AND THIS IS ON THE CONSENT AGENDA BEFORE FINAL PLAT OUT OF AN APPROVED PRELIMINARY PLAN, C H J DASH 2010 DASH ZERO ZERO ZERO 8.1 A M CREEK CENTER PHASE ONE.

AND THAT IS ON THE CONSENT AGENDA.

AND THAT IS OUR CONSENT AGENDA.

I

[Consent Agenda]

WILL, UM, OUR CONSENT AGENDA IS THE MINUTES A ONE, AND WE WERE SENT REVISE MINUTES AND THEN FOUR, UM, AND THEN ALSO A B3 AND BEFORE, BUT I SHOULD ASK IF THERE IS ANYBODY HERE WHO, WHO IS LISTENING, WHO HAS SIGNED UP TO, UM, SPEAK ON B3 OR BEFORE, AND IF NOT, WE WILL JUST GO TO OUR WE'LL JUST CLOSE THE PUBLIC HEARING AND, UM, DO THE CONSENT AGENDA AND APPROVE THE CONSENT AGENDA.

OKAY.

THAT SOUNDS GOOD.

NOBODY'S SIGNED UP TO SPEAK ON THOSE ITEMS. IS THERE A MOTION COMMISSIONER KING? THERE IS A MOTION FROM COMMISSIONER KING TO CLOSE THE PUBLIC HEARING AND APPROVE THE CONSENT AGENDA.

SECONDED BY COMMISSIONER DUNCAN.

ALL THOSE IN FAVOR, PLEASE RAISE YOUR HAND AND GREAT.

OKAY, GOOD.

AND I SHOULD JUST SAY AT THE TOP THAT WE ARE FOR ANYBODY, UM, ON THE PHONE WHO WANTS TO PAY WHO'S LISTENING.

WE ARE NOT ON ATX LIVE WE'RE ON ATX AND TWO, BECAUSE COUNCIL WORK SESSION IS GOING ON, SO YOU CAN MONITOR THERE AND ALSO PLEASE USE YOUR COMMISSIONERS.

PLEASE USE YOUR, UM, THE RAISE HAND ICON TO SPEAK AND EVERYBODY MUTE WHEN YOU'RE NOT SPEAKING.

[B1. Rezoning: C14-2020-0084 - The Training Kitchen; District 5]

AND SO OUR FIRST ITEM IS B ONE THAT POSTPONEMENT REQUEST, UM, FROM A NEIGHBOR.

AND, UM, SO WE WILL, OUR RULES ARE THAT WE HAVE THREE PEOPLE SPEAKING IN FAVOR AND AGAINST THE POSTPONEMENT.

AND, BUT I DON'T THINK ANYBODY HAS SIGNED UP IN FAVOR OF THE POSTPONEMENT.

SO, UM, WENDY, CAN YOU HELP US OUT HERE? UH, WENDY, ARE YOU THERE? ALRIGHT.

MY NAME SELECT STAR SIX.

HEY, WENDY, WENDY.

OH, THE FUN OF IT.

WHY DON'T WE TAKE THE NEXT ONE AND COME BACK TO IT.

SORRY, CTM HERE.

WE'RE A, WE'RE TRYING TO GET A RESPONSE FROM HER RIGHT NOW.

SHE'S IN THE CHAT, BUT I THINK SHE MAY BE MUTED OR

[00:05:01]

MAYBE HAVING TECHNICAL DIFFICULTIES WHERE OKAY.

I THINK SHE'S ON.

THANK YOU.

HELLO? OKAY.

THANK YOU.

AND WENDY, CAN YOU EXPLAIN THE SITUATION FOR THE REQUEST FOR THE POSTPONEMENT OR DO YOU WANT ME TO, AND I'M HAPPY TO DO IT, WENDY.

OH, SO CLOSE.

I, I COULD, I COULD DESCRIBE WHAT I UNDERSTAND FOR WENDY.

ARE YOU THERE THEN I WILL GO INTO, TO THE POSTPONEMENT REQUEST UNLESS WENDY, HEY WENDY, WENDY.

YOU'RE ON.

HEY WENDY.

WE ARE SO CLOSE.

MAYBE WE, HEY WENDY.

WENDY, CAN YOU HEAR ME? YES, I'M HERE.

THIS IS, THIS IS WENDY ROAD.

I THINK THERE'S THIS DISCONNECT.

YEAH, I THINK THAT'S TRYING TO BE WASHED OUT RIGHT NOW.

DO YOU WANT TO EXPLAIN WHAT, WHAT HAPPENED WITH THE POSTPONEMENT AND THEN WE'LL HAVE THE, UH, THE SPEAKERS AGAINST THE POSTPONEMENT SPEAK, BUT WHY DON'T YOU SPEAK FIRST? MY MIND.

I'M THINKING THIS IS JOLENE COMMISSIONER OR, OH, HI JOLENE.

I'M SORRY.

I CANNOT, I JUST NOW HEARING YOU, YES.

I WILL BE ABLE TO SEE, UM, ADDRESS THE MATTER AS IT RELATES TO THE POSTS I RECEIVED YESTERDAY.

OKAY.

THANKS.

IF YOU COULD GO AHEAD AND THAT'D BE GREAT.

OKAY.

UH, AS OF YESTERDAY AFTERNOON AND APPROXIMATELY TWO 50 IN THE AFTERNOON, I RECEIVED A TELEPHONE CALL FROM MR. MARY.

UM, I CALLED HIM BACK WITHIN THE HALF HOUR AND, UH, HE DISCUSSED HIS NEED FOR A POSTPONEMENT TO BETTER UNDERSTAND THE, UH, DRAINAGE CHARACTERISTICS IN RELATION TO THIS DEVELOPMENT, UH, FROM THERE AT APPROXIMATELY FOUR 15, HE SENT ALONG THE POSTPONEMENT REQUEST, UH, WHICH WAS, UH, UPLOADED AND PROVIDED TO THE COMMISSION EARLIER, AS YOU KNOW, UH, HE IS NOT, HE IS NOT ABLE TO JOIN THE MEETING BECAUSE IT WAS AFTER NOON ON MONDAY, BUT HE IS NOT ON THIS CALL.

I AM JUST REPRESENTING, UM, WHAT HAPPENED AS FROM THE CASE MANAGER'S POINT OF VIEW, UH, MR. MARY AND MS. STANSBERRY HAVE HAD SOME DISCUSSIONS, UH, YOU KNOW, BUT IT'S, I DON'T KNOW THAT THEY HAVEN'T ACTUALLY MET TO DISCUSS THE PROPOSED DEVELOPMENT ON HIS PROPERTY AND HE IS REQUESTING A, THOSE TO OF THE 6TH OF OCTOBER.

OKAY.

THANK YOU THOUGH.

YEAH.

THANK YOU, WENDY.

IT'S IT'S UM, CHAIR KOBASA THANK YOU SO MUCH.

AND NOW, UM, I ASSUME WE HAVE NOBODY SIGNED UP TO SPEAK AGAINST ARE IN FAVOR OF THE POSTPONEMENT REQUEST.

IS THAT CORRECT, ANDREW? I MEAN, IT SORT OF GOES TELLING IF THE PERSON DIDN'T SIGN COULDN'T SIGN UP TO SPEAK, THEN THEY COULDN'T SIGN UP FOR THE POSTPONEMENT REQUEST.

SO WE'LL JUST GO TO CORRECT? YES.

SO WE'LL GO TO, I BELIEVE, UM, IS IT BLAINE? STANSBERRY IS FIRST, UM, OR I JUST LOST MY NOTES, BUT UH, OKAY.

AND OKAY.

IT LOOKS LIKE, UM, UH, AMANDA LONG TEEN WILL GO FIRST, UM, BUT THEY CAN DECIDE AMANDA LONG TEEN OR BLAINE, STANSBERRY, AND THEY WILL HAVE THREE MINUTES OR TWO MINUTES EACH STANSBERRY.

UM, THE AMBLIN STANDS FOR, I WOULD LIKE TO SPEAK FIRST.

OKAY, GREAT.

GO AHEAD.

YOU'LL HAVE TWO MINUTES.

OKAY.

OKAY.

UM, COULD THE TECHNICIAN PLEASE PULL UP THE PRESENTATION FOR THE DENIAL OF POSTPONEMENT REQUESTS THAT I SENT EARLIER, PLEASE? SO WHILE THAT'S THAT'S,

[00:10:01]

UM, BEING PULLED UP, I WILL JUST SAY, UM, GOOD EVENING, MADAM CHAIR AND COMMISSIONERS.

UH, AS I SAID, I'M BLAINE STANSBERRY.

I AM A CIVIL ENGINEER AND FRIEND AND SUPPORTER OF THE TRAINING KITCHEN, HELPING THEM WITH THE ZONING REQUESTS.

UH, IF I DON'T KNOW IF Y'ALL ARE ABLE TO SEE THE SLIDES, I'M NOT ABLE TO SEE 'EM ON THE SCREEN.

I AM, I'M LOOKING AT, BUT, UM, IN ON SLIDE TWO IS MR. MIRI EMAIL REQUESTING THE POSTPONEMENT.

AND I UNDERSTAND THE REASON FOR THE REQUEST BY MR. MARY IS DUE TO CONFUSION OVER THE SPEAKER REGISTRATION DEADLINE, AND HE WISHES TO PARTICIPATE IN THE HEARING.

HE STATES HE HAS CONCERNS ABOUT THE OVERALL DRAINAGE AREA, UH, IN THE PROPERTY.

YES, THAT IS THE, UM, SLIDE.

THANK YOU FOR PULLING THAT UP.

AND, AND, UH, WHEN YOU GET A MINUTE, UH, SLIDE TWO.

SO I'VE HIGHLIGHTED WHERE HE ADDRESSED HIS CONCERN.

UH, AND THEN ON SLIDE THREE, AS AN ENGINEER, YOU KNOW, I WANT TO SEE, WELL, WHAT, WHAT DRAINAGE CONCERNS WHAT'S GOING ON? CAUSE THAT'S AN IMPORTANT COMPONENT OF, OF THE SITE ENGINEERING.

SO ON SLIDE THREE, THE TRAINING KITCHEN IS SHOWN OUTLINED IN ORANGE, MR. BARRY'S PROPERTY AT 72 10, DAN GENE OUTLINED IN BLUE IS DOWNSTREAM OF THE TRAINING KITCHEN AND I'LL CALL IT TTK FOR SHORT, THE CRITICAL WATER QUALITY ZONE FOR A MINOR WATERWAY IS SHOWN IN THE HATCH AREA AND IT ENCOMPASSES THE REAR OF TTK AND THE ENTIRETY OF MR. MARY'S PROPERTY AND THE ADJACENT HOMES ON BOTH SIDES ALONG DAN JANE STREET LIGHTS FOR, UH, UH, OKAY.

I'M SORRY, IF YOU COULD GO TO SLIDE THREE, THAT'S WHAT I WAS JUST DESCRIBING THE TEACH GATE PROPERTY IN ORANGE, MR. MARY'S PROPERTY IN BLUE, AND THEN YOU SEE THE HATCHED AREA OF THE CRITICAL BARN QUALITY ZONE.

ALRIGHT, SLIDE FOUR, PLEASE.

THE NEXT ONE, CAN YOU SWITCH TO SLIDE FOUR, PLEASE? WE'RE CURRENTLY ON SLIDE FOUR ON SLIDE.

UH, I'M SORRY, THAT SAYS THREE.

I'M SORRY, GO TO THE NEXT ONE.

SORRY FOR THE CONFUSION.

THIS IS A STREET VIEW OF MR. MARY'S PROPERTY.

HE OWNS THE VACANT LOT OF PARKING TO GO TO THE NEXT SLIDE OF THE STREET.

YOU, UM, IT IS A VACANT PROPERTY BETWEEN TWO HOMES.

YEAH, SO, UM, IT IS, YOU KNOW, WHERE THE DRAINAGE WAY COMES RIGHT THROUGH THE CENTER OF HIS, HIS PROPERTY THERE CULVERTS UNDER THE STREET, CARRYING IT TO THE OTHER SIDE OF DAN JEAN'S PROPERTY.

I HAVE MADE MYSELF AVAILABLE TO MR. MARY TO DISCUSS HIS CONCERNS.

UH, WE WERE NOT ABLE TO CONNECT TODAY DUE TO HIS SCHEDULE.

SO, UM, ALL RIGHT, SO THE NEXT SLIDE, PLEASE.

SO DRAINAGE, UM, YOU KNOW, WE, WE, UM, THAT, YOU KNOW, THE LAND DEVELOPMENT CODE PROHIBITS ANY DEVELOPMENT, UM, FROM ADVERSELY IMPACTING DOWNSTREAM DEVELOPMENT OF BOTH UPSTREAM AND DOWNSTREAM LANDOWNERS, AND IF SITE IMPROVEMENT, IF THERE ARE ANY SCORES, THIS PROJECT WOULD BE SUBMITTED, WERE DRAINAGE IMPACTS, UM, WOULD BE, UH, WHERE THE DRAINAGE IMPACTS WOULD BE REVIEWED FOR COMPLIANCE WITH THE LBC.

AND SO THEREFORE WE ASKED ME TO DENIED POSTPONEMENT REQUESTS FOR MR. MARY AND PROCEED WITH THE HEARING ON THE ZONING CHANGE AND THEN DRAINAGE WOULD BE ADDRESSED DURING THE SITE DEVELOPMENT STAGE.

OKAY.

THANK YOU.

AND THEN, UH, AMANDA LONG, YOU WILL HAVE TWO MINUTES AND JUST PLEASE SPEAK TO THE POSTPONEMENT REQUEST.

THIS IS JUST FOR THE POSTPONEMENT.

SO YOU COULD JUST SAY YOU'VE BEEN MUTED.

HELLO? HELLO, AMANDA LONG TANE.

YES.

THIS IS AN AMBULANCE.

YOU WILL HAVE TWO MINUTES AND PLEASE JUST SPEAK TO THE POST REQUESTS.

OKAY.

UM, YES, I WOULD LOVE TO BE ABLE TO AVOID THE POSTPONEMENT.

UM, AS BLAINE SUGGESTED HE IS WORRIED ABOUT DRAINAGE.

UM, WE HAVE NO INTENTION OF INCREASING THE SIZE OF THE PROPERTY.

UM, AND SO I DON'T BELIEVE THAT THAT WHAT WE DO ON OUR LAND WILL AFFECT IN ANY WAY WHATSOEVER.

OKAY.

OKAY.

THANK YOU.

[00:15:01]

THANK YOU.

AND, UM, I, UM, I DID SPEAK WITH THE NEIGHBOR MR. MIRI, BEFORE THIS, AND HE RECEIVED HIS NOTICE ON SATURDAY AND THE NOTICE DIDN'T MENTION A DEADLINE FOR SIGNING UP TO SPEAK.

AND I THINK THAT IS AN INTERESTING PROBLEM THAT WE HAVE, THAT WE ARE REQUIRING PEOPLE TO SPEAK UP MORE OR TO SIGN UP MORE THAN 24 HOURS BEFORE WHEN YOU COULD JUST ROLL IN THE DOOR AT SIX O'CLOCK SIX, A ONE TO SPEAK ON TUESDAY NIGHT.

AND THERE WAS JUST NO WORD WHATSOEVER ABOUT HAVING TO SIGN UP AT NOON YESTERDAY.

AND ALSO A POINT OUT THAT OUR RULES AND REGULATIONS SAY IT IS PREFERRED, BUT NOT REQUIRED TO REQUEST A POSTPONEMENT BY MONDAY NIGHT.

AND EACH PARTY IS ALLOWED A MINIMUM OF ONE POSTPONEMENT AND THAT'S FROM OUR RULES AND REGULATIONS.

SO, I MEAN, SO, UM, I JUST WANTED TO PUT THAT OUT THERE, UM, FOR, UM, JUST HE'S HE IS JUST ASKING FOR A POSTPONEMENT UNTIL THE NEXT MEETING, UH, WHO WANTS TO RAISE THEIR LITTLE HAND, UM, ON THE LITTLE THING ON THE USE, THE ICON.

CAUSE IT WILL BE, I THINK IT'S A LITTLE EASIER FAIRER, SO, OH, EXCEPT I DO NOT HAVE THE, I DO NOT HAVE THE, YEAH.

I WANT TO BECOME THE PRESENTER AGAIN.

SORRY ABOUT THAT.

OKAY.

UH, DAVID KING, UH, COMMISSIONER KING AND THEN COMMISSIONER BRAY.

YES.

THANK YOU, CHAIR.

UM, AND YOU KNOW, I DROVE BY THE PROPERTY TODAY TO LOOK AT THE PROP, YOU KNOW, TO LOOK AT THE PROPERTY.

AND, UH, UH, THE, UH, I NOTICED THAT THE, THE NOTICE OF REZONING SIGN WAS NOT POSTED IN THE FRONT OF THE PROPERTY, ALTHOUGH THE, IN OUR BACKUP YOU WILL SEE THERE'S, THERE IS A, UH, I BELIEVE THERE'S A SIGN THAT, UH, BACKUP SOMETHING IN A PAGE IN THE BACKUP THAT SHOWS THAT THE SIGN WAS POSTED, I SUPPOSE, EARLIER ON.

SO, AND GIVEN THE SITUATION THAT WE'RE IN WITH DEPENDENT PEN AND ALL THE CONCERNS AND THE ISSUES THAT CHAIR BROUGHT UP, I, I MOVED THAT WE RENT THE POSTPONEMENT FOR THIS CASE TO OCTOBER 6TH, SO THAT, UH, OUR NEXT MEETING AND SO THAT THE ADJACENT NEIGHBOR CAN HAVE TIME TO MEET WITH THEM.

UM, AND, AND POTENTIALLY OTHER NEIGHBORS AS WELL, UH, CAN MEET WITH THEM TO DISCUSS THE POTENTIAL IMPACTS THAT THIS, UH, DEVELOPMENT WOULD HAVE ON THEIR, UH, REZONING WOULD HAVE ON THEIR, ON THEM, IN THEIR PROPERTY.

THANK YOU.

OKAY.

AND IS THERE A SECOND, IS THERE A SECOND? OKAY.

SECONDED BY COMMISSIONER DANCLER AND COMMISSIONER BRAY.

YOU HAD SIGNED UP, YOU HAD YOUR LITTLE HAND UP.

YEAH.

IT SEEMS A LITTLE ABSURD TO ME THAT LIKE, WE'RE TALKING ABOUT IT BECAUSE SOMEONE COULDN'T SIGN UP IN TIME, BUT THEY CAN ASK FOR THE LIKE, COULD WE NOT? I MEAN, I THINK IT'D BE BETTER FOR EVERYONE INVOLVED.

JUST MAKE AN EXCEPTION AND SOMEHOW LET THEM SPEAK THIS MEETING.

I DON'T KNOW.

IT JUST SEEMS LIKE A, LIKE A CRAZY OUTCOME TO ME.

I COMPLETELY AGREE.

AND I MEAN, AND SO THAT'S WHY I'M IN FAVOR OF THE POSTPONEMENT.

IT'S JUST LIKE, IT'S SILLY.

YOU CAN'T SPEAK ON ANYTHING.

AND WE ARE JUST STUCK WITH THE RULE THAT YOU HAVE TO SIGN UP BY NOON THE DAY BEFORE.

UM, SO, BUT YEAH, YOU'RE MUTED.

SORRY ABOUT THAT.

ANYBODY ELSE HAVE THEIR LITTLE HAND UP ON THE THING? AND UM, SO THE MOTION TO POSTPONE TO OCTOBER AND WHAT WAS THAT EIGHTH AND WAS BY COMMISSIONER KING AND SECONDED BY COMMISSIONER DINKLER.

OH, AND I SEE, UH, HANK, ARE YOU COMMISSIONER SMITH? ARE YOU TRYING TO SPEAK? NO.

THE POSTPONE ONE WOULD BE TO OCTOBER 6TH, OCTOBER 6TH.

THEY HAVE SCHEDULED FOR CITY COUNCIL ON OCTOBER 15TH.

WE DO ON THE OCTOBER 6TH WOULD BE IN THERE AT TIMES.

THERE ARE A COUPLE OF 15TH OR NO DELAY.

OKAY.

THAT'S THANK YOU SO MUCH.

COMMISSIONER SMITH.

OKAY.

ALL THOSE IN FAVOR.

I SEE.

NO MORE LITTLE HANDS.

ALL THOSE IN FAVOR OF POSTPONEMENT, PLEASE RAISE YOUR HAND.

SO WE HAVE, IT LOOKS LIKE WE HAVE ONE, TWO, THREE, FOUR, FIVE COMMISSIONER.

IT LOOKS LIKE COMMISSIONER DANCO, COMMISSIONER, COMMISSIONER, RAY, AND COMMISSIONER SMITH.

UM, THOSE OPPOSED TO THE POSTPONEMENT COMMISSIONER EVANS AND, UH, ABSTAINING COMMISSIONER DUNCAN.

DID YOU WERE, HOW DID YOU VOTE ON THAT?

[00:20:03]

DO YOU ALL SEE YOU WERE COMING, YOU WERE BEING BLURBY IN AND OUT.

I COULDN'T EVEN HEAR UNDERSTAND.

YEAH.

I'VE GOT A PROBLEM.

I'M GOING TO HAVE TO COME BACK.

I'M GETTING PLASTIC HAS GOT, I THINK I'VE JOINED TWICE.

OKAY.

HOW DID YOU VOTE ON THAT? DID YOU VOTE IN FAVOR AGAINST OKAY.

IN FAVOR OF THE POSTPONEMENT? SO THAT IS OKAY.

THANKS.

AND I CANNOT COUNT RIGHT NOW, BUT I BELIEVE THAT PAST AND THAT PAST, UH, IF YOU COULD CORRECT ME, ANDREW, THAT PAST NINE TO ONE.

UM, I THINK YES.

CORRECT.

OKAY, GREAT.

OKAY.

POSTPONEMENT PAST NINE TO ONE.

OKAY.

SO THE COMMISSIONER SO WOULD ACTUALLY BE EIGHT TO ONE.

OKAY.

WE'RE MISSING.

OH YEAH.

EIGHT TO ONE.

GOSH, I'M THINKING, I'M THINKING WAY AHEAD.

OKAY.

I'M CURIOUS, LIKE DISAGREE WITH ME.

SO 71 IN THE MEETING, IT WAS NINE TO ONE BECAUSE THAT ONE TIME THE OTHER COMMISSIONER WILL NOW STEP OFF.

NO COMMISSIONER VICE CHAIR.

BERRERA ROMERO CAUSE NOT IS, IS UNABLE TO JOIN US TONIGHT.

SO IT IS A ONE WHERE WE'RE MISSING HER AND WE'RE MISSING AND WE HAVEN'T YET.

RIGHT.

I SHOULD, I SHOULD HAVE A LITTLE CHEAT SHEET ON THAT.

SO THANK YOU EVERYBODY WHO SHOWED UP, I THINK THIS IS A PAIR, JUST EVIDENCE OF A LARGER PROBLEM THAT WE NEED TO ADDRESS CHERISH YOUR KING.

I BELIEVE IT WAS ONE, TWO, ONE, EIGHT TO ONE.

OKAY.

EIGHT TO ONE.

YES.

YEP.

THANK YOU.

SO I'M CONFUSED.

YES, BECAUSE NICE CHAIR FOR RARER RAMIREZ.

JUST NOT HERE.

THAT'S RIGHT.

UM, HAVE A SEAT ABSENCE.

SO THERE ARE ONLY, I'M GOING TO GET ONE, TWO, THREE, FOUR, FIVE, THERE'S ONE, TWO, THREE, FOUR, FIVE, SIX, SEVEN, EIGHT, AND COMMISSIONER.

UM, COMMISSIONER DUNCAN IS GOING TO JOIN US.

HE'S REJOINING US BECAUSE OF SOUND PROBLEMS. SO THAT IS NINE PEOPLE TOTAL RIGHT NOW.

BUT I WANT TO SAY THANK YOU TO THE PARTICIPANTS AND TO THE PEOPLE, UM, FROM .

UM, THANK YOU FOR YOUR PATIENCE.

I THINK THESE ARE JUST SORT OF CRAZY TRYING TIMES.

AND I, UH, I DO WANT TO TALK TO STAFF A LITTLE BIT OFFLINE ABOUT THE WAY THE NOTICES ARE HANDLED, BUT I THINK THE STAFF IS ALSO DOING A REALLY GOOD JOB.

SO, AND ACTUALLY JIM IS CALLING RIGHT NOW.

SO, UM, LET'S, UH, I WILL, UM, I'M GOING TO MUTE AND I'M GOING TO SEE HOW I CAN HELP HIM.

UM, HEY, UM, THE POWERS THAT BE AT CITY HALL, UM, COMMISSIONER DUNKIN CANNOT IS UNABLE TO REJOIN THE MEETING.

SO CAN YOU HELP HIM OUT? COULD YOU SAY I'LL ANDREW HAS HIS PHONE NUMBER.

COULD YOU, UM, CONTACT HIM AND WORK WITH HIM ONLINE OR OFFLINE TO GET HIM, UH, HOOKED IN AGAIN? SO WE'LL BE WORKING WITH HIM RIGHT NOW.

OKAY.

THANK YOU SO MUCH.

AND YOU HEARD THAT JIM, SO THEY WILL CONTACT YOU RIGHT NOW? YES.

OKAY.

THANKS.

OKAY.

THANKS.

OKAY.

NOTHING LIKE ONLINE MEETINGS.

UM, SO,

[B2. Resubdivision: C8-2019-0100.0A - Resubdivision of Lot 3, Block E, Westover Hills Section Four Section Phase Two; District 10 (Part 1 of 2)]

OKAY.

WE ARE ONTO B2, THE SUBDIVISION AND, UM, IT, UM, CESAR ZAVALA IS THE CASE MANAGER FOR IT AND SAYS OUR, COULD YOU GO AHEAD AND X AND EXPLAIN AWAY, GIVE ME RIGHT NOW.

CASEY TOOK OUT HER 19 ZERO ONE ZERO 0.08.

UH, CAN YOU HEAR ME? YES.

YES.

I CAN HEAR YOU.

IT'S A TINY BIT GARBLED.

UM, MAYBE YOU COULD GET CLOSER TO THE MIC, BUT WE CAN HEAR YOU.

OKAY.

UM, AGAIN, THIS IS FOR KCA 2019 THROUGH 100.08.

THIS IS A RECENT DIVISION OF LOT 30 BLOCK E WESTOVER HILLS 600 FOR PHASE TWO, LOCATED AT 42 ONE.

HI, HI, RICH DRIVE.

THIS CASE IS A CONTINUATION FOR THE FIRST MEETING IN SEPTEMBER, WHICH OCCURRED ON SEPTEMBER, UH, SEPTEMBER 1ST.

AND, UM, THIS MEETING WAS CONTINUED TO, UH, TO PROVIDE ADDITIONAL INFORMATION ON TRANSPORTATION REVIEW AND, UH, TRACK CERTAIN THE TRANSPORTATION OF IS ONLINE SKIRT, LIKE ADDITIONAL

[00:25:01]

INFORMATION ON THERE.

UM, I'VE BEEN INTERESTED IF I COULD PLEASE, UM, HAVE YOU, UM, PROVIDE SOME DETAILS ON THE CASE, A GOOD EVENING COMMISSIONERS.

UH, THIS IS ITEM THAT I'M HOPING WITH DEVELOPMENT SERVICES AND, UM, UM, , UM, VIOLENCES.

IT WAS SIMPLE AS SAYING, UM, UH, WE PREVIOUSLY HAD THIS MEETING, UH, POSTPONE TO GET TONIGHT, UH, TO TRY TO ANSWER SEVERAL QUESTIONS THAT THE COMMISSIONERS HAD NOT PREVIOUSLY.

AND WE HAD BEEN WORKING ON, ON ANSWERING MANY, MANY QUESTIONS, UM, UH, AT ANY POINT, UM, UH, WE HAD BEEN WORKING WITH THE AUSTIN TRANSPORTATION DEPARTMENT AND, UH, WE HAVE ALSO COME UP WITH, UH, I GUESS, A SITUATION RIGHT NOW THAT WE'D NEED ADDITIONAL TIME.

SO MAYBE YOU, THE SIDE DISTANCE CONCERNS THAT, UM, YOU GUYS HAVE EXPRESSED TO US.

AND, UH, WE WOULD LIKE TO REQUEST A, UM, A POSTPONEMENT AT THIS TIME TO LOOK INTO THE CASE FURTHER AND ALSO CONSULT WITH OUR LEGAL DEPARTMENT TO MAKE SURE THAT WE'RE ADDRESSING ALL ITEMS PROPERLY.

OKAY.

SO I THINK I DID I HEAR THAT CORRECTLY? THAT YOU'RE REQUESTING A POSTPONEMENT.

OKAY.

YES, MA'AM OKAY.

THAT'S FINE.

UM, INTERESTING.

UM, AND I'M GOING TO BE LOOKING AT THE LITTLE, I'M GOING TO BE LOOKING AT THE LITTLE HANDS, UM, COMMISSIONER, UM, COMMISSIONER, UH, TARA, I JUST WANT TO CLARIFY WAS THAT TO POSTPONE TO OUR OCTOBER SIX MEETING? YES.

OKAY.

THANK YOU.

WE'LL ALMOST, I'LL MAKE THAT MOTION THAT WE POSTPONE UNTIL THE OCTOBER SIX MEETING.

OKAY.

IS THERE A SECOND SECONDED BY COMMISSIONER DINKLER AND, UH, I DON'T KNOW.

I JUST GOT A MESSAGE COMMISSIONER.

UM, OKAY.

AND I BELIEVE THAT, UH, VICE, UH, COMMISSIONER DUNKIN WAS JUST RE SENT SOME INFORMATION ABOUT HOW TO SIGN UP.

AND SO HOPEFULLY HE HAS IT.

AND GIVE ME JUST A SECOND CAUSE I WAS CC'D ON IT.

SO I'M GOING TO TRY TO, CAN WE HOLD ON JUST FOR ONE SECOND, CAUSE I WILL ACTUALLY, UM, I WILL TRY TO MAKE SURE HE SEES THIS.

SO GO AHEAD.

GOODY GOODY.

OKAY, GREAT.

HE IS.

YEAH, HE'S ON.

SO COMMISSIONER DUNKIN.

YES.

THAT WAS ME.

JUST MAKING SURE, UM, THAT YOU GOT, THAT YOU SAW IT AND THAT YOU WERE ABLE TO CONNECT.

SO, AND I WILL START MY VIDEO AGAIN.

I JUST DIDN'T WANT TO BE MESSING AROUND WITH THE SCREEN TO TWO DIFFERENT SCREENS.

OKAY.

WE HAVE A MOTION ON THE FLOOR FROM COMMISSIONER DUNK, UH, COMMISSIONER KING AND SECONDED BY COMMISSIONER DANGLER TO POSTPONE TO THE OCTOBER 6TH MEETING.

AND, UM, ALL THOSE IN FAVOR OF POSTPONING BY REC AS REQUESTED BY STAFF TO OCTOBER 6TH, PLEASE RAISE YOUR HAND.

AND IT IS, UH, COMMITTEE IT'S COMMISSIONER KUBASSEK COMMISSIONER KING COMMISSIONER, GARY COMMISSIONER, DINKLER COMMISSIONER RAY COMMISSIONER BRAY, AND COMMISSIONER DUNKIN, ALL THOSE OPPOSED THE COMMISSIONER SMITH AND COMMISSIONER EVANS.

AND SO THAT VOTE IS, UH, I'M JUST GOING TO SAY SEVEN TO TWO IN FAVOR OF THE POSTPONEMENT.

SO THANK YOU VERY MUCH STAFF.

UM, AND ESPECIALLY IVAN AND CAESAR FOR, UM, THOROUGHLY ANSWERING OUR QUESTIONS.

I WANTED TO SAY THAT BEFOREHAND.

AND SO THAT LEAVES, UH, NO MORE DISCUSSION CASES.

AND WHAT IS NEXT FOR US IS THE IMAGINE IS, IMAGINE AUSTIN, CAN I OFFER ONE THING? YES.

SO EIGHT TO TWO,

[00:30:01]

NOT SEVEN TO TWO.

OH, OKAY.

WE DID HAVE THE APPLICANT ONLINE TO TALK.

I NEVER GAVE ANY OPPORTUNITY FOR ANYBODY ELSE TO TALK ABOUT ANYTHING.

I AM.

I AM SO SORRY ABOUT THAT.

UM, THAT IS A GOOD, THAT'S A POINT.

UM, YEAH, WE NEVER CLOSED THE PUBLIC HAND.

WE NEVER DID ANYTHING.

WE JUST TOOK THEM OUT.

THAT IS TRUE.

OKAY.

WHO ELSE WANTS TO THAT'S ACTUALLY COMMISSIONER SMITH.

YOU ARE CORRECT.

THAT WAS MY BAD.

THAT WAS DEFINITELY A MISTAKE.

I WAS VERY CAUGHT OFF GUARD BY THE REQUEST.

OKAY.

AND I SEE COMMISSIONER KING WANTS TO SPEAK SO WE CAN RESENT OR IF IT'S POSSIBLE, I'LL JUST GO AHEAD AND WITHDRAW MY MOTION AND WAIT TO HEAR.

BUT, BUT, BUT I DO PLAN TO VOTE THE SAME WAY, EVEN THOUGH I'M WITHDRAWING THE MOTION, UH, AT THAT, JUST TO EXPEDITE THE PROCESS, I'M WILLING TO DO THAT, SO WE DON'T HAVE TO REBOOT AND YEAH.

AND THAT RAISES A QUESTION.

I MEAN, THANK YOU, COMMISSIONER SMITH.

UM, THAT IS A GOOD QUESTION ABOUT ALSO, DO WE HAVE TO, CAN COMMISSIONER KING JUST RESEND HIS MOTION OR DO WE ACTUALLY HAVE TO VOTE ON A RECENSION AND I'M LOOKING AT OUR PARLIAMENTARIAN COMMISSIONER DINKLER AND COMMISSIONER DANCLER WE CAN'T HEAR YOU.

AND WE STILL CAN'T HEAR YOU.

WE ACTUALLY HAVE TO VOTE TO RESCIND THE, I THINK HE'S JUST WITHDRAWN IT, UM, ACTUALLY WITH WITHDREW, UM, YEAH, WE HAVE TO VOTE.

WE HAVE TO VOTE ON THE RECEPTION.

UH, SO, SO I'LL MOVE CHAIR TO RESCIND THAT VOTE SO THAT WE CAN GET THE APPLICANT OPPORTUNITY TO RESPOND.

AND THEN I PLANT A MOTION AGAIN FOR, FOR THE POSTPONEMENT AND I WOULD JUST TO GET IT OUT THERE, NOT CLOSE THE PUBLIC HEARING.

WE WANT TO LEAVE IT OPEN FOR THE NEXT MEETING AND THE APPLICANT SHOULD ONLY SPEAK TO THE POSTPONEMENT SINCE THE STAFF HAS REQUESTED IT.

OKAY.

SO EMOTION BY COMMISSIONER KING TO RESEND THAT MOTION OR TO RESEND THE, UM, RESEND THE MOTION.

IS THAT CORRECT? COMMISSIONER OR PARLIAMENTARIAN? DANCLER? UH, IT ACTUALLY SHOULD COME FROM MR. SMITH OR MR. EVANS, BUT, UM, FORMAL MOTION BY COMMISSIONER SMITH TO RESEND AND SECONDED AND THE SECONDED BY COMMISSIONER EVANS.

BUT I THINK IT CAN BE SECONDED BY ANYBODY.

OKAY.

ALL THOSE.

AND THANK YOU, COMMISSIONER SMITH.

THAT WAS DEFINITELY A, UM, THAT WAS A BOOBOO.

UM, ALL THOSE IN FAVOR OF RETENTION, PLEASE RAISE YOUR HANDS AND IT IS UNANIMOUS AND OKAY.

AND SORRY, MR. APPLICANT.

UM, GO AHEAD AND YOU WILL HAVE TWO MINUTES TO SPEAK TO THE, TO THE POSTPONEMENT REQUEST MADE BY SURE.

COMMISSION WISE ON ANDOVER.

I'VE SENT HIM AN EMAIL.

I'M NOT SURE I HAVE HIM ON THE TELECONFERENCE.

HEY ANDREW, THANK YOU SO MUCH.

AND THANK YOU SO MUCH FOR HANDLING ALL THIS.

THIS IS LIKE A CRAZY CIRCUS ZOO RIGHT NOW, UM, WITH ONLINE DROPPING OFFS AND ONS.

AND I DON'T KNOW IF SOMETHING'S GOING ON THAT PEOPLE CAN'T CONNECT.

SHOULD I ASK YOU A QUESTION? I COULDN'T HEAR YOU.

OH YEAH, I HAVE TO MUTE.

UH, YES.

YES YOU CAN.

I OFFER A FEW MINUTES THAT WE'RE SUPPOSED TO BE DISCUSSING BOTH TODAY.

ONE WOULD BE TWO, RIGHT? AND NOW WE'RE IN, UM, THE STAFF HAS REQUESTED A POSTPONEMENT ON B TWO SO THEY CAN ANSWER THE REST OF OUR QUESTIONS.

THAT'S WHAT I WAS CONFUSED ABOUT.

NEVERMIND.

[00:35:02]

I ATTEMPTED TO CALL MR. .

I HAVEN'T HEARD FROM HIM, ANDREW, THANK YOU SO MUCH FOR TRYING AND I'M GOING TO HIT MUTE SO THAT I CAN YELL AT SOMEBODY TO LET OUT THE CAT MEETING.

I WOULD KIND OF ENJOY A CAT WALKING ACROSS THE SCREEN RIGHT NOW.

WE'RE DUMPING ON MY SHOULDERS, BUT NO, I'M GOING TO GET, WE'RE WAITING.

WE'RE BACK ON THE COUNCIL WITH THEIR MEETING BACK.

AND UM, THANK YOU, ANDREW, FOR TRYING TO GET MR. ALPER OUT PEARLY, I BELIEVE IS HOW HE PRONOUNCES HIS NAME WHILE WE'RE WAITING.

AND I THINK THIS MIGHT BE SOMETHING YOU NEED TO BRING UP LATER, BUT I WANT TO KNOW WHEN I'M SUPPOSED TO BRING IT UP.

UM, I'M JUST CURIOUS ABOUT LIKE THE, THE FIRST NOVEMBER MEETING, WHAT THE DATE OF THAT'S ACTUALLY SUPPOSED TO BE.

THAT IS A GOOD QUESTION, BECAUSE WE HAD SAID THAT WE WERE GOING TO, BUT WE CAN DISCUSS IT OFFLINE, BUT WE WERE GOING TO NOT HAVE A MEETING ELECTION NIGHT IS WEDNESDAY, NOVEMBER 4TH.

SO I JUST WANT TO MAKE SURE THAT'S ACCURATE.

THAT'S THE WEEK WE DECIDED TO DO IT ON THE BOARD.

SO FOLLOWING THE ELECTION DAY.

AWESOME.

THANK YOU, COMMISSIONER PREY FOR BRINGING THAT UP.

YEAH, I DON'T, I DON'T WANT TO BE WORRYING ABOUT THAT FROM THE DAY OF THE FATE OF THE ROLES DECIDED, YOU KNOW, HEY, REMEMBER, WE'RE ON A COMMISSION MEETING, SO WE GOTTA, BUT UM, SHOULD WE JUST TAKE A FIVE MINUTE BREAK? UM, AND I BELIEVE SO THAT HOPEFULLY INSTEAD OF JUST ALL STARING INTO OUR COMPUTERS AND WE CAN GET A DRINK OF WATER AND COME BACK.

SO CAN WE OFFICIALLY, UM, CAN I JUST CALL A RECESS FOR FIVE MINUTES? IS THAT ALLOWABLE OR DO WE NEED A MOTION? OKAY.

I AM CALLING A RECESS FOR FIVE MINUTES.

IT IS.

ACCORDING TO MY CLOCK, IT IS SIX 39.

WE WILL GET BACK HERE AT SIX 44 AND, UM, AND HOPEFULLY MR. OPERA LEE WILL BE HERE.

AND AGAIN, THANK YOU SO MUCH COMMISSIONER SMITH.

I APPRECIATE IT.

UM, IT'S JUST, IT'S ALREADY BEEN ONE OF THOSE MEETINGS.

OKAY.

FOR WE'RE RECESSING FOR FIVE MINUTES.

MMM.

ANDREW HAS NOTIFIED ME THAT THE, THAT HIS PHONE CALLS ARE GOING STRAIGHT TO VOICEMAIL.

AND SO, UM, MR. ABERLI, IF YOU WERE WATCHING, IF YOU COULD CALL ANDREW OR SEND AN EMAIL SURE.

COMMISSION PLAYS ON ANDREW, IF WE COULD JUST, UM, I APOLOGIZE TO MAKE EVERYONE GO THROUGH THIS AGAIN, IF WE CAN, UH, MAKE SURE THAT THAT MOTION WAS FROM THE PREVAILING SIDE.

OH, OKAY.

THE PREVAILING SIDE WOULD BE THE POSTPONEMENT.

OKAY.

SO IT WOULD BE, SO IT WOULD MEAN IT WOULD HAVE TO BE, IT WOULD HAVE TO BE SOMEBODY WHO VOTED IN FAVOR.

OKAY.

LET'S DO THAT AGAIN.

COMMISSIONER KING, YOU HAVE YOUR HAND UP.

YES.

I WOULD LIKE TO MOTION THAT WE, UH, MAKE A MOTION THAT WE, UH, UH, UH, WHAT IS IT REVERSE THE DECISION, UH, THE WORD I'M LOOKING FOR YOUR, I THINK IT'S RESEND.

WE SEND THE DECISION.

YES.

I WANT A EMOTIONAL REPRESENTED THE DECISION TO POSTPONE A B TO A AND, UM, THAT'S MY MOTION.

AND THERE'S

[00:40:01]

SECOND FROM COMMISSIONER DANCLER.

SO WE'LL DO THE VOTE AGAIN, ALL THOSE IN FAVOR.

PLEASE RAISE YOUR HANDS.

AND IT LOOKS LIKE IT'S UNANIMOUS.

OKAY, GREAT.

WHY DON'T

[C. BRIEFING]

WE JUST GO ON TO THE, UM, THE, UM, THE IMAGINE AUSTIN ANNUAL REPORT AS, AND, UM, AND WE CAN ALWAYS COME BACK TO B TWO.

SO HOPEFULLY MR. ALBERT LEE WILL CONNECT AT SOME POINT.

UM, IS STAFF READY TO GO AHEAD WITH, UH, THE BRIEFING C1 2020, IMAGINE AUSTIN ANNUAL REPORT AND THE SPEAKERS ARE, OH MAN.

SO MANY EMAILS TODAY.

I HAVE SEEN, I KNOW ANDREW IS PROBABLY TRYING TO GET THE PERSON, BUT HE ALSO, UH, OKAY.

THE, UM, SO THE SPEAKERS FOR THE IMAGINE AUSTIN ANNUAL REPORT ARE, UH, MATT DOUGAN, YOU'RE GOING TO GO IS LEADING OFF.

AND THEN CASEY DE LEON, THEN THERESA LUDICROUS, LAURA ESPARZA AND TEDFORD.

SO MATT, ARE YOU THERE? MATT? ARE YOU THERE? AND ANDREW.

OH, GOODIE.

IT LOOKS LIKE WE'RE GETTING READY.

THANK YOU.

THANK YOU SO MUCH FOR PUTTING THAT ON THE DOCUMENT CAMERA.

SURE.

NO PROBLEM.

SO IS THERE A IMAGINE AUSTIN ANNUAL REPORT TEAM? ARE THEY ONLINE? AND I FEEL LIKE WE PROBABLY HAVE TO CLONE ANDREW AT THIS POINT, DEALING WITH LINING UP THE SPEAKERS AND I BELIEVE IT'S HIT STAR SIX.

I DON'T BLAME MR. DEGENERES ON THE TELECONFERENCE AT THE MOMENT.

OH, OKAY.

I DON'T KNOW IF ONE OF THE OTHER SPEAKERS WANTS TO GO FORWARD.

UH, CASEY DE LEON DAILY ON, ARE YOU THERE? AND IF SO, YOU COULD GO AHEAD.

YOU'RE OKAY.

DO YOU WANT TO, DO YOU FEEL COMFORTABLE STARTING OFF OR DO YOU WANT TO TRACK DOWN, UH, UM, CAUSE YOU WERE LISTED AS SECOND IN, UM, IN THE ORDER FOR SPEAKING ON THE IMAGINE AUSTIN ANNUAL REPORT.

I CAN, I CAN'T DRINK IT'S OFF A LITTLE BIT.

AND THEN IT'S, UM, MATT IS BACK IN WHEN HE, UM, WHEN WE KIND OF GET THROUGH THE PARTY PROGRAMS, MAYBE HE CAN WRAP US UP SO I CAN KICK OFF.

I'M ACTUALLY, UM, MY NAME IS CASSANDRA AND I'M WITH AUSTIN PUBLIC HEALTH AND I'M THE LEAD FOR THE PARTY PROGRAM THAT HELP THE AUSTIN PARTY PROGRAM.

UM, AND I'LL BE ABLE TO DO THAT IN A LOT OF DETAIL, UM, AS FAR AS ACTUAL, UM, UM, ANNUAL REPORT AND THE PROGRESS THAT WE'VE MADE.

AND I'LL LEAVE FOR, UM, MATT TO GIVE MORE DETAIL ABOUT, UM, IMAGINE AUSTIN AS A WHOLE, WHICH I THINK YOU ALREADY HAVE A LOT OF CONTEXT FOR US.

WE'RE IN, I THINK, UH, YOU'RE SIX OR SEVEN OF OUR IMPLEMENTATION OF THE OVERALL PLAN OF THE 30 YEAR COMPREHENSIVE PLAN.

UH, SO IF, UM, AND ANDREW, I DON'T KNOW IF THEY'RE ABLE TO, IF WE'RE ABLE TO DISPLAY THE, UM, WEBSITE AND THE FRIDAY PROGRAMS, UM,

[00:45:01]

PAGES ON FOR THE COMMISSION, NOT, I CAN JUST RUN THROUGH MY COMPONENTS, UM, AND THE PARTY PROGRAMS ARE ORGANIZED.

OH, UM, HEALTHY AUSTIN.

SO AS ANDREW IS PUTTING IT TOGETHER, JUST TO GIVE YOU SOME ORIENTATION TO THE WAY.

UM, AND WE ACTUALLY, I REALLY WANT TO APPLAUD, UM, MATT, MATT NEWTON'S TEAM AND ALL THE, UM, UH, TEAM THAT PUT TOGETHER THE HEALTHY, THE WEBSITE FOR THAT DISPLAYS ALL THE IMAGINE AUSTIN COMPONENTS, BECAUSE EACH PARTY PROGRAM HAS REALLY NICE WITH PAGE THAT, UM, GIVES HIGHLIGHTS, BUT ALSO GIVES KIND OF CONTEXT FOR WHAT EACH PROGRAM IS GOING, YOU KNOW, IS INVOLVED IN DOING IT.

AND IT'S NICE USER FRIENDLY, A NICE USER FRIENDLY FORMAT FOR THE PUBLIC.

UM, SO JUST TO KIND OF GIVE AN OVERVIEW, UM, IT'S, UH, BLOCKED OUT IS THE PROGRESS THAT WE'VE MADE, THE CHALLENGES THAT WE'VE ENCOUNTERED, AND THEN YOU CAN TRACK THE DIFFERENT INDICATORS AND THAT, UM, TRACKS OUR PROGRESS TOWARDS MEETING COMMUNITY, UH, Y INDICATORS.

AND SO FOR HEALTHY OFTEN, FOR EXAMPLE, WE LOOK AT OBESITY RATE, UM, CARDIOVASCULAR DISEASE, TOBACCO CONTROL, TOBACCO USE, AND, AND DIFFERENT COMPONENTS LIKE THAT TO KIND OF INDICATE HOW WELL IS THE COMMUNITY, HOW HEALTHY WE ARE.

UM, AND THEN THE SPECIFIC ACTIONS THAT WE HAVE IS A CITY THAT WE'RE TAKING TOWARD IMPROVING METRICS.

UM, THOSE INDICATORS THAT WE'RE WORKING FOR.

SO FOR IMAGINE AUSTIN, THE HEALTHY ALSO PARTY PROGRAM, THIS HAS BEEN A CRAZY YEAR.

AND I THINK WE KIND OF HAVE ALL BEEN LIVING IN THIS MEETING AS AN EXAMPLE OF THE PANDEMIC AND HOW WE'VE HAD TO REALLY MAKE ADJUSTMENTS.

UM, YOU KNOW, WE, THIS IS A ONCE IN A LIFETIME, ONCE IN A GENERATION, ONCE IN A CENTURY KIND OF SCENARIO THAT WE'RE IN, WHERE WE HAVE A GLOBAL PANDEMIC AND IT'S HIT HOME HERE IN AUSTIN, UM, AND DEFINITELY SOMETHING THAT AFFECTED EVERYTHING THAT WE'VE DONE.

AND SO I THINK, UM, IT WE'D BE REMISS IF WE DIDN'T LEAVE FOR THE PARTY PROGRAM, THE HEALTH BAR PARTY PROGRAM WITH THE PANDEMIC RESPONSE.

AND SO THERE'S BEEN SO MUCH WORK THAT'S HAPPENED THAT HAS BEEN STAND UP TESTING TO STAND UP, UM, SOCIAL, TO MAKE SURE THAT ANYONE WHO'S AFFECTED BY THE PANDEMIC, WHICH EVERYONE'S EFFECTED BY THE PANDEMIC IN SOME FORM OR FASHION HAS THE SUPPORT.

THEY NEED EITHER ACCESS TESTING, UM, OR TO GET, UH, RENTAL ASSISTANCE OR TO, UM, IF THEY'RE UNABLE TO SELF ISOLATE AND THEIR HOME, BECAUSE THEN YOU HAVE A VULNERABLE PERSON THAT THEY'RE LIVING WITH THAT WE GIVE THEM ISOLATION, UM, A RESOURCE WHERE THEY CAN ISOLATE AWAY FROM THEIR HOME AND, AND RESIST GIVING, UM, PREVENT THEM FROM POTENTIALLY SPREADING COBIT TO SOMEONE ELSE IN THEIR FAMILY.

AND THEN ALSO PROVIDING PROTECTIVE LOGGING FOR HOMELESS POPULATION TO ENSURE THAT THOSE WHO ARE AT RISK VULNERABLE, THAT THEY'RE ABLE TO BE, UM, PUT IN A SPACE THAT ALLOWS THEM TO, UM, NOT HAVE THAT ONGOING IS AT RISK OF POTENTIAL EXPOSURE.

AND SO IT'S BEEN QUITE A BIT OF EFFORT THERE.

AND SO OUR, OUR PAGE HIGHLIGHTS ALL OF THE VARYING THINGS THAT HAVE REALLY BEEN AT WORK, UM, THROUGHOUT THE PANDEMIC RESPONSE, WHICH YOU WERE STILL IN, IN ADDITION TO THAT FOOD ACCESSIBILITY HAS BEEN AN ONGOING PIECE.

AND, AND ONE OF THE THINGS I THINK, WHAT WAS REALLY IMPORTANT WHEN YOU THINK ABOUT THIS, UM, HOW WE WORK AND WHAT OUR LIFE IS POSTCODED, UM, WE WERE ABLE TO, UM, ENSURE THAT WE WERE, WE KEPT OUR COMMUNITY GARDENS AND SPECIFICALLY OUR FARMER'S MARKETS OPEN AS A, ANOTHER, UM, UH, RESOURCE FOR PEOPLE TO HAVE FOOD ACCESS DURING A PANDEMIC.

AND SO WE WERE ABLE TO SEE THAT AS AN ONGOING EXTENSION OF ACCESS OF, UH, FRESH AND HEALTHY FOODS, WE THINK ABOUT TOBACCO FREE ENVIRONMENT.

UM, WE LOOK AT HOW, HOW MUCH ARE WE ABLE TO, UM, ENSURE THAT THE ENVIRONMENT THAT WE LIVE IN, UM, REALLY PROMOTES TOBACCO FREE LIVING, AND THOSE WHO ARE TRYING TO QUIT HAVE THE STATION RESOURCES.

AND, UM, THIS TIME LAST YEAR, WE WERE DEALING WITH QUITE A FEW LUNG INJURIES FROM TOBACCO RELATED, UM, USE, ACTUALLY USE OF, UH, VAPE PRODUCTS.

AND, UM, THERE WAS QUITE A BIT OF EFFORT TO TRY TO ADDRESS THAT, UM, WITHIN OUR COMMUNITY, AS FAR AS, UM, PUBLIC HEALTH EDUCATION AND WHATNOT.

IN ADDITION TO THAT, UM, LEASING WHERE WE HAVE THE NATIONALLY AND AT THE STATE LEVEL, UH, ADOPTION OF TOBACCO 21 LAWS, WHICH HAS CHANGED THE ACCESS LAWS FROM 18 TO 21.

AND WE MIRRORED THAT AS A LOCAL LEVEL.

AND THEN I THINK SOMETHING THAT'S REALLY IMPORTANT THAT WE, UM, WERE ABLE TO SEE COME TO FRUITION.

IT'S ONE OF THE MANY EFFORTS THAT WE'RE DOING IN THE COLONY PARK F UM, COMMUNITY TO, UH, DO THOSE COMMUNITY IMPROVEMENTS.

THOSE ENVIRONMENTAL CHANGES THAT ARE SO ESSENTIAL TO IMPROVING

[00:50:01]

QUALITY OF LIFE, UM, AND, UM, PROMOTING HEALTHIER LIVING.

HE SAW THE, UM, LAUNCH AND OPENING UP THE COLONY PARK LIGHTS, LAKESIDE NEIGHBORHOOD ASSOCIATION IN CONJUNCTION WITH CONNIE PARKING, LIKE FIVE NEIGHBORHOOD ASSOCIATION, UM, THE NEW CONNIE PARK DISTRICT PARK, UM, WHICH WAS APPROVED BY CITY COUNCIL OF 2014.

SO THAT WAS EXCITING, UH, WORK THAT WAS, THAT WAS HAPPENING.

UM, AND THEN WE'RE ALSO SEEING WHERE WE'RE REALLY, WE HAVE FIRST TIME EVER.

AND IT'S BEEN INTERESTING DOING PLANNING WITH THE COMMUNITY IN A VIRTUAL WORLD THAT WE'VE BEEN ABLE TO LAUNCH AN ACTIVE LIVING PLAN, UM, WITH SOME NEW FUNDS FROM THE DEPARTMENT OF STATE HEALTH SERVICES THAT, UH, ALLOWED US TO REALLY THINK THROUGH WHAT KIND OF ENVIRONMENTAL SUPPORTS ACROSS MULTIPLE SECTORS ARE, ARE AVAILABLE FOR PEOPLE TO, UM, UH, BE MORE ACTIVE, UM, THROUGHOUT THEIR DAY.

AND SO THIS IS THE FIRST TIME WE'VE HAD A PLAN LIKE THIS AND OUR, OUR, OUR COMMUNITY.

AND SO IT'S, IT'S BEEN, UM, A VERY INTERESTING PROCESS, BUT IT ALSO VERY HELPFUL PROCESS.

AND THEN ALSO, UH, REALLY WORKING ON THE ACTIVE LIVING, UH, PLAN FOR OUR AGE FRIENDLY, OFTEN, UM, PLANNING, SUPPORT GROUPS THAT WE'RE DOING.

WE THINK QUITE A BIT OF GREAT, UM, EFFORTS THERE.

AND THEN SO MUCH EFFORT ON OUR ACTIVE TRANSPORTATION INFRASTRUCTURE, SEEING JUST A LOT OF, UH, NEW DEVELOPMENT OF, UH, BICYCLE AND TRAIL FACILITIES, UM, MORE LANES FOR PEOPLE TO BE ABLE TO SAFELY TRAVEL AND, AND, UH, ON A NON-CAR, YOU KNOW, DIFFERENT KIND OF METHODS, UH, FOR BIKE AND PEDESTRIAN WORK OF PATHWAYS, UM, AND JUST ONGOING THINGS TO REALLY HELPING IMPROVE THAT TYPE OF INFRASTRUCTURE FOR ALL OF OUR RESIDENTS TO, UM, HELP TO HAVE THAT ACCESS.

UM, I THINK SOMETHING WE REALLY THINK ABOUT CHALLENGES.

THESE ARE KIND OF IN GENERAL CHALLENGES THAT WE HAVE YEAR OVER YEAR.

I THINK SOMETHING I REALLY WANT TO HIT HOME AS WE ALWAYS SEE IN PARTICULARLY IN HEALTH AND IN PUBLIC HEALTH, THE MOST SPIRIT POPULATIONS REALLY POP OUT.

UM, WE ARE HEALTHY COMMUNITY, BUT WE SEE THESE, UM, UH, OUR DIABETES RATES OF CARDIOVASCULAR DISEASE.

RIGHT, RIGHT.

UM, AND THEN, SO SOCIAL SERVICE, UM, SOCIAL DETERMINANT RATES THAT WE SEE OUR POVERTY RATES ARE LOWER EDUCATION.

THOSE ARE AFFECTING THE SAME POPULATIONS YEAR OVER YEAR.

UM, AND I THINK THAT THE PIECE THAT WE SEE EVEN COMPOUNDED IN THIS PANDEMIC.

AND SO THOSE ARE THINGS WE JUST WANT TO CONTINUE TO TRY TO WORK ON AND, UM, HAVE THAT LENS, THAT EQUITY LENS, THAT WE CONTINUE TO FOCUS ON TRYING TO IMPROVE THE HEALTH OF ALL OF OUR COMMUNITY SO WE CAN WORK TOWARDS, UM, YOU KNOW, ALL OF THE THRIVING AND, AND, UM, LIVING A HAPPY AND HEALTHY, UM, WITHOUT MY TIME TO THE NEXT PRESENTER, I BELIEVE MATT IS.

SO MATT, WELCOME.

THANK YOU SO MUCH, BOTH OF YOU.

THANK YOU, CHAIR, AND THE QUESTIONERS WITH THE PLANNING AND ZONING DEPARTMENT.

UM, APPRECIATE YOUR PATIENCE THERE.

AND ALSO THANK YOU, CASSIE, FOR JUMPING IN AND ANDREW FOR NAVIGATING THIS STUFF.

UM, SO YEAH, SO WITH ME TONIGHT, I'VE GOT A HANDFUL OF THE PARTY PROGRAM CHAMPIONS, INCLUDING CASSIDY, LEON, HE'S JUST FLYING OFF TO PUBLIC HEALTH.

THE NEXT COUPLE OF WE TREAT THAT OFF SOME WATER, UH, THEN LAURA SPARS, A EXCELLENT WRECK AND SAM HAD BURDENED NEIGHBORHOOD HOUSING AND COMMUNITY DEVELOPMENT.

UM, SO IF YOU COULD GO BACK AND CLICK ON THE MAIN PAGE OF WATCHING HER BRIEFLY, AND THEN I'LL HAND IT OVER TO THERESA, AND THEN I'LL SEND A LITTLE BIT ABOUT THE TIMELINE.

SO ON AUGUST 4TH, THE DRAFT REPORT WAS DISTRIBUTED TO THE MEMBERS OF THE CONFERENCE OF PLANNING JOINT COMMITTEE FOR THEIR REVIEW AND COMMENT.

UH, LAST WEEK, PREPARE, PRESENT THE PLANNING COMMISSION.

AND TONIGHT WE'RE TALKING WITH YOU ALL ABOUT IT.

UM, UH, LIKE LAST YEAR WE PUT THE REPORT ONLINE AND SO IT IS INTERACTIVE.

IT'S GOT A, UH, A HIGH AMOUNT OF FUNCTIONALITY.

SO PEOPLE, IF THEY WANT, THERE'S A SHORT KIND OF OVERVIEW, THEY CAN GET THAT.

OR IF THEY REALLY WANT TO DRILL DOWN AND DIG INTO STUFF, PRETTY SURE THE PARTY PROGRAMS OR FOR THE ACTION MATRIX, THEY ALSO HAVE THAT ABILITY AS WELL, TO ACCESS THAT INFORMATION.

UM, THE REPORTS ORGANIZED, WE'VE GOT THE PARTY PROGRAMS, THE IMPLEMENTATION HIGHLIGHTS, AND THEN THE ACTION UPDATES, UM, YOU KNOW, SOME OF THE PARTY PROGRAMS OR HOW IT'S STRUCTURED IMPLEMENTATION OF THE CITY'S COMPREHENSIVE PLAN.

UM, EACH PARTY PROGRAM TEAM HAS A CHAMPION, A DEPARTMENT LEAD ACROSS DEPARTMENTAL TEAM, UH, INSTEAD OF ACTIONS AND METRICS.

AND THEN EACH YEAR THEY REPORT BACK TO US ON THEIR PROGRESS.

UM, CASSIE WAS SAYING THIS, YOU KNOW, 2020 HAS BEEN, UM, IT HAS BEEN A DIFFERENT YEAR NOW.

IT'S HAD THE IMPACT OF A WORLDWIDE PANDEMIC, UH, PROTEST OVER SYSTEMIC RACISM AND POLICE BRUTALITY OF EMPLOYMENT, BUSINESS CLOSURES, EVICTIONS, HOW THEN OTHER ISSUES RELATED TO THE PANDEMIC.

UM, SO DURING THESE UNPRECEDENTED

[00:55:01]

TIMES, WE FIND OURSELVES IN, UM, THE CITY OF AUSTIN IS REALLY HAD TO REFOCUS OUR EFFORTS TOWARD KEEPING ITS RESIDENTS SAFE, PROVIDING UNINTERRUPTED CITY SERVICES IN THE CONTEXT OF A GLOBAL PANDEMIC, AND THEN STEPPING UP TO PROVIDE EXTRA HELP TO THOSE WHO NEED IT MOST.

UM, YOU KNOW, A LOT OF, UH, UH, WITH COVID IS FROM SUCH A CHALLENGE EVEN JUST TO KEEP THE LIGHTS ON, SO TO SPEAK.

AND WITH THAT, I'LL TURN IT OVER TO PRETTY SALUTES AT AUSTIN WATER.

SO IF YOU COULD HOVER OVER WHO I CAN PROGRAM AND THEN CLICK ON SUSTAINABLE WATER.

THANK YOU, MATT.

THIS IS TERESA BOOTS.

LET ME DOUBLE CHECK THAT Y'ALL CAN HEAR ME.

CAN YOU HEAR? THANK YOU.

ARE YOU HEARING ME? OH, THANKS.

APPRECIATE IT.

YES, I'M THERESA LUDES WITH AUSTIN WATER AND I, ALONG WITH, UH, MATT HOLLAND FROM THE WATERSHED PROTECTION DEPARTMENT ARE THE PRO UH, PROGRAM CHAMPIONS FOR SUSTAINABLE WATER, UH, FOR THE PRIORITY PROGRAMS UNDER AMANDA, JOHN AUSTIN.

AND WE APPRECIATE THE OPPORTUNITY TO PRESENT THIS EVENING ON KIND OF OUR LAST YEAR'S HIGHLIGHTS AND TALKING ABOUT HOW WE'VE HAD SUCCESS CONTINUING TO WORK TOGETHER AS THE TWO LEADS, UH, LEAD, UH, UH, DEPARTMENT FOR THIS PRIORITY PROGRAM, WE MEET FREQUENTLY AND WE WORK HARD TO HELP, UM, IMPLEMENT, IMAGINE AUSTIN, AND DO THE COORDINATION.

THAT'S KIND OF AT THE CORE OF THE, OF THE PRIORITY PROGRAM FOCUS.

SOME OF THE HIGHLIGHTS WE HAVE, UH, LAST YEAR, I THINK THE OTHER SPEAKERS HAVE DONE A GREAT JOB OF FOCUSING ON HOW DIFFERENT THIS LAST YEAR HAS BEEN.

UH, WE'VE BEEN WORKING HARD TO MAKE SURE WE'RE MAINTAINING A BASIC SERVICES THROUGH THAT, THROUGH THE PANDEMIC AND THROUGH ALL THE, UH, VARIOUS ISSUES THAT WE'VE HAD, BUT WE PICKED SOME HIGHLIGHTS MOSTLY FROM 2019 OVER THE LAST YEAR OR SO, WE WERE FOCUSING ON IN, UM, NOVEMBER OF 2019, UH, COUNCIL PASS.

THAT WAS 14 FLOOD PLAIN ORDINANCE, WHICH IS, UH, UH, IS A GREAT THING FOR OUR COMMUNITY WHERE, UM, THROUGH THE WATERSHED PROTECTION DEPARTMENT EFFORTS ARE UNDERWAY WAY IMPLEMENTING THAT ORDINANCE.

AND SO THAT'S MOVING AHEAD AND UP AND RUNNING IN THAT PROCESS.

UH, AND THAT'S HIGHLIGHTED IN OUR ANNUAL REPORT.

UM, UH, WE'VE ALSO BEEN THROUGH WATERSHED PROTECTION, FOCUSING ON SOME SMALLER SCALE PROJECTS TO ADDRESS AGING INFRASTRUCTURE IN THE STORM WATER MANAGEMENT SYSTEM.

AND THOSE PROJECTS ARE BEING VERY SUCCESSFUL IN HELPING MANAGE STORM WATER IN POINT VOCATIONS WHERE THAT'S NEEDED, UH, FOR SUSTAINABLE WATER MANAGEMENT.

WE'VE HAD, UH, IN 2019, OUR FISCAL YEAR 2019, WE HAD A RECORD LOW GALLONS PER CAPITA PER DAY AS A CITY.

THAT'S A SIGNIFICANT MILESTONE.

WE REACHED 120 GALLONS PER CAPITA PER DAY.

THAT'S ONE OF OUR KEY INDICATORS FOR SUSTAINABLE WATER MANAGEMENT IN THE CITY.

AND WE'RE PROUD OF, UH, GETTING DOWN TO THAT LOW NUMBER OF 120 GALLONS PER CAPITA PER DAY, WHERE WE HAD BEEN, I THINK, IN, AT ONE 96, UM, IN 2006 OR SO.

SO THAT'S A SIGNIFICANT DROPPED OVER THE LAST NUMBER BEERS.

A LOT OF THAT IS DUE TO CONSERVATION EFFORTS AND RECLAIMED WATER, UH, USE OF RECLAIMED WATER EFFORTS IMPLEMENTING WATER FORWARD, WHICH IS OUR HUNDRED YEAR INTEGRATED WATER RESOURCE PLAN IMPLEMENTATION OF THAT.

UM, AND ALL OF THOSE FACTORS AND THE COMMUNITY'S RESPONSE AND RESPONSIBILITY IN, UH, USING WATER EFFICIENTLY HAS CONTRIBUTED TO THAT.

UH, ANOTHER ASPECT THAT WE'VE BEEN FOCUSING ON IS OUTREACH AND PARTNERSHIPS AND COMMUNITY ENGAGEMENT.

UM, AS I MENTIONED, AND WE'VE BEEN IMPLEMENTING WATER FORWARD OR A HUNDRED YEAR WATER RESOURCE PLAN, UH, PART OF THAT IS WORKING ON ONSITE REUSE AND OTHER, UH, CONSERVATION CODES AND ORDINANCES.

UH, WE HAVE BEEN OVER THE LAST YEAR, ENGAGING WITH THE PUBLIC AND REACHING OUT AND, UM, HAVING WORKSHOPS TO IMPLEMENT THAT, UH, AND, AND GET PUBLIC INPUT TO THAT PROCESS AS WE MOVE FORWARD WITH IMPLEMENTING THOSE STRATEGIES TO USE, UH, ON, UH, ALTERNATIVE WATERS ONSITE.

UH, WE ALSO WERE PART OF A ONE WATER SUMMIT, WHICH IS A NATIONAL CONFERENCE THAT WAS HELD HERE IN AUSTIN IN 2019.

AND WE, UH, AS AUSTIN WATER AND WATERSHED PROTECTION AND OTHER PARTS OF THE CITY PARTICIPATED IN HELPING HOST THAT ONE WATER SUMMIT, WHICH WAS VERY SUCCESSFUL AND, UH, UM,

[01:00:01]

BROUGHT PEOPLE FROM ALL OVER THE WORLD IN THE COUNTRY, UH, BACK WHEN YOU COULD HAVE THOSE KINDS OF EVENTS IN PERSON, UM, TO LEARN ABOUT ONE WATER AND, UM, AND SHARE INFORMATION.

WE ALSO ARE PART OF A ONE WATER, SORRY, THE WATER UTILITY CLIMATE ALLIANCE.

THERE WAS A LARGE TRAINING THAT WAS HELD HERE IN AUSTIN, AND WE WERE A PART OF HELPING MAKE THAT HAPPEN.

SO WE HAVE QUITE A FEW CONNECTIVITIES ON HELPING, UH, DO PUBLIC INFORMATION SHARING AND LEARNING AND OUTREACH AND ENGAGEMENT WITH OUR COMMUNITY AND OTHERS, UH, IN THIS, IN THESE AREAS.

UH, AND IN TERMS OF CHALLENGES, WE HIGHLIGHTED A COUPLE, UH, THIS YEAR, UH, FOR THE ANNUAL REPORT.

ONE IS, ARE, ARE OFTEN WATERS.

AREN'T GOING FOCUS ON UTILITY SIDE, WATER LOSS MANAGEMENT THERE, WE'RE WORKING ON, UH, IMPROVING ACCURACY AND VALIDATING ACCURACY OF METERS.

UH, WE'RE ALSO MOVING FORWARD WITH IMPLEMENTATION, IMPLEMENTING A MULTI YEAR PROJECT TO, UH, INSTALL, UH, ADVANCED METERING INFRASTRUCTURE, WHERE WE HAVE SMART METERS AT CUSTOMER, UH, CUSTOMER METERS FOR ALL OF OUR CUSTOMERS.

AND THAT'LL BE BEING IMPLEMENTED OVER THE NEXT NUMBER OF YEARS.

UH, THERE ARE SOME PILOTING THAT WE'RE LOOKING UP NOW.

SO WE'RE EXCITED ABOUT THAT.

WE'RE CUSTOMERS WE'LL HAVE MORE REAL TIME WATER.

YOU SAID INFORMATION WHICH WILL HELP IN WATER USE MANAGEMENT AND IN MORE ACCURATE TRACKING OF WATER USE IN THE SYSTEM.

AND ALSO MAIN REPLACEMENTS WHEN LEAK RESPONSE, UM, UH, WITH WATERSHED, WE WANTED TO FOCUS ON HIGHLIGHTING THE CHALLENGE OF THE TOXIC ALGAE, THE HARMFUL ALGAL BLOOM THAT OCCURRED BETWEEN JULY AND NOVEMBER OF 2019.

UH, THERE, THERE WAS QUITE A BIT OF LEARNING THAT OCCURRED, UH, IN THIS YEAR.

THEY'RE CONTINUING TO MONITOR THAT AND PROVIDE PUBLIC INFORMATION.

THERE'S SOME HAS BEEN SOME ADDITIONAL HARMFUL ALGAL BLOOM ACTIVITY HAPPENING IN LADY BIRD LAKE THIS YEAR.

SO A WATERSHED PROTECTION HAS A WEBSITE WITH INFORMATION AND SIGNAGE ON THAT.

SO THAT'S SOMETHING THAT, UM, AS A CHALLENGE THAT, UH, WATERSHED PROTECTION AND OTHERS ARE WORKING ON.

UM, AND SO WE'VE BEEN, UM, PROVIDING INFORMATION ABOUT THAT SITUATION.

SO THOSE ARE SOME OF THE HIGHLIGHTS, UH, WHEN IS TO PROVIDE AND BE ABLE TO ANSWER ANY QUESTIONS YOU MAY HAVE, BUT I THINK IT'S TIME TO PASS IT TO THE NEXT SPEAKER.

THANK YOU, PAUL ROVER.

AND DON'T FORGET TO HIT STAR SIX BEFORE YOU SPEAK.

AND IF YOU COULD WAIT, AND FOR LAUREN, IF YOU COULD HOVER OVER PARTY PROGRAMS AND THEN CLICK ON CREATIVE ECONOMY, SASHA, I'M SORRY, I DIDN'T HEAR YOU CALL MY NAME.

UH, MY NAME IS LAURA, AS FAR AS THAT, AND I'M A CHAMPION FOR THE, UM, CREATIVE ECONOMY PRIORITY PLANNING, UH, GROUP, UH, WHICH IS MADE UP OF FOUR DIFFERENT DEPARTMENTS.

WE WORKED TOGETHER ON, UH, CRITICAL NEEDS IN AUSTIN'S CREATIVE ECONOMY.

UM, AND AS WE STARTED OFF OUR YEAR, UH, PRE COVID, UH, WE WERE FOCUSED ON HISTORIC PRESERVATION, UM, THE, AND, UH, CREATIVE SPACE, UH, AND, UH, A REVIEW OF THE, UM, FUNDING PROCESSES OF THE CITY OR, UH, CULTURAL CONTRACTS IN PARTICULAR.

UM, AND SO LAST SUMMER IN THE SUMMER OF 2019, UM, THE ECONOMIC DEVELOPMENT DEPARTMENT LAUNCHED THE HERITAGE TOURISM DIVISION, UH, WHICH LAUNCHED IN JUNE, 2019.

AND IN THAT SAME MONTH, THEY WERE ABLE TO LAUNCH THEIR FIRST ONLINE APPLICATION FOR CAPITAL, UH, FUNDING, MARKETING EDUCATION, OR PLANNING PRESERVATION PROJECTS.

SO IN THEIR FIRST MONTH, THEY AWARDED 1.7 MILLION IN GRANTS TO 14 DIFFERENT NONPROFITS AND BUSINESSES.

UM, MAYBE DEPARTMENTS RECEIVED ABOUT TO AN ADDITIONAL 10 MILLION FOR HISTORIC RESTORATION PROJECTS AND INITIATIVES AT THE SAME TIME PART INITIATED ITS OWN HERITAGE TOURISM

[01:05:01]

OFFICE, UH, CREATING A STRATEGIC PLAN AND MARKETING MATERIALS TO MARKET PARTS, HISTORIC PROPERTIES, UH, NATIONWIDE, UH, AND, UH, IN ADDITION, THE HISTORIC PRESERVATION OFFICE COORDINATED TO HISTORICALLY SCORE SURVEYS, UM, AND, UH, CONDUCTED EXTENSIVE COMMUNITY OUTREACH INTO TO EAST AUSTIN, HISTORIC NEIGHBORHOODS, UH, EXPANDING THEIR EDUCATIONAL MATERIAL ABOUT THE HISTORIC PRESERVATION PROGRAM AND LOCAL INCENTIVES.

UM, THEY ALSO COMPLETED THE BUILDOUT OF THE NEW AMANDA FOLDER TO INCREASE EFFICIENCY AND COORDINATION.

SO, UM, THIS WAS A GIANT STEP FORWARD FOR HISTORICS, UH, AUSTIN'S HISTORIC PRESERVATION EFFORTS, UH, AND EDUCATION GOALS.

UH, SECONDLY, WE WORKED ON CREATIVE SPACE, THE CREATIVE SPACE ASSISTANCE PROGRAM, UH, WHICH IS A PROGRAM OF THE ECONOMIC DEVELOPMENT DEPARTMENT, UH, RECOMMENDED, UM, 26 ORGANIZATIONS FOR FUNDING OF MORE THAN $750,000, UH, TO ASSIST WITH THE, UM, THE PREPARATION OR RETENTION OF CREATIVE SPACE.

UM, THEY ALSO, UM, UH, JOINED WITH THE PARKS DEPARTMENT TO LAUNCH THE ARTISTS ACCESS PROGRAM, PROVIDING FREE OR LOW COST ACCESS TO A REHEARSAL SPACE AND PERFORMANCE SPACE IN PARKS AND RECREATION DEPARTMENT, UM, FACILITIES, UH, TO SPECIFICALLY THE CULTURAL CENTERS.

AND FINALLY THE ECONOMIC DEVELOPMENT DEPARTMENT, UM, CONDUCTED A REVIEW OF ITS FUNDING PROCESSES, UM, AND THAT IS ONGOING.

UM, THEY WILL CONTINUE THE PROCESS, UH, THROUGH THE CALENDAR HERE, BUT COVID-19 WAS A DISASTER FOR AUSTIN'S, UH, CREATIVE ECONOMY, UH, IMPACTING THOUSANDS OF ARTISTS, UH, WHO WERE HIT MULTIPLE TIMES AS HOSPITALITY WORKERS OR EVENT WORKERS OR VENUE VENTERS.

UM, SINCE, UM, COVID, UM, HIT, UM, THE ECONOMIC DEVELOPMENT DEPARTMENT HAS DISTRIBUTED $23.7 MILLION IN LOCAL ECONOMIC BELIEF THAT WAS AVAILABLE, UH, TO ARTISTS THROUGH 15 NEW, UH, RELIEF PROGRAMS. IN FIVE MONTHS, THERE WERE ADDITIONAL, UH, NEW PROGRAMS THAT ARE COMING.

UM, THE PARKS DEPARTMENT, UM, TURNED, UH, TO PROVIDING PROGRAMMING ONLINE, PROVIDING, UH, OVER 500 MUSIC ART, UH, AND CHILDREN'S ACTIVITIES DELIVERED THROUGH THEIR WEBSITE, UH, THE PARKS DEPARTMENTS, YOU TUBE, TUBE CHANNEL, AND SOCIAL MEDIA, UH, AND, UH, PROGRAMS, UH, THE LIGHT CHAIN TEAM THAT, UM, FORMERLY, UM, WOULD ATTRACT A THOUSAND PEOPLE.

WE'RE NOW ATTRACTING TENS OF THOUSANDS OF VISITORS FROM ALL OVER THE WORLD.

UM, IN FACT, UH, THE MEXICAN AMERICAN CULTURAL CENTER IS PREPARING ITS FIRST ONLINE.

GETSY SAY CELEBRATION ON THE 16TH OF SEPTEMBER.

UH, WE OFFERED OUR FIRST DIGITAL ONLINE SUMMER CAMP CALLED STAY CREATIVE THAT, UH, SERVED, UM, 700 CHILDREN WITH FREE SUMMER CAMP ACTIVITIES IN JULY.

AND LIKEWISE, THE AUSTIN PUBLIC LAW LIBRARY CREATED A WIDE RANGE OF MENU OF DOWNLOADABLE MATERIALS, UH, MOVIES, MUSIC, MAGAZINES, AND PROGRAMS THAT PEOPLE COULD DOWNLOAD, UH, AT HOME WHILE IN QUARANTINE.

UM, APL CONTINUES TO PROVIDE JOB SEEKERS, UH, ONE TO ONE, ONE TO ONE JOB COACHING, UM, FOR ADVICE ON RESUMES, CAREERS, UH, INTERVIEW PRACTICE, AND THE LIKE, UM, SO, UM, THAT CONCLUDES MY REPORT.

THANK YOU.

THANK YOU, LAURA, GO TO ST THEM.

SO IF YOU COULD HOVER OVER A PARTY PROGRAMS AND THEN CLICK ON HOUSEHOLD AFFORDABILITY.

ALRIGHT, CAN Y'ALL HEAR ME? YES, WE CAN.

TERRIFIC.

DID YOU KNOW MY NAME IS SAM TEDFORD AND I'M A PLANNER WITH THE NEIGHBORHOOD HOUSING AND COMMUNITY DEVELOPMENT DEPARTMENT, AND I'LL BE SHARING WITH

[01:10:01]

YOU SOME OF THE PROGRESS MADE BY THE HOUSEHOLD AFFORDABILITY PIETY PROGRAM OVER THE PAST YEAR.

UM, AS EVERYBODY HAS MENTIONED THUS FAR, IT HAS KIND OF SHIFTED THE WAY THAT WE DO THINGS.

UM, AND 2020 HAS BEEN AN EXTREMELY EVENTFUL YEAR FOR OUR PARTY PROGRAM.

UM, IN EARLY 2020, WE DID RESPOND QUICKLY AND HAVE TO KIND OF CHANGE GEARS TO STEP UP AND PROVIDE EMERGENCY RENTAL ASSISTANCE, UM, IN RESPONSE TO THE ECONOMIC CONSEQUENCES OF THE PANDEMIC, UH, TO TRY AND HELP KEEP US LIKE SPACE HEALTHY AND HOW, UM, WE ARE NOW IN THE SECOND PHASE OF OUR RENT OR RELIEF OF EMERGENCY NEEDS FOR TENANTS PROGRAM, UM, AND ARE INTENDING TO DISTRIBUTE AROUND $17 MILLION IN FUNDING, UM, IN RENTAL RELIEF.

UM, AND SO THE APPLICATIONS FOR RENT, UH, MENTAL ASSISTANCE IS ACTUALLY STILL OPEN AND WILL BE OPEN ON A ROLLING BASIS THROUGH THE END OF THE CALENDAR YEAR AND THE NEXT ITERATION OF THE RENTAL ASSISTANCE PROGRAM.

WE'RE ALSO VERY PROUD TO BE ABLE TO COUPLE, UH, RENTAL ASSISTANCE DOLLARS WITH TENANT STABILIZATION SERVICES AS EVICTION DEFENSE SERVICES AND TENANT LANDLORD MEDIATION SERVICES, UM, RIGHT TEACHER FUNDS AND, AND POSSIBLE TENANT RELOCATION, SERVICE, UH, EXPENSES AS WELL.

UM, SO THAT SAID A LOT OF OUR ENERGY HAS BEEN DIRECTED TO MORE SHORT TERM, UM, IMMEDIATE, RESPONSIVE, UH, ACTIVITIES DUE TO COVID.

UM, BUT AT THE SAME TIME, WE'RE WELL INTO, UM, IMPLEMENTING THE AUSTIN STRATEGIC HOUSING BLUEPRINT.

UM, AND SO WE ARE SIMULTANEOUSLY IMPLEMENTING LONGER TERM APPROACHES, ESPECIALLY IN OUR DISPLACEMENT PREVENTION STRATEGY, WHICH, UM, IN THE PAST YEAR INCLUDED THE POINT CAPACITY BUILDING GRANT TO 13 COMMUNITY ORGANIZATIONS TO SUPPORT ME WHERE HAS SENT HERE TO COACHES TO DEVELOP TO PREVENTING THIS PLACEMENT AND INCREASING THE AVAILABILITY OF AFFORDABLE HOUSING IN AUSTIN.

UM, WE ALSO PARTNERED WITH THE OFFICE OF INNOVATION IN LATE 2019 TO HOST A DISPLACEMENT MITIGATION ACTION ACCELERATOR TO CATALYZE ACTION AND INNOVATION AROUND COMMUNITY GENERATED CONCEPTS.

AND THIS ACCELERATOR OFFERED SPACE AND RESOURCES FOR, UM, FOLKS AND ORGANIZATIONS TO DISCUSS THEIR IDEAS AND CONNECT WITH, UM, LOCAL ORGANIZATIONS AND CITY RESOURCES WHO ARE ALSO WORKING IN THE SPACE AS WELL AS IT GAVE THE OPPORTUNITY TO RECEIVE UP TO $50,000 IN SEED MONEY.

UM, AND THEN KIND OF THIS IMPORT FOLIO OF, OF WORKING TO PREVENT HOSPITALS FROM BEING PRICED OUT, WE'RE ALSO INCREASING SHARED EQUITY OWNERSHIP.

UM, AND SO IN THIS YEAR'S REPORT, WE HIGHLIGHT A STORY OF THE, UH, THE STORY OF THE RESIDENTS OF THE NORTH LAMAR MOBILE HOME PARK, UM, WHO AFTER YEARS OF STRUGGLING WITH THE
