UM, THE WATERSHED PROTECTION DEPARTMENT DID RECENTLY LOSE ONE OF OUR OWN STAFF MEMBERS.
UNFORTUNATELY, THE CANCER NICK WAS BORN IN 1992 IN HOUSTON AND EARNED HIS BACHELOR'S DEGREE AT TEXAS STATE UNIVERSITY.

AT TEXAS STATE, UH, NICK WAS PART OF THE BOBCAT BUILD STUDENT PLANNING COMMITTEE AND HELPED TO ORGANIZE ONE OF THE LARGEST ONE DAY COMMUNITY SERVICE PROJECTS IN THE STATE OF TEXAS, INCLUDING 4,000 VOLUNTEERS, MORE THAN 250 DIFFERENT JOB SITES UPON GRADUATION.
NICK JOINED OUR WATERSHED PROTECTION DEPARTMENT IN MAY OF 2014, DRAWN BY HIS GREAT LOVE OF THE NATURAL ENVIRONMENT AND HIS PASSION FOR PUBLIC SERVICE IN OUR GEOSPATIAL ANALYSIS TEAM.
AND IN COORDINATION WITH OUR PLANNING TEAM, HE USED HIS TALENTS TO CREATE MAPS AND ANALYZE DATA TO BETTER UNDERSTAND AUSTIN'S ENVIRONMENTAL AND WATER RESOURCES, INCLUDING OUR STREAMS, TREES AND OPEN SPACES.
HE WORKED ON SO MANY ASPECTS OF OUR GEOSPATIAL DATA THAT ARE FUNDAMENTAL TO THE WATERSHED PROTECTION DEPARTMENT'S MISSION.
HE WORKED ON TREE CANOPY LAYERS, INCLUDING HELPING BUILD OUR INDEX OF RIPARIAN INTEGRITY.
HE WORKED ON OUR WATERSHED BOUNDARIES ENSURING THAT OUR DRAINAGE AREAS WERE UP TO DATE AND ACCURATE.
YOU WORKED ON OUR CREEK CENTER LINES HELPING TO ESTABLISH ACCURATE CREEK BUFFERS TO PROTECT OUR RIGHT PERRY IN AREAS.
HE SUPPORTED OUR EFFORTS TO IMPLEMENT THE ATLAS 14 RAINFALL STUDY INTO OUR FLOODPLAIN PROTECTIONS.
HE HELPED TO IDENTIFY PROPERTIES FOR ACQUISITION IN THE BARTON SPRINGS ZONE FOR OUR WATER QUALITY PROTECTION LANDS PROGRAM.
HE RECTIFIED HISTORIC AERIAL IMAGERY FOR THE ENTIRE CITY FROM 1940 TO PRESENT.
IT PROVIDED A HUGE EFFORT TO HELP DELINEATE OUR DRAINAGE AREAS TO ALL OF THE STORM WATER CONTROL PONDS, WHICH DRIVES SO MUCH OF OUR ANALYSIS TODAY ABOUT THE EFFECTIVENESS OF OUR WATER QUALITY REGULATIONS AND PROGRAMS. ONE OF NICK'S MOST MEMORABLE CONTRIBUTIONS WAS THE BEAUTIFUL CITY OF CREEKS POSTER BELOVED BY AUSTIN WATERSHED PROTECTION DEPARTMENT STAFF AND HUNG IN OUR OFFICES IN ONE TEXAS CENTER AND WIDELY SHARED WITH THE PUBLIC.
HE WAS SO HELPFUL AND HARDWORKING AND ALWAYS PATIENT WITH HIS TEAMMATES.
HE WAS BELOVED EVEN BY THE HIPSTER BARISTA STAFF AT BENU COFFEE NEXT TO OUR BUILDING AT ONE TEXAS CENTER, WHICH IS A CLEAR SIGN OF HIS INFECTIOUS JOY IS SO MUCH OF OUR LIVES ARE MOMENTS THAT SLIPPED BY AND ARE FORGOTTEN IN TIME.
AND SOMETIMES IT'S THE CRAZY THINGS THAT CREATE THOSE MEMORABLE MOMENTS THAT SUSTAIN US

HE IS SORELY MISSED BY HIS TEAMMATES TO WHOM HE WAS A CONSTANT COMPANION AND SOURCE OF LIGHT AND HAPPINESS.
AND IT IS ESPECIALLY HARD ON US WITH HIS PASSING DURING THIS WORK FROM HOME QUARANTINE PERIOD.
WHEN WE CANNOT GATHER PHYSICALLY TO SHARE OUR GRIEF, NICK AND HIS WIFE, STEPHANIE LIVED NEAR BATTLEBORN PARK AND VISITED THE PARK WITH THEIR DOG OTIS.
THIS YEAR, THE WATERSHED PROTECTION DEPARTMENT HAS COMPLETED PROJECT TO DAYLIGHT AND RESTORE A SMALL UNNAMED TRIBUTARY.
AND BATTLEBORN PARK THIS PROJECT NEAR THE INTERSECTION OF SHERATON AND BATTLEBORN DRIVE OFF SOUTH CONGRESS IS A BEAUTIFUL PROJECT THAT REALLY SHOWCASES HOW AN ECOLOGICAL RESTORATION CAN FIT WELL INTO A NEIGHBORHOOD PARK SETTING.
THE WATERSHED PROTECTION DEPARTMENT IS NOW COOPERATING WITH THE PARKS AND RECREATION DEPARTMENT AND THE SURROUNDING NEIGHBORHOODS TO PROPOSE THE RENAMING OF THIS NEWLY DAYLIGHTED TRIBUTARY OF WILLIAMSON CREEK WITHIN BATTLEBORN PARK TO BE DOWNSTREAM IN COMMEMORATION OF THE LIFEWORK CONNECT DOWN TO THE BENEFIT OF AUSTIN.
AND SO ON BEHALF OF THE EXECUTIVE TEAM OF THE WATERSHED PROTECTION DEPARTMENT AND THE POLICY AND PLANNING DIVISION OF THE WATERSHED PROTECTION DEPARTMENT, WE DO HUMBLY ASK THAT THE ENVIRONMENTAL COMMISSION JOIN IN RECOMMENDING THE NAMING OF THIS TRIBUTARY FOR NICK TO CELEBRATE HIS LIFE.

UH, THE PARKING CONTEXT, UH, WAS PURCHASED IN 2003 BY PART NAMED AFTER JOHN TREVINO JR.
IN 2006, IT'S AN INCREDIBLY IMPORTANT PART OF THE PROJECT AND HOW WE'VE THOUGHT ABOUT APPROACHING IT, WHICH I'LL DISCUSS THROUGHOUT THIS PRESENTATION.
UH, FOR CONTEXT, THE PROJECT IS ABOUT 330 ACRES OF FORMER RANCH LAND, AND THERE'S ABOUT 5,000 FEET OF FRONTAGE ALONG THE COLORADO RIVER SIGNIFICANTLY.
ALSO TWO THIRDS OF THIS SITE SITS WITHIN THE 100 YEAR FLOOD, PLAIN, UH, WHICH DID A LOT TO ALSO GUIDE THE DEVELOPMENT AND RECOMMENDATIONS AND DIVISION PLAN.
UH, AND THEN ANOTHER IMPORTANT COMPONENT OF IT IS WHERE THE PROJECT IS LOCATED AND ITS LOCATION TO THE EAST OF ONE 83, UH, IS AN AREA OF THE CITY THAT HISTORICALLY HAS NOT BEEN AS WELL SERVED BY PARKS.
AND SO THIS IS AN INCREDIBLY IMPORTANT RESOURCE FOR THE COMMUNITY SURROUNDING, UH, THOUGH OF COURSE IT IS A METRO PARKING.
SO IT'S SERVING THE LARGER CITY AS WELL.
IF WE FLIP TO SLIDE THREE, YOU CAN SEE AN OUTLINE HERE OF THE PROCESS THAT WE'VE GONE THROUGH.
SIGNIFICANT, I WANT TO POINT OUT IS WE'VE HAD ENGAGEMENT AT MULTIPLE LEVELS AT EVERY STAGE OF THE DEVELOPMENT OF THIS VISION PLAN.
SO, UH, RATHER THAN JUMPING RIGHT INTO SPECIFICS OF DESIGN, WE SPENT A LOT OF TIME GATHERING INFORMATION AND STORIES, TRYING TO UNDERSTAND THE VALUES THAT THE COMMUNITY HELD THAT ARE A KEY PART OF THE VISION PLAN AND SHOULD CONTINUE TO GUIDE THE FUTURE DEVELOPMENT OF THIS PARK.
IF WE GO TO SLIDE FOUR, YOU SEE A LITTLE BIT ABOUT PUBLIC ENGAGEMENT APPROACH AND, YOU KNOW, THERE'S MULTIPLE LAYERS TO THIS.
WE THOUGHT, CERTAINLY WE NEED TO KNOW, YOU KNOW, THE PRIORITIES, THE GOALS, THE NEEDS OF THE COMMUNITY SURROUNDING THE PARK.
BUT WE ALSO SAW ENGAGEMENT AS AN OPPORTUNITY TO INFORM AND CONNECT PEOPLE TO THE SITE BECAUSE MUCH OF THIS LAND HAD NOT BEEN ACCESSIBLE PREVIOUSLY AND WAS UNFAMILIAR TO A LOT OF THE PEOPLE ENGAGED IN THE PROCESS.
SO THE MASTER PLANNING PROCESS FOR US IS REALLY ABOUT BUILDING RELATIONSHIPS TO THIS PLACE AND HELPING UNDERSTAND THAT THERE'S A LOT OF AMAZING LAND THERE, WHICH I THINK WAS REALLY REFLECTED IN THE RESPONSES AND CONVERSATIONS THAT WENT FORWARD THROUGH THE PROCESS.
ON PAGE FIVE, YOU CAN SEE SOME OF THE PRIORITIES THAT WE HEARD LOUD AND CLEAR THROUGHOUT THIS PROCESS, ACCESS TO TRAILS, TO FISHING, ACCESS TO THE RIVER, UH, FAMILY SPACES, UH, NATURE, STEWARDSHIP EDUCATION.
THESE WERE ALL THE THEMES THAT CAME UP LOUD AND CLEAR, UH, AS WELL AS OPPOSITION TO THE IDEA OF A LARGE, UH, EVENT SPACE OR SOMETHING LIKE THAT.
IT WAS REALLY ABOUT ACCESS TO NATURE AND KEEPING THE SITE BEAUTIFUL AS IT IS.
UM, BUT LETTING FAMILIES AND PEOPLE COME HERE AND ENJOY THIS PLACE.
IF WE GO TO SLIDE SIX, YOU SEE THE FRAMEWORK THAT WE THEN STARTED TO DEVELOP A VALUES THAT GUIDED THE REST OF THE DESIGN.
THESE THREE, WE'RE STARTING AT THE BOTTOM, UH, ENGAGING THE RIVER AND PRAIRIE LEVEL.
I MENTIONED TWO THIRDS OF THE SITE IS THAT THE RIVER BASIN ONE THIRD IS UP AND FORMER BLACK ONE PRAIRIE.
SO THERE'S A VERY UNIQUE, UH, UH, PLANTING CHARACTER PALETTE, GEOLOGY TOPOGRAPHY THAT WE WANTED TO MAKE SURE IT WAS A PART OF THIS PLACE.
WE ALSO WANT IT TO SUSTAIN AND ADAPT THE HERITAGE OF THE SITE AS ITS FORMER RANCH LANDS.
SO YOU'LL SEE IN THE PLAN COMPONENTS OF THAT FORMER RANCH, THE STRUCTURE OF HEDGE ROWS BARNS, WHERE THERE ARE TREES VERSUS MAYBE SOME OPEN LAND, UH, THAT ARE CONTINUED AND ADAPTED IN THE PLAN.
AND THEN NUMBER ONE ON THE TOP SIGNIFICANTLY, HOW DOES THIS PLACE EMBODY AND ADVANCE THE COMMUNITY, UH, LEGACY OF JOHN TREVINO JR.
SO HOW IS THIS PLACE ACTUALLY ENACTING HIS WORK IN SUSTAINING HIS WORK AND IDEALS? THAT WAS IN A VERY, VERY IMPORTANT PART OF THIS.
SO IT'S, IT'S AN EXPANDED REACH BEYOND THIS PLACE.

AND THEN ALLOWING PEOPLE TO COME IN PICNIC HAVE ACCESS TO TRAILS IN A SMALL EVENT ARE REALLY MULTI-USE ACTIVITY, KIND OF LAWN CLOSE TO THIS, SOME MORE OF THE NEIGHBORHOOD PARK FUNCTIONS, CLOSER TO THE ROAD, MORE ACCESSIBLE, UH, AND ON SLIDE 10, YOU CAN SEE A PLAN OF HOW THAT STARTS TO LAY OUT THINGS LIKE THE FIELD PAVILION TAKE ADVANTAGE OF THE OLD HOUSE THAT WAS ALREADY THERE, THAT WILL BE DEMOLISHED, BUT THERE'S A LOT OF PLANTS AND TREES THAT GREW AROUND IT.
SO HOLDING ONTO THAT FOOTPRINT AND HERE, YOU ALSO SEE REALLY TRYING TO KEEP VEHICLES OUT TOWARDS THE EDGE AND KEEP THE CENTER UNENCUMBERED BY CARS AND REALLY FOCUS ON THAT RESTORATION OR ADAPTATION OF THE EXISTING FIELD ENHANCEMENT.
MOVING ON TO SLIDE 11, UH, AN EXISTING PHOTO OF WHAT WE CALLED THE RAVINE.
THIS IS WHERE THE TOPOGRAPHY STARTS TO TRANSITION IN THE STEEPER SLOPE DOWN TO THE FLOODPLAIN LEVEL.
UM, BEING SENSITIVE TO THE MOST CRITICAL STEEP SLOPE AREAS AND NOT CLOSING ANYTHING ON THOSE, BUT TAKING ADVANTAGE OF THE FACT THAT THERE'S A MIXED KIND OF TREE CANOPY AND OPENINGS HERE.
UH, AND ON SLIDE 12, YOU SEE A SKETCH THAT SUGGESTS THE CHARACTER OF THIS PLACE.
UH, WE WANT IT TO SAY THIS IS NATURE, PLAY DISCOVERY, MULTI-AGE OPPORTUNITIES FOR TEENS TO EXPLORE AND HAVE ACTIVITY IN THIS SLIGHT MORE SHADED AREA ALREADY.
THIS ALSO CONNECTS INTO A NETWORK OF TRAILS AND OPPORTUNITIES TO TIE IN LARGER EDUCATIONAL OPPORTUNITIES AROUND THE ENVIRONMENT.

UM, AND WE'RE TRYING TO BE VERY CLEAR TO BE SENSITIVE THAT THE PLAN OUTLINES THE NEED FOR ADDITIONAL DELINEATION OF SOME OF THESE, UM, WATER.

THIS TAKES ADVANTAGE OF THE FACT THAT THERE'S AN OLD BARN OUT ON THE SITE.
THERE IT'S A HIGH GROUND ALONG THE CENTRAL RIDGE THROUGH THE UPPER AREA, FIVE 15, YOU SEE A SKETCH OF WHAT THAT STARTS TO EVOLVE TO A COMMUNITY GATHERING PLACE, A PLACE WHERE FOOD EDUCATION GROWTH AND DEMONSTRATION CAN HAPPEN.
AND THEN TO THE NORTH IS THIS OFF OF THIS VIEW IS AN AREA FOR, UM, YOU KNOW, APPROPRIATELY SCALED CULTURAL EVENTS, UH, AN OPEN FIELD THAT COULD BE MOWED.
UH, WE'RE ALWAYS TRYING TO BRING MULTIPLE AGES TOGETHER.
SO AREAS OF PLAY BY AREAS OF GARDENING, UH, EDUCATION, UH, GATHERING SLIDE 16, YOU SEE THEN THE PLAN OF THE FARM, UH, AND YOU KNOW, THESE ARE KINDS OF SPACES THAT WOULD GROW WITH PARTNERSHIPS AROUND FOOD PRODUCTION OR AGRICULTURAL DEMONSTRATION FIND 17.
YOU SEE A PHOTO HERE OF WHAT WE CALLED HOME, AND THIS IS THE OLD HOUSE.
IF ANYONE WAS OUT FOR ANY OF THE EVENTS WE HAD ON THE SITE, UM, THE OLD HOUSE THAT LOOKS OUT OVER THE SKYLINE AND THE RIVER, IT'S AN AMAZING SPOT AS IT IS CALM.
UM, REALLY THE GOAL HERE IS TO KEEP IT AS MUCH AS IT IS AS POSSIBLE.
YOU SEE A PLAN THAT HIGHLIGHTS WHERE THAT BLUFF HOUSE IS LOCATED, BRINGING SOME VEHICULAR ACCESS IN A VERY CONTAINED WAY FOR A DROPOFF THERE.
WE WANT TO MAKE SURE THAT THIS IS EQUITABLE AND ACCESSIBLE TO ALL AGES, BUT THEN BRINGING IN A SERIES OF PATHS AND PICNIC OPPORTUNITIES, UH, TO TAKE ADVANTAGE OF THIS BEAUTIFUL MOMENT.
AN IDEA THAT WE DEVELOPED, UH, CALLED A COMMUNITY'S WALK.
THIS IS REALLY THE IDEA OF A ONE MILE TRAIL THAT'S FULLY ACCESSIBLE IN ALL AGES THAT GOES THROUGH THE HEART OF THIS UPPER AREA OF THE PARK.

YOU SEE THE SITE PLAN FOR THIS AREA, COMMUNITY FEEDBACK, REALLY ADVOCATED BRINGING, UH, REFORESTATION AS THE PRIMARY PROGRAM, IF YOU WILL, OR IDENTITY AT THIS PLACE.
SO THE GOAL IS TO KEEP POWER ALONG SOME OF THOSE OLD FENCE ROADS, JUST TO PRESERVE SOME OF THAT STRUCTURE AND ALSO CREATE CLEAR LEGIBLE PATHS DOWN TO THE RIVER.
UM, SO IT FEELS AS INVITING TO ALL AS POSSIBLE, BUT THEN ANOTHER SERIES AND HIERARCHY OF OTHER TRAILS THAT LOOP THROUGH, UM, THE LOCATION OF THE WATER ACCESS ON THE SOUTH EAST CORNER AT THE RIVER'S EDGE IS THERE BECAUSE THE TOPOGRAPHY HAS, IS MOST, UM, RESPONSIVE TO THAT, AND IT'S CLOSE TO THE ADJACENT A BOAT DROP, UM, OFF SITE, UM, THEIR TRAILS CONNECT BEYOND PLANT EXTENSIONS OF THE RIVER EDGE TRAIL.
THIS COULD BRING SOME AGRICULTURE DOWN INTO THIS AREA THAT WOULD HAVE TO BE CONSIDERED WHAT WOULD BE APPROPRIATE AND WHAT KIND OF PARTNERSHIPS DEVELOP OVER TIME.
WE ALSO TALKED ABOUT THIS REFORESTATION EFFORT AS AN OPPORTUNITY TO POTENTIALLY EVEN USE THESE AS KIND OF PLOTS WHERE STRATEGIES FOR REFORESTATION COULD BE COMPARED AND DEVELOPED AND TESTED THROUGH TIME.
UM, BECAUSE THERE ARE THOSE DIVISIONS THAT ARE A PART OF WHAT WE FEEL IS AN IMPORTANT ASPECT OF THE LEGACY OF THE PLACE.
EVEN THOUGH THEY'D BECOME MUCH MORE SUBTLE, UH, OVER TIME, UH, ON PAPER AGE 22, YOU SEE SOME OF THE ECOLOGICAL ZONES WE'VE WORKED WITH SEA GLOW GROUP TO DEVELOP A ANALYSIS AND PROPOSALS FOR WHAT KINDS OF, UM, ENHANCEMENT OR RESTORATION COULD OCCUR.
AND REALLY THE FOCUS IN THE MASTER PLAN HIGHLIGHTS THAT AN ADAPTIVE MANAGEMENT PLAN SHOULD BE ONE OF THE FIRST THINGS DONE AS A NEXT STEP TO MAKE SURE THAT RESOURCES ARE STRATEGICALLY USED AND IT'S ADAPTIVELY, UM, EXTENDED OVER THE LIFE OF THE PARK.
UH, WE'RE NOT PROPOSING A FIXED SINGLE OUTCOME, BUT KNOWING THAT THIS IS A LARGE AMOUNT OF LAND, A LOT OF CHANGE WILL HAPPEN OVER TIME.
AND IT'S THE RIGHT KIND OF APPROACH TO MAKE SURE THAT'S DONE RESPONSIBLY, UH, PAGE 23, YOU SEE HERE A SUMMARY OF THE OVERALL TRAIL NETWORK.
SO THERE'S A HIERARCHY, AS I MENTIONED, UM, LIMITED VEHICULAR ACCESS, A RANGE OF LARGER MULTI-USE TRAILS.
WE'VE ALSO TALKED ABOUT THE NEED THAT SOME OF THESE WOULD BECOME DEDICATED BICYCLE OR, UM, ONLY BIKE BECAUSE OF THE POTENTIAL CONFLICTS.
UM, BUT THEN A LOT OF SMALLER FOOTPATHS AND EVEN THE MOST KIND OF LIGHT TOUCH PATHS BECAUSE SALES AND ACCESS IS A HUGE PART OF, OF WHAT WE'VE HEARD IS MOST IMPORTANT ON PAGE 24, YOU SEE RECOMMENDED PHASES.
THE FIRST PHASE BASED ON THE DOLLARS AVAILABLE IS REALLY MORE OF A TRAIL HEAD AND INITIAL MANAGEMENT AND SOME ECOLOGICAL, UH, CARETAKING, I GUESS, IF YOU WILL, TO CERTAIN AREAS, REBATES, INVASIVE REMOVAL AND SOME REALLY ESTABLISHMENT TREE PLANTING IN AREAS.
