[00:00:05]
SORRY, I'M GOING TO ASK CITY STAFF.
ARE WE READY TO GO? YES, WE ARE.
[CALL MEETING TO ORDER]
WILL CALL TO ORDER THIS VIRTUAL MEETING OF THE ELECTRIC UTILITY COMMISSION.AND FOR THE RECORD WE HAVE COMMISSIONERS HOPKINS, TUTTLE, WELDON, CHATMAN, REED COUNSEL, AND I BELIEVE THAT'S ALL.
UM, JUST A QUICK HOUSEKEEPING, UM, MATTER AS YOU KNOW, UM, AT THE REQUEST OF A COUPLE OF COMMISSIONERS, WE HAD MOVED OUR ELECTRIC UTILITY COMMISSIONER MEETINGS TO THE EVENING AND, UM, DUE TO STAFFING CONSTRAINTS AT THE CITY, THEY ARE NOT ABLE TO OFFER US A CONSISTENT GUARANTEED, YOU KNOW, SECOND, MONDAY OF THE MONTH, UM, AT 5:30 PM EVERY MONTH.
SO, UM, AS YOU CAN SEE, WE'RE HERE ON THURSDAY NIGHT THIS MONTH.
UM, AND WE ARE ONLY ABLE TO KNOW WHEN OUR SLOT IS GOING TO BE, YOU KNOW, ONE MONTH AHEAD.
AND SO, UM, WE CAN, UH, CONSIDER GOING BACK TO AFTERNOON MEETINGS.
MY UNDERSTANDING IS THAT IF WE ARE WILLING TO MEET DURING THE DAY, I THINK THERE ARE SOME SLOTS AVAILABLE, LIKE WE HAD BEFORE, WHERE IT WOULD BE CONSISTENT, YOU KNOW, THE SAME DAY OF THE WEEK, EVERY MONTH, UM, AND AT THE SAME TIME.
UM, BUT IT, AS FAR AS THE EVENINGS GO, WE HAVE TO MAINTAIN FLEXIBILITY.
UM, AND ALSO JUST KEEP IN MIND THAT, YOU KNOW, AS THE PANDEMIC SITUATION CONTINUES TO IMPROVE, UM, THERE MAY BE THE OPPORTUNITY TO GO BACK TO IN-PERSON MEETINGS THAT ARE, UM, PREVIOUSLY, UH, AT OUR PRIOR LOCATION, UM, WHICH, AND THEN THAT WOULD BE AT OUR REGULAR SCHEDULED TIME.
UH, JEFF, DID I, DID I GET ALL OF THAT, RIGHT? YES, THAT'S FINE.
AND I'D LIKE FOR EVERYBODY TO KNOW THAT, UH, REGARDING JUNE AGAIN, UM, NOT ON YOUR REGULAR SCHEDULE MEETING DATE, BUT WE DO HAVE A TENTATIVE DATE OF THE FOLLOWING MONDAY, THE THIRD, MONDAY OF THE MONTH, UH, JUNE 21ST AT FIVE 30.
SO IF FOLKS COULD PLEASE MAKE NOTE OF THAT AND, UM, YOU KNOW, PENCIL IT IN, ON YOUR, ON YOUR CALENDARS.
AND THEN JEFF WILL SEND AROUND AN EMAIL ONCE WE HAVE CONFIRMATION OF THAT DATE AND TIME, UM, AND OF COURSE MEETING MATERIALS.
[CITIZEN COMMUNICATION: GENERAL]
LET'S GO AHEAD AND GET STARTED WITH CITIZEN COMMUNICATIONS.JEFF, DO WE HAVE ANYONE SIGNED UP FOR CITIZEN COMMUNICATION? I BELIEVE WE DO.
WE'LL CHECK TO SEE IF PAUL ROBBINS IS ON THE LINE.
WE CAN HEAR YOU LOUD AND CLEAR.
THANK YOU, JEFF, UH, COMMISSION, LET ME BEGIN BY THANKING YOU FOR CREATING A COMMITTEE THAT WILL INVESTIGATE FIXING THE CONTINUING PROBLEMS WITH THE CUSTOMER ASSISTANCE PROGRAM.
I'M ASKING TO BE NOTIFIED WHEN THE FIRST MEETING IS SET.
UH, THE MAIN REASON I'M HERE IS ITEM 12, THE BRIEFING ON THE PROPOSED ENERGY CODE AMENDMENTS.
I HAVE STRONG OBJECTIONS TO THE WAY THAT THIS ENTIRE MATTER HAS BEEN HANDLED.
THESE CODE REVISIONS ARE BEING RUSHED FOR APPROVAL AND ITS EXPOSURE TO STAKEHOLDERS HAS BEEN RESTRICTED.
THERE WAS ONLY ABOUT ONE MONTH FOR STAKEHOLDERS WHO DO NOT WORK DIRECTLY FOR THE CITY TO COMMENT.
AND TO MY KNOWLEDGE, FEW, IF ANY MEMBERS OF THE ELECTRIC AND RESOURCE MANAGEMENT COMMISSIONS WERE INVITED TO BE STAKEHOLDERS, THE RESOURCE MANAGEMENT COMMISSION IS BEING ALLOWED MINIMAL INPUT AT ITS MEETING FIVE DAYS FROM NOW, YOUR COMMISSION HAS NO OFFICIAL INPUT.
THIS IS A BRIEFING, NOTHING MORE, UNLESS YOU COMMENT AT ANOTHER MEETING IN MAY, IT WILL BE TOO LATE TO MEET THE PROPOSED JUNE 3RD SCHEDULE OF COUNCIL APPROVAL.
THIS IS A HORRIBLY FLAWED PROCESS.
PRESUMING YOU CAN EVEN CALL IT A PROCESS.
I AM SPECIFICALLY ALARMED THAT AUSTIN ENERGY WILL NOT ENACT STANDARDS TO BAN THE USE OF ELECTRIC RESISTANCE WATER HEATING BY MY GENERAL ESTIMATE, STRIP WATER HEAT WILL ADD OVER $6 MILLION IN ADDITIONAL ELECTRICITY COSTS OVER A 10 YEAR LIFE OF A WATER HEATER.
[00:05:01]
ONE YEAR'S GROSS IN AUSTIN'S ALL ELECTRIC RESIDENTIAL CUSTOMERS.IT WOULD ALSO ADD ABOUT FIVE MEGAWATTS A YEAR TO SUMMER PEAK LOAD, WHICH WOULD RAISE BILLS FOR ALL OF US.
AND THE BULK OF THE EXTRA COSTS WILL FALL ON APARTMENT DWELLERS WHO CAN LEAST AFFORD IT.
THEIR INCOME IS GENERALLY HALF THAT OF HOMEOWNERS AND UNLIKE HOMEOWNERS, THEY WILL HAVE NO CONTROL OVER THE APPLIANCES THAT ARE INSTALLED.
THERE IS AMPLE PRECEDENT FOR WHAT I'M ADVOCATING THE ENERGY CODE OF THE STATE OF CALIFORNIA BANS, STRIP, WATER HEATING AND RESIDENCES.
AT LEAST TO MY KNOWLEDGE AND THIS SIMILAR MEASURES EXIST INTO OTHER STATE CODES.
SIMILAR MEASURES HAVE EXISTED IN OUR CITY'S ENERGY CODE SINCE 1984.
I HAVE BEEN PERSONALLY TOLD BY AUSTIN ENERGY STAFF THAT THEY DID NOT WANT TO ADD THIS TO THE CODE BECAUSE OF EXPECTED OPPOSITION FROM BUILDERS.
AUSTIN ENERGY SEEMS READY TO ACT AS A CONSUMER ADVOCATE AND IT SEEMS THEY ARE TRYING TO BYPASS MEMBERS OF THE PUBLIC WHO ARE THANK YOU, COMMISSION.
SO CALL THE ONLY ALTERNATIVE TO THAT WOULD BE HYBRID ELECTRIC WATER HEATERS.
UH, WELL THERE ARE SEVERAL TECHNICAL ALTERNATIVES, RANDY.
UM, SO THERE ARE SEVERAL ALTERNATIVES AND THAT WOULD INCLUDE, UH, HYBRID OR HEAT PUMP, WATER HEATERS AND SOLAR WATER HEATERS.
UH, AND UM, I GUESS YOU COULD INCLUDE THIS SUPER HEATERS OR HEAT RECOVERY WATER HEATERS THAT TAKE THE HEAT OFF OF AIR CONDITIONING, BUT THEY'RE NOT ALL THAT WELL SURPRISED AND WELL USED.
I THINK YOUR PREFERRED OPTION WOULD BE HEAT PUMP WATER HEATING.
CAN YOU HEAR ME? HEY THERE, SIRENS.
HEY, HOW ARE YOU? UM, SO FIRST OF ALL, THANK YOU, UH, FOR BRINGING UP THIS ISSUE.
I, I HAD SIMILAR CONCERNS THAT EXPRESSED TO CITY STAFF, BUT WHAT WE'LL TALK ABOUT THE BRIEFING JUST ABOUT THE SHORT AMOUNT OF TIME, UH, YOU KNOW, GIVEN THAT THERE WAS ABOUT A MONTH FOR INPUT.
UM, AND SO I'M SURE WE'LL BE DISCUSSING THAT IN THE BRIEFING.
IS IT, IS THERE A WAY TO PROVIDE ADDITIONAL INPUT INTO THE PROCESS? I KNOW DSD AND AN AUSTIN ENERGY ARE, UH, VERY MUCH WANT TO GET THIS IMPLEMENTED BY SEPTEMBER.
UM, BUT I DO BELIEVE THERE MAY BE A WAY TO MEET THEIR NEEDS, UH, BUT ALSO GIVE A CHANCE FOR MORE INPUT.
SO, UM, I APPRECIATE YOUR COMMENTS AND I'M SURE WE'LL TALK ABOUT IT MORE DURING THE BRIEFING.
WHY SHIRISH I WISH EVERYONE WERE AS GRATEFUL.
DO YOU HAVE ANY OTHER COMMENTS BEFORE? UM, BEFORE I LEAVE, I THINK THAT'S ALL.
WELL, UM, HAVE A GREAT MEETING AND PAUL, IT SOUNDS LIKE, YEAH, I'LL JUST SAY PAUL.
UM, OUR COMMITTEE WAS NOT, THE CAP COMMITTEE WAS NOT ABLE TO MEET THIS MONTH, SO WE WILL LET YOU KNOW WHEN WE GET THAT ON THE CALENDAR.
UH, Y'ALL HAVE A GOOD MEETING.
WE'LL MOVE ON TO NEW BUSINESS.
UM, ARE THERE ANY ITEMS, OH, EXCUSE ME.
[1. APPROVAL OF MINUTES – Approve minutes of the April 19, 2021 regular meeting.]
APPROVAL OF THE, UH, APRIL 19TH MEETING MINUTES.UM, THEY WERE CIRCULATED WITH, UH, YOUR MATERIALS.
ARE THERE ANY EDITS OR COMMENTS TO THE MEETING MINUTES HEARING NONE.
I'LL ENTERTAIN A MOTION TO APPROVE THE APRIL 19TH MEETING MINUTES.
I WOULD MOVE TO THANK YOU, COMMISSIONER TRUSSELL.
AND I'LL TAKE THAT AS A SECOND FROM COMMISSIONER WELDON, RIGHT? UM, ALL THOSE IN FAVOR, AYE.
[00:10:01]
COMMISSIONER RITA AND COMMISSIONER STONE.COULD I GET A VERBAL ANSWER FROM YOU TOO? OKAY.
UM, AND SO THAT IS A UNANIMOUS APPROVAL.
[NEW BUSINESS – CONSENT]
OKAY.NOW, UH, MOVING ON TO NEW BUSINESS OF ANY ITEMS THAT COMMISSIONERS WOULD LIKE TO PULL FOR DISCUSSION SOUNDS LIKE MAYBE NO, I'M GOOD.
DID YOU WANT TO SAY SOMETHING? YES.
I HAD A QUESTION ABOUT ITEM SIX, UH, WHICH WHEN YOU SELL FOR OVER $1.1 MILLION WEATHERIZATION PROGRAM.
UM, LET ME, I'LL JUST WRITE THAT ONE DOWN AND WE'LL TAKE THEM UP IN ORDER.
I'LL GO AHEAD AND, UM, JUST NOTE THAT IF THERE ARE NO OTHER ITEMS TO BE PULLED FOR DISCUSSION, THEN, UH, ITEMS TWO, THREE, FOUR, FIVE, SEVEN, AND EIGHT ARE CONSENTED AND WE WILL TAKE THEM.
MADAM CHAIR, ITEM NINE AS WELL IS ON CONSENT.
[6. (6/3) [Austin Energy] Approve an ordinance amending the Fiscal Year 2020-2021 Austin Energy Operating Budget (Ordinance No. 20200812-001) to decrease the Austin Energy Operating Fund Ending Balance by $1,165,887 and increase the Conservation Rebates expenses by $1,165,887 to provide additional funding for the Austin Energy Weatherization Assistance Program.]
AND SO WE'LL TAKE UP ITEM SIX NOW AND MR. VICE, DO WE HAVE ANYONE HERE FROM AUSTIN ENERGY THAT CAN SPEAK TO NUMBER SIX FOR COMMISSIONER CHAPMAN? YES.I'M TRYING TO GET A MESSAGE RIGHT NOW FROM ELAINE BASILICA.
UH SARAH'S CHATTER G SARAH, WE HAVE YOU ON THE LINE.
I BELIEVE YOU'LL JUST NEED TO UNMUTE GOOD AFTERNOON.
SHE, CAN YOU HEAR ME? YOU CAN, UH, MR. CHAPMAN, YOU CAN PROCEED WITH YOUR QUESTION.
SO, UH, ALL OF WHICH IS HAPPY TO SAY THAT A MILLION DOLLARS IS BEING ADDED TO THE EXISTING BUDGET, BUT ALL OF WHICH IS WHAT IS THE TOTAL, UH, AMOUNT OF FUNDS GOING INTO THE WEATHERIZATION ASSISTANCE PROGRAM AND WHY HAS IT NOT, UH, BEEN SPENT BY, ARE WE, UH, SAVING OVER A SURPLUS OF A MILLION DOLLARS SPENT, THANK YOU FOR YOUR QUESTION.
UM, SO THE $1.1 MILLION CARRY OVER IS UNSPENT FUNDING FROM FISCAL YEAR 20.
UM, YOU KNOW, IN 2020, GIVEN THE PANDEMIC, THERE WERE LOVE IMPACTS TO OUR PROGRAMS AND OUR ABILITY TO DELIVER IN HOME FREE WEATHERIZATION PROGRAMS. UM, AS A RESULT, WE MADE SHIFTS AND CHANGES TO OUR PROGRAM.
WE, UM, WERE ABLE TO DELIVER A VIRTUAL, UH, INSPECTIONS AND BE ABLE TO MOBILIZE IN A DIFFERENT MANNER.
WE ALSO REVISITED OUR APPLICATION PROCESS TO REMOVE BARRIERS FOR CUSTOMERS AND REALLY REVAMPED THE ENTIRE APPLICATION PROCESS AS WELL AS SOME OF THE PROGRAM DESIGN.
SO IN FISCAL YEAR 20, WE SAW JUST OVER 240 APP, UH, APPLICATIONS OR REQUESTS FOR WEATHERIZATION.
UM, AND WITH THE CHANGES THAT WE'VE MADE WE'VE, WE ARE SEEING A LOT MORE PARTICIPATION THIS YEAR.
UM, THERE WAS A REQUEST FROM THE LOW-INCOME TASK FORCE THAT ANY UNSPENT FUNDS FROM PRIOR FISCAL YEARS BE CARRIED FORWARD INTO THE CURRENT FISCAL YEAR TO ENSURE THAT FUNDING IS ALLOCATED TO THESE LIMITED INCOME CUSTOMERS.
SO THAT IS THE REQUEST IS TO CARRY FORWARD.
THESE UNSPENT FUNDS FROM THE FISCAL YEAR 20 INTO FISCAL YEAR 21, AND THE TOTAL AMOUNT OF FUNDING FOR FISCAL YEAR 21, UM, INCLUDES ESSENTIALLY THE ORIGINAL, UH, 2.377 MILLION, UM, FOR BOTH THE CUSTOMER SYSTEMS PROGRAM WEATHERIZATION AS WELL AS THE FREE AUSTIN ENERGY WEATHERIZATION PROGRAM.
IN ADDITION TO THE 1.165 MILLION THAT IS BEING CARRIED OVER FROM FISCAL YEAR 24, A TOTAL OF JUST OVER $3.5 MILLION FOR THIS.
WHAT IF I MIGHT ASK THE PRINCIPAL CHANGES, UH, UH, WHEN THE PROGRAM WAS REVAMPED AND THE I'M REFERRING TO THE LOW-INCOME
[00:15:01]
INCOME LOW-INCOME PROGRAM.SO THE MAIN CHANGES THAT REALLY HAS MADE A DIFFERENCE IN THIS FISCAL YEAR HAVE BEEN A CHANGE TO THE APPLICATION PROCESS TO SIMPLIFY IT TO A SINGLE PAGE APPLICATION FROM A MULTIPLE, UM, YOU KNOW, PAGE APPLICATION.
SO MAKING IT A LOT MORE, UM, USER-FRIENDLY EASY FOR FOLKS TO ACTUALLY SEND IT TO THE APPLICATION.
IN ADDITION, THERE WAS A SHIFT IN, UM, THE INCOME THRESHOLD FROM 200% OF THE FEDERAL POVERTY LEVEL TO 80% OF THE MEDIAN FAMILY INCOME.
UM, THE THAT'S THE LAST PIECE THAT REALLY MADE THE DIFFERENCE IS THE INCOME VERIFICATION PROCESS AND ALLOWING FOR SELF-ACTUALIZATION FROM THESE LIMITED CUSTOMERS.
AND FINALLY, THERE WERE NO, UH, CHANGE IN TERMS OF THE MEASURE MEASURES THAT ARE COVERED, UH, OR WERE THERE NO, THAT'S CORRECT.
THERE'S THERE ARE STILL, UH, THE SAME AMOUNT OF MEASURES.
IF NOT MORE, WE CONTINUALLY INCREASED MEASURES AS THEY BECOME AVAILABLE.
UM, WE DID ADD SMART THERMOSTATS THAT WERE NOT IN PREVIOUS YEARS, UM, BUT W SO WE SEE, WELL OVER, YOU KNOW, UH, NINE OR MORE DIFFERENT, UM, WEATHERIZATION MEASURES HOLISTICALLY.
I WAS GOING TO MENTION, UM, I'LL, I'LL TRY TO FIND WHAT MONTH IT WAS, BUT THEY DID A REALLY GOOD PRESENTATION ON THE CHANGES, A COUPLE, MAYBE THREE OR FOUR MONTHS AGO.
UH, THE CHANGES, THE OTHER CHANGE, WHICH I THINK YOU KNOW ABOUT CAUSE YOU WERE INVOLVED, UH, WAS ALSO ALLOWING, UH, THE CLEANING OF THE AIR CONDITIONING UNITS, WHICH I THINK CAN MAKE A BIG DIFFERENCE OR THE TUNE-UPS.
UM, AND I THINK IT, MAYBE THE, THE PERSON FROM AUSTIN ENERGY AND SORRY, I DIDN'T, I DIDN'T CATCH YOUR NAME.
MAYBE YOU CAN REMIND US WHEN YOU GUYS MADE THAT PRESENTATION ABOUT THE WEATHERIZATION PROGRAMS ALL THE MONTHS ARE STARTING TO GET MIXED UP IN MY MIND, BUT AT SOME POINT YOU GUYS DID A PRESENTATION ON THE CHANGES, CERTAINLY.
WE PRESENTED ON THIS IN DETAIL IN JANUARY AND IN THE MEETING IN JANUARY.
I FORGOT I CAN SWITCH MY QUESTIONS, BUT I'LL GO BACK AND LOOK, I APPRECIATE IT.
ARE THERE ANY ADDITIONAL QUESTIONS? YEAH, I HAVE, I HAVE A QUICK QUESTION.
UM, WHAT'S THE OUTLOOK FOR THIS? YEAH.
IN TERMS OF SPENDING THE BUDGET, UM, HOW DOES THAT LOOK? WE ARE ACTUALLY LOOKING VERY GOOD.
SO WE'VE ALREADY RECEIVED OVER 500 REQUESTS FOR WEATHERIZATION.
UM, SO WE'RE, WE'RE WELL ON OUR WAY, AND WE'RE EXTREMELY CONFIDENT THAT WE'LL BE ABLE TO, UM, LEVERAGE THE FUNDING ALLOCATED.
SO IN PRIOR YEARS, YOU KNOW, WE HAD, I THINK FOR AN ENTIRE FISCAL YEAR, LAST YEAR WE HAD, UH, JUST OVER 240 APPLICATIONS THIS YEAR, JUST HALFWAY THROUGH THE YEAR.
WE'RE ALREADY WELL ABOVE 510 APPLICATIONS.
UH, ANY, ANY FURTHER QUESTIONS FOR MS. CHATTER G O HEARING NONE.
I'LL ENTERTAIN A MOTION TO ADOPT ITEM NUMBER SIX.
AND MS. STONE, CAN I GET A HI? THANKS.
AND SO I DON'T NUMBER SIX PASSES UNANIMOUSLY AS WELL.
SO WE STILL NEED TO VOTE ON THE CONSENT.
I THINK, UM, I DISCUSSED THIS, I THINK WITH MR. VICE AND I THINK WE DON'T ACTUALLY HAVE TO VOTE ON THE ITEMS WE CAN, THEY'RE JUST CONSENTED AUTOMATICALLY.
IF NO ONE PULLS THEM, WE'RE MOVING.
THAT'S WHAT WE'VE BEEN USING FOR A NUMBER OF MEETINGS NOW THAT TECHNIQUE AND, UH, IT'S FINE.
IN OTHER WORDS, EVERYBODY IN AFFIRMATIVE, THAT'S AN INTENDANCE AND WE PROCEED IN THAT MANNER.
DOES THAT CAUSE ANY CONCERNS WITH YOU TO MENTION YOUR HEAD? THERE MIGHT BE TIMES WHEN SOMEBODY HAD STAINS.
I MAYBE JUST HAVING A QUESTION.
UM, CAUSE EVEN IF YOU DON'T WANT TO PULL AN ITEM FOR QUESTION, YOU MIGHT, FOR WHATEVER REASON MIGHT ABSTAIN OR BE AGAINST IT.
SO MAYBE JUST MAKING SURE THERE'S A QUESTION ASKED, ARE THERE ANY ITEMS THAT PEOPLE OBJECT TO ON THE CONSENT AGENDA
[00:20:01]
OR SOMETHING LIKE THAT? JUST TO MAKE SURE THEY AREN'T YEAH, THAT COULD STILL BE A NO VOTE.SO, UM, THEN LET'S, LET'S SAY, ARE THERE ANY OBJECTIONS OR, UH, ABSTENTIONS ON ITEMS TWO, FIVE AND SEVEN THROUGH NINE.
[13. Officer elections.]
NOW WE'LL MOVE ONTO, UH, STAFF BRIEFINGS AND REPORTS THOUGH.I'D LIKE TO TAKE ONE ITEM OUT OF ORDER, IF POSSIBLE.
I THINK COMMISSIONER HADDEN MAY HAVE TO JUMP OFF DEPENDING ON HOW LONG OUR STAFF BRIEFING AND REPORTS GO AND, UH, WANTED TO MAKE SURE THAT SHE WAS ABLE TO PARTICIPATE THE OFFICER ELECTIONS.
UM, SO I'D LIKE TO TAKE, UH, ITEM NUMBER 13 OUT OF ORDER NOW.
SO WE'LL, WE'LL DO ITEM NUMBER 13, OFFICER ELECTIONS, AND I I'LL JUST STATE AT THE OUTSET THAT, UM, COMMISSIONER TUGGLE AND I ARE BOTH, UH, HAPPY TO CONTINUE SERVING IN OUR EXISTING ROLES AS CHAIR AND VICE-CHAIR SO, UM, BUT ALSO HAPPY TO TAKE OTHER NOMINATIONS, UM, FOR THOSE POSITIONS AS WELL.
SO I'LL JUST OPEN THE FLOOR TO NOMINATIONS TO FILL THE POSITION OF THE EUC CHAIR, UH, FOR THE NEXT YEAR.
ANY OTHER NOMINATIONS FOR THE CHAIR POSITION? OKAY.
SO THAT'S LOOKS LIKE IT WAS UNANIMOUS.
THEN I WILL ALSO TAKE NOMINATIONS FOR THE POSITION OF THE VICE CHAIR OF THE UC.
IS THERE A SECOND? I'LL SECOND.
UM, ANY OTHER NOMINATIONS FOR THE VICE CHAIR POSITION, HEARING NONE.
ALL THOSE IN FAVOR OF COMMISSIONER TUTTLE, CONTINUING TO SERVE AS THE VICE CHAIR, PLEASE SAY.
I HEARD COMMISSIONER STONE THAT TIME TOO.
SO THAT'S ALSO UNANIMOUS DAVE.
THANKS FOR TAKING THOSE OUT OF ORDER OR THAT ITEM OUT OF ORDER.
SO NOW BACK ON TRACK, UH, TO STAFF BRIEFINGS AND
[10. 2nd Quarter Financial Briefing]
WE WILL TAKE UP ITEM NUMBER 10.UM, THIS IS THE Q2 FINANCIAL BRIEFING.
WE'LL HAVE OUR CFO MARK DOMBROWSKI BEGIN.
I'M GOING TO BE PRESENTING THE, UH, ON OUR AUDIT RESULTS FOR THE SECOND QUARTER, WHICH ENDED MARCH 31ST, 2021.
I'M GOING TO GO AND TAKE MYSELF OFF CAMERA, WALL IDEA.
NOW I'LL POP BACK ON TO ANSWER ANY QUESTIONS NEXT PAGE PLEASE.
SO THE DATA PRESENTED HERE INCLUDES FORECAST AND FINANCIAL INFORMATION, WHICH IS BASED UPON REASONABLE INFORMATION ASSUMPTIONS AND HISTORICAL DATA.
OF COURSE, ACTUAL RESULTS DO VARY FROM THE FORECAST.
UM, THE REPORT ALSO CONTAINS UNAUDITED INFORMATION AND WHICH IS ALSO SOMETHING TO CHANGE.
UM, AND THAT THE LINK HERE ON THE PAGE, YOU CAN FIND OUR AUDITED FINANCIAL RESULTS WITH A YEAR ENDING SEPTEMBER 30TH, 2020, NEXT PAGE, THE SEASONINGS PRESENTATION, I'M GONNA COVER THE, OUR STANDARD AGENDA FORMAT, UM, IN THIS ORDER IN ORCHID INDUSTRY ANALYSIS AT THE END NEXT PAGE, THE NEXT PAGE IS OUR EXECUTIVE SUMMARY.
SO AS YOU CAN IMAGINE, THE WINTER STORM OR A YURI AND COVID PANDEMIC HAVE, AND WILL CONTINUE TO HAVE A SIGNIFICANT IMPACT ON THE FINANCIAL POSITION OF BOSTON ENERGY.
SO AT THE END OF THE SECOND QUARTER, WE WERE SUBSTANTIALLY COMPLIANT WITH ALL OF OUR FINANCIAL POLICIES THAT CONTINGENCY AND THE CAPITAL RESERVE BALANCES REMAINED BELOW THE MINIMUMS, BUT OUR TOTAL CASH EXCEEDED OUR, OUR MINIMUM TARGET OF 457 MILLION WE'RE CURRENTLY ME OR AA CREDIT RATING METRIC.
UM, HOWEVER, TWO TO THREE CREDIT RATING AGENCIES, S AND P AND FITCH
[00:25:01]
PLACED ALL PUBLIC POWER PROVIDERS IN ERCOT ON NEGATIVE OUTLOOK AS A RESULT OF THE STORM ON MAY 7TH, LAST FRIDAY S AND P UH, DIDN'T REAFFIRM OUR AA RATING, BUT LEFT US ON A NEGATIVE CREDIT WATCH DUE TO THE REGULAR REGULATORY AND LEGISLATIVE UNCERTAINTY AND ERCOT.UM, AS WELL AS CONCERNS, ALL THE OPERATIONAL RISKS ASSOCIATED WITH EXITING DECADE DECKER BAY.
YET WE GOT HER FROM POWER REPLACEMENT.
WE EXPECT TO UNDERGO A CREDIT REVIEW WITH FITCH SOMETIME IN THE NEXT SIX MONTHS WHILE MOODY'S HAS TAKEN MORE OF A WAIT AND SEE APPROACH WE'RE OPERATING REVENUES ARE 22% UNDER BUDGET AS A RESULT OF THE, UH, OUR SUPPLY REVENUE.
AND YOU'LL REMEMBER THERE ARE CAR SUPPLY REVENUE ALWAYS MATCHES OUR POWER SUPPLY EXPENSES DURING THE WINTER STORM EARLY URI.
THE VALUE THAT THE POWER WILL BE PRODUCED AND SOLD INTO ERCOT IS SLIGHTLY LARGER THAN THE COST OF THE POWER, UM, THAT WE PURCHASED FROM ERCOT TO SERVE OUR CUSTOMERS.
SO AS A RESULT, BOTH THE OPERATING REVENUES AND EXPENSES ARE UNDER BUDGET.
AND AT THE END OF SECOND, YES.
HEY, UH, WHY DO YOU THINK, WELL, WHEN THERE'S CLOSURE ON THE EXPOSURE FOR UPLIFT FROM SAY A BROWS G AND T BANKRUPTCY OR A DENTON LAWSUIT THAT, THAT MAY YOU YEAH, AND A LITTLE MORE, I MEAN, RIGHT NOW, I WANT TO GET TO THE PSA.
I WAS GOING TO BRIEF YOU ON SOME OF THAT WAS THOSE ISSUES, INCLUDING THOSE IN OTHER ONES.
AND SEE IT AT THE END OF THE SECOND QUARTER, OUR CASH BALANCES HAD INCREASED TO 461 MILLION WITH 70 MILLION OF THAT BEING ASSOCIATED WITH THAT POSITIVE BALANCE THAT PSA, UH, ATTRIBUTED TO OUR PERFORMANCE DURING THE STORM.
AND I'LL COVER THAT A LITTLE BIT MORE DETAILED LATER.
UH, AND AS WE'VE REPORTED, MANY TIMES, OUR RETAIL RATES, UM, ARE RELATIVELY FLAT.
UH, BUT OUR CUSTOMER GROWTH IS REALLY PRETTY, PRETTY SIGNIFICANT.
AND COVID SEEMS TO HAVE REALLY AMPLIFIED THIS TREND AND WE'RE SEEING PRESSURE ON OUR MARGINS AND OUR DEBT SERVICE LEVELS, CASH BALANCES, AND RATES.
AS A RESULT OF THAT, I'M GOING TO HAVE A LITTLE MORE GRAPHIC STORY TO TELL YOU AT THE END OF THIS PRESENTATION ON THOSE THINGS THAT WE'RE SEEING, THE NEXT PAGE, WE COVER A RANGE OF POLICY COMPLIANCE HERE, NEXT PAGE.
SO OUR FINANCIAL POLICIES, AS YOU KNOW, ARE MEMORIALIZED AND ADOPTED IN OUR BUDGET ORDINANCE EACH YEAR.
UM, AND THEY CAN JOIN A BIG CATEGORY IN THE THREE BUCKETS, DEBT RESERVES AND OPERATING POLICIES, AND WE'RE FULLY COMPLIANT WITH ALL DEBT AND OPERATING POLICIES.
AND I CONSIDER AS PARTIALLY COMPLIANT WITH OUR RESERVE POLICIES BECAUSE THE CONTINGENCY AND CAPITAL RESERVE BALANCES ARE BLOWER OR MINIMUM TARGETS.
BUT OUR TOTAL CAST PIVOTS AS A WHOLE IS ABOVE OUR MEMBER 457.
SO, UH, WE ARE DOING ADEQUATE ARBOR CASH AT THIS TIME.
NEXT PAGE, NEXT, THIS IS SOME OF OUR FINANCIAL PERFORMANCE METRICS.
AS I STATED EARLIER, THAT S AND P DID REAFFIRM OUR RATINGS ON MAY 7TH.
I KEPT US ON THAT NEGATIVE CREDIT WATCH.
UM, OUR DAY'S CASPER HAS SAID CIT 271 DAYS, WELL ABOVE THE 150 DAYS, UH, WITH A CONSIDERABLE AMOUNT OF THAT COMING FROM THAT, THAT PSA COLLECTION DEBT SERVICE COVERAGE RATIO WAS TWO TIMES MEANING OUR MINIMUMS, BUT IT HAS BEEN DECLINING AS A RESULT OF THE ACQUISITION OF
UM, AND THE LENGTH OF TIME SINCE 2016 AND OUR OPERATING MARGINS THERE THEY'RE WELL BELOW OUR GOAL OF 10%.
AT THE END OF FIRST QUARTER, THEY WERE ACTUALLY AT NEGATIVE FOUR.
UM, THIS RESULT OF LOWER CONSUMPTION, THE GROSS OF OUR FIXED COSTS.
UM, THE LONGEVITY, SINCE OUR LAST RATE ADJUSTMENT BUYING OUR DEBT TO CAPITALIZATION SITS AT 54%, WHICH IS, IS HIGHER THERE A GOAL OF 50%.
UM, AND THAT IS RESULTED IN NACADOCIOUS ACQUISITION, BUT WE DO BELIEVE THAT WAS PRUDENT BECAUSE, UM, IT REDUCED FUTURE COSTS FOR OUR CUSTOMERS, UH, WHEN COMPARED TO THE PPA THAT WE HAD IN PLACE NEXT PAGE ON OUR AFFORDABILITY GOAL, WE HAVE TWO METRICS, A REPORTING METRIC, UH, SEEKS TO MAINTAIN SYSTEM AVERAGE RATES AT, OR BELOW 2% ANNUAL COMPOUND GROWTH SINCE OCTOBER, 2012.
AND WE ARE CONSISTENTLY MEETING THAT METRIC.
THE OTHER METRIC IS WE BRIEFED YOU AT TWO AT THE FOURTH QUARTER WAS OUR COMPETITIVE THIS METRIC, WHICH SEEKS TO MAINTAIN, UH, RATES IN THE LOWER 50% OF ALL TEXAS UTILITIES THAT SERVE RESIDENTIAL COMMERCIAL AND INDUSTRIAL AND INDUSTRIAL CUSTOMERS.
AND WE USE THE EIA EIGHT 61 DATA FOR THAT.
AND WE WERE 97.6% OF THE STATE AVERAGE.
SO JUST SLIGHTLY BELOW THAT 50% MARK AND ACTUALLY EVEN LOWER IF YOU COMPARE IT TO JUST WITHIN THE ERCOT MARKET ITSELF.
SO WE'RE DOING WELL THERE ALSO EXPANSIONS.
[00:30:02]
SO NEXT IS OUR BUDGET ANALYSIS IN THE NEXT PAGE.JEFF, UM, HERE WE CAN SEE OUR OPERATING REVENUES AT THE END OF SECOND QUARTER WHERE A 21.7% BLOWER FORECASTED AMOUNTS, THE POWER SUPPLY, REALLY DRIVING THAT, UM, DIFFERENCE TO THAT, THAT WINTER STORM POWER SUPPLY REVENUES WERE 130 BILLION BELOW TARGET AND BELOW BUDGET, EXCUSE ME, AT ABOUT 70% OF BASE REVENUES, UM, FOR ABOUT 70% AND OUR BASE REVENUES WERE DOWN 5 MILLION OR ABOUT 1.8% OF IT AS A RESULT OF JUST LOWER FORECAST IN SOME CONSUMPTION.
NEXT PAGE, THE OPERATING EXPENSE SIDE ALSO CAME IN BELOW FORECAST AT 27.7%.
WELL THAT'S MOSTLY DUE THAT POWER SUPPLY EXPENSE, UH, WHICH WERE 121 MILLION UNDER BUDGET OR 76% OFF FOR THE WINTER STORM AND ACROSS THE BOARD ARE ACTUALLY ARE BELOW BUDGET AS WELL.
AND A LOT OF IT HAS TO DO THE TIMING OF PLANNED EXPENDITURES AS WELL AS THE IMPACT OF THE COVID CAME DOWN ON THE NEXT PAGE.
AS I STATED EARLIER, OUR OPERATING REVENUES CAME IN AT 501 MILLION THE SECOND QUARTER THAT WAS 22% UNDER BUDGET.
I LARGELY DO THAT POWER SUPPLY REVENUE AND OUR OPERATING EXPENSES WERE 372 MILLION, WHICH IS 23% UNDER BUDGET.
AGAIN, DRIVEN BY POWER SUPPLY COST.
THIS RESULTED IN AN OPERATING INCOME OF 129 MILLION.
AND AFTER YOU PAY DEBT SERVICE AND 65 MILLION TO MAKE YOUR TRANSFERS, AND ABOUT 117 MILLION, WE ENDED THE QUARTER WITH DEFICIENCY OF 51 MILLION, WHICH IS INLINE WITH OUR FORECAST OF 52 MILLION IN FIND THE ONLY REAL VARIANCE IS OUR INTEREST INCOME, WHICH WAS, UH, UNDER FORECAST BY 3 MILLION.
AND THAT'S, UM, THE RESULT OF HAVING A SLIGHTLY LOWER INTEREST RATES PAIRED WITH THE REDUCED AVERAGE CASH BALANCE.
WHEREAS THAT CASH BALANCE HAS PICKED UP NOW AS A RESULT OF THE STORM, BUT ON AVERAGE, IT'S BEEN LOWER THAN WE WERE A YEAR.
SO OUR, OUR ENERGY SALES TO THE END OF SECOND QUARTER WERE ABOUT EIGHT GIGAWATT HOUR UNDER FORECAST FOR THE YEAR, WHICH IS ABOUT A 0.1%.
SO I'M PRETTY CLOSE TO HER FORECAST, UH, BUT SHE CAN SEE THAT CONSUMPTION REALLY VARY BY THE MONTH.
UM, UH, BUT BETWEEN THAT, BUT WE'RE, WE'RE PRETTY CLOSE ON OUR ENERGY SALES EXPANSION.
HE NON POWER SUPPLY REVENUE, UH, IS ABOUT 8.5% LOWER THAN FORECAST A QUARTER, UM, DUE TO THE RESIDENTIAL SIDE AND LOWER DEMAND ON THE COMMERCIAL SIDE.
UM, AS WELL AS THE FEBRUARY WINTER STORM, I'VE GOT SOME GRASS A LITTLE BIT LATER TO HELP EXPLAIN THE STORY FOR YOU EXPANSION.
SO THIS IS A NEW LOOK FOR THIS CHART, SO THAT THAT BLUE LINE REPRESENTS THE POWER SUPPLY ADJUSTMENT.
THAT'S THE REVENUE THAT WE GET TO RECOVER THOSE POWER SUPPLY COSTS.
UM, AND AT THE BEGINNING OF THE YEAR, UH, FISCAL YEAR, WE HAD, UH, AN OVAL RECOVERY OF ABOUT $7 MILLION.
SO WE INTENTIONALLY SET THAT PSA RATE SLIGHTLY LOWER TO RETURN THAT, THAT, THAT EXCESS TO THAT, TO THE CUSTOMERS.
HOW ARE WE GOING TO SEE THERE IN FEBRUARY DURING THE WINTER EVENT, UH, WE HAVE AN OVER RECOVERY OF ABOUT 139 MILLION AT THE END OF THE SECOND QUARTER.
MOST OF THAT IS ATTRIBUTED TO A WHOLESALE MARKET BENEFIT AND NOT A RETAIL CUSTOMER RELATED OVER RECOVERY.
SO THAT'S THE REVENUE WE GENERATE FROM HER CONTACT EXPLAINED EARLIER.
CAN I, CAN I MAKE A COMMENT MARK? SURE.
SO THE REASON THE BILL THAT YOU TESTIFIED AGAINST THE OTHER DAY BY SENATOR HUGHES WOULD HAVE BEEN SO TERRIBLE IS IT WOULD HAVE SPREAD ALL THE COSTS OF ERCOT ON THE, INCLUDING ON THE BACKS OF AUSTIN RATE PAYERS, EVEN THOUGH WE HAD THAT BIG BENEFIT IN FEBRUARY, IS THAT BASICALLY WHAT YOU WERE SAYING? OKAY, THANK YOU FOR, FOR, FOR, YOU KNOW, SAYING THAT PUBLICLY.
UH, I KNOW IT'S NOT ALWAYS EASY AT THE CAPITOL FOR AUSTIN ENERGY, BUT, UM, I APPRECIATED YOU GUYS STEPPING UP ON BEHALF OF THE CONSUMERS, UH, AGAINST THE BAD BILL EDGE.
OUR CUSTOMERS PAY FOR THAT GENERATION.
WE SHOULD, WE SHOULD CAPTURE THAT AND RETURN THAT TO OUR CUSTOMERS.
SO ON THE, UM, ON THE CIP SIDE, WE SPENT ABOUT 52% OF OUR BUDGET
[00:35:01]
FOR THE END OF THE SECOND FLOOR, WHICH IS RIGHT ON TRACK, OF COURSE, THE LARGEST PROJECT THAT WAS THE CORPORATE HEADQUARTERS, UM, WHICH WAS 88 MILLION OF THAT AND POSSESSION OF THE BUILDING ON APRIL 7TH, I BELIEVE.UM, AND WE'RE CURRENTLY COMPARING THAT TO A MOVE IN, UH, WITH OUR STAFF, UH, OVER THE SUMMER.
WE SHOULD BE IN THERE A BIT BIT, UM, BY, BY SEPTEMBER.
SO, UM, SIGNIFICANT SPENDING IS EXPECTED TO DISTRIBUTION DRIVEN BY THOSE CUSTOMER GROWTH IN OUR SERVICE TERRITORY.
AND, UM, YOU CAN SEE THAT CONTRIBUTION DATA CONSTRUCTION.
UM, THAT'S A FUNDING SOURCE THAT OFFSETS CASH AND REPRESENTS FUNDING THAT COMES FROM NEW CUSTOMERS TO INITIATE SERVICE.
SO, UH, THAT'S THE IDEA OF GROWTH PAYS FOR IN THE CAPITAL SIDE NEXT PAGE, BEFORE HE CUT OFF OF THAT, MARK, ARE WE GOING TO SEE ANY MORE CAPEX INVESTED IN THE DISTRIBUTION BASED UPON WHAT WE WENT THROUGH WITH URI? WHAT ELSE CAN WE DO? YEAH, WE'VE GOT THE OPERATING, OUR PRESENTATION COMING UP.
UM, CERTAINLY WE HAVE A LOT BUDGETED.
UM, I, I DON'T, I CAN'T TELL YOU RIGHT NOW EXACTLY WHAT THEY'RE GOING TO DO EXACTLY.
RELATED TO THE, UM, AS A RESULT OF THE STORM UP OR PERHAPS SYDNEY, UM, OR, OR ELK RICHARD'S KID COULD ADDRESS THAT QUESTION BECAUSE WE HAVE A LOT BUDGET.
MORE SEXUALIZATION, THINGS LIKE THAT.
I THINK I KNOW WE'RE DOING AN AFTER ACTION REPORT AND WE'RE LOOKING AT ALL THOSE THINGS THAT WE CAN DO TO IMPROVE SERVICE DURING ANOTHER, UM, EXTRAORDINARY EVENT LIKE THAT.
SO HERE IS THAT, UH, PSA P IS SO FOR THE 12 MONTHS ENDING MARCH 21ST, OUR NET POWER SUPPLY COSTS WERE 244 MILLION, UM, VERSUS A LOAN COST OF $2 BILLION.
UH, MOST OF THAT OCCURRING IN FEBRUARY WINTER STORM MIRRORS IMPACT SIGNIFICANTLY SKEWS.
THE RESULTS YOU'RE SEEING HERE ON BOTH THE LOAD ZONE COST, AS WELL AS THE REVENUES FROM OUR OWN CONTRACTED ASSETS, AS WELL AS THOSE BILATERAL AND HEDGING ACTIVITIES.
SO THE PSA RESULTS AT THE END OF MARCH GIVES US A SIGNIFICANT POSITIVE BALANCE, WHICH WOULD INDICATE A LOWER PSA FOR OUR CUSTOMERS IN THE FUTURE.
HOWEVER, WE POINTED OUT, WE ARE TRACKING SEVERAL LEGISLATIVE AND REGULATORY EFFORTS IN TEXAS THAT COULD HAVE AN IMPACT ON ELIMINATING THAT POSITIVE BALANCE FOR US AS A PSA.
SO WE'RE BEING CAUTIOUS AND WAITING TO SEE THE OUTCOMES OF THOSE EFFORTS, UH, BEFORE WE ADJUST THE PSA.
AND WE'LL CONTINUE TO MONITOR THOSE AND INFORM YOU OF THE OUTCOME AS SOON AS POSSIBLE, CERTAINLY WITH THE LEGISLATURE, UH, COMING TO AN END, HOPEFULLY SOON, UM, YOU SHOULD BE ABLE TO HAVE A BETTER INDICATION.
SOME OF THOSE BILLS THAT ARE FLOATING AROUND ON THE REGULATORY SIDE.
UH, WE'VE GOT SOME NEW, UH, PUC COMMISSIONERS AND, UH, PERHAPS WE HAVE A BOTTLE WITH A REGULATORY GROUP THAT TALKING ABOUT SOME OF THE ACTIVITY GOING THERE THAT IS RELATED TO, UM, REPRICING AND INSECURITY IZATION EFFORTS.
AND MARK, I WAS GOING TO MAKE THIS SUGGESTION LATER TO, TO MARTY AND OTHERS, BUT AFTER THE LEGISLATIVE SESSION, WE, WE, WE WANT TO MAKE SURE THAT WE GET A REPORT BOTH ON THE IMPACTS ON THE, YOU KNOW, HOW COULD IMPACT PRICING OR THE PSA, BUT ALSO IF THERE ARE, YOU KNOW, REGULATORY REQUIREMENTS ON WEATHERIZING, OUR POWER PLANTS, YOU KNOW, HAVING A SENSE OF HOW THAT MIGHT IMPACT YOUR COSTS ON THAT END AS WELL, I THINK WOULD BE, WOULD BE.
YEAH, WE CAN CERTAINLY DO THAT AND HAVE THE REGULATORY GROUP.
UM, CURRENTLY ON THE, UH, UP AT THE CAPITOL, UH, THEY'VE BEEN VERY BUSY WITH AUSTIN ISSUES, AS YOU CAN IMAGINE.
AND SO, UM, UH, WE CAN COME BACK AND REPORT ON HOW THOSE MAY, MAY IMPACT US, UH, GO TO PORTLAND, UH, NEXT PAGE.
UM, SO THE NEXT SLIDES, THESE ARE BASED UPON, UH, WE'LL CALL FULL ACCRUAL ACCOUNTING RATHER THAN A BUDGET.
AND THESE ARE THE FINANCIAL STATEMENTS, UM, PRIOR TO THE BUDGET IS REALLY CASH PLUS ENCUMBRANCES.
SO, UM, ON HERE, YOU CAN SEE THAT OUR RETAINED EARNINGS OR A NET POSITION IS DECREASING AS A RESULT OF REDUCED OPERATING MARGINS, UH, FROM THAT LOWER CONSUMPTION, PAIRED WITH THE HIGHER OPERATING EXPENSES AND THE DEBT SERVICE REQUIREMENTS AND A CURRENT RANGE, AS YOU WILL REMEMBER, THERE IS THEY'RE BASED UPON OUR ACTUAL EXPENSES THAT WE INCURRED IN 2014.
SO THOSE WERE USED TO ESTABLISH THE BASE RATES THAT WE CREATED IN 2016.
WE'RE STILL USING THE SAME COST BASIS FOR THE RATES HERE IN 2021.
THE CHART ON THE UPPER RIGHT-HAND SHOWS THAT THAT WORKING CAPITAL AND THE RESERVES, WHICH CAME AT AT 749 MILLION IN MARCH OF 2021, OF COURSE, THAT, THAT, UM, UH, WORKING CAPITAL WAS WHERE THAT, THAT CASH, UM, FROM THE OVERCOLLECTION TO PSA, BUT FROM THE, UH, OUR EARNINGS IN THE, IN THE ERCOT MARKET ARE SITTING UNTIL WE GET CLARIFICATION ON WHAT'S GOING TO HAPPEN.
[00:40:01]
BALANCE IS HIGHER.AND FINALLY, WE, UH, WE ISSUED REVENUE BONDS AND THE FALL OF 2020, WHICH RELIEVED OUR COMMERCIAL PAPER BALANCES.
AND SO YOU'RE SEEING THERE IN THE SECOND QUARTER THAT WE HAD ABOUT 37 MILLION IN OUTSTANDING COMMERCIAL PAPER.
AND, UM, RIGHT NOW WE'RE PLANNING ON GOING BACK TO THE MARKET PROBABLY IN ABOUT 18 MONTHS.
SO THERE'LL BE SOME TIME FOR ME NEXT PAGE.
AND HERE YOU CAN SEE THAT OUR NON POWER SUPPLY EXPENSES ARE UP 54 MILLION AND THAT'S RELATED TO OTHER POSTS, RETIREMENT OR POST-EMPLOYMENT BENEFITS OR OPAB, AND THE PENSIONS AND A FULL YEAR OF OUR NACADOCIOUS, UH, OWNERSHIP THERE.
SO WE ARE DEPRECIATING THAT, UM, ON ACCELERATED BASIS IN ABOUT 24 MILLION OF THAT IS ASSOCIATED WITH THAT ACCELERATED DEPRECIATION OR NACADOCIOUS.
AND THEN THE OTHER REVENUES IS UP DUE TO THE REGULATORY ACCOUNTING TREATMENT FOR THAT OPEB AND PENSIONS AND NAC DEPRECIATION.
SO THAT REPRESENTS THE RECOVERY OF EXPENSES AND FUTURE RATES.
UM, THAT'S WHY IT'S, UM, I CATEGORIZE THERE AND THE $46 MILLION LOSS IN NET INCOME.
THAT'S THE TRUE IMPACT OF THE DECREASED OPERATING MARGINS THAT I'VE HIGHLIGHTED EARLIER.
UM, YOU KNOW, ALSO NOTICE THAT, UM, WE INCREASED OUR CUSTOMER COUNT BY 11,308 CUSTOMERS YEAR OVER YEAR.
THAT'S A 2.2% INCREASE WHILE AT THE SAME TIME, OUR SALES DECREASED BY HUNDRED 98 MEG OR A GIGAWATT HOURS OR 3.2%.
UM, SO THAT RATIO IS PART OF WHAT'S DRIVING OUR LOWER OPERATING MARGINS AND INCREASING OUR FIXED COST COLLECTING FROM A DECREASING VOLUMETRIC BILLING UNIT.
SO I HAVE A LITTLE BIT MORE ON THAT COMING UP HERE, NEXT PAGE.
SO I JUST SHOWED YOU THAT, THAT THOSE YEAR OVER YEAR NUMBERS, I IN CUSTOMERS ARE RETAIL SALES.
SO THE DATA THAT I'M GOING TO SHOW YOU IS IT'S NOT NECESSARILY NEW DATA.
UM, I PRESENTED SOME OF THESE TRENDS TO YOU IN THE PAST.
UH, HOWEVER, WE ARE NOW SEEING THOSE COMPOUNDING EFFECTS OF THE COVID PANDEMIC.
AND I'D LIKE TO TAKE A FEW MINUTES JUST TO PROVIDE YOU WITH SOME CHARTS AND SOME TRENDS THAT WE'RE SEEING, UH, WE'RE RELATED TO OUR FINANCIAL PERFORMANCE.
SO FIRST, UH, YOU KNOW, WE MUST'VE ASSUMED THAT THE EXPLOSIVE GROWTH QUICK, QUICK, QUICK QUESTION, THAT BIG, UM, DECREASE IN, IN ENERGY USE THAT THAT WOULD BE FROM THE COMMERCIAL SECTOR.
CAUSE I KNOW I'M USING A LOT MORE ELECTRICITY WORKING FROM HOME.
SO IS THAT, IS THAT MAINLY THE COMMERCIAL? YEAH, I CAN SHOW YOU A LITTLE BIT MORE.
SO, UM, WHAT WE SAW WAS, UM, AN INCREASE IN, ON RESIDENTIAL SIDE OR INDEPENDENTLY, CAUSE YOU'RE EXACTLY RIGHT.
PEOPLE WERE WORKING AND, UM, I'M GOING TO SCHOOL FROM HOME AND WE SAW A SIGNIFICANT DECREASE ON THE COMMERCIAL SIDE, ESPECIALLY THE DEMAND SIDE.
AND SO A LOT OF THAT DECREASE IS, UM, THAT THE COVID IMPACT, BUT IT'S ALSO A TREND THAT, THAT WE'VE BEEN SEEING, UH, I'LL POINT OUT TO YOU HERE IN A MINUTE, BUT, UM, SO, YOU KNOW, SO THIS CHART KIND OF DEMONSTRATES THAT OUR, THE NUMBER OF CUSTOMERS HAS GROWN AT A COMPOUNDED RATE OF ABOUT 2.2% PER YEAR, SINCE 2016.
UM, AND DURING THAT SAME PERIOD, YOU CAN SEE THERE ARE RETAIL SALES HAVE EXPERIENCED ABOUT A 0.3% COMPOUND GROWTH RATE DURING THE SAME PERIOD.
SO, UM, YOU CAN SEE THAT THAT TREND LINE THERE, UM, TWO 16 AND 21 ARE FORECAST AT 22 AND, UM, IN 20 AND 21, YOU'RE SEEING THOSE IMPACTS OF COVID THERE.
AND THAT REALLY TRANSLATES SOONER EROSION OF FUTURE SALES BECAUSE YOU'RE STARTING FROM A LOWER BASE AND THAT, THAT LITTLE HOCKEY STICK YOU SEE GOING FROM 21 TO 22, AS I POINTED OUT TO OUR FORECAST BRIEF, WE HAVE AN ASSUMPTION THAT BY JANUARY OF 2022, THAT LOAD GOES BACK TO ITS NORMAL, UM, GROWTH PATTERNS.
AND SO THAT'S WHY WE'RE SEEING THAT INCREASE IN 22.
AND SO HOPEFULLY WITH THE CDC ORDER WE GOT TODAY, WE GET MORE FOLKS, UM, VACCINATED, WE'LL START TO SEE THE ECONOMY PICK UP AGAIN.
AND HOPEFULLY THAT THAT FORECAST COMES UP CORRECT EXPANSION.
SO CYRUS, THIS IS WHAT THE POINT I WAS MAKING EARLIER, WHICH IS WE'VE SEEN THIS TREND IN DECLINING CONSUMPTION LITURGY.
AND SO, YOU KNOW, THIS IS REALLY ASSOCIATED WITH ADVANCES IN OUR ENERGY EFFICIENCY AND BUILDING CODES, HOUSING STOCK, DG, OVERALL AWARENESS OF ENERGY CONSERVATION FROM OUR CUSTOMERS, BUT IT'S BEEN A LONG ONGOING TREND.
WE'RE SEEING DECREASED CONSUMPTION PER CUSTOMER, UM, AS A WHOLE.
AND SO COVID HAS HAD AN IMPACT ON THAT NEXT PAGE.
HERE'S A INTERESTING, UH, CHART HERE.
AND SO, YOU KNOW, ENERGY EFFICIENT REALLY HAS INTEGRATED ITSELF INTO THE QUALITY OF THE CONSTRUCTION AND THE LIGHTING, THE HEATING AND COOLING SYSTEMS AND THE HOUSEHOLD APPLIANCES IN GENERAL.
[00:45:01]
THOSE EFFICIENCIES HELP DRIVE DOWN AVERAGE CONSUMPTION COMPARED TO PRE 2012.YOU CAN SEE THAT NEW CONSTRUCTION IS ABOUT 57, 50% MORE EFFICIENT.
AND SO THE WAY YOU READ THIS CHART IS THAT YEAR ON THE BOTTOM OF THE CHART, THERE THAT'S THE YEAR THAT, THAT, UM, THAT CUSTOMER FIRST TOOK SERVICE.
AND SO THAT PROBABLY REPRESENTS NEW OR, UM, UH, NEW CONSTRUCTION REALLY.
AND SO YOU CAN SEE THAT, UM, HOMES THAT WERE EXISTED BEFORE 2012 OVERALL, WE'RE USING ABOUT 909 ON AVERAGE KWH PER MONTH.
THEY'RE NOW USING FOUR OH NINE AND YOU CAN SEE THE BREAKDOWN FROM THINGS, SINGLE FAMILY AND MULTIFAMILY.
THEY'RE REALLY MUCH MORE ENERGY EFFICIENT, UM, AS A WHOLE.
AND SO, UM, YOU KNOW, SO AS THE HOUSING MARKET GETS FULLY SATURATED, LIKE IT IS NOW REALLY ALL THE, ALL THE NEW, THE NEW CUSTOMERS EVER GETTING ARE REALLY MOVING INTO, UM, NEW CONSTRUCTION IS REALLY ENERGY EFFICIENT AND SMALLER UNITS.
AND SO THAT, THAT'S WHAT WE'RE SEEING IN TERMS OF, UM, CONSUMPTION, UH, ALSO BASIS EXPANSION.
WHAT DOES THAT MEAN TO OUR PRICING STRUCTURE? SO ALL THOSE NEW CUSTOMERS ARE, UM, IT WAS REALLY NEW, EFFICIENT HOMES.
YOU'RE REALLY AGGREGATING IN THE FIRST TWO TIERS, UM, THAT REPRESENTS ABOUT 76% OF OUR SALES.
YOU'LL REMEMBER THAT WE HAVE A FIVE TIERED STRUCTURE.
SO, YOU KNOW, IN CONCERT WITH THAT ENERGY EFFICIENCY BUILDING CODES AND ALL THAT, UM, WE'VE REALLY DRIVEN, CONSUMPTION, GO TO THOSE LOWER TIERS, UH, THAT WE CREATED.
AND AT THE SAME TIME, WE'VE SEEN A 14% REDUCTION IN TEARS, FOUR AND FIVE.
SO, UM, OUR CODE'S WORKING, UH, THE COVID IMPACT HAS REALLY, UM, UH, CHALLENGED US HERE BECAUSE NOT ONLY ARE WE SEEING LOWER OUR OVERALL SALES, BUT WHAT RESIDENTIAL GOES WE'RE SEEING IS REALLY IN THESE, UH, LOWERED, UM, UNDER PRICE TIERS.
UM, HERE'S ONE AND TO BE ABOUT, UH, 76% OF OUR SALES ARE, UM, 2014.
YOU'LL REMEMBER THAT WE CHANGED OUR EXTENSION POLICY POLICY, AND THAT WAS WAY TOO, UM, YOU KNOW, HAVE GROWTH, PAY, PAY FOR GROWTH.
UM, AND THAT HAS WORKED VERY WELL ON THE CAPITAL SIDE WHERE DEVELOPERS PAY FOR THE NEW STRUCTURE AS OPPOSED TO MAKING THE SYSTEM IMPROVEMENTS.
UM, BUT ON THE OPERATING SIDE, EVERY NEW RESIDENTIAL THAT COMES ON IS STAYING IN THOSE TIERS ONE AND TWO.
AND SO, UM, THAT'S CREATING THOSE NEGATIVE MARGINS.
I PRESENTED TO YOU EARLY AND, AND MARK REMIND US THAT THE CITY COUNCIL ROSE RIGHT, THEN THEY FREEZE THOSE TEAR.
THEY, THEY FROZE SOME OF THOSE TIERS UNTIL NEXT SEPTEMBER.
SO WHEN WE, UH, PUT TOGETHER THE COVID, UM, RELEASE PACKAGE TO BILL REPACKAGE, I THINK IT WAS LAST APRIL ANNOUNCED IT'S BEEN A, IT'S BEEN A YEAR.
SO WE'VE FROZEN AT THOSE AT THOSE THREE TIERS, UH, SIMILAR TO ALTO CITY, UH, AND WE INCREASED THE, UH, CAP DISCOUNT TO 15%.
SO DOES THAT MEAN THAT DECREASE OF 14%? HOW DO YOU THEN FIGURE THAT OUT IF WE'RE NOT EVEN CHARGING, THESE ARE, UM, UM, UH, HISTORIC OVER THE PERIOD.
UH, WE CAN GO BACK AND LOOK AT IT DURING THE COVID.
SO OBVIOUSLY, UM, THOSE, THOSE RATES WEREN'T WEREN'T EFFECTIVE, RIGHT? SO IT WAS JUST THAT THE THREE TIERS, UM, SO THAT, THAT WOULD HAVE, YOU KNOW, UM, REMOVED THAT, THAT REVENUE BY NOT HAVING THOSE TIERS.
SO THOSE, THOSE NUMBERS, IF WE HAVE INCLUDED THE, UM, THE LAST YEAR THAT THE CALCULATION, UH, THAT, THAT WOULD HAVE AMPLIFIED THAT REDUCTION IN THOSE HIGHER TIERS, WHAT'S THE NEXT RATE CASE.
UM, WE ARE DETERMINING THAT RIGHT NOW.
SO A LOT DEPENDS ON, UM, UH, OUR RESOURCE IN GENERATION PLAN AND, UH, YOU KNOW, UH, UH, FAYETTE.
AND SO, UH, WE'RE ANTICIPATING CLOSING FAYETTE RIGHT AT THE END OF THE 22.
SO THAT REPRESENTS THE SAVING OF COURSE, WITHIN BASE RATES.
SO WE DON'T HAVE TO MAKE A NOTE AND MEASURABLE, BUT WE CAN'T DO THAT UNTIL WE ASK THEM CERTAINLY ABOUT WHAT THOSE COSTS ARE AND THE EXACT DATE, AND HAVE A SIGNED AGREEMENT.
AND THAT'S WHAT WE'RE WORKING ON.
SO I'VE SHOWED YOU THE CHART BEFORE.
AND SO, UM, THIS GETS BACK TO, UH, CYRUS AND THE THING THAT YOU POINTED OUT, WHICH IS, UH, DURING THE, THE COVID PANDEMIC THAT REALLY, YOU KNOW, YOU GOT THAT MARCH 13TH ORDER AND LAST YEAR TO STAY HOME.
UM, YOU CAN SEE THERE THAT, UM, YOU KNOW, ON THE RESIDENTIAL SIDE THAT CONSUMPTION REALLY PICKED OVER, UH, PICKED UP OVER THE, UM, HISTORICAL TRENDS BECAUSE PEOPLE WERE WORKING FROM HOME MORE, UM, AND, UM, GOING TO SCHOOL, UM, I DON'T HAVE IT CHARTED HERE,
[00:50:01]
BUT IF YOU LOOK AT THE LAST ABOUT THREE OR FOUR WEEKS, OUR TRENDS ARE STARTING TO REVERSE.NOW, A RESIDENTIAL CONSUMPTION IS GOING DOWN VERSUS LAST YEAR TREND BECAUSE WE'RE SEEING MORE PEOPLE RETURNED TO WORK.
UH, MORE KIDS WHO ARE GOING BACK TO SCHOOL AND SORRY, WE'RE SETTLING DOWN TO MORE NORMAL PATTERN, UM, UH, UNDER RESIDENTIAL SIDE.
SO THAT CONSUMPTION IS, IS SELLING DOWN AND GOING BACK TO MORE NORMAL, YOU GO TO THE NEXT, THIS IS THE, UM, COMMERCIAL SIDE.
AND, UM, ON THE, ON THE COMMERCIAL SIDE, YOU CAN SEE THAT, UM, WE SORT OF HAD THE OPPOSITE.
SO, UM, AS WE PUT IN THE, UH, THE STAYING AT HOME, UM, WE SAW A, UH, UH, LESS DEMAND AND LESS CONSUMPTION ON THE COMMERCIAL SIDE.
AND YOU CAN SEE THAT, SO THAT, THAT, THAT GRAY LINE THERE, THAT WAS THE PRIOR YEAR AND THE ORANGE LINE IS THE ACTUAL CONSUMPTION AND WHAT WE DID GET TO AROUND NEIL, UM, UH, FIRST PART OF THIS YEAR, IT SEEMED TO SETTLE DOWN AND START TO TRACK MORE NORMAL.
IN FACT, IF YOU LOOK AT THE LAST THREE OR FOUR WEEKS, UH, COMMERCIAL, UH, UH, BOTH ON THE CONSUMPTION DEMAND SEEMS TO BE PICKING UP AGAIN, AS WE START TO SEE BUSINESSES REOPENED.
AND SO THAT ALSO IS, UH, IS INCREASING EXPANSION.
SO SEE, UM, UM, THE EFFECT OF THIS IS ESSENTIALLY THAT, UM, THE COVID PANDEMIC HAS LOWERED BOTH OUR KW, AS WELL AS OUR KWH SALES THAT HAS REALLY RESULTED IN LOWER REVENUE.
SO IT'S MEAN WE'RE NOT NECESSARILY COVERING OUR CURRENT EXPENSES WITH OUR CURRENT REVENUES.
AND WHILE WE EXPECT OUR ECONOMY TO RESUME AT A MORE NORMAL, OR EVEN BETTER THAN NORMAL GROWTH, UH, STARTING IN JANUARY HERE AND PANDEMICS, IT'S GOT A LASTING IMPACT ON OUR FINANCIAL HEALTH.
AND SO, UH, WE EXPECT TO SEE ABOUT A $40 MILLION REDUCTION IN BASE REVENUE, FYI 2021.
NO WORRIES, BECAUSE WE'RE STARTING AT THIS LOWER FORECASTED LOAD THAN WE HAD ANTICIPATED BACK IN 2019.
UM, THOSE BASE REVENUES ARE ABOUT 14 MILLION, LESS THAN 2022 VERSUS THE TWO FORECASTS OF HOW WE FORECAST IN 2019 VERSUS NOW WE'RE ABOUT 14 MILLION LESS IN REVENUE IN 2022.
SO THAT, THAT YELLOW LINE THAT REPRESENTS OUR FORECAST BACK IN 2019 AND THAT, UH, ORANGE BAR FOR 2022, THAT'S WHERE OUR FORECAST IS NEXT PAGE.
AND SO, YOU KNOW, WITH THE PANDEMIC, UM, IT'S HAD ADAPTING EFFECTED HER SALES JOINT COMPOUNDS, THE EFFECTS THAT WE'RE EXPERIENCING IN THOSE, UH, TRENDS IN OUR CUSTOMERS, UM, MOVING HERE, BUT HAVING LOWER CONSUMPTION ON A PER CUSTOMER BASIS.
AND I SHARED WITH YOU OUR FORECAST BRIEFING LAST MONTH, OUR EXPENSES AT AUSTIN ENERGY ARE LARGELY FIXED.
AND THOSE THAT ARE VARIABLE ARE IN PART DRIVEN BY THE NUMBER OF CUSTOMERS AND SERVE, WHICH IS GROWING.
AND SO THE END RESULT IS THE SEPARATION OF THE GROWTH TRENDS BETWEEN OUR REVENUES AND EXPENSES.
WHILE WE EXPECT THIS TO CLOSE THIS TREND IN THE FUTURE OR CLOSED PARTIALLY, YEAH, IT WILL HAVE A LASTING IMPACT, OUR CUSTOMERS AND OUR FUTURE RATES.
IT WILL SEE LOWER CASH ON HAND AS WE USE IT TO PAY FOR CURRENT OPERATING EXPENSES RATHER THAN CURRENT REVENUES.
WE'LL ALSO SEE LESS INTERESTED IN COM WHICH OFFSETS THAT RETAIL REVENUE FROM CUSTOMERS, UH, CAUSE WE'LL HAVE LOWER CASH BALANCES AND LOWER INTEREST RATES AS WE CONTINUE TO ADD RESIDENTIAL CUSTOMERS AND SERVE THEM EXCLUSIVELY IN THOSE TIERS ONE AND TWO, WE WON'T RECOVER THAT FULL COST OF SERVICE.
SO ALL OF THESE THINGS ARE THINGS THAT WE HOPE TO ADDRESS IN OUR NEXT RATE REVIEW, AND WE'LL TRY TO DO IT IN AN EQUITABLE WAY, UH, WHILE STILL MEETING THOSE AFFORDABILITY GOALS.
SO THAT'S MY PRESENTATION FOR THE SEASONING, AND I CAN ANSWER ANY QUESTIONS YOU MIGHT HAVE NOW, MARK, WHEN WOULD YOU DO A RATE REVIEW? I KNOW WE KIND OF PUT OFF THE ONE THAT WAS SUPPOSED TO BE HAPPENING NOW WITH ALL THESE CHANGES.
IS THAT SOMETHING YOU'D TRY TO DO IN 2022 OR, OR YOU'RE NOT SURE.
I MEAN, WE, YEAH, SO W WE, WE DID DO A COST OF SERVICE STUDY AND WE DETERMINED THAT CURRENT RATES WERE ADEQUATE TO MEET OUR CURRENT EXPENSES.
OF COURSE, A LOT OF THAT WAS DEPENDENT UPON, UM, THE FORECAST OF THE S YOU KNOW, CONSUMPTION LEVEL.
UM, AS I POINTED OUT EARLIER, UM, ONE OF THE THINGS THAT WE'RE REALLY WATCHING IS OUR EXIT FROM FAYETTE AND THE TIMING OF THAT, UH, BECAUSE, UM, IDEALLY WE WOULD REMOVE THOSE OPERATING EXPENSES FROM BASE RATES, UH, AS A PART OF THAT, THE RATE REVIEW, BUT WE CAN'T DO THAT UNTIL IT'S KNOWN AND MEASURABLE.
AND SO, UM, WHERE WE'RE TRIGGERING THAT
[00:55:01]
NEXT BREAK REVIEW OFF OF OUR DECISION OF FAYETTE, THIS IS A COMMISSIONER FOSSIL.UM, SO IF YOU, UH, ARE GOING TO THINK YOU'RE GOING TO HAVE YOUR SALE COMPLETE ON FAYETTE IN 2022, IS THAT WHAT YOU SAID? RIGHT.
SO THE, UH, THE RESOURCE CENTER PERSON SHOWS US EXITING FAYETTE, UM, AT THE END OF FY 22.
UM, I'M JUST CONCERNED THAT WE, WHEN WE DO A RIGHT REVIEW, THAT WE TRY TO AVOID, UM, USING THE, UH, TEST YEAR THAT IS, INCLUDES THIS COVID AND YOU'RE A STORM HERE.
I MEAN, WE HAD A LOT OF WEIRD THINGS GOING ON.
UM, AND SO, UH, FORTUNATELY A LOT OF THE, UM, THE CHANGE, UM, OUR WISE IS WITHIN THAT POWER SUPPLY ADJUSTMENT, AS I SHOWED YOU THAT CHART WITH THAT, WITH THE HUGE SPIKE IN THERE, OR DOWNWARD TREND.
IT, IT IMPACTS OUR, OUR CONSUMPTION LEVELS.
UM, AND SO, UM, AND IT MAY ALSO IMPACT SOME OF OUR, UM, OPERATING EXPENSES.
AND SO YOU'RE, YOU'RE ABSOLUTELY RIGHT.
THOSE ARE THINGS THAT WE HAVE TO BE ABOUT IF IT IS OUR TEST YEAR, WE'LL CERTAINLY HAVE TO MAKE THOSE KNOWN OR MEASURABLE CHANGES AS A RESULT.
WELL, I THINK YOU'D HAVE TO NORMALIZE FOR THE, FOR THE, I DON'T KNOW HOW YOU NORMALIZE FOR PANDEMIC, BUT NOT HAVE TO NORMALIZE FOR THE WEATHER.
ANY OTHER QUESTIONS FOR MR. DOMBROWSKI SOUNDS LIKE NO.
[11. 2nd Quarter Operations Briefing]
ON TO THE ITEM NUMBER 11, UM, TWO, TWO OPERATIONS BRIEFING.MADAM CHAIR, WE'LL HAVE A CHIEF OPERATING OFFICER SYDNEY JACKSON MOVED OVER TO SECOND.
SO GOOD AFTERNOON, UH, COMMISSION, CHAIR HOPKINS AND ELECTRIC UTILITY COMMISSION MEMBERS.
UH, AS YOU KNOW, I AM SYDNEY JACKSON, THE DEPUTY GENERAL MANAGER AND CHIEF OPERATIONS OFFICER AT AUSTIN ENERGY.
AND AS IT HAS BEEN OUR PRACTICE FOR SOME TIME, I WILL, WE'LL BE PRESENTING THE AUSTIN ENERGY QUARTERLY OPERATIONS REPORT.
AND THIS BRIEFING IS AN OVERVIEW OF ELECTRIC UTILITY OPERATIONS FOR ORDER TO A NAMELY THE JANUARY, FEBRUARY, MARCH TIMEFRAME.
LET ME MOVE TO THE NEXT SLIDE, PLEASE.
OUR FOCUS TODAY WILL BE AROUND THE TRADITIONAL, UM, UM, ITEMS SUCH AS POWER SUPPLY OPERATIONS, LOAD ANALYSIS, UH, GENERATION PERFORMANCE AND SYSTEM RELIABILITY.
AND CAN WE GO TO SLIDE NUMBER FOUR, PLEASE? AND WE'LL GO AHEAD AND GET STARTED.
UM, SLIDE NUMBER FOUR, SPEAKS TO AUSTIN ENERGY GENERATION PERFORMANCE.
UH, I'M PLEASED TO SAY POWER SUPPLY PERFORMANCE REMAINS HIGH WITH ALL METRICS FOR THE QUARTER ON PLANT AVAILABILITY, BEING GREATER THAN 90% AND AS CAN BE EXPECTED AND CONSISTENT WITH OUR POWER SUPPLY PLAN.
THESE AVAILABILITY NUMBERS HAVE BEEN IMPACTED BY OUR SCHEDULED SPRING OUTAGES.
ALL THESE TRADITIONAL DISPATCHABLE RESOURCES ARE PART OF OUR PLAN PREPAREDNESS FOR THE SUMMER PEAK SEASON.
AND THIS PARTICULAR QUARTER IS NO EXCEPTION, UH, SPECIFICALLY, UH, SOUTH TEST SNELL, TEXAS PROJECT COMPLETED A REFUELING OUTAGE THAT WAS WELL-PUBLICIZED IN APRIL OF THIS YEAR.
UH, DECKER AND SANDHILL ALSO HAD PLANNED OUTAGES AND, UM, APRIL OF THIS YEAR IN SUMMARY, UH, THE GENERATION AVAILABILITY AGAIN AS IS PLANNED, AND MORE IMPORTANTLY, UM, OUR PREPAREDNESS FOR THE APPROACHING, UH, SUMMER PEAK LOADS IS PART OF THE SUMMER OUTAGES THAT ARE, THAT ARE EXPERIENCED AND, UH, EVIDENT IN THESE NUMBERS.
THIS SLIDE SPEAKS TO OUR GENERATION RESOURCE MIX.
WE'VE GOT FOUR GRAPHICS ON THIS SLIDE, STARTING AT THE LOWER RIGHT-HAND PORTION.
YOU CAN SEE THAT 48% OF OUR RENEWABLE RESOURCES REP AS A PERCENTAGE OF CONSUMPTION, UH, DURING THE QUARTER, AGAIN, ROBUST, RENEWABLE GENERATION.
AND YOU'LL SEE THAT AGAIN IN LATER SLIDES ON THE LOWER LEFT-HAND SIDE SPEAKS TO, UH, SYSTEM PEAK DEMAND.
AND AS IT SHOWS, IT'S A SLIGHT UPTICK AND A SIGNIFICANT UPTICK, UH, IN THAT QUARTER.
[01:00:01]
ENERGY SET AN ALL TIME WINTER PEAK SYSTEM DEMAND.OBVIOUSLY THAT PEAK, THE MAN WAS COINCIDENCE WITH THE WINTER POLAR VORTEX THAT WE EXPERIENCED IN FEBRUARY OR THE WINTER STORM URI.
UH, AGAIN, THIS IS A WINTER PEAK RECORD FOR AUSTIN ENERGY, UH, LOAD ZONE.
UM, AND THEN IN ADDITION TO THAT, ERCOT AS A SYSTEM, UH, SET WINTER PEAK RECORDS AS WELL, MOVING TO THE GRAPHIC IN THE UPPER RIGHT-HAND CORNER, AS YOU CAN SEE THE CONTRIBUTION BY RESOURCE TYPE AND THEN MOVING TO THE GRAPHIC IN THE UPPER LEFT-HAND CORNER, UH, UNIQUELY THIS PARTICULAR QUARTER, UH, THE FIELD TYPE THAT IS AMPLIFIED, AS YOU CAN SEE IN THE BLUE IS, UM, NATURAL GAS.
AND AS YOU AWARE, DURING WINTER STORM YURI, I NATURAL GAS PRICES WERE EXPERIENCED ACROSS OUR REGION, AND THIS IS DIRECTLY ATTRIBUTABLE TO OUR WINTER STORM IMPACTS.
NEXT SLIDE, PLEASE MOVING TO SLIDE SIX, SPEAKING TO SYSTEM RELIABILITY, UH, ALL MAJOR RELIABILITY INDICATORS, SHOW POSITIVE PROGRESS TOWARDS GOALS, UH, OF THE SAIDI KATY, AND SATHI AGAIN, MEASURES OF PERFORMANCE DURING OUTAGE CONSIDERATIONS, A REMINDER THAT WE ARE WORKING TO EMPHASIZE OUR WORST PERFORMING THEATERS, AND THAT IS PART OF OUR CONTINUOUS IMPROVEMENT.
CAN WE PAUSE ON THIS? THANK YOU FOR INCLUDING THESE, THESE, UH, SLIDES IN THE BARS HERE.
HEY, ON THE MAJOR EVENT DAYS, IS THAT ONLY INCLUDING LOOKING BACK TO THE SLIDES THAT EITHER YOU OR JACKIE PRESENTED, AND IT HAD A REALLY GOOD SLIDE THAT TALKED ABOUT THE TIMELINE OF URI.
AND THERE WAS THE FIRST SECTION THAT WAS ICE RELATED THAT IMPACTED THE DISTRIBUTION LINES THAT I THINK THE PEAK OUTAGES WERE 35,000 CUSTOMERS, AND THEN IT CAME TO THE ERCOT DEBACLE AND ALL HELL BROKE LOOSE.
SO IT DOES THAT MAJOR EVENT BASE, DOES THAT INCLUDE ALL OF URI WITH THE ICE AND THE DISTRIBUTION AND THE ERCOT GENERATION PROBLEM, OR JUST THE ERCOT GENERATION THAT IS REALLY UNFAIR TO INCLUDE IN THE METRICS HERE FOR THESE METRICS THAT ARE MORE FOCUSED ON DISTRIBUTION.
UM, VERY GOOD QUESTION, UH, TO ANSWER YOUR QUESTION, MOST OF THE VOLATILITY ASSOCIATED WITH WINTER STORM URI WOULD FALL INTO THE MAJOR EVENT PHASE.
AS YOU KNOW, THESE STATISTICS ARE MEANT TO BE STEADY STATE, NOT EXTREMES THAT ARE ASSOCIATED WITH HURRICANES, WINTER STORMS AND THE LIKE, UM, UH, I DID NOT INCLUDE THE SPECIFIC DAYS IN THE SPECIFIC HOURS THAT REPRESENT MAJOR EVENT, BUT AS YOU CAN IMAGINE, DURING WINTER STORM YURI WHERE SYSTEM RELIABILITY WAS SIGNIFICANTLY IMPACTED, UH, THEY WOULD BE EXCLUDED FROM THESE NUMBERS.
AND THEN ANOTHER QUESTION, A LITTLE BIT DIFFERENT.
SO, UH, JACKIE HAD MENTIONED IN SOME TESTIMONY TO THE PASSER SENATE THAT WE LOVE OUR TREES IN AUSTIN, AND WE HAD GOTTEN BACK TO INDUSTRY STANDARD TRIMMING CLEARANCES.
AND JUST LIKE YOU GO, IF YOU'RE PAINTING A BRIDGE AND YOU START AT ONE END AND THEN EVENTUALLY YOU GET TO THE FAR END, AND THEN BY THE TIME YOU GET TO THE FAR END, YOU HAVE TO GO BACK.
WE UNDERSTAND THE CONCEPT OF TREES GROW AND YOU HAVE TO START THE CYCLE, BUT WHEN DO YOU THINK WE'LL HAVE A WHOLE CYCLE COMPLETED? WHERE, WHERE THE WHOLE CYCLE HAS GONE THROUGH BEING CUT BACK AT INDUSTRY STANDARDS, THEN THE, A LITTLE BIT LOOSER ONES THAT WERE HELD BEFORE.
UM, SO TO ADDRESS THE NUMBER OF CYCLES, THE WHOLE CYCLE.
SO A WHOLE CYCLE WOULD BE ESSENTIALLY OUR WHOLE SYSTEM, IF YOU WILL.
THE QUICK ANSWER IS NORMALLY FIVE TO SEVEN YEARS IS WHAT WE'RE TARGETING.
AND SO YOU CAN IMAGINE 71 SUBSTATIONS, NOMINALLY 500 CIRCUITS.
SOME OF THOSE CIRCUITS ARE A COUPLE OF MILES LONG, SO THE PLAN WOULD GET, BE ABLE TO GET THROUGH ONE CYCLE AND GET HER BACK AROUND TO THAT PARTICULAR CIRCUIT, UH, IN A FIVE TO SEVEN YEAR TIMEFRAME WITH EMPHASIS ON, ON THE FIVE, WHERE ARE WE IN THAT, UM, YOU KNOW, CATCHING UP PROCESS, UH, ARE WE STILL YEARS OUT, UH, OR, OR, UM, THAT AGAIN IS A GOOD QUESTION.
SO WHERE ARE WE IN THE PROCESS? UH, OUR VICE PRESIDENT, MR. ELTON RICHARD FIELD OPS HAS, UH, A VEGETATION MANAGEMENT PRESENTATION THAT IS, UH, HE'S GOING TO DELIVER MONDAY, I BELIEVE.
UH, AND ONE OF THE THINGS THAT YOU'RE WELL AWARE IS THAT, UH, IT WAS BROUGHT TO THIS, UH, COMMITTEE, UH, INCREMENTAL INVESTMENTS IN VEGETATION MANAGEMENT.
SO ONE OF THE BIG PUSHES IS THE IMPLEMENTATION OF THOSE FUNDS AND WHAT IT MEANS TO CRUISE STRENGTHS AND THE LIFE.
[01:05:01]
YOUR QUESTION.COULD YOU, UH, HAVE JEFF SEND THAT OUT TO US PLEASE ONCE IT'S AVAILABLE NEXT WEEK? WELL, UH, IN FACT, ABSOLUTELY.
UM, IF WE CAN BRING, UH, ELTON RICHARDS ON THE CALL, WE CAN MOVE HIM OVER.
HE MAY HAVE SOME INCREMENTAL COMMENTS OR WE CAN JUST QUEUE IT UP FOR NEXT TIME.
CAN YOU HEAR ME? YEAH, HE'S HERE.
THERE'S GOOD TO TALK TO YOU GUYS.
I WISH WE WERE BACK IN TLC, DOWN IN THE CONFERENCE ROOM SO WE COULD ACTUALLY SEE EACH OTHER, BUT, UH, HOPE YOU AND YOUR FAMILY ARE DOING WELL.
UH, SOME GOOD QUESTIONS ON THE VEGETATION MANAGEMENT AND THE, THE CYCLE TO GET US INTO A CYCLE.
YOU'RE LOOKING AT ABOUT A FIVE TO SEVEN YEAR, BECAUSE THAT'S HOW FAR WE ARE BEHIND TO GET CAUGHT BACK UP ON THAT THE CYCLE ITSELF.
UH, AS FAR AS WHERE ARE WE SITTING AT? UH, WE'VE BEEN PROGRESSIVELY PUTTING AS MANY CRUISES WE COULD WITH THE OLD CONTRACT, THE NEW CONTRACT THAT COME INTO PLACE UNTIL JANUARY 21ST OF THIS YEAR.
SO WE'RE SITTING AT ABOUT 38 CREWS AT BUMPED UP TO APPROXIMATELY 42 RIGHT NOW.
AND BY THE END OF MAY, WE'RE LOOKING AT 58.
CREWS IS WHAT WE'RE GOING TO HAVE ON.
AND THAT'S STRICTLY THE DISTRIBUTION CLEARANCE.
THE STREETLIGHTS HAVE A SEPARATE CONTRACT AND DIFFERENT PEOPLE DOING IT AND TRANSMISSION HAVE A DIFFERENT CONTRACT DOING IT SO WE CAN SOLELY DEDICATE THESE INDIVIDUALS TO WORK AND ON THE DISTRIBUTION VEGETATION MANAGEMENT.
BUT TO GIVE YOU AN EXAMPLE OF THE SUCCESS OF IT, WE ACTUALLY FINISHED NORTHLAND, I BELIEVE 13.
AND DURING THE ICE STORM THAT ACTUALLY HAD NO OUTAGES DUE TO VEGETATION.
IT DID HAVE SOME OUTAGES, BUT IT WAS DUE TO EQUIPMENT FAILURES.
SO WE'RE REALLY HARD HITTING THE UNDER-PERFORMANCE CIRCUS THAT WE PRESENTED TO YOU IN THE PAST.
AND ALSO, UH, SINCE THE, THE STEINER FIRE FROM 2011, I BELIEVE THE LAST TIME WE HAD THE ICE STORM, WE WENT INTO A DROUGHT.
SO WE'RE, UH, SYDNEY HAS REALLY PUSHED ME TO GET THE TOP 10 WILDFIRE MITIGATION MINE'S ALSO WORKED ON.
SO THAT'S WHAT WE'RE, WE'RE GEARING UP TO, BUT IT'D BE ABOUT A FIVE-YEAR CYCLE.
WE'RE EXPECTING TO BE FULLY UP AND RUNNING BY THE END OF MAY.
AND HOPEFULLY CAN, CAN GIVE YOU SOME SUCCESSFUL STORIES OF SOME OF THESE LINES BEING CLEAR TO THE INDUSTRY STANDARD IN THE FUTURE.
AND I'M OPEN TO ANY QUESTIONS ANYONE HAS.
UM, THIS IS, UH, RANDY CHAPMAN.
UH, LET ME ASK, UH, IN THE LAST COUPLE OF DAYS, THE SOAKER AND BARTON HILLS NEIGHBORHOOD HAD BEEN UP AND OFF, UH, THREE TIMES.
LIKE IT CAN'T BE ONE OTHER, SO WHAT TYPE OF VEGETATION MANAGEMENT OR, OR SOMETHING, UH, DIFFERENT, A LOOSE SQUIRREL, BUT, YOU KNOW, I, I I'D HAVE TO CHECK THE SPECIFIC OUTAGES, BUT I CAN TELL YOU IN THE LAST WEEK WE'VE HAD PROBABLY 10 CAR VERSUS POLES, UH, THAT HAVE PUT ANYWHERE BETWEEN A THOUSAND TO 3000 PEOPLE OUT AT A TIME.
UH, I DON'T KNOW IF THEY'RE PUTTING BULL'S EYES ON THESE THINGS, RANDY OR WHAT, BUT, I MEAN, IT SEEMS LIKE EVERY MORNING I'M GETTING UP AND THERE WAS A CAR VERSUS A POLE SOMEWHERE, AND IT'S ACTUALLY TAKEN THE POLL DOWN.
AND WHEN THE POLL DOWN, THEN IT STARTS PULLING THE WIRE WITH IT.
SO IT'S A, IT'S A GOOD FOUR TO SIX HOUR, UH, SOMETIMES EIGHT HOURS TO GET THAT BACK UP.
SO IF YOU WANT TO SEND A JEFF THOSE AREAS SPECIFICALLY, I WILL DEFINITELY LOOK INTO THE OUTAGES INDIVIDUALLY.
UH, BUT I CAN TELL YOU THE BIGGEST THINGS THAT HAVE HAPPENED OVER THE LAST WEEK IN THAT CAR VERSUS FULL RANDY.
AND IN ADDITION, COMMISSIONER CHAPMAN, UH, AND I FORGET IF THAT'S IN, UH, COUNCIL MEMBER KITCHEN'S AREA, BUT, UH, SOMETIMES WHEN WE GO OUT TO DO MAINTENANCE ON OUR EQUIPMENT, WE HAVE TO DO A TEMPORARY SHUTDOWN SO THAT WE S FOR SAFETY PURPOSES, AND I BELIEVE THAT WAS TAKING PLACE OVER THE WEEKEND ONCE OR TWICE.
AND I WOULD ALSO ADD OVER THE WEEKS OVER THE LAST COUPLE OF WEEKS, WE'VE HAD ISOLATED STORMS ROLL THROUGH THE AREA, AND SOME OF THEM HAVE BEEN VERY SIGNIFICANT IN ADDITION TO THAT LIGHTNING STRIKES AS WELL.
IN FACT, THIS MORNING WE HAD A DK TREE FALL ON, UH, ONE OF THE LINES, UH, RESULTING IN AN OUTAGE.
SO OFTENTIMES WITH A DAMAGED VEGETATION TO TAPE THE HAY TREES IN THE LIGHT, YOU CAN HAVE, UH, RAMIFICATIONS AND IMPACT DAYS AFTER THE STORM PASSES.
ANYTHING ELSE ON A SYSTEM RELIABILITY, THE FACT THAT WE CAN SEE THE URI AFTER ACTION REFORM.
UM, AGAIN, I BELIEVE THERE WAS A PRESENTATION MONDAY ON THAT, AND DON'T NECESSARILY WANT TO STEAL HIS THUNDER, BUT HOWEVER WE CAN BRING OVER, UH, VICE-PRESIDENT UH, TOM, UH, POINT IS THE ENGINEER AND TECH SERVICES VACATE.
[01:10:01]
WE ARE GOING TO BE PRESENTING SOME OF THAT DETAIL MONDAY, TOM.UM, JEFF, CAN YOU BRING TOM OVER, SIR? I'M NOT SURE THAT TOM IS ON THE LINE.
AND JUST TO CLARIFY, AND I APOLOGIZE, THERE ARE QUITE A FEW MEETINGS AHEAD.
UH, THAT PRESENTATION IS NOT SLATED FOR MONDAY.
IT IS AN UPDATE TO MARIN COUNCIL AT THE NEXT UTILITY OVERSIGHT COMMITTEE MEETING.
AND THAT IS CLOSER TO THE END OF THE MONTH OF MAY.
AND IT WILL BE RELATED REALLY TO THE PROCESS, AND IT WILL NOT BE THE FINISHED PRODUCT COMMISSIONERS, BUT, UH, I'M SURE WE CAN MAKE THAT AVAILABLE.
THAT'S GOOD TIMING, THEN BE OUR NEXT JUNE MEETING, YOU KNOW, BUT I CAN ASSURE YOU THAT THE ORGANIZATION, UH, UNDER JACKIE'S LEADERSHIP IS QUITE, UH, FOCUSED ON THE AFTER ACTION REPORT.
UH, WE HAVE IDENTIFIED A SIGNIFICANT INITIATIVES THAT WE SHOULD FOLLOW.
UH, WE WERE LOOKING AT A VARIETY OF TECHNOLOGICAL, UH, ENHANCEMENTS THAT WE CAN MAKE.
UH, OBVIOUSLY A SYSTEM IMPROVEMENTS WE CAN MAKE OPERATIONAL IMPROVEMENTS WE CAN MAKE.
AND THAT IS PART OF, UH, THE INVESTMENT IN THE IMPORTANCE OF, OF THE AFTER ACTION REPORTS.
AND THAT IS SOMETHING WE TAKING VERY SERIOUSLY.
AND WE DO HAVE CONSIDERABLE RESOURCES OF WORKING THROUGH THAT.
I'M GETTING QUESTIONS ABOUT WHY DON'T WE JUST USE THE SMART METERS TO, TO TAKE CERTAIN LOW WITH FINER GRANULARITY? YOU KNOW, WHAT ABOUT THE SEXUALIZATION IMPROVEMENTS, ET CETERA.
SO WE'RE ALL ANXIOUS TO SEE HOW YOU'LL HAVE THE CAPITAL BUDGET ALLOCATED TO DO SOME OF THAT.
AND THEN DO YOU NEED MORE MONEY TO, TO INVEST UNDERSTOOD VERY IMPORTANT ISSUES AND THEY ARE PART OF THE REPORT AS WELL.
UM, UH, COMMISSION CHAIR, CAN WE MOVE FORWARD? YES, I THINK SO.
UM, I APOLOGIZE, BUT I ACTUALLY HAVE TO LEAVE.
THIS NEXT SLIDE LOOKS AT LOAD, EXCUSE ME.
IT LOOKS AT RENEWABLE GENERATION AS A PERCENTAGE OF LOAD.
UH, IT'S A GRANULAR MONTH BY MONTH EXAMINATION.
UH, MARCH 28, 21 WAS A SIGNIFICANT MONTH.
UH, AS YOU CAN SEE, WE REACHED THE 70% MARK AS RENEWABLES AS A PERCENTAGE OF LOAD.
AND I'M PLEASED TO CONFIRMED TODAY THAT THAT IS AN ALL TIME PRODUCTION RECORD, AGAIN, AS PERCENTAGE OF LOAD, UH, FOR AUSTIN ENERGY.
AND IT ECLIPSED THE PREVIOUS RECORD OF 53.5% THAT WAS SAID IN APRIL OF 2019.
MR. JACKSON, COULD YOU TELL US WHAT WAS, WHAT REALLY DROVE THAT? WHY SO SIGNIFICANT OF A JUMP THERE? A LOT OF FACTORS.
UM, AND CAN WE BRING OVER VICE PRESIDENT OF ENERGY MARKETS, UH, ERICA BEER SPONGE, UH, SHE CAN ADDRESS THAT, BUT IT HAS TO DO WITH A LOT OF, UH, FACTORS THAT, UH, CORRELATED SIMULTANEOUSLY.
I KNOW AN ERCOT AS A WHOLE, UM, THE WIND WAS TREMENDOUS IN MARCH AND I THINK IT WAS A RECORD WITHIN OUR CONSCIOUS FOR THE AMOUNT OF WIND.
CAN YOU, CAN YOU HEAR ME, UH, EXCUSE ME, FUCK.
UH, CYRUS, UH, UH, YOU'RE CORRECT.
UH, WE ACTUALLY HAVE, UH, TWO NEW FARMS, UH, THAT CAME ON LINE AT THE BEGINNING OF THIS YEAR, UH, WITH, UH, TWO MORE THAT ARE, UH, PROVIDING TEST ENERGY, UM, OUR RAYMOND FACILITY, UM, WHICH, UH, COD, UM, AT THE BEGINNING OF JANUARY, UH, HAS BEEN PRODUCING, UH, VERY, VERY WELL.
UM, AND IT IS, UH, UH, CLOSER TO THE COAST, UM, AND HAS, HAS, UH, HAS, HAS BEEN A WONDERFUL RESOURCE.
UM, AND WE'VE ALSO JUST SEEN SOME STRENGTHS OUT OF SOME OF OUR OTHER FARMS, BUT IT REALLY HAS TO DO WITH, UH, WE HAD SEVERAL PROJECTS THAT, UM, ARE COMING ONLINE AND, AND, AND THAT HAS SOMETHING TO DO WITH, WITH THAT NUMBER.
UM, BUT AGAIN, THE TAKEAWAY AND DID THE, UM, DID THE BLACK LENS, UM, THAT THE NORTHEAST SOLAR FARM HAS THAT OPERATIONAL NOW? SO, UH, YOU'RE TALKING ABOUT YES.
EAST BLACK LENS, WHICH WAS, YOU KNOW, WE ALL KNOW AS PFLUGERVILLE, UH, IT IS CURRENTLY, UM, UH, IT IS PROVIDING TEST ENERGY.
UM, IT JUST RECENTLY STARTED PROVIDING TEST ENERGY IN THE LAST COUPLE OF WEEKS, UM, AND WE EXPECT IT TO FINISH ALL OF ITS, UH, FINAL, UH, TESTING REQUIREMENTS, UM, AND, AND BE PROVIDING US, UH, WITH, UM, STRONG, YOU KNOW, SOLAR ENERGY IN OUR LOAD ZONE HERE,
[01:15:01]
UH, FOR THE SUMMER.SO WE'RE PRETTY EXCITED ABOUT THAT.
AND AS WE MOVE TO THE NEXT SLIDE, PLEASE, IT, UH, WE'VE KIND OF FORESHADOWED.
THE NEXT SLIDE IS IT SPEAKS TO OUR CONTINUING INVESTMENT IN RENEWABLE PORTFOLIO ASSETS AND INSTRUMENTS.
UH, WE'VE TALKED ABOUT, UH, THE GULF WIND, THE BLACK LANDS, THE AUSTIN AIRPORT, SOLAR IS ON TARGET.
UH, SO THE INVESTMENTS CONTINUE AND SOME OF THE COMMERCIAL OPERATION DATES ARE, ARE APPROACHING.
AND THEN THERE IS MORE, UH, RENEWABLE FACILITIES ON THE HORIZON AS WELL.
AGAIN, WE'VE SOMEWHAT SPOKE TO THAT.
ANY OTHER QUESTIONS ON THIS? UH, GIVEN THE, THE LAST SLIDE CONVERSATION, DO WE HAVE ANY, UH, STORAGE RESOURCES IN THE, IN THE PIPELINE? OH, I'M SORRY.
UM, WE, UH, DO NOT HAVE ANY, UH, STORAGE PROJECTS IN THE PIPELINE PER SE, AS FAR AS ASSIGNED CONTRACT OR COMMITMENT.
UM, WE DO, UH, WE ARE PUTTING OUT OUR ANNUAL RFP, UM, UH, NEXT MONTH, UM, IN THE MONTH OF JUNE.
AND, UH, WE ARE SPECIFICALLY TARGETING, UM, UH, STANDALONE STORAGE AND SOLAR AND STORAGE, UH, PROJECTS, UM, YOU KNOW, PROVIDING SOME, UM, YOU KNOW, UM, MORE, UH, TAILORED TYPE OF REQUESTS.
UM, AND, UH, WE ARE, UH, DISCUSSING, UH, SOME POTENTIAL STORAGE ADD ON, UH, TO, UH, PROJECTS THAT WE ALREADY HAVE, UH, UM, CONTRACTS WITH.
SO THERE'S, UH, SOME, UH, POTENTIAL THERE AS WELL, BUT, UM, SPECIFICALLY, UH, THE RFP THAT WE'RE SUBMITTING NEXT MONTH, UM, WE'LL HAVE THOSE REQUIREMENTS.
UM, WE, ANOTHER, UH, ITEM THAT YOU MAY OR MAY NOT BE AWARE OF IS, IS ERCOT HAS APPROXIMATELY 195 MEGAWATTS OF STORAGE, UM, YOU KNOW, ONLINE OR HAS HAD FOR THE PAST YEARS.
AND IT'S JUMPING TO PER THE SARA REPORT TO 1300 MEGAWATTS, UH, THIS SUMMER.
SO, UM, THOSE COMING ONLINE NOW, UM, AND, AND, YOU KNOW, WE'RE, WE'RE GLAD TO SEE THIS HAPPEN BECAUSE, UM, YOU KNOW, WE, WE'VE BEEN REALLY KIND OF TAKING OUR TIME.
UH, SO THEN WE DON'T CUT OUR TEETH ON, ON HIGHER PRICE PROJECTS.
UM, BUT WE'RE SEEING THOSE, THOSE, THOSE PRICES COME OFF AND, UH, WE THINK, UH, THAT MOMENTUM, UH, WILL, WILL HELP US ADD SOME OF THOSE ASSETS TO OUR PORTFOLIO.
SO ERIC IS THAT MOST OF THAT 1300 IS THAT SOLAR PLUS STORAGE COMBINED IN TERMS OF THERE'S THERE'S, UH, MOST OF THOSE, UM, IT'S STANDALONE PROJECTS, UM, ACTUALLY, UM, THERE'S, THERE'S A SIGNIFICANT AMOUNT.
WE HAPPY TO BRING BACK, UH, WHAT THAT THE DETAIL IS ON THAT.
I DON'T HAVE THAT AT MY FINGERTIPS, UH, DAVE, BUT I'M HAPPY TO FORWARD THAT TO THE COMMISSION.
IT'S MY PLEASURE, ERICA, ON THE RFP, ARE YOU, OR WILL IT, DO YOU HAVE A MINIMUM MEGAWATT, UM, OR, YOU KNOW, ARE WE TALKING ABOUT A MINIMUM SIZE, UH, HOW DOES THE RFP LOOK? SO IT'S GOING TO BE UTILITY SCALE.
UH, AND, UM, WE ARE W WE USUALLY PROVIDE RANGES BECAUSE WE REALLY LIKE TO HAVE, UH, THE DEVELOPERS KIND OF, UM, YOU KNOW, CRAFT, UH, THOSE OFFERS IN A WAY THAT IS, YOU KNOW, ALLOWS IT TO BE ECONOMIC, BUT WE'RE LOOKING AT IT AT SOME SIZE.
SO, YOU KNOW, A HUNDRED MEGAWATT, A 50 TO A HUNDRED MEGAWATT TYPE SIZE.
SO MOVING ONTO THE NEXT SLIDE, PLEASE.
THANK YOU FOR THAT DISCUSSION.
SO YOU CAN GO LOOK AT DISTRICT COOLING.
AUSTIN ENERGY CONTINUES ITS INVESTMENT IN BOTH CAPABILITY, CAPACITY, AND RESILIENCY ACROSS OUR SYSTEM AND STRATEGIC INVESTMENTS IN THE DISTRICT COOLING SPACE.
UM, AS THE SLIDE CONFIRMS, WE INCREASING OUR CAPACITY AND THE DOWNTOWN NETWORK, THE MORE MULE OUR NETWORK AND THE ISLAND'S CAMPUS NETWORK AS WELL.
ALL THOSE PROJECTS ARE ON SCHEDULE, AND I'D LIKE TO CALL YOUR ATTENTION TO THE, UH, DISTRICT COOLING PLANT NUMBER THREE, WHICH IS AN IMPRESSIVE ENGINEERING PROJECT THAT IS SCHEDULED TO GO IN SERVICE MID SUMMER OF THIS YEAR.
ON SPECIFICALLY, THIS PROJECT WAS CONVENED NOMINALLY SIX YEARS AGO, AND IT'S ALMOST JUST IN TIME FOR, UH, INCREASED INCREMENTAL CAPACITY THAT IS NEEDED, UM, DOWNTOWN, UH, THIS, UH, FACILITY IS IN TESTING AT THIS PARTICULAR TIME.
AND, UH, OBVIOUSLY WE WILL UPDATE YOU MORE AS THIS COMMERCIAL OPERA OPERATION DATE APPROACHES,
[01:20:01]
UH, BUT AGAIN, UH, CONSISTENT, UH, CAPACITY ADDITIONS IN THE DISTRICT COOLING, UH, NEXT SLIDE, THE NEXT SLIDE AS WELL.AND THIS IS THE CONCLUDING SLIDE THAT LOOKS AT AUSTIN ENERGY'S STRATEGIC GOALS AROUND RYDE RELIANCE, UNDERSTANDING THAT THIS GOAL WAS IN EXISTENCE WELL BEFORE THE FEBRUARY POLAR VORTEX IN THE AFTER ACTION REPORT.
UH, AND SOME OF THE KEY DELIVERABLES HERE, UH, THE COMPLETION OF PHASE ONE OF THE SUBSTATION UPGRADE AT FISKVILLE.
AND ADDITIONALLY, WE'RE ALSO ON TARGET FOR UNDERGROUND NETWORK MAPPING THAT IS STILL ONGOING ON TRANSMISSION PLANNING ON AUGMENTATIONS ARE, ARE OCCURRING.
AND WE'RE LOOKING AT, UH, THE CONTINUED EMPHASIS UPON OUR DISTRIBUTION SYSTEM RELIABILITY AND A CHAIR OPT-INS, UH, THAT CONCLUDES, UH, OUR OPERATIONS, UH, QUARTER TO REPORT.
ANY MORE QUESTIONS OR MR. JACKSON? YEAH, REAL QUICK.
SO THE TRANSMISSION SYSTEM WOULDN'T THAT DOES THAT HAVE TO GO THROUGH AFTER YOU GO THROUGH THIS ANALYSIS, SOME CCN WITH THE PUC, BECAUSE THAT'S A REGULAR GRADE RETURN.
THAT IS WHERE THE PUC HAS SOME OVERSIGHT, ONE OF THE FEW PLACES OVER AUSTIN ENERGY.
AND CAN YOU DESCRIBE MORE OF THE PROCESS THERE WHERE YOU GET A PROPOSAL THERE'S A JUSTIFICATION IT'S BLESSED BY, OR ALSO ANALYZED BY ERICA, THE PUC APPROVES IT AND HOW THAT WOULD GO? YEAH, I CAN BRING IN OUR VICE PRESIDENT OF TOM PIER, PORT, AND AGAIN, BUT CCN CERTIFICATE OF NEED, UH, ABSOLUTELY AFTER A TRANSMISSION PROJECT, THE HIGH VOLTAGE HUNDRED KV OR ABOVE AT SORT OF CERTAIN LENGTH, A CERTAIN COMPONENT SIZE OF THAT PROJECT TO GET IT APPROVED.
TYPICALLY IT HAS TO GO THROUGH ERCOT PLANNING PROCESS AS WELL.
UH, IN ADDITION TO THAT TOO, YOU SEE, UH, AFFIRMATION AS WELL IN IS, IS TOM AVAILABLE SYDNEY? I'M SORRY, BUT, UH, WE DON'T BELIEVE THAT TOM IS ON THE LINE RIGHT NOW THAT THAT'S A PROBLEM.
WELL, WE'LL TALK ABOUT THAT AND FOLLOW UP.
ANY OTHER QUESTIONS FOR MR. JACKSON LOOKS LIKE? NO.
ALRIGHT, THANK YOU SO MUCH, SIR.
[12. Green Building Energy Code Amendments.]
OKAY.MOVING ON TO ITEM NUMBER 12 IS THE GREEN BUILDING ENERGY CODE AMENDMENTS.
UM, MR. VICE, WHO DO WE HAVE FROM AUSTIN ENERGY? YES, WE HAVE KURT STOCKDALE MANAGER OF THE GREEN BUILDING AND SUSTAINABILITY PROGRAM.
UH, SO I'M ALSO JOINED BY BETH CULVER.
UH, SHE'S THE CHIEF BUILDING OFFICIAL FOR THE CITY OF AUSTIN WITH, UH, DEVELOPMENT SERVICES.
UH, SO I'D LIKE TO SPEAK TO YOU THIS EVENING ABOUT, UH, THE, UH, NEW ENERGY CODE, THE INTERNATIONAL ENERGY CONSERVATION CODE.
NEXT SLIDE, PLEASE SPECIFICALLY, I'D LIKE TO GIVE YOU AN OVERVIEW OF THE CODE.
I'D LIKE TO SPEAK TO THE TIMELINE FOR, UH, DEVELOPMENT OF, OF THE CODE AND THE ADOPTION PROCESS I'D LIKE TO SPEAK TO WHAT'S NOTABLE AT THE 21 CODE AND SOME SPECIFIC DRIVERS THAT WE'VE EXPERIENCED LOOKING INTO 21 CODE AND THEN SPEAK TO SOME NEXT STEPS.
SO THE INTERNATIONAL ENERGY CONSERVATION CODE OR THE IECC IS ONE OF AN, OF A BODY OF INTERNATIONAL CODES DEVELOPED BY THE INTERNATIONAL CODE COUNCIL.
SO SOME OF THE OTHER CODES THAT YOU MIGHT'VE HEARD OF WOULD INCLUDE THE FIRE CODE, UH, THE MECHANICAL CODE, UH, RESIDENTIAL CODE.
SO THERE'S A WHOLE BODY OF CODES THAT THIS INTERNATIONAL CODE COUNCIL DEVELOPS.
UH, THEY DEVELOP THOSE CODES ON THREE-YEAR CYCLES, UH, JUST BECAUSE THEY DEVELOP THOSE CODES ON THREE-YEAR CYCLES DOESN'T MEAN THAT THEY ADOPT THEM ON THREE-YEAR CYCLES.
SO AUSTIN IS CURRENTLY UNDER THE 2015 I UCC, AND WE LOOKED AT THE 2018 CODE FOR ADOPTION, AND THERE WERE A NUMBER OF MITIGATING FACTORS WHERE WE DECIDED NOT TO PURSUE THE, THE 18 CODE.
UH, FIRST AND FOREMOST WAS THAT THERE WASN'T A SIGNIFICANT INCREASE IN EFFICIENCY OVER THE 15 CODE, BUT ALSO IT COINCIDED WITH, UH, SIGNIFICANT WORK IN DEVELOPS W OR A DSD LOOKING AT, UH, THE LAND DEVELOPMENT CODE.
[01:25:01]
UH, AND ALSO WE WERE COMING UP ON SOME DIFFICULTIES IN, IN ADOPTING THE REST OF THE CODE.SO WE WERE A LITTLE LATER ON SOME OF THOSE, SO WE DIDN'T WANT TO ENGAGE IN THAT.
SO WE DIFFERED ON THE 2015 CODE OR ON THE 2018 CODE ADOPTION.
UH, AS FAR AS THE PURPOSE OF THE CODE IS TO REGULATE DESIGN AND CONSTRUCTION, UH, FOR USE AND CONSERVATION OF ENERGY.
NOW, THE IECC REALLY IN THIS LAST CODE AND I'LL SPEAK TO THIS A BIT MORE LATER, BUT THEY REALLY WANT TO LOOK MORE AT CONSERVATION OF ENERGY IN, IN CODE AS AN OBJECTIVE, UH, FOR THE PROCESS MOVING FORWARD.
AND THAT KIND OF COLOR SOME OF THE DECISIONS WE'RE MAKING HERE WITH REGARDS TO WHAT WE'RE LOOKING AT, UH, CODES DIVIDED INTO TWO SEGMENTS.
YOU'VE GOT A COMMERCIAL IN A, IN A RESIDENTIAL SEGMENT.
HEY, KURT, CAN YOU, CAN YOU GIVE US THE SUBTLETY BETWEEN CONSERVATION AND EFFICIENCY IF THERE IS ANY WELL, UH, I DON'T KNOW THAT I CAN.
I THINK THE DISTINCTION THAT THEY'RE LOOKING MORE AT TRYING TO PARSE OUT IS IN THE USE AND NOT TRYING TO, TO, UH, GOVERN USE, BUT WHAT PRIMARILY IT USING THE LESS KIDS USING, YOU KNOW, JUST USING LESS OR, YOU KNOW, BE MORE EFFICIENT IN ITS USE.
SO, UH, THEY'RE, THEY'RE TRYING TO BE LESS PRESCRIPTIVE WITH SOME OF IT, I BELIEVE AS PART OF THAT.
SO, UM, SO THERE ARE A NUMBER OF SECTIONS TO THE ENERGY CODE, THE BIG MOVERS RIGHT NOW THAT THEY LOOK AT IT REALLY HAVE A SIGNIFICANT IMPACT ON EFFICIENCY.
UH, OUR INSULATION, THE BUILDING, AN UNCLE OUT, WHICH IS THE EXTERIOR OF THE BUILDING BOOTS, THINGS LIKE WINDOWS, UH, ALSO INCLUDES SHADING, UH, MECHANICAL SYSTEMS, OBVIOUSLY HPAC SYSTEMS ARE A BIG, BIG INPUT THERE.
AND THEN LIGHTING, UH, THERE'S THREE DIFFERENT METHODS OF MEETING THE REQUIREMENTS AND THREE DIFFERENT WAYS THAT WE, WE TRY AND JUDGE THAT, UH, THERE'S THE PRESCRIPTIVE APPROACH.
AND THAT'S BASICALLY A CHECKLIST SAYS, YOU MUST DO A, B, C, D, ET CETERA.
AND THEN YOU MUST DO EITHER, YOU KNOW, EITHER THIS OR THAT.
AND AS YOU GO THROUGH AND YOU CHECK OFF EVERYTHING, WHEN YOU'VE COMPLETED THE CHECKLIST, YOU'RE CONSIDERED TO BE COMPLIANT WITH CODE.
THEN YOU'VE GOT A STRICTLY PERFORMANCE-BASED APPROACH, WHICH LOOKS AT A MODELING SOFTWARE PACKAGE WITH ALGORITHMS IN IT, WHERE YOU CAN PICK AND CHOOSE DIFFERENT ENERGY EFFICIENCY OPTIONS, BE IT, YOU KNOW, A DIFFERENT GATE HPAC SYSTEM OR DIFFERENT EFFICIENCY OF WINDOWS, THAT SORT OF THING.
AND YOU CAN LOOK AT THE TOTAL EFFICIENCY FOR THE BUILDING.
AND IF YOU MEET THE PARAMETERS THAT ARE OUTLINED WITHIN THE MODELING SOFTWARE, THEN YOU WERE JUDGED TO BE COMPLIANT WITH CODE.
AND THEN YOU'VE GOTTEN KIND OF A COMBINATION OF THOSE TWO LOOKING AT PRESCRIPTIVE AND PERFORMANCE BASED THROUGH SOMETHING LIKE EITHER COMCHECK OR REST CHECK, WHICH USE, UH, BOTH THE MODEL, BUT A VERY SIMPLISTIC MODEL, AND THEN A LIST OF, OF PRESCRIPTIVE MEASURES AS WELL.
HEY, KURT, I NOTICED YOU, DIDN'T SAY YOU TALKED ABOUT, UM, ERI IS, IS ERI IN THAT THIRD BUCKET BASICALLY.
IS THAT JUST ANOTHER WAY TO DO IT? IT WOULD BE, YEAH.
THERE, THERE ARE A HANDFUL OF THINGS IN THERE.
THERE ARE NUMEROUS ENOUGH THAT WE DON'T LIST THEM ALL SPECIFICALLY HERE, BUT YEAH, THERE ARE, THERE ARE SEVERAL DIFFERENT TOOLS THAT YOU CAN LOOK AT.
UM, AND ALSO WHEN I'VE TALKED TO PEOPLE OVER THE YEARS AND THEY'VE EXPRESSED FRUSTRATION WITH BUILDING CODES, IT SEEMS LIKE SOME OF IT'S RELATED TO EDUCATION AND THEN MAYBE SOME IN MOTIVATION AND KEEPING UP, AND THE OTHER HAND, IT COULD BE THE TRADES GETTING EDUCATED ON THE NEW CODES AND THEN HOW TO FULFILL THEM OR THE INSPECTORS REALLY UNDERSTANDING THE NEW ITERATIONS OR NEW RESTRICTIONS OF SUCH.
SO DO YOU HAVE AN EDUCATION PART OF THIS THAT EITHER YOU OR CITY OF AUSTIN TAKES CARE OF THAT TRIES TO HELP BRIDGE THE, THE MIGRATION TO THE NEWEST CODES TO MAKE? ABSOLUTELY.
AND, AND I DON'T KNOW THAT THAT APPROACH HAS BEEN ENTIRELY CONSISTENT OVER THE YEARS IN THE CODE CYCLES, BUT JUST FOR INSTANCE, THE LAST CODE CYCLE, WE PUT TOGETHER EDUCATIONAL CURRICULUM AND SCHEDULED, UH, APPOINTMENTS WITH DSDS INSPECTORS AND WENT THROUGH THE CODES AND THE DIFFERENCES TO HELP INFORM THEM WITH WHAT THEY WERE DOING.
AND THEN ALSO MADE THAT AVAILABLE AS WELL FOR THE TRADE ORGANIZATIONS, THINGS LIKE, UH, AIA AND THE HOME BUILDERS ASSOCIATION.
SO YEAH, WE DO WHAT WE CAN TO HELP WITH THAT.
UH, I THINK THIS YEAR DSD IS LOOKING
[01:30:01]
AT THE POTENTIAL FOR HIRING AN OUTSIDE ENTITY TO TEACH THE ENTIRE BODY OF CODES.SO THAT HASN'T BEEN FINALIZED YET.
SO MORE TO COME ON THAT, BUT YES, WE DEFINITELY PLAN TO HAVE AN EDUCATIONAL ELEMENT OF THAT.
AND WE HAVE SOME TIME BETWEEN THE TIME IT'S, IT'S APPROVED BY COUNCIL AND IT'S ADOPTED, AND THAT'S ONE OF THE REASONS WE HAVE THAT DELAY.
AND I'LL SPEAK TO THAT A BIT MORE.
AND MAYBE WE COULD HAVE A FOLLOWUP SOMETIME IN THE FUTURE LATTER PART OF THIS YEAR, BECAUSE IT JUST SEEMS LIKE WE'VE ALL GOTTEN MORE EDUCATED ABOUT PUTTING THINGS ONLINE AND ACTUALLY HAVING IT THEN AVAILABLE ON YOUTUBE.
AND SO PART OF THAT EDUCATION, ESPECIALLY BEING AVAILABLE MORE BROADLY FROM SOME KIND OF MECHANISM, THAT'S EASY TO RECORD WHEN YOU HAVE YOUR EDUCATORS IN THE SESSIONS, HAPPY TO DO THAT.
AND ALSO HAPPY TO HAPPY TO LET YOU KNOW WHEN THAT TRAINING IS AVAILABLE.
AND IF YOU WANT TO, IF YOU'RE INTERESTED IN PARTAKING, WE CAN, WE CAN ARRANGE THAT AS WELL.
I DON'T KNOW IF YOU KNOW THIS, BUT, UH, JASON WITH, WITH SPEAR, UH, HAS AVAILABLE A 90 MINUTE YOUTUBE VIDEO WHERE HE EXPLAINS THE RESIDENTIAL 20, 21 AACC.
SO IT WOULDN'T COVER THE AUSTIN LOCAL AMENDMENTS, BUT IT'S A PRETTY GOOD OVERVIEW OF THE, OF THE CODE.
I'LL CHECK WITH SPEAR AS WELL.
YEAH, THEY'RE, THEY'RE A GREAT RESOURCE FOR ALL THINGS RELATED TO CODES, 90 CONCISE MINUTES, I'M SURE.
UH, SO THE LAST BULLET SPEAKS TO LOCAL AMENDMENTS AND WE HAVE AUTHORITY AS A MUNICIPALITY TO PASS AMENDMENTS TO THE IECC.
UH, AND THIS PART IS KIND OF MY OWN LANGUAGE.
IT'S NOT A FORMAL DEFINITION, BUT WE WANT TO BE RELEVANT WITH THE AMENDMENTS THAT WE PASS TO MAKE SURE THAT THEY'RE RELEVANT TO LOCAL GOALS AND PRIORITIES, BUT ALSO RELEVANT TO CODE AND THE AUTHORITY IN CODE.
SO WE WANT TO MAKE SURE THAT THINGS THAT WE'RE ADDRESSING THROUGH CODE ARE APPROPRIATE TO BE ADDRESSED THROUGH CODE AS OPPOSED TO ANOTHER AVENUE X.
SO THE PROCESS FOR ADOPTION, UH, DEVELOPMENT SERVICES DEPARTMENT, THEY'RE THE GROUP OR DSD, THEY'RE THE GROUP THAT'S RESPONSIBLE FOR THE ADOPTION AND THE ENFORCEMENT OF BUILDING CODES FOR THE CITY.
SO THEY'RE RESPONSIBLE FOR THE ENTIRE BODY OF CODES, NOT JUST ENERGY, UH, DATING BACK TO THE ADOPTION OF THE 2000 ENERGY CODE FOR THE CITY OF AUSTIN.
AUSTIN ENERGY HAS WORKED CO-OPERATIVELY WITH DSD.
WE HAVE A LOT OF EXPERIENCE IN BUILDING SCIENCE AND ENERGY MODELING AND UNDERSTANDING THE IMPACTS.
THE, THESE AMENDMENTS WILL HAVE BOTH FROM AN ECONOMIC PERSPECTIVE AND ALSO FROM AN ENERGY PERSPECTIVE.
AND WE LEND THAT EXPERTISE TO DSD.
SO WE TAKE A VERY STRONG ROLE IN FACILITATING STAKEHOLDER REVIEW AND DEVELOPMENT OF THESE LOCAL AMENDMENTS.
UH, BUT, BUT ULTIMATELY IT'S, IT'S DSDS ROLE TO BRING THIS FORWARD.
SO WE TALKED ABOUT STAKEHOLDER REVIEW AND INPUT.
UH, WE SPLIT THE INPUT AND REVIEW BETWEEN RESIDENTIAL AND COMMERCIAL.
SO WE HAVE SEPARATE STAKEHOLDER BODIES, ALTHOUGH WE HAVE A LOT OF CROSSOVER THERE, UH, THIS YEAR, THE OPEN PERIOD FOR STAKEHOLDER ENGAGEMENT, UH, THROUGH DSDS NEW PUBLIC INPUT PORTAL WAS MARCH 15TH OR APRIL 15TH.
WE'RE STILL HAVING DISCUSSIONS WITH SOME STAKEHOLDERS ABOUT SOME OF THE ISSUES THAT WERE BROUGHT UP IN SURFACE.
SO NOT EVERYTHING IS, IS FINALIZED, AND THERE IS STILL AVENUE FOR INPUT AND SOME MORE DISCUSSION, UH, AND I'LL SPEAK TO SOME OF THIS LATER AS WELL.
UH, AND AS FAR AS THE STAKEHOLDERS THEMSELVES, UH, IT INCLUDES THE HOME BUILDERS ASSOCIATION, THE HOME BUILDERS, UH, ARCHITECTS, THE AMERICAN INSTITUTE OF ARCHITECTS REPRESENTATIVES FROM NONPROFIT GROUPS AND REPRESENTATIVES FROM THE ENVIRONMENTAL COMMUNITY.
THIS IS OPEN TO ANYBODY, ANYBODY IS ENCOURAGED TO, TO APPLY.
WE ALSO UTILIZE, SO WE UTILIZED OUR TRADITIONAL LIST AND THEN WE ALSO USE DSDS BROADER OVERALL CODE LIST TO MAKE AWARENESS OF THIS KNOWN, UH, TO, UH, UM, TO, UH, MR. ROBIN'S COMMENTS EARLIER, WE DID NOT DO A GOOD ENOUGH JOB IN INFORMING THE AUC IN THE RMC OF THIS COLLECTIVELY AND DISCUSS THIS OPENLY WITH THE RMC THAT WE ARE COMMITTED TO MAKING SURE THAT ANYTIME IN THE FUTURE, WHEN WE'RE LOOKING AT ISSUES RELATED TO CODE THAT YOU WILL BE FORMED WELL IN ADVANCE.
SO, UH, TO THAT END, WE, WE, WE, WE OWN THAT, THAT DEFICIENCY.
AND I, I, I WOULD AGREE IT'S BEEN A FAST TIMELINE OR, UM, I PERSONALLY WAS AWARE OF IT JUST BECAUSE I'M ON SOME OF THOSE LIST SERVES.
SO I KNEW, YOU KNOW, THAT THESE, THAT THERE WAS THIS, THIS PUBLIC INPUT PORTAL.
[01:35:01]
AT THE UC, WE SHOULD HAVE BEEN GIVEN MAYBE A PREVIEW OF THE TIMING JUST SO WE COULD HAVE BEEN BETTER PREPARED AND I'LL SPEAK TO THAT IN A MINUTE.AND I'VE GOT A SLIDE THAT SPEAKS TO TIMING AND SOME OF THE ISSUES AS WELL, BUT I AGREE, NEXT SLIDE PLEASE.
SO THIS SPEAKS TO SCHEDULE, AND YES, THIS IS VERY COMPRESSED.
THIS IS VERY MUCH A PRODUCT OF CIRCUMSTANCE AND NOT DESIGN.
UH, WE INITIALLY ENGAGED WITH DSD AND DISCUSSIONS OF TIMELINES AND HOW TO ROLL FORWARD WITH CODES BACK IN OCTOBER OF LAST YEAR, IN OCTOBER OF LAST YEAR, THE ICC HAD NOT WRAPPED UP DEVELOPMENT OF THE IECC.
SO WE DIDN'T HAVE A CODE TO DISCUSS AT THE TIME.
AND WE WERE HESITANT TO MOVE FORWARD WITH STAKEHOLDER ENGAGEMENT THROUGH THE HOLIDAYS, BECAUSE IT'S REALLY HARD TO GET BANDWIDTH.
AND IT'S REALLY HARD TO GET FOLKS ENGAGED AND THINGS THEY'RE JUST OTHER PRIORITIES.
SO WE DEFERRED TIL JANUARY AND AGREED TO COME BACK AND TALK WITH, UH, DSD IN JANUARY ABOUT THIS VERY TOPIC.
WHEN WE CAME BACK TO THEM IN JANUARY, THEY SAID, HEY, WE REALLY DO WANT TO DO THIS BY THE END OF THE YEAR.
WE'VE GOT SOME VERY GOOD REASONS FOR THAT.
UH, LET'S GO AHEAD AND KICK THIS OFF.
UH, WE WERE TOO LATE IN JANUARY TO GET ON THE AUC IN THE RNC AGENDAS.
SO WE PUSHED IT OFF TO FEBRUARY.
WELL, FEBRUARY, IF YOU'LL REMEMBER, ADD THE JOINT EUC RMC MEETING, WHICH WASN'T AVAILABLE TO US, AND IT WAS A VERY RESTRICTED AGENDA.
WE LOOKED TO PUSH IT OUT TO MARCH AND WE HAD A WINTER STORM THAT CONSUMED ALL OF OUR TIME.
SO THAT MEETING GOT CANCELED, WHICH UNFORTUNATELY BRINGS US TO THE APRIL TIMEFRAME.
SO AGAIN, WE REALLY DIDN'T WANT TO RUN WITH THIS KIND OF TIMEFRAME, BUT THIS IS KIND OF WHERE WE FOUND OURSELVES.
UM, UM, AND CAN YOU SPEAK TO WHY, WHY THE, WHY IT'S IMPORTANT TO GET IT TO CITY COUNCIL FOR APPROVAL ON JUNE 3RD, SO THAT IT'D BE IMPLEMENTED ON SEPTEMBER ONE.
WHAT'S THE, WHAT'S THE RUSH VERSUS WAITING TILL, SAY JANUARY OF 12 ON EACH ONE, UH, AS THE IMPLEMENTATION.
UH, SO THERE'S REALLY THREE REASONS THAT WE'RE LOOKING TO TRY AND GET APPROVAL FOR THIS IN, IN JUNE AND FIRST, JUST HISTORICALLY, UH, DSD HAS BROUGHT THE CODES FORWARD ON SEPTEMBER 1ST.
SO THE COMMUNITY KIND OF KNOWS FROM A HISTORICAL PERSPECTIVE, THE GENERALLY NEW CODES BECOME EFFECTIVE IN SEPTEMBER.
NOW THERE ARE ALL KINDS OF OUTLIERS THERE, BUT THE EXPECTATION IN THE COMMUNITY IS THAT WE LOOK FOR THAT DATE FOR THOSE, THOSE TO BECOME EFFECTIVE.
THE OTHER THING IS THAT WE'D LIKE TO ALL OF THE CODES COME FORWARD AT THE SAME TIME THAT AVOIDS A LOT OF CONFUSION.
YOU DON'T HAVE TO WORRY ABOUT WHAT CODE IS EFFECTIVE WHEN YOU'RE LOOKING AT EITHER AN ENFORCEMENT ISSUE OR A DESIGN ISSUE THAT, YOU KNOW, WHEN THIS BUILDING, BECAUSE THESE, YOU KNOW, THE DESIGN PROCESS AND CONSTRUCTION PROCESS ON THESE BUILDINGS CAN TAKE YEARS.
SO IF WE'VE GOT A CODE THAT'S EFFECTIVE FOR SIX YEARS, YOU'VE GOT TO HAVE SOMEBODY THAT KNOWS WHEN THESE CODES WENT EFFECTIVE AND IT'S VERY CONFUSING.
SO WE TRY TO ALIGN ALL THE CODES TOGETHER.
AND THEN THE THIRD ISSUE IS AROUND A REQUIREMENT THAT THE CITY HAS, OR THE, UH, AN ENTITY THAT THE CITY WORKS WITH.
THERE'S A GROUP CALLED THE INSURANCE SERVICES OFFICE, NEURO PROVIDERS, STATISTICAL ANALYSIS, ACTUARIAL ANALYSIS, AND UNDERWRITING, UH, AND CLAIMS INFORMATION AND DATA.
AND THEY REALLY FOCUS ON PROPERTY AND CASUALTY INSURANCE ISSUES.
AND THEY HAVE A SCORECARD CALLED A BUILDING CODE EFFECTIVENESS RATING SCHEDULE.
AND WHAT THAT REALLY LOOKS LIKE IT LOOKS AT IS AMONGST OTHER THINGS.
THIS IS JUST ONE OF THE STORING CRITERIA, BUT THEY, THEY ASSESS THE BUILDING CODES THAT A CITY HAS ADOPTED AND THEIR ENFORCEMENT.
AND THEY PARTICULARLY LOOK AT THEM FROM A PERSPECTIVE OF HOW THEY MITIGATE LOSSES FROM NATURAL DISASTERS.
AND THEY AUDIT THE CITY ON THIS PERIODICALLY.
WE DON'T KNOW WHEN OUR NEXT AUDIT IS GOING TO BE, UH, BUT RELATED TO TWO BUILDING CODES, THEY HAVE A REQUIREMENTS THAT THE MUNICIPALITY OR THE ENTITY THEY'RE AUDITING HAVE A, AN ACTIVE CODE OR A CODE THAT HAS BEEN AT IT IS NEWER THAN SIX YEAR OR NEWER THAN FIVE YEARS FROM, FROM THE ADOPTION CYCLE.
SO BASICALLY WE FIND OURSELVES WITH THE 2015 CODE RIGHT NOW, AND WE'RE NOW IN 2021.
SO WE'RE NOW A YEAR OUT FROM WHERE THEY ARE WITH THIS.
SO WE NEED TO SHOW GOOD EFFORT AND GOOD FAITH THAT WE'RE MOVING TOWARD THAT ADOPTION.
[01:40:01]
UH, AGAIN, WE DON'T KNOW WHEN WE'RE GOING TO BE AUDITED.ONE POINT HERE MAY NOT MAKE THE DIFFERENCE, BUT THERE ARE OTHER OTHER FACTORS THAT GO INTO THIS.
ULTIMATELY, WE DON'T WANT TO SUBJECT OURSELVES TO THE POTENTIAL RISK, WHICH IF THERE'S AN, A BIG ENOUGH DROP IN THIS, IT COULD NEGATIVELY IMPACT INSURANCE RATES FOR THE COMMUNITY.
SO THAT'S KIND OF THE TRIUMVIRATE OF THINGS THAT WE'RE LOOKING AT AS, AS DRIVERS FOR PUSHING THEM.
AND THE REASON YOU WANT CITY COUNCIL TO ADOPT IT IN EARLY JUNE IS BECAUSE YOU WANT TO GIVE THE BUILDING COMMUNITY KIND OF 90 DAYS APPROXIMATELY NOTICE IS THAT RIGHT? ABSOLUTELY.
AND IT ALSO THEN GIVES US TIME FOR THE EDUCATION COMPONENT THAT YOU TALKED ABOUT, THAT IT GIVES US TIME TO GO OUT AND DO PUT TOGETHER THE CURRICULUM AND DO THE ROAD SHOW TO TEACH PEOPLE WHAT'S COMING.
SO, UM, SO SPEAKING TO THIS, THIS, THIS OUTLINES, THE, THE TIMELINE THAT WE'VE GOT FOR BOARDS AND COMMISSIONS, YOU KNOW, WE TALK ABOUT ERNEST, THESE COURTESY REVIEWS.
THE RMC IS THE ONLY COMMITTEE THAT HAS PURVIEW OUTLINED IN THEIR BYLAWS, THAT THEY CAN MAKE RECOMMENDATIONS AND, AND, UH, FOR CONSIDERATION, FOR ITEMS IN LOCAL AMENDMENTS, AS WELL AS RECOMMENDATIONS TO COUNCIL.
BUT WE UNDERSTAND THAT WHAT GETS PASSED IN COUNCIL OR IN CODE AND SIGNIFICANTLY IMPACT OTHER INTERESTS THAT THESE BOARDS AND COMMISSIONS HAVE.
SO WE MAKE SURE THAT WE TRY AND GET THESE THINGS ON THE UNDER AGENDAS FOR REVIEW, UH, SO THAT THEY CAN, CAN CONSIDER THEM AND, AND BRING ANY ISSUES THEY HAVE TO OUR ATTENTION.
WE'VE ALREADY BEEN TO THE JOINT SUSTAINABILITY COMMISSION.
UH, WE'LL GO TO THE MECHANICAL AND PLUMBING BOARD AND THE BUILDING AND FIRE CODE BOARD OF APPEALS AS WELL.
THE OTHER THING THAT WE'VE GOT HERE IS ON, ON THE, UH, MAY 6TH ITEM, THAT IS A SET HEARING ANNOUNCEMENT WHERE COUNCIL ANNOUNCES THAT THEY WILL HAVE A HEARING IN THE JUNE MEETING TO DISCUSS ENERGY CODE.
SO IT'S THEIR PUBLIC NOTIFICATION THAT CONSIDERATION TO THE ENERGY CODE IS COMING THROUGH THE COUNCIL IN MAY, OR EXCUSE ME IN JUNE.
SO ANY OTHER QUESTIONS ON THE SCHEDULE? OKAY, NEXT SLIDE PLEASE.
SO AS FAR AS NOTABLE DEVELOPMENTS AROUND THE IECC, UH, SO WE ESTIMATE AN OVERALL INCREASE OF EIGHT TO 10% IN ENERGY EFFICIENCY OVER EXISTING CODE.
NOW, IF YOU GO BACK TO, UH, MR. DUBROSKI SLIDES ABOUT WHERE WE ARE FROM AN EFFICIENCY PERSPECTIVE AND AN ENERGY USE PERSPECTIVE, YOU'LL SEE THAT WE'RE TAKING, YOU KNOW, WE'RE, WE'RE TRYING TO TAKE A SLICE OUT OF AN INCREASINGLY SMALLER PIE.
UH, IF YOU LOOK AT THIS COLLECTIVELY, THIS IS A SIGNIFICANT INCREASE OVER THE PREVIOUS CODE.
AND WE LOOK AT REALLY THE, AT THIS AS, UH, AS AN AGGRESSIVE MEASURE IN A REACH CODE, THIS IS NOT GOING TO BE, UH, IT WILL NOT BE, YOU KNOW, SIMPLISTIC, IT WILL REQUIRE SOME EDUCATION AND, UH, AND SOME WORK ON FOLKS, UH, HAVE TO IMPLEMENT IT.
SO, UH, WE TAKE THAT INTO CONSIDERATION WITH WHAT WE'RE DOING.
UM, YOU, YOU MAY OR MAY NOT HAVE SEEN THIS, BUT TODAY THE DUI DOE ISSUED THEIR PRELIMINARY DETERMINATION OF THE, UM, OF THE, UH, WHAT'S THAT LAB CALLED PACIFIC NORTHWEST LAB.
THEY HAD VERY SIMILAR NUMBERS, THEY SAID 9.3, 8% SITE ENERGY, AND 8.7, 9% SOURCE ENERGY COMPARED TO THE PREVIOUS CODE FOR, FOR RESIDENTIAL.
SO THAT THOSE ARE VERY SIMILAR.
THEIR PRELIMINARY ARE VERY SIMILAR TO WHAT YOU GUYS GUESSTIMATE.
SO, SO WE WENT WITH OUR, WITH OUR MODELING GROUP AND LOOKED AT DIFFERENT BUILDING TYPES.
AND FOR RESIDENTIAL WE'RE ESTIMATING AN AVERAGE OF 4%, UH, INCREASE IN EFFICIENCY.
UH, THERE'S SOME VARIATION BY BUILDING TYPES AND THEN ON COMMERCIAL, THERE'S A BROADER DIFFERENTIAL IN THE RANGE, EVERYTHING FROM FOUR TO 17%, BUT WE ANTICIPATE ABOUT A 10% INCREASE IN THE COMMERCIAL SIDE OF THINGS.
SO, UH, YOU KNOW, DEFINITELY MOVING THINGS SIGNIFICANTLY ON THE COMMERCIAL SIDE AND STILL NOT, UH, NOT A LOW HURDLE ON THE RESIDENTIAL SIDE.
UM, SO ELECTRIC VEHICLE READY AND ELECTRIFICATION, OR THE IDEA OF PREPARING, UH, BUILDINGS FOR CONVERSION FOR NATURAL GAS, FUEL SOURCES FOR ENERGY NEEDS TO ELECTRIC, FUEL SOURCES WERE BOTH REALLY FOREFRONT ISSUES IN DEVELOPMENT OF THE 21 CODE.
AND WHEN THEY GOT TO THE VOTING PART OF THE CODE TO APPROVE IT, THERE WAS A STRONG RALLY AND EFFORT
[01:45:01]
ON BEHALF OF BUILDERS, ASSOCIATIONS, AND THE NATURAL GAS INDUSTRIES TO REVISIT EVIE READY AND ELECTRIC READY.AND THE RESULT WAS THAT THEY WERE STRUCK DURING THE APPEALS.
AND THERE WERE TWO THINGS THAT WERE REALLY CITED THERE.
ONE WAS THE POTENTIAL COST ISSUES.
AND THE OTHER WAS, AGAIN, THIS IDEA OF RELEVANCE IS, ARE THESE CONSERVATION AND OR EFFICIENCY MEASURES, OR ARE THESE SOMETHING ELSE? AND DO THEY BELONG IN THE CODE? AND WHILE THE ICC DIDN'T COME OUT AND SAY, THEY DON'T BELONG HERE, THEY DID SAY, WE CAN'T SAY THEY DO BELONG HERE.
AND WE DON'T THINK THEY SHOULD BE INVOLVED IN THIS CODE CYCLE.
SO AS SUCH, THEY'VE BEEN STRUCK, UH, THAT LEAVES US IN A LITTLE BIT OF A, A TRICKY PLACE IN IT.
WE DON'T HAVE THE FIRM CONVICTION OF THE GOVERNING GROUP FOR IECC THAT EVIE READY AND ELECTRIFICATION BELONG, UH, IN THAT CODE AS WELL.
WE'VE GOTTEN A LOT OF PUSHBACK, UH, POTENTIAL PUSHBACK ON THE LEGISLATIVE FRONT, LOOKING AT, UH, LEGISLATION AROUND BUILDING CODES AND WHAT WE MAY OR MAY NOT HAVE PURVIEW TO LOOK OVER OVERSEE WITH REGARDS TO SPECIFIC BUILDING PRODUCTS AND, AND THE, LIKE, AS SUCH GIVEN ALL OF THIS GIVEN WE'VE GOT A STRETCH CODE, UH, AND WE'VE GOT SOME UNCERTAINTY AROUND WHERE WE CAN IMPACT THINGS WITH CODE.
THE DECISION WE'VE MADE IS TO NOT LOOK AT NEW LOCAL AMENDMENTS, UH, IN THE 21 CODE AT THIS TIME, WE WOULD LOOK TO CARRY OVER THE RELEVANT 2015 AMENDMENTS.
SO THAT WOULD INCLUDE THINGS LIKE SOLAR, FOR BOTH RESIDENTIAL AND COMMERCIAL WOULD CARRY FORWARD AS THEY ARE IN THE 15 CODE.
UH, ONE THING WE'LL LOOK TO REMOVE IS CURRENT IN THE CURRENT CODE, THERE'S A REQUIREMENT THAT ANY RESIDENTIAL SITE THAT IS ADJACENT TO NATURAL GAS SERVICE MUST USE, UH, NATURAL GAS WATER HEATING FOR RESIDENTIAL CONSTRUCTION.
AND WE WILL LOOK TO WAIVE THAT, UH, THERE'S BEEN A LOT OF TALK IN THE LEDGE ABOUT NON-DISCRIMINATION AGAINST MY UTILITY TYPE, AND WE FEEL PRETTY STRONGLY THAT THAT FITS INTO THAT CATEGORY.
SO WE'LL LOOK TO MOVE THAT WE HAVEN'T GOTTEN PUSHBACK FROM THAT FROM THE STAKEHOLDERS.
UH, SO WE'RE, WE, WE DON'T HAVE BIG CONCERNS ABOUT THAT.
UH, AND THEN YOU TALKED ABOUT ERI THE ENERGY RATING INDEX, AND THAT'S ONE WAY OF LOOKING AT THE OVERALL EFFICIENCY FOR THE, FOR THE BUILDING, PARTICULARLY ON THE, ON THE RESIDENTIAL SIDE.
AND WE'LL LOOK FOR THAT TO REMAIN THE SAME AS WELL.
KURT ON ERI, YOU WILL MAINTAIN SOME SORT OF MINIMUM ENVELOPE REQUIREMENT, RIGHT? THAT THEY STILL HAVE TO FATE.
AND WHAT WILL THAT BE? WOULD THAT BE BASED ON THE 2015 CODE, OR I BELIEVE IT'S THE 18 CODE, BUT I WILL, I WILL VERIFY AND GET BACK TO YOU.
THE THING IS, UH, YOU KNOW, BACK TO THIS IDEA THAT AB READY AND ELECTRIC READY REALLY WEREN'T TOUCHED UPON.
WE ARE BY NO MEANS THROWING OUR HANDS UP IN THE AIR AND SAYING, WE DON'T WANT TO ADDRESS THIS.
WE JUST DON'T THINK GIVEN THE TIMELINES THAT WE HAVE AND THE IMPERATIVES THAT WE HAVE FOR LOOKING AT, UH, AT ADVANCING THIS CODE, THAT THIS IS THE COMA TO TRY AND SHOEHORN THESE IN TO THE CURRENT CURRENT CODE PROCESS.
WE WANT TO ALLOW MORE TIME FOR THAT DISCUSSION TO HAVE A MORE, BOTH ROBUST DISCUSSION AMONGST OUR STAKEHOLDERS, MAKE SURE THAT THEIR CONCERNS ARE ADDRESSED.
WE DID HAVE CONSIDERABLE, UH, FEEDBACK FROM CUSTOMERS, FROM STAKEHOLDERS IN THIS PROCESS THAT THEY WANTED TO LOOK AT THESE ISSUES.
SO WE WANT TO ALLOW THAT TIME.
WE HAVEN'T DEFINED THAT PROCESS YET.
AND WE WILL COME BACK TO YOU WHEN WE, WHEN WE'VE GOT SOME INPUT ON THAT, BUT WE'RE NOT GOING AWAY WITH THIS.
THIS IDEA IS STILL SOMETHING WE WANT TO VISIT.
I I'M, I'M DOMINATING THIS CONVERSATION.
AND I APOLOGIZE TO TIM, MARTY AND OTHERS.
THIS IS PARTICULARLY IMPORTANT TO THE SIERRA CLUB.
UH, WE, WE KNOW THERE ARE BILLS, UH, THAT ARE PASSING AND LEGISLATURE THAT WILL NOT ALLOW US TO DO CERTAIN THINGS, BUT WE DO BELIEVE THAT AUSTIN CAN STILL DO EVIE READY AND ELECTRIC REALITY.
UM, AND SO IT'S VERY IMPORTANT TO US THAT WE CONTINUE THIS CONVERSATION.
EVEN IF IT'S NOT IN THIS, YOU KNOW, IN THIS CODE, IT'S KIND OF WHAT WE DID WITH SOLAR READY.
WE DIDN'T, WE DIDN'T TRY TO SHOE HORN AND SOLAR READY AND INTO THE REGULAR PROCESS.
CAUSE IT'S MORE COMPLICATED, BUT I HOPE THAT WE CAN, YOU KNOW, THROUGH THE UC AND RMC STILL HAVE THESE, I KNOW, YOU KNOW, MANY OF YOU ARE INTERESTED IN ELECTRIC VEHICLES.
SO IT SEEMS LIKE WE AS A COMMUNITY HAVE PRIORITIZED ELECTRIC VEHICLES AND THIS IS ONE WAY TO DO IT.
SO I'M, I'M JUST, I'M TELLING YOU KURT, I'M, I'M, I'M WILLING TO SET IT ASIDE
[01:50:01]
FOR THE, FOR THE TIMELINE YOU'RE ON, BUT I DO THINK WE NEED TO KEEP HAVING THIS CONVERSATION.AND I'VE ALREADY, UH, ALREADY CIRCULATED THIS UP UP THE FOOD CHAIN AND HAVE SUPPORT FROM MY MANAGEMENT THAT WE'RE, WE'RE ON BOARD WITH HAVING THIS, HAVING THIS DISCUSSION.
SO THIS SPEAKS TO NEXT STEPS, OTHER THINGS THAT YOU NEED, I WANTED TO BRING UP, UM, PAUL'S POINT TOO, ABOUT, UM, DID YOU GUYS LOOK AT THE IDEA OF, OF, UH, BANNING STRIP HEATING FOR, FOR WATER HEATING? IS THAT SOMETHING THAT WAS CONSIDERED, DID OTHER STAKEHOLDERS BRING THAT UP AS, AS A POTENTIAL ENERGY SAVINGS MEASURE? WE HAVE LOOKED AT THAT ONE AND WE'RE STILL LOOKING INTO THAT ONE.
SO WE HAVE NOT MADE A FIRM DECISION ON THAT ONE YET.
SO THERE ARE POTENTIAL LEGAL CONCERNS.
ALSO THERE ARE SOME COSTS AND SOME PRACTICALITY CONCERNS.
UH, I KNOW THAT MULTIFAMILY HAS A PROBLEM WITH FOOTPRINT AND THAT THE, UH, SOME OF THE HEAT PUMP OPTIONS, UH, TAKE UP A LOT MORE FOOTPRINT AND THEY'RE RELUCTANT TO GIVE UP THAT FOOTPRINT BECAUSE IT'S COSTLY TO THEM.
THERE ARE ALSO SOME ECONOMIC, UH, ISSUES.
UH, WE NEED TO LOOK AT WHAT THE AFFORDABILITY IMPACT COULD BE.
UM, YOU KNOW, SO IT IS A VERY COMPLEX ISSUE.
UH, WE'RE NOT, WE'RE NOT RESOLUTE IN, IN, IN OUR RECOMMENDATION YET.
WE'RE STILL WORKING ON THAT AND WE'LL CONTINUE TO WORK WITH, UH, MR. ROBBINS ON THAT AND, AND TALK WITH HIM SPECIFICALLY ABOUT THAT AS WELL.
SO, UH, SO WE ALREADY TALKED ABOUT SOME OF THE IMPACTS YOU GUYS HAVE HEARD IT AS GOOD AS INFORMATION IS.
WE'RE GOING TO GET ON THAT UNTIL WE HAVE REAL-WORLD DATA.
UH, WE'LL LOOK AT PUTTING TOGETHER A RESIDENTIAL AFFORDABILITY IMPACT STATEMENTS.
UH, THAT'LL LOOK IN PARTICULAR AT, UH, AT AFFORDABLE HOUSING, BUT WHAT WE'LL DO IS WE'LL LOOK AT THE IMPACT OF THE CHANGE IN CODE TO THE OVERALL COST OF, OF A BUILDING OR A RESIDENCE, AND THEN LOOK AT THE ENERGY SAVINGS OVER THE LIFESPAN, AND THEN TRY AND, AND PUT TOGETHER, UH, A PICTURE OF WHAT THE PAYBACK LOOKS LIKE.
UH, WELL, WE'RE WORKING WITH LEGAL NOW, SYDNEY LEGAL ON REVIEW OF SOME OF THESE ISSUES THAT WE'VE ALREADY TALKED ABOUT.
UH, WE'LL BE COMING BACK TO THE RNC, UH, IN MAY LOOKING FOR A RECOMMENDATION, UH, ON THE GREEN BUILDING SIDE OF THINGS, WE'LL NEED TO UPDATE OUR RATINGS TO ACCOMMODATE THE DISTRICT FOR CODE.
UH, WE LOOK AT OUR RATINGS AS A WAY TO ADVANCE CODE.
SO AS CODE ADVANCES, WE NEED TO ADVANCE OUR RATINGS, UH, PARTICULARLY THE ENERGY'S, UH, COMPONENT INTO THAT, BUT ALSO SOME OF THE OTHER CODES AROUND WATER USE AND THINGS LIKE THAT.
UH, WE'RE ALSO GOING TO HAVE TO UPDATE OUR METHODOLOGY, PARTICULARLY OUR CODE SAVINGS, METHODOLOGY AND GOALS FOR OUR GREEN BUILDING PROGRAM.
UH, WE'VE BEEN WORKING WITH, UH, THE CONSULTANT DNV, UH, ON BENCHMARKING OUR PROGRAMS AND STRONG RECOMMENDATIONS COMING DIRECT TO BENCHMARK OUR CODE SAVINGS AGAINST THE CURRENT STATE CODE.
UH, WE FEEL STRONGLY THAT THAT'S A, UH, A VALID RECOMMENDATION.
WE'RE GOING TO HAVE TO LOOK AT HOW WE CLAIM SAVINGS ON CODE BASED OFF OF THAT RECOMMENDATION.
WE'LL COME BACK TO YOU AS WE FIGURED THAT OUT, THAT WOULD PROBABLY BE AROUND THE END OF THE FISCAL YEAR, AND THEN SOMETHING THAT I DON'T HAVE HERE, BUT I'VE ALREADY SPOKEN TO IS AGAIN, WE NEED TO HAVE THIS, THIS BROADER, UH, STAKEHOLDER DISCUSSION, PARTICULARLY AROUND, UH, ED READY AND ELECTRIC CREDIT.
LET ME ASK, UH, THIS IS RANDY, UH, THE RESIDENTIAL AFFORDABILITY IMPACT STATEMENT, UH, MANY FAMILIES WHO ARE LOW AND MODERATE INCOME, UH, BULLET WEALTH AT AFFORDABILITY IMPACT STATEMENT, UH, AND THEY LIVE IN EXISTING HOUSING, NOT NEW CONSTRUCTION, UH, NOT 90%, UH, WELL, THIS, UH, STATEMENT, UH, BREAK IT DOWN INTO SECTORS, SO THAT ANY CHANGES WHERE THAT BETTER IMPACTED WE'LL, UH, LOOK AT GROUP OF CUSTOMERS WITHIN THE RESIDENTIAL, THE ENERGY.
WELL, WE, WE REALLY CAN'T SPEAK TO THE, THE CURRENT EXISTING BUILT ENVIRONMENT BECAUSE, YOU KNOW, OH, YOU KNOW, THAT'S, THIS IS THE NEW CONSTRUCTION CODE WE'RE TALKING ABOUT.
SO IT REALLY WON'T IMPACT THEM THERE.
UM, WE WILL TRY AND QUANTIFY THE IMPACT AS BEST WE CAN.
[01:55:01]
AND I THINK ALSO THAT THERE ARE SOME OTHER BENEFITS THAT WILL COME, UH, WITH THIS NEW CODE.IF YOU LOOK AT WHAT HAPPENED IN THE RECENT WINTER, WINTER STORM AND URI, UH, WE SAW SIGNIFICANTLY LESS IMPACT TO BOTH BUILDINGS AND RESIDENTS FOR RESIDENTS IN, IN HOMES, BUILT WITH NEWER CODES, WHERE THEY HAD FEWER PURE WATER ISSUES, THAT SORT OF THING.
SO WE'LL DO OUR BEST TO DRAG QUANTIFY IT.
I DON'T KNOW IF IT ANSWERED YOUR QUESTION OR NOT.
ULTIMATELY, UH, IT'S ONE BIG POOL OF MONEY AND, AND TO THE EXTENT THAT WE ARE ADDING, ADDING REQUIREMENTS, UH, ADDING REQUIREMENTS, THEY WILL HAVE THE IMPACT ON EXISTING CUSTOMERS AND ASSISTING.
AND I THINK THAT'S THE END OF YOUR PRESENTATION.
ANY OTHER QUESTIONS, KURT, IN TERMS OF, UM, HAVING DISCUSSIONS ABOUT HOW TO MOVE FORWARD ON EBY READY, OR ELECTRIC READY, WHETHER THAT'S A REQUIREMENT OR A STRETCH GOAL OR SOME PROGRAMMATIC WAY TO ENCOURAGE PEOPLE TO GO THERE, WOULD YOU ANTICIPATE THOSE DISCUSSIONS COULD START, YOU KNOW, LATER THIS SUMMER OR WHAT, WHAT'S YOUR SENSE OF A TIMELINE SOONER RATHER THAN LATER, FOR SURE.
UM, YOU KNOW, WE, I THINK WE NEED TO OUTLINE WHAT THE PROGRAM LOOKS FOR, WHAT THEIR PROCESS LOOKS LIKE, UH, AND WHETHER THERE'S ANYTHING ELSE WE WANT TO ALIGN IT WITH.
UH, BUT, UM, I'M HAPPY TO COME BACK IN A MONTH OR SO, AND TALK AND TALK TO YOU ABOUT WHAT WE'RE THINKING.
I THINK THAT IS AN AREA WHERE THE EOC, BECAUSE OF OUR INTEREST IN ELECTRIC VEHICLES, YOU KNOW, AND THE, AND THE, UM, AND THE WAY THE ELECTRIC VEHICLES CAN ALSO BE USED FOR OTHER USES.
I MEAN, I THINK THAT'S SOMETHING WHERE, WHERE THIS, THIS COMMISSION COULD PLAY A ROLE JUST LIKE WE DID IN THE
ANY MORE QUESTIONS FOR MR. STOCKVILLE? ALL RIGHT.
ONTO OUR, UH, FINAL ITEM OR, SORRY, SECOND FINAL ITEM.
UH, WE'RE WE ALREADY HANDLED ITEM NUMBER 13, THE OFFICER ELECTIONS.
[14. Report regarding City Council action on items previously reviewed by the EUC.]
ITEM NUMBER 14, IT'S THE REPORT REGARDING CITY COUNCIL ACTION ON ITEMS PREVIOUSLY REVIEWED BY THE EUC WAS CIRCULATED WITH YOUR MEETING MATERIALS, UH, ANY COMMENTS OR EDITS TO THE REPORT.[15. Future agenda items.]
FUTURE AGENDA ITEMS. UM, AND MR. VICE, I'M GONNA ASK YOU TO KEEP ME HONEST HERE.DO YOU HAVE A CURRENT SORT OF TRACKING LIST OF WHAT'S WHAT'S PENDING OUT THERE FROM A COMMISSIONER REQUESTS? COMMISSIONER REED HAS PREVIOUSLY ASKED FOR, YOU KNOW, TO BE KEPT UPDATED ON THE RFP.
UM, THEY RENEWABLES RFP AND WE'LL DO THAT DURING THE PROCESS.
AND, AND THEN I KNOW, UH, COMMISSIONER TUTTLE THAT YOU AND OTHERS I THINK HAVE ASKED FOR A REPORT AFTER LEGISLATIVE SESSION AND ON, UM, YOU KNOW, WHAT, WHAT PASSES, WHAT NEW OR DIFFERENT REGULATORY REQUIREMENTS WE MAY BE LOOKING AT AND GOING FORWARD, UH, THAT CAME OUT OF THE STORM? UM, YEAH, THE LEGISLATIVE REPORT AFTER THE LEGISLATION ON A DISTRIBUTION CAPITAL PLAN AND THEN OUR URI AFTER ACTION REPORT OR REVIEW OF THAT.
AND THEN SOMETIME LATER ON, UH, THE BUILDING CODE REVIEW WITH SOME IDEAS ABOUT WHAT ARE THE MAJOR CHANGES THAT REALLY FINALLY WENT THROUGH, UM, THE CV READY CONVERSATION ELECTRIFICATION, I HAD ALSO PUT DOWN CITY OR SCHOOL BUS OR FLEET DEPOT CHARGING FUTURE-PROOFING AND THEN THE EDUCATION PLAN TO TRY TO MAKE IT ALL MORE EFFECTIVELY DEPLOYED.
I'LL BE SURE TO WATCH THE RECORDING TO SEE IF I CAN GET THAT LITANY OF ITEMS FROM DAVE.
AND, UH, YOU CAN EMAIL THEM TO ME.
AND I ALSO JUST WANT TO SET SOME EXPECTATIONS, UH, ANY KIND OF LEGISLATIVE, UH, REVIEW SLASH UPDATE, UH, WOULD, WOULD, WOULD NOT OCCUR UNTIL JULY OR
[02:00:01]
WHAT THE GOVERNOR, YOU HAVE TO WAIT TO SEE WHAT THE GOVERNOR VETOES AND WHAT HE APPROVES.SO YOU JUST NEED TO WAIT UNTIL JULY.
AT LEAST I HAVE A QUESTION WILL THE URI AFTER ACTION REPORT INCLUDES SUCH THINGS AS, UM, RECOMMENDED CHANGES TO, UM, WE'VE HAD A LOT OF DISCUSSIONS ABOUT, UH, NEEDED CHANGES FOR THE, UM, UH, WHICH CIRCUITS ARE BEING CRITICAL AND HOW THEY'RE HANDLED DURING A STORM AND THAT TYPE OF THING.
IS THAT BE, WHAT WOULD I WOULD ANTICIPATE? I JUST WANT TO MAKE SURE IT'S COVERED.
I THINK THAT'S PART AGREED THAT'S NEEDED AND IT'S PART OF THE SEXUALIZATION IMPROVEMENT PLAN.
AND, AND, AND SO IS THERE A SET, IS IT, UH, DAVE, WAS THERE A SEPARATE SEXUALIZATION IMPROVEMENT PLAN SEPARATE FROM YURI AFTER ACTION? YEAH.
I DON'T KNOW HOW THEY'LL BREAK IT UP.
YOU KNOW, THE DISTRIBUTION CAPITAL PLAN, THE VEGETATION IDEA THERE, AND THEN YOU HAVE A CERTAIN AMOUNT OF CAP X AND CASHFLOW TO TAP, TO GO MAKE IMPROVEMENTS.
AND THEN WHAT ARE THE PRIORITIES AND HOW TO BETTER IMPROVE THE DISTRIBUTION.
AND SO JACKIE HAD TALKED ABOUT AFTER THE STORM ABOUT IMPROVED SEXUALIZATION, THERE ARE OTHER IDEAS ABOUT SOME CRITICAL LOADS, YOU KNOW, MAYBE HAVING BETTER BACKUPS THEMSELVES, YOU KNOW, THERE THERE'S A WHOLE LITANY OF THINGS THAT CAN BE DONE.
YOU CAN TAKE CRITICAL LOADS AND JUST MAKE THEM BE ON THEIR OWN MINI CIRCUIT, WHATEVER.
I DON'T WANT TO GET INTO TECHNICAL THING BECAUSE THEY'LL DO THAT.
BUT, UM, YOU KNOW, WE JUST NEED TO GET AN IDEA OF WHAT THEY THINK ARE THE RIGHT TECHNICAL THINGS.
I DON'T THINK THAT THEY'LL PROBABLY WANT TO GET INTO THE DETAILS OF THIS USED TO BE THIS NEIGHBORHOOD USED TO BE ON A CRITICAL CIRCUIT NOW IT'S NOT, OR VICE VERSA.
I DON'T THINK WE'LL GET INTO THAT, BUT, UM, CERTAINLY THE CAPITAL PLAN TECHNOLOGIES, ARMING OF THAT PLAN REPORT OF THE AUC HAVE AN OPPORTUNITY TO COMMENT ON, UH, IF I UNDERSTOOD THE, THE CONVERSATION EARLIER, THEY'VE GOT AN ACTUAL AFTER ACTION REPORT THAT THEY'RE EITHER CLOSE TO FINALIZING OR FINALIZING, AND IT'LL BE PRESENTED TO, UM, THE UTILITY OVERSIGHT BOARD SLASH COUNCIL, UM, AT THE END OF THE MONTH.
AND THEN THEY WOULD, THEN THEY WILL FOLLOW UP WITH US WITH THE SAME REPORT.
UM, BUT IF I, YOU KNOW, I'M MAYBE READING THE TEA LEAVES HERE, BUT I, I DON'T THINK I HEARD THAT THEY'RE GOING TO HAVE SPECIFIC DETAILS ABOUT, YOU KNOW, HERE'S THE PATH FORWARD, RATHER, IT'S SORT OF, THESE ARE ALL THE THINGS WE'RE EVALUATING.
THAT'S, THAT'S SORT OF WHAT I HEARD, BUT, UM, THAT'S CORRECT.
THIS IS JEFF JUMPING IN MADAM CHAIR.
AND IT JUST TO CLARIFY AGAIN, THAT REPORT WILL NOT BE FINISHED BY THE END OF THE MONTH.
WE'RE SIMPLY UPDATING THE UTILITY OVERSIGHT COMMITTEE, THE COUNCIL, IF YOU WILL, AT THE END OF THE MONTH, UH, ABOUT SOME OF OUR PROCESS ASSOCIATED WITH THE AFTER-ACTION REPORT, BUT THE REST OF WHAT YOU SAID ABOUT, YOU KNOW, ONCE WE, ONCE WE, UH, PRESENT TO COUNCIL.
YES, I'M SURE WE'LL BE ABLE TO PRESENT TO THE EUC AS WELL THAT JEFF COULD WAKE IT UP, UH, UH, EMAIL GIVING US THE SPECIFIC DATE AND TIME THAT THAT REPORT WILL BE PRESENTED.
I MEAN, THAT UPDATE WILL BE PRESENTED TO COUNCIL THE OVERSIGHT COMMITTEE.
I CAN KEEP THE COMMISSION INFORMED.
SO IT SOUNDS LIKE WE HAVE, UH, SEVERAL, UH, FUTURE ITEMS, UM, AND JEFF AND I WILL CONNECT ON, UH, THE TIMING OF THOSE AND ENSURE THAT EVERYTHING GETS ADDED TO OUR AGENDAS.
WELL, IT'S BEEN ANOTHER LOVELY EVENING WITH YOU THERE.
WITHOUT OBJECTION, THIS MEETING OF THE ELECTRIC UTILITY COMMISSION IS OBJECTIVE ADJOURN.
