UM, I CALLED HIM BACK WITHIN THE HALF HOUR AND, UH, HE DISCUSSED HIS NEED FOR A POSTPONEMENT TO BETTER UNDERSTAND THE, UH, DRAINAGE CHARACTERISTICS IN RELATION TO THIS DEVELOPMENT, UH, FROM THERE AT APPROXIMATELY FOUR 15, HE SENT ALONG THE POSTPONEMENT REQUEST, UH, WHICH WAS, UH, UPLOADED AND PROVIDED TO THE COMMISSION EARLIER, AS YOU KNOW, UH, HE IS NOT, HE IS NOT ABLE TO JOIN THE MEETING BECAUSE IT WAS AFTER NOON ON MONDAY, BUT HE IS NOT ON THIS CALL.

I AM JUST REPRESENTING, UM, WHAT HAPPENED AS FROM THE CASE MANAGER'S POINT OF VIEW, UH, MR. MARY AND MS. UM, AND THEN THE SPECIFIC ACTIONS THAT WE HAVE IS A CITY THAT WE'RE TAKING TOWARD IMPROVING METRICS.

UM, THOSE INDICATORS THAT WE'RE WORKING FOR.

SO FOR IMAGINE AUSTIN, THE HEALTHY ALSO PARTY PROGRAM, THIS HAS BEEN A CRAZY YEAR.

AND I THINK WE KIND OF HAVE ALL BEEN LIVING IN THIS MEETING AS AN EXAMPLE OF THE PANDEMIC AND HOW WE'VE HAD TO REALLY MAKE ADJUSTMENTS.

UM, YOU KNOW, WE, THIS IS A ONCE IN A LIFETIME, ONCE IN A GENERATION, ONCE IN A CENTURY KIND OF SCENARIO THAT WE'RE IN, WHERE WE HAVE A GLOBAL PANDEMIC AND IT'S HIT HOME HERE IN AUSTIN, UM, AND DEFINITELY SOMETHING THAT AFFECTED EVERYTHING THAT WE'VE DONE.

AND SO I THINK, UM, IT WE'D BE REMISS IF WE DIDN'T LEAVE FOR THE PARTY PROGRAM, THE HEALTH BAR PARTY PROGRAM WITH THE PANDEMIC RESPONSE.

AND SO THERE'S BEEN SO MUCH WORK THAT'S HAPPENED THAT HAS BEEN STAND UP TESTING TO STAND UP, UM, SOCIAL, TO MAKE SURE THAT ANYONE WHO'S AFFECTED BY THE PANDEMIC, WHICH EVERYONE'S EFFECTED BY THE PANDEMIC IN SOME FORM OR FASHION HAS THE SUPPORT.

THEY NEED EITHER ACCESS TESTING, UM, OR TO GET, UH, RENTAL ASSISTANCE OR TO, UM, IF THEY'RE UNABLE TO SELF ISOLATE AND THEIR HOME, BECAUSE THEN YOU HAVE A VULNERABLE PERSON THAT THEY'RE LIVING WITH THAT WE GIVE THEM ISOLATION, UM, A RESOURCE WHERE THEY CAN ISOLATE AWAY FROM THEIR HOME AND, AND RESIST GIVING, UM, PREVENT THEM FROM POTENTIALLY SPREADING COBIT TO SOMEONE ELSE IN THEIR FAMILY.

AND THEN ALSO PROVIDING PROTECTIVE LOGGING FOR HOMELESS POPULATION TO ENSURE THAT THOSE WHO ARE AT RISK VULNERABLE, THAT THEY'RE ABLE TO BE, UM, PUT IN A SPACE THAT ALLOWS THEM TO, UM, NOT HAVE THAT ONGOING IS AT RISK OF POTENTIAL EXPOSURE.

AND SO IT'S BEEN QUITE A BIT OF EFFORT THERE.

AND SO OUR, OUR PAGE HIGHLIGHTS ALL OF THE VARYING THINGS THAT HAVE REALLY BEEN AT WORK, UM, THROUGHOUT THE PANDEMIC RESPONSE, WHICH YOU WERE STILL IN, IN ADDITION TO THAT FOOD ACCESSIBILITY HAS BEEN AN ONGOING PIECE.

AND, AND ONE OF THE THINGS I THINK, WHAT WAS REALLY IMPORTANT WHEN YOU THINK ABOUT THIS, UM, HOW WE WORK AND WHAT OUR LIFE IS POSTCODED, UM, WE WERE ABLE TO, UM, ENSURE THAT WE WERE, WE KEPT OUR COMMUNITY GARDENS AND SPECIFICALLY OUR FARMER'S MARKETS OPEN AS A, ANOTHER, UM, UH, RESOURCE FOR PEOPLE TO HAVE FOOD ACCESS DURING A PANDEMIC.

AND SO WE WERE ABLE TO SEE THAT AS AN ONGOING EXTENSION OF ACCESS OF, UH, FRESH AND HEALTHY FOODS, WE THINK ABOUT TOBACCO FREE ENVIRONMENT.

UM, WE LOOK AT HOW, HOW MUCH ARE WE ABLE TO, UM, ENSURE THAT THE ENVIRONMENT THAT WE LIVE IN, UM, REALLY PROMOTES TOBACCO FREE LIVING, AND THOSE WHO ARE TRYING TO QUIT HAVE THE STATION RESOURCES.

AND, UM, THIS TIME LAST YEAR, WE WERE DEALING WITH QUITE A FEW LUNG INJURIES FROM TOBACCO RELATED, UM, USE, ACTUALLY USE OF, UH, VAPE PRODUCTS.

AND, UM, THERE WAS QUITE A BIT OF EFFORT TO TRY TO ADDRESS THAT, UM, WITHIN OUR COMMUNITY, AS FAR AS, UM, PUBLIC HEALTH EDUCATION AND WHATNOT.

IN ADDITION TO THAT, UM, LEASING WHERE WE HAVE THE NATIONALLY AND AT THE STATE LEVEL, UH, ADOPTION OF TOBACCO 21 LAWS, WHICH HAS CHANGED THE ACCESS LAWS FROM 18 TO 21.

AND WE MIRRORED THAT AS A LOCAL LEVEL.

AND THEN I THINK SOMETHING THAT'S REALLY IMPORTANT THAT WE, UM, WERE ABLE TO SEE COME TO FRUITION.

IT'S ONE OF THE MANY EFFORTS THAT WE'RE DOING IN THE COLONY PARK F UM, COMMUNITY TO, UH, DO THOSE COMMUNITY IMPROVEMENTS.

THOSE ENVIRONMENTAL CHANGES THAT ARE SO ESSENTIAL TO IMPROVING

QUALITY OF LIFE, UM, AND, UM, PROMOTING HEALTHIER LIVING.

HE SAW THE, UM, LAUNCH AND OPENING UP THE COLONY PARK LIGHTS, LAKESIDE NEIGHBORHOOD ASSOCIATION IN CONJUNCTION WITH CONNIE PARKING, LIKE FIVE NEIGHBORHOOD ASSOCIATION, UM, THE NEW CONNIE PARK DISTRICT PARK, UM, WHICH WAS APPROVED BY CITY COUNCIL OF 2014.

SO THAT WAS EXCITING, UH, WORK THAT WAS, THAT WAS HAPPENING.

UM, AND THEN WE'RE ALSO SEEING WHERE WE'RE REALLY, WE HAVE FIRST TIME EVER.

AND IT'S BEEN INTERESTING DOING PLANNING WITH THE COMMUNITY IN A VIRTUAL WORLD THAT WE'VE BEEN ABLE TO LAUNCH AN ACTIVE LIVING PLAN, UM, WITH SOME NEW FUNDS FROM THE DEPARTMENT OF STATE HEALTH SERVICES THAT, UH, ALLOWED US TO REALLY THINK THROUGH WHAT KIND OF ENVIRONMENTAL SUPPORTS ACROSS MULTIPLE SECTORS ARE, ARE AVAILABLE FOR PEOPLE TO, UM, UH, BE MORE ACTIVE, UM, THROUGHOUT THEIR DAY.

AND SO THIS IS THE FIRST TIME WE'VE HAD A PLAN LIKE THIS AND OUR, OUR, OUR COMMUNITY.

AND SO IT'S, IT'S BEEN, UM, A VERY INTERESTING PROCESS, BUT IT ALSO VERY HELPFUL PROCESS.

AND THEN ALSO, UH, REALLY WORKING ON THE ACTIVE LIVING, UH, PLAN FOR OUR AGE FRIENDLY, OFTEN, UM, PLANNING, SUPPORT GROUPS THAT WE'RE DOING.

WE THINK QUITE A BIT OF GREAT, UM, EFFORTS THERE.

AND THEN SO MUCH EFFORT ON OUR ACTIVE TRANSPORTATION INFRASTRUCTURE, SEEING JUST A LOT OF, UH, NEW DEVELOPMENT OF, UH, BICYCLE AND TRAIL FACILITIES, UM, MORE LANES FOR PEOPLE TO BE ABLE TO SAFELY TRAVEL AND, AND, UH, ON A NON-CAR, YOU KNOW, DIFFERENT KIND OF METHODS, UH, FOR BIKE AND PEDESTRIAN WORK OF PATHWAYS, UM, AND JUST ONGOING THINGS TO REALLY HELPING IMPROVE THAT TYPE OF INFRASTRUCTURE FOR ALL OF OUR RESIDENTS TO, UM, HELP TO HAVE THAT ACCESS.

UM, I THINK SOMETHING WE REALLY THINK ABOUT CHALLENGES.

THESE ARE KIND OF IN GENERAL CHALLENGES THAT WE HAVE YEAR OVER YEAR.

I THINK SOMETHING I REALLY WANT TO HIT HOME AS WE ALWAYS SEE IN PARTICULARLY IN HEALTH AND IN PUBLIC HEALTH, THE MOST SPIRIT POPULATIONS REALLY POP OUT.

UM, WE ARE HEALTHY COMMUNITY, BUT WE SEE THESE, UM, UH, OUR DIABETES RATES OF CARDIOVASCULAR DISEASE.

RIGHT, RIGHT.

UM, AND THEN, SO SOCIAL SERVICE, UM, SOCIAL DETERMINANT RATES THAT WE SEE OUR POVERTY RATES ARE LOWER EDUCATION.

THOSE ARE AFFECTING THE SAME POPULATIONS YEAR OVER YEAR.

UM, AND I THINK THAT THE PIECE THAT WE SEE EVEN COMPOUNDED IN THIS PANDEMIC.

AND SO THOSE ARE THINGS WE JUST WANT TO CONTINUE TO TRY TO WORK ON AND, UM, HAVE THAT LENS, THAT EQUITY LENS, THAT WE CONTINUE TO FOCUS ON TRYING TO IMPROVE THE HEALTH OF ALL OF OUR COMMUNITY SO WE CAN WORK TOWARDS, UM, YOU KNOW, ALL OF THE THRIVING AND, AND, UM, LIVING A HAPPY AND HEALTHY, UM, WITHOUT MY TIME TO THE NEXT PRESENTER, I BELIEVE MATT IS.

UH, WE'VE BEEN WORKING HARD TO MAKE SURE WE'RE MAINTAINING A BASIC SERVICES THROUGH THAT, THROUGH THE PANDEMIC AND THROUGH ALL THE, UH, VARIOUS ISSUES THAT WE'VE HAD, BUT WE PICKED SOME HIGHLIGHTS MOSTLY FROM 2019 OVER THE LAST YEAR OR SO, WE WERE FOCUSING ON IN, UM, NOVEMBER OF 2019, UH, COUNCIL PASS.

THAT WAS 14 FLOOD PLAIN ORDINANCE, WHICH IS, UH, UH, IS A GREAT THING FOR OUR COMMUNITY WHERE, UM, THROUGH THE WATERSHED PROTECTION DEPARTMENT EFFORTS ARE UNDERWAY WAY IMPLEMENTING THAT ORDINANCE.

AND SO THAT'S MOVING AHEAD AND UP AND RUNNING IN THAT PROCESS.

UH, AND THAT'S HIGHLIGHTED IN OUR ANNUAL REPORT.

UM, UH, WE'VE ALSO BEEN THROUGH WATERSHED PROTECTION, FOCUSING ON SOME SMALLER SCALE PROJECTS TO ADDRESS AGING INFRASTRUCTURE IN THE STORM WATER MANAGEMENT SYSTEM.

AND THOSE PROJECTS ARE BEING VERY SUCCESSFUL IN HELPING MANAGE STORM WATER IN POINT VOCATIONS WHERE THAT'S NEEDED, UH, FOR SUSTAINABLE WATER MANAGEMENT.

WE'VE HAD, UH, IN 2019, OUR FISCAL YEAR 2019, WE HAD A RECORD LOW GALLONS PER CAPITA PER DAY AS A CITY.

THAT'S A SIGNIFICANT MILESTONE.

WE REACHED 120 GALLONS PER CAPITA PER DAY.

THAT'S ONE OF OUR KEY INDICATORS FOR SUSTAINABLE WATER MANAGEMENT IN THE CITY.

AND WE'RE PROUD OF, UH, GETTING DOWN TO THAT LOW NUMBER OF 120 GALLONS PER CAPITA PER DAY, WHERE WE HAD BEEN, I THINK, IN, AT ONE 96, UM, IN 2006 OR SO.

SO THAT'S A SIGNIFICANT DROPPED OVER THE LAST NUMBER BEERS.

A LOT OF THAT IS DUE TO CONSERVATION EFFORTS AND RECLAIMED WATER, UH, USE OF RECLAIMED WATER EFFORTS IMPLEMENTING WATER FORWARD, WHICH IS OUR HUNDRED YEAR INTEGRATED WATER RESOURCE PLAN IMPLEMENTATION OF THAT.

UM, AND ALL OF THOSE FACTORS AND THE COMMUNITY'S RESPONSE AND RESPONSIBILITY IN, UH, USING WATER EFFICIENTLY HAS CONTRIBUTED TO THAT.

UH, ANOTHER ASPECT THAT WE'VE BEEN FOCUSING ON IS OUTREACH AND PARTNERSHIPS AND COMMUNITY ENGAGEMENT.

UM, AS I MENTIONED, AND WE'VE BEEN IMPLEMENTING WATER FORWARD OR A HUNDRED YEAR WATER RESOURCE PLAN, UH, PART OF THAT IS WORKING ON ONSITE REUSE AND OTHER, UH, CONSERVATION CODES AND ORDINANCES.

UH, WE HAVE BEEN OVER THE LAST YEAR, ENGAGING WITH THE PUBLIC AND REACHING OUT AND, UM, HAVING WORKSHOPS TO IMPLEMENT THAT, UH, AND, AND GET PUBLIC INPUT TO THAT PROCESS AS WE MOVE FORWARD WITH IMPLEMENTING THOSE STRATEGIES TO USE, UH, ON, UH, ALTERNATIVE WATERS ONSITE.

UH, WE ALSO WERE PART OF A ONE WATER SUMMIT, WHICH IS A NATIONAL CONFERENCE THAT WAS HELD HERE IN AUSTIN IN 2019.

AND WE, UH, AS AUSTIN WATER AND WATERSHED PROTECTION AND OTHER PARTS OF THE CITY PARTICIPATED IN HELPING HOST THAT ONE WATER SUMMIT, WHICH WAS VERY SUCCESSFUL AND, UH, UM,

BROUGHT PEOPLE FROM ALL OVER THE WORLD IN THE COUNTRY, UH, BACK WHEN YOU COULD HAVE THOSE KINDS OF EVENTS IN PERSON, UM, TO LEARN ABOUT ONE WATER AND, UM, AND SHARE INFORMATION.

WE ALSO ARE PART OF A ONE WATER, SORRY, THE WATER UTILITY CLIMATE ALLIANCE.

THERE WAS A LARGE TRAINING THAT WAS HELD HERE IN AUSTIN, AND WE WERE A PART OF HELPING MAKE THAT HAPPEN.

SO WE HAVE QUITE A FEW CONNECTIVITIES ON HELPING, UH, DO PUBLIC INFORMATION SHARING AND LEARNING AND OUTREACH AND ENGAGEMENT WITH OUR COMMUNITY AND OTHERS, UH, IN THIS, IN THESE AREAS.

UH, AND IN TERMS OF CHALLENGES, WE HIGHLIGHTED A COUPLE, UH, THIS YEAR, UH, FOR THE ANNUAL REPORT.

ONE IS, ARE, ARE OFTEN WATERS.

AREN'T GOING FOCUS ON UTILITY SIDE, WATER LOSS MANAGEMENT THERE, WE'RE WORKING ON, UH, IMPROVING ACCURACY AND VALIDATING ACCURACY OF METERS.

UH, WE'RE ALSO MOVING FORWARD WITH IMPLEMENTATION, IMPLEMENTING A MULTI YEAR PROJECT TO, UH, INSTALL, UH, ADVANCED METERING INFRASTRUCTURE, WHERE WE HAVE SMART METERS AT CUSTOMER, UH, CUSTOMER METERS FOR ALL OF OUR CUSTOMERS.

AND THAT'LL BE BEING IMPLEMENTED OVER THE NEXT NUMBER OF YEARS.

UH, THERE ARE SOME PILOTING THAT WE'RE LOOKING UP NOW.

SO WE'RE EXCITED ABOUT THAT.

WE'RE CUSTOMERS WE'LL HAVE MORE REAL TIME WATER.

YOU SAID INFORMATION WHICH WILL HELP IN WATER USE MANAGEMENT AND IN MORE ACCURATE TRACKING OF WATER USE IN THE SYSTEM.

AND ALSO MAIN REPLACEMENTS WHEN LEAK RESPONSE, UM, UH, WITH WATERSHED, WE WANTED TO FOCUS ON HIGHLIGHTING THE CHALLENGE OF THE TOXIC ALGAE, THE HARMFUL ALGAL BLOOM THAT OCCURRED BETWEEN JULY AND NOVEMBER OF 2019.

UH, THERE, THERE WAS QUITE A BIT OF LEARNING THAT OCCURRED, UH, IN THIS YEAR.

THEY'RE CONTINUING TO MONITOR THAT AND PROVIDE PUBLIC INFORMATION.

THERE'S SOME HAS BEEN SOME ADDITIONAL HARMFUL ALGAL BLOOM ACTIVITY HAPPENING IN LADY BIRD LAKE THIS YEAR.

SO A WATERSHED PROTECTION HAS A WEBSITE WITH INFORMATION AND SIGNAGE ON THAT.

SO THAT'S SOMETHING THAT, UM, AS A CHALLENGE THAT, UH, WATERSHED PROTECTION AND OTHERS ARE WORKING ON.

UM, AND SO WE'VE BEEN, UM, PROVIDING INFORMATION ABOUT THAT SITUATION.

UM, AND SO LAST SUMMER IN THE SUMMER OF 2019, UM, THE ECONOMIC DEVELOPMENT DEPARTMENT LAUNCHED THE HERITAGE TOURISM DIVISION, UH, WHICH LAUNCHED IN JUNE, 2019.

AND IN THAT SAME MONTH, THEY WERE ABLE TO LAUNCH THEIR FIRST ONLINE APPLICATION FOR CAPITAL, UH, FUNDING, MARKETING EDUCATION, OR PLANNING PRESERVATION PROJECTS.

SO IN THEIR FIRST MONTH, THEY AWARDED 1.7 MILLION IN GRANTS TO 14 DIFFERENT NONPROFITS AND BUSINESSES.

UM, MAYBE DEPARTMENTS RECEIVED ABOUT TO AN ADDITIONAL 10 MILLION FOR HISTORIC RESTORATION PROJECTS AND INITIATIVES AT THE SAME TIME PART INITIATED ITS OWN HERITAGE TOURISM

OFFICE, UH, CREATING A STRATEGIC PLAN AND MARKETING MATERIALS TO MARKET PARTS, HISTORIC PROPERTIES, UH, NATIONWIDE, UH, AND, UH, IN ADDITION, THE HISTORIC PRESERVATION OFFICE COORDINATED TO HISTORICALLY SCORE SURVEYS, UM, AND, UH, CONDUCTED EXTENSIVE COMMUNITY OUTREACH INTO TO EAST AUSTIN, HISTORIC NEIGHBORHOODS, UH, EXPANDING THEIR EDUCATIONAL MATERIAL ABOUT THE HISTORIC PRESERVATION PROGRAM AND LOCAL INCENTIVES.

UM, THEY ALSO COMPLETED THE BUILDOUT OF THE NEW AMANDA FOLDER TO INCREASE EFFICIENCY AND COORDINATION.

SO, UM, THIS WAS A GIANT STEP FORWARD FOR HISTORICS, UH, AUSTIN'S HISTORIC PRESERVATION EFFORTS, UH, AND EDUCATION GOALS.

UH, SECONDLY, WE WORKED ON CREATIVE SPACE, THE CREATIVE SPACE ASSISTANCE PROGRAM, UH, WHICH IS A PROGRAM OF THE ECONOMIC DEVELOPMENT DEPARTMENT, UH, RECOMMENDED, UM, 26 ORGANIZATIONS FOR FUNDING OF MORE THAN $750,000, UH, TO ASSIST WITH THE, UM, THE PREPARATION OR RETENTION OF CREATIVE SPACE.

UM, THEY ALSO, UM, UH, JOINED WITH THE PARKS DEPARTMENT TO LAUNCH THE ARTISTS ACCESS PROGRAM, PROVIDING FREE OR LOW COST ACCESS TO A REHEARSAL SPACE AND PERFORMANCE SPACE IN PARKS AND RECREATION DEPARTMENT, UM, FACILITIES, UH, TO SPECIFICALLY THE CULTURAL CENTERS.

AND FINALLY THE ECONOMIC DEVELOPMENT DEPARTMENT, UM, CONDUCTED A REVIEW OF ITS FUNDING PROCESSES, UM, AND THAT IS ONGOING.

UM, THEY WILL CONTINUE THE PROCESS, UH, THROUGH THE CALENDAR HERE, BUT COVID-19 WAS A DISASTER FOR AUSTIN'S, UH, CREATIVE ECONOMY, UH, IMPACTING THOUSANDS OF ARTISTS, UH, WHO WERE HIT MULTIPLE TIMES AS HOSPITALITY WORKERS OR EVENT WORKERS OR VENUE VENTERS.

UM, SINCE, UM, COVID, UM, HIT, UM, THE ECONOMIC DEVELOPMENT DEPARTMENT HAS DISTRIBUTED $23.7 MILLION IN LOCAL ECONOMIC BELIEF THAT WAS AVAILABLE, UH, TO ARTISTS THROUGH 15 NEW, UH, RELIEF PROGRAMS. IN FIVE MONTHS, THERE WERE ADDITIONAL, UH, NEW PROGRAMS THAT ARE COMING.

UM, THE PARKS DEPARTMENT, UM, TURNED, UH, TO PROVIDING PROGRAMMING ONLINE, PROVIDING, UH, OVER 500 MUSIC ART, UH, AND CHILDREN'S ACTIVITIES DELIVERED THROUGH THEIR WEBSITE, UH, THE PARKS DEPARTMENTS, YOU TUBE, TUBE CHANNEL, AND SOCIAL MEDIA, UH, AND, UH, PROGRAMS, UH, THE LIGHT CHAIN TEAM THAT, UM, FORMERLY, UM, WOULD ATTRACT A THOUSAND PEOPLE.

WE'RE NOW ATTRACTING TENS OF THOUSANDS OF VISITORS FROM ALL OVER THE WORLD.

UM, IN FACT, UH, THE MEXICAN AMERICAN CULTURAL CENTER IS PREPARING ITS FIRST ONLINE.

GETSY SAY CELEBRATION ON THE 16TH OF SEPTEMBER.

UH, WE OFFERED OUR FIRST DIGITAL ONLINE SUMMER CAMP CALLED STAY CREATIVE THAT, UH, SERVED, UM, 700 CHILDREN WITH FREE SUMMER CAMP ACTIVITIES IN JULY.

AND LIKEWISE, THE AUSTIN PUBLIC LAW LIBRARY CREATED A WIDE RANGE OF MENU OF DOWNLOADABLE MATERIALS, UH, MOVIES, MUSIC, MAGAZINES, AND PROGRAMS THAT PEOPLE COULD DOWNLOAD, UH, AT HOME WHILE IN QUARANTINE.

UM, APL CONTINUES TO PROVIDE JOB SEEKERS, UH, ONE TO ONE, ONE TO ONE JOB COACHING, UM, FOR ADVICE ON RESUMES, CAREERS, UH, INTERVIEW PRACTICE, AND THE LIKE, UM, SO, UM, THAT CONCLUDES MY REPORT.

UM, IN EARLY 2020, WE DID RESPOND QUICKLY AND HAVE TO KIND OF CHANGE GEARS TO STEP UP AND PROVIDE EMERGENCY RENTAL ASSISTANCE, UM, IN RESPONSE TO THE ECONOMIC CONSEQUENCES OF THE PANDEMIC, UH, TO TRY AND HELP KEEP US LIKE SPACE HEALTHY AND HOW, UM, WE ARE NOW IN THE SECOND PHASE OF OUR RENT OR RELIEF OF EMERGENCY NEEDS FOR TENANTS PROGRAM, UM, AND ARE INTENDING TO DISTRIBUTE AROUND $17 MILLION IN FUNDING, UM, IN RENTAL RELIEF.

UM, AND SO THE APPLICATIONS FOR RENT, UH, MENTAL ASSISTANCE IS ACTUALLY STILL OPEN AND WILL BE OPEN ON A ROLLING BASIS THROUGH THE END OF THE CALENDAR YEAR AND THE NEXT ITERATION OF THE RENTAL ASSISTANCE PROGRAM.

WE'RE ALSO VERY PROUD TO BE ABLE TO COUPLE, UH, RENTAL ASSISTANCE DOLLARS WITH TENANT STABILIZATION SERVICES AS EVICTION DEFENSE SERVICES AND TENANT LANDLORD MEDIATION SERVICES, UM, RIGHT TEACHER FUNDS AND, AND POSSIBLE TENANT RELOCATION, SERVICE, UH, EXPENSES AS WELL.

UM, SO THAT SAID A LOT OF OUR ENERGY HAS BEEN DIRECTED TO MORE SHORT TERM, UM, IMMEDIATE, RESPONSIVE, UH, ACTIVITIES DUE TO COVID.

UM, BUT AT THE SAME TIME, WE'RE WELL INTO, UM, IMPLEMENTING THE AUSTIN STRATEGIC HOUSING BLUEPRINT.

UM, AND SO WE ARE SIMULTANEOUSLY IMPLEMENTING LONGER TERM APPROACHES, ESPECIALLY IN OUR DISPLACEMENT PREVENTION STRATEGY, WHICH, UM, IN THE PAST YEAR INCLUDED THE POINT CAPACITY BUILDING GRANT TO 13 COMMUNITY ORGANIZATIONS TO SUPPORT ME WHERE HAS SENT HERE TO COACHES TO DEVELOP TO PREVENTING THIS PLACEMENT AND INCREASING THE AVAILABILITY OF AFFORDABLE HOUSING IN AUSTIN.

UM, WE ALSO PARTNERED WITH THE OFFICE OF INNOVATION IN LATE 2019 TO HOST A DISPLACEMENT MITIGATION ACTION ACCELERATOR TO CATALYZE ACTION AND INNOVATION AROUND COMMUNITY GENERATED CONCEPTS.

AND THIS ACCELERATOR OFFERED SPACE AND RESOURCES FOR, UM, FOLKS AND ORGANIZATIONS TO DISCUSS THEIR IDEAS AND CONNECT WITH, UM, LOCAL ORGANIZATIONS AND CITY RESOURCES WHO ARE ALSO WORKING IN THE SPACE AS WELL AS IT GAVE THE OPPORTUNITY TO RECEIVE UP TO $50,000 IN SEED MONEY.

UM, AT THE SAME TIME, THE AUSTIN HOUSING FINANCE CORPORATION HAS ALSO EXPANDED ITS COMMUNITY LAND TRUST PROGRAM WAS ABOUT NEW, UH, UH, ABOUT 20 NEW PROPERTIES THAT WE RECENTLY ACQUIRED FROM THE HOUSING AUTHORITY OF THE CITY OF AUSTIN.

UM, ANOTHER STRATEGY THAT WE'RE USING IS LAND BANKING AND UTILIZING PUBLIC LAND FOR AFFORDABLE HOUSING.

AND SO IN THE PAST YEAR HFC OR THE AUSTIN HOUSING FINANCE CORPORATION HAS BEEN UTILIZING 2018 AFFORDABLE HOUSING BOND DOLLARS TO STRATEGICALLY ACQUIRE LAND FOR AFFORDABLE HOUSING, UM, TO FURTHER ADDRESS, UH, HOUSING BLUEPRINT GOALS.

SO NEAR TRANSIT, ESPECIALLY, UM, AND THE HFC IS ALSO CURRENTLY IN THE PROCESS OF DEVELOPING TWO CITY ON PROPERTIES FOR AFFORDABLE HOUSING, UM, IN ACTIVELY GENTRIFYING AREAS ON THE EAST SIDE OF AUSTIN AT 900 GARNER ROAD AND ANOTHER AT 1127 TILLERY STREET.

UM, WE ARE ALSO ALWAYS IN THE BUSINESS OF INVESTING IN HOUSING FOR THOSE MOST IN NEED.

UM, AND WE'RE VERY DEEP IN THE PROCESS OF ALLOCATING 2018 BOND DOLLARS, STILL MUCH OF WHICH IS BEING DIRECTED TOWARDS OUR HOUSING DEVELOPMENT ASSISTANCE PROGRAM.

UM, SO THROUGH RENTAL AND OWNERSHIP, HOUSING DEVELOPMENT ASSISTANCE PROGRAMS TO HOLD GENERALLY HUNDREDS OF AFFORDABLE HOUSING UNITS THAT PREDOMINANTLY SERVE HOUSEHOLDS MAKING LESS THAN 50 AND 30% OF THE MEDIAN FAMILY INCOME.

UM, BUT LIKE EVERYONE ELSE, THIS HAS BEEN A YEAR OF CHALLENGES.

UH, AND THE CHALLENGES FACED THIS YEAR BY OUR PARTY PROGRAM ARE IMMENSE, UM, AND SOME NEW AND SOME OLD AS THIS MAKING HISTORY AS THE ECONOMIC CONSEQUENCES OF THE COVID-19 PANDEMIC HAVE EXACERBATED AFFORDABILITY CONCERNS THAT EXISTED WELL BEFORE THE 10

THAT MAKES FOR MANY AUSTINITES AND MAY NEGATIVELY IMPACT VOLUNTEERING SENATE BASED AFFORDABLE HOUSING PROGRAMS. UM, SO TO THAT END, WE'RE ALSO CONTINUING TO WORK COLLABORATIVELY WITH MUNICIPALITIES AND OTHER, UH, LOCAL GOVERNMENT ENTITIES IN THE REGION TO ADJUST FINDINGS, UM, OUR MOST RECENT ANALYSIS OF IMPEDIMENTS TO FAIR HOUSING, WHICH IS ALSO HIGHLIGHTED IN OUR REPORT.

THAT'S AN ISSUE WE'VE TALKED ABOUT BEFORE IS THAT IF WE HAD SUFFICIENT PLANNING RESOURCES FOR SMALL AREA PLANS FOR OUR CORRIDORS AND OUR CENTERS, THEN I THINK WE COULD THIS, WE COULD MAKE THIS INDICATOR GO IN THE RIGHT DIRECTION.

SO THAT'S ONE ISSUE I WANTED TO POINT OUT.

AND IN TERMS OF, UH, UH, UH, HOW WE, UM, DEAL WITH THE PLANNING, I WANTED TO ALSO POINT OUT ONE OTHER THING IN THE, IN THE REPORT.

SO WE COULD, WE, WE COULD SAY, HEY, HERE'S THE AMOUNT OF INVESTMENT WE'VE MADE YOUR DURING THIS PAST SIX MONTHS OR PAST YEAR OR PAST, YOU KNOW, A PERIOD OF TIME.

I JUST, THAT'S WHAT I'M ASKING FOR.

AND BY THE TIME WE REALIZED THAT WE'VE HAD SO MUCH DISPLACEMENT, THAT ALL OF OUR COMMUNITIES OF COLOR ARE GONE, IT'S TOO LATE.

AND SO THAT'S WHY I THINK THESE INDICATORS NOW ARE IMPORTANT TO SEE IF THESE POLICIES THAT WE'RE IMPLEMENTING THROUGH THE IMAGINE AUSTIN COMPREHENSIVE PLAN ARE REALLY PREVENTING THE DISPLACEMENT, THE INVOLUNTARY DISPLACEMENT OF OUR COMMUNITIES OF COLOR.

THAT'S REALLY IMPORTANT.

AND I CAN'T SEE THAT IN THIS REPORT.

I DON'T GET THAT FROM LOOKING AT THIS REPORT, LOOKING AT THOSE INDICATORS.

THAT'S WHAT I'M TRYING TO SAY.

AND I UNDERSTAND THAT WE'RE ALL TO, I BELIEVE THAT WE'RE TRYING TO ADDRESS THOSE ISSUES.

I'M NOT SAYING WE'RE NOT TRYING TO, I'M JUST SAYING IT'S HARD FOR ME TO SEE THE PROGRESS WE'RE MAKING IN THOSE AREAS.

WHEN I LOOK AT THE INDICATORS IN THE IMAGINE AUSTIN COMPREHENSIVE PLAN, OKAY.

UM, IF THERE'S NO RESPONSE FROM STAFF, THEN COMMISSIONER DUNCAN, BY SAYING, I'VE BEEN WAITING FOR THIS TYPE OF DISCUSSION AND I REALLY APPRECIATED THEIR INPUT.

I ALSO UNDERSTAND HOW DIFFICULT IT IS, ESPECIALLY IN THIS PERIOD THAT WE'RE GOING THROUGH, UH, AND LOOKING FORWARD.

I, UM, I'VE BEEN GIVEN A LOT OF THOUGHT TO WHAT I PERCEIVE A POST PANDEMIC NEW NORMAL IS GOING TO BE.

AND I THINK NONE OF US REALLY, UH, OBVIOUSLY KNOW EXACTLY WHAT'S GOING TO HAPPEN BECAUSE THERE'S SO MANY TOOLS OUT THERE THAT WE'RE BEING FORCED TO EXPOSE YOURSELVES TO DURING THIS YEAR.

UH, LET ME JUST SORT OF GIVE YOU SOME EXAMPLES AND THEY'RE GOING TO EFFECTIVE, UH, THE WORK AT HOME, UH, UH, UH, THAT IS A FACTOR THAT I REMEMBER WHEN WE DISCUSSED PROJECT CONNECT.

THERE WAS A CERTAIN PERCENT, UH, ASSUMED IN THAT.

UH, I THINK WE ALL WOULD AGREE THAT POST PANDEMIC WORK AT HOME IS GOING TO INCREASE BECAUSE I THINK PEOPLE ARE GOING TO REALIZE THAT THAT WAS WORK.

UH, AND WHILE THERE MAY BE A DECREASE FROM WHAT WE'RE DOING DURING THE PANDEMIC, I THINK THERE WILL BE AN INCREASE.

SO THAT'S GOING TO HAVE A BIGGER EFFECT, UH, ONLINE RETAILING.

AND IN TERMS OF REAL ESTATE OFFICE SPACE AND RETAIL SPACE WORK AT HOME IS OBVIOUSLY GOING TO HAVE SOME EFFECT.

I DON'T KNOW HOW SIGNIFICANT WILL BE ON A, ON A NEED FOR FUTURE OFFICE SPACE, UH, AND, AND RETAILING.

WE SEE SOME OF THE, ESPECIALLY THE SMALLER BUSINESS, THIS FALLING ASIDE DAILY, UH, BECAUSE THEY CAN'T COMPETE.

UH, I THINK THERE'S GOING TO BE A RESIDUAL, A POSITIVE RESIDUAL IN TERMS OF MORE TAKEOUT AND CURBSIDE.

I DIDN'T EVEN THINK ABOUT CURBSIDE, BUT YOU KNOW, MY WIFE AND I USED CURBSIDE AT LEAST EVERY OTHER DAY NOW.

UH, AND IT GIVES YOU AN OPPORTUNITY TO GET OUT, UH, HOMESCHOOLING THAT'S SOMETHING WE'VE BEEN TALKING ABOUT.

I THINK ALL OF THESE ARE GOING TO HAVE SIGNIFICANT EFFECTS, AS I SAID, ON THE NEW NORMAL, UH, THE, UH, A COUPLE OF MORE, UH, VIRTUAL MEETINGS.

UH, I ADMIT THAT OUR PERFORMANCE TONIGHT HAS NOT BEEN AN EXEMPLARY EXAMPLE OF HOW BETTER TO DO IT, BUT I THINK THERE WILL BE A LOT MORE VIRTUAL MEETINGS, ESPECIALLY WHEN DISTANCE, UH, AND, UH, AND THE COST OF, UH, OF, OF TRAVEL IS TAKEN IN CONSIDERATION.

UH, UH, THE, UM, SO I GUESS WHAT I'M WONDERING IS WHAT WILL BE THE RESIDUALS, THE LONGTERM RESIDUALS FROM WHAT WE ARE BEING FORCED TO UNDERGO LOOK DURING THIS ENDEMIC PERIOD.

AND I THINK THAT HAS TO BE TAKEN IN CONSIDERATION.

AND I THINK THAT'S A COMPLIMENT STAFF.

I THINK THEY ARE FULLY AWARE OF THAT.

AND THEY ARE ALSO HAVING TO LOOK AT SOME OF OUR IMMEDIATE PROBLEMS WERE W W WE DECIMATED ENTERTAINMENT IN THE HOSPITALITY INDUSTRY BECAUSE OF THE PANDEMIC IMMEDIATE PROBLEMS WE HAVE TO TAKE CARE OF.

I THINK THAT WAS ONE THING THAT KIND OF BOTHERED ME ON THE LAST TRIAL THAT MATT AND I HAVE HIGH REGARD FOR MATT DOUGAN.

I APPRECIATED HIS WORK, BUT I THINK THAT THE DIRECTIVE THAT STAFF IS BEING YET HAVEN'T AND THE WAY IT WAS, AT LEAST I PERCEIVED IT WAS BEING SAID WHEN MY, UH, MY COLLEAGUE, UH, COMMISSIONER SEEING ASKED ABOUT, UH, A SMALL AREA OF PLANNING AND ACTUALLY, UH, I'M NOT SURE WHAT WE'RE COSTING.

WE'RE NOT GOING TO PREACH TONIGHT, BUT WE TEND NOT TO CONTINUE TO EXPECT, IMAGINE AUSTIN, THAT IS 30,000 FOOT LEVEL, UH, TO GUIDE US THROUGH, UH, SOME, UH, FUTURE DEVELOPMENT.

UH, AND, BUT WHAT WAS ACTUALLY SAID, WHICH IF I REFERRED IT RIGHT, WHICH I REALLY WANTED TO SAY, PLEASE RETHINK IS THAT YOU'RE NOT DOING SMALL DATA PLANNING UNTIL YOU DO THE LDC THAT'S, THAT'S, THAT'S WHAT I WOULD CALL THAT'S BACKWARD.

THE PLAN NEEDS TO BE THERE BEFORE THE CODE.

THERE ARE SOME THINGS THAT ARE HAPPENING IN DISTRICT AND DISTRICT TWO THAT I'D CONSIDER.

SO CONSIDER IS A VERY VULNERABLE COMMUNITY.

AND I THINK WE SHOULD BE DOING SOME MORE OF LOOKING MORE AT WHAT I SEE COMMISSIONER KING TALKING ABOUT IN REGARDS TO SMALL AREA PLANNING ON BIG.

WE NEED TO TAKE A STEP BACK AND LOOK AT HOW I IMAGINE AUSTIN IS ACTUALLY PAIN YET WHEN IT, IN THE WAY THAT THINGS ACTUALLY THE CURRENT EXISTING CONDITIONS, I THINK YOU NEED TO LOOK AT APPLYING WHAT THESE TEST FORCE, THE, FOR EXAMPLE, THE MAYOR'S TASKFORCE, THOSE DOCUMENTS, HOW ARE THOSE USED AND INCORPORATED INTO IMAGINE NASARA, THEY JUST IGNORED.

SO I WOULD LIKE TO SEE WHAT OUR RESPONSES, WHAT HE MENTIONED, ALSO HIS RESPONSES FROM SOMETHING LIKE WHENEVER A TASK FORCE HAS CREATED, WHAT ARE WE DOING WITH THOSE RECOMMENDATIONS? UM, AS FAR AS THE MAYOR'S TASK FORCE ON INSTITUTIONAL RACISM, I KNOW THEY WENT THROUGH AND WE LET THEM KNOW LIKE, HEY, HERE'S IMAGINE AUSTIN.

IT'S KIND OF A TRAGEDY OF THE COMMONS EFFECT WHERE I DON'T WANT, YOU KNOW, I DON'T WANT THE MORE TRAFFIC OR WHATEVER FROM THE THROUGH DEVELOPMENT.

UM, AND, BUT THE EFFECTS OF ON THE OVERALL HOUSING MARKET ARE GLOBAL.

UM, AND, UH, SO THAT'S, YOU KNOW, ONE PIECE OF IT, I THINK WE NEED TO HAVE WITH THE SMALLER PLANS, SOMETHING WHERE IF YOU'RE DOING A PLAN TO HAVE TO HAVE A CERTAIN LEVEL OF HOUSING, YOU KNOW, THERE NEEDS TO BE A MINIMUM OF, YOU KNOW, YOU'RE GOING TO ALLOW THIS MUCH DENSITY, A LOT OF THIS MANY AFFORDABLE UNITS, A LOT OF THIS MANY APARTMENTS.

UM, AND, UH, ANOTHER PIECE OF THAT WITH THE EQUITY IS WE NEED TO MAKE SURE THAT THE PROCESS IS INCLUSIVE OF ALL THE, UH, THE PEOPLE IN THE NEIGHBORHOOD AND THAT, YOU KNOW, ESPECIALLY IF ANYONE, YOU KNOW, MAKE SURE OUR RECORDS ARE ENGAGED IN IT, UH, PEOPLE IN APARTMENTS, LOW INCOME PEOPLE, AND IF IT'S NOT PROPERLY FUNDED OR DONE IN AN ADEQUATE LEVEL, UH, SOME OF THESE, YOU KNOW, A LOT OF THE DIFFERENT CONTACT TEAMS, LIKE, HONESTLY, I DIDN'T KNOW WHAT A NEIGHBORHOOD CONTACT HE WAS UNTIL LIKE A FEW YEARS AGO.

AND OBVIOUSLY THAT'S GOING TO SEEK FINANCIAL RESOURCES, UM, TO ENGAGE MORE PEOPLE AND NOT JUST BE WHOEVER SHOWS UP AT THE MEETING.

IT WAS GOOD AND BAD.

UH, AND IT BOTHERS ME SOMETIMES THAT CURRENT MIX ON THE NEGATIVE SIDE.

AND BEFORE THE MEETING TONIGHT, I WAS THINKING ABOUT THINGS THAT WE ARE ADDRESSING TONIGHT.
