UM, AND PRESENTATION IS A SUMMARY OF THE FISCAL YEAR 2021, UH, FISCAL YEAR 2022, 2021, UH, ACTION PLAN, WHICH, UH, WE ARE REQUIRED TO SUBMIT AN ACTION PLAN TO HUD, TO BE ABLE TO RECEIVE FUNDING FROM, UH, THE US DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT.

UM, SO THE FOUR GRANTS THAT WE RECEIVE ARE COMMUNITY DEVELOPMENT, BLOCK GRANTS, GRANTS, HOME INVESTMENT PARTNERSHIP, HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS, HAPA, AND EMERGENCY

SOLUTIONS GRANT OR ESG.

AND, UM, THEY, THEY ARE SHOWN GENERALLY IN THE AMOUNT IN THE, UH, THE, THE SORT OF GENERAL PROPORTION OF FUNDING THAT WE RECEIVE, BUT, BUT NOT EXACT.

AND WE'LL GET INTO MORE DETAIL ABOUT THAT.

WE CAN GO TO SLIDE NUMBER FOUR.

UH, SO THOSE OF YOU WHO HAVE BEEN ON THE COMMUNITY DEVELOPMENT COMMISSION FOR A WHILE AND ARE FAMILIAR WITH THIS, BUT JUST AS A QUICK REMINDER, UM, WE GO THROUGH MULTIPLE PROCESSES RELATED, RELATED TO FUNDING FROM HUD.

SO, UM, IN GENERAL, THE PROCESS STARTS EVERY FIVE YEARS WITH THE DEVELOPMENT OF A NEW FIVE-YEAR CONSOLIDATED PLAN.

AND THAT BASICALLY, UM, SETS FORTH OUR GENERAL PLANS OF HOW WE ARE GOING TO ALLOCATE FUNDING FROM HUD OVER THE NEXT FIVE YEARS.

AND THAT THAT PROCESS WAS ACTUALLY COMPLETED LAST YEAR.

SO WE HAVE TO SUBMIT, WE SUBMITTED A CONSOLIDATED PLAN LAST YEAR.

UM, AND THEN EACH YEAR AFTER THE CONSOLIDATED PLAN, WE SUBMIT WHAT'S CALLED A ONE YEAR ACTION PLAN.

AND SO WE'RE CURRENTLY IN THE SECOND YEAR OF THIS CONSOLIDATED PLANNING PROCESS AND THAT SPECIFIES WHAT WE'RE PLANNING TO SPEND OUR HUD FUNDING ON DURING THAT ONE FISCAL YEAR.

AND SO THAT'S WHAT WE'LL BE TALKING ABOUT TODAY.

AND THEN AT THE END OF EACH YEAR, THE CITY OF AUSTIN COMPLETES WHAT'S CALLED A CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT CALLED THE CAPER.

AND SO THAT BASICALLY INCLUDES ALL OF THE ACCOMPLISHMENTS FROM THAT YEAR.

SO IF WE CAN GO TO SLIDE FIVE BRIEFLY, WE'RE GOING TO VERY BRIEFLY, UM, GO OVER THE ACCOMPLISHMENTS FROM FISCAL YEAR 2018, 19 TO SORT OF LET YOU ALL KNOW WHAT WE WERE ABLE TO ACCOMPLISH DURING THAT YEAR.

SO BASICALLY THIS IS KIND OF A SUMMARY OF WHAT WAS INCLUDED IN THE CAPER THAT WAS SUBMITTED AT THE END OF, UM, LAST, LAST YEAR, UH, GOING ON TO SLIDE SIX, UM, ON SLIDE SIX THAT SHOWS THE INVESTMENT CATEGORIES ON PROGRAMS THAT WERE IN PLACE DURING THE LAST FISCAL YEAR.

SO, UM, THOSE CATEGORIES HAVE CHANGED SOMEWHAT FOR THIS UPCOMING SCHOOL YEAR BECAUSE, UH, THEY CHANGED DURING THE CONSOLIDATED PLANNING PROCESS.

SO, UM, THIS SLIDE LISTS ALL OF THE VARIOUS PROGRAMS THAT WERE FEDERALLY FUNDED, UM, IN 2018, 2019.

AND THE ACCOMPLISHMENTS I'LL BE TALKING ABOUT, UM, ON THE NEXT FEW SLIDES ARE BASED ON THESE PARTICULAR PROGRAMS. UH, NEXT SLIDE SLIDE SEVEN.

SO IN TERMS OF THE NUMBER OF HOUSEHOLDS SERVED THROUGH OUR FEDERAL FUNDING, IT INCLUDES, UM, A TOTAL OF 3000 PLUS HOUSEHOLDS THROUGH THOSE HUD FUNDED FUNDED ACTIVITIES THAT ARE LISTED ON SLIDE SIX AND THEN GOING ONTO SLIDE EIGHT.

UM, WE'VE ALSO BROKEN DOWN THE DEMOGRAPHICS BY INCOME CATEGORY.

SO, UM, AS YOU CAN SEE, UH, A HUGE PROPORTION OF THE HOUSEHOLDS SERVED THROUGH THE FEDERAL FUNDING ARE EXTREMELY LOW INCOME, WHICH IS DEFINED AS, UM, UNDER 30% OF THE MEETING FAMILY INCOME.

AND THEN THERE ARE SOME HELPFUL SERVED THAT ARE LOW INCOME AND MODERATE INCOME, OKAY.

ONTO SLIDE NINE.

WE, UH, WE BROKE DOWN THE HOUSEHOLDS SERVED BY RACE AND ETHNICITY.

UM, AND, AND THEN TO MAKE THAT EASIER TO READ, IF YOU'LL GO AHEAD AND GO TO SLIDE 10, UM, WE'VE BROKEN THEM INTO BAR CHARTS.

SO ON THE LEFT HAND SIDE, IT SHOWS THE DEMOGRAPHICS FOR THE CITY

OF AUSTIN AS A WHOLE BROKEN DOWN BY RACE AND ETHNICITY.

AND ON THE RIGHT HAND SIDE, UH, IT'S A BREAKDOWN OF HOUSEHOLDS SERVED FUNDED PROGRAMS. SO, UM, SO WE WANTED TO INCLUDE CHARTS SO THAT YOU COULD SEE THE PROPORTION OF, UM, OF HOUSEHOLDS BY RACE AND ETHNICITY IN THE CITY COMPARED WITH THE HOUSEHOLDS THAT WE SERVED.

AND ONE OF THE THINGS THAT YOU CAN SEE IS THAT WE HAVE SERVED A GREATER, UM, A GREATER PROPORTION OF, UM, BLACK HOUSEHOLDS THAN THE HOUSEHOLDS IN AUSTIN, WHICH MAKES SENSE SINCE, UM, THERE IS STILL A DISPROPORTIONATE SHARE OF BLACK HOUSEHOLDS WHO ARE IN POVERTY GOING ON TO SLIDE 11.

NOW WE'RE SHIFTING INTO LOOKING AT THE PROPOSED ACTION PLAN FOR FISCAL YEAR 2021, UM, AND ONTO SLIDE 12, UM, ON SLIDE 12, THIS IS A SUMMARY OF THE, OF WHAT IS PROPOSED IN THE FISCAL YEAR 2021 ACTION PLAN AND DETAIL OF, UH, OF WHAT IS PROPOSED ARE IN WHAT'S CALLED OUR FUNDING TABLE, WHICH IS FOLLOWING THIS PRESENTATION.

SO THE HIGH LEVEL SUMMARY IS THAT, UM, APPROXIMATELY 1.8 MILLION WOULD BE GOING TO HOMELESS ASSISTANCE.

APPROXIMATELY 2.7 MILLION WOULD BE GOING TO SPECIAL NEEDS ASSISTANCE, 3.3 MILLION TO COMMUNITY DEVELOPMENT ASSISTANCE, 750,000 TO HOUSING DEVELOPMENT ASSISTANCE, 3.2 MILLION HOMEOWNERS ASSISTANCE, APPROXIMATELY HALF MILLION TO RENTER ASSISTANCE AND APPROXIMATELY 1.5 MILLION TO HOME BUYER ASSISTANCE.

BUT THE DETAILS FOR THIS, AS I MENTIONED, ARE INCLUDED IN THE FUNDING TABLE THAT IS FOLLOWING THIS PRESENTATION IN YOUR PACKET, I'M GOING ON TO SLIDE 13, THAT PROVIDES INFORMATION ABOUT, UM, WAYS TO WAYS FOR THE PUBLIC TO GET INVOLVED IN PROVIDING INPUT ON THE ACTION PLAN.

SO PEOPLE ARE ABLE TO SEND IN COMMENTS BY EMAIL, BY BY MAIL.

UM, WE HAVE CREATED A UP AUSTIN WEBSITE SO THAT PEOPLE CAN VIEW THE DRAFT ACTION PLAN AND PROVIDE COMMENTS THAT WAY.

AND THEN MOVING ON TO SLIDE 14, UM, THERE WILL ALSO BE A PUBLIC HEARING IN FRONT OF THE CITY COUNCIL ON JULY 30TH, AND THEN WE WILL SUBMIT THE ACTION PLAN TO HUD, UM, BY AUGUST 15TH AND THEN THE FINAL SUBSTANTIVE SLIDE.

AND NOW WE'RE BEING TO ANSWER ANY QUESTIONS.

YOU MAY HAVE QUESTION PLEASE, ERICA, COULD YOU GO OVER HOW THE BUDGET THIS YEAR DIFFERS FROM THE DRAFT FOR NEXT YEAR, IF IT DOES, BUT THERE ARE SOME CHANGES.

SO, UH, AND ANGIE, IF YOU HAVE, IF YOU HAVE THE TABLE SIDE BY SIDE, I, MY ASK YOU TO JUMP IN, UM, IN GENERAL, ONE OF THE BIG DIFFERENCES FROM LAST YEAR TO THIS YEAR IS THAT, UM, UM, CDBG FUNDING.

WELL, I SAY LAST YEAR, IT'S REALLY KIND OF THIS FISCAL YEAR, UM, WAS USED FOR THE PURCHASE OF A, UH, A HOTEL THAT WILL BE USED AS PERMANENT SUPPORTIVE HOUSING OR RAPID REHOUSING FOR PEOPLE EXPERIENCING HOMELESSNESS AND, UM, MOVING INTO NEXT YEAR THAT CDBG FUNDING WILL BE USED BY THE ECONOMIC DEVELOPMENT DEPARTMENT FOR CAPACITY BUILDING FOR, UM, FOR WORKFORCE DEVELOPMENT.

SO THAT IS REALLY THE LARGEST TO CHANGE FROM THIS FISCAL YEAR TO NEXT YEAR, FULL YEAR CAPACITY BUILDING FOR

WHAT YOU SAID, UH, WORKFORCE DEVELOPMENT, WHAT DOES THAT ENTAIL? SO THAT IS, IS LIKELY GOING TO BE SOME SORT OF JOB TRAINING, UH, OPPORTUNITY.

IT MAY ALSO INVOLVE TRAINING RELATED TO, UM, PREPARATIONS FOR COVID, ESPECIALLY THIS FISCAL YEAR AND ANGIE TO HAVE MORE DETAILS THAT YOU CAN FILL IN, FILL IN ON THAT.

AND JUST FOR REFERENCE, I'M GETTING THERE RIGHT NOW, I'M SCROLLING VERY RAPIDLY THROUGH THIS LARGE ACTION PLAN, UM, COMMISSIONER, UH, POP A LITTLE BIT MORE DETAILED INFORMATION ABOUT THAT PROGRAM IS LISTED IN THE DRAFT ACTION PLAN.

UM, I WANT TO GIVE YOU A SPECIFIC PAGE ON PAGE 50, BUT, UM, THE PURPOSE OF THE PROGRAM IS A SUPPORT WORKFORCE DEVELOPMENT TRAINING TO UPSKILL OR RE SKILL FURLOUGHED OR PREVIOUSLY FURLOUGHED WORKERS TO ENSURE A SAFE LEARNING, WORKING, AND OPERATING ENVIRONMENT.

AND THIS WOULD BE CARRIED OUT BY THE CITY OR BY THE CONTRACTOR.

IT WOULD BE BY A CONTRACTOR.

AND DO YOU HAVE EXAMPLES OF THE TYPES OF ORGANIZATIONS THAT PROVIDE THAT KIND OF TRAINING? ONE EXAMPLE WOULD BE WORKFORCE SOLUTIONS? UM, ANGIE, DO YOU KNOW OF OTHER EXAMPLES? WELL, RIGHT NOW, UM, THAT'S WHAT WE ARE LOOKING AT IS, UH, I GUESS SORT OF CONTRACTING LISTS OF RECIPIENT, UH, WITH WORKFORCE SOLUTIONS, UM, TO PROVIDE, CARRY FORWARD THAT PROGRAM.

UM, AND THEN WE TALKED ABOUT WORKFORCE DEVELOPMENT AND SUPPORT FOR SMALL BUSINESS DEVELOPMENT.

DOES THAT PAGE 50, HAVE IT BROKEN UP INTO HOW THOSE $3 MILLION ARE GOING TO BE SPENT? UM, I'M GETTING THERE.

SO IT INCLUDES 158,000 FOR CHOSE ANY HOUSING DEVELOPMENT ORGANIZATION OPERATING GRANTS, UM, APPROXIMATELY 2 MILLION FOR NONPROFIT CAPACITY BUILDING FOR WORKFORCE DEVELOPMENT, UM, AND TO A LITTLE OVER A MILLION FOR FAM THE FAMILY BUSINESS LOAN PROGRAM.

UH, DO WE HAVE ANY IDEA, UM, OR, YOU KNOW, I KNOW THAT WE INTERMITTENTLY GET STATUS REPORTS ON SORT OF THE PROGRESS ASSOCIATED WITH THE PROGRAMS, BOTH IN AS MUCH OF A, AS ACHIEVEMENT OF GOALS IS CONCERNED, BUT THEN ALSO, UH, IN AS MUCH AS JUST PROGRAM UTILIZATION IS CONCERNED AND, UH, WHETHER OR NOT, YOU KNOW, UH, WE REACHED MAXIMUM PARTICIPATION AND EXHAUSTED ALL THE FUNDS THAT MIGHT'VE BEEN PROVISIONED OR ALLOCATED.

DO WE, CAN WE GET, IS THERE ANY KIND OF, UM, SORT OF HIGH LEVEL VIEW THAT WE MIGHT BE ABLE TO SEE, UM, FROM THE CURRENT FISCAL YEAR AND HOW THAT PROGRESS HAS BEEN GOING, UM, TO BE ABLE TO PERHAPS MAKE RECOMMENDATIONS ON WHAT WE THINK MAY OUGHTA BE DISCONTINUED, FOR EXAMPLE, I KNOW THAT THERE WERE, YOU KNOW, CERTAIN HOME REPAIR PROGRAMS THAT WEREN'T ABLE TO HAVE BEEN UTILIZED TO THE MAX, UM, BECAUSE OF CERTAIN BOTTLENECK FACTORS, UH, AND YOU KNOW, OTHER VARIETAL, EXAMPLES OF THE SAME KIND OF THING.

DO WE HAVE ANY, UM, DO WE HAVE ANY METRICS OR ANYTHING LIKE THAT OR ANYTHING THAT WE MIGHT BE ABLE TO REFER TO? I'M NOT AWARE THAT WE HAVE ANYTHING WE CAN PULL UP IMMEDIATELY.

UM, I, I DO KNOW THAT OBVIOUSLY WITH THE COVERT PANDEMIC, IT HAS BEEN MORE DIFFICULT TO COMPLETE INTERIOR HOME REPAIRS.

AND SO MANY OF OUR HOME REPAIR PARTNERS ARE TRYING TO COMPLETE, UM, EXTERIOR REPAIRS THAT THEY CAN COMPLETE SAFELY.

UM, SO I DON'T THINK THERE'S ANYTHING THAT WE HAVE ACCESS TO IMMEDIATELY.

YEAH.

AND THAT'S OKAY.

UM, COULD YOU JUST SPEAK TO ANY OF THE PROGRAMS THAT, I MEAN, OF COURSE YOU ALL ARE MORE FAMILIAR WITH THEM, ANY OF THE PROGRAMS THAT DIDN'T EXHAUST OR DON'T APPEAR TO BE ON PACE TO EXHAUST, UM, AT LEAST, UH, YOU KNOW, 80% OF THEIR PROVISIONS FUNDING IS DO ANY OF THOSE STAND OUT TO YOU THAT YOU BE ABLE TO, TO LIST FOR US OR TO, TO POINT OUT TO US, TO PERHAPS, YOU KNOW, UM, TO TAKE A LOOK AT, SO ERICA, THIS IS REBECCA.

I CAN SPEAK TO THIS AT A HIGH LEVEL.

AND I AGREE THAT WE DON'T NECESSARILY HAVE NOT JUST HOME REPAIR BY THE WAY, JUST TO BE CLEAR, BUT YEAH, I WOULD FORGIVE ME, REBECCA FOR INTERRUPTING.

UM, I'M SURE THERE ARE VERY LOW INCOME HOMEOWNERS WHO ARE STRUGGLING TO HANG ON TO THEIR HOUSES AND FACE THE, ALL THE RISKS OF COVID LIKE OTHER PEOPLE DO AND THAT HAVING A DECENT PLACE TO LIVE IS IMPORTANT TO THEM.

AND IF WE CAN KEEP FUNDING, I THINK, I THINK HOUSING, THE HOMELESS IS VERY IMPORTANT AND SO IS KEEPING PEOPLE WHO'VE MANAGED TO HANG ONTO THEIR HOUSE IMPORTANT.

AND IT MIGHT BE THAT IT WOULD BE BETTER TO DO THE WHOLE ROOF THAN TO PATCH THE ROOF.

OR I'VE HEARD COMPLAINTS THAT THE BARRIER REMOVAL PROGRAM OFTEN MAKES, UM, PRETTY SIMPLE MODIFICATIONS, LIKE SHOWER CHAIRS, AS OPPOSED TO WIDENING DOORS, UM, WHICH IS A LOT MORE EXPENSIVE RAMPS ARE HUGELY EXPENSIVE AND THAT'S AN OUTDOOR ACTIVITY AND WE SHOULD BE CONCENTRATING MORE ON RAMPS SO THAT PEOPLE CAN GET IN AND OUT OF THEIR HOUSES.

SO THOSE WERE SOME IMPORTANT COMMENTS.

SO ARE YOU SAYING THAT YOU'VE ALREADY DONE THAT ALREADY? UM, ARE YOU SAYING THIS IS SOMETHING THAT YOU'RE ALL LOOKING TO DO FOR THE PHYSICAL UPCOMING PHYSICAL YEAR? CAUSE YOU SAID THAT THERE'S, UM, UNEXPENDED FUNDS THAT ARE CURRENTLY IN THE YEAR 20, 19, 2020.

I MEAN, UH, AND HOW MUCH ARE THOSE FUNDS THAT YOU'RE TALKING ABOUT? UH, IT IS ROUGHLY 2.6 MILLION.

AND, UH, IT IS, IS IT A PART OF THE COMMISSIONER? IT'S A PART OF THE PROPOSED ACTION PLAN.

AND WHEN YOU TALK ABOUT REMOVING MONEY FROM A CERTAIN PROGRAM, THAT'S BEEN IN PLACE FOR DECADES, AS WE KNOW, THAT'S WHAT, THAT'S, WHAT YOUR PROGRAM HAS ALWAYS OFFERED, UH, FROM THE BEGINNING.

UM, I WANT TO KNOW THAT BREAKDOWN, AND I KNOW I WANT TO KNOW WHAT PROGRAM YOU'RE TALKING ABOUT IT, YOU KNOW, TO BE SPECIFIC BECAUSE, UM, LIKE COMMISSIONER POP SAID, YOU KNOW, WE'RE GETTING, UM, YOU KNOW, REALLY NOT EVEN THE GOOD REPAIRS FOR THE HOMES HERE, ESPECIALLY IN MY AREA IN EAST AUSTIN, THESE HOMES ARE, YOU KNOW, 60 YEARS OLD AND FALLING APART.

AND THESE ELDERS AND, YOU KNOW, GENERATIONS THAT WANT TO TAKE OVER THESE HOMES ARE HAVING TO, UM, THE ELDERS ARE QUALIFYING.

THERE'S ABOUT A, YOU KNOW, HUGE WAITING LIST WITH MEALS ON WHEELS, URBAN LEAGUE, YOU KNOW, HABITAT FOR HUMANITY, ALL THESE PROGRAMS. AND WE'RE GETTING A REALLY, UM, YOU KNOW, THERE'S NOT ENOUGH MONEY FOR ALL THESE HOUSES.

THEY SAY, AND THEY'RE GIVING US SOME SHITTY WORK AND WE'RE NOT GETTING THE FULL WORK THAT THESE HOUSES NEED, LIKE LITTLE PATCH UPS AND LITTLE REPAIRS, MINOR REPAIRS INSTEAD OF HAVING FULL REPAIRS.

SO THAT IS THIS SOMETHING THAT IS BEING CHANGED BECAUSE OF WHY IS THIS A CITY, THE CITY OF AUSTIN, UH, ARE THEY'RE THE ONES THAT ARE PROPOSING THIS.

I MEAN, WHAT, WHERE DID THIS IDEA COME FROM TO START CHANGING THINGS, TO HOME, TO THE HOMELESS, UH, UM, PORTION OF, OF WHAT CRISIS THAT WE'RE FACING.

I DON'T GET WHERE THIS ALL CAME FROM.

SO A FEW THINGS I JUST WANT TO MAKE KNOWN.

UM, SO THE REPROGRAMMING OF FUNDS THAT ARE CARRYING FORWARD IS NOT NECESSARILY SOMETHING THAT WE'VE NOT DONE PRIOR.

WE TYPICALLY LOOK AT WHERE WE HAVE CARRY FORWARD DOLLARS THAT ARE NOT BEING DEPLOYED IN THE MOST TIMELY WAY.

AND WE'VE RECOGNIZED THERE'S A LOT OF COMPETING NEEDS ACROSS ALL OF OUR PROGRAMMATIC ENVIRONMENTS.

AND SO WE DO PERIODICALLY LOOK AT WHERE WE HAVE CARRY FORWARD DOLLARS, AND THEN WE LOOK AT AREAS WHERE THEY CAN BE EFFECTIVELY DEPLOYED.

UM, THIS, THIS ADDRESSES THIS COMMISSION AND ALSO COUNCIL AND COMMUNITY PRIORITIES AROUND THE CREATION OF NEW HOUSING FOR INDIVIDUALS, UM, IN NEED OF PERMANENT SUPPORTIVE HOUSING.

SO I JUST WANTED TO BRING, ARE YOU SAYING THAT THIS IDEA CAME OUT OF A AUSTIN HOUSING FINANCE, ARE YOU SAYING THAT, THAT YOU ALL TOOK THE ASSESSMENTS AND DID ALL YOUR SERVING AND YOU LOOKED AT THE BUDGET AND YOU ALL ARE FEELING THAT THIS IS WHERE MONIES NEED TO BE ALLOCATED TO.

I DON'T, I DON'T UNDERSTAND THAT CONCEPT WHEN THERE'S MONEY THERE TO OUR HOME REPAIRS, THERE'S ALMOST 2000 PEOPLE ON WAITING LISTS FOR HOME REPAIRS.

SO WHERE'S THAT MONEY WHERE THEIR HOME REPAIRS AND NOT JUST IN MY AREA, BUT I WOULD ASSUME IN EVERY DISTRICT AND EVERY AREA, THEY NEED HOME REPAIRS FOR PEOPLE'S HOMES, ESPECIALLY ONES THAT HAVE LOST THEIR JOBS AND THAT ARE ON FIXED INCOMES.

AND THAT ARE, ARE TAKING UNEMPLOYMENT RIGHT NOW.

FLOORS ARE BREAKING DOWN.

ROOFS ARE CAVING IN, WHERE IS THEIR MONEY AT? WHY ARE WE MOVING FEDERAL DOLLARS THAT BELONG TO THEM? I DON'T, I DON'T, I DON'T AGREE WITH THIS.

SO I'M GOING TO SPEAK AS A HOMELESS RECIPIENT, BUT YOU'RE NOW TALKING ABOUT SOME REALLY, I MEAN, HIGH DOLLAR MONEY WHEN THE CITY OF AUSTIN HAS AN OBLIGATION.

AND THAT OBLIGATION FOR THAT HOMELESS NESS HAS BEEN SOMETHING ON THE TABLE FOR QUITE SOME TIME.

AND FOR THEM TO COME TAKE OUR MONEY AWAY, TO PUT MONEY INTO THAT WHEN THEY CAN FIND OTHER DIFFERENT FUNDS AND RESOURCES FOR THAT, IT REALLY BOTHERS ME.

I REMEMBER EARLY ON, THERE WERE SOME BOTTLENECKS WITH CONTRACTORS OR LOGISTICAL ISSUES THAT WERE OUTREACH ISSUES, AND THOSE WERE ALL UNDERSTANDABLE.

UM, AND NOW COVID HIT, AND OF COURSE THAT PREVENTED US FROM BEING ABLE TO SPEND THOSE DOLLARS.

SO I TOTALLY UNDERSTAND, UH, WHERE WE'RE GOING WITH MAKING SURE THAT WE CARRY THOSE DOLLARS OVER, UH, INTO AN AREA THAT, UH, THAT WOULD BE THAT YOU GOT YOUR DRINKS STILL EFFECTIVE FOR US.

UM, I THINK SOMEBODY MIGHT NEED PUT IT IN THE FRIDGE, UH, EVERYONE THAT IS ON THE PHONE OR ON THE LINE, PLEASE MUTE YOUR LINE CHAIRMAN.

AND, UH, YOU KNOW, A LOT OF THEM WERE PRACTICAL, WHAT I, UM, YOU KNOW, WOULD LIKE TO DO.

UM, AND SO I, I DO RELATE TO COMMISSIONER POP'S RECOMMENDATION OF ACCEPTING IT, AND THEN GETTING MORE DETAILS LATER, I MIGHT LIKE TO COUNTER PROPOSE, UH, MOVING TO RECOMMEND, UH, THAT THIS ACTION PLAN PRIORITIES BE ALTERED, UM, SUCH THAT THEY ARE REFLECTED, UH, REFLECTIVE OF, UM, OF, OF WELL ALTERED IN SUCH A WAY SUCH THAT PROGRAMS THAT HISTORICALLY HAVE NOT BEEN ABLE TO HIT THEIR MILESTONES OR EXHAUST THEIR DOLLAR AMOUNTS OR, OR RATHER TO HAVE FULL DOLLAR AMOUNTS DEPLOYED, UM, BE DEPRIORITIZED, UH, IN THE FOLLOWING FISCAL YEAR.

UH, AND BECAUSE THE NEEDS ARE CHANGING SO DRAMATICALLY RIGHT NOW, UM, I WOULD SUGGEST THAT ANY PROGRAMS THAT WE'RE, YOU KNOW, IF WE DEFINE UNDERPERFORMING, UM, AS DURING THE PERIOD OF OCTOBER ONE, 2019 UNTIL FEBRUARY 28, 2020, WHICH IS PRETTY COVID, WHICH UNTIL THOSE TIME PERIODS WHERE EITHER WE'RE BELOW EITHER 75% OF THEIR GOAL ACHIEVEMENT OR DOLLAR DEPLOYMENT AT THOSE PROGRAMS BE DEPRIORITIZED AND THIS ACTION PLAN, BECAUSE I THINK THERE'S A VERY LOW PROBABILITY THAT THE BARRIERS THAT WERE, UH, CAUSING THOSE PROGRAMS TO NOT BE SUCCESSFUL.

I THINK THERE'S A VERY LOW PROBABILITY THAT WE WILL OVERCOME THOSE BARRIERS DURING THIS NEW FISCAL YEAR WITH COVID ON THE HORIZON AND THE DAUNTING ECONOMIC CRISIS IN PLACE.

AND I WOULD SUGGEST THAT THOSE PROGRAMS BE DEPRIORITIZED BECAUSE THERE'S A, THERE'S A LOW CHANCE THAT ANY, EVEN IN A PERFECT WORLD WHERE WE HAVE ALL THE FUNDING, THERE'S A LOW CHANCE THAT WE WOULD GET THE CONTRACTORS TO DO THAT WORK, UM, UH, AND BE ABLE TO JUST SOLVE THE LOGISTICAL BARRIERS.

AND I WOULD SUGGEST THAT ANY PROGRAMS THAT, YOU KNOW, DIDN'T ACHIEVE 75% OF A PRORATED GOAL OR DOLLAR DEPLOYMENT RATE BY FEBRUARY 28TH, 2020, UH, BD PRIORITIZED, AND THAT THOSE ALLOCATIONS IN THE UPCOMING ACTION PLAN BE FOCUSED MORE ON ASSISTING, UH, THOSE WHO ARE, UH, UNDER 30% OF MFI.

UM, AND, UM, YOU KNOW,

WHETHER THAT MEANS CREATION OF MORE AFFORDABLE UNITS OR, UM, UH, FOR DECLINED FUNDS, UH, LIKE THE RENT FUND, UH, THAT, YOU KNOW, JUST HELP FOLKS PAY THEIR RENT.

UM, I, I THINK THAT THOSE ARE IMMEDIATELY ACTIONABLE, UH, TYPES OF CAUSES THAT THE DOLLAR DEPLOYMENTS CAN CERTAINLY BE, UM, UH, YOU KNOW, EXTINGUISHED AND, UH, THAT APPLIED TO A NEED UH THAT'S THAT, UH, APPLIES TO A GROWING SECTOR OF THE POPULATION THAT'S SUFFERING.

I CAN HELP CRISIS.

UM, DO YOU FEEL THAT THAT'S A FRIENDLY AMENDMENT, OR DO YOU WANT TO RESPOND, ASK THE STAFF IF THAT'S POSSIBLE? AND THERE ARE CERTAIN THRESHOLDS THAT IF WE EXCEED THEM WHERE WE HAVE A MAJOR REPROGRAMMING, AND SO I WANT TO MAKE SURE THAT THE PERCENTAGE IS FIT, UH, YES.

I WANT TO JUST STRESS A COUPLE OF THINGS.

ONE, UM, I'M HEARING A LOT OF DIFFERENT COMMENTS AND WANT TO JUST STRESS.

WE ARE NOT CURRENTLY RIGHT NOW DECREASING THE, IN OUR HOME REPAIR PROGRAMS TOO.

I THINK IT IS WORTH NOTING THAT THE AUSTIN HOUSING FINANCE CORPORATION CURRENTLY RIGHT NOW DEPLOYS SOME OF THE DOLLARS FOR THE PROGRAMS. AND THESE ARE THE AREAS WHERE IT IS BEING PROPOSED TO REPROGRAM THE FUNDS.

SO OUR SUBURB, OUR SUBRECIPIENTS CURRENTLY RIGHT NOW WILL NOT REALIZE, FOR EXAMPLE, IN OUR GO REPAIR PROGRAM, THEY WILL NOT REALIZE A DECREASE.

I WOULD REQUEST THAT ANY CONVERSATION RELATED TO DECREASING DOLLARS OUT OF THESE AREAS GO THROUGH A ROUND OF STAKEHOLDER, UM, DISCUSSIONS, AND THAT WE HAVE MORE TIME TO WORK WITH OUR SUB-RECIPIENTS BEFORE ANY, UH, ACTION LIKE THIS IS BEING PROPOSED.

I DO RECOGNIZE THAT THE PANDEMIC IS HAVING AN IMPACT ON SOME OF OUR SUBRECIPIENTS ABILITY TO DEPLOY.

UH, IT IS, IT IS NOT, I DO NOT WANT TO SEND A SIGNAL WITH THE, UM, COMMISSION'S DISCUSSION TODAY, NOR ACTION THAT WE ARE DEFUNDING OR DEEP PRIORITIZING THIS ACTIVITY, BECAUSE WE RECOGNIZE IT IS IMPORTANT.

SO I WOULD LIKE TO, UH, DECOUPLE ANY KIND OF ACTION THAT WOULD SEND THAT SIGNAL AND RATHER WORK WITH THIS COMMISSION OVER THE COURSE OF THE NEXT FEW MONTHS, SO THAT WE CAN GET TO WAY BETTER PLACE TO MAKE A RECOMMENDATION GOING FORWARD.

UM, AS A REMINDER, THE ACTION PLAN IS OUR APPLICATION TO HUD FOR FEDERAL DOLLARS.

WE HAVE A LOT OF FUNDING THAT IS LOCAL FLOWING THROUGH, UH, THE COMMUNITY FOR OUR HOME REPAIR DOLLARS.

SO IT WOULD BE MY PREFERENCE THAT WE DECOUPLE ANY KIND OF DE PRIORITIZATION, UH, UM, DEFUNDING OR REDIRECTION, UM, OF THE FISCAL YEAR 21 BUDGET AND WORK WITH THIS COMMISSION GOING FORWARD TO, TO MAKE, UM, TO MAKE RECOMMENDATIONS RELATED TO THIS PROGRAMMATIC AREA OUTSIDE OF THE ACTION PLAN DISCUSSION CHAIR.
