IS VERY MUCH CONSISTENT WITH OTHER INDUSTRY AND MUNICIPAL DEFINITIONS. AND AGAIN, WE'RE GOING TO PROVIDE TO YOU IN A LADDER SLIDE OF EACH PRESENTATION, WHAT OUR PERSPECTIVE IS IN TERMS OF WHAT ZERO WASTE MEANS, NOT ONLY FOR THE CITY OF AUSTIN, BUT FOR MANY OF THE INSTITUTION WE GET. UM, WHILE SAN FRANCISCO HAS BY ONE OF THE MOST, UM, SOPHISTICATED ZERO WASTE PROGRAMS IN THE COUNTRY, WE PLACED THEM AT THE BOTTOM BECAUSE RIGHT. THEY HAVE DECIDED THAT THEY'RE NO LONGER GOING TO PUBLISH A DIVERSION RATE BECAUSE FROM THEIR PERSPECTIVE, WE DON'T THINK THAT THEY DON'T THINK THAT IT'S PARTICULARLY INDICATIVE OF THE PROGRESS THAT THEY'RE MAKING. SO WHILE WE'RE NOT NECESSARILY RECOMMENDING THAT TO BE THE CASE FOR AUSTIN, WE THOUGHT THAT THAT WAS IMPORTANT INFORMATION TO SHARE WITH YOU FROM OUR BENCHMARK. WHAT YOU SEE HERE ARE KEY ZERO WASTE CONCEPTS FROM THE BENCHMARKING THAT WE DID, WE EVALUATED WHAT THE ZERO WASTE VISIONS AND GOALS ARE AMONGST NOT ONLY THE BENCHMARK CITIES THAT HAVE THEM, BUT, UM, INDUSTRY ENTITIES. AND WHAT WE'VE DEVELOPED IS THESE COUPLE OF STATEMENTS THAT WE THINK ARE REPRESENTATIVE OF THE INDUSTRY AS A WHOLE. SO IF IT'S OKAY WITH YOU, I'LL JUST READ THESE VERY QUICKLY. UM, AND THAT IS FIRST OFF THAT ZERO WASTE IS NOT A STATIC DEFINED BENCHMARK OF ELIMINATING LANDFILL DISPOSAL OF THE WASTE, BUT RATHER IT IS A VISION OR A PHILOSOPHY AROUND WHICH COMMUNITIES AND SOCIETY SHOULD DEVELOP AND ADAPT THEIR MATERIALS MANAGEMENT SYSTEMS AND CULTURE. ALSO ZERO WASTE IS A VISION OF CONTINUOUS IMPROVEMENT FOR AGGRESSIVELY WORKING TOWARD MAXIMIZING USE OF RESOURCES AND MINIMIZING ADVERSE ENVIRONMENTAL IMPACTS AND MATERIAL DISPOSAL. SO THESE ARE SOME OF THE GUIDING PRINCIPLES, IF YOU WILL, IN TERMS OF OUR PERSPECTIVES ON ZERO WASTE, AS WE MOVE FORWARD WITH THIS PLANNING. SO THEN ON THE NEXT SLIDE, PLEASE LOOKING BACK AT THE 2011 PLAN, UM, AND WHAT THOSE GOALS ARE, WE WANTED TO COMMUNICATE THEM, BUT THEN ALSO PROVIDE SOME PERSPECTIVES IN TERMS OF WHAT DOES THAT MEAN ALMOST 10 YEARS LATER. UH, SO THE, THE 2011 PLAN DEFINITELY HAD VERY LOFTY GOALS. UM, AND WE DEFINITELY THINK THAT THOSE GOALS ARE, ARE VERY MEANINGFUL, UH, BUT WE WANTED TO PUT THEM IN PERSPECTIVE RELATIVE TO THE 2020. AND ESPECIALLY WHEN YOU LOOK AT, UH, THE GOAL THAT WAS IN THE 2011 PLAN FOR 2020, WHICH WAS DIVERTING 75% OF SOLID WASTE FROM LANDFILLS AND INCINERATORS. SO IF YOU LOOK AT THE BOTTOM HALF OF THIS SLIDE, IN TERMS OF THOSE 2020 PERSPECTIVES, UH, YOUR CURRENT DIVERSION RATE OF 42%, WHILE IT IS SIGNIFICANTLY LOWER THAN THAT 75% NUMBER, IT STILL ONLY TRAILS OR THE WEST COAST CITIES. AND LIKE I SAID, A COUPLE OF MINUTES AGO, THOSE WEST COAST CITIES HAVE A MUCH LONGER ZERO WASTE FOCUS MANDATES AND OR HIGHER LANDFILL COSTS. AND SO AS WE'RE WORKING WITH THE CITY ON THIS ZERO WASTE MASTER PLAN UPDATE, WE THINK THAT IT'S REALLY IMPORTANT TO MAINTAIN THAT LONG TERM ZERO WASTE VISION, SUCH AS THOSE ITEMS THAT ARE LISTED ABOVE, BUT TO REALLY FOCUS ON, ON SETTING, UM, MAYBE CHALLENGING, BUT STILL ACHIEVABLE INTERIM GOALS ON FIVE-YEAR TYPE OF A BASIS. AND SO WE WILL CONTINUE TO WORK WITH, UM, ARR AS WELL AS WAC AND OTHER STAKEHOLDERS TO CONSIDER REFINING METRICS AS A PART OF THIS MASTER PLANNING. AND THEN THE NEXT SLIDE GETS INTO, UM, SOME PERSPECTIVE ON, UM, ANOTHER CITY IN THIS CASE, SEATTLE, UH, BECAUSE WE THINK THAT IT PROVIDES SOME PERSPECTIVE ON A POTENTIAL PATH FORWARD FOR THE CITY OF AUSTIN. SO, SO IN THE CASE OF SEATTLE, THEY'VE BEEN AT THIS FOR A VERY LONG TIME, IN FACT, GOING BACK TO THE LATE 1980S. AND SO, UM, CAS CITY OF SEATTLE HAS BEEN ABLE TO, UH, INITIALLY INCREASE THEIR, UH, DIVERSION RATE PRIMARILY THROUGH THE ADOPTION OF RECYCLING PROGRAM, WHICH IS VERY SIMILAR TO WHAT THE CITY OF AUSTIN HAS DONE. AND, UH, THE CITY OF AUSTIN DOES HAVE A VERY SUCCESSFUL YARD TRIMMINGS, UH, PROGRAM, BUT JUST RECENTLY ROLLED OUT THE CITYWIDE ORGANICS PROGRAM, [00:25:01] WHICH SEATTLE HASN'T HAD IN PLACE FOR A NUMBER OF YEARS. SO YOU CAN SEE BASED ON, UH, WHAT'S IN THE GREEN COLOR, REPRESENTS THE INCREASE IN ORGANICS, UM, OVER TIME. AND SO WHAT THIS SLIDE REALLY IS COMMUNICATING THAT IT'S BEEN A, A LONG JOURNEY, UH, FOR THE CITY OF SEATTLE, BUT THEY'VE MADE PROGRESS IN, IN NOT ONLY INCREASING THEIR OVERALL RECYCLING RATE TO JUST ADD ABOUT 60% A GOOD OVER THE COURSE OF THAT TIME TO ALSO SET GOALS AND ACHIEVE THOSE GOALS FOR REDUCING THE QUANTITY OF MATERIALS THAT ARE GOING INTO LANDFILLS AS WELL. AND ORGANICS HAS BEEN A KEY PART OF THAT STRATEGY FOR THE CITY OF SEATTLE. SO THEN JUST GOING ON TO THE NEXT SLIDE, AND THIS IS THE LAST ONE THAT I'LL WRAP UP WITH, UH, ACTUALLY TWO MORE. UM, BUT ONE OF THE THINGS THAT WE WANTED TO COMMUNICATE TODAY TO WACK IS TO CONSIDER SETTING GOALS, UTILIZING ALTERNATIVE OR COMPLIMENTARY AND METRICS THAT WE'LL CONFERENCE WITH CAPTURE PROGRESS TOWARDS YOUR WAIST. SO WHAT'S ON THE RIGHT HAND SIDE ARE JUST NOW PERSPECTIVES OR IDEAS OF WHAT THOSE METRICS MAY HAVE. AND I DIDN'T GO THROUGH THIS AND IN MY PRESENTATION, BUT A DECISION THAT WAS MADE IN 2007 BEFORE THE CITY OF SEATTLE WAS TO HAVE TARGET FOCUSED DIRECTLY ON REDUCING LANDFILL AUTONOMY AT THAT TIME WAS TO REDUCE IT BY 1% MAYBE WOMEN. SO YOU'RE CORRECT THAT THEY'VE SEEN A PICK IN THE LAST COUPLE OF YEARS, UM, AS IN TERMS OF THE LANDFILL DISPOSAL, BUT FOR THE MOST PART, STARTING IN 2007, THEY DID REALIZE SOME PRETTY SIGNIFICANT INCREASES IN THAT OVERALL LANDFILL AND THERE, AND THERE COULD BE, I'M NOT SAYING THIS IS THE CASE, BUT, UM, I THINK THAT'S SOMETHING WE WANT TO LOOK AT THAT, UM, OVER A LONGER PERIOD OF TIME, CAUSE YOU COULD HAVE SPIKES FOR VARIOUS REASONS, UH, FROM ONE YEAR TO THE NEXT. SO MEANT SO MUCH GROWTH IN THE CITY. SO MUCH CONSTRUCTION IN THE CITY THAT IT REALLY DROVE THOSE NUMBERS UP. AND SO THAT WAS A MEASURE OF THAT, THAT APPEARED THAT, YOU KNOW, UM, WHILE RECYCLING AND DIVERSION IN GENERAL, THAT GENERATION WAS UP AS WELL. AND SO, UM, WHEN I LEFT, THERE WERE QUITE, THAT WAS QUITE A BIT OF WORK BEING DONE TO TRY TO DETERMINE HOW MUCH OF THAT WAS JUST FROM THE STANDPOINT OF, THERE'S JUST MORE PEOPLE IN THE CITY NOW. THE INCREASED REQUIREMENT ON OCTOBER ONE, 2020, UM, NEXT SLIDE. SO IN TERMS OF THE OUTREACH AND DATA ANALYSIS, WE INTERVIEWED A NUMBER OF DIFFERENT TYPES OF SENIOR RELATED ENTITIES, CITY DEPARTMENTS, HOLLERS, PROCESSORS, ASSOCIATIONS, UM, SUCH AS THE, UM, UM, THE CONSTRUCTION, UH, GENERAL CONTRACTOR ASSOCIATIONS AND OTHER ASSOCIATIONS AND OTHER, UH, NON GOVERNMENT ORGANIZATIONS. UH, WE ANALYZED DATA THAT WE COLLECTED FROM, UM, AUSTIN RESOURCE RECOVERY, AS WELL AS AUSTIN GREEN BELTING AND THE CITY'S DEVELOPMENT SERVICES DEPARTMENT. AND WE TOOK THAT DATA TO QUANTIFY WHAT THE COST PER SQUARE FOOT BY PROJECT AFTER WOULD BE FOR BOTH DISPOSAL AND DIVERSION. SO WE COULD COMPARE THE, THE ECONOMIC IMPACT OF INCREASING DIVERSION ON THOSE, UM, FOR THOSE PROJECTS. UM, NEXT SLIDE SO THIS IS THE INITIAL DATA THAT WE EVALUATED IN TERMS DIVERSION PERCENTAGES, AND THE BLUE BAR SHOW DATA THAT WE RECEIVED THROUGH THE C AND D ORDINANCE PROGRAM AND THE GREEN BARS THROUGH THE AUSTIN GREEN BIT ENERGY BUILDING, OR AUSTIN ENERGY GREEN BUILDING PROGRAM. AND THEN WE SHOW THE THRESHOLDS FOR 50%, 75% DIVERSION. AND SO INITIALLY THIS WAS WITHOUT THE SPRAY PROMISING DATA THINKING THAT A LOT OF THE PROJECTS WERE ALREADY NEARING THE 75% DIVERSION REQUIREMENT. UM, HOWEVER, UM, NEXT SLIDE, THE, THE ISSUE THAT WE KIND OF UNCOVERED WITH FURTHER DISCUSSIONS WITH THE CITY, UM, AS WELL AS LOOKING AT SOME OF THE ADDITIONAL DATA IS THE ACTUAL REPORTING RATE THROUGH THAT THE ORDINANCE PROGRAM WAS RELATIVELY LOW OR HAS BEEN RELATIVELY LOW. AND SO OUR CONCERN WITH THAT DATA IS NOT, IS THAT IT MAY NOT COMPLETE, UH, PAINT, A COMPLETE PICTURE OF WHAT THOSE PROJECTS ARE ACTUALLY DOING FROM A DIVERSION PERSPECTIVE. UM, I MEAN, JUST TO GIVE YOU A SENTENCE, WE SAW THAT JUST THE NUMBER OF PROJECTS REPORTING WAS 163 PROJECTS AND 2018 AND 73 PROJECTS AND 2019. AND SO OUR POTENTIAL CONCERN WITH THE DATA IS, ARE ONLY THE GOOD PROJECTS ARE THE PROJECTS THAT ARE PERFORMING WELL, THE ONES REPORTING AND THAT PERHAPS, UM, IF YOU LOOKED AT ALL THE PROJECTS THAT NEEDED TO, IT SHOULD BE, UM, REPORTING WITH, FOR THE PROGRAM, YOU KNOW, WOULD THOSE RESULTS LOOK THE SAME? UM, AND IN TALKING WITH AR STAFF IS OUR UNDERSTANDING THAT THEY'RE IN THE PROCESS OF DEVELOPING AN ENFORCEMENT PROGRAM SO THAT THERE WOULD BE, UM, HOPEFULLY A GREATER RESPONSE RATE ON THAT, UM, THE C AND D PROGRAM SO THAT THE DATA IS, UM, MADE MORE REPRESENTATIVE OF ALL THE PROJECTS ACROSS THE CITY AND IN THE DEMOLITION COMPONENT IS ONLY BEEN REQUIREMENT'S SINCE, UM, JUST THIS PAST OCTOBER. AND SO, YOU KNOW, THE BULK OF THE ANALYSIS THAT WE DID WAS IN EARLY 2020. SO AT THAT POINT, THE, THE, THE DEMOLITION PART OF THE PROGRAM HAD ONLY BEEN IN PLACE FOR A LOWER SIX MONTHS. SO THERE'S REALLY JUST NOT A LOT OF DATA YET ON THE DEMOLITION SIDE, UM, OF THE C AND D ORDINANCE NEXT LINE. SO IN TERMS OF THE ECONOMIC IMPACT, WE LOOKED AT SINGLE FAMILY AND MULTIFAMILY AND NON-RESIDENTIAL, WHICH COVERED BROAD RANGE OF, OF COMMERCIAL INDUSTRIAL TYPE FACILITIES, BEIJING TO SEE THAT THE, ON THE LEFT, THE NET COST IMPACT PER SQUARE FOOT ON PROJECTS. AND THAT'S ONLY GOING FROM THE 50% DIVERSION RATE TO 75% [01:05:01] DIVERSION RATES. SO WE LOOKED AT THE, THE AVERAGE NUMBER OF OUR GENERATION, RIGHT FROM PROJECTS OR THE TOTAL AMOUNT OF MATERIAL GENERATED. AND IF YOU LOOKED AT DIVERTING 50% OF THAT VERSUS DIVERTING 75% OF THAT, UM, WHAT THE NET COST IMPACT PER SQUARE WAS. AND SO YOU CAN SEE IT, IT'S A PRETTY SMALL AMOUNT RELATIVE TO THE OVERALL COST OF, OF CONSTRUCTION AND DEMOLITION, UM, IN THE AUSTIN AREA. I MEAN, SINGLE FAMILY HOMES, FOR EXAMPLE, MIGHT BE IN THE A HUNDRED TO $200 PER SQUARE FOOT RANGE. AND THE, THE NET COST OF GOING FROM 50 TO 75% DIVERSION, YOU KNOW, A FEW CENTS PER SQUARE FOOT. UM, NEXT SLIDE. SO NOW WE'RE TRANSITIONING TO, UH, THE REUSE MARKETS AND, YOU KNOW, WE'RE TALKING ABOUT REUSE, THERE'S, YOU KNOW, TYPICAL TYPES OF PROJECTS OR TYPICAL TYPES OF MATERIALS THAT WERE TARGETED FOR USE GENERALLY THINGS LIKE WINDOWS AND DOORS AND CABINETS, LIGHT FIXTURES, UM, THINGS OF THAT NATURE, YOU KNOW, IF YOU'VE GOT, UM, GOOD BRICK AND SOME PLUMBING FIXTURES, BUT ONE OF THE ISSUES IS ALSO, YOU KNOW, ARE SOME OF THESE MATERIALS IN SOME CASES, NOT REALLY SUITABLE FOR REUSE AND NEW, UM, NEW, NEW CONSTRUCTION FOR LIKE EXAMPLE, IF YOU HAVE SINGLE PANE ALUMINUM WINDOWS, THEY DON'T HAVE THE SAME TYPE OF, OF ENERGY EFFICIENCY AS NEWER WINDOWS. AND YOU GET SAME THING WITH SOME OF THE TOILETS AND OTHER PLUMBING FIXTURES IS, YOU KNOW, DO THEY HAVE THE RIGHT KINDS OF EFFICIENCY FOR THOSE THAT YOU WOULD WANT AND A NEW CONSTRUCTION PROJECT. UM, AND THEN WE SPENT SOME TIME TALKING WITH ONE PARTICULAR ORGANIZATION ON THE REUSE CYCLE, THE REUSE PEOPLE, UM, AND WHAT THEY DO IS THEY DO WHAT THEY CONSIDER SOFT STRIPS OF RESIDENTIAL, MAINLY RESIDENTIAL FACILITIES OR HOMES, OR SAY WHERE THEY GO IN AND TRY TO GATHER AS MUCH OF THE REUSABLE MATERIALS I CAN BEFORE. UM, UH, RESIDENTIAL PROPERTY IS EITHER RENOVATOR OR DEMOLISHED OR MOVED. UM, AND SO JUST IN THE LAST FEW YEARS, UM, THEY'VE COMPLETED 25 OF HIS SOFT STRIP PROJECTS AND 28 RELOCATIONS WHERE THEY COMPLETELY RELOCATED A HOME TO A NEW, UM, LOCATION. UM, SO OBVIOUSLY A LOT OF THAT, THAT BUILDING WAS TO BE USED INTO THAT CASE, BUT THE SOFT STRIPS TYPICALLY YIELD THREE TO SEVEN TONS OF MATERIAL FOR EACH PROJECT. NOW, THE PRIVATE SIDE, YOU KNOW, PRIVATE CONTRACTORS ARE TYPICALLY GOING TO DO THIS MORE ON AN OPPORTUNISTIC BASIS. THEY'RE GOING INTO A PROJECT AND SEE A LOT OF VALUE IN THE EXISTING STRUCTURE BEFORE THEY DEMOLISH IT. THEY'LL TRY TO, UM, REMOVE THAT THE MATERIALS THAT HAVE VALUE, UM, AND REUSE THOSE, BUT IT'S NOT, UM, PROBABLY DONE ON A CONSISTENT BASIS. IT'S REALLY JUST DEPENDING ON PROJECT BY PROJECT. NEXT LINE CURRENTLY, THERE'S A LIMITED REUSE OUTLETS IN THE CITY. UM, HABITAT FOR HUMANITY IS, IS THE DOMINANT, UM, OUTLET CURRENTLY. AND THERE'S, YOU KNOW, IN SOME LANDFILLS THEY'LL HAVE A SMALL REUSE AREA. THERE USED TO BE A REUSE STORE, UM, OF OVERALL 20 TO 22. BUT, YOU KNOW, REALLY IS THE MAIN ONE THAT WE HAD IDENTIFIED THIS CURRENTLY IN OPERATION, AND THEY'VE BEEN EXPANDING, BUT, YOU KNOW, THEY'VE GOT VOLUME TO HANDLE AN INCREASE IN REUSE, WHICH IS GOOD. UM, YOU KNOW, IF THE CITY WERE TO CONSIDER SOMETHING LIKE MANDATORY DECONSTRUCTION, I DON'T THINK THAT WHAT THEY'RE ABLE TO MOVE, UM, YOU KNOW, THROUGH THEIR STORES WOULD BE SUFFICIENT, UM, FOR A LARGER SCALE MANDATE ON DECONSTRUCTION. BUT I THINK THEY CERTAINLY HAVE CAPACITY TO TAKE MORE MATERIAL THROUGH THEIR STORES THE NEXT LINE. SO, YOU KNOW, I THINK WE ENCOURAGING DECONSTRUCTION WOULD BE A BENEFIT. UM, YOU KNOW, RIGHT NOW IT'S FOCUSED ON SINGLE FAMILY PROJECTS, BUT IF, IF THERE'S OPPORTUNITIES TO PROVIDE, UM, VOLUNTARY INCENTIVES FOR DECONSTRUCTION, YOU KNOW, THAT MAYBE THINGS LIKE, YOU KNOW, MATERIAL THAT'S REUSED AND DOCUMENTED FOR REUSE MAYBE IS WEIGHTED A LITTLE HIGHER OR COUNTED A LITTLE HIGHER TOWARDS A DIVERSION REQUIREMENTS, UM, PERHAPS REBATES OF PERMITTING FEES OR OTHER, UM, INCENTIVES WEDDED TO THE, THE VOLUME OR VALUE OF THE SALVAGE MATERIAL. NEXT ONE. SO IN TERMS OF KIND OF MOVING OVER TO RECITE THE RECYCLING SIDE OF THINGS, UH, THIS CHART, UM, PER TABLE KIND OF SUMMARIZES THE KEY MATERIALS THAT ARE RECYCLED AND WHETHER IT'S CONSTRUCTION OR DEMOLITION, LET'S SAY FOR EXAMPLE, A DRYWALL, LISTEN THAT MAY WEIGH IN OR NEW CONSTRUCTION VERSUS DEMOLITION, THERE IS DRYWALL NPR DEMOLITION PROJECTS, BUT AT THAT POINT IT'S PAINTED HAS WALLPAPER ARE THINGS THAT MAKE IT REALLY DIFFICULT TO RECYCLE. [01:10:01] AND SO MOST RECYCLERS DON'T WANT THAT MATERIAL FROM DEMOLITION, BUT THERE IS MORE OPPORTUNITIES TO RECYCLE IT FROM NEW CONSTRUCTION WHERE IT'S, OR IT'S CLEAN DRYWALL AND CONCRETE, CARDBOARD, METALS, PLASTIC ALL HAVE REALLY HIGH, UM, UM, AND, UH, DEMAND FOR THE MARKETS. WE LISTED UNTREATED LUMBER AND GYPSUM AS MEDIUM. UH, WE FOUND THAT RIGHT NOW, MAJORITY OF THAT MATERIAL IS BEING USED IN COMPOST OPERATIONS. AND THERE IS, SEEMS TO BE SOME, UM, SOME LIMIT ON, UM, THAT IS A VERY LOCAL MARKET. IT'S JUST TO HAVE A BROADER OF A MARKET AS THINGS LIKE PLASTIC AND METALS, BUT STILL HAS A GOOD LOCAL MARKET. AND THEN SHINGLES, THIS IS ONE, YOU KNOW, THERE IS SOME, UM, STRAP FROM NEW CONSTRUCTION, BUT REALLY ON THE DEMOLITION SIDE OF THINGS, THERE USED TO BE A BETTER MARKET FOR THE SHINGLES. FROM MY UNDERSTANDING, UM, THERE WAS A CHANGE WITH, I DON'T KNOW IF IT'S TCQ OR TEXTILE IN TERMS OF WHAT, UM, WHAT WOULD BE ALLOWED AND SOME OF THE ROAD PROJECTS, BUT THEY USED TO BE USED MORE IN ROAD PROJECTS. AND SO THE DEMAND FOR THAT HAS FALLEN, UM, IN THE LAST COUPLE OF YEARS, UM, IN GENERAL DEMOLITION JUST CREATES ADDITIONAL CHALLENGES FOR RECOVERING MATERIAL ONE. YOU KNOW, IF YOU'VE GOTTEN THE BUILDINGS THAT ARE, YOU KNOW, 30, 40, 50 YEARS OLD, AND YOU'RE DEALING WITH THINGS LIKE ASBESTOS LEAD PAINT AND OTHER MATERIALS, AND IT'S JUST, IT'S, YOU KNOW, WHEN YOU'RE DEALING WITH NEW CONSTRUCTION AND YOU'RE DEALING WITH A LOT OF SCRAP MATERIALS, UM, VERSUS DEMOLITION MATERIALS THAT HAVE BEEN BUILT TOGETHER, AND NOW YOU'VE GOT TO SEPARATE THOSE MATERIALS. THEY'RE JUST DIFFERENT CHALLENGES DOING WITH, WITH DEMOLITION VERSUS NEW CONSTRUCTION NEXT LINE. SO SOME SORT OF ADDITIONAL CHALLENGES WITH MATERIAL HANDLING, YOU KNOW, IN AN IDEAL WORLD, YOU'D HAVE A ROLL OFF BOX FROM A CONSTRUCTION PROJECT. EVERYTHING WOULD GO IN THERE HAVE, WOULD GO TO FACILITY AND ALL THE MATERIALS GOOD TO SEPARATE IT OUT. BUT MOST OF THE PROCESSORS THAT WE'VE TALKED TO JUST, JUST TAKING THAT KIND OF ONE BAND APPROACH, OR JUST TOO MUCH CONTAMINATION, AND IT'S TOO HIGH OF A COST TO SORT THROUGH THAT. IS THERE AN IDEAL WORLD TO HAVE IT AT LEAST TWO TYPES OF CONTAINERS, ONE THAT'S BOUND FOR THE LANDFILL AND THE ONE THAT WOULD BE COMMINGLED RECYCLABLES. AND THAT'S WHAT WOULD GO TO THE RECYCLING PROCESS OR TRY TO MINIMIZE CONTAMINATION. THEY'LL, THEY'LL TURN, UH, CONTAINERS AWAY TO HAVE TO HAVE A CONTAMINATION DISTRACT THOSE TO THE LANDFILL. SO I THINK OUR ROLE FOR THE CITY IN THAT IT'S JUST PROVIDING MORE TECHNICAL ASSISTANCE, EDUCATION OUTREACH RELATED TO BEST PRACTICES ABOUT CONFIGURING JOB SITES, WAYS TO REDUCE CONTAMINATION, AND ALSO JUST, YOU KNOW, WHAT IS REALLY RECYCLABLE AND WHAT IS BEST TO GO IN THE LANDFILL CONTAINER. NEXT LINE YOU WANT. ONE OF THE OTHER THINGS WE HAVE COVERED AS WELL IS JUST THERE'S, THERE IS A LITTLE BIT OF A ISSUE ON THE HAULING SIDE OR THE PROCESSING CAPACITY OF THE 58 ACTIVE SANDY HOLLERS, UM, IN THIS CITY, UH, FOUR OF THOSE EITHER OWN OR OPERATE A C AND D RECYCLING FACILITY. AND IN GENERAL, THEY'RE NOT OPEN FACILITIES, OPEN MARKET FACILITIES. THERE'S A FEW OF THEM WE TALKED TO THAT HAVE ARRANGEMENTS WITH OTHER HOLLERS. UM, BUT THERE'S A MUCH MORE LIMITED NUMBER OF HOURS THAT ARE REALLY HAVE ACCESS TO C AND D RECYCLING. AND SO THAT, THAT CREATES SOME ISSUES. YOU KNOW, IF YOU HAVE, UH, JOBS THAT COME UP, THERE'S SOME HOLLERS JUST, JUST AREN'T ABLE TO BID ON THOSE JOBS BECAUSE THEY DON'T HAVE ACCESS TO THE RECYCLING FACILITY. SO I THINK HAVING OPPORTUNITIES TO SUPPORT THOSE HOLLERS AND FIND OPPORTUNITIES TO BETTER ACCESS FOR C AND D RECYCLING, UM, IT'S SOMETHING THAT MAYBE YOU LOOKED AT IN THE ZERO WASTE PLAN NEXT LINE. SO NEWS BAR, OUR KEY FINDINGS REALLY THERE'S, THERE'S MINIMAL IMPACT ON HOUSEHOLD AFFORDABILITY RELATED TO THESE AVERSION REQUIREMENTS. SO BASED ON THAT, YOU KNOW, OCTOBER ONE, 2020, UM, THE CITY COUNCIL NEEDS TO DECIDE TO WHETHER OR NOT [01:15:01] TO, UM, HAVE THAT BE A TIME WHERE PROJECTS WOULD HAVE TO BE INCREASED FROM 50% TO 75% DIVERSION. OUR RECOMMENDATION WOULD BE, UM, TO CONSIDER DELAYING THAT HAVE A LITTLE BIT OF A PHRASE TO APPROACH WHERE A LOT OF TIME FOR THE CITY TO IMPLEMENT ITS ENFORCEMENT PROGRAM AND HAVE A CHANCE TO BETTER SEE HOW PROJECTS ARE PERFORMING WHEN MORE PROJECTS ARE REPORTING. AND ALSO JUST HAVE MORE TIME TO STUDY DEMOLITION. THAT'S ONE OF THE THINGS WE WANT TO, AS WELL AS, YOU KNOW, CONSTRUCTION PROJECTS AND DEMOLITION PROJECTS ARE VERY DIFFERENT, BUT THE ORDINANCE ESSENTIALLY TREATS THEM THE SAME. UM, I DON'T HAVE THE NUMBERS IN FRONT OF ME RIGHT NOW, BUT I WANT TO SAY THAT THAT KNOW GENERATION RATE FROM OUR AVERAGE BASIS BASED ON A NATIONAL STUDY WAS, YOU KNOW, A FEW POUNDS PER SQUARE FOOT FOR NEW CONSTRUCTION, OR IT WAS KIND OF IN THE 60 TO 80 POUNDS PER SQUARE FOOT FOR DEMOLITION. AND, AND JUST THE TYPES OF MATERIALS ARE GETTING ARE DIFFERENT. SO THERE ARE REALLY VERY DIFFERENT PROJECTS. I THINK HAVING AN OPPORTUNITY TO STUDY THAT A LITTLE BIT MORE, UM, DECIDE WHETHER OR NOT THERE'S SPEED, DIFFERENT CRITERIA FOR NEW CONSTRUCTION VERSUS DEMOLITION. UM, AND THEN, UH, AND THEN JUST KIND OF GOING BACK TO YOUR SUPPORTING GENERATORS TO REDUCE CONTAMINATION, UM, THAT OF LOAD THEY'RE GOING TO THIS C AND D WE'RE TALKING FACILITIES AND OPPORTUNITIES TO, UH, GET ACCESS FOR, UM, C AND D HOLLERS TO RECYCLING FACILITIES. YEAH, BECAUSE I THINK THE, I MEAN, THE HOPE WOULD BE THAT THE PERCENTAGE OF PROJECTS THAT ARE REPORTING GOES UP SIGNIFICANTLY AFTER THAT PERIOD.
