WE'VE RESTARTED PROJECT CONNECT AFTER ANY REFERENDUM THAT WAS HELD IN 2014. SOME OF THEM MAY RECALL IF YOU WERE LIVING HERE. UM, AND THEN STARTED AGAIN ON THE PROCESS OF ENGAGING THE COMMUNITY IN 2016, UM, HELPING HAVING THE COMMUNITY HELP US TO IDENTIFY THE CORRIDORS WHERE HIGH CAPACITY TRANSIT SERVICE MADE SENSE. AND, UM, THROUGHOUT THAT PROCESS, WE'VE WORKED VERY, VERY CLOSELY WITH AUSTIN TRANSPORTATION DEPARTMENT, THE AUSTIN STRATEGIC MOBILITY PLAN AND THE MOBILITY CORRIDOR PROGRAM, SO THAT WE WERE ALL IN LOCK STEP AS THIS BEDDING TOOK PLACE. UM, WE EVEN SHARED A COMMUNITY ADVISORY COMMITTEE WITH THE AUSTIN STRATEGIC MOBILITY PLAN TEAM CALLED THE MULTIMODAL COMMUNITY ADVISORY COMMITTEE. UH, SPEAK A COUPLE OF WHO ACTUALLY SERVED ON THAT COMMITTEE AND THANK YOU FOR YOUR SERVICE. AND THAT MORPHED INTO A, AN ADVISORY COMMITTEE CALLED THE PROJECT CONNECT, UH, AMBASSADORS AT WORK, WHICH IS A GROUP OF PEOPLE, ABOUT 150 MEMBERS ON THE, ON THE ROSTER, UM, THAT REPRESENT A VARIETY OF PERSPECTIVES AROUND THE CITY FROM NEIGHBORHOODS TO SOCIAL SERVICES, UH, TO, UM, SOCIAL JUSTICE GROUPS, UM, REAL ESTATE GROUPS, EDUCATION, ET CETERA, AND WITH THE HELP OF OUR, UH, TO CAM AS WE CALL IT. AND THESE ARE THE COMPONENTS I'LL GO THROUGH THEM QUICKLY. AND THEN I'LL CONCENTRATE A LITTLE BIT ON EACH ONE. UM, BUT THE CENTER PIECE OF THE PROJECT CONNECT SYSTEM PLAN IS, UH, TWO WHITE RAIL LINES. UM, ORIGINALLY THE RECOMMENDED SYSTEM PLAN HAD INCLUDED A THIRD, THE GOLD LINE THAT FOR THE TIME BEING AND THE INITIAL INVESTMENT IS GOING TO BE A RAPID, UH, BEST RAPID, UH, EXCUSE ME, A METRO RAPID MINE. SO THE ORANGE LINE IS THE MORE SOUTH LIGHT RAIL LINE. UM, IT WILL BE RUNNING FROM THE NORTH, FROM OUR TRANSIT CENTER AT ONE 83 AND LAMAR, UH, DOWN TO 70 LANE INTO THE SOUTH, THE BLUE LINE, UM, THE CONNECTIONS FROM THE AIRPORT INTO DOWNTOWN, UM, AND IT WOULD INCLUDE A DOWNTOWN TRANSIT TUNNEL AND THAT TREND, THAT TUNNEL THAT GAVE US THE OPPORTUNITY TO HAVE THREE UNDERGROUND STATIONS, INCLUDING THE FLAGSHIP STATION, WHICH WOULD BE, UM, THE REPUBLIC SQUARE STATION WHERE, UH, PASSENGERS COULD CONNECT TO OTHER SERVICES, INCLUDING FROM ONE LINE TO THE OTHER. UM, IT WOULD ALSO INCLUDE METRO RAPID RUNS THE ORIGINAL RECOMMENDATION WITH SEVEN NEW METRO RAPID ROUTES FOR THE INITIAL INVESTMENT WE'RE MOVING FORWARD WITH FOUR RECOMMENDED METRO RAPID ROCKS. IT ALSO INCLUDES ENHANCEMENTS TO, UH, REDLINE, OUR COMMUTER RAIL SERVICE, THE METRO RAIL, UM, AND CLAIMS FOR A GREEN LINE, A SECOND COMMUTER LINE. UM, THAT THAT LINE IS ACTUALLY CURRENTLY RUNNING FREIGHT SERVICE. IT IS A FACILITY THAT IS OWNED BY CAPITAL METRO, AND THAT WAS THE CONVERTED TO COMMUTER RAIL SERVICE, UM, YEARS DOWN THE LINE, AND THEN ADDED EXPRESS MORE EXPRESS BEST SERVICE AND BETTER EXPRESS SERVICES, A COMMUTER BEST SERVICE. UM, BUT THE PURPOSE OF THAT IS TO BRING PEOPLE IN AND OUT OF THE CENTER OF THE CITY. PEOPLE WHO HAVE TO WORK HERE EVERY DAY, BUT DON'T LIVE HERE FOR A NUMBER OF REASONS. WE KNOW AUSTIN FAIRLY EXPENSIVE AND WE HAVE MORE AND MORE PEOPLE WHO ARE HAVING TO LIVE OUTSIDE THE CITY. AND SO THE METRO EXPRESS LIKE THE RED LINE AND THE FUTURE GROWTH OF LINE, IF THEY CONSIDER SERVICE, WE WOULD ALSO BE EXTENDING OUR LOCAL BUS SERVICE. I BET YOUR BUS SERVICE AS WELL AS I'VE MET HER ACCESS AND OTHERS IN RESPONSE TO RESPONSE SERVICE, WE CURRENTLY HAVE ONE CALLED PICKUP [00:50:01] THAT HAS BEEN LAUNCHED IN SIX NEIGHBORHOODS IN TOWN. THAT IS AN ARMED MAN, A NEIGHBORHOOD CIRCULATOR SERVICE. THE PURPOSE OF THAT IS TO CONNECT PEOPLE TO THE NEAREST TRANSIT STOP OR OTHER DESTINATIONS WITHIN THEIR NEIGHBORHOODS ZONE AND, UH, PROJECT CONNECT CALLS FOR MULTIPLE, UH, OF THOSE SERVICES. THERE'S NO NEIGHBORHOOD CIRCULATOR SERVICES TO BE ADDED TO OUR SERVICES. UH, ANOTHER THING OF IMPORT IS THAT ALL OF OUR DO A CLOSE FOR THE PACKET BECAUSE I SYSTEM WILL BE RAIL EMISSIONS, ELECTRIC VEHICLES. THE NEXT SLIDE SLIDE NUMBER TWO, PLEASE. THIS IS JUST A DREAM TO GIVE YOU AN IDEA OF WHAT A LIGHT RAIL SERVICE COULD LOOK LIKE ON THE GROUND. THE MAJOR DIFFERENCE IS THE TYPE OF SERVICE THAT OFFERS PATTERNS THAT LIGHT RAIL IS MEANT TO SERVE INNER CITY PASSENGERS. SO IT HAS MULTIPLE STOPS OR STOPS OR FROM YOUR SERVICE. IT'S ALSO, AS YOU CAN SEE FROM THE RENDERING RIGHT ON THE STREET, IF YOU CAN PICTURE MAYBE RIVERSIDE BOULEVARD WHERE THE BLUE LINE WOULD BE RUNNING, THIS IS WHAT WE ENVISIONED IT TO LOOK LIKE ON THE GROUND CENTRAL RUNNING, POSSIBLY BOARDING ON BOTH SIDES OR HAVING SEVERAL PLATFORMS. HE RESPONDED MAYBE THREE, TWO DOWNTOWN AND WENT DIRECT TO THE AIRPORT AND IT WOULD INCLUDE THE DESTINATION THERE'S LAKE SHORE DRIVE THE CONVENTION CENTER, RAINY STREET, WHERE THERE WOULD BE A CROSSFIT, UH, OF LADY BIRD, LAKE, UH, HOOCHIE, FESCUE, AND THE NORTH OF TRANSIT CENTER. ALRIGHT, NEXT TIME PLEASE. NUMBER SIX, I MENTIONED THAT WE ARE PROPOSING A SECOND COMMUTER SERVICE. THAT WOULD BE THE GREEN LINE ON A RIGHT OF WAY. THAT WAS CURRENT, THAT CAPITAL METRO CURRENTLY OWNS. UM, AND THAT WOULD RUN FROM DOWNTOWN AND SERVE EAST AUSTIN, UM, ORIGINALLY TO COLONY PARK AND THEN IN THE FUTURE, POSSIBLY MAINER AND EVEN ELKINS. ALRIGHT, NEXT SLIDE PLEASE AT SLIDE NUMBER SEVEN, AN OVERVIEW OF THE FORD METRO RAPID ROUTES THAT ARE BEING PROPOSED. SO THESE QUARTERS LOOK ORDERS THAT INCLUDE, I MENTIONED THAT THERE WAS A THIRD PROPOSED A RIGHT RAIL LINE IN THE INITIALLY RECOMMENDED SYSTEM PLAN. THAT WAS GOING TO BE A METRO RAPID ROUTE TO BEGIN WITH. AND THAT GOAL IS THAT'S CALLED THE GOLD LINE AND IT WAS GO FROM ACC HIGHLAND IN THE NORTH TO SOUTH CONGRESS AND BEN WIPED TO THE SOUTH. AND IF YOU'RE NOT FAMILIAR WITH OUR METRO RAPID SERVICE WITH THE RAPID IS, YOU'VE PROBABLY SEEN THEM DOWNTOWN ON THE BUS ONLY LANE. THESE ARE RED VEHICLES, SOME OF THEM ARE ARTICULATED OR THE BENDY BUSES WITH THE DOUBLE DOUBLE, UH, PASSENGER CARS. UM, AND THEY ALSO HAVE PRIORITY TREATMENT AT RESECTIONS. SO THEY TEND TO MOVE MUCH MORE RELIABLY THAN THE LOCAL BUS SERVICE, AND THEN THE SECURITY PEOPLE LONGER DISTANCES AS WELL. UM, SO THAT'S WHAT WE'RE PROPOSING HERE FOR THE GIRLS' LINE. ANOTHER METRO RAPID LINE WOULD BE THE EXPO CENTRAL LINE RUNNING FROM EAST AUSTIN TO UT AT DOWNTOWN. UH, THE THIRD ONE WOULD BE THE PLEASANT VALLEY ROUTES THAT WOULD RENT FROM RULER TO THE GOODNIGHT RANCH AND THEN THE BURNET ROUTE, WHICH WAS FROM THE DOMAIN AND SOUTH WORKING OFF IN TWO DIRECTIONS. UM, SHE HAD BEEN CHAKA [00:55:01] AND OAK HILL. NEXT SLIDE PLEASE. UM, THE NEXT FEW SLIDES, I'LL JUST GO THROUGH QUICKLY JUST TO GIVE YOU AN IDEA. THESE ARE RENDERINGS. ANOTHER BENEFIT OF HAVING THE, THE DOWNTOWN TIMER DOWNTOWN STATIONS THROUGHOUT THE FACILITY FOR LOCAL BUSINESSES TO, UM, HAVE RETAIL SPACES OR FOOD BENDING SPACES. THERE ARE ALSO OPPORTUNITIES FOR PUBLIC ART AND PERFORMANCE AND, UM, OTHER PLACEMAKING OPPORTUNITIES. NEXT SLIDE, PLEASE, SLIDE NUMBER 10 JUST SHOWS YOU WHAT A PARK AND RIDE FACILITY COULD LOOK LIKE. NUMBER 15 IS AN INITIAL INVESTMENT SEQUENCE. HOW REAL THESE LOOK ON A TIMELINE? SO SHOULD THE REFERENDUM PASS IN NOVEMBER, WE WOULD IMMEDIATELY BEGIN TWO PROCESSES. ONE WOULD BE THE ENGINEERING AND DESIGN WORK. AND THE OTHER ONE WOULD BE AN ENVIRONMENTAL ASSESSMENT THAT IS MANDATED BY THE FEDERAL GOVERNMENT AS PART OF OUR APPLICATION TO THE FEDERAL TRANSIT ADMINISTRATION FOR FUNDING THROUGH A PROJECT CONNECT. UM, ONCE THESE ARE COMPLETE, WHICH WOULD BE ANYWHERE BETWEEN 18 MONTHS TO TWO YEARS, WE WOULD BEGIN CONSTRUCTION ON THE LIGHT RAIL LINES, THE ORANGE AND BLUE LINES. AND IF YOU'RE INTERESTED FROM NOW, WHEN YOU MIGHT ACTUALLY BE RIDING THOSE SERVICES, WE'RE PROBABLY LOOKING AT 2028 TO 2029 FOR THAT ENHANCEMENTS TO OUR METRO RAIL OR COMMUTER SERVICE THAT CURRENTLY ARE ALREADY UNDERWAY. BUT SOME OF THESE WOULD BE UNDERTAKEN IN THE FIRST TWO YEARS AFTER THE ENGINEERING AND DESIGN WORK AND BE COMPLETE WITHIN THE FIRST THREE YEARS OF THE PROJECT. SO THOSE WILL COME ON FAIRLY SOON. AND IN FACT, WE HAVE OUR DOWNTOWN STATION, UH, THAT WILL, THAT IS UNDER CONSTRUCTION AND WILL BE COMPLETED AS EARLY AS 2021. THEN THE GREEN LINE IS A LITTLE BIT FURTHER DOWN THE LINE. WE'RE LOOKING AT YOUR AGE TO BEGIN CONSTRUCTION ON THAT. AND THE REASON FOR THAT IS IN ORDER FOR THE PROJECT AND SHOW ME WITH HIM PROBABLY, UM, EXPAND ON THIS A LITTLE MORE FOR PURPOSE FROM HER PROFESSIONAL PERSPECTIVE, BUT, UM, IN ORDER TO BE COMPETITIVE FOR FEDERAL FUNDING FOR PROJECTS, WE HAVE TO DEMONSTRATE THAT THERE IS RIDERSHIP POTENTIAL. CURRENTLY THERE'S NOT QUITE ENOUGH DEVELOPMENT IN THAT CORRIDOR [01:00:01] OR ENOUGH DENSITY IN THAT CORRIDOR TO PROJECT THE WRITER'S SHIP NUMBERS THAT WE NEED TO MEET A THRESHOLD FOR FUNDING. UM, BUT WE BELIEVE THAT BY YEAR EIGHT AND WE'VE BEEN INVOLVED IN A DEVELOPMENT STUDY OF THAT CORRIDOR FOR THE LAST YEAR AND A HALF, UM, TO DETERMINE THE POTENTIAL FOR THAT WE BELIEVE BY YEAR EIGHT, UM, THAT WE'LL BE READY TO APPLY FOR FEDERAL FUNDING TO BEGIN CONSTRUCTION ON THAT AND GET FEDERAL CLEARANCE. UM, MR. RAPIDS WOULD START PRETTY QUICKLY. THOSE WOULD BE ON THE GROUND FAIRLY QUICKLY, THE FIRST THREE, UM, QUICKER, BECAUSE THEY DON'T HAVE TO GO THROUGH THE, UH, THE TRADITIONAL NEPA PROCESS, WHICH IS A LITTLE BIT TIME CONSUMING. THE GOLD LINE WILL BE A LITTLE BIT LATER, UH, FINISHED BECAUSE IT DOES HAVE TO GO THROUGH THE NEPA, THE PROCESS. AND THE REASON FOR THAT IS BECAUSE WE'RE PREPARING FOR THAT CRUISER TO EVENTUALLY BECOME A POTENTIAL LIGHT RAIL LINE. AND THAT WAY WE HAVE DO ENVIRONMENTAL WORK DONE ON THAT. AND THEN WE'LL SEE THE, THE METRICS STRESS AND PARKING RIGHTS WILL BEGIN IMMEDIATELY. SOME OF THESE WILL BE COMPLETED PRETTY QUICKLY. OTHERS WOULD BE ONLINE LATER IN THE, IN THE PROCESS AROUND YEAR NINE. UM, WE'LL BE GIVEN IMMEDIATELY, UM, UPGRADING OUR TESTING TECHNOLOGY SYSTEM. UH, THOSE WOULD BE READY, UH, APPROXIMATELY YEAR THREE. AND THEN OF COURSE WHAT WE'RE TALKING ABOUT TODAY, THE TRANSIT SECURITAS ANTI-DISPLACEMENT MEASURES, UM, THE CITY COUNCIL AND, AND OUR BOARD AGREED IN JULY, UH, HAD A JOINT WORK SESSION. SHE, WHAT WAS ORIGINALLY CONCEIVED AS A $100 MILLION FUND TO TRIPLE THAT AMOUNT TO $300 MILLION. UM, AND AS YOU CAN SEE, THAT WOULD BE ADMINISTERED THROUGHOUT THE PROCESS. WE'LL TALK A LITTLE BIT MORE ABOUT THAT AS I GET TO THE AUSTIN TRANSIT PARTNERSHIP, WHICH IS HOW THIS IS ALL GOING TO BE FABRIC. SO LET'S GO AHEAD AND MOVE ON TO THE NEXT SLIDE. SLIDE NUMBER 16, THE AUSTIN TRANSIT PARTNERSHIP, UM, BECAUSE WE'RE GOING TO BE GETTING FUNDING FROM THE FEDERAL GOVERNMENT AND FROM THE CITY OF AUSTIN, SHOULD THE REFERENDUM PASS AND ALSO FROM CAPITOL METRO'S, UM, IT WAS DETERMINED THAT THE BEST WAY TO MOVE FORWARD WOULD BE TO CREATE WHAT'S CALLED A LOCALLY, UH, DEVIN DEVIN, A LOCAL GOVERNMENT CORPORATION AS GC. UM, WHAT'S GOING TO BE CALLED THE AUSTIN TRANSIT PARTNERSHIP, AND IT WILL BE A WAY FOR US TO BE MORE TRANSPARENT WITH THE COMMUNITY ABOUT HOW THESE FUNDS ARE BEING IMPLEMENTED AND WHERE THEY'RE COMING FROM. UM, IT WILL ALLOW US TO WORK HAND IN HAND WITH THE CITY OF AUSTIN, UH, TO IMPLEMENT THE PROJECT CONNECT CONSTRUCTION, UM, AND MANAGE THE PHONES. AND IF WE MOVE ON TO THE NEXT SLIDE, WE CAN TALK A LITTLE BIT ABOUT WHAT THAT'S GONNA LOOK LIKE. UM, SO WE ALSO TRANSPORTATION PARTNERSHIP WOULD REPORT TO THE CITY COUNCIL AND THE CAPITAL METRO BOARD, AND IT WOULD PROVIDE AN ANNUAL COMPREHENSIVE REPORT TO THE CITY COUNCIL AND THE CABINETRY BYRD, UH, AND PARTICIPATE IN AN ANNUAL JOINT MEETING WOULD HAVE AN INDEPENDENT AUDITOR. IT WAS MANAGED TO A PROJECT CONNECTED, FERMENTATION, AND EXECUTION OF THE DESIGN AND CONSTRUCTION, AND IT WOULD ENSURE CLOSE ALIGNMENT WITH CAPITAL MAP SHOW OPERATION, UM, THE DIFFERENT RESPONSIBILITIES, THE CITY AND CAP METRO HAD APPROVED PROJECT CONNECT SYSTEM PLAN AND POLICIES. UM, IT WAS FORMED TOGETHER FROM THE ACP. THEY WOULD ESTABLISH POLICIES, SELECT MEMBERS AND ALLOCATE THE ANNUAL FUNDING TO THE ATP. SO THE AUSTIN TRANSIT PARTNERSHIP WOULD HAVE ITS OWN BOARD, POSSIBLY EVEN ITS OWN STAFF. AND THREE OF THOSE BOARD POSITIONS WILL BE COMMUNITY POSITION IN PARTICULAR, THEY WOULD BE SEEKING, UH, COMMUNITY MEMBERS WITH EXPERTISE IN FINANCE AND ENGINEERING AND CONSTRUCTION. AND, UH, I BELIEVE THE THIRD ONE WAS IN GOVERNANCE. AND MOST RECENTLY THE DEVELOPMENT THAT JUST CAME ABOUT FROM A RESOLUTION THAT THE CITY COUNCIL, UH, THIS THIS MONTH, UH, WAS TO ALSO INCLUDE A COMMUNITY ADVISORY, KIMBERLY, A CAC THAT WOULD RECORD AT A PUBLIC MEETING TO THE BOARD, TO THE ACP BOARD AND ADVISE THE ACP BOARD, UM, SPENDING THE ANTI-DISPLACEMENT FUNDS. SO THAT IS WHAT WE KNOW NOW, THERE'S STILL A LOT MORE TO DO, UM, TO REALLY MEET THIS OUT THAT, UM, I WANT US TO TURN THIS OVER TO SHARMILA NOW WHO CAN SPEAK A LITTLE BIT ABOUT THE ENVIRONMENTAL PROCESS [01:05:01] AND THE REASON THAT'S IMPORTANT BECAUSE THE ENVIRONMENTAL PROCESS ALSO INCLUDES, UM, SPECIFIC, UM, EXAMINATION OF HOW COMMUNITIES, WHAT IS THE PILLAR UNDERSERVED COMMUNITIES, UH, COULD BE NEGATIVELY BY CONSTRUCTION. UM, SO IT'S NOT ONLY LOOKING AT THE NATURAL ENVIRONMENT AND THEN WHAT THE PROCESS LOOKS AT THE HUMAN ENVIRONMENT. AND THAT'S A REALLY IMPORTANT POINT TO MAKE BECAUSE THE ENGAGEMENT WORK THAT'S DONE FOR THIS MEANS THE PROCESS IS HIGHLY RIGOROUS AND VERY GRANULAR. WE'LL BE WORKING WITH STAKEHOLDERS OFF THE CORRIDOR LEVEL OF ALL OF THESE PROJECTS, UM, AND COMING TO HER CREATE A SOLUTION THAT WORKS FOR EVERYBODY. MANY OF YOU MAY KNOW ALREADY THAT THAT'S, UM, REALLY LOOKS AT, I PROVIDE SOME POLICY FRAMEWORK, UM, TO REVIEW, UM, CONSEQUENCES OF ENVIRONMENTAL CONSEQUENCES OF EXCESSIVE CONSEQUENCES OF OUR ACTIONS ON BOTH HUMAN AND A BUILT ENVIRONMENT. SO THE FOCUS HAS BEEN ON DOSE ENVIRONMENT INITIALLY. UM, AND I THINK THE HUMAN ENVIRONMENT WAS NEGLECTED IF YOU ASKED ME FROM THE HISTORICALLY HOW THAT WAS DONE. UM, BUT I THINK, UM, SINCE ESSENTIALLY 1965, THERE WERE LIKE A LOT OF LAYERS OF REGULATION THAT CAME UNDERNEATH US, SPECIFICALLY THE EXECUTIVE ORDER, 12, EIGHT 98, THAT ENVIRONMENTAL JUSTICE, UM, EXECUTIVE ORDER THAT WAS SIGNED BY PRESIDENT CLINTON. THAT THAT'S REALLY GOOD NEPA. UM, I WOULD SAY, UH, THE OPPORTUNITY TO GO INTO VARIOUS DEEP ANALYSIS OF, UM, ANY POTENTIAL, FIRST OF ALL, ANY IMPACTS FIRST, ALL IMPACTS TO THEM. DEMOGRAPHIC ANALYSIS GETS CONDUCTED AND THEN ANY IMPACTS TO LOW INCOME AND MINORITY POPULATION ARE ASSESSED SEPARATELY. AND THEN THERE'S A THIRD NERVE ASSESSMENT THAT TAKES INTO ACCOUNT ANY ADVERSE IMPACT, UM, THAT, UM, THAT COULD POTENTIALLY HAPPEN TO LOW INCOME AND MINORITY POPULATIONS BASED ON A PROJECT ACTION. AND THEN ANY ADVERSE IMPACT THAT'S ME CAUGHT ME BY AQUATIC ACTION THEN GOES THROUGH A MITIGATION PROCESS BEFORE IT GOES TO THE MITIGATION PROCESS. AND THEN I JUST WANTED TO TALK A LITTLE BIT ABOUT ON TOP OF ME BY SOME OF THE OTHER STATES HAVE ALSO, UM, ADDITIONAL LAYERS OF IT, UM, REVIEW, BUT I THINK, AND JACKIE CAN TOUCH UPON THAT A LITTLE BIT MORE, BUT I THINK AUSTIN HAS GONE AHEAD. CITY OF AUSTIN AND CAP METRO HAVE DONE EXHAUSTED WORK ON THIS TO COME UP WITH A FRAMEWORK THAT IT DOES. IT'S ALMOST, IT'S A DUAL LINE REACTION FORMULA. IF YOU ASK ME ON ONE HAND, THE REGULATORY FRAMEWORK WOULD ALLOW THE NEPA FRAMEWORK WOULD ALLOW US TO ASSESS ANY IMPACTS, ANY POTENTIAL IMPACT, ANY POTENTIAL ADVERSE IMPACT THAT THE RESULTS OUT OF THE PROJECT ACTION. AND WHEN, WHEN I SAY AUDIT ACTION, WHAT DOES THAT MEAN? IT MEANS, UM, THE ALIGNMENT, WHICH IS THE CORRIDOR, [01:10:01] UM, FROM ONE END TO ANOTHER. SO IT'S BASICALLY THE CORRIDOR BETWEEN TERMINI, UM, AND ALL THE STATIONS ASSOCIATED WITH IT. AND ANY STATION, AREA PLANNING, ANY TRANSIT ORIENTED DEVELOPMENT THAT WOULD COME ABOUT, THEY ALL HAVE TO GO THROUGH THIS ENVIRONMENTAL JUSTICE LENS. AND THROUGH THAT PROCESS, THERE'S AN ANALYSIS AT USUALLY THERE'S A SEPARATE PUBLIC OUTREACH, UM, UH, COMPONENT THAT GOES ALONG WITH THE ENVIRONMENTAL JUSTICE OUTREACH, BECAUSE IT IS SEPARATE FROM THE OVERALL PROJECT AND PUBLIC INVOLVEMENT OUTREACH, BECAUSE IT'S SOMETIMES IN, IN CASES. AND IN MANY CASES, I WOULD SAY I HAVEN'T SEEN THE PROJECTS THAT I'VE WORKED ON IN OTHER, UM, IN OTHER PARTS OF, UM, THE CONTRACT WORKED IN CALIFORNIA AND MICHIGAN AND A FEW OTHER THINGS I SAID WHEN I'VE SEEN IT, SOME OF THE DEMOGRAPHIC CHARACTERISTICS, UM, OFF OF COMMUNITY AND THE SORT OF THE CULTURAL NUANCES THAT DON'T GET CAPTURED IN, UH, IN, IN JUST A GENERAL PUBLIC INVOLVEMENT PROCESS, NEBA SPECIFICALLY ASKED FOR SPECIAL ATTENTION TO THAT IF THE IS TO EXTEND ACCESS AND REMOVE BARRIERS TO LIMITED ENGLISH PROFICIENCY POPULATION IN ADDITION TO LOW INCOME AND MINORITY POPULATION. UM, AND WHEN I MENTIONED THE PLANNING JARGON, IT'S OFTEN GETS THROWN AS THE LEP POPULATION. SO LEP THE LIMITED ENGLISH PROFICIENCY POPULATION, AND THAT THROWS IN THE TITLE SIX CIVIL RIGHTS, UM, THEY'RE ONTO THE ENVIRONMENTAL JUSTICE. SO I WANTED TO SHARE THAT FRAMEWORK TODAY, UM, A LITTLE BIT BECAUSE IN THE NEXT TWO YEARS, UM, THERE'LL BE A LOT OF PAPERWORK. THAT'S GOING TO GO ON ALL THIS CORRIDOR, DEPENDING ON THE, DEPENDING ON HOW PROJECT CONNECT MOVES FORWARD. AND YOU WOULD HEAR A LOT OF TARGETED MEETINGS THAT WOULD COME UP THAT WOULD OFFER YOU OPPORTUNITIES TO SPEAK ON STATIONARY OF PLANNING, TRANSIT, ORIENTED DEVELOPMENT, PLANNING, STATION, LOCATION CHOICE, AND HOW THAT WOULD BE. YOU KNOW, I GUESS YOU COULD SAY, YOU KNOW, RACIALLY OR SOCIALLY EQUITABLY PROBLEMATIC THINGS THAT ARE HAPPENING. SO ALL THAT IS TO SAY IS LIKE, I THINK, UH, WHEN YOU THINK ABOUT THE PEOPLE THAT ARE, YOU KNOW, A COMMISSIONER OR A TERRIBLE BROUGHT UP THE ARGUMENT IN THE COMMUNITY ABOUT, UH, YOU KNOW, THE SORT OF FISCAL, THE FISCAL CONCERN OF THIS PROJECT. AND FRANKLY, I THINK THAT THERE'S SOME FOLKS THAT THEIR STANCE ON GOVERNMENT, UM, BUT MY PROJECTS WILL BE, UH, IN, UM, I THINK THAT, UH, AS FAR AS THE, YOU KNOW, THAT SORT OF NARRATIVE IS BETTER OFF FOCUSED ON MAKING THIS NEPA PROCESS MORE UNDERSTANDABLE TO THE COMMUNITY SO THAT THEY SEE THEIR MULTIPLE OPPORTUNITIES JUST SORT OF, UM, HAVE AN INTERVENTION IF AS FAR AS THE, UH, YOU KNOW, ECONOMIC IMPACTS OR THE DISPLACEMENT POTENTIAL OF THIS PROJECT, AND HAVE A MUCH MORE SORT OF CLEAR BULLETED, YOU KNOW, WHAT, HOW THE PROCESS WORKS IN TERMS OF THIS, THIS PLACEMENT, UM, TASKFORCE. I THINK THAT WILL REALLY APPEAL TO A LOT OF THE PEOPLE THAT ARE HEARING THE NARRATIVE. UM, AND [01:20:01] I DON'T WANT THAT, THAT THERE'S NO DISRESPECT, CAUSE THAT'S AN OPINION IN IT AND IT'S, AND IT'S VALID, BUT I THINK A LOT OF ARE GOING TO GO WITH THAT NARRATIVE OF THE SIMPLE, UPFRONT EXPENSE OF THIS. AND THEY'RE NOT GOING TO BE ABLE TO HEAR ABOUT THE SORT OF FUTURE BENEFITS, UNLESS YOU'VE EXPLAINED THE STRAINS THAT ARE IN PLACE IN A WAY THAT THEY CAN UNDERSTAND THAT THEY'RE GOING TO DEFAULT BECAUSE THEY'RE HURTING ECONOMICALLY. AND IF YOU CAN'T EXPLAIN THE NEPA PROCESS IN A WAY THAT FOLKS CAN UNDERSTAND, IF YOU CAN'T EXPLAIN THE TASKFORCE IN A WAY THAT FOLKS CAN UNDERSTAND THAT, HOW THEY ACCESS IT AND HOW THEY'RE INVOLVED WITH IT, I'M, I'M PRETTY SURE THAT THOSE FOLKS ARE JUST GOING TO LISTEN TO, YOU KNOW, UNDERSTANDABLY THOSE, THOSE SORT OF, UH, FISCAL AND ECONOMIC ARGUMENTS ABOUT THE UPFRONT EXPENSE OF THIS, WHICH, WHICH ARE, YOU KNOW, SUBSTANTIAL. UM, SO ANYWAYS, I HOPE I HOPE WHAT I'M SAYING MAKES SENSE, UH, COMPLETE SENSE. IT MAKES COMPLETE SENSE. AND JACKIE, BY ME, JUST CHIME IN AND JUST SEE ONE OTHER THING. I THINK THAT'S GOING TO GO A LONG WAY, UM, SORT OF, UM, HIGHLIGHTING UNDERSCORING, THE POINT YOU JUST MADE IT'S THAT BEYOND ASSESSING ANY IMPACTS OR ADVERSE IMPACTS, AND THEN COMING UP WITH A MITIGATION PLAN, THERE'S A BENEFIT IN A, IN A COMMUNITY OR FOR A PROJECT IN A COMMUNITY IN ORDER FOR IT TO BE COMPETITIVE IN FDA'S EYES AND BE KIND OF HAVE A HIGHER LEVEL OF COST EFFICIENCY INDEX. IF YOU DO A CEI SCORE, IT ACTUALLY THE PROJECT NEEDS THEN HAVE, IF THERE ARE SUFFICIENT COMMENTS THAT AGAIN, SOME POTENTIAL ADVERSE EFFECT THAT ACTUALLY NEEDS AN APPROPRIATE MITIGATION PLAN AND HOW THAT GETS DONE ACTUALLY GIVES THE PROJECT A HIGHER SCORE. I HAVE SEEN THAT HAPPEN AND VERY SUCCESSFULLY DELIVERED THAT IN DETROIT. I GIVE THAT EXAMPLE ONLY DECIDED THAT THAT WAS A COMMUNITY THAT WAS IN 1950S HIGHWAYS WERE BUILT RAISING TWO NEIGHBORHOODS AND HAS, UM, LOT OF BUILTIN RACIAL INEQUITIES THAT THE COMMUNITIES THAT WE'RE DEALING WITH. AND THEN THE LIGHT STROKE PROJECT CAME IN AND HAD MET WITH THE PROJECT, MET WITH SO MUCH SUSPICION AND, UM, JUST NOT ENOUGH TRUST IN WHAT NEPA COULD DO. AND I COMPLETELY UNDERSTAND IT'S DIFFICULT TO TRUST A FEDERAL REGULATORY FRAMEWORK TO DELIVER WHAT YOU WANTED TO DO. IT'S JUST, IT'S JUST HARD CONCEPTUALLY. SO I THINK, BUT I'VE SEEN THAT WORK WELL IN THERE ARE INCENTIVES BUILT IN, IN THE SYSTEM FOR, FOR THE PRODUCT SUPPORT EVERYONE TO COME TOGETHER WELL AS WELL. UH, THANK YOU SO MUCH. YOU KNOW, YOU HAD SAID THAT YOU MOVED THE GOLD LINE FROM BEING LIGHT RAIL TO A, TO A BEST WRAP TO A METRO RAPID. ARE THERE, IS THERE ROOM FOR THOSE THINGS TO SHIFT BACK AND FORTH FOR THE ROUNDS? THANK YOU. YEAH, NO, ABSOLUTELY. I WOULD SAY THE, THE LOCALLY PREFERRED ALTERNATIVE USUALLY HOLDS IN, IN PRINCIPLE ON LIVE, THERE ARE CRITICAL DEFICIT IN THEM THAT COME OUT IN THE NEPA PROCESS. SO IF YOU SEE, UM, I'M GOING TO GIVE AN EXAMPLE. I ALIGNED THAT WE DON'T HAVE THE, UM, A PURPLE LINE, UM, A LINE THAT'S ALREADY GONE THROUGH A LOCALLY PREFERRED ALTERNATIVE AND HAS BECOME A LOCALLY PREFERRED ALTERNATIVE, USUALLY WOULD STAY CLOSE TO WHAT IT IS, BUT THERE ARE DESIGN OPTIONS THAT COME OUT AND YOU HAVE A PROCESS THAT FINE TUNE STATION LOCATIONS, FINE TUNE ALIGNMENTS IF NEEDED TO AVOID ADVERSE IMPACTS. SO, AND THAT IS THE ENTIRE FUNCTION OF ANY BOOK PROCESS TO HAVE TO, UM, CREATE A FORUM WHERE ENVIRONMENTAL CONSEQUENCES, CONSEQUENCES ARE HUMAN AND BUILT ENVIRONMENT CAN BE AVOIDED THROUGH FINE TUNING. SO THAT'S THE, THAT'S THE ESSENCE OF THAT. AND THAT'S PART OF THAT TO GET, ANSWER YOUR QUESTION THAT TOD STATIONARY ON PLANNING PROCESS WOULD BE ADDRESSED IN THE PUBLIC OUTREACH.
