SO THANKS EVERYONE FOR ATTENDING AND PATRICIA, IF YOU COULD POP THE AGENDA UP AND WE'LL JUST TAKE A QUICK REVIEW OF THAT.

SO WE'VE, UM, CONFIRMED.

WE DON'T HAVE ANY CITIZEN COMMUNICATIONS TODAY, SO WE'LL BE APPROVING THE MINUTES OF OUR LAST MINUTE.

SO LET'S GO AHEAD AND MOVE TO THE NEXT ITEM, WHICH IS THE OLD BUSINESS ITEM FOR A DEBRIEF ON THE LISTENING SESSIONS.

SO JUST ANY THOUGHTS OR REFLECTIONS ON THE SESSION THAT WE HAD THE OTHER NIGHT? I THINK MANY OF US WERE THERE.

SO AS WE'RE ABLE TO HEAR ALL THAT FEEDBACK, YEAH.

THIS IS A COMMISSIONER HUMAN-NESS.

I THINK ONE OF THE THINGS THAT STOOD OUT FOR ME WAS OF COURSE THEY WERE TALKING ABOUT THE UNIVERSITY, BUT, UH, AS FAR AS MENTAL HEALTH GOING FORWARD, UM, I THINK THAT'S IMPORTANT JUST NOT ONLY FOR THE UNIVERSITY, BUT ANYBODY THAT POSSIBLY, YOU KNOW, DID SUFFER, YOU KNOW, ANY POST-TRAUMATIC STRESS, UH, DUE TO THE, DUE TO THE INCIDENT THAT, YOU KNOW, POSSIBLY SOMETHING LIKE THAT IS AVAILABLE OR MADE AVAILABLE OR SOME RESOURCES OR ARE PROVIDED FOR THE FUTURE.

EXCELLENT POINT.

YEAH.

WE HEARD THAT, UM, FROM SEVERAL DIFFERENT SPEAKERS OR TESTIMONIES, I GUESS ONE OF THE THEMES THAT ARE COMING THROUGH FROM THAT SESSION, AS WELL AS THE OTHERS IS SIMPLY THE LACK OF PREDICTABILITY OF WHAT LEARNING FROM MOMENT TO MOMENT ALMOST.

AND THE, AND I THINK THAT THAT'S PART OF WHAT CREATES THE MENTAL HEALTH PROBLEMS. YOU DON'T KNOW, YOU CAN'T PLAN FOR THIS.

THIS IS GOING TO BE, HEY, YOU KEPT BEING TOLD, OH, IT'S GONE.

IT'S JUST GOING TO BE A FEW HOURS OR, UM, OTHER THINGS THAT, THAT PEOPLE, IN A SENSE, THE SENSE OF THAT THEY HAD NO ABILITY TO FORECAST OR PREDICT OR CONTROL WHAT WAS GOING ON.

SO THIS IS, UM, UM, TASK FORCE MEMBER, MOLLY.

I WAS NOT THERE AT, AT THE SECOND HALF OF THE LISTENING SESSION.

UM, BUT I DO REMEMBER DISCUSSION, UH, STARTED ON A MENTAL HEALTH.

WAS THERE ANY DISCUSSION ABOUT WHAT, UM, IN TERMS OF OUR RECOMMENDATIONS, UM, FOR THE FUTURE, I, I, I, I MAY HAVE MISSED THAT PART.

YEAH.

NOT SO MUCH AROUND RECOMMENDATIONS, MOLLY.

IT WAS JUST MORE THAT WE WERE HEARING THAT FROM, UH, FROM THE SPEAKERS THAT WERE THERE AS WELL AS FROM THE TESTIMONY THAT PEOPLE SUBMITTED AND THAT WE READ IN, UM, THAT EVENING.

SO IT JUST SEEMED TO BE A RECURRING THEME AMONG FOLKS THAT THEY, YOU KNOW, EXPERIENCED TRAUMA DURING THE EVENT OF EXPERIENCED TRAUMA AFTER THE EVENT AND NEED MENTAL HEALTH RESOURCES TO TAKE CARE OF THEMSELVES.

OKAY.

BUT I THINK THERE WAS A PARTICULAR CONCERN AROUND UNIVERSITY STUDENTS JUST BECAUSE THEY, YOU KNOW, THEY MAY HAVE FEWER ACCESS TO RESOURCES, BE MORE ISOLATED.

UM, AND FRANKLY JUST NOT BE AS, AS GROWN UP, JUST, YOU KNOW, DEALING WITH AN EXPERIENCE LIKE THAT AS, AS OTHER FOLKS THAT JUST MIGHT, YOU KNOW, BE ABLE TO HANDLE THAT A LITTLE BIT BETTER.

I MEAN, THAT'S JUST KIND OF BEEN THE BIGGEST THING THAT WE KEEP HEARING.

SO, I MEAN, I THINK THAT'S THE MOST IMPORTANT THING AND, YOU KNOW, THE MENTAL HEALTH THING IS, SEEMED TO BE A LITTLE BIT MORE PREVAILING THAN THE LAST MEETING, BUT YEAH.

I MEAN, THOSE ARE THE TWO BIGGEST THINGS I THINK WE KEEP HEARING AND I THINK WE'LL PROBABLY CONTINUE TO HEAR, UM, I KNOW IT SOUNDS LIKE WE ALREADY HAD LIKE A LITTLE BIT OF DISCUSSION ABOUT WEDNESDAY.

UM, I WISH I HAD KNOW NOTES IN FRONT OF ME, UM, THERE SOMEWHERE ELSE.

UM, BUT I GUESS I WOULD JUST REITERATE THAT, ESPECIALLY AROUND THE DISCUSSION OF COLLEGE STUDENTS, UM, LIVING IN THESE APARTMENT COMPLEX, I THINK IS GOING TO BE A REALLY SERIOUS THING BECAUSE I'M LIKE WE LEARNED YESTERDAY, THERE ARE A LOT OF PROPERTY MANAGERS WHO THEY'RE NOT FROM TEXAS, THEY DON'T LIVE IN TEXAS.

UM, THEY'RE NOT ONSITE.

UM, AND THAT'S TRUE FOR NOT JUST THE APARTMENTS IN WEST CAMPUS, BUT THERE ARE MANY, YOU KNOW, HERE ON RIVERSIDE OR THROUGHOUT THE CITY WHERE YOU DON'T HAVE THAT COOPERATION FROM THEM.

UM, AND THEY'RE NOT WORKING WITH THE CITY TO ENSURE THAT THEIR RESIDENTS ARE SAFE.

UM, YOU KNOW, UM, I LIVE AT UNIVERSITY OF STATES HERE IN RIVERSIDE AND, UM, OUR PROPERTY MANAGERS DIDN'T, I FEEL LIKE DO A VERY GOOD JOB OF COMMUNICATING WITH US ABOUT WHAT WAS GOING ON AND, UH, WHAT RESOURCES WERE AVAILABLE.

UM, AND I'M NOT SURE IF THAT'S JUST BECAUSE THEY DIDN'T KNOW, THEY DIDN'T HAVE A WAY TO REACH OUT TO US OR SOMETHING LIKE THAT.

BUT, UM, I THINK IT'S SOMETHING THAT THE CITY PROBABLY SHOULD TAKE A BIT MORE SERIOUSLY.

UM, ESPECIALLY AS WE CONTINUE TO BUILD MORE PROPERTIES, THAT THERE NEEDS TO BE, UM, GOOD WEATHER PLANS IN PLACE AND LIKE, UH, PROPERTIES NEED TO HAVE THOSE BE READY TO EXECUTE THOSE.

UM, ON A MOMENT'S NOTICE, I THINK THAT, UH, FRANCIS AKUNA, HE SENT US HIS RECOMMENDATIONS FOR THE RESILIENCE, UH, AND I WAS LOOKING THROUGH THEM AND I THINK PART OF WHAT HE RECOMMENDED WAS, UM, THAT I'M TRYING TO FIND IT.

UM, LET'S SEE.

SO, OH YEAH.

SO HE WROTE THAT THERE NEEDS TO BE RESILIENCY HUBS WITH STANDING ORDERS TO OPEN WITH COMMUNITIES SUCH AS SCHOOLS, CHURCHES, RECREATION, CENTERS, AND LIBRARIES.

UM, IT'S, I THINK THE SAME THING SHOULD BE TRUE FOR PROPERTY MANAGERS AND PROPERTIES THAT THEY TO HAVE, UM, EMERGENCY STANDING ORDERS, UM, WHEN THINGS LIKE THIS HAPPEN, WHETHER OR NOT IT'S, YOU KNOW, THE ICE STORM.

UM, I THINK THAT WE ACTUALLY CAN LEARN A LOT FROM THESE WEIRD WEATHER EVENTS THAT WE KEEP HAVING FOR THE PAST FOUR WEEKS.

YOU KNOW, THERE'S BEEN A LOT OF FLOODING THROUGHOUT TRAVIS COUNTY, AND I THINK THAT WE'RE MORE LIKELY TO SEE FLOODING AND WE START TO SEE SNOW.

AND I THINK THAT THAT'S WHERE OUR TASK FORCE IS GOING TO BE VERY IMPORTANT.

UM, GOING FORWARD IS THAT THERE ARE OTHER NATURAL DISASTERS THAT WE'RE NOT PREPARED.

YEAH.

THAT'S A GREAT POINT, JEFFREY.

AND, AND YOU HAVE TO SAY, WE'VE GOT TO HOLD PROPERTY MANAGERS ACCOUNTABLE, WHETHER OR NOT THEY'RE HERE LOCALLY OR WE'RE ACROSS THE STATE.

I KNOW THE CITY CONTINUES TO DO THAT.

AND THEN I LISTENED TO, I THINK IT'S 10001ST RESPONDERS.

THEY GOT VERY ENGAGED AND I THINK THEY, THEY COULD GIVE US SOME GOOD INPUT AS WELL.

WHAT INPUT HAVE WE RECEIVED? UM, IN TERMS OF THE WRITTEN TESTIMONIES, I HAVEN'T HAD A CHANCE TO REALLY LOOK AT ANY OF THEM.

YEAH, MOLLY, I THINK THAT THEY, YOU KNOW, THEY JUST CONTINUE TO REINFORCE SOME VERY PERSONAL EXPERIENCES THAT PEOPLE HAD AND, AND ARE CONTINUING ALONG THE THEMES OF WHAT WE'VE HEARD IN THE SPOKEN TESTIMONY AT THE MEETINGS.

SO, YOU KNOW, PEOPLE THAT, UM, YOU KNOW, JUST LACKED ACCESS TO THE RESOURCES OR COULDN'T GET TO THINGS.

I THINK SEVERAL FOLKS HAVE SPOKEN ABOUT THE FACT THAT, YOU KNOW, FIRST OF ALL, THEY COULDN'T GET TO A SHELTER, BUT IF THEY COULD, IT WAS ONLY OPEN DURING THE DAY AND NOT OVERNIGHT.

SO THEN THEY HAD, HE HAD TO FIND THEIR WAY BACK TO THEIR HOMES, WHICH, YOU KNOW, DIDN'T HAVE POWER OR WATER OR GIVE THEMSELVES TO ANOTHER PLACE THAT WOULD BE SAFE.

UM, SO WE'VE HEARD SOME OF THAT, UM, YOU KNOW, AND JUST SOME DIFFERENT VARIATIONS ON THOSE THEMES.

I DON'T WANT TO BELITTLE ANY OF IT.

UM, SO I WOULD ENCOURAGE EVERYBODY TO READ ALL OF WHEN THEY HAVE TIME.

UM, JUST CAUSE IT'S, IT'S PRETTY COMPELLING.

AND I THINK THAT'S A GREAT IDEA TO, TO RE YOU KNOW, GO BACK AND LOOK AT THAT AND, YOU KNOW, MAYBE CONTACT SOME OF THOSE PEOPLE.

WE, AS MUCH AS I THINK WE SHOULD, THAT'S A GREAT POINT ALETHA.

AND I THINK DOING THAT DIRECT OUTREACH, THE, YOU KNOW, AN EVENING, UM, MEETING MAKES IT HARD ON FOLKS TO THE, YOU KNOW, 5 30, 6 O'CLOCK IS THE WITCHING HOUR FOR PARENTS WITH SMALL KIDS, TRYING TO GET PEOPLE FED AND READY FOR BED AND ALL OF THAT.

SO THAT COULD BE CHALLENGING.

SOME OF THOSE FOLKS CAN HAVE SOME CRYING BABIES, THE WRITTEN TESTIMONY, AND ALSO TO SELL FOLKS WERE, WERE VERY FORGIVING OF ALL OF THAT AND JUST TOOK THEM ON WITH THEIR FAMILIES AND LET'S HEAR THEIR STORIES.

UM, I DO KNOW THAT THAT, YOU KNOW, SOME LIKE THE SAFE ALLIANCE, UM, THEY HAVE SHELTERS, FAMILY SHELTERS, AND THEN THOSE GOT FLOODED AND, AND DECIMATED BY THE STORM AS WELL.

SO THEY WERE LITERALLY MOVING RESIDENTS AND THESE ARE FOLKS WHO'VE EXPERIENCED A GREAT DEAL OF TRAUMA ALREADY INDEPENDENT OF THE STORM, YOU KNOW, MOVING THEM FROM ONE SPACE TO ANOTHER, AS THEIR SHELTER INFRASTRUCTURE JUST FELL APART.

UM, DURING THAT TIME.

SO I KNOW EVEN THOSE THAT, YOU KNOW, WOULD PROVIDE SERVICES THEMSELVES, HAD SO MANY CHALLENGES, UM, THE COMMUNITY REALLY RESPONDED.

SO THAT WAS GREAT.

BUT, UM, YOU KNOW, THERE'S A LOT OF ISSUES AROUND THAT TOO WELL.

YEAH.

AND CHILDCARE FACILITIES HAVE ALREADY BEEN HIT VERY HARD BY THE PANDEMIC.

AND I THINK THEIR PROBLEM WAS NOT SO MUCH THAT THEY WERE IN THE CELL IN THE SHOW, IN THE CENTER DURING THE STORM, ALTHOUGH SOME MAY HAVE BEEN, BUT THAT THEY HAD DAMAGE TO THEIR FACILITIES AND THEY'RE ALREADY VERY FRESH.

SO, UM, I THINK THERE'S A NEED THERE FOR HELPING PEOPLE AND NOT JUST THEM, BUT A LOT OF PEOPLE TO REPAIR SOME OF THE DAMAGES THAT CAME PARTICULARLY FROM BURSTING PIPES AND, AND WATER DAMAGE YEP.
