TODAY IS THURSDAY, AUGUST 27, 2020.

THE TIME IS 10 OH FOUR.

WE HAVE A QUORUM PRESENT.

I SEE COUNCIL MEMBERS, UH, ALTER KITCHEN, THE MAYOR PRO TEM GARZA COUNCIL MEMBER SAR, COUNCILOR FLANAGAN, UH, TOHO POOL ARBOR, MADISON LS, AND RENT A RHEA AND MYSELF.

UM, BEFORE WE GET INTO THE, UH, UH, CHANGES IN CORRECTIONS THIS OFF BY TOUCHING BASE REAL BRIEFLY ON THE HURRICANE, LAURA, WHAT'S HAPPENING.

APPRECIATE THAT MAYOR COUNCIL, UH, YOU KNOW, EARLY THIS MORNING, A HISTORIC HURRICANE BORA HIT LANDFALL IN TEXAS AND IN LOUISIANA.

AND WE JUST WANTED TO TAKE A QUICK OPPORTUNITY TO PROVIDE AN UPDATE FROM ONE OR T IS OUR DIRECTOR OF HOMELAND SECURITY AND EMERGENCY MANAGEMENT ON BOTH THE STATUS OF THE HURRICANE AND THE EFFORTS THAT WE HAVE DONE LOCALLY.

ONE MANAGER, A MAN COUNCIL, WHEN HE I'M YOUR DIRECTOR FOR HOMELAND SECURITY AND EMERGENCY MANAGEMENT FOR THE LAST COUPLE OF DAYS, WE HAVE BEEN, UH, WORKING, SHIFTING FROM A COLOR RESPONSE TO RESPONDING TO HURRICANE LAURA AND SUPPORT OF TEXAS ABOUT PROVIDING SHELTER LOCATIONS TO ALL THE EVACUEES FROM THE TEXAS COASTLINE.

AND I WOULD ALSO INCLUDE THAT SOME OF THE GUESTS THAT WE HAVE RECEIVED ALSO INCLUDE, UH, AREAS, UH, FROM LOUISIANA AS WELL.

UH, TODAY WE ARE RUNNING OPERATIONS, UH, BOLTING THE, UH, MORE THAN, UH, UM, ONE 60 HOTELS THAT WE ARE SUPPORTING ACROSS THE REGION.

UM, AS WELL AS, UH, THE, UH, TRADITIONAL SHELTER THAT WE OPENED LAST NIGHT AT THE CONVENTION CENTER.

AND WE CONTINUE TO RECEIVE VEHICLES THAT ARE GOING THROUGH OUR RECEPTION CENTER, THAT WE'RE OPERATING AT THE CIRCUIT OF THE AMERICAS TRACK AND LOT A WE TODAY.

UH, THAT'S THE LAST DIAGRAM WE'VE RECEIVED, UH, WHERE WE HAVE FAILED OVER A THOUSAND HOTEL ROOMS AND AN ESTIMATED NUMBER OF GAS THAT GOES BEYOND A 3000 GAS.

WHEN YOU GO BACK AND LOOK AT THIS RESPONSE TO COMPARE IT TO OTHER, UH, HURRICANES THAT WE'VE BEEN SUPPORTING.

UM, WE LOOKED AT HURRICANE HARVEY, UM, BOTH BEFORE LANDFALL AND AFTER LANDFALL, WE HAD A CAR ROLL UP 600, 850 GUESTS THAT WE SUPPORTED, UH, DURING HURRICANE HARVEY.

AND TODAY WE ARE OVER 3000 AND THIS WAS BEFORE LANDFALL.

UH, SO WE'RE DOING, UH, UH, THREE, UH, ABOUT THREE TIMES, THREE OR FOUR TIMES MORE THAN WHAT WE'VE DONE IN HURRICANE HARVEY.

UM, AND WE'RE DOING IT IN A COBIT, UH, ENVIRONMENT THAT WE'RE FACING RIGHT NOW ACROSS THE, THE CITY STATE CA UH, STAY ON NATION IN THE WORLD.

UM, WE ARE PROVIDING, UH, THREE MEALS A DAY.

UH, WE'RE ALSO PROVIDING INFORMATION TO OUR GUESTS, UH, OF WHAT'S HAPPENING BACK HOME.

AND THEN ALSO PROVIDING, UH, UH, TO THOSE TRAVELERS THAT ARE MOVING ON TO OTHER COMMUNITIES FOR THEIR INLAND, LIKE THE DALLAS FORT WORTH AREA.

WE'RE PROVIDING THEM WITH ASSISTANCE TO INCLUDE SOME GAS, TO GET THEM TO A GAS STATION, TO MAKE SURE THAT THEY ARE ABLE TO HAVE ENOUGH FUEL TO MAKE THE TRIPS GO BACK HOME.

AND WE'RE NOW BEGINNING TO SHIFT AND TO LOOK AT, UH, WHAT AREAS OF TEXAS ARE OPEN AND WHERE WE'RE FINALIZING OUR PLANS TO ENSURE THAT WE HAVE A GOOD PLAN OF HOW WE'RE ABLE TO, UH, ASSIST THOSE GUESTS THAT NEED THEM THAT ARE ABLE TO GO BACK HOME AND RETURN THEM SAFELY AND MAKE SURE THEY HAVE ALL THE RESOURCES THAT THEY NEED, UH, TO HELP THEIR TRANS TRANSITION BACK HOME.

AND THOSE THAT ARE NOT GOING TO BE ABLE TO GO BACK HOME IN A TIMELY MANNER, MAKE SURE THAT WE HAVE MULTI-AGENCY RESOURCES CENTERS ARE OPEN AND WORKING WITH OUR VOLUNTEER AGENCIES TO PROVIDE THE RESOURCES THAT WE CAN, UH, WHILE THEY'RE, UH, THEY'RE STAYING HERE IN THE COMMUNITIES UNTIL THEY'RE ABLE TO GO BACK HOME.

THAT'S THE END OF MY REPORT, JUST I'LL ECHO THE THANKS AND APPRECIATION TO OUR STAFF, YOU KNOW, OBVIOUSLY IN A TIME OF, OF KOBE, BUT TO NOW GO ABOVE AND BEYOND.

I'M VERY THANKFUL FOR THE, THE HELP AND THE COOPERATION THAT WE RECEIVE FROM, UH, UH, TRAVIS COUNTY, UH, HAYES COUNTY, UH, WELCO AROUND FROM COUNTY, UH, CITY OF ROUND ROCK AND ALL OF THE DIFFERENT COMMUNITY PARTNERS THAT HELP, UH, AUSTIN, UH, THE AMERICAN RED CROSS AWESOME DISASTER RELIEF NETWORK AND THE, UH, UH, TRAVIS COUNTY IN CENTRAL TEXAS VOLUNTARY ORGANIZATIONS ACTIVE IN DISASTERS.

I AND I, AND REALLY THE STATE OF TEXAS DIVISION OF EMERGENCY MANAGEMENT AND DEPARTMENT OF PUBLIC SAFETY, UH, REALLY IT TAKES A VILLAGE TO HELP, UH, MAKE SURE THAT ALL OF THE GUESTS THAT ARE FLEEING THE COASTAL AREAS ARE WELL TAKEN CARE OF.

AND, AND, UM, WHEN WE HAD NUMBERS THAT WE HAD NOT SEEN IN QUITE SOME TIMES, UH, AND WE'VE WORKED REAL HARD.

ALSO ON THAT SAME DAY, IT WAS RECOMMENDED BY THE AIRPORT ADVISORY COMMISSION ON AN EIGHT OH VOTE, UH, WITH COMMISSIONERS HENDRICKS, SOLOMON AND STROLLER, ABSENT ITEMS, 48 AND 64 ON AUGUST 21ST, 2020.

IT WAS RECOMMENDED BY THE WATER WASTEWATER COMMISSION ON THE 700 VOTE.

I WANTED TO, UM, FIRST OF ALL, UM, ASK IF IN THE NEAR FUTURE STAFF CAN PROVIDE US AN UPDATE ON THE CORONAVIRUS SPENDING FRAMEWORK AND THERE'S SOME ADDITIONAL GRANTS THAT WE'VE RECEIVED.

UM, BUT WE'VE ALSO SPENT CERTAIN ITEMS. UM, IT'S GETTING A LITTLE BIT CHALLENGING TO KEEP TRACK OF EVERYTHING.

AND I THINK A, AN UPDATE, UM, COULD BE HELPFUL, UM, SO THAT WE CAN TRACK CAREFULLY, UM, WHERE WE ARE IN TERMS OF THAT SPENDING.

UM, SO I WOULD JUST ASK THE CITY MANAGER IF WE COULD HAVE THAT IN THE NEAR, NEAR FUTURE.

UM, AND THEN I WANTED TO, UM, BRIEFLY COMMENT ON, UM, ITEM 11, UM, WHICH IS RELATED TO, UM, WATER FORWARD.

UM, I BELIEVE THIS IS A VERY IMPORTANT STEP, UM, IN ADVANCING A PARTICULAR PIECE OF THE WATER FORWARD PLAN, WHICH IS THE DEVELOPMENT OF THE ACT FOR STORAGE, UM, PART OF OD OF WATER FORWARD.

AND I WANT TO THANK OUR STAFF FOR MOVING THIS ITEM FORWARD AND ACKNOWLEDGE THE HARD WORK OF OUR WATER FORWARD TASK FORCE MEMBERS AND THE ENVIRONMENTAL ADVOCATES FOR THEIR CONTRIBUTIONS TO MAKING THIS IDEA COME TO FRUITION.

ALSO WANT TO ACKNOWLEDGE THE LEADERSHIP OF COUNCIL MEMBER TOBO AND HER OFFICE, UM, OVER MANY, MANY YEARS FOR REALLY BEING TENACIOUS AND SETTING US ON THE PATH TO PURSUE AN INTEGRATED WATER RESOURCE PLAN.

I THINK THIS IS SUCH A CRITICAL

AND IMPORTANT NEW DIRECTION FOR OUR CITY IN TERMS OF ASSURING, UM, OUR SAFE AND CONSISTENT WATER SUPPLY FOR OUR AREA.

I HAD A COUPLE, AS I NOTED, I HAD A COUPLE OF THINGS.

UM, I WANTED TO ASK MY COLLEAGUES TO, UM, ACCEPT IN THE FORM OF DIRECTION.

AND SO I'LL GO INTO THOSE, BUT BETWEEN THE WATER FORWARD AND ANOTHER ITEM ON HERE TALKING ABOUT, UM, PROVIDING, MAKING SURE THAT WE'RE GETTING BOTTLED WATER AND OTHER KINDS OF NECESSARY SUPPLIES TO INDIVIDUALS WHO ARE EXPERIENCING HOMELESSNESS SINCE WATER IS, IS SORT OF PRESENT ON OUR AGENDA TODAY.

I WANTED TO JUST TAKE THIS OPPORTUNITY TO THANK OUR CITY STAFF.

IF YOU'VE BEEN IN A DOWNTOWN AREA, YOU MAY HAVE NOTICED THAT OUR WATER FOUNTAINS ARE INSTALLED.

THIS IS A MEASURE THAT I BROUGHT FORWARD.

I BELIEVE IT WAS SUPPORTED PROBABLY I BELIEVE IT WAS UNANIMOUS ON THE DIOCESE AND, UM, OUR AUSTIN WATER UTILITY REALLY WORKED HARD TO GET THOSE IN PLACE, YOU KNOW, IN A TIMELY FASHION.

AND SO AT FOURTH AND TRINITY RIGHT NEAR THE CONVENTION CENTER, YOU'LL SEE THAT ONE OF THOSE WATER FOUNTAINS HAS NOW BEEN INSTALLED.

UH, WHEN I WENT DOWN THERE AFTER GETTING THE EMAIL FROM DIRECTOR MS. ARROWS, UM, I GOT MY HOP IN MY CAR, WENT DOWN TO SEE IT, AND THERE WAS SOMEBODY AT THAT TIME USING IT.

I MEAN, IT'S ALREADY, IT'S ALREADY FULFILLING ITS INTENDED PURPOSE OF MAKING SURE THAT THAT VISITORS AND THOSE WHO WORK AND, UM, SPEND TIME IN OUR DOWNTOWN HAVE ACCESS TO FRESH WATER, ESPECIALLY IN THIS CLIMATE.

THAT'S REALLY CRITICAL.

ALSO INCLUDES A LITTLE SECTION FOR, FOR PETS TO DRINK AT THE BOTTOM.

SO THANK YOU SO MUCH, BUT I, I ALSO REALLY WANTED TO ACKNOWLEDGE THE LEADERSHIP OF OUR ASSISTANT DIRECTOR, CHRIS CHAN, WHO WORKED SO HARD ON THIS, ON THIS PROJECT PRIOR TO HIS PASSING, HIS VERY UNEXPECTED PASSING.

THEY ARE GOING TO BE WORKING WITH INDIVIDUALS WHO ARE IN OUR PRO LODGES, WHO ARE EXPERIENCING HOMELESSNESS IN OUR, IN OUR PRO LODGES, HELPING THEM GET INTO PERMANENT HOUSING.

IT'S BEEN REALLY A GREAT THING OVER THE LAST FEW MONTHS TO SEE AWARENESS OF AND ADVOCACY FOR, UM, INDIVIDUALS WHO ARE EXPERIENCING HOMELESSNESS, REALLY SPREAD, SPREAD TO A MUCH BROADER SWATH OF OUR COMMUNITY.

AND I APPRECIATE, AND I'M EXCITED BY THAT, BY THAT, UH, MORE GENERAL ADVOCACY AND SO WANTED TO MAKE SURE THAT PEOPLE SAW THAT THAT CONTRACT WAS MOVING FORWARD.

AND THIS IS GOING TO DO A LOT OF GOOD FOR 16.

I WOULD LIKE TO PROPOSE THE FOLLOWING DIRECTION.

SO BACK IN, I THINK MARCH, JUNE, IT'S ALL KIND OF BLENDING TOGETHER.

UM, THIS COUNCIL PASSED A RESOLUTION THAT I BROUGHT FORWARD CREATING, ASKING STAFF TO TAKE THE NEXT STEPS IN CREATING THE MUSIC DISASTER RELIEF FUND.

BUT THERE WAS ANOTHER ITEM IN THAT RESOLUTION ABOUT CREATING A MUSIC PORTAL, EXPLORING THE POSSIBILITY OF CREATING A MUSIC PORTAL THAT WOULD, UM, AND IT WAS PRETTY GENERAL.

OUR STAFF HAVE WORKED PRETTY CLOSELY WITH VISIT AUSTIN VISIT.

AUSTIN HAD, OF COURSE BEEN DOING, UM, WORK LIKE THAT TO PROMOTE OUR LOCAL ARTISTS OR LOCAL MUSICIANS OR LOCAL BUSINESS MEMBERS.

BUT OUR, OUR CITY STAFF IN AGAIN HAVE BEEN WORKING WITH MY STAFF, UM, SHANNON, HOLLY, WHO HAD GENERATED THE IDEA, UM, AS WELL AS OUR VISIT AUSTIN STAFF TO REALLY FLESH THAT OUT, IT'S COMING ALONG.

AND THOSE DISCUSSIONS ARE VERY EXCITING.

WE'RE HOPING IT'S GOING TO BE REALLY A PIECE OF INFRASTRUCTURE THAT MAKES, THAT MAKES, UM, ACCESS MORE AVAILABLE TO ALL OF OUR ARTISTS, UH, IN THE COMMUNITY.

AND SO THAT, IT'S SOMETHING THAT, UM, YOU DON'T NEED TO BE SELECTED FOR, BUT YOU CAN BENEFIT FROM, AND I CAN TALK MORE ABOUT SORT OF WHERE THEY ARE IN THOSE CONVERSATIONS, BUT THE DIRECTION I WOULD LIKE TO PROPOSE IS IN HAD GOTTEN IT WAS THOUGHT THAT IT MIGHT BE HELPFUL TO HAVE SOME MORE FORMAL DIRECTION FROM COUNCIL TO CONTINUE THE PURSUIT OF THAT, UM, AND ASK, VISIT AUSTIN TO COME BACK IN THE SPRING WITH A REPORT ON KIND OF WHERE THEY ARE AND WHAT A POTENTIAL BUDGET BE LIKE FOR IMPLEMENTING THIS TO A FULLER SCALE.

AND WE HAVE RECEIVED WORD FROM VISIT AUSTIN THAT THEY ARE COMFORTABLE WITH THAT DIRECTION AND ON BOARD TO SUPPORT IT.

SO THE DIRECTION I WOULD PROPOSE IS THAT OUR ECONOMIC DEVELOPMENT DEPARTMENT CONTINUE TO DO THE WORK NEEDED TO DETERMINE THE INFRASTRUCTURE AND CAPACITY BUILDING REQUIRED TO BRING A PLAN BACK TO US IN THE FIRST QUARTER OF 2021, NO LATER THAN MARCH 31ST WITH THE PLAN TO LAUNCH A ROBUST DIGITAL

MARKETING PLAN, ALONG WITH THE ASSOCIATED BUDGET.

AND WE HAVE FUNDED THAT LANGUAGE TO EDD FOR ANY FEEDBACK THEY HAD.

AND AGAIN, SHARED IT WITH VISIT AUSTIN.

AND IT'S MY UNDERSTANDING THAT THEY ARE COMFORTABLE WITH THAT TOO.

AGAIN, IT'S NOT CREATING THE PORTAL, BUT IT'S CONTINUING THOSE CONVERSATIONS AND ASKING FOR THEM TO RETURN PRETTY QUICKLY IN MARCH WITH A PLAN AND A BUDGET FOR WHAT IT WOULD TAKE TO EXECUTE THIS, THE WAY IT'S TAKING SHAPE IS REALLY, UM, AS I SAID, EXCITING, AND I APPRECIATE THE GREAT THOUGHTS OF OUR, OF OUR EDD DEPARTMENT AND VISIT AUSTIN ABOUT HOW WE CAN, HOW WE CAN, UM, REALLY SUPPORT OUR INDIVIDUAL ARTISTS, BUT HOW THIS MIGHT ALSO BE A PROJECT THAT COULD BENEFIT OUR VENUES SO THAT DURING THIS PERIOD OF TIME, THEY BOTH, WE ARE USING, WE ARE USING THIS POTENTIAL TACTIC AND STRATEGY AND DEVELOPING IT SO THAT WE ARE HELPING THOSE INDIVIDUALS BRINGING IN SOME ADDITIONAL REVENUE.

WE'RE ALSO USING IT AS A WAY OF SUPPORTING OUR BRAND HERE IN AUSTIN TO ENCOURAGE VISITORS TO COME BACK.

UH, AND AGAIN, AS I MENTIONED, INITIALLY, USING IT AS CREATING IT IN SUCH A FASHION THAT INDIVIDUALS COULD USE IT, UH, AND IN OTHER SETTINGS AS WELL, SO THAT THEY ARE, HAVE THE ABILITY TO DO USE THAT, TO PROMOTE THEMSELVES, UM, AND, AND GET THAT ADDITIONAL REVENUE.

SO IT'S, IT'S STILL BEING FLESHED OUT IF IT SOUNDS GENERAL, THAT'S WHY, BUT THIS WOULD ALLOW US TO TAKE THAT NEXT STEP OBJECTION TO THAT DIRECTION BEING HANDED AIRY.

UM, AND SO I WANT TO JUST PUT ON THE RECORD THAT IT'S MY EXPECTATION, UM, AND MY UNDERSTANDING FROM THEM THAT THAT IS THEIR INTENT, UH, THAT THAT IS ALWAYS POSSIBLE.

THEY WILL CONTINUE TO, YOU KNOW, WITHIN THE CONFINES OF WHAT THEIR FOCUS IS, IF THEY WILL CONTINUE TO USE THEIR DOLLARS, UH, TO THE GREATEST EXTENT POSSIBLE TO SUPPORT OUR LOCAL MUSIC AND CREATIVE INDUSTRY, AS WELL AS LOCAL RESTAURANTS, BECAUSE THOSE ARE, YOU KNOW, THAT IS WHAT MAKES UP THE FABRIC OF THE CITY.

UM, AND IF WE DON'T, UM, DO EVERYTHING WE CAN AS A CITY, UH, TO MAINTAIN THAT ENVIRONMENT, UM, WE'RE NOT GOING TO BE A CITY THAT CONTINUES TO BE ONE THAT PEOPLE WANT TO VISIT.

UM, WE'VE GOT THE RISE DOLLARS BEING ALLOCATED TO BEING ABLE TO GET TO PEOPLE WHO'VE LOST THE INCOME AND JOBS.

UM, AND I APPRECIATE, UH, THEIR PART TIMES LEADERSHIP ON THAT ALONG WITH, UH, SUPPORTIVE OF THE WHOLE DYESS, ALONG WITH, UH, DOLLARS BEING TARGETED TO, UH, HIGHEST RISK FAMILIES THAT IS PEOPLE THAT WOULD MOST LIKELY BE HOSPITALIZED WITH COVID-19 PEOPLE WHO HAVE LOST SO MUCH, UH, YOU KNOW, INCLUDING A FAMILY MEMBER BECAUSE OF, OF COVID-19 AND THEN TARGETING THOSE COMMUNITIES THAT WE KNOW, UM, EVEN AS CASES DECLINE IN THE CITY OVERALL ARE STILL BEING SO, UM, HARD HIT.

I KNOW WHEN, UH, MEETINGS WITH, UH, UH, WITH CONSTITUENTS AND GROUPS OF FOLKS IN SOME OF THOSE HARDEST HIT NEIGHBORHOODS AND IT IS REALLY STRIKING HOW, YOU KNOW, YOU CAN BE IN SOME ROOMS, YOU CAN SOME VIRTUAL ROOMS WHERE EVERYONE HAS A FAMILY MEMBER OR A LOVED ONE, OR SOMEBODY CLOSE TO THEM THAT HAS HAD TO COVID-19 UM, UH, IN OUR CITY, EVEN THOUGH WE'VE BEEN ABLE TO, TO PROTECT SO MUCH OF OUR COMMUNITY, THERE ARE JUST SOME PARTS THAT HAVE BEEN SO HARD HIT.

AND SO THIS REALLY SPEAKS TO THE WORK OF, OF OUR STAFF FOCUSING HARD ON THIS, ON THE RESOLUTIONS WE'VE PASSED, INCLUDING THE HIGH RISK WORKER RESOLUTION, UH, THAT I SPONSORED AND, AND THIS DIOCESE COMMITMENT.
