OKAY,

[00:00:01]

WE'LL GET STARTED THEN A REGULAR MEETING OF THE ENVIRONMENTAL COMMISSION SEPTEMBER 2ND, 2020 AT 3:00 PM.

ALTHOUGH IT'S THREE OH FOUR.

WE ARE HOLDING THIS MEETING REMOTELY AND DOING SOCIAL DISTANCING AND THAT'S ALL IN SPANISH.

CHERYL DAWN VIA VIDEO CONFERENCING.

I'M GOING TO DO ROLL CALL COMMISSIONER KRILL.

HE'S NOT HERE.

COMMISSIONER SMITH, COMMISSIONER THOMPSON, COMMISSIONER KNEEL, COMMISSIONER NEELEY HERE IN MY LUNCH.

OKAY.

BUT MUTE NOW COMMISSIONER COIN COMMISSIONER.

MACIO MY CEO'S ON, ON THE PHONE.

OKAY.

I HEAR YOU, MR. ROMBERG HERE AND BEDFORD HERE.

ALRIGHT, GORDON, DID SHE JOIN US YET? LET'S MOVE FORWARD.

UM, SO I'VE CALLED THE MEETING TO ORDER AND THERE'S SOME, UH, HOUSEKEEPING WE NEED TO DO VERY QUICKLY.

AND,

[4. PUBLIC HEARINGS AND POSSIBLE ACTION (Part 1 of 2) ]

UM, WE HAVE SOMEONE HERE THAT HAS AN ITEM ON OUR AGENDA AND THE AGENDA MR. , UH, CHRIS HARRINGTON CAN HELP US TODAY.

SO WE'RE BACK WORKING WITH, UM, THE REGULAR GROUP FROM, UH, DOWNTOWN.

AND THEY WANT US TO ASK ANY QUESTIONS PERTAINING TO ITEM FOUR A AT THE BEGINNING OF THE MEETING, WE'RE NOT ALLOWED TO ASK ANYTHING DURING THE ACTUAL PRESENTATION.

SO IF ANYONE HAS QUESTIONS FOR THE APPLICANT, HE IS, HE IS HEARING AVAILABLE.

CAN YOU JUST RESPOND, MR. YOU'RE HERE, HE'S HERE.

SO THIS IS KINDA CHAMPION.

UM, SO I BELIEVE THAT, UH, MR. SHISHA HAS, UH, A QUICK PRESENTATION THAT HE WOULD LIKE TO PRESENT FOR YOU WITH WHILE HE SPEAKS FOR THREE MINUTES.

AND THEN AFTER THAT, THE COMMISSIONERS CAN ANSWER, ASK ANY QUESTIONS THEY HAVE FOR THE APPLICANT, AND THEN HE'LL LEAD THE CALL.

BUT ONCE WE GET BACK TO ITEM FOUR, UM, WE DO HAVE STAFF ON THE LINE AND THEY CAN, UM, THEY WILL ALSO SPEAK AND ANSWER ANY QUESTIONS YOU HAVE, UH, WHEN YOU TAKE THAT ITEM UP LATER.

THANK YOU.

OKAY.

SO EVIDENTLY IS EVERYBODY CLEAR.

WE NEED TO HEAR FROM HIM NOW AND HE'S GOING TO GIVE A PRESENTATION.

OKAY, MR. , YOU MAY PRESENT YOUR PRESENTATION TO US AT THIS TIME.

THANK YOU, CHAIRMAN AND COMMISSIONERS, UH, CAN SEE IT PRESENTATION, UM, SINCE I'M ON THE PHONE, BUT, UH, PROJECT HIS, A SMALL TRIANGULAR PIECE OF PROPERTY, UH, 11,000 SQUARE FEET ON THE 35 FRONTAGE ROAD AND, UH, CLAREMONT, UM, UH, PARKING LOT AND A USED CAR DEALERSHIP PARKING LOT FOR AT LEAST ALL THE WAY BACK.

AS FAR AS THE CITY OF AUSTIN HAS, UM, ARIEL TEMPO.

SECOND PAGE IS I'M SEEKING AN APPROVED FROM A LDC 25 TO SEVEN 35 D TWO FOR ALLOWING PERVIOUS COVER OUR 69%, WHICH IS GREATER THAN THE 40% ALLOWED IN THE FESTIVAL BEACH WATERFRONT DISTRICT.

CURRENTLY THE PARKING LOT HAS 81% IMPERVIOUS COVERS.

SO WE'D BE REDUCING THAT.

AND THE ZONING LIMIT IS 90%.

SO WE'D BE OF THAT BY 21%.

WE'RE PROVIDING WATER QUALITY MEASURES CONSISTING OF THE RAIN GARDEN AND POROUS PAVEMENT AND PARKING OUT

[00:05:01]

PAGE THREE TALKS ABOUT THE TRIANGULAR SHAPED PROPERTY IS A REMAINING PORTION OF THREE LAWNS THAT TEXTILE PURCHASED THE RIGHT AWAY WHEN THEY ROADS AND EXPANDED THOSE.

SO THAT SEVERELY RESTRICTS THE LAND SIZE.

UM, THE OTHER, UM, CONSTRAINT IS THERE'S A 25 FOOT ELECTRIC TRANSMISSION EASEMENT ACROSS THE, FROM TROBE, UH, WEST SIDE OF THE PROPERTY, WHICH, UH, LIMITS WHERE THE FOOTPRINT OF THE BUILDING CAN DOWN.

SO WE HAVE TO PUSH THE BUILDING ALL THE WAY TO THE BACK AND WITH THE PARKING IN FRONT.

AND THEN THE OTHER ITEM, UM, IS THAT THERE'S ACCESS TO THE EAST, THEN RESTRICTS THE HEIGHT TO 40 FEET, WHICH WOULD BE LESS THAN THE 60 FEET ALLOWED BY ZONING.

AND SO THAT PREVENTS THE BUILDING FROM HAVING THE PARKING UNDERNEATH THE BUILDING AND REDUCING THE IMPERVIOUS COVER.

SO THE PARKING HAS TO BE OUTSIDE THE BUILDING TO GET, UM, BECAUSE OF THE COMPATIBILITY LIMITS.

UM, LIKE I PREVIOUSLY MENTIONED, IT WAS PREVIOUSLY A USED CAR LOT WITH NO WATER QUALITY CONTROLS.

UM, AND SO JASON SAW THE COMMERCIAL PROPERTIES, UM, THAT HIS OWN COMMERCIAL PAGE.

WE DON'T FEEL THAT THE, UH, ADMINISTRATIVE OFFICE BUILDING WILL GENERATE HIGH VOLUMES OF TRAFFIC.

SINCE IT'S ABOUT FIVE 35, YOU DON'T HAVE ANY ACCESS.

UM, WE'RE ALSO BUILDING A 10 FOOT SHARED USE PATH ALONG EYES, 35 FOR PEDESTRIAN BICYCLISTS THAT SEPARATE THEM.

THERE'LL BE A FIVE FOOT SEPARATION BETWEEN THE CURB AND THE TEXT 10 FOOT SHARED USE PASS.

SO THERE'LL BE EASY ACCESS, UM, ACCESS FOR PEOPLE THAT WANT TO USE OTHER METHODS OF GETTING TO WORK.

UM, I MENTIONED REDEVELOPMENT WILL PROVIDE INNOVATIVE WATER QUALITY, UM, WITH THE RAIN GARDEN AND THE POROUS PAVEMENT.

AND WE ALSO, THERE WERE SEVERAL SIGNS ON THE PROPERTY THAT THEY'VE ALL BEEN REMOVED EXCEPT FOR THE BILLBOARD WOULD BE REMOVED.

AND, UM, BEFORE THE END OF THE YEAR, YOUR TIME HAS EXPIRED, SIR.

THANK YOU.

CAN I ANSWER ANY QUESTIONS SO WE CAN NOW TAKE QUESTIONS.

DOES ANYONE HAVE QUESTIONS REGARDING THIS PROJECT ON ITEM? I CAN'T GET UP MY THREE, THREE EIGHT FOUR EIGHT FOUR EIGHT.

THANK YOU.

THANKS.

I HAVE ONE QUESTION, MR. SHORE.

I WAS WONDERING IF THERE ARE PLANS FOR ANY GREEN BARRIER ON THIS PROPERTY OR ANY GREENERY THAT'S PERHAPS GOING TO BE PART OF IT? WELL, I MEAN THE OTHER RESTRICTION, I DIDN'T METHOD MENTION AUSTIN ENERGY CHANGED THEIR RULES IN OCTOBER OF LAST YEAR THAT THEY ALLOW ANY KIND OF TREES OR VEGETATION UNDER THEIR TRANSMISSION LINES, WHICH ISN'T A TRANSMISSION LINE, BUT PASSED OUTSIDE THAT 20 FOOT EASEMENT.

YEAH.

THAT'S WHERE WE'RE GOING TO PUT IN ALL THE LANDSCAPING AND THE RAIN GARDEN AND THE TRAINEES WILL COMPLY WITH THE LANDSCAPE ORDINANCE.

RIGHT.

GOOD.

THAT WAS MY QUESTION.

ANYONE ELSE? NO, THAT WAS MY QUESTION TOO WAS, UM, AFTER THE 25 FOOT EASEMENT, UM, WAS THERE ANY ROOM LEFT TO PLANT ANY TREES AT ALL? YEAH, I DIDN'T INCLUDE THE LANDSCAPE PLAN, BUT YEAH, THERE'S ABOUT SIX, SIX TREES ON THE SITE TO MEET THE STREETSCAPE REQUIREMENTS.

I HAVE A QUESTION TOO.

YES.

WHEN I LOOKED AT THE MAP, I COULD SAY THAT THERE ARE PEOPLE THAT ARE LIVING RIGHT TO THE EAST OF THAT PROPERTY.

[00:10:04]

AND I'M WONDERING IF THERE'S GOING TO BE A BREAK THERE TO EITHER PLANT TREES OR SOMETHING SO THAT YOU'RE NOT JUST A RIDE UP THERE NEXT TO THEM.

WHAT DID YOU JOIN? BECAUSE ON SHADE SIX, IT SHOWS THIS WAS, THIS WAS PART OF A USED CAR LOT.

SO THE HOUSE NEXT DOOR IS, UH, A USED CAR.

LOT.

IF YOU DRIVE BY THE SIDE, YOU WOULD SEE DOZENS OF CARS PARKED AROUND IT, BUT SHE SHOWS THAT OVER IT.

AND IT'S A PARKING PARKING LOT FOR USED CARS RIGHT NOW.

DO YOU, DO YOU GO ALL THE WAY TO LAMBY TO THE NORTH TO LAMBIE? OR DO YOU JUST HAVE HALF OF THAT PROJECT? HALF OF THAT? YEAH.

SHAPES IT SHOWS IF THERE'S ACTUALLY A ALLEY THAT WAS NEVER BUILT.

SO WE'RE, WE'RE HALF OF THE BLOCK.

WE'RE NOT A FULL BLOCK WIDE.

OKAY.

SO YOU DON'T GO ALL THE WAY UP TO LAMB BAIT.

IS THAT RIGHT? OKAY.

IS THAT IT COMMISSIONER NEELEY? YES.

THANK YOU.

PLEASE MEET.

WE'LL DO.

OKAY.

THANK YOU SO MUCH FOR YOUR PRESENTATION.

THANKS.

THANKS FOR LISTENING.

TREMOR, ENVIRONMENTAL COMMISSIONER, JIM SCHISSLER.

OKAY, SO NOW LET'S GO FORWARD WITH OUR AGENDA

[1. APPROVAL OF MINUTES AND ACTION a. Approval of the August 19, 2020 Environmental Commission Meeting Minutes (5 minutes) ]

AND WE'RE GOING TO DO APPROVAL OF THE MINUTES FROM AUGUST 19TH, 2020.

IF THERE'S A MOTION FOR APPROVAL.

MY PREVIOUS MEETING IS THERE A SECOND? I THINK I SAT THERE.

THOMPSON MAKES THE SECOND, ANY OTHER FURTHER DISCUSSION CHANGES, EDITS, HEARING, SEEING NONE ALL IN FAVOR, SAY AYE.

AND I'M GOING TO SAY THAT UNANIMOUS.

SO IT'S GOING TO BE A NINE OH VOTES.

THANK YOU.

LET'S GO NOW

[2. STAFF BRIEFINGS a. Briefing on Variance Conditions—Atha Phillips, Environmental Officer’s Office (30 minutes) ]

TO ITEM TWO A, WHICH IS A BRIEFING ON VARIOUS CONDITIONS.

WE HAVE MS. PHILLIPS HERE TO PRESENT FOR US TODAY.

GOOD AFTERNOON.

COMMISSIONERS.

CAN YOU HEAR ME? YES.

UM, COULD WE BRING THE UP THE SLIDE, UH, PRESENTATION THAT SAYS BRIEFING TO THE ENVIRONMENTAL COMMISSION COMMISSIONER? MY NAME IS APRIL 30TH WITH THE ENVIRONMENTAL OFFICERS OFFICE TODAY.

I'D LIKE TO GIVE A BRIEF OVERVIEW OF THE VARIOUS CONDITIONS, VARIOUS CONDITIONS, AS YOU KNOW, OUR ADDITIONAL REQUIREMENTS PLACED ON A PROJECT THAT IS ASKING FOR A VARIANCE TO THE LAND DEVELOPMENT CODE 25 EIGHT CONDITIONS PLACED ON A BERRY AND SHOULD BE RELEVANT TO THE VARIANCE THAT IS BEING SOUGHT BY THE APPLICANT.

BUT ACTUALLY IT'S BEEN DIRECTION FROM THE CITY OF AUSTIN LAW DEPARTMENT IN THE POST OF BACKUP.

YOU'LL FIND AN UPDATED LIST OF COMMON VARIANCE REQUESTS AND ASSOCIATED CONDITIONS.

SOMETIMES WITH THE BEST INTENTIONS CONDITIONS ARE ADDED THAT ARE NOT ENFORCEABLE AT THIS TIME.

I'M GOING TO GO THROUGH A COUPLE OF EXAMPLES.

COULD YOU CHANGE TO SIDE CHEAPLY? SO SOME OF THESE CONDITIONS MAY LOOK FAMILIAR THAT I PULLED FROM A RECENT AGREEMENT THAT TURNED INTO A PUG.

SO BEAR WITH ME.

I DON'T THINK YOU GUYS WERE ON THE ENVIRONMENTAL CONDITION WHEN THIS HAPPENS.

UM, SO THE CONDITION THAT WAS PLACED INTO THE AGREEMENT WAS PLANT AT LEAST 800 TREES ON SITE.

AND SO WHEN YOU WERE TRYING TO ENFORCE THIS CONDITION, IT'S, UM, IT'S HARD TO ENFORCE BECAUSE EVERYONE HAS DIFFERENT INTERPRETATIONS OF WHAT THIS CONDITION MEANS.

SO, YOU KNOW, AS YOU'RE THINKING ABOUT THE CONDITION, YOU CAN ASK YOURSELF, WHAT SIZE IS THE TREE, UH, WHAT KIND OF TREE IS IT, SHADE OR ORNAMENTAL, A SHADE TREE, BIGGER.

IT'S USUALLY A HARDWOOD AND AN ORNAMENTAL TREE IS USUALLY AN UNDERSTORY TREE.

UM, WITH IRRIGATION REQUIRED.

IRRIGATION IS A VERY EXPENSIVE COMPONENT OF PLANTING TREES.

AND SO IF YOU DON'T REQUIRE IRRIGATION,

[00:15:01]

SOMETIMES IT WON'T GET INSTALLED AND TREES THAT AREN'T, YOU'RE GETTING IN TEXAS DON'T SURVIVE.

UM, IS THERE A MAINTENANCE PLAN SUDDENLY FAIRLY HAS TO BE A MAINTENANCE PLAN, BUT IT'S THAT STIPULATION YOU WANT TO ADD? UM, CAN THESE TREES COUNT TOWARDS OTHER LANDSCAPE CODE REQUIREMENTS? AND SO FOR THIS PROJECT IN PARTICULAR, THAT WAS A BIG DEAL BECAUSE PLANNING 800 TREES WAS, YOU KNOW, ABOUT THE NUMBER THAT WERE REQUIRED TO PLANT FROM THE LANDSCAPE CODE.

SO, UM, WHEN I'M MENTIONED DOUBLE DIPPING, THAT IS LIKE ONE THING YOU NEED TO KNOW THAT IF IT DOESN'T SAY THAT IT'S OVER IN THE BAD CODE, BUT MOST PEOPLE WILL TEND TO COUNT THESE REQUIREMENTS TOWARDS OTHER CODE REQUIRE REQUIRED, UM, REQUIREMENTS.

AND SO IF YOU WANT THEM TO, UM, YOU KNOW, PLANT ADDITIONAL TREES LIKE OVER AND BEYOND, THAT'S REQUIRED BY LANDSCAPE, THEN YOU COULD PUT THAT IN THE REQUIREMENTS AS WELL.

THE NEXT TIME, THE NEXT CONDITION IS DEMONSTRATE A BLACK LAND PRAIRIE LAND RESTORATION.

SO THIS PARTICULAR PROPERTY WAS ABOUT 1200 ACRES.

AND SO, YOU KNOW, UM, RESTORING LAND IS VERY EXPENSIVE.

AND SO IF YOU'RE NOT SPECIFIC ABOUT WHAT YOU WANT TO SEE, WHAT YOU'LL GET IS A HALF ACRE OR AN ACRE RESTORED OUT OF THE 1200 ACRES.

AND, UM, SO IF YOU THINK ABOUT LIKE, WHERE, WHERE DO WE WANT THIS RESTORATION? DO WE WANT IT IN THE CREEK? DO WE WANT IT IN THE FLOODPLAIN? DO WE WANT IT IN THE UPLANDS? UM, HOW MANY ACRES DO YOU WANT RESTORED? SO IF THEY HAD 1200 ACRES, HALF OF IT IS KIND OF FLOOD PLAIN, DO YOU WANT THE FLOOD PLAIN RESTORED? AND HOW MANY ACRES IS THAT GONNA TO REQUIRE IRRIGATION PER ESTABLISHMENT? AND SO THEY CAN ADD TEMPORARY IRRIGATION THAT WILL HELP THE RESTORATION SURVIVE THROUGH THE HOT SUMMER MONTHS AND THEN REMOVE IT ONCE THE VEGETATION IS ESTABLISHED, WE WANT TO MOVE THEM TO PLAN.

AND KEN WAS MITIGATION COUNT TOWARDS OTHER MITIGATION REQUIRED ON SITE.

SO IF THEY WERE MITIGATING A WETLAND, SOME THIS MITIGATION COUNT TOWARDS DOT MITIGATION.

AGAIN IS THIS OVER AND ABOVE WHAT'S REQUIRED BY CODE IS DOUBLE DOSING ALLOWED.

CAN YOU FORWARD TO THE NEXT SLIDE, INVESTIGATE THE RESTORATION OF THE AREA OF DRY CREEK? UM, SO THAT'S THE PRODUCT OF THIS INVESTIGATION.

THIS CONDITION DOESN'T REQUIRE THE OPPORTUNITY TO PRODUCE PLANS, OBTAIN A PERMIT, OR ULTIMATELY RESTORE THE CREEK.

SO THOSE ARE DISCUSSIONS WE HAVE WITH DEVELOPERS SAY, IF YOU WANT THEM TO INVESTIGATE THE RESTORATION, YOU KNOW WHAT THEY'LL SAY TO US? SO WE INVESTIGATED THE RESTORATION AND THEN WE'RE DONE CHECK.

AND SO WE REALLY NEED TO THINK ABOUT WHAT WE'RE LOOKING FOR WHEN WE, WHEN WE GIVE THEM DIRECTIONS LIKE THIS, BECAUSE, UM, IT GETS REALLY HARD TO ENFORCE WHEN THE CITY STAFF HAS A HARD TIME SAYING, YEAH, I GUESS YOU DIDN'T INVESTIGATE IT.

OKAY.

WHY DON'T YOU JUST MOVE ON? AND SO, UM, SOMETIMES I THINK SOMETIMES YOU'RE ASKING FOR SOMETHING AND IT JUST NEVER GETS FULFILLED BECAUSE, UM, MAYBE WORDS WERE LEFT OUT THAT COULD HAVE FORCED THE DEVELOPER TO, UM, MOVE FORWARD WITH WHAT THE INVESTIGATION REVEALED.

YEAH.

UM, LET'S SEE.

THE NEXT ONE IS PERFORMANCE.

I THINK SAID WE SHOULD BE ON SIDE FIVE, UM, PERFORM RESTORATION OF THE RIPARIAN AREA OF DRY CREEK BY WORKING WITH PARTNERS, SUCH AS TEXAS, A AND M.

UM, SO IT'S A COMPLICATING FACTOR FOR THE CONDITION AND SOMETIMES THE PARTNERS ARE NOT AVAILABLE OR DON'T WANT TO WORK ON THIS PROJECT.

AND SO SOMETIMES IT'S EASIER JUST TO SAY, CAN YOU WORK WITH STAFF TO ACHIEVE THE RESULTS THAT YOU WANT? SO STAFF IS VERY KNOWLEDGEABLE AND WE'RE ALWAYS WILLING TO WORK WITH THE APPLICANTS.

SO STAFF IS A HUGE RESOURCE.

AND, UM, NO, PROBABLY JUST INSTEAD OF TEXT SAYING, YOU KNOW, WE HAVE LOTS OF EXPERIENCE WORKING IN THE AUSTIN AREA THAT IT'S, IT'S A WEALTH OF KNOWLEDGE THAT CAN BE, UM, PULLED FROM AND SAY, CAN YOU IDENTIFY? SO,

[00:20:02]

I MEAN, FIRST OF ALL, CONDITION, UM, SO HERE'S A FEW EXAMPLES CONSIDER AMENITIES NEAR THE TRAILS, SUCH AS WATER FOUNTAINS.

SO PEOPLE HAVE SAID, YEAH, WE CONSIDERED IT.

WE DON'T WANT TO DO IT.

IT'S TOO EXPENSIVE.

UM, TREE CARE PLAN SHALL BE INCREASED TO FIVE YEARS.

SOME OF THESE CONDITIONS WE CAN REQUIRE A TREE CARE PLAN THAT WE HAVE NAILING ON THE ENFORCEMENT SIDE TO MAKE SURE THAT, YOU KNOW, THEY COULD HAVE HAD SIGNED A CONTRACT FOR A FIVE-YEAR TREE CARE PLAN, BUT YOU CAN CANCEL THAT AT ANY TIME.

SO WE DON'T HAVE A WAY WE DON'T HAVE A HAMMER TO MAKE SURE THAT THEY HAVE A TREE CARE PLAN FOR FIVE YEARS.

UM, NO, USUALLY WHEN A SITE IS SIGNED OFF THROUGH ENVIRONMENTAL INFECTIONS, WE'RE KIND OF DONE WITH THEM UNLESS THERE'S AN ENFORCEMENT ISSUE, LIKE A NEIGHBOR CALLS IN A COMPLAINT.

SO ONCE THEIR BUILDING IS DONE AND WE PLANNED OFF, WE DON'T, WE DON'T GO AND REVISIT SITES.

UM, SO THIS IS LIKE A LITTLE BIT VAGUE AND HARD TO ENFORCE, BRINGS THE WORD FROM THE REMOVED TREES ON THE SITE AND THE PLAN THAT SOMETHING OTHER THAN MULCH AS A PUBLIC BENEFIT.

SO SOME OF THE THINGS I THINK THINGS ARE, I CALL THEM LIKE THROW GOOD CONDITIONS AND THERE'S LOTS OF THINGS I WOULD LOVE TO HAVE PEOPLE DO, BUT AGAIN, THEY HAVE TO BE RELATED TO THE BARRIER AND THEY HAVE TO BE IN ONE, FIRST OF ALL, TAKE IT ADVANCED THE SLIDE SEVEN, GO HERE.

I JUST PUT TOGETHER A LIST OF TIPS FOR SUCCESS.

SO IF YOU JUST ASK FOR STUFF, LIKE, WHAT ARE YOU TRYING TO ACCOMPLISH WITH THIS CONDITION IS THE GOAL RELATED TO THE VARIANT.

AND SO, AND THE ADDITIONAL LIST I GAVE THAT HAS THE COMMON VARIANCE REQUESTS AND ASSOCIATED CONDITION HAS THE LIST OF SUGGESTED CONDITIONS FOR EACH VARIANCE.

AND THESE ARE THE MOST COMMON VARIANCES THAT COME TO THE ENVIRONMENTAL COMMISSION.

UM, HOW'S THE CONDITION BEEN CLEARLY IDENTIFIED AND THAT GOES BACK TO WHAT DOES IT LOOK LIKE? IS IT, YOU KNOW, WHAT'S THE SIZE OF THE TREE HAS HEARD FOUR, IS IT WATERED AND SUCH? UM, WHAT'S THE CONDITION SPECIFIC AND IS THE CONDITION ENFORCEABLE? SO IF OUR ENVIRONMENTAL INSPECTORS CAN SEE IT ON THE PLANS AND BEFORE THEY SIGN OFF ON THE PLAN, THEY CAN MAKE SURE THAT, YOU KNOW, THE TREES PLANTED OR THE REVEGETATION OR RESTORATION HAPPENS.

THOSE ARE ALL ENFORCEABLE CONDITIONS, ANYTHING THAT IS PUT IN A CONDITION THAT HAPPENS AFTER WE SIGNED OFF, BECOMES HARDER TO ENFORCE.

AND THAT'S IMPOSSIBLE REALLY.

UM, OF COURSE, YOU KNOW, STAFF IS ALWAYS HERE AS A RESOURCE AND EVEN FROM THE DIET, IF YOU WANT ME TO TAKE A FEW MINUTES AND HAVE US LOOK OVER CONDITIONS YOU WERE THINKING ABOUT, WE WOULD ALWAYS BE HAPPY TO DO THAT.

UM, WHEN I FEEL THE NEXT DAY, UM, I'M HERE FOR ANY QUESTIONS YOU HAVE.

DOES ANYONE HAVE ANY QUESTIONS PLEASE? DON'T MISS COMMISSIONER THOMPSON.

HI.

THANKS FOR THAT.

UM, I HAVE, MY QUESTION IS I WAS REMEMBERING THE WATER FOUNTAIN LEASE WITH F1.

THERE WERE, UM, I THINK LIKE A COUPLE OF THINGS THAT THEY COULD DO ON THAT SITE.

AND Y'ALL HAD DECIDED THAT PARD WOULD BE THE DECIDERS ABOUT THAT.

AND SO I'M WONDERING IF THERE IS LIKE, UM, AN OPTION FOR US TO SEND SOME THINGS FORWARD AS SUGGESTIONS.

UM, I DON'T KNOW IF THEY HAVE, IF THEY HAVE TO MEET A HIGHER STANDARD AND THEY HAVE LIKE SEVERAL THINGS IN PLAY.

COULD WE SAY LIKE A, B OR C AS OUR, UM, ARE YOU FINISHED? YES.

SORRY.

OKAY.

YOU KNOW, I THINK, YOU KNOW, IF THERE WERE A PRIVATE TRAIL AND THEY WERE GETTING A VARIANCE FOR THEIR PROPERTY AND THERE WAS A PRIVATE TRIAL ON THEIR PROPERTY, I COULD, YOU KNOW, I COULD, I COULD SEE THAT LIKE YOU WANT, YOU KNOW, POOP BAGS ARE FOR DOGS OR,

[00:25:01]

YOU KNOW, AMENITIES LIKE THAT, MAYBE MORE ENFORCEABLE.

UM, DEFINITELY IF IT'S A, IF IT'S A PARK TRAIL AND IT'S THAT PARK TRAIL IS NOT NECESSARILY PART OF THE SITE PLAN, THAT'S BEING PROCESSED, IT WOULD BE HARD.

IT WOULD BE REALLY HARD TO DO THAT.

I'M NOT SURE IF MAYBE THE PARKS BOARD WOULD BE A, A BETTER PLACE FOR THOSE RECOMMENDATIONS.

I JUST REMEMBER THAT ONE BEING SO DIFFICULT BECAUSE THEY HAD, UM, A WHOLE ENTIRE TRACK THAT WAS PUT ASIDE AND NOT PART OF THE PLAN.

AND IT WAS HARD FOR US TO COMMENT ON IT.

AND I KNOW THAT THAT IS LIKE AN ANOMALY THAT DOES NOT GENERALLY HAPPEN.

SO I DON'T KNOW, I JUST, AT THAT, DURING THAT ONE, I HAD, UM, I DON'T KNOW, WE KIND OF, WE DIDN'T HAVE ANY BASIS FOR OUR, ANY BEARINGS TO KIND OF GUIDE US.

SO I'M JUST SAYING THERE, THERE ARE CIRCUMSTANCES WHERE WE WANT THINGS TO HAPPEN AND IT'S HARD FOR US TO KNOW.

SO I, I, I AGREE STAFF NEEDS TO GUIDE US SOMETIMES.

THANK YOU.

OTHER QUESTIONS? YES.

COMMISSIONER LAMBERT.

THANKS FOR THE PRESENTATION.

UM, I HAD A COUPLE OF QUESTIONS COMING ABOUT THE TREE MAINTENANCE, MAINTENANCE PLAN STUFF AND THE ENFORCEABILITY.

UM, I WAS WONDERING IF YOU HAD SUGGESTIONS, CAUSE I KNOW A LOT OF, OF OUR, UM, ADDITIONAL REQUESTS OR REQUIREMENTS DURING THE AGRARIANS PROCESS REVOLVE AROUND TREES, BUT IS THERE A, LIKE A SURVIVABILITY ENFORCEMENT THAT WE COULD USE OR IS IT KIND OF ONCE THAT PRODUCT, ONCE THE ENVIRONMENTAL INSPECTOR SIGNED OFF, WE DON'T GO BACK OR CLOSE THE LOOP, BUT I JUST, IF YOU HAD ANY IDEAS OF MAYBE OTHER WAYS THAT WE COULD, UM, HAVE MORE, UM, ACCURATELY ENFORCEABLE REQUIREMENTS, ONE OF THE THINGS I'VE SEEN IN THE PAST, IF THE PROJECT HAS LARGE HERITAGE TREES ON SITE, SOMETIMES, UH, I'VE SEEN CONDITIONS APPLIED, LIKE WE'LL GET AN ARBORIST OUT THERE.

YOU'LL AIR SPADE, THE CRITICAL ROOT PHONES JUST TO GIVE, UM, AND REMOVE DEBRA JUST TO GET THAT TREE, UM, SORT OF THE BETTER, UM, YOU KNOW, RECOVERY FROM CONSTRUCTION.

AND, UM, BUT YEAH, AFTER THE ENVIRONMENTAL, UH, INSPECTORS SIGN OFF, NOBODY IS GOING BACK TO THAT PROPERTY.

UNFORTUNATELY WE DON'T HAVE STAFF TO COME BACK IN AND DO THAT.

SO MAYBE IT'S SOMETHING WHERE IF WE'RE REQUESTING AND REQUIRING ADDITIONAL PLANTINGS ABOVE AND BEYOND THAT, THOSE BE PUT IN PLACE IN ORDER FOR THEM TO BE INSPECTED AND REVIEWED BY THE ENVIRONMENTAL SECTOR BEFORE SIGN OFF OR SOMETHING LIKE THAT.

YES.

AND THEY ACTUALLY, UH, LANDSCAPE ACTUALLY HAS A DIFFERENT INSPECTOR AND THAT'S THE LANDSCAPE INSPECTOR WELCOME MS. PHILLIPS.

I HAD A COUPLE OF QUESTIONS.

ONE IS, I DIDN'T KNOW THAT THE LANDSCAPE WAS, IS, IT WAS A DIFFERENT DEPARTMENT.

UM, LANDSCAPE INSPECTION IS WITHIN ENVIRONMENTAL INSPECTIONS, BUT IT'S, THEY ACTUALLY HAVE A LANDSCAPE ARCHITECT THAT GOES OUT AND LOOKS AT THE PLANTS AND THE TREES TO MAKE SURE THEY'RE THE RIGHT VARIETIES.

AND THEN I'M ASSUMING THAT SHOULD WE HAVE LIKE SOME ACREAGE OF LAND THAT WE'RE TALKING ABOUT RESTORATION AND WE COULD, WE COULD ASK DELL SPECIFICALLY, WHAT PART OF THIS ACREAGE WOULD YOU RECOMMEND TO RESTORATION AND HOW MANY ACRES, BECAUSE WE CROSS LIGHTLY THAT BACK ON YOU.

YEAH, THAT WOULD BE FABULOUS.

YOU KNOW, MOST OF THE TIME WE COME WITH CONDITIONS, SO IT'S EASIER, BUT I KNOW SOMETIMES THEY'RE, YOU KNOW, YOU GUYS WANT TO PUT SOME ADDITIONAL CONDITIONS ON THERE AND WE CAN ACTUALLY HELP YOU WITH THAT AT ANY TIME.

AND THEN THE OTHER THING I'M THINKING OF WHEN I HEARD THIS PRESENT BRIEFING WAS, UM, OH, I WANT A LIST OF ALL OF THOSE THINGS THAT YOU JUST RATTLED OFF.

SO MAYBE WE CAN SOMEHOW START WORKING ON THAT WHERE WHEN WE'RE, WE'RE WANTING SOMETHING ABOVE AND BEYOND, WE MAKE SURE WE USE THOSE WORDS ABOVE AND BEYOND,

[00:30:01]

AND THEN WE HAVE AN IDEA OF SOMETIMES WE CAN SPECIFICALLY ASK FOR YES.

OKAY.

ANYONE ELSE HAVE QUESTIONS? THANK YOU SO MUCH.

THIS HAS BEEN HELPFUL.

THANK YOU.

[3. ITEMS FOR CONSIDERATION AND POSSIBLE ACTION a. Discuss and consider a recommendation in support of the Community Climate Plan 2020 Revision—Zach Baumer, Climate Protection Manager, Office of Sustainability (30 minutes) ]

OKAY.

NEXT WE'RE GOING TO GO TO ITEMS FOR CONSIDERATION AND POSSIBLE ACTION.

I'M GOING TO ASK VICE PRESIDENT COIN TO KICK OFF A THREE FOR US TODAY ON THE AGENDA.

THANKS MAN.

SO I HAVE THREE ON THE AGENDA IS DISCUSSION AND CONSIDERATION OF A RECOMMENDATION.

IT'S SORT OF A COMMUNITY CLIENT PLAN, A 2020 REVISION, WHICH IS ACTUALLY TITLED THE US CLIMATE EQUITY PLAN.

THE EXACT BELMAR HERE TO PRESENT TO US WITH 30 MINUTES FOR THIS PRESENTATION AND QUESTIONS.

AND I JUST WANTED TO SAY BEFORE WE START, BUT THIS HAS BEEN A MONUMENTAL EFFORT THAT HE'S ACTUALLY EVEN GOING TO OUTLINE HOW MONUMENTAL THIS EFFORT HAS BEEN, UH, BOTH ON THE STAFF SIDE AND IN TERMS OF VOLUNTEER COMMUNITY LEADERS WHO HAVE BEEN INVOLVED IN THIS PROCESS.

AND I COULDN'T BE MORE PROUD OF WHERE WE'RE AT, YOU KNOW, WE'RE IN PUBLIC COMMENT PERIOD FOR THE NEXT MONTH.

AND SO THERE'S STILL OPPORTUNITY FOR THE PUBLIC TO COMMENT ON THIS.

I'M EXCITED TO HEAR AND GET FEEDBACK FROM ALL OF YOU ON, ON WHERE WE'VE LANDED IN THE DRAFT THAT WAS ACTUALLY RELEASED TODAY.

UM, AND YOU KNOW, ONE THING I WILL SAY IS THAT THERE'S A REASON WHY THE TITLE OF THIS THING CHANGED FROM, UH, THE COMMUNITY CLIMATE PLAN TO THE CLIMATE EQUITY PLAN, UH, STAFF AND, AND COMMUNITY LEADERS DID A LOT OF WORK TO MAKE SURE THAT EQUITY WAS BAKED INTO EVERY THING THAT WE THOUGHT ABOUT IN THIS PLAN TO THE POINT WHERE WE LOOKED AT BEST PRACTICES IN OTHER CITIES, WE LEARNED FROM PLACES LIKE PORTLAND, AND THEY'RE SEEN AS ONE OF THE LEADERS IN DOING EQUITY DRIVEN CLIMATE WORK IN THE COUNTRY.

AND I THINK IT IS SAFE TO SAY THAT WE ARE, UM, YOU KNOW, GOING TO BE ABLE TO SET AN EXAMPLE FOR US HERE REGIONALLY IN TEXAS, UM, HOW TO DO THIS WORK, UH, AROUND EQUITY DRIVEN CLIMATE ACTION.

UH, AND YOU KNOW, WE, IF NOT, UH, IF WE'RE NOT THE, THE, NOW THE LEADER IN THIS WORK NATIONALLY, WE ARE CERTAINLY ONE OF THE, THE MOST, UH, THE MOST INNOVATIVE IN TERMS OF HOW WE'VE INTEGRATED EQUITY INTO OUR CLIMATE ACTION PLANNING WORK.

SO, UM, IT'S EXCITING, IT'S PRECEDENT SETTING AND, AND, UM, I'M EXCITED TO HEAR MORE FROM ZACH'S.

SO I'LL HAND IT OFF TO HIM NOW.

THANKS FOR THAT INTRO.

OKAY.

OKAY.

SO YOU'VE GOT THE SLIDES, THE TITLE SLIDE IS A GREEN SLIDE.

UM, BUT THE WEB IS SO FAR BEHIND THAT CAN'T FOLLOW WITH A BUD.

SO, UM, AND THERE, I COULD TALK FOR LIKE TWO HOURS ON THIS TOPIC.

SO I'M GOING TO GO QUICK AND KIND OF SKIP OVER SOME SLIDES TO TRY TO REALLY TOUCH ON THE ISSUES THAT I THINK ARE MOST APPLICABLE TO, TO THE ENVIRONMENTAL COMMISSION.

SO A SECOND SLIDE, ARE WE THERE? YES, SIR.

RIGHT.

OKAY.

SO KATIE SAID I'M A ZAC WHILE CLIMATE PROGRAM MANAGER.

UM, I'VE MET, YOU, MET YOU ALL BEFORE I PRESENTED TO YOU GUYS NUMEROUS TIMES.

SO, UM, WE HAVE BEEN WORKING UNDER REVISING THE AUSTIN COMMUNITY TO CLIMATE PLAN FOR ALMOST A YEAR NOW.

UM, THE DRAFT FOR PUBLIC COMMENT IS NOW OUT AND PUBLIC COMMENT PERIOD IS NOW FOR FOUR WEEKS.

AND WE'RE LOOKING TO FINALIZE THIS PLAN FOR COUNSELOR ADOPTION BY THE END OF OCTOBER.

SO WE'RE JUST LOOKING FOR YOUR COMMENTS, AREAS OF INTEREST, WHETHER IT'S BOARD, I'M JUST INTERESTED TO GET YOUR FEEDBACK ON THIS, UH, SECOND SLIDE.

SO YOU MAY OR MAY NOT REMEMBER, UM, THE CITY COUNCIL ADOPTED THE TARGET OF NET ZERO COMMUNITY EMISSION, COMMUNITY-WIDE GREENHOUSE GAS EMISSIONS BY 2050.

THEY DOCKED TO THAT TARGET BACK INTO ROUTINE OR CITY COUNCIL'S ACTION ON CLIMATE ACTION.

AND, YOU KNOW, IT GOES BACK TO 2007.

UM, THIS FIRST DOCUMENT THAT DOCUMENTED HERE, FIGURE ON THE SCREEN, THIS WAS CREATED IN 2014, 15 TIMEFRAME.

I WAS VERY SORT OF QUALITATIVE WAS OUR FIRST EFFORT IN A FULL COMMUNITY WIDE PLAN HERE AND KIND OF ADDRESS ALL OF THE DIRECT EMISSION SOURCES OF USING FOSSIL FUELS IN OUR COMMUNITY.

UM, SO THE, REALLY THE, THE FOCUS WAS ON DIRECT EMISSIONS.

NEXT SLIDE.

SO THIS TIME AROUND, WE KNEW WE NEEDED TO DO THINGS DIFFERENT.

UM, WE HAD DIRECTION THAT WE NEEDED TO FULLY REVISE THIS PLAN AFTER FIVE YEARS, THIS WAS FIVE YEARS LAST

[00:35:01]

SUMMER.

UM, SO WE DECIDED THAT WE WERE GOING TO DO A BIGGER EFFORT.

WE WERE GOING TO INCLUDE MORE TOPICS.

WE'RE GOING TO FOCUS ON EQUITY.

SO THERE WERE 24 CITY STAFF HAVE VOLUNTEERED.

THERE ARE NOT VOLUNTEERED 24 CITIES THAT HAVE BEEN WORKING ON THIS FROM LOTS OF DIFFERENT DEPARTMENTS.

OVER 120 COMMUNITY MEMBERS HAVE VOLUNTEERED THEIR TIME ON A STEERING COMMITTEE ON FIVE ADVISORY GROUPS AT A CLIMATE AMBASSADOR PROGRAM.

WE HAD EQUITY TRAININGS AT THE CENTER AT THE BEGINNING OF THIS PROCESS TO GET EVERYONE ON THE SAME PAGE ABOUT EQUITY AND HOW IT INTERSECTS WITH CLIMATE IN PUBLIC COMMUNITY WORKSHOPS THAT WE HELD BEFORE THE DYNAMICS STARTED AND OVER THOUSANDS HOURS HAVE BEEN DONATED TO, TO THIS PROCESS TO CREATE THIS, THIS PLAN.

IT'S REALLY BEEN A COCREATION PROCESS BETWEEN STAFF AND THE COMMUNITY.

NEXT SLIDE IS STEERING COMMITTEE MEMBERS, JUST PUT THIS UP HERE TO NOTE THAT, YOU KNOW, WHEN WE FOUND A REALLY DIVERSE SET OF CITIZENS TO HELP US GUIDE THE CREATION OF THIS PLAN, YOU KNOW, IT WAS ESSENTIAL TO HAVE THIS LEADERSHIP GROUP TO REALLY HELP DO MY KIND OF LIKE BOARD OF DIRECTORS AND, AND DIRECTION ON WHAT DO WE INCLUDE IN THE PLAN? WHAT ARE WE FOCUSING ON? SO THE FOLKS WHO'VE BEEN MEETING EVERY OTHER WEEK SINCE LAST NOVEMBER, SO I HAD TO GUIDE THE CREATION OF THE SPINE.

AS YOU SEE THERE, KATIE POINT WAS ONE OF THE, UH, BECAUSE CHAIRS FOR THIS PLAN DEVELOPED NEXT SLIDE, A HISTORY OF AN EQUITIES.

UM, YOU KNOW, AUSTIN IS AN ARMY EVIL, UNJUST, UM, INEQUITABLE PLACE.

UM, AND THAT STARTED WITH, UH, CITY ACTIVITIES AND, YOU KNOW, THINGS THAT HAVE BEEN GOING ON IN THE CITY FOR OVER A CENTURY.

UM, BUT THOSE INACCURATE INEQUITIES THROUGH, YOU KNOW, CITY POLICIES HAVE LED TO, UM, ENVIRONMENTAL JUSTICE ISSUES, UNFAIR HEALTH OUTCOMES, UNFAIR ECONOMIC ISSUES, UM, GENTRIFICATION.

UM, AND THEN WE STILL HAVE THE MOST ECONOMICALLY SEGREGATED AND, AND LIKELY, UH, RACIALLY SEGREGATED CITIES IN THE COUNTRY.

SO WHEN WE STARTED THIS WORK, IT REALLY BECAME CLEAR THAT WE COULD NOT DEVELOP THE PLAN, THE REVISION TO THE CLIMATE PLAN WITHOUT ADDRESSING THESE ISSUES.

NEXT SLIDE.

UH, SO WHILE AT THE SAME TIME, WE ARE OBVIOUSLY CHANGING THE REQUIREMENT, YOU KNOW, THE BURNING OF COAL OIL AND NATURAL GAS OR ADMITTING ROMANS OF TONS OF GREENHOUSE GAS EMISSIONS, THEN NAVISPHERE BUTLERS HAS ALREADY STARTED TO FORM OVER ONE DEGREE OF WARMING HAS ALREADY BEEN OBSERVED.

AND AT THIS POINT, UH, THE SCIENTISTS I CAN SEE NEW NEP, YOU KNOW, TELLING US WE NEED TO DOUBLE DOWN AND REDO SUBMISSIONS FAST.

SURE.

SO I, UH, CLIMATE PROJECTIONS FOR AUSTIN, YOU KNOW, UH, THIS PLAN IS MOSTLY ABOUT REDUCING EMISSIONS, BUT HOW THE CLIMATE HAS, UH, WILL, WILL BE CHANGING IS EXTREME HEAT, DROUGHT, FLOODING, AND WILDFIRE.

AND THOSE THINGS ARE GOING TO BECOME MORE INTENSE AND HAPPEN MORE FREQUENTLY.

THEY'VE ALREADY STARTED TO BECOMING MORE INTENSE AND MORE, UH, IT HAPPENED MORE FREQUENTLY.

AND THE BOTTOM LINE WITH THIS IS THAT IT IS AN ISSUE THAT THE LOW INCOME COMMUNITIES AND COMMUNITIES OF COLOR IN OUR CITY ARE DISPROPORTIONATELY AFFECTED BY THESE HABITS HAZARDS.

AND WE CONTINUE TO BEAR THE BRUNT OF THE WORST OF THESE THINGS IN THE COMING YEARS, UM, OUR COMMITMENTS TO CLIMATE EQUITY.

SO WHERE WE ENDED UP HERE WAS, YOU KNOW, MAYBE AT WONDERING HOW DO THESE THINGS FIT? WHERE DO THEY FIT TOGETHER? SO ADDRESSING, ADDRESSING RACIAL EQUITY AND ADDRESSING CLIMATE CHANGE, IF YOU LIKE COME TOGETHER WITH THESE VALUES AT THE CENTER.

SO THE VALUES OF HEALTH AFFORDABILITY, ACCESSIBILITY, CULTURAL PRESERVATION, COMMUNITY CAPACITY, JUST TRANSITION ACCOUNTABILITY.

ONE ARE THE THINGS THAT PEOPLE IN OUR COMMUNITY CARE ABOUT, AND THESE ARE THE, WHERE THAT INEQUITIES REALLY OCCUR IN A DAY TO DAY BASIS IN PEOPLE'S LIVES.

SO IF WE FOCUSED ON WOMEN'S ISSUES AND IMPROVING THESE ISSUES WHILE ADDRESSING CLIMATE AND EQUITY, YOU FEEL LIKE WE CAN GET TO THAT A BETTER PLACE TO MOVE THE NEEDLE.

UM, AND THEN THE BOTTOM LINE IS THAT WE'VE REALLY LEARNED THROUGH THIS PLANNING PROCESS THAT, YOU KNOW, ENR CITY WORKS.

IF WE ARE NOT PROACTIVELY ADDRESSING EQUITY AND ADDRESSING THESE TOPICS, IF YOU JUST THINK IT'S NOT AN ISSUE, WE WILL JUST BE PERPETUATING INJUSTICE AND, AND THAT'S NOT ACCEPTABLE.

SO NEXT SLIDE, UM, THE INITIAL, THIS IS THE TOTAL CARBON FOOTPRINT AND WHERE IT'S SORT OF PROJECTED TO GO WITH BUSINESSES, USUAL KIND OF ACTIVITIES THAT ARE ON THE BOOKS NOW, UM, YOU KNOW, WE'RE EMITTING OVER 15 MILLION METRIC, TONS OF CSU EMISSIONS FROM ALL OF OUR COMMUNITY ACTIVITIES.

UM, BUT THE GOAL, THE CURRENT GOAL WITH NET ZERO BY 2050 AND THE RECOMMENDATION OF THIS PLANNING PROCESS IS THAT THE GLOBE HAD CHANGED TO NET ZERO BY 2040.

SO ESSENTIALLY MOVING UP THE GOAL BY 10 YEARS AND MAKING IT MORE AGGRESSIVE, UM, YOU CAN SEE IN THE TRAJECTORY THERE, UM, BECAUSE OF THE COMMUNITY,

[00:40:01]

AND YET IF YOU FOLLOW THE SCIENCE, LIKE MORE NEEDS TO BE DONE FASTER 11, UM, YOU KNOW, THIS IS JUST TO SAY, THESE ARE THE FIVE THINGS THAT, UH, THE FIVE SECTIONS THAT WE CREATED, THE MISSING PLAN.

SO WE HAD AN ADVISORY GROUP SURROUNDING EACH ONE OF THESE FIVE SECTIONS.

UM, IT'S ROUTINE WITH THIS PLAN, IT'S CLIMATE CHANGE, CHANGE TOUCHES SO MANY DIFFERENT ISSUES.

IT WAS PROCEEDING TO MAKE SURE THAT WE WERE NOT OVERSTEPPING BOUNDS INTO OTHER PLAN AREAS INTO OTHER DEPARTMENTS, UH, BUSINESS ACTIVITY.

SO WE REALLY TRY TO ZERO IN ON, UH, WHAT NEEDED TO BE ADDRESSED.

SO YOU'LL SEE.

THE KEY THING FOR THIS CONVERSATION IS IN THE FIRST PLAN, WE DID NOT ADDRESS NATURAL SYSTEMS. WE HAD NOT ADDRESSED THREE, UH MOONSCAPES AND, UH, OPEN SPACE AND AGRICULTURE, AND ALL OF THOSE SYSTEMS PLAY A SUPER IMPORTANT ROLE IN CLIMATE CHANGE BECAUSE THEY WERE ALL PULLING DOWN CARBON DIOXIDE FROM THE ATMOSPHERE AND CREATING NEGATIVE EMISSIONS.

SO IT'S A BRAND NEW SECTION FOR THIS PLAN, AND WE FEEL LIKE A REALLY EXCITING ADDITION TO THIS.

UM, SO AFTER WE GOT STARTED TO HAD THIS INITIAL, UH, CLIMATE EQUITY WORKSHOP FOR ALL THE PARTICIPANTS, IT BECAME CLEAR THAT WE NEED TO HAVE A TOOL AND A PROCESS TO REALLY MAKE SURE THAT EQUITY IS EMBEDDED IN THIS PLANNING PROCESS.

SO WE BASED THIS, UH, THIS PROCESS, YOU THE SIX STEP PROCESS HERE, AND YOU SEE ON THE SCREEN, UM, WHEN WE GOVERNMENT ALLIANCE ON RACE AND EQUITY, WE CAME UP WITH A WHOLE QUESTION IN PROCESS TO HELP OUR ADVISORY GROUPS ASK BETTER QUESTIONS TO EMBED EQUITY IN THE PROCESS YOU MEXICO, RIGHT? I'M GONNA SKIP OVER THAT, UH, SLIDE 14, UH, COMMUNITY CLIMATE AMBASSADORS.

UM, SO, UH, UH, A KEY THING THAT WAS BROUGHT UP VERY EARLY IN THIS PLANNING PROCESS WAS THAT WE SHOULD HAVE A CLIMATE AMBASSADOR PROGRAM.

AND IT WASN'T REALLY CLEAR HOW THAT WAS GOING TO BE DEFINED OR WHAT IT WAS GOING TO BE, WHAT THAT WAS GONNA LOOK LIKE.

UM, BUT WE WORK WITH MEMBERS OF THE JOINT SUSTAINABILITY COMMITTEE.

WE WORK WITH SOME OF THE MEMBERS ON THE STEERING COMMITTEE, AND WE CREATED A PROGRAM THAT ENGAGED WITH THE INDIVIDUALS YOU SEE ON THE SCREEN HERE, WE'RE REIMBURSED FOR THEIR TIME TO GO TALK TO THEIR COMMUNITIES ABOUT CLIMATE CHANGE, ABOUT EQUITY, MORE THAN WHAT, UH, WHAT THEIR COMMUNITIES THOUGHT AND FELT ABOUT THESE TOPICS.

AND THEN CHANNELED THIS INFORMATION BACK INTO OUR PLAN.

SO THIS WAS KEEN TO GET ON THE GROUND REAL FEEDBACK, UM, FROM ROOM INDIVIDUALS THAT WOULDN'T NECESSARILY PARTICIPATE IN ADVISORY GROUP OR, UM, YOU KNOW, OR PART OF THE PLANNING PROCESS.

IT WASN'T REALLY A WIDENING AND DEEPENING OUR ENGAGEMENT.

OKAY.

SO SLIDE 15, 16 A SUMMARY.

SO THE SUMMARY OF WHAT WE'VE CREATED, WHAT IS IN THIS, UH, THIS CLIMATE EQUITY PLAN IS 18 NEW GOALS.

SO THE 18 GOALS ARE THINGS THAT NEED TO BE ACCOMPLISHED BY 2030 TO KEEP US ON TRACK.

THEY'RE ALL QUANTITATIVE.

WE FEEL LIKE, YOU KNOW, SETTING THESE NEW QUANTITATIVE TARGETS WAS KEY TO REALLY MOVE THIS EFFORT FORWARD.

UM, THEN THE NEXT PART OF IT IS THEIR 75 STRATEGIES.

THESE ARE THE THINGS THAT WE FEEL LIKE, AND THE ADVISORS JUST FELT LIKE NEEDED TO BE IMPLEMENTED IN THE NEXT FIVE YEARS, REALLY TO MAKE PROCESSINGS BIG PROGRESS IN ALL THESE AREAS.

AND ALL, YOU MAY NOT SEE IT IN THE GOAL HEADLINES, UM, UH, EQUITY IS CENTERED THROUGHOUT, UH, UH, THE STRATEGIES AS WELL AS THE IMPLEMENT DATE PATIENT GUIDANCE THAT'S BEEN CREATED, UM, IN ALL OF THE PROPOSED GOALS AND STRATEGIES.

SO SLIDE 17.

UM, THERE WERE A LOT OF QUESTIONS AND THIS REALLY CAME UP AS PART OF THE, UM, UH, I'M AN AMBASSADOR PROGRAM THAT LIKE THE ISSUES HERE LISTED OUT ARE THE ISSUES THAT PEOPLE REALLY CARE ABOUT.

AND SO WE REALLY TRIED TO MAKE IT CLEAR THAT LIKE, YOU KNOW, THIS CLAIM DOESN'T SOLVE SAFETY SPRINT, DOESN'T SOLVE THIS PLACEMENT, BUT, UM, BUT IT DOES HAVE A CONNECTION WITH CLIMATE CHANGE TO EVERY SINGLE ONE OF THESE ISSUES.

AND THIS IS JUST HIGHLIGHTING THIS, UH, SO 18.

UM, IT SHOULD BE NOTED THAT WE CREATED, UM, THERE ARE THREE CROSS CUTTING STRATEGIES STRATEGIES THAT CAME UP ACROSS THIS ENTIRE PLAN.

SO THE FIRST ONE IS REALLY TRYING TO PUSH ON GRAND JOBS AND ENTREPRENEURSHIP OPPORTUNITIES RELATED TO THIS PLAN ARE THE SECOND ONE IS REGIONAL COLLABORATION, AND WE CAN'T DO THIS BY OURSELVES.

WE NEED TO COLLABORATE WITH, YOU KNOW, SUBURBAN CITY, SUBURBAN COUNTIES, AS WELL AS THE OTHER MAJOR CITIES IN TEXAS TO REALLY MOVE THIS FORWARD IN A BIG WAY.

AND THEN THE LAST ONE IS REALIZING THAT, UM, WE ARE GOING TO HAVE TO EVENTUALLY BE REMOVING CARBON DIOXIDE FROM THE ATMOSPHERE AND WE ARE GOING TO ACTUALLY, WE ARE GOING TO HAVE TO BE RELYING ON CARBON OFFSET.

SO, UM, FOCUSING ON THOSE THINGS IN A WAY THAT, UH, THAT WORKS FOR US AND CREATES VALUE FOR THE COMMUNITIES, NEXT SLIDE, ALTON ENERGY, 2030 IN RESOURCE GENERATION PLAN.

UM, I'M JUST PUTTING THIS UP HERE BECAUSE, UM, THIS PLAN WAS JUST ADOPTED BY CITY COUNCIL THIS PAST SPRING.

[00:45:01]

IT WAS AN ENVISION OF AUSTIN ENERGY'S GENERATION PLAN, AND WHAT'S IN THIS PLAN IS KEY TO THE INITIAL REACT, UH, REDUCTION OF EMISSIONS FOR THE NEXT 10 YEARS.

UM, THE ACTION THAT'S BEING TAKEN BY AWESOME ENERGY BEING DRIVEN BY OUR CITIZENS, BUT WE CAN'T BE, UM, UNDERSTATED, BUT THIS WILL CREATE, UM, MASSIVE, UH, EMISSION REDUCTIONS IN THE COMING YEARS AND FITS INTO THIS PLAN.

OKAY.

WE MENTIONED THE SLIDES I'M GONNA BREEZE THROUGH JUST TO GET TO THE NATURAL SYSTEM SECTION.

SO SUSTAINABLE GOINGS IS THE FIRST SECTION.

UM, THERE ARE FOUR GOALS IN THIS SECTION.

THE GOALS ARE RELATED TO, UH, DECARBONIZING BUILDINGS, UH, NEW AND EXISTING BUILDINGS, REDUCING REFRIGERANT LEAKAGE EMISSIONS, REDUCING THE BODY CARBON FOOTPRINT AND BUILDING MATERIALS.

AND WHEN YOU DO SEEING OVERALL WATER DEMAND FOR OUR COMMUNITY, OKAY, RIGHT NOW ON TO TRANSPORTATION AND LAND USE.

SO SLIDE 22 AND THEN THE L SLIDE 23.

UM, SO IN THE TRANSPORTATION AND LAND USE SECTION, UM, UH, ONCE WE DECARBONIZED ELECTRICITY IN OUR COMMUNITY, THE SECOND LARGEST SECTOR OF EMISSIONS IS FROM TRANSPORTATION.

SO ALL OF THE FOSSIL FUELS THAT ARE USED TO GET US AROUND IS, IS, IS REALLY MAJOR.

SO THE FIRST TWO GOALS ARE AROUND, UH, DEVELOPMENT AND DRIVING DEVELOPMENT, CHOOSE GROWTH CENTERS AND CORRIDORS IN OUR CITY FOR HOUSING FOR NON-RESIDENT SORT OF WITHOUT MINT.

AND THEN THE SECOND GOAL, UH, BOTH THREE AND FOUR ARE AROUND GETTING MORE PEOPLE ON PUBLIC TRANSIT AND ENABLING MORE PEOPLE, POWER TRANSPORTATION, WHERE YOU DON'T HAVE TO USE A CAR.

SO THOSE TWO ROLES GETTING UP TO 5% OF TOTAL DISTANCE TRAVELED, OR 3% OR DISTANCE TRAVELED WITH NO MAJOR ACCOMPLISHMENTS IN BOTH OF THE, BOTH OF THESE AREAS.

YOU'RE UNDER 1% NOW.

UM, AND EVEN WITH A FULL BUILD OUT OF PROJECT CONNECT, UH, WE'RE GOING TO HAVE TO GET A LOT OF PEOPLE ON PUBLIC TRANSPORTATION TO MEET 5% OF TOTAL TRIPS, UM, MODERN CARS.

OKAY.

NEXT SLIDE, TRANSPORTATION ELECTRIFICATION.

UM, THIS SECTION WILL FRAME WAS DIRECTED BY COUNCIL THAT WE CREATE, UH, AN ALTERCATION PLAN FOR TRANSPORTATION, BECAUSE EVEN IF WE ARE SUCCESSFUL AT GETTING PEOPLE OUT OF CARS, THE WAY OUR CITY IS DEVELOPED, UM, AND THE NUMBER OF CARS THAT ARE OUT THERE RIGHT NOW, IT IS GOING TO REALLY HARD TO GET RID OF ALL THOSE CARS.

SO, UM, THE NEXT STEP WITH THAT IS ELECTRIFYING THAT TRANSPORTATION AND POWERING NETWORKS, RENEWABLE ENERGY.

SO NOT ONLY THE LOCAL AIR IMPACTS, BUT ALSO WE DO SUBMISSIONS.

THIS IS LIKE 25 TRANSPORTATION ELECTRIFICATION, AND THE GOALS ARE LISTED HERE.

UM, THE THREE MAJOR GOALS HERE OR AROUND GETTING THE 1% OF TOTAL VEHICLE MILES TRAVELED, BE ELECTRIFIED BY 2030, HAVING CHARGING INFRASTRUCTURE COMPELLING AND EQUITY EQUITABLY DISTRIBUTED ACROSS OUR COMMUNITY IN ALL SHAPES AND SIZES TO MAKE IT CHEAP AND EASY AND SIMPLE TO CHARGE CARS.

AND THEN FINALLY TO REALLY COORDINATE WITHIN OUR MSA ON THIS TOPIC, YOU KNOW, MANY OF THE PEOPLE THAT ARE DRIVING THE FRUITLESS AND HAVE THE HIGHEST GAS BILLS OF THE PEOPLE THAT ACTUALLY LIVE IN SUBURBS AND DRIVE INTO OUR CITY BACK AND FORTH.

SO CONNECTING WITH THOSE CITIES TO REALLY HELP MMM, UH, THE EXISTING, THE EXISTING CURRENT IT'S LIKE 26% PRODUCT CONSUMPTION THIS AREA, AS YOU CAN SEE, IT'S NOT FOCUSED ON WASTE.

UM, ALSO RESEARCH RECOVERY IS IN THE PROCESS OF REVISING THEIR ZERO WASTE PLAN RIGHT NOW.

UM, SO THIS PART, THIS SECTION, A LITTLE PLAN IS KIND OF FOCUSED ON UPSTREAM IMPACTS AND MORE ABOUT PURCHASING DECISIONS.

SO SLIDE 27 STUDENT PRODUCT CONSUMPTION.

UM, SO THREE GOALS HERE.

THE FIRST ONE IS AROUND FOOD IS AROUND, UM, TRYING TO FOCUS ON FOOD INSECURE AND GET A HUNDRED PERCENT OF AUSTINITES HAVE ACCESS TO PRO CLIMATE PRO HEALTH FOOD, UM, BUT GOOD FOR PEOPLE, UM, TO, FOR OUR BODIES WITHIN THE ENVIRONMENT AND MINIMIZE FOOD WASTE.

UH, THE SECOND GOAL IS AROUND INSTITUTIONAL PURCHASING, TRYING TO REDUCE EMISSIONS FOR MATCH.

AND THE THIRD ONE IS AROUND SUPPORTING THE ZERO WASTE MASTER PLAN, UM, THROUGH WE WEREN'T ACTIVITIES RELATED TO CIRCULAR ECONOMY.

OKAY.

FIVE 28.

SO I'M ALMOST DONE HERE.

SO THESE NEXT FOUR SLIDES ARE ABOUT THIS NEW NATURAL SYSTEM SECTION.

SO NATURAL SYSTEMS WE INCLUDED IS BASICALLY ANYTHING OUTDOORS THAT HAS THE ABILITY TO PULL DOWN CARBON FROM THE ATMOSPHERE.

SO, SO I JUST WANT TO NINE IS THE FIRST ONE.

AND THE NATURAL SYSTEM SECTION IS BY 2030, TRY TO LEGALLY PROTECT AN ADDITIONAL 20,000 ACRES OF CARBON POOLS ON NATURAL LANDS AND MANAGE ALL THE NEW EXISTING, NATURAL LANDS WITH A FOCUS ON RESILIENCE.

UM, YOU KNOW, IT'S IMPORTANT WITH, UH, EXISTING CARBON POOLS TO REALLY THINK ABOUT LIKE,

[00:50:01]

THERE IS A, THERE ARE MILLIONS AND MILLIONS OF TONS THAT ARE, UH, CARBON DIOXIDE ARE SEQUESTERED CURRENTLY IN TREES AND SOIL AND GRASSLANDS.

AND YOU NOT ONLY NEED TO PROTECT MORE OF THOSE LANDS, BUT ALSO MANAGE ALL OF THE LANDS THAT WE CURRENTLY HAVE.

SO THAT CARBON IS NOT RELEASED.

UH, THE SECOND GOAL BY 30, UH, NATURAL SYSTEMS GOAL TWO IS AROUND PHARMA.

SO I PROTECT THEM 500,000 ACRES OF FARMLAND.

AND THE FIVE COUNTY MENTIONED THROUGH LEGAL PROTECTION OR REGENERATIVE AGRICULTURE PROGRAMS, AGRICULTURE AND SOIL.

THERE'S A MASSIVE OPPORTUNITY TO SEQUESTER CARBON AND AGRICULTURE.

AND SO IF IT'S DONE RIGHT THROUGH AGRICULTURE AND RICH REGENERATIVE PRACTICES, SO THERE ARE LOTS OF DIFFERENT, UM, STRATEGIES HERE AROUND PROTECTING, WORKING LANDS ON HELPING FARMERS COMPOST ON LANDS TO REALLY ENHANCE THE AMOUNT OF CARBON BEING SEQUESTERED FOR AGRICULTURE THREE IS AROUND TREES.

SO, UM, THIS IS A SIMILAR TO GOAL TO WHAT'S BEEN DISCUSSED IN CIRCLES ALREADY.

UM, BUT THIS IS ESTABLISHING THIS TARGET OF TRYING TO ACHIEVE AT LEAST DIFFERENT PERCENT CITYWIDE TREE.

CAN'T BE COVERED BY 2050 WITH A FOCUS ON INCREASING CANOPY COVERED EQUITABLY ACROSS THE CITY, BECAUSE THERE ARE SOME PLACES THAT ARE ALREADY GREATER THAN 50%.

SO WE WANT TO MAKE SURE THAT, UM, THAT OUR ENTIRE COMMUNITY, UM, ROSE CANOPY COVER IT WHEN WE PROTECT EXISTING TREES AND PLANT MORE TREES.

COOL.

THE LAST ONE WAS AROUND CITY LANES.

UM, SO BY 2030 AIM TO INCLUDE ALL CITY OWNED LAND UNDER A MANAGEMENT PLAN THAT RESULTS IN NEUTRAL OR NEGATIVE CARBON EMISSIONS THAT REALLY MAXIMIZES, UH, COMMUNITY CO-BENEFITS, UM, CAUSE IT, IT BECAME REALLY CLEAR IN THE RESEARCH THAT YOU CAN MANAGE, YOU KNOW, APART ONE WAY AND CREATE MORE EMISSIONS THAN YOU'RE SEQUESTERING, OR YOU CAN MANAGE IT IN DIFFERENT WAY AND ACTUALLY, UM, SEQUESTER MORE CARBON.

SO, UM, THAT'S AN EXCITING ONE.

OKAY.

UM, ALMOST THERE.

SO MEETING THE 2030 TARGET, WE DID A TON OF ANALYSIS TO TRY TO QUANTIFY WHAT ARE ALL THE EMISSIONS, HOW DO THEY ALL FIT TOGETHER? UM, AND WHAT IS REALLY THE POTENTIAL REDUCTION? SO THE TOP LINE HERE IS IF WE JUST KEPT KEPT ON A MEETING, WE JUST STOPPED IMPLEMENTING CLIMATE PLANS.

WE WOULD BE, YOU KNOW, STILL REMAINING 14 MILLION METRIC TONS A YEAR BY 2030, WHEN WE IMPLEMENT EVERYTHING AND THE AUSTIN ENERGY GEM PLAN AND ALL THE GOALS, AS WE HAVE STATED OF HERE, IT'S LIKELY THAT WE WILL REACH ABOUT 50% REDUCTION.

SO WE WILL BE DOWN IN THE 6 MILLION METRIC TON, UM, UH, AREA BY 2030.

UM, BUT THIS, THE LINE HERE IS THE LINE TO GET TO YOUR EMISSIONS BY 2040.

SO THERE WILL STILL LIKELY BE A GAP.

NEXT SLIDE IS THE REMAINING GAP.

SO THIS IS JUST A LITTLE SLIPPERY HERE AND YOU SEE IS FROM THE LAST SLIDE, BUT UNDERNEATH WHAT OUR EMISSION REDUCTIONS WOULD BE.

SO THIS IS WHERE WE THINK ABOUT SEQUESTRATION AND OFFSET.

SO IF YOU ACTUALLY TAKE ALL OF THOSE NATURAL SYSTEMS GOALS BEFORE GOALS, WE PUT THERE, UM, WE DID A BUNCH OF QUANTIFICATION AND TRYING TO ESTIMATE HOW MUCH CARBON WAS SEQUESTERED BY IMPLEMENTING.

AND I MENTIONED THOSE TARGETS AND THAT'S WHAT THE LIGHT GREEN HERE IS BY GREEN.

WE ESTIMATE THAT WE CAN SEQUESTER AN ADDITIONAL 700,000 TONS OF CNC FROM THE ATMOSPHERE BY REACHING THOSE NATURAL TARGETS.

UM, BUT THERE WOULD STILL LIKELY BE A SMALL AMOUNT OF OFFSETS THAT WOULD STILL BE NEED NEEDED TO REACH THIS TARGET.

SO, UM, EVEN THOUGH THIS WAS SUPER AGGRESSIVE AND, UM, YOU KNOW, THE SHARING COMMITTEE AND EVERYONE PARTICIPATING IN THIS PLAN JUST THOUGHT IT WAS ESSENTIAL THAT WE HAVE A TARGET THAT WE HAVE BOLD, UM, GOALS, AND THAT WE REALLY STRIVE TO DO EVERYTHING THAT WE CAN TO TRY TO PUT DOWN.

SO SLIDE 35.

UM, WE ARE NOW IN THE PUBLIC COMMENT PERIOD.

UH, WE RELEASED ON SPEAKER TALKS IN AN EMAIL OUT TODAY.

UM, THE DRAFT PLAN, A LONG VERSION AND A SHORT VERSION OF THAT PLAN OUT TO LOTS AND LOTS OF PEOPLE.

UM, SO WE ARE TAKING PUBLIC COMMENTS AND WE WILL, UM, THEN ADDRESS THOSE AND FINALIZE A REVISED VERSION IN OCTOBER AND OFFER THAT, UH, FINAL LIBRARY FINALIZED VERSION OF THE CITY COUNCIL FOR ADOPTION, UM, HOPEFULLY BY THE END OF OCTOBER.

AND THAT'S IT.

THANKS FOR YOUR TIME.

I CAN ANSWER YOUR QUESTIONS OR, UH, OUR EVERY ROOM.

I HAVE A QUESTION, MARIANNE NEELY, IF I'M A, IF I'M ON THE LIST, BERBERIAN OKAY.

UH, TWO THINGS.

ONE IS ON THE NATURE SYSTEMS WHERE YOU HAVE, UH, YOU'LL HAVE INCREASED COMMUNITY TREE PLANTING.

THAT THAT REALLY SOUNDS GREAT, BUT IT, I WOULD LOVE

[00:55:01]

IT IF IT, THE WORDS ARE USED ARE A LITTLE BIT MORE STRONGER THAN INCREASE COMMUNITY TREE PLANTING SOMETHING.

SO PEOPLE UNDERSTAND THAT WE NEED A LOT TO DO THAT PLANTING TREES, WHICH WILL REDUCE THE HEAT, ETC.

SO THAT'S NUMBER ONE.

NUMBER TWO IS, UM, YOU KNOW, WE ALL LIKE TO TALK TO PEOPLE ABOUT WHAT WAS HEARING AND SO ON AND SO FORTH.

UM, I WOULD LOVE IT IF THERE'S SOMETHING YOU COULD WRITE UP, BUT SPEAKING IN, UH, I DON'T WANT TO SAY A SIMPLE WAY, A WORD THAT WE CAN SAY WITH, WITHOUT IT MAKING SO INTENSE OR SO, SO, UM, DIFFICULT AND USING WORDS THAT A LOT OF PEOPLE WOULD JUST GO, HUH.

SO JUST A THOUGHT, AND THAT WOULD, WHAT CAN WE TALK ABOUT TO PEOPLE IN, IN WORDS THAT A LOT OF PEOPLE CAN IMMEDIATELY UNDERSTAND WHAT WE NEED TO DO AND WHAT WE'RE GOING TO DO? SO THERE'S MY TWO THINGS.

THANK YOU VERY MUCH.

I ENJOYED READING THIS BEFORE THE MEETING TODAY.

THERE'S SO MUCH YOU'RE DOING IT'S WONDERFUL.

THANK YOU VERY MUCH.

THANK YOU.

THANKS COMMISSIONER NEELY.

I DON'T KNOW IF YOU WANT TO SPEAK TO, THERE'S A SECTION THAT DOES GET A LITTLE MORE SPECIFIC ABOUT TREE CANOPY KILLER.

YEAH, YEAH.

I MEAN, I MEAN, IN BAR, IN THE PLAN, THERE'S LIKE, YOU KNOW, TWO AND A HALF PAGES OF TEXTS ON, ON SPECIFICS ON HOW WE WILL GET THERE.

WHAT WE'RE SPECIFICALLY PROMOTING, UM, YOU KNOW, THAT, THAT STRATEGY THREE, UM, THE FULL LANGUAGE OF THE STRATEGY IS INCREASED CITY FUNDING FOR COMMUNITY TREE PLANTING PROGRAMS FOCUSED ON LOW INCOME COMMUNITIES AND COMMUNITIES OF COLOR.

UM, AND THE REAL, THE SPECIFICS OF THE, HOW WE'LL GET THERE ARE, UM, AROUND, UH, PRIORITIZING PROGRAMS THAT ALLOW COMMUNITY HAVE INPUT ON THE PROCESS, ADDITIONAL FUNDING AND GRANTS FOR COMMUNITY LED, NEIGHBORHOOD SCALE, TREE PLANNING, UM, GROWING CITY LED REFORESTATION PROJECTS DURING THE JUVENILES FLOODPLAINS CRESCENT NEIGHBORHOODS.

AND THEN FINALLY, UM, WORKING ACROSS NUMEROUS DIFFERENT DEPARTMENTS IN THE CITY TO BUILD CANOPY ALONG TRANSIT ROUTES CONNECTED TO TRANSIT STOPS.

UM, SO SORT OF COOL, COOL.

THE CITY.

THAT'S TRUE.

AND THAT'S JUST THAT ONE STRATEGY.

SO I THINK YOU'LL SEE WHEN YOU GET INTO THE DEPTH OF ALL OF THESE, UM, STRATEGIES, THERE'S A LOT OF SPECIFICS.

YEAH.

AND WHAT I LIKE ABOUT THAT, MARIANNE, JUST TO BE A COMMISSIONER NEARLY IS THAT IT ALSO COMPLIMENTS SOME OF THE OTHER GOALS OR SOME OF THE OTHER STRATEGIES IN THAT SECTION THAT, THAT ARE REALLY SPECIFIC ABOUT NO NET LOSS OF TREE CANOPY ON PUBLIC LANDS.

AND, YOU KNOW, ALSO ACHIEVING THAT 50% CITYWIDE TREE CANOPY BY 2050.

I MEAN, THERE'S, IT'S CERTAINLY A ROBUST SECTION ON, ON HOW WE ENVISION BEING ABLE TO DO THAT.

WHAT OTHER QUESTIONS DO WE HAVE? YEAH.

I MEAN THE WHOLE WORD.

THANK YOU, COMMISSIONER.

YEAH.

THANK YOU.

UM, SO YEAH, I, UH, THOUGHT THIS WAS A GREAT PRESENTATION AND WAS REALLY EXCITED WHEN I REVIEWED THE PRESENTATION BEFORE THE MEETING AND I DON'T REALLY HAVE QUESTIONS, BUT IT JUST KIND OF INSPIRED A LOT OF IDEAS.

SO I'LL JUST PUT SOME COMMENTS OUT THERE, BUT THAT I THOUGHT OF WHEN I WENT THROUGH IT.

UM, SO, AND, YOU KNOW, I, UH, WORK A LOT WITH LIKE HOUSING AND LAND USE.

SO THIS IS MOSTLY IN TRANSPORTATION.

SO IT WAS MOSTLY IN THOSE SECTIONS, WHICH CHECK KIND OF KNOW A LITTLE BIT ABOUT.

UM, BUT THE FIRST THING I THOUGHT OF WAS, UH, UM, MAYBE ENCOURAGING MORE ATTACHED TO BUILDINGS, UH, ATTACHED STRUCTURES WHERE PEOPLE WHERE PEOPLE SHARE WALLS IS, YOU KNOW, MUCH MORE ENERGY EFFICIENT BECAUSE YOU KNOW, THERE'S NO BETTER INSULATION FOR YOUR AIR CONDITIONED LIVING BOX THAN SOMEONE ELSE'S AIR CONDITIONED LIVING BOX.

UM, SO I THINK KIND OF INCENTIVIZING ATTACHED HOUSING IS A REALLY GOOD IDEA.

I THINK, UH, GETTING RID OF THE PHASING OUT THE FREE PARKING IS REALLY CRITICAL AND ALSO JUST LIKE PHASING OUT PARKING IN GENERAL, I'VE SEEN SOME STUFF ONLINE ABOUT, UH, CONVERTIBLE PARKING GARAGES THAT AREN'T LIKE SLOPED ALL THE WAY.

SO YOU CAN MAYBE WHEN WE'VE REDUCED CAR USED, YOU CAN CONVERT PARKING GARAGES TO RESIDENTIAL AND OFFICE SPACE OR WHATEVER THE CASE

[01:00:02]

MAY BE.

UM, THEN IN THE NATURAL SYSTEMS, I SAW A COMMENT ABOUT PROMOTING COMMUNITY STEWARDSHIP AND THOUGHT A LOT ABOUT THAT ONE.

UM, AND IT'S KIND OF, DEFINITELY IN MY BALLYWICK.

UM, I'VE, YOU KNOW, I'VE WORKED A LOT IN COOPERATIVES, UM, AND I'VE READ A LOT ABOUT COOPERATIVES BEING REALLY EFFECTIVELY USED TO MANAGE NATURAL SYSTEMS. I, YOU CAN DEFINITELY FIND EXAMPLES OF LIKE OVERFISHED FISHERIES THAT CAME BACK TO KIND OF COME BACK TO LIFE AFTER IMPLEMENTING A COOPERATIVE MANAGEMENT SYSTEM.

UM, AND THE LAST THING I GOT IS JUST, UH, I THINK I SAID THIS LAST TIME WE HAD THE CLIMATE PLAN COME UP, BUT, UH, IMPLEMENTING A FUTURE BAN ON GAS HOOKUPS, PARTICULARLY AS WE INCREASE THE AMOUNT OF NON FOSSIL FUEL ENERGY USE, UM, UH, BEING GENERATED BY AUSTIN ENERGY.

UH, SO YEAH, THOSE ARE, THOSE ARE JUST MY THOUGHTS AND IDEAS, AND I THINK IT'S A GREAT PLAN.

SO THANK YOU ALL FOR ALL THE HARD WORK MICHELLE THOMPSON, I'D LIKE TO SAY THANK YOU TO USE ZACK AND ALL OF THE PEOPLE THAT GAVE UP THEIR TIME AND YOUTUBE KATIE, BUT THAT IS WONDERFUL WORK THAT YOU'VE DONE.

AND I REALLY APPRECIATE THE GOAL OF TOURING TO GET THERE EARLIER.

AND I'M WONDERING IF ANYTHING THAT WE, UH, IF THERE'S SOMETHING THAT WE COULD DO AS A BODY THAT WOULD ENCOURAGE THAT, ZACH, I DON'T KNOW IF YOU WANT TO RESPOND TO TIBET.

YEAH.

UM, BUT I THINK, YOU KNOW, I THINK JUST, YOU KNOW, SUPPORTING THE PLAN TOWARDS ADOPTION AND, AND, YOU KNOW, HELPING GET COUNCIL TO SUPPORT THAT NEW, MORE AGGRESSIVE TARGET IS KEY.

UM, AND THEN I THINK THE NEXT THING IS, YOU KNOW, AS WE MOVE INTO THE COMING YEARS, LIKE THIS IS JUST THE PLAN, UM, IMPLEMENTATION, WE NEED ACCOUNTABILITY AND WE NEED TO CONTINUE TO GET ATTENTION.

UM, SO YOU KNOW, THE MORE THAT, UH, THAT THE ENVIRONMENTAL CONDITION, UH, LICENSE REPORTS FROM THE NATURAL SYSTEMS SEARCHING WITH THE PLAN, UM, I MEAN, TRYING TO HELP SORT OF BE THAT ACCOUNTABILITY MECHANISM, UM, TO DRIVE THE ORGANIZATION, TO TRY TO MAKE SURE THAT THIS STUFF GETS FUNDED AND WE'VE REACHED THESE TARGETS, UM, I THINK IS KEY.

AND I, I UNDERSTAND THAT THERE ARE THREE KEY RECOMMENDATIONS THAT WERE IN THE DREADS SUSTAINABILITY COMMITTEE RECOMMENDATION ABOUT THIS THAT HAVE TO DO WITH, UM, IMPLEMENTATION, MAKING SURE THERE'S FUNDING TO DO THIS WORK, CREATING A COUNCIL COMMITTEE ON ENVIRONMENTAL JUSTICE AND EVEN ADDING MORE MEMBERS TO JOIN SUSTAINABILITY COMMITTEE.

CAUSE RIGHT NOW THAT'S MADE UP OF MEMBERS OF OTHER COMMISSIONS THAT ALREADY ARE DOING DOUBLE DUTY.

AND SO ADDING SOME OTHER DEDICATED COMMUNITY LEADERS TO JOIN SUSTAINABILITY COMMITTEE, TO MAKE SURE THAT, THAT WE HAVE A LITTLE MORE CAPACITY TO KEEP FOLKS ACCOUNTABLE ON MOVING THIS WORK FORWARD.

BUT I THINK WE CAN ESPECIALLY SERVE A KEY ROLE, ESPECIALLY AS IT RELATES TO THE CONTINENT AND THE NATURAL RESOURCES SECTION OF THIS PLAN, UM, IN, IN TYING BACK THE WORK THAT WE'RE DOING TO OUR CLIMATE GOALS, UM, AND, AND, YOU KNOW, CONSTANTLY MAKING SURE THAT WE ARE PUSHING THIS WORK FORWARD.

I'M HOPING, IS THAT ME? I HAVE, SORRY, I DON'T KNOW WHAT HAPPENED.

UM, I'M JUST HOPING THAT, UM, THIS COULD BE LIKE PART OF A REVIEW FOR A PAD OR, OR SOMETHING LIKE THAT, THAT, UM, IF PEOPLE ARE GOING TO ASK FOR THINGS, WE WANT THEM TO KNOW WHAT OUR PRIORITIES ARE, WHAT OUR GOALS ARE AND THINGS LIKE THAT.

AND I KNOW THAT IT MIGHT, UM, NOT BE SOMETHING WE CAN DO, BUT I, I WOULD LIKE TO SUGGEST IT AS LIKE, UH, BEFORE SOMEONE COMES BEFORE US WITH A PAD THAT THEY WOULD REVIEW THIS OR ARE JUST HOWEVER WE CAN ENCOURAGE PEOPLE TO REVIEW THIS WORK.

IT'S AWFULLY GOOD WORK.

THANK YOU SO MUCH.

VICE-CHAIR COIN.

THIS IS CHRIS HARRINGTON.

MAKE A COMMENT ON THAT.

THANK YOU ALL GOOD EVENING OR GOOD AFTERNOON.

I KNOW THAT WAS A LOT AND YOU'RE VERY COMMITTED TO THIS CAUSE.

AND DESPITE YOUR MANY OTHER OBLIGATIONS,

[01:05:01]

YOU REALLY DEVOTED A LOT OF TIME TO IT AND ALSO ACKNOWLEDGED THE WATERSHED PROTECTION DEPARTMENT STAFF, POTATO SCOGGINS, MATT HOLLAND, TOM MENACE, THAT WERE DIRECTLY INVOLVED IN THIS PLAN WITH COMMISSIONER THOMPSON.

I WANTED TO JUST SORT OF SPEAK BRIEFLY TO THAT POINT.

IT'S ABSOLUTELY CRITICAL THAT WE DO, UM, AND EMPHASIZE THIS EARLIER GOAL, THE SEVERITY OF THE PROBLEM FACING US AUSTIN AND OUR PLANET CANNOT BE UNDERSTATED.

SO I APPLAUD THE RECOMMENDATIONS THAT WE MOVE MORE AGGRESSIVELY, BUT WE MUST LOOK MUCH BROADER THAN, UM, ANY INDIVIDUAL PUTT.

IF WE THINK ABOUT A CANOPY GOAL BY ITSELF, GETTING TO 50% IN THE NEXT 10 OR 20 YEARS WHEN WE'RE ONLY AT 30% AND URBAN CANOPY CITYWIDE NOW BASED ON OUR BEST GUESTS OF THE EARTH, THE LATEST CANOPY INVENTORY WE HAVE A LOT OF WORK TO DO.

AND THIS IS NOT SOMETHING THAT WE WILL BE ABLE TO RESOLVE ONE INDIVIDUAL SITE DEVELOPMENT PERMIT APPLICATION AT A TIME TO THE, TO THE VICE CHAIRS COMMENTS.

THIS IS SOMETHING THAT WE MUST HAVE A WHOLE NEW LEVEL OF ACCOUNTABILITY OF OUR POLICY MAKERS AND OF COUNCIL ATTENTION TO THIS.

UM, THIS IS A FANTASTIC PLAN.

I THINK IT'S, WE HAVE SET EXCELLENT GOALS FOR OURSELVES AND WE HAVE DONE COMMUNITY ENGAGEMENT AND I, AND I APPLAUD THE OFFICE OF SUSTAINABILITY FOR REALLY SHOWING THE REST OF THIS CITY, HOW TRUE COMMUNITY ENGAGEMENT CAN BE DONE WITH A FOCUS IN THE CENTER IN EQUITY.

UM, BUT WE, WE MUST ACT MUCH BROADER THAN THAT, UH, MUCH FASTER AND REALLY THINK ABOUT HOW WE CAN TRULY IMPLEMENT THESE THINGS ON THE TIMELINES THAT WE'VE SET FOR OURSELVES.

AND SO IT, IT'S, IT'S A, IT'S A MUCH BIGGER CHALLENGE THAN THAT, BUT I THINK WILL REQUIRE BROADER THINKING, UM, FROM ALL OF US.

THAT WAS ALL.

THANK YOU.

THANK YOU.

THANKS FOR SAYING THAT.

ANY, ANY OTHER QUESTIONS? COMMISSIONER BEDFORD.

OKAY.

THANK YOU.

I JUST WAS CURIOUS AND HOW Y'ALL WERE DOING THE COMMUNITY OUTREACH.

WELL, THE COMMUNITY COMMENTS, LIKE ARE, Y'ALL ALL RELYING ON THE, ON THE COMMUNITY, GO LOOK FOR THE INFORMATION ONLINE OR WAS IT, UM, WAS IT PART OF YOUR GROUP THAT WAS DIRECTLY, UM, BRANCHING OUT INTO THEIR OWN COMMUNITIES AND REACHING OUT TO KIND OF SPREAD THE WORD? YEAH, SO WE WILL, IT'S ON SPEAKER BOSTON.

SO A LOT OF PEOPLE WILL JUST SEE IT THROUGH THAT, UH, AVENUE, BUT THEN YES, WE WILL.

WE JUST LAUNCHED IT TODAY, BUT WE WILL BE PUSHING OUT THROUGH ALL DIFFERENT EMAIL, UM, SORT OF, UH, GROUPS AND CONNECTIONS THAT WE HAVE TO TRY TO GET THE LINKS OUT THERE TO FOLKS.

UM, AND THEN COMMENTS CAN BE CONNECTED THROUGH BACK THROUGH THE SPEEDUP AUSTIN SITE.

THERE'S A SPOT FOR COMMENTS.

WE ALSO CREATED A SURVEY.

SO PEOPLE JUST WANT TO FILL OUT THE SURVEY WITH THEIR THOUGHTS ON THINGS.

THEY CAN DO THAT.

UM, THEN WE'RE ALSO HOLDING THE WEBINARS THAT WE'RE GONNA, UM, YOU KNOW, PROMOTE THE PLAN AND HAVE THOSE ON FACEBOOK LIVE AND HAVE THEM RECORDED.

SO, UM, THERE'S, THERE'S NUMEROUS ANGLES TO SORT OF LIKE TRY TO GET WORD OUT ABOUT THIS.

AND JUST ALSO THE
