AND WE HAVE, I'M GOING TO PRESENT SOME OF THE CHALLENGES THAT WERE PRESENTED TO US THAT WE STILL NEED TO FRAME AND TO BRING BACK TO THE TABLE TO YOU, AS WE DISCUSS AND FIGURE OUT THE QUESTIONS THAT WE WANT TO ASK AND THE INFORMATION WE WANT TO BRING.

SO WE HAD PRESENTATIONS BY SHARON RICKS OF DELL MEDICAL WHO'S ON LOAN TO AUSTIN, PUBLIC HEALTH, ABOUT THE STATE OF THE NURSING HOME IN AUSTIN.

DURING THE SHE ANSWERED QUESTIONS ABOUT HOW FAMILIES CAN HELP NURSING HOMES AND TOOK REMIT RECOMMENDATIONS FROM OUR COMMUNITY COUNCIL ON PROVIDING OUTDOOR TIME FOR RESIDENTS IN ALSO INDICATED THAT IT WAS IMPORTANT TO AUDIT INFECTION CONTROL PBE.

AND THAT THE WORKFORCE AT NURSING HOMES IS PROTECTED.

WHEN ASKED ABOUT MENTAL HEALTH ISSUES FOR THE RESIDENTS OR MENTAL HEALTH FOR THEM, SHE SAID THAT WAS AN IMPORTANT AND CRITICAL ELEMENT TO DISCUSS WITH AUSTIN PUBLIC HEALTH, SHERRY BLYTHE CONTINUUM OF CARE, INTEGRAL HEALTH PROVIDED, UH, SAY THEY PROVIDE NURSING SERVICES THROUGH TELEHEALTH OR BY APPOINTMENT PROVIDING 24 SEVEN SUPPORT TO ANYONE IN THE COMMUNITY.

AND THIS IS A SERVICE THAT COULD BE VERY BENEFICIAL TO PEOPLE IN NURSING HOMES.

AND SHE WILL BE BRINGING THAT UP.

THEY ALSO PROVIDE CELL PHONES TO PEOPLE BY IN THEIR FLIP PHONES SO THAT THEY CAN PROVIDE CONNECT TO THE OUTSIDE, WHICH IS VERY IMPORTANT TO THE MENTAL HEALTH ISSUES PAID BELLA'S OF THE AUSTIN COMMUNITY COURT SAID THEY INDICATE THEY WORK CLOSELY WITH INTEGRAL HEALTH TO FIND STABILITY FOR INDIVIDUALS STRUGGLING WITH MENTAL HEALTH, SUBSTANCE ABUSE, OR CRIMINAL JUSTICE INVOLVEMENT, MOSTLY THEY'RE LATINO MALES.

THEY GO TO FIND, UH, THEY TRY TO FIND A HOME OR A PLACE FOR THEM TO STAY.

AT THIS TIME, THEY'RE SCREENING PEOPLE GOING INTO HOTELS, LOWER RISK INDIVIDUALS ARE DISCHARGED IN HIGHER RISK INDIVIDUALS OR HELP FIND A HOTEL.

THEY SPONSOR A HOMELESS ADVISORY COUNCIL TO GET LIVED EXPERIENCE, TO IMPROVE THE SERVICES.

AND THEY'RE DOING RESEARCH ON PEOPLE BEING RELEASED FROM THE STATE JAIL INTO HOMELESSNESS AND MAKING REP RECOMMENDATIONS ON WAYS TO IMPROVE THOSE SERVICES.

LAUREN JOHNSON, FROM THE LC VIEW OF TEXAS, TALK ABOUT COMMUNITY JAILS FOR NOT BEING REQUIRED TO REPORT THE INFORMATION IN THE SAME WAY AS OTHER JAILS.

AND WHAT IS BEING REPORTED IS VERY PIECEMEAL.

ALL THE FACTORS THAT MAKE SOMEONE HIGH RISK IS CONCENTRATED IN THE JAILS ARE CONCENTRATED IN JAILS, POOR MEDICAL CARE, LACK OF TRANSPARENCY, LACK OF ACCESS TO INFORMATION, LACK OF STAFFING AND ALL THAT LEADS TO FEAR.

AND THIS INFORMATION ALSO INDIVIDUALS ARE BEING ISOLATED FROM THE LITTLE CONTACT THAT THEY PREVIOUSLY HAD.

AND THIS IS VERY IMPORTANT OF COURSE, TO THEIR MENTAL HEALTH.

THEY HAVE 15,000 PEOPLE WHO ARE PAROLE ELIGIBLE AND ARE JUST WAITING ON A REENTRY CLASS TO GET RELEASED.

BUT THE CLASS IS GETTING DELAYED.

PEOPLE WHO ARE SUFFERING FROM ADDICTION AND ACCESS TO TREATMENT IS HARDER THAN IT'S EVER BEEN.

AUSTIN RECOVERY IS CLOSING THEIR DOORS AND THE ODDS OF PEOPLE ACCESSING HELP WITHOUT GETTING ARRESTED IS SLIM.

ALSO THE TIME PEOPLE ARE SITTING IN THE JAILS, UM, IN THE COUNTY WAITING FOR THEIR PROGRAM, DOESN'T COUNT TOWARD THEIR TOTAL TIME.

DOUG SMITH'S SPEAKING FOR THE TEXAS JUSTICE SYSTEM SAID THERE IS NOWHERE THAT PEOPLE CAN PHASE OUT TO THE NUMBER ONE RECOMMENDATION BY PUBLIC HEALTH OFFICIALS WAS TO REDUCE THE POPULATIONS BY REMOVING PEOPLE WHO CAN'T PAY BONDS OR WHO HAVE MONITORING FRACTIONS.

THERE HASN'T BEEN MUCH ACTION ON THIS.

LOCAL OFFICIALS LOWERED JAIL POPULATIONS, ALLOWING PEOPLE TO SPREAD OUT SOME OF THE PRISONS HAVEN'T DONE THAT THEY'RE FOCUSED ON REDUCING THE SPREAD INSIDE OF PRISONS AND ARE DOING MORE WIDESPREAD

THEY'RE ALSO FOCUSED ON WHAT THIS MEANS FOR THE FUTURE.

THE LOCAL AND STATE BUDGET CRISIS ALLOWS AN OPPORTUNITY TO DETERMINE WHAT OUR PRIORITIES ARE.

WE SHOULD CONSIDER CLOSING TRADITIONAL FACILITIES.

AND I'VE JUST ENJOYED BEING WITH THEM.

AND THE NEXT DAY JANICE CALLED ME IN THE MORNING, SAY, WHAT ARE YOU DOING? BACKSTORY? WE HAD ALREADY HAD A BOARD MEETING SAYING THAT WE HAVE THE CANCER EARTH DAY, SO THAT WASN'T A FUN DISCUSSION TO HAVE AND LET EVERYONE, WE BROKE A LOT OF PEOPLE'S HEARTS, BUT IT WAS THE RIGHT THING TO DO.

SHE CALLS ME THE NEXT DAY ON THE 14TH AND SAYS, WE'VE GOT TO DO SOMETHING.

IT'S LIKE, OH, WE CANCELED EARTH DAY.

IT'S LIKE, NO, NO, NO, NO, NO.

LIKE WE GOTTA MOBILIZE.

WE GOTTA ACTUALLY GET THINGS IN PLACE BECAUSE THERE'S GOING TO BE A LOT OF PEOPLE IN NEED.

IT'S LIKE, YEAH, LIKE I KNOW A LOT OF PEOPLE IN THE COMMUNITY LET'S DO THAT.

I WANT TO REWIND BACK TO HOW WE GOT HERE.

UM, 10 YEARS AGO, I STARTED SEEING THIS IDEA THAT AUSTIN WAS EVOLVING BEYOND THE LIVE EASE AND CAPITAL OF THE WORLD TO BECOMING THE SOCIAL INNOVATION CAPITAL OF THE WORLD AND ITS IDEAS SPREAD.

AND EVEN THE MAYOR CAUGHT ON AND WE GOT ELECTED.

HE SAID, I BELIEVE IN A DAY WHERE AUSTIN COULD BE THE SOCIAL INNOVATION CAPITAL WORLD.

SO IT WAS A REALLY GOOD FEELING THAT THIS IDEA SPREAD THAT THE ISSUE WAS THAT IT WAS HARD TO TALK ABOUT VERY AMORPHOUS IDEAS OF SOCIAL INNOVATION AND IMPACT WHEN AUSTIN ALWAYS CARES ABOUT AUSTIN.

AND WE TALK ABOUT GLOBAL ISSUES, WE DON'T HAVE THAT UNIQUE LENS OF TALKING ABOUT INTERNATIONAL ISSUES.

AND SO AT THE CENTER OF IT, THOUGH, WHAT WAS MISSING FROM THAT CONVERSATION WAS A LENS ON, ON RACE AND EQUITY.

SO IF YOU LOOK AT THE SUSTAINABLE DEVELOPMENT GOALS, ONE OF THE THINGS THAT I HELPED CHAMPION AND PROMOTE WITH THE UNITED NATIONS, UM, LIKE FOR THE PAST FIVE YEARS,

THERE WAS ALWAYS A CONVERSATION OF LIKE, BUT WHERE'S RACE IN THERE.

IT WAS MISSING.

AND SO WHEN I STARTED HAVING A CONVERSATION WITH JANICE AND BUILDING THIS RELATIONSHIP, I SAID, WE NEED TO HAVE THIS CONVERSATION.

SHE WAS WILLING TO HAVE THE CONVERSATION WITH ME.

SO I SAT UP IN A SEMINAR, UM, WITH JANICE WAS IN ATTENDANCE WITH ABOUT OVER A HUNDRED PEOPLE.

AND THAT'S IT.

I SEE A NEW VISION FOR AUSTIN THAT WE CAN BECOME THE MOST EQUITABLE CITY IN THE COUNTRY THAT WE CAN LEAVE FROM EQUITY FROM THE CENTER, AND THEN BUILD THAT OUT.

AND JANICE LISTENED AND SHE CALLED ME THE NEXT DAY OR THE COUPLE OF DAYS LATER.

IT'S LIKE, I WANT TO DO THIS WITH YOU.

SO HERE WE ARE.

AND WE ASK OURSELVES, HOW MIGHT WE MAKE AUSTIN? ONE OF THE MOST EQUITABLE CITIES IN THE COUNTRY? AND THEN LET'S USE THIS IMPETUS OR THIS, THIS OPPORTUNITY OF COVID TO REALLY START DIGGING BACK AND UNDERSTANDING WHY THE SYSTEMS ARE BUILT THE WAY THEY ARE AND START BUILDING, BEING ABLE TO BUILD A RESILIENCY FROM THE GROUND UP.

SO WHEN THE LARGER SYSTEMS THAT ARE SUPPOSED TO PROTECT US AND SAVE US ARE FAILING, WE FROM THE GROUND UP, ARE ABLE TO PROVIDE THAT NETWORK.

SO THAT IS KIND OF WHERE WE STARTED.

AND I'M SO GLAD THAT I GET TO PRESENT WITH YOU AND JANICE HERE TODAY, BECAUSE I SEE A LOT OF MY FRIENDS HERE.

UM, YOU ALL KNOW WHO YOU ARE.

UM, AND I WANTED TO SHARE WITH YOU, WE'RE GOING TO GO OVER WHAT WE'VE DONE IN THE PAST THREE MONTHS.

SO JANICE.

YEAH, WELL, SO IT'S JUST, IT'S, THERE'S MY, THERE'S SORT OF HOW IT CAME TO BE ON FROM MY VIEW, UM, WHICH WAS, YOU KNOW, HAVING WORKED EARTH DAY, IT BECAME CLEAR TO ME WALKING BACK A FEW YEARS, IT BECAME CLEAR TO ME THAT THE ENVIRONMENTAL SCENE WAS VERY WHITE AND THAT EQUITY WAS NOT AT THE CENTER OF ENVIRONMENTAL ISM IN AUSTIN.

AND I ACTUALLY WENT THROUGH A LOT OF TRAINING AND DID THE UNDOING RACISM TRAINING PROGRAM.

BUT I DID A LOT OF OTHER THINGS AS WELL, SAT IN THE BACK OF ROOMS LISTENED, KEPT MY MOUTH SHUT.

JUST LISTEN, LISTEN, LISTEN, GOT INTO THE CONVERSATION.

AND REALLY AT A POINT HAD AN EPIPHANY ABOUT MY OWN, UH, THE INAUTHENTICITY OF MY OWN WHITE LIBERALISM AND ACTUALLY WROTE AN ARTICLE ABOUT IT CALLED AUSTIN IS CHARLOTTESVILLE.

UM, IN 2017, THAT REALLY POINTED THE FINGER AT MYSELF FIRST AS A WAY FOR OTHERS TO SEE THE SAME IN THEMSELVES ABOUT HOW, UH, WE AS LIBERALS TEND TO PUSH THE BUCK TO SOME, YOU KNOW, POINT THE FINGER SOMEWHERE ELSE.

AND THAT WE DON'T DEAL WITH ACTIVELY DISRUPTING THE WAYS IN WHICH SYSTEMIC RACISM OCCURS ON THE COURT IN REALITY, IN THOSE MOMENTS OF INTEGRITY AND IN THE MINUTIA.

AND THAT'S CAUSE THAT'S WHERE IT'S HAPPENING.

SO, MMM.

SO THAT'S KIND OF THE FRAMEWORK WITH WHICH, AND OF COURSE, RUBEN AND I HAD BUILT THIS RELATIONSHIP AND HE HELPED ME WRITE THAT PIECE.

SO, UM, AND WHOLE OTHER THINGS AFTER THAT.

SO IT WAS NATURAL FOR ME TO CALL HIM.

AND, UM, WE'VE BEEN SORT OF HE'S IN A POT ABOUT THIS EVER SINCE.

UM, SO WHAT WE'RE REALLY OUT TO ACCOMPLISH WITH COMMUNITY RESILIENCE TRUST IS TWOFOLD.

IN THE SHORT TERM, WE WANT TO PROVIDE A COMMUNITY DRIVEN, HOLISTIC, STRATEGIC AND SYSTEMIC RESPONSE TO THIS PANDEMIC.

UM, AND IN THE PROCESS DEVELOP OUR RESILIENCE AS A COMMUNITY IN THE LONGTERM.

UM, MY EXPERIENCE WITH DISASTER RECOVERY, UM, AND I'VE DONE A LOT OF WORK IN CLIMATE CHANGE AS WELL.

AND IN LOOKING FROM THE LENS OF KIND OF THE SORT OF DISPARATE OUTCOMES AND THE WAY PEOPLE WORK IN SILOS DURING DISASTERS, I NOTICED SOMETHING IN THAT INSTITUTIONS DURING DISASTERS FAIL THEY'RE TOO BOGGED DOWN NINE 11 DURING HARVEY FAILED.

AND THERE WAS A GROUP CALLED CROWDSOURCE RESCUE WHO IMMEDIATELY ROSE TO THE SURFACE TO MAKE A DIFFERENCE.

AND SO THIS DYNAMIC FOR A TRULY RESILIENT COMMUNITY TOO EXISTS, THERE HAS TO BE THIS FUNCTIONAL DYNAMIC BETWEEN INSTITUTIONS AND COMMUNITIES WORKING TOGETHER, UM, BACK AND FORTH AND IN A SPIRIT OF PARTNERSHIP, BUT COMMUNITY DRIVEN.

SO I JUST KIND OF WANT TO POINT TO SOME OF THE PERSPECTIVES INCLUDED ON THE CALL.

SO WE VARY THAT THAT WAS REALLY THE CENTRAL TO OUR INTENT.

SO EVERY, WE STARTED WITH EIGHT PEOPLE ON THE CALL AND, AND VERY QUICKLY GREW TO, I THINK WE REGULARLY HAVE 30 TO 40 50, YOU KNOW, SOMETIMES 50 PEOPLE ON OUR CALLS IN THE MORNING.

AND THEN THERE'S ADVOCACY, WHICH SORT OF TRIES TO WORK UPSTREAM TO COUNTERACT THE SOURCE OF THE INEQUITY.

AND, UM, THOSE GROUPS DON'T ALWAYS WORK TOGETHER AND THEY ARE WORKING TOGETHER ON THIS, ON THESE CALLS.

UM, AND SO THAT'S AN INTERESTING DYNAMIC MMM.

UM, AND THEN WE'VE DONE SEVERAL INFOGRAPHICS TO CONSOLIDATE MMM, TARGETED, SPECIFIC, RELEVANT INFORMATION ON.

SO FOR THE STAY HOME ORDER, FOR EXAMPLE, HOW DO YOU TRANSLATE THAT INTO SOMETHING THAT AN INDIVIDUAL FROM ANY SORT OF ANY FRAMEWORK OR ANY BACKGROUND WOULD BE ABLE TO TRANSLATE THAT INTO ACTIONS FOR THEM? SOME OF US GOT TOGETHER AND COMPOSED A LETTER OF SUPPORT WITHIN A FEW DAYS.

UH, ONE OF THE MOST EFFECTIVE FOOD SYSTEM PROJECTS IN THE CITY RIGHT NOW, UM, PRISONS IN JUVENILES, UM, WE HAVE A VERY ROBUST, A AISD RESPONSE SUPPORT GROUP, UM, THAT WAS INSTRUMENTAL IN HELPING ISD MOVED MORE TOWARDS A PASS INCOMPLETE PROCESS AND IMPLEMENT SOME PROCESSES THAT WOULD BE MORE RESPONSIVE TO THE COMMUNITY NEED AND MORE APPROPRIATE TO THE DIGITAL DIVIDE.

WE HAVE AN INFOGRAPHICS TEAM AND LOTS OF INFOGRAPHICS.

UM, WE'VE HAD A PROJECT, UM, WE'RE WORKING WITH ACF ON THE EQUITABILITY OF THEIR FUNDING OF COMMUNITY NONPROFITS AND BETWEEN THE FIRST ROUND AND THE NEXT ROUND, THEY'VE IMPLEMENTED A BUNCH OF CHANGES THAT WE RECOMMENDED A SERVICE EXPERIENCE SURVEY THAT THE EQUITY OFFICE HAS UTILIZED.

UM, OH THE MINUTE WITH THE MAYOR CAME OUT OF A PROPOSAL THAT WE SUGGESTED.

WE WERE ALSO PART OF THREE DIFFERENT COLLABORATIVES THAT HELPED MOVE US FROM PHASE TWO TO PHASE FIVE IN THAT FIRST COUPLE OF WEEKS, UM, BECAUSE IT WAS NECESSARY AND WE PUT TOGETHER DOCUMENTS TO HELP SUPPORT THAT HAPPENING.

AND WHEN I LOOK AT IT, I HAVE TO SAY IT'S A LITTLE BIT, IT'S A LITTLE OVERWHELMING TO SEE WHAT WE ACTUALLY REALLY HAVE ACCOMPLISHED ABOUT IT IS THAT IT'S A DECENTRALIZED, WELL, I MEAN, WE ARE, WE'RE TRAFFIC COPYING A LOT OF IT, BUT THERE'S A DECENTRALIZED EMPOWERMENT MODEL WHERE WE, I HELP THE COMMUNITY IDENTIFY WHAT'S NEEDED AND THEN WE RUSH RESOURCES TO THAT.

AND THEN WE ALLOW THEM TO GO DO THEIR THING AND THEY REPORT BACK.

AND SO WE'RE CONSTANTLY TWEAKING AT IT AND WE'RE WORKING IN SO THAT WE CAN MOVE THINGS FORWARD THAT WERE STUCK BEFORE JANICE.

UM, JUST SAY JUST A COUPLE OF CALL-OUTS HERE, UM, YOU KNOW, DIVERSE AND REPRESENTATIVE, LIKE WE'RE LOOKING FOR PEOPLE WHO ARE ACTUALLY REPRESENTING PEOPLE ON THE GROUND, NOT JUST, UM, DIVERSITY IN TERMS OF ETHNICITY, BUT REALLY ARE YOU WORKING WITH THE PEOPLE AND UNDERSTAND WHAT THE PEOPLE IN THE NAVY IN NEIGHBORHOODS IN AN AREAS NEED AND WANT.

UM, AND ARE YOU AN ADVOCATE FOR THAT? UM, FROM A TRANSFORMATIONAL? SO THAT'S EQUITY FROM A TRANSFORMATIONAL STANDPOINT, LIKE REALLY STANDING IN A FUTURE OUTCOME WE WANT TO PRODUCE AND, AND SORT OF ASSUMING A ROLE OF RESPONSIBILITY AND LISTENING TO WHAT PEOPLE, WHAT, HOW PEOPLE
