I WATCHED ONE OF THE VIDEOS FROM JULY 16TH, 2019. IT WAS A CAPITAL INVESTMENT GRANT PROGRAM OVERSIGHT HEARING AND CONGRESSWOMAN ELEANOR CARTON. HOLMES NORTON ASKED THE FEDERAL TRANSIT ADMINISTRATION ABOUT THE PROJECT INCREASE OF 112%, BUT THEY REQUESTED A BUDGET CUT OF 40%. IN OTHER WORDS, THE FEDERAL FISCAL YEAR 20 BUDGET WAS ONLY ONE POINT $5 BILLION, BUT THE PROJECTS INCREASED FROM 25 TO 53, THE CITY OF AUSTIN AND CAPITAL METRO WANTS THE TAXPAYERS IN AUSTIN AND REGIONALLY TO UNDERSTAND THAT THEY'RE GOING TO TRY TO ASK FOR 50% OF PROJECT CONNECT FROM THE FEDERAL TRANSIT ADMINISTRATION. AND I WOULD JUST ASK THE REGION TO RECOGNIZE THAT THAT'S A FORCE. IF YOU LOOK AT THAT HEARING FOR YOURSELF, YOU'LL RECOGNIZE THAT MANY OF THE PROJECTS I'VE ONLY BEEN FUNDED AT 40% OR LESS, AND THAT CONGRESS WAS ACTUALLY ASKING FEDERAL TRANSIT ADMINISTRATION, WHY THEY DON'T GO UP TO 50%. I WANT YOU TO UNDERSTAND AS WELL THAT THE RESOLUTION FOR WEDNESDAY'S HEARING ACTUALLY TALKS ABOUT PROJECT CONNECT, VISION PLAN, GENERATING 20,000 JOBS FOR 1 BILLION SPENT. I WANT YOU TO UNDERSTAND THAT THESE 200,000 NEW JOBS AS A FORCE AS WELL, THE TEST IS ENTERPRISE ZONES HAVE NO BUSES ON IN THE NORTH, NORTH EAST AUSTIN AREA APPLIED MATERIALS, SAMSUNG DOMAIN ST DAVID'S AND APPLE. NONE OF THESE TEXAS ENTERPRISE ZONES HAVE A BUS. YET. WE ARE TOLD THAT VISION, THIS VISION PLAN IS SUPPOSED TO GENERATE 20,000 JOBS. WE'RE NOT BUYING IT. SO AS A REMINDER, THE 2021, 2024 TIP PUBLIC COMMENT PERIOD, MARCH 20TH, AND WE EXTENDED THAT COMMENT PERIOD. IT ACTUALLY JUST CLOSED LAST MONDAY, JUNE 1ST, THE ONLINE OPEN HOUSE INCLUDED PROJECT LISTS, THE DRAFT HAD DOCUMENT, IT INCLUDED A LINK TO SEND IN COMMENTS BY EMAIL. AND THEN AS THAT MAINTAINED DEFER LIST WAS DEVELOPED, THAT WAS ALSO ADDED TO THE ONLINE OPEN HOUSE. SO WE HAD SIX ROUNDS OF OPEN HOUSES. WE DID THIS TWO SEPARATE TIMES. SO, UM, WE DID THIS EARLIER IN APRIL FOR THE TIP PRIMARILY. AND THEN AS THAT MAINTAINED A FURTHER LIST EVOLVED, WE DID A SECOND ROUND OF OPEN HOUSES IN LATE MAY, JUST AFTER THE POLICY BOARD HAD THEIR WORKSHOP SO THAT WE COULD UPDATE THE PUBLIC ON THAT MAINTAIN DEFER LIST. SO WHEN YOU RECEIVED COMMENTS SUPPORTING AND MAINTAINING THE SIX 20 ANDERSON MILL INTERSECTION, WILLIAM CANNON, THE ONE 83 FRONTAGE ROAD AND ALSO ACTIVE TRANSPORTATION PROJECTS IN PARTICULAR, THE NORTHERN WALNUT CREEK TRAIL, WE ALSO RECEIVE COMMENTS SUPPORTING AND MAINTAINING IS IN NON TOLD FACILITY SUPPORT GENERALLY FOR THE CAPITAL EXPRESS PROJECT, AND THEN GENERAL COMMENTS ON TWO PROJECTS. SO, AS I MENTIONED, THIS IS THE PUBLIC OUTREACH SUMMARY FOR BOTH OF THESE AGENDA ITEMS, THE OUTREACH SUMMARY, AND ALL OF THE PUBLIC COMMENTS WE RECEIVED IS IN THE PACKET. AND HOW DOES THAT COMPARE WITH OTHERS? WAS THAT LIKE HALF OF ALL THE COMMENTS, THE QUARTER ROUGHLY IT WAS ABOUT HALF, I MEAN, WE HAD 200 TOTAL COMMENTS FOR THE ENTIRE COMMENT PERIOD AND THERE WAS PROBABLY ABOUT 85 OF THOSE ABOUT THAT INTERSECTIONS. UM, SO, UH, ONE OF THE, DO A BRIEF OVERVIEW OF THE SITUATION FOR ANYONE WHO IS NEW TO THIS, UH, TO THIS ITEM, AND I KNOW WE'VE GOT A NEW BOARD MEMBER AS WELL, SO I JUST WANT TO GIVE A BRIEF OVERVIEW OF THE SITUATION. UM, SO ON APRIL 30TH, 2020, UH, THE TEXAS TRANSPORTATION COMMISSION AMENDED THEIR UNIFIED TRANSPORTATION PLAN. AND THIS IS TO, UH, THEY DID THIS TO ADD AN ADDITIONAL THREE POINT $4 BILLION WORTH OF FUNDING TO THE FOUR POINT $9 BILLION CAPITOL EXPRESS CENTRAL PROJECT. UM, THIS, THIS INVESTMENT, UH, CAME WITH A REQUEST, UM, TO HELP THERE WAS A $934 MILLION FUNDING GAP, UH, TO, UH, REACH THAT POINT 9 MILLION, UH, CONSTRUCTION GOAL. SO THE TTC AND TTC, THE COMMISSION HAS REQUESTED THE REPRIORITIZATION OF UP TO $633 MILLION WORTH OF CURRENTLY FUNDED PROJECTS, UH, WITHIN THE CAMPER REGION. UH, THIS, UH, UM, UH, SO THERE'S 165.5 MILLION IN CATEGORY SEVEN, UH, THAT CAMPO AND THIS POLY SPORTS SPECIFICALLY ARE, UH, RESPONSIBLE FOR IDENTIFYING. AND THEN WE ALSO HAVE, UH, THE TECH SIDE AUSTIN DISTRICT, UM, IS IDENTIFYING 472 AND A HALF MILLION DOLLARS WORTH OF CATEGORY TWO, FOUR AND 12 PROJECTS. UM, IN ADDITION, UH, IN ORDER TO MAKE UP THE REST OF THE FUNDING GAP, THE COMMISSION IS ALSO CONSIDERING ADDING AN ADDITIONAL $300 MILLION IN THE UPCOMING 2021 UTP, AND THAT WOULD COVER THE REMAINING DIFFERENCE AND GET THE CAPITOL EXPRESS CENTRAL PROJECT COMPLETELY FUNDED, UM, THAT FOUR POINT $9 BILLION GOAL. THE NEXT SLIDE, PLEASE. SO THE RE PRIORITIZATION REQUESTS, SORRY, EXCUSE ME. I'M SORRY TO ACCOMMODATE THE REPRIORITIZATION REQUESTS. CAMPO HAS BEEN WORKING DILIGENTLY WITH THE TEXTILE ALISON DISTRICT TO IDENTIFY THE PRODUCTS TO DEFER UNTIL ADDITIONAL FUNDING BECOMES AVAILABLE. THIS HAS BEEN A FOUR MONTH LONG PROCESS, UH, THAT BEGAN BACK IN FEBRUARY WHEN THE UTP AMENDMENT WAS, UH, UH, UH, MADE PUBLIC. AND WE'VE BEEN WORKING SINCE, UH, CLOSELY WITH AUSTIN DISTRICT. UM, ONE THING I DO WANT TO POINT OUT THAT A DEFERRAL OF A PROJECT IS NOT A CANCELLATION. UM, THERE IS, UM, SOMEWHAT OF A NARRATIVE OUT THERE THAT DEFERRAL MEANS THAT THE PROJECT IS NOT GOING TO HAPPEN. AND I DO WANT TO REITERATE THAT WE ARE NOT CANCELING PROJECTS. THEY ARE SIMPLY BEING PUT ON HOLD. UM, AND, AND USUALLY IT'S JUST THE CONSTRUCTION OF THE IMPLEMENTATION FUNDING IS GOING TO BE PUT ON HOLD UNTIL ADDITIONAL FUNDING BECOMES AVAILABLE FROM STATE AND FEDERAL SOURCES. UM, AND TYPICALLY WE'RE ONLY TALKING ABOUT THE LAST STAGE OF A PROJECT. UM, ANYONE FAMILIAR WITH THE PRODUCT DEVELOPMENT PROCESS KNOWS THAT IT'S A LENGTHY PROCESS, UH, INCLUDES A LOT OF ENGINEERING RIGHT AWAY, ACQUISITION, UTILITY RELOCATION, ENVIRONMENTAL ANALYSIS, UH, AND PSMA, WHICH IS THE LAST STAGES OF ENGINEERING. AND THIS IS A YEARS LONG PROCESS IN MANY CASES. AND WHEN WE'RE TALKING ABOUT A DEFERRAL, WE'RE TALKING ABOUT THE CONSTRUCTION PHASE. IN MOST CASES, I THINK ALL OF TEXTILE PROJECTS ARE, I THINK IN THE, WE'RE TALKING ABOUT CONSTRUCTION FUNDING ONLY, UM, THEY STILL DO HAVE DEVELOPMENT AUTHORITY. AND SO THESE PRODUCTS AND THE SPONSORS, BUT THE TECH SATA AND LOCAL SPONSORS CAN STILL MOVE FORWARD WITH THESE EARLY STAGES AND GET THESE PROJECTS READY, UH, AND COMPLETE, UH, THE EARLIER STAGES OF THE PROJECT, UH, DEVELOPMENT PROCESS. YOU GOT THE NEXT SLIDE PLEASE. SO THIS SLIDE, I JUST WANTED TO GIVE YOU AN OVERVIEW OF THE ENTIRE 4.9 BILLION. UH, YOU'LL SEE, THE DARK BLUE IS THE THREE, UH, 3.9 BILLION THAT WAS, UH, RECENTLY ALLOCATED. UM, BUT OUT OF THE 633 MILLION REPRIORITIZATION CAMPOS RESPONSIBLE FOR THAT HUNDRED 60.5 MILLION, UH, THAT'S A 3% CONTRIBUTION TOWARDS THE TOTAL CONSTRUCTION OF THE CAPITAL EXPRESS CENTRAL PROJECT. AND THERE IN THE PURPLE YOU'LL SEE WHAT THE TEXTS THAT AUSTIN DISTRICT HAS IDENTIFIED, AND WHICH IS PART OF THIS CONVERSATION WE'RE HAVING TODAY. AND SO OVERALL THE PURPLE AND THE RED, UH, BETWEEN CAMPO, UH, THE CAMPER REGION IS, UH, CONTRIBUTING 13% TO THE OVERALL CONSTRUCTION COST OF THE PROJECT OVER THE NEXT SLIDE, PLEASE, [00:30:01] JUST THE OVERALL SCHEDULE. UH, WE HAD A SPECIAL MEETING AND THEN MOST RECENTLY A WORKSHOP ON THE 27TH. UM, AND THEN AS THE WASTE MENTIONED, WE ACTUALLY HAD A TWO AND A HALF MONTH LONG, UH, PUBLIC OUTREACH PERIOD, UM, THAT TRY TO, AND THAT WE, YOU KNOW, KEPT ADJUSTING AS THIS, UH, SITUATION EVOLVED, JUST TO MAKE SURE THAT THE PUBLIC HAD THE CHANCE TO COMMENT ON EVERYTHING THAT WAS OCCURRING. AND I HAD TO GET THOSE COMMENTS TO THIS BODY THAT THE NEXT SLIDE, PLEASE. SO THIS IS JUST A QUICK OVERVIEW OF THE SCENARIO DEVELOPMENTS. THERE HAS BEEN A LOT OF CHANGES TO THE ACTUAL SCENARIOS THAT THIS BODY IS SAYING. UM, AND THE, THE CRITERIA THAT WE USED, UH, WAS APPLIED IN DIFFERENT SCENARIOS. UH, BUT I DID WANT TO GO THROUGH THOSE REAL QUICKLY FOR ANYBODY'S NOT FAMILIAR. UM, WHEN WE DEVELOPED THE INITIAL LIST, WE STARTED AND LOOKED AT, UH, PRODUCTS THAT HAD THE ADVANCED FUNDING AGREEMENT EXECUTED THE AGREEMENT BETWEEN THE LOCAL SPONSORS AND THE STATE, UH, TEXTILE. AND WE ALSO LOOKED AT, UH, WHETHER OR NOT THEY HAD A FEDERAL PROJECT AUTHORIZATION AGREEMENT, WHICH IS THE CONTRACT WITH THE FEDERAL GOVERNMENT, WHERE THE FUNDS ARE ACTUALLY RELEASED. UH, WE ALSO LOOKED AT THE AGE OF PRODUCTS. UH, WE LOOK TO SEE IF PRODUCTS HAVE BEEN AWARDED A LONG TIME AGO AND HAVE NOT BEEN MOVING FORWARD FOR ONE REASON OR ANOTHER. UM, WE HAVE A POLICY IN PLACE, UH, UH, THAT, UH, PROJECTS HAVE TO MAINTAIN CONTINUAL PRIORS, UH, IN ORDER TO KEEP THEIR AWARDS THAT WE LOOKED AT, WHETHER OR NOT PRODUCTS WERE OLD. UH, ESSENTIALLY, UH, WE ALSO LOOKED AT LET DATES, UM, AND THEN EVALUATION SCORES, WHICH EVALUATED PROJECTS, UM, ON THE, USING THE 2018, UH, PROJECT AWARDING PROCESS THAT WE USED, UH, BACK IN 2018. UH, WE ALSO LOOKED AT SPECIAL CIRCUMSTANCES. CERTAIN PROJECTS HAVE, UH, CERTAIN UNIQUE CIRCUMSTANCES THAT DICTATED WHETHER OR NOT WE SHOULD HAVE MAINTAINED OR DEFERRED THE, THE PROJECT. AND THEN, UH, THE FEEDBACK THAT WAS, UH, PROBABLY THE MOST IMPORTANT THING I FEEL LIKE IN THIS PROCESS AS WE'VE GONE THROUGH OVER THE LAST FOUR MONTHS, IS THAT WE'VE HAD A LOT OF FEEDBACK FROM THE PUBLIC, BUT SPECIFICALLY FROM THE SPONSORS THEMSELVES THAT ARE GOING TO BE POTENTIALLY IMPACTED BY THIS DECISION. AND SO WE HAVE TAKEN THAT FEEDBACK, UH, ANY CHANCE WE GOT, YOU KNOW, THE INITIAL LIST WAS DEVELOPED. WE HAD A BETA VERSION OF THE INITIAL LIST THAT WENT OUT TO SPONSORS, AND THEN WE GOT A LOT OF FEEDBACK ON THAT, WHICH HELPS INFORM THAT INITIAL LIST. UM, BUT WE'VE BEEN CONTINUALLY GETTING FEEDBACK, UM, EVER SINCE. AND, UH, I'M GOING TO GO THROUGH THE BASELINE SCENARIOS IN JUST A MINUTE. UM, LET'S SAY, I'LL JUST GO AHEAD AND MENTION THAT WE DID HAVE A RANKING LIST, UH, THAT WAS DISCUSSED FROM THE WORKSHOP AND THAT ONLY LOOKED AT PRODUCTS AND MADE A RECOMMENDATION BASED SOLELY ON EVALUATION SCORES. AND THEN ALSO AT THE WORKSHOP, IT WAS REQUESTED THAT WE DEVELOP A LET LIST. NOW THIS LIST ITSELF WAS FOCUSED PRIMARILY ON, ONLY ON THE, UH, ANTICIPATED, LET DATE OF THE PROJECT. AND IT DID NOT LOOK AT ANY OTHER METRICS. UM, AND THEN, UH, THEN FROM THERE, WE ALSO DEVELOPED A BASELINE LIST BECAUSE THERE WAS A REQUEST THAT WE GO BACK TO THE INITIAL LISTS THAT WE HAD DEVELOPED AND KIND OF WORK IN THE EVALUATION SCORES TO CREATE A, A RECOMMENDATION. AND SO, UM, DO YOU WANT TO SAY THROUGHOUT ALL OF THESE SCENARIO DEVELOPMENTS, I THINK ONE THING THAT WE'VE REALIZED THAT, AND WHILE WE HAVEN'T RECOMMENDED EITHER THE REC, UH, RANKING LIST OR THE LET LIST, IS THAT LOOKING AT THESE PROJECTS WITH ONE METRIC ONLY REALLY LEAVES OUT A LOT OF CONTEXT. UM, IT'S IT'S, ONCE PRODUCTS ARE FUNDED, IT'S A COMPLEX SCENARIO. UH, EACH PROJECT HAS ITS OWN UNIQUE, UH, SITUATION THAT WE TRY TO TAKE INTO ACCOUNT WHEN WE DEVELOP THIS LIST. AND WE THINK THAT, UH, THE BASELINE SCENARIOS THAT WE DEVELOPED, UH, THE AB AND C REALLY KIND OF CAPTURE, UH, EVERYTHING THAT WE POSSIBLY CAN ABOUT THESE PRODUCTS, SO THAT WE CAN MAKE AN INFORMED AND COLLABORATIVE DECISION ABOUT HOW TO MOVE FORWARD. UH, SO IF YOU'LL GO TO THE NEXT SLIDE, PLEASE. SO THE CURRENT SCENARIO DEVELOPMENT, UH, DEVELOPING, UH, SCENARIO, BASELINE SCENARIOS, A, B AND C, WE HAD A NEW TARGET. SO IN THE WORKSHOP WE WERE LOOKING TO THAT WE HAD ON THE 27TH, WE WERE LOOKING TO IDENTIFY A CLOSE TO $198 MILLION WORTH OF PRODUCTS TO DEFER AND, UM, AND TO MAINTAIN, BUT WE ACTUALLY HAD SOME CHANGES. UH, THE AUSTIN DISTRICT REEVALUATED THEIR, UH, THEIR LISTS AND WE'RE ABLE TO, UH, MAKE A RECOMMENDATION TO DEFER SOME ADDITIONAL PRODUCTS ON THEIR SIDE. UM, SO WE'VE HAD SOME CHANGES AND NOW WE'RE ACTUALLY MAINTAINING MORE PRODUCTS THAN WE ARE DEFERRING. UM, SO CURRENTLY WE'RE MAINTAINING, UH, 52% OF THE PRODUCTS OR 175 MILLION, UM, AND LOOK INTO THIS FOR 160.5, WHICH IS 48% OF ALL THAT TOTAL GOAL. AND TO CONTRAST THAT WITH WHAT WE HAD LAST TIME, WE WERE LOOKING AT DIFFERENT 56% OF THE PRODUCTS, UM, AND [00:35:01] MAINTAINING 44%, BUT NOW THAT'S FLIPPED SIGNIFICANTLY ACTUALLY. SO THAT'S, UH, THAT'S GOOD NEWS. UM, BUT SO OUR OVERALL TARGET, UH, AND DEVELOPING THESE SCENARIOS IS TO REACH THAT 160.5 MILLION TO FERTILE AND TO MAINTAIN A 175 MILLION OR THE NEXT SLIDE, PLEASE. SO THIS IS THE BASELINE SCENARIO. SO THE BASELINE SCENARIO WENT BACK TO THAT INITIAL LIST THAT I'VE DISCUSSED EARLIER, UM, AND THEN BASICALLY MODIFIED IT WITH THE ADDITIONAL DEFERRALS FROM TEXTILE. UM, SO WE USE THAT BASICALLY AS THE JUMPING OFF POINT, UM, TO DEVELOP SCENARIOS A, B AND C, WHICH AUGMENT THE, AND TO MEET THAT TARGET GOAL, IF YOU'LL GO TO THE NEXT SLIDE, PLEASE, SCENARIO A IS WHAT WE STARTED WITH. AND THIS WAS LIKE THE RANKINGS LIST WHERE WE JUST TOOK AN EVEN PERCENTAGE, UH, FROM, UH, THE AVAILABLE CATEGORIES, STARTING AT THE LOWEST RANKED PROJECT. UM, SO THE INITIAL LIST, I SHOULDN'T STEP BACK. THE INITIAL LIST ONLY IDENTIFIED $140 MILLION WORTH OF PROJECTS TO DEFER. UM, AND SO WE HAD A $20 MILLION DELTA, UH, TO MEET OUR GOAL. AND SO WHAT WE DID IS WE TOOK THAT INITIAL LIST, AND THEN WE, UH, APPLIED THE EVALUATION SCORES FROM THE SCORING PROCESS, UH, IN ORDER TO IDENTIFY THAT THE ADDITIONAL $20 MILLION TO ME THAT 160 POINT $5 MILLION GOAL. UM, BECAUSE AGAIN, IF YOU STEP BACK TO THE INITIAL LIST, WE HAD VERY, UH, AND IF YOU, IF YOU'RE LOOKING AT THE SPREADSHEET BY CHANCE, THERE ARE NOTES IN THERE THAT, UH, WE HAVE SPECIFIC, UM, REASONS FOR EACH PRODUCT BEING MAINTAINED OR DEFERRED IN THE INITIAL LIST. AND SO WE JUST AUGMENTED THAT BY USING THE EVALUATION SCORES. AND SO USING THAT, WE APPLY TO 7.2% DEFERRAL RATE, UH, TO THE AVAILABLE CATEGORIES. AND THAT WAS ONLY ROADWAY AND ONLY ACTIVE TRANSPORTATION THAT STILL HAVE PRODUCTS BEING MAINTAINED. AND SO WE TOOK THAT EVEN 7.2% FOR ALL RIGHT, AND APPLIED IT. AND THAT'S HOW YOU GET BASED ON SCENARIO A, IF YOU GO TO THE NEXT SLIDE, PLEASE. SO BASELINE SCENARIO B WAS DEVELOPED AFTER WE, UH, IN RESPONSE TO SCENARIO A AND THE IMPACTS OF THE CUTOFF PRODUCTS. UH, WE LOOKED AT THE PARTIAL AMOUNTS THAT WERE, UH, THAT WERE AVAILABLE TO THE PROJECTS, BOTH IN ROADWAY AND ACTUALLY TRANSPORTATION. AND THEY JUST DIDN'T SEEM REASONABLE. UM, IF YOU LOOKED AT THE PARTIAL AMOUNTS AND THE ROADWAY CATEGORY, FOR EXAMPLE, THAT CUTOFF WOULD HAVE, UH, ONLY LEFT $28,000 OUT OF A $12 MILLION PROJECT. AND, YOU KNOW, YOU'D SPEND MORE ON PAPERWORK, UH, YOU KNOW, SPEND MORE THAN $28,000 ON PAPERWORK, JUST GETTING THAT AWARD, UM, PROCESSED. UM, SO WE DIDN'T THINK THAT WAS REASONABLE. UM, AND ALSO THE AFTER TRANSPORTATION PROJECTS THAT WERE MAINTAINED, ALL OF THOSE WERE MAINTAINED FOR VERY SPECIFIC REASONS. UH, THE TWO LOWEST PRODUCTS ON THEIR HEAD SAFETY, UH, FUNDS TIE TO THEM. THE SIJ 80 PROJECT, UH, HAS SIGNIFICANT SAFETY FUNDS, UH, FROM TEXAS THAT ALSO COMBINED WITH THE CAT SEVEN FUNDING AS WELL. UM, THEN WE ALSO HAVE THE RIVER LOOP PROJECT, WHICH HAS WON THE GOVERNOR'S AWARD OF EXCELLENCE AND WAS AWARDED ADDITIONAL CATEGORY 11 FUNDING. UM, SO THOSE, BOTH OF THOSE PROJECTS HAD TO PR UH, ADDITIONAL FUNDS OTHER THAN THE CATEGORY SEVEN FUNDING. SO WE THOUGHT THOSE WERE, THAT'S WHY THEY WERE INITIALLY MAINTAINED TO BEGIN WITH. AND THEN WE DIDN'T THINK IT WAS APPROPRIATE TO DEFER THOSE, CONSIDERING THOSE, UM, ADDITIONAL FUNDS. AND THEN THE LAST ONE AVAILABLE ON ACTIVE TRANSPORTATION. NOT ONLY DID IT SCORE REALLY WELL, BUT IT'S ACTUALLY GOING TO LEAD WITHIN THE NEXT MONTH OR TWO, UH, THIS IS THE HOPKINS STREET PROJECT, AND WE DID NOT THINK IT WAS APPROPRIATE FOR THAT. SO KNOWING THAT IN SCENARIO B, UH, THAT'S WHY WE ENDED UP, UH, DEVELOPING SCENARIO B. SO WE ENDED UP JUST TAKING, UH, THE ADDITIONAL DEFERRAL AMOUNT INSTEAD OF WE DIDN'T TOUCH ACTIVE TRANSPORTATION. WE JUST PULLED IT ALL FROM ROADWAY CATEGORY. AND THAT'S WHAT SCENARIO B IS. IF YOU'LL GO TO NEXT SLIDE, PLEASE. THIS AREA IS FAST GROWTH WITH OVER A THOUSAND HOMES BEING BUILT IN THE PAST YEAR WITH A PILOT PROJECT, THOUSANDS MORE RESIDENTS ARE EXPECTED TO RELOCATE TO THIS AREA IN THE NEXT COUPLE OF YEARS. HERE'S THE CURRENT TULANE ROAD SUFFERS FROM HEAVY CONGESTION AND IS DANGEROUS FOR THE VEHICLES, BICYCLES, AND PEDESTRIANS. IN THIS AREA. I FIND THE DECISION ON THE DEFERMENT, ESPECIALLY UNFAIR BECAUSE MANY OF MY NEIGHBORS THINK THAT THIS PROJECT IS GOING TO START CONSTRUCTION NEXT YEAR, I'VE EXPECTED. AND PREVIOUSLY STATED TO BEGIN IN JANUARY OF 2021. AND WE WERE NOT AWARE OF THE CONVERSATION OF THE DEFERRAL FUNDING WHILE IN LISTENING TO TODAY'S PRESENTATION. UM, AND THAT WAY, UH, WE WOULDN'T BE AFFECTING ANY PROJECTS. UH, TO ME THAT SEEMS LIKE THE MOST SIMPLEST AND LEAST POLITICAL, UH, PROCESS. UM, BUT WHAT I'VE SEEN FROM THE PAST 45 DAYS IS THAT SOME PEOPLE ON THE DIOCESE WHO DON'T LIKE ACTIVE TRANSPORTATION AND DON'T LIKE TRANSIT PROJECTS ARE DOING WHATEVER THEY CAN TO OBFUSCATE THE PROCESS IN ORDER TO DELAY THOSE PROJECTS AS MUCH AS POSSIBLE. AND I, I REALLY, WHEN I WRAP MY HEAD, TRY TO WRAP MY HEAD AROUND IT, IT SEEMS LIKE THAT'S EXACTLY WHAT'S HAPPENING. IT DOESN'T SEEM LIKE THERE'S AN ATTEMPT FOR A LEGITIMATE PROCESS. IT JUST SIMPLY SEEMS ABOUT A LACK OF TRANSPARENCY AND OBFUSCATION. I REALLY STRONGLY RECOMMEND STICKING WITH THE DATE LIST AND I'LL NOTE THAT AT LEAST ONE OF THE PROJECTS THAT IS LISTED AS DIFFERENT A LET DATE LIST ACTUALLY DOES HAVE A LET'S SAY, SO THAT SHOULD BE UPDATED. UM, SO WE WOULD RECOMMEND PRIORITIZING SAFETY, UM, FULLY FUNDING THE NORTH WALNUT CREEK, UH, TRAIL PROJECT, AND THE, UM, GREAT SEPARATION OF THE METRO RAIL RED LINE AT NORTH LAMAR, WHICH ON THE MOST RECENT, UH, SPREADSHEET HAS A LET DATE OF N A, BUT WAS ACTUALLY ON THE CAMPO 2040 PLAN WITH THE LEAD DATE OF 2019. AND ACCORDING TO CAPITAL, METRO DOES HAVE A LET DATE OF 2020. UM, SO, SO CORRECT INFORMATION WERE, WERE THERE, UM, I THINK THAT IT UNDER IN YOUR SCENARIO, THAT PROJECT WOULD, UM, MAKE THE CUT. UM, AND THE KEY POINT IS IN THIS ATMOSPHERE WHERE WE ARE GOING THROUGH A, UH, THE COVERT CRISIS AND THE IMPENDING ECONOMIC CRISIS, UM, IT'S SO IMPORTANT TO MAXIMIZE THE JOBS BENEFITS OF THESE KINDS OF FUNDING DECISIONS. AND, UM, WHEN PUBLIC FUNDING ON TRANSPORTATION, YOU GET THE GREATEST BANG FOR THE BUCK FROM TRANSIT PROJECTS THAT CREATE, UH, 70% MORE JOBS PER DOLLAR SPENT THAN ROADWAY EXTENSION PROJECTS. YOU GET ALMOST AS GOOD OF BANG FOR THE BUCK ON ACTIVE TRANSPORTATION PROJECTS AND JUST ANY PROJECT THAT IS FIXING OUR EXISTING STREETS. AND THAT INCLUDES SAFETY PROJECTS BRINGING OUR EXISTING SYSTEM UP TO SAFE CURRENT SAFETY STANDARDS. THE, THE WORST USE OF FUNDS IN TERMS OF CREATING JOBS IS ADDING ROADWAY CAPACITY. UM, AND, AND SO I, I THINK IT'S A SERIOUS PROBLEM THAT MUCH OF THE MONEY WE'RE TALKING ABOUT SPENDING, UH, WILL BE RESERVED FOR ADDING CAPACITY. UM, THE, THE LEAST EFFECTIVE WAY TO SUPPORT THE AUSTIN REGION'S ECONOMY OVER THE NEXT COUPLE OF YEARS, A AND T WE SHOULD BE INVESTING THESE FUNDS AS SOON AS POSSIBLE, AND WE SHOULD BE INVESTING. THE DATES IS CRUCIAL, AND WE SHOULD BE ALLOCATING THESE FUNDS FOR THE THINGS THAT WE CAN SPEND THIS YEAR AND NEXT YEAR AND NOT SET THE FUNDS, UH, OUTSIDE FOR THREE YEARS. UM, I, I THINK IT'S CRUCIAL THAT WE HAVE BALANCED TRANSPORTATION SYSTEM. IT'S A REGIONALLY SIGNIFICANT TRANSPORTATION ISSUES THAT MOST PEOPLE IN OUR REGION DO NOT HAVE SAFE ACCESS TO WALK OR WHEELCHAIR BIKE, UM, IN THEIR, AROUND THEIR HOME OR IN THEIR DAILY LIFE. UM, AND SO WE SHOULD FUND ALL THE ACTIVE TRANSPORTATION PROJECTS THAT ARE PROPOSED. THEY'RE ALL GOOD PROJECTS. UM, I THINK THE CITY OF AUSTIN TRANSIT EMERGENCY VEHICLES SIGNAL PRIORITY IS ONE OF THE BEST PRODUCTS YOU HAVE. AND IT'S A TERRIBLE SHAME TO UNSOUND THAT PROJECT, THIS FIXING OUR EXISTING INFRASTRUCTURE WITH TECH UPGRADES TO MAKE TRAFFIC FLOW BETTER, TO MAKE EMERGENCY VEHICLES, BE ABLE TO TWO PEOPLE HAVING HEART ATTACKS OR FIRES FASTER, AND TO MAKE OUR TRANSIT SYSTEM WORK BETTER IS A BETTER INVESTMENT THAN ANYTHING ELSE, REAL CLOSE. UM, AND SO I THINK YOU SHOULD PRIORITIZE THAT PARTICULAR PROJECT. UM, AND FINALLY, THERE'S THIS ONE PROJECT, THE, THE UNNECESSARY FEEDER LANES ALONG A TOLL ROAD AT ONE 83, A 2000 FEET AWAY FROM THE EXISTING THREE, ONE 83 LANES, UM, IS THAT, THAT DOESN'T REALLY HAVE VERY MUCH OF A MOBILITY BENEFIT, UH, BUT NO INTENDED AS A RETAIL DEVELOPMENT PROJECT. IT APPEARS THAT THE $14 MILLION PROJECT IN THE NEIGHBORHOOD, UH, PIONEERS PIONEER CROSSING WILL BE MAINTAINED FOR PEDESTRIAN SAFETY AND EXPANSION FOR THE BICYCLES. HOWEVER, I WILL CALL YOUR ATTENTION TO MY INTEREST IN THIS IS BECAUSE THERE IS NO SIDEWALK. SO WHEN WE'RE TALKING ABOUT INEQUITIES, WE NEED TO ENSURE THAT IF WE'RE GOING TO FUND A PROJECT TO SAMSUNG, THAT IT INCLUDES PEDESTRIAN SIDEWALKS OR PEDESTRIAN FACILITIES FROM DECILE AND PALMER TO SAMSUNG, I WOULD RECOMMEND THAT YOU KEEP THE PROJECT TO HARRIS BRANCH, BECAUSE THAT'S WHERE YOU HAVE MINORITIES THAT ARE HOUSEHOLD ON HOMEOWNERS THERE. I WOULD ALSO ASK YOU TO RECOGNIZE THAT EAST VILLAGE, WHICH IS, YOU KNOW, YOU KEEP HEARING TESTIMONY ABOUT JOBS. IT'S A 425 ACRE DEVELOPMENT, 2,200 APARTMENTS, FIVE MILES, A HIKE AND BIKE, AND 150 ACRES OF TRAILS. THERE'LL BE HOTELS AND GROCERY STORES, BUT THERE'LL BE NO TRANSPORTATION TO GET TO THE JOBS. I JUST WANT YOU TO RECOGNIZE AS WELL THAT AS YOU, AS IT RELATES TO THE TDM PROJECT, THE $375,000, THAT'S ON PAGE 26. I AM UNCLEAR AS TO WHETHER THAT IS FOR CAMPO, WHETHER THAT'S FOR CAP COG OR WHETHER THAT'S FOR MOVEABILITY, IF THAT FUNDING IS FOR MOVEABILITY, IT'S UNCLEAR WHY MR. RYAN ACTUALLY MENTIONED THE 12 APPLICATIONS THAT WERE NEEDED FOR HIM TO SCORE THAT CAME AFTER THE FACT, AND THEN THE APPLICATIONS WERE SUBMITTED. I OPPOSED THIS MONEY GOING TO MOVE ABILITY BECAUSE WAY BACK IN 2011, WHEN THEY FORMED, AND JUDGE BISCO WILL RECALL THIS THAT'S HOW FAR BACK IT'S BEEN. THEY DIDN'T HAVE A COMPETITIVE PROCESS. YOU DO HAVE SEATTLE AND OTHER PEOPLE AND OTHER PLACES THAT ACTUALLY HAVE ROBUST INFORMATION ON TRANSPORTATION, DEMAND MANAGEMENT. I WANT YOU TO UNDERSTAND TOO, THAT YOU HAVE A CAR CENTRIC AREA OF THE REGION, AND THAT IS IN NORTHEAST AUSTIN. SO WHILE YOU TALK ABOUT TAKING CARS OFF THE ROAD, IF CAPITAL METRO KEEPS REFUSING TO PUT ANY TYPE OF TRANSIT IN THIS AREA, YOU ARE FORCING HOMEOWNERS AND TRANSIT DEPENDENT, RIGHT? AS QUITE FRANKLY, TO SIMPLY DRIVE THEIR CARS. AND YES, MOVABILITY AND SAMSUNG ARE PARTNERS. THE AVERAGE, UM, PARTNERSHIP, OUR MEMBERSHIP IS ABOUT $50,000. I AM UNCLEAR AS TO WHY WE, THE TAXPAYERS HAVE TO PAY TO JOIN THIS FIVE OH ONE EXCLUSIONARY ORGANIZATION, WHICH IS MEMBERS ONLY, AND THEN PAY FOR THEM TO ACTUALLY DO THE STUDY. AND THE, IT FEELS LIKE THAT, UM, THE, OUR LOCAL PRIORITIES HAVE BEEN HIJACKED AND ALMOST EXTORTION. YOU KNOW, YOU'LL ONLY GET THIS 3 BILLION IF YOU PUT IN YOUR 600 MILLION AND IT'S PROBABLY NOT INTENDED THAT WAY, BUT, UH, BUT WE'VE SEEN THE SAME THING SEEMS TO COME UP AROUND THE STATE AND FREQUENTLY AT SMALLER PROJECTS, YOU KNOW, ONE COMMUNITY, [01:05:01] THEY WERE, THE MPO WAS TOLD BY A TECH DOT, YOU KNOW, WE'LL GIVE YOU THIS, YOU KNOW, 20 OR 30 MILLION, BUT YOU'VE GOT TO PUT THE $6 MILLION IN THAT YOU WERE GOING TO USE ON ACTIVE TRANSPORTATION. SO WE CAN PUT IN THREE HIGHWAY ENTRANCE RAMPS. SO IF YOU WANT THE 8 MILLION YOU GOT TO PUT IN THIS EXTRA 20 MILLION, IT SORT OF FEELS A LITTLE BIT LIKE THAT WHEN WE'VE GOT A LOT OF LOCAL PRIORITIES. AND, UH, AS OTHER SAID, THAT THIS IS THE WRONG TIME, UH, WITH, UH, CLIMATE CHANGE, UM, A CRISIS THAT WE'RE GOING TO BE ADDING MORE LANE MILES AND TEXTS OUT. MAYBE SAYING, IF YOU DON'T TAKE IT NOW, YOU'LL NEVER GET IT AGAIN. WELL, THAT'S NOT NECESSARILY SO BAD IF IT'S NOT AN HAVE 35 THAT WE CAN LIVE WITH, IT WOULD REALLY BRING OUR COMMUNITY BACK TOGETHER. AND SO AT THIS POINT, I JUST WANT TO SIMPLY STATE THAT I'M NOT COMFORTABLE WITH WHERE WE LANDED IN ALLOCATING THE MONEY, AS I BELIEVE IT REFLECTS POLITICS MORE THAN PLANNING. I HOPE THAT WE, AS, AS WE, AS A REGION NAVIGATE THE STRANGE ECONOMIC WATERS THAT WE ARE IN THAT WE WILL BE ALLOWED TO CONSIDER TOLLING AS AN OPTION TO HELP FUND THE MANY PROJECTS THAT THIS BODY MAY VOTE TO DEFER TODAY. AND THAT THE FEDERAL GOVERNMENT WILL STEP UP AND PROVIDE ADDITIONAL INFRASTRUCTURE FUNDING AS PART OF THE COVID RESPONSE. UM, THERE'S LOTS OF DIFFERENT SPECIFIC PROJECTS THAT I COULD COULD RAISE, BUT I JUST, IN THE INTEREST OF RESPECTING EVERYONE'S TIME, I'M JUST GOING TO LEAVE IT AT THAT. BUT I THINK WE ALSO AGREE AT THE SAME TIME THAT I, 35, THAT WAY, THAT HAS BEEN A BLIGHT WHEN A VARIETY OF DIFFERENT LEVELS, YOU KNOW, NOT ONLY FROM A TRANSPORTATION, BUT SOCIOECONOMIC STANDPOINT ARE, YOU KNOW, JUST OUR REGION AS A WHOLE, IT NEEDS TO BE ADDRESSED. AND, YOU KNOW, ALTHOUGH, I MEAN, I SORT OF AGREE WITH WHAT THE PROPOSED PLAN IS RIGHT NOW. AND I HEAR A COUNCIL ALSO TALK ABOUT TOTALLING SOME OTHER ISSUES WITH THAT AS WELL. WE KNOW THAT NEEDS TO BE FIXED. AND WE KNOW THAT AT THIS INSTANCE, WE HAVE AN OPPORTUNITY TO AFFECT A LOT OF IT ISSUES, GENTRIFICATION CONCERNS, SOCIOECONOMIC BARRIERS THAT HAD TO CLOSE WITH THAT. IT'S GOING TO TAKE A LOT OF, YOU KNOW, TO TAKE A LOT OF WORK FROM A VARIETY OF US REGARDING TO GET THIS DONE. AND, UM, WHEN WE GET TO THE 11TH HOUR AND WE HEAR FROM VARIOUS COMMUNITY MEMBERS THAT HAD LEGITIMATE EXPECTATIONS FOR A LONG PERIOD OF TIME AND WHO FOR ONE REASON OR ANOTHER ARE NOT EXACTLY WHERE THEY EXPECT IT TO BE. UM, YOU KNOW, WE, WE, WE HAVE TO FALL BACK ON HOW DO WE BRIEF THE PUBLIC? HOW DO WE PREPARE THE POLICY BOARD? HOW DO WE MAKE SURE THAT ALL OF THE ISSUES ARE ON THE TABLE EARLY ENOUGH FOR US TO, UH, TO MAKE DECISIONS THAT WE FEEL ARE, ARE, UM, ARE EFFECTIVE. AND, AND THAT TAKE INTO CONSIDERATION WHAT THE SYSTEM OUGHT TO LOOK LIKE. AND NOT THAT WE FEEL LIKE WE'RE SUPPORTING A BUNCH OF TRANSACTIONS. I THINK I WANT TO GET BACK TO, UH, TO THE DISCUSSION OF HOW WE PREPARE OUR BRIEFING PROCESS AND HOW WE MAKE SURE THAT EVERYBODY IS FAMILIAR WITH MATERIAL EARLY ON, SO THAT WE DON'T FIND OURSELVES IN THIS POSITION. AND, AND, AND FRANKLY, UM, BE AT ODDS WITH EACH OTHER. I THINK FOR THE FIRST TIME IN A LONG TIME, UH, THE INTERESTS OF, OF OUR URBAN AREAS, UM, ACTUALLY ARE ALIGNED WITH SOME OF THE ISSUES OF OUR SUBURBAN AND RURAL AREAS BECAUSE OF, UH, BECAUSE OF GENTRIFICATION AND BECAUSE OF THE FACT THAT SO MANY OF OUR FOLKS CAN'T AFFORD TO LIVE DOWNTOWN AND DO LIVE OUT IN MORE RURAL AREAS OR MORE SUBURBAN AREAS. AND IF WE, AND IF WE, UH, STARTED EARLIER LAID THINGS OUT AND PLANNED REALLY WELL, I THINK THAT WE'D FIND OURSELVES, UH, UH, REALLY BUILDING A SENSE OF CAMARADERIE RATHER THAN A SENSE OF COMPETITION. AND I'M AFRAID THAT IN TOO MANY INSTANCES WHERE WE SHOULD BE ALIGNED, UH, WE, WE ACTUALLY FIND OURSELVES OPPOSED, AND I HOPE THAT WE CAN MOVE BEYOND THIS IN THE FUTURE AND REALLY ALIGN THE INTERESTS OF THIS REGION. AND WE ALL TOOK LAST NIGHT, PRETTY UNANIMOUSLY, UM, FOR THAT POSITION, WHICH INITIATED THIS WORK TO THEN LEAD US TO THIS CONCLUSION WHERE WE AREN'T TREATING THOSE TWO PROJECTS TOGETHER, BUT WE ARE NOT TREATING THEM SEPARATELY IS, IS JUST A DIFFICULT PLACE FOR ME TO SIT. AND THE, I THINK THE, THE PERSPECTIVE THAT I HAVE ON THIS IS LESS ABOUT THESE PROJECTS BENEFITING THE COMMUNITIES WHERE THEY SIT AND MORE ABOUT THE ACKNOWLEDGEMENT THAT THE PROJECTS WE DELIBERATE ON THIS BOARD ARE OUR REGIONAL, ESPECIALLY AT 35, SUPER REGIONAL IN THAT IT, IT REALLY BENEFITS SO MANY MORE FOLKS. AND FOR THE FOLKS THAT LIVE ON 35, I DON'T THAT LIVE ALONG THE COMMUNITIES IN THIS AREA. I DON'T BELIEVE THAT THEY SEE IT THE SAME WAY THAT YOU SEE IT. UM, AND TH THERE ARE NOT, THE REGION REGION SHOULD BE FUNDING SAFETY IMPROVEMENTS ACROSS THE REGION, UM, AS A TOP PRIORITY. UM, SO I HOPE WE CAN DO BETTER LATER. UM, AND THEN THERE'S SUCH INTENSE EQUITY ISSUES IN THIS WORK AND SHOWN BY THE VOTE YOU JUST HAD WHERE 63% OF THE FUNDING WILL GO TO WILLIAMSON COUNTY FROM THIS MAINTAIN LIST, UM, THAT WILDLY DISPROPORTIONATE TO THE AMOUNT OF PEOPLE OR JOBS IN WASTE IN THE COUNTY. UM, AND WE LOOKED AT THIS TIP AND DIVIDED IT UP BY COUNTY. UM, AND THE PROPOSAL IS FOR BASICALLY WILLIAMSON COUNTY AND HAYS COUNTY TO RECEIVE SIGNIFICANTLY MORE THAN THEY SORT OF DESERVE FROM A PER CAPITA BASIS. UH, IF YOU, WE LOOKED AT IT BY PER CAPITA AND JOB BECAUSE OUR TRANSPORTATION SYSTEMS THAT OUR HOUSES IN OUR JOBS AND, UM, ESSENTIALLY TRAVIS COUNTY IS GETTING ABOUT 140 MILLION LESS THAN IT SHOULD OVER THIS FOUR YEAR PERIOD. UM, AND CALDWELL'S GETTING 70 MILLION LESS THAN IT SHOULD AND BURN IT. IT'S GETTING 41 MILLION LESS WELL HAZE AND WILLIAMSON ARE GETTING 131 AND 98 MILLION MORE THAN THEY SHOULD GIVEN THEIR SHARE OF THE REGION. UH, AND SO THAT KIND OF INEQUITY THAT'S FULLY BASED ON THE INEQUITABLE JOINT POWERS AGREEMENT, AND THE FACT THAT A MINORITY, UH, OF, OF, OF COUNTIES HAVE A MAJORITY CONTROL OF THIS BODY LEADS TO BAD DECISIONS. AND WE ARE NOT SERVING THE PEOPLE OF OUR REGION THROUGH THIS INEFFABLE DECISION MAKING SYSTEM. AND I HOPE YOU CAN FIX IT, UH, AND FIND A WAY FOR ALL THE PEOPLE, THE REGION TO HAVE BALANCED ACCESS AND SAFETY, UM, AS WE GO FORWARD. SO THE QUESTION IS, AT WHAT POINT DO YOU REALLY FUND THE ROADWAY PROJECTS IN NORTHEAST AUSTIN ON FM 734? I WOULD ASK YOU TO RECOGNIZE TOO, THAT THERE, THE SECOND PROJECT, WHICH WAS APPROXIMATELY $14 MILLION WAS ALSO IN THE TIP AND THE REVISION DATE WAS JULY 1ST, 2018. AGAIN, WHEN DO YOU ACTUALLY FUND THESE PROJECTS? I WOULD ASK YOU TO ALSO RECOGNIZE THERE WAS A PROJECT CONNECT LOCALLY PREFERRED ALTERNATIVE NORTH CORRIDOR STUDY. AND IN 2014, YOU WERE EXCITED ABOUT MO CANNON EXCITED ABOUT NORTH AUSTIN, WILL THESE JOBS STILL EXIST IN THE NORTH CORRIDOR THROUGH 2035? IT'S PART OF PROJECT CONNECT, ALLEGEDLY, BUT, UH, AS YOU ARE AWARE, THE AREA NORTH OF US, ONE 83 WILL NOT BE CONSIDERED FOR 24 TO 30 YEARS. AND SO IT IS INCUMBENT ON THE REGION TO PUT TRANSIT IN THE NORTHEAST AREA BECAUSE CAPITAL METRO QUITE FRANKLY, IS NOT GOING TO FUND ANYTHING IN THIS AREA. AND THAT IS A GRAVE INEQUITY.
