Discussion and Action: Austin Resource Recovery (ARR) FY19 Annual Customer Satisfaction Survey Presentation by Brian Kennedy and Claudia Nava] UH, NEXT ITEM OF BUSINESS, I THINK IS A PRESENTATION BY ARR ON THE, UH, ANNUAL CUSTOMER SATISFACTION SURVEY. AND THAT IS CLAUDIA AND LIZ WHO ARE DOING THIS PRESENTATION. THAT IS CORRECT. UM, MY NAME IS LOUIS . I AM THE MANAGER OF DATA ANALYTICS AND BUSINESS INTELLIGENCE. UM, TONIGHT I HAVE JOINING ME HAS CLAUDIA NAVA. WE ARE GOING TO PARTNER ON THIS PRESENTATION OF ARR CUSTOMER SATISFACTION SURVEYS. UM, MANY OF YOU, UM, HAVE SEEN THIS SURVEY, UH, THIS PRESENTATION BEFORE WE'D BEEN IN FRONT OF YOU BEFORE. AND, UM, I GUESS WHAT I'D LIKE TO DO IS GO THROUGH IT AND THEN WE'LL TAKE QUESTIONS AT THE END, IF THAT WOULD BE OKAY. I THINK THAT GIVEN THE NATURE OF WHERE WE ARE AND THAT I CAN'T SEE YOU, RACHEL, UM, THAT MIGHT MAKE IT EASIER. SO IF WE COULD GO TO THE NEXT SLIDE, PLEASE, SOMEONE COULD ADVANCE THE SLIDE TO THE NEXT SLIDE, PLEASE. THANK YOU SO MUCH. SO FOR THOSE OF YOU THAT DON'T KNOW THE DATA ANALYTICS AND BUSINESS INTELLIGENCE GROUP WITHIN AUSTIN ENERGY, UM, SERVES AS THE THIRD PARTY FOR ARR, THAT ALWAYS HELPS IN PROVIDING AN OBJECTIVE VIEW OF DATA. UH, WE HAVE A TEAM THAT HAS, UM, WELL OVER 50 YEARS CUMULATIVE EXPERIENCE DOING THIS. WE DO THIS NOT ONLY FOR, UM, AUSTIN ENERGY AND ARR, BUT WE ALSO DO IT FOR AUSTIN WATER. WE DO IT FOR, UM, AUSTIN HEALTH. WE DO IT FOR LIBRARIES, PARKS, OTHER CITY DEPARTMENTS. UM, THE LIST GOES ON AND ON, BUT THE IDEA IS TO TAKE THE DATA, UM, DO THE ANALYTICS AND GIVE THE BIG PICTURE INSIGHTS SO THAT ANY TEAMS THAT WE'RE WORKING WITH CAN THEN TURN THAT INFORMATION INTO ACTION ITEMS TO BETTER SERVE THEIR CUSTOMERS. NEXT SLIDE. AND LIKE I SAID, HERE'S SOME OF OUR PARTNERS THAT WE'VE BEEN WORKING [00:05:01] WITH. UM, NOT ONLY DO WE COLLECT RESEARCH DATA AND CUSTOMER SURVEY DATA, BUT WE ALSO COMBINE THAT WITH A LOT OF OTHER DATA THAT WE HAVE USING A LOT OF DIFFERENT PLATFORMS. SO ONE OF THE THINGS THAT WE'RE ABLE TO DO BECAUSE OF THE DATA THAT WE HAVE ACCESS TO IS NOT ONLY PULL ARR CUSTOMERS OR AUSTIN RESOURCE RECOVERY CUSTOMERS, BUT TIE THAT WITH CENSUS DATA OR ECONOMIC DATA OR MAPPING DATA, TO MAKE SURE THAT WE ARE REALLY GETTING A REPRESENTATIVE SAMPLE EVERY TIME WE DO A SURVEY FOR ARR, NEXT SLIDE PLEASE. SO THE GOAL OF OUR RESEARCH IS FOR ANY GROUP THAT WE DO, AND WE'RE GOING TO TALK SPECIFICALLY ABOUT ARR TODAY IS TO MAKE SURE THAT WE ARE GATHERING AWARENESS AND SATISFACTION INSIGHTS, BUT ALSO SUPPORTING ANY STRATEGIC OUTCOMES THAT THE GROUP MIGHT HAVE. AND THIS IS JUST ONE OF MANY SURVEYS THAT WE'RE DOING FOR ARR OVER THE, UM, OVER 2020. AND, AND, UM, OVER PAST YEARS WE BUILD ON EXISTING DATA. SO TONIGHT YOU'RE GOING TO SEE SOME TRENDS AND THEN WE ALSO COMMUNICATE THE IMPACT OF THOSE RESULTS. SO WE LOOK AT WHY IS THE STATE OF NITA NEEDED, WHO IS GOING TO USE IT SO THAT WE'RE ALWAYS CIRCLING BACK TO WHAT IS THE GOAL OF THIS RESEARCH? NEXT SLIDE, NO, PLEASE. WE STARTED WITH ARR, UH, BACK IN 2015 WITH A PHONE SURVEY WE HAVE SINCE MOVED TO AN ONLINE SURVEY. UM, NOT ONLY IS THIS A TURNAROUND MUCH QUICKER, BUT IT'S ALSO A MORE AFFORDABLE WAY TO DO IT IN THIS PAST YEAR STUDY IN WHICH WE'RE TALKING ABOUT. UM, THIS IS THE FYI FYI 19 DATA. UH, WE HAD OVER A THOUSAND RESPONSES. THAT'S A VERY GOOD SAMPLE FOR ANY STATISTICAL ANALYSIS. UM, AND AS WE'VE SEEN IN THE PAST, WE DON'T GET A LOT OF SPANISH COMPLETIONS. UM, BUT WE ARE ALWAYS INVESTIGATING WAYS TO GET MORE FEEDBACK FROM CUSTOMERS THAT ARE NON SPEAKING, NON ENGLISH, SPEAKING CUSTOMERS. NEXT SLIDE, PLEASE. AND THEN YOU CAN SEE OUR RESPONSES BY DISTRICT. UM, THIS IS SOMETHING THAT WE'VE ADDED EVER SINCE WE MOVED TO THE 10 DISTRICT, UM, COUNCIL MAKEUP, AND WE HAVE A PRETTY, PRETTY GOOD DISTRIBUTION ACROSS THE DISTRICTS. SO IT'S A FAIRLY WELL BALANCED SAMPLE, UM, ACROSS OUR 10 DISTRICTS. SO I'M GOING TO GO AHEAD AND TURN IT OVER TO CLAUDIA. SHE'S GOING TO GIVE YOU THE DETAILED INSIGHTS INTO THIS YEAR'S RESPONSES. UM, AND AGAIN, LIKE I SAID, IF WE COULD HOLD THE QUESTIONS UNTIL THE END, THAT'LL MAKE THE PRESENTATION AND THE COMMUNICATION ACROSS THIS MEETING A LITTLE EASIER NEXT SLIDE PLEASE. AND THEN I WORKED ON THE DOBIE TEAM WITH LIZ AND AUSTIN ENERGY. AND SO LET'S DIVE INTO THE RESULTS FOR THIS YEAR IS CUSTOMER SATISFACTION SURVEY ARR SAW SCORES INCREASE FOR ALL MEASURED FIELDS, SATISFACTION WITH EMPLOYEES, SATISFACTION WITH ARR AND VALUE OF SERVICES. UM, IT'S, IT'S NOT THAT WE SAW SIGNIFICANT AND CHANGE FOR SATISFACTION WITH EMPLOYEES AND VALUE OF SERVICES AND SCORES HAVE STEADILY INCREASED FOR THE LAST THREE YEARS, FOR RECOMMENDATIONS FOR RECYCLING, WE RECOMMEND THAT AR INCREASE THEIR FREQUENCY OF COLLECTION CUSTOMERS, DESIRE MORE PICKUP OR ADDITIONAL BINS TO ACCOMMODATE ALL OF THEIR RECYCLABLES WERE KEPT SAFE, COMPOSTING, AND WE RECOMMEND DEVELOPING MORE CUSTOMER AWARENESS OF THE SERVICE AND HOW TO PROPERLY COMPASS AND MAINTAINING THEIR BINS AS IS TYPICAL FOR SOME OF THE STREET, WE CONTINUE TO SEE A LOW AWARENESS OF THE SERVICE. SO WE RECOMMEND PROVIDING CUSTOMERS WITH NOTIFICATIONS OF THE SERVICE TO INCREASE AWARENESS AND THEIR ABILITY TO MAYBE MOVE THEIR CARS OUT OF THE STREET, TO PROPERLY CLEAN THE STREETS. UM, AND AS CUSTOMERS CONTINUE TO ASK FOR MORE SERVICES, MORE ADDITIONAL SERVICES AND INCREASE IN FREQUENCY, IT WOULD BE GOOD FOR AR TO INVESTIGATE A CUSTOMER'S WILLINGNESS TO PAY US COST IS AN ISSUE FOR SOME OF THEM. NEXT SLIDE, PLEASE. HERE WE HAVE A COMPOSITE SCORE, WHICH IS THE AVERAGE OF THREE SCORES. THE SATISFACTION WITH EMPLOYEES, SATISFACTION WITH ARR AND VALUE OF SERVICES. THIS YEAR SCORE IS 82, AND WE DO SEE AN INCREASE FROM THE PREVIOUS YEAR. NEXT SLIDE HERE, WE HAVE ANOTHER COMPOSITE SCORE, WHICH IS THE AVERAGE OF TWO SCORES, SATISFACTION WITH ARR AND SATISFACTION WITH EMPLOYEES. UM, AND AS WE CAN SEE, SCORES HAVE INCREASED FOR THE LAST THREE YEARS. [00:10:01] NEXT SLIDE, PLEASE WITH EMPLOYEE GROUPS. UM, WE CONTINUE TO SEE FAVORABLE RESULTS FOR ALL ARR EMPLOYEE GROUPS AND THE MAJORITY SCORED A 90 OR ABOVE WITH TRASH COLLECTIONS BEING SLIGHTLY LOWER. UM, ON THE RIGHT HAND SIDE, WE HAVE ADDITIONAL SERVICES, UH, OUT OF CYCLE BOOK COLLECTION AND DEAD ANIMAL COLLECTION. THESE SERVICE, UM, THESE SERVICES BY THE EMPLOYEES HAVE A, A LOWER PARTICIPATION USAGE. SO THE PEOPLE AND THE SURVEY THAT ANSWER THE QUESTION WE'RE SATISFACTION WITH EMPLOYEES, UM, IS A BIT LOWER. SO WE DON'T HAVE MUCH PARTICIPATION FOR THESE EMPLOYEE GROUPS. NEXT SLIDE. YEAH. FOR YEAR OVER YEAR SATISFACTION. UM, OVER HERE, WE HAVE THE SATISFACTION WITH EMPLOYEE GROUPS ON THE RIGHT HAND SIDE. UM, AND MOST OF THEM SCORE A 90 OR ABOVE. WE HAVE MOST SPORTS INCREASING WITH THE FEW REMAINING THE SAME. AND FOR THIS YEAR SURVEY, WE DID ADD SATISFACTION WITH THE STREETSCAPING EMPLOYEE GROUPS, WHICH WASN'T, UM, ASKED IN PREVIOUS SURVEYS AND OF SIGNIFICANCE THIS YEAR WAS THE INCREASE IN SATISFACTION WITH THE BULK COLLECTION GROUP. NEXT SLIDE, PLEASE, BY CUSTOMER COMMENTS. UM, THE MAJORITY WERE OVERWHELMINGLY POSITIVE CUSTOMERS DESCRIBED EMPLOYEES AS POLITE, HELPFUL, COURTEOUS. UM, THEY DESCRIBED THEM DOING A WONDERFUL JOB AND BEING VERY APPRECIATIVE OF THE WORK THEY DO FOR THEM IN THE CITY. NEXT SLIDE RIGHT HERE, WE HAVE SATISFACTION WITH ARR SERVICES AND THESE ARE THE SERVICES THAT ARE MOST USED BY CUSTOMERS MOST SCORED IN 80 OR ABOVE, UM, WITH WOOL COLLECTION, JUST BEING ON THIS SLIGHT LOWER END. NEXT SLIDE. WHEN CUSTOMERS, UM, YEARLY CUSTOMERS ARE ASKED TO SCORE ARR BETWEEN A ONE TO 10 CUSTOMERS THAT SCORE AR A ONE THROUGH SEVEN ARE ASKED TO PROVIDE, UM, COMMENTS ON WHAT AR COULD DO TO INCREASE THEIR SATISFACTION. RIGHT HERE, WE SAW 176 COMMENTS FOR THIS YEAR SURVEY AND WE WERE ABLE TO GROUP COMMENTARY INTO SOME CATEGORIES. AND THE MOST DISCUSSED TOPIC WAS MORE RECYCLING. CUSTOMERS WENT IN ADDITIONAL SERVICE. THEY COMPLAINED ABOUT THEIR BINS BEING OVERFLOWING, WINNING WEEKLY PICKUP, ANOTHER ISSUE THAT ATTRIBUTED TO THEIR DISSATISFACTION WITH, UM, PROBLEMS WITH THEIR CONTAINERS BEING WOKE IN BRUSH PICKUP, WANTING ADDITIONAL SERVICES ALSO DISCUSSED WITH COST OF SERVICES AND CONFLICT. I THINK PEOPLE HAVING TROUBLE HEARING. YES, YES WE ARE. YES WE ARE. IS IT TOO LOW? OR LIKE, LET ME GET SOME HEADPHONES AND SEE IF THAT HELPS. WELL, AND IT COULD ALSO BE THAT MAYBE SOMEONE ELSE'S AUDIO OVERRIDING YOURS OCCASIONALLY. YEAH. JUST A DOUBLE CHECK AND MAKE SURE YOU'RE MUTED. UM, BUT IT LOOKS LIKE, UM, IT WAS A CONNECTION ISSUE OF SOME SORT, SO WE'LL, WE'LL SEE WHAT THE HEADPHONES DO THOUGH. CAN YOU HEAR ME NOW? THERE'S STILL STATIC OF SOME KIND. UM, I COULD ATTEMPT TO CALL INTO THE MEETING IF THAT WOULD BE BETTER. YOU SOUND GOOD RIGHT THERE. OKAY. ALRIGHT. WOULD YOU LIKE ME TO GO BACK TO PREVIOUS SLIDES AS AUDIO WITH NOT THE BEST, IT ONLY CUT OUT LIKE THAT TWICE. OKAY. SO WE'RE GOOD TO CONTINUE. YES, PLEASE. ALL RIGHT. SOUNDS GOOD. OKAY. SO, UM, HERE WE HAVE THE RECYCLING SERVICE OFFERED BY ARR 81% OF CUSTOMERS OVER VERY SATISFIED. UM, AND AGAIN, WE SEE MOST TOPIC BEING, UM, CUSTOMERS WANTING MORE RECYCLING, ADDITIONAL SERVICES, UH, REQUESTING A WEEKLY PICKUP OR ADDITIONAL FENCE TO ACCOMMODATE [00:15:01] ALL OF THEIR ITEMS. AND WE HAD A TOTAL OF 334 RECYCLING COMMENTS. NEXT SLIDE, PLEASE. WHERE ARE THE COMPOSTING SERVICE? 82%, UM, RATED THE SERVICE AS VERY SATISFIED AND FOR THESE TOPICS. UM, BUT THE CUSTOMER COMMENTS, WE SAW A VARIETY OF TOPICS, TOP THREE INCLUDED, UM, EXPANDING THE SERVICE, ADDITIONAL AREAS, WANTING EDUCATION AND INFORMATION ABOUT THE SERVICE AND, UM, THEM STATING THEY HAD DIFFICULTY MAINTAINING THEIR BINS AND NOT KEEPING THEM CLEANLY. AND WITH THE TEXAS HEATS, WE HAD 166 COMMENTS FOR THIS NEXT SLIDE, PLEASE. UM, FOR STREET SWEEPING, THE SCORES REMAINS PRETTY STEADY OVER THE LAST FOUR YEARS. UM, 48, DESCRIBE THE SERVICE AS VERY SATISFIED. UM, BUT WE DO KNOW THAT AWARENESS AND SERVICE CONTINUES TO REMAIN LOW WITH CUSTOMERS. AND THIS COULD BE A CONTRIBUTING FACTOR TO A LOW SCORE. WE HAD 48 COMMENTS WHERE THE SERVICE WITH, UM, PEOPLE COMMENTING, BUT THE FREQUENCY OF SERVICE, THE SCHEDULE AND NOTIFICATIONS, AND WANTING TO BE AWARE OF THE SERVICE, NOT BEING AWARE IT'S SERVICE. WE ALSO SAW CUSTOMERS DISCUSS COST OF THE SERVICE AND NOT KNOWING WHAT THEY WERE GETTING FOR THIS AND ADDITIONAL GENERAL COMMENTARY. NEXT SLIDE, PLEASE. WE ALSO ASK ABOUT THE RECYCLE AND REUSE DROP OFF CENTER HAS 76% OF CUSTOMERS DESCRIBED, UM, BEING VERY SATISFIED WITH THE SERVICE OR THE CUSTOMER COMMENTS AND THE MOST DISCUSSED TOPICS WERE, UM, CUSTOMERS REQUESTING ADDITIONAL LOCATIONS FOR THIS DROP OFF FACILITY AND DESCRIBING IT AS MEANING CONVENIENCE OR REQUESTING A LOCATION UP NORTH. WE HAD POSITIVE IN GENERAL COMMENTARY REGARDING THE CENTER. UM, ADDITIONAL CUSTOMERS REQUESTS SAID ADDITIONAL HOURS FOR THEM TO VISIT THE CENTER AS IT IS PRETTY FAR SELF AND DESCRIBING THE PLACES AND CONVENIENT. UM, AND WE SAW A FEW COMMENTS DISCUSSING THE TYPES OF MATERIALS THAT WERE BEING ACCEPTED AT THE FACILITY HERE. WE HAD 53 COMMENTS. NEXT SLIDE PLEASE. MMM. I HAVE SOME OTHER SERVICES OFFERED BY ARR WHICH HAVE A LOWER USAGE RATE. UM, AND THEN LEFT HAND COLUMN. WE HAVE THE CUSTOMER SATISFACTION SCORE FOR THIS YEAR. AND IN THE RIGHT HAND COLUMN, WE HAVE THE, UM, THE PARTICIPATION, THE NUMBERS, UH, PERCENTAGE OF PEOPLE FROM OUR SIZE FROM THIS YEAR SURVEY THAT ANSWERED THIS QUESTION FOR THIS, UM, THE SERVICE. SO WE HAVE MY SCHEDULE TOOL AND AR OUR AUSTIN RE BLEND. WE SHOULD NOTE THAT, UM, I HAS A HIGHER SATISFACTION, THESE TWO SERVICES AND CONTRIBUTES TO OVERALL HIGH SATISFACTION WITH ARR AND VALUING AR SERVICES. NEXT SLIDE, PLEASE AND YEARLY FOR THE CUSTOMER SATISFACTION SURVEY. WE ASKED SOME ENGAGEMENT QUESTIONS AND WE ASKED CUSTOMERS, I HAVE THEY, THEIR RECYCLING HABITS. UM, THIS YEAR WE SAW A DECREASE WHICH WAS SIGNIFICANT AND CUSTOMERS STATING THAT THEY ALWAYS RECYCLE, AND THIS MAY BE ATTRIBUTED TO THEM NOT HAVING, UM, ENOUGH SERVICE FOR THIS TYPE OF ACTIVITY OR NOT BEING ABLE TO RECYCLE ALL OF THEIR MATERIALS PROPERLY. AND WE ASK CUSTOMERS IF THEY DISPOSE OF HAZARDOUS MATERIALS AT THE CENTER, 54% OF THEM SAID THAT IT DID WE ASK AWARENESS OF THE LANDFILL REDUCTION GOAL. THAT IS A BIT LOW AT 42, BUT WE DID ASK AND YOU QUESTION THIS YEAR, WHICH, UM, INQUIRED ABOUT THE IMPORTANCE OF THE 2040 LANDFILL REDUCTION GOAL AND OF THOSE INDIVIDUALS THAT DID NOT JUST QUESTION ANY 5% OF THEM STATED THAT IT WAS VERY IMPORTANT TO THEM. UM, ADDITIONALLY, WE ASK CUSTOMERS TO PROVIDE US WITH SOME FEEDBACK AS TO HOW AR COULD MANAGE TO ACHIEVE THE 2040 GOAL OF REDUCING MINDFUL WASTE. THE MAJORITY OF COMMENTS INDICATED THAT CUSTOMERS BELIEVE COMMUNITY ENGAGEMENT AND COMMUNITY AND EDUCATION OF AR SCHOOL, UM, WOULD ASSIST WITH THIS WITH ACHIEVING THIS GOAL AND BEING ABLE TO, UM, TO INCREASE AWARENESS FOR THIS NEXT SLIDE, PLEASE. OKAY. AND FOR SUMMARY RESULTS, SATISFACTION WITH AR AND AR EMPLOYEES IS FAVORABLE, UM, EMPLOYEE AND AR SATISFACTION CONTINUE TO INCREASE YOUR WAY OR VALUE SERVICES, UM, CUSTOMERS EXPERIENCE, UM, OUR AR EXPERIENCE MOST GROWTH [00:20:01] IN THIS AREA LEVELS CONTINUE TO INCREASE YEARLY SINCE FISCAL YEAR 16 FOR SATISFACTION, WITH SERVICES, MOST HIGHLY USED SERVICES EXPERIENCE AND INCREASE IN CUSTOMER SATISFACTION LEVELS. WE DO HAVE CUSTOMERS REQUESTING ADDITIONAL SERVICES, ADDITIONAL RECYCLING, WE'LL PICK UP A STREET SWEEPING, UH, FOR THE IMPORTANCE OF THE 2040 GOAL. WE DO SEE THEM AS CUSTOMERS BELIEVE THAT THIS IS HIGHLY IMPORTANT TO THEM. SO THAT I THINK THAT IS VERY, UM, BENEFICIAL FOR THE CITY, YOU KNOW, FOR ITSELF. UM, AND IN TERMS OF REACHING THE 20, 40 GOAL AGAIN, COMMUNITY ENGAGEMENT, EDUCATION, AND INCREASING PARTICULAR SERVICES AS COMPOSTING OR RECYCLING WILL ASSIST AR AND, UM, THE CITY'S SCHOOL FOR INFORMATION. UM, WE DO SEE LACK OF AWARENESS FOR PARTICULAR SERVICES AT STREETS. WE'VE BEEN, WE HAVE CUSTOMERS NOT KNOWING, UM, PARTICULAR, UH, WAYS TO, UH, DO THESE ACTIVITIES, WANTING MORE INFORMATION ABOUT THE AND MATERIAL ON SITE, UM, AR ACCEPTS. SO THEY DESIRE MORE INFORMATION TO INVESTIGATE THIS. THAT IS ALL FOR NOW, I BELIEVE, OH, I'M SORRY. WE DO HAVE A YEAR OF YOUR SUMMARY, WHICH INCLUDES ALL OF OUR SATISFACTION SCORES FOR THE PREVIOUS YEARS, WHICH WE WENT OVER IN THE PRESENTATION. AND I GUESS NOW WE CAN OPEN THIS UP TO ANY QUESTIONS. OKAY. CLAUDIA, THANK YOU VERY MUCH. COMMISSIONERS. ANY QUESTIONS? I HAVE A QUESTION, TERRY, IF I COULD GO AHEAD. UM, SO YEAH, THANK YOU VERY MUCH FOR THE PRESENTATION. UM, I ALWAYS LOVE SEEING THESE SURVEY RESULTS AND SEEING THE OVERALL HIGH LEVEL OF SATISFACTION, AND IT'S GREAT TO SEE IT INCREASING, SO THAT PART'S WONDERFUL. UM, I ALSO LIKE THAT YOU HAVE A GOOD RESPONSE RATE. I'M CONCERNED ABOUT THE SPANISH SPEAKING RESPONSE, AND IT SEEMS LIKE WE TALK ABOUT THIS EVERY YEAR AND EVERY YEAR ARE SORT OF, UM, WELL, WE'RE GOING TO TRY SOMETHING DIFFERENT OR WE'RE, AND WE HAVEN'T SEEN AN IMPROVEMENT. SO I'M CURIOUS ABOUT WHAT HAS CHANGED YEAR TO YEAR IN THE OUTREACH TO SPANISH SPEAKING COMMUNITY, TO AT LEAST ATTEMPT TO GET MORE RESPONSES. AND THEN WHAT OTHER CHANGES ARE GOING TO BE MADE BECAUSE IT'S, IT'S JUST BEEN CONSISTENTLY NOTABLY LOW AND THE, AND THAT'S VERY DISAPPOINTING. WE, WE DON'T KNOW WHAT OUR CUSTOMERS, IF THEY'RE SATISFIED. I MEAN, WE REALLY, WE CAN'T ASSUME THAT THEY'RE HAVING THE SAME EXPERIENCE AS, UH, OUR PR OR ENGLISH SPEAKING CUSTOMERS THEY'RE EVEN INTERFACING WITH THE SURVEY DIFFERENTLY. HOW DO WE, THERE DOES THAT MEAN INTERFACING WITH SERVICES DIFFERENTLY AS WELL? YOU KNOW, WE NEED TO KNOW THAT CORRECT. SO, UM, YEAH, I WAS JUST GOING TO SAY THAT WE HAVE DISCUSSED THIS WITH AIR DIMENSION OWNERS AND DIRECTORS, AND THIS YEAR, UM, WE WERE CONTEMPLATING, POSSIBLY ADDING A PHONE SURVEY TO BE ABLE TO PROPERLY ADDRESS THIS COMMUNITY. A SEGMENT OF CUSTOMERS. WE DO OFFER THE SURVEY ONLINE IN SPANISH, BUT NOT EVERYONE IS INCLINED TO TAKE THAT. EVEN SOME SPEAKERS THAT DO SPEAK SPANISH LIKE MYSELF. IF I WERE TO RECEIVE THE SURVEY, I WOULD JUST TAKE IT IN ENGLISH BECAUSE I'M MORE COMFORTABLE WITH THAT. UM, BUT I BELIEVE THE PHONE SURVEY WOULD BE A GREAT OPPORTUNITY TO BETTER REACH THIS CUSTOMER SEGMENT, UM, AND WE WILL BE EXPLORING AND TRYING TO MAKE THAT HAPPEN. YUP. THANK YOU, AMANDA. THAT WAS A GREAT QUESTION, ACTUALLY. AND THAT IS, UH, THAT HAS BEEN A CHALLENGE FOR, FOR NOT ONLY THIS DEPARTMENT, BUT MANY DEPARTMENTS IS COMMUNICATING WITH THE SPANISH COMMUNITY. AND ESPECIALLY AS IT'S GROWING NOW, IT'S GROWING SO FAST THAT, UH, IT'S UNFORTUNATE THAT THEY FEEL AS THOUGH AFTER WORK, THEY NEED TO MAKE SURE THEY, THEY SEMI HIGH FROM, I GUESS, THE, THE PUBLIC INVOLVEMENT HERE. AND THERE'S A LOT OF SHYNESS AS A PERSON WHO HAS TO DO DEALS THE, UH, HISPANIC COMMUNITY ON A DAILY BASIS. THERE'S A LOT OF SHYNESS THERE. AND A, YES, THEY'RE QUITE LEERY WHEN SOMEONE KNOCKS ON THE DOOR OR PHONE RINGS AND, YOU KNOW, YOU'RE ASKED TO PARTICIPATE IN A SURVEY. SO YES, THERE HAS TO BE OTHER WAYS AND WE CAN PERHAPS INCLUDE THEM. WE BRING THEM AND MAKE THEM FEEL MORE COMFORTABLE IN PARTICIPATING IN THESE TYPES OF SURVEYS OR EVENTS. I MEAN, IT'S, IT'S A, IT'S A WIN WIN FOR THE CITY AND FOR THE COMMUNITY ITSELF. ANOTHER QUESTION, JUST WONDERING, DOES ANYBODY KNOW WHAT THE PERCENTAGE [00:25:01] OF RESIDENTS THAT ONLY SPEAK SPANISH AND DON'T SPEAK ENGLISH IS? HMM, IT'S A VERY GOOD QUESTION. UM, I BELIEVE THAT INFORMATION IS AVAILABLE, BUT I DON'T HAVE THAT IN HAND RIGHT AT THE MOMENT. UM, WE'RE CURRENTLY WORKING ON A SURVEY WITH THE EQUITY OFFICE AND WE'LL BE DOING IT IN ENGLISH, SPANISH, AND VIETNAMESE, UM, AND WORKING WITH COMMUNITY, UH, COMMUNITY LEADERS IN THOSE AREAS TO DO A BETTER OUTREACH IN THOSE LANGUAGES. SO THAT IS ONE WAY WHERE WE'RE ATTEMPTING TO GET BETTER OUTREACH, UM, IN DIFFERENT LANGUAGES, BUT I DON'T HAVE THAT. UH, I DON'T HAVE THAT, UM, AT MY REACH, BUT WE CAN FIND OUT, UM, I'M ALSO CERTAIN IT'S ON THE CITY'S WEBSITE, DEMOGRAPHER. I AM CERTAIN CAPTURES THAT INFORMATION REGULARLY. THANK YOU, LIZ. ANY OTHER QUESTIONS, COMMISSIONERS, A QUESTION. YOU KNOW, THERE WERE SOME THINGS THAT WE SAW IT SHOW UP THERE, UH, IN TERMS OF WHAT CUSTOMERS WANTED AND, YOU KNOW, ONE OF THE STANDOUT THINGS SEEM TO BE MORE FREQUENT RECYCLING PICKUP, BUT I GUESS A GENERAL QUESTION HAS THERE ARE ANY, HAD ANY DISCUSSIONS ABOUT POTENTIAL CHANGES IN RESPONSE TO THIS FEEDBACK? UH, AND THEN I GUESS IN PARTICULAR ON THE, YOU KNOW, FREQUENCY OF RECYCLING PICKUP, BUT ANY, ANY CHANGES CONTEMPLATED AT THIS STAGE COMMISSIONER LOST RESOURCE RECOVERY, BUT NOT AT THIS POINT. I THINK, YOU KNOW, THAT QUESTION THAT COME UP BEFORE IS MY UNDERSTANDING THAT WHEN IT WAS RAISED IN THE PAST, THE, THERE WAS A STUDY THAT DETERMINED THAT IT WASN'T COST EFFECTIVE. BUT, YOU KNOW, I WOULDN'T SAY THAT THERE'S, THERE'S NOT A REASON THAT WE COULD LOOK AT IT GOING FORWARD. THANK YOU, KEN, YOU KNOW, OF ANY OTHER QUESTIONS, COMMISSIONERS, YOU KNOW, HEARING NO OTHER QUESTIONS. JUST, I JUST TO COMMENT HERE, I WANT TO HIT A CONGRATULATE ARR AND SEEMS THAT WE ARE HEADING IN THE RIGHT DIRECTION. THANK YOU GUYS FOR, FOR THAT. YOU KNOW, I, UH, I'M GOING TO BELIEVE THAT, UH, AS FAR AS SOME OF THE COMMUNITY'S, UH, UH, CONCERNS IS WITH THE, UH, RECYCLING AND A WEEKLY RECYCLING COLLECTION, AS YOU STATED, UH, CAN WE HAVE, WE HAVE FACED THAT BEFORE? AND I THINK THAT, UH, IN THE NEAR FUTURE, PERHAPS A SOLUTION CAN BE, CAN BE, UH, CAN COME FROM THIS AND, UH, HOPEFULLY GIVE THE COMMUNITY WHAT THEY ARE ASKING FOR. AND THAT'S WEEKLY RECYCLING COLLECTION, BUT, UH, AGAIN, LIZ AND, AND CLAUDIA, THANK YOU VERY MUCH FOR THE PRESENTATION OF THEIR NOTES, QUESTIONS, COMMISSIONERS. WE CAN MOVE ON. THANK YOU SO MUCH FOR HAVING US. THANKS. ALRIGHT, COMMISSIONERS, MOVING ON. NOW, OUR NEXT ITEM [2B. Discussion and Action: ARR’s role in the Community Climate Plan] IS A, I GUESS, A DISCUSSION ON THE ROLE THAT A R R IS GOING TO BE PLAYING, OR I SHOULD SAY OUR, OUR ROLE IN THE CLIMATE, UH, COMMUNITY CLIMATE PLAN. AND I THINK FIRST, I WANT TO COMMENT THAT KIBO, THANK YOU FOR, UH, FOR BEING A, A COMMITTEE MEMBER IN PUTTING THIS DOCUMENT TOGETHER. IT'S WELL DONE. I DON'T WANT TO THANK YOU FOR, AND YOUR FELLOW COMMITTEE MEMBERS FOR WHAT YOU GUYS WERE ABLE TO DO. YOU KNOW, HAVING SAID THAT I'D LOVE FOR YOU TO TAKE THE LEAD ON THIS AND, UH, COMMENT ON THE, UH, I THINK THERE SHOULD BE A, A RESOLUTION THAT CAME OUT OF THE ACTUAL COMMITTEE THAT WAS PART OF THE BACKUP MATERIAL AND GUY, BUT I'D LOVE FOR YOU TO BE ABLE TO COMMENT ON THAT AND GIVE US, UH, YOUR THOUGHTS AND, UH, AND HOPEFULLY WE CAN MOVE ON AND, AND SUPPORT THIS AS A COMMISSION. AND, UH, THAT'S ARR, THANKS, JERRY. I APPRECIATE IT. UM, JUST ONE NOTE OF CLARIFICATION, THIS, UH, RESOLUTIONS, UH, CAME FROM THE JOINT SUSTAINABILITY COMMITTEE, WHICH WAS CERTAINLY INVOLVED IN, UH, SETTING UP THE PLANNING PROCESS AND A NUMBER OF US THAT SERVE ON THE JOINT SUSTAINABILITY, UH, COMMITTEE DID SERVE EITHER ON THE STEERING COMMITTEE OR ON THE ADVISORY GROUPS, BUT YEAH, THOSE WERE KIND OF SEPARATE SEPARATE GROUPS. SO THIS RESOLUTION CAME FROM JSC, BUT DOESN'T WORK LIKE I'M ABLE TO SHARE MY SCREEN. UM, I'M NOT SURE IF MAYBE [00:30:01] WHOEVER HAS CONTROL, COULD SHARE THAT, UH, RESOLUTION THAT WE ADOPTED. UM, SO IT'S CITY HALL. WE DO NOT HAVE THAT PACKET, SO. OKAY. UM, IS IT POSSIBLE TO GET PERMISSIONS TO BE ABLE TO SHARE MY SCREEN? I THINK SO. UM, NO TWO STRIKES. YEAH. OKAY. SO WE USED TO BE ABLE TO SEE DOCUMENTS. NOBODY HAS PERMISSION THAT COMMISSIONER, I BELIEVE THERE SOME AREAS REFERRING TO WHAT WAS POSTED AS BACK UP. YEAH. SO PEOPLE MIGHT BE ABLE TO PULL IT UP. YEAH. UM, WELL WE CAN JUST GO THROUGH IT LIKE THAT. UM, I GUESS MAYBE BEFORE WE GET INTO IT, WHEN WE GET INTO THE PRESENTATION AND IT SEEMS LIKE THE 10 OF QUESTIONS, AND SO, YOU KNOW, ZACH DID ASK IF WE NEEDED ANOTHER PRESENTATION, HE'S PRETTY SWAMPED. AND SINCE WE DIDN'T HAVE A BUNCH OF QUESTIONS, I TOLD HIM THAT HE DID NOT NEED TO ATTEND, BUT I WOULD LIKE TO BE ABLE TO ANSWER ANY QUESTIONS THAT FOLKS HAVE BEFORE WE GET INTO THE RESOLUTION. IF THERE ARE ANY, I THINK IT'S A WONDERFULLY, WONDERFULLY PUT TOGETHER DOCUMENT, ACTUALLY. ALL RIGHT. WELL, UM, I GUESS, DOES EVERYBODY HAVE THE DOCUMENT THAT WAS TITLED, UH, THE JOINT SUSTAINABILITY COMMITTEE RECOMMENDATION SUPPORTING AUSTIN CLIMATE EQUITY PLAN? DOES ANYBODY NOT HAVE IT? ALL RIGHT. UM, WELL, AS YOU CAN SEE, THERE ARE A WHOLE BUNCH OF, YOU KNOW, SUPPORTING STATEMENTS AROUND CLIMATE CHANGE. A CITY IS ACTING IN AN CLIMATE AND THE PROCESS THAT WE WENT THROUGH, BUT THE MEAT OF THIS IS A RECOMMENDATION FOR THE CITY COUNCIL TO ADOPT THE PLAN, UH, INCLUDING A NEW GOAL THAT MOVES OUR NET ZERO. UH, AND YOU'RE GONNA HEAR MY BABY AND I KNOW A LITTLE BIT, BUT, UM, COMMISSIONER JULIE, YOU CAN HEAR ME OVER AT HIM, A NEW GOAL OF NET ZERO BY 2040, AND, UH, RESTATING A GOAL THAT ALREADY WAS ADOPTED, UH, WITH THE LAST CLIMATE PLAN, TRYING TO LIMIT CARBON OFFSETS, UH, IN MEETING THAT GOAL, UH, TO 10%. AND THEN YOU'LL SEE THREE ADDITIONAL KIND OF ITEMS THAT REALLY HAVE TO DO WITH MOVING FORWARD WITH THIS PLAN, BECAUSE WE VERY MUCH DON'T WANT IT TO JUST SIT ON A SHELF. SO THE FIRST NUMBER TWO HAS TO DO WITH, UH, ASKING THE CITY MANAGER TO COME BACK WITH FUNDING OPTIONS. UM, NUMBER THREE HAS TO DO WITH ACTUALLY HAVING CITY COUNCIL HAVE A COMMITTEE THAT IS FOCUSED ON THIS WORK, UH, BECAUSE THERE CURRENTLY IS NO COUNCIL COMMITTEE THAT REALLY, UH, HANDLES ENVIRONMENTAL ISSUES. UM, AND THEN NUMBER FOUR, UH, SHOOT, JERRY, IF YOU CAN USE YOUR MIC, I THINK THAT WOULD HELP SOMEWHAT. I'M GETTING SOME ALRIGHT, CAN YOU HEAR ME, UH, COMMISSIONERS, UM, PERMISSION TO SPEAK, PLEASE. THIS IS WHY WITH AUSTIN RESOURCE RECOVERY, WE'RE WORKING ON GETTING THAT DOCUMENT PULLED UP RIGHT NOW, AS WE SPEAK, WE THINK IT WILL HELP IT A LOT AND BE VERY, VERY IMPORTANT TO HELP THE MEETING OUT. SO IF YOU COULD JUST GIVE US REAL QUICK SECOND, SHE CAN CONTINUE TO KEEP TALKING, BUT WE'RE GOING TO PULL THEM IN. SURE. THAT WOULD BE GREAT. I'D LOVE PEOPLE TO BE ABLE TO SEE IT AS, AS WE HAVE BEEN ACTUALLY VOTING ON IT. AND THEN THE LAST ITEM, UM, IT HAS TO DO WITH ADDING SOME MEMBERS TO THE JOINT SUSTAINABILITY COMMITTEE. UH, THE IDEA THERE BEING THAT AS WE MOVE INTO TRYING TO IMPLEMENT THIS NEW PLAN, UM, THAT HAVING SOME ADDITIONAL CAPACITY ON THAT COMMITTEE WOULD BE HELPFUL BECAUSE BY NATURE, EVERYBODY ON THAT COMMITTEE ALREADY IS WITH THE EXCEPTION OF ONE SEAT RIGHT NOW IS SERVING ON ANOTHER COMMISSION. AND SO PEOPLE FROM BOOKS HAVE STILL A LOT OF TIME TO BE ABLE TO COMMIT AND OTHERS DO NOT. [00:35:01] SO HAVING SOME ADDITIONAL MEMBERSHIP AT LARGE WOULD BE HELPFUL. SO THAT'S, THAT'S THE MEAT OF THE, UH, RESOLUTION. AND IF ANYBODY HAS QUESTIONS OR COMMENTS, I'M HAPPY TO HEAR. UM, ANY QUESTIONS, COMMISSIONER CABER. COULD YOU TALK A LITTLE BIT ABOUT THE NEW COUNCIL COMMITTEE AND HOW THEY INTERFACE WITH JSC? LIKE YEAH. WHY HAVE A, I LOVE THAT IT'S CALLED ENVIRONMENTAL JUSTICE, BUT WHY HAVE A SEPARATE COMMITTEE FOR THIS AND WHO WOULD THEY BE PROVIDING ADVICE TO OUR OPEN SITE OF? OH YEAH. GOOD QUESTION. SO, UM, THAT IS ACTUALLY, UH, ABOUT HAVING A COMMITTEE THAT IS A COMMITTEE OF COUNCIL MEMBERS, NOT, NOT AN ADVISORY COMMITTEE. OKAY. YEAH. AND THERE USED TO BE, I FORGET EXACTLY WHAT IT WAS CALLED. IT WAS, UH, LIKE OPEN SPACES AND ENVIRONMENT, OR I FORGET THAT THE TITLE OF THAT. UM, BUT BECAUSE IT HAD OPEN SPACES IN IT THAT WAS, UM, KIND OF THE, I GUESS THE SUBJECT AREAS THAT THEY TOOK UP THE MOST, BUT IT WAS WHERE COMMENT ISSUES LIVED AND THAT COMMITTEE WAS DONE AWAY WITH, UH, WHEN COUNCIL, I GUESS IT WAS MAYBE A YEAR OR SO AGO, LIKE WENT THROUGH A PROCESS AND THEY REDUCED THEIR NUMBER OF COMMITTEES BECAUSE THEY FELT LIKE THEY HAD TOO MANY COMMITTEES. UM, BUT AT LEFT CLIMATE CHANGE, WHICH HAS KIND OF A BIG ISSUE WITH, WITH NO HOME. AND, AND SO THERE THAT, YOU KNOW, WHEN JSC MAKES RECOMMENDATIONS, THERE'S NOT AN OBVIOUS COMMITTEE FOR THEM TO GO TO FOR CONSIDERATION. THANK YOU. THANK YOU. THAT MAKES SENSE. ANY OTHER COMMENTS? QUESTIONS? YEAH. WELL, A MOTION THAT WE ADOPT, BASICALLY THE IDENTICAL REVELATION TO THE ONE THAT WAS IN YOUR BACKUP PACKET OF BEING WEIGHED IN JEANETTE TO SAY THERE WAS ADVISORY COMMISSION. UM, BUT OTHER THAN THAT, UM, AND WHAT'S ANYBODY WANTS TO, UM, MAKE A CHANGE, UH, TO THIS, EXCUSE ME. I WOULD SECOND THAT AS PRESENTED SECOND, YOUR MOTION, A CHAIR, THAT WOULD BE SOMETHING THAT YOU WOULD HAVE TO MAKE A MOTION FOR. EXCUSE ME. THAT WOULD BE SOMETHING THAT YOU WOULD HAVE TO MAKE A MOTION FOR HIM, SIR. I NOW COMMISSIONER WHITE MOOD. SO IS THAT AN OFFICIAL MOTION THERE? IT WAS INTENDED TO BE YES. THANK YOU. I'M SORRY. IT WAS SECOND THEN. SORRY, COMMISSIONER. BERONA THANK YOU. WE HAVE A MOTION AND WE HAVE A SECOND ON THE, UH, ON TABLE. ANY OTHER DISCUSSION ON THIS HEARING? NO FURTHER DISCUSSION. ALL THOSE IN FAVOR. SAY YAY. YEAH. ANYBODY? YEAH, THERE WE GO. YEAH, WISH WE COULD SHOW HANDS OR SOMETHING. GUYS. I APOLOGIZE HERE, BUT ANYWAY, NONETHELESS, IT PASSES. IT LOOKS LIKE IT'S A UNANIMOUS PASSAGE WITH ALL THE MEMBERS WHO WERE ON THE, UH, ON THE ZOOM CALL OR WEBEX, WHATEVER WE'RE CALLING. THANK YOU. COMMISSIONER. WHY FOR YOUR WONDERFUL JOB. SORRY GUYS. NEXT [2C. Discussion and Action: ARR’s role in the Homeless Encampment Clean‐up] ITEM ON HERE IS, UH, ITEM TWO C, WHICH IS AR HIS ROLE IN THE HOMELESS AND CAN'T MAKE CLEAN UP THE ONGOING CHALLENGE THERE. AND COMMISSIONER, I'M SORRY. COMMISSIONER DIRECTOR SNIPES. I THINK THAT'S YOU OR AMY? YEAH. ALRIGHT, GOOD EVENING. COMMISSIONER. SANDY'S LIKE A LOSS OF RESOURCE RECOVERY. UM, I'M GONNA PROVIDE A QUICK UPDATE TONIGHT ON THE PUBLIC SPACE CLEANING, UH, PLAN THE NEW FISCAL YEAR. THAT'S FINE. WELL, WHAT [00:40:01] DID WE START BY TALKING ABOUT ARR VIOLET BAG PROGRAM? UH, THE PILOT BEGAN IN JULY, 2019. UH, WE STARTED WITH FOUR SITES AROUND THE CITY. OVERSEEDING, UH, TWICE A WEEK SERVICE AT THE TIME WHEN THE PILOT STARTED, WE WERE ONLY USING BAGS AT THE SITE FOR PEOPLE TO PLACE FLITTER IN. UM, AND THAT'S THE PRIVATE PROGRAM HAS EVOLVED WHERE WE'VE NOW MOVED INTO A 28 SITES. UH, WE'VE VOICED CARTS AT ALL THOSE SITES AS WELL. AND EACH ONE IS RECEIVING DAILY SERVICE. UH, AND DURING THE TIMEFRAME, SINCE THE PILOT BEGAN, WE'VE, UH, REMOVED, UH, UH, OVER 77 TONS OF LITTER. NEXT SLIDE. NEXT SLIDE PLEASE. UH, THE VIOLET BACK PROGRAM IS JUST ONE COMPONENT OF THE CITY STRATEGY. THE QUEEN CITY STRATEGY PUBLIC WORKS IS ALSO A PARTNER AND WILL CONTINUE TO PROVIDE THEIR MONTHLY CLEANINGS AT APPROXIMATELY 60 SITES. UH, PUBLIC WORKS IN ARR, ALSO WORKED TOGETHER TO DEVELOP A SELF CLEANING PILOTS, UH, AT ENCAMPMENTS AROUND THE CITY. UM, I'LL HAVE MORE ABOUT THAT ON THE NEXT SLIDE, UH, AS FOR ARR WE'LL, UH, GO BACK TO THE SLIDE BEFOREHAND, SORRY. UH, AS FOR ARR, UH, OUR PLANS ARE TO EXPAND THE VIOLET BACK PROGRAM, UH, TO CLOSELY MATCH THE PUBLIC WORK SITES. UH, THE IDEA IS TO HAVE THOSE IN PLACE BY THE END OF THIS YEAR. AND THEN WE ALSO HAVE THE VIOLET KEEPSAKE PROGRAM UH THAT'S UH, FOR RESIDENTS TO BE ABLE TO TEMPORARILY STORE A PERSON WHILE NEXT SLIDE, UH, THE SILK CLEANING PILOT. UM, AGAIN, IT'S A COLLABORATIVE APPROACH BETWEEN ARR AND PUBLIC WORKS. UH, WE SELECTED TWO SITES, UH, AT ONE, ONE AT ONE 83 IN CAMERON ROAD AND THE OTHER AT, UH, HIGHWAY 71 IMPACT SOUTH PASS. UH, IT'S GOING TO BE A THREE MONTH PILOT THAT STARTS THIS MONTH, UH, ENCOURAGE RESIDENTS TO SELF CLEAN THEIR AREAS. UH, ARR HAS PROVIDED, UH, DUMPSTERS FOR DISPOSAL, UH, IN THE WAR REMOVE THOSE, UH, DUMPSTERS AFTER ABOUT A 24 HOUR PERIOD. UH, WE'LL TAKE ALL THE INFORMATION, UH, FROM THE PILOT, THE DATA AS WELL AS, UH, SOME INFORMATION AND FEEDBACK FROM PUBLIC WORKS. AND WE'LL PROVIDE THAT TO THE CITY COUNCIL IN EARLY 20, EARLY 20, 21 TO, UH, CONSIDER IF IT'S SOMETHING THAT WE SHOULD SHOULD EXPAND. ARE THERE ANY QUESTIONS ABOUT THE PROGRAM? NEXT SLIDE PLEASE. YES. UM, THIS COMMISSIONER BARDEN CAN, UH, CAN YOU START BY SPECIFICALLY JUST FOR A 24 HOUR PERIOD, THE DUMPSTERS WILL GO OUT FOR 24 HOURS AND THEN BE TAKEN UP THAT'S CORRECT. THE IDEA IS, IS THAT WE GO IN AND ASK RESIDENTS TO SELF CLEAN THEIR AREAS. UH, THE DAY BEFORE PUBLIC WORKS WOULD COME THROUGH AND, AND WHAT THEIR REGULARLY SCHEDULED CLEANING. SO IT PROVIDES THEM THE OPPORTUNITY TO EXPOSE THEM, UH, ITEMS. UH, AHEAD OF TIME. I HAVE A QUICK QUESTION. THIS IS MELISSA ROTHROCK. GO AHEAD. THANK YOU. A LOT OF THESE CAMPS, THEY USE A LOT OF THE SINGLE USE PLASTICS, BUT I DIDN'T SEE ANY MEANS OF RECYCLING IS EVERYTHING THAT'S GOING INTO THOSE PURPLE BINS, A LANDFILL, YES, EVERYTHING IS LANDFILL. UH, ADDING RECYCLING, UH, TO, TO THE ENCAMPMENT SITES, UH, CREATES ADDITIONAL SPACE, UH, REQUIREMENTS. WE WOULD NEED SEPARATE CARTS AS WELL AS SEPARATE EQUIPMENT AND LIKELY MORE RESOURCES TO BE ABLE TO, UH, TO ACCOMMODATE THAT. SO CURRENTLY EVERYTHING IS, IS BEING LANDFILLED. SO HOW ARE WE ENCOURAGING THEM TO PARTICIPATE IN THIS? WHAT METHODS ARE WE USING WHEN METHODOLOGY IS BEING EMPLOYED? SO WE WORKED WITH THE CORPORATE PIO OFFICE TO DEVELOP SOME POSTINGS THAT ARE ON THE GROUND, UH, THAT SHOWS THE RESIDENTS HOW TO USE, UH, THE CELL POINTING PILOT. UH, WE ALSO HAVE WORKED WITH INTERVAL CARE, UH, TO PUBLICIZE THE VIOLET BAG PROGRAM, AS WELL AS THE SELF PLANNING PILOT, AND TO MAKE THEM AWARE OF THE REGULARLY SCHEDULED PUBLIC WORKS CLEANING SO THEY CAN REMOVE ANY PERSONAL EFFECTS BEFORE, UH, CREWS ARRIVE. THAT WAS THIS ALL INTERNAL, IS THIS ALL AR HAR STAFF, OR IS THIS A STAFF PLUS OUTSIDE A PRIVATE CONTRACTORS? SO THE PURPLE QUIRKS, UH, IS ON THE CONTRACT. ARR VIOLET BAG CREW IS ALL INTERNAL AS WELL AS THE VIOLENT BAG OR THE, A CELL. PLENTY OF FOLKS ARE ALL INTERNAL AS WELL. AND THE REASON I ASKED THAT, I MEAN, THERE WAS SOME CONCERN THAT WITH, WITH THE PRIVATE CONTRACTORS THAT PERHAPS A, THE PRIVATE CONTRACTORS [00:45:01] WERE NOT AS SENSITIVE TO THE NEEDS OF THE HOMELESS COMMUNITY AND, AND, UH, AS A RESULT, A LOT OF THE MATERIAL THAT WAS BEING DISPOSED OF TO THE HOMELESS COMMUNITY WAS NOT A ITEM THEY WANTED DISPOSED OF. IF THAT MAKES ANY SENSE. I KNOW THERE WAS A BIG CONVERSATION DOWN AT CITY HALL FOR AWHILE. AND I'M CURIOUS IF, UH, AGAIN, WE HAVE AT LEAST A REPRESENTATIVE OF ARE, ARE INVOLVED. SO COMMISSIONER, I MEAN, DIRECTOR, I'M SORRY, KEN, UH, CHAIRMAN. I, IF I COULD INTERJECT JUST REALLY QUICKLY, UM, THAT WAS AN ISSUE. WE DID HAVE AN INSTANCE OF, UM, YOU KNOW, ONE PARTICULAR INSTANCE THAT, YOU KNOW, KIND OF WENT VIRAL. A LOT OF PEOPLE TALKED ABOUT, UM, WHAT WE DID THOUGH TO COMBAT THAT IS WE HAD ALL OF THE FOLKS WHO ARE COMING ON BOARD WITH THE CONTRACT TO GO THROUGH TRAINING, SENSITIVITY, TRAINING, UNDERSTAND, UM, YOU KNOW, HOW TO WORK AROUND PEOPLE WHO ARE HOMELESS AND THAT SORT OF THING, BUT OUR STAFF, SO THAT WE HAVE THE SAME TRAINING AS WELL. SO THE PEOPLE ARE MINDFUL THAT, YOU KNOW, I'M, WE'RE DEALING WITH PEOPLE, RIGHT. AND ONE OF THE BASIC, UH, FOUNDATIONAL TENANTS OF SOCIETY IS TRASH REMOVAL. AND THAT'S WHAT WE'RE THERE TO DO. AND WE DON'T WANT TO CREATE ANY MORE HARDSHIP FOR PEOPLE WHO WERE TRYING TO SURVIVE. UM, I THINK THE CRANE HAS BEEN SUCCESSFUL. I DON'T BELIEVE WE'VE HAD ANY ISSUES SINCE THEN. UM, AND SO, UM, IT'S MY UNDERSTANDING THAT WE'RE SYSTEMATICALLY WORKING MORE PEOPLE THROUGH THAT TRAINING. THANK YOU, KEN. ANY OTHER COMMENTS? QUESTIONS, AMY. THAT'S THE END OF THE PRESENTATION, JERRY, UNLESS Y'ALL HAVE ANY OTHER QUESTIONS. OKAY, GREAT JOB. I CAN TELL YOU THAT. I MEAN, I'VE, I'VE SEEN SOME OF THE, UH, RESULTS OF SOME OF THE CLEANUPS IN AREAS THAT, UH, BEFOREHAND YOU WERE WONDERING HOW THE HECK WE WERE SURVIVING THERE. AND, UH, CONGRATULATIONS ON THAT. THEY HIT A QUESTION. THANK YOU. UM, I REALLY THINK THAT THIS IS IMPORTANT WORK FOR A NUMBER OF REASONS. UH, FIRST OF ALL, I DON'T, I DON'T THINK THAT MOST PEOPLE WANT TO LIVE AMONGST TRASH AND, UH, WHETHER YOU HAVE A HOME OR NOT, UH, THAT SHOULD NOT BE THE STANDARD THAT WE SET HERE. SO I'M GLAD THAT WE'RE DOING SOMETHING ON THAT FRONT. AND ALSO JUST FROM THE NUMBER OF MENTAL STANDPOINT, SO MUCH OF THIS WASTE IS ENDING UP IN OUR WATERWAYS WHEN IT'S NOT CLEANED UP. SO THANK, THANK YOU. UM, THERE WAS A QUESTION ASKED ABOUT HOW, YOU KNOW, THE, THE FOLKS THAT ARE CAMPING IN THESE AREAS ARE BEING ENGAGED TO DO THIS WORK. AND I'M WONDERING IF THERE'S ANY SORT OF, I DUNNO, EVEN SMALL SYSTEM OF LIKE GIFT CARDS TO AGB OR SOMETHING LIKE THAT THAT MIGHT BE USED TO JUST ENCOURAGE PARTICIPATION IN THE CLEANUP. I DON'T BELIEVE THERE HASN'T BEEN A DISCUSSION ABOUT INCENTIVIZING. THAT'S SOMETHING THAT, UH, SOME OF OUR GROUP MEETINGS ABOUT IT, SHE WAS THE, WHAT THE GROUP IS THINKING. THANK YOU. COMMISSIONER POINTS. ANY OTHER THOUGHTS? YEAH, I GUESS, YOU KNOW, I, I WOULD HOPE THAT, UM, YOU KNOW, IT MIGHT, MAYBE IT'S POSSIBLE WITHOUT SOMETHING LIKE THAT, BUT, UM, YOU KNOW, I GUESS IT'S, IT'S OFTEN THE TRAGEDY OF THE COMMENTS THAT, YOU KNOW, IF, IF IT'S NOBODY'S RESPONSIBILITY, THEN, THEN NOBODY DOES IT. SO I THINK IT TURNS OUT THAT THERE'S ADAPT BETWEEN THE NEED, UH, FOR, YOU KNOW, ACTUALLY PICKING UP THE TRASH AND DIDN'T PICK IT UP AND WHAT IS BEING DONE THAT I WOULD SUGGEST, YOU KNOW, SOME SORT OF, YOU KNOW, SYSTEM OF PROVIDING SOME BENEFIT TO THOSE WHO PARTICIPATE WOULD BE A GOOD THING TO WANT THAT. HMM. GOOD THOUGHT, THANK YOU. ANY OTHER COMMENTS? THIS WOULD BE A GOOD SEGUE INTO THE NEXT [2D. Discussion and Action: ARR’s role in Waterway Watershed Protection Program] ITEM HERE. ITEM D TO D, WHICH IS THE WATERWAY WATERSHED PROTECTION PROGRAM THAT WE WERE, I GUESS WE JUST MENTIONED IN ARR HIS ROLE IN THAT. YEAH. UM, JERRY, WE DON'T HAVE A PRESENTATION ABOUT THAT TONIGHT. UH, THE SUMMARY IS, UH, ABOUT THE PILOT FOR OR NOT THE PILOT PROGRAM. THE PROGRAM DEVELOPMENT IS IN THE, IN THE DIRECTOR'S REPORT. UM, ARR AND WATERSHED ARE IN THE PROCESS OF DEVELOPING, UH, THE PROGRAM, THE CLEAN, CLEAN, I'M SORRY, CLEAN FREAKS PROGRAM. UH, AND IT WILL FOCUS ON GENERAL LITTER, ABATEMENT AND INCREASE. SO, UH, I IDEALLY A WATERSHED WOULD PROVIDE ARR WITH SOME HIGH PRIORITY SITES BASED ON CUSTOMER COMPLAINTS, AS WELL AS SOME KNOWN, UH, HIGHLIGHTER AREAS. AND THEN WE WOULD BE ABLE TO PROGRAM THOSE FOR REGULAR CLEANING. WE ARE HIRING A DEDICATED PROOF [00:50:01] FOR THE PROGRAM AND THOSE POSTINGS ARE BEING WORKED ON NOW. SO WE'RE HOPING TO HAVE FOLKS ON BOARD, UH, EARLY IN 2021 TO GET THAT ROLLING. AND THIS IS PREDOMINANTLY IN CREEKS, NOT IN DEEP WATERWAYS. YEAH. NOT, NOT LADY BIRD LAKE, UH, WALLER CREEK AREA WOULD STILL BE HANDLED BY WATERSHED PROTECTION. SO HOW DOES THIS PLAY INTO, I THINK KEN, WE HAD TALKED A WHILE BACK AND YOU WERE PART OF THAT. UH, I GUESS IT WAS A JOINT EFFORT WITH THE WATERSHED FOLKS IN PURCHASING OR EMPLOYING A AMPHIBIOUS TYPE VEHICLE TO COLLECT ANY GARBAGE IN THESE WATERWAYS. DOES THAT MAKE ANY SENSE? WELL, IT DOES. I THINK WHEN YOU'RE SPEAKING, I WAS, UH, A WATERWHEEL, UM, YOU KNOW, THERE'S SEVERAL LIKE THAT PLACED IN WATERWAYS IN CERTAIN CITIES. AND I, AND I DON'T KNOW WHERE, UM, WATERSHED PROTECTION HAS LANDED ON THAT. UM, I THINK THE DISCUSSION BEFORE IT WAS WHAT, THERE'D BE SOME SORT OF OPPORTUNITY TO JOINTLY FUND BUY SOME THAT TYPE, YOU KNOW, TRASH REMOVAL FROM LADY BIRD, THE INLETS AND OUTLETS OF THE OTHER LIGHTS THERE. SO, UM, I DON'T KNOW, WE JUST HAVEN'T HAD ANY RECENT CONVERSATIONS ABOUT THE BEST TYPE OF STRUCTURE. UM, THAT IS SOMETHING THAT WE CAN FOLLOW UP ON JUST TO SEE WHAT THEY'RE THINKING. THANK YOU, KEN. ANY OTHER COMMENTS OR THOUGHTS ON THAT? UH, ON ITEM TWO D CAN. THANK YOU GUYS, AMY. THANK YOU VERY MUCH. APPRECIATE THIS. GO AHEAD. I'M SORRY. YOU JUST MENTIONED AS A WAY TO GET AREAS ON THE LIST. CAN YOU SHARE WITH THE COMMISSION? WE'LL FOLLOW UP ON THAT. THANK YOU. ANY OTHER COMMENTS? ALL RIGHT, GUYS, MOVING ALONG HERE. I THINK ITEM TWO [2E. Discussion and Action: 2020‐20201 ZWAC Meeting Schedule] IS THE, UH, OUR FUTURE 2021, UH, MEETING SCHEDULE. WOULD THAT BE A 10? YOU AMY AND DELIGHTER. THERE WE GO. THANK YOU. THIS IS DWIGHT HERE, UH, WITH ARR. UM, SO YES, WE HAVE A PROPOSED THAT WE'LL, WE'LL MEET AGAIN AT 6:00 PM. I'M ON THE SECOND WEDNESDAY OF EACH MONTH, EXCEPT FOR MARCH, DECEMBER AND NOVEMBER AND COMMEMORATE OF VETERAN'S DAY. THOSE ARE THE FUTURE POSTED, MEET MAIN. THOSE ARE THE FUTURE POSTED MEETING DATES. IF ANYBODY HAS ANY QUESTIONS OR CONCERNS OR THINKS THAT THAT MIGHT BE AN ISSUE, FEEL FREE TO GET WITH STAFF OR COMMENT. NOW WE'RE STILL RUNNING THROUGH. I KNOW IT'S ALL BASED ON COVID AND THIS IS SUCH A UNIQUE TIME. SO, UM, WE'RE GOING TO BE MEETING VIA WEBEX FOR RIGHT NOW. NO, THAT'S UNDERSTANDABLE. IN FACT, IT'S TO LOOK AT THIS AGAIN, AT THE POINT HERE ARE, SEE COUNCIL CHAMBERS NEXT TO A DATE IS, I MEAN, SOUNDS LIKE HISTORY, BUT ANYWAY, HAVING SAID THAT A COMMISSIONERS, WE DO HAVE A SCHEDULE UP ON THE SCREEN THAT, UH, IF IT'S ACCEPTABLE TO THIS COMMISSION, I'LL ENTERTAIN A MOTION. THANK YOU, CHAIR. MOVE TO A CONFUSED STATE. I'M SORRY. ONE MORE TIME. I MOVED TO APPROVE THE TAPES. DO I HEAR A SECOND? I HAVE, SORRY. I HAVE A QUICK QUESTION. IT SAYS UP AT THE TOP, EXCEPT MARCH, DECEMBER IN NOVEMBER, AND YET NOVEMBER IS ON THE SCHEDULE. WE NORMALLY HAD A NOVEMBER GATHERING. YEAH, I SEE WHAT YOU'RE SAYING UP HERE ON THE SO IF, IF WE CAN, UH, AGAIN, TAKE YAWNS MOTION WITH THE EXCEPTION OF NOVEMBER AS A 10TH. NOW THAT WOULD NOT FALL ON A VETERAN'S DAY. WHAT IT DOES IT DOES. I BELIEVE SO. OKAY. SO THEN WE WOULD DEFINITELY HAVE TO STRIKE THAT. IT LOOKS LIKE THE 11TH IS ACTUALLY VETERANS DAY. OH, IS IT? THANK YOU, LISA. SO WE STAND CORRECTED THEN. YES, SIR. ALL RIGHT. SO THEN THE EMOTION YON, NOT SPEAKING FOR YOU, BUT THE MOTION WOULD BE TO ACCEPT THIS AS IS AS LONG AS THAT'S GOING TO [00:55:01] BE THE MOTION. OKAY. DO I HEAR A SECOND ON THAT? I'M STILL NOT CLEAR WHAT AS IT IS AS PRESENTED IT'S ALL WITHOUT THE EXCEPTION OF NOVEMBER OR ARE WE REMOVING NOVEMBER? WELL, WE CAN, WELL, NOVEMBER, OBVIOUSLY WE CAN MOVE THAT ITEM, BUT NOVEMBER DOES NOT FALL ON A VETERAN'S DAY. SO NONETHELESS, WE CAN STRIKE THAT DION WITH THAT. UH, THAT'S FINE WITH ME. IT'S JUST, THAT'S TWO MONTHS OFF, WHICH IS FINE. OKAY. I'M FINE WITH DISAPPROVING IT AS IT IS OR, OKAY. YEAH. THIS IS THE 2021 SCHEDULE. SO ALL RIGHT GUYS, THERE'S A MOTION. THERE'S A, DO I AGAIN? DO I HEAR A SECOND? LISA? WAS THAT YOUR SECOND? SURE. WE HAVE A SECOND. ALL THOSE IN FAVOR? ALL THOSE OPPOSED SPEAK UP. I HEAR. NO, NO, NO, ONE'S SPEAKING. SO THEREFORE I'M GOING TO ASSUME THAT THIS IS PASSED BY EVERYONE WHO WAS ON THIS CALL, EVERYONE IN ATTENDANCE. THANK YOU, LISA. THANK YOU, YON. SORRY GUYS. [3A. STAFF BRIEFINGS Director’s Report] THE NEXT ITEM HERE IS THE, A STAFF BRIEFING BRIEFINGS, THE DIRECTOR'S REPORTS. THANK YOU, CHAIR. I THINK EVERYONE HAS SEEN, OR HAS A COPY OF THE DIRECTOR'S REPORT. I THINK AMY COVERED A COUPLE OF THE ITEMS ABOUT, UH, THE, UH, HOMELESS COLLECTION THAT'S GOING ON. IF THERE ARE ANY OTHER QUESTIONS ON THE DIRECTOR'S REPORT, PLEASE LET US KNOW. YOU KNOW, I THINK COMMISSIONER GOOD TOO. SO IS NOT WITH US. I DON'T SEE HER WITH US WAS, UH, HAD A QUESTION ABOUT THE, I GUESS, INCREASING THE ORGANIC COLLECTION AND OR THE, UH, THE, OH MY GOD, THE MULTIFAMILY COMMUNITIES PRESENT COOPERATION WITH THE, UH, WITH THE, UH, PILOT PROGRAM. THAT WAS THAT KELLY WAS A CHAIR. I CAN, I CAN SPEAK ON THAT. I BELIEVE A COMMISSIONER HAD SPOKEN WITH SOME OF THE TEAM AND THE COMMISSION, JUST ANY UPDATES WE HAD ON THE INCREASE OF RECYCLING OR RECYCLING REQUIRED AT MULTI-FAMILIES JUST THIS MONTH. SO ON OCTOBER 1ST, THE RECYCLING REQUIREMENT FOR MULTIFAMILY PROPERTIES INCREASED. UM, AND WE'VE BEEN HARD AT STAFF HAS BEEN HARD AT WORK. SO LIKE I SAID, IT JUST WENT INTO EFFECT. WE JUST STARTED THEY'RE OPEN THEY'RE REPORTING PERIODS, 30 UNIVERSAL RECYCLING ORDINANCE. SO IT'S, UM, IT'S EARLY TO, TO SEE THOSE REPORTS BEING SUBMITTED THEY'RE DUE BY FEBRUARY OF NEXT YEAR. UM, BUT SOME OF THE THINGS WE'RE DOING ARE PRINT AND DIGITAL ADS IN TARGETED PUBLICATION. WE'RE WORKING VERY CLOSELY WITH THE AUSTIN APARTMENT ASSOCIATION TO GET INFORMATION OUT THROUGH THEIR NEWSLETTERS. UM, WE'VE SENT NOTIFICATION LETTERS TO ALL MULTIFAMILY PROPERTY OWNERS. UM, WE'VE BEEN CONDUCTING WEBINARS, PRESENTATIONS AND TRAININGS FOR PROPERTIES, UM, INCLUDING TOOLKITS WITH MATERIALS, FOR TENANTS, WE HAVE SIGNS, EMAIL TEMPLATES AND A NUMBER OF DIFFERENT THINGS. SO WE HAVE, UH, WE HAVE A PRETTY LARGE PLAN. THAT'S AN IMPLEMENTATION MODE TO MAKE SURE THAT THE MULTIFAMILY PROPERTIES DO KNOW WHAT IS REQUIRED OF THEM AS OF THIS OCTOBER. THANK YOU. THANK YOU. AND WE HAVE HAD FOLKS WHO WERE WILLING TO PARTICIPATE IN THE PROGRAM, CORRECT? THE PILOT PROGRAM. OH, IF YOU'RE TALKING ABOUT THE PILOT PROGRAM. SO WE, WE ALSO WERE WORKING ON A PILOT PROGRAM FOR ORGANIC SUBVERSION AT MULTIFAMILY PROPERTIES, AND WE'VE STARTED TO REENGAGE THOSE, UM, THOSE PARTICIPANTS WE HAD, I BELIEVE IT WAS 12 MULTIFAMILY PROPERTIES WHO WERE INTERESTED IN PARTICIPATING AND THEN WE WRITTEN A GLOBAL PANDEMIC, SO THAT PUT A WRENCH IN THINGS. UM, BUT WE ARE CURRENTLY WORKING WITH THEM TO SEE WHAT THE APPETITE IS. WOULD THEY BE INTERESTED IN PARTICIPATING WHAT A NEW TIMELINE MIGHT LOOK LIKE, BUT IT'S VERY MUCH SO ON THE TABLE. IT'S JUST A QUESTION OF TIMING. OKAY. SO WE'RE NOT CURRENTLY PROCEEDING WITH THAT. I MEAN, IT'S STILL ON THE TABLE FOR A FUTURE DATE, CORRECT. OKAY. THANK YOU. GINA COMMISSIONERS. ANY OTHER THOUGHTS OR COMMENTS ON THIS? I CAN, I DID HAVE A COUPLE OF COMMENTS ON THE ACTUAL AGENDA. I'M SORRY. ON THE, UH, DIRECTOR SUPPORT PRESENTATION. OKAY. OH, LET'S SEE. THERE'S AN ITEM HERE UNDER MAJOR RATE [01:00:01] CHANGES WITH THE BUDGET MEN. TRUST ME, NOT THAT I'M AGAINST A, YOU KNOW, A $45 FEE FOR DAMAGED CARDS. I'M JUST CURIOUS WHAT THAT'S GOING TO DO TO, UH, I MEAN, TO STAFF OR TO THE ACTUAL FOLKS DOING THE COLLECTIONS. IF, IF SOMEONE HAS, IS CONTINUOUSLY DAMAGING CARDS AND, OR I'M TRYING TO FIGURE OUT THIS FEE THAT OBVIOUSLY IS GOING TO INCLUDE BOTH THE RECYCLING AND THE GARBAGE COLLECTION CONTAINERS. THAT'S CORRECT. AND THE REPORTING OF THAT IS BY STAFF, THE FOLKS ACTUALLY DOING THE COLLECTIONS. CORRECT. GREAT. AND THEN AT THAT STAGE, THE, UH, HOMEOWNER IS, IS BUILT. IS THAT CORRECT? ARE THEY BEFOREHAND, OR HOW DOES THAT, WHAT WAS THE QUESTION, JERRY NOTIFIED AHEAD OF TIME THAT A THEY'RE GOING TO BE ASSESSED? YEAH, WE HADN'T WORKED OUT THE DETAILS OF THEIR ASSESSMENT. WE COULD CERTAINLY OFFER A COURTESY NOTIFICATION OF THAT. I WOULD IMAGINE WHAT WE DO IS OFFER A WARNING, YOU KNOW, BEFORE THAT, IF WE CONTINUE TO DAMAGE THE CARTS BEFORE I'M APPLYING THAT FEE, TRUST ME AS A GUY WHO HAS BEEN IN YOUR SHOES, IT'S REAL EASY. AND DON'T BE SURPRISED IF OUR TRUCKS ARE BLAMED FOR THE, UH, ACTUAL DAMAGE. SO, BUT NONETHELESS GUYS, UH, THERE WAS ANOTHER COMMENT I HAD HERE. YEAH. OKAY. THE NEW EMPLOYEES THAT ARE, THAT ARE ACTUALLY INCLUDED IN THIS BUDGET, THE MAJORITY OF THOSE ARE ACTUALLY GOING TO BE INCLUDED IN THE, UH, PARTICIPATION OF THE, UH, WATERSHED CLEANUP PROGRAM. IS THAT CORRECT? OR DID I MISS MISREAD THAT? WELL, WE HAVE TWO DIFFERENT GROUPS THAT WILL BE, WE'LL BE ADDING ONE IS THE GROUP FOR THE CLEAN CREEKS PROGRAM. THE OTHER IS FOR THE HOMELESS PROGRAM, IF YOU'RE TALKING TO TOTAL NUMBER, CORRECT? YES. A TOTAL. OKAY. SO WE'RE JUST DIVIDING IT IN THE LAST THING I HAD HERE UNDER A MASTER PLAN REVISION, I MEAN, THERE WAS A, I GUESS $350,000 SAVINGS THERE. CAN YOU EXPLAIN THAT? WHAT IS, WHAT DOES THAT INCLUDE, I GUESS, IS THAT A PART COMPLETION OF MASTER PLAN REVISION? OR HOW DOES THAT WORK? YEAH, I'D SAY A BIT ABOUT THAT. YES. SORRY. I THINK, CAN YOU HEAR ME? OKAY. THERE WAS A LITTLE BIT OF A DELAYED START TO THE WORK THAT WE HAVE PLANNED WITH OUR CONSULTANTS. AGAIN, A LOT OF THE SYSTEMS ARE GOOD. SO WE HAVE A CONTRACT, AS YOU ALL ARE AWARE WITH FRIENDS AND MCDONALDS. AND WE HAD BUDGETED TO DO MORE WORK IN THIS PAST FISCAL YEAR THAN WE WERE ABLE TO ACHIEVE. SO THAT'S WHERE YOU SEE THAT SAVINGS, BUT THERE, THE COST TO DO THE WORK IS STILL REAL AND WILL HAVE TO BE IMPORTANT TO THIS FISCAL YEAR. OKAY, GREAT. WOW. SO IT'S THE SLIDE. I LIKE GUYS. I CAN'T THANK YOU FOR ANSWERING MY QUESTIONS. ANY OTHER, ANY OTHER COMMENTS? RETURNERS. ALRIGHT, GUYS HEARING NO OTHER COMMENTS. OH MY GOD. CAN I, IT LOOKS LIKE WE'RE AT THE END OF THE END OF THE ROPE HERE AND WE STILL HAVE WHAT? 12 MINUTES GO FIGURE. GREAT JOB GUYS. THANK YOU. ANYWAY, LET'S SEE. FUTURE [4. FUTURE AGENDA ITEMS ADJOURNMENT] AGENDA ITEMS. DINA, CAN WE GET AN UPDATE ON THAT? UH, ON THE ROLLOUT OF THE, UH, OF THE MULTIFAMILY, WHAT IS THE INCREASE OF RECYCLING? THE PILOT PROGRAM? COMPOST. YES. THANK YOU. AND LET'S SEE WHAT ELSE, GUYS. THIS COULD BE ANOTHER SHORT MEETING IN NOVEMBER, JUST TO TELL HIM NEITHER THOUGHTS OR COMMENTS GUYS, MY FUTURE AGENDA ITEMS. UM, THE ONE THAT WAS REQUESTED WAS CONVERSATION ON THE COMPENSATING PILOT OR CORRECT. OKAY, GREAT. AND THAT'S WHAT WE WERE TALKING ABOUT, CORRECT? GINA COMFORTING PILOT. THANK YOU. YES. AND, UH, THIS IS, UH, COMMISSIONER BARGAIN. I BELIEVE [01:05:01] THAT, UM, DON HASTINGS WITH AUSTIN PUBLIC HEALTH IS GOING TO REQUEST A PRESENTATION FOR THE FOOD PANTRY PERMITTING PROCESS PROPOSAL. CAN WE INCLUDE, DO YOU INCLUDING IT IN NOVEMBER? I CAN REACH OUT TO HIM AND FIND OUT IF HE KNEW FOR NOVEMBER. WELL, IF HE CAN, PLEASE, WE CAN ADD THAT ON HERE. OKAY. THANK YOU. ALL RIGHT GUYS. UH, I THINK WE'RE AT THE END HERE AND I'LL ENTERTAIN A MOTION FOR ADJOURNMENT COMMISSIONER WHITES. AND DO I HEAR A SECOND? OKAY. EVERYBODY'S SECONDS. SO, UH, ALL THOSE IN FAVOR, SAY I RAISE YOUR HAND, GO AWAY, WHATEVER, BUT I THINK VERY, VERY MUCH STAFF CAN COMMISSIONERS HAVE A WONDERFUL REST OF THE EVENING AND, UH, THE SAFE, THANK YOU GUYS. . * This transcript was created by voice-to-text technology.
