IN 2016, IN 2018, 2012 MADE POSSIBLE SOME OF THE CITY'S MOST STUNNING ABILITY PROJECTS IN RECENT HISTORY, UM, INCLUDING THE BOARDWALK AS WELL AS THE SECOND STREET BRIDGE, AS WELL AS CRITICAL CONNECTIVITY, SUCH AS PARMER LANE, THE 2012 BOND ALSO INTRODUCED NEW WAYS FOR US TO WORK AT THE NEIGHBORHOOD LEVEL, UH, WITH PROGRAMS SUCH AS, UH, THE TRAFFIC CALMING PROGRAM AND THE NEIGHBORHOOD PARTNERING PROGRAM. AND PERHAPS MOST IMPORTANTLY, UM, THE FUNDING FROM 2012 HONED THE CITY'S ABILITY TO WORK QUICKLY AND EXPANSIVELY TO ACCELERATE WORK ON SIDEWALKS, BIKEWAYS SAFETY IMPROVEMENTS, UM, USING INNOVATIVE CONTRACTING MECHANISMS, EFFICIENT USE OF CITY RESOURCES BY FOLLOWING ROUTINE MAINTENANCE, SUCH AS RESURFACING AND STRATEGICALLY USING BOND FUNDING AS A MATCH, UM, TO BRING BACK MORE MANAGING THE CITY THROUGH FEDERAL FUNDS, UH, TO MAKE THE, THE, THE CITY'S MONEY GO FURTHER FOR THE COMMUNITY. SO WE'RE PLEASED TO BE HERE TODAY TO SHARE SOME OF THE ACCOMPLISHMENTS FROM 2012, UM, AND HOW THAT SET US UP WELL TO CONTINUE WORK IN 2016 AND 2018. AND TO DECIDE SIX, PLEASE. NEXT SLIDE PLEASE. THE VOTERS APPROVED 143 MILLION IN 2012 FOR TRANSPORTATION AND MOBILITY OF WHICH NEARLY 80% IS SPENT OR ENCUMBERED AND HUNDREDS OF PROJECTS HAVE BEEN BUILT OR IN PROCESS AROUND THE CITY. THERE IS SOME REMAINING APPROPRIATION WHICH HAS A RESULT OF NECESSARY ADJUSTMENTS TO SCOPE AND BUDGET FOR SEVERAL LARGE CAPITAL PROJECTS. AND I JUST WANT TO POINT OUT THAT THAT'S COMMON WITH ANY LARGE MUNICIPAL BOND. UH, WE ARE CURRENTLY UTILIZING, UM, THE REMAINING FUNDING TO LEVERAGE WITH 20 $16, UM, TO, UM, TO ENABLE US TO CONSTRUCT MORE COMPLETE PROJECTS, UM, WITH THE REMAINING FUNDING. LET'S MOVE TO SLIDE SEVEN, PLEASE. OKAY. ONE OF THE CATEGORIES OF 2012 FUNDING WAS FOR CORRIDOR IMPROVEMENT AND INTERSECTIONS. THEY SEE THE 2012 BOND PROGRAM REALLY CATALYZED QUARTER PLANNING FOR THE AUSTIN TRANSPORTATION DEPARTMENT. LIKE WE'VE NEVER PERFORMED BEFORE WE COMPLETED QUARTER PLANS FOR SOUTH LAMAR, RIVERSIDE DRIVE GUADALUPE STREET AND NORTH LAMAR, WHICH SET THE STAGE. I'M SORRY, I'M GOING TO BACK UP ONE SIDE. I TOTALLY MISSED THE BOND SPENDING CURVE. OKAY. SLIDE SEVEN. THIS WAS OUR PLAN SPENDING OF THE [00:10:01] 143 MILLION THAT WAS ALLOCATED IN 2012. AS A, AS I WAS DISCUSSING ABOUT QUARTER PLANNING, WE COMPLETED PLANS FOR PLETHORA MAR RIVERSIDE GUADALUPE AND NORTH LAMAR. THOSE A QUARTER PROJECTS WERE SUBSEQUENTLY FUNDED WITH 2016 BOND FUNDING. UM, SO WE WERE ABLE TO, UM, BRING PLANS THAT WE COMPLETED IN 2012. UM, TWO LIES IN 2016, AND WE'RE NEARING CONSTRUCTION OF THOSE CURRENTLY WITH THE QUARTER PROGRAM OFFICE FUNDING. WHAT'S ALSO ALLOCATED TO PROJECTS OF MUTUAL INTEREST TO BOTH THE CITY AND ITS REGIONAL PARTNERS SUCH AS THE 51ST STREET ROUNDABOUT AND , WHICH WAS COMPLETED ABOUT TWO OR THREE YEARS AGO, 2012 BOND FUNDING WAS ALSO USED AT OUR FIRST, UM, INTERSECTION SAFETY IMPROVEMENT PROJECTS. UM, ON THE SCREEN, YOU CAN SEE A PICTURE OF LAKE SHORE AND RIVERSIDE. WE ALSO USE 2012 BOND FUNDING FOR SLAUGHTER AND MANSHACK ROAD, AND REALLY THOSE LAUNCHED US INTO OUR INTERSECTION SAFETY VISION ZERO PROGRAM. UM, THAT'S VERY ROBUST AND IS COMPLETING PROJECTS RIGHT NOW WITH USING 2016 AND 2018 FUNDING. OKAY. AND WE CAN MOVE TO SLIDE NINE. I'M GOING TO PASS IT TO PERUSE. GOOD AFTERNOON. UM, OVER OPERATION, UH, FOR THE SLIDE NINE STREET RECONSTRUCTION AND THEN RATION VISITS CALL THE SENTENCE STRUCTURES. AS ANNA JUST MENTIONED, THE 2012, UH, MADE POSSIBLE SOME OF THE ICONIC MOBILITY PROJECTS IN RECENT HISTORY, AS WELL AS IN ENABLING THE CITY TO MAKE SUBSTANTIAL INFRASTRUCTURE IMPROVEMENTS AND PARTNERING THE UTILITY. IN THIS CASE OFF THE WATER UTILITY, FOR EXAMPLE, ALONG JUSTIN LANE, THAT ALLOWED US TO COPY THE STRATEGY, CONSTRUCTION, THOSE IMPROVEMENTS AS WELL AS PROTECTED BIKE LANES, PROVIDING CRITICAL EAST AND NORTH SOUTH CONNECTIVITY FOR ALL AGES AND ABILITY SHADES. YOU HAVE EDUCATION SUCH AS THAT'S A LAUNCH HIGH DISPATCH PART RATE PHOTO TO THE RIGHT, UH, EXTENDED THE LIFE OF IMPORTANT CONNECTIONS THROUGHOUT OUR COMMUNITY. AND IN GENERAL, AS TO KNOW THAT OFTEN TRANSPORTATION AND PUBLIC SCHOOLS HAVE DELIVERED ON THE KEY PROJECTS THAT WE SAID WE WOULD DO NAMELY BOARDWALK SECOND STREET REACH COMPLETED, DISTRIBUTE CONSTRUCTION, SIDEWALKS, EVAN TRAILS, NEIGHBORHOOD PARTY BY THREES AND SIGNALS. SO THERE AREN'T ANY MAJOR NEW PROJECTS GOING FORWARD OR EITHER REMAINING FOREIGN OR ACTIVELY PROGRAM TWO ONGOING PROJECTS OR ARE BEING LEVERAGED IN THE 2016, 2018 BOND PROGRAM. SO SOME OF THOSE REMAINING ALMOST 2000 $30 MILLION 29.9 WOULD GO INTO CORRIDOR PROGRAM TO ATD PROJECT, UH, 6 MILLION REMAINING IN PUBLIC WORKS FACILITY TO BE EXPAND THAT SAN TELMO COAT AND THEN REMAIN, UH, 2.6 ON THE STREETS OF CONSTRUCTION THAT YOU'LL BE USING THE 12 OR 2018 BOND GOING MOST PROBABLY TOWARDS FAST LANE RECONSTRUCTION. UH, NEXT SLIDE PLEASE. AND IT'S 2012 ALSO WAS THE START OF THE CITY'S NEIGHBORHOOD TRAFFIC CALMING PROGRAM, OTHERWISE KNOWN AS THE LOCALS AREA TRAFFIC MANAGEMENT PROGRAM, WHICH WAS FUNDED WITH 2012 BOND FUNDS [00:15:01] AND ITS PURPOSE. UM, AND YOU CAN MOVE TO SLIDE 10, PLEASE. IT'S PURPOSE WAS TO DESIGN AND CONSTRUCT IMPROVEMENTS TO MITIGATE ADVERSE LEVELS OF SPEEDING IN AUSTIN NEIGHBORHOODS. UM, AS YOU MAY HAVE, AS YOU MAY KNOW, WE HAVE SINCE REBUILT THIS PROGRAM TO BETTER ALIGN WITH A DATA DRIVEN CITYWIDE EFFORT UNDER THE NEWLY COUNCIL APPROVED FEED MANAGEMENT PROGRAM, BUT THE TOOLS METHODS AND OVERALL SUCCESS OF THE LATM PROGRAM IS ENABLING THE SEED MANAGEMENT PROGRAM TO LAUNCH QUICKLY CITYWIDE. SO WE'RE USING 2012 BOND FUNDING BETWEEN 2012 AND 2017. WE CONSTRUCTED A TOTAL OF 78 PROJECTS OUT OF THE NEARLY 600 THAT WERE SUBMITTED BY THE COMMUNITY FOR CONSIDERATION. AND, UH, THE LSTM IS MARKED BY, UM, PARTNERSHIP PROJECTS AS WELL. SO IAN FRANKLIN ON THE LEFT WAS A PARTNERSHIP BETWEEN LATM AND THE NEIGHBORHOOD PARTNER NEIGHBORHOOD PARTNERING PROGRAM, UM, WITH ALSO HELP FROM ACTIVE TRANSPORTATION TEAM AND WATERSHED TO INCORPORATE RAIN GARDENS, TRAFFIC CALMING AND BIKE, WEIGHT CONNECTIVITY. WE ALSO BECAME ADEPT AT FINDING HIGH VALUE, BUT LOW COST SOLUTIONS SUCH AS THE TRAFFIC CIRCLE THAT WAS CONSTRUCTED. UM, LAKEWOOD DRIVE. UM, NEXT SLIDE PLEASE. SO SLIDE 11 IS 11 SIDEWALKS FROM 2012, 2012 BOND PROGRAM CARPET TO BE A NEW CONSTRUCTION, MAKE ANY EVENT SIDEWALK CONSTRUCTION, SIGNIFICANTLY ACCELERATED. SO THIS ENABLES DECIDE WHAT PROGRAM TO EXTEND THEIR DELIVERY MODELS TO OTHER PARTNERS, INCLUDING PARTNERSHIP. THE CATS ARE METRO TO IMPROVE BUS, STOP ACCESSIBILITY AND CONNECTION TO TRANSIT SERVICES AS REALIZED THIS CONTINUITY PART IS TRUE NEIGHBORHOOD PARKING PROGRAM, SUCH AS THAT LONG TREADMILL STREET KILLERS, GRASSLAND DRIVE AND QUAIL VALLEY DRIVE. SO IT'S WORTHWHILE TO MENTION THAT THE 2012 NEIGHBORHOOD PARK NAMES ALONG WITH SIDEWALK PROGRAM, UH, ALLOWED MANY SIDEWALKS TO BE COMPETED IN PARTNERSHIP WITH THE COMMUNITY. FOR EXAMPLE, THESE PROJECTS, UH, THE NEIGHBORHOODS FOR AVA TO BE TRASH OR WARDS TO THE TABLE, PLACEMAKING PROJECTS THAT COTTAGE MORE WALKING AND BIKING, THE PROJECTS THAT HE IS FOR THE GRAPH. DO YOU HAVE, AND ALSO MENTIONED THAT ON A TREADMILL IS STREET BY SHOT LAMAR. FOR EXAMPLE, THE ALAMO DRAFT HOUSE, THE NEIGHBORHOOD PARTNERS PAINTED AND BEAUTIFIED AN ALLEY CALLED FAIRY ALLEY SIDEBAR COULD ALSO BE AS HOW LONG PASS HAD BEEN IN 50TH STREET AND BOTTOM SCRIBING. THE ONES THAT YOU HAVE, THE PHOTOS LAYCOCK SYMBOL WAR, UH, EAST SEVENTH STREET, THAT'S OUR MARQUESS BANKING, THE INTERSECTION CLOSER TO PROVIDE A SAFER CROSSING FOR PEDESTRIANS AND THEN COMMUNITY COLLABORATION AND ON TREADMILL THE STREET, OR, UH, ALONG WITH, UH, MANY OF OUR PROJECTS, DESPITE THE SIDEWALK PROGRAM IN PARTNERSHIP WITH OTHER PROGRAMS, UH, NEXT TO SLIDE. OKAY. THE NEXT PROGRAM WE'RE GOING TO QUICKLY HAVE IS URBAN TRAILS AND BIKE WAYS. UM, THESE PROGRAMS MADE HUGE STRIDES WITH 2012 BOND FUNDING, PUTTING DOWN A CUMULATIVE 160 MILES OF TRAILS AND BIKE WAYS BY LEVERAGING 2012 RESOURCES WITH OTHER FUNDINGS. UM, AND PERHAPS MOST IMPACTFULLY FROM THE 2012 FUNDING WAS THE BUILDING OF THE PROGRAMS AND DELIVERY MECHANISMS THAT HAVE PAVED THE WAY FOR ALL THE WORK THEY'RE DOING NOW WITH THE 2016 AND 2018 FUNDING, SEVERAL TRAIL PROJECTS WERE COMPLETED WITH STRONG COMMUNITY SUPPORT, UM, INCLUDING THE VIOLET CROWN TRAIL, WHICH GOES THROUGH THE BARTON CREEK GREENBELT. PERHAPS THE BOLDEST PROJECT FROM THE 2012 BOND PROGRAM IS THE BOARDWALKS CONNECTING PORTIONS OF LADY BIRD, LATE LADY BIRD, LIKE TRAIL BETWEEN EAST BOLDEN CREEK AND LAKE SHORE DRIVE 2012. BOND FUNDING ALSO MADE IT POSSIBLE FOR THE CITY TO INSTALL SOME OF THE COUNTRY'S FIRST PROTECTED BICYCLE LANES ON PETRONELLIS LAKE SHORE DRIVE 51ST STREET AND FURNACE DRIVE. [00:20:01] AND PERHAPS MOST NOTABLY THE 2012 BOND ENABLED THE AUSTIN TRANSPORTATION DEPARTMENT AND THE PUBLIC WORKS DEPARTMENT TO COORDINATE THE INSTALLATION OF BETTER BIKEWAYS FOLLOWING ROAD RESURFACING, UH, THEREBY DELIVERING PROJECTS AT THE 10TH OF A COST OF A STANDALONE PROJECT. UM, AND THE RESULT IS IN THE HUNDREDS OF MILES OF BUFFERED BIKE LANES THAT WE HAVE TODAY. UM, NEXT SLIDE PLEASE. ANOTHER FUNDING ALLOCATION WAS INTERSECTION SAFETY AND ARTERIAL FLOW. UH, THE 2012 BOND MADE IT POSSIBLE FOR THE CITY TO INVEST IN IT. SIGNALIZED INTERSECTION SYSTEM FOR IMPROVED SAFETY, MOBILITY, MOBILITY, AND RESILIENCY. WE WERE ABLE TO TAKE SYSTEMIC SAFETY APPROACH BY MAKING IMPROVEMENTS SYSTEM-WIDE FOR SAFETY MOBILITY, INCLUDING UPGRADING OUR SIGNALIZED INTERSECTIONS WITH PEDESTRIAN COUNTDOWN TIMERS, UM, TO REDUCE PEDESTRIAN CRASHES BY 25%, WE INVESTED IN OUR TRAFFIC MANAGEMENT CENTER, WHICH ACTIVELY MANAGES OVER A THOUSAND TRAFFIC SIGNALS. THE 2012 BOND FUNDING ALSO MADE IT POSSIBLE TO BE RESPONSIVE TO THE COMMUNITY'S DESIRES FOR SAFER CROSSINGS. AND WE CONSTRUCTED FIVE NEWS, TRAFFIC SIGNALS, 11 PEDESTRIAN HYBRID BEACON FOR SCHOOL ZONE FLASHERS FOR RECTANGULAR FLASHING BEACONS AND 43 PEDESTRIAN, UM, ASSESSABLE PEDESTRIAN SIGNALS. WE ALSO BUILT IN MORE RESILIENCY TO OUR SYSTEM BY INSTALLING OVER 150 TRAFFIC MONITORING CAMERAS, UM, BLUETOOTH SENSORS TO ALLOW US TO, UM, VIEW AND MANAGE TRAVEL TIME ALONG CORRIDORS. AND WE'RE IN THE PROCESS OF PROCURING, UM, BATTERY BACKUP BATTERY BACKUP SYSTEMS FOR 40 INTERSECTIONS, AND THAT WILL ALLOW THE TRAFFIC SIGNALS, UM, TO KEEP FUNCTION AND NOT GO DARK DURING A POWER OUTAGE. UM, AND FINALLY, SLIDE 14, PLEASE. SO IN SUMMARY, UM, OF HOPE WE'VE BEEN ABLE TO DEMONSTRATE THAT THE 2012 BOND PROGRAM HAS ACCOMPLISHED A GREAT DEAL AND CONTINUES TO PAY DIVIDENDS FOR AUSTIN'S MOBILITY AND SAFETY. UM, AS WE MOVE TOWARDS EXTENDING THE REMAINING 2012 FUNDS, UH, WE PLAN TO LEVERAGE 2012 WITH 16 AND 18 FUNDING TO EXPAND ACTIVE TRANSPORTATION NETWORK. UH, BIKEWAYS URBAN TRAILS AND SIDEWALKS AS WELL AS INTERSECTION IMPROVEMENTS. UM, FOR EXAMPLE, UM, SOME OF THE FUNDING FROM 2012 IS BEING PUT FORWARD, UH, WITH THE BURNET ROAD AND LAMAR BOULEVARD, CORRIDOR IMPROVEMENT PROJECTS, UM, THAT ARE BEING, OR THEY'RE CLOSE TO GO INTO CONSTRUCTION. AND WITH THAT, THAT WRAPS UP OUR SUMMARY OF 2012. I'M HAPPY TO TAKE QUESTIONS NOW, APPROVES AND I ARE SPECIFICALLY 2012, OR WE CAN KEEP GOING AND HOLD QUESTIONS UNTIL THE END. UH, IT INCLUDES FUNDING FOR, UM, LOCAL MOBILITY PROJECTS, UH, REGIONAL MOBILITY PROJECTS, SEVERAL THAT ARE IN PARTNERSHIP, UH, WITH TECH STOCKS THAT SERVE OUR REGIONAL MOBILITY NETWORK. AND THEN ALSO, UM, QUARTER MOBILITY PROJECTS, UM, AS WELL. UM, A LOT OF THESE PROJECTS ARE PART OF THE IMPLEMENTATION OF THE OFFICE STRATEGIC MOBILITY PLAN, WHICH HAS RECENTLY PLAQUE PASS. THE FUN WAS OF COURSE, SPLIT EQUALLY AMONG ALL 10 DISTRICTS. UH, THE SAFE ROUTE TO SCHOOL FIRST STARTED BY GENERATING A COMPREHENSIVE REPORT OF ALL THE NEEDS. THESE CREATORS PROVIDED FOR 4,700 4,654 PROJECTS, ESTIMATED COST OF $825 MILLION OUT OF DOS. SO ONCE EVERYTHING IS DONE, THE WHOLE STATE, AS WELL AS INTERSECTIONS ARE COMPLETELY, THERE IS STILL A NEXUS LIGHT, UH, PAGE 34, PLEASE, THAT COVERS OUR BEACHES AND THE STRUCTURE AS YOU KNOW, REALLY SIX $50 MILLION FOR NOW. UH, THE OUTREACH PLAN, WHICH IS THE MAJORITY OF THE PRESENTATION CONTENT, UH, IS QUITE UNIQUE AND THAT WE REALLY DID A CONSIDERATE EFFORT TO TRY TO MEET COUNCIL'S OBJECTIVE, TO, TO MAXIMIZE PARTICIPATION OF WOMEN AND MINORITY OWNED BUSINESSES IN, UH, THE 2016 MOBILITY BOND PROGRAM AS WELL, SPECIFICALLY FOR, UH, THE NINE CORRIDORS IN MR. TRIMBLE'S OFFICE SLIDE NUMBER 42, PLEASE. WE LOOKED AT DIFFERENT ACTIONS. UM, ONE OF THE UNIQUE THINGS ABOUT THIS PLAN WAS THAT IT WAS GENERATED, UH, REALLY BY STAKEHOLDERS IN THE COMMUNITY, BOTH AT THE PRIME CONTRACTOR LEVEL, AS WELL AS OUR SUBCONTRACTORS. AND WE WERE REALLY LOOKING FOR IN THE OUTREACH PLAN WAS WHAT ARE SOME OF THE HISTORICAL BARRIERS THAT HAVE, UH, LIMITED ACCESS, UH, TO ON CITY CONTRACTS, AS WELL AS LIMITING FULL PARTICIPATION ON THOSE SAME CONTRACTS. WE DON'T REALLY HAVE A LOT OF FOLKS IN THE HORIZONTAL, UH, SPACE IN TERMS OF THE TYPES OF CERTIFIED VENDORS THAT THE CITY HAS, UH, FOR MINORITY WOMEN OWNED BUSINESSES ARE A MAJORITY OF THE FOLKS THAT WE HAVE THAT ARE CERTIFIED WITH THE CITY ARE IN THE VERTICAL SPACE. SO WE DID, UH, WE DID, UH, UH, THIS OUTREACH PLAN TO TRY TO IDENTIFY WHAT ARE THOSE AREAS THAT, THAT WE SEE TRADITIONALLY FROM THE STAKEHOLDERS PERSPECTIVE, AND THEN WHAT CAN WE DO TO MITIGATE THOSE? SO IF YOU GO TO SLIDE 43, SLIDE 43 OUTLINES, THE EIGHT AREAS THAT WERE IDENTIFIED BY OUR STAKEHOLDERS AS BEEN HISTORICALLY, UM, UH, SEEN AS BARRIERS TO FULL PARTICIPATION ON CITY CONTRACTS. AND YOU HAVE THINGS LIKE COMMUNITY SUPPORT, THINGS LIKE QUALITY OUTREACH, THE AVAILABILITY OF CONSTRUCTION FIRMS IN CERTAIN SCOPES OF WORK OR TRADES, UM, OUR EMBIID RV CERTIFICATION PROGRAM, WHICH CAN BE QUITE ROBUST, UH, INCREASING CAPACITY TO SUCCEED FOR OUR SMALLER FIRMS, THE SIZE AND SCOPE OF BIT PACKAGES, UH, FACILITATING RELATIONSHIPS WITH OUR PRIMES AND SUBS, AND THEN, YOU KNOW, COMMUNICATION IN GENERAL BETWEEN PRESENCE. HOW DO WE, HOW DO WE DEVELOP RELATIONSHIPS, WHICH ARE REALLY IMPORTANT WHEN YOU'RE TALKING ABOUT SOME OF THE LARGER PROJECTS OUT OF THE, THESE BOND PROGRAMS AND SPECIFICALLY THE QUARTER PROGRAM SLIDE NUMBER 44, PLEASE. SOME OF THE HIGHLIGHTS OF THE PLAN THAT WE, UH, THAT WE DEVELOPED IN RESPONSE TO THOSE EIGHT ISSUES OR ACTION ITEMS, UH, WERE, YOU KNOW, TRYING TO AMEND THE CURRENT NBDB PROCUREMENT ORDINANCE, AS YOU SAW IN ONE OF THE ISSUES, UH, OUR CERTIFICATION PROCESS CAN BE QUITE ROBUST AND, AND THAT'S PURPOSEFUL, BUT WHAT WE WANTED TO DO WAS WHAT COULD WE DO TO KIND OF EASE THE REGULATIONS SURROUNDING THAT? AND WHAT WE DID WAS WE TOOK TO COUNCIL A PROPOSAL TO ELIMINATE THE ANNUAL CERTIFICATION REQUIREMENTS. AND WE ALSO LOOK AT EXTENDING THE CERTIFICATION PERIOD FROM A THREE YEAR PERIOD TO A FOUR YEAR PERIOD. SO THESE ARE THINGS THAT ARE ADMINISTRATIVE IN NATURE, BUT AS WE KNOW, IN DEALING WITH CITY BUREAUCRACY, SOME OF THOSE ADMINISTRATIVE BURDENS, IF WE CAN ALLEVIATE THEM, UH, THAT ALLOWS FOR OUR FIRMS TO REALLY CONCENTRATE ON THE DAY TO DAY WORK THAT THEY DO AND NOT HAVE TO BE BURDENED BY ADMINISTRATIVE TASKS. WE DID, AND STILL ARE CONTINUING TO WORK ON THINGS LIKE TECHNICAL ASSISTANCE, WHAT WE CAN, WHAT CAN WE DO TO PARTNER WITH OUR FIRMS TO GET THEM READY TO BET ON CITY PROJECTS? SO WE GET A COUPLE OF THINGS THERE AND WE CONTINUE TO DO THEM.
