HOW AGREED ROAD? UH, THIS IS THE POTENTIAL SITE OF A TESLA MANUFACTURING PLANT.

WE'RE DONE WITH THAT BRIEFING.

WE'RE GOING TO GO INTO EXECUTIVE SESSION AND DISCUSS THE, UH, ORIGIN TAX RATE ADOPTION ISSUES RELATED TO THE NOVEMBER ELECTION.

RODNEY ROBIN GONZALES, ASSISTANT CITY MANAGER AND MAYOR, AS HE HAD MENTIONED, TODAY'S BRIEFING IS CONCERNING THE DEVELOPMENT OF PROPERTY FOR THE POTENTIAL SIDE OF THE TESLA AUTOMOBILE MANUFACTURING PLANT.

TODAY, WE HAVE REPRESENTATIVES OF TESLA WHO WILL PROVIDE A PROJECT OVERVIEW AND PROJECT TIMING.

WHAT THAT'S TODAY, OUR PATEL SENIOR GLOBAL DIRECTOR OF POLICY AND BUSINESS DEVELOPMENT, AND VALERIE WORKMAN LEAD FOR THE PEOPLE EXPERIENCE AT TESLA, INCLUDING RECRUITING DIVERSITY AND HUMAN RESOURCES.

I'M JOINED BY VAL WORKMAN, WHO IS WITH ME ON OUR EXECUTIVE TEAM AND SHE, SHE LEADS OUR ENTIRE PEOPLE EXPERIENCE AT TESLA.

AND THAT, THAT INCLUDES RECRUITING CODES, DIVERSITY INCLUSION, COMMUNITY RELATIONS, WORKFORCE DEVELOPMENT, INTERN PROGRAMS. I SPENT 10 YEARS WORKING FOR THE PREVIOUS PRESIDENT AND THE ADMINISTRATION MOSTLY FOCUSED ON CLIMATE CHANGE AND ENERGY ISSUES, BUT FOR A BRIEF TIME, I WAS ALSO THE PRESIDENT'S LIAISON WITH LOCAL GOVERNMENTS.

AND SO I HAVE A DEEP APPRECIATION FOR THE WORK THAT Y'ALL DO, AND ESPECIALLY DURING THESE KINDS OF TOUGH TIMES.

SO A LITTLE BIT OF HISTORY.

SO BACK BACK IN 2006, UH, NEXT SLIDE, PLEASE, BACK IN 2006, WE PUT TOGETHER A SECRET MASTER PLAN AND THE PLAN WAS SO SECRET.

WE PUBLISHED ON THE WEBSITE FOR BASIC THINGS, CREATE A LOW VOLUME SPORTS CAR, THE ROADSTER, UM, USE THAT MONEY TO DEVELOP A MEDIUM VOLUME CAR AT A SLIGHTLY LOWER PRICE.

THAT'S THE MODEL S AND MODEL X, AND USE THAT MONEY TO DEVELOP AN EVEN MORE AFFORDABLE CAR.

AND THAT'S OUR MODEL THREE AND MODEL Y.

AND REALLY OUR MISSION IS TO KEEP DRIVING THE PRICE DOWN SO THAT MORE AND MORE PEOPLE CAN DRIVE ELECTRIC AND BE MORE AND MORE SUSTAINABLE.

THE LAST THING THAT A MASTER PLAN INCLUDED SOLAR POWER GENERATION.

SO THE REASON WHY I WANT TO GIVE YOU THIS IS BECAUSE THE NEXT FACTORY IS INCREDIBLY IMPORTANT TO FULFILLING OUR MISSION AND FURTHER DEVELOPING THAT MISSION AND IT'S CRITICAL.

SO THE NEXT SLIDE, UM, IT'S CRITICAL FOR US TO BE ABLE TO SERVE THE EASTERN PART OF THE COUNTRY OF THE U S UH, WITH OUR MASS MARKET VEHICLES, IN ADDITION TO BEING THE CENTRAL LOCATION FOR THE ENTIRE COUNTRY, FOR OUR CYBER TRUCK, WHICH IS SORT OF OUR VERSION OF THE PICKUP TRUCK.

AND HOPEFULLY THAT'S A, THAT'S A VERY, UH, POPULAR VEHICLE DOWN IN TEXAS.

SO NEXT SLIDE, UM, OVER THE, OVER THE LAST, I'D SAY FIVE MONTHS OR SO, MY TEAM HAS BEEN HEARING FROM VIRTUALLY EVERY STATE, EVERY GOVERNOR, BASICALLY EAST OF THE ROCKY MOUNTAINS, WE'VE ENGAGED IN A DISCUSSION WITH STATE LOCAL GOVERNMENTS LIKE YOURSELF, UH, TO BETTER UNDERSTAND THOSE COMMUNITIES, TO BETTER UNDERSTAND THE ATTRIBUTES, UH, TO, TO REALLY BETTER UNDERSTAND, UH, WHERE, WHERE WE REALLY NEED TO BE AND WHERE WE WANT TO BE AND WHERE WE CAN BE A PARTNER.

UM, THAT'S REALLY MOST IMPORTANT.

AND, AND OVER THE LAST COUPLE OF MONTHS, I'D SAY, UM, I I'VE PERSONALLY JUST BEEN OVERWHELMED WITH THE ENTHUSIASM.

I MEAN, UH, WHETHER IT'S HOUSTON TILLOTSON, UM, DR.

BURNETT OVER THERE, WHAT A, WHAT A WONDERFUL LADY AND LEADER, UM, YOU GUYS, OBVIOUSLY I'M A GEM AND THAT INSTITUTION, UM, THE WORLD, THE WORLD, THE ENTIRE WORLD KNOWS ABOUT UT AND, UH, ITS ENGINEERING EXPERTISE.

SOME OF OUR BEST ENGINEERS ACTUALLY ARE FROM UT AUSTIN COMMUNITY COLLEGE.

UH, THE NUMBER OF CONVERSATIONS THAT WE'VE HAD THERE HAVE JUST BEEN PHENOMENAL, UM, AND, AND EVERYTHING TOO, TO JUSTICE REENTRY PROGRAMS AS WELL.

UM, WE DIDN'T, UH, WE SPOKE A LOT TO JUDGE BISCO DURING THE COUNTY WORK AROUND, UH, WHAT'S IMPORTANT ON REENTRY PROGRAMS, AND WE CERTAINLY WANT TO BE A PARTNER THERE AS WELL, AND VAL WILL TALK TO THAT.

UM, BUT I THINK THE THING THAT'S KIND OF MAYBE INSPIRED ME THE MOST IS THE COMMUNITY DISCUSSIONS, THE NEIGHBORHOOD DISCUSSIONS, UH, EAST AUSTIN, UM, YOU KNOW, THERE'S, THERE'S A, I GUESS, A BIT OF A CHIP ON THEIR SHOULDER.

AND, AND I LOVE THAT.

I THINK TESLA HAS A LITTLE BIT OF THAT OURSELVES, UM, YOU KNOW, TRYING TO BREAK THROUGH IN A VERY COMPETITIVE INDUSTRY.

UM, AND, AND I FEEL LIKE THE, THOSE, THOSE INTERACTIONS WE'VE HAD HAVE JUST BEEN, I GUESS, IT'S SHINE THE LIGHT FOR ME ON, UH, PARTS OF AUSTIN THAT MAYBE YOU DON'T REALLY HEAR ABOUT AND, UM, HOW WE MIGHT BE ABLE TO ACTUALLY BE HELPFUL AND, UH, AND, AND, AND, AND PROVIDE SUPPORT AND UTILITY TO, UH, THE DELL VALLEY SCHOOL DISTRICT AND EASTERN AUSTIN.

SO THAT, THAT, UH, AND THEIR PARTICIPATION IN THIS PROCESS HAS JUST BEEN FANTASTIC.

SO WHY, WHY THIS SITE AND WHY HAS THIS SITE RISEN TO THE TOP OF OUR SEARCH? WHAT TO UNDERLINE? WE HAVEN'T MADE ANY DECISIONS, UH, NO ANNOUNCEMENTS, UM, BUT WE DO HAVE A NUMBER OF SITES BOTH INSIDE OF THE TEXAS AND OUTSIDE OF TEXAS, THAT WE'RE, WE'RE SO CONSIDERING SO REASONS FOR THE SITE, NUMBER ONE, UM, BUT FACTORY'S GOING TO NEED A VERY DIVERSE WORKFORCE.

AND, UH,

TWO THIRDS OF THAT WORKFORCE WILL NEED TO BE ENTRY LEVEL.

UM, SO THOSE ARE THE PRODUCTION ASSOCIATES MAINLY AND MATERIAL HANDLERS, UM, AND, AND THAT KIND OF WORK REQUIRES A HIGH SCHOOL DEGREE AND A WILLINGNESS TO LEARN.

AND THAT WAS GOING TO GET INTO THAT.

UM, WE'RE ALSO GOING TO NEED THE BEST ENGINEERS AND SCIENTISTS IN THE WORLD.

WE WANT TO BE ABLE TO ATTRACT THE BEST.

AND I THINK AUSTIN HAS THE COMBO OF THOSE TWO THINGS THAT MAYBE MANY OTHER COMMUNITIES WE'VE SPOKEN TO DON'T NECESSARILY HAVE IN SPADES LIKE YOU GUYS DO.

UM, SO THIS IS NUMBER ONE, THAT'S BEEN A BIG, BIG COMPONENT OF OUR DECISION MAKING PROCESS NUMBER TWO.

AND I THINK THIS IS THE PART I'M A, I'M AN ENVIRONMENT MYSELF.

AND, UM, AND THE FACT THAT THIS SITE THAT WE'RE LOOKING AT IN THE DEL VALLEY SCHOOL DISTRICT, AND WE SAID, AUSTIN IS, UM, IS IT'S AN OLD SAND AND GRAVEL MINING SITE.

UH, AND SO ALONG THE COLORADO RIVER, UM, IT HAS GREAT POTENTIAL, I THINK FOR RECREATION AND BEAUTY, BUT RIGHT NOW IT'S GOT MINING PITTS.

IT'S GOT NO RECREATION OPPORTUNITIES.

IN FACT, WHAT IT'S GOT IS ABANDONED BUILDINGS AND OLD CHEMICAL BEDS.

UM, SO I THINK THE VISION FOR US OF BEING ABLE TO TRANSFORM THIS OLD MINING SITE, THAT'S IN DISREPAIR INTO A SUSTAINABLE FACTORY WITH RECREATIONAL OPPORTUNITY FOR THE PUBLIC IS SOMETHING THAT REALLY FITS WITH OUR MISSION.

AND IT'S REALLY, FRANKLY, JUST CRUEL FOR ME AND A LOT OF FOLKS THAT WORK AT TESLA.

I THINK IT'S, UH, IT'S BEEN VERY ATTRACTIVE PART OF THIS PARTICULAR SITE.

AND THEN LASTLY, I THINK THE PARTNERSHIP WITH THE LOCAL COMMUNITY, ESPECIALLY WITH DELL VALLEY WOULD BE VERY ADVANTAGEOUS.

I THINK BOTH FOR THE STUDENTS, BUT MAYBE EVEN MORE IMPORTANTLY, UM, FOR THE ENTIRE COMMUNITY AND THE EFFORT THAT I THINK WE REALLY WANT MAKE TO, TO MENTOR, TO DEVELOP THE NEXT GENERATION OF WORKFORCE, BOTH FOR US AND FOR OTHERS, I THINK IS, IS, UH, IS REALLY INSPIRING.

SO I, THE, THE DELL VALLEY SCHOOL DISTRICTS, UM, CONTINUING TECHNICAL EDUCATION DIRECTOR, UH, TESTIFIED THE OTHER DAY.

UM, AND, AND SO DID THE, THE DIRECTOR OF CURRICULUM THE OTHER NIGHT, IT WAS, UM, I MEAN, I GUESS TO SUM UP THEIR COMMENTS, THEY SAID IT WOULD BE A GAME CHANGER TO HAVE, UM, SOMETHING LIKE THIS HAPPENING IN THEIR AREA.

SO AS I WRAP UP AND PASS IT OVER TO VAL, I'D LIKE TO PROVIDE JUST A LITTLE BIT OF ADDITIONAL INFORMATION ABOUT TESLA AS IT RELATES TO OUR MANUFACTURING AGREEMENTS AND OUR SAFETY RECORD.

THERE'S BEEN, UM, I GUESS SOME, YOU KNOW, SMALL NUMBER OF VOICES OUT THERE THAT ARE SAYING THINGS THAT SOMETIMES THEY'RE JUST EITHER INCORRECT, MAYBE THEY DON'T HAVE ALL THE INFORMATION, UM, BUT THOSE QUESTIONS HAVE BEEN RAISED.

AND, YOU KNOW, YOU DON'T HAVE TO TAKE MY WORD FOR IT ON THESE ITEMS. SO IN GIGAFACTORY IN NEVADA, THIS ISN'T SOMETHING YOU NEED TO SAY, OH, WELL, ROWAN'S TELLING ME, MAYBE I NEED, YOU CAN LITERALLY GO TO THE STATE OF NEVADA'S WEBSITE AND LOOK AT THEIR AUDITED FINANCIAL RECORDS, AUDITED REPORTS OF OUR JOB CREATION.

THIS $5 BILLION CAPITAL INVESTMENT IS ACTUALLY AN OLD NUMBER.

WE'RE ACTUALLY WELL ABOVE THAT AT 13,000 JOBS ON SITE, 15,000 CONSTRUCTION JOBS THAT, UM, OVER THE COURSE OF THE PROJECT, WE'VE LITERALLY EXCEEDED.

UM, AS THE GOVERNOR SAID, BOTH REPUBLICAN AND DEMOCRATIC GOVERNORS, UM, HAVE SAID WE'VE EXCEEDED EXPECTATIONS IN LITERALLY EVERY CATEGORY, UH, BOTH LOCAL HIRING, UH, SAFETY AND EVERYTHING ELSE THAT YOU COULD IMAGINE IN BETWEEN.

AND THAT'S TRUE.

THE NEXT SLIDE IS IT'S ALSO TRUE IN CALIFORNIA.

UM, THE, THE PLANT THAT WE HAD BEFORE OUT THERE WAS THAT WE BOUGHT WAS DURING THE RECESSION GM AND TOYOTA, UNFORTUNATELY HAD TO ABANDON THE FACTORY.

UM, WE CAME IN AFTERWARDS AND HAVE SPENT $3 BILLION PLUS MODERNIZING THIS FACTORY.

UM, IT'S IN DECADES, OLD FACTORY.

SO IT HAS A LOT OF THINGS THAT NEEDED REPAIR, A LOT OF THINGS THAT NEEDED TO BE DONE TO BRING IT UP TO, UH, TO FRANKLY, UP TO CODE.

UM, AND WE'VE DONE A LOT OF, A LOT OF THOSE INVESTMENTS, 10,000 PLUS JOBS IN FREMONT, UH, THE, THE ANCILLARY BENEFITS IN TERMS OF SUPPLY CHAIN AND ALL, I CAME ALSO BEEN A SIGNIFICANT, AS YOU CAN SEE ON THIS CHART.

AND THEN, AND, AND, AND OF COURSE IT'S THE SAME THING.

I MEAN, IF YOU, IF YOU LOOK AT THAT PREVIOUS FACTORY THAT WE SHOWED IN, IN FREMONT, THAT FACTORY, UH, THE, FROM 2008, WHEN WE TOOK OVER TO TODAY, IT'S FIT, IT'S 50% BETTER THAN WHAT WAS HAPPENING AT THAT FACTORY ON TOTAL RECORDABLE INJURY RATES AND A NUMBER OF OTHER, UH, A NUMBER OF NUMBER OF OTHER INDICATORS, SAFETY INDICATORS, UM, WHEN A PLANT THAT WAS ROBBED RUN BY GM VERSUS A PLANT THAT'S BEING RUN BY A TESLA TODAY.

SO I'M REALLY PROUD OF THE, THE EFFORTS THAT WE'VE MADE.

WE'VE ACTUALLY WON AWARDS ON FROM THE NORTH AMERICAN DYE CASTING ASSOCIATION THAT LAY THROUGH THE FACILITY IS IN, IN, IN CALIFORNIA, IS DOING JUST INCREDIBLE WORK.

YOU CAN IMAGINE FROM AN ENVIRONMENTAL PERSPECTIVE, UM, THE MINING OPERATIONS ARE ONGOING OUT THERE AS WELL.

UH, WE HAVE AN EXISTING APPLICATION ON THIS PROPERTY, WHICH IS THE AUSTIN GREENCARD, UH, THE CITY COUNCIL APPROVED THAT PART.

I'M FIRST READING IN MARCH OF THIS YEAR.

UH, THE PROPERTY IS LOCATED IN THE CITY'S ETJ AND UNDER STATE LAW AND CITY CODE POD IS THE ONE ZONING CATEGORY THAT WE ARE ABLE TO APPLY OUTSIDE OF THE CITIES CITY LIMITS.

AND WE CAN ACTUALLY USE THE TOOL IN THE ETJ.

UM, WHAT WE ANTICIPATE HAPPENING HERE, IT HAS NOT HAPPENED YET IS A TESLA WOULD FILE AN AMENDED APPLICATION.

THE STAFF WOULD NEED SOME TIME TO REVIEW THAT IT WOULD PROBABLY BE SOME PROCEDURAL ISSUES THAT WE WOULD HAVE TO GO THROUGH, UH, TO DEAL WITH THE, UH, THE CHANGE FROM THE EXISTING APPLICATION TO, UM, WHAT TESLA MAY FILE, UM, UPON OUR REVIEW OF THAT, WE WOULD THEN BRING IT BACK TO THE CITY COUNCIL, UM, FOR FINAL APPROVAL.

I DON'T HAVE A DATE FOR THAT YET BECAUSE WE HAVE NOT HAD A CHANCE TO RECEIVE THIS MIDDLE FROM TESLA AND FOR THE STAFF TO REVIEW IT.

UH, THE STAFF THAT'S REVIEWING, IT INCLUDES CHRIS HARRINGTON, THE CITY'S ENVIRONMENTAL OFFICER.

UM, HE HAS BEEN CUED IN ON THESE CONVERSATIONS AS WELL AS ANDY FROM DSD AND MYSELF.

UM, ONE THING I WOULD LIKE TO POINT OUT IS THAT, UM, ALTHOUGH WE CAN DO A PROJECT IN THE ETJ, IT WOULD PROBABLY ALSO BE POSSIBLE FOR THEM TO USE THE GIGAFACTORY WITHOUT DOING THE POD AND JUST HAVE THE PROPERTY IN THE ETJ, THE DIFFERENCES THAT THEY WOULD PROBABLY HAVE TO GO SEE ENVIRONMENTAL VARIANCES.

AS FAR AS REVIEW GOES, I'M IN THE SPIRIT OF HOUSE BILL 1445, WHICH WAS ALSO KNOWN AS THE SINGLE OFFICE.

UH, THE CITY OF LAWSON WILL WORK COLLABORATIVELY WITH TRAVIS COUNTY ON A REVIEW PROCESS FOR THIS SITE TO ENSURE A THOROUGH AND EXPEDIENT REVIEW, UM, CONSISTENT WITH OUR AUTHORITY IN THE ETJ.

THE CITY'S REVIEW WOULD FOCUS UPON WATER QUALITY CONTROLS AND ENVIRONMENTAL REVIEW.

UM, AND I GET OUT LIKE TO POINT OUT THAT THERE ARE EXISTING MINING OPERATIONS OCCURRING OUT THERE.

THERE ARE EARNED VALID MINING PERMITS AT A PART OF A MINING PERMIT IS AN OBLIGATION TO DO RECLAMATION, TO FIX THE DAMAGE THAT WAS DONE BY THE GRAVEL OPERATIONS.

SO THEY WOULD BE ALLOWED UNDER THE EXISTING MINING PERMITS TO GO OUT, BEGIN THAT RECLAMATION WORK, WHICH WOULD BE THE FIRST STEP OF PREPARING THE SITE FOR FUTURE DEVELOPMENT.

SO THAT CAN OCCUR TODAY WITHOUT ANY ADDITIONAL PERMISSION FROM THE, UH, THE CITY OR THE COUNTY.

UM, BUT WE DO ANTICIPATE THAT THEY'LL PROBABLY BE COMING IN, UM, POSSIBLY WITH AN AMENDED APPLICATION FOR THE PROPERTY AND WITH THAT ANDY AND I ARE AVAILABLE FOR ANY QUESTIONS, MAYOR PRO TEM.

SO, UM, THAT WOULD BE, UM, UP TO THEM UP TO THE PROPERTY OWNER AND TESLA, I GUESS, UM, HOW THAT, HOW THAT WOULD WORK OUT.

UM, BUT, UM, THERE WOULD PROBABLY BE SOME PROCEDURAL ISSUES.

AND WE'D PROBABLY HAVE A VIEW, A RE NOTIFICATION OR SOMETHING LIKE THAT.

UM, BUT THOSE ARE KIND OF INTERNAL STAFF PROCESSING ISSUES.

UM, BUT WE ANTICIPATE THAT IF TESLA DOES FILE, YOU KNOW, UM, AN AMENDED APPLICATION ON THE PROPERTY, WE OF COURSE WOULD REVIEW IT.

SO IF TESLA WERE TO FILE THIS APPLICATION THAT WE'RE SPEAKING ABOUT, I THINK WE'D BE LOOKING AT TWO THINGS, ONE COMPARING IT TO WHAT'S ALLOWED THERE TODAY, WHICH IS LIMITED BECAUSE IT'S IN THE ETJ.

SO WE WOULD BE COMPARING WHAT'S ALLOWED DCJ VERSUS WHAT THEY'RE ASKING TO MODIFY, WHICH IS WHAT HAS ALLOWED ME TO SAY.

AND THEN THE SECOND PART IS THAT THE, UM, WE'D ALSO BE LOOKING AT WHAT THE PROPERTY IS USED FOR TODAY, WHICH IS LIKE I SAID, A MINING OPERATION, WHICH IS PROBABLY THE LEAST DESIRABLE ENVIRONMENTAL SITUATION.

SO ALMOST ANYTHING THAT THEY COULD DO ENVIRONMENTALLY, I DON'T MEAN ANYTHING, BUT YOU CAN PROBABLY ONLY GO UP HERE ON BARTON, EMILY.

UM, AND SO WE WOULD BE LOOKING AT THAT SITUATION AS WELL AS COMPARING TO WHAT'S ALLOWED TO BE THE CITY DOES HAVE, AS I SAID, ENVIRONMENTAL AUTHORITY IN TECH, WHEN, WHEN THE, WHEN THE STATE GAVE US 40, THEY RECOGNIZE THE WATER DOESN'T STOP AT JURISDICTIONAL LINES.

YOU KNOW WHAT I MEAN, WATER FLOWS FROM ONE JURISDICTION TO ANOTHER, AND THAT'S WHY WE HAVE ENVIRONMENTAL AUTHORITY IN THE ETJ.

AND SO IF THEY NEEDED ANY ENVIRONMENTAL MODIFICATIONS, THAT WOULD BE A WAY TO DO IT.

THE ALTERNATIVE IS TO GO ASK FOR VARIANCES AND THAT, SO ONE LAST QUESTION, UM, YIELD TO OTHERS.

BUT, UM, WHAT ABOUT THE, IF, IF THERE'S, UH, UH, A DECISION TO MAKE, TO GO DOWN THE PATH ON A VARIANCE ON VARIANCES, IS THERE ANY PARTICULAR TIMELINE ASSOCIATED WITH THAT FROM THE CITY'S PERSPECTIVE? UM, NOT THAT I'M AWARE OF, BUT I HAVE TO CHECK THE MR. HARRIS.

AND SO, FROM MY PERSPECTIVE, I ALWAYS LIKE TO UNDERSTAND ACROSS THE FULL, THE FULL GAMUT OF EVERYBODY THAT'S WORKING FOR A COMPANY IN ONE, IN ONE ROLE OR ANOTHER.

SO THAT'S, THAT'S THE GOAL, UM, FOR CONTRACTS THAT WE DO IN CONTINGENT WORK FOR FOREST, WHETHER IT'S IN BUFFALO OR NEVADA OR CALIFORNIA, THERE'S THERE'S, BUT ONE THING THAT IS, UH, IS CONSISTENT ACROSS THE BOARD IS THAT THE HEALTH CARE BENEFITS.

AND WE ACTUALLY PUT THAT, UM, AS A PART OF THE COUNTY AGREEMENT, UH, WE PUT THAT IN THERE JUST TO GIVE FOLKS EVEN MORE ASSURANCE THAT, UH, IN FACT, ANYBODY THAT WAS A CONTINGENT WORKER WOULD ALSO HAVE THOSE, THOSE HEALTH CARE AND BENEFITS AS WELL, BUT THERE ARE VARYING DIFFERENT BENEFITS DEPENDING ON WHAT CONTINGENT WORKFORCE YOU'RE TALKING ABOUT.

AND, UM, I THINK THE WAGES ON THE WAGES SIDE, AGAIN, SAME THING, UM, THERE'S A FLOOR BUILT INTO THE COUNTY AGREEMENT OF $15 AN HOUR FOR ANYONE THAT IS GOING TO BE COUNTED TOWARDS THE JOB REQUIREMENT.

UM, THE THERE'S AN ESCALATOR BUILT IN, WHICH IS ACTUALLY ABOVE AND BEYOND THE COUNTY POLICY, THE COUNTY STANDARD POLICY.

SO THERE'S AN ESCALATOR EVERY YEAR, THAT IS THE CONSUMER PRICE INDEX.

SO I THINK THAT'S A, THAT'S ANOTHER, UH, PROTECTION THAT WE'VE BUILT INTO THE CONTRACT WITH THE, UH, WITH THE COUNTY.

THAT BEING SAID, THE MINING PERMITS ARE VERY OLD, I THINK, BUT THE ORIGINAL ORIGINALLY STARTED SHOOTING THE FIFTIES.
