I'M I'M TALKING KIND OF LOUD CAUSE I HAVE TROUBLE HEARING YOU.

ANYWAY, UM, I HAD A COUPLE OF SUGGESTIONS.

ONE IS THAT YOU INCLUDE IN THE RESOLUTION, SOMETHING ABOUT TRANSIT BECAUSE WE REALLY NEED TO INCREASE OUR TRANSIT.

AND, UM, THE C DOES HAVE IMPACT ON TRANSIT WITH, UH, THE DESIGN OF THE ROADS.

AND ALSO WITH LAND USE.

ANOTHER SUGGESTION THAT I HAVE IS THAT YOU SUGGEST THAT THE CITY COUNCIL SET UP A COMMITTEE OR WORKING GROUP THAT WOULD MAKE ADDITIONAL RECOMMENDATIONS FOR ACTIVE TRANSPORTATION IN TRANSIT.

SO THAT MOVING FORWARD FROM THE, UH, CLIMATE PLAN THERE, THEY WOULD MAKE ADDITIONAL RECOMMENDATIONS ON HOW TO ACHIEVE, UM, MORE ACTIVE TRANSPORTATION AND TRANSIT.

OKAY.

HAVE YOU NOTICED SOME THINGS TO SAY ABOUT THE AIRPORT? YEAH.

AND THE OTHER THING IS ABOUT THE AIRPORT.

I'M HITTING LOUD NOISES ON MY PHONE.

SO I SAW, I DON'T KNOW IF YOU'RE HEARING THOSE, BUT, UM, THE LAST THING IS ABOUT THE AIRPORT EXPANSION.

THIS THE CITY OWNS THE AIRPORT, THEY'RE PLANNING TO DOUBLE THE SIZE OF THE AIRPORT AND THEN EVENTUALLY QUADRUPLE THE SIZE OF THE AIRPORT, WHICH IS A MULTIBILLION DOLLAR EXPENSE WILL RESULT IN A LOT MORE AIR TRAVEL, LIKE I SAID, DOUBLE AND THEN, AND THEN, SO THOSE EMISSIONS ARE NOT INCLUDED IN THE CLIMATE PLAN.

THE CLIMATE PLAN ONLY INCLUDES EMISSIONS,

UH, WITHIN THE CIRCLE AUSTIN WITHIN AUSTIN.

SO, UH, I REALLY THINK THAT THE COUNSELORS SHOULD HAVE SOME KIND OF COMMUNITY INPUT, A COMMUNITY MEETING TO ALLOW INPUT ON THE EXPANSION, CONSIDERING THE, THE CLIMATE CHANGE EMISSIONS, BECAUSE IT'S NOT INCLUDED IN A CLIMATE PLAN.

AND WHEN THEY CONSIDERED THE AIRPORT EXPANSION, THEY DIDN'T INCLUDE SITTING CONSIDER THE CLIMATE CHANGE EMISSIONS.

IT JUST FELL THROUGH, THERE IS AN AIRPORT ADVISORY COMMISSION, BUT I LOOKED AT THEIR, UH, THE MINUTES OF THEIR MEETINGS AND ALSO THEIR AGENDAS.

AND THEY, THEY FOCUS SPECIFICALLY ON VERY DETAILED ASPECTS OF HOW THE AIRPORT OPERATES.

SO THEY DIDN'T CONSIDER THE CLIMATE PLAN AT ALL.

SO I FELT THAT YOU WERE THE BEST, UM, COMMISSION TO TRY TO RAISE THIS WITH IT KIND, LIKE I SAID, IT KIND OF FALLS THROUGH THE GAPS AND IT HASN'T BEEN CONSIDERED.

BUT I THINK THAT IF THE COUNCIL HAS, WHICH THE COUNCIL DOES HAVE A GOAL OF A NET ZERO CLIMATE EMISSIONS BY 2040, THAT, YOU KNOW, THEY SHOULD AT LEAST CONSIDER THE IMPACTS OF THIS HUGE EXPANSION OF THE AIRPORT, WHICH ISN'T INCLUDED IN THE ANSWER REQUESTS IF PEOPLE HAVE ANY.

AND I SAID THAT I EMAILED ALL OF YOU WITH SOME DRAFT, UM, SUGGESTIVE LANGUAGE.

THEY, THEY FACTOR INTO OUR QUALITY OF LIFE AND ET CETERA, WHEN YOU READ THOSE DOCUMENTS, UM, DO YOU REALLY MEAN THAT THERE'S LIKE NO DISCUSSION OF CLIMATE OR THAT THEY ADDRESSED IN SOME SURFACE WAY WHERE WE MIGHT BE ABLE TO ENHANCE THAT? UM, SO I READ THE CLIENT, I READ THE DRAFT.

AND HE SAID, THE WAY THAT IT'S DONE IS THEY JUST LOOK AT EMISSIONS ON THE GROUND AT THE AIRPORT, AND THEN THEY HAVE A WAY OF CALCULATING THE EMISSIONS THAT ARE JUST WITHIN THE CITY BOUNDARIES.

AND IN THE, IN A POWERPOINT PRESENTATION, HE SAID THAT THE AIRPORT WAS ABOUT 1% OF THE TRANSPORTATION EMISSIONS THERE.

THEY HAD A LITTLE CHART.

UM, BUT IN THE, IN THE REPORT ITSELF, THEY DON'T EVEN DISCUSS IT.

SO I DON'T KNOW.

SO I REALLY THINK THAT'S WHY I THINK THERE NEEDS TO BE LIKE A SEPARATE DISCUSSION BY THE COUNCIL BECAUSE I DON'T, THEY'RE NOT GOING TO MAKE A MAJOR REVISION OF THE CLIMATE PLAN AT THIS POINT.

UM, BUT I REALLY THINK IT'S AN ISSUE THAT SHOULD BE CONSIDERED AND THE PUBLIC SHOULD HAVE AN OPPORTUNITY TO PROVIDE THEM.

UM, BUT TO A CERTAIN EXTENT, I FEEL LIKE, UH, A SHORTER RESOLUTION WITH JUST A FEW ACTION ITEMS PACK MORE PUNCH THAN SOMETHING THAT'S THAT GOES EVERYWHERE.

UM, AND LIKE I WOULD PERSONALLY PREFER IF, IF WE DID TAKE ACTION ON THE AIRPORT, UH, EXPANSION ISSUE THAT THAT'D BE A SEPARATE RECOMMENDATION.

UM, SO AS NOT TO JUST LIKE CLOUD THIS ONE AND, AND IT JUST DOESN'T SEEM GERMANE TO, TO EVERYTHING ELSE WE HAD DISCUSSED BEFORE.

UM, AND I GUESS IT DOES, LIKE SUSAN MENTIONED, BUT IT DOESN'T REALLY INCLUDE TRANSIT, I GUESS I WAS CONSIDERING TRANSIT UNDER NON-CARBON MODE.

UM, SO WHEN YOU SAY YOU GET TO TRANSIT INTO NON-CARBON MODES, DO YOU NEED TRANSIT THAT'S NON INTERNAL COMBUSTION TRANS LIKE ACTIVE TRANSPORTATION OR, WELL, THAT'S A GOOD QUESTION.

UM, ROADBLOCKS ON THE POND, UH, AS EXEMPLIFIED WHAT HAPPENED WITH THE HEALTHY STREETS IS A MODEL THAT THE CITY COULD USE TO ADDRESS THE URGENCY OF CLIMATE CHANGE.

SO I, AND AGAIN, I KNOW THAT THE PLAN DOESN'T HAVE REALLY, UH, SOME LEGAL TEETH TO MAKE THINGS HAPPEN.

SO I DON'T KNOW, I, I THINK THAT HAS PERMISSION TO SAY, LET'S, LET'S TRY AND DO THESE THINGS BECAUSE WE CAN'T REALLY FORCE THIS PLAN.

DOESN'T FORCE ANY CITY DEPARTMENT TO DO IT, BUT AS UTC, I WOULD LIKE US TO SET A HIGH, HIGH GOAL, YOU KNOW, LIKE, YOU KNOW, IT WAS KOSHER SUMMERS WHO SUGGESTED, HEY, LOOK, YOU KNOW, THIS SHOWS THE HEALTHY STREETS SHOW THAT WE CAN JUST, YOU KNOW, UPGRADE THIS RIGHT AWAY FROM CARS ONLY TO CARS AND TO SPLITTING IT CARS AND BIKES AND WHEELCHAIRS AND SCOOTERS AND THAT, AND, UM, I WOULD LIKE FOR THIS RESOLUTION TO EXPRESS THAT URGENCY AND THAT ABILITY TO DO THAT, IF WE SORT OF DECIDE, YOU KNOW, GET OFF MY SOAP BOX FOR A MINUTE, UH, WHO HAS OTHER KIND OF OVERARCHING COMMENTARY I HAVE, I THOUGHT THIS WAS VERY WELL DONE.

AND I DO THINK KELLY THAT IT VERY WELL CAPTURES THE SPIRIT OF THE DISCUSSION AT OUR SEPTEMBER MEETING.

I DO THINK I WOULD LIKE TO SEE TRANSIT INTEGRATED IN THERE, AND I BET THAT WE CAN TWEAK IT IN A COUPLE OF PLACES AND MAYBE GET TRANSIT IN THERE A LITTLE BIT BETTER.

IT IS DEFINITELY THE CASE THAT TRANSIT, UM, ALL OF THE PROJECT CONNECT.

IF WE PASS PROP A, ALL OF THE PROJECT CONNECT PROJECTS WILL ACTUALLY BE, UM, ELECTRIC, UH, ELECTRIC BUSES AND THEY'RE WORKING TOWARDS, I MEAN, CAP METRO, I THINK WILL RAPIDLY BE WORKING TOWARDS AN ELECTRIC THROUGHOUT THEIR, UM, ROLLING STOCK OF BUSES.

AND SO, I MEAN, THAT'S ON THE HORIZON.

OBVIOUSLY BUSES HAVE A PRETTY LONG LIFE CYCLE, SO IT'LL TAKE A LITTLE WHILE, BUT, UM, THIS IS A HUGE PARTY FOR, UH, RANDY CLARK KENT METRO.

SO I THINK THAT'S GOOD, BUT, UM, I DO THINK IT WOULD BE NICE TO LIKE, JUST INTEGRATE SOMETHING ABOUT PROJECT CONNECT IN HERE, MAYBE, UM, OR, YOU KNOW, TRANSIT, LONGTERM TRANSIT PLANNING AS WELL.

I THOUGHT THE GOALS AROUND THAT WERE NOT, NOT VERY AGGRESSIVE AS I EXPRESSED AT LAST MONTH'S MEETING.

AND I WOULD, I WOULD LOVE TO SEE, UM, THOSE BECOME MORE AGGRESSIVE.

I WILL ALSO SAY THAT, UH, SEVERAL, UM, CITIZENS REACHED OUT TO ME AFTER LAST MONTH'S MEETING WHO WERE, UM, SIGNIFICANTLY MORE OPTIMISTIC ABOUT ELECTRIC VEHICLE ADOPTION, UM, AND ALSO ELECTRIC VEHICLE POLLUTION.

AND SO I'VE BEEN READING A LOT ABOUT THAT AND LASTLY, THAT, AND LAST SEVERAL WEEKS, BUT, UM, YOU KNOW, I STILL THINK THAT, UH, WE'RE PUTTING A LOT OF EGGS IN ONE BASKET RIGHT NOW IN THE DRAFT.

LIKE WHAT DO YOU PLAN AS FAR AS ELECTRIC VEHICLE ADOPTION FOR A LOT OF UNKNOWNS? WHEREAS I FEEL LIKE IN SOME WAYS THERE'S MORE KNOWNS WITH THE THINGS THAT, UH, COMMISSIONER DAVIS HAS WRITTEN ABOUT AND THAT WE DISCUSSED, UM, LAST MONTH.

SO OVERALL I THINK THIS IS, I MEAN, I LOVE WHAT YOU WROTE, COMMISSIONER DAVIS, I'M READY, BUT I JUST KIND OF WANT TO MAYBE SEE IF WE CAN INTEGRATE TRANSIT IN THERE A LITTLE BIT.

UM, OBVIOUSLY I'M IN THE PROCESS OF CASEY AND I ARE IN THE PROCESS OF TRANSITIONING LIAISON DUTIES.

AND SO CASEY ALEXANDER AND CHLOE MAXWELL'S REBECCA WILL BE THE STAFF LIAISON TO

JIM DALE WILL STILL BE THE EXECUTIVE LIAISON, BUT, UM, UH, DIFFERENT FOLKS ARE ABSORBING MY PREVIOUS RESPONSIBILITIES AS LIAISON TO THE BIKE AND PEDESTRIAN ADVISORY COUNCILS.

AND SO DURING THESE REGULAR UPDATES, YOU KNOW, I USED TO BE ABLE TO JUST FOR THE MOST PART OFF THE DOME OR REMEMBER WHAT THOSE ONES WERE TALKING ABOUT BECAUSE I WAS ALSO THEIR LIAISON, BUT THAT'S NOT GOING TO BE THE CASE FOR CASEY.

SO I HUMBLY SUGGEST THAT INSTEAD OF PUTTING THAT ON HER TO TRACK DOWN, MAYBE SOME OF Y'ALL VOLUNTEER TO IDENTIFY A BUDDY AT THE BAC OR MACY AND, UM, OR HAVE THEM MAYBE CALL IN, THEY USED TO, THERE NEEDS TO BE MORE OF A HABIT OF PIECE IN ORDER LIKE ATTENDING A PERSON.

I SHOWED UP AT THE MIDDLE OF MOBILITY COMMITTEE AND GAVE THEM AN UPDATE ON, UH, HEALTHY STREETS, UH, RECOMMENDATION, YOU KNOW, THAT IS BEEN DISCUSSED IN A COUPLE OF SCENARIOS AS EITHER WINDING DOWN OR GOING INTO A NEW PHASE.

AND THERE'S DEFINITELY SOME KERFLUFFLE AS TO WHETHER OR NOT IT'S REALLY WINDING DOWN AND GOING AWAY OR MOVING INTO SOME STAGE WHERE THERE MIGHT BE A LITTLE MORE PLANNING AND IN AN EFFORT TO MAKE IT, UM, MORE PERMANENT.

I THINK THE ANSWER IS PROBABLY SOMEWHERE IN BETWEEN SOME PIECES ARE DEFINITELY GETTING REMOVED AND HAVE ALREADY BEEN REMOVED, BUT THERE IS CERTAINLY EFFORT TO FIGURE OUT HOW TO, UM, KEEP PORTIONS OF IT GOING AND TAKE THE LEARNINGS FROM THE PILOT.

BUT THERE WAS NO SPECIFIC FEEDBACK I COULD GIVE THAT SAID HERE'S WHAT THEY DECIDED.

UM, THERE WAS A, I THINK IT'S GOING TO BE A REGULAR, UH, EVENT WHERE I GO, OR MAYBE SOME TIMES SUSAN SUFFERS, IF YOU WANT TO GO AS VICE CHAIR AND GIVE UPDATES, UM, THEY SEEM VERY OPEN TO THAT.
