UM, AND UH, WE HAVE AN ACTION TEAM THAT'S, YOU KNOW, CONTINUE TO MEET. UM, WE, WE HAD, WE, WE BASICALLY ADOPTED OUR LANGUAGE ACCESS REPORT AT THE END OF 2017, RIGHT. BEGINNING OF 2018. SO WE'VE BEEN WORKING WITH THAT COMMITTEE TO TRY TO IMPLEMENT SOME OF THE RECOMMENDATIONS IN THAT REPORT AND I'M CREATING THIS VEHICLE RIGHT FOR, UH, ENGAGING, UM, DIFFERENT LANGUAGE COMMUNITIES. IT WAS ONE OF THOSE BIG, BIG THINGS IN THE REPORT. SO THE, UH, THE WEEKEND ATX SIDE, THE WAY WE DESIGNED IT KIND OF FULFILLS KIND OF ONE OF THE MAIN THINGS IS TO HAVE A MECHANISM BY WHICH TO KIND OF CONNECT WITH COMMUNITIES, VITAL INFORMATION, RIGHT. AND RESOURCES, UM, AND, AND, UM, IN MANY DIFFERENT LANGUAGES. SO WE DO HOPE EVENTUALLY THAT THE WEBSITE WILL GO UP TO ABOUT 10, 10 LANGUAGES OR MORE. UM, AND FOR THAT REASON AS THE, AND AGAIN, AS A COUNCIL MEMBER WAS ALLUDING TO AS WELL, THEN IT BECOMES DIFFICULT TO MAINTAIN BECAUSE ANYTIME YOU CHANGE THE WEBSITE, THEN YOU HAVE TO CHANGE THE WEBSITE AND ALL OF THE LANGUAGES. SO THERE'S A COST ASPECT TO IT AND ALSO A LOGISTICAL ASPECT TO IT. UM, AND SO THE PROPOSAL THAT WE'VE KIND OF BROUGHT FORWARD IS, AND IS TRYING TO TAKE THE WORK TO THE NEXT LEVEL. RIGHT. YOU KNOW, ONCE KEN HAS SUPPORTED COLLABORATION FOR A NUMBER OF YEARS, YOU KNOW, IT KIND OF HAS KIND OF MATURES AND SORT [00:35:01] OF HAS TO GO OFF IN A PARTICULAR DIRECTION, OR MAYBE WE'VE DONE THE WORK THAT WAS NEEDED OR THAT WE COULD DO. AND WE MOVE ON TO ANOTHER ISSUE. SO LIKE WITH THE RACE EQUITY WORK WE'VE BEEN DOING ALSO FOR ABOUT THREE YEARS, YOU KNOW, THAT LAST MONTH BECAME THE CENTRAL TEXAS, UH, FOR RACIAL EQUITY. SO THAT WAS ONE EXAMPLE. WE KIND OF INCUBATED THIS SORT OF COLLABORATIVE AND THEN IT SORT OF MATURED AND TOOK ON A LIFE OF ITS OWN, UH, WITH LANGUAGE ACCESS, YOU KNOW, WHAT THE DIRECTION WE'RE TRYING TO TAKE IT IS TO CREATE, UM, A COMMUNITY FUND AT THE COMMUNITY FOUNDATION, RIGHT? TO TRY TO IDENTIFY RESOURCES SPECIFICALLY TO IMPROVE LANGUAGE SERVICES OR, UH, EXPAND LANGUAGE ACCESS IN OUR COMMUNITY AND DO SO IN A WAY THAT AGAIN, A LOT OF DIFFERENT ORGANIZATIONS CAN BENEFIT, RIGHT, CREATE RESOURCES AND AVENUES FOR LEVERAGING RESOURCES AND ALIGNING OUR EFFORTS IN HOW WE APPROACH LANGUAGE ACCESS, UM, NOT JUST ACROSS OUR PARTNERS, WHICH IF WE DID A BETTER JOB, JUST OUR PARTNERS, THAT WOULD BE AMAZING, BUT HOPEFULLY WE CAN ALSO HAVE OTHER COMMUNITY STAKEHOLDERS, UM, BENEFIT FROM THE WORK. UM, AND SO, AND WE'VE NEVER DONE REALLY PROGRAM SPECIFIC FUNDRAISING FOR CAN ACTUALLY, WE DON'T DO ANY FUNDRAISING IS THE GENEROSITY FROM OUR PARTNERS, RIGHT? YOUR ANNUAL CONTRIBUTION IS WHAT PAYS FOR, UM, OUR OPERATING ANNUAL OPERATING BUDGET. AND SO WE WANTED TO CREATE A VEHICLE BY WHICH TO SUPPORT, RIGHT. UM, OR POTENTIALLY LET'S SAY SUPPORT A PROGRAM, WHICH IN THIS CASE IS THE LANGUAGE ACCESS WORK THAT WE DO CAUSE WE'VE BEEN DOING IT, YOU KNOW, FOR FOUR YEARS NOW. SO IT'S, YOU KNOW, IT'S ONE OF THOSE THINGS WHERE IT CAN, ISN'T REALLY STRUCTURED SO THAT IT IT'S, IT ONLY WORKS ON ONE ISSUE, RIGHT. WE HAVE TO BE ABLE TO PIVOT RIGHT. BASED ON WHAT THE DATA'S TELLING US THAT THE NEEDS ARE AND, AND, AND, AND WHAT OUR ROLE IS. SO, UM, SO THE PROPOSAL IS TO CREATE A FUND THAT THE COMMUNITY FOUNDATION TO SUPPORT THE LANGUAGE ACCESS WORK, AND IF WE'RE SUCCESSFUL IN SECURING FUNDING FOR THAT WORK, THEN THAT HOPEFULLY HELPS TO FUND THE STAFF SUPPORT THAT'S NEEDED, RIGHT. FOR THAT WORK, FREEING UP OUR STAFF TO FOCUS ON OTHER ISSUES THAT THE BOARD WANTS US TO WORK ON. UM, AND THE REASON WE WANTED TO CREATE A DIFFERENT FUND IS BECAUSE AGAIN, IT'S PROGRAM SPECIFIC, RIGHT. AND THE SUPPORT THAT OUR PARTNERS GIVE US IS GENERAL OPERATING, RIGHT? SO I DIDN'T WANT TO COMMINGLE FUNDS THAT MAYBE OUR PARTNERS WOULD GIVE US FOR GENERAL OPERATING WITH SOMETHING THAT'S PROGRAM SPECIFIC. CAUSE IF WE WOULD WANT THEM TO STOP SUPPORTING THE PROGRAM AND THEN DECIDED, WELL, WE'LL TAKE THE GENERAL OPERATING A LOT, YOU KNOW, AT THE SAME TIME. UM, PLUS AGAIN, IF THIS TAKES OFF THE WAY I THINK IT COULD, IT COULD REALLY HELP, UM, IMPROVE, UH, THE SERVICES RELATED TO LANGUAGE, RIGHT? HOW WE, HOW WE, HOW WE WORK WITH LANGUAGE COMMUNITIES AND HOW WE SERVE THEM. AND ALSO, UM, AGAIN, JUST, JUST, UH, HOPEFULLY IT'S MORE THAN SELF-SUSTAINING, HOPEFULLY THERE'S ENOUGH RESOURCES THERE THAT IT CAN GROW AND DO A BETTER JOB OF ENGAGING OVERALL. AND KEN'S JUST NOT STRUCTURED RIGHT. TO DO IT AS, UH, ONE OF THE VERY REASONS WE, WE STRUCTURED IT THE WAY WE DO WHERE WE HAVE MEMBER CONTRIBUTIONS IS BECAUSE WE DIDN'T WANT TO BE COMPETING WITH NONPROFITS RIGHT. FOR FUNDING. UM, AND SO THIS ONE, UM, IN THIS PARTICULAR CASE, OBVIOUSLY THERE WOULD BE SOME FUNDRAISING GOING ON, BUT, UM, I THINK THE IDEA IS, YOU KNOW, THERE'S SO MANY, UM, IF YOU RECEIVE FEDERAL FUNDING, RIGHT, YOU HAVE A LEGAL RESPONSIBILITY TO PROVIDE LANGUAGE SERVICES. SO WE FIGURED THIS WAS A WAY OF HELPING FOLKS SORT OF DO SOMETHING OR FULFILL A REQUIREMENT THAT THEY ALREADY HAVE MORE EFFICIENTLY, MORE EFFECTIVELY. AND HOPEFULLY IF EVENTUALLY WE GET TO THE POINT WHERE WE PULL OUR RESOURCES, WE COULD HAVE THE MOST DYNAMIC, I THINK, LANGUAGE ACCESS, UM, IN THE COUNTRY, IF WE CAN BUILD THIS OUT SORT OF THE WAY WE'VE BEEN TALKING ABOUT IT AND OUR ACTION TEAMS. SO, SO THAT'S REALLY THE, THE IDEA AND I'LL KIND OF SHARE THE PROPOSAL AND OBVIOUSLY YOU CAN ACCESS THE PROPOSAL. UM, LET'S SEE. SO I'M GOING TO MY PDF AND I NEED TO FIND A LANGUAGE. OKAY. SO REALLY THE PROPOSAL TO THE BOARD RIGHT. IS TO, UM, PROVIDE, UM, IS TO GIVE, IS TO ADOPT A POLICY THAT ALLOWS FOR THE ESTABLISHMENT OF A COMMUNITY FUND. RIGHT. AND I'VE SORT OF EXPLAINED SOME OF WHY WE'RE DOING IT, OR, UM, AND SO IT KIND OF TALKS A LITTLE BIT ABOUT, I MEAN, I TALKED ABOUT OUR OWN FUNDRAISING AND OUR OWN SORT OF THE WAY WE DO OUR WORK. UH, BUT, BUT I KNOW THERE, UM, CHALLENGE WITH FUNDRAISING RIGHT, IS THAT INTEGRAL CARE IS OUR FISCAL SPONSOR AND [00:40:01] THEY HAVE THEIR OWN SORT OF DEVELOPMENT PLANS AND DEVELOPMENT WORK THAT THEY DO. UM, SO THIS WAY, WE'RE NOT CONFUSING FOLKS WHEN WE, IF WE'RE OUT THERE ASKING FOR MONEY AND ASKING FOLKS TO MAKE THE CHECKS OUT TO INTEGRAL CARE, RIGHT. THEN THAT CREATES KIND OF SOME CONFUSION ABOUT, SO IS IT AN INTEGRAL CARE ASK? IS IT, IT CAN'T ASK. SO THIS KIND OF ELIMINATES THAT, UH, THAT CHALLENGE, UM, AND LET'S SEE THE POTENTIAL IMPACT. I KIND OF TALKED ABOUT THAT A LITTLE BIT. UM, BUT AGAIN, I THINK FOR ME, IT'S, IT ALLOWS US, UH, OUR PARTNERS TO LEVERAGE RESOURCES. THAT'S ONE OF THE MAIN REASONS WE COME TOGETHER, UH, LEVERAGE RESOURCES THAT MAY BE CURRENTLY ARE ALREADY, UM, FOCUSED ON LANGUAGE SERVICES, UH, CREATING RESOURCES TO BETTER SERVE THESE COMMUNITIES AND ENGAGING WITH THESE COMMUNITIES KIND OF CREATING THOSE FEEDBACK LOOPS. AND, UM, AND AGAIN, HOPEFULLY, UM, YOU KNOW, THE LEVEL OF FUNDING FOR THAT WORK, UM, ALLOWS FOR THE STAFF SUPPORT, RIGHT, FOR THAT WORK, OR, YOU KNOW, ALLOWS FOR PAYING STAFF SPECIFIC STAFF FOR THAT PROGRAM. SO THAT IN CARLOS ANGELINA, AND I CAN STICK TO, YOU KNOW, THE CORE WORK OF KEN AND THE LANGUAGE ACCESS WORK JUST CONTINUES. UM, SO THAT'S KIND OF THE BACKGROUND BEFORE I, UM, SORT OF GO INTO THE WHAT'S THE ACTUAL PROPOSAL. UH, I'LL GO AHEAD AND JUST OPEN IT UP FOR QUESTIONS BEFORE WE, BEFORE WE ACTUALLY CONSIDER WHAT THE EMOTION MIGHT LOOK LIKE. IT MIGHT BE QUESTIONS FOR STAFF NOT SEEING ANY QUESTIONS. OF COURSE, WE'VE WORKED ON THIS A LOT AS A BOARD, CERTAINLY AS AN EXECUTIVE COMMITTEE FOR AWHILE. AND, UH, I THINK THIS IS, UH, THIS IS, UH, ABOUT AS GOOD OF A PLACE AS WE CAN BE TO GIVE STAFF THE AUTHORITY TO MOVE FORWARD AND START BUILDING THAT STRUCTURE SO THAT WE'RE, YOU'VE GOT THE ABILITY TO DO ALL THE THINGS THAT RULE REBEL LISTED. SO IN YOUR DOCUMENT ROLE, YOU HAVE A MOTION WRITTEN AT THE END AS A PROPOSED ACTION. THIS WOULD ALLOW YOU TO MOVE FORWARD WITH THIS PROCESS, UM, AND IN THE FUTURE, BRING BACK A BUDGET FOR BOARD APPROVAL AND THEN ALLOW THE EXECUTIVE COMMITTEE TO, UH, DEVELOP THE PROCEDURES. SO, YEAH, SO THE MOTION WOULD, UH, WOULD ADOPT A POLICY, RIGHT. UM, WHERE, UM, THE EXECUTIVE DIRECTOR COULD, UM, DEVELOP A FUND AT THE ACF OR ANOTHER ENTITY, RIGHT. THAT SERVES AS A FISCAL SPONSOR. UM, THE CANNED BOARD ADOPTS AN ANNUAL BOOK BUDGET FOR THE, FOR THAT FUND, RIGHT? SO WHENEVER I BRING TO Y'ALL THE CAN BUDGET ON GENERAL OPERATING, WE'LL ALSO BRING A BUDGET FOR THE FUND. AND, UM, AND THE FUND WILL BE OPERATED IN ACCORDANCE WITH THE PROCEDURES FOR DEVELOPING, ADOPTING AN AMENDING OF A COMMUNITY FUND BUDGET APPROVED BY THE EXECUTIVE COMMITTEE. AND AGAIN, THIS IS SOMETHING WHERE, AGAIN, KEN, HASN'T REALLY DONE THIS SORT OF THING WHERE WE HAVE POLICIES AND PROCEDURES. UM, BUT THE POLICY IS ALLOWING FOR THE ESTABLISHMENT OF A COMMUNITY FUND AND THAT INCLUDES DEVELOPING PROCEDURES RIGHT, FOR HOW THAT'S GONNA WORK. AND SO THE EXECUTIVE COMMITTEE AT THE LAST MEETING ALREADY ADOPTED THESE PROCEDURES FOR DEVELOPING, ADOPTING, AND AMENDING A COMMUNITY FUND, AND REALLY JUST OUTLINES HOW THE, UM, HOW THE, UH, THE BUDGET'S GOING TO WORK. SO IT WILL FIRST BE APPROVED BY OUR LANGUAGE ACCESS ACTION TEAM, RIGHT IN SEPTEMBER, ROUGHLY, WHICH AGAIN HAS ALREADY HAPPENED. UH, THE EXECUTIVE COMMITTEE WOULD APPROVE THE BUDGET IN OCTOBER AND NOVEMBER, WHICH I THINK WE APPROVED THE BUDGET AT THE LAST MEETING. UM, AND THEN WE'LL, WHENEVER WE BEING THE MAIN CAN BUDGET FOR A VOTE IN DECEMBER, WE'LL ALSO BRING THE BUDGET FOR, UM, FOR THE FUND AS WELL. AND SO I GET TO PRESENT IT TO EXECUTIVE COMMITTEE AGAIN, BEFORE THAT HAPPENS. AND SO NOW THAT LANGUAGE ACCESS IS GOING IN THIS DIRECTION AND OUR RACE EQUITY COLLECTIVE IS PICKING UP SOME OF THE OTHER WORK KEN WAS DOING THEN, UM, IT KIND OF FREES UP CAPACITY FOR WHAT'S THE NEXT PART OF THE CONVERSATION, RIGHT? WHICH IS, UH, WHAT IS GOING TO FOCUS ON, UM, GOING FORWARD RIGHT FROM NOW AND IN 2021 IN RESPONSE TO THESE, UH, THESE, UH, THE PANDEMIC AND THE CRISES THAT HAVE UNFOLDED. UH, SO REALLY I THINK, UH, THESE TWO DEVELOPMENTS, I REALLY, I THINK IN A FREE UP OUR CAPACITY TO SHIFT GIVEN WHERE WE ARE RIGHT NOW AS A COMMUNITY AND THE FACT THAT I THINK, UM, THERE IS SUCH A GREAT NEED FOR COLLABORATION AROUND, UH, THESE VERY CHALLENGING ISSUES. SO WE CAN HAVE A, AN OPPORTUNITY FOR SMALLER, SMALLER GROUP DISCUSSION, BUT I WANT TO JUST REMIND US SORT OF WHAT OUR STRATEGIC PLAN LOOKS LIKE AND SORT OF WHAT SOME OF OUR CONVERSATIONS HAVE BEEN THIS YEAR, RIGHT? UM, BUT GO ONE IS TO ENHANCE AWARENESS AND COMMUNITY NEEDS AND CHALLENGES REQUIRING COLLABORATIVE ACTION AND OPPORTUNITIES TO GAIT ENGAGE ON THOSE ISSUES. UM, AND SO I THINK THAT'S, AGAIN, THE INFORMING PART AND ALSO BEGINNING THE, YOU KNOW, IDENTIFICATION OF HOW WE CAN ENGAGE AND THEN GO TO, IS, IS THE ENGAGEMENT PART IS LEAD SUPPORT, FACILITATE COMMUNITY AND PARTNER COLLABORATIONS AIMED AT ADDRESSING IDENTIFIED COMMUNITY NEEDS AND CHALLENGES. THAT'S REALLY, AGAIN, JUST TWO WAYS OF THINKING OF THE ROLE CAN PLAY IS RIGHT. ONE IS RAISING AWARENESS ABOUT NEEDS AND ISSUES AND GO TO IS, YOU KNOW, UH, LEADING OR SUPPORTING EFFORTS, RIGHT. TO ADDRESS THOSE IDENTIFIED ISSUES. AND, UM, GOAL THREE IS MORE THE ORGANIZATIONAL PIECE, RIGHT? SO HOW DO WE STRENGTHEN THE ORGANIZATION? YOU KNOW, THERE WAS AN ORIENTATION PROGRAM I'VE BEEN HAVING SMALL GROUP MEETINGS WITH NEW MEMBERS TO KIND OF GET THEM ORIENTED TOWARDS KEN. AND THAT'S BEEN VERY, VERY GOOD, UH, UM, THE PROCESS FOR US TO, TO HAVE THAT IN PLACE. RIGHT. UM, AS WE HAVE NEW MEMBERS AND, UH, WE'RE WORKING ON DEVELOPING, UM, AS OURSELVES AS AN NONPROFIT ASSOCIATION AND WE'RE, UM, AGAIN, THERE'S THE ORGANIZATIONAL PIECE, RIGHT? HOW DO WE MAKE SURE THAT THE ORGANIZATION IS STRONG AND HEALTHY? UM, SO REALLY GOING INTO ARE SORT OF THE THINGS TO THINK ABOUT AS WE, AS WE CONSIDER KIND OF THE ROLES ARE, CAN AS THE ENHANCING AWARENESS AROUND THE CHALLENGES AND THE NEEDS AND, UM, AND, AND IDENTIFYING OPPORTUNITIES TO ENGAGE AROUND THEM AND THEN GO TO IS THE ENGAGEMENT AROUND THOSE ISSUES. SO I WANT TO KIND OF HIGHLIGHT THAT I'M SORT OF UNDER SORT OF MENTAL HEALTH, UM, OR INCREASING AWARENESS AND ACCESS AROUND MENTAL HEALTH AND BEHAVIORAL HEALTH, UM, IS, UM, WE ACTUALLY JUST HAD A MEETING YESTERDAY WITH MISSION CAPITAL AND INTEGRAL CARE AND, UM, ABOUT EIGHT OTHER GROUPS AROUND, UM, HOW, AND WHEN VOICE WAS OBVIOUSLY A PART OF THAT, UM, CAUSE HOW DO WE SUPPORT NONPROFITS IN SUPPORTING THE MENTAL HEALTH OF THEIR STAFF AND THEIR CLIENTS, JUST BECAUSE, UM, ALL OF THESE CRISES, YOU KNOW, JUST CREATE, UM, A MENTAL HEALTH CHALLENGE EACH AND EVERY ONE OF THEM DOES. AND, UM, AND SO I KNOW THAT, UM, UH, ONE OF THE POST-SURVEY COMMENTS FROM MISSION CAPITAL WAS, YOU KNOW, UM, THE NONPROFITS ASKING FOR HELP, RIGHT IN ADDRESSING THOSE MENTAL HEALTH NEEDS OF STAFF AND THEIR CLIENTS. SO, SO WE JUST BEGAN TO CONVERSATION AROUND, UH, WHAT WE MIGHT DO KIND OF TO SUPPORT NONPROFITS. YOU KNOW, THERE'S A LOT OF BROADER ISSUES RELATED TO MENTAL HEALTH, RIGHT. AND THIS PANDEMIC, BUT THAT'S WHEN, UM, UH, WHERE, UM, I WANTED TO HIGHLIGHT, UH, OF COURSE YOU GOT THE MITIGATING, THE ECONOMIC IMPACTS KIND OF REBOOTING THE ECONOMY. SO HERE WE HAVE ISSUES ABOUT INDIVIDUALS LOOKING FOR WORK THERE'S SPECIFIC ECONOMIC SECTORS THAT HAVE BEEN HARDEST. WHAT DOES THAT MEAN FOR WORKERS AND BUSINESSES, UH, CHILDCARE, RIGHT. THEY IMPACTED PALEY'S RIGHT. IN BEING ABLE TO REOPEN, UM, THE CHAMBER, YOU KNOW, ADOPTED ITS OPENING CENTRAL TEXAS FOR BUSINESS REPORT. UM, AND HERE I HIGHLIGHT THE COMMUNITY COUNCIL, RIGHT. AND, AND I HIGHLIGHTED BECAUSE IT'S WITH MENTAL HEALTH AND THIS ONE, IT'S THE ISSUES THAT COME UP IN A LOT OF THE CONVERSATIONS, BUT HARDLY EVER GET ADDRESSED BECAUSE USUALLY IT COMES UP WHEN YOU'RE TALKING ABOUT FOOD ACCESS OR EDUCATION ACCESS, OR, UH, HEALTH ACCESS, UM, LIKE TESTING, RIGHT. AND, AND, AND, UH, PREVENTION AND, AND, UH, HEALTH SERVICES. AND WE DON'T ALWAYS GET TO TALK ABOUT THESE ISSUES, BUT THEY COME UP A LOT. TO DO A BETTER JOB OF ADDRESSING THOSE NEEDS, UH, THEIR BASIC NEEDS, YOU KNOW, I JUST KIND OF MAPPED OUT A COUPLE OF THINGS WE'VE TALKED ABOUT IN TERMS OF FOOD ACCESS AND THE EVICTIONS PIECE, RIGHT. THAT IT'S PART OF A LOT, BUT ISN'T NECESSARILY SOMETHING WE HAVE AN ANSWER FOR. UM, AND SO UNTIL WE ALL DO THE SAME THING AND PUT ON OUR MASS DISTANCE, ALL THIS STUFF WE CAN DO TO PROTECT OURSELVES, WE COULD REALLY OPEN UP, UH, AND AT THE LOCAL LEVEL, WE HAVE TO FIND SOME WAY TO SORT THROUGH ALL THE CONFUSION AND CONVINCE HER CITIZEN THAT THERE IS A THING WE'D OPEN UP, UH, BECAUSE [01:05:01] WITHOUT OPENING UP THE ECONOMY, PEOPLE WILL CONTINUE TO SUFFER. THEY NEED TO GET ACCESS TO WORKFORCE SERVICES. I THINK AS A COMMUNITY COUNCIL, WE, WE REALLY NEED TO ADDRESS ACCESS, UM, AND PROTECTING OUR, OUR WORKERS WHO ARE VULNERABLE RIGHT NOW AND MOVING FORWARD AND WILL CONTINUE TO SIT IN THE MOST VULNERABLE STATE AS WE CONTINUE TO OPEN UP. SO THE GOOD NEWS IS THAT THE NUMBER OF PEOPLE WHO NEED THE HELP IS SMALLER, BUT WILL WE FORGET THAT, THAT THAT'S THAT'S THERE WHEN 94% OF THE COMMUNITY IS FINE? YOU KNOW, THAT WAS A LOT OF PROBLEMS WITH THE UNEMPLOYMENT NUMBERS, AS WE KNOW ABOUT WHO'S STILL SEEKING WORK AND WHAT THE BIGGER IMPACTS ARE AND ALL THAT. BUT I WORRY ABOUT THAT TOO. THE TWO, TWO OF THE THREE QUESTIONS THAT WE'VE GOT ISSUES PRESSING AT THE MOMENT, CHALLENGES UNFOLDING IN THE NEAR FUTURE. I THINK WE'VE COVERED THOSE IN KATRINA YET, IF YOU WANT TO WEIGH IN OR DAVID, UM, YOU KNOW, PLEASE JUMP IN, UH, THE THIRD QUESTION, DO YOU SEE ALIGNMENT IN THE COMMUNITY NEEDS AND RELIEF EFFORTS THAT CAN, COULD RUN WITH, IS THERE RESEARCH, WE NEED TO BETTER UNDERSTAND WHAT NEEDS TO BE DONE TO ADDRESS THE IDENTIFIED NEEDS. SO BOTH, WHAT ARE YOUR THOUGHTS ON HOW WE CAN ALIGN OUR RELIEF EFFORTS? AND IS THERE RESEARCH, WHICH IS PART OF, I THINK CANNES WHEELHOUSE IS DOING RESEARCH. WHAT ARE THE RESEARCH NEEDS THAT WE MIGHT BE ABLE TO IDENTIFY THAT WE CAN START TO WORK ON? HEY, JIMMY, CAN I BUILD ON WHAT YOU PREVIOUSLY SAID AND TIED TO RESEARCH? YEAH. UM, BECAUSE AS YOU WERE SAYING ABOUT THE UNEMPLOYMENT RATE, AND IT'S ALWAYS IMPORTANT TO KNOW WHAT THE TOP LINE IS, BUT ALSO THAT SECOND AND THIRD ORDER OF DETAIL BEHIND IT, LIKE [01:10:01] THE UNEMPLOYMENT RATE FOR THOSE AND LEISURE AND HOSPITALITY IS STILL HIGHER BECAUSE WE KNOW THOSE ARE THE INDUSTRIES THAT ARE STRUGGLING ALONG WITH, UM, EDUCATION AND GOVERNMENT IS, UM, FEELING THE BRUNT OF IT NOW MORE SO THAN OTHER SECTORS. THE ONE DATA POINT THAT I WANTED TO LOOK UP WAS A NATIONWIDE. I DON'T KNOW WHAT IT'S LIKE IN AUSTIN, BUT WHEN IT COMES TO LABOR FORCE PARTICIPATION, ONE OF THE REASONS WHY THE UNEMPLOYMENT RATE IS GETTING BETTER IS THAT PEOPLE ARE DROPPING OUT OF THE WORKFORCE, INCLUDING, OR ESPECIALLY WOMEN. AND THE DATA POINT THAT I FOUND IS THAT WOMEN'S LABOR FORCE PARTICIPATION RATE DROPPED TO 55.6%. THE LOWEST IT HAS BEEN SINCE FEBRUARY, 1987. SO, UH, 33 YEARS. UM, AND WHAT ARE THE CONSEQUENCES THAT THIS IS HAVING ON FAMILIES, ON INDIVIDUALS, ON HOUSEHOLDS HEADED BY A SINGLE WOMEN WITH CHILDREN. AND, UH, THE LAST RECESSION, THERE WAS A LOT OF CONCERN ABOUT HOW IT IMPACTED MEN BECAUSE IT WAS AFFECTING CONSTRUCTION OR MANUFACTURING INDUSTRIES. WELL, THIS ONE IS NOW AFFECTING THE WOMEN IN THE LABOR FORCE. SO THESE ARE THINGS TO HELP INFORM SOME OF THAT RESEARCH, UNDERSTANDING WHAT THE TOP LINE MEANS, AND THEN BREAKING IT DOWN, WHERE ARE THINGS LOOKING GOOD, WHERE THERE'S STILL CONCERNS? AND THAT IS ONE BIG CONCERN THAT JUST CAME OUT THIS WEEK. THAT'S A GOOD POINT, JIMMY, UH, JUST, JUST BUILDING ON THAT AND SOMETHING THAT RACHEL SAID EARLIER TO A, THIS, THIS SPILLS OVER A LITTLE BIT INTO THE NEAR FUTURE CHALLENGES, BUT I'LL TRY TO MAKE IT A CANDIDATE ALIGNMENT ISSUE TO ME, UH, YOU KNOW, WHAT, WHAT DON'T WE KNOW THAT COULD, THAT COULD REALLY BITE US. UM, AND SO TO ME CAN, COULD BE THINKING ABOUT AND RESEARCHING SOME KEY THINGS, UH, LIKE WHAT ARE THE LONGTERM HEALTH EFFECTS? UH, THE SO-CALLED LONG HAULERS, THOSE THAT HAVE CONTRACTED THE VIRUS WOULD HAVE CHRONIC CONDITIONS. I'M REALLY WORRIED THAT THIS ACTUALLY COULD COST US MORE IN THE LONG RUN THAN THE SHORT TERM CRISIS. SO GETTING A HANDLE ON HOW PEOPLE'S HEALTH IS AFFECTED, EVEN IF AFTER THEY RECOVERED, I THINK IS CRITICAL AND DON'T, DON'T THROW ANYTHING AT ME, BUT WE HAD A MILD FLU SEASON LAST YEAR. WHAT IF WE HAVE A SEVERE FLU SEASON NOW? AND WHAT IF ANOTHER VIRUS EMERGENCE, YOU KNOW, WHAT, WHAT ARE OUR SURVEILLANCE AND RESPONSE SYSTEMS? TWO THINGS THAT WE ALREADY KNOW COULD HIT US LIKE THE FLU OR ANOTHER VIRUS ARE WE PREPARED? WHAT IF WE ARE DOUBLING AND TRIPLING UP ON PATHOGENS, HOW DO WE DEAL WITH THAT? I THINK IS A BIG ISSUE THEN FINALLY, UM, DAVID, I'D LOVE TO HEAR YOUR THOUGHTS ABOUT THIS TOO. TO ME, THE BIGGEST PROBLEM IN AMERICA NOW IS ALIENATION ISOLATION, LONELINESS, AND CIVIC DISENGAGEMENT. SO FOR THE LONGTERM, I THINK CAN, CAN PLAY A ROLE IN BRINGING US TOGETHER AND FIGURING OUT UNDER THIS NEW ENVIRONMENT, HOW DO WE SOLVE THIS PROBLEM? THAT WAS A BIG PROBLEM BEFORE THE, BEFORE THE VIRUS, HOW DO WE COME TOGETHER? AS A PEOPLE COMMUNICATE, WORK TOGETHER AS A COMMUNITY, UM, FOR OUR, FOR OUR MENTAL HEALTH, THIS MAY BE THE SINGLE MOST PHYSICAL HEALTH ISSUE IS ISOLATION AND LONELINESS. I KNOW HARVARD MEDICAL SCHOOL SAYS LONELINESS IS THE BIGGEST HEALTH DETERMINANT. SO THOSE, THOSE ARE THE THINGS THAT WORRY ME AND I THINK CAN, CAN PLAY A ROLE IN RESEARCHING AND ADDRESSING KATRINA. DID YOU, WERE YOU ABOUT TO SAY SOMETHING I WANTED TO ASK JEREMY THAT IT STUDIES SAY WHY WOMEN WERE DROPPING OUT OF THE WORKFORCE? I CAN SAY WHAT I THINK OR WHAT I CAN IMAGINE. WHY, BECAUSE THEY'RE, IF THEY'RE THE SINGLE BREADWINNER OF THE HOME, BUT DID IT SAY WHY JEREMY, WHY SO MANY WOMEN WERE DROPPING OUT INTO THE WORKFORCE? UH, NO. SO THIS ONLY REPORTED ON THE SURVEY DATA AND IT WAS JUST THE NUMBERS. SO YOUR SPECULATION AND MINE ARE THE SAME, BUT, UH, IT, WE CAN ONLY GUESS THAT FROM THE DATA, IT WASN'T EXPLICITLY STATED IN THIS REPORT. IT SEEMED, IT SEEMED LIKE THE INDUSTRY'S MOST DRAMATICALLY AFFECTED HAD A HIGHER PERCENTAGE OF WOMEN IN THOSE PROFESSIONS. AND THAT MAY BE A CONTRIBUTING FACTOR TO THAT DISPROPORTIONALITY. OKAY. DOES THAT MEAN THEY GOT THAT, THAT THEY'RE THEY HAVE A PARTNER HELPING PAY THE BILLS? DOES IT MEAN THEY'VE CHANGED? THEIR LIFESTYLE IS, YOU KNOW, HOW MUCH OF THAT IS OPTIONAL? HOW MUCH OF THAT IS THE TWO CRISES AWAY FROM HOMELESSNESS, RIGHT. AND NOT, YOU KNOW, WHAT DOES IT MEAN TO NO LONGER BE IN THE WORKFORCE? IT'S NO LONGER SEEK WORK. YEAH. AND THAT'S A GOOD POINT BECAUSE, UH, FOR FAMILIES THAT HAVE TWO WAGE EARNERS AND ONE MAY CHOOSE TO STAY AT HOME BECAUSE OF FAMILY OBLIGATIONS WITH, UH, STUDENTS LEARNING FROM HOME INSTEAD OF, UH, IN THE CLASSROOM OR, UM, PEOPLE NEARING RETIREMENT SAYING, OKAY, I'M DONE. AND NOW WITH THE PANDEMIC, UM, WHETHER YOU LOOK AT THE KAISER FAMILY FOUNDATION, MENTAL HEALTH POLICY INSTITUTE, UH, THE DATA'S COMING OUT THAT, UM, THE, THIS RELATES TO OUR DASHBOARD, THIS IDEA OF POOR MENTAL HEALTH IS DOUBLING. UM, YOU'RE ACTUALLY MORE AT, OF POOR MENTAL HEALTH DAYS WITH LOSS OF SLEEP, UH, ANXIETY, STRESS, UM, BEING ISOLATED AND WORKING FROM HOME THAN BEING OUT IN THE IMMEDIACY OF ESSENTIAL WORKERS AND THE FLIP SIDE AND THIS CROSS CUTTING ISSUE, UM, TRAUMA THAT FOLKS ARE EXPERIENCING AND, UH, HEALTHCARE ESSENTIAL WORKERS ON THAT OFTEN SHOWS UP LATER IN ITS IMPACT, UH, IN, IN MENTAL HEALTH MANIFESTS ITSELF IN SOME, A MIND BODY CONNECTION. PART OF WHAT I'M I'M THINKING IS, UH, WITHIN THIS, SOME OF THE WORK OF CAN IS TO EMBED AS MUCH RESOURCE AND TOOLKIT BECAUSE WE'RE ALL EMPLOYERS AND JEREMY KNOWS IN THIS RETURN TO WORK THAT A LOT OF FOLKS THAT HAVE BEEN WORKING FROM HOME ISOLATED THAT HAVE LOST SLEEP, UH, HAVE HAD STRESS IT'LL SHOW UP IN DEPRESSION AND OTHER LOSS, UH, WORKDAYS. THE OTHER PART IS, IS THAT ALL OF US, MANY OF US ARE EMPLOYERS AND WE HAVE OUR OWN WORKFORCE. AND THEN ALSO TAKING CARE OF OUR OWN MENTAL HEALTH. THE OTHER PART OF THIS IS THAT THERE'S AN IDEA THAT THE DELL MEDICAL SCHOOL IN THE CLEVELAND CLINIC HAS BEEN TALKING ABOUT BRAIN HEALTH. SO TALKING ABOUT THE BRAIN IS HELPFUL BECAUSE IT HELPS TO DEAL WITH STIGMA RATHER THAN BEING EMBARRASSED THAT WE MIGHT BE TAGGED WITH BEING, UM, HAVING A MENTAL HEALTH PROBLEM. BUT IT ALSO REALLY LINKS PRETTY CAREFULLY THINGS LIKE SLEEP NUTRITION, EXERCISE, EXERCISE MAY HAVE AS MUCH IMPACT ON DEPRESSION, LOW CLINICAL DEPRESSION AS MEDICATIONS. AND SO PAYING ATTENTION TO BRAIN HEALTH IS ALSO A CROSS CUTTING ISSUE WITH THE NUMBER OF, OR CAN ISSUE AREAS. SO I DON'T HAVE THE ANSWER ON THIS, BUT, YOU KNOW, EVERY DAY I WORK IN A WORLD OF INSURANCE COMPANIES, ELECTRONIC HEALTH RECORDS, HOSPITALS OF FORMAL HEALTHCARE ORGANIZATIONS UNDER, I WOULDN'T SAY UNDERNEATH IT, BUT ALONGSIDE OF IT, UM, ARE THE FOLKS THAT ARE DOING, UH, HOPEFULLY BEST PRACTICE COUNSELING, ENCOURAGEMENT. ALSO THE LAST THING I'LL SAY, AND NOT DOMINATE THIS CONVERSATION, BUT A BLAME ARE UP IF I'M TALKING TOO MUCH. UM, THE OTHER THING IS, IS IT FOR ONE MONTH, ONE OF THE NUMBER ONE, THIS IS CROSSCUTTING AGAIN, IT'S KIND OF A HORIZONTAL RELATIONSHIP IN OUR COMMUNITY. THE NUMBER ONE, I'M SORRY. THE NUMBER TWO REASON THAT PEOPLE WERE CALLING MENTAL HEALTH CALL CENTERS IS THEY WERE AFRAID OF ANOTHER PERSON IN THEIR HOUSE, THE BEHAVIOR. SO AT WHAT POINT DOES THIS BECOME DOMESTIC ABUSE ASSAULT? AND SO I'VE BEEN THINKING ABOUT AT SOME POINT COLLECTIVELY POOLING THE NINE ONE ONE CALLS, AND WE ARE MAKING SOME IMPROVEMENT WITH MENTAL HEALTH, BUT THERE'S OTHER HUMAN HEALTH, OTHER HUMAN SERVICE AREAS. THE TWO, ONE, ONE CALL CENTER, THE SAFE ALLIANCE, HER SELVES, AND SOME OTHERS. AND WHAT CAN WE LEARN FROM WHERE ARE CALLS COMING IN FROM, HOW ARE WE DISSEMINATING THE INFORMATION ON WHERE TO CALL, UH, WHAT TYPE OF REQUESTS ARE BEING ASKED FOR IN, ARE WE SEEING ANY UPWARD SPIKES THAT HELP US IN SOMEWHAT OF AN EARLY WARNING ON SOME OF THE KINDS OF AREAS THAT ARE BROUGHT UP? SO DO WE HAVE BUSINESS INTELLIGENCE IN OUR COLLECTIVE CALL CENTERS THAT WE REALLY HAVEN'T TAPPED YET? AND, UH, USING THAT AS AN EXAMPLE, JUST TO SAY SOMETIMES WHEN WE HAVE THE DATA, DO WE HAVE THE KNOWLEDGE THAT WE NEED FROM THE DATA? UM, AND SO AS TAN CONTINUES TO LOOK AT RESEARCH, MAKING SURE THAT WE UNDERSTAND WHAT IT'S SAYING, BUT ALSO WHAT IT'S NOT SAYING. AND HOW DO WE HAVE A FULLER UNDERSTANDING OF SOME OF THE ISSUES THAT WE'RE STRUGGLING WITH. I AM PARTICULARLY INTERESTED IN, IN THINKING ABOUT WHO [01:25:01] OUR PARTNERS ARE IN OTHER REGIONS THAT ARE ALSO DOING THIS WORK SO THAT WE CAN ALSO GET A SENSE OF WHAT THINGS ARE ESSENTIALLY NATIONAL TRENDS AND WHAT THINGS MIGHT BE MORE TARGETED TO CONDITIONS IN OUR REGION UNIQUELY. AND, YOU KNOW, OBVIOUSLY WE'RE MAKING A LOT OF CHANGES IN THE CITY AND THAT'S NOT NECESSARILY HAPPENING IN OTHER COMMUNITIES. AND THEN OTHERWISE YOU HAVE CRIME RATES GOING UP ACROSS THE WHOLE COUNTRY AND DEMOCRAT OR OTHERWISE THAT'S A GOOD, BUT THEN DEVIL'S ALWAYS IN THE DETAILS, ESPECIALLY ON CRIME, CRIME STATS AND CRIME REPORTS, AND THEN MAKING SURE THAT WE'RE CROSS CUTTING THAT DEMOGRAPHICALLY TO UNDERSTAND WHERE THINGS MIGHT BE UNDER REPORTED. I MEAN, THERE'S POLICING AT SOME COMMUNITIES UNDER POLICING IN OTHER COMMUNITIES. AND THEN WHAT DOES THAT SAY TO THE CRIME STATS? THINGS THAT ARE, THAT ARE AGGREGATED, YOU KNOW, IT'S JUST SO HARD AND WE'VE DONE A LOT OF WORK AT THE CITY TRYING TO FIGURE THAT OUT, TRYING TO GET INTO THE DETAIL. AND IT, OUR INNOVATION OFFICE HAS DONE A LOT. THEY'RE STARTING TO EVEN LIKE KEYWORD SEARCH INSIDE A POLICE REPORTS TO UNDERSTAND WHAT THINGS WERE KIND OF ALSO OFFICER INITIATED, WHICH THINGS WE'RE NOT GETTING INTO THAT LEVEL OF DETAIL. AND WE THINK THAT BOTH OF THOSE THINGS ARE CRITICAL TO SUSTAINABILITY. SO HOW DO WE LOOK AT THAT ENTIRE CONTINUUM? AND IF WE ARE, IF, IF DIVERSION IS GOING TO BE A STRATEGY THAT WE USE AS A COMMUNITY, I DON'T THINK THAT WE CAN ULTIMATELY BE EFFECTIVE THERE UNLESS WE ADDRESS HOUSING NEEDS AND PREPARATION FOR JOBS, BECAUSE THAT WILL PROVIDE THE STABILITY THAT KEEPS YOU FROM RECIDIVATING. SO WE WERE JUST TALKING ABOUT WHAT THAT ENTIRE CONTINUUM LOOKS LIKE AND HOW WE COULD WORK TOGETHER, UH, TO MAKE SURE THAT IT'S FULLY UNDERSTOOD AND FULLY FUNDED. THEY'RE NOT ALSO NOT HAPPENING TO THE SAME INDUSTRIES IN THE SAME WAY. AND THE CITY IS NOW SHIFTING ITS STRATEGY TO FOCUS ON THE INDUSTRIES MORE DIRECTLY IMPACTED BY THE SHUTDOWNS AND THE, YOU KNOW, BARS AND RESTAURANTS. AND HE'S BEEN USED CHILDCARE OF BEING A BIG PART OF THAT. AND HOW MIGHT WE BE SHIFTING OUR ECONOMIC RECOVERY EFFORTS TO TARGET THE INDUSTRY'S MOST DRAMATICALLY AFFECTED, UH, IN AUSTIN, AS YOU ALL KNOW, TOURISM IS THE THIRD LARGEST EMPLOYER AS AN INDUSTRY IN OUR COMMUNITY. OBVIOUSLY THAT'S ONE, THAT'S BEEN PRETTY DRAMATICALLY IMPACTED GETTING INTO THE DETAILS ON UNEMPLOYMENT AS A, AS A TOP LEVEL METRIC. THE UNEMPLOYMENT RATE IS DROPPING UNDER 6%, BUT WHEN YOU START DIGGING INTO THE DETAILS BY INDUSTRY, YOU START TO SEE DISPARITIES WHEN YOU GET DIG INTO IT BY GENDER. UH, THERE'S A BIG DISPARITY IN TERMS OF, UH, WOMEN ARE NOT REENTERING THE WORKFORCE. JEREMY TALKED ABOUT A STUDY, HE SAW, UH, WHERE IT WAS. UM, IT, IT, THE, THE LABOR MARKET PARTICIPATION RATE FOR WOMEN WAS, UH, HASN'T BEEN LOWER SINCE THE EIGHTIES, LIKE 30 YEARS. UM, AND THAT'S AN INTERESTING, THAT'S AN IMPORTANT WAY TO BREAK INTO THE, INTO THE NUMBERS. UM, [01:45:02] AND THEN I IT'S BEEN SAID, BUT I THINK IMPORTANT. AND SO THERE'S TRAUMA OCCURRING NOW, BUT WE MAY NOT SEE THOSE IMPACTS IN TERMS OF BEHAVIORS UNTIL LATER. AND, UM, WE, AND THEN WE TALKED ABOUT A LOT OF STUFF THAT, YOU KNOW, THE IMPACT OF ISOLATION, CIVIC, DISENGAGEMENT, CHALLENGES OF ACCESSING TECHNOLOGY, THE DISPROPORTIONATE IMPACT ON ESSENTIAL WORKERS AND COMMUNITIES OF COLOR. UH, AND THEN THE LAST PIECE ON ECONOMICS WAS, UM, HOW, HOW DO WE REOPEN BUSINESS TO SAFELY? AND HOW DO WE DO IT IN A WAY THAT THE COMMUNITY WILL REGAIN THEIR TRUST IN DOING SO, UH, BECAUSE IT'S NOT GONNA BE AS SIMPLE IN OTHER COMMUNITIES, THEY'RE SEEING VIRUS SPIKE, BUT IN OUR COMMUNITY, WE'RE NOT AS MUCH CAUSE PEOPLE ARE TAKING IT SERIOUSLY. WELL, WHAT HAPPENS WHEN WE DON'T HAVE TO TAKE IT SERIOUSLY ANYMORE? WILL PEOPLE START GOING BACK TO RESTAURANTS? WHAT WILL THAT MEAN FOR THAT INDUSTRY? SO THOSE ARE, I THINK THE, THE, THE, THE LAST FEW THINGS THAT WE ADDED, ANYONE FROM MY GROUP WENT AWAY AND SOMETHING I FORGOT TO WRITE DOWN OR AN ANGLE ON IT THAT YOU WANT TO BRING UP. THE ONLY THING THAT I REMEMBER OTHER THAN THAT, EVERYTHING YOU MENTIONED WAS THAT WE HAD A LIGHT FLU SEASON LAST YEAR. WHAT HAPPENS IF WE HAVE A HEAVY FLU SEASON THIS YEAR, OR IF ANOTHER VIRUS EMERGENCE, RIGHT. SO JUST A COUPLE OF THINGS TO WORRY ABOUT, BUT, YOU KNOW, I JUST, THAT'S SO IMPORTANT BECAUSE, YOU KNOW, UH, I MEAN, THE WAY, THE INITIAL WAY THAT WE GOT TO 50, 50% ISOLATION WAS CLOSING SCHOOLS. AND NOW AS SCHOOLS OPEN UP, ESPECIALLY SINCE YOU'VE GOT CONTACT SPORTS HAPPENING, I THINK THAT IT IS GOING TO CREATE A SIGNIFICANT SPIKE, UH, PROBABLY, AND PROBABLY WITHIN THE NEXT 30 DAYS. AND THE QUESTION BECOMES, UH, YOU KNOW, HOW CAN WE MAKE SCHOOLS SAFE AND SUSTAINABLE? AND IF WE CAN'T MAKE IT SAFE AND SUSTAINABLE, HOW CAN, HOW QUICKLY CAN WE BUILD THE RATIONAL ALTERNATIVE TO IT? I THINK THAT'S GOING TO BE SIGNIFICANT AND THAT'S GOING TO BE WITH US WITHIN THE NEXT MONTH OR TWO. THANK YOU, COMMISSIONER WELL SAID THE INTERPLAY BETWEEN SCHOOL OPENINGS AND CLOSURES AND THE ABILITY FOR PEOPLE TO GO BACK INTO THE WORKFORCE. SOMETHING THAT IS, IS NOT TALKED ABOUT ENOUGH, BECAUSE IF YOU CLOSE THE SCHOOLS, YOU GOT TO OPEN UP ALL THE CHILDCARE, BUT THEY'RE HAVING THE SAME PROBLEM AS, AS THE SCHOOLS ARE HAVING YEAH. COUNCIL MEMBER. CAN I ADD JUST ONE THING THAT I NEGLECTED TO BRING FROM OUR GROUP? AND IT WAS OUR GREAT, OUR GREAT IDEA. AND THANKS NORA AND MARIANNE, UM, FOR THIS IDEA OF FOLKS WHO ARE, UM, TEACHERS, ESPECIALLY WHO HAVE BEEN, WHO HAVE LEFT THEIR JOBS, OR HAVE BEEN DISPLACED, YOU KNOW, SOMEHOW ARE NOT WORKING IN THE SCHOOLS RIGHT NOW. UM, SORT OF FILLING THE NEED OF, OF, UH, AN ALTERNATIVE SORT OF, UH, SYSTEM WHERE, WHERE, WHERE WE RETHINK EDUCATION, RIGHT. WE RETHINK PODS AND WE RETHINK, UM, HOW STUDENTS CAN BE EDUCATED OUTSIDE OF THE TRADITIONAL SCHOOL STRUCTURE. SO WE, WE CREATED SORT OF A NEW ECONOMY ACTUALLY IN OUR, IN OUR GROUP. SO IT WAS REALLY FOR A NEW SORT OF JOB, UH, A NEW JOB IN OUR, IN OUR GROUP. SO, UM, THAT'S, YOU KNOW, SOMETHING THAT WE'RE THINKING ABOUT IS HOW DO WE EMERGE FROM THIS REALLY THINKING OUT OF THE BOX ABOUT WHAT'S POSSIBLE, UM, IN SORT OF A NEW CONTEXT? UM, YEAH, I JUST WANTED TO CLARIFY ON THAT. I WAS THINKING IT W WITH THIS SECOND WAVE THAT COULD POTENTIALLY BE HAPPENING IN A LOT OF OUR TEACHING STAFF, MAYBE WIPING OUT OR LEAVING, YOU KNOW, WE HAVE THOUSANDS AND THOUSANDS AND WHO CAN CENTRAL TECH IS OF PEOPLE, VERY SKILLED OUT OF WORK. UM, IS THERE A CREATIVE WAY WHERE WE COULD BE LOOKING AT, IN FILLING IN AND SUPPORTING WITHIN SMALLER UNIT GRANTS, WHETHER THEY'RE IN THE SCHOOLS, WHETHER THEY'RE OUTSIDE OF THE SCHOOLS, WHETHER THEY'RE IN THE FOOTBALL DEPARTMENT OR IN PEOPLE'S HOUSES, LIKE, IS THERE A GROUP THAT WE CAN, AND IT'S ALSO A POSSIBLE INCOME SOURCE. SO, YOU KNOW, THERE'S, HOW DO WE PLAY ALL OF THAT? AND, AND, AND, AND POSSIBLY HELP PEOPLE HAVE SOME INCOME BECAUSE WE HAVE TEACHERS, UM, THAT MIGHT BE WILLING TO BE EDUCATORS IN THOSE SMALLER GROUPS IN NEIGHBORHOODS [01:50:01] AND JIMMY, IF I COULD, YOU KNOW, AS, AS WE TALK ABOUT THE IDEA OF BETTER LEARNING ACCESS AND OPPORTUNITIES AT HOME, UM, I'VE GOT A TEAM LOOKING AT, AND I'D LOVE TO WORK WITH YOU ON THIS, UH, LOOKING AT THE, UH, AT THE CABLE FRANCHISES AND THE BROAD BAND FRANCHISES THAT WE APPROVED, THAT WE GIVE ACCESS TO AND ASK THEM TO WORK WITH US AND HELP US CREATE A SOLUTION, UH, FOR OUR KIDS ALL AROUND TOWN, BECAUSE IT'S THE PLACES WHERE WE HAVE THE MOST DIFFICULTY, UH, THEY HAPPEN TO BE IN THE LOWER INCOME PARTS OF TOWN. SO IF WE, IF WE ALL AS PUBLIC ENTITIES WORK TOGETHER AND CHALLENGE, UH, THE FOLKS THAT WE GIVE ACCESS TO A PRETTY STOUT MARKET, UM, MAYBE WE CAN GET THEM TO MAKE AN INVESTMENT IN THE COMMUNITY THAT WILL BE MEANINGFUL. THEY TEND TO DO IT AT THE RURAL LEVEL, BUT WE HAVE OUR GAPS RIGHT HERE IN THE URBAN AND SUBURBAN AREAS TOO. SO DEFINITELY IMPORTANT WORK. AND, UM, EVERYONE WANTED SOMEONE TO TAKE THE LEAD, BUT IF YOU TAKE THE LEAD ON CONNECTING PEOPLE INTO THESE PODS, YOU ALSO ASSUME THE LIABILITY OF HAVING MADE THE REFERRAL. AND, UM, BUT I DO THINK THAT THERE'S A, THERE'S A WAY OF, UH, OF, OF COMING TOGETHER AND WEIGHING, HAVING LIKE A COLLABORATIVE SOLUTION THERE, BUT IT'S, UM, IT'S A VERY DIFFICULT ONE AND I'VE BEEN INVOLVED IN THE MIDDLE OF HAPPY TO TALK TO ANYBODY ABOUT SORT OF WHAT, WHAT I'VE BEEN HEARING AND SEEING. UM, AND, AND THE OTHER ONE IS JUST KIND OF THE FAITH PIECE. AND I KNOW THAT'S YOUR LIFE SIMONE, BUT YOU KNOW, IN THIS LEARNING HUB CONVERSATION, THERE ARE SOME CHURCHES THAT ARE PROVIDING LEARNING HUBS THEMSELVES. AND SO I'M REACHING OUT TO A FEW TO SEE HOW ARE THEY DOING IT AND YOU KNOW, WHAT KIND OF STRUCTURES ARE THEY PUTTING IN PLACE, RIGHT. TO, TO ENSURE A SAFE ENVIRONMENT AND TO PROVIDE. AND MOST OF THEM ARE TRYING TO DO IT FOR LOW INCOME FAMILIES. RIGHT. SO, UM, I DO THINK THAT'S, UM, AGAIN, MAYBE THERE'S WAYS WE CAN LEARN FROM FOLKS OUT THERE WHO ARE DOING SOME GOOD WORK, BUT, UH, I DIDN'T WANT TO PUT THAT OUT THERE THAT THERE IS A LOT OF ENERGY AND TALK ABOUT COMMUNITY PODS. THEY'RE LEARNING, LEARNING HUBS, BUT IT'S A VERY, IT'S A VERY CHALLENGING CONVERSATION. UM, BUT SOMETHING WE OUGHT TO NOT DROP BECAUSE WHO KNOWS WHAT'S GOING TO HAPPEN RIGHT. WITH THE WINTER COMING. AND, UM, BUT YEAH, THAT'LL BE A, YOU KNOW, SOMETHING AGAIN WHERE WE'LL TRY TO SYNTHESIZE OR SUMMARIZE WHAT WE'VE HEARD TODAY AND, UM, AND TALK TO OUR EXECUTIVE COMMITTEE NEXT WEEK AROUND, UH, DECIDE TO STRUCTURE THE CONVERSATION IN NOVEMBER OR WHAT WE CAN DO BETWEEN NOW AND THEN TO MAKE SURE THAT THAT GETS A LITTLE MORE FOCUSED ON A FEW KEY ISSUES THAT, UM, WHERE CAN, CAN HAVE AN IMPACT.
