METRO IS PROMOTING A CULTURE OF SAFETY AND ALIGNMENT WITH OUR STRATEGIC PLAN, AND WE'RE TAKING THE NECESSARY STEPS TO MITIGATE RISK AND CONTINUALLY IMPROVE THE SYSTEM AND ADDING BUSINESS VALUE BY PROVIDING REAL TIME AND RECORDED INFORMATION ALLOWS US TO MAKE CRITICAL DECISIONS THAT POSITIVELY IMPACT OUR OPERATIONS. THIS INTERFACE WOULD PROVIDE US WITH A FEDERATED SYSTEM OR, OR A ONE ACCESS PLATFORM WHERE USERS CAN GET INTO THE SYSTEM AND ACCESS ALL THOSE DIFFERENT SYSTEMS THROUGH ONE INTERFACE AND IN REGIONALLY AS MORE [00:20:01] AND MORE OF OUR PARTNERS MOVE TO THIS MODEL. CURRENTLY AUSTIN BERGSTROM, INTERNATIONAL UT AND TRAVIS COUNTY, UH, HAVE THIS SYSTEM THAT WE'RE MOVING TOWARDS, IT WILL MAKE IT MUCH MORE EFFICIENT FOR US TO SHARE, UH, VIDEOS WITH THOSE PARTNERS. AS FAR AS SBE PARTICIPATION, THERE'S NOT A GOAL ASSOCIATED WITH THIS PROCUREMENT DUE TO THE LIMITED SUB CONTRACTING OPPORTUNITIES. THE WORK ON THIS PROJECT IS VERY COMPLEX IN NATURE AND REQUIRES TECHNICAL CERTIFICATIONS. HOWEVER, WE HAVE REACHED OUT TO THE PRIME CONTRACTOR AND THAT MET THE REQUIREMENTS TO DISCUSS THE POSSIBILITIES OF SMALL BUSINESS PARTICIPATION. THE PROCUREMENT WILL BE MADE THROUGH A GENERAL SERVICE ADMINISTRATION OR GSA CONTRACT HELD BY CIGNA TECHNOLOGIES INCORPORATED IN A, ANOTHER GSA CONTRACT HELD BY GENATEC INC AND USING THE GSA CONTRACT SATISFIES OTHERWISE APPLICABLE COMPETITIVE BIDDING REQUIREMENTS AND REQUESTS FOR PROPOSALS WERE ISSUED TO THREE VENDORS WHO WERE AUTHORIZED THROUGH THE GSA CONTRACT. AND WE RECEIVED THREE PROPOSALS IN FEBRUARY AND ALL THREE PROPOSALS DEMONSTRATED UNDERSTANDING OF THE PROJECT UNDERTAKEN THE PROPOSED PERFORMANCE OF THE WORK AND THE TECHNICAL APPROACH PROPOSED BY THE OFFER INCLUDED IN THE METHODOLOGY. THE OFFERS ALSO DEMONSTRATED TECHNICAL BACKGROUND PAST PERFORMANCE AND EXPERIENCE ON PROJECTS OF SIMILAR SIZE SCOPE AND COMPLEXITY AND QUALIFICATIONS AND CAPABILITIES OF THE PROPOSED, UH, PROJECT REQUIRED PERSONNEL. THE PROPOSAL FROM CONVERGENT TECHNOLOGIES WAS DETERMINED TO BE THE BEST VALUE TO THE AUTHORITY, UH, CONSIDERING PRICE AND OTHER FACTORS ON THE PRICING AFTER THE INITIAL 12 MONTHS, UH, THE INITIAL 12 MONTHS IS, UH, INCLUDED IN THE NOTICE TO PROCEED. ALL OF THAT HAS TAKEN A TREMENDOUS AMOUNT OF EFFORT TO MAKE SURE THAT WE'RE TAKING INTO CONSIDERATION THE INPUT THAT WE'RE GETTING FROM THE COMMUNITY, FROM THE BOARD AND FROM EVERYONE INVOLVED SO THAT WE'RE TAKING INTO ACCOUNT TO COME UP WITH WHAT WOULD BE PROJECT CONNECT AS A COMMUNITY PLAN. UH, ED, IF YOU COULD GO TO THE NEXT SLIDE, UM, AS MOST OF YOU KNOW, UM, UH, WE'VE BEEN WORKING FOR QUITE SOME TIME, UH, ON A, UH, CONGRESSIONALLY MANDATED, UH, POSITIVE TRAIN CONTROL SYSTEM REQUIRED OF ALL COMMUTER RAILS. UM, AND JUST AS A VERY HIGH LEVEL OVERVIEW OF WHAT POSITIVE TRAIN CONTROL DOES, UM, IS, UH, THERE'S FOUR BASIC, UH, COMPONENTS THERE. UM, POSITIVE TRAIN CONTROL IS DESIGNED TO PREVENT A TRAIN TO TRAIN COLLISION. IT IS DESIGNED TO PREVENT A HIGH SPEED DERAILMENT, UH, PREVENT UNAUTHORIZED TRAIN MOVEMENT OVER AN IMPROPERLY LINE SWITCH. UM, AND THEN, UH, VERY MUCH AKIN TO WHAT YOU WOULD SEE ON A HIGHWAY WHERE YOU HAVE A CONSTRUCTION ZONE, UH, AND YOU SEE LOWER SPEEDS THERE. UH, POSITIVE TRAIN CONTROL WILL ENFORCE A LOWER, UH, SPEED WHEN WE HAVE A CONSTRUCTION ZONE AND WE HAVE ON TRACK WORKERS, UH, THEY'RE PRESENT, YOU CAN KIND OF SEE THE GRAPHIC, UH, THERE, ANECDOTALLY WHAT IT DOES, UH, YOU KNOW, THE, YOU KNOW, THE POSITIVE TRAIN CONTROL, THE ATC SYSTEM THAT WE HAVE IS CONSTANTLY MONITORING THE TRAINS, UM, BOTH FOR SPEED AND THE DISTANCE TO A, TO A POTENTIAL HAZARD. UM, AND AS IT ENCOUNTERS THOSE HAZARDS, WHETHER IT BE A RED SIGNAL OR WHETHER IT BE, UH, A WORK AUTHORITY OR, OR, OR A SWITCH, IT IS, IS IT WILL UPDATE THE ENGINEER AND GIVE A TARGET SPEED AND HAVE A TIMER. SO IT'LL WARN THE ENGINEER THAT YOU HAVE, UH, YOU KNOW, 30 SECONDS TO SLOW DOWN TO A TARGET SPEED OF 30 MILES AN HOUR, UH, AS A SCENARIO OR, YOU KNOW, 60 SECONDS TO STOP TO BE AT A STOP. UM, AND IT CONSTANTLY EVALUATES AND CONSTANTLY UPDATES THOSE TIMERS AS THE, AS THE ENGINEERS [01:00:01] OPERATING A LOCOMOTIVE. SO, UH, ALL WITH THE DESIGN OF BEING ABLE TO STOP SHORT OF, UH, ANY OF THOSE HAZARDS. SO WE'VE BEEN WORKING VERY HARD HERE OVER THE LAST YEARS, UH, AT CAPITAL METRO TO INSTALL OUR EOTC SYSTEM. UH, AND IF YOU WANT TO GO TO THE NEXT SLIDE, UH, JUST TO GIVE YOU AN OVERVIEW OF WHERE WE ARE. SO WE ARE ON THE RIGHT HAND SIDE OF THE ORANGE TO RED, UH, IF YOU'RE LOOKING AT THE BAR GRAPH THERE. SO WE'VE BEEN VERY BUSY HERE IN THE LAST YEAR, UM, INSTALLING ALL THE HARDWARE, INSTALLING ALL OF THE SOFTWARE, UH, ENORMOUS NUMBERS OF TESTING, BOTH WITH DM, AS WELL AS WITH OUR FREIGHT LOCOMOTIVES. UH, WE HAD TO INSTALL PTC, UH, A SOFTWARE AND HARDWARE AND EVERYTHING ON THE WAYSIDE. UM, ALL OF THE LOCOMOTIVES OF DMS WOULD TRAIN OBVIOUSLY ALL OF OUR STAFF. AND THAT IS NOT JUST THE, THE, UH, THE ENGINEERS AND CONDUCTORS. THAT'S THE DISPATCHERS THAT YOUR SIGNAL WORKERS, IT'S YOUR MAINTENANCE AWAY FOREMAN, BOTH ON THE, UH, ON THE DMU, AS WELL AS ON THE FREIGHT SIDE, UH, WE BUILT A ROBUST CONFIGURATION MANAGEMENT, UH, PROGRAM SO THAT WE CAN KEEP TRACK OF, OF ALL SOFTWARE, EVERYTHING IT'S ON OUR NETWORK. CAUSE YOU KNOW, WE HAVE TO HAVE THE LATEST UPDATES AND WE CAN'T LET ANYTHING SLIP THERE. UH, WE'VE INSTALLED FIBER OPTIC CABLE, UH, DOWN THE ENTIRE ALIGNMENT AND TIED THE SIGNAL SYSTEM INTO THAT. UM, AND THEN GOING FORWARD, WE, WE SUBMITTED OUR PTC, UH, SAFETY PLAN TO THE FRA THAT IS, UH, THERE'S REALLY, UH, TWO LARGE REGULATORY MILESTONES LEFT FOR US AND I'LL SPEAK TO BOTH OF THEM HERE. UH, ONE IS TO HAVE AN APPROVED SAFETY PLAN. UH, WE SUBMITTED OUR SAFETY PLAN, UH, SOME MONTHS AGO BACK IN MARCH. UH, WE'VE BEEN WORKING WITH THE FRA, UH, SINCE THEN, UH, WALKING THROUGH WE'VE THEY'VE GIVEN US COMMENTS, WE'VE RESPONDED TO COMMENTS. SO WE ARE, UH, WE'RE VERY CLOSE. WE FEEL, UH, PROBABLY WITHIN A MONTH OF HAVING A, UH, AN APPROVED SAFETY PLAN. AND THE OTHER REGULATORY MILESTONE IS ENTERING A REVENUE SERVICE DEMONSTRATION ON THE ALIGNMENT. ONCE ALL THOSE WERE COMPLETED, WE WILL HAVE, YOU KNOW, PTC INTO THE FUTURE. I WOULD LOVE TO SAY THAT, YOU KNOW, THIS'LL BE THE LAST TIME HE EVER HERE PTC IS, YOU KNOW, AT THE END OF THIS YEAR, UH, CHAIR COOPER, YOU'LL BE HAPPY TO KNOW THAT WE'LL PROBABLY TALK ABOUT IT, UH, AFTERWARDS, CAUSE IT'S, YOU KNOW, WE WILL ALL BECOME KIND OF, UH, FAMILIAR WITH THE TERM OF THE NEW NORMAL, WELL, PTC IS OUR NEW NORMAL. WE WERE DOING OUR SOFTWARE UPDATES. WE WERE DOING OUR CUT OVERS IN THE HEART OF THE PANDEMIC, UH, WHICH MEANT THAT, YOU KNOW, PEOPLE THAT WORKED FOR MRS COULDN'T FLY IN AND DO THE CUT OVER ON A WEEKEND AND FLY OUT, YOU KNOW, MRS HAD TO PUT PEOPLE IN CARS AND DRIVE THEM HERE EARLY AND QUARANTINE THEM SO THAT WE WOULD BE SAFE AND KEEP EVERYBODY SAFE GOING THROUGH AND WORKING, UH, WORKING SAFELY THROUGH THE COVID EPIDEMIC. SO YOU CAN SEE SOME OF THE, UH, WE TOOK SOME PICTURES HERE AND THERE, BUT YOU KNOW, THEY KIND OF FABRICATED SANITIZING STATIONS THAT THEY COULD HAVE. UM, NEXT TO ALL THE SIGNAL HOUSES, YOU CAN SEE THE SECOND PICTURE THEY'RE INSTALLING THE SOFTWARE UNDER NORMAL CIRCUMSTANCES. THERE WILL BE TWO OR THREE PEOPLE INSIDE THAT BUNGALOW KIND OF UPLOADING DATA. UH, WHEREAS AN OBVIOUSLY TO KEEP SIX FOOT OF SEPARATION, WE HAD TO, WE HAD TO LIMIT THAT EXPOSURE AND THEN OUR DYNAMIC TESTING WITH, UH, WITH OUR ENGINEERS AND CONDUCTORS ON, ON THE, UH, FREIGHT SIDE, AS WELL AS A DMU SIDE, YOU KNOW, THIS, THIS PROJECT WASN'T TOUGH ENOUGH AND THEY NEEDED TO THROW A LITTLE CURVE BALL AT US. AND IF YOU TO, UH, SLIDE DOWN, I WANTED TO SPEND A MINUTE ON THIS SLIDE. UM, YOU KNOW, ONE OF MY FAVORITE TERMS IS THAT WE'RE ON TRACK. UH, YOU KNOW, WE ARE, WE ARE ON TRACK TO OUR SCHEDULE. UH, WE ARE ON TRACK TO OUR BUDGET SCOPE. UM, I MENTIONED HERE EARLIER THAT WE SUBMITTED OUR SAFETY PLAN IN MARCH. UM, ANECDOTALLY SPEAKING WITH OUR PARTNERS IN THE FRA, THEY EXPECT TO HAVE A PAGE TURN WITH US HERE WITHIN THE NEXT TWO WEEKS WHERE WE'LL GO PAGE BY PAGE, BY PAGE, BY PAGE. AND WE TOOK ADVANTAGE OF THAT AND WE RAN OUR FIRST REVENUE SERVICE DEMONSTRATION RUNS THIS MORNING. UH, SO WE ARE EXTREMELY PLEASED AND VERY PROUD TO, UH, TO TELL EVERYBODY THAT. SO REALLY THE NEXT THING WE HAVE, WE'VE GOT SOME TESTING, UH, LEFT TO DO WITH OUR FREIGHT PARTNERS. AND, UH, AND THE PAGE TURNS WITH THE, WITH THE FRA ON A SAFETY PLAN. AND, AND WE CAN REALLY, UM, WE'RE SEEING THE GOAL LINE. UM, WE PUT THE BUDGET NUMBERS THERE, SO YOU CAN SEE THAT WE HAVE, UH, WE HAVE MAINTAINED OUR BUDGET. WE'VE GOT 4.1 REMAINING. UM, AND WE WERE ABLE TO CAPITALIZE ON JUST SHORT OF $31 MILLION WITH A GRANTS. UH, BUT TODAY'S A GREAT DAY, UM, ON A PTC, YOU KNOW, IT'S, IT'S NOT GOING TO BE PERFECT, WE'RE WORKING ON IT, BUT WE'RE GOING TO FIND SOME BUMPS IN THE ROAD. SO WHERE DO WE HAVE ROOM TO IMPROVE? CLEARLY WE'RE NOT IN THAT POSITION, BUT I'M JUST CURIOUS TO SEE, SINCE WE HAVE RESTARTED THAT, YOU KNOW, LIMITED, UH, COMMUTER COACH SERVICE, WHAT ARE THE NUMBERS LOOKING LIKE? WHAT ARE WE SEEING? HOW ARE WE MANAGING THAT? AND, AND, UM, GIVEN THE, THE SOCIAL DISTANCING LIMITATIONS THAT WE'RE PUTTING UPON THOSE COACHES, ARE WE PACKING THEM? UH, CAUSE WHILE THE 95 PLUS THREE RUNS, THEY MIGHT'VE HAD NINE PEOPLE, 300 BOSS MAY HAVE HAD 50% CAPACITY FOR MOST OF THE PEOPLE NEED A, SO WE NEED TO DO EVERYTHING WE CAN TO KEEP PEOPLE DISTANCE APART, OF COURSE, TRANSIT DEPENDENT LINES. AND THERE'LL BE A NEXUS AS THOSE TWO THINGS GOING TO COME TOGETHER WELL, AND I UNDERSTAND ALSO WITH THE, BECAUSE WE HAVE THE RED LINE TRAIN COMING OUT OF LEANDER AND, AND, AND, UH, AND LAKELINE TOO. THEY'RE THEY'RE FUNDAMENTALLY WOULD BE JUST LIKE WHEN WE HAD THE CAMP, WHEN WE, WHEN WE HAD TO LIMIT TRAIN SERVICE BECAUSE OF THE DOWNTOWN. AND THAT SHIFTED MORE OF THE TRANSIT, UH, CAPACITY OVER TO THE BUSES TO THE NINE 85 AND 93 YOU'RE FUNDAMENTALLY NOW WOULD SEE IF PEOPLE REALLY HAD TO MAKE THE TRIP. AND YOU'RE GOING TO SEE MORE OF A SHIFT OVER TO THE TRAIN AND WE'VE GOT THAT THERE. AND MY, MY THOUGHT PROCESS IS TO IN THEORY, IS MOST OF THOSE PEOPLE THAT, THAT WERE COMMUTER DEPENDENT TO BEGIN WITH BEFORE THIS, YOU KNOW, STATE WORKERS, OTHER COMPANIES, THEY'RE ALL NOW RIGHT NOW DOING MORE, UM, UH, WORK FROM HOME ANYWAY. AND SO IT, TO YOUR POINT, I DON'T SEE THERE'S GOING TO BE A LOT OF NEED, BUT WE HAVE SOMETHING IN PLACE. IF THESE PEOPLE DO GET REACTIVATED AND SAID, HEY, YOU CAN COME IN OR YOU SHOULD COME INTO THE OFFICE, WE HAVE SOMETHING IN THE NORTHWEST TO GET THEM THERE. THAT THAT WOULD NOT NECESSARILY BE DEPENDENT UPON THE COMMUTER BUSES. I MEAN, THE, UH, YEAH, THE, THE, THE BUS LINES THAT'S RIGHT. WE HAVE LEFT, WE PUT ON LIMITED SERVICE TO AT LEAST TO CREATE SOME TYPE OF SERVICE AND, UH, YOU KNOW, CONVENTION CENTERS CLOSE. CAUSE IT HASN'T HAD ANY CONFERENCES. THE HOSPITALITY INDUSTRY IS INCREDIBLY SMALL COMPARED TO WHAT IT WAS RIGHT NOW. UM, SO IS IT, AS THINGS COME BACK AND AS WE HAVE OPERATOR AVAILABILITY, AND SO IT'S THIS NEXUS OF LIKE THE THREE CIRCLES OF PUBLIC HEALTH, THE ECONOMY, AND OUR ABILITY TO DELIVER ALL GET TOGETHER. BUT AGAIN, THROUGH THE PRISM OF SAFETY FOR OUR STAFF AND CUSTOMERS FIRST AND EQUITY, TO MAKE SURE THAT THE PEOPLE THAT TRULY NEW TRANSIT SERVICE, AGAIN, THAT SAFE EXPERIENCE TO GET THE ESSENTIAL JOBS. AND, AND WE STARTED WORKING HEAVILY OVER THE WINTER. UH, IN FACT, ONE OF THE, WE HAD A BIG, UH, COMMITTEE MEETING IN FEBRUARY, PROBABLY TWO WEEKS BEFORE. COVID REALLY A KID INTO US AS A, AS A CITY, AS AN AGENCY. AND SO LAST OCTOBER, SHE DID THAT PRESENTATION. UH, LAST, LAST, UH, WINTER, WE CHANGED ON HIS TITLE ACTUALLY B INSTEAD OF A EEO OFFICER, WHICH IS REALLY ABOUT IF YOU WILL, GOVERNMENT COMPLIANCE TO DIVERSITY AND INCLUSION OFFICER. SO IT COULD BE MUCH LARGER AND HOLISTIC OF WHAT WE'RE TRYING TO ACCOMPLISH AS AN AGENCY. AND THEN WE DID THE, AS I MENTIONED, A COMMITTEE MEETING IN FEBRUARY, ONE OF THE THINGS WE ARE FORMING OR WE'RE IN THE PROCESS OF FORMING WAS DIVERSITY INCLUSION COUNCIL MADE UP OF EXECUTIVE LEADERSHIP MANAGEMENT FROM ALL OF OUR SERVICE PROVIDERS, OUR UNION HEU LEADERSHIP AND VARIETY OF STAFF THROUGH ACROSS ALL DEPARTMENTS IN THE ORGANIZATION. ONE OF THE COMPONENTS WE ALSO BEEN THINKING THROUGH AS AN EXTERNAL KIND OF ADVISORY, I'LL CALL IT A BOARD, BUT ADVISORY A GROUP THAT WOULD, WOULD HELP US BETTER UNDERSTAND PERSPECTIVES FROM THE COMMUNITY AT LARGE, TO HELP US ON BOTH THE INTERNAL LENS OF HOW WE DO BUSINESS INSIDE CAP, METRO, EVERYTHING FROM A HIRING PRACTICE PROMOTIONS, UM, DISCIPLINE, ALL THOSE TYPES OF THINGS, JUST TO GET ANOTHER LENS AND B THE TYPE OF WORK WE DELIVER TO OUR COMMUNITY TO HAVE ANOTHER GROUP OF PEOPLE LOOK AT THAT LAND. SO WE HAVE A LOT OF REQUIREMENTS THAT WE DO, WHICH I THINK WE DO A REALLY GOOD JOB AT, AT OUR AUDITS FROM THE FDA WOULD SAY AS SUCH. I THINK WE HAVE INCREDIBLY STRONG COMMITMENT TO DIVERSITY AND INCLUSION. AND YOU MAY RECALL IN DONNA'S PRESENTATION IN OCTOBER, WE REVIEWED, UM, OUR WORKFORCE DEMOGRAPHICS FROM EVERYTHING FROM THE SENIOR TEAM THROUGH EVERY PART OF OUR ORGANIZATION, UH, OUR DBE COMPLIANCE. WE'VE ACTUALLY CREATED A LOT MORE OPPORTUNITIES FOR PEOPLE TO HAVE, UM, DO WORK WITH CAP METRO, A LOT MORE ROOM FOR ADVANCEMENT ACROSS ALL DEMOGRAPHICS OF INDIVIDUALS IN OUR COMMUNITY AND COTTON METRO. BUT WITH THAT SAID, ONE OF THE THINGS THAT A COUPLE OF US IN THE SENIOR TEAM HAVE BEEN REALLY THINKING THROUGH IS, ARE WE GETTING AS MANY POSSIBLE PERSPECTIVES THAT ARE NOT OUR PERSPECTIVES OR WITHIN OUR ORGANIZATION, OUR BOARD OR OTHERS, BECAUSE SOMETIMES OUR GOAL, HOW, HOW WE'RE GETTING TO THAT GOAL MAY NOT BE THE BEST PATH TO THE GOAL. SO OUR, WE MAY SOMETIMES AS SOME OF US HAVE TALKED, BE GETTING THERE WITH OUR HEARTS, BUT NOT WITH OUR MINDS, BECAUSE WE DON'T HAVE NECESSARILY THIS ALL HAVING THE SAME EXPERIENCES TO GET TO THAT GOAL. SO THAT'S ONE OF THE THINGS THAT DONNA IS WORKING ON. DONNA WILL BE COMING BACK IN JULY WITH A, KIND OF A MORE DETAILED PLAN AND FRAMEWORK OF HOW WE WANT TO MOVE THIS FULL PROCESS FORWARD. SOME THINGS, AGAIN, WE'VE ALREADY DONE. WE WANT TO BE A VERY OPEN AND SAY, WE THINK WE'VE DONE A GOOD JOB AT LET'S, LET'S HAVE A BETTER SENSE OF JUST BECAUSE WE'RE, WE'RE GETTING BOXES CHECKED. DOES THAT TRULY MEAN THAT WE'RE DOING THE RIGHT THING AND SECONDARILY, ARE THERE WAYS THAT WE COULD KIND OF BE A BETTER COMMUNITY PLAYER IN THE CONVERSATION, DIVERSITY INCLUSION? SO YOU'LL SEE THAT AS DONNA BRINGS THAT BACK TOGETHER IN JULY, AND I WANTED TO JUST PREP THAT BECAUSE WE'RE REALLY LOOKING FOR SOME BOARD INVOLVEMENT OR GUIDANCE ON THAT SECOND TO THAT DARRYL JU JAMAL, WE'LL BE COMING BACK AND TALKING ABOUT SECURITY AND, UH, AND DARRYL AND I HAVE HAD CONVERSATIONS PROBABLY FOR WELL OVER A YEAR ABOUT TWEAKING OUR SECURITY AND EMERGENCY MANAGEMENT DEPARTMENT TO BE MORE PUBLIC SAFETY AND EMERGENCY MANAGEMENT, AND THINKING THROUGH HOW WE INTERACT WITH, UH, LAW ENFORCEMENT AND HOW MANY OF THOSE ACTIVITIES WOULD NOT HAVE TO BE QUOTE UNQUOTE LAW ENFORCEMENT GENERATED, BUT MORE CIVILIAN STYLE INTERACTIONS THAT ARE, UM, REALLY TRYING TO RESOLVE PROBLEMS, WHETHER IT'S AN INDIVIDUAL ON A BOSTON, MAYBE HAVE MENTAL ILLNESS AS AN EXAMPLE, OR HOMELESSNESS AND THOSE KINDS OF FACTORS.
