UM, I'M MATTHEW . UM, I'VE BEEN WORKING ON AND OFF AS A CONSULTANT TO THE CITY OF AUSTIN FOR THE LAST 10 YEARS. UM, MOST RECENTLY I WAS ENGAGED TO, UM, MAKE A PROPOSAL FOR AN ECONOMIC DEVELOPMENT ORGANIZATION AND A CULTURAL TRUST. AND I WANTED TO JUST GIVE YOU A VERY BRIEF UPDATE ON WHERE WE ARE WITH THAT. AND, UM, SOME SUGGESTIONS FOR YOUR CONSIDERATION. NOW THAT NME MIGHT BE HELPFUL IN, UM, WHAT YOU PROPOSE. SO, UM, JUST AS A BASIC BACKGROUND, THIS CONTRACT THAT I'VE BEEN UNDER HAS BEEN GOING SINCE ABOUT NOVEMBER, IT'S BEEN IN FOUR PHASES AND WE'RE IN THE FINAL PRESENTATION RECOMMENDATION STAGE WITH COUNSEL. WE'VE DONE INTERVIEWS OF ABOUT, UM, 90 PLUS DIFFERENT ORGANIZATIONS AND INDIVIDUALS. MOST OF THEM WE'VE DONE TWO TO THREE SESSIONS AND ITERATED ON THESE PROPOSALS MULTIPLE TIMES WITH COUNCIL STAFF. I MEAN THE ORGANIZATIONS, NONPROFITS AND OTHER FOLKS IN GOVERNMENT. THE MAIN PURPOSE HERE IS TO CREATE WHAT WE CALL IN THE ECONOMIC DEVELOPMENT INDUSTRY, A PUBLIC REAL ESTATE DEVELOPER. THAT'S A STRATEGY THAT HAS BEEN PROVEN, UM, IN ABOUT SIX OR SEVEN DIFFERENT CITIES AROUND THE COUNTRY. THE IDEA IS TO RATHER THAN FIGHT THE REAL ESTATE INDUSTRY OR DO PUBLIC PRIVATE PARTNERSHIPS THAT JUST ENRICH THEM AT THE EXPENSE OF THE COMMUNITY TO CREATE A REAL ESTATE DEVELOPMENT ENTITY THAT WORKS FOR THE PUBLIC AND DOES NOT TAKE THOSE PROFITS. ALL THE MONEY'S JUST BUILT BACK TO THE CITY TO SUPPORT POLICY. UM, AND THIS ENTITY CAN OWN AND OPERATE REAL ESTATE, CHARITABLE DONATIONS, INVESTMENT DOLLARS, ET CETERA. WE'VE DONE A SERIES OF PEER CITIES CONFERENCES AROUND THE NATION BRINGING, UM, UPWARDS OF 17 OR 18 CITIES TOGETHER. IT'S CONSISTENTLY AS SHOWN AS THE BEST STRATEGY FOR IMPROVING COMMUNITY AFFORDABILITY AND PUBLIC BENEFITS. THE PROJECT LIST THAT HAS BEEN PROPOSED FOR THIS ORGANIZATION TO START, UM, HAS BOTH MAJOR PROJECTS AND ONGOING CITY PROJECTS. THE MAJOR PROJECTS PROPOSED WE'RE WORKING ON SOUTH CENTRAL, WORKING WITH T U, UM, AND ESPECIALLY ON, UM, SOCIAL JUSTICE ISSUES THERE, ESPECIALLY GIVEN THAT HISTORY OF DEVELOPMENT THERE. UM, HMM. AND, UH, I DON'T THINK I NEED TO TELL THIS GROUP, ALL THE, ALL THE HISTORY THERE, BUT THERE'S A REAL OPPORTUNITY TO USE THIS MOMENT TO TURN THAT AROUND, UM, BEFORE, UM, WHATEVER HAPPENS WITH THE DOES, UM, AND THEN A CULTURAL TRUST HAS BEEN A HUGE PORTION OF THE DESIRE FOR THIS ENTITY, UM, WITH DEDICATED RESOURCES AND PERSONNEL TO SUPPORT, NOT JUST ANY PARTICULAR BOND ISSUANCE, BUT IN THE OVERARCHING STRATEGY, TECHNICAL ASSISTANCE AND DEVELOPMENT PROGRAM THAT WOULD ENSURE THE TREATMENT OF CULTURAL INFRASTRUCTURE BROADLY SPEAKING AS INFRASTRUCTURE IN THE CITY AND MAKING SURE THAT IT IS AFFORDABLE IN PERPETUITY. UH, IN ADDITION, THERE'S ONGOING CITYWIDE PROJECTS, UM, SUPPORTING THINGS LIKE PUBLIC PRIVATE NEGOTIATIONS, HELPING TO NAVIGATE ALL THE DIFFERENT PUBLICLY OWNED SITES, WHETHER THEY'RE OWNED BY THE CITY OR OTHER FORMS OF GOVERNMENT, WE'VE SPOKEN TO MOST OF THEM ALL ARE VERY EXCITED ABOUT THE OPPORTUNITY TO HAVE SOMEONE IN THEIR CORNER WORKING FOR THEM, UM, WITHOUT A PROFIT MOTIVE, TO TRY TO GET THE BEST OUTCOMES THAT WE CAN IN INCLUSIVE GROWTH, UM, WHICH IS ECONOMIC GROWTH THAT IS PAIRED WITH SOCIAL JUSTICE, CULTURAL AFFORDABILITY, SUSTAINABILITY, LOCAL BUSINESSES, UM, AND BASICALLY THE THINGS THAT MAKE IT POSSIBLE FOR FAMILIES TO LIVE IN A CITY. SO I'M JUST HIGHLIGHTING THE CULTURAL TRUST. ONE OF THE RECOMMENDATIONS THAT WE MADE FOR CONSIDERATION WAS LEVERAGING THIS $12 MILLION FACILITIES BOND TO A HUNDRED MILLION PLUS. UM, THAT'S A PRETTY STANDARD TECHNIQUE THAT WE'RE PULLING FROM MULTIPLE OTHER CITIES. WE THINK IT WOULD BE A REALLY GOOD THING TO CONSIDER. UM, WE ARE NOT INVOLVED IN ALL THE CONVERSATIONS THAT YOU ALL ARE, BUT, UM, ANOTHER THING THAT WOULD HAPPEN IF THIS ORGANIZATION IS PUT IN PLACE IS MILLIONS OF DOLLARS WOULD BE SAVED, UM, IN BROKERAGE FEES AND CONSULTANT FEES. THIS, THIS ENTITY WOULD JUST WORK FOR THE CITY, UM, AND WOULD GET ITS MONEY THROUGH SUCCESSFUL TRANSACTIONS OR, UM, MANAGEMENT OF SPACES, OR JUST CROSS SUBSIDIZE OTHER PROJECTS TO HELP SUPPORT THIS PROJECT. UM, THE IDEA IS THAT THE ENTITY COULD HELP THOSE ORGANIZATIONS, WHETHER THEY ARE OPERATORS OR DEVELOPERS OR NONPROFITS OR INDIVIDUALS MANAGE SPACES AS MUCH AS THEY NEED, BUT IT HAS AGAIN, HAS NO PROFIT MOTIVE. IT DOES NOT NEED TO DO THAT WITH SOMEONE THAT'S CAPABLE OF DOING THAT ON THEIR OWN. GREAT. LET THEM DO THAT. IF NOT, UM, THERE'LL BE A PROFESSIONAL, UM, KIND OF CONSULTANT, ASSET MANAGEMENT AND DEVELOPMENT ENTITY, UM, THAT WORKS ON BEHALF OF THE CULTURAL COMMUNITY. [00:50:01] UM, WHY DOES IT WORK? UM, IT WORKS BECAUSE YOU'RE AGGREGATING LOTS AND LOTS OF DIFFERENT PROJECTS THAT NORMALLY SPEAKING IN PUBLIC PRIVATE MONEY IS LEAVING THE GOVERNMENT AND THE TAX PAYING TO INCENTIVIZE PRIVATE ACTORS FOR DOING THINGS LIKE CONSUMMATING, BROKERAGE TRANSACTIONS OR BOND TRANSACTIONS. WHEN YOU HAVE THE ENTITY IN HOUSE AND YOU COMBINE ALL THESE, THERE'S A LOT OF EXTRA MONEY. AGAIN, THIS IS A PRACTICE THAT HAS WORKED IN MANY, MANY CITIES ACROSS THE, UM, CROSS SUBSIDY ALSO ALLOWS SOME PROJECTS TO HELP OTHER PROJECTS WITHOUT GOING THROUGH, UM, VERY LARGE, UH, UH, UM, DIFFICULTIES AND TRYING TO FIGURE OUT HOW TO REALLOCATE MONEY. UM, SO IT ALLOWS DIRECT SUPPORT OF COMMUNITY DEVELOPMENT PROJECTS THAT SOMETIMES ARE RESTRICTED BECAUSE OF PARTICULAR BOND LANGUAGE OR BECAUSE OF PARTICULAR LEGISLATION LANGUAGE. YOU WANT TO DO SOMETHING AND YOU'RE KIND OF, UM, UH, HAVING AN ISSUE. UM, SO I WANT TO JUST JUMP AHEAD A LITTLE BIT AND TALK TO YOU, WHY A CONSULTANT TALKING ABOUT ECONOMIC DEVELOPMENT AND THOSE, ANYTHING TO TALK TO A CULTURAL GROUP, UM, AND MUSIC GROUP. UM, MY BACKGROUND IS ACTUALLY IN, UM, CULTURAL ENTERTAINMENT, ARTS AND MUSIC PRODUCTION. UM, THAT'S HOW I GOT INTO ECONOMIC DEVELOPMENT. I'VE FOUGHT IN MULTIPLE COMMUNITIES TO PRESERVE, UM, CULTURAL AFFORDABILITY TO HELP DO DEALS WITH ARTISTS. UM, I STARTED OUT, UM, AFTER I, I GREW UP AROUND NEW YORK, IT WAS TOO EXPENSIVE FOR ME TO START THEATERS, WHICH IS WHAT I ALWAYS WANTED TO DO WITH MY LIFE. HOW DID I GET HERE? I DON'T KNOW, BUT, UH, I WOUND UP MOVING TO SEATTLE, WHICH AT THE TIME HAD THE MOST ARTISTS AND THEATERS PER CAPITA, ANYWHERE IN THE COUNTRY. I SAT FRONT ROW AS IT WAS DESTROYED. UM, I FIRST, YOU KNOW, BUILT THIS ART CENTER THAT BECAME A PLACE WHERE PEOPLE CAME TO TRY TO BE PROTECTED FROM THAT WE BANDED TOGETHER AND EVENTUALLY MARCHED ON CITY HALL. WE BROUGHT OVER 600 PEOPLE TO CITY HALL AND CREATED A FRAMEWORK THAT NOW IT WAS BEING MIMIC NATIONALLY FOR THE LAST 10 YEARS CALLED AN OVERLAY DISTRICT. UM, THE CULTURAL OVERLAY DISTRICTS, UM, WERE CREATED TO PRESERVE AFFORDABILITY AND DIRECT SOME OF THE EXTRA PROFITS FROM DEVELOPMENT AND GENTRIFICATION BACK INTO THE COMMUNITIES AND SOCIAL JUSTICE. SO, UM, THAT IS, UH, SOMETHING THAT HAS, UH, WORKED OVER THE COURSE OF THE LAST SEVERAL YEARS THAT IS STILL HAPPENING IN SEATTLE. AND THEN, UM, IN NEW YORK CITY WHERE I WORKED AFTER THAT, UM, I WAS ABLE TO STEWARD, UM, ONE OF THE LARGEST, UH, AFFORDABLE REAL ESTATE PROGRAMS IN THE COUNTRY. UM, WE DID, UH, SEVERAL HUNDRED THOUSAND SQUARE FEET IN THE COURSE OF TWO YEARS, UM, TO DELIVER AFFORDABILITY BASED ON A QUANTITATIVE METRIC. THAT'S SIMILAR TO SOMETHING THAT WE STARTED DEVELOPING, UM, WITH YOU UNDER A PREVIOUS CONTRACT CALLED, UM, CAMP, UM, THE CULTURAL ASSET MAPPING PROGRAM, UM, WHERE WE WERE STARTING TO DO SOME OF THE WORK THAT COULD SUPPORT, UM, WHAT YOU WOULD BE ABLE TO DO. UM, SO FINALLY, JUST IN TERMS OF THE CREATIVE SPACE BOND, UM, THE RECOMMENDATION, AGAIN, THAT I'D MAKE FOR YOUR CONSIDERATION IS, IS GREAT WORK BEING DONE THAT, UM, CHRISTINE DESCRIBED WITH THE RFP. UM, I THINK THAT THERE ARE SEVERAL WAYS IF THIS ENTITY GETS UP AND RUNNING, UM, TO SUPPORT THAT AND LEVERAGE IT INTO A MUCH LARGER AMOUNT OF MONEY, OUR INITIAL ESTIMATES, UM, PUT THAT AT CLOSE TO A HUNDRED MILLION DOLLARS. IT DOES FOLLOW ALL THE LANGUAGE THAT WAS REFERENCED BY CHRISTINE. UM, AND WE HAVE LOOKED THROUGH ALL OF THE ATTORNEYS BOND. IT WOULD BE DATA DRIVEN AND REQUIRED SOME KIND OF ORGANIZATIONAL MATCH AND CREATE AFFORDABLE INFRASTRUCTURE THROUGHOUT, UM, THE INTEGRAL PROJECTS INSTEAD OF, UM, ONE OR TWO, THERE WOULD HAVE TO BE SOME KIND OF UTILIZATION REQUIREMENTS, I THINK. SO WE'LL MAKE SURE EVERYBODY'S ON MUTE PLEASE. OKAY. SO THERE WOULD HAVE TO BE SOME KIND OF UTILIZATION REQUIREMENTS AND REALLY AN ENCOURAGEMENT FOR ORGANIZATIONS THAT DIDN'T NEED TO USE A SPACE MORE THAN 70% OF THE TIME TO COOPERATE WITH OTHERS, TO LOWER THE COSTS OVERALL TO THE TAXPAYER SUPPORTING THIS KIND OF PROGRAM. ANYWAY, IF THE, UH, THE NEXT STEPS ON THIS WOULD BE A CITY COUNCIL APPROVAL WHERE WE'RE COMING UP ON A BOAT AND THEN HAD RECENT WORK SESSIONS. AND, UM, WITH THAT, I'D LIKE TO CLOSE AND, UM, AND MOVE ON TO THE QUESTION PERIOD. WOW. I'VE GOT THE FIRST QUESTION, I GUESS, CAUSE, UM, I WATCHED, I WATCHED YOUR PRESENTATION TO COUNCIL AND I NOTED THAT COUNCIL NUMBER KITCHEN POINTED OUT THAT THIS IDEA OF LEVERAGING THE BOND FOR ADDITIONAL FUNDS WAS JUST AN IDEA. UH, AND I JUST WANTED TO CLARIFY THAT THIS IS NOT, UM, WHERE IS IT IN TERMS OF A REALITY, RIGHT? LIKE I KNOW COUNCIL HAS TALKED ABOUT IT, BUT LIKE COUNCIL MEMBER SAID DURING THE MEETING, IT WAS, IT WAS JUST AN IDEA. IF YOU ALSO HAVE SOME ORGANIZATIONS OR FOUNDATIONS PUT IN SOME OF THE EQUITY AND THE AMOUNT OF EQUITY THAT YOU GET IN TOTAL FROM THAT IS SAY 20% THAT SAY YOU TAKE 10 OF THE 12 MILLION AND USE THAT AS EQUITY MATCH IT WITH ANOTHER 10 MILLION FROM THE COMMUNITY.
