AND JUST REMIND THE, UH, COMMISSIONERS THAT IT'S BEEN UPDATED TO REFERENCE CHANGE ORDER NUMBER 1400, NUMBER 13 ON THE PICKUP DOCUMENTS.

UH, THE COMMISSIONER COMMISSIONER.

MICHELLE GOT A QUESTION.

LET ME SHOW YOU, LET ME SHOW MICHELLE.

YES.

CAN YOU HEAR ME? YES.

YEAH.

THIS IS A QUESTION FOR STAFF.

I WAS CURIOUS WHERE WE WERE IN THE OVERALL PROJECT SCHEDULE, HOW CLOSE WE WERE TO SUBSTANTIAL COMPLETION AND MAYBE APPROXIMATELY WHAT PERCENT OF THE PROJECT IS COMPLETE IN TERMS OF THE OVERALL EFFORT.

THANK YOU, COMMISSIONER MICHELLE.

WE HAVE KEVIN CALLER ON THE LINE WHO WILL BE ABLE TO ANSWER YOUR QUESTION, KEVIN, GO AHEAD AND UNMUTE PLEASE.

YEAH.

UM, HIGH COMMISSIONERS, HOPEFULLY YOU CAN HEAR ME GREAT.

UH, KEVIN COLER WITH AUSTIN WATER COLLECTION SYSTEMS ENGINEERING RIGHT NOW, THE PROJECT, UM, THE, ALL THE TUNNELING HAS BEEN COMPLETE AND ALL THE PIPING HAS BEEN INSTALLED.

AND RIGHT NOW THE CREWS ARE IN THE PROCESS OF, UH, DURING THE FINAL GROUNDING FOR THE PIPE.

AND WE'RE ANTICIPATING THAT THE GRADING WILL BE COMPLETED IN THE NEXT MONTH OR TWO.

AND WE'RE IN THE PROCESS OF SETTING UP FOR THE BYPASS, WHICH WE THINK WILL HAPPEN IN THE NEXT FEW MONTHS.

AND WE'LL PLACE THE, UH, TUNNEL IN SERVICE PROBABLY IN THE NEXT FOUR TO FIVE ONCE.

WOULD THAT BE THE POINT OF SUBSTANTIAL COMPLETION? YES.

SUBSTANTIAL COMPLETION WHEN

[00:15:01]

WE WILL BE WHEN WE PLACED THE TUNNEL IN SERVICE.

OKAY.

AND THE 300, THE ADDITIONAL THREE, 300,000 WOULD BE OKAY.

IF ANYTHING COMES UP IN THE NEXT FOUR TO FIVE MONTHS GETTING TO THAT POINT.

OKAY.

YES.

CORRECT.

SO WE HAVE TO, WE STILL HAVE A COUPLE, WELL MANHOLES WE HAVE TO PUT IN AND WE HAVE TO DEMOLISH THE LIST LIFT STATION.

AND SO THAT'S WHAT THE CONTINGENCIES FOR.

OKAY.

THANKS KEVIN.

NO FURTHER QUESTIONS, MR. JAILS.

I HAVE SOME QUESTIONS.

GO AHEAD.

YOU'RE STILL THINKING OF A QUESTION FOR STAFF.

I KNOW THE REVISION HAS TO DO WITH CHANGE ORDER FOR ON PAGE THREE.

I THINK IN THE BACKUP PAGE WHERE THE HISTORY OF AUTHORIZATION, IT STILL SAY THAT LATEST CHANGE OVER DAYS 13, THEN Y'ALL CAN KNOW THAT THAT IS A CHANGE ORDER.

14.

THAT'S A TYPE OF SIR.

OKAY.

UM, SO THERE WAS A 13 SOMEWHERE IN THAT LIST.

I'M JUST GOING DOWN THE LIST.

IT DIDN'T SEEM LIKE THERE'S A DUPLICATE NUMBER.

SO IS THERE AN ITEM MISSING IN THAT LIST? I'M KOHLER MICHAEL D S A WITH PUBLIC WORKS IS ALSO IN THE MEETING AND HE CAN ANSWER THAT.

I DO BELIEVE THAT THERE IS A CHANGE ORDER.

13 STAFF COULD, UH, INCLUDE HIM IN THE MEETING.

THAT WOULD BE GREAT.

ONE MOMENT.

THERE'S A LOT OF STAFF THAT NEED TO BE, UH, TRANSFERRED ONE MOMENT.

GOOD AFTERNOON.

CAN YOU HEAR ME NOW? THIS IS MICHAEL D'S PUBLIC WORKS DEPARTMENT AND I'M THE PROJECT MANAGER FOR THE PARMER LANE INTERCEPTOR.

THERE IS A CHANGE ORDER 13.

IT WAS EXECUTED AFTER THE RCA FOR CHANGE ORDER 14 WAS SUBMITTED.

IT IS A $0 CHANGE ORDER THAT GAVE THE CONTRACTOR ADDITIONAL TIME, AS WELL AS PAID FOR PART OF A T OR BYPASS MANUAL INSTALLATION, BUT IT $0.

GREAT FOLLOW UP QUESTIONS ON THAT IS THE A 10% CONTINGENCY.

THAT WAS PART OF THE ORIGINAL CONTRACT.

HAS THAT BEEN EXHAUSTED AS WELL? I CAN ANSWER THAT.

WE HAVE USED ABOUT EIGHT AND A HALF PERCENT OF THE ORIGINAL, A 10% CONTINGENCY, BUT THE BYPASS, UM, CHANGE ORDER WOULD PUSH US ABOVE THAT 10% CONTINGENCY UNDERSTOOD.

UM, AT THE END OF THE PROJECT, THOUGH, IF THERE'S MONEY LEFT OVER, IT'LL JUST KIND OF BE A CHANGE ORDER, NEGATIVE BACK CREDIT BACK.

CORRECT? THAT IS CORRECT.

UH, AND THEN, UM, THE, UH, I GUESS THE FOLLOWUP TO THE CONVERSATION WITH THE QUESTIONS THAT PERMISSION MICHELLE ASKED EARLIER ABOUT THE PROJECT IN PROGRESS.

SO AT THIS POINT, UH, IT DOESN'T SOUND LIKE IS ANY MORE ANTICIPATION OF ADDITIONAL, UH, CHANGES BETWEEN NOW AND THE END OF THE PROJECT, OR DID YOU ALL FEEL PRETTY GOOD THAT THIS IS STRAIGHT SHOT TO THE END? WE FEEL COMPETENT WITH THAT 300,000 ADDITIONAL CONTINGENCY THAT WE WILL BE ABLE TO COVER ANY ADDITIONAL, UM, UNFORESEEN CONDITIONS.

YOU KNOW, THE MAIN CONCERN WE HAVE IS WITH THE LIFT STATION, UM, DEMOLITION, THERE'S A LOT OF UNKNOWNS WITH THE EXISTING PIPING CONFIGURATIONS IN THERE.

SO WE JUST WANT TO BE ABLE TO COVER ANY, UM, CHANGES THAT COME UP AS A RESULT OF THAT.

YEAH.

AND I ONLY MENTIONED THAT BECAUSE I REMEMBER IN 2016, BECAUSE I'M FAMILIAR WITH THE AREA AND THE, UM, THE WATER TRANSMISSION HAD QUITE A BIT OF A SNAG AS WELL FOR DIFFERENT REASON BECAUSE OF THE VOID.

UH, AND, AND I REMEMBER AT THAT TIME ASKING IF 10% CONTINGENCY WAS ENOUGH, UM, WAS THERE, UH, IT, I GUESS, WITH THE CONTINGENCY AND ALL THESE CHANGE ORDERS TOGETHER, THAT'S ABOUT 20%.

UM, WOULD, WAS THAT A BIT, UH, WAS THAT A BIT OF A SURPRISE OR, OR ANTICIPATED THAT 10 TO 20% IS REASONABLE FOR THIS TYPE OF PROJECT ENVIRONMENTALLY SENSITIVE AREA AND SO ON? SO I DON'T BELIEVE WE'RE HITTING 20% WITH THIS ADDITIONAL CONTINGENCY.

UM, A LARGE PORTION OF THE ORIGINAL CONTINGENCY WAS EATEN UP WITH ENVIRONMENTAL CONDITIONS AS WE WERE TUNNELING, WE ENCOUNTERED A WATER INFLOW AREA.

AND SO WE HAD TO STOP TELLING

[00:20:01]

IT FOR A WHILE, AS WELL AS DEVELOP A WHOLE MITIGATION STRATEGY, UH, TO DEAL WITH THAT WATER INFLOW.

UM, SO THAT DID EAT UP A LARGE PORTION OF THE, THE ORIGINAL CONTINGENCY.

YEAH, I THINK IN, IN THE CONTEXT OF THERE'S A LOT OF PROJECT BEING PLANNED FOR THIS AREA, UH, IN THE FUTURE, WHEN THERE'S A CIP PROJECT COMING BACK FOR THIS AREA.

UM, MY, I GUESS I WILL BE LOOKING FOR THE CONTINGENCY AMOUNT MORE IN LINE WITH MAYBE 15%, LIKE YOU SAID.

UM, I APPRECIATE IT.

NO FURTHER QUESTIONS.

THANK YOU, COMMISSIONER COMMISSIONER PATTON.

THANK YOU.

MY APOLOGIES, DAVE WEBEX SENDING ME AS AN ANTENNA.

SO NOBODY WAS ABLE TO HEAR ME 20 MINUTES TO MAKE THAT SWITCH, BUT I'M NOT SURE REPEAT THAT STATEMENT.

THANK YOU.

COMMISSIONER COMMISSIONER, CHAIR, COMMISSIONER MICHELLE.

I MOVED TO APPROVE THIS ITEM.

MOTION MOTION MADE BY COMMISSIONER MICHELLE.

IS THERE A SECOND? AND THIS IS NOT THE SECOND WITH A FRIENDLY AMENDMENT THAT STAFF CLARIFY GENDER OBJECTION AND APPROACH FOR EIGHT MOTION MADE BY COMMISSION, MY COMMISSION, AND WE SHARE IN A SECOND BY COMMISSIONER, A AMENDMENT TO A QUESTING, THE STATLER PROVIDED SUBSTANTIAL, UH, SUPPLEMENT INFORMATION.

AM I CORRECT? JUST A QUICK CLARIFICATION NOW ON PAGE FOUR, THAT THERE IS A SEPARATE EXCHANGE ORDER, 13 OH $0.

AND THIS CHANGE ORDER IS 1314.

[D.1. Update from Joint Sustainability Committee Meeting ]

WE'LL MOVE TO UPDATE FROM JOHN THE BDP COMMITTEE MEETING COMMISSIONER VOTE.

YES, SIR.

UM, THE REPORT IS PRETTY FAST, PRETTY QUICK.

SO I'LL GET A, UH, YOU HAVE A SENSE OF THE WAR GOING ON FROM THE LAST THREE THINGS ON STAFF.

UH, WE HAVE A LOT OF DISCUSSION KIND OF BUILT ON DABBLE BAD THAT THE FOCUS HAS BEEN MORE ON THE, UH, PROJECT CONNECT, WHICH IS A TRANSIT BOND THAT IS ON THE NOVEMBER BALLOT THIS YEAR.

AND THE ONLY THING I WANT TO REMIND THE COMMISSION IS YOU PROBABLY NEED TO BE A MEMBER OF THE, UM, UH, THE BRIEFING THAT WE HAVE ON STAFF A WHILE BACK WHERE UTILITY RELOCATION IS, UH, PICKING UP BECAUSE A LOT OF TRANSPORTATION PROJECTS IS PICKING UP AS WELL.

SO I IMAGINE IF THE TRANSIT BOND HAPPENED, THAT'S GOING TO BE QUITE A BIT OF A, THAT MIGHT END UP BEING A LOT OF UTILITY RELOCATION ALONG THE CORRIDOR.

BUT THAT'S JUST A SIDE NOTE.

UH, OTHER THAN THAT, UH, THE, THE, THE JOINT SUSTAINABILITY COMMITTEE FOCUS HAS BEEN ON THE CLIMATE PLAN UPDATE, UM, IN CONCERT WITH A LOT OF THE MAJOR INITIATIVES AROUND TOWN LIKE WATERFALL.

THANK YOU, COMMISSIONER COMMISSIONER FOR THAT.

ANY QUESTIONS WITH COMMISSIONER VOTE? WELL, IF NOT, THANK YOU FOR THE REPORT.

WE'RE MOVING TO THE

[C.1. Discussion on 2021 Water & Wastewater Commission Meeting Schedule ]

FOLLOWING NEXT ITEM, ITEM C ONE DISCUSSION

[00:30:01]

ON QUALITY 21, ONE IN WASTE WATER COMMISSION, MEETING STAKE.

YOUR COMMISSIONERS IN YOUR PICK UP MATERIALS SHOULD HAVE A PRINTED PROPOSED SCHEDULE WITH ALTERNATE DATE ON IT.

ANY W UPON THE DAY, THE MEETING BECOMES THE FIRST WEDNESDAY INSTEAD OF THE SECOND MISTAKE.

AND THE SECOND MISTAKE, MAYBE THAT'S A BIG APPLE UP ANY PAGE ON EVERYTHING, ESPECIALLY UNDER THE MIRROR'S CONDITION.

WE STILL, MAYBE IN THE LIMBO RIGHT NOW.

I DON'T KNOW, BUILDING OFF THE AWU MEETING.

THAT'S WHY I THINK THE SCHEDULE IT'S WEEKEND, WEDNESDAY OF THE MAN, UH, COMMISSIONER I'VE GOT ANY QUESTIONS OR CONCERNS, IF NOT THE 10 MOTION MAKE A MOTION TO ACCEPT SCHEDULE.

WELL, I GUESS IT JUST IF Y BUT I THINK I SAID, OKAY, UH, THE, UH, THE SCHEDULE FOR 2021 DOES REQUIRE, UH, VOTING ACTION SO THAT WE CAN MOVE FORWARD TO SECURE THE MEETING TIME AND LOCATION, UH, FOR NEXT YEAR.

SO, UH, I APPRECIATE EVERYONE BEING ABLE TO TAKE THIS UP AS AN ITEM TODAY.

OKAY.

ALL RIGHT.

SO WE GOT, WE GOT A COMMISSION, VICE CHAIR MAKING THE MOTION AGAIN FOR THIS MOTION.

COMMISSIONER MICHELLE.

SECOND, LET ME CHECK SECOND OR THE NEXT, UH, ALL IN FAVOR, PLEASE RAISE YOUR HAND.

YOU CAN SEE GREEN FISHER HOLE IN COMMISSIONER PATTERN.

ARE YOU IN? YES.

OKAY.

ALL RIGHT.

LET ME SEE COMMISSIONER PAIN.

YES.

OKAY.

AND THE COMMISSION OF ALL? YES.

YES, YES.

GOOD.

THANK YOU VERY MUCH.

OKAY.

BY THE WAY, THE NEXT MEETING GOING TO BE ON TUESDAY, NOVEMBER 11 AT 1:00 PM.

THE NEXT MEETING WILL BE NOVEMBER 11TH, TUESDAY AT 1:00 PM.

JUST PUT ON YOUR CANVAS.

I'M SORRY.

UH, IT'S ACTUALLY NOVEMBER 17TH OR NOVEMBER 17TH.

NUMBER 17 IS TUESDAY, NOVEMBER 17TH AT 1:00 PM.

OKAY.

[E.1. COVID-19 – Austin Water Operations, Staff and Financial Impact Update ]

LET'S MOVE ON TO ITEM E ONE.

COVID-19 ALSO OPERATION STUFF AND THEN FINANCIAL IMPACT UPDATES.

THANK YOU, CHAIRMAN LEE.

THIS IS SHEA ROLSON ASSISTANT DIRECTOR FOR AUSTIN WATER STANDING IN FOR GREG TODAY.

THANK YOU ALL FOR BEING HERE.

WE HAVE DAVID ANDERS ON THE LINE TO GIVE OUR MONTHLY COVID-19 UPDATE.

OKAY.

THIS IS DAVID ANDREWS.

DO Y'ALL HEAR ME? Y'ALL HEAR ME.

OKAY.

YES, WE CAN HEAR YOU, DAVID.

OKAY.

THANK YOU.

UH, I AM DAVID ANDERS ASSISTANT DIRECTOR FOR AUSTIN WATER, AND WE'LL BE PROVIDING A BRIEF UPDATE ON OUR CUSTOMER ASSISTANCE BILL RELIEF PROGRAM, AS WELL AS OUR COVID-19 FINANCIAL UPDATE.

AND AS YOU RECALL, THE BILL RELIEF PROGRAM, AUSTIN WATER AND AUSTIN ENERGY BOTH CONTRIBUTED AN ADDITIONAL $5 MILLION TO THIS YEAR'S PLUS ONE PROGRAM.

AND WE CONTINUE TO, UM, PROVIDE ASSISTANCE THROUGHOUT THIS COVID RELATED EVENT.

IN SEPTEMBER, THE PLUS ONE PROGRAM PROVIDED $1.7 MILLION IN BILL RELIEF TO OVER ALMOST 4,300 CUSTOMERS.

SINCE APRIL.

THIS PLUS ONE PROGRAM HAS PROVIDED OVER 6.4 MILLION IN BILL RELIEF TO OVER 18,000 CUSTOMERS IN THE, IN THE SIX MONTHS PRIOR TO THE COVID, UH, THE AMOUNT THAT AUSTIN ENERGY PROVIDED, UH, BILL RELIEF WAS ONLY ABOUT $1 MILLION

[00:35:01]

OVER THOSE SIX MONTHS, TOTAL.

SO YOU CAN SEE HOW THE IMPACT HAS BEEN AND THE ASSISTANCE THAT'S BEING PROVIDED IN THIS BILL, REALLY PROGRAM DUE TO COVID, AS FAR AS OUR FINANCIAL IMPACT, THE WATER DEMAND IN SEPTEMBER TRACKED JUST 0.3% HIGHER THAN EXPECTED LEVELS.

SO PRETTY MUCH RIGHT ON BUDGETED LEVELS AND WOULD BE AN INDICATION OF WHAT OUR OCTOBER REVENUES MIGHT BE AT BUDGET LEVELS, AS WELL.

AS FAR AS A SEPTEMBER REVENUE UPDATE, SEPTEMBER WATER AND WASTEWATER REVENUES ARE $1.7 MILLION BELOW EXPECTED LEVELS FOR RESIDENTIAL MULTIFAMILY AND COMMERCIAL CUSTOMER CLASSES.

THE RESIDENTIAL CLASS WAS BELOW BY ONLY A HUNDRED THOUSAND IN SEPTEMBER.

THE MULTIFAMILY CLASS WAS ACTUALLY ABOVE A BUDGET EXPECTATION BY ABOUT 600,000, BUT THE COMMERCIAL CONTINUES TO LAG SIGNIFICANTLY, UM, BEHIND BUDGET LEVELS AND WAS 2.2 MILLION BELOW.

UM, THOSE LEVELS IN SEPTEMBER WATER AND WASTEWATER SERVICE REVENUES FOR APRIL THROUGH SEPTEMBER DUE TO COVID HAVE BEEN BELOW BUDGET BY ABOUT 16.6 MILLION.

BUT OVERALL FOR THE YEAR, SINCE WE HAD EARLIER MONTH, UM, WINDFALLS IN REVENUE FOR THE YEAR TO DATE THROUGH SEPTEMBER FOR THE FULL FISCAL YEAR, OUR REVENUES WERE ONLY ABOUT 7.5 MILLION BELOW BUDGET LEVELS.

AS FAR AS ON THE EXPENSE SIDE, ACTUAL EXPENSES DUE TO THE COVID FOR A PERSONNEL, UH, TEMPERATURE MONITORING, PPE SUPPLIES DUE OCTOBER 7TH IS AROUND $2.6 MILLION, BUT OVERALL OPERATING EXPENSES AND DEBT SERVICE EXPENSES FOR THE YEAR ARE DOWN OVER $18 MILLION DUE TO SOME COST CONTAINMENT, AS WELL AS THE DEBT SERVICE, UH, DEFERRALS OF, UH, REVENUE, BOND ISSUANCES, AS WELL AS, UH, OUR DEFEASANCE THAT WAS HIGHER THAN ANTICIPATED.

SO WITH THAT, I WILL ANSWER ANY QUESTIONS THAT Y'ALL MIGHT HAVE, LET ME, SHE KNOWS SHE'S GOT ANY QUESTIONS FOR MS. SHAY AND MR. ENNIS, IF NOT, WE WILL MOVE ON TO THE NEXT ITEM EIGHT TO NOT KEEP MY ANKLE FOR YOU.

YES.

WE HAVE ASSISTANT DIRECTOR ON THE LINE TO GIVE THAT REPORT.

ALL RIGHT.

HOW'S THAT? CAN YOU HEAR ME? WE CAN HEAR YOU.

ALRIGHT, GREAT.

UM, GOOD AFTERNOON, CHAIR LEE COMMISSIONERS.

I'M KEVIN CRITTENDON ASSISTANT DIRECTOR WITH THE AUSTIN WATER, ENVIRONMENTAL PLANNING AND DEVELOPMENT SERVICES PROGRAM AREA.

UM, VIRGINIA CALL YOU AND WILL BE UP SHORTLY TO PROVIDE HER PERIODIC, UH, UPDATE RELATED TO ANTICIPATED IN CURRENT UTILITY DISTRICT ACTIVITIES.

UM, BUT DUE TO THE PANDEMIC AND OUR MOVE TO VIRTUAL MEETING FORMAT, WE'VE TRIED TO KEEP OUR PRESENTATIONS AS SUCCINCT AS POSSIBLE, BUT I JUST WANT TO TAKE A BRIEF MOMENT TO MAKE SOME BELATED INTRODUCTIONS AND IN ORDER TO HELP COMMISSIONERS BETTER UNDERSTAND SOME PREVIOUS STAFF CHANGES WITHIN OUR UTILITY DEVELOPMENT SERVICES DEPARTMENT.

UM, OF COURSE WE HAVE PREVIOUSLY INTRODUCED VIRGINIA.

SHE COMES TO AUSTIN WATER FROM THE CITY'S PLANNING DEPARTMENT, AND WE HAVE BEEN FORTUNATE ENOUGH TO HAVE HER JOIN OUR TEAM, UH, VIRGINIA REPLACES RANDY JENKINS, UM, EARLIER THIS YEAR AS OUR PROGRAM MANAGER FOR THE WHOLESALE CONTRACTS AND DISTRICTS PROGRAM.

UM, ADDITIONALLY EARLIER THIS YEAR, UH, MS WAS SELECTED TO REPLACE BART JENNINGS AND HIS ROLE AS THE DIVISION MANAGER OF UTILITY DEVELOPMENT SERVICES.

UM, WHAT THAT IS A REGISTERED PROFESSIONAL ENGINEER, UH, HAS PREVIOUSLY WORKED FOR THE CITY OF INNER CITY ENGINEER FOR THE CITY OF LANCASTER OUTSIDE OF DALLAS.

SHE'S ALSO WORKED IN A NUMBER OF ROLES IN AUSTIN WATER, INCLUDING OUR RECLAIMED WATER PROGRAM AND OUR PIPELINE ENGINEERING REVIEW TEAM.

UM, SO VIRGINIA AND, UH, AND A VARIETY OF OTHER STAFF REPORTS TO SWEAT,

[00:40:01]

UH, UH, IN HER CAPACITY LEADING OUR UTILITY DEVELOPMENT SERVICES AREA.

AND SO WITH THAT, I'LL BRIEFLY ASK I SWEAT THAT JUST A STEP UP AND JUST KINDA BRIEFLY GO OVER HER ORGANIZATION, AND THEN WE'LL TURN IT BACK OVER TO VIRGINIA TO FINISH OUT THE REPORT.

CAN YOU HEAR ME AND HEAR YOU AND SEE YOU? THANK YOU.

FANTASTIC.

GOOD AFTERNOON.

MY NAME IS SHANDA PAN DELONGHI BUSINESS STRATEGY MANAGER FOR UTILITY DEVELOPMENT SERVICES.

THAT'S A MULTIPLE, UM, UDS SUPPORTS ALL LAND DEVELOPMENT FUNCTIONS RELATED TO UTILITY MATTERS.

WE HAVE, UH, SIX WORK GROUPS IN ALL STARTING WITH WHOLESALE CONTRACTS WITH VIRGINIA CALL.

YOU'RE LEADING THE TEAM.

WE HAVE OUR SERVICE EXTENSION WORK GROUP WITH COLLEEN KIRK.

WE HAVE A GRAPHICAL PICTURE THAT I THINK VIRGINIA WILL PULL UP SHORTLY.

CONSTRUCTION PLANS, REVIEW GROUPS FOR BOTH COMMERCIAL AND RESIDENTIAL COMMERCIAL IS CIP STATE PROJECTS LED BY CHAPA AND RAYNA HOMES FOR THE RESIDENTIAL PLAN REVIEW.

SHE ALSO THE ONSITE SEPTIC AND SWITCH PROGRAM, AND WE HAVE OUR PRIVATE LATERAL AND PRIVATE PLUMBING WORK GROUP.

THAT'S LED BY GREGORY CURTAIN.

AND OUR LATEST ADDITION TO UDS IS OUR ONSITE WATER REUSE PROGRAM.

WE'RE STILL LOOKING FOR SOME OUTSTANDING TALENT TO FILL THE SUPERVISORY ROLE FOR THAT CORE GROUP.

WITH THAT I'LL TURN US OVER TO VIRGINIA SO SHE CAN GIVE US AN UPDATE ON JOSE.

I LOOK FORWARD TO WORKING WITH YOU ON MY NEW ROOM.

[E.3. Utility District and Special District Bi-Annual Update ]

THANK YOU.

CAN YOU ALL HEAR ME IF THE SLIDE DECK LOADED FOR THE PRESENTATION, I CAN HEAR YOU VIRGINIA.

AND THE SLIDE DECK IS ON ITS WAY.

OKAY, GREAT.

THERE IS.

THIS IS IN THE AGENDA BACKUP AS WELL.

SO I'LL ONLY BE COVERING MAYBE HALF A DOZEN OR HALF OF THESE SLIDES, UM, BUT THEY'RE ALL THERE AVAILABLE FOR YOUR REVIEW AT ANY TIME.

UM, SO TO GO AHEAD AND GET STARTED, MY NAME'S VIRGINIA COLLIER AUSTIN WATER.

IF YOU CAN GO AHEAD AND ADVANCE THE SLIDES FORWARD, THERE'S THE, THE, UM, ORG CHART THAT SHOTGUN WAS REFERENCING WITH ALL THE PICTURES.

IT'S GOOD TO SEE PEOPLE'S FACES IN THIS COVID ENVIRONMENT.

IF YOU CAN SKIP AHEAD AGAIN.

UM, THE, THAT I'LL BE, UM, TALKING ABOUT TODAY ARE THOSE THAT HAVE THE TEXT HIGHLIGHTED IN RED.

SO THIS IS STRUCTURED SIMILAR TO PREVIOUS UPDATES THAT YOU'VE SEEN, UM, DETAILS HIGHLIGHTED IN RED INCLUDE NEW INFORMATION OR UPDATED INFORMATION SINCE OUR LAST BRIEFING TO THE COMMISSION IN MAY.

AND THEN ADDITIONALLY, THERE'S A FEW ITEMS THAT I'D LIKE TO BRING TO YOUR ATTENTION THAT STAFF WILL BE BRINGING FORWARD IN UPCOMING MONTHS.

SO IF WE CAN ADVANCE FORWARD A COUPLE OF SLIDES TO SLIDE NUMBER FIVE, THE NEXT ONE, WITH THE RED TEXT ON IT, THIS IS AN UPDATE ON WCID TIN.

THIS DISTRICT INCLUDES PROPERTIES IN WESTERN TRAVIS COUNTY AND IN THE CITY OF AUSTIN'S ETJ, OR THE CITY OF WESTLAKE HILLS, NEAREST IS CITY COUNCIL DISTRICT NUMBER EIGHT.

UH, THE PREVIOUS CONTRACT WITH WCID 10 FOR WHOLESALE WATER SERVICE EXPIRED IN AUGUST AND AUSTIN WATER STAFF AND DISTRICT REPRESENTATIVES ARE CURRENTLY DISCUSSING A NEW TEMPLATE CONTRACT.

SO IF WE DON'T HAVE A NEW FINAL CONTRACT READY FOR APPROVAL AND EXECUTION BEFORE OUR NEXT BRIEFING, I'LL BRING FORWARD AN UPDATE ON OUR PROGRESS AT THAT TIME.

AND ADDITIONALLY, TO NOTE, THE DISTRICT HAS INDICATED THAT THE LOWER CAMELOT WATER SUPPLY CORPORATION HAS REQUESTED ANNEXATION OF ITS CUSTOMERS INTO THE WCID 10 DISTRICT PENDING CITY CONSENT.

SO THEY HAVEN'T FORMALLY FILED THAT APPLICATION, BUT THAT MAY BE SOMETHING ELSE THAT WE'LL BE BRINGING FORWARD FOR YOUR CONSIDERATION IN THE NEXT SEVERAL MONTHS.

UM, THIS INCLUDES APPROXIMATELY 60 RESIDENTIAL PROPERTIES LOCATED NEAR ROB ROY IN THE CITY'S ETJ.

AND IF WE CAN SKIP AHEAD TO ADDITIONAL SLIDES, THERE'S A MUD UPDATE.

UM, CITY COUNCIL WILL BE CONSIDERING AMENDMENTS TO THE PREVIOUSLY APPROVED AGREEMENTS WITH SHADY HOLLOW MUD TOMORROW'S COUNCIL MEETING AMONG WHICH IS THE CONVEYANCE OF THE EXISTING WATER AND WASTEWATER SYSTEMS BACK TO THE MUD.

SO YOU'LL NOTE THAT THIS, THIS DISTRICT IS CURRENTLY LISTED AS A RETAIL CUSTOMER, BUT WITH THE POTENTIAL RETURN TO A WHOLESALE RELATIONSHIP, AUSTIN WATER STAFF AND DISTRICT REPRESENTATIVES WILL SOON BE DISCUSSING A NEW WHOLESALE WATER AND WASTEWATER TEMPLATE CONTRACT.

AND I HOPE TO BE ABLE TO PROVIDE FURTHER UPDATES TO THE COMMISSION ON THE NEW YEAR ON THIS, IN THE NEAR FUTURE AS WELL.

AND THEN SECONDLY, YOU'LL NOTICE AT THE BOTTOM, UM, AS WAS MENTIONED IN MAY EARLIER THIS YEAR, CITY COUNCIL APPROVED THE FIRST IN A SERIES OF ACTIONS RELATED TO THE CREATION OF THE AUSTIN GREEN MUD.

HOWEVER, SINCE THAT TIME TESLA HAS ACQUIRED THIS PROPERTY AND STARTED WORK ON CONSTRUCTION OF AN ENTIRELY DIFFERENT PROJECT ON THIS SITE.

SO THIS ONE IS GOING TO DROP OFF OUR LIST AS A MUD IN THE FUTURE.

AND THEN IF WE CAN GO FORWARD TO SLIDE 10, THE MUNICIPAL MANAGEMENT DISTRICT

[00:45:01]

SIDE, I'D LIKE TO INTRODUCE THIS AS A TYPE OF SPECIAL NEW DISTRICT TO THE AUSTIN AREA.

MMDS ARE POPULAR IN HOUSTON, AUSTIN RECENTLY RECEIVED A PETITION REQUESTING CONSENT TO AN MMD LOCATED IN THE EAST SIDE.

YES.

CAN YOU IDENTIFY THE NAME OF THE SLIDE PLEASE? OH, YOU'RE ON IT.

THIS IS JUST AN OVERVIEW OF MMDS BECAUSE THIS IS A NEW TYPE OF DISTRICT FOR AUSTIN.

UM, THE CITY'S RECEIVED A PETITION, UH, JUST IN THE LAST WEEK OR SO REQUESTING CONSENT TO A NEW MMD.

UM, AN NMD IS A POLITICAL SUBDIVISION OF THE STATE MANAGED BY A BOARD OF DIRECTORS WITH WIDE AUTHORITY IS AUTHORIZED BY SPECIAL LEGISLATION.

CREATING THE DISTRICT.

THESE DISTRICTS HAVE TRADITIONALLY BEEN UTILIZED TO SUPPLEMENT MUNICIPAL SERVICES, MMD SERVICES AND IMPROVEMENTS CAN BE FINANCED WITH SALES TAXES, AD VALOREM TAXES, ASSESSMENTS, HOTEL, OCCUPANCY TAXES, USER FEES, IMPACT FEES, OTHER REVENUES, CONTRACT PAYMENTS IN GRANTS.

SO IF YOU SKIP FORWARD, ONE MORE SLIDE.

YOU'LL SEE THE SH ONE 30 MMD IS THE ONE THAT'S NEW TO THE AUSTIN AREA.

THE TEXAS LEGISLATURE CREATED THIS ONE IN 2019 AND THE DISTRICT INCLUDES APPROXIMATELY 1100 ACRES IN AUSTIN'S ETJ IN EASTERN TRAVIS COUNTY, NEAREST TO COUNCIL DISTRICT.

NUMBER ONE, PRIOR TO THE ISSUANCE OF DISTRICT BONDS, THE DISTRICT IS REQUIRED TO OBTAIN CITY CONSENT TO CREATION AND TO THE INCLUSION OF LAND WITHIN THE DISTRICT AND TO THE DISTRICTS COLLECTION OF CERTAIN TAXES.

SO THIS ONE, THE CITY'S CURRENTLY REVIEWING A REQUEST FOR CONSENT AND FOR PERMISSION TO ADD LAND TO THE DISTRICT IN THE FUTURE AS PERTAINS TO WATER AND WASTEWATER, A PORTION OF THE AREA INCLUDED IN THE DISTRICT IS LOCATED WITHIN AUSTIN WATER SERVICE AREA.

HOWEVER, MOST OF THE LAND WITHIN THE DISTRICT IS WITHIN OTHER PROVIDERS.

CCNS.

UM, AND SO WITH THAT, THANK YOU FOR YOUR TIME TODAY AND THE OPPORTUNITY TO BRING THIS REGULARLY SCHEDULED UPDATE.

I'LL BE HAPPY TO ANSWER YOUR QUESTIONS AND LOOK FORWARD TO PROVIDING YOU WITH ANOTHER UPDATE IN THE NEXT SIX MONTHS.

IF I DON'T SEE YOU SOONER, BILL ARE HERE.

I HAVE A QUESTION, GO AHEAD.

THIS KEVIN DIDN'T QUITE SOON, BUT, UH, AS THESE DISTRICT CONTRACTS ROLL OVER AND WE RENEW THEM, WE HAVE AGREEMENT THAT WE'RE GOING TO PUT WATER CONSERVATION RULES IN THE NEW CONTRACTS.

AM I, AM I RIGHT ON THAT? KEVIN THAT'S CORRECT.

COMMISSIONER MORIARTY.

WE ARE UPDATING A NUMBER OF ELEMENTS OF THE CONTRACT LANGUAGE, GENERALLY SPEAKING.

UM, BUT THAT DOES INCLUDE, UH, ENHANCED WATER CONSERVATION AND THE WATER CONSERVATION LANGUAGE IS EQUIVALENT TO WHAT THE CITY OF AUSTIN CITIZENS ARE GOING TO BE REQUIRED.

THAT IS CORRECT.

THANK YOU,

[E.2. My ATX Water Portal Preview ]

SARAH.

I JUST WANTED TO REMIND, UH, THAT, UH, PRESENTATION IS STILL PENDING CHAIRMAN LEE.

WE HAVE A PRESENTATION FOR THE COMMISSION TODAY ON A WALKTHROUGH OF THE NEW BUYER ATX WATER PORTAL, AND WE HAVE A ASSISTANT DIRECTOR, RANDY JENKINS, AND JONATHAN ORENSTEIN ON THE LINE TODAY, UH, TO DELIVER THAT PRESENTATION.

YES.

SO WE'LL MOVE ON.

ITEM E THREE.

A FREEBIE.

YES, THAT'S CORRECT.

HI, GOOD AFTERNOON.

COMMISSIONERS BRADY, ASSISTANT DIRECTOR, AUSTIN WATER.

SO AS WAS MENTIONED, WE HAVE PREPARED A BRIEFING AND A PREVIEW OF THE MC ATX WATER PORTAL.

YOU MAY RECALL FROM THE LAST AMI PROJECT UPDATE THAT YOU RECEIVED IN AUGUST FROM ASSISTANT DIRECTOR AT CORONADO AND MYSELF, AND WE MENTIONED THE CUSTOMER PORTAL PLATFORM.

SO THE, MY ATX WATER PORTAL PROVIDES CUSTOMER SELF SERVICE FOR WATER, USE DATA AND ANALYTICS, CUSTOMIZED MESSAGING, CONSERVATION TIPS, AND AUTOMATED ALERTS AND NOTIFICATIONS, JONATHAN ORANGE, STATE AIN.

OUR CUSTOMER SERVICES DIVISION MANAGER IS LEADING AUSTIN WATERS EFFORTS FOR THIS PORTAL AND WILL PROVIDE TODAY'S PREVIEW OF WHAT IS TO COME GOOD AFTERNOON, JONATHAN

[00:50:01]

ORENSTEIN DIVISION MANAGER OF CUSTOMER SERVICE.

AND THESE SLIDES ARE GOING TO STEP THROUGH WHAT A CUSTOMER WILL SEE WHEN THEY SIGN INTO THE, MY HEX WATER PORTAL.

UH, THERE IS A FEW ANIMATION PORTIONS TO UPCOMING SLIDES THAT ACT AS IF YOU'RE CLICKING THROUGH THE DIFFERENT PORTIONS OF THE PAGE, UH, CUSTOMERS WILL RECEIVE A, AN EMAIL NOTIFICATION AND INVITING TO JOIN THE PORTAL AT WHICH TIME THEY'LL REGISTER WITH THEIR UTILITY ACCOUNT NUMBER, AND THEN CREATE AN EMAIL ADDRESS AND PATH AND A PASSWORD SO THAT THEY CAN ENTER INTO THE PORTAL IN THE FUTURE TO MOVE TO THE NEXT SLIDE, PLEASE.

SO ONCE LOGGED IN CUSTOMERS WILL SEE THIS LANDING PAGE.

AN INTERESTING FEATURE TO THIS PORTAL IS THAT CUSTOMER SERVICE CAN IMPERSONATE A CUSTOMER WHILE ON THE PHONE WITH THEM AND WALK THEM THROUGH THE SCREENS AS IF WE'RE SEEING THE SAME EXACT THING.

SO THE LANDING PAGE HERE PROVIDES A GREAT DEAL OF INFORMATION FOR THE CUSTOMERS.

UH, ON THE LEFT HAND SIDE, I WANT TO PAY MY BILL UNDERSTANDING A HIGH BILL.

SOME OF THESE ARE LINKS OUT TO THE CITY OF AUSTIN UTILITIES PAGE TO PAY THEIR BILL.

SOME ARE LINKED TO OTHER GRAPHS WITHIN THE PORTAL, AND SOME WILL PROVIDE, UH, ASSISTANCE TO CUSTOMERS TO UNDERSTAND THEIR BILL, WHAT THEY CAN DO TO AFFECT THEIR BILL IN THE MIDDLE.

MY DAILY USE SHOWS A QUICK LOOK OF THE GALLONS PER DAY FOR THOSE CUSTOMERS WHO HAVE AN AMI METER, THIS WILL BE GENERATED EVERY SINGLE DAY BASED ON THE PRIOR DAYS, UH, AMI CALCULATIONS FOR THOSE CUSTOMERS WHO DON'T HAVE AN AMI METER, THEY'LL SEE GALLONS PER DAY CALCULATED BASED ON THEIR MOST RECENT MONTHLY BILL.

WE CURRENTLY HAVE A QUARTER OF A MILLION CUSTOMERS DATA LOADED INTO THE PORTAL THAT GOES BACK AS FAR AS THREE YEARS FOR EACH ACCOUNT.

SO INSTANTANEOUSLY A CUSTOMER CAN SEE THEIR HISTORICAL USAGE AS WELL AS WHAT JUST CAME UP ON THEIR LAST BILL.

AND AGAIN, AS AMI METERS ARE INSTALLED, THEY'LL GET MUCH MORE, UM, UH, QUICK, UH, UPDATES ON THE RIGHT HAND SIDE NOTIFICATIONS.

THERE'LL BE EITHER ANNOUNCEMENTS THAT OUR PIO GROUP MIGHT POST OUT THERE.

IF THERE'S ANY NOTIFICATIONS THAT THE CUSTOMER SET UP FOR THEMSELVES, THESE WILL SHOW UP ON THIS PAGE AS WELL, RECOMMENDED DOWN BELOW ARE ITEMS THAT ALLOW A CUSTOMER TO UNDERSTAND WHAT CAN I DO TO SAVE WATER? WHAT CAN I DO TO SAVE ON MY BILL AND WATER SCORE IS A CALCULATION BASED ON COMPARISONS, WHICH I'LL TOUCH ON HERE IN A MOMENT TO MOVE TO THE NEXT SLIDE.

GENERALLY, A CUSTOMER IS GOING TO BE INTERESTED IN TRACKING THEIR USAGE AND THIS SLIDE PRESENTS THEM WITH AN HOURLY AND A MONTHLY OVERVIEW OF WHAT THEIR USAGE MAY BE.

IF YOU CLICK JUST ONCE, PLEASE, FOR THOSE CUSTOMERS THAT HAVE AMI METERS, SORRY, DUDE, WE CLICKED THROUGH ALREADY.

OH, I'M SORRY.

OKAY.

IF YOU GO BACK UP ONE, APPARENTLY THE ANIMATION DID NOT COME THROUGH.

SO IF YOU BACK UP ONE SLIDE, I'M SORRY.

OKAY.

OH, HERE'S SO THIS PAGE, AND UNFORTUNATELY IT SEEMS LIKE THE ANIMATION HAS BROKEN AGAIN, UM, ON THE HOURLY, DEPENDING ON THE TYPE OF METER THAT A CUSTOMER MAY HAVE.

IF THEY HAVE AN AMI METER, THEY WILL BE PRESENTED WITH AN OPTION TO TAKE A LOOK AT HOURLY DATA, WHICH IS EITHER BROKEN DOWN BY DAY, WEEK, TWO WEEKS, TWO MONTHS, OR A WHOLE YEAR.

OUR FIRST AMI METERS WERE INSTALLED IN SEPTEMBER.

UH, WE HAVE SIX METERS CURRENTLY, UH, LOADED INTO THE SYSTEM WITH ADDITIONAL METERS COMING IN THIS WEEK.

UH, THOSE CUSTOMERS CAN SEE WHAT THEIR, WHAT THEIR USAGE IS ON AN HOURLY BASIS FOR A PERIOD OF DAYS FOR AN ENTIRE MONTH OR AN ENTIRE YEAR.

UM, CUSTOMERS DON'T HAVE AN AMI METER WOULD SEE A GRAPH SIMILAR TO WHAT YOU SEE HERE, WHICH MAY BE FOR THE MONTH BY MONTH, HOW THEIR WATER USAGE COMPARES, UM, FROM ONE MONTH TO ANOTHER.

AND IT GIVES YOU UP TO THREE YEARS TO TAKE A LOOK AT THERE'S A SCROLL BAR AT THE BOTTOM THERE THAT ALLOWS YOU TO SET WHATEVER

[00:55:01]

TIME PERIOD YOU WANT TO LOOK AT.

SO YOU CAN SLIDE TO THE NEXT.

SO UNDERSTANDING THE BILL, IT'S VERY IMPORTANT THAT OUR CUSTOMERS UNDERSTAND THEIR TIERED RATES.

UH, ONE OF THE NUMBER ONE QUESTIONS THAT OUR CALL CENTER RECEIVES FROM CUSTOMERS ON ANY MONTH, USUALLY IN THE SUMMER MONTHS IS WHY IS MY BILL SO HIGH CUSTOMERS DON'T ALWAYS THINK OF THEIR WATER BILL IN GALLONS LIKE THE UTILITY.

DOES THEY THINK OF, UH, THEIR WATER BILL AND DOLLARS? IF YOU COULD SLIDE UP JUST ONE, PLEASE, I'M SORRY.

UH, THE OTHER DIRECTION GOING BACKWARDS.

AND THIS MAY BE THAT MY ANIMATION IS BROKEN AGAIN ON THAT PREVIOUS SLIDE WITH THE TIERED CONSUMPTION, THE WATER USAGE FOR AM MY CUSTOMERS LIKE ONE MORE.

THAT'S GOOD.

YEAH.

SO THE WATER USAGE FOR AMI CUSTOMERS, UH, WILL BE BROKEN DOWN BY, BY, UH, BY DAY BY MONTH.

WE'LL SEE THE TIERED USAGE FOR ALL CUSTOMERS.

YOU HAVE TWO DIFFERENT GRAPHS HERE.

ONE IS CONSTANT DOLLARS AND THEN THE OTHER ONE IS CONSUMPTIONS IN GALLONS.

AND WHEN YOU HOVER OVER ONE OF THESE BARS, IT BREAKS DOWN THE AMOUNT OF MONEY FOR EACH TIER THAT YOU'RE PAYING SO THAT YOU CAN GET A QUICK INDICATION OF HOW MY BILL IS, IS CONSTRUCTED THE CLICK ONCE, PLEASE, THIS GRAPH THEN SWITCHES OVER TO A CONSUMPTION PER GALLON, WHICH AGAIN, SHOWS US IN THE TIERS 2000 GALLONS AND SHARE ONE 4,000 CHAIR TWO.

AND SO ON SHOWING THE CUSTOMER HOW IT IS THAT THEIR WATER BILL IS BROKEN OUT MONTH BY MONTH.

AND AGAIN, THEY SEE A 12 MONTH DISPLAY ON THIS, UH, ON THE SCRAP.

THEY CAN ALSO DOWNLOAD THEIR DATA AND GET, UH, HISTORICAL DATA AS FAR BACK AS JANUARY, 2017.

MOVE FORWARD, PLEASE COMPARING BUILD USAGE IS ALSO ANOTHER BIG QUESTION THAT OUR CONTACT CENTER RECEIVES MANY TIMES.

CUSTOMERS WILL EITHER COMPARE THIS MONTH BILL VERSUS LAST MONTH AND NOT RECOGNIZE THAT IF WE'RE IN THE SUMMER MONTHS, I DON'T GENERALLY WATER IN MAY.

AND I GET A HIGHER BILL IN JUNE.

I'M TRYING TO COMPARE THE TWO AND IT'S APPLES AND ORANGES COMPARED WATER BILL USE GIVES US A PREVIOUS YEAR'S VIEW AS WELL, WHERE I CAN SEE WHAT I DID THIS AUGUST VERSUS WHAT I DID LAST AUGUST AND THE AUGUST BEFORE IF THAT DATA IS AVAILABLE.

AND FROM HERE, I'M ABLE TO CLICK FORWARD TO TAKING A LOOK AT WHAT CAN I DO TO REDUCE MY BILL SET ALERTS FOR MYSELF, WHICH WE'RE GOING TO TOUCH ON HERE IN A SECOND.

AND, UM, SO I, I, AS A CUSTOMER CAN BE MUCH MORE PROACTIVE ABOUT NOT JUST UNDERSTANDING MY WATER BILL, BUT DOING SOMETHING TO REDUCE MY WATER BILL AND MOVE FORWARD, PLEASE.

AND THAT'S A VIEW OF PREVIOUS PERIODS WHERE IT CAN COMPARE ONE MONTH TO ANOTHER AND GO FORWARD, PLEASE.

SO ONE OF THE NICE THINGS ABOUT AN AMI METER ASIDE FROM PROVIDING DIGITAL READS TO THE UTILITY AND TO THE CUSTOMER ON A DAILY BASIS, AND WE'RE COLLECTING UP TO 24 READS PER DAY FOR EACH AMI METER THAT WE HAVE OUT THERE, THE PORTAL WILL ACTUALLY PROVIDE TO YOU AN ESTIMATE OF WHAT YOUR WATER BILL WILL LOOK LIKE.

IF YOU KEEP YOUR CURRENT USAGE GOING.

SO THE BILLING PERIOD UNTIL DAY 21 OF THE BILLING PERIOD, THE SYSTEM WILL CALCULATE BASED ON WHAT YOU'VE USED IN THESE FIRST SEVEN DAYS.

THESE FIRST 14 DAYS, THESE FIRST 21 DAYS OF YOUR BILLING CYCLE, WE PRAY, WE PROJECT THAT YOU'RE PROJECT THAT YOUR WATER BILL WILL BE X NUMBER OF GALLONS.

AND THE, THE CALL TO ACTION IS SET NOTIFICATIONS SO THAT, YOU KNOW, WHEN YOU'VE HIT A CERTAIN LEVEL, YOU SET THE LEVEL OF HOW MUCH WATER OR HOW MUCH WATER BILL YOU WANT TO SEE YOU SET.

THE LEVEL OF, I WANT TO BE ALERTED WHEN X NUMBER OF GALLONS ARE USED OR I'M USING TWO OR THREE TIMES MORE WATER THIS MONTH THAN I HAVE IN PREVIOUS MONTHS.

AND SO IT PUTS THE CONTROL INTO THE HANDS OF OUR CUSTOMERS MOVE FORWARD, PLEASE.

[01:00:01]

SO CUSTOMERS HAVE THE ABILITY TO SET THEIR OWN COMMUNICATION PREFERENCES.

NOW, THE UTILITY HAS A WAY TO MESSAGE CUSTOMERS.

FOR INSTANCE, IF WE WANTED TO SEND OUT A MESSAGE ABOUT WATER QUALITY OR AN EMERGENCY SHUTOUT OR A SMOKE TEST, THAT'S HAPPENING IN THE AREA, OR JUST ANY INFORMATION THAT WE MIGHT WANT TO SHARE WITH OUR CUSTOMERS, WE CAN SEND THAT INFORMATION AND THE CUSTOMER WILL GET AN EMAIL OR A TEXT MESSAGE FROM US OR A VOICEMAIL MESSAGE FROM US.

AS LONG AS THE UTILITY CONNECT SECTION AT THE BOTTOM OF THIS SCREEN IS CHECKED TO ALLOW US TO SEND OUT THOSE MESSAGES, CUSTOMERS CONTROL, WHAT TYPE OF MESSAGE THEY CAN GET IF THEY DON'T WANT TEXT MESSAGES, OR IF THEY DON'T WANT EMAIL MESSAGES, BUT THEY DO WANT TO RECEIVE THINGS FROM US.

THEY GET TO SELECT WHAT TYPE OF MESSAGE THAT WE'LL SEND TO THEM.

THE UPPER THREE SECTIONS REGARDING HIGH USE NOTIFICATIONS, BILL FORECAST NOTIFICATIONS AND UNPLANNED USE NOTIFICATIONS ARE COMPLETELY CONTROLLABLE BY THE CUSTOMER.

THE SYSTEM WILL SEND OUT A MESSAGE OF THEIR CHOICE, BE IT EMAIL, TEXT, OR VOICEMAIL.

IF WHATEVER THRESHOLDS THEY SET FOR THEMSELVES ARE MET, AND THAT MESSAGE WILL BE SENT OUT.

AS SOON AS THAT THRESHOLD IS SET.

IF, IF THE CUSTOMER DOESN'T HAVE AN AMI METER, THEN THESE NOTIFICATIONS WOULD ONLY HAPPEN ONCE A MONTH.

AND THAT'LL BE THE DAY AFTER THEIR BILL IS GENERATED IN OUR UTILITY BILLING SYSTEM.

IF THEY HAVE AN AMI METER, IT WILL BE, THE NOTIFICATION WILL BE SENT THE DAY AFTER THAT OCCURRENCE HAPPENED, AS THE DATA IS BEING TRANSFERRED OVER TO OUR PORTAL SEVERAL TIMES A DAY, THE BILL FORK NOTE BILL FORECAST NOTIFICATION IS SIMILAR TO WHAT WE SAW ON THE PREVIOUS GRAPH, WHERE YOU SET A DOLLAR AMOUNT THAT YOU WANT TO BE NOTIFIED WHEN THE SYSTEM HAS PERCEIVED THAT YOUR WATER BILL WILL BE X NUMBER OF DOLLARS.

AGAIN, THIS IS ONLY FOR THOSE WITH AMI METERS AND THE UNPLANNED USE NOTIFICATION IS VERY HANDY FOR FOLKS WHO OWN RENTAL PROPERTIES OR VACATION HOMES, OR THEY TEND TO LEAVE THEIR OWN HOME FOR A PERIOD OF TIME.

THEY CAN SET A DAILY THRESHOLD OF AS LOW AS ZERO GALLONS, MEANING THAT THE SECOND ONE GALLON TICKS OFF ON THEIR AMI METER.

THEY GET NOTIFICATION WHICH CAN ALERT THEM THAT EITHER SOMEONE IS USING WATER AT THEIR HOUSE, PERHAPS THEIR IRRIGATION SYSTEM IS RUNNING AND THEY DIDN'T INTEND FOR THAT TO HAPPEN, OR SOME OTHER ISSUE THAT, UH, MAY CROP UP AND THEY CAN SET THE TIME PERIOD FOR THAT NOTIFICATION TO BE GENERATED.

AND AGAIN, THE UTILITY CONNECT IS A WAY FOR THE UTILITY TO SEND MESSAGES OUT TO CUSTOMERS.

AND WE WOULD LIKE TO INFORM OUR CUSTOMERS WITHOUT SATURATING THEM WITH MESSAGING.

SO WE HAVE A PLANNED SCHEDULE OF SENDING OUT MESSAGES THAT ARE TIMELY SEASONAL, UH, AND AVOID ANY KIND OF OVERLAP WITH ANY OTHER COMMUNICATION WE MIGHT BE SENDING AND CLICK FORWARD, PLEASE ESTIMATING USES.

THIS IS PROBABLY ONE OF THE MORE POWERFUL THINGS WITHIN THIS TOOL IS DEPENDING ON YOUR HISTORICAL USAGE, AS AVAILABLE IN THE SYSTEM, THE PORTAL WILL CALCULATE HOW MUCH WATER YOU'RE USING AND DIFFERENT FUNCTIONS IN YOUR HOUSE.

AND THIS IS ALSO USED TO COMPARE YOUR USAGE WITH OTHER SIMILAR HOUSEHOLDS, NOT WITHIN THE SAME ZIP CODE, NOT NECESSARILY YOUR NEXT DOOR NEIGHBOR, BUT OTHER HOUSEHOLDS THAT HAVE SIMILAR PROPERTIES FOR WHICH YOU AS A CUSTOMER GETS A SET.

SO DEPENDING ON WHAT YOU'RE SEEING HERE, YOU CAN UPDATE YOUR PROFILE AND IT STARTS OUT WITH HOW MANY PEOPLE LIVE IN YOUR HOME.

SOME OF THIS INFORMATION IS DEFAULTED BY THE TRAVIS COUNTY OR WILLIAMSON COUNTY OR HAZE COUNTY APPRAISER DISTRICT.

AND THEN THE REST OF IT IS SOMETHING THAT CUSTOMERS CAN PUT IN THEMSELVES AND CLICK FORWARD.

WE CAN SEE ALL OF THE DIFFERENT VARIABLES THAT GO FORWARD, OR YOU GO TOWARDS CALCULATING YOUR USAGE COMPARED TO SIMILAR HOUSEHOLDS LIKE YOU, UM, WHETHER OR NOT YOU HAVE A YARD, IF YOU IRRIGATE, HOW DO YOU IRRIGATE? HOW OFTEN DO YOU IRRIGATE? UM, WHAT ABOUT THE WATER USING FIXTURES SUCH AS TOILETS AND SHOWERS AND DISHWASHERS AND LAUNDRY MACHINES ARE THESE ALL HIGH EFFICIENCY.

ALL OF THESE THINGS GO TO CHANGING THE PARAMETERS OF CALCULATING WHERE YOUR WATER IS USED.

YOU SKIP FORWARD, PLEASE.

BASED ON THE RESPONSES THAT WE GIVE UP AT THE TOP WAS THE ORIGINAL BREAKDOWN OF THIS WATER USAGE FOR THIS TEST CASE.

AND DOWN BELOW IS AFTER

[01:05:01]

I TOLD THE SYSTEM, I DON'T HAVE A YARD IRRIGATE.

I DON'T USE A SPRINKLER OR ANYTHING LIKE THAT.

IT RECALCULATES BASED ON MY RESPONSES WHERE MOST OF MY WATER IS USED.

SO I GO FROM 84% OF THE TIME.

THE SYSTEM THINKS THAT I'M USING IRRIGATION TO 36% OF THE TIME.

MY SHOWERS ARE RUNNING, USING WATER THERE.

SO HOVERING OVER EACH OF THESE DIFFERENT PIE CHART.

SEGMENTS WILL TELL YOU WHAT PERCENTAGE YOU GET, AND YOU ALWAYS HAVE THE ABILITY TO GO AND CHANGE THESE PROFILES AS THINGS CHANGE WITHIN YOUR HOUSEHOLD AND CLICK FORWARD.

SO LASTLY, WE HAVE POSTED INFORMATION ON OUR, MY HEX WATER.ORG WEBSITE, LISTING INFORMATION, NOT JUST ABOUT THE CUSTOMER PORTAL AND HOW I CAN ACCESS IT.

UM, BUT INFORMATION ABOUT THE AMI PROGRAM ITSELF, INSTALLING ALL OF THE MITX WATER, UH, SMART METERS, THE DIGITAL METERS, AS I SAID, WE STARTED WITH SIX METERS AND A TEST A MONTH AGO.

AND AS OF TODAY, WE CONTINUE TO ADD, UH, METERS TO THIS LIST.

A WEEK AFTER OUR CUSTOMERS HAVE RECEIVED AN AMI METER, WE'RE GOING TO INVITE THEM TO COME JOIN THE PORTAL.

WE'RE CURRENTLY IN BETA TESTING IN THE PORTAL.

WE HAVE LESS THAN A HUNDRED USERS RIGHT NOW THAT ARE MANAGING THEIR OWN, UH, CUSTOMER DATA ON A MONTHLY BASIS.

THESE AMI CUSTOMERS FROM LAST MONTH WERE JUST INVITED TODAY AND WE HOPE TO SEE THEM REGISTER.

AND AS WE ADD MORE AMI CUSTOMERS, MORE OF THESE FOLKS WILL BE INVITED TO JOIN THE PORTAL AND PROVIDE FEEDBACK TO US SO THAT WE CAN MAKE THIS A COMPREHENSIVE TOOL BEFORE WE ADD IT TO THE ENTIRE AUSTIN WATER BASE OF CUSTOMERS.

IS THERE ANY QUESTIONS? I HAVE QUESTIONS THE COMMISSION.

THANK YOU.

CHEERLY OVER THE YEARS, I HAVE LITERALLY LISTENED TO MANY, MANY PRESENTATIONS ABOUT THE SMART WATER METER PROJECT.

UH, AND I'M DOING SOMETHING THAT I'VE NEVER HEARD BEFORE.

I'M A LITTLE TRIGGERED ON WHAT I HEARD.

SOME PEOPLE ARE GETTING AN AMI METER AS PEOPLE ARE NOT ISN'T EVERYBODY GETTING THE SAME METER WITNESSES, ALL DONE.

ABS ABSOLUTELY.

EVERYBODY IS RECEIVING AN AMI METER.

THE TIMING OF WHICH, SINCE WE HAVE A QUARTER OF A MILLION A YEAR MAKING A DISTINCTION BECAUSE FOR AWHILE METERS IN SOME PEOPLE WILL HAVE AMI, BUT EVENTUALLY EVERYBODY GETS THIS.

THAT IS CORRECT.

DO YOU WANT TO TOUCH ON THAT? YEAH, I DID.

I JUST WANTED TO CHIME IN.

THANK YOU.

UM, SO COMMISSIONER, YOU KNOW, TO KIND OF BRING US BACK TO THE AUGUST UPDATE THAT RICK AND I PROVIDED, UM, WE'RE CURRENTLY IN OUR PILOT PHASE OF, OF OUR AMI DEPLOYMENT OF WHICH, UM, WE'LL START OUT WITH 5,000 METERS AND JONATHAN ALLUDED TO THE FIRST SIX OF THOSE 5,000 HAVE BEEN INSTALLED.

AND SO WE'RE CURRENTLY PILOTING NOT ONLY THOSE FIRST METER INSTALLS, BUT ALSO THIS PORTAL.

SO WE HAVE OPENED UP, UM, THIS PORTAL TO A HUNDRED INTERNAL, YOU KNOW, AUSTIN WATER CUSTOMERS TO JUST TEST IT OUT, GET FEEDBACK, TO MAKE SURE THAT WE HAVE DEVELOPED A PORTAL THAT, UM, IS USABLE AND USER FRIENDLY AND THAT WE CAN WORK OUT ANY BUGS THAT MAY BE AVAILABLE.

AND THEN, UM, AS THE PILOT OF THOSE 5,000 METERS CONTINUE TO ROLL OUT, WE'LL CONTINUE TO INVITE CUSTOMERS TO JOIN, AND THEN WE'LL BE ROLLING IT OUT TO ALL CUSTOMERS TO JOIN AND THEY WILL HAVE ACCESS TO THE PORTAL.

UM, ALTHOUGH BEFORE THEY GET THEIR AMI METER, UM, IT WOULD JUST SHOWCASE THEIR MONTHLY DATA, BUT THEN AS THEIR AMI METER WOULD BE INSTALLED, THEN THEY WOULD HAVE ACCESS TO THE HOURLY DATA AS JONATHAN MENTIONED.

SO I DON'T KNOW IF THAT HELPS PROVIDE A LITTLE MORE CLARITY THERE, YOU KNOW, TO, UM, KIND OF PARTICIPATE IN THIS PROGRAM.

YOU HAVE TO BE A FAIRLY SNAPPY COMPUTER PERSON.

AND, UH, I WOULD NOT EVEN BEGIN TO INCLUDE MYSELF IN THAT WORLD, BUT I GET BY WHERE MY QUESTIONS SERIOUSLY IS.

WHAT ABOUT THOSE HOUSEHOLDS THAT DON'T HAVE EVEN INTERNET OR EVEN HAVING EMAIL, UM, HOW DO THEY PARTICIPATE IN THIS? CAUSE I THINK, AND YOU MAY NOT KNOW THE ANSWER TO THIS THIS SECOND, BUT I THINK WE SHOULD BE GIVING SOME THOUGHT THERE TO, UH, HOW, HOW W HOW THOSE HOUSEHOLDS

[01:10:01]

CAN GET THE BENEFIT, BECAUSE THE BENEFIT IS NOT JUST FOR THEM, IT'S FOR THE WATER UTILITY AS WELL.

I MEAN, IF YOU'RE ALLOWING THESE HOUSEHOLDS TO SAVE WATER, IT'S IT SAVES WATER.

SO, UH, I THROW THAT OUT.

YOU DON'T, IF YOU DON'T HAVE IT, NOW, YOU CAN JUST THINK ABOUT ABSOLUTELY.

I'LL, I'LL, I'LL PROVIDE A LITTLE BIT OF SUBSTANCE TO THAT.

AND I WOULDN'T SAY THAT WE HAVE A FLESHED OUT IRONED OUT IRON CLUB AD PLAN.

HOWEVER, WE HAVE FORMED A EQUITY ACTION PLAN TEAM WITHIN, UM, OUR AUSTIN WATER FAMILY.

AND WE ARE MEETING ON A WEEKLY BASIS TO DISCUSS THAT TOPIC SPECIFICALLY AND TALK ABOUT WHAT THE BEST PLAN FORWARD IS FOR MAKING SURE THAT WE ADDRESS THE DIGITAL DIVIDE AND THAT WE CAN ROLL THIS OUT IN A COMMUNICATIONS WAY, BUT ALSO IN A STRATEGIC WAY TO ENSURE THAT ALL OF THE COMMUNITY, UM, IT HAS THIS OPTION AND IT'S AVAILABLE.

AND WE'VE EVEN TALKED ABOUT PARTNERSHIPS POTENTIALLY DOWN THE ROAD WITH, WITH OTHER ENTITIES THAT CAN HELP WITH THE INTERNET ACCESS ISSUE.

UM, SO WE ARE, WE ARE TALKING ABOUT IT AND WE ARE MAKING AN ACTION PLAN TO ADDRESS THOSE CONCERNS.

AND, AND IF I COULD, UH, PART OF OUR COMMUNICATION PLAN, OUR PRINTED REPORTS, UH, OF REALLY AN UNLIMITED QUANTITY.

SO FOR THOSE CUSTOMERS THAT EITHER DON'T HAVE INTERNET ACCESS OR DON'T FEEL COMFORTABLE IN UTILIZING THE PORTAL ELECTRONICALLY, WE CAN PRINT OUT MONTHLY REPORTS FOR THEM THAT HAVE THE SAME GRAPHS THAT YOU SEE ONLINE THAT HAVE THE SAME CALL TO ACTION.

UM, USUALLY IT WOULD BE TO CALL OUR CUSTOMER CARE SITE, BUT THOSE WOULD BE MAILED ON A MONTHLY BASIS TO THOSE CUSTOMERS WHO EITHER DO NOT WANT TO RECEIVE ELECTRONIC TRANSMISSIONS FROM US, OR DON'T FEEL COMFORTABLE OR HAVE THE ABILITY TO USE THE TOOL ITSELF PERMISSION THEN THAT ANY MORE QUESTIONS, IF NOT, THANK YOU, MR. JENKINS, THANK YOU FOR YOUR REPORT.

THANK YOU.

THANK YOU VERY MUCH.

THANK YOU.

OKAY.

[F. FUTURE AGENDA ITEMS ]

LET'S MOVE UP TO DISCUSSION OF FUTURE AGENDA ITEMS, COMMISSIONERS, AND ANY ITEMS THAT NEED TO NEXT TO CONSIDERED PUT ON THE AGENDA.

THE LAST MEETING, WE ASKED HER A PRESENTATION ON THE ALGAE.

UH, HI, THIS IS BLANCA.

I JUST WANTED TO LET YOU KNOW THAT, UH, ALL REQUESTED ITEMS, UH, ARE BEING, UH, SCHEDULED.

THEY JUST DIDN'T FIT IN THIS CURRENT AGENDA.

IS THAT, IS THAT, IS THAT ON THE LIST? UH, YES, SIR.

DID YOU SAY THAT YOU HAD REQUESTED IT AT OUR PREVIOUS MEETING? I THINK MR. HO ACTUALLY REQUESTED IT, ALTHOUGH I AGREE, YES, YES.

I RECALL THAT THERE WAS DISCUSSION AND IT, IT WAS APPROVED, UH, AS A REQUESTED AGENDA ITEM.

THERE JUST, WASN'T AN OPPORTUNITY TO INCLUDE IT ON THIS, UH, RATHER PACK THE AGENDA.

OKAY.

SO MY BEN ANYWAYS, DECIDED TO LIST AND WE'LL GET TO IT AT SOME POINT.

THAT'S CORRECT, SIR.

OKAY.

OKAY.

COMMISSIONERS GOT 80 OTHER ITEMS TO BE CONSIDERED IMMEDIATELY, BUT AT SOME POINT, UM, I BELIEVE IT WAS A PRESENTATION RELATED TO ATLAS 14 FOCUS SPECIFICALLY ON THE SITE THAT MIGHT HAVE FLOOD RISK.

UM, MAYBE IN THE NEXT COUPLE MONTHS, AS WE END DURING THE WET SEASON, UH, MAYBE A, AN UPDATE FROM STAFF ON THE PLANNING EFFORT RELATED TO THAT WILL BE, WE'VE GOT A TOOL FOR FINISHER, UH, AGENDA ITEMS. ONE IS AN ENERGY ISSUE.

THE SECOND ONE IS AFTER US 14 IMPACT TO OUR TREATMENT FACILITIES.

SO WE'LL ASK MISS, UH, BRANCA TO SCHEDULE WITH THE SEAT AVAILABLE, UPCOMING MISSION MEETINGS.

HAPPY TO DO THAT.

ABSOLUTELY.

WE CAN ADDRESS THAT

[01:15:01]

SAME KEY.

AND IF PLEASE NO OTHER ITEMS, THE MEETING GOING TO BE ADJOURNED AT TWO 16 AND WE'LL SEE YOU NEXT MONTH.

THANK YOU VERY MUCH.
