SO, YOU KNOW, AS YOU'RE THINKING ABOUT THE CONDITION, YOU CAN ASK YOURSELF, WHAT SIZE IS THE TREE, UH, WHAT KIND OF TREE IS IT, SHADE OR ORNAMENTAL, A SHADE TREE, BIGGER.

SO ONCE THEIR BUILDING IS DONE AND WE PLANNED OFF, WE DON'T, WE DON'T GO AND REVISIT SITES.
UM, SO THIS IS LIKE A LITTLE BIT VAGUE AND HARD TO ENFORCE, BRINGS THE WORD FROM THE REMOVED TREES ON THE SITE AND THE PLAN THAT SOMETHING OTHER THAN MULCH AS A PUBLIC BENEFIT.

SO WE'RE JUST LOOKING FOR YOUR COMMENTS, AREAS OF INTEREST, WHETHER IT'S BOARD, I'M JUST INTERESTED TO GET YOUR FEEDBACK ON THIS, UH, SECOND SLIDE.

THERE ARE NOT VOLUNTEERED 24 CITIES THAT HAVE BEEN WORKING ON THIS FROM LOTS OF DIFFERENT DEPARTMENTS.
OVER 120 COMMUNITY MEMBERS HAVE VOLUNTEERED THEIR TIME ON A STEERING COMMITTEE ON FIVE ADVISORY GROUPS AT A CLIMATE AMBASSADOR PROGRAM.
WE HAD EQUITY TRAININGS AT THE CENTER AT THE BEGINNING OF THIS PROCESS TO GET EVERYONE ON THE SAME PAGE ABOUT EQUITY AND HOW IT INTERSECTS WITH CLIMATE IN PUBLIC COMMUNITY WORKSHOPS THAT WE HELD BEFORE THE DYNAMICS STARTED AND OVER THOUSANDS HOURS HAVE BEEN DONATED TO, TO THIS PROCESS TO CREATE THIS, THIS PLAN.
IT'S REALLY BEEN A COCREATION PROCESS BETWEEN STAFF AND THE COMMUNITY.

UM, BUT THOSE INACCURATE INEQUITIES THROUGH, YOU KNOW, CITY POLICIES HAVE LED TO, UM, ENVIRONMENTAL JUSTICE ISSUES, UNFAIR HEALTH OUTCOMES, UNFAIR ECONOMIC ISSUES, UM, GENTRIFICATION.
UM, AND THEN WE STILL HAVE THE MOST ECONOMICALLY SEGREGATED AND, AND LIKELY, UH, RACIALLY SEGREGATED CITIES IN THE COUNTRY.
SO WHEN WE STARTED THIS WORK, IT REALLY BECAME CLEAR THAT WE COULD NOT DEVELOP THE PLAN, THE REVISION TO THE CLIMATE PLAN WITHOUT ADDRESSING THESE ISSUES.
UH, SO WHILE AT THE SAME TIME, WE ARE OBVIOUSLY CHANGING THE REQUIREMENT, YOU KNOW, THE BURNING OF COAL OIL AND NATURAL GAS OR ADMITTING ROMANS OF TONS OF GREENHOUSE GAS EMISSIONS, THEN NAVISPHERE BUTLERS HAS ALREADY STARTED TO FORM OVER ONE DEGREE OF WARMING HAS ALREADY BEEN OBSERVED.
AND AT THIS POINT, UH, THE SCIENTISTS I CAN SEE NEW NEP, YOU KNOW, TELLING US WE NEED TO DOUBLE DOWN AND REDO SUBMISSIONS FAST.
SO I, UH, CLIMATE PROJECTIONS FOR AUSTIN, YOU KNOW, UH, THIS PLAN IS MOSTLY ABOUT REDUCING EMISSIONS, BUT HOW THE CLIMATE HAS, UH, WILL, WILL BE CHANGING IS EXTREME HEAT, DROUGHT, FLOODING, AND WILDFIRE.
AND THOSE THINGS ARE GOING TO BECOME MORE INTENSE AND HAPPEN MORE FREQUENTLY.
THEY'VE ALREADY STARTED TO BECOMING MORE INTENSE AND MORE, UH, IT HAPPENED MORE FREQUENTLY.
AND THE BOTTOM LINE WITH THIS IS THAT IT IS AN ISSUE THAT THE LOW INCOME COMMUNITIES AND COMMUNITIES OF COLOR IN OUR CITY ARE DISPROPORTIONATELY AFFECTED BY THESE HABITS HAZARDS.
AND WE CONTINUE TO BEAR THE BRUNT OF THE WORST OF THESE THINGS IN THE COMING YEARS, UM, OUR COMMITMENTS TO CLIMATE EQUITY.
SO WHERE WE ENDED UP HERE WAS, YOU KNOW, MAYBE AT WONDERING HOW DO THESE THINGS FIT? WHERE DO THEY FIT TOGETHER? SO ADDRESSING, ADDRESSING RACIAL EQUITY AND ADDRESSING CLIMATE CHANGE, IF YOU LIKE COME TOGETHER WITH THESE VALUES AT THE CENTER.
SO THE VALUES OF HEALTH AFFORDABILITY, ACCESSIBILITY, CULTURAL PRESERVATION, COMMUNITY CAPACITY, JUST TRANSITION ACCOUNTABILITY.
ONE ARE THE THINGS THAT PEOPLE IN OUR COMMUNITY CARE ABOUT, AND THESE ARE THE, WHERE THAT INEQUITIES REALLY OCCUR IN A DAY TO DAY BASIS IN PEOPLE'S LIVES.
SO IF WE FOCUSED ON WOMEN'S ISSUES AND IMPROVING THESE ISSUES WHILE ADDRESSING CLIMATE AND EQUITY, YOU FEEL LIKE WE CAN GET TO THAT A BETTER PLACE TO MOVE THE NEEDLE.
UM, AND THEN THE BOTTOM LINE IS THAT WE'VE REALLY LEARNED THROUGH THIS PLANNING PROCESS THAT, YOU KNOW, ENR CITY WORKS.
IF WE ARE NOT PROACTIVELY ADDRESSING EQUITY AND ADDRESSING THESE TOPICS, IF YOU JUST THINK IT'S NOT AN ISSUE, WE WILL JUST BE PERPETUATING INJUSTICE AND, AND THAT'S NOT ACCEPTABLE.
SO NEXT SLIDE, UM, THE INITIAL, THIS IS THE TOTAL CARBON FOOTPRINT AND WHERE IT'S SORT OF PROJECTED TO GO WITH BUSINESSES, USUAL KIND OF ACTIVITIES THAT ARE ON THE BOOKS NOW, UM, YOU KNOW, WE'RE EMITTING OVER 15 MILLION METRIC, TONS OF CSU EMISSIONS FROM ALL OF OUR COMMUNITY ACTIVITIES.

SO THE 18 GOALS ARE THINGS THAT NEED TO BE ACCOMPLISHED BY 2030 TO KEEP US ON TRACK.
WE FEEL LIKE, YOU KNOW, SETTING THESE NEW QUANTITATIVE TARGETS WAS KEY TO REALLY MOVE THIS EFFORT FORWARD.
UM, THEN THE NEXT PART OF IT IS THEIR 75 STRATEGIES.
THESE ARE THE THINGS THAT WE FEEL LIKE, AND THE ADVISORS JUST FELT LIKE NEEDED TO BE IMPLEMENTED IN THE NEXT FIVE YEARS, REALLY TO MAKE PROCESSINGS BIG PROGRESS IN ALL THESE AREAS.
AND ALL, YOU MAY NOT SEE IT IN THE GOAL HEADLINES, UM, UH, EQUITY IS CENTERED THROUGHOUT, UH, UH, THE STRATEGIES AS WELL AS THE IMPLEMENT DATE PATIENT GUIDANCE THAT'S BEEN CREATED, UM, IN ALL OF THE PROPOSED GOALS AND STRATEGIES.
UM, THERE WERE A LOT OF QUESTIONS AND THIS REALLY CAME UP AS PART OF THE, UM, UH, I'M AN AMBASSADOR PROGRAM THAT LIKE THE ISSUES HERE LISTED OUT ARE THE ISSUES THAT PEOPLE REALLY CARE ABOUT.
AND SO WE REALLY TRIED TO MAKE IT CLEAR THAT LIKE, YOU KNOW, THIS CLAIM DOESN'T SOLVE SAFETY SPRINT, DOESN'T SOLVE THIS PLACEMENT, BUT, UM, BUT IT DOES HAVE A CONNECTION WITH CLIMATE CHANGE TO EVERY SINGLE ONE OF THESE ISSUES.
AND THIS IS JUST HIGHLIGHTING THIS, UH, SO 18.
UM, IT SHOULD BE NOTED THAT WE CREATED, UM, THERE ARE THREE CROSS CUTTING STRATEGIES STRATEGIES THAT CAME UP ACROSS THIS ENTIRE PLAN.
SO THE FIRST ONE IS REALLY TRYING TO PUSH ON GRAND JOBS AND ENTREPRENEURSHIP OPPORTUNITIES RELATED TO THIS PLAN ARE THE SECOND ONE IS REGIONAL COLLABORATION, AND WE CAN'T DO THIS BY OURSELVES.
WE NEED TO COLLABORATE WITH, YOU KNOW, SUBURBAN CITY, SUBURBAN COUNTIES, AS WELL AS THE OTHER MAJOR CITIES IN TEXAS TO REALLY MOVE THIS FORWARD IN A BIG WAY.
AND THEN THE LAST ONE IS REALIZING THAT, UM, WE ARE GOING TO HAVE TO EVENTUALLY BE REMOVING CARBON DIOXIDE FROM THE ATMOSPHERE AND WE ARE GOING TO ACTUALLY, WE ARE GOING TO HAVE TO BE RELYING ON CARBON OFFSET.
SO, UM, FOCUSING ON THOSE THINGS IN A WAY THAT, UH, THAT WORKS FOR US AND CREATES VALUE FOR THE COMMUNITIES, NEXT SLIDE, ALTON ENERGY, 2030 IN RESOURCE GENERATION PLAN.

IT WAS AN ENVISION OF AUSTIN ENERGY'S GENERATION PLAN, AND WHAT'S IN THIS PLAN IS KEY TO THE INITIAL REACT, UH, REDUCTION OF EMISSIONS FOR THE NEXT 10 YEARS.UM, THE ACTION THAT'S BEING TAKEN BY AWESOME ENERGY BEING DRIVEN BY OUR CITIZENS, BUT WE CAN'T BE, UM, UNDERSTATED, BUT THIS WILL CREATE, UM, MASSIVE, UH, EMISSION REDUCTIONS IN THE COMING YEARS AND FITS INTO THIS PLAN.
WE MENTIONED THE SLIDES I'M GONNA BREEZE THROUGH JUST TO GET TO THE NATURAL SYSTEM SECTION.
SO SUSTAINABLE GOINGS IS THE FIRST SECTION.
UM, THERE ARE FOUR GOALS IN THIS SECTION.
THE GOALS ARE RELATED TO, UH, DECARBONIZING BUILDINGS, UH, NEW AND EXISTING BUILDINGS, REDUCING REFRIGERANT LEAKAGE EMISSIONS, REDUCING THE BODY CARBON FOOTPRINT AND BUILDING MATERIALS.
AND WHEN YOU DO SEEING OVERALL WATER DEMAND FOR OUR COMMUNITY, OKAY, RIGHT NOW ON TO TRANSPORTATION AND LAND USE.

UM, SO IN THE TRANSPORTATION AND LAND USE SECTION, UM, UH, ONCE WE DECARBONIZED ELECTRICITY IN OUR COMMUNITY, THE SECOND LARGEST SECTOR OF EMISSIONS IS FROM TRANSPORTATION.
SO ALL OF THE FOSSIL FUELS THAT ARE USED TO GET US AROUND IS, IS, IS REALLY MAJOR.
SO THE FIRST TWO GOALS ARE AROUND, UH, DEVELOPMENT AND DRIVING DEVELOPMENT, CHOOSE GROWTH CENTERS AND CORRIDORS IN OUR CITY FOR HOUSING FOR NON-RESIDENT SORT OF WITHOUT MINT.
AND THEN THE SECOND GOAL, UH, BOTH THREE AND FOUR ARE AROUND GETTING MORE PEOPLE ON PUBLIC TRANSIT AND ENABLING MORE PEOPLE, POWER TRANSPORTATION, WHERE YOU DON'T HAVE TO USE A CAR.
SO THOSE TWO ROLES GETTING UP TO 5% OF TOTAL DISTANCE TRAVELED, OR 3% OR DISTANCE TRAVELED WITH NO MAJOR ACCOMPLISHMENTS IN BOTH OF THE, BOTH OF THESE AREAS.
UM, AND EVEN WITH A FULL BUILD OUT OF PROJECT CONNECT, UH, WE'RE GOING TO HAVE TO GET A LOT OF PEOPLE ON PUBLIC TRANSPORTATION TO MEET 5% OF TOTAL TRIPS, UM, MODERN CARS.

THIS IS LIKE 25 TRANSPORTATION ELECTRIFICATION, AND THE GOALS ARE LISTED HERE.
UM, THE THREE MAJOR GOALS HERE OR AROUND GETTING THE 1% OF TOTAL VEHICLE MILES TRAVELED, BE ELECTRIFIED BY 2030, HAVING CHARGING INFRASTRUCTURE COMPELLING AND EQUITY EQUITABLY DISTRIBUTED ACROSS OUR COMMUNITY IN ALL SHAPES AND SIZES TO MAKE IT CHEAP AND EASY AND SIMPLE TO CHARGE CARS.
AND THEN FINALLY TO REALLY COORDINATE WITHIN OUR MSA ON THIS TOPIC, YOU KNOW, MANY OF THE PEOPLE THAT ARE DRIVING THE FRUITLESS AND HAVE THE HIGHEST GAS BILLS OF THE PEOPLE THAT ACTUALLY LIVE IN SUBURBS AND DRIVE INTO OUR CITY BACK AND FORTH.
SO CONNECTING WITH THOSE CITIES TO REALLY HELP MMM, UH, THE EXISTING, THE EXISTING CURRENT IT'S LIKE 26% PRODUCT CONSUMPTION THIS AREA, AS YOU CAN SEE, IT'S NOT FOCUSED ON WASTE.
UM, ALSO RESEARCH RECOVERY IS IN THE PROCESS OF REVISING THEIR ZERO WASTE PLAN RIGHT NOW.
UM, SO THIS PART, THIS SECTION, A LITTLE PLAN IS KIND OF FOCUSED ON UPSTREAM IMPACTS AND MORE ABOUT PURCHASING DECISIONS.

UH, THE SECOND GOAL BY 30, UH, NATURAL SYSTEMS GOAL TWO IS AROUND PHARMA.
SO I PROTECT THEM 500,000 ACRES OF FARMLAND.
AND THE FIVE COUNTY MENTIONED THROUGH LEGAL PROTECTION OR REGENERATIVE AGRICULTURE PROGRAMS, AGRICULTURE AND SOIL.
THERE'S A MASSIVE OPPORTUNITY TO SEQUESTER CARBON AND AGRICULTURE.
AND SO IF IT'S DONE RIGHT THROUGH AGRICULTURE AND RICH REGENERATIVE PRACTICES, SO THERE ARE LOTS OF DIFFERENT, UM, STRATEGIES HERE AROUND PROTECTING, WORKING LANDS ON HELPING FARMERS COMPOST ON LANDS TO REALLY ENHANCE THE AMOUNT OF CARBON BEING SEQUESTERED FOR AGRICULTURE THREE IS AROUND TREES.
SO, UM, THIS IS A SIMILAR TO GOAL TO WHAT'S BEEN DISCUSSED IN CIRCLES ALREADY.
UM, BUT THIS IS ESTABLISHING THIS TARGET OF TRYING TO ACHIEVE AT LEAST DIFFERENT PERCENT CITYWIDE TREE.
CAN'T BE COVERED BY 2050 WITH A FOCUS ON INCREASING CANOPY COVERED EQUITABLY ACROSS THE CITY, BECAUSE THERE ARE SOME PLACES THAT ARE ALREADY GREATER THAN 50%.
SO WE WANT TO MAKE SURE THAT, UM, THAT OUR ENTIRE COMMUNITY, UM, ROSE CANOPY COVER IT WHEN WE PROTECT EXISTING TREES AND PLANT MORE TREES.

UM, SO BY 2030 AIM TO INCLUDE ALL CITY OWNED LAND UNDER A MANAGEMENT PLAN THAT RESULTS IN NEUTRAL OR NEGATIVE CARBON EMISSIONS THAT REALLY MAXIMIZES, UH, COMMUNITY CO-BENEFITS, UM, CAUSE IT, IT BECAME REALLY CLEAR IN THE RESEARCH THAT YOU CAN MANAGE, YOU KNOW, APART ONE WAY AND CREATE MORE EMISSIONS THAN YOU'RE SEQUESTERING, OR YOU CAN MANAGE IT IN DIFFERENT WAY AND ACTUALLY, UM, SEQUESTER MORE CARBON.
SO, UM, THAT'S AN EXCITING ONE.
SO MEETING THE 2030 TARGET, WE DID A TON OF ANALYSIS TO TRY TO QUANTIFY WHAT ARE ALL THE EMISSIONS, HOW DO THEY ALL FIT TOGETHER? UM, AND WHAT IS REALLY THE POTENTIAL REDUCTION? SO THE TOP LINE HERE IS IF WE JUST KEPT KEPT ON A MEETING, WE JUST STOPPED IMPLEMENTING CLIMATE PLANS.
WE WOULD BE, YOU KNOW, STILL REMAINING 14 MILLION METRIC TONS A YEAR BY 2030, WHEN WE IMPLEMENT EVERYTHING AND THE AUSTIN ENERGY GEM PLAN AND ALL THE GOALS, AS WE HAVE STATED OF HERE, IT'S LIKELY THAT WE WILL REACH ABOUT 50% REDUCTION.
SO WE WILL BE DOWN IN THE 6 MILLION METRIC TON, UM, UH, AREA BY 2030.
UM, BUT THIS, THE LINE HERE IS THE LINE TO GET TO YOUR EMISSIONS BY 2040.
SO THERE WILL STILL LIKELY BE A GAP.

SO THIS IS JUST A LITTLE SLIPPERY HERE AND YOU SEE IS FROM THE LAST SLIDE, BUT UNDERNEATH WHAT OUR EMISSION REDUCTIONS WOULD BE.

SO IF YOU ACTUALLY TAKE ALL OF THOSE NATURAL SYSTEMS GOALS BEFORE GOALS, WE PUT THERE, UM, WE DID A BUNCH OF QUANTIFICATION AND TRYING TO ESTIMATE HOW MUCH CARBON WAS SEQUESTERED BY IMPLEMENTING.

WE ESTIMATE THAT WE CAN SEQUESTER AN ADDITIONAL 700,000 TONS OF CNC FROM THE ATMOSPHERE BY REACHING THOSE NATURAL TARGETS.
UM, BUT THERE WOULD STILL LIKELY BE A SMALL AMOUNT OF OFFSETS THAT WOULD STILL BE NEED NEEDED TO REACH THIS TARGET.
SO, UM, EVEN THOUGH THIS WAS SUPER AGGRESSIVE AND, UM, YOU KNOW, THE SHARING COMMITTEE AND EVERYONE PARTICIPATING IN THIS PLAN JUST THOUGHT IT WAS ESSENTIAL THAT WE HAVE A TARGET THAT WE HAVE BOLD, UM, GOALS, AND THAT WE REALLY STRIVE TO DO EVERYTHING THAT WE CAN TO TRY TO PUT DOWN.

CAUSE RIGHT NOW THAT'S MADE UP OF MEMBERS OF OTHER COMMISSIONS THAT ALREADY ARE DOING DOUBLE DUTY.

IT FALLS WITHIN THE FESTIVAL BEACH WATERFRONT OVERLAY.
SUB-DISTRICT THE SITE IS 0.26 ACRE LOT THAT HAS EXISTED AS A USED CAR CELL BLOCK FOR OVER 23 YEARS WITH AN IMPERVIOUS COVER OF 81%.
THE APPLICANT HAS REQUESTED A BARONESS AT 25, TWO SEVEN

THEY HAVE ALSO AGREED TO REDUCE THE OVERALL IMPERVIOUS COVER TO BELOW 70%, WHICH IS SIGNIFICANTLY LESS THAN THE EXISTING CONDITIONS AIRFORCE.
I REMEMBER THAT ALL VARIOUS REQUIREMENTS HAVE BEEN MET AND THAT THE PROPOSED PROJECT PROVIDES GREATER OVERALL ENVIRONMENTAL PROTECTION THEN IS ACHIEVABLE WITHOUT THE VARIOUS AFRICANNESS.
THIS VARIANCE WITH THE FOLLOWING CONDITIONS PROVIDE WATER QUALITY TREATMENT WITH THE PROPOSED PROJECT, SUCH THAT THE PROPOSED DEVELOPMENT POLLUTANT LOAD WILL BE LOWER THAN THE EXISTING CONDITIONS.
THE RAIN GARDEN WILL BE CONSTRUCTED TO PROVIDE TREATMENT FOR THE RUNOFF IN THE BUILDING AND PAVEMENT WILL BE CONSTRUCTED TO PROVIDE TREATMENT FOR THE RUNOFF FROM THE PARKING LOT AND ONSITE SIDEWALKS.
ALSO, THEY WILL PROVIDE WINDOW GLAZING OR OFFICE BUILDINGS TO REDUCE POTENTIAL AT BIRD STRIKES AND ALL NEWLY PLANTED TREES ON THE SITE WILL BE TREE SPECIES MADE TO CENTRAL TEXAS, THAT WE ARE NOW AVAILABLE FOR QUESTIONS, STUDENTS FOR STAFF.
WELL, WHEN WE GO ABOVE AND BEYOND ON THE TRAYS, YEAH, THERE ARE NUMEROUS TREES BEING PLANTED, UM, ROUGHLY NINE OR 10, UH, TREES, UH, SEED AROUND, UH, YO PAWN HOLLYS AND RED BUDS BEING PLANTED.

UM, AND THEN INCLUDING, UH, LOTS OF PLANTINGS THAT ARE GOING TO BE INSIDE OF THE LANDMARK AS WELL.
AND, AND I WANTED TO ASK SINCE WE HAD THIS, UH, BRIEFING, DO WE NEED TO ASK FOR A TEMPORARY, UH, IRRIGATION ON THESE TREES AND JUST TO GET OVER THE DROUGHT SITUATION WE'RE IN, INTO THE FALL, OR IS THAT NOT NECESSARY IN YOUR OPINION, B B IRRIGATION, UM, FOR, FOR A PROJECT THAT'S GOT A PERMANENT, UM, AND THEY'RE PLANTING NEW TREES ON SITE.

THEREFORE THE ENVIRONMENTAL COMMISSION RECOMMENDS THE VARIANCE REQUESTS WITH THE FOLLOWING STAFF CONDITIONS.
NUMBER ONE, PROVIDE WATER QUALITY TREATMENT WITH THE PROPONENTS PROJECT, SUCH THAT THE PROPOSED DEVELOPMENT WILL BE LOWER THAN THE EXISTING CONDITION EXISTING CONDITIONS POLLUTE IT.
RED GUARD WILL BE CONSTRUCTED TO PROVIDE TREATMENT FOR THE RUNOFF FROM THE BUILDING AND POROUS PAVEMENT WILL BE CONSTRUCTED TO PROVIDE TREATMENT FROM THE RUNOFF OF THE PARKING LOT AND THE ONSITE THAT SAT ON THE SIDEWALK TO PROVIDE SPECIFIC WINDOW GLAZINGS ON THE OFFICE BUILDING TO REDUCE THE POTENTIAL BIRD STRIKES AND THREE ALL TRANSPLANTED ONSITE WOULD BE TREATED SPECIES NATIVE TO CENTRAL TEXAS.
