WE COULD RECOMMEND APPROVAL TO RECTIFY THE EMERGENCY COUNTRY.

WE SUPPOSE THE MEDICAL

[00:05:01]

RESPONSE OR MDE TO PROVIDE THE $70 AND ALSO THAT ADDITIONAL EXPENDITURES FOR THE CONTINUATION OF THIS CONTRACT, OR UP TO SIX MONTHS IN A MONTH THAT YOU SEE 1 MILLION, $500,330 FOR A TOTAL CONTRACT ALLOWED NOT TO EXCEED $2 MILLION.

AND THAT WILL BE COMMISSIONED ON THE SHELL.

THANK YOU, CHAIR.

YEAH.

YEAH.

MY QUESTION FOR STAFF REALLY, UH, UH, I SEEN THE BACKUP.

THIS IS, UH, TO PROVIDE TEMPERATURE AND, UM, GRAINING SERVICES DUE TO COVID.

UM, I WAS WANTING MAYBE A LITTLE BIT BETTER DESCRIPTION OR MORE INFORMATION ON SPECIFIC SERVICES OR STAFFING FOR TWO MINUTES, POTENTIALLY $2 MILLION WITH SERVICES WE ARE RECEIVING FOR THIS CONTRACT HERE.

I BELIEVE WE'LL BE ANSWERING THAT QUESTION.

YES, I AM HERE.

GREG.

CAN YOU HEAR ME? I CAN.

OKAY.

THANK YOU.

GOOD MORNING, COMMISSIONERS, COMMISSIONER MICHELLE.

THANK YOU FOR YOUR QUESTION.

UM, THE SERVICES THAT WE RECEIVE FOR THIS CONTRACT ARE TEMPERATURE SCREENING STATIONS THAT ARE ESTABLISHED AT EACH OF OUR PLANT AND, UH, THE MAJORITY OF OUR SERVICE CENTERS AND SUPPORT FACILITY.

UM, THEY ARE STAFF, UH, TO COINCIDE WITH THE OPERATING HOURS AT THOSE LOCATIONS.

UM, THE VENDOR PROVIDES, UM, MEDICAL PERSONNEL WHO ARE, UM, CERTIFIED PARAMEDICS OR FIRST RESPONDERS THROUGH THE STATE OF TEXAS.

THEY PROVIDE A TEMPERATURE SCREENING WHEN EMPLOYEES ARRIVE ON SITE AND, UM, VERIFY THAT THE, UH, EACH PERSON COMING ON SITE, UM, DOES NOT HAVE AN ELEVATED TEMPERATURE THAT WOULD INDICATE THE NEED FOR ADDITIONAL PRECAUTIONS.

WE HAVE PUT THIS IN PLACE TO PREVENT, UM, WIDESPREAD ILLNESS BREAKING OUT WITHIN OUR WORKFORCE.

ARE THERE OTHER, UH, THAT'S KIND OF AN OVERVIEW.

ARE THERE OTHER QUESTIONS ABOUT THE SERVICES THAT WE'RE RECEIVING? NO, THANK YOU.

THAT MAKES SENSE.

THAT CLARIFIES MY QUESTION.

A FOLLOW UP QUESTION, BECAUSE THIS IS COVID RELATED.

IS THERE AN OPPORTUNITY TO GET THIS REIMBURSED DOWN THE ROAD? UH, THANK YOU FOR THAT QUESTION.

WE ARE, UM, INVESTIGATING THAT POSSIBILITY.

UM, OUR FINANCIAL STAFF HAS SUBMITTED THIS TO THE CONTROLLER'S OFFICE WHERE ALL OF THESE TYPES OF EXPENSES ARE BEING ACCUMULATED.

AND IF IT MEETS THE THRESHOLD FOR SUBMITTAL TO FEMA FOR REIMBURSEMENT, WE WOULD SUBMIT THAT.

UNDERSTOOD.

THANK YOU.

NO FURTHER QUESTIONS.

COMMISSIONER LEE, I BELIEVE.

CAN YOU HEAR ME? OKAY.

UH, IS THERE A MOTION TO APPROVE THE ITEM TEAR? I MOVED TO APPROVE MOTION MADE BY COMMISSIONER MICHELLE.

SECOND, SECOND BY COMMISSIONER AND ALL IN FAVOR, PLEASE RAISE YOUR HANDS AND I CAN SEE EVERYBODY A COMMISSIONER HALL.

ARE YOU APPROVING IT? THANK YOU.

THANK YOU.

APPROVING IT.

OKAY.

THIS MOBILE CALL ITEM.

[6. Recommend approval of an amendment to the Interlocal Agreement (ILA) with Williamson County for relocation and adjustments of existing water lines and appurtenances in conflict with Williamson County Roadway Improvements in the area known as Forest North Phase 2 & 3, in the amount of $ 1,169,651.35 for a total ILA not to exceed $2,265,846.50 for design and construction costs. (District 6).]

WE KEEP RECOMMENDED APPROVAL OF AN AMENDMENT TO THE INTERNAL AGREEMENT WHOSE WILLIAMSON COUNTY RELOCATION AND ADJUSTMENT OF EXISTING WATER LINES AND APPEARANCES INCOMPLETE GO AWAY IN THE AREA

[00:10:01]

KNOWN AS FOREST PAGE TWO AND THREE IN A MONTH ON BILLION, 169,651 SANTOS AND 35 CENTS.

TOTAL I E NOT TO EXCEED 2 MILLION, $265,846 AND 50 CENTS FOR THE TIME AND THE CONGESTION POST.

AND I VIEW WE GOT QUESTIONS FROM COMMISSIONER HALL AND THE PARTNER AND THE OF PRODUCTS.

GO AHEAD.

THANK YOU, CHAIR.

UM, THANK YOU ALL.

AND THE QUESTION IS REALLY MORE FOR CLARIFICATION FOR ME, CAUSE I WAS LOOKING AT THE LOCATION.

IT LOOKS LIKE A RESIDENTIAL.

UM, IT'S A SUBDIVISION IT'S IN THE ATJ.

I'M JUST REALLY CURIOUS TO SEE WHAT ARE THE FLAGS THAT ARE CAUSING ALL THESE RELOCATIONS, UM, TO IN THIS, IN THESE, YOU KNOW, SMALLER RESIDENTIAL ROADS.

AND IS THERE ANY WAY THAT, UM, OUR OFFSETS THAT WE AS AWS COULD GET A WAIVER FROM THESE LOCATIONS WITH WILLIAMSON COUNTY IS DEFINITELY THAT IF WE WERE EXISTING, THEY'RE ALREADY UNDER THE ROAD OR, UM, FOR THIS SUBDIVISION, WE JUST MAYBE TRYING TO CLARIFY WHAT THE PROJECT IS ALL ABOUT, WHERE THE CONFLICTS WERE.

UM, AS I SAID, THERE'S A LOT, A LOT OF RELOCATIONS.

IT'S NOT A COUNTY ROAD OR, UM, OR ANYTHING MAJOR LIKE THAT.

SO, UM, THAT'S, THAT'S MY QUESTION.

COMMISSIONER.

WE'LL HAVE STAFF TO ANSWER THAT HERE IN JUST A SECOND FOR YOU.

GOOD MORNING COMMISSIONERS.

THIS IS SHEA ROLSON, ASSISTANT DIRECTOR, AUSTIN WATER.

UM, THE PROJECT, UM, DOES AFFECT OUR, UH, INFRASTRUCTURE, WHICH IS IN THE RIGHT OF WAY AND THEREFORE IT'S OUR RESPONSIBILITY TO RELOCATE IT.

UM, AND, UH, STAFF HAS REVIEWED THIS SCOPE, UM, WITH WILLIAMSON COUNTY TO IDENTIFY THE INFRASTRUCTURE THAT DOES REQUIRE RELOCATION.

AND THAT IS WHAT WE'VE COME TO WITH TODAY.

THANK YOU, SHEA.

UM, SO THERE IS NOT A WAY TO WAGE SOME OF THESE RELOCATIONS.

I'M GUESSING IT DEPENDS ON WHAT THE CONFLICT IS AND I'M ASSUMING IF IT'S WITH PAVEMENT OR IF DRAINAGE INFRASTRUCTURE IS AS IT'S RESIDENTIAL.

IT KIND OF BROUGHT UP A LOT OF QUESTIONS.

IT'S A LITTLE BIT OF HARD TIME HEARING THAT.

LET ME, LET ME TRY TO ANSWER THE COMMISSIONER'S QUESTION HERE TOO.

I BELIEVE IN PART AUSTIN WATER HAS REQUESTED US TO PARTNER WITH WINSTON COUNTY ON THIS PROJECT.

I BELIEVE THESE LINES ARE A HOLDER.

SDS IS CONCRETE LINES IN LARGE PART, AND THAT, UH, THAT WOULD BE A NATURAL, UH, REPLACEMENT TARGET FOR US.

SO I THINK THIS ISN'T JUST BECAUSE OF THE ROADWAY WORK, IT'S REALLY AN OPPORTUNITY FOR US TO MODERNIZE THIS INFRASTRUCTURE IN THIS AREA THAT WE SERVE, UH, RETAIL.

OKAY.

GOT IT.

THANKS BEN COMMISSION.

THANK YOU.

UM, JUST WANT TO BUILD ON TOP OF PERMISSION AS PARTNER.

UH, JUST WANT TO MAKE SURE WE CLARIFY THIS IN THE ETJ, CORRECT.

IT'S NOT REALLY A DISTRICT STAKE IS AROUND BY THE 66, BUT IT'S ADJ.

YES, SIR.

IT'S IN THE ETJ.

THIS IS SHAY ROLSON AGAIN.

UM, SO REMIND ME THE POLICY ON, YES, WE ARE SERVING RETAIL WATER HERE AND WE INHERITED THIS PARTICULAR SYSTEM FROM ANOTHER POLITICAL JUSTICE OR IS THERE PLANNING FOR NEW GERMAN NEXT STATION? OR WE MAINTAIN THIS INDEFINITELY.

I DON'T KNOW IF THIS IS IN THE ETJ.

I THINK IT'S PART OF THE ANDERSON MEAL, UH, AREA, WHICH WAS A FORMER MUD, WHICH WE ANNEXED SEVERAL YEARS AGO.

UM, SO I DO BELIEVE THIS IS IN DISTRICT SIX.

UH, I'M GOING OFF OF MEMORY ON THAT.

I'M JUST LOOKING AT THE OFFICIAL DISTRICT MAPS.

[00:15:01]

GO AHEAD.

WE HAVE STAFF ON THE LINE THAT MAY BE ABLE TO ANSWER THAT.

UM, ALTHOUGH THEN VONNIE PROJECT SPONSOR FOR THIS PROJECT IS ON THE LINE AND HE CAN RESPOND TO YOUR QUESTION.

GOOD MORNING, EVERYBODY.

THIS IS ALL THE RUNGS ON THE AUSTIN'S WATER.

YES, ACTUALLY THE, UH, THE WATERLINES THAT WE ARE RELOCATING OUR READING, UH, COUNTY RATHER WAY AND DIRECTOR MOSES WAS CORRECT IN THE, THIS ARIEL WAS, UH, ANNEX FEW YEARS BACK AND THE HER STATE REQUIREMENTS, WE ARE REQUIRED TO LOCATE OUR UTILITIES WHEN WE ARE WITHIN THE RUNAWAY.

I HOPE I ANSWERED YOUR QUESTION.

UM, THE OFFICIAL DISTRICT MAP HAVE A HOLLOW OUT AREA FOR THIS BEING ETJ, BUT THAT'S, THAT'S NOT REALLY THE, MY MAJOR, UH, ISSUE.

I JUST WANT TO UNDERSTAND, UM, OUR RESPONSIBILITY.

SO IT SOUNDS LIKE WE MAINTAINING THIS AREA IN PERPETUITY, UH, CAUSE AS PART OF OUR SYSTEM, NOW THERE'S NO DIFFERENT BETWEEN THIS AREA AND ANY OTHER PART OF OUR SERVICE AREA.

CORRECT? THIS IS ALL DONE.

YOU CAN JUST SAY IT'S JUST, UH, JUST LIKE OUR TEXTS, UH, THE PROJECTS THAT WE DO LOCATE OTHER Y OTHER ARE WATERLINE, SAME SITUATION.

YES.

AS YOU'RE CORRECT.

UM, I JUST, SO MY, MY QUESTION IS REALLY IS THERE FROM THE MAP, IT SEEMS LIKE THERE'S NO WASTEWATER SYSTEM AND POCKETS, ESPECIALLY IN THE AREA THAT YOU PROPOSING WATER TO BE REDONE OR AT LEAST ON THE GIS MAP.

I DON'T SEE A WASTEWATER.

UH, IS THERE STILL, UH, HOMES THAT ARE IN SEPTIC IN THIS AREA? YOU'RE CORRECT.

THERE IS NO WASTEWATER SYSTEM BELONG TO THE CITY IN THIS AREA.

IT JUST SAYS SEPTIC SYSTEM, I BELIEVE.

YES.

SO THAT HANS MY QUESTION IS IF WE'RE GOING TO INVEST MONEY FOR WATER AND I KNOW THE COUNTY, PROBABLY NOT IN THE BUSINESS OF IMPROVING ANYTHING, JUST WANT TO, YOU KNOW, REPLACE WHAT'S THERE.

UH, I JUST, UH, THE QUESTION IS, DOES IT MAKE SENSE FOR US TO SERVE THOSE HOMEOWNER FROM A WASTEWATER STANDPOINT? IS THERE OPPORTUNITY TO DO SO IF THERE'S A MAJOR ROADWAY, UH, WORK AND WATER WORK, UH, LET ME, LET ME CORRECT MYSELF HERE.

UH, I'M SORRY.

UH, RE ONLY THEY LOCATE, UH, ANY UTILITY LINES THAT WE HAVE IN CONFLICT OR THEY ARE IN CONFLICT WITH THE COUNTY PROJECT.

SO IF THEY ARE NOT IN CONFLICT, UH, THEN THAT COMES INTO DIFFERENT CATEGORY AND THEN 10 THAT REQUIRED A LOT OF, UH, MORE COORDINATION WITH THE COUNTY AND SEE IF WE HAVE EVEN A EASEMENT OR IS THE, UM, UH, OTHER, UH, NICE TO BE ABLE TO REPLICATE THE WISH FOR ALLIANCE AT THE SAME TIME, IF THE WISH MINE'S ALL IN A BAD SHAPE OR NOT.

UM, LET ME JUST END WITH A COMMENT THEN, UM, FROM WHAT I'M LOOKING AT AND I'M SURE STAFF KNOW MORE THAN I DO.

ALL I'M SAYING IS WE ARE LOOKING AT, UM, A DECENT AMOUNT OF INVESTMENT INTO THE WATER SYSTEM IN THIS AREA.

AND IF WE ARE SERVING THIS AREA ENTIRELY, THERE SEEMS TO BE SOME POCKET OF WASTEWATER LINE THAT IS NOT IN THE GROUND.

SO IF THERE'S AN OPPORTUNITY TO SERVE THESE HOMEOWNER BETTER, UM, MAYBE STAFF CAN CONSIDER, UM, NO FURTHER QUESTIONS.

THANK YOU BOTH AGAIN.

AND WE WILL TAKE A LOOK AT THAT.

THANK YOU FOR HOLDING YOUR CALL IS VERY IMPORTANT.

WE WILL BE WITH YOU SHORTLY DRINKING WATER SEVERAL TIMES IN A SECOND BY COMMISSIONER BRYCE, YOUR HANDS.

OKAY.

YES, SIR.

THANK YOU.

THANK YOU.

LET'S MOVE ON TO ITEM B SEVEN.

[7. Recommend approval to negotiate and execute a professional services agreement with HDR Engineering, Inc., (staff recommendation) or one of the other qualified responders for Request for Qualifications Solicitation No. CLMP293 to provide Engineering Services for Aquifer Storage and Recovery Pilot Project and Program Management in an amount not to exceed $6,000,000.]

THEY COMMAND TO NEGOTIATE AND EXECUTE PROFESSIONAL SERVICE WOMEN WITH HDR ENGINEERING.

COMMENTATION ALL ONE OF THE OTHER QUALIFIED RESPONDERS

[00:20:01]

FOR REQUEST FOR ORIENTATION.

SORRY, STATION NUMBERS HERE, MP TWO 93 SERVICES OR FOR RECHARGE A STORAGE AND RECOVERY PILOT PROJECT AND PROGRAM MANAGEMENT IN AMONGST THAT TO EXCEED $6 MILLION.

AND WE'VE GOT A COMMISSIONER PENN AND THE COMMISSIONER SHOULD ANY QUESTIONS FOR COMMISSIONER? ANY QUESTIONS FROM COMMISSIONER? IF NOT, WE WILL ENTERTAIN A MOTION CHAIR.

I MOVED TO APPROVE COMMISSIONER MICHELLE, MAKE MOTION TO APPROVE IT, AND I WILL SECOND IT ALL.

UH, SORRY, THIS IS BLANCA, BUT, UH, WITH, UH, SEVEN MEMBERS AND TWO RECUSALS, UH, I DON'T BELIEVE THAT, UH, THERE COULD BE A MOTION TO MAKE A RECOMMENDATION.

OKAY.

SO WE DON'T WAIT.

WE DON'T MAKE ANY RECOMMENDATION TO THE COUNCIL.

AM I CORRECT? UH, YES, SIR.

UH, IT WILL BE NOTED THAT THERE WERE TWO REFUSALS AND, UH, THERE, THERE WEREN'T SUFFICIENT VOTES TO MAKE THE RECOMMENDATION.

SO IT'S NOT THAT THE, UH, COMMISSION DIDN'T TAKE ACTION, BUT, UH, DUE TO RECUSALS, UH, THERE WASN'T A QUORUM TO ALLOW FOR A RECOMMENDATION.

OKAY.

ALL RIGHT.

THANK YOU.

SO THERE IS NO RECOMMENDATION OR JUST ITEM.

OKAY.

THIS MOVE OUT ON THE POOL.

[C. 1. Update from Joint Sustainability Committee Meeting]

I'VE HAD A HUGE ONE COMMITTEE MEETING COMMISSIONER HALL, SO I'LL KEEP IT SHORT.

WE ARE IN THE MIDDLE OF A PRETTY MAJOR COMMUNITY CLIMATE PLANS, UM, WENT THROUGH A PUBLIC, UH, PROCESS AND I BELIEVE THE, UM, OFFICE OF SUSTAINABILITY IS REQUESTING AN OPPORTUNITY TO BRIEF OUR COMMISSION, HOPEFULLY IN SEPTEMBER OF WHERE THE PLAN IS AND WHAT THE DATES ARE.

AND SO I HOPE, UH, UM, MR. SHANNON'S AND STAFF CAN CREATE OPPORTUNITY FOR OUR SUSTAINABILITY OFFICE TO BRIEF OUR FULL COMMISSION.

UM, AND THIS IS THE FIRST FIVE YEAR MAJOR UPDATE TO THE COMMUNITY CLIMATE SCIENCE.

AND SO I, I, UH, PRETTY EXCITING.

UH, AND AT THE SAME TIME, I FEEL LIKE VERY TIMELY IN THE WORLD THAT WE LIVE IN, WHERE RESILIENCY IS BEING TASKED TO OUR ABSOLUTE MAXIMUM LIMIT HERE.

UH, SO I'M HOPING THAT WE GET A CHANCE TO HEAR FROM A SUSTAINABILITY STAFF, SOON COMMISSIONER HOLE.

WE HAVE THAT SCHEDULED FOR SEPTEMBER, UH, FOR THE SUSTAINABLE.

THANK YOU, GREG.

OKAY.

THANK YOU.

NOW LET'S MOVE TO ITEM

[D. 1. COVID-19 – Austin Water Operation, Staff and Financial Impact Update]

E ONE 19 AWESOME WATER CORPORATION STUFF AND THE FINANCIAL IMPACT UPDATE AND VOLUME COMMISSIONERS.

THIS DAVID ANDREWS ASSISTANT DIRECTOR FOR AUSTIN WATER.

DO YOU HEAR ME? THIS IS DAVID ANDREWS.

Y'ALL HEAR ME.

YES, WE CAN.

OKAY.

COMMISSIONERS, UM, I WILL BE PROVIDING A BRIEF UPDATE ON OUR CUSTOMER ASSISTANCE BILL RELIEF PROGRAM, AS WELL AS OUR COVID-19 FINANCIAL UPDATE.

AS FAR AS OUR CUSTOMER ASSISTANCE UPDATE.

UH, IN JULY, THE PLUS ONE PROGRAM PROVIDED 1.3 MILLION IN BILL RELIEF TO OVER 3,500 CUSTOMERS.

THIS IS A SIGNIFICANT INCREASE FROM THE PRIOR MONTH WHEN WE WERE UNDER JUST UNDER A HUNDRED, JUST UNDER A MILLION.

SO WE ARE REACHING, UH, YOU KNOW, MORE OF THESE CUSTOMERS AS WE PROCEED THROUGH THIS PANDEMIC SINCE APRIL 1ST OR SINCE APRIL, WHEN WE IMPLEMENTED THIS PROGRAM WITH THE ADDITIONAL DOLLARS, THE PLUS ONE PROGRAM HAS PROVIDED 3.2 MILLION IN BILL RELIEF TO, UH, OVER 9,600 CUSTOMERS.

THERE'S APPROXIMATELY 12.8 MILLION

[00:25:01]

AVAILABLE WITH THE ADDITIONAL 5 MILLION FROM AUSTIN ENERGY AND AUSTIN WATER.

SO WE STILL HAVE SUFFICIENT FUNDS IN THE BILL RE UH, PLUS ONE PROGRAM TO PROVIDE, UH, CUSTOMERS ADDITIONAL ASSISTANCE.

AS WE MOVE THROUGH THIS PANDEMIC.

I ALSO WANTED TO MENTION THAT THE COUNCIL, UH, IN THEIR FISCAL YEAR 21 BUDGET APPROVAL, UH, APPROVED THAT THE CUSTOMER ASSISTANCE PROGRAM RATE REDUCTION THAT WAS IMPLEMENTED IN APRIL OF THIS YEAR, A 10% REDUCTION IN THE FIRST THREE BLOCKS OF, UM, RATES, UH, WILL BE EXTENDED THROUGH FISCAL YEAR 21.

SO THOSE CAP RATES WILL REMAIN AT THE REDUCED LEVELS FOR WE'RE GLAD TO SEE THAT AS FAR AS OUR FINANCIAL IMPACT, UH, AS FAR AS THE REVENUE UPDATE, UH, THE JULY WATER AND WASTEWATER REVENUES WERE $7.2 MILLION BELOW THE EXPECTED LEVELS.

AND IT WAS SPREAD, UH, BASICALLY HALF BETWEEN RESIDENTIAL AND COMMERCIAL CUSTOMER CLASSES FOR THAT 7.2 MILLION.

HOWEVER, FOR THE, UH, APRIL THROUGH JULY TIMEFRAME, WHICH WAS, YOU KNOW, DO THE COVID, UH, OUR REVENUES HAVE BEEN ABOUT $19.6 MILLION BELOW BUDGET LEVELS, BUT BECAUSE WE HAD SOME ADDITIONAL REVENUE AT THE BEGINNING OF THE YEAR, OUR FISCAL YEAR TO DATE REVENUES ARE ABOUT 10 AND A HALF MILLION BELOW BUDGET LEVELS, BUT WE'LL CONTINUE TO MONITOR THESE REVENUES CLOSELY AS WE PROCEED, AS FAR AS IN JULY, THE WATER DEMAND TRACKS ABOUT 20% HIGHER THAN WE WOULD HAVE EXPECTED IN JULY.

SO WE HAVE A SIGNIFICANT AMOUNT ALMOST OVER 900 MILLION GALLONS SOLD, UM, THEN WHAT WE WOULD HAVE EXPECTED, SO OUR, OR AT LEAST PUSHED OUT TO THE SYSTEM.

SO WE WOULD HOPE THAT THIS IS AN INDICATION THAT SOME OF OUR AUGUST REVENUES, UM, WILL, YOU KNOW, RE RECOVER AND, AND BECAUSE YOU TO BUDGET LEVELS, JUST AS FAR AS A COVID RELATED EXPENSES, UH, THROUGH AUGUST 17TH, WE'VE, UH, SPENT ABOUT TWO AND A HALF MILLION DOLLARS IN COVID RELATED EXPENSES FOR, UH, PERSONNEL STAFFING, UH, TEMPERATURE MONITORING, AS WE DISCUSSED EARLIER, AND, YOU KNOW, PPE AND SUPPLIES ARE NEEDED DURING THIS TIMEFRAME.

AND WITH THAT, UM, I WILL ANSWER ANY QUESTIONS THAT YOU MIGHT HAVE ANY QUESTIONS FOR THE STAFF, IF NOT, THANK YOU FOR YOUR PRESENTATION, MR. ANDERSON,

[D. 2. MBE/WBE Solicitation Process Briefing]

LEAVING.

GOOD MORNING COMMISSIONERS.

THIS IS DANIELLE LORD.

I'M THE AWESOME WOMAN MANAGER.

CAN YOU HEAR ME? OKAY.

THERE'S A BIT OF A DELAY AND THAT'S WHY, SO PLEASE GET WITH CINDY ON, AMONG THE DISPARITY STUDY AND THE MBE WB PROGRAM, AS IT PERTAINS TO AUSTIN, WHY I'M WAITING FOR THE SLIDES TO COME UP.

I WILL ADVANCE THE SLIDES FOR YOU.

YOU'LL HAVE TO TALK FROM YOUR OWN SLIDE DECK, AND I WILL HAVE IT GO AS YOU SAY NEXT.

OKAY.

OKAY.

THANK YOU.

IF YOU COULD ADVANCE TO THE SECOND SLIDE FOR ME, PLEASE, YOU'RE NOT GOING TO SEE IT MOVE VERY QUICKLY IF YOU'RE WATCHING THE STREAM.

OKAY.

YOU'LL HAVE TO JUST TALK THROUGH YOUR PRESENTATION WHEN YOU SAY NEXT SLIDE.

YOU, IT WILL BE ON THE NEXT SLIDE.

OKAY.

THANK YOU.

OUR OBJECTIVES TODAY INCLUDE PROVIDING AN OVERVIEW OF THE DISPARITY STUDY, HIGHLIGHTING THE XDR

[00:30:01]

PROGRAMS, PROVIDING DETAILS REGARDING WAP REQUIREMENTS AND FROM ATTACKING AND REVIEWING AUSTIN WATERS IN THE WB PARTICIPATION IN CONTRACTING EFFORT.

NEXT SLIDE PLEASE.

GOOD MORNING COMMISSIONERS.

THIS IS THAT WORKED COMPLICE.

I HOPE THAT YOU CAN HEAR ME.

I'LL WAIT FOR A REACTION TO THAT.

YES, GO AHEAD.

AND I WANT TO THANK YOU FIRST FOR INVITING, UH, MYSELF AS, AS A REPRESENTATIVE OF THE SMALL MINORITY BUSINESS RESOURCES DEPARTMENT HERE TO YOUR COMMISSION MEETING TODAY.

I KNOW WE HAVE A LOT OF INFORMATION TO GO THROUGH.

I'M GOING TO TRY TO COVER AS MUCH AS I CAN, BUT STILL BEING COGNIZANT OF THE TIME LIMIT WE HAVE.

SO BEAR WITH ME.

IF THERE'S SOMETHING I COVER TOO FAST, I WILL HAVE SOME Q AND A TIME I'M SURE.

AND, AND YOU CAN ADDRESS ANY QUESTIONS THAT YOU HAVE WITH ME.

SO WE WANTED TO GIVE YOU AN OVERVIEW OF OUR DISPARITY STUDY PROCESS.

WE ARE IN THE MIDST OF OUR DISPARITY STUDY.

A DISPARITY STUDY IS SOMETHING THAT IS REQUIRED WHEN WE HAVE SUCH, AS WE DO WITH THE CITY OF AUSTIN, A MINORITY BUSINESS ENTERPRISE AND WOMEN BUSINESS ENTERPRISE PROCUREMENT PROGRAM.

YOU HAVE TO HAVE A DOCUMENT THAT STATES, WHAT REMEDIES ARE YOU TRYING TO PROVIDE AND WHAT CONTRACTING AREAS ARE SHOWING DEFICIENCIES OR DISPARITIES.

AND SO WE'VE DONE SEVERAL DISPARITY STUDIES OVER THE YEARS.

WE CONTRACTED WITH COLETTE HOLT AND ASSOCIATES THIS YEAR, UH, TO CONDUCT OUR STUDY.

AND THE STUDY PERIOD THAT WE'RE LOOKING AT IS 2013 THROUGH 2018.

SO WE ARE LOOKING AT THOUSANDS OF CONTRACTING DATA AND CONTRACTS, UH, FROM ALL SORTS OF, UH, INDUSTRIES, SUCH AS COMMODITIES, PROFESSIONAL SERVICES, ARCHITECTS, ENGINEERS, NON PROFESSIONAL SERVICES, OR CONSULTING SERVICES, AS WELL AS, UH, THE CONSTRUCTION INDUSTRY AND OUR CIP PROGRAMS. NEXT SLIDE, PLEASE BY FOUR.

SO WHY DO WE HAVE TO HAVE A DISPARITY STUDY? IT'S A LEGAL, LEGALLY REQUIRED DOCUMENT BASED ON FEDERAL LAW.

IT ASSISTS WITH MAKING RECOMMENDATIONS AND IMPROVEMENTS TO OUR MBE WBE PROGRAM.

AND IT PROVIDES A LEGAL DEFENSE REGARDING THE CITY'S ESTABLISHED CODE.

EXCUSE ME, THE CITY IS ESTABLISHED GOES FOR, FOR ANY PARTICULAR PROJECT THAT WE HAVE ASSIGNED THE PROGRAM TO.

SO IT'S A VERY IMPORTANT FOR US.

THERE, THERE ARE VERY STRICT PARAMETERS AROUND WHAT IS INCLUDED IN A DISPARITY STUDY AND HOW THOSE ARE TO BE CONDUCTED.

AND WE'RE VERY LUCKY THAT WE HAVE A NATIONALLY RECOGNIZED CONSULTANT WHO ACTUALLY WROTE THE BOOK ON HOW TO CONDUCT A DISPARITY STUDY ON BEHALF OF SOME OF THE FEDERAL GOVERNMENT DEPARTMENTS, UH, HELPING US AND LEADING US IN THIS EFFORT.

WE HOPE TO GET A DRAFT COPY OF THE STUDY SOMETIME IN JUNE IN WHICH STAFF WILL BE REVIEWING THAT.

AND THEN A FINAL COPY OF THE DISPARITY STUDY FOR COUNCIL CONSIDERATION IN AUGUST OF 2021.

SO WE HAVE A WAYS TO GO BEFORE WE'RE.

WE ARE SEEING A STUDY IN FRONT OF US.

NEXT SLIDE, PLEASE.

AS I SAID BEFORE, UM, THE LEGAL REQUIREMENTS OF A DISPARITY STUDY, AND WHAT DOES THAT INCLUDE? AS I MENTIONED, WE'RE LOOKING AT CONTRACT DATA FROM 2013 TO 2018, IT'S GOING TO BE PROVIDING SOME ANALYSIS OF THAT CONTRACTING DATA, EXCUSE ME, IT'S GOING TO BE LOOKING AT DISCUSSIONS WITH THE COMMUNITY ABOUT WHAT THEY ARE SEEING AND IN THE END, THE, UM, IN THE INDUSTRY, IN TERMS OF CONTRACTING WHAT DISPARITIES OR, UM, INEQUITIES THAT THEY'RE SEEING IN EVERY AREA.

SO THE, THE STUDY CAN BE BROKEN UP INTO TWO SECTIONS.

ONE IS GOING TO BE A QUALITATIVE AREA AS WELL, THEN AS A QUANTITATIVE AREA.

SO IT'S GOING TO BE A VERY ROBUST STUDY.

UH, WE'RE TALKING ABOUT SOMETHING THAT LOOKS LIKE A, AN OLD FASHIONED PHONE BOOK.

IF YOU WILL, IF YOU REMEMBER THOSE DAYS OF PHONE BOOKS, IT'S GOING TO BE QUITE ROBUST AND INCLUDE SOME VERY GOOD INFORMATION ABOUT DIFFERENT DEPARTMENTS, ABOUT DIFFERENT, UH, ETHNICITIES WITHIN THE CITY OF AUSTIN AND THE SURROUNDING AREAS.

AND THEN HOW ARE WE DOING IN TERMS OF CONTRACTING WITH THOSE PARTICULAR ETHNICITIES AS WELL AS WOMEN OWNED FIRMS? NEXT SLIDE PLEASE.

SO HERE'S SOME INFORMATION RELATED TO THIS DISPARITY STUDY.

WE ARE REALLY LOOKING FOR ANYONE THAT IS INTERESTED IN BEING A PART OF THE DISPARITY STUDY.

IF YOU ARE THERE SOME, UM, LINKS AND CONTACTS AND INCLUDING AN EMAIL TO OUR DISPARITY STUDY CONSULTANT, YOU CAN, UM, LOOK AT THE LINK IF YOU, IF YOU HAVE TIME AND SEE WHAT'S IN THERE IN TERMS OF INFORMATION, AS WELL AS PROVIDING

[00:35:01]

YOUR INPUT.

IF YOU'RE FAMILIAR WITH THE MBE WBE PROGRAM WITH THE CITY OF AUSTIN, OUR STUDY MANAGER FOR THE CITY OF AUSTIN IS TAMELA.

SALDANIA TAMLA IS MY COMPLIANCE OFFICER IN, UH, SMB R AND SHE'S RESPONSIBLE FOR THE STUDY AND WORKING WITH THE CONSULTANT ON A DAILY BASIS.

NEXT SLIDE PLEASE.

SO LET'S TALK A LITTLE BIT ABOUT THE PROGRAM.

UH, THIS IS QUITE A BUSY SLIDE, BUT WE WANTED TO MAKE SURE WE WERE COVERING EVERYTHING AND BEING MINDFUL AGAIN, OF THE, OF THE AMOUNT OF TIME WE HAVE, WE CAN SPEND ALMOST AN HOUR TALKING ABOUT THE PROGRAM AND, AND, UM, THE ADMINISTRATION OF THESE PROGRAMS THAT WE HAVE.

SO THE MAIN PROGRAM THAT WE HAVE THAT WE ADMINISTER AS, AS A DEPARTMENT IS OUR LOCAL MBE WBE PROCUREMENT PROGRAM.

AND THIS IS APPLIED TO ALL PROJECTS THAT ARE OVER $50,000 IN VALUE.

AND WHEN I SAY APPLIED, I KNEW THAT MY DEPARTMENT REVIEWS THOSE SOLICITATIONS OUT OF BOTH THE PURCHASING OFFICE, AS WELL AS OUR CAPITAL CONTRACTING OFFICE.

AUSTIN IS, IS UNIQUE IN THAT WE HAVE TWO PROCUREMENT OFFICES, ONE HANDLING GOODS AND SERVICES, AND THE OTHER STRICTLY HANDLING CONSTRUCTION AND CONSTRUCTION RELATED PROFESSIONAL SERVICES.

THE NEXT ITEM THAT WE HAVE, OR THE NEXT PROGRAM THAT WE RUN IS THE DISADVANTAGED BUSINESS ENTERPRISE PROGRAM.

THIS IS A FEDERALLY MANDATED PROGRAM.

IF THERE ARE ANY ENTITIES AROUND THE COUNTRY THAT RECEIVED FEDERAL FUNDS RELATED TO THE US DEPARTMENT OF TRANSPORTATION AND SOME OTHER GRANTS, THEY HAVE TO ESTABLISH A DISADVANTAGED BUSINESS ENTERPRISE PROGRAM, UM, BASED ON THE PARAMETERS OF FEDERAL LAW.

SO WE HAVE A, A DEDICATED STAFF OF THREE THAT OVERSEES BOTH THE DISADVANTAGED BUSINESS ENTERPRISE PROGRAM, AND A, AND THE THIRD PROGRAM THAT WE OVERSEE, WHICH IS AN AIRPORT CONCESSION DISADVANTAGED BUSINESS ENTERPRISE PROGRAM.

THE AIRPORT CONCESSION IS, IS A PROGRAM THAT WAS DEVELOPED IN 1999 TO TRY TO GET MORE, UM, UH, IT EQUITY IN THE CONCESSION SPACE AT AIRPORTS AROUND THE COUNTRY.

AND SO THIS IS A, THIS IS THE THIRD KIND OF THE THIRD LEG OF OUR, OF OUR STOOL THAT WE HAVE FOR, UH, FOR THESE TYPES OF PROGRAMS WITH THE CITY.

THEY'RE EACH UNIQUE AND THE APPLICABLE LAWS, AS YOU KNOW, THE MBD PROGRAM IS OUR LOCAL PROGRAM.

AND SO THIS IS BY ORDINANCE THROUGH COUNCIL ACTION AND THEN THE DISADVANTAGED BUSINESS AND THE AIRPORT CONCESSION DISADVANTAGED BUSINESS ARE BOTH FEDERAL LAWS THAT WE HAVE TO, THAT WE HAVE TO FOLLOW AND MAINTAIN.

NEXT SLIDE, PLEASE.

SO WE WANT TO TALK ABOUT THE GOAL SETTING PROCESS.

SO, AS I MENTIONED, UH, OUR DEPARTMENT AND MY STAFF IS RESPONSIBLE FOR REVIEWING ALL PROCUREMENTS OUT OF BOTH THE PURCHASING OFFICE AND THE CAPITOL CONTRACTING OFFICE THAT ARE, UH, OVER $50,000 IN VALUE.

AND THAT IS, THAT IS BECAUSE STATE LAW REQUIRES THAT ANYTHING 50,000 AND ABOVE IS, HAS TO BE COMPETITIVELY BID.

SO THAT'S THE THRESHOLD THAT WE'VE USED IN THE ESTABLISHMENT OF OUR PROGRAM AND THE APPLICATION OF OUR PROGRAM.

THERE ARE CERTAIN EXEMPTIONS TO OUR PROGRAM AND THAT'S BECAUSE SOME OF THE, THE APPLICATION OF THE PROGRAM, THIS JUST DOESN'T MAKE SENSE.

SO PART OF THE, PART OF THE ITEMS THAT WE WANTED TO LOOK AT WHERE SOME OF THE EXEMPTIONS, UM, SO FOR EXAMPLE, WE DON'T APPLY THE PROGRAM TO, UH, PERSONAL, REAL PROPERTY.

WE DON'T APPLY THE PROGRAM TO ANY LOAN TRANSACTIONS.

WE DON'T APPLY IT TO POLICE OR FRANCHISE AGREEMENTS.

WE DON'T DO INTER LOCAL AGREEMENTS AND WE DON'T APPLY IT TO SOLE SOURCE PURCHASES AND WHAT WE CALL EMERGENCY PURCHASES THAT HAVE TO DO WITH HEALTH AND HEALTH AND PUBLIC SAFETY.

THOSE ARE EXEMPT.

BUT ONCE WE DO APPLY THE PROGRAM TO A PARTICULAR CONTRACT, IT IS APPLIED AND THE PRIME CONTRACTOR OR PRIME CONSULTANT THAT IS AWARDED THE CONTRACT BY THE CITY MUST ADHERE TO THE REQUIREMENTS OF OUR PROGRAM.

NEXT SLIDE, PLEASE.

WE WANT IT TO GO OVER A LITTLE BIT ABOUT THE GOAL SETTING PROCESS.

AND AS A, AS I STATED BEFORE, I KNOW WE ARE COVERING A LOT OF, OF DETAILED INFORMATION, VERY FAST.

SO I WILL BE MORE THAN HAPPY IF THAT IS THE COMMISSIONERS WISH TO COME BACK AND JUST TALK ABOUT ANY PARTICULAR AREA THAT WE'VE TALKED ABOUT SO FAR.

BUT RIGHT NOW WE'RE GOING TO TALK ABOUT GOAL SETTING.

WE SET CONTRACTS, SPECIFIC GOALS FOR PROJECTS.

WE LOOK AT SOLICITATION DOCUMENTS, THE SCOPES OF WORK THAT ARE GOING TO BE REQUIRED.

WE HAVE WHAT WE CALL A TRAIT SUMMARY, AND THE NEXT SLIDE WE WILL HAVE WHAT A TRAIT SUMMARY LOOKS LIKE FOR US, BUT WE TAKE ALL OF THAT INFORMATION AND WE APPLY A PARTICULAR GOALS FOR EACH PARTICULAR CONTRACT BASED ON THE AVAILABLE NUMBER OF CERTIFIED

[00:40:02]

MBES AND WBS TO THE SCOPES OF WORK THAT WE NEED TO CONDUCT A PROJECT.

NEXT SLIDE, PLEASE ON SLIDE 10, AND IT SHOULD BE LABELED TRADE SUMMARY.

AND I KNOW THIS IS A QUITE ANOTHER BUSY SLIDE, BUT WE WANTED TO GIVE YOU A SNAPSHOT AS TO WHAT ACTUALLY THE STAFF AT S AND VR IS LOOKING AT WHEN WE LOOK AT THE DIFFERENT TRADES OR THE DIFFERENT SCOPES OF WORK REQUIRED FOR A PARTICULAR PROJECT.

SO THIS WAS A PROJECT, UM, NOT AN AUSTIN WATER PROJECT, BUT JUST A PROJECT FOR THE AIRPORT.

AND IF IT WAS AN AUSTIN WATER UTILITY PROJECT, IT WOULD LOOK, IT WOULD LOOK SIMILAR WITH DIFFERENT SCOPES OF WORK APPLICABLE TO THE PARTICULAR NEEDS OF THAT PARTICULAR PROJECT.

SO THESE ARE ALL THE DIFFERENT TYPES OF TRADES THAT WE LOOK AT BASED AGAIN, ON THE PARTICULARS OF THAT PROJECT, WE HAVE A BREAKDOWN PROVIDED BY EITHER A CONSULTANT ON THE, ON THE TEAM OR BY THE PROJECT MANAGER IDENTIFIED FOR THE PROJECT.

AND THEY DO, UM, AN ESTIMATE AS TO HOW MUCH WORK IS GOING TO BE INVOLVED FOR EACH ONE OF THESE PARTICULAR SCOPES OF WORK.

NEXT SLIDE, PLEASE.

SO IT SHOULD BE ON SLIDE 11 AND SLIDE 11 IS OUR GOAL CALCULATION FORMULA.

SO BASED ON THE PREVIOUS SLIDE AND THE DIFFERENT TRADES THAT WERE IDENTIFIED, WE HAVE A GOLD CALCULATION, AND IT'S A VERY SIMPLE FORMULA.

IT IS THE NUMBER OF CERTIFIED VENDORS BY ETHNICITY, MULTIPLY IT BY THE PERCENTAGE OF THE SCOPE OF DIVIDED BY THE TOTAL NUMBER OF VENDORS IN THAT PARTICULAR SCOPE.

SO WE DO THIS CALCULATION AND IT IS DONE BY OUR INTERNAL SYSTEM CALLED .

THAT IS A PROJECT AND THE CONTRACT MANAGEMENT SYSTEM THAT IS USED BY BOTH THE PURCHASING OFFICE AND, UM, AND THE CAPITAL CONTRACTING OFFICE, AS WELL AS AUSTIN WATER, UH, AIRPORT PARK.

THEY ALL USE THIS AND THEIR PROJECT MANAGERS USE THIS TO, TO TRACK THE PROGRESS OF CONTRACTS AND SOLICITATIONS.

SO WHAT THIS SCREEN WILL SHOW YOU IS THE ACTUAL BREAKDOWN AND WHAT WE SEE WHEN WE ARE LOOKING AT GO CALCULATION.

SO AT THE VERY BOTTOM OF THE SCREEN, IT SHOWS YOU WHAT THE ANTICIPATED GOALS WOULD BE BASED ON THE BREAKDOWN OF THE TRADES AND BASED ON THE NUMBER OF CERTIFIED VENDORS THAT WE HAVE WITHIN THOSE PARTICULAR SCOPES OF WORK.

SO IT'S A, IT'S A, IT'S A, IT'S A, IT'S A SIMPLE CALCULATION, BUT IT TAKES SOME, IT'S A, AS I ALWAYS SAY, IT'S PART SCIENCE AND IT'S PART ART.

SO WE TAKE THIS INFORMATION AND IT HELPS US TO IDENTIFY REALLY WHAT ARE THE GOALS THAT WE SHOULD APPLY TO A PROJECT.

CAUSE WE WANT TO MAKE SURE THAT THE GOALS ARE APPROPRIATE AND THEY'RE ACHIEVABLE.

IT DOES NO ONE, ANY GOOD FOR US TO SET VERY UNREALISTIC GOALS BECAUSE THE PRIME CONTRACTORS CAN'T MEET THEM.

AND THEN WE END UP, UM, PROMISING WORK TO VENDORS THAT ARE OUR SUBCONTRACTORS, THAT THEY DO AT THE END OF THE DAY.

THEY, THEY, THEY DON'T GET SO THAT WE ARE TRYING TO AVOID THAT WHEN WE SET GOALS FOR PARTICULAR PROJECTS.

NEXT SLIDE PLEASE.

SO WHEN WE HAVE A PROJECT THAT HAS GOALS ATTACHED TO IT, AND IT COMES IN AS A PART OF THE BID PROCESS, WHAT WE HAVE IS WHAT WE CALL A COMPLIANCE PLAN AND THE COMPLIANCE PLAN OUTLINES, WHAT THE GOALS WERE THAT S AND BR HAS ESTABLISHED FOR THE PROJECT.

AND IT IDENTIFIES FROM THE PRIME SIDE WHO THE PRIME PLANS TO USE TO HELP MEET THE GOALS, IDENTIFY FOR THAT PARTICULAR PROJECT.

NOW YOU CAN BE COMPLIANT AND BY COMPLIANT, WE MEAN, YOU ADHERE TO THE REQUIREMENTS OF OUR ORDINANCE.

IN ONE OF TWO WAYS, YOU CAN MEET THE GOALS BY THE UTILIZATION OF CERTIFIED MBES AND WBE, OR YOU CAN PROVIDE US WITH WHAT WE CALL GOOD FAITH EFFORTS.

AND THE GOOD FAITH EFFORTS ARE A SEVEN STEP PROCESS THAT IF YOU DON'T MEET THE GOALS, YOU NEED TO HAVE DOCUMENTATION THAT SHOWS THAT YOU WENT THROUGH THE PROCESS TO TRY TO ACHIEVE THE GOALS.

WE KNOW THAT THERE ARE TIMES WHEN PEOPLE DON'T RESPOND TO BIDS, OR QUITE FRANKLY, THERE ARE TOO BUSY.

WE'VE HEARD THAT BEFORE ON, ON CERTAIN VENDORS SAYING I JUST HAVE TOO MUCH WORK.

AND SO THEY HAVE TO JUST DOCUMENT WHAT EFFORTS DID I UNDERTAKE TO TRY TO MEET THOSE GOALS? I'M HAPPY TO REPORT THAT WE HAVE A VERY HIGH PERCENTAGE, ESPECIALLY AS IT RELATES TO AUSTIN WATER UTILITY PROJECTS.

OVER THE LAST THREE YEARS, WE AVERAGE 90% OF BITTERS THAT BID ON PROJECTS OR CONSULTANTS THAT, THAT, UM, SUBMIT STATEMENTS OF QUALIFICATIONS ON PROJECTS WE'RE AT ABOUT 97% MEETING THE GOALS.

SO THAT, THAT IS, UM, THAT IS VERY, VERY HIGH.

I THINK IT'S ACTUALLY OVER THE AVERAGE FOR THE CITY OF AUSTIN.

NEXT SLIDE PLEASE.

SO WHEN WE LOOK AT COUNTY PARTICIPATION, UH, WE SHOULD BE ON SLIDE 13.

WE CAN

[00:45:01]

COUNT PARTICIPATION FROM THE PRIME FIRM.

IF THEY ARE A CERTIFIED MINORITY OR WOMAN OWNED BUSINESS, WE CAN COUNT THEIR PARTICIPATION TOWARDS THE GOAL.

YOU HAVE TO BE CERTIFIED.

HOWEVER, BY THE CITY OF AUSTIN, WE DON'T, UH, WE DON'T TAKE CERTIFICATIONS FROM OTHER ENTITIES BECAUSE AS WE STATED EARLIER, THE ORDINANCE THAT COUNCIL HAS ADOPTED IS QUITE ROBUST.

I'M USING THAT WORD A LOT, BUT IT'S, IT'S VERY APPLICABLE TO OUR PROGRAM.

THE REQUIREMENTS TO GET CERTIFIED ARE, ARE ROBUST.

AND SOME OF THE OTHER ENTITIES THAT CERTIFIED EITHER AROUND THE CITY OR IN OTHER MUNICIPALITIES ARE NOT AS STRENUOUS AS OURS, UH, FIRMS ARE CERTIFIED NOT ONLY BY ETHNICITY, BUT YOU HAVE TO BE CERTIFIED FOR THE COMMODITY CODE OR THE SCOPE OF WORK YOU'RE GOING TO BE PERFORMING.

WE COUNT EVERY LEVEL OF SUBCONTRACTOR.

SO FROM FIRST TIER SECOND, TIER THIRD, WE'VE EVEN SEEN FOURTH TIER ON SOME MORE LARGER COMPLEX CONSTRUCTION PROJECTS.

AND THEN DULY CERTIFIED FIRMS. IF YOU'RE, LET'S SAY A HISPANIC FIRM OWNED BY A FEMALE, A HISPANIC FEMALE, YOU WOULD COUNT YOURSELF IN EITHER CATEGORY, EITHER AS A W WBE OR, OR AN NBE, BUT YOU CAN'T COUNT YOUR PARTICIPATION IN BOTH AREAS.

SO THEY HAVE TO PICK AND CHOOSE WHICH ONE THEY WANT TO BE COUNTED TOWARDS.

NEXT SLIDE, PLEASE.

SO ONCE WE'VE AWARDED A CONTRACT BY COUNCIL, THEN WE KICK INTO A POST AWARD MONITORING PHASE, AND WE HAVE A 13 MEMBER TEAM THAT NOT ONLY WORKS AT THE SOLICITATION STAGE OR, OR THE PRE AWARD STAGE, IF YOU WILL.

BUT THEN THE, THE REAL WORK STARTS IN THE MONITORING OF THESE CONTRACTS.

WE HAVE HUNDREDS OF CONTRACTS.

UM, I'M SORRY, DID WE LOSE AUDIO? UH, W I THINK WE MAY HAVE LOST HIM FROM THE CALL.

IT LOOKS LIKE SOMEONE, OR MAYBE A COUPLE OF PEOPLE DROPPED FROM THE OTHER LINE OVER HERE, BUT THE PHONE BRIDGE IS STILL ACTIVE.

THIS IS MATTHEW DREY WITH THE PERSON OFFICE I'M ACTUALLY TAKING OVER ON SLIDE 15 HERE.

SO IF WE WANT TO MOVE FORWARD TO THE NEXT SLIDE AND THEN POSSIBLY COME BACK, IF EDWARD JUMPS BACK ON THE CALL, DID THE COMMISSION HEAR THAT? OKAY.

SO, UM, IF WE WANT TO MOVE FORWARD TO SLIDE 15, PLEASE.

NEXT FLOOD COMMISSIONERS.

THANK YOU FOR HAVING ME TODAY.

MY NAME IS MATTHEW JURY.

I'M A PROCUREMENT MANAGER WITH THE PURCHASING OFFICE, AND I'M HERE TODAY TO JUST FOLLOW UP ON EDWARD'S PRESENTATION WITH THE ACTUAL NUMBERS SPECIFIC TO AUSTIN WATER IN REGARDS TO MB MWB PARTICIPATION.

AND THEN I'LL ALSO IN A COUPLE OF SLIDES SHOW YOU HOW AUSTIN WATER COMPARES TO A COUPLE OTHER SIMILAR DEPARTMENTS ACROSS THE CITY OF AUSTIN.

BUT BEFORE WE DO THAT, I WANT TO EXPLAIN HOW WE COME UP WITH THESE NUMBERS.

SO ESSENTIALLY WE'LL TAKE ALL OF AUSTIN WATER'S CONTRACT EXPENDITURES FOR A YEAR, AND THEY GO THROUGH TWO FILTERS.

THE FIRST ONE, AS YOU SEE IS COMPETITIVE AWARD, ESSENTIALLY THAT MEANS AS IT SAYS, REPORTS, UH, REFLECTS CONTRACTS AWARDED THROUGH A COMPETITIVE PROCESS.

SO THESE ARE SOLICITED CONTRACTS FOR COMPETITIVE MULTI VENDORS, MULTIPLE VENDORS ARE ALLOWED TO COMPETE ON.

SO THAT'S THE FIRST FILTER THEY GO THROUGH.

IS IT A COMPETITIVE AWARD? AND AS YOU CAN SEE THERE, AS EDWARD MENTIONED, THAT IS NOT REFLECTIVE OF THE CONTRACTS THAT ARE EXEMPT.

SO THE SOLE SOURCES, EMERGENCY PURCHASES, ETC.

THE SECOND FILTER THAT IT GOES THROUGH IS, IS THEIR END WBE AVAILABILITY.

AND REALLY WHAT THAT COMES DOWN TO IS WE LOOK AT THE CONTRACT AND THE LARGEST SCOPE OF WORK ON THAT, THAT POSSIBLE CONTRACT.

WE WOULD THEN LOOK AT THAT COMMODITY CODE.

AND IF THERE ARE THREE OR MORE REGISTERED IN W BES THAT IT'S CONSIDERED AVAILABLE, UH, PROBABLY EASIEST EXAMPLES ARE CONSTRUCTION PROJECT.

AND LET'S SAY THE LARGEST SCOPE

[00:50:01]

IS ENGINEERING.

SO YOU WOULD LOOK IN THAT COMMODITY CATEGORY AND SEE IF THERE ARE THREE OR MORE MWB EASE AVAILABLE, AND THEN IT WOULD BE CONSIDERED TO HAVE AVAILABILITY.

SO IT MUST BE COMPETITIVE AND IT MUST HAVE AVAILABILITY.

NEXT SLIDE, PLEASE.

THIS SHOULD BE SLIDE 16.

AND THESE ARE SPECIFIC AUSTIN WATER MBE PAYMENTS.

AND THIS IS WHERE IT ALL KIND OF MAKES SENSE REGARDING COMPETITIVE AND AVAILABLE.

UH, FIRST I'D LIKE TO POINT OUT THESE ARE NUMBERS.

THE NUMBERS WILL BE AVAILABLE ON OCTOBER.

AND THESE ARE, AS THE SLIDE TITLE SAYS, NB ONLY A WBE IS NEXT SLIDE.

SO WE HAVE THE CATEGORIES BROKEN DOWN THERE OF CONSTRUCTION, MODERNITY NON-PROFESSIONAL AND PROFESSIONAL.

AND AS AT RE EDWARD MENTIONED, THERE'S, THERE'S TWO PROCUREMENT OFFICES WITHIN THE CITY OF AUSTIN CAPITAL CONSTRUCTION OFFICE, WHICH HANDLES THE VAST MAJORITY OF THE CONSTRUCTION AND PROFESSIONAL SERVICE CONTRACTS AND THE PURCHASING OFFICE WHO HANDLES THE VAST MAJORITY OF COMMODITY AND NON PROFESSIONAL SERVICE CONTRACTS.

SO THAT'S WHERE THAT BREAKDOWN COMES FROM.

IF YOU LOOK AT THE CONSTRUCTION LINE AND GO ACROSS UNDER POSSIBLE COMPETITIVE PAYMENT, THAT'S THE AMOUNT OF MONEY OUT OF ALL THE CONSTRUCTION CONTRACTS AND FYI 19 THAT WENT THROUGH BOTH THE COMPETITIVE AND MBE WBE AVAILABILITY FILTER.

SO OUT OF ALL THE CONSTRUCTION CATEGORY, THERE WAS 66 MILLION AVAILABLE, UH, THAT IT'S CONSIDERED COMPETITIVE AND HAD MBE AVAILABILITY.

AS YOU CAN SEE, UH, THE ACTUAL PAYMENT TO NWB EASE OUT OF THAT WAS 13 MILLION.

SO ROUGHLY 20% CAPTURED ON THE PIE CHART ABOVE COMMODITY 299,000 OUT OF THAT 98,000.

SO 33%.

AND I CAN ADDRESS THAT, THAT LOW NUMBER HERE IN JUST A MOMENT, NON PROFESSIONAL SERVICES, 4.2 MILLION OUT OF THAT 89,000.

SO TWO POINT 11% AND PROFESSIONAL SERVICES, LITTLE OVER 1,000,020 5,000 OF THAT.

SO THE, THE COMMODITY, OBVIOUSLY AUSTIN WATER DOES QUITE A BIT MORE COMMODITY PURCHASES THAN 299,000.

HOWEVER, THE COMMODITY CATEGORY ITSELF REALLY DOESN'T LEND ITSELF, UNFORTUNATELY, TO, UH, TO COMPETITIVE WITH AVAILABILITY.

UH, ONE, THE VAST MAJORITY OF THOSE SOLICITATIONS ARE ISB OR INVITATION FORBID, WHICH HAS, YOU KNOW, OUR LOW BID ONLY CONTRACT.

SO WE CAN'T TAKE INTO ACCOUNT IF SOMEBODY IS IN NWB OR NOT.

AND SO THEREFORE A LOT OF THOSE VENDORS THAT ARE COMMODITY ONLY VENDORS, DON'T GO THROUGH THE REGISTRATION PROCESS.

AND THAT'S SOMETHING THAT, THAT I'LL ADDRESS IN A COUPLE SLIDES FROM NOW WHAT WE'RE TRYING TO DO TO CATCH.

ALL RIGHT, SLIDE 17, PLEASE.

NEXT SLIDE.

SO THIS SLIDE PRESENTS THE INFORMATION SIMILAR TO THE PREVIOUS SLIDE, WHOEVER THIS IS FOR THE AUSTIN WATER WBE PAYMENTS BROKEN DOWN WITH THE SAME FOUR CATEGORIES, CONSTRUCTION, COMMODITY NON-PROFESSIONAL AND PROFESSIONAL.

THE CONSTRUCTION COMPETITIVE WITH AVAILABLE POSSIBILITY AMOUNT WAS $9 MILLION.

AND OUT OF THAT, WE HAD 10,000, WHICH WAS 0.1, COMMODITY 119,000 OUT OF THAT 6005.63 NON-PROFESSIONAL 2.8 AND A NO PARTICIPATION IN THAT CATEGORY AND PROFESSIONAL 1 MILLION WITH 300,000.

SO 28.9% ON THAT ONE.

AND SO WHAT I WANT TO DO IS COMBINE THESE NUMBERS.

IT'S KIND OF HARD TO LOOK AT THIS ON YOUR OWN.

YOU KNOW, IT'S REALLY EASY TO CON TO, TO, UM, LOOK AT THESE NUMBERS AND ASK SOME QUESTIONS, BUT WHEN YOU COMPARE IT ACROSS THE CITY TO OTHER DEPARTMENTS, IT KIND OF PUTS EVERYTHING IN PERSPECTIVE.

SO NEXT SLIDE PLEASE.

AND THAT'S WHAT WE'VE DONE HERE ON SLIDE 18.

UM, WE TOOK, YOU KNOW, SIMILAR DEPARTMENTS THAT BOTH IN SIZE, WHICH IS REALLY WHY AUSTIN ENERGY IS ON HERE.

YOU KNOW, THE, UM, AUSTIN WATER AND AUSTIN AND ENERGY ARE THE TWO LARGEST DEPARTMENTS.

SO WE WANTED TO CAPTURE AUSTIN ENERGY AND THEN THOSE OTHER DEPARTMENTS BY VERY SIMILAR, UH, COMMODITIES AND SERVICES FOR THE MOST PART, UH, THAT AUSTIN WATER DOES ALL THEY, ALTHOUGH THEY MIGHT NOT BE AS LARGE.

UM, SO AS YOU CAN SEE, WE HAVE OUR WBE HERE ON THE LEFT.

SO ONCE AGAIN, WBE IN GENERAL FOR AUSTIN WATER, THERE'S A TOTAL OF 13 MILLION, YET 305,000 FOR 2.4, 3% IN THE NBA.

IF YOU FOLLOW ON THERE 71 MILLION TOTAL, UM, AND 11 MILLION COMPETITIVE IN THE PAYMENTS FOR 18.9, 2%, WE CAN GO DOWN AND LOOK AT AUSTIN ENERGY, UM, FOR THEIR WBE POSSIBILITY THAT WAS 51 MILLION AND THEY HAD 310,000.

SO A LITTLE LESS THAN A PERCENTAGE POINT THERE.

AND FOR THE MBE IS 104 MILLION AND THEY HAD 835,000, WHICH WAS 3.11%.

AND AS YOU CAN SEE AUSTIN RESOURCE RECOVERY FLEET SERVICES AND AVIATION ARE THERE AS WELL.

UH, IF YOU WANT TO COMPARE THOSE NUMBERS WITH HOW AUSTIN WATER IS DOING, UM, OVERALL AUSTIN WATER, AGAIN, KIND OF, AS I'VE MENTIONED, HAS, HAS, HAS DONE VERY WELL.

UM, BUT I'D LIKE TO REAL QUICK GO TO THE NEXT SLIDE.

AND, UH,

[00:55:02]

THIS IS JUST KIND OF HIGHLIGHTS WHAT WE'VE BEEN DOING AT THE PURCHASING OFFICE.

THIS IS SLIDE 19, UH, STARTED OUT THREE YEARS AGO.

WE STARTED OUR PURCHASING OFFICE VENDOR OUTREACH, AND THIS IS AN ANNUAL SMALL BUSINESS CONTRACTING FORUM.

UM, YOU KNOW, IT'S ADVERTISED BOTH BY CITY, BOSTON MILLERS AND ON THE RADIO AND TV, ET CETERA.

UM, AND IT'S GROWING EVERY YEAR.

AND THE WHOLE POINT OF THIS IS TO GET LOCAL SMALL BUSINESSES IN, TO SPEAK DIRECTLY TO THOSE DEPARTMENTS THAT THEY WANT TO WORK WITH.

AND ALSO SMB ARE THERE.

SO IF THEY ARE AN MWB, THEY CAN GET REGISTERED.

UH, THIS YEAR WE HAD 500 PLUS SMALL BUSINESSES ATTEND.

WE HAD IT, WE HOSTED AT THE PALMER EVENT CENTER.

UH, AUSTIN WATER WAS THERE AS THEY HAVE BEEN ALSO WATER STAFF WAS THERE AS THEY HAVE BEEN AT EVERY SINGLE ONE OF OUR PURCHASING OFFICE, VENDOR, OUTREACHES, AND S AND VR ATTENDS EVERY SINGLE ONE AS WELL.

UH, THIS YEAR WE WERE ABLE TO GET 70 NEW VENDORS VENDORS REGISTERED AT THE EVENT.

SO WE CONSIDER, CONSIDER THAT A SUCCESS.

AND, UH, YOU KNOW, THIS IS SOMETHING THAT WE'RE GOING TO CONTINUE ON IN THE FUTURE AND, UH, KEEP WORKING WITH OUR DEPARTMENTS AND OUR SMALL MINORITY BUSINESS RESOURCE DEPARTMENT TO JUST TRY, TRY TO DO WHAT WE CAN TO CONTINUE TO GET MORE SMALL AND LOCAL BUSINESSES, UH, REGISTERED WITH THE CITY AND MINORITY BUSINESSES, REGISTERED WITH S AND BR AS WELL.

UM, IF THERE'S NO QUESTION, I THINK DANIELLE LORD IS GONNA WRAP UP THE PRESENTATION HERE AND I'LL BE AVAILABLE FOR QUESTIONS AS WELL, ONCE IT'S OVER.

THANK YOU, MATTHEW, REAL QUICKLY.

I KNOW WE'RE, WE'RE COMING ACROSS TIME THRESHOLDS HERE, BUT I WANTED TO MAKE SURE THAT THE COMMISSIONERS KNEW EXACTLY WHAT AUSTIN WATER PURCHASING SERVICES HAS BEEN DOING.

IN ADDITION TO, UM, THE OUTREACH THAT WE'VE PARTICIPATED WITH THE PURCHASING OFFICE, UM, WE CURRENTLY PERFORM EXTENDED SEARCH TO ENSURE THE VENDORS ARE REACHED, EVEN IF THEY ARE NOT REGISTERED AS A CITY OF AUSTIN VENDOR.

WE ATTEND EACH PRE SOLICITATION MEETING TO ANSWER QUESTIONS AND ENTICE VENDORS, TO PARTICIPATE, MAKING THEM COMFORTABLE AND COMFORTABLE WITH THE PROCESS AND UNDERSTANDING HOW WE WORK AS AUSTIN WALTERS AND THE CITY.

WE COLLABORATE WITH THE PURCHASING OFFICE AND SMB ON OUR CASE MARVELL SPECIFIC SCOPES OF WORK FOR NV PARTICIPATION AND VWB PARTICIPATION, UM, WHICH HELPED WITH THE BID PACKAGE AND REALLY BEING ABLE TO BID ON PORTIONS OF THE SOLICITATION THAT THEY'RE INTERESTED IN INSTEAD OF THE ENTIRE BID PACKAGE.

WE ALSO PARTNER WITH S AND VR TO REVIEW FUTURE PROJECTS AND INITIATIVE.

THIS IS A PLANNING, PROCUREMENT PLANNING MEETING THAT HELPS US OUTREACH TO SPECIFIC IN BWB E GROUPS AND ALLIANCES.

I THINK WE CAN TAKE ANY QUESTIONS, COMMISSIONERS THAT YOU MAY HAVE GOT ANY QUESTIONS.

FAIR.

I HAVE QUESTIONS.

THIS IS ME.

GO AHEAD.

I KNOW IT'S 11 O'CLOCK AND I WANT TO RESPECT EVERYBODY'S TIME.

I HAVE PLENTY OF QUESTIONS ON DISPARITY STUDIES, AS WELL AS THE, UM, PERCENTAGES AND THE PROGRAMS. AND, UM, IT WOULD LIKE TO SUBMIT THE QUESTIONS TO BLANCA VIA EMAIL AND HAVE OPPORTUNITY FOR STAFF, UM, S AND VR TO USE ON, UM, AGAIN, THE SMB, UM, HARMON'S DIMINISHED, GREAT JOB.

AWS IS DOING A GREAT JOB.

UM, I THINK THE COMMUNITY AND THE PEOPLE ARE NEEDING A LITTLE BIT MORE, UM, INFORMATION ON THE PERCENTAGES.

UM, ALL THE FINANCIAL LITTLE PAYMENTS BY DEPARTMENT REPORTS THAT WE CAN FIND IN THE FINANCIAL, UM, WEBSITE OR THE CITY, AND PROVIDES A LOT OF GREAT INFORMATION.

I THINK WE NEED A LITTLE BIT MORE BREAKDOWN ON WHO'S.

UM, WHO'S THE MBES THAT ARE, UM, GETTING THE DIFFERENT PERCENTAGES FROM AFRICAN AMERICANS, HISPANIC, ET CETERA.

AND IT IS ALL BEING LUMPED IN AS WELL AS THE PERCENTAGES IS LUMPING IN ALL THE CONSTRUCTION PROFESSIONAL, ALL THE, UM, UH, SERVICES.

AND WE'D LIKE TO SEE A BREAKDOWN BECAUSE I THINK THERE ARE HUGE DIFFERENCES FROM CONSTRUCTION, UM, AND THE NONPROFESSIONAL PROFESSIONAL, ET CETERA.

AND, AND I THINK THAT IF THOSE NUMBERS ARE AVAILABLE, THEY CAN BE PROVIDED AS A REPORT.

UM, SO I'M THE FOUNDER OF THE MWB HUSTON MWE COALITION GROUP, AND WE ARE LOOKING FORWARD TO PARTICIPATE AND ENGAGE WITH THE DISPARITY STUDY AND WITH US IN VR, AS WELL AS EVERY SINGLE DEPARTMENT IN THE CITY IN REGARDS TO THESE PROGRAMS. AND WE WANT TO MAKE SURE THAT THERE ARE NO FLAWS AND LOOPHOLES THAT ARE BEING IGNORED AND

[01:00:01]

BE ADDRESSED IN THE NEXT, UM, DISPARITY STUDY, AS WELL AS HOPEFULLY, UH, UPDATES TO THE POLICIES THAT CURRENTLY EXIST.

UM, AND I DON'T HAVE TIME TO LIST ALL OF THESE, UM, THAT THINGS BEEN IN KIND OF BRING THEM UP TO THE COMMISSION.

BUT HOWEVER, I WOULD LIKE TO SHARE THAT IN WRITING WITH BLONDE COP, OR SHE COULD BE, UM, SHARING THAT WITH ARRESTS, UH, AS WELL AS THEY'RE RECEIVING SOME ANSWERS AND, UM, THAT WE WOULD HAVE, UM, REQUESTED ONLINE.

SO LIKE, I APPRECIATE THE PRESENTATION AS I REQUESTED IT LAST A FEW MONTHS AGO, AND IT'S GREAT THAT WHAT WE'RE DOING CURRENTLY AND IMPROVING, AND I THINK AWS IS DOING GREAT.

AND IN REGARDS TO, UM, BEING, UM, VERY ACTIVE.

AND SO, YOU KNOW, $92 MILLION SPENT IN 2018, ALL THE 17 GOES TO MBES.

THERE HAS TO BE, UM, SOME, SOME IMPROVEMENT THERE.

THE POPULATION OF, OF MBES IN AUSTIN ARE MORE THAN 45%.

SO WE JUST WANT TO, UM, GET A LITTLE BIT MORE INFORMATION PASS, UM, MORE ACTIVITY AND ENGAGEMENT WITH THE DIFFERENT DEPARTMENTS THAT INCLUDES WATER DEPARTMENT.

UM, SO I'LL BE SENDING THAT EMAIL SHORTLY.

THANK YOU VERY MUCH.

OKAY.

THANK YOU, COMMISSIONER.

, UH, BRONCHITIS TO BE THE COORDINATOR CBO COMMENTS, AND HOPEFULLY, UH, ESM BR CAN GET US SOME SPONSORS THAT CAN BE SHARED OR WISH THAT PERMISSION WAS BY EMAIL, WHATEVER WE DON'T GET TO OPEN MEETING A OKAY.

AND YOU HAD A QUESTION OR TO STEP ON THIS ITEM, IF NOT, WE'LL MOVE TO THE NEXT ITEM.

WE TEASE

[D. 3. My ATX Water (Advanced Metering Infrastructure) Update]

ATS WATER METERING INFRASTRUCTURE UPDATE.

YES.

CAN YOU HEAR ME OKAY.

OKAY.

AS THEY PULL UP THE SLIDE DECK, I WILL KIND OF, UH, ADVANCE AND NARRATE THE SLIDES, UM, WITH ME TODAY.

UH, WE SHOULD HAVE A RANDY JENKINS ON THE LINE AS WELL.

UH, SO I WILL KIND OF KICK OFF THE, UH, THE PRESENTATION, UH, GIVE YOU AN OVERVIEW OF AT LEAST THE OVERALL, UH, AMI PROGRAM OR PROJECT PROCESS, AS WELL AS, UM, DISCUSS SOME OF THE PILOT AREA UPDATES.

UH, IF YOU RECALL, WE'VE WE HAD A LAST UPDATE ABOUT SIX MONTHS AGO.

UM, AND SO THIS IS KIND OF A CONTINUATION OF THAT WE'LL HAVE REGULARLY SCHEDULED UPDATES, UH, ON OUR PROGRESS TOWARDS THE, UH, OVERALL PROGRAM.

UH, AND IF YOU CAN ADVANCE TO THE FIRST SLIDE, WE'LL KIND OF GO OVER SOME OF THE PROGRESS TO DATE, UH, JUST TO GIVE YOU AN OVERVIEW ALSO, IS THAT A GIVEN THAT THIS IS A SIGNIFICANT PROGRAM AND PROJECT, WE HAVE ACTUALLY THREE, UH, EXECUTIVE SPONSORS, INCLUDING MYSELF, UH, OVER OPERATIONS AND OVERSEEING SOME OF THE PROJECT MANAGEMENT, UH, AS A ASSISTANT DIRECTOR OVER OPERATIONS, BUT ALSO, UH, RANDY JENKINS.

WHO'S A ASSISTANT DIRECTOR OVER A CUSTOMER EXPERIENCE.

SO THE METER SERVICES, CUSTOMER SERVICE AND PUBLIC INFORMATION DIVISIONS, UH, SHE HAS A LARGE, UH, INPUT INTO THE, A LOT OF THE WORK THAT IS BEING ACCOMPLISHED.

AND, UH, ALSO, UH, ANOTHER EXECUTIVE SPONSOR THE CHIEF INFORMATION OFFICER OVER THE IT COMPONENTS OF THIS.

AND, UH, WE'LL, WE'LL KIND OF NARRATE THROUGH AND FILL, UH, NEW UPDATES WITH DIFFERENT COMPONENTS OF THE PROGRESS AS WE GO FORWARD.

UM, LAST NIGHT OR YESTERDAY ACTUALLY MORNING, WE DID A PRESENTATION TO THE OVERSIGHT COMMITTEE.

AND SO A LOT OF THIS CONTENT IN YOUR DECK IS, IS, UH, HAS BEEN RELEASED AS WELL AS, UH, MULTIPLE PRESS RELEASES THAT WERE SENT OUT THIS THIS WEEK.

SO JUST KIND OF, UM, WOULD LIKE TO THANK YOU FOR YOUR SUPPORT ON THE LAST UPDATE TO HELP US GET THIS THROUGH COUNCIL APPROVAL.

NOT ONLY THAT WE HAD TO WORK THROUGH SOME STATE HOME ORDERS TO GET THE CONTRACT NEGOTIATED AND SIGNED WITH OUR TWO MAJOR VENDORS, UH, CLARA AND WATER SMART.

UH, WE WERE ABLE TO WORK THROUGH, UM, A LOT OF THE, UH, DETAILS ONBOARDING OF THE VENDORS, UH, WITHIN THE LAST COUPLE OF MONTHS.

UM, AND SO

[01:05:01]

JUST AS A REMINDER, AS WELL AS, YOU KNOW, WE ARE TARGETING TO HAVE THE FIRST PILOT, UH, DEMONSTRATION, AND WE'LL KIND OF GO OVER THE AREA OF THE PILOT, UH, AS WELL AS OUR PROGRESS TOWARDS, UM, INSTALLING MULTIPLE COMPONENTS OF THE SYSTEM, INCLUDING RECEIVING, UH, THE INITIAL PILOT EQUIPMENT WAS WITHIN THE LAST MONTH OR SO.

UH, JUST TO NOTE, UM, SOME OF THE TERMINOLOGY WE HAVE, UH, DCUS, WHICH IS THE DATA COLLECTION UNITS THAT ARE COLLECTING FROM THE, UH, METER TRANSMISSION UNITS, UM, WHICH IS, UH, TYPICALLY LOCATED IN THE METER, UH, PITS, UH, AS WE GET MORE AND MORE EQUIPMENT WE'VE RECEIVED ABOUT A THIRD OF THE PILOTS INVENTORY FOR EMPTY USE, AND WE WILL START THE INSTALLATION OF THOSE MTUS AS EARLY AS SEPTEMBER, BUT WE WERE ABLE TO, UH, THIS WEEK INSTALL THE FIRST DCU, EH, AT THE 51ST STREET, UH, RECLAIM TANK THIS WEEK.

AND SO THAT'S KIND OF A MILESTONE FOR US AS WE KIND OF BUILD OUT THE NETWORK, UM, FUTURE UPDATES.

WE'LL GIVE YOU A PROGRESS ON HOW PROGRESS IS GOING WITH INSTALLATION.

UM, WE HAVE OVER 190 A AND D C USE TO INSTALL ACROSS THE CITY.

UH, WE'RE GOING TO LEVERAGE AS MUCH OF OUR AUSTIN WATER PROPERTIES AND FACILITIES TO HAVE THOSE INSTALLATIONS.

UH, OBVIOUSLY THAT'S, THAT'S AN ONGOING PROCESS AND IT COULD TAKE UP TO A COUPLE OF YEARS TO GET A FULL CITYWIDE DEPLOYMENT OF THE NETWORK.

UM, IN ADDITION TO THAT, THERE'S BECAUSE THIS IS A TRANSFORMATIVE PROJECT.

WE HAVE MULTIPLE STAKEHOLDERS INTERNALLY, UH, MULTIPLE TEAMS THAT ARE WORKING ON THIS PROJECT WITH, UH, THERE WITH AUSTIN WATER, AUSTIN ENERGY.

AND SO THIS CHANGE MANAGEMENT PROCESS WILL BE ONGOING FOR THE DURATION OF THE PROJECT, UH, UNTIL CLOSE OUT.

SO WE HAVE MULTIPLE, UH, BUSINESS PROCESSES TO REVIEW.

WE'VE STARTED TRAINING STAFF ON EVEN THE CUSTOMER PORTAL.

WE HAVE ESTABLISHED, UM, INTERNAL COMMUNICATIONS TO HELP US WITH SUCCESS.

SO NOT ONLY IS THIS A INFRASTRUCTURE PROJECT, BUT AN IT SOLUTION AND CUSTER CUSTOMER COMMUNICATION, UM, PROJECT, NEXT SLIDE, PLEASE.

UH, THIS IS GOING TO HIGHLIGHT THE PILOT AREA IN WHICH WE'RE CONCENTRATING ON FOR THE NEXT, UH, YEAR.

SO THE, UH, PILOT AREA HAS BEEN DEFINED AS, UM, 5,000 METERS OF THE TOTAL INVENTORY OF OVER 230,000 METERS.

SO THAT REPRESENTS ABOUT 2% OF THE ENTIRE, UM, UH, INVENTORY OF METERS.

AND SO SOME OF THE GUIDING CRITERIA THAT WE USE TO DETERMINE THE AREA IS CONTINUING, UH, TO DETERMINE WHAT THE CHALLENGING TERRAIN DOES WITH SOME OF OUR RADIO COMMUNICATIONS TO THE DC USE FROM THE MTUS.

UH, WE ALSO LOOKING AT WHAT ARE SOME OF THE CHALLENGES DURING INSTALLATIONS FOR SOME OF OUR AGED INFRASTRUCTURES AREAS THAT ARE MORE DENSIFIED, UM, HOW, HOW WELL WE'RE GOING TO GO THROUGH, UH, REPLACEMENTS THROUGH, THROUGH, UH, BILLING ROUTES.

UH, WE TRIED TO INCLUDE AS MANY COUNCIL DISTRICTS AS POSSIBLE.

UM, WE DID WANT TO, LIKE I MENTIONED, MAXIMIZE OUR READ ROUTES.

UM, WE HAVE VARIETY OF METER SIZES THAT WE WANT TO TEST OUT.

UH, TYPICALLY WE'VE BEEN TESTING OUT IN THE RIVER PLACE, MORE RESIDENTIAL TYPE METERS.

WE'RE EXPANDING THAT TO ALL SIZES OF METERS.

UH, WE ALSO, UH, ARE EXPANDING OUR VARIETY OF DWELLING TYPES.

AND AGAIN, I MENTIONED, THIS IS A CONCENTRATED NUMBER OF METERS, UH, TO TOTAL UP TO ABOUT 5,000 METERS, UH, WITH ABOUT WHICH IT REPRESENTS ABOUT 2%.

UH, SOME OF THE TARGET AREAS WILL CONTINUE TO BE RIVER PLACE GLEN LAKE, AND IT HAS EXPANDED TO THE LONG CANYON, WHICH, UH, COVERS DISTRICTS 10 AND SIX.

SO THAT'S GOING TO BE ABOUT 2000 METERS.

THE OTHER LOCATION THAT I MENTIONED, WE JUST INSTALLED THE, THE DCU AT THE, UH, 51ST STREET TANK, THE RECLAIM TANK.

AND SO THAT WILL HELP US COVER THE MEALER AND WINDSOR PARK AREA, WHICH IS,

[01:10:01]

UH, DISTRICTS ONE, NINE AND FOUR.

THAT'S GOING TO BE ABOUT, UH, 3000 OR JUST SLIGHTLY UNDER 3000 METERS.

UH, SO AS WE WORK THROUGH THIS, WE'RE GOING TO, UH, IDENTIFY, YOU KNOW, SOME OF THE CHALLENGES THAT WE HAVE.

AND I MENTIONED INSTALLATION THAT WOULD BE CITYWIDE, BUT ALSO TO GIVE US AN OPPORTUNITY TO LEARN FROM, YOU KNOW, MAKING SURE THAT THE SYSTEM OPERATES, UH, AS WE HAVE DESIGNED, UH, WE WILL CONTINUE TO HAVE MANUAL READ, UH, PROCESSES AS WE'RE WORKING THROUGH THE PILOT AREA.

BUT, UM, ONE OF THE, UH, LARGE COMPONENTS OF THIS PROJECT IS THE COMMUNICATIONS.

SO AS WE PULL UP THE NEXT SLIDE AND, UM, RANDY AND MUTES, I WANT TO KIND OF DISCUSS THE IMPORTANCE OF OUR COMMUNICATION PLAN.

AS I MENTIONED THIS WEEK, WE DID A COUPLE OF PRESS RELEASE AND WE'VE, UH, PRESENTED TO THE OVERSIGHT COMMITTEE.

YOU WE'RE HERE PRESENTING TO THE COMMISSION, AND THIS IS GOING TO BE ONE OF THOSE EFFORTS THAT WE CONTINUOUSLY GROW WITH, UM, AND ENSURE THAT THIS IS OF HIGH IMPORTANCE, UM, FROM HERE FORWARD, I'M GOING TO BE REFERRING TO THIS PROJECT AS MY ATX WATER.

AND, UM, SO IT'LL BE MORE IN LINE WITH WHAT THE CUSTOMER WILL BE SEEN IN THEIR CUSTOMER PORTAL.

SO IF RANDY, IF YOU'RE ON THE LINE, UH, YOU CAN TAKE IT FROM HERE.

GREAT, THANK YOU, RICK.

GOOD MORNING, COMMISSIONERS, RANDY JENKINS, ASSISTANT DIRECTOR, AWESOME WATER.

AND AS RICK NOTED, I'M ONE OF THREE EXECUTIVE SPONSORS OVER AMI PROJECT.

AND I'M GOING TO PROVIDE YOU AN UPDATE ON OUR EXTERNAL COMMUNICATION STRATEGY AND APPROACH.

DURING THIS PILOT, OUR GOAL HAS BEEN TO CREATE A CUSTOMER FOCUSED COMMUNICATION, UH, TO HELP BUILD SUPPORT FOR THE PROJECT AND INCREASE CUSTOMER ADOPTION OF THE PORTAL.

SPECIFICALLY, WE USE RESEARCH TO INFORM RECOMMENDATIONS AND TESTS FROM ANOLOGY TACTICS AND DESIGNS THROUGH THE COMMUNITY, UM, DISCUSSION GROUPS AND ONLINE SURVEYS.

AND AS A RESULT OF THESE EFFORTS, UM, AS RICK MENTIONED, MY ATX WATER WAS SELECTED AND WILL BE THE NAME AND BRANDING FOR THIS PROJECT GOING FORWARD.

NEXT SLIDE, PLEASE, ON THIS SLIDE, I'M GOING TO SPEAK TO YOU, UM, A LITTLE MORE IN DEPTH ABOUT OUR PILOT, EXTERNAL COMMUNICATIONS AND THE SCHEDULE.

UM, SO, UH, STEPPING BACKWARDS A LITTLE BIT IN TIME, UM, WE'VE BEEN CONDUCTING PLANNING AND PREPARING INTERNAL STAKEHOLDERS FOR THIS PILOT PROJECT.

SO AS RICK, UM, PROVIDED, YOU KNOW, WE FINALIZED THE PILOT BOUNDARIES AND DETAILS, UM, FOR THOSE AREAS HAVE DEVELOPED SEVERAL MATERIALS AND OUR, UM, INTERNAL AND EXTERNAL FAQ DOCUMENT.

UM, WE'VE BEEN WORKING HAND IN HAND, UH, MESSAGING AND COMMUNICATION, UH, BRIEFINGS WITH THREE ONE, ONE OFTEN ENERGY AND OFTEN WATER STAFF.

UH, ADDITIONALLY WE CREATED AN INTERNAL SHARE PORT SHAREPOINT SITES THAT, UM, ALLOW SOME OF THE CHANGE MANAGEMENT TECHNIQUES THAT RICK MENTIONED EARLIER IN THE SLIDE DECK.

UM, SPEAKING TO PRESENT TIMES, WE HAVE OFFICIALLY LAUNCHED COMMUNICATION TO OUR EXTERNAL STAKE HOLDERS.

UM, WE ADVANCED COMMUNICATION THIS WEEK TO COUNCIL OFFICES, UM, WHICH INCLUDED EMAIL AND MATERIALS TO STAFF, UM, SHOWCASING WHAT THE CUSTOMERS WOULD BE RECEIVING DURING THIS PILOT PROJECT.

UM, ON WEDNESDAY MORNING, WE, UM, SEND OUT A MEDIA RELEASE AND, UM, STARTED, UH, PROVIDING CONTENT ON OUR SOCIAL MEDIA PLATFORMS. UH, ADDITIONALLY, WE LAUNCHED A NEW WEBSITE, WHICH I WILL, UM, SHOWCASE IN A FEW SLIDES AHEAD.

UH, WE ALSO SENT OUT A FEW PILOT CUSTOMER MAILERS.

UM, AND I'LL GIVE YOU AN OVERVIEW OF WHAT THAT LOOKS LIKE HERE IN A FEW MINUTES.

UM, AS RICK MENTIONED, WE DID PROVIDE AN UPDATE TO OUR OVERSIGHT YESTERDAY.

AND THEN OF COURSE YOU WERE RECEIVING THIS UPDATE TODAY.

SO THAT TAKES US TO PRESENT DAY, UM, MOVING FORWARD COMMUNICATIONS FOR THE CUSTOMERS IN THE PILOT AREA.

SO THERE WILL BE, UM, THE CUSTOMER MAILER THAT'S PROVIDED THIS PIECE WILL ACTUALLY GO OUT TO ALL CUSTOMERS IN THE PROPOSED PILOT, 30 DAYS OUT FROM, UM, OUR METER INSTALL TEAMS BEING ON THE GROUND.

UM, SECONDLY, THEY WILL RECEIVE A POSTCARD WHICH WILL REMIND THEM ABOUT ONE TO TWO WEEKS PRIOR TO THE METER BEING INSTALLED.

ONCE THE PILOT METERS ARE INSTALLED, DOOR HANGERS WILL BE LEFT AT THE RESIDENT'S DOOR AFTER A METER INSTALL IS COMPLETE.

UM, AS AN ADDITIONAL NOTE, SHOULD THAT METER INSTALL SELL FOR ANY REASON? MEANING THERE WAS, UM,

[01:15:01]

UH, A METER BLOCKING, SOMETHING WAS PARKED OVER THE METER BOX.

UM, WE WILL ADDITIONALLY LEAVE A, A DOOR HANGER TO LET THEM KNOW WE WILL BE CIRCLING BACK TO THAT ADDRESS.

UM, IN THE FUTURE, WE WILL BE CONDUCTING SURVEYS TO RETRIEVE CUSTOMER FEEDBACK ON OUR PILOTS, SO THAT AS THE PILOT UNFOLDS, WE CONTINUE TO LEARN MORE ABOUT THIS PROJECT AND, UM, UM, WHAT WE CAN DO BETTER AND LESSONS LEARNED IN THAT, IN THAT REGARD FOR FULL DEPLOYMENT.

NEXT SLIDE PLEASE.

SO, AS I MENTIONED, I WOULD BE SHOWCASING A FEW OF THE CUSTOMER COMMUNICATION MATERIAL.

SO ON THIS SLIDE, UM, WHAT YOU SEE BEFORE YOU IS FROM LEFT TO RIGHT.

UM, AND THE TOP LEFT IS THE, MY ATX WATER POSTCARD.

SO THIS IS, UH, UM, THE POSTCARD THAT I MENTIONED WOULD BE SENT ONE TO TWO WEEKS PRIOR TO THE METER BEING INSTALLED AS REMINDER BELOW THAT, UM, IS A BUSINESS CARD THAT THE, UM, FIELD CREWS THAT ARE ON THE GROUND AND FALLING THE METERS WILL HAND OUT.

SHOULD THERE BE ANY RESIDENTS THAT APPROACHED THEM WITH ADDITIONAL QUESTIONS? UM, MOVING TO THE MIDDLE OF THE SCREEN IS, UM, THE CUSTOMER MAILER.

AND, UM, AS YOU CAN SEE, IT MIGHT BE A LITTLE MORE CLEAR.

THIS IS PROVIDED BOTH IN ENGLISH AND SPANISH, UH, FOR OUR CUSTOMERS, UM, THAT SAYS WE ARE COMING TO THEIR AREA SOON.

AND THEN, UM, THE LAST PIECE THERE ON THE RIGHT IS THE DOOR HANGER, UM, PROVIDING NOTICE THAT THEIR SMART METER HAS BEEN INSTALLED.

NEXT SLIDE PLEASE.

SO, AS I MENTIONED, YOU KNOW, WE'VE GONE THROUGH SIGNIFICANT EFFORTS TO, UM, MARKET AND BRAND, AND WE CREATED A DEDICATED WEBPAGE FOR THE, MY ATX WATER PROJECT.

AND SO IT CONTAINS ALL THE INFORMATION, UM, FAQ IS ABOUT THE PROJECT, UM, YOU KNOW, PHONE NUMBERS, EMAIL ADDRESSES FOR THEM TO REACH OUT.

SHOULD THEY HAVE ANY ADDITIONAL QUESTIONS? NEXT SLIDE PLEASE.

SO ONE OF THE, UM, IMPORTANT ASPECTS THAT'S CONTAINED WITHIN THE WEBPAGE AND ALSO, UM, IT'S POINTED OUT IN OUR DISTRIBUTED MAILERS AND POSTCARDS IS A PILOT MAP, UM, WHICH ALLOWS RESIDENTS AND CUSTOMERS TO LOG IN OR NOT LOG IN, BUT, UM, UH, VIEW OUR PILOT AREA THROUGH THIS MAP.

AND AS YOU CAN SEE ON THIS SLIDE, UM, THE AREA SHADED IN BLUE IS OUR SERVICE AREA AND THE AREA SHADED IN GREEN IS THE PILOT PROJECT.
