GOOD MORNING, LADIES AND GENTLEMEN, MY NAME IS MARK SPANGLER AND I'M THE COMMANDER OF THE AUSTIN POLICE DEPARTMENTS, RECRUITING AND TRAINING DIVISIONS.

I EXTEND MY THANKS TO EACH OF YOU FOR JOINING ME THIS MORNING FOR THE COMMISSIONING CEREMONY OF THE 143RD ACADEMY CLASS OF THE AUSTIN POLICE DEPARTMENT.

IT IS AN HONOR FOR ME TO CELEBRATE THE GRADUATION OF AUSTIN'S NEWEST POLICE OFFICERS WITH YOU ON FEBRUARY 18, 20, 20, 58.

MEN AND WOMEN CAME TOGETHER FROM A VARIETY OF BACKGROUNDS AND COMMUNITIES TO UNDERGO THE TRAINING REQUIRED TO BECOME AUSTIN POLICE OFFICERS AFTER 32 WEEKS PLUS OF RIGOROUS TRAINING FOR THE 143RD ACADEMY CLASS, INCLUDING SEVERAL ADDITION, ADDITIONAL WEEKS DUE TO DOWNTIME DUE TO THE COVID 19 PANDEMIC, 42 OF THOSE INDIVIDUALS HAVE SUCCEEDED IN THEIR GOAL.

THEY HAVE MET OUR DEMANDING PHYSICAL ACADEMIC AND ETHICAL STANDARDS, AND WE'LL NOW HAVE THE PRIVILEGE AND RESPONSIBILITY OF WEARING THE BADGE OF AN AUSTIN POLICE OFFICER, LADIES AND GENTLEMEN, PLEASE STAND AND WELCOME THE GRADUATES OF THE 143RD CADET CLASS.

IF YOU'D LIKE WHAT YOU PLEASE JOIN ME IN PRAYER GRACIOUS GOD, OUR FATHER, WE GATHER HERE TODAY IN A CEREMONY OF HONOR AND CELEBRATION, WE CELEBRATE THE ACHIEVEMENT OF THE ONE 43RD ACADEMY CLASS OF THE AUSTIN POLICE DEPARTMENT.

THESE YOUNG WOMEN AND MEN HAVE OVERCOME INCREDIBLE OBSTACLES TO STAND HERE TODAY.

THEY COMPETED TO BE SELECTED AND WERE CHOSEN FROM HUNDREDS OF THEIR PEERS.

THEY STRUGGLED THROUGH A WORLDWIDE PANDEMIC TO ACQUIRE THE KNOWLEDGE AND SKILLS NECESSARY FOR THEIR PROFESSION.

AND THEY ACCOMPLISHED ALL THIS THROUGH A TIME OF UNPRECEDENTED VIOLENCE AND HATRED TOWARDS LAW ENFORCEMENT IN OUR NATION.

AND IN OUR CITY,

WE CELEBRATE THEIR COURAGE AND THEIR COMMITMENT TO THEIR CALLING FOR THAT.

IT'S WHAT THIS PROFESSION IS A CALLING.

THEY ARE HERE BECAUSE THEY HAVE RESPONDED TO THE DIVINE SPARK FOR SERVICE AND SACRIFICE THAT YOU OH, GOD PLACED WITHIN THEM.

WE HONOR THEM TODAY.

OH LORD.

AS WE HAVE HONORED GENERATIONS OF OFFICERS WHO HAVE COME BEFORE THEM WITHOUT THEIR SERVICE, WITHOUT THEIR SELFLESSNESS, EVIL WOULD SURELY SWALLOW UP ALL THAT IS DEAR TO US.

WE HONOR AS WELL HERE TODAY, THEIR FAMILIES, GOD, WE THANK YOU FOR THEIR SACRIFICES THAT HAVE MADE IT POSSIBLE FOR THESE OFFICERS TO BE HERE TODAY.

MAY YOU ALL, LORD BLESS EVERY FAMILY THAT IS REPRESENTED HERE TODAY.

AND THOSE THAT COULDN'T BE WITH US BECAUSE OF THE PANDEMIC DRAW THESE FAMILIES TOGETHER IN YOUR LOVE.

EVEN AS YOU UNFOLD THEIR OFFICERS IN YOUR STRONG WINGS OF PROTECTION, BE A SHIELD AND FORTRESS FOR THEM THAT NOT ONLY KEEPS THEM SAFE FROM HARM, BUT CREATES A HEALING AND LOVING ENVIRONMENT FOR THEM.

AT THE END OF EVERY SHIFT, GOD, HOW EASILY WE FORGET THE COST THAT COMES WITH THIS CALLING TODAY.

WE ALSO REMEMBERED THE 22 FALLEN APD OFFICERS AND THEIR FAMILIES THERE'S ARE THE SHOULDERS ON WHICH WE STAND.

AND LORD, WE REMEMBER HOUSTON POLICE, SERGEANT HAROLD PRESTON, AND WE PRAY COMFORT FOR HIS FAMILY.

NOW GOD, WE ASK THAT YOUR HAND OF MERCY AND PROTECTION REST UPON EACH ONE OF THESE NEW OFFICERS HAVE MERCY UPON THEM.

AS THEY ENTER INTO THE CHALLENGES OF APPLYING ALL, THEY HAVE LEARNED INTO THEIR LIFELONG CAREER PROTECT NOT ONLY THEIR LIVES, GOD, BUT THEIR HEARTS PRESERVED THEIR PASSION FOR SERVICE, THEIR DREAM TO HELP OTHERS.

AND MAY THEY RETIRE MANY YEARS FROM NOW SAFE AND COMFORTED BY THE KNOWLEDGE THAT THEY HAVE FULFILLED YOUR COMMISSION AND PURPOSE FOR THEIR LIVES, BLESS THEM.

IT IS THROUGH THE COLLECTIVE EFFORTS OF THESE OFFICERS, SUPERVISORS AND OUR CIVILIAN SUPPORT STAFF THAT WE HAVE BEEN ABLE TO ASSEMBLE THIS GROUP OF HIGHLY QUALIFIED POLICE CADETS, AND INDEED TRANSFORM THEM INTO OFFICERS IN THE FINEST POLICE DEPARTMENT IN THE NATION.

THESE CADETS SET THEIR GOALS AND SUCCEEDED IN COMPLETING THE MOST PHYSICALLY INTENSE AND ACADEMICALLY RIGOROUS TRAINING REGIMEN IN THE NATION TO THE FAMILY MEMBERS AND FRIENDS WHO HAVE PROVIDED CARE, SUPPORT AND ENCOURAGEMENT DURING THEIR DURATION OF THE ACADEMY.

WE ARE VERY APPRECIATIVE FOR YOUR ATTENDANCE HERE TODAY.

I JUST WANT TO SAY A PERSONAL, THANKS.

THOSE FAMILY MEMBERS THAT SHOWED UP FOR ORIENTATION.

WHAT BACK IN JANUARY, A LONG TIME AGO, UH, I MADE THAT COMMITMENT TO PRAY FOR YOU AND FOR YOUR CADETS EVERY DAY THAT WE WOULD GET THROUGH THIS TOGETHER.

THIS AFTERNOON, WE WILL HONOR AUSTIN'S NEWS POLICE OFFICERS, BUT IT'S IMPORTANT TO REMEMBER THOSE WHO HAVE PREVIOUSLY SERVED AND CURRENTLY SERVE AS PEACE OFFICERS.

WHAT ALL ACTIVE AND RETIRED PEACE OFFICERS, PLEASE STAND.

EACH OF YOU HAS EARNED OUR THANKS AND RESPECT FOR YOUR DEDICATION AND SERVICE.

FINALLY, I WANT TO TAKE A MOMENT TO PAY RESPECT TO THOSE OFFICERS IN OUR COMMUNITY, STATE AND NATION WHO HAVE GIVEN THE FINAL MEASURE OF THEIR DEDICATION AND MADE THE ULTIMATE SACRIFICE BY GIVING UP THEIR LIVES IN THE LINE OF DUTY.

THE CITY MANAGER IS ONE OF FOUR EMPLOYEES DIRECTLY APPOINTED BY THE CITY COUNCIL AND OVERSEES THE CITY'S $3.9 BILLION BUDGET.

AND MORE THAN 14,000 EMPLOYEES, CITY MANAGER KRON COMES TO THE CITY OF AUSTIN FROM MINNEAPOLIS, WHERE HE WORKED AS CITY COORDINATOR FROM 2014 TO 2018.

HE PREVIOUSLY SERVED AS COMMISSIONER OF THE MINNESOTA DEPARTMENT OF ADMINISTRATION, CHAIR OF THE MINNESOTA PUBLIC DAVE DATA, GRIEF GOVERNANCE ADVISORY COMMITTEE AND MEMBER OF THE ENVIRONMENTAL QUALITY BOARD AND MINNESOTA INDIAN AFFAIRS COUNCIL.

BEFORE JOINING THE STATE OF MINNESOTA MANAGER, CROCK SERVED AS EXECUTIVE DIRECTOR OF ORGANIZATIONAL DEVELOPMENT AND SENIOR ADVISOR OF THE DEPARTMENT OF SMALL BUSINESS SERVICES FOR THE CITY OF NEW YORK UNDER FORMER MAYOR MICHAEL BLOOMBERG CITY MANAGER CRUMP RECEIVED HIS BACHELOR'S DEGREE WITH HONORS FROM THE UNIVERSITY OF WISCONSIN AT MADISON.

WE MUST BE AT OUR BEST FOR THOSE WHO MAY BE FEELING THEIR WORST AS A DEPARTMENT AND AS A CITY, WE WILL LEAD THE WAY IN EVOLVING POLICING TO MEET THE EXPECTATIONS OF OUR COMMUNITY.

THE DEPARTMENT HAS DONE MUCH TO ADVANCE THIS WORK, BUT THERE IS MUCH MORE TO DO.

TODAY'S CHALLENGES.

CALL US TO APPROACH THINGS DIFFERENTLY.

WE WILL LOOK TO THE IDEALS OF COMMUNITY POLICING, STRENGTHEN OUR SHIFT TO GUARDIAN MENTALITY AND CHANGE OUR BASIC APPROACH TO PROBLEMS FROM A RESPONSE TO RESISTANCE POSTURE.

TO THAT OF DEESCALATION, THERE IS MUCH WORK TO DO, BUT WE WILL RISE TO NEW HEIGHTS AND YOU WILL BE PART OF HOW WE DO IT.

YOUR SERVICE TO THE CITIZENS OF AUSTIN.

WE'LL TAKE FOUR TO TUDE AND CHARACTER.

YOU WILL SURELY BE CHALLENGED AND MUCH WILL BE ASKED OF YOU SOMETIMES MORE THAN YOU THINK YOU CAN BEAR, BUT YOU WILL BE APPRECIATED FOR YOUR EFFORTS.

HELLO EVERYONE.

MY NAME IS JIMMY EASILY, AND I'M GOING HALF OF THE ONE 43RD CADET CLASS.

I'D LIKE TO THANK YOU ALL FOR BEING HERE TODAY.

AS MANY OF YOU KNOW, COMPLETING THE AUSTIN POLICE ACADEMY IS NOT AN EASY TASK AND TRYING TO ACCOMPLISH THIS GOAL DURING A PANDEMIC DID NOT SIMPLIFY THE PROCESS.

WHEN I THINK THAT'S OUR CADET ORIENTATION IN JANUARY, I REMEMBER US ALL BEING EXCITED AND NERVOUS TO START THIS RITE OF PASSAGE TO EARN OUR PLACE IN THE AUSTIN POLICE.

WE ALL KNEW THE ROAD WILL BE LONG AND DIFFICULT, BUT NONE OF US COULD HAVE PREDICTED JUST HOW MUCH ADVERSITY WE WOULD NEED TO OVERCOME TO EARN THESE BADGES WE EVER SEE, WE ARE RECEIVING TODAY.

FIRST FEW WEEKS OF THE ACADEMY, WHERE AS NORMAL AS YOU WOULD EXPECT, LOTS OF YELLING, RUNNING AROUND SHINING BOOTS AND DUSTING SAND, OUR UNIFORMS INTER COVID-19.

OUR FUTURE SEEMED UNCERTAIN.

AND I THINK WE WOULD ALL BE LYING.

IF WE SAID WE WEREN'T AT LEAST A LITTLE NERVOUS ABOUT WHAT WAS TO COME ONE DAY, ONE DAY, THE TENANT'S STEVENS AND SERGEANT MONROE WALKED INTO OUR CLASSROOM TO BRIEF US ON THE CURRENT COVID-19 SITUATION AND OUR COURSE OF ACTION MOVING FORWARD.

THE PLAN WAS THAT WE WOULD BE SENT HOME FOR TWO WEEKS AND THAT WE WOULD BE HAVING ONLINE CLASS VIA MICROSOFT TEAMS. AS YOU CAN IMAGINE, PEOPLE WITH THE PERSONALITY TYPE WE'RE TRYING TO BECOME POLICE OFFICERS DON'T DO WELL BEING RESTRICTED TO A DESK FOR EIGHT HOURS A DAY, BUT WE WERE DETERMINED AND WELCOME TO CHAT.

TWO WEEKS TURNED INTO A MONTH.

ONE MONTH TURNED INTO TWO, TWO MONTHS ONLINE CLASS, MONDAY THROUGH FRIDAY HAVING SATURDAY OFF AND THEN COMING IN ON SUNDAY MORNINGS TO TAKE OUR EXAMS. WORKING FROM HOME SOUNDS LIKE A VACATION, BUT IT PRESENTED ITS OWN SET OF CHALLENGES BETWEEN DISCONNECTIONS ON TEAMS AND SURPRISE AT HOME

UNIFORM INSPECTIONS, EVERYONE, INCLUDING THE CADET STAFF WAS READY FOR THINGS TO GET BACK TO NORMAL.

AFTER WHAT FELT LIKE AN ETERNITY.

WE FINALLY GOT THE WORD THAT WE WOULD BE ALLOWED TO COME BACK TO CAMPUS AROUND THAT TIME.

THERE WERE PROTESTS AND RIOTS AND GOLFING.

THE NATION'S LARGEST CITIES POLICE OFFICERS ARE EXPECTED TO BE AND RIGHTFULLY SO EXEMPLARS OF SOCIAL ETHICAL VALUES.

AND THAT DEMAND IS HIGHER THAN IT HAS EVER BEEN MANY BELIEVE THAT THIS WAS SCARED OF SEVERAL OF THE ONE 40, 43RD INTO RESIGNING, BUT IT HAS ONLY MOTIVATED US TO BE THE BEST OFFICERS THAT WE CAN BE AS IF THAT WASN'T ENOUGH ADVERSITY.

GOD DECIDED TO THROW A LITTLE BIT MORE OUR WAY AND SEES GOD HAS A SENSE OF HUMOR.

AH, THE ONE 43 CLASS PRESIDENT BECAME PATIENT ZERO FOR A CLASS OUTBREAK OF COVID-19.

I TESTED POSITIVE FOR COVID-19 COVID-19 ALONG WITH ABOUT 16 OTHER CADETS.

AND WE WERE QUARANTINED AT HOME FOR ANOTHER TWO WEEKS.

THERE WAS PLENTY OF WORRY IN THE AIR THAT THIS WOULD BE THE STRAW THAT BROKE THE ONE 40 THIRDS BACK YET.

HERE WE ARE DURING OUR INITIAL SERGEANT MONROE MENTIONED TO US THAT OFFICERS ON THE STREET WERE ALREADY JOKING ABOUT US BEING VIRTUAL COPS AND THAT EVEN THOUGH IT BEING RESTRICTED TO VIRTUAL TRAINING, WASN'T OUR FAULT.

WE WOULD HAVE TO WORK HARDER THAN ANY OTHER CLASS HAS HAD TO WORK IN ORDER TO FIX OUR IMAGE AND REPUTATION.

I BELIEVE WHOLEHEARTEDLY THAT WE HAVE ACCOMPLISHED THAT MISSION.

ON THAT NOTE, I'M GOING TO BRAG A LITTLE BIT ABOUT MY FELLOW CLASSMATES, ALONG WITH EVERYTHING ELSE THAT WENT ON THIS YEAR.

TICO, THE TEXAS COMMISSION ON LAW ENFORCEMENT RESTRUCTURED THEIR TEST FOR 2020.

THIS RESTRUCTURING SAW A SPIKE IN FIRST ATTEMPT FAILURES ACROSS THE STATE, BUT NOT FOR THE ONE 43RD VIRTUAL POLICE.

EACH CADET CLASS NOMINATES A FELLOW CADET TO RECEIVE THIS AWARD TO HONOR THEM AS THE CLASS HUMANITARIAN, THE HUMANITARIAN AWARD WAS FIRST ESTABLISHED AND NAMED AFTER RETIRED AUSTIN POLICE DEPARTMENT, LIEUTENANT ERNIE HINKLE TO HONOR AND RECOGNIZE HIS CONTRIBUTION TO THE DEPARTMENT AND TO THE COMMUNITY.

LIEUTENANT HENKEL NEVER MISSED AND HAS NEVER MISSED A GRADUATION CEREMONY.

HE'S HERE VIRTUALLY TODAY.

AND HE IS CERTAINLY IN MY HEART.

AND I KNOW HE IS IN YOURS AS WELL.

LIEUTENANT HENKEL WAS THE CLASS PRESIDENT OF THE 23RD CADET CLASS COMMISSIONED ON SEPTEMBER 30TH, 1960.

HE SPENT HIS ENTIRE CAREER AS A STREET OFFICER, LIEUTENANT HENKEL PERMIT PROMOTED TO THE RANK OF LIEUTENANT IN 1973, WHEN, WHERE HE REMAINED IN PATROL FOR 22 YEARS, BECAUSE HE NEVER WANTED TO LEAVE THE MEN AND WOMEN OF THE UNIFORM DIVISION.

AT ONE TIME, LIEUTENANT HENKEL WAS THE MOST DECORATED POLICE OFFICER IN THE CITY RECEIVING OVER 200 AWARDS AND COMMENDATIONS IN 1993, HE WAS ONE OF 18 LAW ENFORCEMENT OFFICERS IN THE STATE OF TEXAS TO BE SELECTED BY THE TEXAS COMMISSION ON LAW ENFORCEMENT TO RECEIVE THE LAW ENFORCEMENT ACHIEVEMENT AWARD FOR PROFESSIONALISM.

LIEUTENANT HENKEL RETIRED ON NOVEMBER 25TH, 1995 AND DEVOTED MORE THAN 35 YEARS OF HIS LIFE TO THE AUSTIN POLICE DEPARTMENT AND THE COMMUNITY THAT WE SERVE.

HE ALSO GAVE UNSELFISHNESS UNSELFISHLY OF HIMSELF TO OTHERS EACH AND EVERY DAY OF HIS CAREER.
