SO YESTERDAY WE MADE ADJUSTMENTS TO THE HOSPITAL ADMISSION NUMBERS BASED UPON THE FACT THAT THERE WAS A DISCREPANCY BETWEEN THE ADMISSIONS AND DISCHARGES AND THE NUMBER OF HOSPITALIZED PEOPLE ADDED, UH, EACH DAY. AND THAT WAS BECAUSE SOMETIMES PEOPLE WERE HOSPITALIZED, BUT WERE NOT DIAGNOSED UNTIL A SUBSEQUENT DAY, BUT THOSE ADDITIONS WERE NOT CREDITED ON THAT HOSPITAL ADMISSION NUMBER, WHICH WAS NOT REFLECTED IN THE RATE AS A RESULT OF THAT CHANGE. THAT PUTS OUR SEVEN DAY MOVING AVERAGE AT ALMOST 75 FOR NEW ADMISSIONS TO THE HOSPITAL. AND AS WE'VE DISCUSSED EARLIER, UH, IN JUNE, THEY THRESHOLD FOR ENTERING STAGE FIVE IS SOMEWHERE BETWEEN 70 AND 123, DEPENDING UPON THE TRAJECTORY OF, OF THAT ENTRANCE INTO THAT, UH, THAT RED PHASE. SO WHAT WE'RE DOING TODAY IS MEETING WITH OUR STAKEHOLDERS, INCLUDING THE HOSPITAL SYSTEMS, INCLUDING THE UNIVERSITY OF TEXAS AND, UH, DR. LAUREN MODEL MEYERS AND HER MODELING TEAM TO LOOK AT THE UPDATED MODEL BASED UPON OUR CURRENT NUMBERS, SO THAT WE CAN DETERMINE IF WE NEED TO TRANSITION TO STAGE FIVE. UH, BUT AS DIRECTOR HAYDEN SAID EARLIER, IT'S CRITICAL THAT PEOPLE ACT NOW, WE ARE DESPERATELY TRYING TO AVOID TWO THINGS. NUMBER ONE, THE HOSPITAL'S OVERCROWDING AND NOT BEING ABLE TO PROVIDE THE SAME A WORLD CLASS CARE THAT THEY ALWAYS DO. AND NUMBER TWO, WE'RE DESPERATELY TRYING TO AVOID SHUTTING DOWN THIS ECONOMY THROUGH A RECOMMENDATION TO THE GOVERNOR, TO, TO SHELTER IN PLACE. UM, WE CAN ALL ACT IN A WAY RIGHT NOW, THAT'S GOING TO HELP US GET TO THAT POINT. I'M PROUD OF THE FACT THAT PEOPLE ARE MOVING AROUND LESS THAN THEY WERE A FEW WEEKS AGO. I'M PROUD OF THE FACT THAT WE HAVE A, A MASKING MANDATE THAT I'M PROUD THAT, THAT PEOPLE ARE WEARING MASKS WHEN THEY'RE IN PUBLIC PLACES, BUT THERE ARE OTHER THINGS THAT WE MUST DO WHAT HE MUST AVOID. THOSE NONESSENTIAL TRIPS TO PLACES. WE MUST AVOID GATHERINGS, EVEN WITH FAMILY AND FRIENDS. WHAT WE'RE SEEING IS THAT PEOPLE ARE USING CAUTION WHEN THEY'RE OUT IN THE PUBLIC, WHEN THEY'RE GOING TO A, WHEN THEY'RE GOING TO THE GROCERY [00:05:01] STORES, BUT THEY FEEL MORE COMFORTABLE AND ARE LESS PROTECTIVE WHEN THEY'RE WITH FAMILY AND FRIENDS, WE CANNOT TELL, AND YOU CANNOT TELL IF SOMEONE HAS COVID-19 AND THE ABILITY TO TRANSMIT THAT DISEASE. WE HAVE SEEN THE DEVASTATING EFFECTS OF COVID-19 ON FAMILIES OVER AND OVER AND OVER AGAIN, ACROSS THIS COUNTRY. IT'S TIME THAT WE LISTENED TO THE MESSAGE, IT'S TIME THAT WE TAKE ACTION TO PROTECT OURSELVES AND TO PROTECT OUR FAMILIES AND FRIENDS AND THE REST OF THE COMMUNITY. IT'S TIME THAT WE ALSO NEED TO CONSIDER WHETHER OR NOT IT'S WISE FOR US TO ATTEND RELIGIOUS SERVICES IN PERSON. UH, I FIRSTLY ENJOY GOING TO CHURCH IN PERSON, BUT AS THE RATE OF TRANSMISSION INCREASES, AS WE GET CLOSER AND CLOSER TO OVERWHELMING OUR HEALTHCARE SYSTEM, WE HAVE TO ACT IN A MORE PROTECTIVE WAY. AND THAT MEANS IF YOU HAVE THE OPTION OF TUNING IN FROM HOME TO THOSE CHURCH SERVICES, MY ADVICE WOULD BE TO DO THAT NOW AND TO TAKE OTHER PROTECTIVE ACTIONS SO THAT WE CAN SLOW THE SPREAD. UM, SO WHAT KIND OF OUTREACH IS BEING DONE TO MAKE SURE PEOPLE ARE GETTING TESTED, UM, KNOW ABOUT ISOLATION OPTIONS AND ARE TAKING ADVANTAGE OF OTHER RESOURCES LIKE THE HOTEL ROOMS, UM, AND HOW ARE YOU MEASURING, UM, YOU KNOW, THE SUCCESS OF THESE OUTREACH EFFORTS AND WHAT ARE THE RESULTS THUS FAR YOU'RE ON MUTE. HELLO, WE ARE SEEING. AND, UM, WE ARE SEEING AN INCREASE IN THE NUMBER OF INDIVIDUALS THAT ARE COMING IN FOR TESTING IN THE LATIN X AND AFRICAN AMERICAN, UM, COMMUNITIES. IT HAS BEEN VERY IMPORTANT FOR US EARLY ON. WE ESTABLISHED A SOCIAL SERVICES BRANCH THAT SOCIAL SERVICES BRANCH HAS EITHER BEEN CITY OF AUSTIN STAFF AND, OR OUR PARTNERS, AND THOSE PARTNERS HAVE, UM, PROVIDED INFORMATION ABOUT TESTING, ABOUT THE ISOLATION FACILITY, UM, ABOUT THE IMPORTANCE OF, OF, OF ENSURING THAT YOU GET A TEST AND ANY OF YOUR CONTACTS GET A TEST AS WELL. AND SO, UM, WE, WE KNOW THAT WE ARE SEEING THOSE INCREASES BY, BY THE INDIVIDUALS THAT ARE COMING IN, BUT WE'RE ALSO SEEING THE INCREASE BY THE NUMBER OF PEOPLE THAT ARE TESTING POSITIVE. ONE OF THE OTHER THINGS THAT IS REALLY IMPORTANT FOR US IS, IS TO ENSURE THAT OUR STAFF AND OUR PARTNERS THAT WE CONTRACT WITH AS THEY ARE, UM, PROVIDING ADDITIONAL, UM, OUTREACH AND INFORMATION TO OUR COMMUNITY, IT'S MAKING SURE THAT THEY KNOW ALL OF THE RISKS THAT ARE ASSOCIATED. SO IF AN INDIVIDUAL IS, IS TAKING A TEST, UM, OUR RECOMMENDATION IS, IS THAT THEY SHOULD ASSUME THAT THEY ARE POSITIVE UNTIL THEY RECEIVE NOTIFICATION FROM US. THAT SAYS THAT THERE ARE NOT, WE DON'T WANT THEM TO, TO GO TO WORK. WE HAVE USED THE RISE PROGRAM WITH SEVERAL OF OUR PARTNERS, AND WE HAVE BEEN ABLE TO PROVIDE FINANCIAL ASSISTANCE, UM, WORKING THROUGH OVER 40, UH, NONPROFIT PARTNERS THROUGH OUR COMMUNITY AND THROUGH THOSE EFFORTS, UM, A SIGNIFICANT AMOUNT OF THE FUNDING HAS GONE TO THE LATIN X AND AFRICAN AMERICAN COMMUNITIES. AND WE FEEL VERY CONFIDENT THAT THAT PROCESS IS WORKING WELL. HOWEVER, WE ARE OPEN TO COMMUNICATION FROM OUR PARTNERS TO LET US KNOW IF THERE ARE AREAS WE HAVE ESTABLISHED TWO, UM, THREE COMMUNITY SITES. SO, UH, WE DO NOT SUPPORT THE, THE TWO NEGATIVE TESTING OR THREE NEGATIVE TESTING STRATEGY FOR CLEARANCE OF INDIVIDUALS. UH, THE CDC ALSO RECOMMENDS, UM, UH, TIME-BASED CLEARANCE. AND QUITE FRANKLY, WE DO NOT HAVE THE CAPACITY IN THE LABS, UH, TO TEST EVERYBODY, UH, MULTIPLE TIMES, UH, TO, TO PROVE NEGATIVITY. UH, THERE IS A LOT OF VALUE IN THE, THE CLINICAL CLEARANCE, THE TIME-BASED CLEARANCE. AND, UH, WE ARE, WE ARE SUPPORTING THAT EFFORT, UH, IN OUR COMMUNITY. CERTAINLY IF, IF EMPLOYERS, UH, WANT TO HAVE A NEGATIVE TESTING STRATEGY FOR, FOR CLEARANCE OF INDIVIDUALS, UH, THEY CAN WORK WITH, WITH PRIVATE LABS, UH, AND OFFER A FREE TESTING FOR THEIR EMPLOYEES IF THEY'RE GOING TO REQUIRE THAT FOR RETURN TO WORK. UH, AND THIS IS WHAT I WAS TALKING ABOUT YESTERDAY IN TERMS OF NOT BEING TOO COMFORTABLE WITH THE FACT THAT WE SAW A DECREASE IN, UH, POSITIVE TESTS OVER THE WEEKEND. UH, WE ARE MISSING THOUSANDS OF RESULTS. SO IT'S REALLY DIFFICULT FOR US TO TELL, UH, IF, IF THINGS ARE GETTING BETTER AND NOT BECAUSE WE'RE NOT GETTING THE TURNAROUND TIMES THAT WE USED TO, UH, WE USED TO GET TURNAROUND TIMES IN THE NEIGHBORHOOD OF TWO TO THREE DAYS. NOW IT'S SEVEN TO 10 DAYS SOMETIMES LONGER THAN THAT. SO 11 DAYS BETWEEN WHEN THE PERSON WAS TESTED AND WHEN AUSTIN PUBLIC HEALTH RECEIVED THE RESULTS OF THOSE TESTS AT THAT STAGE, THE TEST RESULTS ARE RELATIVELY USELESS FOR US BECAUSE THE PURPOSE OF THE TESTING IS TO IDENTIFY THE CONTACTS, TO ISOLATE THE POSITIVE PERSON, THEIR CONTACTS, AND GET THEIR CONTACTS TESTED TO BOX IT IN. BUT IF WE'RE GETTING RESULTS AFTER THE PERSON IS NO LONGER INFECTIOUS, THAT STRATEGY DOESN'T WORK, WHICH IS WHY WE NEED PEOPLE TO PROTECT PROTECTIVE ACTION.
