YOU KNOW, THE MAIN CONCERN WE HAVE IS WITH THE LIFT STATION, UM, DEMOLITION, THERE'S A LOT OF UNKNOWNS WITH THE EXISTING PIPING CONFIGURATIONS IN THERE.

SO WE JUST WANT TO BE ABLE TO COVER ANY, UM, CHANGES THAT COME UP AS A RESULT OF THAT.

AND I ONLY MENTIONED THAT BECAUSE I REMEMBER IN 2016, BECAUSE I'M FAMILIAR WITH THE AREA AND THE, UM, THE WATER TRANSMISSION HAD QUITE A BIT OF A SNAG AS WELL FOR DIFFERENT REASON BECAUSE OF THE VOID.

UH, AND, AND I REMEMBER AT THAT TIME ASKING IF 10% CONTINGENCY WAS ENOUGH, UM, WAS THERE, UH, IT, I GUESS, WITH THE CONTINGENCY AND ALL THESE CHANGE ORDERS TOGETHER, THAT'S ABOUT 20%.

UM, WOULD, WAS THAT A BIT, UH, WAS THAT A BIT OF A SURPRISE OR, OR ANTICIPATED THAT 10 TO 20% IS REASONABLE FOR THIS TYPE OF PROJECT ENVIRONMENTALLY SENSITIVE AREA AND SO ON? SO I DON'T BELIEVE WE'RE HITTING 20% WITH THIS ADDITIONAL CONTINGENCY.

UM, A LARGE PORTION OF THE ORIGINAL CONTINGENCY WAS EATEN UP WITH ENVIRONMENTAL CONDITIONS AS WE WERE TUNNELING, WE ENCOUNTERED A WATER INFLOW AREA.

AND SO WE HAD TO STOP TELLING

AND AS YOU RECALL, THE BILL RELIEF PROGRAM, AUSTIN WATER AND AUSTIN ENERGY BOTH CONTRIBUTED AN ADDITIONAL $5 MILLION TO THIS YEAR'S PLUS ONE PROGRAM.

AND WE CONTINUE TO, UM, PROVIDE ASSISTANCE THROUGHOUT THIS COVID RELATED EVENT.

IN SEPTEMBER, THE PLUS ONE PROGRAM PROVIDED $1.7 MILLION IN BILL RELIEF TO OVER ALMOST 4,300 CUSTOMERS.

SINCE APRIL.

THIS PLUS ONE PROGRAM HAS PROVIDED OVER 6.4 MILLION IN BILL RELIEF TO OVER 18,000 CUSTOMERS IN THE, IN THE SIX MONTHS PRIOR TO THE COVID, UH, THE AMOUNT THAT AUSTIN ENERGY PROVIDED, UH, BILL RELIEF WAS ONLY ABOUT $1 MILLION

OVER THOSE SIX MONTHS, TOTAL.

SO YOU CAN SEE HOW THE IMPACT HAS BEEN AND THE ASSISTANCE THAT'S BEING PROVIDED IN THIS BILL, REALLY PROGRAM DUE TO COVID, AS FAR AS OUR FINANCIAL IMPACT, THE WATER DEMAND IN SEPTEMBER TRACKED JUST 0.3% HIGHER THAN EXPECTED LEVELS.

SO PRETTY MUCH RIGHT ON BUDGETED LEVELS AND WOULD BE AN INDICATION OF WHAT OUR OCTOBER REVENUES MIGHT BE AT BUDGET LEVELS, AS WELL.

AS FAR AS A SEPTEMBER REVENUE UPDATE, SEPTEMBER WATER AND WASTEWATER REVENUES ARE $1.7 MILLION BELOW EXPECTED LEVELS FOR RESIDENTIAL MULTIFAMILY AND COMMERCIAL CUSTOMER CLASSES.

THE RESIDENTIAL CLASS WAS BELOW BY ONLY A HUNDRED THOUSAND IN SEPTEMBER.

THE MULTIFAMILY CLASS WAS ACTUALLY ABOVE A BUDGET EXPECTATION BY ABOUT 600,000, BUT THE COMMERCIAL CONTINUES TO LAG SIGNIFICANTLY, UM, BEHIND BUDGET LEVELS AND WAS 2.2 MILLION BELOW.

UM, THOSE LEVELS IN SEPTEMBER WATER AND WASTEWATER SERVICE REVENUES FOR APRIL THROUGH SEPTEMBER DUE TO COVID HAVE BEEN BELOW BUDGET BY ABOUT 16.6 MILLION.

BUT OVERALL FOR THE YEAR, SINCE WE HAD EARLIER MONTH, UM, WINDFALLS IN REVENUE FOR THE YEAR TO DATE THROUGH SEPTEMBER FOR THE FULL FISCAL YEAR, OUR REVENUES WERE ONLY ABOUT 7.5 MILLION BELOW BUDGET LEVELS.

AS FAR AS ON THE EXPENSE SIDE, ACTUAL EXPENSES DUE TO THE COVID FOR A PERSONNEL, UH, TEMPERATURE MONITORING, PPE SUPPLIES DUE OCTOBER 7TH IS AROUND $2.6 MILLION, BUT OVERALL OPERATING EXPENSES AND DEBT SERVICE EXPENSES FOR THE YEAR ARE DOWN OVER $18 MILLION DUE TO SOME COST CONTAINMENT, AS WELL AS THE DEBT SERVICE, UH, DEFERRALS OF, UH, REVENUE, BOND ISSUANCES, AS WELL AS, UH, OUR DEFEASANCE THAT WAS HIGHER THAN ANTICIPATED.

THESE AMI CUSTOMERS FROM LAST MONTH WERE JUST INVITED TODAY AND WE HOPE TO SEE THEM REGISTER.

AND AS WE ADD MORE AMI CUSTOMERS, MORE OF THESE FOLKS WILL BE INVITED TO JOIN THE PORTAL AND PROVIDE FEEDBACK TO US SO THAT WE CAN MAKE THIS A COMPREHENSIVE TOOL BEFORE WE ADD IT TO THE ENTIRE AUSTIN WATER BASE OF CUSTOMERS.

THE TIMING OF WHICH, SINCE WE HAVE A QUARTER OF A MILLION A YEAR MAKING A DISTINCTION BECAUSE FOR AWHILE METERS IN SOME PEOPLE WILL HAVE AMI, BUT EVENTUALLY EVERYBODY GETS THIS.

UM, SO COMMISSIONER, YOU KNOW, TO KIND OF BRING US BACK TO THE AUGUST UPDATE THAT RICK AND I PROVIDED, UM, WE'RE CURRENTLY IN OUR PILOT PHASE OF, OF OUR AMI DEPLOYMENT OF WHICH, UM, WE'LL START OUT WITH 5,000 METERS AND JONATHAN ALLUDED TO THE FIRST SIX OF THOSE 5,000 HAVE BEEN INSTALLED.

AND SO WE'RE CURRENTLY PILOTING NOT ONLY THOSE FIRST METER INSTALLS, BUT ALSO THIS PORTAL.

SO WE HAVE OPENED UP, UM, THIS PORTAL TO A HUNDRED INTERNAL, YOU KNOW, AUSTIN WATER CUSTOMERS TO JUST TEST IT OUT, GET FEEDBACK, TO MAKE SURE THAT WE HAVE DEVELOPED A PORTAL THAT, UM, IS USABLE AND USER FRIENDLY AND THAT WE CAN WORK OUT ANY BUGS THAT MAY BE AVAILABLE.

AND THEN, UM, AS THE PILOT OF THOSE 5,000 METERS CONTINUE TO ROLL OUT, WE'LL CONTINUE TO INVITE CUSTOMERS TO JOIN, AND THEN WE'LL BE ROLLING IT OUT TO ALL CUSTOMERS TO JOIN AND THEY WILL HAVE ACCESS TO THE PORTAL.

UM, ALTHOUGH BEFORE THEY GET THEIR AMI METER, UM, IT WOULD JUST SHOWCASE THEIR MONTHLY DATA, BUT THEN AS THEIR AMI METER WOULD BE INSTALLED, THEN THEY WOULD HAVE ACCESS TO THE HOURLY DATA AS JONATHAN MENTIONED.

SO I DON'T KNOW IF THAT HELPS PROVIDE A LITTLE MORE CLARITY THERE, YOU KNOW, TO, UM, KIND OF PARTICIPATE IN THIS PROGRAM.

AND WE ARE MEETING ON A WEEKLY BASIS TO DISCUSS THAT TOPIC SPECIFICALLY AND TALK ABOUT WHAT THE BEST PLAN FORWARD IS FOR MAKING SURE THAT WE ADDRESS THE DIGITAL DIVIDE AND THAT WE CAN ROLL THIS OUT IN A COMMUNICATIONS WAY, BUT ALSO IN A STRATEGIC WAY TO ENSURE THAT ALL OF THE COMMUNITY, UM, IT HAS THIS OPTION AND IT'S AVAILABLE.

AND WE'VE EVEN TALKED ABOUT PARTNERSHIPS POTENTIALLY DOWN THE ROAD WITH, WITH OTHER ENTITIES THAT CAN HELP WITH THE INTERNET ACCESS ISSUE.

UM, SO WE ARE, WE ARE TALKING ABOUT IT AND WE ARE MAKING AN ACTION PLAN TO ADDRESS THOSE CONCERNS.
