UM, THE FIRST PART THAT I IN YOUR BACKUP IS A WORD DOC. UM, IF YOU GET ONTO OPPORTUNITIES, UM, FINDING SATELLITE LOCATIONS TO PROVIDE OUR SERVICES WAS SOMETHING THAT I THOUGHT WAS, UH, WAS A GOOD, GOOD THING WE COULD DO. UH, AGAIN, I MENTIONED THAT ON THE NATIONAL BUDGET AND FUNDING, IT'S ALWAYS CONTENTIOUS ON BOTH SIDES OF THE AISLE, UM, TO BE HONEST, BOTH SIDES WHERE WE WANT TO CUT OUR SERVICES EVERY YEAR. AND THEN AT THE END, THEY COME UP WITH A COMPROMISE, BUT THEN LUCKY THAT WE CONTINUE TO GET THE FUNDING, UM, UNDOCUMENTED CLIENTS FEARFUL OF APPLYING FOR SERVICES WAS SEEN AS A THREAT WHEN WE WERE DOING THIS, BUT I THINK WE'VE DONE A REALLY GOOD JOB OF GETTING THE WORD OUT THAT, THAT THAT IS NOT AN ISSUE FOR US. AND WE HAVE VERY, VERY LONG TERM EMPLOYEES WITHIN OUR UNITS THAT HAVE REALLY STRONG RELATIONSHIPS WITH COMMUNITY AGENCIES. SO I BELIEVE THAT'S NOT SO MUCH OF A THREAT ANYMORE. UM, POLICIES AND PROCEDURES ARE LENGTHY COMPLICATED, BUT WE HAVE TO ABIDE BY THEM IN ORDER TO CONTINUE TO GET THE FUNDING. SO THAT'S THERE FOR GOOD AND THE POLITICAL CLIMATE AGAIN, AND LEGISLATION TO CHANGE AT ANY TIME, FEDERAL, STATE, AND LOCAL LEVELS. YOU GO TO THE NEXT PAGE ABOUT KEY, STRATEGIC ISSUES IDENTIFIED. A STRATEGY IS TO USE THE EMPLOYMENT RETENTION AND WELLNESS PROMOTION TASKFORCE THAT WAS CREATED WITH THIS IN MIND TO ORGANIZE AND IMPLEMENT TRAININGS AND ACTIVITIES. UH, THERE'S SOME OUTPUTS THERE, WHICH IS PUBLISHING A NEWSLETTER THAT PROMOTES WELLNESS IN THE WORKPLACE AND AT HOME. ANOTHER OUTPUT IS FACILITATING WELLNESS ACTIVITIES THAT THE NEIGHBORHOOD SERVICE IS UNIT STAFF MEETINGS. AND WE'VE BEEN HAVING SOME, UM, SOME VIRTUAL MEETINGS THAT ARE A LITTLE BIT, WE USED TO MEET TWO OR THREE TIMES A YEAR FOR SIX, SEVEN HOURS AT A TIME TO DO KIND OF A LONG RETREAT, BUT OBVIOUSLY IT'S NOT POSSIBLE. SO WE'RE DOING SHORTER UNIT WIDE MEETINGS AND INCORPORATING WELLNESS ACTIVITIES, UM, IN BETWEEN OTHER PROGRAMMATIC, UM, BULLETS ON THE AGENDA. AND THEN WE'RE ALSO TRYING TO MEASURE THIS BY PROMOTING AND MEASURING HOW MANY STAFF WILL PARTICIPATE IN THOSE CITY OF AUSTIN SPONSORED WELLNESS ACTIVITIES. THE CITY IS REALLY GOOD, UM, THROUGH THE HEALTH CODE EVENTS AND PROMOTING THIS, WE'D LIKE TO GET UP TO 30% NOW AND ALL THE WAY UP TO 60% OF ALL STAFF PARTICIPATING IN THESE, UM, PROACTIVE ACTIVITIES. AND WE WANT TO CONTINUE TO PROVIDE TO STAFF REQUEST TRAINING ANNUALLY. SO LISTEN TO THEM WHAT THEY WANT TO BE TRAINED ON WHEN IT'S MOTIVATIONAL INTERVIEWING KIND OF MEDITATIVE PRACTICE, UM, FROM INFORMED CARE, WHATEVER IT IS, BRING FOLKS IN TO BE ABLE TO PROVIDE THOSE TRAINING. THIS CLINIC WILL ACTUALLY BE RELOCATED FROM ITS CURRENT LOCATION AT AND WAYNE CANNON, UH, IMMUNIZATIONS CLINIC, WHICH HAS SHOTS FOR TOTS AND BIG SHOTS, WHICH IS FOR ADULTS, UM, WHICH IS GOING TO BE RELOCATED FROM AND STASSNEY, WHICH IS ON THE WEST SIDE OF , BUT A LARGE NUMBER OF FOLKS WHO USE THAT CLINIC FOR IMMUNIZATIONS ARE FROM THE DOVE SPRINGS AREA. UM, WE ALSO CREATED A TASK FORCE, UH, COMMUNITY LEADERS, UH, IN THE SPRING OF 2020 TO HELP US INCREASE OUR COMMUNITY PARTICIPATION AND ALSO TO STAY AS CONNECTED TO THE, UM, COMMUNITY AS WE CAN THROUGHOUT THE PROCESS OF DESIGNING AND CONSTRUCTING THIS FACILITY THAT TASKFORCE HAS MET SEVERAL TIMES, WE'RE MEETING ONCE A MONTH. AT THIS POINT, IT HAS, UM, REPRESENTATION FROM THE THREE BOARDS AND COMMISSIONS THAT I TALKED ABOUT EARLIER, AS WELL AS, UH, REPRESENTATION FROM SEVERAL KEY STAKEHOLDER GROUPS THAT WORK ON SPECIFICALLY IN THE DOVE SPRINGS AREA. EXCELLENT. SO WE'VE IN THE PROCESS OF UPDATING THIS PLAN NOW FOR ABOUT A YEAR, UM, BECAUSE OF TIMING, ACTUALLY, THE PUBLIC COMMENT PERIOD ON THIS IS CLOSED. IT WAS ACTUALLY A FULL MONTH OF NOVEMBER AND WE GOT THOUSANDS OF COMMENTS. UM, SO WE WERE PROCESSING ALL THAT NOW AND LOOKING TO MAKE FINAL REVISIONS TO THIS PLAN. AND IT LOOKS LIKE WE'RE AIMING TO GO TO THE NOVEMBER 12TH CITY PASADENA. UM, THIS IS ACTUALLY THE 23RD COMMISSION THAT WOULD HAVE PRESENTED THIS PLAN TO 24TH. ONE IS TONIGHT PRESENTED TO ALL PERMISSIONS TO, UM, SO WE'RE LOOKING FOR YOUR QUESTIONS, AREAS OF INTEREST, PLEDGES OF SUPPORT. IN 2015 CITY COUNCIL ESTABLISHED THE TARGET OF NET ZERO COMMUNITY-WIDE GREENHOUSE GAS EMISSIONS BY 2050 BACK IN 2014, WHEN CITY COUNCIL ESTABLISHED THAT TARGET, THAT WAS A VISIONARY LOOK OVER THE COURSE OF THE NEXT 35 YEARS, COULD OUR CITY AND OUR ENTIRE COMMUNITY GET TO A PLACE WHERE WE'RE USING ZERO FOSSIL FUELS. AND SO THIS INITIAL PLAN WAS CREATED IN 2014, 15. WE WORK WITH ABOUT 50 STAKEHOLDERS AT THE TIME FROM THE COMMUNITY AND CITY STAFF TO CREATE THIS. AND THIS PLAN HAS KIND OF BEEN UNDER IMPLEMENTATION FOR THE LAST FIVE WRITTEN INTO THIS AT THE FIVE YEAR. MARK SAID THAT WE SHOULD DO A FULL REVISION OF THAT PROCESS. SO THAT'S WHAT WE'VE BEEN DOING FOR THE LAST YEAR IS A COMPLETE UPDATE ON THIS PLAN. EXCELLENT. SO IT SHOULD BE SAID THAT, UM, WE HAVE SPENT A LOT OF TIME ON THE PROCESS. I MEAN, A FULL DEDICATED YEAR OF, UM, 20 PLUS CITY STAFF FROM ABOUT 10 DEPARTMENTS OVER 120 COMMUNITY MEMBERS, UH, AMBASSADORS, EQUITY TRAININGS IN PUBLIC IN PERSON WORKSHOPS, UM, THOUSANDS OF HOURS OF DONATED TIME FROM THE COMMUNITY TO COLLABORATE AND CREATE THIS PLAN. SO THIS WAS A REAL, LIKE THE COMMUNITY WAS INVITED IN TO REALLY WORK HAND IN HAND WITH US TO CREATE WHAT, UM, WHAT YOU'RE GOING TO SEE AND WHAT THIS BULLET POINTS NEXT SLIDE. UH, THESE ARE THE STEERING COMMITTEE MEMBERS. THE STEERING COMMITTEE WAS REALLY MY, UM, YOU KNOW, ME AS THE PROJECT MANAGER FOR THIS PROJECT. LIKE THIS WAS MY BOARD OF DIRECTORS. ALL OF THESE MEMBERS ARE COMMUNITY MEMBERS WHO DONATED THEIR TIME TO SERVE ON THIS GROUP THAT HAS MET EVERY OTHER WEEK WHERE I'M MEETING 23, UM, TO GIVE ME GUIDANCE, GIVE ME DIRECTION, UH, MAKE DECISIONS FOR THE PROCESS LIKE I'VE BEEN DOING WHAT THIS GROUP WANTS. IT'S LIKE, SO WHEN WE GOT STARTED IN THIS PROCESS, I BECAME CRYSTAL CLEAR FROM GUIDANCE FROM THE EQUITY OFFICE GUIDANCE FROM THE JOINT SUSTAINABILITY [01:25:01] COMMITTEE, UM, AND GUIDANCE FROM THE INITIAL MEMBERS OF THAT STEERING COMMITTEE THAT WE NEEDED TO CENTER EQUITY AND RACIAL EQUITY AT THE CORE OF THIS PLANNING PROCESS. AND WE HAD NEVER DONE ANYTHING LIKE THAT BEFORE. AND SO WE SORT OF SET OFF ON THIS MISSION TO, UM, TO LEARN, TO WORK WITH THE EQUITY OFFICE, TO THINK ABOUT THE PAST. THINK ABOUT THE HISTORY YOU THINK ABOUT THE REALITIES OF AUSTIN TODAY AND FIGURE OUT WHERE WAS THE INTERSECTION OF THE CONNECTION POINT BETWEEN EQUITY ISSUES AND FIND A CHANGE. SO THIS GOES ALL THE WAY BACK TO THE 1928 MASTER PLAN AND ON SEGREGATION IN OUR CITY, ENVIRONMENTAL JUSTICE ISSUES IN OUR CITY, GENTRIFICATION ISSUES IN OUR CITY, UM, ON EQUAL ECONOMIC OUTCOMES ON EQUAL HEALTH OUTCOMES, ALL OF THIS IS RELATED TO ENERGY USAGE, IT'S ALL RELATED TO CLIMATE CHANGE. UM, AND AS WE PEEL BACK THE LAYERS WARMER AND MORE, IT JUST BECAME CLEAR THAT, YOU KNOW, YOU REALLY COULDN'T HAVE A GOVERNMENT PLAN. THAT'S FOCUSED ON FINDING CHANGE WITHOUT CENTERING, UH, THESE TOPICS IN THAT. EXCELLENT. SO AT THE CORE OF THIS THOUGH, UM, IT'S A PLAN TO ADDRESS THE EMISSIONS ASSOCIATED WITH CAUSING CLIMATE CHANGE, RIGHT? WE BRING OIL, COAL AND NATURAL GAS EVER SINCE THE INDUSTRIAL REVOLUTION, UM, GLOBALLY WE'RE MANY BILLIONS, YOU KNOW, SICK, 50 BILLION, TONS OF CO2 EVERY SINGLE YEAR NOW, UH, GLOBAL EMISSIONS HAVE NOT STARTED TO COME DOWN. THE CLIMATE HAS ALREADY STARTED CHANGE. LIKE WE ARE NOT IN A GOOD SPOT WITH CLIMATE CHANGE GLOBALLY. AND THERE IS, YOU KNOW, AN URGENT NEED FOR ACTION. UM, SO THAT'S SORT OF, WHAT'S REFLECTED IN THIS PLAN. IT'S LIKE OUR CITY AND OUR COMMUNITY'S RESPONSE TO HOW ARE WE GOING TO MAKE AN IMPACT AND MAKE A DIFFERENCE AND DO IT IN A WAY THAT LIKE RESPECTS OR SIDNEY IN IT WORKS FOR US. AND THAT'S LIKE, SO THE OTHER TIME WITH CLIMATE CHANGE IS HOW THE CLIMATE IS GOING TO CHANGE AND HOW THAT AFFECTS OUR COMMUNITY AND HOW THAT'S RELATED TO EQUITY. SO EXTREME HEAT, DROUGHT, WILDFIRE, UH, FLASH FLOODING. THESE ARE, THIS IS HOW CLIMATE CHANGE WILL MANIFEST ITSELF IN THE AUSTIN AREA. AND ALL OF THESE THINGS DISPROPORTIONATELY AFFECTS LOW INCOME COMMUNITIES AND COMMUNITIES. SO CANCER, POWER, CLIMATE CHANGE WITHOUT CENTERING EQUITY AT EXCELLENT. SO AFTER, UM, A FULL DAY WORKSHOP THAT WE HAD WITH ALL, UM, 120 PLAN PARTICIPANTS THAT PARTICIPATED IN A FULL DAY EQUITY EQUITY CLIMATE WORKSHOP, HE ENDED UP WITH, UM, THIS INTERSECTION POINT. SO IF WE'RE GOING TO REALLY PROPERLY ADDRESS CLIMATE CHANGE, WE'RE GOING TO PROPERLY ADDRESS RACIAL EQUITY, UM, AIMING TO ELIMINATE DISPARITIES, AIMING TO ELIMINATE THESE OF FOSSIL FUELS. WE ENDED UP WITH THESE SEVEN VALUES. THESE SEVEN VALUES KIND OF COME UP OVER AND OVER AGAIN IN OUR PROCESS. UM, WE USED THEM IN AN EQUITY TOOL THAT WE CREATED, USE THEM TO, UH, TO ASK QUESTIONS AND KIND OF CENTER. UM, IF WE'RE GOING TO PROPOSE A GOAL OR A STRATEGY, LET'S MAKE SURE THAT IT ADDRESSES THESE THINGS, CAUSE THIS IS WHERE THESE TWO ISSUES INTERCONNECT AND, AND REALLY THE BOTTOM LINE FOR ME IS THAT, YOU KNOW, I REALLY REALIZED THAT, YOU KNOW, THROUGH OUR PLAN PROCESS AND LEARNING AND GROWING THROUGH THIS IS THAT IN A PLAN LIKE THIS, IF WE'RE NOT PROACTIVELY ADDRESSING EQUITY, ESPECIALLY IN THE CONTEXT OF CLIMATE CHANGE AND WE WOULD JUST BE PERPETUATING INJUSTICE AND YOU ESSENTIALLY LIKE CAN'T REALLY HAVE A PLAN THAT'S PROPERLY ADDRESSING CLIMATE CHANGE WITHOUT ALSO THINKING ABOUT IT. SO WHERE DO THE EMISSIONS COME FROM IN OUR COMMUNITY? THIS IS THE CARBON FOOTPRINT FOR OUR ENTIRE COMMUNITY, ALL OF THE ACTIVITIES AND ALL THE FOSSIL FUELS THAT WE BURN. UM, THE BASELINE THAT WE USE IS 2010, AND THIS IS LOOKING OUT AT 2020 OR THAT THE DATA GOES THROUGH 2018 HERE PROJECTING THE 2030, AND THEN PROJECTING INTO THE FUTURE. UM, THE LARGEST PORTION OF THE CARBON CORPORATE. AND WHEN WE STARTED WAS ELECTRICITY AND NATURAL GAS, YOU CAN BUILD THOSE OVER TIME. AUSTIN ENERGY IMPLEMENTING THEIR PLANS HAVE DRAMATICALLY REDUCED THE EMISSIONS FROM ELECTRICITY GENERATION, AND THAT'S JUST GOING TO CONTINUE TO DROP OFF AS THEY CONTINUE TO ADD RENEWABLE ENERGY. SO THE BIGGEST REAL CONTRIBUTOR HERE TO EMISSIONS IN OUR COMMUNITY IS TRANSPORTATION. THAT'S ALL THE GASOLINE AND DIESEL ISSUES AND CARS AND TRUCKS AND MOVING US ALL AROUND. SO HOW DO WE ADDRESS THAT? UM, IN A WAY THAT'S EQUITABLE. THE OTHER KEY THING HERE TO NOTE IS THAT THE ORIGINAL GOAL LINE THAT WAS PROPOSED BY CITY COUNCIL, OR THERE WAS ADOPTED BY CITY COUNCIL IS NET ZERO EMISSIONS BY 2050. UM, THE STEERING COMMITTEE IS PROPOSING THAT WE MOVE THAT GOAL LINE UP TO THE BLACK LINE, WHICH FOR SENIORS. SO MOVING THE GOAL TO NET ZERO EMISSIONS BY 2040. SO THAT GOES WITH THE URGENCY THAT WE NEED TO TAKE ACTION ON CLIMATE CHANGE AND REALLY LIKE RATCHETING UP OUR EFFORTS TO TAKE MORE ACTIONS. EXCELLENT. AND THE KEY THING WITH THIS, HOW WE ENDED UP ON THESE FIVE TOPICS IS THAT WE HAD TO FIT THIS PLAN IN THE CONSTELLATION OF ALL OF THE OTHER PLANNING EFFORTS THAT GO ON AT THE CITY, RIGHT? WE HAD FOUR AVAILABLE FOR PARTICIPANTS, UM, AND WE ALSO HAD ALMANZA WHO LED THE TRAINING FOR OUR AMBASSADORS AS WELL. SO I WANT TO GIVE THAT CREDIT TO, UM, YEAH, THIS WAS JUST THE PROCESS. AND, UM, IT'S BASICALLY DESIGNED AS, UM, A SCREENING QUESTIONS AND IT WAS MOSTLY USED AS SUBJECTIVE TOOLS FOR, UH, THE ADVISORY GROUPS AND PARTICIPANTS TO CONSIDER POTENTIAL IMPACTS AND TO, UM, UNDERSTAND THAT WE'RE KIND OF BUILDING THIS PLAN AS A VISIONARY PROCESS AND WHAT WE WANT OUTLINED TO SEE IN OUR ENGAGEMENT PROCESS AND OUR GOAL SETTING NARRATIVE, UM, AND ALL OF THAT. SO PRIORITIZING INCENTIVES, TARGETED COMMUNICATIONS AT LOW INCOME COMMUNITIES AND COMMUNITIES OF COLOR, TRYING TO FOCUS ON ANTI-DISPLACEMENT, [01:35:01] WHERE IT CONNECTS, UM, JUST TRANSITION TRAINING JOBS, ENTREPRENEURSHIP FOR NEW INDUSTRIES AND TECHNOLOGY, PRIORITIZING HEALTH BENEFITS, AND JUST CENTERING COMMUNITIES OF COLOR IN OUR ONGOING RESPONSE. UM, THERE IS, YOU KNOW, FOR THIS GROUP, THE TRANSPORTATION AND LAND USE SCHOOLS, I THINK ARE KIND OF LIKE THE MOST APPLICABLE TO THIS GROUP. UM, THERE ARE TWO GOALS RELATED TO, UM, UH, COMMERCIAL DEVELOPMENT AND THEN RESIDENTIAL DEVELOPMENT, ESSENTIALLY THE RESIDENTIAL DEVELOPMENT TARGETS ARE STRAIGHT OUT OF THE STRATEGIC HOUSING BLUEPRINT. SO COMMITTING TO AFFORDABLE HOUSING AND TRYING TO KEEP AS MANY PEOPLE AS WE CAN IN AUSTIN, UH, BECAUSE AS PEOPLE MOVE FURTHER AND FURTHER OUT THEIR APARTMENT PROGRAMS JUST GROW. SO WE THINK THAT AFFORDABLE HOUSING LIKE HAS, UH, YOU KNOW, IN ESSENTIAL TIE WITH ADDRESSING EMISSIONS, YOU KNOW, LARGE HOUSES AND LARGE COMMUTES, LIKE JUST MAKES, UH, CARBON FOOTPRINTS HIGHER AND HIGHER. UM, AND THEN THERE ARE TWO GOALS RELATED TO GETTING PEOPLE OUT OF CARS AND SUPPORTING PEOPLE TO LIKE, NOT HAVE TO OWN CARS, UM, IF POSSIBLE. SO MAKING PUBLIC TRANSPORTATION BETTER, UH, MAKING, WALKING AND BIKING BETTER. UM, AND, AND ALL OF THOSE THINGS SORT OF CONNECT WITH, LIKE WITH AFFORDABILITY AND HAVING LOWER ENERGY COSTS AND HAVE LOWER TRANSPORTATION COSTS, UM, WHICH WE THINK AGAIN, SORT OF HAVE A TIME WITH EQUITY ISSUES AND AFFORDABILITY HOUSING. I THINK THAT, UH, THE FACT THAT EQUITY IS AT THE CENTER, UM, YOU KNOW, IS, UH, THAT'S WHAT WE WANT TO SEE AND, UH, THAT WE ARE NOT, IT'S NOT JUST COMING OUT THE BACK END OF IT. I AGREE WITH ABOUT, UH, ABOUT THE RESOLUTION. YEAH, I WOULD, I ALWAYS THAT THERE IS A CROSS CUTTING GOAL THAT'S CALLED REGIONAL COLLABORATION BECAUSE IT BECAME CLEAR ACROSS THIS ENTIRE PLAN, NOT ONLY TRANSPORTATION, BUT [01:40:01] LIKE HOUSING AND ALL OF THE DIFFERENT ISSUES. LIKE WE NEED TO BE WORKING WITH OUR SURROUNDING CITIES COUNTIES TO PROPERLY ADDRESS IT BECAUSE LIKE AUSTIN, AND THERE'S NO FENCE THAT THEY ASKED ME, WE ARE REALLY LIKE A WHOLE, UM, YOU KNOW, IN TERMS OF LAND USE POLICY, LIKE, YOU KNOW, WE DON'T HAVE THE ANSWERS TO LAND USE POLICY AND LIKE GROWTH MANAGEMENT, OR LIKE NOT SUPPOSED TO 100% ANSWER, THEN THIS PLAN, LIKE THERE'S A LOT OF OTHER CONVERSATIONS THAT ARE GOING ON THAT TOPIC. I WOULD SAY, YOU KNOW, FROM THE TRANSPORTATION SIDE, UM, YOU KNOW, SUPPORTING PUBLIC TRANSPORTATION AS MUCH AS POSSIBLE, LIKE WHERE IT CAN WORK OR REGIONALLY, I THINK IS KEY.
