GUY ROSE VIDEO FEED TO BE LIVE.

AND NOW THAT I SEE IT IS WE'RE OFFICIALLY ABLE TO KICK OFF THE MEETING.

SHE HAD DIALED IN TO LET US KNOW, BUT THAT'S WHERE WE ARE AND WE'RE ABOUT TO KICK OFF.

SO WITH THAT BEING SAID, I'LL ASK EVERYONE TO PLEASE GO ON MUTE.

UM, UH, JUST GO AHEAD AND GIVE ME A SIGN OF THUMBS UP OR SOMETHING.

IF YOU HAVE ANY QUESTIONS OR IF YOU'D LIKE THAT TO MAKE A POINT OF ORDER, UH, DO WE HAVE FOR HIM? CAN YOU HEAR ME? UH, YES.

UH, I APOLOGIZE IF YOU CAN HEAR ME.

I SAID WE HAVE CORN, UH, AT THE BEGINNING OF MY STATEMENT.

SO IF YOU CAN HEAR ME, PLEASE GO ON MUTE.

OKAY.

WE HAVE CORN AND WE'RE NOT GOING TO GET STARTED JUST TO MAKE SURE IT'S CLEAR FOR EVERYONE.

WE HAVE TO WAIT TILL WE HAVE THE VIDEO FEED LIVE FOR THE VIDEO CONFERENCE TO MAKE SURE WE'RE IN COMPLIANCE FOR THE QUORUM.

SO NOW THAT WE HAVE THAT, WE'RE READY TO GET GOING.

UH, AS YOU CAN SEE, WE ARE LAUNCHING OUR

[CALL TO ORDER]

MEETING TODAY.

UH, MY NAME IS NAMED MAYA FITS THE THIRD.

I'M CALLING TO ORDER, UH, A SPECIAL CALLED MEETING OF THE COMMUNITY TECHNOLOGY AND TELECOMMUNICATIONS COMMISSION TODAY, JULY THE 24TH, 2020.

UH, WHAT YOU HAVE ON THE SCREEN RIGHT NOW, UH, IS PRETENDING TO OUR FIRST ORDER OF BUSINESS, UH, WHICH IS THE APPROVAL OF THE MINUTES.

HOWEVER, PRIOR TO THAT, WE ARE RESPONSIBLE FOR A ROLL CALL, WHICH I'LL BE DOING PERSONALLY BASED UPON VISUALLY SEEING WHO'S ON THE CALL.

I'M GOING TO READ THE NAMES OF EVERYONE PRESENT, STARTING WITH THE TOP ON MY SCREEN.

I SEE COMMISSIONER PRESENT.

I SEE COMMISSIONER DE FLOYD PRESENT.

I SEE COMMISSIONER MALCOLM NEEDS PRESENT.

I SEE COMMISSIONER NICOLE THOMPSON, BEAVERS PRESENCE, AND I SEE COMMISSIONER SOPHIE GUIRO PRESENT.

AND I'M THE ACTING CHAIR, EXCUSE ME.

I'M THE ELECTED CHAIR.

AND THE NAME IS NAMED MAYA PITTS AND I'M PRESENT.

SO WITH THAT, WE'LL GO AHEAD AND PROCEED WITH OUR AGENDA

[1. APPROVAL OF MINUTES – July 10, 2020]

ITEM.

ONE IS THE APPROVAL OF THE MINUTES I HAVE THAT ON THE SCREEN FOR EVERYONE'S CONVENIENCE.

IT'S VERY SIMPLE BECAUSE WE BEGAN THE PROCESS OF DISCUSSING THE PRIORITIES FOR ANY WORK PLAN.

AND WE DID NOT FINISH THAT PROCESS.

SO BASICALLY, UH, MY APOLOGIES, WELL, WHAT I'M SHOWING YOU RIGHT NOW, IT'S ACTUALLY THE JUNE, JULY 10TH MINUTES.

AND WHICH YOU ALL HAVE A COPY OF IN YOUR INBOX.

IF, UH, YOU GOT SMARTER THAN ME JUST NOW IS A COPY OF THE ACTUAL MINUTES, BUT FOR THE SAKE OF EXPEDIENCY, THEY'RE ABOUT AS SIMPLE AS WHAT YOU SEE BEFORE YOU, UH, BECAUSE THIS WAS OUR AGENDA AND WE DIDN'T FINISH THIS AGENDA, BUT WE JUST NEED AN APPROVAL OF SAID AGENDA RATHER THAN MINUTES AS TRANSPIRED.

SO I'M LOOKING FOR A MOTION TO APPROVE THE MINUTES AS EMAILED US AS THE RECORD, JUST TO APPROVE A COMMISSIONER THAT SCOOP ANY A SECOND TO APPROVE THAT, TO BEGIN A VOTE.

OKAY.

I FORGOT.

I HEARD A SECOND FIRST BLACK COMMISSIONER FLOYD.

I HEARD YOU COMMISSIONED YES AS WELL, BUT HEARD MR. FORD FIRST.

OKAY.

SO, OKAY.

SO I AM CALLING THIS MOTION A SECOND TO MOVE RATHER, AND SECOND IT, AND I'LL NOW LOOK FORWARD TO A VOTE ALL IN FAVOR, VOTE TO APPROVE THE MINUTES AS PRESENTED BY JESSE OUR EMAIL AND NOW IS ON MY SCREEN.

PLEASE SAY, AYE, AYE, AYE.

ANY OPPOSED OR ABSTAINING? OKAY.

WE HAVE A UNANIMOUS VOTE TO APPROVE THE MINUTES AS PRESENTED RIGHT NOW.

EVERYONE SHOULD BE ON MUTE EXCEPT FOR ME.

I WILL REALLY APPRECIATE THAT.

AND AGAIN, PLEASE WAIT TO BE RECOGNIZED FOR QUESTIONS UNLESS YOU CAN'T HEAR ME OR THERE'S A LAG FOR SOME REASON AND YOU SEE I'M OFF.

OKAY.

[00:05:01]

WITH THAT,

[2. NEW BUSINESS (Discussion and Possible Action) a. Commission Discussion on Annual Priorities for the Annual Work Plan and Final Approval Vote]

WE'LL GO AHEAD AND PROCEED TO AGENDA ITEM NUMBER TWO, THE BUSINESS, WHICH IS OUR DISCUSSION ON ANNUAL PRIORITIES AND MANUAL WORK PLAN.

AND WITH THAT, I'LL GO AHEAD AND SHARE ANOTHER PORTION OF MY SCREEN BEGINNING WITH OUR CHALLENGE STATEMENTS, WHICH WE DID ACTUALLY GET A CHANCE TO DIVE INTO LAST MEETING, LIKE TO GO AHEAD AND I CAN GO AHEAD AND GET JUST A, A VISUAL REPRESENTATION OF EVERYONE.

WHO'S HAD A CHANCE TO TAKE A LOOK AT THESE NOTES OR CONTRIBUTE JUST WITH A HAND OR NOT.

OKAY.

I KNOW COMMISSIONER EATS HAS HAD A CHANCE SO MUCH.

IF YOU HEARD MY, NOT MY STATEMENT, UH, COMMISSIONER, YOU DID HAVE A CHANCE TO CONTRIBUTE AND COMMISSIONER THAT SUIT WELL SAID.

YOU ACKNOWLEDGED THAT WITH A THUMBS UP OR NOT.

PLEASE.

THANK YOU SO MUCH FOR YOUR CONTRIBUTIONS.

I APPRECIATE THAT.

NOW DIVING INTO THESE CHALLENGE STATEMENTS, UH, ALL OF THE I DID WAS MAKE A LITTLE, A FEW SUBTLE CHANGES AND BEEN ONE DISTINCT CHANGE, UH, BASED ON WHAT I THINK IS OUR FOCUS OF THE COMMISSION AND HOW THESE CHALLENGES SHOULD REALLY BE OUTLINED, UH, AND HOW WE PURSUE THEM THROUGH ACTIONS AND AGENDA ITEMS THROUGHOUT THE YEAR.

SO BEGINNING WITH THE FIRST ONE, WHAT WE'RE LOOKING FOR BASICALLY IS AGREEMENT OR THE CHALLENGE, UH, EXTREME CHALLENGE WITH SOMETHING THAT YOU SEE HERE, PLEASE SAY.

SO, UH, WE'LL LOOK TO APPROVE THESE.

SO BEGINNING WITH THE FIRST ONE, HOW CAN THE COMMISSION THAT SUPPORT SUSTAINED COMMUNITY TECHNOLOGY DEVICE AND INTERNET ACCESS FOR ALL AUSTIN RESIDENTS SUBMIT EXTREME DISRUPTIONS TO NORMAL COA SERVICE OPERATIONS, SUCH AS LIBRARY SCHOOLS AND SEEING THE BOSTON PROPERTY CLOSURES.

UH, JUST TO CLARIFY, I PUT DEVICE BECAUSE WE'RE LOOKING COURSE TO MAKE SURE THEY HAVE ACCESS TO A DEVICE AND THE INTERNET.

SO THAT WAS TO REPLACE A GENERAL TECHNOLOGY.

I ADDED THE WORD DEVICE.

HOW'S EVERYBODY FEEL ABOUT THAT FIRST ONE.

OKAY.

ALL RIGHT.

THAT LOOKS GOOD TO ME.

YEAH.

YOU KNOW ANOTHER WORD FOR DEVICE? I'M NOT SURE ABOUT THE DEVICE, THE EQUIPMENT, MAYBE.

SHOULD WE SAY EQUIPMENT? OKAY.

WELL, I DEFINITELY DON'T WANT TO DO IS SPEND TIME WITH THE METRICS BECAUSE WE UNDERSTAND THAT'S NOT WHAT DOES IT, NO, I APPRECIATE THAT.

I APPRECIATE THAT.

UH, LET ME EXPLAIN WHY IT SHOWS DEVICE RIGHT NOW.

WHAT WE DO IS WE ACTUALLY GIVE DEVICES RIGHT THROUGH THE AUSTIN PUBLIC LIBRARY LENDING PROGRAM, UH, AND THROUGH OUR OWN, UH, OUR OWN RECOVERY PROGRAM AND G TOPS, UH, THESE ARE ACTUALLY REFERRED TO AS DEVICES.

UH, I BELIEVE, I BELIEVE CONTRACTUALLY, BUT EVEN REFERRED TO AS DEVICES.

UH, BUT MAYBE NOT, THEY KNOW IT.

AND SO IS THERE A QUESTION, COULD YOU MAKE A DEVICES INTO A DEVICE? YES.

YES.

THAT WAS A TYPO ON MY PART.

SO YES, OF COURSE.

YES.

THAT'S A TYPO.

I SHOULD HAVE SAID DEVICES.

OKAY.

OKAY.

UH, I'M GOING TO TAKE IT A LITTLE BIT DIFFERENT TACT ON THIS, UH, WITH EXPEDIENCY IN MIND, I'M GOING TO READ THROUGH ALL OF THESE, AND THEN I'M GOING TO ASK YOU SINCE WE'VE ALL HAD THE CHANCE TO REOPEN IT AHEAD OF TIME, AND THEN CIRCLE ME BACK TO YOUR CHALLENGES.

NEXT QUESTION IS HOW MUCH COMMISSION ENCOURAGE AND MONITOR THE DEVELOPMENT ADOPTION AND DEPLOYMENT OF SMALL CELL AND OTHER ADVANCED CARRIER TECHNOLOGY ON A CITYWIDE BASIS WITH A PARTICULAR FOCUS ON EXTENDING FLEX SERVICES BEYOND THE DOWNTOWN AREA? UH, I WANT TO, I WANT TO EXPLAIN THAT I TOOK OUT A UPCOMING BECAUSE ADVANCED REFERS TO BOTH ADVANCED AND UPCOMING A CARRIER I ADDED BECAUSE I WANT TO MAKE SURE TO SPECIFY A VARIETY OF TECHNOLOGIES THAT MIGHT INCLUDE CHANGES THAT SPECTRUM IS MAKING TO THEIR NETWORKS

[00:10:01]

THAT MIGHT INCLUDE SMALL CELL.

UH, THAT MIGHT INCLUDE THINGS THAT WE DON'T KNOW IF IT HASN'T BEEN DISCUSSED, BUT THE POINT IS WHATEVER THEY'RE DOING THAT MIGHT ACTUALLY IMPACT ADOPTION DEPLOYMENT AND SERVICE DELIVERY.

AND I WANT TO PROVIDE AN ANECDOTE BRIEFLY, UH, WITH THAT IN MIND, UH, A LOT OF CHANGES ARE GOING ON AND I'VE NOTICED A LOT OF PEOPLE HAVING DIFFERENT SERVICE ISSUES, UH, PERSONALLY THAT I'VE, I'VE INTERACTED WITH.

UH, THERE'S A REASON WHY SOME OF THESE THINGS ARE HAPPENING, BUT IT'S AN OPPORTUNITY CLEARLY FOR TRANSPARENCY AND TO MAKE SURE THAT WE'RE DOING OUR BEST, UH, UH, TO MAKE SURE AS INNOVATIONS ARE BEING IMPLEMENTED FOR EXPANDED SERVICE OFFERINGS, THAT BOOTH REVENUE FOR THESE CARRIERS, THAT THE STATE WILL SERVICES ARE NOT BEING SACRIFICED.

UH, THIS IS VERY GOOD.

I REALLY LIKED IT.

I WOULD MAKE ONE ADDITIONAL WORD AND EQUITABLE DEPLOYMENT ADOPTION AND EQUITABLE DEPLOYMENT IN THE FIRST LINE.

OKAY.

I APPRECIATE THAT.

UH, NOW I WANT TO POINT OUT SOMETHING BECAUSE WHEN YOU TALK ABOUT EQUITABLE DEPLOYMENT, I THINK YOU DELVE INTO, UH, ANOTHER ISSUE.

AND WHAT I DID WAS I APPOINT THE COMMISSIONERS OUT SCOOP TO MADE, UH, THAT WAS ECHOED BY OTHER COMMISSIONERS, UH, IN LIGHT OF, UH, AN INSIGHT THAT AROSE DURING OUR WORK.

YOU RECALL ABOUT THE POSSIBILITY TO INCENTIVIZE CARRIERS AND WHAT WE MIGHT BE ABLE TO DO WITH THAT.

RIGHT.

WELL, I DID NOT WANT TO DO WHAT'S TO COMBINE OUR DUTY AS A COMMISSION, UH, TO PROVIDE OVERSIGHT ON THE USE OF THE TECHNOLOGY BY A MOAT, THROUGH PARTICIPATION, TRANSPARENCY, AND OPEN DATA AND EQUITABLE ACCESS WITH OUR MANAGEMENT OF THE CARRIERS AND HOW WE MANAGE THE CARRIERS.

RIGHT? SO WHAT I DID WAS I MADE IT CLEAR THAT THAT'S A SEPARATE CHALLENGE AND IT WAS, I INCLUDED THAT ISSUE OF EQUITABLE ACCESS AND GEOGRAPHIC IMPLEMENTATION INTO THAT CHALLENGE.

SO SKIPPING TO THAT, RIGHT? SIX, HOW MIGHT A COMMISSIONING COURAGE CITYWIDE.

NOW WE NEED TO READ THIS.

OKAY.

NOW THIS IS WHERE, THIS IS PART OF THE RECORD HERE.

SO, UH, SO I'M NOT PROCEEDING WITH THE CHALLENGE STATEMENTS.

HOW MIGHT THE COMMISSION ENCOURAGE CITYWIDE AND EQUITABLE GEOGRAPHIC IMPLEMENTATION BY ALL CARRIERS? NOPE, THAT'S, THAT'S THE CHALLENGE NOW GUYS IS POSSIBLY THAN INCENTIVIZING CARRIERS TO DELIVER AFTER WE'LL ACCESS, BECAUSE WE STILL HAVE TO FOR HOW WE CAN DO THAT.

NEVERTHELESS, WE STILL LOOK TO BE ALWAYS ENCOURAGING, EQUITABLE GEOGRAPHIC IMPLEMENTATION.

UH, SO I HOPE WE ALL AGREE ABOUT THAT.

UH, UH, SO JUMPING BACK UP TO THE THIRD STATEMENT, CHALLENGE STATEMENT, HOW MIGHT THE COMMISSION ACCOMMODATES THIS AND OVERSIGHT AND INSIGHT SHARING FOR CITY OF AUSTIN SMART CITY AND OPEN GOVERNMENT EFFORTS, VERY STRAIGHTFORWARD, AND A CONTINUATION OF THE THINGS WE'VE BEEN DOING FOR THE PAST SEVERAL YEARS WHEN IT COMES TO OPEN DATA AND OPEN DATA PORTAL.

UH, AND SO ON, THAT'S THE QUESTION CHALLENGE, HOW MIGHT COMMISSION WORK WITH OTHER COMMISSIONS AND ACROSS ALL CITY DEPARTMENTS TO IDENTIFY, BE FOR INSIGHT, KNOWLEDGE SHARING AND COLLABORATION ON MADISON, PACKING, COMMUNITY TECHNOLOGY AND TELECOMMUNICATION STRATEGY, BUDGET IMPLEMENTATION, AND SERVICE DELIVERY.

NOW I ADDED THE BLUE, THE BLUE PORTIONS OF THE ONES THAT I ADDED, I BELIEVE THE RED ONES BY COMMISSIONER THAT KUKA, AND THEN MAYBE SOME OTHERS AS WELL.

THE POINT OF THIS IS TO SPAN THE CHALLENGE THAT WE HAVE, UH, SPECIFICALLY, UH, BEYOND JUST NETWORKING BEYOND JUST REACHING OUT, UH, YOU KNOW, TO ACTUALLY MAKE IT MORE, A HANDS ON THE TACTICAL IN SITUATIONS WHERE WE REALLY SHOULDN'T BE INVOLVED.

UM, AND NUMBER FIVE, HOW MIGHT THE COMMISSION USE THAT KNOWLEDGE TO PROMOTE PARTICIPATION, TRANSPARENCY, OPEN DATA, ACCESS TO SERVICES BY CITIZENS.

AS

[00:15:01]

I STATED EARLIER, SEPARATING THAT CHALLENGE FROM HOW WE MANAGE CARRIERS AND, UH, EQUITABLE GEOGRAPHIC IMITATION OF SERVICES.

SO WITH THAT READ OF THE CHALLENGE STATEMENTS, I'D LIKE TO BEGIN, UH, BY REACHING OUT TO SOME OF THE COMMISSIONERS WHO, UH, HAVE BEEN LESS VOCAL, UH, AND TO SEE IF THEY HAVE ANY INPUT OR THOUGHTS OR CONCERNS ABOUT THESE CHALLENGES THAT DON'T FEED THE BODY.

SO I APPRECIATE THAT NOW WITH THAT BEING SAID, UH, FOR THOSE THAT ARE FREQUENTLY WANT TO CONTRIBUTE, FEEL FREE TO ADD ANYTHING THAT YOU MIGHT, IF NOT, THAT'S FINE TOO.

I'M HAPPY TO DO IT.

OKAY.

THAT SOUNDS GOOD.

THEN WITH THAT, WHY DON'T WE GO AHEAD AND LOOK FOR A, IT SEEMS LIKE WE HAVE CONSENSUS THAT I'D LIKE TO GO AHEAD AND GET A MOTION, UH, YOU KNOW, ESSENTIALLY FOR, UH, AND THEN I WANT TO BE CLEAR ABOUT THIS TOO.

UH, WHEN IT COMES TO THIS PLAN, IT'S MY RESPONSIBILITY AS THE CHAIR TO SUBMIT A PLAN.

EVIDENTLY ACCORDING TO THE BYLAWS, IT'S NOT EVEN REQUIRED FOR COMMITTEE FOR THE CHAIRS TO GET INPUT FROM COMMISSIONERS ON THE PLAN TO ME, I DON'T UNDERSTAND WHY ANY COMMISSION WOULD NOT ANY CHAIR WOULD NOT GET INPUT FROM THEIR COMMISSIONERS ON THEIR PLAN, BUT THAT IS HOW THINGS ARE STATED, UH, WITH THAT BEING SAID, AS I MENTIONED, UH, BEFORE WANTING TO GET CONSENSUS.

SO AT, I, I FEEL COMFORTABLE IF SOMEONE'S PROVIDING A MOTION, WE'LL GO AHEAD AND VOTE ON THESE CHALLENGE STATEMENTS.

AND THEN YOU HAVE MY ASSURANCE THAT THESE WILL BE PUT SPECIFICALLY INTO THE PLANT.

SO IS THERE A MOTION FOR THESE TO BE APPROVED? WE APPROVED THIS.

I SENT THEM TO, OKAY.

WE HAVE A MOTION TO APPROVE THESE CHALLENGED STATEMENTS, UH, BY, UH, COMMISSIONER DIETZ AND SECONDED BY MR. SCOOPED UP.

UH, AND, UH, I DO WANT TO GET SOMETHING CORRECTED FOR THE RECORD JUST TO UNDERSTAND, BECAUSE THIS IS A BOATING ITEM.

UH, JESSE AND JOHN, CAN YOU CONFIRM, UM, IF, WHEN IT COMES TO VOTING, UH, AND BY THE WAY, HELLO, COMMISSIONER REINHARDT WHEN IT COMES TO VOTING.

UM, IF THAT IS BASED OFF OF QUALM ATTENDANCE, UH, AT THE START OF THE MEETING, UH, IF ANYBODY CAN VOTE ONCE THEY JOIN THE MEETING, UH, HOW DOES THAT WORK? BECAUSE I DON'T WANT TO, UH, I WANT TO MAKE SURE TO GIVE COMMISSIONER REINHART YEAH.

TO, TO VOTE IF IT'S APPROPRIATE.

YES.

COMMISSIONER, ANYBODY THAT JOINS ANY COMMISSIONER THAT JOINS AT ANY POINT DURING THE MEETING CAN VOTE, REGARDLESS OF WHETHER THEY'RE COUNTED FOR QUORUM.

OKAY, GREAT.

GREAT.

WELL, UH, IN FAIRNESS, UH, TO COMMISSIONER REINHART, UH, YOU SHOULD KNOW WHAT YOU'RE VOTING ON.

UM, UH, LET ME JUST ASK YOU, HAVE YOU HAD A CHANCE BY CHANCE TO READ OVER, UH, THE CHALLENGE STATEMENTS THAT I SMELLED OR THAT JOHNSON OUT.

OKAY.

ALL RIGHT.

SO NOW WE'RE ACTUALLY TAKING THE EMOTION WE GOT UP, UH, OVERALL CONSENSUS, ONLY SOUND STATEMENTS.

SO WE'RE JUST ABOUT TO VOTE, UH, ON THEM.

UM, DO YOU FEEL COMFORTABLE EITHER? UH, DO YOU HAVE A REQUEST THAT FOR US TO DELAY THAT VOTE, DO YOU FEEL COMFORTABLE WITH STAINING? HOW WOULD YOU LIKE TO PROCEED? UM, I APOLOGIZE FOR BEING LATE.

IT'S VERY, JUST WORK IS CHALLENGING RIGHT NOW.

UM, I WOULD, I'LL JUST ABSTAIN AND LET YOU GUYS CONTINUE AND THEN TRY TO CATCH UP.

OKAY.

I APPRECIATE YOU UNDERSTANDING, UH, WITH THAT BEING SAID, WE HAVE A MOTION, AS I MENTIONED BY COMMISSIONER, BEST GROUPED UP, EXCUSE ME, COMMISSIONER NEEDS.

AND SECOND BY COMMISSIONER, ALL IN FAVOR OF APPROVING THESE CHALLENGE STATEMENTS FOR OUR COMMISSION.

PLEASE SAY, AYE.

AYE.

ALL OPPOSED.

AND, UH, ANYONE WAS STAINING.

OKAY.

SO WE HAVE SIX COMMISSIONERS AND FAVOR, UH, AND ONE ABSTENTION BY COMMISSIONER REINHARDT WITH THAT, THESE WERE CHALLENGED STATEMENTS THAT WE ROLLED OUT INTO OUR PLAN.

UH, AND THESE ARE, THIS IS, THIS IS A LIVING DOCUMENT.

THESE CHILD STATEMENTS SHOULD NOT BE MOVING TARGETS.

UH, BUT WHEN IT COMES TO THE WORK AND ACTIONS, WE TAKE, THOSE ARE ALWAYS AMENDABLE AND, UH, YOU KNOW, BUY A BOAT.

SO IF ANYONE FEELS AS THOUGH THERE'S SOMETHING THEY'RE CONCERNED ABOUT THAT WE EVEN VOTED ON THIS, FEEL FREE TO BRING IT UP.

WE'LL ADDRESS IT AS A COMMISSION.

ALL RIGHT.

WITH THAT SAID, LET'S GO AHEAD AND MOVE ON.

[00:20:01]

LET'S SEE HOW WE'RE DOING ON TIME.

ALL RIGHT.

WE'VE GOT AN HOUR NOW, JUST UNDER AN HOUR TO GET INTO THE WORKING GROUP BUSINESS AND PLANNING.

SO THAT GIVES US BASICALLY ABOUT 18 MINUTES PER WORKING GROUP.

AND I WANT THE TIME TO BE DIVIDED EQUITABLY.

SO, UH, THAT'S HOW WE'RE GOING TO DO IT.

WE'LL JUST GO AHEAD AND BASICALLY GO THROUGH, UH, GIVE EACH ONE 18 MINUTES AND THEN MOVE FORWARD.

UH, GETTING STARTED JUST OVER OF, OF THE FORMS THAT HAVE GONE OUT WHILE I GO AHEAD AND JUMP INTO THE TECHNOLOGY INFORMATION, EXCUSE ME, TECHNOLOGY INNOVATION, UH, INFRASTRUCTURE AND INNOVATION WORKING GROUP.

DOES THE INFRASTRUCTURE NEED THEIR 18 MINUTES? WE COULD POSSIBLY DONATE THAT SINCE IT SEEMS THAT WE PACK A FAIRLY COMPLETE DOCUMENT ALREADY.

WELL, I DO APPRECIATE THAT.

AND, UH, IT'S CERTAINLY, UH, A REASONABLE, UH, AND, AND REALLY THOUGHTFUL SUGGESTION.

UH, TH THE ONE THING THAT WE NEED TO MAKE SURE TO CONSIDER IS THAT THE WORKING GROUPS, SO THE OPPORTUNITY FOR THE WORKING GROUPS TO REALLY GET IN THE WEEDS ABOUT THINGS, BUT AN IDEAL SCENARIO WOULD HAVE EVERY COMMISSIONER INVOLVED IN EVERY WORK GROUP DISCUSSION.

SO WE REALLY SHOULDN'T GLOSS OVER THESE, UH, WORKING GROUP, UH, DETAILS, UH, PARTICULARLY AS THIS IS THEIR OPPORTUNITY OUTSIDE OF THE WORKING GROUP TO IMPACT THEM.

UM, NOW WE'VE HAD, AT LEAST NOT, NOT QUITE THE TWO WEEKS I'D HOPED FOR, UH, AT LEAST HAD FIVE OR SIX DAYS AS A COMMISSION, LOOK AT ALL THESE THINGS, AND THAT'S NOT LOST ON ME.

UH, BUT WITH THAT BEING SAID, I WILL CERTAINLY DEFER TO ANYONE, NOT IN THE WORKING GROUP THAT WON'T GO OUT AND POLICE FOR A MOTION TO VOTE.

THAT THAT WAY WE KNOW THEY'RE COMFORTABLE WHERE WE ARE UP WITH THAT BILL.

I APPRECIATE THAT SUGGESTION.

LET ME GO AHEAD AND JUMP IN.

WELL, CHIRPIES, SINCE I'M ONE OF THOSE WHO MADE THE EDITS, I THINK I'M PRETTY MUCH DONE COMMENTING ON THE, ON THE INFRASTRUCTURE WORKING GROUPS GOALS.

SO I WILL KEEP QUIET AND MAYBE WE SHOULD OPEN THE MIC UP TO THOSE WHO ARE NOT PART OF THE WORKING GROUP TO CHIME IN AND CRITIQUE WHAT WE HAVE PROPOSED.

THAT'S A GREAT IDEA.

WHY DON'T WE GO AHEAD AND DO THAT? UH, AND I'M ALL ABOUT IDEA SHARING.

I THINK THAT, UH, ONE OF THE THINGS WE WILL DO HERE, UH, IF I CAN GET TO DEFEND OPEN, UH, THAT FISCAL, JUST THIS DISCUSSION REALLY, UH, IN BETWEEN COMMISSIONERS LEE, THIS, THIS SESSION, RATHER THAN AN ENGAGEMENT MRS. RYAN HART, UH, COMMISSIONER THOMPSON, BEAVERS, AND COMMISSIONER GOT RO, UH, TO SHOW YOU HERE, WHAT WE'VE DONE.

WE BULLETED THE THINGS THAT WORKING GROUP FOCUSED ON OVER THE PAST YEAR.

AND THERE'S A LIST BELOW OF THINGS THEY WANT TO FOCUS ON NEXT YEAR, AS YOU'LL SEE IT'S SOME OF IT'S CONTINUATION OR, UH, AN EVOLUTION.

UM, THESE INNER CITY DISCUSSIONS WITH SAN ANTONIO HAS BEEN VERY HELPFUL, UH, SAME WHEN IT COMES TO, UH, AND TO BE ON TOPICS, WHETHER THEY'RE ON ONE TOUCH, MAKE READY, OR, UH, THEY'RE ON TOPICS AROUND SMALL CELL IN FIVE G, UH, THAT HAVE LED TO MORE COLLABORATION WITH AUSTIN ENERGY, UH, AND OTHER DEPARTMENTS THEY'VE BEEN VERY HELPFUL.

I THOUGHT FOR THE COMMISSION AND I THINK THE WORK GROUP WOULD AGREE.

UM, WE HAVE THE DOCUMENT IN FRONT OF YOU, SO YOU COULD PROBABLY SCROLL AND READ FASTER THAN I CAN READ TO YOU.

UM, BUT LOOKING AT WHAT THEY'D LIKE TO DO THE NEXT YEAR, AND SORRY, I WANT TO BACK UP A LITTLE BIT, UH, THE LITTLE DEPLOYMENT WE'VE BEEN TRYING TO KEEP TABS ON THAT, AND THEY'VE BEEN CANDID WITH US, UH, AS THEY, AS MUCH AS THEY COULD BE.

AND WE'RE WORKING FOR IS GETTING MORE FORMAL BITES ABOUT THE ROLLOUT.

THERE ARE BULLETED AGENDA ITEMS FOR EACH OF THESE THINGS THAT WERE, UH, SPELLED OUT ALSO IN THE, UH, THE DOCUMENT THAT JESSE SENT OVER TO US ALL AHEAD OF OUR LAST MEETING.

AND, UH,

[00:25:03]

AS YOU CAN SEE, THE FOCUS IS ON IDENTIFYING OBSTACLES AND OPPORTUNITIES PRIMARILY, UH, AND KEEPING TABS FOR THE RECORD.

THIS INCLUDES THE CITYWIDE SCHOOL DEPLOYMENT.

WE JUST SPOKE OF, IT INCLUDES THAT NETWORK AND AUSTIN INTRODUCED FIBER.

IT INCLUDES ALIGNMENT WITH TRANSPORTATION AND PROJECT CONNECT AND OTHER CAT MITCHELL PLANS, UM, AS FAR AS MONITORING AND AS WE ALL DO, UH, YOU KNOW, TO ACT AS AN ADVOCATE ON CITY PROJECTS.

SO ONE OF THE THINGS THAT, UH, I MIGHT ADD, AND I'M NOT SURE IF IT HAS A SPECIFIC WORKING GROUP RIGHT NOW, UM, WOULD BE RELATED TO THE TESLA MOVE TO DELL VALLEY.

UM, YOU COULD CERTAINLY SAY THAT IS A GENERAL, UM, PUBLIC PRIVATE PARTNERSHIP OPPORTUNITY, WHICH IS SOMETHING WHICH WE ARE TRYING TO ADDRESS IN DIFFERENT WORKING GROUPS, BUT THAT IS SUCH A BIG THING THAT I THINK IT REALLY DOES NEED THE WHOLE ATTENTION TO THE COMMISSION.

UM, WHEN IT COMES DOWN TO IT MUCH LIKE WE HAVE DEALT WITH OTHER ISSUES LIKE, UH, RECOMMENDATION LETTERS AND THINGS THAT SHOULD BE ADDRESSED COMMISSION ONE.

SO, UH, ANY QUESTIONS OR THOUGHTS, UH, COMMISSIONERS, UH, REINHARDT THOMSON BEAVERS, AND GUIRO ABOUT THESE WORKING GROUP PLANS OR, UM, I GOT ONE COMMENT AND THAT IS, I'M NOT SURE THAT THE TEST PLANT IS WITHIN THE BOUNDARIES OF THE CITY OF AUSTIN, TRAVIS COUNTY, BUT I'M NOT SURE ABOUT THE PLANS FOR THE CITY OF BOSTON TO ANNEX THAT AREA AROUND ONE 30.

UH, THEY DO.

WE NEED TO CONFIRM THAT WELL, YEAH, I THINK, I THINK YOU'RE RIGHT.

UH, UM, COMMISSIONER, UH, IT WOULD BE HELPFUL TO CONFIRM, AND I THINK WHAT THAT WOULD DO THEN IS HELP WITH FOCUS ON WHICH WORKING GROUP WILL BE INVOLVED, BECAUSE I CAN TELL YOU RIGHT NOW FOR EXAMPLE, THAT, UM, BECAUSE IT IS TRAVIS COUNTY, IT IS SOMETHING WHICH CERTAINLY IS PART OF R AND IN PARTICULAR, THE PART OF TRAVIS COUNTY, BUT IT'S IN, UH, THAT IS ALLIED, UH, FROM A CHALLENGE STANDPOINT, UH, TO THE EASTERN CRESCENT WITH CONNECTIVITY ISSUES BECAUSE OF THAT, IT'S CERTAINLY, UH, WOULD BE A FOCUS OF THE DIGITAL INCLUSION WORKING GROUP, UH, AND STRATEGIC POLICY IMPACT WORKING GROUP RIGHT NOW.

UM, YOU KNOW, BECAUSE OF, UH, AGAIN, IT BEING PART OF TRAVIS COUNTY CAN BE, UM, THAT MAKES IT A KEY PART OF INFRASTRUCTURE AS WELL, AND INFRASTRUCTURE DEVELOPMENT.

UH, YOU KNOW, I THINK YOUR POINT IS WELL TAKEN.

UH, AND AT THE SAME TIME, UH, I WOULD HAVE TO REALLY ENTERTAIN AN ARGUMENT WHY WE SHOULD NOT FIND A WAY TO, UH, TO GIVE IT OUR ATTENTION.

IT'S EASTER.

IT'S GOOD TO BE LOCATED EAST OF THE EAST OF THE AIRPORT.

AND IT BOGS DOWN VALUE IS THAT WITHIN, UM, THIS WAS A DEAL BETWEEN TRAVIS COUNTY AND VALLEY, UH, WERE INVOLVED EARLY ISD WAS INVOLVED, TRAVIS SCOTT.

OKAY, WELL, UH, LET ME KIND OF GRAB THE RAIN AND SEE A LITTLE BIT MORE.

SO WE DO HAVE SOME EXTRA TIME THOUGH.

SOME MIGHT REALLY BUG THAT ABOUT THE GENDER RIGHT NOW, BUT, UM, RIGHT.

AUSTIN STATE COUNCIL, UH, VOTED IN FAVOR OF THIS.

YEAH, RIGHT WORLD.

WE'RE ALL APPOINTED BY CITY COUNCIL.

[00:30:01]

SO AS THE COMMUNITY TECHNOLOGY AND TELECOMMUNICATIONS COMMISSION, WE NEED TO HAVE A HANDLE ON MAKING SURE THAT THIS IS CONTINUES TO BE GOOD FOR CITY COUNCIL, THE CITY OF AUSTIN, BECAUSE THEY'RE CLEARLY TECHNOLOGY INNOVATORS RIGHT.

AT TESLA.

UH, AND IT'S CLEARLY AN ECONOMIC DEVELOPMENT BOOM FOR THE CITY, WHICH IS GOING TO IMPACT TECHNOLOGY INFRASTRUCTURE IN THE EASTERN PORTION OF TRAVIS COUNTY AND AUSTIN, WHICH AGAIN IS, IS US.

SO, SO, UH, I WOULD, AGAIN, I WOULD LOVE TO, UH, PUT A PIN IN THIS, UH, BUT I WOULD JUST CHALLENGE ANYONE TO REALLY THINK ABOUT HOW A GOOD REASONS WHY WE SHOULD NOT BE INVOLVED IN SOME CAPACITY, UH, IN THIS, IN THE FACT THAT OUR COUNCIL IS, LET ME ROLL UP TO THE COMMISSION LEVEL, THE SIX POINTS AND SEE IF YOU NEED TO ADD A SEVENTH POINT, OR CAN WE ADD THIS EXISTED? YOU KNOW, WHAT ARE THE EXISTING SIX POINTS? UH, WELL, IF YOU'RE REFERRING TO THE CHALLENGE STATEMENTS.

YEAH.

BUT THEY'RE JUST THAT, UH, WHEN IT COMES TO THE BUSINESS, UH, THAT IS STILL CONDUCTED IN THE WORKING GROUPS.

AND SO I I'VE IDENTIFIED THIS, NOT AS A CHALLENGE STATEMENT, UH, BUT AS AN ITEM FOR BUSINESS OUTSIDE OF WORKING GROUP AND WE'LL HAVE TO DO IS WORK IT OUT AS A COMMISSION ON DECIDING WHICH WORKING GROUP WILL FOCUS ON IT, OR WHICH ASPECTS THAT WE WANT TO TRY TO DIVE INTO.

UH, BUT, UH, THIS IS ONE OF THOSE THINGS THAT, UH, WASN'T BORING.

UH, SOME REASON TOOK THE NOTE TO, TO REALLY EXPLAIN WHY SUCH A HUGE PROJECT THAT'S GONNA IMPACT OUR CITY, OUR COUNTY, UH, AND TECHNOLOGY AND INFRASTRUCTURE.

UH, SHOULDN'T BE PART OF OUR FOCUS TO SOME DEGREE, IT'S GOING TO BE PART OF A FOCUS TO SOME DEGREE.

AND SO WE WOULD JUST HAVE TO DECIDE, UH, TO WHAT EXTENT THAT IS, WHETHER OR NOT IT'S SOMETHING WHICH, UH, NO ONE ELSE IS INTERESTED IN.

AND THEN I ONLY FOCUSED ON, I FEAR THE DOUBT, UH, BUT THAT'S CERTAINLY COULD BE A POSSIBILITY, UH, BUT EITHER WAY IT WILL BE A FOCUS OF THIS COMMISSION.

AND AGAIN, BARRING SOME REASON THAT SOMEONE PROVIDES.

I SHOULDN'T BE, THAT MAKES SENSE.

THAT MAKES SENSE.

RIGHT.

IT COULD BE THAT THE CITY OF AUSTIN IS GOING TO CONTINUE EXPANDING AN ANNEX THING OUT THERE TO GRAB THE, UH, TAX SPACE.

SO THIS PROBABLY COME UP AT SOME POINT, HOW CAN WE LEVERAGE THIS NEW DEVELOPMENT WAY OUT THERE? UM, DO YOU, UH, GIVE MORE CITIZENS ACCESS? WELL, I CAN TELL, I LOOKED IT UP WHILE WE'RE TALKING ABOUT IT.

UM, AND THE WAY IT'S COME UP IS IT, THE SITES THAT TUSSLE WANTS IS IN THE ETJ, IT'S ON A PLANNED URBAN DEVELOPMENT, UM, CALLED AUSTIN GREEN.

AND SO WE'RE KIND OF WORKING THROUGH THE PLANNING COMMISSION, TRYING TO FIGURE OUT HOW TESLA WOULD, UH, USE A PORTION OF THAT LAND.

SO THAT'S WHERE THE CITY'S COMMITTEE JURISDICTION COMES IN AND DECISION MAKING COMES.

AND IT'S NOT, THERE'S NO INCENTIVES OR ANYTHING ON THE TABLE FROM THE CITY THAT WAS FROM THE COUNTY AND FROM THE ALLELE.

SO JUST WANT TO THROW IT OUT THERE, BUT IT IS UNDER THE CONSIDERATION FROM A DIFFERENT ARM OF THE CITY.

OKAY.

I HAVE A QUESTION ABOUT THAT.

IF IT'S IN THE ETJ, THERE WAS A LAW THAT WAS PASSED A COUPLE YEARS AGO BY THE STATE LEGISLATURE.

SO IT SAID THAT CITIZENS NEEDED TO VOTE NOW IN ORDER TO BE ANNEX, WHEREAS BEFORE THE CITY COULD JUST ANNEX THEM.

SO WOULD THIS APPLY TO A TESLA? UH, YEAH, BECAUSE IT, THEN IT SAYS IN HERE, IT'S BECAUSE IT'S A, BECAUSE IT'S A PLAN HERE, PUD IS A PLANNING UNIT DEVELOPMENT, UM, BECAUSE IT'S AN ATL READY THAT THE CITY CAN EXERCISE SOME AUTHORITY OVER HOW THE LAND IS USED.

SO NOT NECESSARILY ANNEXED, BUT, UH, THE ETJ GIVES AUSTIN A. LITTLE BIT OF REACH ON IT.

I MEAN, WE COULD, WE COULD FIND OUT MORE ABOUT HOW THE JURISDICTION WORKS, BUT THIS IS JUST WHAT I PULLED UP FROM THE MAYBE J RIGHT.

WELL, THAT MIGHT BE GOOD TO RESEARCH THAT THING.

YEAH, NO.

OKAY.

YOU KNOW, I DO, I DON'T WANT TO PAUSE FOR A SECOND IF I COULD, PLEASE.

I'M SORRY.

I'M COMMISSIONED UP.

UM, I DIDN'T ACTUALLY HEAR ANYTHING FROM COMMISSIONERS REINHARDT, COMMISSIONER THOMPSON, BEAVERS, OR COMMISSIONER GUIRO.

UH, AND I DON'T WANT TO PUT YOU ON THE SPOT, BUT I JUST WANTED TO MAKE SURE THAT ONCE WE WENT ON THIS PATH THAT YOU WEREN'T ABOUT TO SAY SOMETHING,

[00:35:03]

OKAY, STOP FISHING REINHART.

I THINK THAT IT'S AN EXTRAORDINARY OPPORTUNITY TO HAVE TESLA, EVEN IN OUR ETJ.

SO IF YOU'RE LOOKING FOR SUPPORT IN INCLUDING THAT AS A, YOU KNOW, AROUND THE ROADMAP FOR THIS YEAR, I THINK THAT THAT WOULD BE SMART TO DO THANK YOU, UH, COMMISSIONER, A DUCK SOUP THAT LOOKS LIKE YOU WERE ABOUT TO SAY SOMETHING I DIDN'T MEAN TO BE RUDE, BUT YOU KNOW, TO ME, TESLA IS A VERY EXCITING ENTERPRISE, VERY EXCITING MAKER OF SOME VERY EXCITING PRODUCTS, ET CETERA.

BUT THE EXCITEMENT REALLY IS CONTAINED WITHIN THE FRAME.

THE FACT THAT IT'S, UH, UH, YOU KNOW, SEMI AUTONOMOUS CAR, THE FACT THAT IT'S GOOD, THIS MASSIVE, MASSIVE BATTERY, AND IT RUNS ON THE BATTERY, ET CETERA, THE TECHNOLOGY TO CHARGE THE BATTERY.

THERE'S A LOT OF TECHNOLOGY IN THERE, BUT IN MY MIND, IT'S STILL A COMPANY THAT'S MANUFACTURING A PRODUCT AND THE NUMBER OF TESLAS THAT SELL IN THE STATE AND THIS GUY, AND THEN THIS COUNTY, AND THEN THE CITY WILL NOT CHANGE.

IT'LL WILL STILL BE ME.

THEY'LL USE THE SAME NUMBER OF PEOPLE BUYING TESLAS.

AND I THINK THE REAL CHALLENGE IS AS A NUMBER OF TESLAS WHO LIVE FOR IT, HOW DOES THAT AFFECT OUR TRANSPORTATION NETWORK AND OUR TRANSPORTATION INTELLIGENCE FROM A SMART CITIES POINT OF VIEW? CAN WE, IT DOESN'T MATTER WHETHER TESLA MAKES THEM HERE OR MAKES THEM IN TIMBUKTU.

SO I AM NOT, I'M MISSING THE, THE VALUE OF THEM COMING INTO TOWN, UNLESS THEY REQUIRE CERTAIN TECHNOLOGICAL CONNECTIONS.

THEY WILL ENABLE THEM TO MANUFACTURE THE CAR.

I'M, YOU KNOW, WHAT IS FUNNY IF YOU KNOW, WHAT IF TSMC WERE TO BUILD ANOTHER FABULOUS, WOULD THAT MAKE A DIFFERENCE? SAMSUNG IS ALREADY HERE.

SO I'M NOT TRYING, I'M NOT, I'M TRYING TO UNDERSTAND WHY THE TESLA NAME SHOULD CHANGE OUR GOALS.

WELL, I WANT TO BE CLEAR, UH, PERSONALLY, THAT TESLA IS NOT CHANGING OUR GOALS, UH, RIGHT.

WHAT'S HAPPENING IS BECAUSE CITY COUNCIL HAS, I THINK, UNANIMOUSLY APPROVED AUTHORIZATION OF CITY OF BOSTON PROPERTY FOR USE BY TESLA, WHO IS A TECHNOLOGY INNOVATION COMPANY, OBVIOUSLY MORE THAN THEY ARE REALLY A TRANSFER TRANSPORTATION COMPANY AT THIS POINT.

UH, THEY REALLY MET THE ARTIFICIAL INTELLIGENCE, UH, BATTERY COMPANY, RIGHT.

UM, BECAUSE CITY COUNCIL HAS VOTED FOR THAT AND WE KNOW IT'S GOING TO NEED THAT JUST BECAUSE OF WHAT WE KNOW ABOUT ENTERPRISE, AT LEAST WHAT I KNOW ABOUT ENTERPRISE AND BUSINESS, THAT THEY'RE GOING TO NEED INFRASTRUCTURE, UH, OUT THERE TO SUPPORT THEIR DEVELOPMENT EFFORTS, THAT SUPPORT THAT TECHNOLOGY, TO SUPPORT THEIR MANUFACTURING, UH, KNOWING ABOUT THE 5,000 JOBS, UH, THAT THEY COMMITTED TO THE CITY AND KNOWING HOW IT'S LOCATED IN AN AREA THAT IS HISTORICALLY ASPECT BY THE ISSUES THAT IMPACTED THE DIGITAL DIVIDE.

UH, I CAN'T HELP, BUT NOT IMAGINE HOW THIS WOULD BE GOOD FOR THE CITY AND HOW IT COULD IMPACT MANY OF THE PLANTINGS THAT OUR MISSION DRIVES TO IMPROVE.

UH, SO, UH, I, YOU KNOW, I, I HAVE A LOT OF IMAGINATION AROUND POSSIBILITIES, UH, RELATED TO THIS AND LOCATION OF WHERE IT IS, UH, IN TERMS OF BENEFIT TO THE CITY OF AUSTIN AND THE THINGS WE'VE BEEN WORKING FOR THE COMMISSION FOR THE PAST FOUR YEARS.

UM, I, I'M NOT TRYING TO SUPPOSE THAT FOR THAT MATTER, ALL OF THE COMPANIES THAT EXIST HERE, UH, AMONGST FOR FORTUNE 500 OR EVEN SMALLER MAY OR MAY NOT HAVE ISSUES, UH, RIGHT.

UH, THAT ALL COMPANIES TEND TO HAVE, UH, SORT OF NOT TRYING TO SUPPOSE THAT, UH, I'VE WORKED AT A WHO'S WHO, OF MANY OF THESE COMPANIES MYSELF PERSONALLY, THAT I'M VERY PROUD OF.

UH, EVEN IF I DON'T NECESSARILY AGREE WITH EVERYTHING, BUT EVERYBODY I'VE WORKED FOR IS DONE, UH, RIGHT.

I, AGAIN, UH, I APPRECIATE YOUR THOUGHT ON THIS.

UM, I KNOW THAT IT'S NOT A GOAL, RIGHT.

BUT WHAT IS A PERSISTENT GOAL,

[00:40:01]

UH, OF A COMMISSION IS TO, YOU KNOW, TO JUST TO LOOK OVER THESE, THESE SOUND STATEMENTS HERE, ONCE THEY COME UP, WELL, MINE, AREN'T COMING UP RIGHT NOW.

I'M NOT GONNA WORRY ABOUT THAT.

OKAY.

HERE WE GO.

WAIT, THAT'S NOT EVEN, THAT'S WHAT I WANT.

OKAY.

YEAH.

SO TO BE CLEAR, UH, WHAT I RECOGNIZE IS THAT, UM, COLLABORATING IN SOME CAPACITY, WHETHER IT'S IN SERVICE OF NONPROFITS, UH, WHETHER IT'S THE SERVICE OF, UH, EQUITABLE ACCESS, UH, NONPROFITS THAT FOCUS ON DIGITAL INCLUSION, WHETHER IT'S EFFECTIVE, UH, AND IN SERVICE OF, UH, EQUITABLE ACCESS, UH, WHETHER IT'S IN SERVICE OF A GEOGRAPHIC EQUITABLE GEOGRAPHIC IMPLEMENTATION, UH, WHETHER IT'S IN SERVICE OF, UH, YOU KNOW, I THINK ABOUT THE DIFFERENT GOALS WE HAVE HERE, PARTICULARLY ONES THAT ARE CITYWIDE FOCUSED, BEING INVOLVED, UH, AND COURAGING, UH, COLLABORATIVE INVOLVEMENT IN SERVICE OF OUR GOALS SEEMS LIKE A GOOD THING.

AND I REALLY, I REALLY JUST, I GUESS, YEAH, I MIGHT ASK BECAUSE I JUST ONE UNDERSTANDING OFFLINE ABOUT HOW IT COULD BE A BAD THING, BECAUSE WE DON'T HAVE A WHOLE LOT OF, A LOT OF TIME RIGHT NOW.

YOU WANT TO MOVE ON, UH, ALTHOUGH WE'RE STILL DOING PRETTY GOOD.

UH, AGAIN, IT'S NOT ONE OF THE FORMAL GOALS.

IF ANYONE HAS ANY CONCERNS ABOUT HOW IT COULD BE BAD FOR THE CITY OF AUSTIN, PLEASE DIRECT THAT TO ME OFFLINE, OR, UH, IT EMAILED ME SEPARATELY, UH, EVEN A COMPENSATION ABOUT IT.

UH, AND THEN WE'LL ADDRESS IT, UM, BECAUSE WE ALL HAVE BLIND SPOTS.

UM, OH, I NEVER SAW A TESLA COMING INTO TOWN IS GOING TO BE A BAD THING.

ALL I SAID WAS, I'M NOT, I'M TRYING TO UNDERSTAND HOW THIS COMMISSION CAN AFFECT WHICH WAY THIS DECISION HAS GONE OR WHICH WAY IT'S GOING TO GO TO ME JUST AS NOT GOING TO DESIGN.

IT'S A FANTASTIC COMPANY.

IT'S INCREDIBLE TECHNOLOGY.

OKAY.

I PERSONALLY HAVE WORKED IN SOME OF THESE TECHNOLOGIES BEFORE I RETIRED.

NO, NO, THIS IS NOT A TERM, NOT A SLAP ON, THEY'RE NOT GOING TO DESIGN THE CARS.

THEY'RE NOT GOING TO BUILD THE BATTERIES.

ALL THEY'LL DO IS THEY'RE GOING TO ASSEMBLE THE CARS.

SO I'M TRYING TO UNDERSTAND HOW THIS COMMISSION CAN BE INVOLVED IN THE STARTUP OF THIS COMPANY, HOW THEY CAN BE INVOLVED IN, IN, IN, IN HOW THE CITY RELATES TO THIS, ET CETERA, THE DAILY ELECTRICITY ROADS, THEY NEED WATER.

AND OF COURSE THEY NEED BRAGGING CONNECTION, ET CETERA.

ALL OF THESE COMPANIES NEED THAT.

AND I'M TRYING TO UNDERSTAND WHAT IS SO SPECIAL ABOUT THIS MANUFACTURING PLANT THAT THIS COMMISSION NEEDS TO BE INVOLVED.

THAT'S ALL.

OKAY.

AND I APPRECIATE THAT.

SHERIFF IS ASKING A QUESTION, PLEASE.

JUST A CLARIFICATION.

UM, MY, MY PERSPECTIVE FROM WHAT IT'S BEEN PRESENTED HERE IS THAT, UM, WHAT WE'RE DOING IS REALLY LARGER THAN JUST ONE PARTICULAR COMPANY.

BUT, BUT THE POINT IS, IS THAT AS DIFFERENT BUSINESSES ARE COMING TO AUSTIN, THAT WE AS COMMISSIONED FIND WAYS TO COLLABORATE WITH THESE BUSINESSES TO LEVERAGE WHATEVER IT IS THAT THEY HAVE THAT MAY BENEFIT THE CITIZENS OF AUSTIN.

SO EVEN SAY, FOR INSTANCE, THIS WE'RE SPEAKING OF TESLA, IF THEY DO ONE SPRAY, ONE SPECIFIC THING HERE THAT DOESN'T NEGATE THE FACT THAT THEY MAY NOT BE ABLE TO ASSIST OUR MISSION WITH COMING UP WITH DIFFERENT, INNOVATIVE WAYS TO BRING TECHNOLOGY INTO ENSURE THAT WE ARE, UM, YOU KNOW, UM, UM, BRIDGING THAT DIGITAL DIVIDE HERE, IT COULD BE SOME SPECIAL PROJECT THAT THEY MAY HAVE THE CAPACITY TO WORK ON, OR TO DO

[00:45:01]

THAT THEY MIGHT, THAT MIGHT NOT HAVE ANYTHING TO DO WITH THE BUSINESS THAT THEY DO HERE, BUT WHAT THE COMPANY DOES.

SO AM I UNDERSTANDING CORRECTLY THAT OUR MISSION IS, IS TO, IS TO GO TO COMPANIES ARE TO FIND WAYS TO COLLABORATE WITH COMPANIES ON A LARGER SCALE AND NOT JUST SPECIFIC TO WHAT IT IS THAT THEY DO SO THAT WE CAN TAKE ADVANTAGE OF THEIR POSITION AND, AND, AND, AND, AND THE THINGS THAT THEY ARE DOING IN ORDER TO ADVANCE TECHNOLOGY.

BECAUSE TO BE HONEST WITH YOU, IF WE'RE JUST LOOKING AT JUST WHAT WE KNOW AT THIS PARTICULAR TIME, WE'RE GOING TO ALWAYS BE BEHIND THE CURVE, BUT IN ORDER TO GET AHEAD OF THE CURVE WITH REGARDS TO TECHNOLOGY, IF WE CAN JUST BE OPEN TO COLLABORATING WITH DIFFERENT BUSINESSES, THEN THAT ALLOWS US TO BE, TO ME MORE INNOVATIVE.

SO I'M JUST TRYING, I JUST WANT TO MAKE SURE THAT I UNDERSTAND, BECAUSE THAT WAS MY UNDERSTANDING.

THAT IS A WONDERFUL WAY OF SAYING THAT IS I REALLY LOVE THAT STATEMENT.

LET'S NOT FOCUS ON TESLA, BUT FOCUS ON BUSINESSES COMING IN AND HOW WE CAN LEVERAGE IT FOR THE CITY I LOVE.

OKAY.

SO LET, LET'S, LET'S GET SOME ORDER, PLEASE.

ME, UH, UH, COMMISSIONER THOMPSON ADDRESS THE QUESTION TO ME, UH, RIGHT.

SO, UH, I APPRECIATE THAT AND, UH, APPRECIATE YOU UNDERSTANDING THE NEED FOR ORDER, UH, COMMISSIONER, UH, THOMPSON.

AND I APPRECIATE YOUR STATEMENT TO COMMISSIONER DASGUPTA, UM, TO ANSWER YOUR QUESTION.

YES, YOU ARE CORRECT.

UH, AND, AND IT'S IMPORTANT WAY TO LOOK AT IT, I THINK, BECAUSE IT'S LESS ABOUT WHAT SPECIFIC COMPANIES DO, EVEN IF THEY DO HAPPEN TO BE TECHNOLOGY INNOVATING, WHICH, UH, YOU KNOW, IS A SEPARATE THING, BUT IT'S LESS ABOUT WHAT THEY DO AND MORE ABOUT HOW WE CAN COLLABORATE IN SERVICE OF OUR GOALS.

UH, SO YOU'RE ABSOLUTELY CORRECT IN MY OPINION, AND I THINK THE FIZZLE GRID OPPORTUNITY FOR THAT TYPE OF COLLABORATION.

SO, UH, I APPRECIATE THE QUESTION NOW, GOING BACK TO COMMISSIONS OFF SCOOP TO, IT SOUNDS, IT SOUNDS LIKE, UH, COMMISSIONER THOMPSON'S QUESTION HELP TO THE SPILL, UH, YOUR UNDERSTANDING OF HOW THIS COULD WORK.

IS THAT CORRECT? COMMISSIONER THAT'S SLIPPED UP? UH, ACTUALLY I THOUGHT I HEARD HER SAY THAT I HEARD HER MAKE A STATEMENT OF, OF WHAT, HOW WE SHOULD POSITION THIS COMMISSION WHEN IT DEALS WITH ANY NEW COMPANY THAT COMES INTO TOWN, YOU KNOW, WHAT IS THE BENEFIT TO THE CITY AND HOW CAN WE WORK WITH THEM TO LEVERAGE OPPORTUNITIES FOR THE CITY? AND I WAS GETTING HUNG UP ON THE WORD, TESLA.

I THOUGHT COMMISSIONER JOHNSON DEALERS WAS MAKING IT MORE GENERIC AS A STATEMENT OF HOW WE SHOULD POSITION THIS COMMISSION IN TAKING ADVANTAGE OF THESE OPPORTUNITIES.

AND THAT'S WHY I LIKED THAT STATEMENT THAT I DON'T WANT TO GET HUNG UP ABOUT TESLA, BUT OF OPPORTUNITIES THAT THESE PRICES BRING.

I SEE, I SEE, UH, WELL NOW I'M CONFIDENT THAT SHE PHRASE HER QUESTION AND I ANSWERED A QUESTION DIRECTLY.

SO HAVING SAID THAT, UH, HER QUESTIONS BASED AS A SHIN STATEMENT, MUCH LIKE OUR CHALLENGES STATEMENTS ARE OUR PHRASE, RIGHT.

UH, AND, UH, AS SHE EXPLAINED, AND AS OUR WORKING GROUP GOALS HAVE BEEN OUTLINED FOR THE PAST YEAR OR SO, UH, CERTAINLY MAYBE BEFORE I GOT HERE, UH, COLLABORATION AND SERVICE OF OUR ARE WITH COMPANIES, PARTNERSHIPS HAVE BEEN A FOCUS OF THIS COMMISSION AND TESLA, LIKE ANY COMPANY WOULD BE CONSIDERED ANOTHER EXAMPLE OF A PUBLIC PRIVATE PARTNERSHIP.

WHAT I DID BY BRINGING THEM UP WAS SPECIFIED THAT I DON'T KNOW WHICH WORKING GROUP SHOULD FOCUS ON THAT.

AND THEREFORE, IN THE PLAN, I TRIED TO EXPLAIN THAT I'M NOT GOING TO, THERE ARE CERTAIN THINGS WHICH SHOULD NOT BE ASSIGNED TO A WORKING GROUP UNTIL AS A COMMISSION, WE DECIDE HOW TO HANDLE THEM, RIGHT? SO WHETHER IT'S THROUGH A COLLABORATIVE PARTNERSHIP, JUST FOR DIGITAL INCLUSION, AND WE AGREE AS A COMMISSION, AS AN EXAMPLE, AND WE AGREE WITH THE COMMISSION, WELL, LET'S LET THE VISUAL INCLUSION OR GROUP FOLKS ON THAT.

OR IF IT'S, THIS IS COMPLETELY OUT OF MY IMAGINATION, OR IF IT'S ONE, UH, FOCUSED ON CORRIDOR DEVELOPMENT, UH, UH, CONNECTIVITY BETWEEN, UH, YOU KNOW, EAST AUSTIN AND BILL VALLEY, UH, AND THEN THEREFORE IT'S A CONVERSATION THAT MAKES MORE SENSE FOR INFRASTRUCTURE WORKING GROUP.

UH, THE POINT IS WHATEVER CONVERSATIONS WE DECIDED TO HAVE AND HOW TO HAVE THEM WE'LL WORK IT OUT AS A COMMISSION ON WHICH WORKING GROUP SHOULD HAVE THEM.

THAT WAS MY ONLY POINT IN BRINGING THEM UP.

AND THAT WAS THE ONLY POINT SAYING THEM.

UH, AND,

[00:50:01]

AND, AND SAYING THAT I'M NOT INCLUDING IT AS A CHALLENGE STATEMENT.

UM, BUT YET THERE'S SOMETHING WHICH WE NEED TO THINK ABOUT.

SO I HOPE THAT MAKES SENSE OF EVERYTHING RELATED TO TESLA AND, UH, LIQUID.

MY THOUGHTS IS, DOES THAT MAKE SENSE? THAT'S GOOD THOUGH.

UH, YEAH, IT DOES.

YEAH, BUT, YOU KNOW, IF I WERE TO GO BACK TO WHAT I WAS SAYING, I WOULDN'T MIND HAVING A COMMON STATEMENT FOR THE COMMISSION.

WELL, IF YOU'RE NOT GONNA APPRECIATE THAT, I GUESS THAT THE THING, THE THING THAT I WAS SENSITIVE OF WAS HAVING REDUNDANCY IN OUR CHALLENGE STATEMENTS AND, UH, HAVING, UH, CONFUSION, UH, RIGHT.

IDEALLY WE HAVE A CHALLENGE STATEMENT THAT HAS CLEAR FOCUS IN TERMS OF, UH, INDICATORS, UH, IN TERMS OF ACTIONS, UH, YOU KNOW, AND THEN ALSO IN TERMS OF A WORKING GROUP THAT WE CAN ACTUALLY DIVIDE AND CONQUER, BUT IF IT'S SOMETHING WHICH WE ALL FOCUSED ON, UH, THEN WE HAVE TO, THEN IT BECOMES DIFFICULT OBVIOUSLY TO GET THINGS DONE, UH, BECAUSE WE HAVE TO BE ABLE TO GET THEM DONE AND GET DONE IN GROUPS OF FOUR OR FIVE, UH, RIGHT.

AS OPPOSED TO HAVING TO WAIT FOR THE WHOLE COMMISSION TO DO IT RIGHT, WHICH IS ONLY MONTHLY, RIGHT? SO THERE'S SOME LOGISTICAL CHALLENGES TO, UH, TO DOING IT CERTAIN WAYS, BUT LEAVING A SUBMISSION LEVEL TO BEGIN WITH, UH, ALLOWS DRILL DOWN.

I THINK THAT, UH, IT DOES MAKE SENSE TO NOT HAVE SPECIFIC COMPANY NAMES AND OUR CHALLENGE STATEMENTS, UM, BUT RATHER MORE GENERAL, UH, CHALLENGES AND LESS, THERE WAS A COMPANY THAT SOMEHOW, YOU KNOW, UBIQUITOUSLY AFFECTED TECHNOLOGY WHERE THAT COMPANY NAME NEEDED TO BE UNDERSTOOD TO BE THE CHALLENGE.

I DON'T, YOU KNOW, UH, BECAUSE IT'S A COMMISSIONER THOMPSON'S POINT, ANY OTHER THIRD PARTY, UH, UH, COMPANY ENTITY THAT COMES THROUGH THAT, UH, CAN HELP US, UH, YOU KNOW, WE'RE, IT'S KIND OF INCUMBENT UPON, SEE HOW I'M WRONG CALLED GENERIC STATEMENTS.

YOU KNOW, THE WHOLE DISCUSSION STARTED BECAUSE I SAID, YOU KNOW, LET'S NOT GET SPECIFIC ABOUT THIS.

SO, UH, WE DO HAVE A LOT OF THINGS IN HERE THAT FOCUS ON, UH, LEVERAGING THESE OPPORTUNITIES AND OUR CHALLENGE STATEMENT.

SO AS WE'VE ALREADY BEEN COMMITTED TO COLLABORATING AS A COMMISSION, I WASN'T DON'T FEEL THE NEED TO PUT COLLABORATION INTO THE CHALLENGE STATEMENT, UH, AT THIS POINT, BUT NOW WE'RE GETTING INTO THE TIME FOR THE WORK GROUP.

SO CAN WE MOVE FORWARD FROM OUR DISCUSSION OF, UH, THE TECHNOLOGY OF A STRUCTURE AND IN A PATIENT WORKING GROUP? YEAH.

I THINK WE'VE GOT TO MOVE ON TO THE NEXT WORKLOAD.

OKAY.

LET'S MOVE ON, UH, TO THE KNOWLEDGE, INFORMATION AND DATA STEWARDSHIP WORKING GROUP.

OH, BY THE WAY, UH, I'D LIKE TO WELCOME PART OF THE TIMING ACTUALLY HERE.

UH, NOW WE HAVE A, BOTH, I WANT TO APOLOGIZE TOO, CAUSE I'M OPTING TO USE, UH, I KNOW THAT WE HAD A CHAIR HAVE CO-CHAIRS ON, ON THIS WORKING GROUP OR DO WE HAVE A CHAIR AND A VICE CHAIR? WHICH ONE ARE WE TALKING ABOUT? WELL, THE KNOWLEDGE INFORMATION WORKING GROUP, AND FROM MY NOTES, I HAVE COMMISSIONER COMMISSIONER REINHARDT IS BEING THE CHAIR.

AND YOU GUYS GOT ME IN WHEN I WASN'T THERE NO RECOLLECTION, UH, WHEN, UH, WHEN WE CREATE THE CHAIRS FOR THESE WORKING GROUPS, UH, IT WAS, UH, RATHER WHEN PEOPLE VOLUNTEERED, NO ONE WAS ASSIGNED THESE WORKING GROUPS, THIS, THESE WERE ALL VOLUNTEER ROLES.

AND FROM MY RECOLLECTION, UH, EITHER COMMISSIONER REINHARDT OR COMMISSIONER ALEXANDER, VICE CHAIR, ALEXANDER VOLUNTEER TO THE CHAIR OF THIS WORKING GROUP.

YES.

THIS IS, UM, DAVID ALEXANDER AND YES, I, I WAS,

[00:55:01]

UM, THE, THE CHAIR OF THAT WORKING GROUP.

UM, SO, UH, UNFORTUNATELY I DIDN'T ATTEND THE LAST MEETING, SO I'M SORRY ABOUT THAT.

I DIDN'T REALIZE, UH, WHEN IT WAS SO, UM, I GUESS I DIDN'T REALIZE THAT THERE WAS A NEW CHAIR, BUT THAT'S PERFECTLY FINE IF COMMISSIONER REINHARD WOULD LIKE TO BE THE CHAIR.

NO, NO, NO, NO, NO, NO.

SORRY.

COMMISSIONER VICE CHAIR.

UH, NO, THAT WAS A, UH, A TYPO ON MY PART.

I WASN'T CERTAIN WHO WAS THE CHAIR.

UH, I KNEW IT WAS BETWEEN THE TWO OF YOU.

THAT WAS JUST MERELY SOMETHING I TYPED THERE.

UM, SO WITH THAT, I'M NOT TRYING TO DEMOTE OR PROMOTE ANYBODY.

UM, I'M JUST GONNA ESTABLISH WHAT THE RECORD IS, UH, AND OKAY.

SURE.

NO, I UNDERSTAND.

YEAH.

OKAY.

AND THEN GOING FORWARD THOUGH, I THINK WE DO NEED TO KIND OF ARRIVE AT A SHARED UNDERSTANDING TO MAKE SENSE, TO MAINTAIN SEPARATE, UH, IF AND WHO WILL BE THE CHAIR AND, AND, UH, AND HOW WE SHOULD PROCEED.

OKAY.

THAT SOUNDS GOOD TO ME.

I THINK THAT'S DEFINITELY TALK ABOUT, UM, YEAH.

TO SEE HOW YOU WANT TO PROCEED WITH, WITH THAT.

YES.

OKAY.

SO, UH, JUST FOR STARTERS, UH, THE WORKING GROUP OVER THE PAST YEAR HAS BEEN FOCUSED ON THE WEBSITE REDESIGN PROCESS AND THEN THE PATIENT, UH, AS YOU CAN SEE, THERE'S BEEN SEVERAL AGENDA ITEMS TO ADDRESS THAT AND DISCUSSION AS WELL AS BUDGET RECOMMENDATIONS.

WE'VE MADE A BIT, THEY'VE BEEN ENGAGED IN THE OPEN DATA PORTAL AWARENESS CAMPAIGN, AND I'VE BEEN REVIEWING THAT, UH, THERE WAS INVOLVEMENT IN TECHNOLOGY PILOTS.

UM, OF COURSE THERE WAS COMMISSION WIDE FOCUS ON THE RESIDENTIAL TECHNOLOGY SURVEY, BUT THAT BEGAN WITH, UH, THAT WORKING GROUP.

UH, THERE WAS THE ELEVATION OF THE CITY COUNCIL, UH, TABLATURE ISSUE AND DISCUSSION AND, UH, ACTION ITEMS RELATED TO THAT, INCLUDING CITY STAFF AND EVALUATING.

AND THERE WAS, OF COURSE THE POLICE VIDEO PROCESSING ANALYSIS AND RECOMMENDATION THAT WE MADE, UH, UH, SEVERAL MEETINGS, UH, WHICH, UH, YOU ALL WERE PART OF.

WHAT I ADDED IN ADDITION IS THE COLLABORATION WITH TRAVIS COUNTY ON THE CENSUS AND ON A VARIETY OF THINGS, INCLUDING, UH, DIGITAL INCLUSION, UH, BUT, UH, RELATED TO KNOWLEDGE, INFORMATION, DATA STEWARDSHIP, UH, THE CENSUS PRIMARILY, UM, BUT CLEARLY THIS OTHER OPPORTUNITIES THAT, AND WHEN IT COMES TO WHAT IT WOULD LIKE TO DO NEXT YEAR, I, I TOOK THE LIBERTY OF ADDING A FEW THINGS, BUT, UM, AND THEY'RE LISTED HERE, UM, THE WEBSITE REDESIGN PROGRESS AND IMPLEMENTATION TRACKING, AS I THINK WE NEED TO FIND OUT WHERE WE ARE.

UM, I FEEL AS THOUGH WE RAISE THE AWARENESS OF RELEVANT RELEVANCY OF THE OPEN DATA PORTAL, UH, FOR PEOPLE, UM, TO REALLY PROMOTE ENGAGEMENT FAIR, UH, I THINK WE SHOULD PROMOTE COLLABORATION WITH TRAVIS COUNTY ON IP INFRASTRUCTURE, UH, TESLA PROJECT BEING JUST ONE, YOU KNOW, MY NEWT, UH, MAYBE NOT MANEUVER, BUT ONE EXAMPLE NOW NEW, UH, I THINK, I THINK, YOU KNOW, I GOT PRIVACY SHOULD MAYBE BE A CONCERN OF THIS WORKING GROUP, UH, PARTICULARLY AS IT RELATES TO, UH, YOU KNOW, DIFFERENT POLICING TECHNOLOGIES, UH, FACIAL RECOGNITION, RECOGNITION SOFTWARE, FOR EXAMPLE, I THINK THAT AS WE HAVE ALREADY BEEN INVOLVED, UH, IN ANALYZING POLICE VIDEO, UH, MANAGEMENT, UH, WE SHOULD BE

[01:00:01]

INVOLVED IN SOLUTION RECOMMENDATION, UH, TO WHATEVER EXTENT WE CAN PROVIDE FOR.

AND, UH, WITH THAT, I'D LIKE TO JUST OPEN IT UP TO, UH, TO, UH, THE, THE WORKING GROUP CHAIR, UH, VICE CHAIR, ALEXANDER, UH, IMPART IN INSIGHTS YOU'D LIKE TO ADD TO THIS, OR, OR IF YOU'D LIKE TO SOLICIT FROM THE OTHER COMMISSIONERS.

SO, UH, MY, I THINK THIS IS DEFINITELY A REALLY GOOD START.

UM, I THINK ALL OF THIS MAKES SENSE.

I MEAN, I'M DEFINITELY OPEN TO, UM, OTHER COMMISSIONERS OR STAFF HAS FEEDBACK ON THIS AND THANKS FOR ORGANIZING THIS AS WELL.

THIS, UH, IT'S NICE TO HAVE IT ALL IN ONE PLACE.

SO I'M, I THINK THIS, UH, THIS, UH, THIS LOOKS GOOD.

SO DOES ANYONE HAVE ANY OTHER OTHER THOUGHTS OR POSSIBLE ADDITIONS? I BELIEVE THAT WE'VE ALREADY MADE A RECOMMENDATION ON THE VIDEO IN TERMS OF NOW THERE WAS, THAT SEEMED TO BE THE PROBLEM THAT WAS MOST PRESSING.

SO THERE WAS ANOTHER PROBLEM IDENTIFIED BY COMMISSIONER REINHART, ESSENTIALLY THAT THE DIFFERENT TECHNOLOGIES WORK TOGETHER.

AND THAT IS A HUGE PROBLEM.

YOU GOING TO WANT TO TRY AND TACKLE THAT IN THE NEXT YEAR OR TWO? WELL, THAT'S, THAT, THAT WAS THE THOUGHT WHEN I PUT SOLUTION RECOMMENDATION.

UM, YOU KNOW, I THINK THAT, UH, WE, I HAVE, I HAD A CONFERENCE CALL, A VIDEO CONFERENCE WITH, UH, UH, JOHN SPHERES, UH, LAST WEEK AND WE WERE LOOKING AT BUDGET AND IN THAT, UH, JOHN WAS VERY HELPFUL AND THEN CALL OUT, UH, POLICE RECORDS MANAGEMENT SYSTEM AS A LINE ITEM, WHICH IS BUDGETED.

SO WITH THAT IN MIND, THIS MIGHT BE THE PERFECT TIME I CONCUR.

I, I FEEL LIKE THAT'S KIND OF OUR MISSION IS TO BRING OUR EXPERTISE TO BEAR ON THESE KINDS OF DECISIONS OR AT LEAST PROCESSES TO EVALUATE DECISIONS AND SOLUTIONS.

SO I DO FEEL LIKE IT'S A GREAT TIME TO DO IT, ESPECIALLY WITH THE COMMUNITY DEMANDING TO SEE AND HAVE MORE TRANSPARENCY AROUND POLICE BEHAVIOR AND DISCIPLINARY PROCESSES.

I THINK IT'S EVEN MORE CRITICAL TO HAVE THIS VIDEO AVAILABLE FASTER AND SOONER, UH, TO MORE STAKEHOLDERS.

SO I FEEL LIKE WE HAVE PERHAPS MORE OPPORTUNITIES THAN WE DID WHEN WE STARTED THIS.

SO PROJECT, I CAN CURSE ANYONE ELSE AT ME CAUSE, UH, YEAH, WHERE IT SAYS IMT PRIVACY.

I JUST GENERALLY THINKING ABOUT SMART CITIES AS WE TALK ABOUT SMART CITIES AS A COMMISSION, AND I'VE HAD PEOPLE COME IN, UM, WE TALK A LOT ABOUT ALL THE INFORMATION WE'RE COLLECTING, ALL THE DATA THEY'RE COLLECTING AND JUST TO KEEP IN MIND, LIKE ALL THAT INFORMATION, WE CAN MAKE PROFILES ABOUT PEOPLE AND HELP BUILD PROFILES OF PEOPLE AND LIKE, TO BE SURE THAT WE ASK THE SMART CITIES FOLKS AND SOME OF THE OTHER FOLKS, YOU KNOW, WHAT ARE YOU GONNA DO WITH THIS INFORMATION? HOW ARE YOU GONNA PROTECT INDIVIDUALS? UM, UH, WHETHER IT'S THE WAY THEY SHARE THE INFORMATION OR DATA SECURITY PRACTICES OR WHATEVER.

I JUST THINK THAT'S, THAT'S IMPORTANT TO KEEP IN MIND.

OKAY.

SO, UH, THAT SOUNDS LIKE KIND OF A, AN AUGMENTATION OF THIS QUESTION HERE.

UH, SO IF I WERE TO PUT DATA SECURITY, UH, WITH THAT ADDRESS THAT, UM, YEAH, I THINK SO.

YEAH.

AND SECURITY.

YEAH.

RELATED.

YEAH.

AS I SEE THE SMART CITIES, PART'S A LITTLE BIT DIFFERENT THAN THIS, WHAT THE POLICE AND LAW ENFORCEMENT, THEY ALL KIND OF MEET SOMEWHERE.

THEY HAVE A LITTLE AN EXCESS SOMEWHERE, BUT THEY'RE, THEY'RE ALSO LIKE DISTINCT SUB AREAS, I THINK.

RIGHT.

[01:05:02]

OKAY.

WELL, WE ARE DEFINITELY STARTING TO GET A LITTLE PRESSED FOR TIME NOW AND, UH, WE DO HAVE ONE OTHER WORKING GROUP TO GET THROUGH.

UM, ANY OTHER STRONG THOUGHTS HERE ON WHAT WE SHOULD BE FOCUSED ON FOR THIS WORKING GROUP.

OKAY.

WHAT'S THAT I'LL GO AHEAD AND MOVE ON.

NO.

OKAY.

THERE IT IS.

AND JUST TO JUMP IN HERE, UM, WHEN IT COMES DOWN TO IT, BUT THE DIGITAL INCLUSION, CIVIC ENGAGEMENT AND STRATEGIC POLICY, UH, IMPACT WORKING GROUP, UH, FIRST OFF, UH, I'D LIKE TO SOLICIT EMOTION.

UH, THE ONLY, THE ONLY THINGS THAT WE FOCUS ON HERE ARE THINGS RELATED TO COMMUNITY TECHNOLOGY AND TELECOMMUNICATIONS, RIGHT? SO WHETHER IT'S POLICY STRATEGY, BUDGET, YOU KNOW, WHATEVER THE CASE MAY BE, THE FOCUS IS COMMUNITY TECHNOLOGY AND TELECOMMUNICATIONS.

NOW, AT SOME POINT IN TIME, WE NAMED A WORKING GROUP, UH, LAST YEAR, THE STRATEGIC POLICY, PRESTIGIOUS QUALCOMM AND TELECOMMUNICATIONS POLICY IMPACT WORKING GROUP.

AND THEN THAT WORKING GROUP GOT MERGED WITH THE DIGITAL INCLUSION AND WORKING GROUP.

AND THE BOTTOM LINE IS THAT THE MAIN WAS TOO LONG TO SAY, AND RIGHT, AND THE ONLY THINGS THAT WERE INVOLVED IN OUR TECHNOLOGY AND TELECOMMUNICATIONS.

SO ALTHOUGH I TRIED, WHEN I RECOMMENDED THIS WORKING GROUP AND WE VOTED IT IN A YEAR OR SO AGO TO DELIMIT IT, THEN NOW THAT IT'S PART OF A LONGER NAME.

UM, I'M TRYING TO SOLICIT A MOTION TO CHANGE THIS NAME, WORKING GROUP NAME TO THE DIGITAL INCLUSION, CIVIC ENGAGEMENT, AND STRATEGIC POLICY IMPACT WORKING GROUP, INSTEAD OF DIGITAL INCLUSION, CIVIC ENGAGEMENT, AND STRATEGIC TELECOM AND TELECOMMUNICATIONS POLICY IMPACT WORKING GROUP.

THAT SOUNDS LIKE IT COVERS MORE TERRITORY.

SO I HAVEN'T FAVORED.

OKAY.

I HAVE A MOTION.

DO I HAVE A SECOND TO CHANGE THIS WORKING GROUP NAME AS I STATED SET YOUR BUTTON.

OKAY.

SO LET ME, LET ME, LET ME REPEAT.

I MADE THEM DO THE MOTION TO AMEND THE DIGITAL INCLUSION, CIVIC ENGAGEMENT AND STRATEGIC TELECOM AND TELECOMMUNICATIONS POLICY IMPACT WORKING GROUP MAIN TO THE DIGITAL INCLUSION, CIVIC ENGAGEMENT AND STRATEGIC POLICY IMPACT WORKING GROUP MADE BY COMMISSIONER.

SECONDED BY COMMISSIONER OFTEN BEAVERS.

I WILL NOW BE ENTERTAINING A VOTE BECAUSE THIS MOTION HAS BEEN MADE AND SECONDED ALL IN FAVOR OF EDITING THE NAME AS STATED, PLEASE SAY AYE.

AYE.

AYE.

OKAY.

OPPOSED ABSTAINING.

OKAY.

IT'S UNANIMOUS.

THE SUPPORT GROUP NAME IS NOW OFFICIALLY THE VISUAL INCLUSION, CIVIC ENGAGEMENT AND STRATEGIC POLICY IMPACT WORKING GROUP.

NOW WITH THE REMAINING EIGHT MINUTES THAT WE HAVE, LET'S WALK THROUGH THIS BRIEFLY HERE AND IT'S A LIST IT'S, IT'S PRETTY LENGTHY.

UM, WE MAY BE ABLE TO GET THROUGH IT ALL, UH, BUT I'M REAL PROUD OF WHAT WE'VE BEEN ABLE TO ACHIEVE AS A WORKING GROUP WITH THE SUPPORT OF THE COMMISSION AND WITH THE SUPPORT OF, UH, THE DIGITAL INCLUSION OFFICE WITH SUPPORT OF THE G TOPS GRANT COMMITTEE, UH, COMMITTEES PAUL, AND, UH, WITH THE SUPPORT OF, OF, UH, DECA AS WELL, THE DIGITAL EMPOWERMENT COMMUNITY OF AUSTIN, UH, AND COMMUNITY PARTNERS, UH, REALLY JUST APPRECIATIVE OF THE ECOSYSTEM WE HAVE HERE FOR DIGITAL INCLUSION

[01:10:01]

AND INCLUSION AND CIVIC ENGAGEMENT.

WHEN IT COMES TO OUR FIRST GOAL OF EXPANDING AND IMPROVING, UH, THE GRANT FOR TECHNOLOGY OPPORTUNITIES.

UH, WE ACHIEVED THAT.

I THOUGHT THROUGH A VARIETY OF AGENDA ITEMS, UH, ONGOING EFFORTS, UH, AND VOTES, INCLUDING BOATS TO ADD A FUNDING PATHWAY FOR CAPACITY VOTES TO BEVEL, UH, THE GRANT AMOUNTS, UH, RECOMMENDATION, RATHER A BUDGET RECOMMENDATION, WHICH WAS APPROVED BY A CITY COUNCIL AND IS NOW ENFORCED, UH, BASED ON, UH, THE GRANT AWARDS THAT OUR COMMITTEE ANNOUNCED AND THAT YOU ALL VOTED ON.

UH, THE AUSTIN PUBLIC LIBRARY, WATSON LENDING PROGRAM, THE REMOTE IS A PATIENT.

AND THAT'S SOMETHING ALSO BY THE WAY, WHICH IS SHARED BY, UH, THE KNOWLEDGE INFORMATION, DATA STEWARDSHIP WORKING GROUP, AND ROLLING THAT OUT, COMPUTERS BUG IT OUT ON ME.

WE'VE HAD A CROSS CITY AND COUNTY COLLABORATION, WHETHER IT WAS AROUND, UH, THE CENSUS, UH, WHICH IS BOTH IN SERVICE OF KNOWLEDGE, INFORMATION AND DATA STEWARDSHIP AND VISUAL INCLUSION, OR, UH, IF IT WAS AROUND A STRATEGIC POLICY IMPACT AND FORMING PARTNERSHIPS WITH COUNTY COMMISSIONERS LIKE BRIGID SHEA, UH, AND ENGAGING AS VICE CHAIR DID WITH, UH, COMMISSIONER TREVELYAN.

WE PROCEEDED WITH GETTING THE SAFEST OF PLANNING A AND COORDINATING A SUMMIT.

WHEN COURSE WE WERE MIRED BY COVID-19 AND ITS IMPACT ON THE WHOLE CITY, PARTICULARLY IN PERSON EVENTS.

AND NOW EVOLVED THAT PLANNING INTO AN ONLINE FORMAT, WHICH NEEDS TO PROCEED, BUT A LOT OF WORK HAS BEEN DONE IDENTIFYING THE ECOSYSTEM AND IDENTIFYING, UH, THE NEXT STEPS AND NECESSARY SUPERSEDE, UH, WHEN IT COMES TO NEXT YEAR, UH, AS CHAIR OF THE, OF THE WORKING GROUP, I WOULD LIKE TO SAY, I'D LIKE TO SEE US DO ALL THE ABOVE AND MORE.

I'D LIKE TO SEE US, UH, BOLSTER THE DECK INFRASTRUCTURE IN SCOPE, UH, PERHAPS EVEN TO SUPPORT, UH, SPENDING SOME BUDGET TOWARDS DECA AND WHAT THEY CAN DO TO SUPPORT OUR EFFORTS AND THE CITY'S, UH, OUR MISSION AND THE CITY'S EFFORTS.

UH, I'D LIKE TO EXPLORE PUBLIC TRADITIONAL PUBLIC PRIVATE PARTNERSHIPS, AS WE TALKED ABOUT AND CARRIER IT'S ANOTHER, UH, VISITATION, UH, AS RELATES TO EQUITABLE ACCESS AS A WORKING GROUP, BUT ALSO KNOW THAT THAT'S NOT SOMETHING WHICH IS GOING TO BE A BIG FOCUS OF OUR WORKING GROUP.

AND WITH THAT, THERE'S A COUPLE OF MINUTES TO OPEN IT UP TO ANYONE TO ADD INPUT THOUGHTS ON THOUGHT ON WHAT YOU THINK WE MAY ALSO WANT TO FOCUS ON.

AND THIS WORKING GROUP AS A COMMISSION DOES EXPLORE PUBLIC PRIVATE PARTNERSHIPS AND CARRIER KIND OF OVERLAP WITH THE INFRASTRUCTURE WORK.

YEAH, YEAH, YEAH.

SORRY.

I THOUGHT I JUST SAID THAT IT CERTAINLY, IT CERTAINLY DOES.

AND I THINK, UH, THE THING THAT WE NEED TO DECIDE IS WHAT THE OUTCOME IS WE'RE AFTER, RIGHT.

UH, AND, AND IN THE CASE OF THE DIGITAL INCLUSION, WORKING SOME ENGAGEMENT AND STRATEGIC POLICY IMPACT WORKING GROUP, YOU KNOW, THE, THE OUTCOMES WE WANT ARE, UH, VISUAL INCLUSION OR CIVIC ENGAGEMENT OR IMPACT ON POLICY, UH, WHEN IT COMES TO TECH AND TELECOM POLICY, WHEN IT COMES TO INFRASTRUCTURE, UH, YOU KNOW, MAYBE WE WANT, UH, LESS DISRUPTION OF CITY SERVICES, RIGHT? AND SO THAT OUTCOME IS PURSUIT THROUGH DIFFERENT MEANS.

MAYBE WE WANT MORE, WE WANT TO MAKE SURE THAT THIS GEOGRAPHIC EQUITABLE GEOGRAPHIC IMPLEMENTATION, RIGHT? SO A CARRIER INCENTIVIZATION THERE IS DIFFERENT THAN IT IS FOCUSED ON NONPROFIT ORG AND DIGITAL INCLUSION.

[01:15:01]

BUT, BUT YET, UH, IT'S NO LESS IMPORTANT.

IT'S JUST A DIFFERENT ONE.

SO I HOPE, I HOPE IT MAKES SENSE THAT MULTIPLE WORKING GROUPS COULD HAVE A SIMILAR FOCUS OR AT LEAST HAVE SIMILAR, UH, HIGH LEVEL GOALS.

IS THAT THEIR MISSION NEEDS.

I AGREE WITH THAT.

OKAY.

ANYBODY ELSE HAVE ANY THOUGHTS? OKAY, WELL, UM, WITH THAT BEING SAID, UM, AGAIN, I WANT TO MAKE SURE IT'S CLEAR THAT OUR WORKING GROUPS ARE NIMBLE, RIGHT? THE THINGS THAT WE CAN ACHIEVE AS A COMMISSION ARE ALSO NIMBLE, EVEN THOUGH THIS PLAN WILL BE ROLLED OUT AND, YOU KNOW, SUBMITTED, UH, BY MONTH END.

UM, THE KEY THING IS THAT WE SHOULD TRY TO BE A DYNAMIC COMMISSION, UM, AND TRY TO FIND A WAY TO GET THINGS DONE WITH THE CHALLENGE THAT WE HAVE TO CONDUCTING BUSINESS, UH, WITH THIS NEW NORMAL.

AND SO BEING NIMBLE IS PROBABLY A GOOD WAY TO BE.

UM, BUT WITH THAT, WE'RE NOT AT
