A CITY COUNCIL MEETING, UH, HERE TODAY ON TUESDAY, SEPTEMBER 1ST, 2020S MEETINGS BEING HANDLED VIRTUALLY, WE HAVE A QUORUM PRESIDENT.

IT IS NINE OH THREE COLLEAGUES.

WE HAVE, UH, UH, TWO, UH, BRIEFINGS WE'LL PULL ITEMS. SO WE CAN GO THEN INTO EXECUTIVE SESSION IN EXECUTIVE SESSION.

THE FIRST THING WE'RE GOING TO COVER IS THE, UH, UH, COMP AND BENEFITS DISCUSSION FOR THE, UH, CLAIRE, THE AUDITOR AND, UH, UNI CLARK.

UH, THEY'RE ALL AVAILABLE TO COME AND VISIT WITH US TODAY.

AND THEN WE'LL, UM, UH, REENGAGE, THE CONVERSATION THAT WE HAD STARTED, UH, WITH THE CITY MANAGER IS OUR QUARTERLY KIND OF REVIEW DISCUSSION.

UH, SO THAT'S THE PROCESS WILL FOLLOW, UH, INTENT FOR US TO BREAK ABOUT NOON FOR LUNCH.

UH, WE MAY DO ALL THE EXECUTIVE SESSION AFTER LODGE.

IF WE HAVE TIME TO DO EXECUTIVE SESSION BEFORE LUNCH, WE'LL DO THE THREE, UH, UH, WAGE AND, UH, COMP UH, QUESTIONS AND THEY'D HAVE LUNCH AND COME BACK IN CHAPTER ONE THAT WORKED EVERYBODY.

ALRIGHT, SO WE'VE GOT TO BRING IN I'M

[B1. Update on Covid-19 related matters. (Standing staff update).]

HERE WITH THE FIRST, UH, UH, BRIEFING.

I WILL BEGIN WITH THE COVID BRIEFING AND THEN WE'LL DO THE WATERY LONG ARC BRIEFING AFTER.

UM, ONCE AGAIN, I WANNA THANK, UM, UH, MANAGER, YOU AND, UH, DIRECTOR HAYDEN AND, UH, DR.

S SCOTT, UH, THE NUMBERS CONTINUE TO COME DOWN.

I GUESS MOST OF THE THINGS NEEDS TO GO TO THE COMMUNITY THAT IS MAINTAINING VIGILANCE, ESPECIALLY WITH RESPECT TO BASKING AND SOCIAL DISTANCING.

UH, WHAT WE'RE FINDING IS, IS THAT WE CAN IN FACT TAKE A LITTLE BIT MORE RISKS OUT IN THE COMMUNITY, BUT ONLY SO LONG AS PEOPLE ARE DILIGENT ABOUT A BASKETBALL DISTANCING.

IF WE LOSE THE VIGILANCE ON BAT, OUR NUMBERS WILL SPIKE IT AND SEE SO MANY OTHER CITIES, UH, DO.

UM, AND, AND I WANT TO THANK, UH, UH, AGAIN, LOOKING AT THE STATE NUMBERS.

I JUST WANT TO THANK, UH, COUNTY JUDGES AND MAYORS ACROSS THE STATE, UH, FOR HAVING BEEN SO INSISTENT THAT WE GET TO A MANDATORY MASKING POLICY, UH, AND BRINGING ALONG THE WHOLE STATE THAT WAY.

UH, I REALLY DO THINK THAT IT WAS THAT LOCAL ACTION, UH, THAT, UH, PUT US ON A TRACK THAT WE'RE ON OUR RIGHT NOW.

UH, AND, UH, I HOPE WE CAN CONTINUE TO STAY IN IT.

SO WITH THAT MATADOR, I PRINTED OVER TO YOU SO THAT YOU CAN TURN IT OVER TO YOUR CHAIR.

THANK YOU, MAYOR COUNCIL.

AND I'LL CERTAINLY ASK THEM A LOT OF THE COMMENTS THAT YOU MADE MAYOR, YOU KNOW, THERE ARE, THERE ARE MANY THINGS THAT WE CAN SAY THAT ARE POSITIVE DEVELOPMENTS WITHIN OUR COMMUNITY, BUT WE STILL DON'T HAVE A VACCINE AND WE NEED TO REMAIN VIGILANT.

AND WE HAVE SEEN OUR COMMUNITY STEP UP TO THE PLATE AND REALLY MAKE SURE THAT WE ARE KEEPING EACH OTHER SAFE.

UH, AND THAT EFFORT IS LED BY INCREDIBLE PUBLIC SERVANTS.

AND MANY OF THOSE ARE WORKING FOR THE CITY UNDER A DIRECTOR.

HAYDEN'S LEADERSHIP SAW, TURN IT OVER TO DIRECTOR HAYDEN, DELETE OPTUS COVID BRIEFING UPDATE.

YEAH.

THANK YOU, SPENCER.

I APPRECIATE IT.

GOOD MORNING, EVERYONE.

I HOPE YOU ALL ARE DOING WELL.

UM, THANK YOU FOR THE OPPORTUNITY TO PRESENT TODAY.

UM, OUR EPIDEMIOLOGISTS AND SURVEILLANCE STAFF CONTINUE TO CONTACT TRACE IN TARGET POPULATIONS.

UM, WE ARE SEEING AN INCREASE IN SOME OF THE NON NURSING HOME, UM, CLUSTERS.

AND SO, UM, WE ARE PROVIDING SOME ADDITIONAL SUPPORT, UM, AS WELL AS, UM, TECHNICAL ASSISTANCE TO THOSE AREAS.

WE ARE ENSURING, ENSURING TO, UM, INCREASE OUR, UM, CHARACTERIZATION WITH SPANISH TRANSLATIONS TO ENSURE THAT, UM, WE'RE ABLE TO, UM, MEET THE REQUESTS THAT ARE COMING IN.

UM, JUST AS A REMINDER, UM, WE CONTINUE TO HAVE OUR, UM, LOCATIONS OF DOVE SPRINGS, GIVENS, AND WALL WALNUT CREEK, AND WE STILL HAVE OUR DRIVE UP SITE.

AND AS A REMINDER, WE ARE DOING, UM, TESTING AT HOME.

WE HAVE, UM, PROVIDED THAT INFORMATION, UM, PUBLICLY ON THE WEBSITE, BUT WE HAVE ALSO, UM, HAD SHARED THAT WITH, UM, WITH THE COMMUNITY AS WELL, ABROAD BECAUSE WE WANT TO MAKE SURE THAT FOR OUR POPULATIONS THAT

[00:05:01]

ARE NOT COMFORTABLE WITH COMING OUT, ESPECIALLY WHEN THEY HAVE UNDERLYING HEALTH REASONS THAT, UM, THEY WILL TAKE ADVANTAGE OF THAT AT HOME TESTING AUSTIN, PUBLIC HEALTH, WE'LL HAVE A SKELETON CREW WORKING OVER THE HOLIDAY.

UM, WE WILL, UM, DO THE REPORTS AND DO ALL THE WORK WE DO, BUT JUST A SMALLER CREW, THE MEDICAL HOTLINE AND THE CALL CENTER WILL BE CLOSED ON LABOR DAY.

UM, AND SO ON MONDAY, THERE WILL BE NO TESTING AVAILABLE, UM, BUT STAFF WILL RESUME ALL OF THEIR SHIPS ON TUESDAY WITH OUR LONGTERM CARE UPDATE.

UM, I'M SURE YOU RECEIVED THE EMAIL FROM, UM, FROM ANNE MORGAN.

AND SO WE'LL PROVIDE SOME ADDITIONAL INFORMATION, UM, WITH DR.

SCOTT SLOTS.

UM, WE CONTINUE TO DO TESTING, UM, IN NURSING HOMES.

UM, WE'VE ADDED AN ADDITIONAL LONGTERM CARE FACILITY, UM, WHICH BRINGS US UP TO TWO 48, UM, LONGTERM.

UM, SOME OF THESE THAT WE HAVE PROVIDED TESTING IN, WE ARE CONTINUING TO SEE A DECLINE, UM, NO ADDITIONAL, UM, STRIKE TEAMS HAVE BEEN DEPLOYED, UM, FOR THE LAST FIVE WEEKS.

AND SO, UH, BUT WE CONTINUE TO OFFER THAT AS A SERVICE, BUT YEAR TO DATE.

UM, WE HAVE PROVIDED 19 TO 19 FACILITIES AND 300 STRIKE TEAMS HAVE OPERATED.

UM, WE RECEIVED, UM, AN ADDITIONAL NINE MORE, UM, PPE PACKAGES, WHICH BRINGS US UP TO A YEAR TO DATE TOTAL OF 233.

AND SO WE CONTINUE TO, UM, OFFER THOSE PPE, UM, PUSHBACK, UM, PUSH PACKS IF THEY NEED THEM.

AND, UM, WE'LL CONTINUE TO PROVIDE ALL OF THE TRAINING THAT THEY NEED WITH OUR PROTECTIVE LODGES.

UM, ALL FIVE OF OUR PROTECTIVE LARGEST OR OPERATIONAL, UM, IMMIGRANT CARE IS CONTINUING TO PROVIDE ONSITE BEHAVIORAL HEALTH SERVICES THAT ALL OF THOSE LODGES AND, UM, COMMUNITY CARE IS PROVIDING WEEKLY ONSITE SERVICES AT THREE OF THEM.

AND WE'RE CONTINUING OUR PARTNERSHIP WITH COMMUNITY CARE AND DALE MED TO OFFER THE COVID-19 TESTING TO OUR HOMELESS POPULATION.

UM, AS OF TODAY WITH OUR MULTIPLE COMMUNITY ORGANIZATIONS, PROVIDING FOODS OVER 250,000 MEALS HAVE BEEN DISTRIBUTED TODAY, AND WE CONTINUE TO CONTRACT WITH REVOLUTION SCHOOL, UM, TO PROVIDE THOSE SERVICES WITH OUR SOCIAL SERVICES BRANCH, OUR HEALTH EQUITY TASK FORCE CONTINUES TO PARTNER WITH COMMUNITY ORGANIZATIONS TO PROVIDE PPE.

WE HAVE, UM, THE DEPARTMENT HAS PARTNERED ACROSS THE CITY, INCLUDING, UM, SEVERAL OF OUR ZIP CODES WHERE WE HAVE A HIGH LEVEL OF POSITIVITY RATE.

SO WE HAVE PROVIDED, UM, A MASK AS WELL AS HAND SANITIZERS AND, AND SEVEN OF THE, UM, HE HIGH POSITIVITY RATES, BUT WE'VE ALSO PROVIDED AND PARTNER WITH DELL VALLEY AND IN MAYNOR, UM, WE ARE IN THE PROCESS OF KICKING OFF A PROTECT YOURSELF AND PROTECT YOUR FAMILY IS THE CAMPAIGN.

AND IT'S A SIX WEEK CAMPAIGN WITH THE CITY OF AUSTIN, CENTRAL HEALTH, UM, COMMUNITY CARE AND TRAVIS COUNTY IN A SURROUND MESSAGING.

AND WE WILL BE PROVIDING, UM, PPE DISTRIBUTION.

AND SO THAT KICKS OFF THIS WEEK.

OUR STAFF WILL BE, UM, THIS WEEKEND, WE WILL HAVE A SHARED COMMUNITY CALENDAR WITH, OF OUR PARTNERS, AND THAT WILL BE ON OUR WEBSITE OF THE LOCATIONS WHERE WE WILL BE PROVIDING PPE AS WELL AS THE AREAS WHERE OUR PARTNERS WILL BE PROVIDING, UM, PP AND HAND SANITIZER.

UM, STAFF ARE FINALIZING THE TIMELINE FOR RISE 2.0, WE DO HAVE A FEW OF OUR AGENCIES THAT ARE PROVIDING SERVICES, UM, UM, ELBOWING SAMIRA TONO IN THE AUSTIN AREA, URBAN LEAGUE WITH OUR, UM, CHILDCARE AND SCHOOLS SUMMARY.

OUR STAFF ARE CONTINUING TO, UM, WORK ON OUR WEEKLY COVID-19 POINT OF CONTEXT, SCHOOL DISTRICT, UM, WITH NEW DISTRICTS.

AND WE DECIDED TO ADD, UM, MORE EPIDEMIOLOGY STAFF TO THAT TEAM, BECAUSE WHAT WE'RE FINDING IS, IS THAT SCHOOLS BEGAN TO OPEN.

UM, WE ARE STARTING TO SEE, UM, CASES, WHETHER THEY ARE, UM, DOING THEIR ATHLETICS OR AS THEY ARE OPENING.

AND WE ARE GONNA, UM, CONTINUE TO RECEIVE THAT INFORMATION IN OUR OWN SCHOOL INFORMATION, AUSTIN, TEXAS.GOV,

[00:10:02]

UM, LAST WEEK, UM, WE, UM, DISTRIBUTED A, THE RESULTS OF THE SURVEY.

UM, THAT INFORMATION IS JUST SO WE CAN CONTINUE TO PROVIDE AND, AND, UM, ENSURE SERVICES TO THE LATIN X AND HISPANIC COMMUNITY.

AND SO WE WILL CONTINUE THAT PROCESS.

THE LAST THING IS, IS, UM, ENVIRONMENTAL HELP STAFF.

UM, WE BEGAN A ZIP CODE, UM, TARGETED COBIT ENFORCEMENT INITIATIVE.

WE ARE WORKING IN SET SIX ZIP CODES RIGHT NOW, AND THOSE SIX ZIP CODES HAVE THE HIGHEST POSITIVITY RATE AND STAFF HAVE CONDUCTED 279 BUSINESS VISITS TO BUSINESSES AND RESTAURANTS.

AND, UM, ULTIMATELY, UM, WE'RE WORKING WITH THEM AND WE ARE PROVIDING TECHNICAL ASSISTANCE.

HOWEVER, UM, BECAUSE OF COMPLIANCE ISSUES, THEY, WE HAD TO ISSUE 78 MORNINGS TO THEM.

UM, THERE IS A CITY TEAM THAT HAS A, UM, TEAMS, KOBE COMPLIANCE, WHICH IS USED BY COLD FIRE POLICE IN AUSTIN, PUBLIC HEALTH.

AND WE WILL CONTINUE TO, UM, TO GO OUT TO CHECK ON THOSE BUSINESSES, ENSURE THAT THEY HAVE WHAT THEY NEED, BUT WE WILL WORK VERY CLOSELY WITH, WITH CODE COMPLIANCE ON ANY CHALLENGES AT THIS TIME.

I WILL TURN OVER TO DR.

SCOTT.

THANK YOU.

THANK YOU, STEPHANIE ALASKA, GOING TO PULL UP MY SLIDES, UH, WHILE WE'RE DOING THAT, MAN, I JUST WANT TO ECHO YOUR COMMENTS.

UH, YOU KNOW, WHEN YOU FIRST STARTED TALKING ABOUT COVID-19, WE TALKED ABOUT THE IMPORTANCE OF THAT ALL COMMUNITY, ALL GOVERNMENT APPROACH.

AND I THINK WE'VE CERTAINLY BENEFITED FROM OUR CITY AND COUNTY PARTNERSHIP.

WE'VE BENEFITED FROM, UH, THIS STATE AND THE GOVERNOR CONTINUING TO, TO WATCH THE DATA AND, AND ADJUST AND, AND CREATE POLICY, WHICH IS MORE PROTECTIVE.

UH, I THINK WE'RE GETTING THAT ALIGNMENT.

IT'S CERTAINLY IMPROVING.

AND, UM, AND WE'VE GOT TO STAY THE COURSE.

AND I'LL TALK A BIT MORE ABOUT THAT HERE IN MY NEXT SLIDE.

NEXT SLIDE PLEASE.

UH, SO MAYOR AND COUNCIL, WHAT YOU'RE SEEING HERE IS OUR, UH, OUR NEW CONFIRMED CASES IN TRAVIS COUNTY.

AGAIN, THE YELLOW IS SHOWING OUR SEVEN DAY MOVING AVERAGE.

UH, YOU CAN SAY THAT, UH, LAST WEEK I TALKED ABOUT THIS PLATEAU AND OSCILLATION THAT WE WERE SAYING, UH, SINCE THE END OF JULY, NOW WE'RE SEEING A SUBSTANTIAL DECLINE AS WE'VE GOTTEN THROUGH THAT BACKLOG OF CASES.

UH, RIGHT NOW OUR SEVEN DAY MOVING AVERAGE OF NEW CASES IS 89.

UH, AND THAT'S A PLACE WE HAVEN'T BEEN SINCE JUNE THE 10TH, BUT WHAT I WANT TO REMIND FOLKS ABOUT IS THAT IT TOOK US THREE WEEKS TO GET FROM 89 CASES A DAY TO OUR PEAK AT 558 CASES A DAY ON JULY THE THIRD.

AND IT TOOK US TWO MONTHS TO COME BACK DOWN.

UH, NOW'S NOT THE TIME TO, TO CROWD BARS.

NOW'S NOT THE TIME TO HAVE BARBECUES OR FAMILY GATHERINGS ON LABOR DAY.

NOW'S THE TIME TO STAY THE COURSE, UH, BECAUSE IF WE CHANGE OUR BEHAVIOR SIGNIFICANTLY FOUR WEEKS FROM NOW, WE CAN BE BACK IN THAT PLACE AGAIN, WHERE WE'RE IN CRISIS.

UH, I KNOW WE WANT TO CELEBRATE, WE WANTED TO BE MORE NORMAL THAN WE HAVE BEEN, BUT IF WE TAKE THOSE LIBERTIES, NOW WE'RE GOING TO PAY FOR IT A FEW WEEKS FROM NOW.

UH, SO AGAIN, WE'VE GOT TO CONTINUE TO URGE TO STAY IN THE COURSE.

UH, YOU KNOW, AGAIN, IF FOLKS WANT TO GO OUT WITH THEIR HOUSEHOLD TO A RESTAURANT, THAT'S PROBABLY OKAY IF THAT HAPPENED.

IF THAT HOUSEHOLD IS LOW RISK, UM, BEYOND THAT, WE NEED TO BE VERY CAREFUL AND WE CERTAINLY NEED TO CALL ON OUR YOUNG PEOPLE ARE TEENAGERS OR COLLEGE STUDENTS, UH, TO ALSO AVOID THOSE BEHAVIORS AGAIN, WHILE THEY MAY NOT BE AS SEVERELY IMPACTED THOSE AROUND THEM WILL BE.

AND, UH, AND WE NEED TO PROTECT OUR WHOLE COMMUNITY.

NEXT SLIDE, PLEASE.

THIS IS A GRAPH OF OUR NEW ADMISSIONS.

UH, AGAIN, THE YELLOW SHOWING THE SEVEN DAY MOVING AVERAGE, OUR NEW ADMISSIONS AS THAT CONTINUES TO DECREASE.

IT'S DOWN TO 18 NOW, UH, THAT'S A PLACE WE HAVEN'T BEEN SINCE JUNE THE 12TH.

AGAIN, UH, YOU KNOW, THIS HAS BEEN OUR, OUR KEY INDICATOR.

UH, THE FACT THAT IT'S GOING DOWN, UH, AS WELL AS THE DECREASE IN POSITIVITY RATES, UH, LET US TO, TO MAKE THE CHANGE TO STAGE THREE LAST WEEK.

UM, WE ARE CONTINUING TO SEE IMPROVEMENTS THERE.

UH, BUT AGAIN, WE'VE GOTTA BE CAREFUL AND WE'LL CONTINUE TO FOLLOW THIS AND REPORT THIS DAILY ON OUR DASHBOARD.

NEXT SLIDE, PLEASE.

THIS IS SHOWING THREE THINGS.

THE

[00:15:01]

BALLOON IS THE TOTAL HOSPITALIZATIONS.

THE, THE GRAY IS OUR ICU, UH, SORRY.

OUR VENTILATOR USE AND OUR ORANGE IS OUR ICU BEDS BEING OCCUPIED RIGHT NOW THAT SEVEN DAY MOVING AVERAGE OF HOSPITALIZATIONS IS AT 152 ICU AT 55 AND VENTILATOR USE AT 35.

UH, SO AGAIN, VERY HEALTHY SITUATION FOR THE HOSPITALS.

UH, AND I'LL REMIND FOLKS AGAIN, THAT IF THEY'VE BEEN PUTTING OFF BY SEEING A DOCTOR, UH, GETTING ELECTIVE PROCEDURE, NOW'S THE TIME TO GO.

THERE'S PLENTY OF ROOM AND, UH, YOU KNOW, WE'RE NOT SURE WHAT, WHAT THE FUTURE'S GOING TO HOLD.

UH, SO NOW'S THE TIME TO GET THOSE THINGS TAKEN CARE OF AND, UH, AND GET YOURSELF IN A BETTER HEALTH SITUATION.

NEXT SLIDE, PLEASE.

THIS GRAPH IS SHOWING OUR, UH, HOSPITAL ADMISSIONS BY RACE AND ETHNICITY.

AGAIN, THEY, UH, THE POINTS ON THE RIGHT ARM FROM THE HOSPITALIZATIONS LAST WEEK, UH, CURRENTLY ARE, UH, HISPANIC OR LATIN X POPULATION.

AND GREEN IS, UH, IS REPRESENTING 50.5% OF THE HOSPITALIZATIONS LAST WEEK.

AGAIN, IT'S A OVERREPRESENTATION OF THEIR, UH, POPULATION IN THE, IN THIS COMMUNITY, UH, OUR AFRICAN AMERICAN, UH, NUMBERS LAST WEEK OR 11.9% ALSO OVER REPRESENTING THEM AS COMPARED TO THEIR, UH, THEIR POPULATION IN TRAVIS COUNTY.

UH, AGAIN, THIS CONTINUES TO THE FACT THAT MORE SUBSTANTIAL, THEY ARE COMMUNITIES OF COLOR.

AND AS DIRECTOR HAYDEN SAID EARLIER, WE WILL CONTINUE THE EFFORTS TO, TO PROVIDE OUTREACH AND PPE MASKS, HAND SANITIZER, AND OTHER ITEMS, UH, PARTICULARLY FOCUSED ON THESE COMMUNITIES SO THAT WE CAN DECREASE THE TREND OF TRANSMISSION AND HOSPITALIZATION.

NEXT SLIDE, PLEASE.

THIS IS A GRAPH OF OUR, UH, HOSPITALIZATIONS BY AGE GROUP.

UH, LAST WEEK WE SAW INCREASES IN OUR 70 TO 79 AGE GROUP, AS WELL AS OUR 50 TO 59 AGE.

UM, SO, UH, WE'LL CONTINUE TO FOLLOW THESE.

WE DID SEE A DECREASE IN OUR NEW ADMISSIONS FOR OUR YOUNGER AGE GROUP, OUR 10 TO 19 AGE GROUP THAT WE'VE SEEN, UH, SEVERAL WEEKS OF HIGHER NUMBERS.

AND SO THAT IS CERTAINLY REFRESHING.

UH, AND AGAIN, WE'LL CONTINUE TO RECORD THESE AND SHARE THESE, UH, ON OUR, UH, COVID-19 DASHBOARD.

NEXT SLIDE, PLEASE.

MARION COUNCIL.

THIS IS A, UH, AN UPDATE ON OUR, UH, NURSING HOME AND LONGTERM CARE FACILITY, UH, CHART.

YEAH, YOU CAN SAY THAT, UH, WE HAVE THE ACTUAL NAMES ON, ON THIS, UH, THIS WEEK.

UM, SO THEN I'LL, I'LL THINK, AND WE'RE GOING TO HER TEAM.

UH, WE HAD SOME PREVIOUS ATTORNEY GENERAL RULINGS RELATED TO DISCLOSURE OF THIS INFORMATION AND, UH, AND THOSE WERE RELATED TO, UH, PUBLIC INFORMATION REQUESTS AND, UH, THE CITY ATTORNEY'S ADVICE, UH, HAS ALLOWED US TO SHARE THIS.

NOW I KNOW A LOT OF FOLKS HAVE, HAVE BEEN CONCERNED ABOUT WHY WE HAVEN'T SHARED THIS IN WHILE WE'VE BEEN SO PROTECTIVE OF THIS INFORMATION IN THE PAST, AND IT'S NOT AT ALL ABOUT TRANSPARENCY.

IT'S ABOUT THE LAW, UH, AND DISCLOSURE OF INFORMATION INAPPROPRIATELY MEANS A CRIMINAL, UH, PENALTY FOR ME, UH, AND, AND FOR THE CITY.

AND, UH, YOU KNOW, WE'D HAVE TO MAKE SURE THAT WHAT WE'RE DOING IS LEGAL AND I APPRECIATE THE HARD WORK OF NOW.

THEY HAD MORE IN THE CITY ATTORNEY'S OFFICE, UH, THAT, UH, HAS, HAS FOUND A WAY FOR US TO SHARE THIS.

NOW, HAVING SAID THAT OUR NUMBERS IN THE NURSING HOMES CONTINUED DECREASE, UH, 42 TOTAL CASES, UH, THIS WEEK, UH, AS A DIRECTOR, HAYDEN SAID, WE'VE GOT TO DECREASE, UH, REQUESTS FOR HER SUPPORT FROM THESE FACILITIES.

YOU CAN SEE THIS WEEK, WE HAVE A NUMBER THAT ARE INDICATED IN GRAY, WHICH TELLS US THAT THEY'VE GONE THREE WEEKS WITHOUT ANY NEW CASES THAT ARE LIKELY TO COME OFF THE LIST NEXT WEEK.

UH, SO AGAIN, WE'RE PLEASED TO BE ABLE TO SHARE THIS INFORMATION WITH YOU.

UM, SIMILAR INFORMATION IS AVAILABLE ON, UH, THE STATE, UH, HEALTH AND HUMAN SERVICES COMMISSION WEBSITE, AND WE WILL CONTINUE TO UPDATE THIS INFORMATION WEEKLY.

NEXT SLIDE, PLEASE.

UH, THIS IS AN UPDATE OF OUR POSITIVITY RATES ACROSS THE COMMUNITY.

I GAVE THEM, THIS IS A DATA FEED, WHICH COMES IN FROM MULTIPLE PARTNERS, UH, THROUGHOUT TRAVIS COUNTY.

WE'RE GRATEFUL FOR THEIR PARTNERSHIP IN SHARING OF THEIR DATA.

UH, THE DATA INPUT INTO THIS FEED REPRESENTS ABOUT 231,000

[00:20:02]

COVERT TESTS.

UH, SO IT'S A, IT'S A HUGE NUMBER OF TESTS.

AGAIN.

UM, WE ARE, ARE PLEASE BE ABLE TO SHARE THIS.

UH, I WANT TO GIVE YOU TWO UPDATES ON THOSE ONE IS, IS THE PERCENT POSITIVE A WEEK 32 LAST WEEK REPORTED THAT AT 7.6%, IT'S BEEN UPDATED TO 8.3%, UH, WITH SOME ADDITIONAL, UH, TESTS WHICH HAD NOT BEEN REPORTED FOR THAT PERIOD OF TIME THAT WE RECEIVED LAST WEEK.

AND THIS WEEK'S A PERCENT POSITIVE FOR WEEK 33, WHICH WAS ENDED TWO WEEKS AGO IS 6.2%.

AGAIN, WE'RE CONTINUING TO FOLLOW THE DATA WHEN WE STARTED A TWICE WEEKLY DATA FEED, UH, STARTING YESTERDAY FROM THESE FACILITIES, UH, WHO ARE CASTING OUR HOPE IS THAT IN THE NEXT COUPLE OF WEEKS, WE WILL BE ABLE TO REPORT ON THE POSITIVITY RATE FOR THE IMMEDIATE PAST WEEK, UH, WHICH IN THIS CIRCUMSTANCE WOULD BE WEEK 34.

I WILL TELL YOU THAT, UH, THE CURRENT DATA THAT WE HAVE IN HAND SHOWS THAT THE NUMBERS ARE STILL CONTINUING TO IMPROVE, UH, SOMEWHAT, UH, AS COMPARED TO WEEK 33.

AGAIN, UH, HOPEFULLY NEXT WEEK WE'LL BE ABLE TO, TO, TO PROVIDE WEEK 34 AND POSSIBLY WEEK 35.

NEXT SLIDE, PLEASE.

UH, AGAIN, THIS IS A GRAPH OF R D THE SAME DATA, BUT BROKEN DOWN BY RACE AND ETHNICITY.

UM, YOU CAN SEE THAT THERE'S A NEW LINE ON HERE, UH, FOR AMERICAN INDIAN OR ALASKA NATIVE.

UH, THERE IS A, YOU KNOW, SIGNIFICANT, UH, UH, INCREASE.

YOU CAN SEE IT OVER TIME IN TERMS OF, OF THAT GROUP'S POSITIVITY RATE.

I WILL TELL YOU WHAT THEY, THE NUMBERS OF TESTS PERFORMED IN THAT PARTICULAR GROUP IS RELATIVELY SMALL.

SO IT'S GOING TO BE MORE LIKELY TO HAVE SOME SUBSTANTIAL SWINGS, UH, IN THE PERCENTAGES.

UH, I, I DO WANT TO POINT OUT THAT, UH, OUR, UH, HISPANIC OR LATINO GROUP, WHICH IS REPRESENTED IN THE GRADE IS A, IS CONTINUING TO DECREASE, UH, WHICH IS FANTASTIC.

YOU CAN SEE THAT WEEK 35, AT LEAST THE DATA WE HAVE AN ENHANCED SO FAR, UH, IS SHOWING ABOUT A LITTLE OVER 10% LAST WEEK, ABOUT 12%.

UH, SO FOR WEEK 34, AGAIN, OUR GOAL IS TO GET EVERYBODY BELOW THIS RED DOTTED LINE, WHICH IS THE 5% MARK NOW.

SO WE'VE GOT MORE WORK TO DO, UH, BUT AGAIN, WE ARE, WE ARE PROGRESSING AND WE ARE CERTAINLY COMFORTABLE THAT AS A COMMUNITY, UH, AS WE BAND TOGETHER, WE CAN DO THAT.

UH, AND I DO WANT TO SAY THANK YOU TO THE MANY BUSINESS PARTNERS, UH, WHO HAVE BEEN PROVIDING FUNDS AND MASKS TO MANY OF OUR, UH, UH, COMMUNITY GROUPS REPRESENTING OUR COMMUNITIES OF COLOR.

UH, THOSE EFFORTS ARE NOTICED, UH, THEY ARE MUCH APPRECIATED BY OUR COMMUNITY AND THEY NEED TO CONTINUE.

UH, WE DO HAVE GROUPS THAT HAVE TROUBLE AFFORDING MASKS AND HAND SANITIZED, CERTAINLY OTHER THINGS NECESSARY TO PROTECT THEMSELVES AND THEIR FAMILIES.

UH, AND, UH, WE ARE GRATEFUL FROM PUBLIC HEALTH THAT WE SEE THAT COMMUNITY THAT CAN BE GOING ON.

WE'VE SEEN THE BEAUTY OF, OF THOSE PARTNERSHIPS AND THE GENEROSITY OF, OF OUR PUBLIC AND OUR BUSINESS COMMUNITY IN HELPING, UH, PUSH THESE LINES DOWN.

NEXT SLIDE, PLEASE.

THIS IS A, UH, A GRAPH SHOWING YOU THE, UH, HOSTILE, THE CASES BY ZIP CODE.

UH, YOU CAN SAY AGAIN THAT, UH, WE HAVE OUR SEVEN EIGHT, SEVEN, FOUR, FOUR, UH, WHICH CONTINUES TO BE AS A SIGNIFICANT AREA FOR TRANSMISSION OF DISEASE, SEVEN EIGHT SIX SIX FIVE (786) 607-8681, UH, AS OUR, AS OUR TOP SIP CODES, THIS IS JUST THROUGH THE AUSTIN PUBLIC HEALTH, UM, PORTAL.

SO THIS WILL INCLUDE, UH, OUR, OUR COUNTY PARTNERS, WILLIAMSON COUNTY AND, AND BASTROP, UH, WHO ARE ALSO FEEDING INFORMATION INTO THIS, UH, INTO THIS DATA.

UH, BUT AGAIN, WE, UH, AS STARTER HAYDEN SAID, WE CONTINUE OUR FOCUS ON THOSE ZIP CODES THAT ARE BEING MORE SUBSTANTIALLY IMPACTED.

AND WE ARE HOPEFUL THAT, UH, UH, PERHAPS AS EARLY AS TODAY, WE'LL BE ABLE TO SHARE PUBLICLY THE POSITIVITY RATES BY ZIP CODE.

OUR TEAM'S WORKING HARD ON GETTING THAT AND MAKING SURE THAT THEY, THE INFORMATION IS ACCURATE AND THE DATA FEEDS ARE UPDATED REGULARLY.

UH, SO WE'RE HOPEFUL AGAIN, BUT THAT WILL COME OUT TODAY OR MORE LATER THIS WEEK.

NEXT SLIDE, MAYOR COUNCIL, QUICK UPDATE ON, ON SCHOOLS AS, UH, AS DIRECTOR HAYDEN MENTIONED, UH, WE CURRENTLY HAVE A NUMBER OF OUTBREAKS ASSOCIATED WITH, WITH SCHOOLS, PUBLIC AND PRIVATE,

[00:25:01]

UH, THAT ARE OPEN TO SOME EXTENT RIGHT NOW.

UH, WE HAVE FOUR CLUSTERS WHICH REPRESENT MORE THAN 25 CASES, UH, WHICH ARE ACTIVE, UH, SINCE LAST WEEK.

UH, SOME OF THOSE CLUSTERS ARE ASSOCIATED WITH STRENGTH AND CONDITIONING, UH, PROGRAMS ESSENTIALLY WITH FOOTBALL TEAMS. AND IT'S IMPORTANT THAT FOLKS UNDERSTAND THIS.

UH, YOU KNOW, AS WE'VE SAID BEFORE, OUR GUIDANCE TO SCHOOLS WAS THAT, THAT THESE ACTIVITIES WHERE PEOPLE CAN'T STAY MASKED MORE, THEY CAN'T SAY SOCIAL DISTANCE OR BOTH, UH, IS GOING TO LEAD TO OPPORTUNITY FOR AN INFECTION AND TRANSMISSION OF DISEASE.

UH, WE'VE ASKED THE SCHOOLS TO PROVIDE NOTICE TO PARENTS BEFORE THEY SEND THEIR STUDENTS TO AT LEAST ACTIVITIES THAT IT WILL INCREASE THEIR RISK AND ALSO INCREASE THE RISK OF, OF HOUSEHOLD TRANSMISSION.

UH, AND NOW WE HAVE OF COURSE EVIDENCE THAT THAT IS HAPPENING.

UM, SOME OF THIS, AT LEAST ONE OF THE KIND OF STRENGTH AND CONDITIONING PROGRAMS AT ONE OF THE SCHOOLS, UH, HAS CLOSED.

WE WILL CONTINUE TO WORK WITH THE SCHOOLS TO PROVIDE ADVICE AND GUIDANCE AS THEY, UH, AS THEY FACE THESE, UH, THESE OUTBREAKS.

AND AGAIN, OUR HOPE IS TO CONTAIN THEM AS QUICKLY AS POSSIBLE AND PREVENT FURTHER SPREAD AGAIN, BECAUSE OF THESE CHALLENGES.

UH, THESE ARE WHY, UH, WE'VE MADE THE RECOMMENDATION THAT SCHOOL'S ONLY OPEN AT 25%.

UH, AS WE TAKE RISK, WE WANT TO TAKE SMALL RISK MEASURED RISK, DETERMINE HOW WE'RE DOING WITH THOSE SMALL RISKS BEFORE WE MOVE ON.

AND I'M GRATEFUL TO SEE THAT THEY ISD, UH, LEANDER LAKE TRAVIS, UH, ARE ALL LOOKING TO IMPLEMENT THAT 25% REOPENING PROCESS WHEN THEY, WHEN THEY DO START UP, WE'RE DELAYING, UH, COMPLETELY THE, THE, UM, IN-PERSON EDUCATION, BECAUSE WE DO HAVE A LOT OF WORK TO DO TO DETERMINE WHAT'S SAFE AND WHAT'S NOT, AND, AND REFINE THOSE PROCESSES.

UM, OUR, UH, TASK FORCE CONTINUES TO MEET, UH, THEY HAD THEIR, UH, MAINLY WITH A SINGLE POINTS OF CONTACT AT THE SCHOOL DISTRICTS ON FRIDAY LAST WEEK.

TALK ABOUT SOME OF THESE PROCESSES.

UH, OUR TEAM IS WORKING ON A, UH, ONLINE PORTAL SO THAT THE SCHOOL DISTRICTS CAN PROVIDE STATISTICAL INFORMATION REGARDING CASES IN THEIR SCHOOL DISTRICTS AND INDIVIDUAL SCHOOLS, UH, THAT WE CAN SHARE.

UH, AND WE'RE ALSO SENDING A, A FORM I NOTICE TO THE SCHOOL DISTRICTS.

UM, I'M VERY PLEASED WITH THE PARTNERSHIPS WITH THE SCHOOL DISTRICTS.

UH, THEY'RE GOING TO HELP US WITH THE CONTACT TRACING PROCESS THAT ALSO INVOLVES PROVIDING NOTICE TO STUDENTS AND IN FACULTY AND STAFF AND PARENTS, IF SOMEBODY IS COVERT POSITIVE, OR IF THEY'RE CLOSE CONTACT OF WHAT THEIR RESPONSIBILITIES ARE, UH, TO THE SCHOOL.

AND, UH, AND UNDER THE LAW TO ENSURE THAT THAT FOLKS ARE STAYING HOME.

NOW, THERE'S BEEN A LOT OF CONFUSION ABOUT WHETHER OR NOT SOMEBODY NEEDS TO STAY QUARANTINED FOR THE FULL 14 DAYS, UH, IF THEY, IF THEY WERE TO GET A TEST, UH, BEFORE THAT END OF THAT 14 DAYS.

AND THE ANSWER RIGHT NOW IS YES.

UH, IT DOESN'T MATTER IF THEY GET A TEST ON DAY THREE OR DAY SEVEN OR DAY 10, WHICH IS NEGATIVE RIGHT NOW, THE GUIDANCE IS THE FULL 14 DAYS BECAUSE THAT DISEASE CAN MANIFEST ANY TIME IN THAT 14 DAY PERIOD.

OUR HOPE IS THAT AS WE GO THROUGH THE FALL, WE WILL GATHER MORE INFORMATION AND DATA, WHICH WILL ALLOW US TO SHORTEN THAT, UH, WHICH MAY BE VERY IMPORTANT FOR US, UH, MAINTAINING THE CONTINUITY OF EDUCATION AND RETURNING TEACHERS AND STUDENTS BACK TO SCHOOL SOONER.

IF WE CAN DO THAT SAFELY, NEXT SLIDE, PLEASE.

UH, MAYOR AND COUNCIL, UH, I JUST WANTED TO TOUCH BRIEFLY ON ONE FACT VERSUS FICTION THING.

UH, AND THAT'S RELATED TO COVID-19 DEATHS.

UH, I THINK WE ALL SAW IN THE MEDIA AND SOCIAL MEDIA, UH, CLAIMS THAT ONLY 6% OF RECORDED DEATHS WERE ACTUALLY COVID-19 DEATHS.

UH, THAT'S ABSOLUTELY FALSE.

UH, SO LET ME EXPLAIN A LITTLE BIT OF THE INFORMATION THAT WAS SHARED YESTERDAY BY CDC.

CDC PROVIDED THE INFORMATION ON ALL THE DEATHS AND THEN PROVIDED INFORMATION ON OTHER THINGS LISTED ON THE CAUSES OF DEATH.

UH, THINGS LIKE INFLUENZA AND PNEUMONIA, UH, UH, ADULT RESPIRATORY DISTRESS SYNDROME, RESPIRATORY FAILURE, RESPIRATORY AT RISK.

THESE ARE ALL THINGS ASSOCIATED WITH COVID-19.

UM, YOU KNOW, WHEN SOMEBODY HAS A SEVERE DISEASE, THEY DEVELOP PNEUMONIA, THEY MIGHT DEVELOP A RDS, UH, THEY MIGHT DEVELOP RESPIRATORY FAILURE FAILURE, AND THAT WILL CERTAINLY

[00:30:01]

DEVELOP RESPIRATORY ARREST BEFORE THEY DIE.

UH, THAT HAS NOTHING TO DO WITH COVID-19 OR NOT.

THAT'S JUST PART OF THE PATHOLOGY OF COVID-19.

SIMILARLY, ON THE RIGHT SIDE, YOU SEE SOME OF THE OTHER THINGS LISTED, UH, RELATED TO COVID-19 AND, AND THE CAUSES OF DEATH.

AND THESE ARE VERY COMMON UNDERLYING HEALTH CONDITIONS IN OUR COMMUNITY, UH, HEART DISEASE, UM, UH, HEART FAILURE, UH, YOU KNOW, CEREBROVASCULAR DISEASE, WHICH MEANS, YOU KNOW, MAYBE SOMEBODY HAD A STROKE OR A TIA IN THE PAST, UH, HYPERTENSION, SEPSIS OF COURSES IS CERTAINLY RELATED TO COVID-19.

BUT TO GIVE SOME PERSPECTIVE, UH, GIVE YOU A FEW SLIDES HERE.

EXCELLENT, PLEASE.

ONE OF THE MOST COMMON THINGS, I MEAN, WE'VE BEEN TALKING ABOUT THIS SINCE THE BEGINNING ABOUT RISK FACTORS, HYPERTENSION, DIABETES, HEART DISEASE.

THIS IS NOT A SURPRISE THAT THESE THINGS ARE ASSOCIATED WITH, WITH PEOPLE WHO DIED, BUT IT'S IMPORTANT TO UNDERSTAND THAT THIS THINGS ARE NOT RARE CONDITIONS IN OUR COMMUNITY.

WE CAN SEE IN THIS SLIDE THAT A 8.8% OF PEOPLE THAT IN TRUST COUNTY HAD DIABETES IN THIS PERIOD FROM 2014 TO 2018, 11.6% IN TEXAS.

NEXT SLIDE, PLEASE, UH, OBESITY.

UH, AGAIN, YOU CAN SEE THERE'S SUBSTANTIAL VARIATION, BUT ABOUT 25% OF INDIVIDUALS IN OUR COMMUNITY, UH, ARE OBESE.

UH, YOU CAN SEE THAT THERE'LL BE CITI CERTAINLY IMPACTS OTHER COMMUNITIES MORE SUBSTANTIALLY, UH, AS COMPARED TO THE GENERAL COMMUNITY, BUT ABSOLUTELY NOT A RARE THING, UH, IN TRAVIS COUNTY AND CERTAINLY NOT IN TEXAS.

SO PLEASE AND HYBRID TENSION AGAIN, WHEN SAY THAT HYPERTENSION RISK GROWS WITH AGE, UH, THOSE WHO WERE BETWEEN 45 AND 64, LIKE MYSELF, UH, 35 TO 36% OF PEOPLE IN THAT AGE GROUP SUFFER FROM HYPERTENSION.

WHEN WE GET TO 65, PLUS IT'S OVER HALF, AGAIN, VERY, VERY COMMON DISEASES IN OUR COMMUNITY, AND CERTAINLY THINGS WHICH HAVE BEEN SHOWN TO CONTRIBUTE TO THE DEATH IN COVID-19 NEXT SLIDE, PLEASE, MAYOR AND COUNCIL.

UH, WE REMAIN AT STAGE THREE OF RISKS AS A REMINDER.

THIS MEANS FOR INDIVIDUALS WHO ARE HIGHER RISK THEY'RE OVER THE AGE OF 65, THEY HAVE UNDERLYING HEALTH CONDITIONS OR THEY'RE MEMBERS OF A, OF A COMMUNITY, WHICH IS MORE SEVERELY IMPACTED LIKE OUR AFRICAN AMERICAN COMMUNITY AND OUR LATIN X COMMUNITY.

YOU NEED TO BEHAVE IN A MORE PROTECTIVE WAY BECAUSE YOUR RISKS ARE HIGHER.

AND THAT MEANS AVOIDING SOCIAL GATHERINGS AND GATHERINGS OVER 10.

THAT MEANS A BUILDING DON ESSENTIAL TRAVEL.

THAT MEANS DON'T GO AT RESTAURANTS AND BARS FOR THOSE WHO ARE AT LOWER RISK.

UH, AND IT'S, IT ALSO MEANS THAT, UH, THAT YOU SHOULD AVOID THOSE SOCIAL GATHERINGS AND GATHERINGS THAT WERE 10.

AGAIN, WE'RE NOT OUT OF THE WOODS AND WE COULDN'T BE THREE WEEKS AWAY FROM A BAD STATE AGAIN, IF WE RELAXED TOO MUCH.

SO WE MUST CONTINUE TO BE PROTECTIVE.

WE MUST CONTINUE TO BE VIGILANT IN TERMS OF, OF HOW WE'RE PROTECTING OURSELVES SO THAT WE CAN PROTECT OUR COMMUNITY.

NEXT SLIDE, PLEASE.

AND I'LL BE HAPPY TO TAKE QUESTIONS.

MAYOR JOHNSON EVER TOLD HER HE GOT SOME NUMBER ALTAR YOU'RE MUTED.

KEVIN, THANKS VERY MUCH FOR THE ADDITIONAL INFORMATION DIRECTOR OF SCOTT AND DR.

SCOTT AND DIRECTOR HAYDEN.

UM, I WANTED TO ASK A COUPLE OF QUESTIONS ABOUT OUR CAMPUS COMMUNITIES.

UM, IF YOU COULD GIVE US A SENSE, I KNOW THE NEWS HAS CARRIED REPORTS OF SOME CASES AT UT IN SOME CASES AT UT SAN MARCUS, WHICH OF COURSE IS A LITTLE APP.

WE'RE ALL, UM, PROSPECTIVE ON THOSE CAMPUSES.

AND ALSO, UM, I KNOW THAT THE NEWS CARRIED A STORY ABOUT SOME PARTY, AT LEAST A PARTY, UM, THAT WAS GOING ON IN WEST CAMPUS AS PART OF A CAMPUS GROUP.

UM, I KNOW YOU SENT OUT LETTERS IN THE WAKE OF THAT, BUT, UM, WHAT ARE, WHAT'S THE OUT, WHAT'S THE STATUS OF OUTREACH TO THOSE CAMPUS GROUPS OR OFF CAMPUS GROUPS RATHER, UH, AND ALSO WHETHER THERE ARE, WHETHER YOU HAVE, UM, WHAT KIND OF OUTREACH BEYOND THAT LETTER, WHAT KIND OF OUTREACH IS PUBLIC HEALTH DOING? WHAT KIND OF ENFORCEMENT PRACTICES ARE UNDERWAY? I HEAR REPORTS OF OTHER, YOU KNOW, GATHERINGS LARGER THAN THAT IN 10

[00:35:01]

TAKING PLACE AROUND SOME OF OUR CAMPUSES.

UM, AND ALSO IF YOU COULD LIKEWISE ADDRESS, I NOTICED AN ARTICLE YESTERDAY ABOUT A CAMPUS THAT ELSEWHERE IN THE COUNTRY THAT IS DOING SEWAGE TESTING TO TRY TO ISOLATE, UM, DORMITORIES, WHERE THERE MAY BE ASYMPTOMATIC CASES, AND THEN THEY FOCUS THEIR TESTING IN ON THAT.

AND IF YOU'VE HEARD WHETHER ANY OF THE COLLEGES OR UNIVERSITIES IN OUR AREA ARE CONSIDERING THOSE KINDS OF TESTING, SO A COUPLE OF DIFFERENT QUESTIONS, THE SEWAGE TESTING, AND OTHER OTHER PRACTICES THAT ARE GOING ELSEWHERE, THE EXTENT TO WHICH THEY'RE BEING DEPLOYED HERE IN AUSTIN, UM, WHAT KIND OF ADDITIONAL OUTREACH AND ENFORCEMENT ACTIONS YOU'RE TAKING, ESPECIALLY IN THOSE AREAS WHERE WE HAVE OFF CAMPUS GROUPS THAT ARE, THAT ARE FRANKLY, YOU KNOW, NOT, NOT FOLLOWING REGULATIONS THAT ARE IN PLACE.

AND THEN I HAVE SOME QUESTIONS ABOUT THE SCHOOL CLUSTERS THAT WHEN THEY NEED TO COME BACK TO TURN UP, I'LL BE HAPPY TO START.

I THINK DIRECTOR HAYDEN WILL WANT TO COMMENT AS WELL.

UM, WE HAVE A VERY CLOSE RELATIONSHIP WITH UT AND THE DELL MEDICAL SCHOOL AND, UH, HAVE BEEN WORKING WITH THEM TO, UM, IDENTIFY STRATEGIES TO, TO ADDRESS THE ISSUES ON AND OFF CAMPUS.

AS YOU MENTIONED, WE SENT OUT LETTERS TO THE SORORITIES AND FRATERNITIES.

UM, WE CONTINUALLY THE, THE MESSAGING OF THE IMPORTANCE OF, UH, COLLEGE AGE STUDENTS AND THEIR ENGAGEMENT AND PROTECTIVE ACTIONS.

AND AS DIRECTOR HAYDEN SAID, UH, WE'VE GOT A TEAM THROUGH CODE ENFORCEMENT, AS WELL AS THE FIRE MARSHALL'S OFFICE, UH, WHO IS ACTIVELY ENGAGED IN MONITORING THOSE SITUATIONS AND, UH, ADDRESSING THE ONES THAT THEY ARE ABLE TO BE THERE FOR A MINUTE, NECESSARILY C I IS OUR, SOME OF OUR CAMPUS AREAS ON THAT LIST THAT ARE BEING MONITORED.

AND YOU CAN GET BACK TO ME AFTERWARDS.

I DIDN'T, I DIDN'T IMMEDIATELY SEE THE ZIP CODE, BUT I DIDN'T.

I ALSO DIDN'T, UM, HAVE MY SOLE PRESENTATION UP.

I DON'T HAVE, I WAS JUST WATCHING IT ON THE SCREEN.

MY UNDERSTANDING WAS THAT THAT COULD BEEN THE FIRE MARSHALL OFFICE OR WORKING IN THAT HOMETOWN AREA, UH, ADDRESSING SOME OF THOSE ROSE HOTSPOTS, UH, THE RESTAURANTS, BARS THAT ARE NOW RESTAURANTS, UM, WHICH ARE, YOU KNOW, PLACES WHERE WE'RE SEEING PROBLEMS. UM, I DON'T DO LIKE A PAINTING MAY HAVE SOME FURTHER DETAIL ON LONG BUTTER THAT INCLUDES WEST CAMPUS OR NOT.

I DON'T HAVE THAT THIS TIME WITH, UH, WITH THE ENFORCEMENT.

UM, WE, WE ARE GOING TO WORK WITH, UM, THE PACE TEAM IS, IS GOING TO COME BACK AND START DOING SOME MORE COLLECTIVELY THAT PAYS TEAM, UM, IS, UM, IS AN ENVIRONMENTAL HEALTH, UM, FIRE DEPARTMENT POLICE AS WELL AS COAL, UM, WHICH INCLUDES THE FIRE MARSHALL.

UM, AND SO WE'RE GOING TO BE WORKING VERY CLOSELY WITH THEM, BUT, BUT THAT, UM, THAT TEAMS IN, UM, INFORMATION WAS SET UP.

SO FOLKS CAN GO IN AND IF YOU'VE ISSUED WARNINGS, YOU CAN ENTER THAT YOU ISSUED THOSE WARNINGS FOR THOSE BUSINESSES AND ESTABLISHMENTS.

AND THEN, UM, FROM THERE, UM, IT'S A PROGRESSIVE SYSTEM.

SO FROM THE WARNINGS AND THE TECHNICAL ASSISTANCE THAT'S INITIALLY PROVIDED, UM, THEN IT MOVES IT TOWARD, UM, ENFORCEMENT.

AND IT JUST REALLY DEPENDS ON, UM, IF IT'S A FOOD ESTABLISHMENT, UM, YOU KNOW, THEN IT COMES BACK TO DR.

SCOTT AND MYSELF, UM, AND WE CAN MOVE TOWARD OTHER PENALTIES, UM, AS WELL AS CLOSURE.

SO THERE ARE SOME VERY SEVERE, SEVERE PENALTIES FOR NOT, UM, UM, ADHERING TO THE ENFORCEMENT.

UM, THE OTHER, UM, OUTREACH THAT WE'VE DONE IS, IS, UM, WE DID ON FRIDAY RECEIVE THE LIST OF APARTMENT COMPLEXES, UM, AROUND THE UT AREA.

SO THE WEST CAMPUS, UM, RIVERSIDE, AS WELL AS, UM, FAR WEST AND, UM, ONE OTHER LOCATION THAT THEY PUT ON THE LIST.

UM, SO THIS WEEK, UM, DR.

SCOTT'S ASSISTANT IS SENDING OUT THAT INFORMATION TO THOSE COMMUNITIES.

SO THEY WILL HAVE THAT AWARENESS.

AND WE'VE ALSO, UM, ARE INCLUDING, UM, UH, A, UM, COLOR COPY OF A DOCUMENT THAT THEY CAN POST THROUGHOUT THOSE, UM,

[00:40:01]

FACILITIES AND THOSE RESIDENCES AS WELL AS APARTMENTS.

UM, OUR NEXT STEP IS, IS, UM, WE ARE SCHEDULING A MEETING, UM, WITH, UM, AS MANY GROUPS AS WE CAN.

WE'RE WORKING WITH, UM, UT HAS, UM, WITH ONE OF THEIR VICE PRESIDENTS, A COUPLE OF THEIR, UH, VICE PRESIDENTS AND DIRECTORS ON SCHEDULING A COUPLE OF MEETINGS WITH THE FRATERNITY SORORITY, AS WELL AS OTHER GROUPS, UM, TO PROVIDE THEM INFORMATION.

UM, AND THEN THEY ARE UPDATING ONE OF THEIR, UM, HANDOUTS THAT THEY PROVIDE EVERY YEAR ABOUT HEALTH AND SAFETY.

SO THEY'RE GOING TO UPDATE THAT AND INCLUDE SOME INFORMATION FROM US.

SO WE'LL WORK COLLABORATIVELY WITH THEM ON THAT.

SO WE FEEL LIKE THIS IS, UM, UH, EVOLVING WORK.

UM, AS WE GET MORE INFORMATION FROM THE SCHOOLS ABOUT, UM, YOU KNOW, WHERE THEIR STUDENTS, YOU KNOW, APARTMENT COMPLEX, ET CETERA, ARE LIVING, THEN WE WILL BE SENDING THAT INFORMATION OUT, UM, TO THOSE APARTMENT COMPLEXES AS WELL.

IN ADDITION TO THAT, UM, WE WILL ALSO, UM, SHARE THIS INFORMATION, UM, WITH, ON OUR SITE, UM, WITH OUR CODE.

UM, COBIT SET UP THAT WE HAVE, THANK YOU.

UM, AND WE HAVE A COUPLE IDEAS THAT WE'LL SEND ON TO OF SOME OTHER ORGANIZATIONS THAT ARE UMBRELLA ORGANIZATIONS FOR SOME OF THOSE BEST CAMPUS APARTMENTS AND, AND MAYBE SOME OTHER UMBRELLA ORGANIZATIONS THAT MIGHT HELP WITH YOUR OUTREACH.

THAT WOULD BE GREAT.

UM, AND IF ANY OF YOU HAVE ANY SUGGESTIONS, WE ARE OPEN TO SUGGESTIONS.

UM, YOU KNOW, WE'VE COMMUNICATED TO THE UNIVERSITIES THAT, YOU KNOW, WE ARE WILLING TO MEET WITH GROUPS, ANSWER ANY QUESTIONS THAT WE HAVE BECAUSE OUR GOAL IS, IS TO PROVIDE THE EDUCATION.

UM, JUST REALLY LET THEM KNOW ABOUT THE ORDERS THAT WE HAVE, THE SUCCESS THAT WE HAVE, BUT WE'RE ALSO LEANING ON THEM TO BE LEADERS IN THE COMMUNITY.

UM, A LOT OF YOUNG FOLKS HAVE DONE SOME REALLY GREAT THINGS AND WE'RE GONNA LEAN ON THEM TO BE LEADERS IN OUR COMMUNITY AS WELL.

THAT'S GREAT.

I THINK THAT'S VERY IMPORTANT WHO ON YOUR STAFF IS THE RIGHT PERSON TO BE COMMUNICATING WITH? YOU CAN SAY YES.

OKAY.

THANK YOU, DIRECTOR NINA.

AND THEN MY LAST QUESTION WAS THE ONE ABOUT WHETHER YOU KNOW, OF ANY UNIVERSITIES AND COLLEGES IN THE AREA THAT ARE DOING THAT KIND OF APPROACH THAT AT LEAST ONE OTHER UNIVERSITY IS WHERE THERE, YOU WERE SAYING SEWAGE TESTING TO ICE TO IDENTIFY, UH, DORMS THAT WHERE THEY MIGHT WANT TO GO BACK AND DO MORE, UM, TARGETED TESTING OF ALL OF THE RESIDENTS.

IT DOESN'T JUST IDENTIFY AS OF COURSE THE PRESENCE OF, OF, COBIT NOT, IT DOESN'T TRACK IT TO WHO THOSE INDIVIDUALS ARE.

UH, NO, I'M NOT FAMILIAR WITH THAT.

SO IF YOU, IF YOU HAVE THAT INFORMATION, WE'D LOVE IF YOU WANT TO SHARE WITH US, UM, WE CAN FOLLOW UP WITH THAT.

UM, I AM AWARE THAT, UM, WATER WAS WORKING WITH UT ON A COUPLE OF STUDIES AS WELL.

UM, SO I KNOW THAT IS UNDERWAY.

UM, I KNOW JUST A LITTLE BIT, NOT A LOT ABOUT IT, SO WE'D HAVE TO GET, UM, DIRECTORS, ARTISTS TO PROBABLY SEND INFORMATION ABOUT THAT PROCESS.

I'LL SEND IT ON.

IT WAS THE UNIVERSITY OF ARIZONA ARTICLE ABOUT IT YESTERDAY.

SO I'M MAYOR WHEN WE'VE GONE AROUND, IF YOU COULD COME BACK TO ME, I HAVE SOME QUESTIONS ABOUT THE OTHER SCHOOL CLUSTERS.

THANK YOU.

THANKS.

YOU CHAT SERVER ALTAR.

THANK YOU.

UM, I WANTED TO JUST MENTION, I'M ALSO PRETTY SURE THAT AUSTIN WATER WAS TALKING ABOUT, UM, AND LOOKING INTO WHETHER THE WASTEWATER WAS A POSSIBILITY.

I HAVE SOME CONSTITUENTS WHO WERE RAISING THAT ISSUE MONTHS AGO, AND I DON'T REMEMBER RIGHT NOW WHERE THAT, WHERE THAT LANDED.

UM, SO I HAD A QUESTION FOR DR.

S SCOTT AND, AND I'M TRYING TO GET SOME CLARIFICATION BECAUSE, UM, WE'RE, WE'RE SEEING SOME CONFUSION IN THE COMMUNITY.

UM, SO AT WORK SESSION LAST WEEK, YOU TALKED ABOUT A NEW GOAL OF LESS THAN 5% POSITIVITY ACROSS ALL RACIAL DEMOGRAPHICS.

UM, WHAT WE'RE HEARING IS THAT MANY OF THE PUBLIC HAVE INTERPRETED THAT TO MEAN THAT UNTIL WE REACH A POSITIVITY RATE OF LESS THAN 5%, WE WILL NOT MOVE INTO STAGE TWO RISK LEVEL.

AND I'VE SEEN FOLKS CONTEND FOR EXAMPLE, THAT IF ONLY THREE PEOPLE IN TRAVIS COUNTY NEED TESTS AND ONE NEEDS ONE TEST POSITIVE THAT OUR POSITIVITY RATE WOULD BE 33% AND MAYBE PUSHED BACK INTO A HIGHER RISK STAGE.

SO I KNOW YOUR TEAM IS USING AN ARRAY OF METRICS AND LOOKING AT HOW THEY INTERACT WITH ONE ANOTHER.

UM, BUT I NEED YOU TO HELP, UM, DISPEL THIS MYTH AND CLARIFY, UM, SO PEOPLE CAN UNDERSTAND HOW WE ARE APPROACHING THIS.

SO CAN YOU PLEASE HELP CLEAR UP THE CONCERNS THAT WE'RE ONLY USING THE POSITIVITY, RIGHT.

AND CAN YOU EXPLAIN HOW WE'RE MEASURING OUR PROGRESS, WHICH METRICS WE'RE USING,

[00:45:01]

HOW WE'RE USING THE POSITIVITY RATE AND THEN PROVIDE INFORMATION ON WHAT METRICS NEED TO BE MET TO REACH STAGE TWO.

AND AGAIN, I'M NOT, I'M JUST TRYING TO CLARIFY THIS.

I'M NOT ADVOCATING THAT THIS IS WHAT WE'RE DOING, BUT, BUT THAT, THAT SORT OF MEME IS OUT THERE AND WE NEED TO ADDRESS IT, UM, BECAUSE I DON'T BELIEVE THAT'S WHAT WE'RE DOING.

THANK YOU, COUNCIL MEMBER.

YES.

WE ARE USING A NUMBER OF MEASURES IN DETERMINING RISK.

UH, YOU KNOW, TWO OF THE PRIMARY MEASURES ARE THE POSITIVITY RATE AND THE, THE NEW HOSPITALIZATIONS OR NEW ADMISSIONS TO THE HOSPITAL THAT WE'VE BEEN TRACKING ALL ALONG.

UM, WHERE ARE OTHER INDICATORS? HOSPITAL CAPACITY, UH, ARE, ARE DOUBLING TIME, UH, AND IN SOME OTHERS.

SO IT'S SORT OF A COMBINATION OF THOSE THINGS, UH, WHERE WE GOING TO BE TO GET TO STAGE TWO.

YES, NO.

WOULD LIKE TO BUILD LESS THAN 5% POSITIVITY.

YES.

UH, THE HOSPITALIZATIONS NEED TO BE UNDER 10 PER DAY ON THAT SEVEN DAY MOVING AVERAGE FOR AT LEAST A WEEK.

UM, AND, UH, YOU KNOW, WE OF COURSE WANT TO MAKE SURE THAT OUR HOSPITALS IN ICU OR IN GOOD SHAPE TO BE ABLE TO ACCEPT MORE RISK, UH, YOU KNOW, THERE'S, THERE'S NOT A MAGICAL FORMULA, UH, FOR DETAILING THIS.

IT'S, IT'S LOOKING AT A NUMBER OF MEASURES, UH, TALKING TO, UH, OUR, OUR COLLEAGUES AND EXPERTS IN PUBLIC HEALTH AND INFECTIOUS DISEASES, AND THEN MAKING A DETERMINATION.

UM, BUT NO, WE'RE NOT, NOT FOCUSED ON ONLY ONE MEASURE.

UH, AT THIS STAGE IT'S A CLUSTER OF MEASURES.

AND THEN EVEN AS YOU'RE MEASURING POSITIVITY, YOU'RE TAKING INTO CONSIDERATION, I ASSUME THE WHOLE UNIVERSE OF THE NUMBERS THAT ARE BEING TESTED AND THE RATE AT WHICH WE'RE BEING ABLE TO TEST PEOPLE AND WHERE WE, IN A SITUATION WHERE WE WERE ONLY TESTING FOUR PEOPLE, WHICH WOULD BE GREAT IN SOME SENSE, IF THAT'S ALL WE NEEDED TO TEST AND, YOU KNOW, ONE OUT OF THE FOUR WERE POSITIVE, WE WOULDN'T NECESSARILY BE LOOKING AT THAT AT TRUE RATE, CORRECT.

THAT'S CORRECT.

AND AGAIN, SMALLER JURISDICTIONS MAY HAVE THAT ISSUE AND CERTAINLY HAVE SEEN THAT ISSUE IN THE PAST WHERE, YOU KNOW, THEY TEST 50 PEOPLE AND IN 10 OF THEM ARE, AND THEY END UP WITH A, AN ALARMINGLY HIGH RATE.

THAT'S NOT REALLY THE CASE HERE PROBABLY HAVE SEEN SIGNIFICANT DECREASES IN THE NUMBERS FOR TESTING, UH, THE NUMBERS FOR THE WEEK THAT I SHOWED YOU WERE NINE TO 10,000 TESTS.

UM, SO THERE'S STILL A LOTS OF TESTING HAPPENING.

IT'S JUST NOT, YOU KNOW, 15 OR 16,000 THAT WE SAW IN JUNE FOR A WEEK.

THANK YOU.

UM, AND THEN THE OTHER QUESTION I HAD, AND, AND YOU TOUCHED ON THIS, SOME IN ANSWER TO COUNCIL MEMBER TOGO'S QUESTIONS ON WEST CAMPUS, UM, WHO HAS RESPONSIBILITY OR ENFORCING THE RULES, THEY IN WEST CAMPUS OR RIVERSIDE OR FAR WEST, AND WHAT ROLE DOES UT PLAY IN THAT IF THAT ENFORCEMENT FALLS ON US? SURE.

SO LEGAL ENFORCEMENT OUTSIDE OF THE CAMPUS PROPER IS THE RESPONSIBILITY OF THE CITY.

UM, THEY, YOU KNOW, I THINK THE UNIVERSITY IS, IS ALSO A PART OF THAT BECAUSE, UH, THOSE STUDENTS ARE PART OF THE UNIVERSITY COMMUNITY, WHETHER OR NOT THEY ARE ON CAMPUS OR NOT.

UH, AND MY HOPE IS THAT THEY WILL CONTINUE TO BE STRICT ABOUT, ABOUT THEIR ENFORCEMENT AND THEIR, THEIR PENALTIES FROM THE ACADEMIC SIDE, UH, FOR THOSE WHO ARE WILLFULLY DISREGARDING THESE PROTECTIONS.

UM, YOU KNOW, I THINK IT'S EASY FOR SOMEBODY IN THEIR TEENS OR TWENTIES TO, TO WANT TO NOT BE AS COMPLIANT.

UH, THEY WANT TO BE BACK TO NORMAL.

THEY RECOGNIZE THAT THEIR RISK OF COMPLICATIONS AND DEATH ARE MUCH SMALLER THAN OTHERS, BUT IT'S NOT JUST ABOUT THEM.

IT'S ABOUT THE REST OF US.

IT'S ABOUT MY PARENTS AND THE GRANDPARENTS IN THIS COMMUNITY.

THAT'S ABOUT THE FACULTY AND STAFF.

IT'S ABOUT THE RESTAURANT OWNERS AND THE RESTAURANT WORKERS.

UM, AND THEN WE, WE NEED TO REALLY ENGAGE THOSE STUDENTS TO MAKE SURE THAT THEY ARE CIVICALLY MINDED AND THEY UNDERSTAND THEIR RESPONSIBILITIES AS PART OF A COMMUNITY.

AGAIN, WE HAVE GREAT UNIVERSITIES IN AUSTIN AND THEY ARE KNOWN FOR, FOR THEIR PUBLIC ENGAGEMENT.

STUDENTS ARE KNOWN FOR, FOR BEING ACTIVE IN THAT SPACE.

AND MY HOPE IS AS, AS DIRECTOR, MEGAN SAID EARLIER, THAT THESE STUDENTS WILL CHOOSE TO LEAVE AND THAT UNIVERSITY OF TEXAS AND OUR OTHER UNIVERSITIES WILL CHOOSE TO BE THE ONES THAT SET THE EXAMPLE

[00:50:01]

FOR OTHER UNIVERSITIES ACROSS THE COUNTRY AND HOW WE CAN STILL FUNCTION IN A UNIVERSITY SETTING, BUT DO SO SAFELY.

CUT IT OUT THERE.

IF I COULD ADDRESS COUPLE OF THINGS THAT YOU HAVE THAT YOU ASKED REAL QUICKLY AS WELL.

WHEN WE STARTED LOOKING AT TRIGGERS AND INDICATORS AND VIRTUALLY EVERYBODY WAS USING THE NUMBER OF CASES, WE WERE ONE OF THE FIRST CITIES, I THINK, IN THE, TO MOVE AWAY FROM CASES, THINGS THAT WERE RELATED TO THE AMOUNT OF TESTING WE DID, AND THAT'S HOW WE ENDED UP WITH HOSPITALIZATIONS.

SO THE LIMITATIONS OF DOING ANYTHING THAT'S RELATED TO TESTING, AND IT COULD BE CHANGED BASED ON TESTING IS SOMETHING THAT WE'RE REALLY WELL AWARE OF, WHICH IS WHY WE WENT TO HOSPITALIZATIONS AS OUR PRIMARY INDICATOR.

AND IT CONTINUES TO BE IN, IN THE WORK THAT, UH, THAT, THAT, THAT DR.

SCOTT'S OFFICE, UH, AND DR.

HAYDEN'S OFFICE IS CONTINUING TO DO THAT SAD.

UH, THE INFECTIVITY NUMBER WE HAVE, WE LOOK AT HOW THAT TRACKS WITH RESPECT TO HOSPITALIZATIONS IN TERMS OF BEING A FORWARD INDICATOR OF WHAT WE MAY OR MAY NOT SEE IN HOSPITALIZATIONS.

AND THERE APPEARS TO BE A RELATIONSHIP IT'S NOT AS COMMITTED AS THE HOSPITALIZATION NUMBER, BUT IS AN EARLY INDICATOR OF WHAT WE MIGHT BE SEEING.

AND THERE IS A REALLY GOOD, I'LL BE A ROUGH CORRELATION, WHICH IS WHY WE TAKE A LOOK AT THAT NUMBER AS WELL.

UH, AND THE OTHER REASON THAT WE ARE GIVING GREATER, UH, ELEVATION TO THAT ISSUE NOW IS BECAUSE AS WE'VE MOVED AWAY FROM HAVING OUR HOSPITAL'S ABOUT TO BE OVERRUN, HOSPITALIZATION NUMBERS HAD A GREAT IMPACT ON PEOPLE'S BEHAVIOR BECAUSE THEY WERE DOING EVERYTHING THEY COULD TO GET THAT IN ICU FOR NOT FILLING UP.

NOW THAT THE ICU IS NOT IN A PRESENT DANGER OF FILLING UP.

WE'RE FINDING THAT WHEN WE TALK TO PEOPLE WHERE PEOPLE INTERACT, THEY WANT TO KNOW WHAT THE CHANCES ARE THAT SCHOOLS WILL BE ABLE TO STAY OPEN.

WHAT ARE THE CHANCES THAT WHEN A KID GOES, CHILD GOES TO SCHOOL, OR A TEACHER GOES, WE'RE GOING TO RUN INTO SOMEONE WHO'S INFECTED.

AND WHEN PEOPLE ARE TRYING TO DECIDE, WHEN I GO OUT, DO I GO INSIDE THE RESTAURANT, OUTSIDE THE RESTAURANT? WE'RE FINDING FROM A COMMUNICATION STANDPOINT THAT PEOPLE WANT TO KNOW THAT INFORMATION.

SO WE'RE ELEVATING THAT BECAUSE IT'S, IT ISN'T EARLY INDICATOR IS ALSO SOMETHING THAT SEEMS TO BE MAKING SENSE TO PEOPLE AS THEY'RE TRYING TO ALTER BEHAVIOR BASED ON THE INFORMATION AND DATA THAT COMES IN.

THE LAST THING I WOULD POINT OUT AS THE UNIVERSITY OF TEXAS WEBSITE THAT SHOWS THE R NOT FACTOR, WHICH IS THE INFECTIVITY NUMBER IS ALSO SOMETHING THAT'S USED BACK TO THE MASCOT DIMENSION.

AND THAT ALSO LOOKS AT MOBILITY DATA BASED ON CELL PHONE USAGE, THE NUMBER OF PEOPLE THAT ARE MOVING AROUND NOW, RELATIVE PEOPLE THAT YOU AROUND BEFORE.

SO JUST BY WAY OF AN EXAMPLE, THERE ARE LOTS OF THINGS THAT WE'RE LOOKING AT.

THE KEY INDICATOR FOR US IS STILL HOSPITALIZATIONS, BECAUSE IT'S THE MOST OBJECTIVE NUMBER THAT WE HAVE, WHICH IS WHY I'VE GOT UP HERE.

SO I APPRECIATE THAT CLARIFICATION.

IF YOU DON'T MIND, I JUST WANT TO TOUCH ON SOMETHING THAT YOU JUST MENTIONED, UM, THAT, THAT PARTY, UH, THAT WENT PRODUCTIVE NUMBER WAS LEARNING HAS BEEN INCREASED TO OVER ONE, 1.03.

AND THE UPDATE FROM UT INDICATES A 75% CHANCE OF THE EPIDEMIC IS GROWING.

UH, THIS DIRECTLY CORRELATES TO THE MOBILITY DATA, WHICH TELLS US THAT PEOPLE ARE MOVING AROUND A LOT MORE THAN THEY WERE A WEEK AGO.

SO AGAIN, WE NEED PEOPLE TO BE VERY, VERY CAREFUL.

MY HOPE IS THAT WITH THE MASKING AND THE DISTANCING IN, AND THE, THE HAND HYGIENE THAT WHEN WOULD FIND OUT THAT THEY ARE NOT, IS NOT REALLY THAT HIGH, BUT IT DOES REQUIRE WHEN FOLKS ARE OUT, BUT THEY MUST BE VERY COGNIZANT OF THOSE PROTECTIONS AND THEY MUST MAINTAIN THOSE.

AND AGAIN, MY RECOMMENDATION IS THAT IF SOMETHING IS A BAR WHERE IT USED TO BE CALLED A BAR, THAT'S GOING TO LEAD TO YOU, HAVING A MASK OFF FOR AN EXTENDED PERIOD OF TIME, FACE TO FACE WITH OTHER PEOPLE, NOT SOMETHING YOU SHOULD BE DOING RIGHT NOW.

CAN I JUST CLARIFY WHERE THE ARE NOT DATA IS? CAUSE I DON'T KNOW THAT I'VE SEEN THAT ON OUR DASHBOARD PIECE, THAT IT WAS ON THE UT DASHBOARD, BUT SOMEONE FIND THAT YES, COUNCIL MEMBER, WE WILL SEND OUT A LINK TO YOU AND WE WILL, UH, WE'LL SEE IF WE CAN PUT THAT LINK ON OUR COVID-19 WEBSITE, UH, THE, UH, THE UT OF LAUREN LIVES AND HER GROUP.

CAUSE IT HAS BEEN GREAT THROUGH THIS, UH, THIS PANDEMIC UPDATE DATA REGULARLY.

UH, SO IT'S A COMBINATION OF, OF THE HOSPITAL ADMISSIONS PROCESS.

THE MAYOR SAID THE MOBILITY DATA HAS THOSE THINGS CHANGE.

IT WILL AFFECT

[00:55:01]

THE ME, THE REPRODUCTIVE NUMBER IN THAT RISK OF, UH, EPIDEMIC GROWTH.

YEAH.

I UNDERSTAND THE REPRODUCTIVE NUMBER AND WHERE THAT FITS IN THE BROADER THING.

I JUST DIDN'T KNOW WHERE WE HAD THAT, UM, CALCULATED FOR AUSTIN.

SO THANK YOU.

IT'S GOOD THAT IT'LL BE POSTED IF EVERYBODY'S WATCHING US RIGHT NOW.

IT'S COVID DASH 19 DOT TACC DOT U TEXAS.EDU, BACKSLASH AUSTIN DASH PROJECTIONS COUNTS, WHEREVER COSTAR AND THE COUNSELOR REPORT.

I HAVE A QUESTIONS ABOUT SLIDES NINE AND 10.

MAYBE WE COULD START WITH, WITH SLIDE 10, WHICH HAS THE SKY BLUE BARS ON IT, UM, WHICH IT HAS THE ZIP CODES ON THE BOTTOM.

WHAT IS THAT? WHAT IS THE Y ACCESS, UH, ACCESS THE RECORD COUNT? IS THAT JUST NUMBER OF CASES, POSITIVE, POSITIVE CASES FOR THAT ZIP CODE WITHIN THE LAST SEVEN DAYS? GOT IT.

BUT DO WE HAVE THE PER CAPITA INFORMATION AS WELL? JUST BECAUSE SMALL ZIP CODES WITH A SMALL POPULATION AND A MEDIUM NUMBER OF CASES MIGHT ACTUALLY BE MORE OVERWHELMED THAN OTHERWISE.

IF WE DON'T HAVE 10 ZIP CODES HAVE DIFFERENT NUMBERS OF PEOPLE ON THE COUNCIL WHERE I KNOW THE TEAM IS LOOKING INTO THAT, UH, I DON'T HAVE AN UPDATE, BUT WE CAN CERTAINLY GET A ONE WAVE IN THE SOIL UNLESS DIRECTOR HAYDEN HAS ANY FURTHER INFORMATION ON THAT.

NO, THEY THEY'VE NOT FINISHED IT.

THEY ARE WORKING ON THAT.

UM, AND COMPILING THAT INFORMATION.

AND I, AND I KNOW THAT THE GROSS NUMBER AND THE PER CAP NUMBERS ARE BOTH USEFUL.

I JUST HAVEN'T SEEN AS MANY OF THE PER CAPITA NUMBERS.

AND I DON'T WANT FOLKS POTENTIALLY TO NEGLECT IS ZIP CODE THAT IS PURE AND PEOPLE, BUT MAYBE HAS A REALLY HIGH PER CAPITA NUMBER.

SO IF WE COULD PRIVATELY GET THAT OR, OR SHARE IT PUBLICLY, IF IT'S USEFUL, THAT WOULD BE GREAT.

UM, AND THEN I HAVE THE OPPOSITE QUESTION ON THE, UH, POSITIVITY RATES, WHICH I THINK WAS SLIDE NINE.

AND I KNOW YOU'RE SAYING YOU'RE GOING TO BE DOING POSITIVITY RATES FOR ZIP CODES AS WELL.

DR.

S BY IT MIGHT'VE BEEN TWO OR THREE PRESENTATIONS AGO WHERE YOU HAD THIS COACH AND YOU HAD A DIFFERENT SIZE BOTTLES, I THINK BASED ON EITHER POSITIVITY RATE OR NUMBER OF TESTS.

AND PART OF THE GOAL IS TO FIGURE OUT, ARE THERE PLACES WHERE WE HAVE A HIGH POSITIVITY RATE? NOT JUST BECAUSE THERE ARE A LOT OF CASES, WHICH IS REALLY IMPORTANT.

WE WANT TO BRING DOWN THE NUMBER OF CASES, BUT ALSO BECAUSE PEOPLE ARE UNDER, UNDER UTILIZING OUR TESTING FACILITIES WHERE PEOPLE ARE BUSY OR SCARED, OR WHAT HAVE YOU, UM, HAVE LESS TRUST IN INSTITUTIONS AND THEN DON'T GET TESTS AS MUCH.

BECAUSE MY UNDERSTANDING IS THAT THAT COULD ALSO LEND YOU A HIGHER POSITIVITY RATE AND IS ALSO NOT GOOD FOR PEOPLE FOR THERE TO BE A LOT OF CASES, BUT PEOPLE AREN'T UTILIZING THE TESTS.

SO HAVE WE GOTTEN TO A PLACE WHERE WE ARE TRACKING AND FEELING COMFORTABLE THAT OUR POSITIVITY RATES ARE REFLECTIVE OF, OF A LOT OF CASES, THAT EVERYBODY IS COMFORTABLE AND EVERYBODY'S GOING AND ACCESSING THE TESTS EQUALLY.

AND DOES THAT QUESTION MAKE SENSE? YES, SIR.

AND, UH, I THINK A LOT OF THOSE CONCERNS, UH, ABOUT GETTING TESTED HAVE, HAVE RESOLVED, AND IT'S TAKEN A LOT OF OUTREACH NOW BY THE CITY COUNTY, BUT OUR, OUR COMMUNITY PARTNERS WHO HAVE BEEN ACTIVELY ENGAGED IN AND DISPELLING SOME OF THOSE MYTHS AND CONCERNS, UM, YOU KNOW, AS DIRECTOR HAYDEN MENTIONED EARLIER, SOME OF THOSE, UH, NEIGHBORHOOD TESTING SITES, UH, ARE DESIGNED TO FOCUS ON, ON THOSE AREAS THAT, THAT ALL, BOTH EXPERIENCING HIGH DISEASE BURDEN, BUT ALSO MAYBE MORE CHALLENGED.

AND, UH, IN TERMS OF GETTING A TEST, UH, AGAIN, UH, COMMUNITY CARE HAS ALSO DONE A GREAT JOB AT REACHING OUT TO THOSE COMMUNITIES AND ENSURING THAT FOLKS HAVE ADEQUATE ACCESS TO FREE TESTING.

AND THAT IS UPDATED, UH, MAYBE TWO WEEKS AGO.

NOW, UH, WE ARE, WE ARE TESTING AGENCY ARE TESTING ASYMPTOMATIC PEOPLE, WE'RE TESTING PEOPLE.

WHO'VE BEEN EXPOSED, WE'RE TESTING PEOPLE WITH SYMPTOMS. SO IF FOLKS NEED A TEST, WE HAVE A TEST FOR, YOU KNOW, WE'RE STILL ENCOURAGING FOLKS IF, YOU KNOW, IF THEY HAVE PRIVATE INSURANCE AND ACCESS, UH, TO, UH, TO PRIVATE TESTING TO UTILIZE THAT AS THEIR PRIMARY METHOD.

BUT IF THEY DON'T, OR THAT'S CHALLENGING FOR THEM, THEY CAN CERTAINLY, UH, COME TO BPH OR COMMUNITY CARE RESOURCES PROTESTING.

ANECDOTALLY, I HEAR THE SAME THING WHEN I TALK TO COMMUNITY MEMBERS AND CONSTITUENTS AND GROUPS, BUT I WOULD LOVE FOR US TO CHECK WITH THE DATA TO MAKE SURE THERE'S NOT A PLACE IN THE CITY

[01:00:01]

OR CERTAIN DEMOGRAPHIC IN A CERTAIN AREA THAT WE'RE MISSING BASED ON THE BROAD RESPONSE THAT PEOPLE ARE FEELING MORE COMFORTABLE GETTING TESTING FOR US TO MISS ANY PARTICULAR AREA.

AND I, AND I THINK THAT WE HAVE THE DATA TO SAY WHERE, YOU KNOW, IF THERE ARE PARTICULAR ZIP CODES OR DEMOGRAPHICS WHERE WE'RE SEEING A HIGH POSITIVITY RATE IS THE NUMBER OF TESTS THAT WE'RE SEEING ADMINISTERED, UM, HA YOU KNOW, EQUALLY HIGH WITH THE INCREASED NUMBER OF CASES, OR ARE WE ACTUALLY, IN SOME PLACES SEEING A DEPRESSED NUMBER OF TESTS AND A HIGHER NUMBER OF CASES, IT WOULD JUST BE REALLY USEFUL FOR US TO CHECK THE BOX AND MAKE SURE THAT THERE'S NOT ANY PARTICULAR ZIP CODE OR DEMOGRAPHIC OR COMBINATION OF WHERE, WHERE WE'RE MISSING THAT BECAUSE ON THE WHOLE WE'RE DOING BETTER.

THAT'S I WOULD LOVE THAT WE CAN NOT JUST BE ANECDOTAL.

WE CAN CERTAINLY SEE IF THE, IF THE TEAM CAN, UH, SOMEWHERE WORKING ON THE PER CAPITA, UH, POSITIVE NUMBERS TO SEE IF THEY CAN ALSO, UH, PULL OUT A NUMBER OF PER CAPITA TESTING.

THANK YOU.

I REALLY APPRECIATE IT.

DR.

SCOTT.

WELL, DR.

SCOTT, UM, TWO THINGS, ONE, UM, WHAT GREG WAS TALKING ABOUT WITH THE POPULATION BY ZIP CODE ON THAT SLIDE.

THAT WAS A QUESTION THAT I HAD ASKED LAST WEEK AS WELL, TO TRY TO GET THE NUMBERS RELATING SO WE CAN SEE WHAT THE, UM, REALITY ON THE GROUND.

AND I THINK WE CAN DO THAT, KNOWING THAT, AND THEN THE OTHER THING I JUST WANT TO THANK, UM, DR.

SCOTT AND OUR CITY ATTORNEY AND MORGAN, AND THE TEAM OF FOLKS, AND A LOT DEPARTMENT FOR, UH, FINDING A WAY FOR US TO PUBLISH THE NAMES OF THE NURSING HOMES ON OUR DASHBOARD.

IT HAS, ESPECIALLY TODAY, WHEN WE COULD SEE HOW, UM, THE NUMBERS HAVE IMPROVED ACROSS THE BOARD ON A NUMBER OF THOSE NURSING HOMES, WHICH IS REALLY GOOD NEWS.

AND NOW, UM, FOLKS WHO COME TO OUR SITE, LOOKING FOR THAT COMPREHENSIVE DATA AND STATISTICS THAT WE ABLE TO SEE SOME CLEAR INDICATIONS THAT MAY GIVE THEM SOME CONFIDENCE AND ASSURANCE THAT WE'RE ALL MOVING IN THE RIGHT DIRECTION WITH REGARD TO YOUR GETTING ON THE OTHER SIDE OF THE LOCAL STUDENTS.

THANK YOU VERY MUCH FOR DOING THE EXTRA, TAKING THE EXTRA STEPS TO MAKE THAT POSSIBLE COLLEAGUES, ANYTHING ELSE, A COUNCIL MEMBER, RECTOR MARIA, AND THE COUNCIL MEMBER KITCHEN.

AND WE'LL BE COMING BACK TO YOU, COUNSELOR, COUNSELOR MICROPHONE.

YOU'RE MUTED.

NOW YOU CAN HEAR ME.

YES.

OKAY.

YEAH.

I WANT TO THANK SCOTT AND THE REST OF OUR CITY STAFF, ALL THE WORK THAT Y'ALL AND RE OUTREACH THAT YOU HAVE DONE.

MY QUESTION IS, UH, WHAT, WHAT IS YOUR, UH, DO YOU HAVE A PLAN OR RECOMMENDATION ABOUT HOW WE SHOULD HANDLE OUR, OUR LABOR DAY WEEKEND? YOU KNOW, THE 4TH OF JULY, WE'RE CLOSED A LOT OF THE PARKS AND A RESTRICTED, A LOT OF, UH, ACTIVITIES.

AND, UH, I JUST WANT TO HEAR FROM, Y'ALL SAYING, FIND OUT WHAT KIND OF RECOMMENDATION OR YOUR YOU'RE ADVISING US AND THE CITY ON WHAT WE SHOULD BE DOING FOR THIS WEEKEND, KNOWING THAT WE'RE GOING TO HAVE BARS THAT ARE OPENING UP RESTAURANTS.

AND, UM, I'M VERY CONCERNED ABOUT AUGUST GATHERING.

THAT'S GOING TO HAPPEN OVER THIS WEEKEND AND WHOEVER COULD JUST LET US KNOW WHAT, WHAT, UH, WHAT IS IT A RECOMMENDATION COUNCIL MEMBER? I'LL, I'LL SAY THAT I TOO AM CONCERNED ABOUT, ABOUT LABOR DAY.

AND, UH, AGAIN, YOU KNOW, MY, MY RECOMMENDATION IS THAT, IS THAT FOLKS NOT PARTICIPATE IN GATHERINGS.

LIKE THEY NORMALLY WOULD ON LABOR DAY POOL PARTIES AND BARBECUES AND SO FORTH.

UH, IF THEY WERE GOING TO DO THAT, THAT SHOULD BE THEIR OWN HOUSEHOLD, UH, IF, IF THEY CHOOSE FOR GIRLS.

SO WE HAD ADVICE TO, UH, TO HAVE A GATHERING OR TO GO INTO A GATHERING, UH, THEY NEED TO DO SOME IN A PROTECTIVE WAY.

UH, THEY NEED TO MAINTAIN SOCIAL DISTANCING.

THEY NEED TO WEAR A MASK.

UH, IF THEY'RE TAKING THEIR MASK OFF TO EAT OR DRINK, THEY SHOULD DO THAT AWAY FROM OTHER PEOPLE.

UM, YOU KNOW, I, I KNOW THAT THAT, THAT FOLKS MAY THINK THAT THIS IS AN ALARMIST ATTITUDE, NOT THE REST OF THAT THINGS ARE LOOKING BETTER, AND I WANT YOU TO LET US DO OUR NORMAL THING.

AND THE ANSWER IS BECAUSE WE'VE SEEN THIS OVER AND OVER AND OVER AGAIN, ACROSS THE STATE, ACROSS THE COUNTRY, ACROSS

[01:05:01]

THE WORLD, WHEN WE RELAXED TOO QUICKLY, WE PAY FOR IT IN TWO OR THREE WEEKS.

UM, AND PARTICULARLY RIGHT
