AND I THINK IT'S TIME TO OUTLINE A PLAN FOR ECONOMIC AND POLITICAL JUSTICE.

THAT INCLUDES GREATER INVESTMENTS IN SCHOOLS AND COMMUNITIES BASED ON PRIORITIES THAT ARE DEVELOPED BY BLACK COMMUNITIES.

EVERYONE'S AWARE OF THE HISTORY OF POLICE, WHY THEY STARTED AND HOW, HOW THEY, HOW THEY CONTINUE TO OPERATE AND HOW THEY POLICING IS NOT FOLLOWING ANY TYPE OF BRADY DOCTRINE, UM, AND TRAINING ANTI-BIASED TRAINING IMPLICIT, EXPLICIT.

UM, WE DO NOT NEED POLICE.

AND THE MODERN CONCEPT OF POLICING WAS INVENTED BY THE BRITISH ONLY SEVERAL HUNDRED YEARS AGO TO MICROMANAGE AND SUPPRESS THE PEOPLE THEY COLONIZED AND EXPLOITED.

THE MODERN POLICE STATE AND PRISON INDUSTRIAL COMPLEX WERE DESIGNED FROM THE GROUND UP TO BE ENGINES OF ECONOMIC, RACIAL VIOLENCE, AND DOMINATION.

THEY DO THIS BY CRIMINALIZING KILLING AND INCARCERATING

THIS CYCLE OF POLICE VIOLENCE AND POPULAR UPRISING WILL NOT END UNTIL ALL ONE, ALL 400 MILLION IS REDIRECTED INTO PUBLIC CARE FOR THE BLACK BROWN AND WORKING CLASS PEOPLE OF AUSTIN.

THEY CAMPAIGN OF RACIST, TERRORISM, AND VIOLENCE, SUPPRESSION WAGE BY THE POLICE WILL NOT END UNTIL THEY ARE COMPLETELY ABOLISHED.

AND IT'S TIME THAT YOU DO THE SAME.

UH, WE USED STEEL AND THE REST OF THE COUNCIL WITH SPORT FUNDING, AUSTIN POLICE DEPARTMENT, BY AT LEAST BEN AT BURKE.

AND I'M CALLING TODAY AS A MEMBER OF THE AUSTIN DSA TO IMPLORE YOU ALL TO REDUCE THE BUDGET OF THE POLICE DEPARTMENT BY AT LEAST 50%, REDIRECT THAT FUNDING INTO OTHER SERVICES LIKE PUBLIC HEALTH, WHICH IS ESPECIALLY IMPORTANT RIGHT NOW.

AND HOUSING FOR THE MANY UNHOUSED NEIGHBORS IN OUR COMMUNITY.

APD HAS BEEN A MALEVOLENT FORCE, BRUTALIZING, BLACK PEOPLE AND OTHER PEOPLE OF COLOR.

I MEAN, NEED TO HAVE FUNDS TAKEN AWAY WITH THE EVENTUAL INTENT TO ABOLISH AND CREATE A WORLD WHERE POLICING ISN'T SEEN AS NECESSARY, BUT ALSO LIKE TO COMMEND COUNCIL MEMBER COSAR FOR HIS THREE RECENT PROPOSED AMENDMENTS TO THE BUDGET AND NOTE MY SUPPORT OF THOSE.

SO OUR POPULATION IS INCREASING.

WE HAVE OFFICERS RETIRING AT A GREATER RATE THAN BEFORE WE HAD 58 OFFICERS THAT HAVE RETIRED SO FAR.

THIS YEAR DELAYING MORE THAN ONE ACADEMY IS DETRIMENTAL TO THE SAFETY OF THE CITIZENS OF AUSTIN.

WE NEED MORE DETECTIVES FOR AGGRAVATED ASSAULT AND HOMICIDE DUE TO THE INCREASE IN VIOLENT CRIME.

NOW IS NOT THE TIME TO TAKE AWAY POSITIONS ON THE BOMB SQUAD OR FOCUS ON DEMOLISHING APD HEADQUARTERS.

PLEASE MAKE CHANGES TO THE ACADEMY.

I SEEN MANY PROPOSED AMENDMENTS AND SOLUTIONS BY COUNCIL MEMBERS TO RESTRUCTURE AND REALLOCATE FUNDING FROM APD TOWARDS MORE EFFICIENT AND EQUITABLE SOLUTIONS.

EFFORT TO LIFT THE BUDGET UP TO BE THE MORAL DOCUMENT.

WE NEED TWO PROGRAMS THAT I FIND PARTICULARLY URGENT ARE EMS AND THE OFFICE OF VIOLENCE PREVENTION IN THE FACE OF COVID EMS HAS TAKEN ON ADDITIONAL DUTIES OF HUMANITARIAN AID AND SOCIAL SERVICES.

IN ADDITION TO WORKING THE FRONT LINES OF A PANDEMIC, ADDITIONAL HIRING COULD QUICKLY FACILITATE THESE SERVICES BY CONVERTING EXISTING PART-TIME AMBULANCES INTO FULL TIME AMBULANCES.

WE'RE ALSO SEEING INCREASED DOMESTIC AND GUN VIOLENCE DUE TO THE STRAIN OF THE PANDEMIC.

I AGREE WITH CJA FOUNDER, AMBER GOODWIN, THAT WE'LL PAY FOR THIS VIOLENCE EITHER ON THE FRONT END WITH PREVENTATIVE MEASURES OR ON THE BACK END AND JUDICIAL EXPENSES AND TRAGEDY.

I KNOW MY EXPERIENCES ARE NOT SHARED BY ALL AND THE PRIVILEGES EVEN ALLOW ME THE TIME TO BE ON THIS TYPE OF PHONE CALL DUE TO SYSTEMIC RACISM AND CLASSISM, LOW INCOME COMMUNITIES AND COMMUNITIES OF COLOR HAVE NOT EXPERIENCED THE SAME AUSTIN I HAVE, INCLUDING IN THEIR, UM, EXPERIENCES WITH THE POLICE AND THEIR EXPERIENCES WITH GENTRIFICATION LIKE THE PROPOSED CHANGES TO IN TOPLESS AND SUPPORTIVE THE DEMANDS OF COMMUNITIES OF COLOR UNITED.

I'M ASKING YOU TODAY TO DEFUND APD BY 50%, I SUPPORT THE AMENDMENTS.

I'VE SEEN ALREADY BY COUNCIL MEMBER CASAR, AND I ENCOURAGE YOU NOT TO JUST MOVE DEPARTMENTS AROUND OR MAKE THE POLICE DO THE EXACT SAME WORDS, WORK LIKE JUST LESS MONEY, BUT INSTEAD INVEST OUR COMMUNITY'S MONEY ON REAL POLLUTION.

SO I'LL JUST SPEAK PERSONALLY.

AND I THINK THE EASIEST WAY THAT I CAN MAKE CLEAR HOW BROKEN I FEEL APD IS RIGHT NOW IS THAT IF THERE IS SOME KIND OF EMERGENCY, I PERSONALLY DON'T FEEL LIKE I CAN CALL THE POLICE.

AND I DON'T FEEL LIKE THAT BECAUSE I'VE SEEN HOW THE LIKELIHOOD OF THIS POLICE FORCE INTRODUCING HARM INTO A SITUATION IS HIGH.

AND MOREOVER, THE LIKELIHOOD OF THIS POLICE FORCE PROTECTING EACH ARM IS LOW.

AND I THINK THAT OUR COMMUNITY GOT A TRAGIC LESSON IN THAT REALITY THIS WEEK WITH THE MURDER OF FOSTER WHO'S KILLER ATD RELEASED BACK ONTO THE STREET AND WITH THE VIDEO OF THE MURDER OF MIKE RAMOS, WHO TO MY EYES ESSENTIALLY HUNTED DOWN AND INSTITUTED BY A MAN WHO IS IN THAT.

IT BEGAN WITH A NINE 11 CALL AJC COMMISSIONED RESEARCH FOUND THAT 0.6% OF CALLS BETWEEN JUNE 19, JUNE, 2019 AND JUNE, 2020 WERE RELATED TO VIOLENT CRIME.
